remained the major contributor to turnover in the OTC market, jointly accounting for 70.72 per cent of the total OTC market turnover in June 2019 and representing a 1.75 per cent increase on their joint contribution in May 2019. For instance, the total FX market turnover in June 2019 was $16.78 billion (N6.05trn at $/N360.74), representing a MoM decrease. Further analysis of FX turnover by trade type indicated MoM decreased across all categories, with Member-Clients trades recording the highest MoM decrease at 14.35 per cent ($1.75 billion). Analysis by product type indicated that the MoM decrease in FX turnover was driven by the 23.15 per cent ($2.47 billion) MoM decrease in FX Spot, despite the 7.13 per cent ($0.57 billion) MoM increase in FX Derivatives turnover. In June 2019, the 36th Naira-settled OTC FX Futures Contract (NGUS JUN 26 2019) with total open contracts size of $529.10 million matured and was settled, bringing the total value of OTC FX Futures Contracts offered and settled on the Exchange since the introduction of the product to $16.74 billion, with a total of $25.86 billion in open contracts. Also, the new 12-month contract (NGUS JUN 24 2020) introduced in June at a price of $/N362.38, a newly introduced contract, the 13-month contract (NGUS JUL 29 2020) with futures price of $/N362.53 was also listed in June 2019 to enable market participants obtain a full 365-day hedge on their FX exposures, which was not possible under the previous existing market structure. In June 2019, the CBN Official Spot rates and the average exchange rate of the Naira against the US Dollar at the I&E FX Window appreciated from the rates recorded in May 2019 by $/N0.05 and $/N0.09 close
at $/N306.90 and $/N360.64 respectively, while the average parallel market rate remained constant at $/N361.00. In June 2019 average OMO6 bills outstanding was N14.96 trillion, representing a MoM increase of 2.86 per cent (N0.42trillion) from N14.54 tri9llion recorded on May 2019. Conversely, average T.bills outstanding recorded a MoM decrease of 0.89 per cent (N0.02trn) from N2.58trn in May 2019 to N2.56trn in June 2019. On the other hand, average FGN bonds outstanding recorded a MoM increase of 1.12 per cent (N0.10trn) to close at N8.84trn in June 2019 from N8.74trn in May 2019. Trading intensity, representing the ratio of turnover to an outstanding amount for FGN bonds increased from 0.17 in May 2019 to 0.18 in June 2019 while it remained unchanged for T.bills. Trading intensity in the T.bills and FGN bonds markets YTD7 stood at 2.74 and 0.82 respectively compared to 2.67 and 0.71 for the same period in 2018. T.bills within the 6-12 months maturity bracket remained the most actively traded in June 2019, accounting for 49.52 per cent of the total FI market turnover. In June 2019, weighted average yields on the mediumterm and long-term maturities decreased by 0.47 per cent and 0.13 per cent respectively, whilst weighted average yields on short-term maturities increased by 0.15 per cent due to the increase in yield on 1M securities. This may be attributable to sustained demand for securities with longer-term maturities as market participants are focused on booking profits in anticipation of a further decrease in OMO stop rates by the CBN. Furthermore, inflationadjusted yield in the period under review remained positive for the 1 month tenor. Meanwhile, the Central Bank of Nigeria (CBN) has clarified its stands over the proposed policy
on FX restriction to importers of milk. The apex bank in a statement over the weekend stated that its attention has been drawn to attempts by some interests, who feel hurt by the planned policy aimed at promoting the local production of milk in Nigeria, to mislead the general public by misrepresenting the ordinarily unassailable case for investments in local milk production and the medium to long-term benefits of the planned policy. “While we are aware that some of our policies may hurt some business interests, we are thankful to Nigerians for the buy-in and intense interest in the policies of the CBN. As a people-oriented institution, however, we shall remain focused on the overarching and ultimate welfare of the Nigerian masses. “We, therefore, wish to, once again, reiterate our policy case as it relates to the planned restriction of access to the Nigerian Foreign Exchange market by importers of milk”, it stated. Meanwhile, the CBN last week injected another $210 million into the Nigerian interbank foreign exchange market to ensure liquidity, maintain stability and to meet up with customers demand. Isaac Okorafor, Director, Corporate Communications, CBN, had explained that authorised dealers in the wholesale sector of the market received $100 million while the Small and Medium Enterprises (SMEs) and the Invisibles segments received $55 million each. Okorafor added that the CBN is pleased with the level of stability of the forex market in the country. “The CBN management as noted by the governor in his post-monetary policy committee meeting briefing on Tuesday, July 23, 2019, welcomed the continued stability in the foreign exchange market and the steady accretion to the country’s external reserves”, he said.
Real sector: Adegite tasks FG on infrastructure devt to boost CBN’s directive to banks Former Chairman of the Manufacturers Association of Nigeria (MAN), Ogun State chapter, M. Wale Adegbite, has advised the Federal Government to provide the needed infrastructure to boost the Central Bank of Nigeria’s (CBN) directive that banks should lend 60 per cent of their deposits to the real sector. Adegbite gave the advice in an interview with the News Agency of Nigeria (NAN) in Ota, Ogun, on Sunday. A circular by the CBN on July 5 stated that all Deposit Money Banks (DMBs) are now required to maintain a minimum Loan to Deposit
Ratio (LDR) of 60 per cent by Sept. 30. CBN said the deposit would help to encourage SMEs, retail, mortgage and consumer lending. Adegbite described the directive of the CBN as a welcome development for the agriculture, mining, manufacturing, building and the construction industries that constitute the real sector. He, however, said, “there is no sufficient incentive to boost the sector because of the infrastructural deficit in the the country.” He identified other necessary requirements needed to improve and galvanised the sector to
include stable electricity supply, low interest rate and availability of foreign exchange for investors. “There is an urgent need by the Federal Government to address the numerous challenges militating against the real sector and the economy, especially, power that has been the major problem in the country,” he said. Adegbite said the provision of infrastructure and proper monitoring of banks would boost the real sector and translate into creation of employment. He added that such a development would also improve the nation’s Gross Domestic Product (GDP).

Alleged $1.8bn oil fraud: Presidential panel summons NNPC GMD Our Reporter
The Special Presidential Investigation Panel for Recovery of Public Property has summoned the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Mele Kyari, to appear before it tomorrow, (Tuesday, July 30) in relation to an alleged $1.8 billion fraud in the nation’s oil sector. Chairman of the presidential panel, Chief Okoi Obono Oblah, confirmed in Abuja on Sunday that the NNPC chief executive was summoned to give explanations over alleged shortfall of funds that accrued to the Federal Government from the renewal of three oil mining licences. The investigation followed a petition submitted to the panel by human rights lawyer, Femi Falana (SAN). The presidential panel said it is investigating an alleged $1.8 billion owed the Federal Government by three multinational oil firms. The company is Mobil Producing Nigeria Unlimited (ExxonMobil), with respect to Oil Mining Licences (OMLs)
Mele Kyari
67, 68 and 70 which is alleged in 2009 to have paid only $600 million out of payable renewal fees of $2.5 billion for its three oil blocs. However, the oil firm has since denied the allegation, even as it sent officials that testified before the presidential panel. In a letter dated July 15, the company insisted that it made
a full payment amounting to $665 million for the renewal of the mining licences for the three oil blocs in 2009. Equally, the firm forwarded to the panel documents from the Department of Petroleum Resources (DPR) and the NNPC regarding the transactions. But, unsatisfied with explanations from the oil giant,
the presidential panel ordered the NNPC chief executive to unfailingly appear before it on Tuesday. The panel’s letter dated July 22 is titled: “Summons to appear before the Special Presidential Investigation Panel for Recovery of Public Property to explain what Mobil Producing Nigeria Limited paid for renewal fees for Oil Mining Licences (OMLs) 67, 68 and 70.” The summon reads in part: “Your corporation is expected upon appearance to throw light concerning a letter from the Nigerian Petroleum Corporation dated December 19, 2011, to the effect that the renewal fees due from Mobil Producing Nigeria (ExxonMobil) for OMLs 67, 68 and 70 was at the agreed fees of $665 million. You are requested to bring along the following documents: “NNPC letter dated December 19, 2019 addressed to the Director, Department of Petroleum Resources titled: “Re: Renewal of Oil Minning Lease for OML 67, 68 and 70” and any other document(s) considered relevant to the matter.”
Insecurity: Interrogate Buhari, recover $1bn ECA fund, PDP charges NASS Demands invocation of constitution provisions to invite President for questioning
Tunde Opalana, Abuja Due to the continued silence of the Federal Government over utilisation of the $1 billion drawn from the Excess Crude Account (ECA) by the President Muhammadu Buhari Presidency in 2017, purportedly for security services, the Peoples Democratic Party (PDP) has demanded an urgent Intervention of the National Assembly. The party charged the legislature to respond to quests of Nigerians to know how the fund was expended by immediately setting up an ad hoc committee to interrogate President Buhari who personally sought parliamentary approval for the release of the said fund. If found unaccounted for, the party urged the National Assembly as the true representatives of the people,
to ensure total recovery of the money back to public coffers. The PDP wants the parliament to be firm in invoking its powers under sections 88 and 89 of the 1999 Constitution (as amended) to invite President Buhari to give account of the money, which was drawn from the ECA by his Presidency, without recourse to legislative appropriation. The party noted that since the Buhari Presidency and the All Progressives Congress (APC) do not have any cogent clarifications, the National Assembly should exercise its investigative powers under the constitution to interrogate the issue as well as recover the money in the general interest. National Publicity Secretary of the party, Kola Ologbondiyan, in a statement on Sunday, said the demand by the PDP is predicated on “allegations of complicity in the public space against the Buhari Presidency,
following its failure to address the matter since the National Security Adviser (NSA), Gen. Babagana Mongunu (rtd), who is in-charge of the nation’s security architecture, confessed that he is not aware of the whereabouts of the money. The party said: “Whereas section 88 gives the National Assembly the overriding powers to conduct investigations to, among other things, expose corruption and inefficiency in administration of public funds, section 89 empowers it, among other things, to summon ANY PERSON in Nigeria to give evidence or produce any document under his possession or control, related to the issues under investigation. “The PDP therefore urges the National Assembly to uphold the constitution by inviting President Buhari to produce documents that approved the withdrawal of the money,
the terms of withdrawal, the channeling of the funds, as well as those involved in its handling. “The party further implores the federal legislature to stand in the interest of the nation and resist all plots by the All Progressives Congress (APC) and the cabal at the Presidency to sweep the matter under the carpet. “The PDP calls on the legislators to reflect on the pains of Nigerians, particularly, victims of killings, bloodlettings, kidnappings and other acts of violence, which continued unrepressed, while funds meant for security were reportedly being frittered. “This is especially as allegation in the public space remain rife that funds meant for security in our nation were diverted to finance APC 2019 election campaigns, while insecurity fester in our country”.
NNPC warns against violation of pipeline Right-of-Way The Nigerian National Petroleum Corporation (NNPC) has raised the red flag on the violation of its pipeline right-ofway by some individuals and communities along the corridor of the system 2E pipeline network. The Corporation gave the warning in a statement by Mr. Ndu Ughamadu, Group General Manager, Group Public Affairs division, in Abuja on Sunday. The News Agency of Nigeria (NAN) reports that system 2E oil pipelines stretches from Port Harcourt-Aba-Enugu-to Makurdi. Ughamadu said the infringement on the statutorily guaranteed 25-metre setback for the infrastructure was detrimental to the free flow of petroleum products and harmful to dwellers of illegal structures and shanties. He said this was due to the combustible nature of hydrocarbon. Ughamadu noted the inseparable link between the cases of oil pipeline right-ofway-encroachment and incessant pipeline vandalism and oil theft with attendant negative effect on the economy. According to him, the creation of the minimum 25-metre buffer for the pipeline is designed to allow for maintenance, repairs and replacements of pipelines as need may arise. He explained that the buffer also ensures that those living close to the lines were shielded in the cases of leakage, rupture or explosion. Ughamadu added that as first step towards eventual removal of such structures by the team of Army Engineering Corps, its downstream subsidiary, Nigerian Pipeline and Storage Company (NPSC), embarked on extensive consultation and enlightenment exercise. He said the excerise would be targeted at violators in affected communities, adding that the safety and wellbeing of the people remained paramount. Ughamadu said that based on penetrating reconnaissance executed by the Army engineers stretching from Ogale-Eleme community in PH-Aba axis to Otade community in EnuguMakurdi leg, structures in violation of the pipeline safety corridor have been identified. He said those areas had also been clearly marked and notice of imminent removal served on affected occupants. Ughamadu noted that the essence of the red flag was to bring urgency to the situation along the PH-AbaEnugu-Markurdi line whose level of violation is about 75 per cent. He stated that the position is intolerable with clear cases of individuals channeling products into private homes. ‘’Such incidents are not only crystal clear cases of economic sabotage, but poses unimaginable danger to the entire neighborhood,’’ he said.

PIGB most politicised bill in NASS history -Akpatason Henry Omunu, Abuja
Deputy Majority Leader, House of Representatives, Hon. Peter Akpatason (APC/Edo), has described the Petroleum Industry Bill (PIB) as the most politicised piece of legislation in the history of the National Assembly since 1999. The over-politicisation of the bill by various and entrenched interest groups, he said, has resulted in the delaying and nonsigning of the legislation into law by past administrations. Speaking to House correspondents on Sunday, the House deputy majority leader, opined that in the overall interest, growth and survival of the petroleum industry, all arms of government, including stakeholders and experts in the oil and gas sector must sit on a round-table to reach a consensus on how to proceed with wording of the bill to ensure its passage and signing into law. According to him, the interest groups are reaping heavily from a dysfunctional system being operated in the oil and gas industry and are therefore, committed to ensuring that they continue to sink their teeth in the nation’s major revenue earner. He warned that for the bill to be passed by the 9th National Assembly and assented to by President Muhammadu Buhari, politics mustn’t be brought into the conceptualisation and consideration of the bill, otherwise, the same fate will befall it. Said Hon. Akpatason, a former national president of the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG): “The PIB is the most politicised bill in
this National Assembly; from the executive to the legislature, there are a lot of interests. “The refinery blocks and a lot of people are benefitting from a dysfunctional system. To correct this, it is for the executive and legislative arms of government to sit and discuss with experts in the sector; we must depoliticise this bill.” Our correspondent recalls that the PIB was first forwarded to the National Assembly in 2008 as an executive bill by the late President Umaru Yar’Adua. The sixth National Assembly failed to pass the bill and it was re-introduced to the National Assembly in 2012 by former President Goodluck Jonathan. Remarkably, only 47 out of the 360 members of the House of Representatives in the seventh National Assembly were present in 2014 when the bill was passed into law and expectedly, failed to get the constitutionally required concurrence from the Senate. In the 8th National Assembly, the Senate on April 17, 2019 passed the Petroleum Industry Governance Bill (PIGB), the governance part of the PIB, a second time after Buhari earlier declined assent to the bill. The governance part of the bill was passed by both chambers in January 2018 leaving the onus on the President, who is also Nigeria’s oil minister to assent to the bill. While withholding assent to the PIGB in August 2018, Buhari expressed reservations with some responsibilities of the Nigerian Petroleum Regulatory Commission. Specifically, the President kicked against the provision to retain as much as 10 per cent of
Akpatason the revenue generated by the commission as well as expansion of the functions of the Petroleum Equalisation Fund (PEF). In the new bill, the Senate agreed with Buhari’s submission and reduced the revenue generated by the regulatory commission from 10 per cent to five per cent and also removed the Petroleum Equalisation Fund (PEF) from the new bill. Former Attorney General of the Federation and Minister of Justice, Abubakar Malami, during the ongoing ministerial screening, gave reasons why the rejected the Petroleum Industry Governance Bill (PIGB). According to Malami, the PIG bill was fundamentally rejected among others, by the President because of the fact that the interest of the host community was compromised. “In the sense that selfserving sections were brought into it, conferring powers on an individual as against the institution and the public interest element of the role
of the President requires that the public interest should be factored more as against public or individual interests,” he said. In concept, the PIB is aimed at assisting the government in the overhauling of the petroleum industry, establishing efficiency and transparency in both upstream and downstream sectors and bringing operations in the industry in line with international best practices. The PIB also seeks to increase government’s revenue from oil and lay down a strengthened legal and regulatory framework for the oil industry. According to the provisions of the bill, the National Petroleum Regulatory Commission (NPRC) will be charged with regulating the entire industry, cutting across the downstream, midstream and upstream sectors. It will replace the current Department of Petroleum Resources (DPR), the Petroleum Inspectorate and the Petroleum Products Pricing Regulatory Agency (PPPRA).
INEC ICT expert testifies against Sen. Ubah at Anambra election tribunal Sen. Ifeanyi Ubah, Anambra South, on Saturday, failed in his bid to stop ICT expert from the Independent National Electoral Commission (INEC) from testifying against him at the Anambra Election Petitions Tribunal sitting in Awka, the state capital. The tribunal had subpoenaed INEC ICT Directorate upon the application of the petitioner, Chief Chris Uba of the Peoples Democratic Party (PDP) to provide some materials and testify in their matter. When the INEC staff, Mr. Ama Agwe appeared on the witness box on July 24, Counsel to Ubah and INEC, both respondents in the petition objected and prayed the tribunal to reject his documents and not allow him to testify. They argued that he was not among those originally listed to testify in the petition and that his written statement on oath was not done within the 21 days permitted by the electoral act. George Igbokwe (SAN), counsel to Uba reminded the tribunal that the witness was a
product of court order and that not allowing him will amount to denial of fair hearing. Igbokwe said the objections should be discountenanced and that the court should not reverse itself. Ruling on the matter at the resumed hearing of consolidated petition No. EPT/AN/ SEN/11/2019 on Saturday, the tribunal held that subpoena was a court order similar to writ of summons and must be allowed to testify. The ruling which was read by Justice Sunday Olorundahunsi, said that the objection could not be sustained as the argument of listing and front loading witnesses and evidences was not possible because INEC could not have easily deposed written statement against itself as a respondent in the petition. The tribunal further said that the witness being a product of order of court must be allowed to testify as the court could not approbate and reprobate at the same time. “Tribunal is of the view that the INEC ICT Director be allowed
to testify,” it ruled. In his testimony, Agwe, an Assistant Director, said he was in court on the authority of Director of INEC ICT Department, who was summoned by the tribunal. The witness tendered documentary evidence, including Smart Card Reader accreditation data for all polling units in Anambra South with accompanying certificate of compliance. Others were manual for election official 2019 and Regulations and Guidelines for conduct of election 2019. During his cross examination, Dee Nwigwe, (SAN) Counsel to Ubah, cited portion of the documents tendered which provided for alternative means of accreditation of voters in the event that smart card reader malfunctioned or did not have service. Nwigwe told the witness to provide evidence that there was service in the entire senatorial zone or that he interviewed the Presiding Officers that worked in the district to ascertain that all went well with functionality of
smart card reader machines. But Agwe, in his oral testimony said that INEC ICT unit monitored the process centrally in a National Situation Control Room where Presiding Officers transmitted accreditation data from smart card reader to a “back end”. The witness, who was also cross examined by Obinna Adindu, counsel to INEC, said that the commission made a survey of the various places where elections would hold to ascertain the strength of various network services and provided two sim cards of the strongest networks. “We provided spare card reader machines so that if one failed, the other could be uploaded,” he said. Three other PDP witnesses, who worked as PDP agents in Nnewi Ichi, Umudim and Uruagu testified to bringing the total of petitioner’s witnesses so far entertained to eight. The Chairman of the Tribunal, Thelma Okara, adjourned the matter until to July 29 for further hearing.

Nigerian women in UK task FG on country’s security
Nigerian Women in United Kingdom (U.K.) have urged security agencies to nip the security challenges facing the country in the bud to enable Nigerians in the Diaspora to come home and contribute to the development of the country. The women under the auspices of Elite Golden Ladies, U.K. and Ireland, spoke to the News Agency of Nigeria (NAN) on telephone, through their President, Mrs. Nkechi Okezuruonye. She said that the security situation in various parts of the country, especially kidnapping, could discourage most of them from coming home to assist government in moving the country forward. “We urge President Muhammadu Buhari to ensure adequate funding of security agencies, to put a stop to kidnapping, banditry, Boko Harram attacks and so on,” she said. Okezuruonye said the group which is a social and non-religious group had designed an annual programme of events through which members assist the less privileged in various communities in Nigeria, but noted that security was important in achieving them. “As a women group, we realised that insecurity has brought a lot of hardship on the people and we decided to create a platform through which we can join forces with the Nigerian government to assist the less privileged. “We have been in existence since 2011 and we are a non-religious organisation, and we support worthy courses just as we have supported people with diabetes in Nigeria by partnering with the Diabetes Association of
Buhari
Nigeria (DAN). “We stretched forth our hands by supporting the less privileged people at Hopeville Rehabilitation Centre in Uturu, Abia State and the diabetic patients at the Ukpor General Hospital in Anambra; we have also supported diabetes patients in Nkanu, Enugu State. “The widows are not left out because we supported some of them in Lilu, Ihiala, Anambra State with financial and relief materials. “We couldn’t have been able to render support to these diabetic patients and the less privileged people if we can’t come home; we have also supported Great Ormond Street Children Hospital in U.K., where we reside,” she said. She explained that the group was able to support the less privileged through fund raising, donations and financial contributions of members who are disturbed by the living conditions of some Nigerians in their communities. The philanthropist said the group’s next project would be to come home and sensitise Nigerians, especially women on the dangers of Fibromyalgia, a condition often accompanied by fatigue and altered sleep, memory and mood. “Our next project is to come to Nigeria to create awareness and let people know how to manage or prevent Fibromyalgia, so, that is our future goal.” Okezuruonye, who is also the founder of the group, noted that they were in the forefront of promoting Nigerian culture in U.K., with particular reference to the Igbo Festival and Arts and Culture, which she helped to organise on July 13 in London.

Police arrest 4 in Rivers over abduction of expatriate Isaac Job, Uyo
The police in Rivers state have arrested four suspects in connection with the abduction of an expatriate in Akwa Ibom state. The expatriate engineer whose nationality is yet to be ascertained was working for a road construction company when he was kidnapped while two soldiers guarding him on site were shot dead by his abductors. The incident occurred when the engineer was on routine inspection at the project site which road contract was awarded by the Akwa Ibom state government to link two council areas in the state. An eyewitness told our correspondent that after the expatriate had spent 18 days in the kidnappers den, he was released on Friday night at the same spot where he was abducted. “At about 8pm Friday, the hoodlums brought him (the expatriate) from the creeks in a speedboat blindfolded and dropped him at the same spot he was kidnapped. He then made calls to their
project office within the community before he was picked up by heavily armed soldiers for treatment,” the eyewitness narrated. Speaking on the development, the Clan Head of Inen, the border community between OrukAnam and Ukanafun where the incident occurred, Obong Johnson Obosi, confirmed that the abducted expatriate has been released by the abductors. “Yes, the Chairman of OrukAnam Local Government Area, Prince Ubong Idiong called me this morning informing me that the abducted expatriate has been released by the abductors. All our clamour and press conferences begging the kidnappers to release the expatriate were not in vain,” the traditional ruler stated. Obong Obosi said though the expatriate has been released, the council of chiefs would not rescind its decision to use traditional means of invoking curses against the perpetrators of the crime so that government can continue the development projects in the community with confidence. “Despite the fact that the abductors
have freed the expatriate, we would still meet tomorrow to explore traditional means by invoking some native injunction against the gunmen and their collaborators so that government would continue in the development projects in our community,” he vowed. The monarch disclosed that four persons have been arrested in PortHarcourt, including the son of a village head in connection with the kidnapping of the expatriate in the area. He said the village head was arrested and detained, but was later released immediately the suspected son was nabbed by the police. In a telephone interview, the Police Public Relations Officer (PPRO) in Akwa Ibom state, Odiko Mcdon confirmed the arrest of the kidnap suspects and the release of the expatriate, disclosing that the expatriate was released last Friday in Port Harcourt by his abductors. “He was released last Friday at about 9pm by his abductors. While decrying such dastardly act, the commissioner of police in the state has ordered watertight security in the state,” he added.
Short News Group lauds Abaribe as Senate screens 7 more ministerial nominees today Tunde Opalana, Abuja As the Senate today continues with the screening of the 43 ministerial nominees expected to make President Muhammadu Buhari’s cabinet, a pressure group has lauded the Senate Minority Leader, Senator Enyinnaya Abaribe for his intervention in stemming rancour in the exercise. The group, Peace and Media Advocacy, noted that it took the intervention of Sen. Abaribe to give the screening exercise the needed integrity. Its chairman, Comrade James Okoronkwo in a statement on Sunday in Abuja said “to the chagrin of most discerning Nigerians, the Senate President has adopted the bow and go method of screening thereby, making a mockery of the entire noble exercise which was conceived to ensure that only men and women of integrity and sound pedigree are appointed as ministers. “It took the intervention of Sen. Abaribe to rouse the 9th Senate of the importance of the exercise which before now was a circus show.” Comrade Okoronkwo lauded the minority leader for reminding the Senate of her constitutional duty of thoroughly screening the ministers- designate, adding that “the onus lies on the Senate to perform her legislative function of effective oversight of the executive arm of government as to dispel the notion in certain quarters that the 9th Senate under the leadership of Sen. Ahmed Lawan is a rubber stamp of the executive. “The greatest impediment to Nigeria’s socio-economic development is the inability of the executive arm to execute policies and programmes designed by the parliament in the form of bills and our national budget. “In the last few years, the executive has been unable to implement our national budget, thereby dragging our national economy into the doldrums.” Meanwhile, two former ministers, Babatunde Raji Fashola and Geoffrey Onyeama representing Lagos and Enugu states respectively, are among nominees expected to appear before the Senate for screening today. Kano partners MTN in fight against substance abuse Kano state government in collaboration with mobile telecommunications provider, MTN Nigeria has entered into a partnership on how to tackle substance abuse among youth and other addicts in the state. Executive Secretary, MTN Foundation, Ms. Nonny Ugboma made this known in a statement made available to newsmen on Sunday in Lagos. According to her, health experts and partner organisations led by MTN Nigeria have concluded the pilot phase of the multi-stakeholders intervention in the fight against substance abuse among youth in the country. She added that after seven months of multiple hard-hitting on-ground activities in Abuja, Lagos, Imo, Rivers, and Bauchi states, the first phase of the widely successful multi-stakeholder anti-substance abuse programme ended in Kano state on Friday. “After embarking on this project that has taken us through various nooks and crannies of the country, and listening to feedback from thousands of young students and volunteers, it
has become apparent that our mission has only just begun. “For the millions of young Nigerians on the verge of the decision on firsttime drug-use, we will continue this campaign aimed at dissuading them. “We are humbled by what we have all been able to achieve with the pilot and are expectant for the millions that will be reached in subsequent phases,” she said. Ugboma said the programme which was geared towards combating increasing rate of first-time drug-use among young Nigerians was built on a multi-sectoral approach. She added that it amassed a network of stakeholder organisations spanning non-profit organisations, regulatory agencies, professional associations, advocacy champions and individual experts, including the National Drug Law Enforcement Agency (NDLEA), the police, Federation of Muslim Women’s Associations in Nigeria (FOMWAN), Christians Against Drug Abuse Mission (CADAM) and Freedom Foundation. She said that during a courtesy visit by MTN anti-substance abuse programme team to the Government
House, the state Deputy Governor, Dr. Nasiru Gawuna, commended the efforts of the MTN foundation in the fight against substance abuse. “I want to thank MTN foundation; we see all the good works they have been doing. It is truly commendable, especially against substance abuse and wellness of communities with the ‘what can we do together’ initiative. “The government of Kano is not also sitting back with this menace of substance abuse. We are already working towards setting up an agency to look into substance abuse and we will very much like to work with MTN on this important project. “There is so much we can achieve if we collaborate. We have a huge problem on our hands, but I am confident we can defeat this problem, especially when corporations become more aware and responsible just like MTN has done,” she quoted the deputy governor as saying. She said that millions of young Nigerians have been inspired by the programme’s multi-faceted approach that includes direct engagement, digital empowerment, stakeholder collaboration and media advocacy.
Commander of the Special Task Force (STF) in Plateau state, Maj. Gen. Augustine Agundu, has attributed the delay in relocating the Internally Displaced Persons (IDPs) in the state to their ancestral homes because of the current rainy season. Maj. Gen. Agundu said this in an interview with on Sunday in Jos. It would be recalled that the STF in collaboration with Plateau state government had in December 2018 commenced the relocation of IDPs in some camps to their ancestral homes. Prior to the commencement of the exercise, the STF had categorised the IDPs into three, consisting of those whose homes were intact, but left for fear of being attacked, those whose homes were partially destroyed and those whose homes were completely destroyed by the attackers. The commander said that more troops were deployed to the affected communities before the relocation process commenced to assuage the apprehension of the returnees. “Some IDPs that fall under the first category in Gashish District of Barkin Ladi were assisted to return home. The state government is doing a lot along this line and we must give it the accolades it deserves. It has commenced repair of the houses that were completely destroyed and those that were partially destroyed. “The government is working with the coordinator of Internally Displaced Persons (IDP) camps to repair these buildings. There are even some of the people who, on their own volition want to repair their homes by themselves without waiting for government. “But, the rainy season is here and you cannot mould blocks; that’s why some persons are still in the IDP camps. We have been able to assuage the apprehension which the people had and I am sure that once the dry season sets in there will be nothing like IDPs camp here anymore,” he assured. Maj. Gen. Agundu further commended the state government for the passion that it has shown in ensuring that the displaced persons returned to their homes. According to him, some of those who are still in the camps are those that were displaced during the 2010 and 2012 crises. “Those that were relocated were the ones that were actually affected by last year’s crises. The present administration inherited the situation, but it is quick to ensure that the people return to their homes,” he added.
A’Ibom ANRP governorship candidate alleges threat to life Isaac Job, Uyo The Akwa Ibom state candidate of the Abundant Nigeria Renewal Party (ANRP) in the 2019 governorship election, Iboro Otu, has alleged that his life is in danger. Otu, who spoke at the weekend in Uyo, however, alerted security agencies to thoroughly investigate his claim in order to unravel those who have allegedly vowed to terminate his life. The ANRP standard bearer said he allegedly escaped an attempt on his life last week Thursday at his office along Edet Akpan Avenue in Uyo. While narrating how the hired assassins invaded his office, Otu said he received information from neighbours that his personal office had been attacked by yet to be identified persons who came in an unmarked white Toyota saloon car and went straight to his office. He said he was preparing to receive some foreign partners who are to arrive in Uyo on a training programme for youth in the state when the suspected assassins broke into his office, vandalized all the doors and carted away his laptop computers containing sensitive information about the ongoing election petition he instituted at tribunal. “I just left my office in preparation to receive my partners who are due to visit the state on a training programme, but when I came back a neighbour told me that some unknown persons whose identity he could not ascertain came looking for me. ‘’On getting there, I discovered that the door to my office has been vandalized and my laptop computer and some documents carted away. I immediately, reported the matter to the police and the Department of State Service (DSS) who came and arrested the securityman on duty,’’ he said.

S’East Govs to set up zonal Disobedience of court order invitation to anarchy, says HURIWA security centre
The South East Governors Forum on Sunday resolved to set up a Security Committee and a Centre for South-East Integrated Security Monitoring/Intelligence Gathering. This was part of the resolutions at the forum’s meeting held at the Government House Enugu. The centre, according to the communique issued at the end of the meeting, will be located in Enugu. The governors said the centre is a response to the emerging security challenges in the zone. The region comprises five States of Abia, Ebonyi, Enugu, Imo and Anambra. Other major security concerns in the region which the governors are battling to contain include kidnapping, armed robbery and cultism. According to the Chairman of Forum and Governor of Ebonyi State, David Umahi, the governors also agreed to key into the Federal Government’s community policing programme. “Forest Guards would be
established in each state and roads cleared up to 50 meters into the bush to have a clear view of roads ahead,” he said. They pointed out that the security committee will also address the safety of fuel pipeline route to Enugu Depot to ensure the resumption of the transfer of petroleum products to the Enugu Depot in the shortest possible time. The governors appealed to the Federal Government to consider, among other numerous requests, the reconstruction of the runway of the Akanu Ibiam International Airport, Enugu, to enhance the safety of air travellers. They commended Governor Ifeanyi Ugwuanyi of Enugu State for his numerous interventions in addressing recent concerns raised by the Federal Airports Authority of Nigeria (FAAN) in ensuring that the airport is functional. While thanking the federal government on the steady progress of work on the 2nd Niger Bridge project, the governors, however, called on the government to take
more meaningful action on some major roads in the region. They listed such roads to include “the Enugu-Onitsha Expressway, Enugu-Port Harcourt Expressway, Owerri-Onitsha Expressway, Okigwe-Owerri Expressway and Owerri-Umuahia Expressway.” The South East Governors also reiterated their earlier stance that “there is no land in South East for RUGA settlement programme.” The RUGA settlement programme was suspended by the Federal Government following the criticisms that trailed its announcement. The programme was supposed to ensure the provision of lands by states to be used as ranches for herders. The meeting of the South-east governors was attended by the host governor, Ifeanyi Ugwuanyi, David Umahi of Ebonyi State and Okezie Ikpeazu of Abia State. Governors Willie Obiano of Anambra State and Emeka Ihedioha of Imo State were represented by their deputies, Nkem Okeke and Gerald Irona respectively.
A civil rights advocacy group, Human Rights Writers Association of Nigeria (HURIWA) has condemned the federal government for its arbitrariness and lawlessness in the handling of the legal matters involving the leader of the Islamic Movement of Nigeria (IMN), Sheikh Ibraheem El-Zackzaky and the former National Security Adviser, Col. Sambo Dasuki (rtd). HURIWA also described as lawlessness and an abuse of court process for a Federal High Court judge to grant from the backdoors the ex parte order to proscribe the Shiites Islamic Movement only because the members protested the unlawful detention of their leader by the government for over three years against a binding bail order of the same court. In a statement by the National Coordinator, Comrade Emmanuel Onwubiko and the National Media Affairs Director, Miss Zainab Yusuf, HURIWA described the declaration of the Shiites as a terror group by government as an act of despotism. It wondered why the Federal High Court whose bail orders the government disrespected could at the same time let itself be used as an instrument of authoritarianism in seeking to criminalise civil protests by the Shiites. “The action of the Federal High Court in granting the injunction against the Shiites is a great disservice to our constitutional democracy and will harm the image of the judiciary for a long time to come,” the body asserted. HURIWA also specifically, carpeted the ministerial nominee, Abubakar Malami the ex-justice minister for defending his unjust and illegal counsel to President Buhari to disobey court orders ordering the release on bail the duo of El-Zaczacky/wife and Col. Dasuki. “At the Senate’s screening on July 26, the immediate past attorneygeneral of the federation, Abubakar Malami justified the continuing detention of certain persons in disobedience of several court orders “HURIWA calls the performance of Malami at the ministerial confirmation hearing as the display of the arrogance of power even as it reminded Malami that power is transient,” the statement said.
Peace Corps will soon be a government agency - Commander Haruna Usman, Birnin Kebbi
The federal government will soon recognize the Peace Corps as a legally constituted agency responsible for enhancement of national security and harmonious co- existence in the country. Kebbi state Commander of the Corps, Abubakar Jibril stated this in a statement. He said contrary to what people believed that the Peace Corps is an illegal organization, the organization is in the process of final recognition by all the relevant authorities in the country as the bill on its establishment has passed second reading. The statement further stated that the state command is now fully operational with 21 local government commanders across the state operating with rank and file officers without hitch. Jubril noted that two years ago during the struggle for legal backing, a huge number of youth were trained by the state command to operate as officers of the Peace Corps, but unfortunately some of them left. “We wish to formerly recall all those trained officers across the state to join hands to rebuild the command for optimum performance,” he said. To confirm its existence, he said the Peace Corps in Kebbi state is at the state pilgrims’ welfare agency working harmoniously with other security outfits in the state, particularly, the police. According to him, the new leadership is poised to bring positive change to the command with new innovations to take the command to the top of the ladder, describing the corps as a friend of the civilians because part of its role is to mediate and render assistance to people in need.

Re: Editorial Opinion of ThisDay EFCC and proceeds of crimes
Tony Amokeodo
With reference to the above, we wish to state with high sense of responsibility that the editorial opinion of ThisDay edition of Tuesday, July 23, 2019 over the handover of forfeited property to the Voice of Nigeria (VON) was misconceived and full of misinformation. We wish to state that the EFCC will not have bothered to respond to issues concerning its mandate of fighting corruption. But when the narrative on such issues is being slanted with falsehood as in the ThisDay editorial opinion, the EFCC is bound to take up issues with such a medium and correct the misinformation. It is instructive to state that the said forfeited property was traced and legally attached from the former Chief of Defence Staff, the late Air Chief Marshal Alex Badeh, as a proceed of unlawful activity who until his unfortunate death in December 2018, faced a N3.9billion money laundering charge affecting the property which was filed by the EFCC. The said property was initially forfeited temporarily by the Federal High Court in Abuja before it was finally forfeited to the Federal Government of Nigeria (FGN). We therefore wish to debunk the ThisDay editorial opinion on the grounds of the following: 1. It is a fundamental policy of the government to allocate forfeited properties where suitable for use as office accommodation to Federal Government Agencies in dire need instead of selling them off. 2. That there cannot be better way of managing forfeited property than by allocating same to a foremost information disseminating and image laundering Agency such as Voice of Nigeria (VON).
3. The sponsors of the editorial apparently appear to be interested in disposal of such assets in a manner that the very corrupt elements that were seized from will have opportunity to repurchase them. 4. In dealing with forfeited assets, the EFCC is guided by its enabling Act, Executive order 6, Rules or regulations that may be formulated by the Attorney General of the Federation in line with section 31(4) of the EFCC Establishment Act and government policies. 5. The fundamental principle of Executive Order 6 of 2018 is to restrict dealings on suspicious and illicitly acquired assets and preserve same in accordance with the rule of law. 6. For the avoidance of doubts, VON first came into occupation of the property as a tenant in line with the interim Court order obtained by the EFCC in the course of prosecution of Alex Badeh and others which stipulates that the property should be managed and any proceeds generated there from should be kept in the Recovery Account of the FGN domiciled with the CBN pending the conclusion of the case. 7. When the property was finally forfeited to Federal Government, the EFCC sought and obtained approval to formally hand over the property to VON for use as its new head office. 8. Suffice to also mention that section 31(2) of the EFCC Act mandates the Commission’s Secretary to take steps to dispose by sale or otherwise deal with finally forfeited properties. It is pursuant to this statutory provision that the Commission sought approval for properties suitable for office
accommodation to be allocated to government agencies in need. 9. The ThisDay editorial opinion got it wrong when it concluded that the steps taken by the EFCC in handing over the said property to VON has made it imperative for the Proceeds of Crime Bill to be signed into law in a veiled reference to Proceeds of Crimes Bill passed by the 9thAssembly and sent to the President for assent. 10. It is therefore mischievous and utterly untrue to assert as the editorial opinion did that, “… There is no Act of National Assembly spelling out, in comprehensive manner, what should be done with recovered properties.” This is because the EFCC (Establishment) Act, 2004 provides in section 31 (2) that, “Upon receipt of a final order pursuant to this section, the Secretary to the Commission shalltake steps to dispose of the property concerned by sale or otherwiseand where the property is sold, the proceeds thereof shall be paid into the Consolidated Revenue Fund of the Federation”. There are also other relevant sections of the of the Act such as sections 26 (2), 28, 29, 32, 33, and 34 that provide adequate provisions on tracing, seizure, attachment, custody and management of interim and finally forfeited properties connected to a prosecution conducted by the commission. 11. The EFCC has already commented on the Proceeds of Crime Bill that it will not only cripple the operations and the efficiency of the EFCC and other law enforcement Agencies , but will jeopardise the anti-corruption drive of Mr. President and reverse the gains already recorded by this administration.
12. A Proceeds of Crimes Bill that seeks to allow suspects to benefit from the proceeds of his crime by providing for the reasonable expenses for himself, dependants and legal team to be settled from the said proceeds and a bill that will make it very difficult and financially burdensome for the anti-graft Agencies to initiate and execute the process leading to asset recovery is not the type of law that this country needs at this time. 13. Proceeds of Crimes law should be aimed at strengthening relevant existing legislations and creating institutional framework for the efficient management and disposal of finally forfeited assets rather than seeking to delete critical Sections of the EFCC Act 2004 relating to its power to investigate, prosecute and confiscate assets contrary to the Financial Action Task Force recommendation which states that the team responsible for asset recovery shall be based in the anti-corruption Agency that has the authority to investigate and prosecute or both. 14. We further wish to inform Nigerians that the United Kingdom (UK) and South Africa which had similar structure as proposed in the bill were forced to disband them and revert to the status quo because they were ineffective, unsustainable and fostered corruption. Therefore, creating another Agency in Nigeria as proposed under the Proceeds of Crime Bill will only duplicate the functions of existing Agencies with its attendant consequences. Tony Amokeodo is the Special Assistant on Media and Publicity to the Acting Chairman of the Economic and Financial Crimes Commission (EFCC).
Gov. Makinde’s asset declaration and…
Yinka Olaito
With the outrage which followed Governor Seyi Makinde’s asset declaration, one cannot but be concerned about Nigeria’s situation. What is the noise all about? A 51 year old, professional engineer, oil and gas businessman declare asset of about $133 Million US Dollar and we doubt his ability of making that kind of money legally speaks volume about many of us. I mean how old was Mark Zuckerberg when he hit that amount? Or are we saying Zuckerberg’s brain, colour and thinking are superior to an average black? Success in business can be determined by the viability of the ides, fore/insight, timing, strategy and commitment of the owner as well as what some refer to luck. Has any of governor Seyi makinde’s accusers proved to us none of these factors could not have worked to his advantage? Are we saying a man who publicly acknowledged he and his companies paid an annual tax of 1.5Billion Naira could not legally make such an amount?
From the little we gathered, Engineer Seyi Makinde started his entrepreneurial voyage in 1992; that was 27 years ago. This happened after serving his fatherland as a youth corp member with Shell Petroleum and worked for some years as pupil engineer in the same company. While it is easy to understand Oyo State All Progressive Congress’s noise, which is excusable as voice of opposition, politics take precedents in everything in this clime before reasoning. One wonders why SERAP joined the bandwagon. As an individual, if I am not a Nigerian, reading through all the negative reactions in the media would tell me Nigeria is one God-forsaken land plagued with hopelessness and poverty. The implication of the noise to me also supports the wrong belief no one can actually succeed in Nigeria. It buttress the popular malicious believe every rich people in Nigeria is corrupt and they are responsible for the plight of
the poor. Where did we get that mindset from? Our people need to be educated. Nigeria is not as bad as we think it is. There are still opportunities in this land and if one is diligent enough one can still make huge money with right ideas and connection. I am not a Millionaire yet but I am privy to some extremely young people who are doing well in Nigeria irrespective of what it is. There are other younger persons than Engineer Seyi Makinde who are doing extremely well in this nation. We should therefore stop giving ourselves bad names. Our politics should not be politics of bitterness and envy. I maintain I am not a a card carrying member of any party and had never worked either remotely, directly or indirectly for any party as a professional. I celebrate success where I see one. Instead of making noise about N48Billion asset declaration of a 51 year old, Nigerians should be more concerned about finding
out if there could be any form of under declaration of asset knowing many politicians would rather do that than over declare their assets. I do not affirm this is the case here. This has been the bane of many frontline politicians in Nigeria than otherwise. Former Senate President, Bukola Saraki, was allegedly charged to Code of conduct for under declaration of asset. For me, I will rather celebrate and encourage a man who came out boldly to declare such an asset than doubt or abuse him. In the first instance how many of those who are insinuating the possibility of corruption or over declaration of Engineer Seyi Makinde’s asset had done their due diligence through a thorough fact finding process before going to the media? Let us all keep an eye on his readiness to turn the fortune of Oyo state around and holding him accountable to this than ranting about his wealth. It is my wish he succeeds at doing this.

Expert urges NAFDAC to ensure traders obey time lag for sale of sniper The Nigerian Chapter of the World Safety Organisation (WSO) has urged NAFDAC to ensure that traders comply with the time lag given to them to stop the sale of Sniper and other hazardous chemical substances in the open market. Mr Sean Nwaogu, the Lagos State Head of Operations and Head Trainer of the organisation on Sunday in Lagos, said that traders would obey and stop the sale of such substances when NAFDAC began enforcement. “The control measure by NAFDAC and the Senate on the need to ban sniper to reduce its use in suicide attempt is a good one, however, it may not completely stop suicide attempts. “The reason is because there are some other hazardous chemical substances in the open market, which a depressed person can also use to achieve such evil thoughts when in that state of mind. “So, it is the duty of the agency to make sure that the traders comply with the ultimatum given for these chemicals to be out of the markets. “All pesticides and or insecticides are very poisonous, toxic and harmful to humans than just pests which they are targeted, and should be sent out of our markets. “NAFDAC must match their words with action,’’ Nwaogu said. The safety expert said people could be exposed to pesticides through ingestion, inhalation, absorption and injection (sharp objects piercing or
cutting the body through contact with chemicals. He also said exposure to pesticides could cause several health effects which could be linked to severe illnesses ranging from respiratory problems to cancer. He added that such chemicals could be extremely toxic as well as cause harmful or adverse effects after a single episode of ingestion, absorption, inhalation or injection. According to Nwaogu, the symptoms shortly after exposure can evidently arise within 48 hours. “It can manifest as a respiratory tract irritation, sore throat, cough, catarrh, eye discomfort, skin irritation, nausea, vomiting, and diarrhoea, and headache, loss of consciousness, extreme weakness, seizures and death,” he said. Nwaogu also said that pesticides could be chronically toxic after a long period of exposure or repeated exposure. “Long term pesticide exposure has been linked to the development of Parkinson’s disease, asthma, depression and anxiety, attention deficit and hyperactivity disorder (ADHD) cancer, including leukaemia “It can cause harmful effects over an extended period or continuous exposure at low levels. “Low doses don’t always cause immediate effects; but over time, they can cause very serious illnesses’, he said.
Group commends FG for designating Shiite as terrorists’ organisation National coordinator of South East Equity Alliance (SEA), Dr. Vitalis Orikeze-Ajumbe on Sunday commended President Muhammadu Buhari-led Federal Government for proscribing Islamic Movement in Nigeria (IMN) popularly called Shiite. Orikeze-Ajumbe gave the commendation in an interview in Abuja. He described the proscription as desirable in view of the activities of the group which he said had posed threat to national security. The SEA national coordinator who is also a chieftain of the All Progressives Congress (APC) called for similar government action against killer herdsmen. “I commend our president for taking this move. I also encourage him to also proscribe the Fulani herdsmen who are armed and killing
Nigerians,” Orikeze-Ajumbe said. According to him, Nigeria’s territorial integrity and safety of her citizens must be protected at all cost. He explained that security was paramount to national planning as well as economic and political stability. Orikeze-Ajumbe who urged Nigerians to support the Federal Government’s position, said issues of national security must not be handled with kid’s gloves. NAN reports that the Federal Government on Friday obtained a court order to proscribe the Shiites organisation referred to as the Islamic Movement in Nigeria. Justice Nkeonye Maha issued the order in a ruling which designated the activities of the group in any part of Nigeria “as acts of terrorism and illegality.”
OUR POSITION Tackling the menace of drug abuse in Nigeria The devastating consequences of drug use know no geographic, economic, social, or ethnic boundaries. Each year hundreds of thousands of people around the globe – rich, poor, educated, illiterate, male, female, and even young children die from drug abuse, and millions more are victims of addiction and drug-fueled violence. Beyond the toll drugs take on health and welfare, substance use disorders undermine economic development, diminishes social and political stability, and reduces security in countries and regions around the world. It is no longer news that 70% of youth in Nigeria today get themselves involved in one form of drug abuse or the other. Amidst the widespread commendations over the ban of codeine by the Federal Government, a new large-scale nationwide survey has revealed that drug use by people within the ages of 15 and 64 years in Nigeria is on the rise. A survey on drug use in Nigeria last year had revealed that the nation is breeding a wild generation of drug addicts. This gory state of affairs of substance abuse calls for the declaration of a state of emergency, considering the fact that the youth population is the fulcrum of national development. The nationwide survey by the United Nations Office on Drug and Crime (UNODC) funded by European Union (EU) in partnership with the Federal Government said 10.6 million Nigerians abused cannabis in 2018, while 4.6 million abused opiods. The report said that 2.4 million youths and adults also abused cough syrups with 92,000 more using cocaine. Other drugs commonly abused during the period are tranquilizers and sedatives, solvent, inhalers, amphetamines and prescription stimulants. This survey also reports that one of four drug users in Nigeria is a woman. Adding that the extent of drug use in Nigeria is comparatively high compared to previous global annual prevalence of any drug abuse use. Basically, youths in the country inhale, inject and consume psychotic and narcotic substances and drugs at will, easily evading the scrutiny of a society distracted by economic malaise at the expense of their future wellbeing. Truth be told, the impact of drug abuse is lethal. Many families are contending with drug addicts; some of them have quit schooling and work; others are on the verge of lunacy or battling with acute
diseases. The number of drug users in Nigeria is estimated at 14.4 per cent or 14.3 million people aged between 15 and 64 years according to the results of the National Drug Use Survey. The data suggests that the prevalence of past year drug use in Nigeria is more than twice the global average of 5.6 per cent. The extent of drug use in Nigeria is comparatively high when compared with the 2016 global annual prevalence of any drug use of 5.6 per cent among the adult population. There is a gap in meeting the needs for treatment and care for people with drug use disorders. With close to three million Nigerians living with some level of drug dependence, the extremely limited availability of drug counselling and treatment services exacerbates this health crisis. This is indeed striking and alarming and calls for concerted efforts to mitigate the negative consequences of this rising menace on the health, socio-economic and security of our nation. Even though the Federal Government has over the years responded boldly to this global challenge with innovative, standard-setting drug demand reduction programs, we are of the opinion that there is need to solve the problem. Awareness programmes need to be developed to address the perception of stigma among the youth and their families over substance use and to remove barriers towards seeking care for these problems. These programmes should also address the inability of the youth to perceive addictive behaviours as a health risk. Parents and support persons’ involvement and engagement in youth programmes should be strengthened further as it improves communication and better decision-making for youth health issues. Family-based prevention programmes emphasising parenting skills, training or improving family functioning, communication and family rules regarding substance abuse needs to be introduced. Also, teachers are a major source of information to young people. Hence, strengthening the role and performance of educational institutions, ensuring availability of counselling services, gender sensitivity issues, making life skills courses a part of curriculum are required for health and welfare of young people. Most importantly, in all youth related programmes, young people should be involved and engaged to empower them to take informed decisions.

Short News Stop linking Atiku with Shiites, space for Sen. Akpan in ex-CAN youth leader tells politicians No A’Ibom APC, says group Kingsley Chukwuka, Jos
The immediate past President of the youth wing of the Christian Association of Nigeria (CAN), Daniel Kadzai has appealed to desperate politicians to stop associating the former Vice President, Alhaji Atiku Abubakar with the Islamic Movement of Nigeria (IMN). Kadzai, who is an indigene of Adamawa state, also said that Christians are not in support of the violent activities of Shiites, but are only seeking for a peaceful resolution of the face- off between the movement and the federal government as the situation is degenerating to anarchy, thereby, posing a threat to the society. The former CAN youth leader said Atiku is an elder statesman and a law- abiding Nigerian who will not find himself mixed up with any act capable of jeopardising the lives, peace and security of his countrymen. Kadzai was responding to allegations made by a blogger who accused the Peoples Democratic Party (PDP) presidential candidate in the 2019 general elections for being behind the recent upsurge of the violent activities of the Islamic Movement of Nigeria (IMN). He described as unfortunate that a blogger who is a beneficiary of Atiku’s generosity will descend so low as to resort to such a malicious and misleading write- up because of peanuts collected from desperate politicians who wants to truncate the success
gained by the PDP presidential candidate at the on- going presidential election tribunal. “This blogger lives in Adamawa state and has been fingered in a lot of false information capable of destroying the peace we currently enjoy. We will however, not fold our arms and watch social media handlers destroy the hard work of the former vice president,” Kadzai declared. Speaking to our correspondent at the weekend in Jos, Kadzai recommended that the federal government led by President Muhammadu Buhari should also proscribe the Fulani killer herdsmen as a terrorist
group, saying that they have killed more Nigerians in their numbers without a single herdsman being arrested and prosecuted. He called for the total restructuring of the security architecture in Nigeria, saying that the primary responsibility of any government is to protect the lives and properties of its citizens. The former CAN youth president who is also the chairman of the Northern Nigerian Christians, also advised the Shiites sect to be law- abiding and seek a constitutional approach to resolving its conflict with the federal government.
Staff disowns APC’s documents at election tribunal in Delta Nosa Akenzua, Asaba A Principal Executive Officer of the Independent National Electoral Commission (INEC) in Asaba, Delta state, Onyali Henry has disowned some documents tendered by the electoral umpire during the 2019 Delta state governorship election. Onyali, who was subpoenaed at the weekend before the Justice Suleman Belgore led Delta state Election Petition Tribunal disowned exhibit P5 and P5A (smart card reader results) during cross- examination. Lead counsel to the All Progressive Congress (APC) governorship candidate, Nicholas Ichekor had asked that the witness be shown exhibits P5 and P5A (smart card reader results among other documents). But, the witness however, rejected the documents, saying that “these documents
are not from our office and I don’t know anything about the documents,” even as the counsel to the petitioner had applied orally that all the evidence given by the Pw14, Pw15 and Pw19 be expunged from the records of the tribunal based on a ruling by the tribunal. Onyali tendered documents including Forms EC8C, EC8D and EC8E as well as the INEC official receipt which was admitted as exhibits RAA35 1-25, RA36 and RA37. Meanwhile, Delta state Governor, Ifeanyi Okowa (first respondent) closed his defence after a 10- day session by tendering certified true copies of documents including Forms EC8C, EC8D and EC8E and called 10 witnesses. However, the Peoples Democratic Party (PDP) which is the second respondent is due to commence its defence as the party’s lead counsel, A. T. Kehinde (SAN) has applied for time to study the petition.
Doosuur Iwambe, Abuja The Akwa Ibom state chapter of the All Progressives Congress (APC) Grassroots Movement in support of President Muhammadu Buhar has urged Senator Bassey Akpan of the Peoples Democratic Party (PDP) to steer clear of the development programmes of the APC. According to the pro-Buhari group, Sen. Akpan, who represents Akwa Ibom North-East Senatorial district on the platform of the PDP has lately being championing some of the development policies of the APC for personal and ulterior motives. In a statement issued on Sunday in Abuja, Comrade Mike George, national coordinator, APC Success Movement, said the attempt by Sen. Akpan to disrupt the confirmation of Senator Godswill Akpabio as a member of Buhari’s cabinet is an indication of his animosity towards the APC in Akwa Ibom state. George described as laughable the recent change in attitude by Sen. Akpan by creating an impression that he is committed to the next level agenda of the APC, adding that “it is pertinent to note that the purported support of Sen. Akpan of Mr. President’s programmes is nothing, but a face-saving attempt to curry favour by a senator who has a penchant of fighting against President Buhari and the nomination of his people into federal appointments. “Sometime in 2017 when Mr. President appointed an indigene of Akwa Ibom North-East as a resident electoral commissioner, Sen. Akpan having been so close to former Senate President Bukola Saraki, used his position to block the confirmation, thereby denying Akwa Ibom people that position for over two years. “However, Akpan’s game-plan that he could replay the same scenario under Sen. Lawan’s leadership met a brick-wall. As usual, he raised an infamous point of order which suffered a serious setback, as Akpan was ruled out of order. “Sen. Akpan in collusion with the INEC rigged the presidential, governorship senatorial and house of assembly polls against the APC. He played a similar role in the legislative elections at both the state and national levels. “Apkan displayed his crass ignorance of the rules of procedure at the Senate when he raised the point of order during Sen. Akpabio’s ministerial screening, after the Senate minority leader had concluded his submissions. His action was in sharp contrast with the procedure of the Senate,” the group stated.

Wase bemoans infrastructural deficit, Short News Recruit, train youths to tackle marginalisation of North-Central security challenges, Baraje tells FG Henry Omunu, Abuja Deputy Speaker of the House of Representatives, Idris Wase, has bemoaned the huge infrastructural deficit in states in the North Central and the marginalization of the region in appointments into key positions at the federal level. He has therefore, called on stakeholders in the North-Central region to work together to improve the zone which in his estimation is far behind in terms of infrastructural development and government appointments. Wase said this while speaking at the All Progressives Congress (APC) North-Central zonal executive committee meeting held in Abuja. He said there is the need for the people of the region to join hands and work towards what the region deserves.
“I said I have demanded for federal character for the past eight years. And I will not mince words, in terms of infrastructural needs; we are far behind. I am the deputy speaker for Nigeria, but I have my own constituency which is this particular zone. “In terms of the distribution of appointments, we are far behind. And the only way we can change the narrative is by coming together. We must come together as a family to ensure we carry ourselves along and pursue one common cause of a better zone and country.” He added that even though the region is not agitating because of the imbalance, the constitution provides for equitable distribution of resources. “We are not going to agitate, but to announce and ensure that we push for good representation. They say to whom much is given, much is expected. And that is why we have to work together;
all the governors and lawmakers to ensure we earn for ourselves what we deserve,” Wase added. He also expressed optimism that the APC will continue to grow from strength to strength in the region and across the country. The deputy speaker promised an improved working relationship between the lawmakers and the party as well as their constituents. “I want to say that I pledge that I will not let you down. I will do my best to ensure that we bring the needed change in terms of how we conduct ourselves at the National Assembly in relationship with our party and with our constituents, so that the party will be stronger and grow from strength to strength. “The National Assembly will collaborate not only with the national body, but with the various state governments to ensure that we succeed in all our endeavours,” he said.
Kehinde Akinpelu, Ilorin A former National Chairman of the Peoples Democratic Party (PDP), Alhaji Abubakar Kawu Baraje yesterday proffered solutions to the security challenges confronting the nation. Baraje advised the federal government to recruit youth from across the country, give them quasi -military training and deploy them to man Nigeria’s borders upon the completion of their training. He opined that the nation’s porous borders should be manned by patriotic youth to check the illegal entry into the country by illegal migrants, positing that over 40 per cent of those perpetrating all forms of criminality, such as kidnapping and banditry are foreigners who entered Nigeria illegally. The former PDP chairman said government should prioritise education of the youth and as well employ or find means of engaging the unemployed youth to discourage them from all acts of criminality. Baraje spoke with newsmen in Ilorin, Kwara state on the sidelines of this year’s graduation of Baraje Cenre for Arabic and Islamic Studies, Ilorin, during which he also, condemned religious extremism, saying such practice negates the teachings of Prophet Muhammed and dictates of the Holy Qur’an. ‘’You cannot claim to be killing innocent people in the name of God; that is not acceptable in Islam because killing innocent people is against the practice of the prophet of Islam and Qur’anic injunctions,’’ he said. He admonished parents and guardians to be wary of the kind of knowledge being acquired by their children and wards for them not to be brainwashed and indoctrinated to engage in religious extremism. He expressed delight about the growth of the centre which he said apart from its affiliation to foreign institutions will soon become a degree and diploma awarding institution.

General Manager, Community and Social Development Project (CSDP), Abia state, Dr. Chinatu Njoku expressed this confidence in Umuahia while giving his goodwill message at the formal launch of the transformational culture change project for staff of EEDC in Umuahia District at the weekend. Njoku, who expressed excitement over the noble initiative, identified EEDC as critical to his organization’s operation, stating that as a World Bank assisted agency, they have close to 100 community projects in electricity which they depend on EEDC to execute. “If communities implement projects and they are not energized, we are in trouble; that is why I say that I am excited,” he stated. Abba community calls for end to incessant arrests by police Stories by John Ndu, Awka Following Abba people’s protest of 19th June 2019, over a land dispute with Ukpo Community during which over 14 natives were arrested, it was gathered that more arrests have been made. The community has therefore called an end to the incessant arrests of indigenes by the Police. According to sources within the community who pleaded anonymity, three persons were arrested two weeks after the protest on the 3rd of July. They include a widow from Ire village, Mrs. Nkechi Okafor-Meluba, who was arrested at her shop; Mr. David Umeano of Okpuloji village and Mr. Samuel Okafor of Ire village who were arrested and taken to Abuja but were brought back days after. The charge sheet of the arrested
persons, our sources said, bore conspiracy, attempted murder, engaging in acts capable of causing breach of public peace and obstructing court bailiff from enforcing court judgment. They continued: “On the 17th of July, two weeks after, the persons were granted bail after being arraigned at Magistrate Court, Ukpo”. “The most recent, is the case of Hon Obinna Chukwuma, a former Councillor from Abba who was arrested on the 19th of July at Ukpo where he went to purchase some items for his business. His crime was simply speaking up against the injustice being meted out to our people. Recall that Hon Chukwuma’s wife was among the first 14 persons arrested. He also spoke clearly in appeal to the state government to come to our rescue when our people took our problem to the State Government House in Awka. That’s his crime and we wonder why”, one of the
sources added. Hon Chukwuma, it was gathered, has been transferred to Abuja from the State Command, Awka as at the time of filing this report. According to them, more names in the community have been penciled down for arrest. They alleged that the arrests which were not unconnected with their land issue with Ukpo community are part of a grand ploy to create fear in the community and cow them to relinquish their inheritance to their neighbours. A visit to the parcel of land in question showed that all signposts bearing Abba Junction, Njikoka LGA have been replaced with those with Ukpo, Dunukofia LGA as well as heavy presence of Police men. It was also gathered that since the 19th June protest, Abba women have not traded in the Oye Abba market. Fielding questions from journalists
on the development, the Anambra State Commissioner of Police, Mr. John Abang, revealed that it is only standard procedure for policemen to be deployed to perceived areas of conflict to avoid breakdown of law and order. His words: “The Abba-Ukpo Land dispute is one of the easiest in our hands now. It is just a matter of two communities with different court positions. We are working on something now and in no distant time we will invite both parties and put an end to this issue. It will be addressed.” Ukpo Community had won a court case over the ownership of the land but when the matter got to the Supreme Court, it was found that records of the proceedings were missing. In January this year, the Supreme Court gave its position on the matter where it said that “any judgement that records of proceedings are missing from the trial court, cannot be enforced”.

Security: Group advocates online neighbourhood watch The Association of Digital Media Core Advocates (ADMCA) has called on the government at all levels as well as the security agencies to explore the use of social media in crime fighting while advocating for the establishment of an online neighbourhood watch so as to engage the citizenry for the same purpose. The national president of the group, Ogbuefi Harris Chuma, said this during an interactive session with stakeholders in the media, social media and security in Awka, Anambra State themed, “A media colloquy on neighbourhood safety”. He noted that the security challenges plaguing the country in recent times would be better tackled if the citizens learn how to use the social media in monitoring their
neighbourhood and reporting suspicious activities promptly to law enforcement agencies. His words: “Let us set up a neighbourhood watch online or a community patrol online, working with law enforcement agents to ensure security of lives and properties. Let us make sure we deploy our online huge presence to monitoring our streets and homes and report any crime or suspicious activity immediately to the law enforcement agencies using designated websites, the police social media handles, and telephone numbers.” He therefore enjoined the government to develop the citizens’ centre for social media which would serve as a platform for developing policies and procedures that would regulate the use of social media in crime fighting.
In furtherance to her resolve to appreciate her teeming supporters and empower her constituents, the Senator representing Anambra Central Senatorial district, Senator Uche Ekwunife on Sunday distributed the second batch of tricycles, popularly known as Keke Napep to her Ward Coordinators. Recall that Senator Ekwunife who was sworn-in about a month ago began the distribution of tricycles to some constituents of Anambra Central who serve as her Ward Coordinators barely a week after she was inaugurated. Addressing her supporters in an event that preceded the formal handover of the tricycles to their new owners, Senator Ekwunife noted that the support she received during her election has reenergised her desire to deliver for the people. She urged the beneficiaries to put the tricycles into good use for their benefits and that of their immediate wards and assured them of her resolve to remain a strong voice in the Senate and deliver a representation that will impact meaningfully on the lives of Ndi Anambra Central. Also speaking at the event, a PDP Chieftain and former Senator of Anambra Central Senatorial district, High Chief Ben Obi (Ojeligbo) described Senator Uche Ekwunife’s gesture as uncommon. Senator Ben Obi noted that Ekwunife has shown a good example of people-orientated leadership. “I have known Iyom (Ekwunife) to be a performer; therefore, I am not surprised over what is happening here today. Just as the Parish Priest said at a thanksgiving event of a colleague we attended today, Iyom’s connection and delivery for the people dates back to her days in the House of Reps when she served the good people of Anaocha, Dunukofia and Njikoka federal constituency.

Ogbunka community gets first ultramodern bus station Members of Agbala village, Ogbunka in Orumba South Local Government Area of Anambra State rolled out their drums on Saturday, July 27, 2019, to celebrate their first ultramodern bus stop as well as other interventions they got from Ishi-mmiri Ogbunka Global Foundation. It was gathered that non-governmental organisation which was established by Engr. Richard Nzodilichukwu Okonkwo, a son of the soil, also handed over a new motor bike each to the community’s town crier and their youth leader. A mega phone was given to a newly converted evangelist and cash gifts to several indigent members of the community. Speaking after performing the ceremonial cutting of ribbon to mark the official handover of the structure to the community, the chairman of Orumba South Local Government Area, Barrister Raymond Onyeagu commended the founder and director of the foundation for his kind gesture. Barrister Onyeagu noted that the bus stop shelter was the first ultramodern bus stop in Ogbunka community and the first one that was found on entering Ogbunka from the neighbouring community, Umunze. He said that the state government regarded highly persons like Engr. Okonkwo “who assist the government in her bid to provide basic amenities to the grassroots,” adding that Okonkwo was “just the kind of personality to be recommended for government service.” On his part, the President General of Ogbunka community, Honourable Emmanuel Okoro disclosed that Engr. Okonkwo had been one of Ogbunka sons who had continued to reach out and touch the lives of Ogbunka people. “Before now, it used to be difficult to wait for bus, Keke Napep or Okada along this road. It was either one got scorched by the sun or drenched by the rain. We had no single shelter for a very long stretch of the road in Ogbunka. Engineer Richard observed this during one of his home-coming and promised that his foundation would intervene. What we are experiencing today is the fulfillment of this promise and more, so we are full of joy and we pray God to continue to keep him for us,” he said. He availed the opportunity to draw government’s attention to an abandoned road construction in the community which he said had deteriorated since the rainy season commenced making it difficult for them to move about. “We also want to use this opportunity to draw the attention of our working governor, Chief Willie Obiano, to an abandoned Ufuma-Ogbunka-Nawfija road. “It was started but abandoned and the rainy season saw the road dilapidate more making it difficult for us to access some of our neighbouring communities. “We encourage our governor to charge the contractors to go back and complete the road,” he said. The youth leader of Agbala village, Mr. Clement Nnebe, who got a brand-new motorbike, shared his joy with newsmen during the event. Looking visibly elated, Mr. Nnebe recounted how he used to find it difficult piloting the affairs of the youths in the village on foot. On the same note, the village town crier, Mr. Chukwuemelie Okoli, who also got a bike, thanked Engr. Okonkwo for the bike.

Ministerial list: Include more women, youths in your government, NGO tells Buhari Stories by Patrick Okohue Following the ministerial nomination as transmitted to the National Assembly by President Muhammadu Buhari on Tuesday last week and the ongoing screening exercise, a Non -Governmental Organisation, Blossom Africa Initiative has urged the president to include more women in his cabinet. The organisation said the president failed to fulfill his campaign promise of including more women and youths in his cabinet as nobody on the list submitted is bellow 50 years of age, noting that this would deny the country the fresh ideas and unique contributions women and youths are capable of bringing into governance. The group in a statement by its president, Mr Temitope Musowo, said seven women out of 43 people which represents 16.3 percent is grossly inadequate and against the 35 percent affirmative action. “This list as far I am concerned is misogynistic and runs foul of the principle of gender equality as obtained in Goal 5 of the United Nations 17 Sustainable Development Goals, to which Nigeria is a signatory. “While we are still struggling over 35 percent in Nigeria, some countries in Sub-Saharan Africa like Rwanda, Senegal , etc have even gone past 35 percent, Rwanda is already doing 50 percent and more.
“You can see the difference in those countries that are giving women more opportunities in government, this is because of the unique contribution and flavour women brings into governance. “Women are passionate about education, health, they are good in mediation and conflict resolution, when you exclude them in governance you deny the society all these,” he said. Mr. Musowo who spoke earlier in the day on a radio programme, “Political Arena “, said Nigeria is currently ranked 183rd in parliamentary gender equality index and this is not good for sustainable development of the country. He appealed to women to go beyond singing in political rallies and challenge every institutional decimation and cultural misogyny that limits their potentials. “I know power is not served alarcarte, it is fought for, women need to push themselves forward especially into elective offices, where their fate would be largely determined by their fellow women who form the larger percentage of the electorates. “I remember in January last year, UK Special Envoy on Gender Equality, Joanna Roper was in Nigeria, addressing journalists, she said the British government had earmarked 250 million pounds to support more Nigerian women to go into political offices, mediation
and conflict resolution. “Some political parties being gender sensitive even went as far as making party nomination forms free for women to give them more opportunities, so I am appealing to women to give support to their fellow women, because majority of women seeing fellow women on the ballot during election would still cast their votes for the men,” he appealed. “In fairness to President Muhammadu Buhari, according to our constitution and following the principle of federal character, each state is to produce one minister each, then additional one from each of the six geo- political zones, which means the state governors largely determined the list. “However, the president could still have insisted on a particular number of women he wanted and the state governors would have put that consideration into their selection process,” he said. “Meanwhile, since the list has been submitted already, we still have appointment into MDA, the president still have that opportunity to include more women, youths and people with disabilities to leave a worthy legacy of an inclusive government.,” he added. He maintained that there is need to give a legal backing to this issue of gender equality in government appointments and political offices by ensuring an electoral gender quota for the women.
Imo North: PDP candidate to Uwajumogu, don’t rejoice yet over your inauguration The Peoples Democratic Party (PDP) candidate in the February 23 senatorial election in Imo North zone, Hon. Patrick Ndubueze, has vowed to reclaim his mandate from Senator Benjamin Uwajumogu. Uwajumogu was inaugurated on Friday as a member of the Ninth Senate following the issuance of Certificate of Return to him by the Independent National Electoral Commission (INEC). After his swearing in by the Senate President, Ahmad Lawan, Uwajumogu told reporters in Abuja that he clearly won the election and promised to serve his constituents better than he did in the Eight Senate. A statement by his campaign director general, Chief Greg Owuamalam, Ndubueze noted that INEC had been clear from the outset that the result sheets being paraded by Uwajumogu were “fake and forged and that there has not been any valid return made so far in the election.” Ndubueze also noted that his
Benjamin Uwajumogu petition at the National and State House of Assembly Election Petition Tribunal is going on strongly and “we are upbeat that the Tribunal will do the needful.” He said: “The Hon. Patrick Ndubueze Campaign Office has been notified that INEC has issued Senator Benjamin Uwajumogu with
a Certificate of Return for the Imo North Senatorial District and was actually sworn in as a Senator in the 9th Assembly yesterday (Friday). “While we note that this is a momentary setback to reclaiming our mandate which was stolen by the temporary holders of the certificate, we call on the entire people of Imo North Senatorial District to remain calm and go about their normal daily activities peacefully and lawfully as we shall not let anyone steal what was legitimately and freely given to their choice candidate, Hon. Patrick Ndubueze.” “We are confident that the Nigerian judiciary will not let such acts as have led us to this political imbroglio in the Senatorial District to go without severe consequences as INEC has been clear from the outset that the result sheets being paraded by the temporary certificate holders are fake and forged and that there has not been any valid return made so far in the election.
Omoyele Sowore
Sowore, AAC set date to commence protests against bad governance in Nigeria The African Action Congress (AAC) has declared 5th August for the commencement of revolution protest tagged ‘ Days of Rage’ across the country to demand a better Nigeria. The presidential candidate of the party, Omoyele Sowore, disclosed this on Saturday in Abuja at the end of the National Executive Committee (NEC ) meeting of the party. He said the protest would be sustained until the country is put on the right path of honour where justice prevails. He stated that the action of the government compelled them to take the decision, noting that there was no level playing field in the last election. His words,”Election was an opportunity to carry out a revolution of ballot box, but they stole the ballot box. They hijacked materials that were meant for free and fair election and as a result they did not organise any election that was credible enough for people to have faith in the ballot box.” He maintained that for the country to have a free and fair election in the future there must be a showdown and people must define who should be their electoral officers. He said, “The revolution has therefore become inevitable. We didn’t choose to go for revolution; they chose it by ensuring that there was no level playing field in the last election. “As you know, they did it in Sudan and it was started by some women. They were making fun of them but they did not stop until doctors joined them, the labour union joined them and what started with five people became 5,000 and 500,000 and became 5,000,000 and the regime fell. “So don’t let anybody deceive you that in asking for a better government or country, you are committing any illegality. The biggest illegality being committed in Nigeria as of today is the rigging of election in 2019. The moment you don’t allow people to express their God-given rights to choose their leaders, you are committing an illegality and inviting resistance.”
He added that the group had mobilised people in Lagos and many parts of the country to create communities of resistance. Sowore said the party had succeeded in creating awareness for the people to speak up and be resistant to all forms of poor services from the government. He added that the consciousness being raised among Nigerians was not to promote or encourage violence but to create the culture of resistance in them. He maintained that he was not only the one calling for revolution but that 84% of Nigerians demanded it instead of war judging by the poll conducted by the party. “I am not the only one asking for a revolution. 84% of Nigerians, according to a poll we conducted, want a revolution. They don’t want war, but these people want to drive us into war so that we can all be exterminated at once. We don’t want war, we want a very clean, quick and succinct revolutionary process that will put an end to the shenanigans of government, oppression and corruption,” he said The presidential candidate stressed that many Nigerians were looking for a new Nigeria, but he has come to the conclusion that the crop of politicians who are in government today cannot deliver the Nigeria of our dream. He lamented the level of corruption among government officials, especially those who subject Nigerians to myriads of hardship and harrowing experiences . He wondered how ministerial nominees who have corruption case hanging on their necks be asked to take a bow and go during their screening by the senate. “Don’t ask me whether I am afraid or worried about the legal implications of what I am saying. I am carrying out a historical duty and only history can judge me, not a prosecutor or a federal judge. You can’t kill somebody who is not afraid of death,” he said. The protest, which would take place simultaneously within and outside the country, would be coordinated by the leaders in different zones.

Speaking at the launch of the application in Abuja, the FCTA Permanent Secretary, Sir Chinyeaka Ohaa, said the initiative will help bridge the gap of communication between the Administration and the residents of the Federal Capital Territory. He said that with the help of the mobile application, the public will be able to reach the various Secretariats, Departments or Agencies within a fraction of the time it previously took them to make enquiries, lay complaints as well as access information. “It is indeed my pleasure to be here as the FCTA pioneers yet another innovation designed to further bridge the gap of communication between the Administration and the residents of the FCT.” While calling on the residents of FCT to take advantage of the initiative, he described the innovation as a fallout of a recent symposium organized by the
FCTA. Speaking further, he commended the effort of the Department of Information and Communications especially the Administration’s Call Centre and its management for it effort in putting up the application. “We believe that by investing in cutting-edge technology, we are not only investing in growth but also empowering our employees to keep up in a fast-paced ever evolving world.” Furthermore, Sir Ohaa disclosed that the application which is available on the Google Playstore is fully automated and fast, with huge storage and sharing capacity which would enable the user to access information as well as perform a myriad of other actions. Earlier, the Director, Information and Communications Department, Mrs Stella Ojeme said the initiative will also serve as a self-check on the Secretariats, Departments and Agencies as none would welcome consistent spotlighting of poor services within their jurisdiction. She noted that the launch of ‘FastGov’ of the FCTA is no doubt a legacy not just because it will last the test of time but because it would henceforth shape productivity and output in the Administration. FastGov is a web and mobile application which will the public to communicate and transact with government faster than the Sir Chibyeaka Ohaa conventional method.

g16 ...reiterates commitment to zero tolerance for violence against women
The Federal Capital Territory Administration (FCTA) has reiterated its commitment to zero tolerance for all forms of violence against women and girls, especially in the FCT. FCTA Permanent Secretary, Sir, Chinyeaka Ohaa who stated this while declaring open the twoday inception workshop to launch the EU-UN joint Spotlight Initiative in the FCT, said the worst form of violence is against the vulnerable in the society, mostly women and girls. “It is about time that we all wake up and not only speak against this unconscionable evil but also take concrete action against it. Keeping silent only emboldens the aggressors and perpetrates the circle of violence and repression”. He further said, “ negative social norms which condone or support violence against women and girls and harmful practices remain pervasive. These, he continued are characterized by child marriages, female genital mutilation and reproductive organ ailments such as VVF”. Sir Ohaa described the Spotlight Initiative as a new global multi -year initiative focused on eliminating all forms of violence against women and girls, explaining that it was so named because “it brings focused attention to this issue and efforts to achieve gender equality and women empowerment”. He also said the Initiative was timely, apt and in line with the Sustainable Development Goals (SDGs), adding that the six pilot states identified for the take-off of the programme in the six geopolitical zone and the FCT, is a welcome spread that would achieve a balanced intervention across the zones and thereafter replicated in all states of the federation. The EU-UN Joint Spotlight Initiative, Sir Ohaa concluded will also, amongst other things, build on and scale up its efforts to eliminate violence against women and girls.

Lagos-Ibadan standard gauge track laying completed, says Zakari May soon commence operation from Iju-Ibadan
Temitope Adebayo The Nigeria railway cooperation has announced the completion of track laying of Lagos-Ibadan rail gauge project of 156-kilometer stretch as promised. The Permanent Secretary of the Federal Ministry of Transportation, Sabiu Zakari, while addressing newsmen during the project inspection at Abese, an area in Ogun State over the weekend said that he is satisfied with the job well done. Although, he explained that the work is still in progress but the validity of work is exactly what the ministry want and what is been done is in accordance with the specification, that is in the scope of work that is been provided. According to him, the immediate action has already been taken where the gas pipeline and the consultants are already addressing the problem. “As we have seen it by ourselves and I believe the work been done as assessed by our consultant and our engineer is what is suppose to be done. I am satisfied with the work”, he said. Commenting on the tremor that recently happened at Abese, the permanent the secretary noted that it is part of the thing that likely to comes up in engineering work and as far as what is been done is a concern, it is within the parameters of what is been provided. “The incident will not attract any extra cost for now, because what happens in engineering work is that, there are places you make savings and there are placesyou make the addition. So, the addition we have made will take care of this”, he explained. Also, speaking at the project inspection is the Board Chairman of Nigeria Railway Cooperation (NRC), Engineer Alhassan Ibrahim Musa, who pointed out thatthere are the problem of work in some areas, but noted that the cooperation is really on the point. “But wherever we see that there are problems, issue or new ideas come up, we have to go back to the drawing board, and include the new idea in order to improve in the service that we are going to deliver. “For instant, in the Abeokuta station, a lift was provided by the contractor, but we saw a need to convert it to an escalator, considering the volume of traffic on the convenience of the people, who are going to use the services”, he said. Alhassan Musa added that such development took the cooperation and other stakeholders back to the drawing board, especially for that particular location that all the parties involved in the project have to rethink and redesign. On his part, the Managing Director of NRC, Engineer Fidet Okhiria, said, “The last time we visited, the second 4km track has not completed but they have beencompleted now, the two tracks have gotten to Ibadan and anytime we will go by rail and come back by rail.” “We now want to concentrate on the Lagos ends, maybe sooner than later, we will start up operation from Iju-Ibadan. What is remaining is the yard line and the station line”, he added.

Forex: List companies benefitting or face legal action, TUC tells CBN Joy Obakeye The Trade Union Congress of Nigeria (TUC) has asked the Central Bank of Nigeria (CBN) to make public the list of companies applying for foreign exchange or face legal action. The TUC in a statement said that most of the beneficiaries on the CBN’s list are moribund companies who benefit through what it called ‘manknow-man’ connection and resell to genuine companies. “The Trade Union Congress of
Nigeria (TUC) challenges the CBN to make public the list of companies applying for forex if its report as published in the dailies on the subject matter is anything to go by. It is disheartening to read the apex bank say it is going to reduce its forex to companies at this time. The question is, why punish functional companies? “As a stakeholder, we know there is a problem somewhere which the CBN cannot deny. There are many companies that have closed shop but have become dollar agents, using their man-know-man connection to access
forex, only to re-sell. “These fictitious companies have to be removed from the list so the active ones can manage the little forex that is available. The list has to be released by the CBN else we may be left with no option than to go to court.” The labour body asked the apex bank to exercise caution in the implementation of its policies, pointing out that stakeholders must be adequately considered while taking a critical decision on the economy as such unilateral decisions are capable of crippling economic activities.
“If we import milk worth $1.2 billion yearly as claimed by the Ministry of Agriculture, what effort is the country making to reduce or probably end importation of dairies foods in the nearest future? “That is exactly how the civilised countries got to where they are today, not by mere rhetorics. “We wish our policymakers manage their private businesses the same way they manage the nation’s economy! If we cannot plan to address our deficit in the shortest time possible then there is a problem.”

Computer Village: CAPDAN alleges harassment, manhandling of traders by agents of Iyaloja Ladesope Ladelokun The last may not have been heard about the protest and the controversy that greeted the installation of Iyaloja (female market leader) almost three months ago at Nigeria’s biggest tech hub - Computer Village, Ikeja, Lagos State. This is because of the Computer and Allied Product Dealers Association of Nigeria (CAPDAN), the umbrella body for all business owners in Computer Village at the weekend said that hoodlums alleged to be agents of Iyaloja, now harass and manhandle traders who refused to pay the levies, describing the idea of Iyaloja in a tech hub as balderdash and an anomaly that must not be allowed to stand.
Speaking with The Daily Times at the weekend, President, CAPDAN, Mr Adeniyi Ojikutu, says Iyaloja does not have control over a limited liability company, adding that the activities of CAPDAN are regulated by the Nigerian Communications Commission (NCC) and the National Information Technology Development Agency (NITDA), among others. Ojikutu says it is impossible to have Iyaloja on individual companies that are registered, noting that it is not a chieftaincy title and there cannot be a government within the government. “We don’t recognize Iyaloja in Computer Village. We are IT, people. We are regulated
by NCC. We are regulated by NITDA. We do not know Iyaloja. They are not regulating us. We cannot continue to have a government within the government. We won’t support it. Our members are saying NO. Iyaloja does not have control over a limited liability company”, he said. Also, the Public Relations Officer of CAPDAN, Ademola Olaifa told our correspondent that the association had sent a petition to the Commissioner of Police over the unwholesome activities of hoodlums allegedly sponsored by the Iyaloja of Computer Village, wondering where in the world a tech hub is managed by Iyaloja. His words: “ Yesterday, we were with the
CP at Panti Police Station, Yaba. So, we still have another appointment on Tuesday. But, we are not stopping at that. We have written to other government agencies to help sanitise our environment. Our environment is now dangerous and full of crime.” “We won’t allow them to have any access to any organisation here because most of the companies here are registered and we are corporate entities. We’ve never heard where Iyaloja would be managing a corporate entity. They are the people collecting money from people on the street. The collect money every day and beat up those who refuse to pay and they are being backed up by this so-called Iyaloja”, he added.

FAAN pensioners set for showdown with management over entitlement withdrawal .. Give 2-week ultimatum
Chukwuemeke Iwelunmo Pensioners of the Federal Airports Authority of Nigeria (FAAN) have given the management of the organisation two weeks to address the issue of the withdrawal of some benefits being enjoyed in the past 14 years or face industrial unrest. This followed the stalemated meeting of July 24, 2019, between the ad-hoc committee, put in place by the managing director to look into the issue with the pensioners. The pensioners, under the aegis of Nigeria Union of Pensioners, FAAN Branch, told journalists at a briefing that FAAN under the new management has stopped their total emoluments which they have been getting since 2008 based on an agreement reached between them and the management of FAAN. Comrades Rasaki Ope, the National Chairman and Emeka Njoku, National
Secretary respectively of the FAAN pensioners declared that some people in the FAAN were out to mislead the new management under the leadership of Capt Hamisu Yadudu by only reviewing salary and proficiency while leaving behind utilities, meal subsidy, housing among others. The union leaders wondered why such a decision should be taken without reasons after 14 years and that if FAAN Management should insist on its stand, the pensioners then called for the implementation of the 33 per cent increase on current pension to be used for them based on of the federal government circular. According to them, the Nigerian Airspace Management Agency (NAMA) and the Nigerian Civil Aviation Authority (NCAA) were paying their pensioners based on the circular. They lamented that the management of FAAN for over 10 years has refused to review the pension of Pensioners as against the 5 years requirement for
review. According to the pensioners, the management of FAAN has defaulted with the existing regulations stipulated in the agreement that pension rates will be increased only when there was a corresponding increase in FAAN serving staff salary and relevant allowances. Referring to a series of agreements reached between the management of FAAN between 2002 and 2008, they argued that it was baseless to be agitating for increases based on government circulars as it was already resolved in 2002 that contrary to the agreement will attract court action. They warned that pensioners of FAAN will no longer fold their arms and watch their rights being deprived as a result of the inability of human resources and administrative directorate to do the needful. FAAN pensioners urged the managing director of the organisation to as a matter of urgency and to avoid the wrath of the pensioners, to
address the anomalies by calling on the concerned directorate to reverse the ugly decision. They warned that all pensioners of the agency will be fully mobilised on August 6th, 2019 for a showdown with the management across the country. According to them, the commissioner of police airport command and other security agencies have been alerted on the scheduled protest next week but declared that it could be avoided should FAAN rescind its planned cut in their allowances. Contacted over the weekend on the issue, the General Manager, Corporate Affairs of FAAN, Mrs Henrietta Yakubu said the Managing Director, Captain Yadudu has scheduled a meeting with the pensioners and other unions for Monday, 29, July 2019. However, the National Secretary of NUP-FAAN Branch said its Union was not invited and that only three unions were invited, that is NUATE, ANAP and ATSSSAN.

The work of the AfCFTA Presidential Committee was preceded by a nationwide sensitization process directed by Mr President. “The Report and consultative process raised the bar in engagement by Government with Stakeholders and set a standard for building support for strategic areas of public policy with clarity on concrete parameters for implementation action. The recommendations approved by President Buhari include: “signature and ratification of the AfCFTA Agreement; engaging in the ongoing negotiations of the annexures of the Agreement to incorporate safeguards for the economy, such as a longer period to achieve AfCFTA’s trade
liberalization ambition; common exclusive and sensitive lists for ECOWAS; import quotas for exclusive and sensitive products; security and customs cooperation and other measures to tackle smuggling, nontariff barriers to trade and predatory trade practices. “The President approved sustaining the trade reforms at ECOWAS including the establishment of common trade policy, improving the operation and welfare gains from the ECOWAS Trade Liberalization Scheme (ETLS) and establishment of an ECOWAS peer review and audit mechanism; and establishing and championing programmes at AU/AfCFTA to resolve the critical continental level challenges to the success of the AfCFTA including smuggling, abuse of rules of origin, low production and service capacities, poor infrastructure and revenue loss.
The Vice President Yemi Osinbajo has said that Africa’s young men and women entrepreneurs will positively change the narratives about the continent. Speaking at the Tony Elumelu Foundation (TEF) Entrepreneurship Forum 2019 in Abuja at the weekend, Prof. Osinbajo described this generation as the smartest that has ever lived.# The Vice President further urged young African entrepreneurs to positively change the “one-dimensional narratives of Africa” through their skills, enterprise and vision. Prof. Osinbajo who was the keynote speaker, said: “Our continent continues to be defined by unsavoury and unwholesome stories, which do not often accurately represent the treality of life and opportunity. The people in this room are the perfect and longawaited counterpoints to those onedimensional narratives of Africa that have sadly gained ground over the years.” “Outside on the streets of every village, town and city are many more individual embodiments of the potential of Africa. But we can change that story. We must fund young entrepreneurs and provide opportunities for capacity building. Our school curriculums must emphasize not just stem but critical thinking and entrepreneurship. And the promise of entrepreneurship banks must be kept”, he said. Highlighting some inspirational entrepreneurial stories from across the continent, Prof. Osinbajo noted that these stories represented a section of the huge potential for transformation on a continent’s “landscape emboldened by multitudes of young people who are refusing to wallow in self-pity or frustration, who have realised that conquering the challenges of their environments are the milestones for outstanding success; young men and women who have come to fully understand the transformational power of technology in the 21st century.” The Vice President added, “Here in this room is a great representation of what the private the sector can accomplish. It is also hugely inspiring to us as governments – and I am glad that a number of African governments are represented here – we are challenged to create the enabling environment for all of these young entrepreneurs to thrive.” Commending the work of the Foundation, in compelling African governments to focus on its youth and their dreams, the Vice President further said, “And the message to Africa’s emerging business giants is a clear one: how and what you can contribute, like Tony Elumelu, to empowering the next generation, helping them – you, gathered here in this room – helping you write, rewrite and revise the next chapter of your continent-changing stories.” The Vice President added that the world is waiting to see the exploits of Africa’s youth. “We are holding our breaths for the incredible achievements you will make,” he said. During the Forum’s dialogue session moderated by CNN host, Fareed Zakaria; with panellists including the Presidents of Rwanda, Paul Kagame; Senegal’s Macky Sall; Democratic Republic of Congo’s (DRC) Felix Tshisekedi; and Uganda’s Prime Minister, Tuhakana Rugunda; the Vice President spoke on the steps taken by the administration of President Muhammadu Buhari to support budding entrepreneurs.

Andres Iniesta has ‘no regrets’ over leaving Barcelona
Vissel Kobe midfielder Andres Iniesta has “no regrets” over his departure from Barcelona after facing his former team in a friendly. Iniesta has been at the J.League side since 2018, when he left boyhood club Barca after a trophy-laden 16 seasons at Camp Nou. The 35-year-old played a half as Vissel Kobe suffered a 2-0 loss to Barca in a friendly on Saturday. Iniesta said he had no complaints about his departure
from Barca, whose win marked their first of preseason. “No, no regrets. It’s a very strong word to label it as that,” he told reporters. “I’ve always said it. If I had felt the desire or the strength to continue playing in Barcelona I would’ve loved to come here a year later playing for Barca against Vissel, but my moment ended. “Now, I’m in another place enjoying it in another
way. I enjoyed the game, seeing my team-mates, it makes me very happy and I have a nice memory of it.” A second-half brace from 21-year-old forward Carles Perez saw Barcelona to their win. Asked about facing his former club, Iniesta – who won nine La Liga titles and four Champions Leagues among numerous other trophies with Barca – said it was unusual.

“It has been a bit strange. Instead of having them as partners, I had to face them,” he said. “But the truth is that I enjoyed and savoured it. In general the team hasn’t performed badly. I’m happy for such a day, it’s a special day.” Barca continue their pre-season fixture list when they take on Arsenal on August 4 ahead of their Liga opener against Athletic Club 12 days later.
Kelechi Iheanacho: I’m getting back to my best, hopeful for new season
Kelechi Iheanacho believes he is regaining his confidence with his resurgent scoring form for Leicester City following a difficult spell at the club last season. Iheanacho endured a tough campaign with the Foxes struggling to make an impression first under Claude Puel and later under Brendan Rodgers. The 22-year-old was also dropped from Nigeria’s squad to
the 2019 Africa Cup of Nations in Egypt due to his poor club form. He scored his first Leicester City goal since September in last Tuesday’s 3-0 friendly win against Scunthorpe and followed that with a sublime brace in the 2-2 draw against Rotherham United on Saturday. “I am delighted, I am happy getting two goals today,” Iheanacho said after the game
against Rotherham United. “Hopefully I can take that into the season. “I think it’s important for my confidence. It has been a long time coming, but I am happy again. I think I can take it fully into the season. “We have a big squad, so many players who are good footballers. Everyone is competing and fighting for a place.”

Liverpool have confirmed that they have completed the capture of talented teenager Harvey Elliott from Fulham. The 16-year-old made history last season when he became the youngest debutant in Premier League history. In total, he made three senior appearances for the London club before making the move north. The winger goes straight into the Champions League holders’ matchday squad for Sunday’s friendly with Napoli in Scotland. He will also be part of their upcoming pre-season training camp in Evian. Fulham will receive a sizeable compensation package as part of the move,
while Elliott cannot pen a professional senior deal until he turns 17 next April. Elliott made history in May in the Cottagers’ top flight clash with Wolves when he appeared at the age of 16 years and 30 days to become the youngest Premier League player ever.

The Otedola example
Sports MONDAY, JULY 29, 2019

Times Guest Columnist By Jideofor Adibe
“Otedola has made me, I can play football again,” Christian Chukwu, the 68 year-oldformer Captain of Enugu Rangers, former captain of the Green Eagles and former Chief Coach of the Green Eagles, reportedly joked when he paid a ‘thank you’ visit in Lagos to Femi Otedola, who footed the medical bill for his treatment at a UK hospital. He was further reported to have said: “If you saw me before I left for London, you won’t believe I’ll be here talking to you. I think I won’t be making a mistake if I say after God, it’s Otedola in my life. “I had many complications and I couldn’t walk. When I heard Otedola brought out money for my treatment, I marvelled because in my circle, we didn’t know him before then. We have people with us but maybe they forgot or it’s not in their character (to help)… I don’t know how to thank Otedola enough, God bless him.” Chukwu is reportedly suffering from prostate cancer which has affected his legs. It was said that he needed $50,000 for a life-saving operation. Norbert Okonkwo, media officer for Enugu Rangers, was quoted as saying that the Enugu State government donated a ‘princely’ sum of N1.5 million Naira towards his treatment- though there was a photo op where the Enugu State government gave the impression that it was footing the medical bill for Chukwu’s medical treatment in Enugu. There was also a report that a GoFundMe appeal for him raised only $4,305 of the $50,000 needed – before Otedola intervened and decided to bear the full cost. Otedola reportedly decided to pay for the full medical treatment as a “token of support to a great Nigerian who served his country to the best of his ability”. As it turned out, Chukwu’s medical treatment ended up costing Otedola over N36m. In her study of Adolph Eichmann, the Nazi operative responsible for organising the transportation of millions of Jews and others to various concentration camps in
support of the Nazi’s Final Solution during the Jewish holocaust, Hannah Arendt, the German-American philosopher and political theorist argued that Eichmann performed his evil deeds without necessarily being an evil person because he merely accepted as right the premise which informed his evil deeds. Arendt was to popularize the notion of ‘banality of evil’ from the title of her book: ‘Eichmann in Jerusalem: A Report on the Banality of Evil’ (1963). That phrase is often used to suggest that evil is not only pedestrian but also commonplace. A counterpoise to this, some will argue, is that though evil deeds are common occurrences, good deeds are probably even more trite than evil deeds, but are quite often taken for granted or not adequately acknowledged. In the current conjuncture where despondency seems to have taken over the nation, where the fault lines of religion, ethnicity and regionalism have become deeper than ever, my aim is to use Femi Otedola’s acts of generosity to highlight possible sources of hope for the country. Femi Otedola, a56 year old Yoruba billionaire boss of Geregu Power Plc from the South-west did not wait for the many Igbo millionaires, the government of Enugu state (ChristianChukwu’s home state), governments of the South-east or even the Nigerian Football Federation to bear what he could have rightly called their ‘burden’. The normal trend is for many politicians, public officials and even corporations to focus their acts of charity either on their home state/ ethnic homeland or where they have their businesses. Otedola is not a politician and it is doubtful if his charitable intervention on the Christian Chukwu casewas actuated by the need for publicity. Given that shortly after the Civil War, the Rangers Football Club of Enugu probably did more than any group to lift Igbo spirits from the doldrums of defeat, and that Christian Chukwu was a leading star in the story of the Rangers team, one would
think that his home State Enugu, or the South-east governors or the numerous Igbo millionaires would be falling over themselves to pick up Christian Chukwu’s medical bill. But No. Were Christian Chukwu’s medical bill to be a national contract or political appointment, it would have been ethicised, with the usual stereotyping and of course charges of marginalization. It should be recalled that Otedola previously settled the medical bills of the veteran actor, Victor Olaotan, who was at risk of double amputation following a ghastly car accident. A few days ago, it was also reported that Otedola has taken over the medical bills of ailing Nollywood actor SadiqDaba – from the Northern part of the country. The actor, who was recently diagnosed with chronic obstructive pulmonary disease (CPD), for years battled with leukaemia and prostate cancer and travelled to the United Kingdom for treatment and returned only in 2017. After living a relatively normal life for some two years, there was a relapse and he became ill again. Otedola intervened because he reportedly loved watching the actor as a kid. On why he chose to foot Sadiq’s medical bill, Otedola was quoted as saying: “For me, taking care of Sadiq’s medical expenses is my little way of showing appreciation and gratitude for the good memories he created for me and others in the past. “I must say that even though I don’t know Mr. Daba personally, he is a face I am familiar with through the old TV drama production “Cock Crow at Dawn” which I used to watch while growing up.” Otedola also reportedly agreed to foot the medical bill of Peter Fregene, former Nigerian goal keeper, who has been bedridden since 2001. There are certainly several Otedolas around, some doing their bit from their small corners of the country (unrecognized and unsung) to lift up fellow Nigerians, irrespective of where they come from
Super Falcons assistant coach dedicates Rotary club award to grassroots sports Super Falcons assistant coach Maureen Madu believes that Nigeria has the potential to dominate continental and global sporting space if more and genuine attention is paid to grassroots sports. Madu spoke at the Con-Vaj Hotel and Event Centre, July 27, when she was honoured with the award of Excellence in Sports by the Rotary Club of Nnewi. The event was part of the activities marking the investiture of Ada Ifepe Edward as the 7th President of Rotary Club, Nnewi. It was a second colourful feather on Madu’s cap in one month after she was inducted into the Nigerian Women Hall of Fame on June 27 alongside Senator Oluremi Tinubu and others for emerging first Nigerian woman coach to lead a European club, Avaldsnes IL of Norway. She is also the first Super Falcons player to make 100 appearances for the senior women’s national team. Maureen Madu, 44, is the first Super Falcons player to feature in four Women’s World Cup finals as well as in two Summer Olympic Games (2000 and 2004). “I’m happy about the recognition, I’m pleased with this award. I thank most sincerely the organisers of this event, Rotary Club of
Nnewi,” Madu said. “It’s (the award) about grassroots development. Nigeria is blessed with lots of talents out there at the grassroots but getting them out is the issue. “I was discovered from the grassroots, and I know how it is at that level. So I’m dedicating this award for grassroots development”, Madu said. Madu is also a patron of Nnewi United, a second tier league team, Nigeria National League, NNL. She reckons that the future of sports in Nigeria lies in the grassroots, saying such realisation has continued to propel her to do more. “With focus, dedication and discipline, success will come. Our upcoming players, especially those in the grassroots should bear this in mind,” Madu emphasised. In an illustrious career that spanned over 13 years, Madu starred for several European Women’s clubs that included Avaldsnes, Linkopings (both of Norway) QB IK of Sweden, Klep IL and Kolbotn Oslo. She was later named head coach of Avaldsnes B team and as well assistant coach of Avaldsnes senior team.
Gernot Rohr vows to bring Odion Ighalo back to Super Eagles Super Eagles German coach Gernot Rohr said he was not giving up on the possibility of wooing striker Odion Ighalo back to the fold despite his recent shock retirement from international football. Goals by the Shanghai Greenland Shenhua’s striker helped the Super Eagles clinched Bronze at the recently concluded Total Africa Cup of Nations in Egypt where he equally clinched the top scorer award with his five strikes. “We have to work hard for the success of a new goal scorer,” the 66-year-old Rohr stated. “Of course, we have some new strikers that you know already but Ighalo is such an experienced and aesthetic striker that we are going to miss him. “I still have very good relationship with Ighalo; but I want’ him to rest now and get over his injury and I would talk to him about his retirement. Even if I have to go China, I would go and talk to him. “I like this man because
he’s a good example of professionalism and very exemplary as one of our captains and all the time, I always want excellent relationship with my players and I don’t think it’s finished with Ighalo if I stay.” Meanwhile, the former Bordeaux coach has hinted about the quick return of Leicester City’s striker Kelechi Iheanacho after he was excluded from the 23man list to the 2019 AFCON. “Work has already started and I know that this player Kelechi Iheanacho can still

do a good job for us,” noted Rohr. “Kelechi too can score goals and I think that his omission from the AFCON would be a big motivation for him. “I was talking with him throughout the AFCON because he’s still a congruent part of our team and I know he wants to work harder now because he has understood the professional ways of doing things. “I know that Kelechi can be an interesting player for the Super Eagles,” he reiterated.
