Until his death, Mr. Obigwe was the Property Manager of the company at the operational headquarters, AgidingbiIkeja, Lagos. He first served as the Special Assistant to the Chairman (Special Duties) at Folio Communications Plc. Upon successful bid and acquisition of The Daily Times by Folio Communications in 2004, Mr. Obigwe was seconded to The Daily Times where he assumed duties as the
Property Manager, a position he held until his death. A good team player and social mixer, Mr. Obigwe is fondly remembered for his personal interventions to relatives, friends and even strangers. He is fondly called “Johnny B. Good”. The remains of Mr. Obigwe shall be interred in his family premises, Umuatolu, Umueri in the Anambra East Local Government Area of Anambra State on the 3rd day of January, 2019. As trading activities in the Fixed Income and Currency (FIC) market ended in 2018, not less than a whopping N165.15 trillion has been traded in Foreign exchange (FX), Treasury bills (T.bills), FGN Bonds, among other transactions, between January to November 2018, latest figure obtained from FMDQ OTC Securities Exchange revealed. This is even as Stanbic IBTC Holdings Plc, Access Bank Plc and United Bank for Africa Plc (UBA) accounted for 73.313 trillion overall turnovers trading on the FMDQ platform during the same period of 2018. The report stated that total turnover for the January to November 2018 period amounted to N165.15 trillion with trading activities in Treasury bills contributing the largest to overall turnover, accounting for N65.7 trillion of the market. Foreign Exchange market transactions (Spot FX and FX Derivatives) accounted for N40.13 trillion while Repurchase Agreements (Repos)/Buy-Backs product categories (Repos/Buybacks) accounted for N26.8 trillion. Foreign exchange derivatives accounted for N20.5 trillion between January and November 2018. A total of N11.07 trillion and N105.5 billion FGN Bonds and Agency, Sub-national, Corporate & Supranational Bonds were traded between January and November 2018 respectively. The report explained that “FMDQ continues to avail its credible and efficient platform as well as tailor its Listings, Quotations and Noting services to suit the needs of issuers. “With the growing interest of corporate entities in the commercial paper (CP) market to finance their short-term funding needs, the OTC

Strike: We’re unaware of N15.9bn payment by FG – ASUU The Academic Staff Union of Universities (ASUU) says it has not been briefed on the alleged payment of N15.9 billion to universities by the Federal Government, two months after it embarked on strike. The union’s National President, Prof. Biodun Ogunyemi, disclosed this in an interview with the News Agency of Nigeria (NAN) on Wednesday in Lagos. The unionist was reacting to reports that the Federal Government had on December 31, 2018, released N15.9 billion to universities. The report stated that the fund was for the payment of shortfall in salaries of universities.
“Well someone actually drew my attention to that newspaper report. I have not received any formal letter from Federal Government, conveying such information to us. “The only information I got from the Minister of Labour this afternoon when we spoke was that they have done something concerning our demands; what they have done, I do not know. “The other thing he told me was that there is going to be a meeting between us (ASUU) and government on Monday. “It is only when we get to the meeting that we will be able to know what government has done and if it is okay by us, then we will convey same to our members who will now take the next line of action,” he
said. The union on November 4, 2018, embarked on what they had described as ‘comprehensive, total and indefinite nationwide strike’ to press home their demands. The striking lecturers are protesting against alleged nonimplementation of agreements they entered into with the federal government in 2013 and 2017. They are also protesting the poor welfare, poor funding, and general decay in education infrastructure, among others. Since the commencement of the strike, members of the union have met with the federal government six times, to find a way forward to the issues, all ending in a deadlock.

Citibank Nigeria Limited ranked seventh, Guaranty Trust Bank Plc came eight while Coronation Merchant Bank Limited and Zenith Bank Plc were ranked ninth and 10th respectively. Meanwhile, the Central Bank of Nigeria (CBN) has said currency in circulation increased to N2.1 trillion in November, the highest in 2018. The CBN on its official website said currency in circulation was at N1.96 trillion in October, and between September and August, it was N1.93 trillion and N1.92 trillion respectively. According to CBN, new Currency notes were issued to deposit money banks through the branches of the CBN, and old notes retrieved through the same channel. “Currency deposited in the CBN by the banks are processed and sorted to fit and unfit notes in line with the clean note policy. The clean notes are re-issued while the dirty notes are destroyed,” the CBN said on its website. Hitherto, the CBN had reported that N2.15 trillion was in circulation in December 2017 ending. The apex bank in 2002 introduced the cashless policy to eliminate the amount of physical cash (coins and notes) circulating in the economy and encouraging more electronicbased transactions (payments for goods, services, transfers, among others.). Commenting on increasing currency in circulation, currency analyst at Ecobank Nigeria, Mr. Kunle Ezun, had explained to our
correspondent that excess liquidity in the economy was driven by Yuletide celebration that has leveraged growth in currency in circulation, stressing that Nigerians are finding it difficult to embrace the cash policy of the CBN. “The market is liquid and it is due to the current season of the year.” He explained further that Nigeria is still more of a cash economy, facing infrastructure challenges. “Someone can blame infrastructure deficit to CBN’s good intention of making Nigeria a cashless society. The infrastructure that will make the cashless policy work is missing compared to what we have in Kenya,” he added. The Managing Director, Maxifund Investments and Securities Limited, Mr. Okechukwu Unegbu, attributed the growth to Nigerians not embracing CBN’s cashless policy. According to Unegbu, “The growth in currency in circulation is tied to Inflation and the cost of doing business. “One of the worst things is that there is no retirement of old currency. Because of the cost of buying new currencies from CBN, no commercial banks keep recycling old currencies,” Unegbu stated The apex bank reported said N1.95 trillion in January; N1.94 trillion was in circulation in February but it increased to N2.04 trillion in March. The amount of Naira in circulation according to CBN in April 2018 was N1. 96 trillion and closed May at N1.93 trillion. In June, it dropped to N1.9 trillion and dropped further to N1.82 trillion in July.

Staff in all departments, Muslims and Christians gathered to sing and pray for repentance and forgiveness of sins, for the Management of the NCAA for God to continue to give them wisdom, knowledge and understanding to pilot the affairs of the organization. General Manager, Public Affairs, Mr. Sam Adurogboye, who kick-started the prayer session, said the regulatory agency has course to thank God because for over three years now, the Industry has recorded safety and security, adding that the Industry has enjoyed God’s mercies and protection. Imam of the Airport mosque, Alhaji Ahmad Chindo, in a brief sermon, urged the staff to always be truth, sincere and have the fear of God in the discharge of their duties. Expert urges NASS to ensure speedy passage of 2019 budget A Financial Analyst, Mr. Momoh Aliyu, has urged the National Assembly (NASS) to ensure speedy passage of the 2019 budget in the overall interest of the country. Aliyu, the Managing Director of Cyber1 Systems Network International, made the call in an interview with the News Agency of Nigeria (NAN) in Abuja on Wednesday. The managing director, who was sharing his views on the economic prospects of the country in 2019, said its progress should be the focus of every Nigerian. According to him, the national interest should be placed over and above partisan and personal interests. He said that passing the appropriation bill in good time would help to remove
economic uncertainty, though, the president had the constitutional right to spend a certain percentage of the budget before its passage by the lawmakers. According to him, the delay in preparing and passage of the budget by the Executive and the National Assembly is creating uncertainty for investors and other stakeholders. “If there is no working document like budget, the economy will be going through a lot of uncertainty as stakeholders will not be able to plan. “Uncertainty is the bedrock of underdevelopment in any country,’’ he said. The Bureau also achieved a great feat December last year, releasing timely and accurate air accident report in Sao Tome and Principe. Olateru led his team to submit the final report of the accident involving Cavok Airlines CVK 7087 AN-74TK-100 Aircraft Registered UrCKC, which occurred at Sao Tome International Airport, Sao Tome on July 29th, 2017.

Turn yourself over to Police, Short News BMO urges Sen Melaye Entrepreneurship: Foundation to Tom Okpe, Abujà
The Buhari Media Organisation (BMO) has advised Senator representing Kogi West Senatorial district, Dino Melaye, to end the police siege on his home by turning himself in to the operatives, asking if he is a lawmakers or lawbreaker. This is in the aftermath of a fourday police blockade of the Senator’s Maitama Abuja home by a police team out to effect a warrant of arrest for what Police Spokesman, Jimoh Moshood, said is a case of ‘Criminal Conspiracy and Attempted Culpable Homicide’ against Me late. BMO said in a statement signed by its Chairman, Niyi Akinsiju and Secretary, Cassidy Madueke, on Wednesday, in Abuja that this would be the best way to end a siege that is capable of sending wrong signals about the Nigerian political elite to the local and international community. The statement said: “As a Senator of the Federal Republic of Nigeria, Dino Melaye swore to an oath to uphold the laws of the land, but for more than five months, he has failed to honour an invitation over the alleged shooting of an on-duty Police officer Sergeant Danjuma Saliu by some
armed men in his convoy on July 19 2018 in Kogi State. “This is in spite of pledging on national television few days after the incident that he would show up at the state police command to show that their account was false and illogical. “In that interview, the Senator insisted that the police account was wrong, accusing the police of shooting at his convoy of 20 vehicles on his way to a scheduled event”. The group said it is concerned that rather than allow the law to take its course, the Senator is resorting to pontificating. “It is sad that at a time that Nigerians expect Senator Melaye to show a good example, he has opted to play up religious sentiment by quoting a passage in the Holy Bible that has nothing to do with the situation at hand. “The issue at stake is the near-fatal shooting of a Police operative by men who were said to be in his convoy, so there is enough reason for him to clear his name as a federal lawmaker”. BMO wondered why the Senator failed to honour the police invitation to at least clear his name even when he had between July and December been involved in legislative duties and other activities in the Federal Capital Territory (FCT).
“There was ample time for the Senator to clear his name especially after the Police sent a formal letter of invitation to the Clerk of the National Assembly dated July 23 which was duly acknowledged and is now in the public domain as proof that due process was followed. “In fact three months later, the Senator joined some leaders of the opposition Peoples Democratic Party (PDP) to stage a protest at the Force Headquarters. “Pictures from the protest showed Senator Melaye, shirt unbuttoned, in a virtual confrontation with mobile police men right in front of the national police headquarters in what could be interpreted as a subtle message to the Kogi Police command. “The other subliminal message is that members of the political elite can get away with what an average Nigerian dares not do”, the group said. BMO also hailed the police for their patience, professionalism and maturity in handling a situation that could have been tagged as a clamp down on the government critic adding that “It is instructive that it took the police several months to make a serious attempt to arrest the Senator, and even at that, they ensured they had a valid warrant of arrest before making a move.
empower 500 youths in Anambra
Onwa Igbariam Foundation, an NGO, says it has concluded plans to train more than 500 youths in 2019 as part of its entrepreneurial skills training in Anambra East Council Area of Anambra State. Chief Chukwunweuwa Anikpeh, Chairman of the foundation, said this during the distribution of gifts to more than 200 women in Igbariam, Anambra State on Wednesday. The News Agency of Nigeria (NAN) reports that Anikpeh distributed bags of rice to widows and indigent women in the area. He said that the youths who would be drawn from the 11 towns of the council, would be trained in automobile, panel beating, mechanical and electrical engineering. Anikpeh said the foundation would be empowering youths because of its experience from developed countries which showed that technology drives economy. “We shall train not less than 500 youths on entrepreneurship with special interest in mechanical and electrical engineering, automobile and other technical skills because technology leads the world,” he said. He also said some youths in the council had been given clippers to enable them start off a new life as barbers. According to him, the foundation is established to assist the needy and less privileged.
‘U.S Embassy, Consulate in Nigeria remains open’
The U.S Embassy in Abuja and the Consulate General Office in Lagos will remain open while the U.S Government shutdown last, says the U.S Public Affairs Office. A statement from the Information Office, Public Affairs Section, Abuja, for the USCGLagosInformationSection, said on Wednesday that normal services at the Consular Sections were ongoing. The statement explained that speculations of alleged closure of the embassy in Abuja and consular office in Lagos were incorrect. It however said: “American Centers and EducationUSA offices operating on embassy and consulate grounds that are managed by Mission Public Affairs Sections will remain closed throughout the shutdown. “American Spaces, such as American Corners operated by partner institutions and located off embassy or consulate grounds, however, will remain open,’’ the USCGLagosInformationSection says.

The Kano State House of Assembly on Wednesday confirmed four commissioner nominees sent to it by Governor Abdullahi Ganduje. The Speaker, Alhaji Kabiru Rurum had on December 27, 2018, announced receipt of a letter from Ganduje seeking the nod of the house for the appointment of the nominees as commissioners and members of the state executive council. The house gave the confirmation after they were screened at the committee of the whole. The lawmakers unanimously considered and approved their appointment as commissioners and members of the state executive council. Speaking shortly after the screening, the nominees pledged to work hard as expected by Ganduje towards moving the state forward. The nominees are -Malam Bashir Yahaya-Karaye, Alhaji Mukhtar IshakYakasai, Alhaji Shehu Kura and Alhaji Muhammad Tahir, popularly called Baba Impossible.

The Nigerian Institute of Building (NIOB) on Wednesday blamed the poor performance of the construction industry and its low contribution to the country’s Gross Domestic Product (GDP) in 2018 on corruption. Assessing the sector, NIOB’s President, Mr. Kenneth Nduka, told the News Agency of Nigeria (NAN) in Lagos that its performance in 2018 was poor when compared with the preceding years, despite its potentialities in boosting employment opportunities. Nduka said that the construction industry should be a major contributor to GDP and national development, but the reverse was the case in Nigeria because the sector contributes about four per cent to the GDP. He said it was disheartening that a lot of contracts were awarded to nonNigerians, describing it as detrimental to the development of the economy. He said that research had shown that only five per cent of construction works done in the country, were carried out by Nigerians. The institute’s chief said that any contract/construction work executed by the foreigners would add little or nothing to the country’s GDP and economic growth. He noted that the construction industry had huge potential, explaining that if N10 billion could be spent in the sector, the multiplier effects would be much on the economy.

The Akwa Ibom State Governor, Udom Gabriel Emmanuel, has assured the people not to bother about the plot by the opposition to take over the state as such conspiracy cannot change the plan of God for the state. Atiku and opening of a Pandora’s Box

Whatever their differences, the military men who have dominated politics and governance in Nigeria for the last four to five decades, had something like a code of honour among them. In their quest for money, power and influence, they left each other’s families alone. It was the only guarantee that the people they cared about the most wouldn’t be drawn into their struggles. But as with everything in life, there is always a first. And in October 1999, President Olusegun Obasanjo had Mohammed Abacha, son of the late dictator, arrested on a murder charge. It was a charge he was later acquitted of. Obasanjo, then president, made it no secret that his primary purpose was to extract what has today come to be known as the Abacha loot from Mohammed, who eventually spent a number of years behind bars. Still, his was an arrest that set the precedent for what was to come in later years. A number of political watchers blamed General Ibrahim Babangida, not for instigating the arrest but for not speaking out against it when it happened. He was key to bringing Obasanjo to power after the sudden death of General Sani Abacha and it was to him everyone ran when trouble came calling. Seven years later, it was Babangida’s son, Mohammed, who Obasanjo went after. In August 2006, Obasanjo had Mohammed arrested by the Economic and Financial Crimes Commission (EFCC) over his suspected ownership of a considerable amount of shares in telecommunications giant, Globacom. EFCC had not only tied Babangida’s family, but also Vice President Atiku Abubakar, to the telecommunications company. While Babangida was reported to own 24 per cent of the company, Atiku was said to have a 12.5 per cent stake in it. Obasanjo was driven by his determination to cripple both Babangida and Atiku politically and shut them out of the 2007 presidential election. He succeeded in his quest, but the story didn’t end there. It was May 2008.
Obasanjo had barely been out of office for a year when his daughter, Iyabo, was then the one faced with the threat of arrest. After playing hide-and-seek for some weeks, she was finally detained for a few days. In a way, her arrest settled scores with Obasanjo over his willingness to cross the line and go after the families of his rivals. But it also brought a sense of closure to the push to reveal the ownership structures of some of the corporate giants many of his political rivals are rumored to have stakes in. Or so it seemed. Years later, the Awujale of Ijebuland, Oba Sikiru Adetona, in his autobiography, raised questions about Obasanjo being a part owner of the massive Obajana Cement company; questions that have remained unanswered till date. Coming to the present and how the highest office in the land is still being used to take control of some of the most prized private companies: The 2019 presidential election is less than two months away and the Atiku campaign has come out with what, by any standard, should be an earthshaking revelation. It centres around a family member of President Muhammadu Buhari who today is alleged to be the new part owner of Etisalat Nigeria, now 9moblie, and Keystone Bank. The revelations or allegations are clearly the first step in what the Peoples Democratic Party (PDP) hopes will put an end to perceptions that President Buhari is incorruptible or a man of integrity. The party is also putting the onus on the president to prove to the world that he is not corrupt. What Atiku is telling us is that under the Buhari presidency, nothing has changed. Friends and families of those in high places are still using their access to power and public office to enrich themselves and gain advantages with privately owned businesses. According the Atiku campaign, it took at least N1 trillion for the family to acquire the Etisalat shares. From the point of view of an electorate, this is exactly what should be happening. More revelations need to be made. If proxies are being used to acquire public and private asset, Nigerians should
know about these. Based on available information, the telecommunications company was bought by Teleology Holdings Limited, which has Nasiru Ado Bayero as chairman and six other people serving as executive or nonexecutive directors. One of them is Adrian Wood, a former CEO of MTN Nigeria. If there are hidden hands behind the Etisalat acquisition, Atiku and his campaign team shouldn’t play games. If the former vice president means to clean up Nigeria if elected as president, there is no reason for him not to start now. He should call out names and reveal all that he knows about corruption in high places, instead of going around in circles. Who is he referring to as a family member of the president? It will be in the best interest of Nigerians for him to reveal the name of the individual. And in the age we are living in, it is information the public can handle without losing sight of what is in its best interest, come February 2019. The Keystone Bank acquisition doesn’t appear to be as straight forward as the Etisalat acquisition. First, there could be a slight conflict of interest in the allegation made by Atiku. At least when it comes to the former Habib Bank, which merged with Platinum Bank and later became Keystone Bank, Atiku was known to have been the biggest shareholder. While he was vice president, he left a number of close associates, including Koiranga Jada, Shehu Yar’Adua’s family and that of Babatunde Jose, disgruntled by muscling his way to emerge as majority shareholder in the bank. Funny enough and in spite of his much-touted wizardry in business, the bank still failed. Naturally, the subsequent mergers and acquisitions would have greatly changed the ownership structures of the evolving banks. The most recent, which the former vice president is obviously referring to, suggests the bank was bought by Sigma Golf Nigeria Limited and Riverbank Investment Resources Limited. Again, the PDP presidential campaign team would be doing Nigerians an
invaluable public service by revealing the real people behind the acquisition and any criminal activity they have engaged in. The names that have so far been linked to Sigma Golf Nigeria are those of Umaru Modibbo and Adamu Modibbo, who founded Sigma Pension Fund. If the bank was bought by those close to the president under false representations or proxies, it shouldn’t remain buried while we are heading towards an election. The PDP has a duty to report this. Should Atiku be elected president today, it probably won’t come as a surprise to many people if he ends up owning half of Nigeria. But it would definitely be incredible should anyone even insinuate that Buhari would own half of Daura after his term in office. Yet, it is a possibility, even if a lot of people do not think so. Over the years, a lot of allegations have been made against both Obasanjo and Atiku regarding their acquisition of publicly owned asset and the concessioning of seaports, airports and a host of other asset. The role of the logistics company, Intels, in the Nigerian ports is well known. So also have there been questions pertaining to the person really behind the Murtala Muhammed Domestic Airport 2 (MM2) concession. However, there is very little focus on the acquisition of privately-owned asset in the banking and telecommunications sectors. Maybe it is time for Nigerians to start asking questions. Atiku has opened the door for the demand for answers. And if the Atiku allegations about Buhari’s family are an indication of what is to come in identifying the true faces behind the biggest conglomerates in the country, the voters are in for a very interesting 50 days to come. A good place to kickoff the revelations would be to have the PDP presidential candidate publicly declare his asset and the periods he acquired them. He doesn’t hide the fact from anyone that he has properties all around the world. In seeking votes from Nigerians, it shouldn’t be too much to ask him how much he was worth in 1999, in 2007 and in 2019.
Varsity poor funding and the need for investment in e-Learning

I had been thinking about writing something on e-Learning and how it could shape the future of education in Nigeria but it is hard to discuss topics other than politics during the campaign season. However, when I came across the following tweet a few days ago I was motivated to do a little research and write this short piece: @fimiletoks: University education is a privilege even in developed parts of the world. Basic education is a fundamental human right. Right to free and compulsory primary education. Right to available and accessible secondary education (including technical and vocational education and training), made progressively free. ASUU should realise that in the scheme of play, they are on the lowest rung of the ladder. The least of our worries. In tweeting his musings on the ASUU/Fed Govt imbroglio that has become a permanent fixture in our tertiary education calendar the author also echoed the thoughts of many including yours truly. He went ahead to suggest that the federal government should quit subsidizing tertiary education which is supposed to be a privilege and focus more on providing basic and secondary education which should be a fundamental human right for every citizen. Historically, governments have played a dominant role in funding tertiary education, especially in Africa where the need to bridge the gap created by departing expatriate civil servants at the wake of independence from colonial masters necessitated governments input. The exigency to train a group of professionals was well appreciated thus in the early 1970s the federal government abolished school fees in all the six federal universities and took up the task of funding them. With the subsequent discovery of oil and the attendant boom witnessed by the Nigerian
economy, all the federal universities in the country were fully and adequately funded precipitating an increase in the demand for higher education, which in turn led to the establishment of additional tertiary institutions. Consequently, the government’s allocation to universities has continued to increase. This trend has continued to date. As a matter of fact, a study titled “Higher Education Funding in Nigeria — Issues, Trends and Opportunities” presented at the 2016 International Business Information Management Association Conference in Milan, Italy revealed that the appropriation to federal universities rose from N10 billion in 1999 to over N223 billion in 2013. The average allocation per university equally increased from N500 million to over N5 billion in the same period. However, a combination of factors such as inflation and the geometric increase in student population has ensured that these increments amount to little. Between 1990 and 1997, the real value of government allocation for university education declined by 27 per cent even as enrollment grew by 77 per cent. In other words, there’s been a lot of movement without commensurate motion or better still backward motion. What’s more, the pressure and competition for limited public resources from other sectors of the economy; including sub-sectors of education have greatly hindered the ability of successive governments to fulfil its funding obligation to these universities. These and other reasons have been responsible for the incessant ASUU strikes embarked on by lecturers in a bid to force the government to meet its commitments. If we are to go with the Nigeria Universities Commission which put the cost of training an undergraduate to full accreditation at over N1
million per annum, then with about two million enrolled nationwide, funding university education will cost N2 trillion annually. This is figure is more than double the total budgetary allocation for the health and education ministries combined. And with the Babalakin led negotiation team standing its ground in the current impasse it has become imperative for us to explore other ways of funding higher education more especially now that the demand has moved beyond quantitative to qualitative education. Government is therefore left with no other option than to partner with the private sector if Nigeria is to avoid a total collapse of our already haemorrhaging tertiary institutions. This much Vice President Osinbajo alluded to in a recent workshop when he stated that “while government funding is important and critical, it is not the only source of funding for education — the second source of funding is from non-governmental sources — these include contributions from sources such as school charges, private donations, corporate sponsors, alumni associations, charitable and faith-based associations and among others.’’ Now while some will criticise the idea of the federal government pulling the plug on tertiary education subsidy as being a capitalist proposition, others will question the rationality of implementing such in Nigeria where an average citizen lives on less than $2 a day. However, the more important posers beg; how has the socialist approach improved the standard of education in our tertiary institutions? How has it improved the quality of graduates churned out annually by our universities? Your guess is as good as mine here. The world has been reshaped by the internet and e-Learning is already integrated into education in developed nations. Nigeria cannot continue grappling with the paradox of spiralling cost and
the declining standard of education at a time when China is teaching 5-year old pupils coding. It is time for the government and ASUU to agree on a gradual withdrawal of subsidy from our universities. This will free up funds that will be invested in the provision of basic, vocational and technical education. Partnering with the private sector to invest massively in e-learning will help to achieve this. The benefits are too numerous for the scope of this piece but it will be proper to list a few. E-Learning makes higher education more accessible to unique populations such as parents with children, service personnel, students with fulltime jobs and those with disabilities. It is also cost saving as it eliminates the often expensive logistics of having the lecturer and students in the same location. I just finished a six-week creative writing course with all the study materials and coursework delivered online. And gone are the days when it used to be referred to as informal or distance education to be looked down on by employers. More Ivy options are also springing up as the demand for cost-effective alternatives continue to rise. From Cambridge to Yale to Harvard you can now earn a certificate from the dining table in your kitchen and still deploy the knowledge gained competitively among peers who studied in the classroom. So as we as we march on in our democratic journey it is expected that the next few years will present opportunities for investors and students alike in e-Learning as the federal government continues the search for alternative funding. I have already earmarked courses to study in order to maximise these opportunities as they come and I will be doing a follow-up article on the requisite resources. Editorial Commentary Much ado about secularism (II)

Going by the dictionary definition of secularism as ‘concern with temporal, worldly matters’ to the exclusion of ‘religion’, a nation therefore cannot be said to be secular merely because either by law or by choice it has succeeded in subordinating all forms of organized religion to the whims and caprices of the state. Nor is a nation non-secular only because its constitution expressly provides for the right of the individual to freedom of religion, belief and conscience. This guarantee already exists extra-constitutionally as a fundamental right of all humans –to, among a hoard of very many other rights, decide for themselves the sacred from the profane. Thus the secular or non-secular credentials of a nation are not to be gleaned only from the express provisions of her Constitution disavowing or endorsing religion as state policy, but it can also manifest in that nation being able to maintain sectarian neutrality -or what experts described as ‘a principled distance’- from all forms of organized religion, notwithstanding her Constitution expressly disavows or endorses religion as a fundamental policy of state. Thus a practical separation of state from religion is the veritable hallmark of secularism, and about which we have seen in my previous submission that there is hardly any good example in Europe or in the Americas. Nigeria’s Constitution neither expressly admits that the Nigerian State is secular nor has it expressly admitted that it is not. And so as it will not be sufficient to argue that Nigeria is non-secular merely because Section 38 of her Constitution guarantees freedom of religion, or that Section 42 prohibits discrimination against citizens on the basis of their beliefs or the circumstances of their birth, by the same token it will not be sufficient to adjudge Nigeria secular only because Section 10 of the Constitution expressly prohibits the adoption of any organized religion as a state religion, or because the Constitution has not expressly disavowed secularism as a policy of state. But even as the Constitution in many areas appear to radiate secular sentiments, in yet many others, it can be said also that it exudes practically non-secular tendencies. For one the Constitution is essentially faith-blind in its conferment of right to citizens to aspire to or be appointed to public office. It does not demand that those who seek public office must fulfill any faith-based requirements before they can do so. This is in addition to the fact that the Constitution has provided for the restriction or even derogation of the religious rights of citizens whenever to do so is in the interest of defense, public safety, public order, public morality or for the purpose of protecting the rights and freedom of others. Nonetheless, the problem of Nigeria’s secular status or her non-secular credentials is not so much in what the Constitution has expressly provided for as it is in what it has opted to be cautiously or inadvertently vague or silent about. Section 10 which prohibits the adoption of any organized faith as state religion, merely infer the secular intention of the Constitution. It does not categorically say that secularism will be the guiding principle of state. Again sections 38 and 42 which, respectively guarantee freedom of religion and prohibits discrimination on that ground, may infer nonsecular intention but they have not categorically proclaim Nigeria a non-secular state. Many experts say that it is this constitutional vagueness occasioned by the centrality of religion in the lives of most Nigerians, and the mutual competition between the two dominant religions in the country, namely Islam and Christianity, that are responsible for the ambivalent secularcum-sectarian approach especially to matters of state. We claim to be secular but we are not about to let go the sectarian privileges that we enjoy ironically from a State that is supposed to have no affiliation whatsoever with organized religion. And as the Constitution remains vague on the precise relationship of State and organized religion, so has the judicial arm too, for tactical reason, remained
not forthcoming with a precise definition of the secular or non-secular status of the Nigerian State. As many times as Christian rights activists had challenged especially the penal jurisdiction of the Shariah courts –as provided under sections 268 and 277 of the Constitution- as much times too had the judicial arm tactfully avoided the issue by throwing out such cases on the grounds of absence of locus. The courts it appears know too well the implication of ruling carelessly on such sensitive matters because it may open the floodgate of judicial recrimination and counter-recrimination between adherents of the two major religions who, each enjoy one form of sectarian right or privilege over the other. As Christians say that Islam has been adopted as a de facto state religion in most Muslim-majority states of the north and that the annual tradition of using state resources to fund pilgrimages to Mecca, plus the presence of ajami Arabic on Nigeria’s currency and on some military insignias compromise the nation’s secular status, Muslims too complain that the entire legal and political system of administration in the country are essentially JudeoChristian in nature and thus obviates the need to split hairs over whether Nigeria is secular or not. In fact they insist that Nigeria is not only NOT secular, but that it is more Judeo-Christian in body and in spirit than even the North can be said to be Islamic. They cite the two weekly work-free days (Saturday and Sunday) declared for public officers in deference to Judeo-Christian tradition and argue that Christians enjoy more sectarian rights and privileges under the Nigerian Constitution than the Muslims do who have to go to work even on Fridays. And they say that with four annual ‘holy’ days, namely Good Friday, Easter Monday Christmas Day and Boxing Day, the Christians also enjoy more annual holidays recognized by law than the Muslims do with only three, namely Eid-el-Fitr, Eid-el-Kabir and Eid-el-Maulud. And just this week MURIC, a Muslims rights organization has complained that January 1 too is no less Judeo-Christian than the rest of the Christian ‘holy’ days are and that it should cease to be recognized as a work-free day unless the first day of the Islamic calendar too is accorded similar status. In truth although the first of January originated from a Christian day of feast –according to the Encarta Encyclopedia- it has since transcended that narrow sectarian significance to become a universal ‘occasion for spirited celebration and the making of personal resolution’. And so not many Muslims it appears are in synch with the MURIC demand for the reason, as one FaceBooker, Ahmed Musa Hussaini said, that “Muslims don’t just claim a right because Christians and other non-Muslim groups are enjoying that right…. Muslims do not begrudge other faiths on account of their own rights. All religions have their own peculiarities, have their own social and cultural aspirations... ” Thus in this case MURIC appears now to be as intolerant as some hard line, secular-minded Christians have always been whenever they contest the right of Muslims to be expressive about their faith both in body and in spirit and in private and in public, because the fundamental doctrinal obligation of their faith is that Islam must be practiced as a way of life at home, in the work place, in the market arena, in the school, etc. It is in this context, most Muslims insist, that especially the questions of wearing of the hijab in public schools and the involvement of governments of Muslimmajority states in the building of mosques and the sponsorship of Hajj, must be appreciated. They argue that if the majority of the people who vote in a government and are therefore entitled to a ‘way’, are okay with it, it cannot be any less democratic –provided also that the minority who subscribe to other faiths are not denied other sectarian rights or privileges peculiar to their own unique forms of worship.

s political campaigns for the series of elections for the long awaited year 2019 begin today, Nigerians are about to witness another round of political fireworks and brickbats, as politicians put final touches to their roadmap to grabbing political power in the new year. Already political brick bats have started flying across the political divide as politicians and political jobbers try to outdo themselves either to gain political advantage or to help the candidate of their interest gain advantage over others. Some political party leaders have also thrown themselves into the fray, with the intention of either impugning the character of the opposition political leaders so that the electorates will not see the platform as a credible platform and the candidate not reliable. This development is already sending ripples across the land and threatening to throw up the kind of bitterness that may not augur well for the polity. For example, recently a video emerged of the Kano State Governor Abdulahi Ganduje allegedly collecting a bribe of $5million from contractors in the state, an allegation that the governor has denied. The interesting part of the scandal is that the video was posted by a journalist, Jaafar Jaafar, the publisher of an online news medium, DailyNigerian. Jafar is said to be a former aide of the former governor of the state, Senator Rabiu Kwankwaso who has been having a running battle with Ganduje over the political control of the state, therefore many have reasoned that if Jafar, a former aide of Kwankwaso is releasing a scandal video of the governor at a time Ganduje is having a running battle with his former principal, Kwankwaso, it stands to reason that there is a political undertone which may not augur well for the state and the entire political system. This is especially more intriguing because the said video was about two years old and now surfacing few months to Ganduje’e second term bid. Now that Ganduje has sued Jafar for defamation of character, it is clear that this bitterness may be taken into the election. Another development that calls for concern in this period of campaign is the running battle that the chairman of the All Progressives Congress (APC), Adams Oshiomhole is having with some governors in his party who are angry that they are not able to have their way during the election. Now, the battle has crossed party line, as the Senate President, Dr. Bukola Saraki has thrown a jab at Oshiomhole, telling him that because of the accusations that his party members are throwing at him, he is no longer fit to lead his party. But Oshiomhole has also thrown his jab, telling Saraki that he is a disgrace to Nigeria’s democracy. Oshiomhole who spoke in reaction to Saraki’s earlier statement, said it was pathetic and irresponsible that the Senate president would resort to ‘petty politics’. He added that Saraki had no moral ground to call for his resignation as the APC national chairman. The APC chairman threatened to sue Saraki if he failed to provide evidence that he actually took
bribes from aspirants. While it is granted that at a time like this politicians must work towards using every opportunity to have an edge over others, there is the need to be conscious of whatever they do at a time like this and understand that if indeed their intention is to do that which will be for the benefit of the people, caution must be the watchword. Politicians must also try their best to play politics by the rule, with the understanding that when they malign anyone there are always consequences which may not end the way anyone can determine or predict. While we call on politicians to stick to issues as they transverse the land campaigning about their plans for the people, it is also important to tell them to make realisable promises and avoid issues that will impugn on the character of other aspirants. We will also like to advise the electorates to be circumspect at a time like this and not be taken in by every promise whether realisable or not, knowing that after election, reality beckons. While it will be difficult to tell electorates not to take money from politicians, it is important to warn that for every vote you sell, you have purchased hardship for the next four years. We are of the opinion that this is a time that the electorates should be wise and not allow themselves to be deceived by any smooth talking politician eager to gain political advantage, and ponder over the fact that those who made promises in the past, failed to fulfill a better part of those promises and not allow themselves to be deceived again.

Instead, they have been urged to allow God to determine their political rulers. The Anglican Bishop of Umuahia and Archbishop of Aba Ecclesiastical Province, The Most Rev Ikechi Nwachukwu Nwosu, handed down this advice on Sunday after officiating at the St. Matthias Anglican Church, Umuafai Ndume-Ibeku after their centenary celebration, stating that the concern of Christians is that those who honour the Lord should hear direct from the Lord and be instruments of guiding the rest “so that we do not wallow in ignorance to elect people you do not know their background, who also have no plans, no concern for the ordinary people. You put them there because they promised you money and have given you cars and so on. It is not expected of any real priest of God”. He said: “A priest of God should not be selfish and you are concerned only about your stomach and you are not concerned about the populace. When
that happens, let the people of God pray and ask God to intervene. When the people pray, God can overturn the plan of the people and establish His will. “It is happening in Nigeria now and people are shouting “foul” and many Christians are praying, 2019 is not far but far from what can do. He can overturn these things and we will go back to square one. So let the faithful keep praying, let the faithful prophesies keep coming out, let the false ones not see the light of the day, so that the people of God can elect a righteous man because when the righteous rules, then the people will rejoice”. Nwosu noted that there is no ruling about centenary celebration as all should live a life of thanksgiving on daily basis for God’s kindness and favours. He described the Umuafai church ceremony as significant as the community hosting the initial site did not accept and made trouble with early missionaries, thus forcing them to relocate, noting “there are challenges in life and nobody should run away from it. It can make or mare, but has actually made Umuafai community. “100 years now, all are enjoying
the church, even those who did not want the church in their land”, he said, adding “our forefathers actually laboured faithfully to ensure that whatever was handed over to them they hold it and pass it on. He warned that “if Christians allow themselves to be bought over by politicians who are not going to take the people to the promised land, what we desire is that the man of God should be able to discern what God’s will is for the nation and share that with the public”. Also speaking, a faithful of the church and an adviser to Governor Okezie Ikpeazu on Grassroots Mobilisation, Hon. Vin Ndumele expressed his happiness that as a son of one of those who established the church over hundred years ago, people did not allow the labours of their forefathers to die down, adding that the church is doing well.

Travelers are afraid of being stopped on the highway and arrested by kidnappers who demand ransom,” Masari said.

The attack was conducted on Tuesday, 1 January 2019, after series of Intelligence, Surveillance and Reconnaissance (ISR) missions confirmed that the building was being used as an assembly point by the terrorists. The gang -up against Buhari will fail, says APC chieftain Titus Akhigbe, Benin A chieftain of the All Progressives Congress (APC), Mr. Charles Idahosa, on Tuesday, expressed surprise over the sudden endorsement of the presidential candidate of Peoples Democratic Party, Alhaji Atiku Abubakar, by the former President Olusegun Obasanjo. He said the gang-up is to ensure that President Muhammadu Buhari does not win in the forthcoming election. He expressed his resentment while fielding questions from newsmen in Benin on the preparedness of APC in the forthcoming generation elections. Memebrs of staff of the Ekiti State House of Assembly, on Wednesday, organised special prayer for peaceful legislative and 2019 general elections. In his sermon, entitled: ”A New Thing,” Guest Pastor, Adebamigbe Adeusi, urged Nigerians, especially the people of Ekiti to always aspire to do the will of God. The cleric, who is in-charge of the Redeemed Christian Church of God, (RCCG), Mount of Abundance, Ikere-Ekiti, said God is ready to do new things. According to him, such will manifest, if only the people are ready to do His will. He quoted from the Holy Bible, Isaiah 43: 14-19 saying that “God can make ways even in the wilderness, if men would obey His commandment and show love to one another. “ The News Agency of Nigeria, (NAN) reports that high point of programme was the offering of prayers for Ekiti state in particular and Nigeria at large to ensure peaceful general elections. NAN reports that members of staff of the State House of Assembly Commission also joined the congregation at the Assembly complex to offer prayer to God to ensure 2019. The exercise is an annual event by the Assembly to usher in the New Year.

As the 2019 general election approaches and politicking much on ground, the All Progressives Congress (APC) has accused the Presidential Candidate of the main opposition Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, of abandoning his policy document, spreading fake news as campaign to divert attention. Atiku towards the end of 2018 launched his policy document titled: ‘Let’s Get Nigeria Working Again,’ listing human capital development, job creation, poverty eradication and infrastructural development as the corner stone of his economic policy, if elected president. The ruling party, APC on Tuesday, however noted that instead of using the dictates of the document to campaign, he has resorted to churning out lies and making false claims of corruption in the President Muhammadu Buhari led government, saying the present administration is doing all that Atiku is promising to do.
The National Publicity Secretary of the APC, Mallam Lanre Issa- Onilu, in a press conference in Abuja on New Year day said PDP’s Dubai-made strategy has collapsed like a pack of card and their plan to recreate the 2014/2015 scenario when APC pilloried them for their crimes which woke up the electorate to the reality of the disaster Nigerians were headed under the PDP government has failed. He said: “PDP, led by their discredited presidential candidate, Alhaji Atiku Abubakar, paid huge sums of money to some foreign ‘con men’ in Dubai who posed as strategists. Kingsley Chukwuka, Jos A founding member of the Peoples Democratic Party (PDP) in Plateau State and former Minister of Commerce and Industry, Ambassador Fidelis Tapgun, has debunked the rumour peddled by the Plateau State All Progressives Party (APC) that he is among those ‘decamping’ from the PDP to APC in the state. It would be recalled that the APC had on Monday in a press briefing said the party will be receiving some defectors from the PDP at an event scheduled to hold on Friday, 4th January, with the national chairman of the party, Adams Oshiomhole, coming Jos to receive the decampees. Tapgun said: “God forbid bad thing, I can never join APC”. Tapgun, who is also a former governor of Plateau State, also denied knowledge of any one in the state PDP who is actually contemplating defection into APC, saying it is even strange that some people have gone to the laughable extent of mentioning him as one of those to be received into the APC on Friday.
Entrepreneurship: Centre trains 40 females in ICT, gives out loans Yakubu Salisu, Kano No fewer than 40 females comprising of women and young girls have benefited from ICT/ entrepreneurship training in Kano. The trainees drawn from various part of the state were equipped with entrepreneurship skills by a Kano based non-governmental organisation, Centre for Information Technology (CITAD) under the centre’s Creating Space for Young Women and Girls on Digital Livelihood programme, supported by the USA Embassy. The beneficiaries were trained in fields such as film and video editing, photography, graphics design as well as other entrepreneurship skills for self-reliance and assisted with soft loans to help sustain their businesses. According to the Centre’s Training Officer, Maryam Haruna, the group deemed it necessary to compliment government’s efforts towards eradicating poverty among the women of the state by introducing them to the ICT world, where they could benefit from a whole lots of opportunities. She said the group also decided to support its students with loans after the training session to ensure that skills learnt at the Centre are judiciously put to practice which at the end, would lead to job and wealth creation among the women and society at large.

Gov Ortom donates N30m to victims of Wadata Market fire incident
The Benue State Government has donated N30 million to the victims of the fire that gutted some sections of Wadata Market, Makurdi, the state capital, early Wednesday morning. Governor Samuel Ortom who announced the donation when he inspected the burnt section of the market on Wednesday, said the amount was an interim support to the traders. The News Agency of Nigeria (NAN) reports that the fire which started around 2am raised many shops in the fish, yams, butchers, grain as well as industrial and allied material sections of the market. Ortom sympathised with the traders and assured the traders that government would assist them in every way possible. He said the gesture was to enable them to start life, pending the outcome of the
report of a committee he had constituted to inquire into the incident. The governor said the committee would be headed by the Secretary to the State Government, Barr. Tony Ijoh (SAN). He explained that the committee would find out the remote and immediate cause(s) of the fire and the challenges in the market and recommend how government could address them. Ortom recounted the damage caused by fire at the Gboko Market on two different occasions recently, and said government was considering ways of addressing the situation. Traders’ Union, Mallam Yusuf Abdulahi, said the fire victims were mainly petty traders whose entire livelihood depended on their daily incomes from the market. Abdulahi further urged the state government to assist the traders in rebuilding their shops and providing other relief materials to them. He said that statistics on the affected sections and the value of wares lost could not be established immediately, adding that the union had commenced collection of the data. He also disclosed that five sections – fish, yams, butchers, grain, industrial and allied materials – were burnt. Military fire officers from the 72 Battalion, Nigeria Army, Makurdi, were on hand to assist in putting off the fire at the time filing the story.
The National Emergency Management Agency (NEMA) says it has registered 406 displaced households in Maiduguri, following the resurgence of the Boko Haram insurgents’ hostilities in northern Borno State. Mr. Bashir Garga, the outgoing Northeast Zonal Coordinator of the agency, made the disclosure in an interview with the News Agency of Nigeria (NAN) on Wednesday in Maiduguri. Garga said that the agency also profiled new arrivals at the Mogolis Internally Displaced Persons (IDPs) camp in Maiduguri on Tuesday. He explained that the displaced persons had earlier taken refuge at Baga, after they were initially displaced from their homes at Abadam and Mobbar local government areas of the state. Garga added that the IDPs were received by Alhaji Tijjani Tumsa, the Vice Chairman, Presidential Committee on Northeast Initiative (PCNI); officials of NEMA, Borno State Emergency Management Agency (SEMA) and the International Organisation For Migration (IOM).

The member representing Arewa/Dandi Federal Constituency, Alhaji Hussaini Kangiwa, says the National Assembly would ensure speedy passage of the 2019 budget. Kangiwa told newsmen on Wednesday in Birnin Kebbi that the lawmakers would avoid the mistakes that delayed the passage of the 2018 budget. According to him, the passage will be in contrast to that of 2018 that was passed amid controversies and disharmony between the executive and the legislature. “I can assure you that the impasse that trailed the 2018 budget in the National Assembly before its passage will be avoided in 2019,” the APC member, said. Kangiwa assured President Muhammadu Buhari that APC lawmakers in the National Assembly were solidly behind him in spite of what happened during the presentation of the budget. “His rice revolution has triggered massive rice production which has drastically reduced rice import to barest minimum,” he said.

Addressing a press conference in Abuja on Wednesday on the state of the nation, the Director of Media and Publicity of the Peoples Democratic Party (PDP), Presidential Campaign Organisation, Kola Ologbondiyan, harped on alleged diversion of military funds by the Presidency as well as a fresh plot by the ruling All Progressives Congress (APC) to compromise the Independent National Electoral Commission (INEC) to rig the 2019 general elections. PPCO called for an urgent investigation into the alleged link between the reportedly diverted military funds and the N1.032 trillion said to have been used by President Muhammadu Buhari’s family members for
corrupt acquisition in 9 Mobile Nigeria and Keystone Bank Plc. The campaign body insisted on an independent and system-wide investigation by the INTERPOL, Directorate of State Services (DSS), and the Economic and Financial Crimes Commission (EFCC) on the alleged links between the two funds. It said the investigation become imperative following President Buhari’s failure to directly speak out on the allegations against his family members, as well as explain how they came about the sum of N1.032 trillion for the alleged acquisition. “We make this demand in view of public insinuations that the money may have been sourced from funds meant for the purchase of weapons for our soldiers. “More so, the Buhari Presidency has blatantly refused to respond to allegations that military fund is being used to finance President Buhari’s re-election campaign which even manifested in the use of military resources to produce APC’s campaign materials, including an electronic momento book by the Minister of Defence, Mansur Muhammad Dan-Ali.

Our soldiers are brave and have continued to show the highest form of professionalism and unmatched patriotism in risking and laying down their lives in defence of fatherland. Radio interview: Evidence shows Saraki’s disdain for truth - Minister Tom Okpe, Abuja Minister of Information and Culture, Alhaji Lai Mohammed, has submitted that Senate President, Bukola Saraki, has disdain for truth, indicating that available evidence shows his live radio interview on Christmas Day was doctored before it was re-broadcast to remove any reference to the claimed donation of N10 million to victims of the armed robbery in Offa, Kwara State. In a statement issued in Abuja on Wednesday and signed by his special assistant on media, Segun Adeyemi, the Minister said he is presenting to the public both the unedited version of the live radio interview as well as the doctored, re-broadcast version so the people can see the extent to which some ‘leaders’ can go to deceive the people, peddling lies just to shore up their dwindling fortunes. He said: ‘’In the unedited live version, Dr. Saraki, speaking in Yoruba, said categorically
that he donated 10 million Naira when he visited Offa to commiserate with the victims of the armed robbery, when he (Saraki) said in actual fact that about 7 million Naira was stolen from the vaults of the banks that were robbed during the attack. ‘’However, the version for re-broadcast did not contain any reference to the Offa robbery. Whereas they claimed to have re-broadcast the interview due to popular demand, the truth is that they decided to re-air it without the claim of 10 million Naira donation due to the widespread derision that greeted that phantom claim. These people have a chronic disdain for truth”. Alhaji Mohammed challenged the Senate President to answer three critical questions or learn to keep his peace. The first one is did he not say, during the live interview, that that the money in the vault was N7 million and that he dropped 10 million Naira when he went to Offa on a condolence visit? Did he really drop any money on that
occasion? And did he or did he not doctor the original broadcast adding, while he would not want to exchange words with Dr. Saraki on who is truly on ground in Kwara, it is important to let him know that six weeks from now, the people of Kwara will answer that question. ‘’On November 17 2018, the people of Kwara gave a hint of their determination to sack the rapacious leaders who have dominated their lives when they voted for the APC in the byelection for the Ekiti/Isin/Irepodun/Oke-Ero federal constituency. President, Yam Farmers, Marketers and Processors Association of Nigeria (YFMPAN), Prof. Simon Irtwange, said on Wednesday that the association was targeting 5,750 tonnes of the commodity for export in 2019. Irtwange gave the figure in an interview with the News Agency of Nigeria (NAN) in Lagos. According to him, the association is working on the issues that prevented it from achieving the target it set for itself in 2018. “We are hoping that the facilitator of the Anchor Borrowers Programme (ABP) will bring back yams’ production to its priority list. “We hope also to strike a good deal with the airlines and DHL, to use their cargo planes to export the product. “We are also working to ensure that the Ikorodu Terminal becomes a one-stop-shop and a hub for agricultural-produce export in the country,” he said.

Cab operators laud road reconstruction in Benin With reconstruction work progressing rapidly on many roads across the state, cab operators in Benin City have hailed the Governor Godwin Obaseki-led administration for the ongoing road rehabilitation, which they say has positively impacted their operations. The state government late last year approved the reconstruction of over 140 roads across the state, after an audit of the roads, with a commitment to deliver them before the start of the rainy season. Cab operators have described the rehabilitation work as strategic for their operations, noting that the state government’s decision to work on the roads was a step in the right direction. A cab operator in Ekehuan axis of Benin city, Lewis Asemota, hailed the governor for the rehabilitation of roads, noting that there has been a free flow of traffic in areas where the government has intervened. He said, “I must say that the ongoing road rehabilitation carried out by the state government has impacted positively on our operations. Unlike in the past, we avoided some routes because of the bad spots. I am confident that when work is completed on all the road approved by the governor, it will add more value to our bottom line.” Another cab operator, Andrew Edomwonyi, said the road rehabilitation has opened more routes for their operations, adding, “Before the rehabilitation work on some of these roads, most of us were restricted to plying major roads. Those who struggle to ply the inner roads, end up spending more on maintaining their cars due to the bad spots on the roads.”

Currency in circulation hits N2.1trn in Nov, highest in 2018 – CBN Motolani Oseni The Central Bank of Nigeria (CBN) has said currency in circulation increased to N2.1trillion in November, highest figure recorded in the just concluded year. The CBN on its official website said currency in circulation was at N1.96 trillion in October, and between September and August, it was N1.93 trillion and N1.92 trillion respectively. According to CBN, Currency issued to deposit money banks through the branches of the CBN, and old notes retrieved through the same channel. “Currency deposited in the CBN by the banks are processed and sorted to fit and unfit notes in line
with the clean note policy. The clean notes are re-issued while the dirty notes are destroyed,” the CBN said on its website. Hitherto, the CBN had reported that N2.15 trillion was in circulation in December 2017 ending. The apex bank in 2002 introduced the cashless policy to eliminate the amount of physical cash (coins and notes) circulating in the economy and encouraging more electronicbased transactions (payments for goods, services, transfers, among others.) Commenting on increasing currency in circulation, currency analysts at Ecobank Nigeria, Mr. Kunle Ezun, had explained tour correspondent that excess liquidity in the economy was driven by Yuletide celebration that has leveraged growth in currency in
circulation, stressing that Nigerians are finding it difficult to embrace the cash policy of the CBN. “The market is liquid and it is due to the current season of the year.” He explained further that Nigeria is still more of a cash economy, facing infrastructure challenges. “Someone can blame infrastructure deficit to CBN’s good intention of making Nigeria a cashless society. The infrastructure that will make the cashless policy work is missing compared to what we have in Kenya. The Managing Director, Maxifund Investments and Securities Limited, Mr. Okechukwu Unegbu, attributed the growth to Nigeria’s not embracing CBN’s cashless policy. The amount of Naira in circulation according to CBN in April 2018 was N1. 96 trillion and closed May at N1.93 trillion.
Minimum wage: NLC restates determination to begin indefinite strike next Tuesday Joy Obakeye Following the inability of the Federal Government to urgently transmit the bill on the new national minimum wage to the National Assembly, the Nigeria Labour Congress (NLC) has set January 8 as the date for the commencement of an indefinite nationwide strike. NLC President Comrade Ayuba Wabba said the strike would be inevitable if nothing happened before the set date. He appealed to workers across the nation to support the action to succeed in the interest of their social and economic prosperity. Wabba called on Federal
Government to urgently transmit the bill on the new national minimum wage to the National Assembly for a speedy passage. He said: “It is unfortunate that the Federal Government is yet to transmit to the National Assembly an executive bill for the enactment of N30,000 as the new national minimum wage. “Government’s dilly-dallying on the issue has strained GovernmentLabour relations with a potential for a major national strike which could just be days away. “I want to appeal to the government to do the needful by urgently transmitting the bill on the new national minimum wage to the National Assembly.
“We also would like to use this same opportunity to urge workers to fully mobilise for a prolonged national strike and enforce their right.” Explaining the strike becomes inevitable the last option for labour, the NLC president called on all Nigerians and businesses to understand and support it. He however assured workers that their labour, patience and diligence would not be in vain. Wabba said the NLC leadership remains committed to giving all it takes to ensure workers get just and fair wages in a decent work environment appropriate to their well-being. He added that the NLC
leadership is similarly committed to social protection for workers. “The new year presents great opportunities for workers, pensioners, civil society allies and their friends and families to put their numbers to good use. “This is by voting out, not by tribe or religion but purely policy, any candidate that cannot serve their interest. “In the year that is ahead of us, the NLC remains unequivocally committed to the national and workers’ goals which include the campaign for industrialisation, against selective enforcement of “No Work, No Pay” policy of government, among others”, he said.

How CBN, ABCON partnership helped naira stability in 2018 Motolani Oseni Considering the closing rate of the Nigerian currency against the US Dollar and three other major foreign currencies at the official foreign exchange market and across different markets, have showed that the strategic partnership between the Central Bank of Nigeria (CBN) and Association of Bureaux De Change Operators of Nigeria (ABCON) on foreign exchange supplies and sustenance of market integrity has helped naira stability in 2018. The foreign exchange rates collected across different markets and released by ABCON showed that last year’s closing rates in Lagos were buying/selling rates for dollar stood at N358/359.5; Pounds Sterling, N452/N457 and Euro N404/N409.5 respectively. In Port Harcourt, dollar buying/ selling rates closed the year were at N359/361; Pounds Sterling, N457/N464 and Euro N405/N408 respectively. In Abuja, dollar buying/selling rates closed last year at N359/360; Pounds Sterling, N464/N467 and Euro N407/ N410 respectively. In Kano, dollar buying/selling rates for last year
were at N359/360; Pounds Sterling, N465/N472and Euro N407/N411 respectively. Commenting on this development in Lagos, ABCON President, Aminu Gwadabe, said both the apex bank and ABCON worked together in the year to achieve exchange rate stability, which is one of the agenda set by the CBN Governor, Godwin Emefiele at the beginning of his tenure. Gwadabe said the partnership between both institutions will continue in the New Year to make Naira sovereign in the forex market. He said: “The strategic partnership between the Central Bank and ABCON continued to make the naira sovereign in the foreign exchange market. The opening market rate N360/361 to the dollar on the two-way quote has been stable. This sustained stability made the Bureaux De Change (BDCs) continue to be the potent monetary policy tool of CBN exchange rate management”. According to the ABCON boss, the market distortions by forex speculators, rent seekers, currency hoarders and frivolous demand that usually endangered naira stability have been successfully checkmated. He said it was no longer profitable to attack Naira in the market.
Gwadabe said that ABCON last year created Naijabdcs.com, a live rate engine room created to provide a uniform rate for all BDCs across the country. The Naijabdcs App displays live exchange rates for different currencies against the naira. “It was created by ABCON to bring about price discovery and transparency in the foreign exchange market. The portal has the support of the CBN, commercial banks, Economic and Financial Crimes Commission (EFCC), Nigeria Financial Intelligence Unit, Travelex, over 4,000 BDC operators among others,” he said. He said the App can now be downloaded from the Google Play Store adding that being on the Google Play puts Niajabdcs.com in front of people using billions of active Android devices, in more than 190 countries and territories around the world. Gwadabe said the local currency stability has also been achieved in the official market, where the exchange rate closed the year at N307 to dollar despite huge campaign spendings by political parties. He disclosed that both the CBN and ABCON have continually ensured that foreign exchange demands at the retail end of the market were met. He said that the sustenance of
dollar supply to over 4,000 BDC operators across the country through the International Money Transfer Operations (IMTOs) forex window has helped the status of the local currency. “The naira remains stable despite political parties campaign spendings across the nation. The strategic partnership, actions, and pre-actions of the CBN and ABCON have stopped distortions to the exchange rate due to ongoing politicking and campaign spendings in the country. ABCON has on its part, ensured that its members continue to make dollar accessible to critical end-users like travelers demanding personal and business travel allowances, school fees and medical bills payment abroad among others,” he said. He said that going into the New Year, the ongoing ABCON automation and configuration of soft token for forex return rendition by over 4,000 BDCs nationwide will enhance transparency and financial integrity of the operators. “This feat will no doubt strengthen the effectiveness of the technical compliance of the Anti-money laundering and counterterrorism financing laws and help Nigeria’s assessment into the Financial Action Task Force coming up this new year,” he stated.

Yuletide: BEDC restores power supply to communities in Ekiti, Ondo states Temitope Adebayo The 2018 festive season will be remembered by the ‘Eka Meta” communities of Ekiti state, as BEDC Electricity Plc. restored supply to Erinijiyan, Ipoleloro, Ikogosi of the state, The three communities are at the end of Ilawe/Aramoko feeder with very unreliable supply for several years. However, the supply source of the community was changed whilst the feeder and entire network was rehabilitated and restored by 1.15pm on Xmas day. The feat was achieved in collaboration with Niger Delta Power Holding Company (NDPHC) under the National Independent Power Project (NIPP). Similarly, Ode-Aye community in Okitipupa local government area of Ondo South that has been without supply for close to seven years was restored on Xmas day by BEDC. This was after a massive reconstruction done jointly by NDPHC under the NIPP and BEDC. This represents the first phase of the Ondo south restoration, as Okitipupa will be in the next phase. Following the restoration of power to Ode Aye town in Okitipupa Local Government area, after a long while, the traditional ruler of Ode Aye, Oba William Akinmusayo Akinlade, the Halu of Ode-Aye kingdom has commended the staff and management of BEDC for the restoration of electricity to the town. Flanked by his subjects all in jubilant move after being reconnected, Oba Akinlade said: “We thank God after a long while light is now on. We thank BEDC. We thank the staff, management and everybody working in BEDC God will bless you all. You will not be put into darkness”. On Monday, the management of BEDC led by the Chief State Head, Ondo/Ekiti state, Mrs. Kunbi Labiyi had charged the company’s field staff to leave no stone unturned in ensuring that Ode-Aye people enjoy electricity beginning from the 2018 Christmas celebration. BEDC has announced its plan for the ancient town of Ode-Aye, one of the major communities that have suffered electricity deprivation in Southern senatorial district of Ondo state, with Governor Oluwarotimi Akeredolu, SAN, issuing a stern directive through his Technical Committee on Power that everything must be done to end the unacceptable darkness that has enveloped the region in the past twelve years. It will be recalled also that BEDC had recently during a meeting with the Ekiti state governor, Dr. Kayode Fayemi assured that power would be restored to the tourism corridor of the state before the end of December. Communities in the tourism hub which have been out of supply included; Ikogosi-Ekiti host of the Ikogosi Warm Spring Resort, Ipole-Iloro, the base of Ariata Waterfalls and Erinijiyan Ekiti. The Managing Director/CEO of BEDC, Mrs. Funke Osibodu had at a press briefing hinted that there was ongoing rehabilitation of Ikogosi/Erinijiyan/Ipole-Iloro on Aramoko 33kv feeder, adding that communities in these areas should have more stable power soon.

Ezekwesili promises to make Nigeria Africa’s most innovative economy Stories by Patrick Okohue The presidential candidate of the Allied Congress of Nigeria (ACPN), Dr. Obiageli Ezekwesili, has notified Nigerians of her plans in the New Year, one of which is to make Nigeria’s economy the most innovative in the entire Africa as soon as she emerges President. In a press statement on Tuesday, she said that if wellmanaged, Nigeria’s economy would outshine that of its contemporaries in Africa. The ACPN presidential candidate said that this was achievable through the creation of a special fund for science and technology and reformation of key financial institutions. She said, “We will be creating a $1bn Science, Technology and Innovation fund to ensure that science, technology and innovation becomes the enabler for socio-economic development
and structural transformation. “The goal is to kick-start the process of becoming Africa’s number one innovation and knowledge economy. The STI fund will support the building of a robust national innovation system, carry out reforms and re-organisation of existing institutions, and fund the scaleup of Small and Medium-scale Enterprises and start-ups in the technology space, research and development, knowledge transfer, among others. The fund will function as a partnership between the government and the private sector.” Ezekwesili also said policies that would ensure increase of technology start-ups in the country by at least 500 per cent in the next four years would be designed and implemented. “We will set up an Information and Communications Technology programme with a focus on ensuring Nigerians are growing in the remote working and
outsourcing global market. The plan will be to create centres of ICT advancement in all states with a focus on an average of 10,000 developers in each state,” the presidential candidate said. “Simultaneously, a group of technology ambassadors will be engaging global sourcing centres, providing them with comparative advantage of opening or expanding current operations in Nigeria. The ICT programme will partner the private sector in investing in real estate that allows remote tech workers involved in tech development, data science, Artificial Intelligence and emerging technologies to comfortably work.” Ezekwesili added, “360,000 persons will be impacted directly through this programme; N1.5m Nigerians will be indirect beneficiaries. This plan is to cost N100bn, which will be financed by the STI Fund, which is in turn financed from the oil subsidy savings.”

In a statement signed by Niyi Akinsiju and Cassidy Madueke, Chairman and Secretary respectively, BMO stated that the Atiku Abubakar campaign, having no issues to bring forward, has resorted to sponsoring fake news items aimed at tarnishing the image of Nigeria’s Armed Forces and security personnel. “Atiku Abubakar’s desperation knows no bounds; his recent moves to sponsor narrative through fake news that paint Nigeria’s security personnel as weak and incapable of carrying out their duties, is an example of the PDP candidate’s desperation and lack of patriotism.” It noted that “the PDP campaign, finding no fault in the current leadership of the Nigerian Army, had began sponsoring old videos from 2014 with the aim of selling a narrative that suggests that the military under President Buhari has not been well-taken care of like it was during their 16 year rule of malfeasance.”
The group highlighted that a recent report by an American firm making claims that the recently slain former Chief of Defence Staff, Air Vice Marshal Alex Badeh, was killed to hide corruption under the current Defence leadership was fake news and the handiwork of Mr Brian Ballard, the United States lobbyist Atiku procured at $90,000 a month. “It is shameful that a former Vice President of Nigeria would procure the service of an American lobby firm to sponsor fake news aimed at attacking the morale and credibility of Nigeria’s Armed Forces. “In addition to this is the hiring of foreign trolls to man their online handles in a way that is against national interest. “The whole aim is to destroy national institutions including INEC and cause confusion after realising that they have lost the contest even before the votes are cast. “This goes to emphasise the fact that Mr Abubakar does not have Nigeria’s interest at heart and must be kept far away from the seat of power. “The PDP has nothing to sell to Nigerians; it has a candidate who is notorious for corruption allegations and is distrusted across the globe; asides being the candidate of a party responsible for the pillage of Nigeria’s treasury.” The group called on Nigerians to be wary of Atiku and his party as they would begin promoting fake news items in attempts to compare the Buhari administration to their horrid past. BMO also accused the PDP
presidential candidate’s media handlers of lying when they claimed that President Buhari has a record of trafficking illicit funds. “It is a blatant lie that Atiku Abubakar, as head of Customs at the Lagos airport in 1984 stopped the ADC of the then Head of State, Muhammadu Buhari, from smuggling in 53 suitcases of looted money. “This is a matter that was settled back then. The suitcases were the personal belonging of the then Nigerian Ambassador to Libya who was returning to the country after his tour of duty with his three wives and sixteen children. “The late Ambassador was coming into the country at the same time as the Emir of Gwandu whose son was General Buhari’s ADC and his suitcases were falsely presented to the public as those of the Emir. “So from all indications, the suitcases which were cleared through Customs by soldiers had nothing to do with Buhari and there was nothing to suggest that illicit funds were being brought into the country.” It consequently urged Nigerians to be cautious of the opposition party in the run up to the 2019 Presidential elections. “Nigerians must be wary in the coming weeks. The party which has no agenda to sell would continue promoting lies on the media. “It would, like one of its recent converts, begin to trivialise the impact of corruption and even attempt to normalise it, Nigerians must fight and reject this.”

Useni harps on non-violence, hitch-free general election The Peoples Democratic Party (PDP) governorship candidate in Plateau State, Sen. Jeremiah Useni , has charged the people of the state on non-violence and hitch-free polls. Useni Useni gave the charge on Wednesday while addressing supporters in Mangun during a visit to the community alongside party officials, including Chief Damishi Sango, the state party Chairman. “I am standing before you as the PDP governorship candidate pleading with you not to be involved in any fight or violence during the electioneering campaigns and the election proper, so as not to spoil them. “We shouldn’t fight or kill because of the elections; it is not a do-or-die affair and only God gives power to whoever He wants to give it to,” he said. described Churches and Mosques as “our backbones in term of our success as politicians and leaders, because of their prayers and divine counselling’’. Useni, who frowned at cheating during elections, said such acts shouldn’t be tolerated by any patriotic and God-fearing individuals. Also speaking, the Mwaghavul Paramount ruler, Chief Nelson Bakfur, admonished the people to resist any attempt to drag them into any form of crisis or crime during the impending general elections. Solid steps school ends year with most outstanding school award
An outfit, Magnify Media, has awarded Solid Steps International School, Governors’ road in lkotun area of Lagos State, the most outstanding school in Alimosho for the year 2018. The school received the award recently during its end of year party and carol of nine lessons. The school Proprietress, Mrs. Julianah Okpor, while receiving the award, said the feat was a product of consistent hard work and commitment over the years. “I give thanks to God Almighty for making everything happen and advise us all to keep doing we what we know how to do best because surely, you will be appreciated. “I thank the organisers of the award, Seyi Makinde and Clement Edward of Magnify Media. God will continue to bless and increase them in knowledge,” she said. On the carol of nine lessons, Okpor expressed gratitude to God for sending his son to redeem the souls of mankind. She also thanked the school teachers, parents and students for their contributions towards making the event a success. “With the success of the carol which is our maiden edition, I am so fulfilled and give thanks to God,” she said. Okpor said following the success of the carol, the school would begin to plan for her inter - house sports which is scheduled to hold in 2019. “After the second term, we take will take our students out for excursion before preparing for our graduation for the graduating students by third term, “ she said. On the issue of challenges, Okpor said the major one confronting the school was ability to cope with parents and students from different background and competition from other schools. “To have this kind of school in this kind of environment is not easy because some people see us as a competitor and so are not happy, whereas we are not competing, we only make use of what we have to be so unique. “Morally, we try to put our students through and academically, they are doing well. “While some of them are slow learners and we work on them, the rest of them are very bright, “she said. Okpor, however, urged parents to advise their children to always do what is right and watch what they do during the yuletide for the safety. She also encouraged parents to buy gifts for their children to show them love in spirit of the season and motivate them also. “Despite the situation of the economy, children should appreciate whatever gift their parents gives to them, “ she said. Okpor thanked her husband for his love, care and support in building her vision for the school. She appreciated the school management, staff and parents for their unrelenting effort in improving the standard of the school. Seyi Makinde, on behalf of Magnify Media, said it awarded the school, among others because of its immense contributions towards improving the standard of education within the suburb. She noted that school owners must also be more proactive by organising activities and programmes that would help broaden the knowledge and enhance the performance of their pupils. “Despite some challenges you face as

The Deputy Governor assured that the state would continue to be committed to the provision of free and equitable access to basic education. Adumadeyin said the annual banquet is in line with NAPPS policy of setting out a day for private schools proprietors to dine and appreciate God for a successful end of the year. He, however, noted that the current administration under his leadership had among other achievements been able to enhance peace and unity within the association and improve the NAPPS financial portfolio. Thirteen NAPPS members, including Bowen Microfinance Limited bagged the award for meritorious service and commitment to the association in particular and education in general.
UNILAG VC gives scorecard of one year in office Vice Chancellor of the University of Lagos (UNILAG) Akoka, Prof. Toyin Ogundipe, has given the scorecard of his one year administration of the university. Addressing journalists during the end of the year media parley held at the Senate Chamber of the University in Akoka, the VC said the strong understanding that research is one of the core obligations of a university, and the realisation that only the government or university alone cannot adequately fund research, his administration in the last one year has attempted to raise awareness about the need for faculty members to apply and attract more research grants to the university. “We have insisted that individuals should come together to form cluster groups to undertake multi-disciplinary research. This is already yielding significant results as our faculty members are now attracting more research grants. A total of about N1.25 billion was attracted as research grant by academic staff of the university in period under review”, he said. He said in November 2018, three members of faculties including Professor Babajide Alo won TETFund grants of over N70 million. Professor Oyibo also won a N17m grant the same month. “We have also made submissions to some calls through multidisciplinary cluster groups we have created. The African Centre of Excellence for Drug
Discovery, Herbal Medicine and Regulatory Science, headed by Professor Olukemi Odukoya of the Faculty of Pharmacy won a World Bank/NUC call for African Centre of Excellence (ACE) Impact. The grant is worth over $4.5 million (aboutN1.5 billion). Prof. Ogundipe said his administration has equally strengthened the University’s Research Centres and given them the mandate to pursue research that can attract grants from multi-national corporations and government agencies, adding that four of the research centres were launched within the year under review, two of these are the ARUA Centres for Excellence. “The ARUA Centres (Centre for Housing and Centre for Entrepreneurship) won the bid to host the ARUA Centre of Excellence in University of Lagos which is to be funded with the sum of $200,000 yearly by ARUA”. He disclosed that University of Lagos recently won the Ministry of Steel and Solid Minerals Research & Development award and to enhance research visibility the university has collaborated with Vitafoam Nigeria and this led to the donation of a Polyurethane Laboratory worth over N20 million to enhance research in this area and also received some equipment worth $200,000 from the United States to support research in
the Central Research Laboratory. In the area of Internationalisation, the VC said it is his strong belief that the university can no longer operate in silos, thus, trips have been taken to meet with agencies, foreign government and international organisations as well as universities to create collaborations that can move the University forward. “For instance, we visited the Finnish, Chinese, German and French embassies in Abuja to share our vision with them and seek their support in actualising the vision. I also led a team from the University to Finland, Canada, China and United Kingdom to establish new relationships that will eventually help us launch into the world knowledge market. I am pleased to let you know that we have made some quick gains,” he said. On Entrepreneurship, Prof. Ogundipe said in the last one year, his administration has expanded the mandate of the Entrepreneurship and Skills Development Centre to engage in critical activities to promote entrepreneurship training amongst staff and students of the University. “I started by visiting students in their various faculties and halls of residence to encourage and charge them with the new thrust of the University in relations to entrepreneurship. We are glad that many of them are now embracing this understanding”, he said.
The Federal University of Agriculture, Abeokuta (FUNAAB), Abeokuta, Ogun State and the University of Greenwich, United Kingdom have taken their collaboration of over two decades to the next level with the signing of a Memorandum of Understanding (MoU) on another strata of development other than the existing ones. In the same vein, the University (FUNAAB) and the University of Copenhagen, Denmark have also commenced a steady process of signing an MoU that cuts across the former tripodal mandate of teaching, research and extension. The development was the climax of the University’s Principal Officers and relevant Directors visit to Greenwich University, Kent, U.K. and University of Copenhagen, Denmark recently. Briefing newsmen on the outcome of the visit to Greenwich University, UK, the Deputy Vice-Chancellor (Development), Professor Lateef Sanni, who did his Benchwork PhD in the University, disclosed that the two institutions signed 7 points MoU. According to Professor Sanni, the University Vice-Chancellor, Professor Kolawole Salako and the ViceChancellor of Greenwich University, UK, Professor David Maguire, signed the MoU in the latter’s office. However, Professor Sanni quickly pointed out that this particular MoU is unique in the sense that “it goes beyond collaboration in the existing research and teaching, it comes with numerous opportunities for staff of both Universities in mobility and capacity development”. He emphasised that the 7-points MoU will expand and strengthen collaboration, especially in the areas of staff exchange, sourcing of fund, joint supervision of students, among others. The newly signed MoU didn’t come as a surprise. The Director of Natural Research Institute (NRI), Greenwich University, Professor Andrew Westby, had said this about FUNAAB. “I was very impressed when I first visited FUNAAB in 1998 by the energy, professionalism and dedication of their staff and commitment to both academic excellence and making a difference in the lives of poor people”. SADC: DR Congo election ‘relatively well managed’
Xi: Nobody can change fact Taiwan is part of China Chinese President Xi Jinping has said that no one can change the fact that Taiwan is “part of China”, adding that Beijing will not give up the use of military force as an option to ensure “reunification”. Xi made the comments on Wednesday in a speech marking the 40th anniversary of a policy statement that eventually led to a thaw in relations with the self-ruled island. “We are firmly against those who conspire behind the ideo of ‘Two China’, or ‘One China-One Taiwan’, or Taiwan Independence,” Xi said in a part of his first major speech addressing the people of what Beijing considers a breakaway province. “We have achieved great victory on defeating any pro-independence or separatist activities. Nobody, and no party, can change the historical and legal that Taiwan is part of China and that both sides of the strait belong to China,” Xi said in Beijing. China “reserves the option of taking
all necessary measures” against outside forces that interfere with peaceful reunification and Taiwan independence separatist activities, he added. Tsai says Taiwanese want to maintain self-rule His speech came a day after Taiwan President Tsai Ing-wen called on China to seek a peaceful solution over their differences, insisting people on the island want to maintain self-rule. “I would like to call on China to face squarely the reality of the existence of the Republic of China on Taiwan,” Tsai said in a New Year’s Day address, referring to the island’s formal name. She added that the two sides of the Taiwan Strait needed a pragmatic understanding of the basic differences that exist between them in terms of values and political systems. China “must respect the insistence of 23 million people on freedom and democracy, and must use peaceful, on parity means to handle our differences”, Tsai said.

Election monitors from the Southern African Development Community (SADC) have said the Democratic Republic of the Congo’s (DRC) presidential election “went relatively well” despite chaotic scenes that prevented many from voting. The qualified endorsement from the regional body on Wednesday countered allegations by opposition candidates that the December 30 vote was marred by widespread irregularities. Approval of the election’s results by SADC powers like South Africa and Angola will be critical for the legitimacy of the administration of the next president, who will succeed incumbent Joseph Kabila on January 18. Pre-election polling showed Kabila’s preferred candidate, ex-interior minister Emmanuel Ramazani Shadary, trailing the main opposition candidates, Martin Fayulu and Felix Tshisekedi, but both sides say they expect to win. The election is meant to lead to Congo’s first democratic transfer of power in 59 years of independence. But more than a million Congolese in opposition strongholds were prevented from voting due to an Ebola outbreak, local factional conflict and various logistical problems. “Taking into account the range of challenges posed by these elections, the [mission] observed that the elections ... were relatively wellmanaged,” the SADC mission said in its statement. The election allowed “the majority of the Congolese population to exercise its right to vote”. Provisional results are expected on January 6, with the final outcome on January 15. He said its journalist, Florence Morice, had violated electoral laws. “We are not going to let a radio station throw petrol on the flames at a time when we are waiting for the compilation of the provisional results,” Mende said. Also on Wednesday, an African Union observer mission said that election day, which also included votes for national and provincial assembly members, was peaceful yet blighted by a number of logistical problems. “The holding of these elections constitutes, in itself, a first great victory for the Congolese people,” it said in a statement. “The mission strongly wishes that the results that will be declared are true to the vote of the Congolese people.” Kabila’s government refused to accredit election monitors from the European Union and the US-based Carter Center, which said there were widespread irregularities in the 2011 election. Contested election results in 2006 and 2011 led to violent street protests, and a disputed outcome this time could also destabilise Congo’s volatile eastern borderlands with Rwanda, Uganda and Burundi, where dozens of militia groups are active.

Serena Williams has posted an inspirational New Year message to mums and dads juggling parenthood with work, saying “anything is possible”. The 23-time Grand Slam champion began 2019 in Perth at the mixed teams Hopman Cup, with baby Alexis Olympia in tow. She posted a picture of herself and her daughter to her 10.4 million followers on Instagram, holding her child as she stretched her leg. Williams, 37, said, “it’s not about what we can do it’s what we MUST do as working moms
and working dads”. “Anything is possible. CAFCC: Rangers resume training after Yuletide break Rangers International Football Club of Enugu have resumed training for the Confederation of African Football cup and the forthcoming Nigeria Professional Football League. Rangers’ next opponent in the Confederation cup is Bantu Football Club of Lesotho and the first leg of the second round will be played on January 13. The club Spokesperson, Norbert Okolie, disclosed this to the News Agency of Nigeria in Enugu on Wednesday, saying that the players are back to training. “We resumed training on Tuesday, Jan. 1, in the evening after the seven days Yuletide break and the most aspect of it was that the players were back injury free. “Our Confederation cup first leg of the second round against Bantu FC will
come up on Jan. 13, in Lesotho and we will approach it with seriousness. “The players and technical crew were given 24 hours to settle down after the break which ended on Dec. 30, and after that we swear into training because we do not want to underrate any club,’’ he said. Okolie said that the players have promised to take-off from where they stop in 2018 with more seriousness knowing that any clubs that reached this stage of the competition is not a push over. “We are expecting a tough match against the club from Lesotho and that is why we are taking our preparation serious to ensure that we made it to the group stage,’’ Okolie said. Gianni Infantino: FIFA should expand 2022 World Cup to 48 teams if possible FIFA should if possible increase the size of the football World Cup in Qatar in 2022 to 48 from 32 teams, the global governing body’s president Gianni Infantino has said. Last month, Infantino said a majority of national football federations were in favour of expanding the tournament and a decision was expected ahead of the qualifying draw in March. Infantino, speaking at a sports conference on Wednesday, also said FIFA was seeing whether it would be possible for some of Qatar’s Gulf neighbours to host some of the matches. He said last month that it would be “difficult” to stage an expanded tournament in Qatar alone. Saudi Arabia, the United Arab Emirates (UAE), Bahrain and Egypt launched a diplomatic and trade boycott of Qatar in June 2017 which has complicated the prospect of sharing the tournament. The countries accuse Qatar of supporting terrorism. However, the tiny but wealthy Arab nation has since denied this. FIFA voted in 2017 to increase the size of the tournament from 32 to 48 teams, starting from 2026. But, since then, Infantino has been mulling the possibility of bringing the change forward to 2022. “If you think it’s a good thing to have 48 teams in the World Cup, why not try four years before. That’s why we are analysing whether it’s possible to have 48 teams already in 2022,” Infantino said. “The World Cup will take place in Qatar with 32 teams. Obviously, if we can increase it to 48 teams and make the world happy, we should try it.” Qatar said it would not take a final decision on the tournament expansion until it has seen details of a feasibility study from FIFA. The study is expected to discuss aspects of scheduling, the number of required venues, training sites, and
how many games per day would be played under an expanded format. Qatar has moved ahead with ambitious plan to scale up infrastructure ahead of the 2022 tournament that includes $6 billion to $8 billion on eight stadiums and sporting facilities. “If we can accommodate some of the neighbouring countries in the gulf region, which are very close by, to host a few games in the World Cup this could be very beneficial for the region and the entire world,” Infantino added. “There is tension in this particular region and it’s up to their respective leaders to deal with that. But maybe it’s easier to talk about a joint football project than more complicated things. “If it can help all the people in the Gulf and all the countries in the world develop football and bring a positive message to the world about football, then you should give it a try.”

Caroline Wozniacki begins warm-up for her Australian Open title defence Caroline Wozniacki began her warm-up for her Australian Open title defence with a comprehensive 6-3, 6-2 win over Laura Siegemund in the first round of the WTA Auckland Classic Wednesday. With tournament sixth seed Venus Williams an interested spectator, top-seed Wozniacki gave herself a pass mark against German qualifier Siegemund and declared the signs were good. The 28-year-old Dane, the runner-up in Auckland last year on her way to winning in Melbourne, said she was looking forward to meeting Williams in the Auckland quarter-finals if both get through their second-round matches on Thursday. “I know how she is playing, and she has been playing well, apparently, so I know she is ready,” Wozniacki said. “Let’s hope we both get there.” Against Siegemund, Wozniacki broke in the fourth game of the first set and mostly controlled the match from there apart from dropping her
service once in the second set. “I was a bit rusty out there. Ajibola Otegbeye to drag Sunshine Stars to LMC over sign on fee Ajibola Otegbeye has revealed that he’s yet to sign for any club in the Nigeria professional football league, contrary to the reports going on the media that he has joined Abdul Maikaba’s Plateau United. Otegbeye‘s contract with Sunshine Stars of Akure expired at the end of October 2018 and the Club is ready to tie him down to a long time deal as soon as possible. The former Shooting Stars of Ibadan attacker is aware of the Owena Whales intentions to keep him, but said he’s not ready to pen anextension if the Club failed to meet the financial obligations in his last contract. “Sunshine Stars are yet to pay me last season’s contract fee and they want me to sign another one without talking or paying me the previous one. It doesn’t work like that. I have not signed for any team because the story from everywhere is that I have gone to reunite with my father, Abdul Maikaba at the club“. The former Akwa United star however pleads with the Club to pay his entitlement if he’s to remain with them and insists

Jorginho: Eden Hazard can be the best in the world Chelsea midfielder Jorginho says teammate Eden Hazard has the potential to become the best player in the world. The Belgian forward has thrived for the Blues this season after being deployed in a false nine position by new Blues boss Maurizio Sarri. The 27-year-old has moved ahead of strikers Alvaro Morata and Olivier Giroud in the pecking order and has responded with 12 goals and a further nine assists. Hazard’s contract at Stamford Bridge expires in 2020 and he remains unsure over whether to sign an extension or seek a dream move to Real Madrid. Jorginho believes Chelsea is still the best place for Hazard and insists he doesn’t have to leave in order to fulfil his career ambitions. “With the potential he has, if he wants, he can be the best in the world,” he told Sky Sports. “In the new role he’s playing, he can score more goals in the position he has and he has the potential to do so.”
Jorginho has settled in quickly at Stamford Bridge having joined from Napoli for £50million (€55million/$63.5million) in the summer. Manchester City were initially favourites to sign the Brazilian before he opted to join Chelsea. The 27-year-old says he is happy with his decision to move to west London over Manchester and he credits his mother with helping him make up his mind. “A lot of things happen and then, of course, it comes down to preferences,” he added. “I’m really happy with my choice to be here at Chelsea…what’s happened has happened and I’m happy to be there now. “My mum was a big influence in me coming here. Every decision, I speak to my mum and this one was the same. My mum has always been by my side for every decision I take.” Jorginho also says the chance to be reunited with former boss Sarri was a key factor in his decision. “I think it is easier for me because I
know how he [Sarri] works and I know what he wants from me on the pitch. It has made me coming here easier. “I think he has already changed a lot. NADO: WADA must act now on Russia missing deadline The World Anti-Doping Agency should act now over Russia’s failure to meet a December 31 deadline to hand over data from its anti-doping laboratory in Moscow, the National Anti-Doping Organisations (NADO) said on Wednesday. WADA, whose underfire president Craig Reedie declared himself “bitterly disappointed” by Russia missing the deadline, have scheduled a Compliance and Review Committee (CRC) meeting in a fortnight’s time, but NADO said in their statement it must be brought forward and dealt with immediately. “NADO leaders now call on WADA to acknowledge the gravity of this missed deadline and call for an immediate review and recommendation from the CRC,” it said in a statement which was supported by the National AntiDoping organisations of 16 countries including France, the United States and Australia. Former NFF President decries poor publicity of National Sports Festival “After more than three years of review, indecision and compromise in response to the worst doping scandal in the history of sport, the time has come to demonstrate that no individual nor nation is exempt from compliance with the World Anti-Doping Code.” The end-of-year deadline was set in September, when WADA lifted a ban on the Russian Anti-Doping Agency (RUSADA), paving the way for Russian athletes to return to competition across all sports after a report which uncovered a state-sponsored doping programme in Russia. The decision to lift the ban aroused a wave of criticism directed at WADA and especially at 77-year-old Reedie. WADA personnel travelled to Russia in December but were unable to extract all of the promised data. WADA said at the time its team
could not complete its mission “due to an issue raised by the Russian authorities that the team’s equipment to be used for the data extraction was required to be certified under Russian law”. With WADA waiting and the December 31 deadline looming, RUSADA chief Yury Ganus asked Russian President Vladimir Putin to intervene to stave off another ban that put Russia “on the brink of the abyss”. However, the Kremlin said RUSADA’s concerns about new sanctions were “without foundation”. “We recognise RUSADA has been working with WADA in an effort to resolve these issues, but the conditions agreed on 20 September 2018 were unequivocal and without the data there can be only one outcome,” the NADO statement went on. “The importance of this situation does not warrant providing a further two weeks for Russia to comply.” NADO took a markedly different line to Russia returning to the sporting fold to International Olympic Committee president Thomas Bach. The German insisted sporting superpower Russia had been sufficiently punished, but his thoughts are not reflected throughout the sporting world. Organisations such as the governing body of world athletics (IAAF) have said they were maintaining Russia’s ban from track and field. “A return to international sport should only be considered for Russia once full confidence in a clean Russian sporting culture is restored,” said NADO. “In other words, only once WADA has received and verified the electronic LIMS data as well as access to the samples in the Moscow Laboratory. “NADO leaders implore WADA to use its full authority and resources to expedite this matter.”
