managers’ indices released on Monday showed manufacturing growth in the euro zone slowed to a two-year low at the end of the third quarter. The United States and Canada forged a lastminute deal on Sunday to salvage NAFTA as a trilateral pact with Mexico, rescuing a 1.2 trillion dollars open-trade zone that had been about to collapse after nearly a quarter century in operation. The Dow rose 0.73 per cent and the S&P 500 gained 0.36 per cent on Monday after the deal to preserve NAFTA helped ease trade worries. “There were concerns that the resulting confusion would exceed that of the U.S.-China trade row if NAFTA was scrapped. ”While it appears like Canada and Mexico caved in to the United States, the outcome is positive for global trade and the economy,” said Yoshihisa Maruyama, chief market economist at SMBC Nikko Securities in Tokyo. The Canadian dollar traded at C$1.2815 per dollar after rallying to a four-month high of C$1.2782 overnight following the trilateral trade pact. The euro was little changed at 1.1543 dollars after slipping 0.25 percent on Monday on renewed concerns about heavilyindebted Italy’s budget. The single currency has been hurt by concerns that a significant increase in the Italian budget will deepen Italy’s debt and deficit

problems. The dollar was at 113.845 yen after scaling an 11-month high of 114.06 yen on Monday, as improving investor risk sentiment weighed on the Japanese currency. The yen is usually seen as a safe haven at times of turmoil but recedes when risk appetite returns. The dollar index against a basket of six major currencies rose 0.2 per cent to 95.462, its highest since Sept. 10. The greenback drew support from an uptick in U.S. Treasury yields as Wall Street gains curbed demand for safe-haven debt worth of three-and-seven-year treasury bonds on Monday, the central bank said. There were cancelled sales for four successive weeks. The three-year bonds carried an average yield of 18.432 per cent while the seven-year bonds carried an average yield of 18.431 per cent, bank data showed. The bank sold 750 million pounds of three-year bonds, the same amount it was seeking. It sold 153 million pounds of seven-year bonds, well under the 500 million pounds worth it had sought. Demand for local currency bonds has declined and yields have risen since currency crises in Argentina and Turkey scared foreign investors away from emerging markets. Egypt’s central bank has been reluctant to lock itself into long term maturities at high yields. ($1 = 17.8600 Egyptian pounds).

Lawyers demand Communications Minister’s sack, prosecution for skipping NYSC Andrew Orolua, Abuja

Aggrieved by the Minister of Communications Mr Adebayo Shittu’s stance that having served as member of Oyo State House of Assembly, Attorney General and Commissioner for Justice and Minister of the Federal Republic of Nigeria, those services should be taken in lieu of his National Youth Service Corps NYSC, some lawyers have called for his immediate sacking and prosecution. Barely a week after the former Minister of Finance, Mrs Kemi Adeosun, resigned her position over alleged forgery of NYSC certificate, an online medium, Premium Times, also broke the story of how the Minister

of Communications, Adebayo Shittu, failed to participate in the NYSC scheme despite graduating from the then University (at the age of 25) within the required age of service Shittu had admitted that he did not serve. He however claimed that he thought his first political post after graduation could suffice as national service. But some lawyers have faulted Shittu’s claim over the mandatory NYSC service, saying that his argument is ludicrous and untenable. Lambasting the minister, Chief Mike Ozekhome (SAN), said that the NYSC Act is very clear in its sections 2,11, 12 and 13. He said, “A person must serve after graduation once he is below 30 years of age.

“Where he is over 30 years, he must obtain a certificate of exemption. The service or exemption certificate must be presented to any employer of Labour . “It is a crime punishable with both fine and prison term not to abide by these provisions. Another Abuja-based lawyer, Adamu Tipidi, also concurred with Ozekhome. He said, “It is unfortunate that a minister who has admitted not having served the mandatory one year NYSC should be appointed a minister in the first place. “He should honourably resign or sack by President Muhammed Buhari without further delay. He should not be allowed to continue to insult the public by his illogical reasoning.”

Oshiomhole dismisses cancellation of election Patrick Okohue, Lagos

The National Chairman of All Progressives Congress (APC), Comrade Adams Oshiomhole, has dismissed the cancellation of Lagos State governorship primary by the Electoral Panel headed by Chief Clement Ebri. The Electoral Panel had claimed that there was no election in Lagos State. But Oshiomhole after closed door meeting with President Muhammadu Buhari on Tuesday dismissed the cancellation of the result by the Electoral Panel. Oshiomhole said: “I told the president that the primaries held as planned and everything is being done to ensure there is no violence because democracy doesn’t flourish with violence. “Nigerians must begin to learn how to differ in opinion and in choice without fighting; this is something people have to acquire over time. “For me, I’m excited that if we can do it in Lagos, it can be done anywhere”. Meanwhile, the Lagos APC Chairman, Tunde Balogun, has declared Sanwo-Olu winner of the governorship primary held on Tuesday in the state, beating

the incumbent Governor Akinwunmi Ambode to second position. Balogun said Sanwo-Olu scored 970,861, while Ambode scored 72,901 out of the 1.5 million votes cast But the much awaited APC governorship election primary in Lagos on Tuesday lived up to its billing as one of the most controversial elections in recent electoral history of the state, as it generated a sharp disagreement between the leadership of the party in the state and members of the Governorship Primary Election Committee seconded to the state by the National Working Committee (NWC) to conduct the election. While the state chairman of the APC in Lagos, Hon Tunde Balogun, insisted that the election held across the state and witnessed by the Independent National Electoral Commission (INEC), without hitches was free, fair and transparent, the NWC election committee chairman, Mr. Clement Ebri disagreed, saying as at the time he briefed the press at 4.15 pm, they were yet to dispatch election materials to the various local governments and so there was no way the election could have held. Balogun, who spoke with newsmen earlier, said the election which which held across all the local government had

over 1.5 million voters coming out to cast their ballot and the results sheets were endorsed by all the party agents without any controversy. Balogun said: “I assure you that all the results were signed by agents of both parties and INEC witnessed the election and I am sure some of you witnessed it too. I want to say as the APC chairman in Lagos State that the election was free and fair and transparent. “What I got from election observers is that it was properly conducted, constitutionally done. Surely, I am happy, for the fact that the conduct of the election was seamless, free and there was no chaos, no violence and people conducted themselves well. You all saw the election that was conducted; it was conducted freely, fairly and justly”. But Ebri flanked by all members of his committee including Alhaji Ahmed Mahmud Gumel, Secretary; Mr. Nze Chidi Duru; Chief Clever Egbeji; Senator Clever Ikisikpo and Ambassador Jerry Ugokwe completely disagreed with Balogun, saying as far he was concerned, the election was yet to hold, because of last minute adjustment to the method to adopt for the election and the inability of the state party chairman to provide the needed information to assist them in

Osinbajo lauds Gov Ugwuanyi on entrepreneurship programmes Moses Oyediran, Enugu

Vice President Yemi Osinbajo has commended Enugu State Governor Ifeanyi Ugwuanyi for his administration’s unceasing cooperation with the Federal Government in the advancement of the set objectives of the Micro, Small and Medium Enterprises (MSME) in the state and beyond. Osinbajo, who said he was “extremely delighted” with the “kindness and warm reception” the state government always accords him whenever he visits Enugu State, also applauded Governor Ugwuanyi for “the very great steps” his administration has taken in the growth and development of the MSME programme. Osinbajo gave the commendations on Monday during the Enugu edition of the National MSME Clinic at the popular Michael Okpara Square, to underscore the progress recorded so far in entrepreneurship and MSME development programmes of the state and federal governments, with the aim of improving the living standard of the people, more especially the youth, women and the less privileged. The Vice President added that Governor Ugwuanyi’s administration “is doing very well for the MSME” and in advancing the interest of small entrepreneurs, stressing that “the governor deserves a warm applause for the great works he has been doing”. Osinbajo, who noted that the MSME Clinic initiative was “particularly important” to the Federal Government, extended its hand of cooperation and fellowship to Gov. Ugwuanyi’s administration, disclosing that President Buhari’s administration “is fully committed in supporting states regardless of political or ethnic affiliations”. He further disclosed that the Federal Government has “provided close to

N2trillion” for its social investment programmes, stressing that “small businesses are the future of our country”. While reiterating the Federal Government’s commitment to the growth and development of entrepreneurship and small businesses, Osinbajo expressed confidence that “together we will bring the deserved prosperity, not just to the people of Enugu State, but also to the people of Nigeria”. In his welcome address, Governor Ugwuanyi, who welcomed the Vice President, his entourage and other stakeholders to Enugu for the event, commended President Buhari for “the vision behind the conception of this National MSME Clinic”. Governor Ugwuanyi said that the programme was another laudable addition to the numerous peopleoriented initiatives the Federal Government has introduced to fast track socio-economic development and improve the welfare of the people “more especially the youths, women and the less privileged”. The governor disclosed that “Enugu State has indeed continued to enjoy a mutually rewarding and strategic partnership with the Federal Government on several fronts”, stating that his administration, in keeping with the Vice President’s directive, had inaugurated Enugu State Council on Ease of Doing Business aimed at promoting business engagements. The governor said that Enugu is one of few states that have fully implemented the programme of the Central Bank of Nigeria (CBN’s) N220 billion MSME Development Fund, by funding over 2000 MSMEs, adding that the state has also “returned about N400 million out of the first tranche of N500 million received from CBN”. He said: “We wish also to commend the CBN on the “Ose Nsukka” (Nsukka

Yellow Pepper) Anchor Borrowers Programme as well as other initiatives of the Bank in Enugu State. “Our counterpart funding with the Bank of Industry (BOI) has produced over 36 SMEs worth more than N399 million in project value. From 2015, Enugu SME Center, our foremost enterprise development institute, has trained over 35,000 MSME owners and aspiring entrepreneurs including women and youths; and we have empowered more than 2400 traders with N50, 000 each through our raffle program open to all MSMEs in 54 local markets in the state. “On the social investment scheme, our school feeding programme is doing well, and over 7,000 applicants have benefited from Government Enterprise Empowerment Program (GEEP), otherwise called ‘Market Moni’. Under the N-power programme, Enugu State has received and successfully deployed over 16,000 beneficiaries to schools, farms and other places of assignment. We are currently concluding arrangements to officially launch the implementation of the Conditional Cash Transfer (CCT) in six selected local government councils. “We are thus, leveraging social investment programmes, both ours and that of the Federal Government to lift our people out of abject poverty while devoting MSME development funds to the formation of MSMEs that create wealth, jobs, empower people and also transform communities. All these are anchored on our firm belief that entrepreneurship and enterprise development are the pathways to sustainable development, employment creation and poverty eradication. “We are happy therefore to join hands with our dear Vice President to use the National MSME Clinic to unleash the potentials of our private sector using MSMEs and also ensuring that the clinic remains sustainable”.

As party men, this is more important than who gets the victory. We want that at the end of the day, the outcome will be celebrated by both parties. When we put a process that will be credible, what we do that will be in line with the guidelines and extant rules and the laws of this country and that is what we have done. “We are ready to go to the field and execute this and we want to do it in a very clinical fashion, so that at the end of the day we will not be accused of partisanship. Lagos is very important to us, it is the flagship of the APC and will continue to remain so for years to come and so in doing anything that has to do with Lagos or in conducting any affairs, we have to do it with a very tender heart, we have to do it with a lot of circumspection, a lot of objectivity, that is what we have done and we are ready to go, to hit the ground running. “In a short while we will contact the national headquarters and brief them about how far we have gone, because just like INEC does a lot of backroom work for the main show, so much preparation goes into it, that is exactly what we have done. We are ready to give you the most credible election in the history of Lagos State in the gubernatorial primary. We will contact the national headquarters for further directives with the timing and release of materials, considering the time that this process is concluded. “It was not our fault at all that this exercise is taking this long, we were waiting for the state chairman of APC to provide certain information that will enable us go on with the process and we needed to be fair to both parties and that information came in about an hour ago. We have to ensure we balance the process. Now that we are ready, we will contact the national headquarters and we will be informed on when we are to release the materials. “Considering the terrain of Lagos and the traffic situation, we will put all that into consideration and reschedule the time when we get further directive. The materials are here, these are result sheets and not a single sheet is missing and it is not possible for this committee to do anything other than what they have been instructed to do. We have guidelines and we will follow that guidelines and still try as much as possible to be fair to all parties. Responding to why they took so late in getting ready for the election, Ebri said: “Yesterday (Monday) we held a stakeholders meetings and certain submissions were made and on the basis of those submissions, we contacted the national headquarters and the national headquarters advised us to adjust the procedure in line with the demands. “Having done that, we now had to reach out to the party representatives to send a list that will be used for the

purpose of posting officials to supervise the election, those lists only arrived about an hour ago, so anything that was done without the list that we wanted wasn’t in harmony and like I told you we are more interested in harmony than anything else. “We had to wait for it, there is no way, I woke up and came here at 8am and waited for 8 or 9 hours without seeing anybody and you expect me to go ahead and do something. It is only fair that when you don’t see one party, you have to wait, you must be patient and that is what has brought us to this point.” But Balogun will have none of that as he stopped short of accusing them of being compromised. Reacting to the briefing shortly after, Balogun argued that the Ebri committee cannot claim that no election took place as well over 1.5 million persons voted, wondering if the committee was going to disenfranchise those people. He also queried the Protea Hotel, venue of the committee meeting, where they met and held the briefing instead of the party secretariat, noting that the Hotel venue, located in Alausa area of Ikeja was an extension of the Governor’s office. Earlier, some APC members who are supporters of Governor Akinwunmi Ambode had accused the party of shutting them out of the process and in some cases beating up any known Ambode supporter attempting to vote. While Comrade Olaleye Tunde, from Agege Local Government Area said he witnessed it in his area, Mrs. Oluwabunmi Adetola, from Bariga, Shomolu particularly accused the council chairman of leading thugs to beat people up and refused to allow Ambode supporters to vote. But the chairman of the Babajide Sanwo-Olu campaign, Mr. Tayo Ayinde, has told newsmen that further decision of the election will be taken today (Wednesday), as both the Ambode and Sanwo-Olu camps have nominated five members of their groups to meet at 6am today to iron out the differences and fashion out the way forward. Meanwhile, the national leader of the APC, Asiwaju Bola Tinubu, has said that though Governor Ambode has done well in office, he has not been a good party man. For this reason, Tinubu said the party has decided to withdraw support for the governor who wished to go for a second term. He stressed that the decision to abandon Ambode for Mr. Babajide Sanwo-Olu was beyond him, adding that he was only doing the wishes of the party, which had entrusted him with its leadership. Tinubu spoke with journalists at Ward C, Ikeja Local Government Area, after the conclusion of voting in the Lagos APC governorship primary. APC shifts Senate primaries Suspends Imo guber primaries indefinitely

Disqualified ex-IGP Suleiman Abba for Senate primary Tom Okpe, Abuja The National Working Committee (NWC) of the All Progressives Congress (APC) has postponed the party’s Senate primaries in the 36 states and the Federal Capital Territory (FCT) to today, Wednesday, October 3, 2018. The party also announced that the Imo State governorship primaries has been suspended indefinitely. This was revealed on Tuesday in a press release by the acting National Publicity Secretary of the party, Yekini Nabena, at the party secretariat, Abuja. The party also announced the decision of the National Working Committee (NWC) not to clear former Inspector-General of Police, Barr. Suleiman Abba, to contest the party’s Jigawa South Senatorial District Primary election. The party maintained that Barr. Suleiman Abba’s name was erroneously included in the list of NWC-cleared aspirants. Meanwhile, the APC has released the names of the party’s Senatorial aspirants cleared to contest the primary election

today (Wednesday). In Akwa-Ibom State, all the five aspirants were cleared including Senator Godswill Apkabio, the recent party bride from the opposition Peoples Democratic Party (PDP). In Cross River State, all eight aspirants were cleared including the serving Senator, Ndoma Egba. In Delta State, Senator OvieOmo Agege wlii slug it out with Dr. Uduaghan E. Ewata, the past governor of the state who just decamped from the PDP and four other new aspirants to fly the party’s flag in the 2019 senatorial election. Edo State has seven cleared aspirants with Bayelsa also seven, and Kaduna State having four cleared aspirants while in Kano State, the new bride, Ibrahim Shekarau from Kano Central will slug it out with six other new aspirants. Zamfara State has the incumbent governor, Abdulaziz Abubakar Yari digging it out with two other new aspirants with Katsina State having seven cleared aspirants including Faruk Lawal, while Kebbi State has ten cleared aspirants including Senator Adamu Aliero.

Jigawa has eight cleared aspirants with Sokoto State having three cleared aspirants including Senators Ibrahim Abdullahi Gobir and Aliyu Wammako. Abia State has six cleared senatorial aspirants while Anambra State has five aspirants including Andy Uba and Uche Ekwunife. Ebonyi has eleven aspirants. Enugu has ten aspirants including Osita Okechukwu, Director General of the Voice of Nigeria (VON). In Imo State, Rochas Okorocha, the serving Governor of the state will slug it out with Hope Uzodinmma, who is also a governorship aspirant of the party in the state with four other aspirants. Ekiti State has ten cleared Senatorial aspirants while Ondo State has three aspirants, and Ogun State has nine aspirants. Lagos State has Oluremi Tinubu, wife of the party’s leader, Asiwaju Ahmed Tinubu and two others with Oyo State having nine aspirants including the incumbent governor of the state, Abiola Ajimobi. Kogi State has twelve cleared aspirants with Kwara State

having fourteen aspirants. In Benue State, Senator George Akume was cleared alongside Chief Stephen Lawani, the immediate past Deputy Governor of Benue State and Daniel Donald O, the one time students union leader, while Plateau State has thirteen cleared aspirants including Pauline Tallen. Niger State seems to have the largest number as twenty one aspirants were cleared to fly the party’s flag during today’s Senatorial primary election. The Federal Capital Territory has nine aspirants with Nassarawa State having five aspirants including the incumbent governor, Tanko Al’makura, the serving Senator, Abdullahi Adamu and Patricia Akwashiki. In Bauchi State, fourteen aspirants were cleared to fight it out today with Adamawa State having eight aspirants. Taraba State has six with Borno State having ten aspirants. While Gombe State has seven aspirants including Danjuma Goje, Yobe State has six aspirants including the incumbent governor of the state, Ibrahim Gaidam.

The Joint Military Operation of the Nigerian Army in Plateau State has retrieved another missing bus in a mining pond where the vehicle of the missing retired Army General, Idris Alkali, was found on Saturday night. The Army authority under the supervision of Major General Augustine Chris Agundu and Major General Benson Akinroluyo, who spoke

to newsmen said the bus was reported missing on June 24, 2018. The Generals said, “When we started evacuating water from the pond in the course of searching for the missing General, we discovered the door of the bus with a sticker on the glass with an inscription ‘I do not flash’, based on that we kept the door in our store and when the story was reported on the media, someone came from Bauchi State two days later and reported at Bukuru Police station in Jos and

a file was pulled out of a person who was missing with his bus. “However, when the Police came to us, it so happened that the picture of the driver which he took posing besides his bus, coincides with the sticker on the door of the bus. “The driver and his bus was missing on the 24th of June and we found the door in the pond on the 24th of September after which we intensified effort on the search and today we have found the complete body of the bus”.

The Generals said efforts in evacuating water from the pond will continue until everything beneath the water is unraveled. Our correspondent reports that the body of the driver is yet unknown while the Army has said it will stop at nothing until the bodies of both the missing General and the bus driver are found. “The community should not panic, all we want from them is their cooperation. Court throws out IGP’s suit, says Senate has power to summon him Andrew Orolua, Abuja Justice John Tsoho of the Federal High Court in Abuja , on Tuesday held that the Senate has the power to summon the Inspector- General of Police (IGP), Ibrahim Idris. Consequently, the court struck out the suit filed by the InspectorGeneral of Police (IGP), Ibrahim Idris against the Senate President, Bukola Saraki and the Senate over his summon by the Senate. In his judgment in the suit No: FHC/ABJ/ CS/ 457/2018, Justice Tsoho also held that the IGP’s suit constituted an abuse of court process. The court further agreed with the arguments canvassed by the defendants that the suit, as filed by the IGP is subjudice. Justice Tsoho also said he did not see any harm that would have been caused if the Police boss had honoured the invitation of of the Senate. Striking out the IGP’s suit, Justice Tsoho said, “I hold that the Plaintiff (Inspector-General of Police) ought to have honoured the invitation of the Senate, instead of running to the court to stop the Senate from investigating him.”The action of the Plaintiff amounts to an abuse of court process and, it is hereby struck out”. Justice Tsoho added that the IGP ought to have honoured the second invitation of the Senate on him, having failed to respond to the first one as he was on an official assignment to Bauchi State with President Muhammadu Buhari. Justice Tsoho returned another suit the IGP filed against the Senate and Saraki to the Chief Judge of the Federal High Court, Justice Adamu Abdu-Kafarati for re-assignment to another Judge for hearing and adjudication. “This suit is similar to the one I just delivered judgement on and it will be in the interest of justice if this suit is returned to the Chief Judge for re-assignment to another Judge. “Consequently, this suit is hereby returned to the Chief Judge for re-assignment to another Judge”, Justice Tsoho held. IGP had, in his suit urged the court to restrain the Senate and its President, Bukola Saraki snd their agents or any committee from insisting that he must appear before the upper legislative chambers in person, to the exclusion of any of his subordinate officers. The IGP also explained to the court why he could not honour the

Senate invitation in person, saying he was “directed by the President to be among the presidential entourage embarking on a twoday official trip to Bauchi State and therefore on the said April 26, 2018, he was in Bauchi State on an assignment. He also said , “That as a result of the above development, he then directed and delegated the Deputy Inspector General of Police, Operations, an Assistant Inspector General of Police and the Commissioner of Police, Kogi State, who had adequate knowledge of the two subject matters which the Senate required briefing, to appear before the Senate on April 26, 2018 on his behalf”. But the IGP told the court that the Senate refused the appearance of the aforesaid officers. Also, in the suit filed by his lawyer, Dr. Alex Izinyon (SAN) the IGP urged the court to declare that the letters inviting him by the Senate dated April 25, 2018 and April 26, 2018, relating to pending criminal proceedings against Senator Dino Melaye in court of law is beyond its powers under section 88 of the 1999 Constitution and same is contrary to the Senate Standing Order, 2015, and the provision of section 6(6) (b) of the 1999 Constitution, and, therefore null, void and of no effect. In an 11-paragraph affidavit in support to the suit, the IGP said in the letter dated April 26, 2018, with the heading, “Invitation to brief the Senate on the inhuman treatment of Senator Dino Melaye over a matter that is pending in Court,” it clearly showed that the Senate is aware that the said Senator Dino Melaye is facing criminal charge in a court of law and that he is not answerable to the Senate but to the Judicial arm of Government trying the matter. The deponent, Lukman Fagbemi, had averred that the said Senator Dino Melaye is facing a charge of criminal conspiracy and illegal possession of firearms before a court of competent jurisdiction in Kogi State. In addition, the IGP submitted that there is no way the discussion on Dino Melaye’s case by the Senate will not relate to or impact on the matter in court, that under the 1999 Constitution, and the Police Act, the holder of his office (IGP), can delegate or direct the carrying out of its functions by the Deputy Inspector General of Police, Assistant Inspector General of Police and Commissioner of Police.

National Convention: PDP not blackmailed to accept Port Harcourt venue- Spokesperson Tunde Opalana, Abuja Contrary to insinuations in certain quarters that the choice of Port Harcourt as venue of Saturday’s national convention was forced on People’s Democratic Party by certain interest in the party led by Rivers State governor, Nyesom Wine, the party has said the choice was unanimously made. Short News 2019: Senate Minority Leader Olujimi gets PDP return ticket Gbenga Sodeinde, Ado Ekiti The Senate Minority Leader, Senator Biodun Olujimi, has secured the Peoples Democratic Party return ticket to contest the 2019 senatorial election in Ekiti State. Olujimi who is currently representing Ekiti South Senatorial District at the Upper Chambers of the National Assembly was given the return ticket by affirmation through party delegates that assembled at the district headquarters in Ikere Ekiti on Tuesday. The National Working Committee of the parry, which was busy conducting elections in the central and North senatorial districts were represented at the primary by the party’s State Woman Leader, Mrs Yemisi Afolabi. The Minority Leader was given the nod to recontest through voice votes by over 1,500 drawn from Ikere, Ekiti East , Gbonyin, Ise/Orun, Emure and Ekiti South West local governments, which were components of the zone. With his emergence, Olujimi will now square it up with the candidate of the All Progressives Congress (APC) and former Minister of Works, Prince Dayo Adeyeye. Ex-MD NEPZA Jime emerges Benue APC candidate Former Managing Director, Nigeria Export Processing Zones Authority (NEPZA), Mr. Emmanuel Jime, has won the APC governorship ticket for the 2019 general elections in Benue. The primaries originally slated to hold on Sunday failed to hold on account of late arrival of sensitive voting materials. All the five aspirants for the governorship slot reportedly stepped down for Jime, a former Federal legislator. Those who stepped down for Jime were; Chief Akange Audu, Asema Achado, Michael Iordye, Titus Zam and Benjamin Adanyi. Addressing journalists on their decision to step down for Jime, Audu said they all voluntarily stepped down to allow Jime emerge the party’s flag bearer. Nigerians contributes to TI bad ranking on corruption index – Adesina Mathew Dadiya, Abuja Special Adviser to the President on Media and Publicity, Femi Adesina has said that Nigerians share in the blame of the country’s bad ranking in Transparency International’s (TI) corruption perception index (CPI) released recently. In 2017, Nigeria dropped from 136 in 2016 to 148 Nigeria on the index of TI which was seen as a blow to the current administration with which the fight against corruption as one of its core mandates. But speaking during a Channels Television’s programme on

Monday, Adesina said that the ranking was about Nigerians and not the federal government. “My position is that that ranking is not strictly about government, it is about Nigeria and her people. Some people want to make it seem as if it is a vote of no confidence in government or a lower mark for government, I don’t agree,” he said. “I think it is a lower mark for the people, because the people constitute the country. And I think if things do not seem to have worked as they should work, the people also have part of the brunt; they have part of the blame to bear.” He also chided TI for the ranking, saying the country does

not need it to verify whatever effort the current administration is making in anti-graft war. “As much as I respect Transparency International, I don’t think we necessarily need them to authenticate what is going on in the country because we Nigerians know that there is a war against corruption ongoing and that war is succeeding. There are strides being taken. We may not be there yet but we are on our way there,” he said. “So, let no agency from any part of the world come to think that whatever it says is the gospel to us. It can help, it can inform what is happening but it s not something that will be a milestone round the neck of government.”

The All Progressives Congress (APC) has cleared the former Governor of Abia State, Uzor Oji Kalu and Yusuf Haruna to contest the Governorship primaries in Abia and Kogi and Kogi State. The APC in a press statement by its acting Publicity Secretary, Yekini Nabena and made available to newsmen on Tuesday night stated, “The National Working Committee (NWC) APC has cleared the former governor of Abia State, Dr. Uzor Kalu and Yusuf A. Haruna to contest the Party’s Senate Primaries for Abia North and Kogi Central Senatorial districts respectively”. If the aspirants emerge winners, the will fly the party’s flag in their respective states in the 2019 senatorial election accordingly. The party has equally cleared other aspirants intending to represent their senatorial districts in the forthcoming general elections and all is ready for the contest in the 36 states of the Federation and the Federal Capital Territory (FCT) Abuja.

Skye Bank and political meddling in corporate sector

In most societies, 20 percent of criminals commit 80 percent of crimes. ~Malcolm Gladwell, The Tipping Point: How Little Things Can Make a Big Difference The CBN recently announced that it had approved the revocation of the operating license of Skye Bank. It created Polaris Bank which the Asset Management Company of Nigeria (AMCON) will recapitalize with N786 billion. Even as many Nigerians were taken aback by the news, the informed and particularly those in the financial sector knew the action had been long coming considering the lingering liquidity squeeze in Skye bank and the apex bank’s obligation to act proactively in order to secure depositors’ funds and forestall potential threats to the stability of our financial system. But the recurring insolvency issues within the banking industry is now causing serious concern among a populace that is expected to key into the ‘cashless’ singsong being trumpeted by the authorities. Interestingly not a few financial experts are of the opinion that had the CBN been stricter in its regulatory duties, the situation could have been better managed or completely avoided. “While shareholders of Skye Bank have lost their investments, what happened to the management who took the decision and those professional consultants who did the due diligence reports that the management relied on to make decisions?” queried Moses Igbrude, publicity secretary, Independent Shareholders Association of Nigeria.

“It is high time regulators address the issue of fake consultants who parade themselves as professionals or else this will continue to happen,” he added. In 2016 the CBN had sacked the bank’s board of directors citing the bank’s failure to meet minimum thresholds for critical prudential and adequacy ratios as reasons for its intervention. The bank’s chairman then was Mr. Tunde Ayeni, a popular backer of former President Goodluck Jonathan. The rumour mill was filled with insinuations that the Federal Government was going after the bank in a political witch hunt. But those in the know were aware of the huge indebtedness to the bank by Ayeni and his business partners. Reports had it that Mr. Ayeni and his business partners had used several companies to borrow over N400 billion from the bank. Broken down into N110 billion to Jide Omokere Group, N191 billion to Fadeyi for Pan Oceanic Group, and N120 billion invested in the privatisation programme to acquire the Yola and Ibadan DISCOs. They also bought NITEL and Ascot Offshore Nigeria Limited, an oil servicing company. To make matters worse Skye bank further burdened itself with the acquisition of Mainstreet bank (formerly Afribank PLC) for a whopping N126 billion in the last quarter of 2014 despite red flags raised by its shareholders. Of course, there is nothing wrong with the bank’s ambition to propel itself into the league of elite banks but such an audacious growth strategy using depositors funds cannot be described as proper risk management. Add all these to the humongous loans and you have a recipe for

disaster. Given the situation, it required no clairvoyance to predict the path in which the bank was headed and expectedly it didn’t take long for the downward slope to commence. One of its debtors, Integrated Energy Distribution and Marketing Company Limited which paid about $56M to acquire the Yola DISCO returned same to the Federal Government in a little over a year citing operational difficulties in a conflict area. They demanded the repayment of $186M predicated on force majeure from the same government that declared a state of emergency in the region pre-privatization. Unfortunately, the Jonathan administration which eventually approved a refund after a joint assessment was carried out with the BPE didn’t win re-election and subsequently not a dime was paid. Undoubtedly the ill-advised acquisition of Mainstreet bank also contributed to the crisis that bedeviled Skye bank but the political meddling via insider lending which largely became bad loans did the most damage. As the bank continued to stutter while its erstwhile director Mr. Ayeni had run-ins with the EFCC,, a new report alleged that “a forensic audit revealed how the bank operated two sets of financial accountability/ books which was responsible for the regulators/auditors inability to detect the massive losses and infractions, particularly the balance of N280 billion in suspense accounts”. You just couldn’t make this up, it is analogous to the classic case of “one lawyer with a briefcase” right out of the pages of Mario Puzo’s Godfather.

Haven’t we been through similar incidents time and time again? From the alleged involvement of Bukola Saraki and Jim Nwobodo in the demise of Societe General Bank and Savannah Bank respectively to the thousands of affected Nigerians who are yet to recover from the trauma caused by Cecelia Ibru’s Oceanic bank fraud and Erastus Akingbola’s Intercontinental bank debacle. I have an in-law who is yet to receive her severance benefit from Access bank. Outside the banking sector, we have also had reports of overbearing political influence behind the struggles of Transcorp, NICON and more recently Etisalat to mention just a few. Many experts are of the opinion that if the CBN had discharged its regulatory role more assiduously, we would have a different tale today. In a country of about 200 million people where over 60% of government revenue is spent on less than 1 million public servants, it is preposterous that only fifty customers owe commercial banks about N5.23trillion, representing 33.4% of the total private sector credit exposure of N15.68trillion as revealed by no less than the CBN itself. This where Malcolm Gladwell’s opening quote becomes tempestuously glaring. Emefiele has enormous resources available to him. He must be more circumspect, meticulous and ruthless in executing his oversight functions. Much as democracy guarantees inclusivity for all there is a need to underline the rules of engagement and practice, especially in a corporate sector that is the crucible of every economy. Free enterprise must never be misconstrued as fleece enterprise.

Lagos APC, party supremacy and individual ambition

I have watched, with consternation, how many good people on and off social media, who are not members of the All Progressives Congress (APC) in Lagos State, have become adversaries and combatants over the governorship primary of the APC in Lagos. Many have also become APC emergency advisers. I keep wondering why members of the Lagos public, who are not in the APC, should insert themselves in the intra-party search of the APC for its governorship candidate in the 2019 governorship election. Freedom of speech? The right to hold opinions, and freely comment on the political developments in Lagos State? I get that. I sure do. But shouldn’t non-APC members wait for the APC to sort itself out, and present its candidate, so that our fellow needlessly-agitated compatriots can vote for a party or a candidate of their choice in the general elections, selecting from the array of political parties that may be on offer, based on the party platforms, manifestoes and programmes? In the just concluded Osun governorship election, there were 48 candidates, and one of them, dismissed for his “buffoonery”, almost danced his way to the gubernatorial seat; and who knows, he may yet get a redress at the election tribunal. As a non-APC member in Lagos State, you will have your time to elect the candidate of your choice as governor, come February 2019. Some aspirants in the APC, who could not secure the party’s gubernatorial ticket in Osun State, decamped and contested on the platforms of other political parties. Although they did not win the elections, many people who believed in them voted for them. Were our compatriots who have now turned themselves into political consultants

and “visiting” advisers for the APC consulted before the APC chose (selected or imposed) its gvernorship candidate in Lagos in the 2015 election? Were they? Were they consulted when a royal threat was issued to cast into the Lagos Lagoon recalcitrant residents, inspired by power intoxication from Abuja, who were accused of plotting not to vote for a preferred candidate? Were they? Doesn’t a political party have a right to choose its candidates, including democratically disallowing an incumbent from having a second term, if it so wishes? Does the governorship candidate of APC in Lagos automatically become the governor-elect of the State? What of the other political parties? Shouldn’t they be given a consideration at all? If the APC and it’s precursors and it’s “Power Mafioso” are the demons that the voting public in Lagos State needs to get rid of, why can’t the intruders concentrate on joining and building an alternative that can take over political power in Lagos State, instead of labouring on lecturing the APC and it’s “gods” on how to run their affairs in order not to lose the electorate and the general election? If you are genuine believer in a multiparty democracy, and you trust that the electorate has the will to alter its political destiny, why not invest your energy and social media time in that possibility, instead of dissipating energy on prescribing the choice of candidate to a political party to which you do not belong and which you often mock? This is my advice to you: As a voter and part of the Lagos State electorate, stop inserting yourself into the intra-party process of the APC to select its governorship

candidate in 2019, if you are not a member of the APC. Doing so means you don’t take your right to freely elect a government of your choice in Lagos State seriously. The APC primary is not a governorship election. That election holds in February 2019. When the general election holds, you will have a number of candidates representing their parties and platforms to pick from. APC will field a candidate in the election, just like the other parties. As a civic duty, when the general election comes, you should compare and contrast the policies and programmes and the manifestoes of the parties before settling for one candidate. We are not practising a parliamentary system of government. However, a few examples from the recent political history of and political leadership succession in the U.K., which underscore the principle of party supremacy, would suffice. The “great” Margaret Thatcher, after leading the Conservative Party as British prime minister for over a decade, was eased out of power by her party and colleagues, ahead of a general election. Thatcher suffered an unpopularity backlash after her government imposed the poll tax. That was how John Major became the prime minister in 1990. And Tony Blair didn’t end his last term. Following his resignation, his Labour Party found a successor in James Gordon Brown in June 2007. Both Thatcher and Blair were removed as prime minister by their respective parties. A party has a right to pick a candidate of its choice for a general election in its exclusive governorship primary, without being dictated to by intermeddling outsiders and the interloping comentariat, and those outsiders have a right to vote for or against

the candidate so chosen at a general election. As a voter who is not a member of APC and who, therefore, is not qualified to participate in the APC primary, your dictation of a candidate for the APC implies, very much, that you are expressing or have expressed your preference for that particular candidate before the general election, thereby foreclosing the possibility of a better candidate being fielded by a rival party in the general election. The power struggle within the APC is not an inter-party power struggle in which the ordinary people, the working class and the oppressed segments of the population may legitimately side with a pro-people party against a ruling party of power oligarchs and aristocrats; it is not a class struggle. It is an intra-ruling class struggle. Head or tail, the current “struggle” within APC will not affect the social, economic and political fortunes of the people of Lagos State fundamentally. If democracy and the political party system in Nigeria were to be working as they should, no elected office holder should be free of the moderating control of his party and the electorate. If a political office holder breaks loose from his party, and he is no longer subject to its control, he becomes a monarch in a democracy. Our legislatures hardly control our governors or president, in spite of the constitutional powers that assign to them that task. When parties, as loci of moderation of exercise of power by their elected members, lack the power to do so, a democratic tyrant emerges. Governor Ambode has done many good things. His bad deeds are also glaring. I hope his intra-party traducers conceed this fact.

Editorial Commentary Nigeria’s certificate scandals

The number of persons involved in certificate scandals under the Buhari administration may speak to something far deeper in our society, even beyond the administration, but it is to say the least, disgraceful and embarrassing. Ordinarily considered some of the best educated black persons in the world - one US report indicates that Nigerians are among the most educated immigrants in the United States, vertically and horizontally - it is now shameful that Nigerians today are also ironically poster-characters for fake certificates, 419 qualifications, and dubious academic affiliations. This whole saga started, this time, with the President himself whose school certificate qualification became an issue of much speculation and histrionics. The Constitution requires any office-seeker in Nigeria to have the minimum of a secondary education. You are required to go to school till about the age of 16: extremely small education in my reckoning but good enough to enable you read and write, and be able to sign documents. The focus on this President’s educational qualification, and the opaqueness that grew around the matter ended up motivating nosey-parkers to begin to look for certificates in the corridors of power, including certificates of participation in the National Youth Service Corps. One of these days, I wouldn’t be surprised if investigators begin to turn their searchlights on birth certificates! In the past, we had the Chicago scandal, we also had the Toronto scandal, today we are a country of too many “Chicagos” and “Torontos.” You will recall that Ms. Kemi Adeosun was accused of dodging the compulsory one-year national service for higher institution graduates. She was pushed to resign her exalted office as Minister of Finance, but her case served the country well in the long run: it brought up issues of citizenship and the value or non-value of the NYSC. Ms. Adeosun would probably be remembered more in Nigerian history for the manner in which her example generated a conversation around the rights and citizenship of Nigerians in diaspora, their relationship with their ancestral country, the character of supposedly “trusted associates”, and the long-term relevance of the National Service scheme in a country where there is very little service but a greater obsession with self, entitlement and gratification. Ms. Adeosun has since moved on and Nigerians have left her alone. But there is still the unresolved matter of Okoi Obono-Obla, the President’s Special Adviser on Corruption. He has been accused by a Committee of the House of Representatives of parading a doctored school certificate result. They argue that the School Certificate Result that he holds does not belong to him but to a dead cousin. And that he used that certificate to gain admission to the University of Jos where he studied law. The West African Examinations Council (WAEC), the examining authority that should know the truth has also allegedly said that there is something fishy about the certificate in question. In Okoi Obono-Obla’s case, I am a bit confused. And there is Adebayo Shittu, the voluble, bearded Minister of Communications – the guy didn’t participate in the National Youth Service Corps. Ms Adeosun’s defenders talked about citizenship and her betrayal by “trusted associates”. They put up a spirited defence for her. In Adebayo Shittu’s case, the guy has the stupid effrontery to come forward to say that he did not enroll for the NYSC because he thought his membership of the Oyo State House of Assembly was the equivalent of a National service. I have heard a lot of stupid comments in my short life-time but this certainly must be the worst of them all. To worsen matters further, Shittu is said to be a lawyer, duly called to the Nigerian Bar. There is also the case of the Governor of Adamawa state, Jibrilla Bindow, who has been accused of forging his school certificate qualification. Bindow is seeking a second term as Governor of Adamawa state. His opponents, principally named Global Integrity and Crusade Network (GICN) have now chosen to tell us that the man did not even complete secondary school. They have given WAEC an ultimatum to tell Nigerians whether or not Bindow who had served previously as Senator of the Federal Republic, has a Secondary School Certificate in accordance with the laws of the land. But surely, it is not only the ruling All Progressives Congress that has this problem. Senator Ademola Adeleke, the Governor the people of Osun state wanted but the APC blocked, also obviously has issues with his academic

qualifications. They say the man did not have a School Certificate. WAEC confirmed he had one. Then the Police accused him of having sat for the 2017 National Examination Council Examination (NECO) via a proxy. What we remember though is that he allegedly had an F9 in the School Certificate Examination. He didn’t deny that and yet he wanted to be Governor! Under President Buhari, Nigeria is at the level of F9 and fake certificates. Let me nail this down. These stories, either from the APC or PDP or any other side do not help Nigeria’s image. I imagine that if any Nigerian were to go anywhere in the world today, and present the best, most impressive credentials, the relevant authorities would still go behind to double-check. Many of our students today who go abroad for additional educational opportunities are routinely asked to take extra tests that candidates from other countries are not required to take. When the rest of the world hears that Nigerian political leaders, the same persons who are supposed to take serious decisions about national, bilateral and multilateral relations are a bunch of semi-illiterates, draft dodgers, and uneducated semi-illiterates, they are bound to look at the rest of us as imbeciles. Japan, China, Hong Kong, Malaysia, Singapore, Bangladesh and the United States have some of the best educated persons in the world. Every serious country promotes its best people. In Nigeria we promote the worst of the pack in a country where there are more than enough people with credible qualifications. We don’t’ recognize such people. Instead we send to the international community, people who could not pass School certificate, the equivalent of the IGSCE in the United Kingdom, school drop-outs who have no clue about important governance issues – these are the ones we send out to go engage better educated and more enlightened persons. In the end, the Buhari government prefers to take its time to respond to this issue that has become a major issue of his time as President. It may be said that President Buhari is a bad judge of character – he should never have associated with or recruited all these characters giving him problems in the first place, but how about the institutions whose job it is to screen political appointees and every other person in the public sphere? Senator Abiola Ajimobi has been Governor of Oyo State for two terms but I understand someone is also saying he too, does not have an NYSC certificate. If he has an NYSC certificate, he should display it rightaway and put his accusers to shame. I really don’t understand what is going on. What is the meaning of this certificate problem in a country where there are people who can put every needed certificate on the table and yet they are the ones who are unemployed and the one who have issues are the ones running government? The relevant security agencies continue to disappoint the country and a lot of political crises are generated in part because the security agencies are politically compromised. Nobody can aspire to public office in Nigeria except they have been screened by the security agencies. What happened to that process under President Buhari’s watch? For, the forgery of school certificates is a form of corruption. I am saying that certificate scandal is the worst form of corruption. Right now, our political representatives are no longer respected abroad Who wants to talk to a diplomat whose basic education is uncertain? Who wants to take a country seriously where a state Governor says “We works” instead of “We worked”. And you have a President who is very comfortable with all of these? President Buhari needs to clean up his cabinet, do a complete audit. He should appeal to all the men who have certificate problems in his cabinet to do him a favour and ship out voluntarily. I won’t be surprised if the same investigative journalists who ousted the cases mentioned have even more scandalous examples in their file and may release bigger blows in the day ahead. Who are these people? Common certificate they don’t even have and they want to rule Nigeria! The diplomats serving in Nigeria must be laughing at us in the dispatches they send home. The President has a responsibility to act on all of these cases, to determine the credibility of these allegations and to prove that his government is sincere about the anti-corruption campaign across all genres.

Nigeria Airways retirees and matters arising

n Monday September 24, 2018 the Supervising Minister of Finance, Mrs Zainab Ahmed, announced that President Muhammadu Buhari has directed the immediate release of N22.68 billion for the payment of outstanding retirement benefits due to the ex-workers of the defunct Nigeria Airways. It is painful that the approval came 15 years after the Nigeria Airways was liquidated, and many of the supposed beneficiaries are either dead or heavily indebted because of non payment of their retirement benefits. But it is better late than never. Retirement, which ordinarily should be embraced with joy, in Nigeria, it has become a source of sorrow, frustration, panic and agony. Satirically, the public servants, having put in all their best into active service would naturally be expected to be rewarded. While other pensioners in the country are confronted with the challenges of non-payment of their pensions, omission of names from payrolls, underpayment, delayed payment and nonpayment of arrears and gratuities; the retirees of the liquidated Nigeria Airways are embedded with debts and worries. As a result of the delays in settlement of these benefits, many ex-workers have been thrown out of their houses, their children have been unable to attend schools and others have lost their businesses, fallen ill or indeed, passed on. This unfortunate situation cannot be allowed to continue under a responsible administration. The liquidated national career which was founded in 1958 after the dissolution of West African Airways Corporation (WAAC), flew with the name WAAC Nigeria until 1971 when it was re-branded to Nigeria Airways and eventually became liquidated in 2003. The initial submission regarding the retirement benefits in liquidation was N78billion, and the Federal Government said that the amount was verified by Presidential Initiative on Continuous Audit (PICA) and other relevant stakeholders in line with the condition of service of Nigeria Airways Limited in liquidation and other extant rules and regulations. At the end of which the sum of N45 billion was agreed as the total retirement benefits of the affected staff. Incidentally, the N22.68 billion represents a 50 percent of N45.3 billion total entitlements of the ex-workers. While many people have commended President Muhammadu Buhari-led government for taken the bold step at ensuring that the pains and agonies of these ex-workers are cushioned, some described it as a political propaganda towards the 2019 general elections. But the objective of the release is inconsequential, provided the affected persons get their pay as directed by Mr President. The issue of non-payment of retirement benefits and pensions to retirees is gradually

becoming a norm in the country especially in the public service which is why whenever any civil servant is approaching retirement , he is enthralled with fears of the dark future created by the government. We are of the opinion that this ugly trend must be corrected and avoided by both federal and state governments. The Federal Government is faced with a host of thorny retirement issues. But to ensure that these Presidential directives are duly implemented in line with extant financial rules, the committee constituted by the finance minister and headed by the Secretary of Presidential Initiative on Continuous Audit (PICA) with representatives of the office of the Head of Service of the Federation, the Federal Ministry of Aviation, the Federal Ministry of Finance, the Bureau of Public Enterprises, the Office of the Accountant General of the Federation, Pension Transitional Arrangement Directorate (PTAD), the Union of ex-workers of the airways and Budget Office of the Federation must rise above board to handle this national assignment with utmost urgency, transparency and integrity. We therefore, call on the federal government especially the minister of finance to put pressure on the verification committee to fast-track every action that needed to be taken ensure that the funds are disbursed to the ex-workers without further delay.

Uwazuruike also founder of Biafran Independent Movement (BIM) claimed that Bianca should have been given automatic ticket considering her position as wife of the founder of the party. He alleged that the APGA National Chairman Mr. Victor Oye, erred in his decision for the wife of the founder of APGA to pass through primary election before emerging as the party’s flag bearer. “Governor Willy Obiano and Mr Victor Umeh all got automatic tickets to contest on the platform because of their various positions in the party. “It is ridiculous that wife of the founder of the party would not be given automatic ticket. “And I tell you if she is denied of the

party’s ticket, it will be the end of APGA in the country,” he said. Uwazuruike further urged national leadership of the party to ensure level playing ground for all aspirants of the party in Imo adding that the party must avoid imposition of candidates. Expressing worry that the party leadership was giving more preference to aspirants who joined the party newly while neglecting pioneer members who were aspiring for the same position, he said, “I am worried that the party is neglecting its pioneer members and was giving more attention to those who joined it recently. “This may be the end of the party in Imo state’’. Ojukwu and Ifeanyi Ubah, the chief executive of Capital Oil, are seeking to represent Anambra South senatorial zone in the senate.

A female governorship aspirant in Imo state, Irene Ottih has rejected the results of the Peoples Democratic Party, (PDP), governorship primaries in Imo state over her exclusion from the contest and called the cancellation of the primary. Ottih declared that she duly purchased and submitted her nomination and expression of interest forms but was not screened by the screening committee led by Mike Onolememen. While addressing the press at the PDP national secretariat in Abuja, she said that she was at the PDP secretariat from Thursday last week but the screening committee dilly dallied in her screening giving one excuse or the other. She expressed her disappointment that the PDP that is said to have rebranded itself is still doing those things that made her lose the 2015 general election. Ms Ottih insisted that since she met all the requirements set out in the party guidelines, she will not accept her exclusion from the primaries and called on the national leadership of the party to annul the outcome of the primaries in Imo State.

3 APC delegates die in Nasarawa Augustine Kuza, Lafia Tragedy occurred in Keana Local government area of Nasarawa state, as three delegates who were said to have been attending a political meeting lost their lives in a ghastly motor accident. According to reports, the accident which occurred in Deddare, Obi local government area of the state was as a result of the remover of the back tyre of a moving vehicle that maneuver it in to the bush. Abraham O. Ishaleku, who is the APC Chairman, said 3 people out bof the ten that were in the vehicle died while six others sustained various degrees of injuries. “In fact, we have lost great personalities in this accident. This happed after the governorship primary election and we were to meet with Governor Tanko Al-makura in Obi LGA, in preparation for his senatorial ambition”. “On our way coming, one of the utility vehicle conveying delegates from Madaki, and Gadima wards in Giza town lost their lives. My deputy and two women leaders died instantly”. He added that among the casualties, three persons who cases were severed were transfered to National hospital Abuja. Ishaleku, further thanked the state Governor for prompt intervention and support to the affected persons.

Trafficking: IOM pledges support to NAPTIP Andrew Orolua, Abuja The International Organisation for Migration (IOM) has renewed its commitment to the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) in the fight against human trafficking in Nigeria. This was made known by the newly appointed IOM Chief-of-Mission, Frantz Celestin, during his visit to the NAPTIP Headquarters in Abuja on Tuesday. A statement by Nneka Aniagoh of Press and Public Relations Unit said Mr. Celestin, who came in the company of Saskia Kok and Elizabeth Poage, both from IOM, informed the Director-General of NAPTIP, Dame Julie Okah- Donli, that the visit was part of his familiarization meetings with relevant partners and stakeholders tasked with curbing irregular migration and human trafficking in Nigeria. The IOM Chief-of-mission, who said that IOM has facilitated the return of 9,888 Nigerian voluntary returnees from

different parts of the world. Recently, Libya, also promised increased collaboration with NAPTIP, especially as it regards assistance to the returnees who are victims of human trafficking. In what he tagged “a new beginning in the renewed partnership between NAPTIP and IOM”, Mr. Celestin promised to support “NAPTIP’s priorities in their programmes”, and pledged to consult the Agency from the beginning of every project that involves combating human trafficking and irregular migration in Nigeria. In her remarks, the Director-General of NAPTIP, Dame Julie Okah-Donli, congratulated him on his new position, and commended the IOM for the great job they are doing by ensuring the safe return of stranded Nigerians in Libya who have indicated willingness to come back to Nigeria. She further expressed her appreciation to IOM for their assistance to the Agency over the years, which include donating and equipping the first shelter operated by NAPTIP, assistance in setting up and takeoff of the NAPTIP Lagos Zonal Command,

and several capacity building trainings for Officers of the Agency. She encouraged them to also beam their light on Mali and other West African Countries where Nigerians are stranded in their numbers, a lot of them victims of human trafficking and irregular migration. The NAPTIP boss further enjoined IOM to come to the rescue of Nigerians trapped in exploitative labour conditions in Saudi Arabia, Oman, United Arab Emirates, and other Middle East Countries. According to the Director-General, “thousands of Nigerian girls and young women who went to Saudi Arabia and Oman under the guise of domestic workers are living in slave-like conditions, and they cry out daily for help”. She added that NAPTIP should be fully involved in the rehabilitation and reintegration of the returnees who are victims of human trafficking. This, according to her, is to ensure proper and effective implementation of the reintegration and rehabilitation programme, and adequate monitoring and evaluation.

Thousands of thugs allegedly hired by two strong contenders senator Peter Nwaoboshi and Prince Ned Nwoko both PDP Senatorial Aspirants in Delta North senatorial district on Tuesday at the venue of the primaries shot sporadically to scare delegates. Meanwhile, returning Officer Tunde Shedrack has announced that Senator Peter Nwaoboshi pulled a total of 506 votes, Ned Nwoko 453 and Paul Osaji 216 votes respectively. Supporters of Ned Nwoko have taken to the street with war songs in protest of the election results.

2019: Onicha- Igboeze clan threatens to withdraw support for PDP in Ebonyi Charles Onyekwere, Abakaliki Ahead of National Assembly primaries of the Peoples Democratic Party (PDP), the people of Onicha Igboeze clan in Ebonyi state have threatened to support any political party other than the PDP or people that are willing to protect their interest in the 2019 general election. Speaking under the aegis of Onicha Igboeze Town Union, the body alleged that they were aware of the plot to scheme out their son, Hon. Linus Abaa Okorie, by internal forces bent on thwarting his return ticket despite the alleged position of the National Working Committee of the party who prescribed currently serving National Assembly members be returned to boost the party’s cohesive thrust towards clinching the presidency in 2019. The clan therefore warned the ruling PDP in the state against unnecessary politics and manipulation with Ohaozara/Onicha/Ivo (OHAONIVO) federal constituency ticket of the party. “Ebonyi state chapter of the PDP is religiously implementing this strategic policy directive in virtually all other federal constituencies in the state except in OHAONIVO, a seat occupied by our own son, Rt. Ihedioha, ex-Deputy Speaker wins Imo PDP gov ticket Val Okara, Owerri Former Deputy Speaker of the House of Representatives and 2015 governorship candidates of the Peoples Democratic Party (PDP) in Imo State, Chief Emeka Ihedioha Tuesday emerged as the party standard bearer for the state. In a related development, two candidates emerged as the All Progressives Congress (APC) in a parallel primaries held in different locations in the state.

The two supposedly APC candidates includes Senator Hope Uzodinma who is currently representing Imo West district in the Senate and son in-law to Governor Rochas Okorocha and former Chief of Staff Government House, Owerri, Chief Uche Nwosu. Ihedioha won the contest with a total of 1,723 votes to defeat Samuel Anyanwu, the senator representing Imo East senatorial zone, who had 1,282 votes. Announcing the results, the returning officer, Emma Nwala, expressed gratitude to all stakeholders who contributed in various ways to

the success of the electoral process. “I am most grateful to all security personnel for their painstaking commitment to the security of lives and materials all through the night and on till this morning. “With the power vested on me as returning officer, I hereby declare Emeka Ihedioha the winner and flag bearer of the PDP in Imo for the 2019 governorship election”, he said. Meanwhile, Ihedioha has called on the people of Owerri State to come together and work with him as a team in-order to actualize the dream of party.

Primaries: Buhari postpones FEC meeting Mathew Dadiya, Abuja The Presidency says the Federal Executive Council (FEC) meeting will not hold on Wednesday. Mr Femi Adesina, the Special Adviser to the President on Media and Publicity, made this known in a statement in Abuja on Tuesday. According to him, the postponement is informed by the on-going political activities across the country, particularly the party primaries. Nigeria commends Switzerland on stolen funds repatriation Nigeria has commended Switzerland over its continuous support on stolen assets repatriation and other anti-graft interventions. Alledged contempt: Lai Mohammed Short News knows fate November 16 Sen Foster loses second term Peter Fowoyo, Lagos A Federal High Court, Ikoyi, Lagos has fixed November 16, 2018 to rule on a motion brought by a former Minister of State for Finance, Mrs. Esther Nenadi Usman, on whether the Information Minister, Alhaji Lai Mohammed, should be committed to prison or not for alleged contempt. Presiding judge, Justice Mohammed Aikawa fixed the date on Tuesday for ruling after the anti graft agency, through their lawyer asked the court to dismiss the motion. Nenadi through her lawyer, Chief Ferdinand Orbih (SAN), had argued that the inclusion of her name on the looters’ list released by the information minister during the pendency of an alleged fraud case against her is contemptuous. But, EFCC’s lawyer, Rotimi Oyedepo, urged the court to decline Nenadi’s

request for the information minister to be summoned to explain why he should not be committed to prison over his action. Oyedepo insisted that the applicant (Nenadi) was never referred to as a looter by the information minister saying what was published by some newspapers only bordered on allegations and cannot be said to be prejudicial to the applicant’s case in court. He further argued that there was no advertorial from the Ministry of Information to substantiate the claims against the information minister. He said: “The minister of information is not a party to the criminal proceedings against the applicant. There is no evidence to show that the alleged contemnor works with the various media houses that published the alleged offensive publication. Christians, MACBAN want FG to improve security in Plateau Mathew Dadiya, Abuja Christians and the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), among other stakeholders in Plateau state, have called on the Federal Government to improve on the security situation in the state in order to facilitate quick return of Internally Displaced Persons (IDPs) to their villages. Speaking at a town hall meeting organised by the Interfaith Dialogue Forum for Peace (IDFP) in Jos, the state capital, both groups called on the government to provide security and provide necessary assistance to enable the victims of attacks living in various IDP camps to return to their villages. Audu Markus, a cleric and member of the Christian Association of Nigeria (CAN) called on government to ensure security of lives and property, adding that where justice is absent, peace will become a mirage. Elder Daniel Gashish said they are still at a loss why the Fulani who had lived with them peacefully for several years would embark on killing them without a cause, adding, “We lived peacefully with the Fulani and suddenly we woke up on

Manufacturing Index slows to 56.2 points in September Motolani Oseni Purchasing Mangers’ Index (PMI) stood at 56.2 index points in September from 57.1index points reported in August 2018, the Central Bank of Nigeria (CBN) has disclosed. The CBN in its PMI survey on Tuesday said there was expansion in the manufacturing sector for the 18 consecutive months. According to CBN report, the PMI however grew at a slower rate when compared to the index in the previous month. The report noted that, “Of the 14 subsectors surveyed, 10 reported growth in the review month in the following order: Electrical equipment; Printing & related support activities; Transportation equipment; Nonmetallic mineral products; Chemical & pharmaceutical products; Fabricated metal products; Furniture & related products; Textile, apparel, leather & footwear; Food, beverage & tobacco products; and Plastics & rubber products. “The Petroleum & coal products; Cement;

Paper products; and Primary metal subsectors declined in the review month.” The report stated that at 58.4 points, the production level index for the manufacturing sector grew for the 19th consecutive month in September 2018. The report disclosed that, “The index indicated a slower growth in the current month, when compared to its level in the preceding month. 10 of the 14 manufacturing subsectors recorded increase in production level, one remained unchanged while three declined. “At 55.3 points, the new orders index grew for the eighteenth consecutive month, indicating increase in new orders in September 2018. Nine subsectors reported growth, two remained unchanged, while three contracted in the review month. “The manufacturing supplier delivery time index stood at 56.1 points

in September 2018, indicating faster supplier delivery time for the sixteenth consecutive month. 11 subsectors recorded improved suppliers’ delivery time, two remained unchanged while one reported worsening delivery times “The employment level index in September 2018 stood at 54.9 points, indicating growth in employment level for the 17th consecutive month. Of the 14 subsectors, 12 reported increased employment level, one remained unchanged while one reported reduced employment level in the review month. “The Manufacturing sector inventories index grew for the eighteenth consecutive month in September 2018. “At 55.9 points, the index grew at a slower rate when compared to its level in the previous month. 10 of the 14 subsectors recorded growth, while four recorded decline in raw material inventories

Analysts at Cordros Capital in a report said, “The report shows manufacturing and non-manufacturing indices at 56.2 and 56.5 point respectively, suggesting sustained healthy business conditions. “Though still well ahead of the 50.0 expansion mark, both indices expanded at a slow pace for the period when compared to last month’s reading of 57.1 and 58.0 respectively. “Nonetheless, the Q3-2018 PMI averages of 56.7 and 57.4 (Q2-2018: 56.8 and 57.4 index point), largely underscore our positive growth expectation for both manufacturing and service Gross Domestic Product (GDP) over the third quarter. “To our mind, even as headline inflation resumed uptick in August (+ nine basis points to 11.23 per cent), we believe foreign exchange stability and liquidity continues to support activities across manufacturing and non-manufacturing space.”

FG approves 90-day special window for MSMES registration Reduces business registration fee to N5,000

In its bid to further ease the process of registering Micro, Small and Medium Enterprises (MSMEs) in the country, Vice President Yemi Osinbajo Tuesday, announced the Federal Government’s approval of a 90-day special window to register businesses at a reduced rate of N5000 only. The Vice President who made the disclosure on Tuesday at the launch of the 19th edition of the National MSMEs Clinics in Enugu, Enugu State, said the special window of 90 days starts from October 1st to Dec 31st 2018. According to Prof. Osinbajo, “It was observed during some of the earlier editions of the MSME Clinics that a lot of MSMEs were finding it difficult to register their businesses as a result of cost. “The practice since we began the MSME

clinics is that most agencies offer price reductions especially for registration, and all other pre-investment approvals, during the Clinics. “So, I am pleased to announce that the Federal Government, through the Corporate Affairs Commission, has approved a special window of 90 days from yesterday October 1st to Dec 31st 2018, to register businesses at a considerably reduced rate of N5000 only, down from as much as N10,000 previously. This will afford more MSMEs an opportunity to formalize their businesses.” Speaking on other initiatives by the Federal Government designed to consolidate the gains of the MSMEs Clinics, Prof. Osinbajo said, “we will be establishing shared facilities for MSMEs

based on a partnership between the Federal Government, interested States, Bank of Industry, NEXIM Bank, FIRS, NAFDAC, SON and interested private sector partners, as part of our efforts at deepening the impact of the Clinics.” “The purpose of these shared facilities is to have a fully-equipped place with machinery and equipment required for various trades and businesses. MSMEs can then do their businesses at those locations at a reasonable cost. “This way, MSMEs are spared the financial burden of having to buy their own equipment in order to be able to do business. Where possible, these shared facilities would have been pre-certified by relevant agencies, removing the need for MSMEs to pursue these certifications by themselves,” the Vice President added.

He also announced the Federal Government’s willingness to partner with State governments in establishing more One-Stop Shops, to further enhance business registration and facilitate seamless interaction between owners of small businesses and the relevant regulatory agencies. According to him, “we are also aware that some States have gone on to set up ‘One-Stop Shops’ after the Clinics. These One-Stop Shops bring all the relevant agencies together in one place so as to enable the MSMEs access their services on an on-going basis. “The Federal Government is also willing to partner with your State Government to immediately set up one such place for the good use of MSMEs in Enugu State.”

The Nigerian National Petroleum Corporation (NNPC) has teed-off a major national healthcare intervention project designed to halt medical tourism to foreign destinations through the provision of state-ofthe-art hospitals and diagnostic centres across the country. Details of the medical venture plans published in the Q3 2018 Edition of the NNPC Magazine indicated that the corporation has set a five-year gestation period for the project to achieve substantial impact in Nigeria’s healthcare delivery system. The NNPC quarterly publication reported that the healthcare project is in three parts. The first is Occupational Health designed to specifically service NNPC staff, their dependents and retirees. All current NNPC clinics fall under this scheme and are presently being upgraded to reflect the new realities. The second scheme involves some key NNPC hospitals like the erstwhile Abuja International Diagnostic Centre (AIDC) and the Benoni Hospital in Benin City which are being equipped to service both NNPC staff and outsiders because of their projected excess capacity. The third leg of the medical project which has been designated as ‘new business’ involves locations where state-of-the-art hospitals and diagnostic centres will be constructed on NNPC unutilized lands in Kaduna, Mosimi and Port Harcourt for commercial purposes. NNPC Group Managing Director, Dr. Maikanti Baru, said he was delighted by the development being spearheaded by the NNPC Medicals, saying the project would impact on the bottom line of the corporation in the long run. Dr. Baru affirmed that apart from the financial benefits the project promises, it also underlined the progress being made in the transformation efforts to reposition NNPC as a fully integrated company of the future. The NNPC Magazine’s report further informed that the icing on the cake is the erstwhile Abuja International Diagnostic Centre which is being reconfigured to assume the status of a national flagship medical mall. Upon completion, the centre will warehouse top class health care providers in cardiovascular, oncology, renal dialysis, radiology and lab services. The dream, it was gathered, is essentially to make AIDC a hub for other clinics through telemedicine. This process allows the remote delivery of healthcare services, such as health assessments or consultations with the support of telecommunications and information technology infrastructure. It will enable the healthcare providers to evaluate, diagnose and treat patients without the need for an inperson visit. Dr. Babatunde Adeniran, Chief Operating Officer, NNPC Ventures, said the newfound medical vision was modeled as well as inspired in part by successes recorded in other jurisdictions like Saudi Arabia, where the state oil company, Saudi Aramco, partners John Hopkins to provide best medical care for its staff and residents of other Middle East countries. “NNPC has 52 clinics/hospitals, the largest network of healthcare facilities in Nigeria which is enough capacity for us to build on, upgrade the facilities and achieve our commercialization dream. Mobile Internet download speed: Nigeria drops to 108th in August ratings - Report Ladesope Ladelokun Amidst 129 countries, Nigeria has dropped to the 108th position in mobile Internet download speed in August 2018. This report was revealed by the index that compares Internet speed data from around the world on a monthly basis, Ookla’s Speedtest Global Index. According to the data disclosed, the country has also maintained the 108th position in the broadband download speed category for the third consecutive month since June 2018. As against its 107th rank in Mobile internet speed in the month of July 2018 and 99th position in January this same year, the country position has

once again taken a downward slope. The report stated that Nigeria’s average mobile Internet download speed ranking had been fluctuating between 107th and 108th position in the past six months. The speed peaked at 11.17mbps in January this year, the highest speed recorded by the country in the past one year. In addition the report shows that in August, the country recorded 10.02 megabits per second mobile Internet download speed that is far below the global average of 22.99mbps. The mobile Internet upload speed was 4.17mbps for the month of August, the data stated. The index stated that the global average for fixed broadband download speed for the country was

10.18mbps, the highest the country recorded in the past one year. However, this speed is far below the global average of 44.83mbps. In the fixed broadband category, Nigeria attained an average upload speed of 8.20mbps in the months under review. As per the August Speedtest Global Index, Norway clinched the number one spot in the mobile broadband category globally with an average download speed of 63.13mbps, after suffering a decline in July. Norway had been identified as a country with the highest download speed by Ookla consistently for over a year before Qatar took the position in July with 62.61mbps. Singapore ranked highest for fixed broadband with 189.38mbps average

The Nigerian Communications Commission latest data also indicated that the number of active subscribers to mobile Internet services in the country increased to 105 million as of August this year. This is an indication that the country gained 956,546 new Internet users between July and January 2018, in the Global System for Mobile communication category. Fixed wireless network providers also gained 2,201 new users, reaching 12,602 users in August from 10,401 subscribers in July, the NCC statistics stated. PDP will revive Nigeria’s economy, if re-elected – Akinlude A chieftain of the Peoples Democratic Party (PDP) and a former two term chairman of Mushin Local Government Area in Lagos State, Chief Willy Akinlude, has urged Nigerians not to lose hope in spite of the current harsh economic realities in the country, insisting that a PDP government will put smiles back on their faces once again. The former Lagos PDP Public Relations Officer (P.R.O) gave the hint while speaking with journalists in Ondo State during the Independence Day celebrations. He believes that all hope is not lost as the PDP is set to put smiles on the faces of Nigerians come next year. There is insecurity and the economy is at its lowest ebb. We need another government that can come in and even ameliorate the sufferings of the people. US NATO envoy warns Russia to halt new missile development The US envoy to NATO on Tuesday said that Russia must halt development of new missiles that could carry nuclear warheads and warned that the United States could “take out” the system if it becomes operational. NATO fears the 9M729 system contravenes the 1987 Intermediaterange Nuclear Forces Treaty, or INF. The Cold War-era pact bans an entire class of weapons — all land-based cruise missiles with a range between 500-5,500 kilometers (310-3,410 miles), and the alliance says that the Russian system fits into that category. “It is time now for Russia to come to the table and stop the violations,” US Ambassador Kay Bailey Hutchison told reporters in Brussels, on the eve of a meeting between US Defense Secretary Jim Mattis and his NATO counterparts. China Open: Don’t call me cool – Naomi Osaka

Naomi Osaka is the reigning US Open champion, the first Japanese to win a Grand Slam singles title and a fast-rising star of tennis — but do not call her cool. Osaka bolstered her growing fame as she thrashed unseeded American Danielle Collins 6-1, 6-0 in 53 minutes to saunter into round three of the China Open on Tuesday. Told afterwards that she had been branded “Queen of Cool” by an Australian tennis magazine, the 20-year-old looked startled. “I don’t like the word ‘cool’ because then I feel like when someone meets me, they’ll be disappointed or something,” Osaka told reporters in Beijing. “So they can use ‘expressionless’ or something,” she added with a smile, playing with the impression formed by some observers. “I think actually I’m very emotional.” Osaka, whose maiden Grand Slam was overshadowed by Serena Williams’s row with the chair umpire in their New York

Youth Olympics: FG warns Team Nigeria against doping The Federal Government and Nigeria Olympic Committee (NOC) have advised members of Team Nigeria travelling for the Youth Olympics in Buenos Aries, Argentina to stay away from doping offences. Speaking Tuesday at official Handover of the 17 athletes who will represent Nigeria at the Youth Olympic Games at the Media Centre of Abuja National Stadium, Permanent Secretary of the Federal Ministry of Youth and Sports, Olushade Olusola, admonished the athletes to shun acts capable of ruining their future.

CAF’s Ahmad makes surprise visit to Cameroon

Confederation of African Football chief Ahmad Ahmad made a surprise visit on Tuesday to Cameroon, the troubled host of the 2019 Africa Cup of Nations, official sources said. The Madagascan will visit President Paul Biya, whose government is working to convince CAF it will be ready to host the continental festival of football despite doubts over the readiness and capacity of its stadiums. Ahmad’s visit is expected to delay a planned election campaign visit by Biya to the town of Buea, which has been on the frontline of separatist violence by Englishspeaking fighters. Officials had earlier suggested that he could travel to the southwestern town as soon as Tuesday, but a presidency source said the trip was “unconfirmed”. There are daily clashes between separatists and the army in the anglophone northwest and southwest regions, and security has been a major campaign issue ahead of Sunday’s presidential polls.

Members of the nascent insurgency have threatened to disrupt the elections. Towns in the anglophone regions were subject to a curfew ahead of the first anniversary of the separatists’ symbolic declaration of independence on Monday.
