The NBCS Rules, which took effect immediately, said any licenced bank that is not a member of the NBCS may enter into an agency agreement with any member – bank for the purpose of accepting cheques and other instruments drawn on it and for collecting cheques drawn on other banks. “A member bank may be penalised by suspension from participating in clearing for such periods as shall be determined by the CBN for non-attendance of two consecutive meetings of the Committee, without
a satisfactory reason communicated in writing within five working days before or after any scheduled meeting. “Eligible financial instruments for clearing purposes are paper-based payment instruments, such as cheques, managers’ cheques, drafts, dividend/ interest warrants, debit/ credit notes, bankers’ payments. “Paper-based payment instruments deposited by the customer at any member bank shall be deemed paid by 10pm of the next working day (T+1) except where it is returned by the paying bank, a special caution or
an extension of value date request has been received from the paying bank. “A settlement bank shall maintain strict confidentiality in respect of any confidential information made available to it pursuant to their settlement agency agreement and may not disclose same except with the express permission of the non-settlement bank or as may be lawfully required. “Settlement bank shall not use any information provided by non-settlement bank for any purpose other than as permitted or required under the agency agreement”, it stated.

FoI: SERAP gives NYSC 7 days to provide documents on Adeosun’s certificate Doosuur Iwambe, Abuja The Socio-Economic Rights and Accountability Project (SERAP) has sent a Freedom of Information (FoI) request to Brigadier-General Sule Kazaure, Director-General of the National Youth Service Corps (NYSC), asking him to use his good offices and leadership position to provide information on specific details and documents on the Exemption Certificate granted to the Minister of Finance, Mrs. Kemi Adeosun. SERAP is also asking Kazaure “to provide information and documents on whether Mrs Adeosun applied for NYSC Exemption Certificate, and if she did, to clarify whether the NYSC actually granted her the Exemption Certificate, the circumstances and the provisions of the NYSC Act under which the Exemption Certificate was granted.” According to the organization, there is the need for the information to determine if the crime of forgery has been committed, and if so, to consider possible action in the circumstances, including but not limited to asking the Attorney General of the Federation (AGF) and Minister of Justice, Mr Abubakar Malami (SAN) to pursue prosecution or in the absence of that, for us to consider the option of a private prosecution.” In the FOI request dated 2 August 2018 and signed by SERAP deputy director Timothy Adewale, the organization said, “By providing information and documents on the Exemption Certificate, the NYSC would help put an end to any insinuation of complicity and show that the institution can embrace transparency and accountability in the discharge of its statutory mandates. This would in turn contribute to improved integrity and public image of the NYSC.” SERAP said, , “Mrs Adeosun remains innocent until the allegations against her are properly tested and proven beyond a reasonable doubt in a court of competent jurisdiction based on relevant admissible evidence. But the continuing silence by the NYSC management on the matter may create an impression that an offence may have been committed, and lead to accusation that the management has something to hide.” The SERAP’s letter reads in part: “We urge you and the entire NYSC management and leadership to open-up on the matter and provide information and documents as requested. This will be one step in the right direction. If the information is not provided to us within 7 days of the receipt and/or publication of this letter, the Registered Trustees of SERAP shall take all
appropriate legal actions under the Freedom of Information Act to compel you to comply with our request. “SERAP is concerned about the perceived lack of transparency and accountability of the NYSC management and leadership in this matter, which has seriously undermined public trust and confidence in the NYSC as a public institution established to serve the public interests. “SERAP notes that following allegations of NYSC Exemption Certificate forgery against Mrs Adeosun, the NYSC management issued a statement confirming that she did apply for an Exemption Certificate and promising to ‘investigate the origin of the purported Exemption Certificate in question. “However, we are concerned that the statement lacks specificity as to whether Mrs Adeosun was issued the Exemption Certificate. Further, although the statement was issued on 9 July 2018, the NYSC management has so far failed and/or neglected to publish the outcome of the investigation it promised. Nigerians are also entitled to the right to truth derived from the obligations of the government and its institutions to carry out an investigation into allegations of issues like forgery that have been levelled against Mrs Adeosun.” “By Section 1 (1) of the Freedom of Information (FOI) Act 2011, SERAP is entitled as of right to request for or gain access to information, including information on the circumstances and the provisions of the NYSC Act under which any NYSC Exemption Certificate was granted to Mrs Adeosun.” “By Section 4 (a) of the FOI Act when a person makes a request for information from a public official, institution or agency, the public official, institution or urgency to whom the application is directed is under a binding legal obligation to provide the applicant with the information requested for, except as otherwise provided by the Act, within 7 days after the application is received.” “By Sections 2(3)(d)(V) & (4) of the FOI Act, there is a binding legal duty to ensure that documents containing information relating to the granting of any NYSC Exemption Certificate are widely disseminated and made readily available to members of the public through various means. The information being requested does not come within the purview of the types of information exempted from disclosure by the provisions of the FOI Act. At PDP NEC meeting: Saraki, Tambuwal, others vow to rescue Nigeria from APC Tunde Opalana and Tom Okpe, Abuja and Kehinde Akinpelu, Ilorin The presence of Senate President, Dr. Bukola Saraki, Governors Aminu Tambuwal and Samuel Ortom of Sokoto and Benue states respectively and former Nigerian envoy to South Arica, Ahmed Ibeto among other recent defectors lightened up the 81st National Executive Committee (NEC) meeting of the Peoples Democratic Party (PDP) in Abuja on Thursday afternoon. They were joined by members of the party’s Board of Trustees, National Working Committee, serving and former governors, serving and former legislators, presidential aspirants and other NEC members to unanimously agree to wrestle power from the ruling All Progressives Congress (APC) in next year’s election. The party’s national chairman, Prince Uche Secondus, while welcoming the defectors, saluted the courage of Saraki for leaving the comfort of his office as the third highest political office holder in the land to stand by the Nigerian masses, stressing that the Senate president took a bold step in defence of democracy. Secondus said: “Saraki is cardinal to the new freedom in Nigeria”, promising him that “your sacrifice would never be in vain. Not for our party but for the 200 million Nigerians languishing in abject poverty”.
According to Secondus, Nigeria is in crisis, and that the people are not happy.”It is time for men of courage to join hands to rescue Nigeria. “The bold steps you took to return to the party where you truly belong is a sacrifice not for yourself but for Nigeria and history will be fair to you” “Today is the beginning of the great journey to freedom, the great journey to free our people and rescue this country from the damage done to it by the APC in the last three years.” He said that the country is sliding dangerously under the watch of APC-led Federal Government and rather than confront the challenges, the ruling party continue to feign ignorance of the situation as he predicted that the APC will remain in aloof until PDP takes over Aso Villa. Secondus expressed regret that agencies of government established to protect the people have been deployed to assault institutions of democracy by the Federal Government, mentioning incidences involving security agencies in Ekiti, Benue states and the homes of the Senate President and his deputy. The PDP chairman disclosed that a key member of Buhari’s cabal has indicated his readiness to dump APC presidency for the PDP, adding that “two or three more governors of the APC will join us in a matter of weeks while many more senators and House of Representatives members are also on their way to join us here”. Anxiety as police withdraw security details to Madumere Val Okara, Owerri The Commissioner of Police, Imo State Command, Mr Dasuki Galandanch, has withdrawn security details of the Deputy Governor of the State, Prince Eze Madumere, thereby exposing him to unwarranted attacks. In a statement made available on Thursday by the Chief Press Secretary to the Deputy Governor, Mr. Uche Onwuchekwa, the spokesman condemned the action of the Commissioner of Police for yielding to an instrument of oppression at the instance of Governor Chief Rochas Okorochaa. The statement reads in part, “The Commissioner of Police, Imo State Command, in the wake of the failed swearing-in of the Governor Okorocha’s new Deputy Governor designate due the refusal of the Chief Judge and other qualified Judicial Officers in obedience to court order, had withdrawn all police officers attached to the Deputy Governor. “We view such action as not only deliberate but playing-out a script

It is a conference of members of the two chambers and if the members have confidence of the Senate President, they are free to retain him and so be it with Speaker Yakubu Dogara. “Nobody should be afraid and we must respect due process and rule of law if we are in a democracy. Nigeria is not a banana republic and we will not take any illegal act from anybody. If you try it, we will march out our own forces in the country and jam you. He said, “The PDP and their new members are wasting their time because Nigerians are more enlightened today than yesterday as no one will willingly vote for the PDP, having squandered the nation’s economy during its 16 years of reign. The newly appointed Acting Publicity Secretary also said that all the defectors have betrayed the party that gave them credence in their political pursuits. But the National Punlicity Secretary of the party, Kola Ologbondiyan, told journalists that other issues discussed include sales of nomination forms and the adoption of the Not Too Young to Run principle to give leverage to aspiring youths in the party in conformity with the newly signed law in the electoral reformation process. In a related development, Kwara State Governor Abdulfatah Ahmed has again given reasons why he and other former members of the APC in the state defected to the PDP Addressing youths, under the auspices of Kwara Agenda, who staged a solidarity rally round major roads in the state, Governor Ahmed said the APC government at the centre has not met the wishes and aspirations of the people of the state and also engaged in political persecution and victimisation of the party leadership in the state. Governor Ahmed enumerated some of the reasons as outright marginalisation in the scheme of things right from the inception of the APC federally controlled government since 2015 uptill date. He said, “Most of the political appointments at the federal level were done without any input or consideration from the state party stakeholders and in flagrant neglect of established principles of federal character”. Governor Ahmed, who noted that some party leaders who nursed private but personal agenda other than the party manifesto, using the instrumentalities of government, worked against all efforts and entreaties to amicably resolve the impasse. “The problem became compounded with ceaseless litigations and harassment of himself and the Senate President with insinuation of complicity in the condemnable Offa Robbery”, Gov. Meanwhile, Niger State Governor Sani Abubakar Bello has said that he traveled to Sokoto to talk with his colleague, Sokoto State Governor Aminu Tambuwal, against defection. Governor Bello stated this in Abuja on Thursday through his political associate and adviser on Strategy, Chief Ray Murphy, saying that the governor also dissociated himself from any defection story linked with him. Some social media publications had linked the Niger State governor as one of the governors that would defect from APC to the opposition PDP. Murphy also said that there was no iota of truth in the story as the governor is pleased with APC, adding that “Governor Bello is happy with the APC and his people are also happy with the APC and with President Muhammadu Buhari’s administration”. Quoting the governor, Murphy said: “Those who are decamping are making mistake because where they are going would not be better than APC”. According to Murphy, “the Governor as a member of the APC and his people are satisfied and he is concerned with the progress of the APC in Niger State. He has received cooperation from the people of the state, the party at the national level, Mr. President and has no reason whatsoever to leave the party. “He has a good relationship with the President as a governor as he said those decamping are making mistake. He said nobody should link him with any thought of decamping, though those decamping are his associates as governors and that is why he travelled to Sokoto to dissuade Tambuwal from decamping but Tambuwal decamped for his personal reason including his presidential ambition and this is his position”, he added.

Defection: Saraki supporters shut down Ilorin, hold solidarity rally Kehinde Akinpelu, Ilorin No fewer than hundreds of youth and women supporters of the Senate President, Dr Bukola Saraki trooped out yesterday in a rally around major parts of Ilorin, Kwara state to drum support for his defection to the Peoples Democratic Party (PDP). They insisted that Saraki would always win any election in the state notwithstanding the political platform he chooses to use. “In Kwara, Saraki is our political party and we shall always vote for his party and candidates”, spokesman for the youths, Yakub Haruna Kannike told newsmen at the entrance gate of the Government House where the over three hours peaceful rally terminated. Kannike added: “He ( Saraki) has been tested and trusted by the good people of our dear Kwara state. In fact, he does not need to be in any political party to win elections in the state. The people of the state have said it in many fora that our political
party in Kwara is “ Saraki”. “The simple interpretation of the above is that the people of the state are always ready to vote for any party that our leader belongs to, at any point in time. There are so many instances to buttress this assertion. “The 2015 election is still very fresh in our memory. Since 2003 when he was elected the governor of the state, Saraki had been provided a purposeful leadership for the people of Kwara state.” The processors challenged Saraki’s opponents on the need to show more commitments to the well-being of people of the state, saying it is not vote-catching to be seasonal politicians. His words: “If we may ask, where are the political opponents of the Senate President when he was and still attending to the needs of the good people of Kwara state? Those antagonising Saraki to selfish interest are all seasonal and absentee politicians with no record of assisting their communities not to talk of the entire state. “They always come around few months to election period to get patronage from their sponsors and attempt to deceive
the electorate. But thank God, the Kwara electorate are very wise and had always rejected them whenever they came around. “We are therefore using this forum to sensitise the people of the state to the antics of opposition elements and political spent forces who are jittery over Saraki’s defection to the PDP. “They do not have anything to offer you as they will soon desert you as soon as they lose the 2019 general elections. Saraki is our God chosen leader who is always around to share in our happiness and grief. He deserves our support and we shall never cease supporting him.”

Short News Benue seeks Police Commission’s intervention over Assembly siege Terhemba Agee, Makurdi Benue State has requested the intervention of the Police Service Commission to end the Police siege on the State Assembly. State Attorney General and Commissioner of Justice, Mr. Michael Gusa, sought the intervention in a letter of complaint to the Chairman of the Commission. The letter which was dated 31st July, 2018 was delivered to the office of the Chairman in Abuja on 1st August 2018 and was duly acknowledged. “We call on you to intervene and direct the Inspector General of Police and the Commissioner of Police, Benue State to withdraw the officers and men from the illegal invasion and sealing up of the Assembly Complex”, the letter stated.

Mohammed Saba, disclosed this during the flag off of 2018 N-power Volunteers Corps beneficiaries in Minna on Thursday. He said that the N-power programme was introduced by the Federal Government to employ 500,000 unemployed graduates and non-graduates to address challenges of unemployment in the country. “Out of the 500,000 youths employed by the federal government into N-power, 13,000 persons will benefit from the programme in the state for the stipulated period of four years. “I want to assure you that at the end of the N-power programme, some percentage of the volunteers will be absorbed into the Federal Civil Service,’’ Saba said.

Court grants bail to Obasanjo’s in-law, Abebe, over alleged $4m fraud
An Ikeja Special Offences Court in Lagos on Thursday granted John Abebe, the younger brother of the late Mrs Stella Obasanjo, spouse of ex-President Olusegun Obasanjo bail over alleged four million dollars fraud. Abebe is facing a four-count charge of forgery, fabricating evidence, using fabricated evidence and attempt to pervert the cause of justice slammed on him by the Economic and Financial Crimes Commission (EFCC). He, however, denied the charges during his arraignment on July 26 and was remanded for a week at the Ikoyi Prisons by Justice Mojisola Dada. At Thursday’s bail proceedings, Mr Kanu Agabi (SAN), Abebe’s lawyer, via a bail application dated July 25 and supported by an 11-paragraph affidavit, asked the court to grant Abebe bail. Agabi said the judge should take cognizance of Abebe’s high status in the society and that the defendant in a bid to absolve himself of the charges had hired
the services of four Senior Advocates of Nigeria. “My Lord, the fact that the defendant has taken the trouble to hire the services of the calibre of counsel here shows that he is not interested in jumping bail. “He is anxious because his reputation is at stake, the granting of bail is in your discretion and it is not at all a formality. “Lastly, My Lord, there is a principle that applies during sentencing particularly when Your Lordship wants to apply a fine in terms of imprisonment. “This applies to bail, the bail should be affordable, if not the bail would be an illusion. Merely looking at the defendant, you will see he is a man of rank and position. “Our law permits bail to the defendant and that provision will be useless if he cannot avail himself of the bail,” Agabi said. Responding, Mr Babatunde Sonoiki, the EFCC counsel, in an application supported by an 8-paragraph affidavit,
said Abebe should face justice irrespective of his status. He told the court: “Every citizen of Nigeria is being called before the law and before the law there is no high profile or low profile person, justice is blind. “If the court is minded to give bail, we want the bail to be such that it would compel his attendance in court as these are serious allegations against him.” Granting Abebe bail, Justice Dada noted that documents before her revealed that investigations had been concluded in the case, adding that the chances of interference in the proceedings from the defendant were low. “In view of the facts before the court, I hereby grant the defendant bail upon the submission of his international passport to the court registrar with one substantial surety. “The surety must own property in a choice area of Lagos and must provide proof of ownership,” she said.
The Lagos state government has warned the general public against falling prey to fraudsters planning to defraud unsuspecting Lagosians following the announcement by governor Akinwunmi Ambode to inject additional 1000 teachers into the state public schools. According to a release by the Office of the Permanent Secretary, Ministry of Education, Mrs. Adebunmi Adekanye, some faceless individuals have been collecting details of intending applicants on some social media platforms with a promise to help them secure employment as teachers in the state. The Permanent Secretary counselled interested applicants to wait for the display of the vacancy advertisement on the official portal of the state government dedicated for recruitment, adding that any request for bio-data on any other social media platform should be disregarded as it is not authorised.
Justify your defection with achievements, Zone C stakeholders tell Ortom Tom Okpe, Abuja A Group under the platform of the Idoma Young Stakeholders (IYS) of the All Progressives Congress (APC) in the zone C Senatorial District of Benue State has challenged the State Governor, Samuel Ortom to justify his achievements in the last three years following his recent defection to the People’s Democratic Party (PDP). Defection: No legal basis for Saraki’s resignation

In law, there is no legal or constitutional basis for Dr Bukola Saraki to resign or be removed as president of the Senate and Chairman of the NASS simply because he has decamped or defected from APC to PDP. The first point to make here is that section 68(1) of the 1999 Constitution provides inter alia, that any member of the 109 Senators and 360 members of the House of Representatives who loses his Nigerian citizenship,or is made a minister, or decamps from his political party to another party AUTOMATICALLY loses his seat. However, section 68(1)(g) of the same 1999 Constitution permits a legislator to decamp or cross carpet from his original party under whose platform he contested and won election, to a new party if he can show that there has occurred a division or factionalization of his original party, or that his party has merged with another party, or a faction of another party. It is a question of fact, not of law, if there exists a division in a party. In the case of APC, 24 states held parallel congresses before the national convention. Can there be any better or stronger evidence of a division in a party? I think not. To add to the gravity of this internal implosion and vertical and horizontal schism, a new wing, r-APC emerged from the APC at the national level. It is headed by no less a person
than Buba Galadima, a tested political strategist, Buhari’s right hand man and former Secretary of Buhari’s CPC. Although APC leadership had dismissed the breakaway factional members that have fecund Kassim Afegbua as their spokesman, the wind was removed from their sail when they commenced frantic fire brigade appeasement missions to the respective homes of these aggrieved members. They did these nichodemusly at wee hours of the night, even when they had claimed they would not lose sleep. They lost plenty sleep. The pandora box has since been broken as three governors, Senate president, 15 Senators, over 40 House of Representatives members, Local government chairmen, Councillors, Commissioners,etc, have defected in droves to the PDP band some few ones to ADC and SDP. And still counting... So, all the legislators, including Dr Bukola Saraki,bare constitutionally covered and immuned from removal from office, because their APC party is eventually irredeemably broken into smithereens and totally factionalized. Must Saraki and Yakubu Dogara (I can bet he will soon defect) lose their leadership positions as Senate and Speaker of the House of Representatives respectively by this defection? The answer is a categorical no. There is nowhere in the
extant 1999 Constitution where it is provided that the ruling party must provide these principal heads of the bicameral legislature. Indeed, APC was lucky in June, 2015, when Saraki, then in APC, was narrowly elected Senate President and Ike Ekweremadu of PDP as his deputy. It could have been the other way round as has happened many times in the USA, and heavens would not have fallen. Section 47 of the Constitution provides that the Senate shall consist of 109 members and the House of Representatives 360 members.By virtue of section 50(1)(A) of the Constitution, the president of the Senate and the Deputy President of the Senate shall be elected by members of the Senate. By section 50(1)(b),the Speaker and Deputy Speaker of the House of Representatives shall be elected by members of the House. There is nowhere it is stated that such officers must come from any political party, whether ruling, or opposition. The only circumstance in which the Senate President and the Speaker of the House of Representatives can lose his seat is provided for in section 50(2) of the same Constitution. It states,inter alia, that the president of the Senate, the Deputy President of the Senate, the Speaker of the House of Representatives and the Deputy Speaker of the House of Representatives shall vacate their offices through
a resolution passed by 2/3rd majority votes of members. Consequently, for Saraki (and later, Dogara),to be removed, each of the houses needs twothirds majority votes. In the case of the Senate, that is a humongous 73 senators, and a whopping 240 members of the House of Representatives to remove Dogara. That is an impossible task under the present circumstances even if this corrupt government that feigns anti-corruption war promises all the oil blocks and automatic tickets to the legislators. This is because its antecedents of self denial on everything it ever promised during campaigns makes it very untrustworthy to be believed on anything. In law, we call it similar facts. The last time I checked, APC and PDP stand shoulder to shoulder on membership, with each laying claim to numerical superiority. So, where will it achieve this talismanic constitutional superiority of two- thirds majority votes to sack Saraki and Dogara. It will not happen. The deft Machiavellian and superior sagacious political acrobatics of Saraki and r-APC movement have left APC breathless and confused. They must go to the drawing board, a tabula rasa, if it hopes to snatch the burning kernel from the blazing inferno. The next weeks and months will be very interesting. My Kobo take.
Gov Ikpeazu and salary arrears of parastatals in Abia

Upon his assumption of office as the 4th democratically elected Governor of Abia State, Dr. Okezie Ikpeazu, engaged with great solemnity the huge task of tackling the numerous challenges the state faced frontally. Diligently, zealously and enthusiastically he launched into his administration’s dedicated five pillars of development, which includes Agriculture, Commerce, Education, Industry, and Oil & Gas and enablers consisting of Ease of doing business, Infrastructure, Healthcare, Housing, Security, Media & Advocacy, and Education. There is hardly any of these sectors that have not received Governor Ikpeazu’s Midas touch. Previewing on financial management, in 2015, Governor Ikpeazu-led administration met Abia State monthly wage bill at N2.8 billion. When at June 2016 Abia monthly FAAC allocation nosedived to N1, 923,982,456.53, it became obvious that the state could no longer maintain such a huge wage bill with a dwindling monthly allocation. Following this development, stringent measures were mobilised towards the approach of “wage bill management’ initiated to tackling the menace of high
wage bill visibly orchestrated by ghost workers syndrome. The success of the adopted “wage bill management’’ approach brought about the drop from N2.8 billion to N2.2 billion, and also played a major role in the up-to-date salary payment of Ministries, Departments and Agencies (MDAs) segments of Abia civil servants. Back to where we are today. On Friday, July 27, the Abia State Governor, Dr. Okezie Ikpeazu, inaugurated a seven man committee to look into the salary arrears of some government parastatals being owed in the state with a view to clearing the backlog of the salary arrears. The committee made up of the Commissioner for Finance, Mr. Obinna Oriaku, Commissioner for Local Government & Chieftaincy Affairs, Prince Christopher Enweremadu, the Head of Service, Sir Onyii Wamah, Chairman, ASPADEC, Chief Sam Nwogu, Chairman Board of Internal Revenue, Elder Udochukwu Ogbonna, Accountant General, and the Principal Secretary to the Governor, Chief Emma Nwabuko, are poised to make a difference by making the staff of the Abia State government parastatals smile. The Governor has plans to
clear the arrears of parastatals like Hospital Management Board (HMB), Abia State University Teaching Hospital (ABSUTH), Primary School teachers, Secondary School teachers, Local Government Council workers, and pensioners among others in the state. The committee is expected to work out details of how the payments would be done and disbursed accordingly. In an interview, after meeting with the committee members, Governor Ikpeazu emphasised the need for Heads of Parastatals to begin to think out more resourceful ways of carrying out their responsibilities in Abia State. He said the measure the government would take to ensure some parastatals stand firm are that: All tertiary institutions must close multiple accounts and introduce Single Treasury Account; There must be a portal which students would use to make e-payments as students would no longer pay cash to the institutions, (amongst others). According to the Governor, any parastatal that is unable to pay up its salaries by December, 2018 would risk
closure. He also recommended Single Treasury Account for tertiary institutions in the state. Ordinarily, government should be paying subventions to parastatals, while parastatals should fashion out ways of strengthening their finances. As revenue generating agencies and establishments, Parastatals should not expect government to pay their salaries, they are rather expected to be financially stable and even remit money to the government. At this juncture, the leadership of Abia State University, Uturu, headed by Prof. Uche E. Ikonne deserves commendation as the institution has in the last three years lived up to expectations. ABSU has within these years witnessed no strike actions and staff salaries have been up to date. Thus, it is imperative that other revenue generating agencies and establishments in Abia State emulate ABSU and manage their resources and subventions well. This plan of the Governor to ensure that staff of the Parastatals in the state smile home with their salary arrears before the end of the year is worth doing. This is really a proof that the Governor has the interest of his workers at heart.

Editorial Commentary Of defections and the 2019 electoral maths
Times Guest Columnist Azu Ishiekwene The ruling All Progressives Congress (APC) has been gripped by a fever of crosscarpeting. Publicly, the party is saying it will not lose sleep. The most dramatic statement yet was by the Minister of Information and Culture, Lai Mohammed, that providence is removing stones from the party’s rice, the same rice they have been eating for three years now. Late-night statements by party leaders suggest that if the party is sleeping at all, it is doing so with one eye open. With Senate President Bukola Saraki and three governors out and a few more almost sure to leave the APC, it’s not only rice stones that the APC will have to worry about. The stones already lodged in the party’s intestines might just be as deadly. The APC is getting a taste of its own medicine and the party is not finding it exactly funny. When the party is not busy pretending that it is too preoccupied with the weighty affairs of state to worry about the defections, it is busy fudging the numbers, giving false hope that it remains the unshakable majority party and there’s nothing to worry about. But beneath the surface lies a cauldron of anger, vengeful spite and the urge to get even. The blockade of the homes of Saraki and his deputy Ike Ekweremadu; the shuffling of the Kwara State chapter of the APC; and the crude and pathetic attempt to impeach Governor Samuel Ortom – all bearing the mark of state agents – are warning shots that defectors are in for a hard, dangerous time. At the last count, 50 or more APC tadpoles in the National Assembly, roughly oneeighth of the active total members, had shed their tails of indecision and emerged as PDP frogs. The metamorphosis will reach its most hilarious point when candidates for key positions, especially the presidential and running mate tickets, are chosen at the PDP convention. Yet, even at this stage, the APC feels cornered. Whatever its pretensions to the contrary, the APC believes that unless it can raise the defection bar to suicidal heights and possibly make scapegoats of a few defectors or potential defectors, more defections will follow and not even the electoral maths by Festus Keyamo (SAN), would save the party at the next election. Defectors should expect hell, with little or no relief at all from the courts or the constitution. When the five former PDP governors left their party to form the nPDP and later moved in their numbers to join the APC, they did so in defiance of the restraining provisions of Section 68 of the constitution. They simply declared that the PDP had become factionalised and unfit to stay and were warmly embraced by the APC. Either out of complacency or because of infection from a terminal disease, the PDP let the defectors go. In hindsight, it was a mistake that the party would regret, and one which the present APC beneficiaries are determined not to repeat. The APC would do whatever it can to make the defectors miserable if they insist on defecting and useless if they manage to stay. It’s a case of damned if you leave, damned if
you stay, and damned if your name was even mentioned to leave. But why should anyone shed a tear? Cross carpeting and desperation to stop it is not a Nigerian thing and whatever politicians here or their cousins elsewhere may say, when their survival is threatened, politicians will put on their face masks first before sparing a thought for Johnny. According to an account in the Journal of Contemporary African Studies published seven years ago, in 1966 when the former Vice-President of Kenya, Odinga Odinga, broke with the ruling KANU and formed the Kenya People’s Union (KPU), 28 MPs followed him and crossed the floor to the KPU. The government of Jomo Kenyatta was threatened with collapse. It immediately responded by passing a constitutional amendment forcing all MPs who had left KANU to recontest their seats in a byelection. This constitutional provision was “borrowed” from Malawi, where it was first adopted by a constitutional amendment in 1964 when the ruling party was faced with the same situation as faced by KANU in Kenya. The study under reference also indicates that since the 1990s when a major wave of political liberalisation began in Africa, 26 out of 45 countries have implemented antidefection laws either in their constitutions or in their electoral laws. They range from Sierra Leone, which perhaps has the strictest (a politician is deemed to have defected by merely voting against his party) to the “transfer market” system in South Africa, where there are two 15-day window periods in every legislative season when legislators may defect, though the defection must represent not less than 10 per cent of the total number of seats held by the party that the defector is leaving. The history of defections in Nigeria dates back to 1951 when members of the NCNC defected to the AG to prevent the NCNC candidate, Nnamdi Azikiwe, winning the majority in the Western Regional Assembly. Defection or party hopping was also rampant in the Second Republic, yet this was a time when the parties even had an appearance of ideological differences. There have been concerns about whether or not party hopping weakens the party system, the legitimacy of parliaments and perhaps voter confidence in democracy. Political opportunism is a matter for concern. But there is no strong evidence to suggest that countries with strong antidefection laws, like Malawi, for example, where merely forming a pressure group in parliament could be grounds for expulsion from a party, have a more stable political system than countries with less stringent anti-defection laws. Apart from lack of internal democracy, other common reasons for defection are pork barrel and clientele politics. But it’s nothing to lose sleep about. Over time, the parties will evolve and find better ways of dealing with internal discontent or lose their support base as citizens become more engaged with the system.

T
he conviction and sentencing of former Taraba State Governor Jolly Nyame and his Plateau State counterpart, Joshua Dariye, within two weeks interval represent a sad reminder of the pervading corruption of our time. It is painful that their convictions came approximately 10 years after they were charged to court. But the good news is that they made the list of former executive governors convicted of corruption practices. Others include former Adamawa State Governor Bala James Ngilari, whose case is pending on appeal at Supreme Court, Chief James Ibori of Delta State, who served his sentence in London and Chief Lucky Igbinedion of Edo State who wriggled out of severe sentencing in a controversial plea bargain in 2011 with N500 million and three properties. We commend the courage of Justice Adebukola Banjoko of the Federal Capital Territory High Court who on 30th, May, 2018 convicted and sentenced Nyame to 14 years imprisonment without an option of fine for misappropriating N250m and N180m. Equally commendable is the Economic and Financial Crimes Commission (EFCC), the prosecuting agency which appears to have jettisoned the plea bargain policy after the unfortunate police pension fraud trial episode in which a pension thief, Teidi Shuaibu, was asked to pay a ridiculous fine and became a free man. Nyame, a two term Governor of Taraba State was found guilty of 27 out of the 41count charge filed against him on May 13, 2007 by the EFCC. The court found that Nyame has breached the trust reposed on him by the people of Taraba State who in three separate occasions elected him as the governor of Taraba State. Therefore, the court imposed a maximum of 14 years imprisonment for each of the count on criminal breach of trust, two years jail term for misappropriation, seven years jail term for gratifications and five years for obtaining property without appropriation. But all the sentences are running concurrently, which implied that the convict would spend 14 years in prison. Similar fate befell Dariye, who also served a two - four- year term as the executive governor of Plateau State. He also perpetuated corruption in his own state. According to documents in court and in his own hand writing at the back of his complementary card, Dariye authorised the diversion of N1.16 billion Ecological Fund meant for Plateau State, to his personal use, including transferring N176.8million to Ebenezer Retnan Ventures (an unregistered company managed by him) and Pinnacle Communications Limited. Justice Banjoko, in a landmark judgment delivered on Tuesday, June 12, 2018, convicted Dariye, a serving senator on 15 out the 23 counts preferred against him in July 2007.
His offences includes criminal breach of trust and criminal misappropriation. He was sentenced as provided for under sections 315 and 309 of the Penal Code Act. Evidence of impunity and corruption on the part of the convict were so overwhelming that judge exclaimed while reading the judgment “I can’t imagine such a brazen act. Is it the transfer of as much as about half a billion naira from the state’s Ecological Fund into a personal venture account? Everybody is a victim here,” the Judge said. The public has received the judgments with relieve that at last after 13 years of trial, justice appeared to have been done while in certain quarters protests are still ongoing over the verdicts. It is not our habit or culture to praise sing convicts rather we see them and their acts as disgraceful. They should be look upon with disdain. Any convict who is not satisfied with lower court’s judgment has a right of appeal against his or her sentence. We are of the opinion that 13 years trial of Nyame and Dariye and many ongoing high profile cases have exposed the inherent weaknesses in our criminal justice system delivery that is bugged down by delays and technicalities. We therefore call on every judicial official in the temple of justice to faithfully implement the Administration of Criminal Justice Act (ACJA), 2015 and endure speedy dispensation of cases as justice delay is justice denied.

Gunmen kill 4 traders in Port Harcourt Short News Amaka Agbu, Port Harcourt
Members of the National Traders Association of Nigeria, Rivers State Chapter, have been thrown into deep mourning following the assassination of four of them Wednesday night by yet to be identified gunmen. The four men were killed at the Orazi axis of Port Harcourt in the Obio/Akpor local government area
of Rivers State. The Rivers State Police Public Relations Officer (PPRO), DSP Nnamdi Omoni, confirmed the killing of the four people who were mainly from the North. The PPRO said investigation is ongoing to unravel the circumstances leading to the killing, adding that security agents were already at the scene of the incident to forestall breakdown of law and order. He said: “I can only confirm the incident, but the detail of what really
happened and the circumstances leading to the killing we have not been able to unravel. So what I have at my disposal now is just a sketchy report of what happened. But as we investigate, our men are there to forestall reprisal attack. Ogun Customs seizes goods worth N1.5bn in 6 months Benjamin Omoike, Lagos The Ogun State Area of the Nigeria Customs Service says it made about 298 seizures with Duty Paid Value (DPV), of over N1.5 billion from January to July, 2018. The Area Controller, Michael Agbara, disclosed this to newsmen at the Idiroko border town of Ogun state. He also revealed that the command has seized over 20,000 illegally smuggled foreign rice during the period under review. Giving further breakdown, the controller said the command seized 618 containers of frozen poultry products, 1,643 of 25 litres each of vegetable oil, 254 units of vehicles, 30 motorcycles, 49 sacks and 32 bales of second hand clothing, 164 compressed book packs, eight sacks and 85 coconut packs of
Cannabis Sativa (Indian Hemp), as well as 624 kegs of Premium Motor Spirit, otherwise known as petrol. “On rice smuggling in the year 2017, a total of 21, 789 bags of rice were seized from January to December. But with the command’s reinvigorated efforts, a seizure of 20,574 bags of rice have been recorded with the period of January to July, 2018. “The above success story is an indication of full commitment of the command towards achieving the laudable policy of the present government in enhancing local rice production. “Suppression of smuggling is a core mandate of the Nigeria Customs Service and it is fought with daunting challenges in the Ogun Command,” he said. Agbara stated that the command has received authorisation from the headquarters to release some seized
(perishable) items to the Nigerian Army Corps of Supply and Transport for onward delivery to Internally Displaced Persons in Borno state. He said this would create more space for fresh seizures. The Controller however enumerated some of the challenges being faced by the Command to include inadequate barracks accommodation, scanning operation, need for modern baggage hall in Idiroko and need for landscaping of Idiroko premises and Abeokuta to prevent further damage due to gully erosion. Husbands’ role crucial in exclusive breastfeeding – Health Minister Doosuur Iwambe, Abuja
The Minister of Health, Prof Isaac Adewole has said that husbands need to play a pivotal role in promoting six months exclusive breastfeeding in the society. Speaking during an event to mark the 2018 World Breastfeeding week in Abuja on Thursday, Adewole said that exclusive breastfeeding yields tremendous health benefits such as providing critical nutrients and protection from deadly diseases. The Minister also said that Nigeria is working on a blueprint that would extend the maternity leave of women from their various places of work from four months to six months. He stressed that it is the duty of the government under the UN convention on the Right of Child to help ensure Children’s right to health adding that the crucial position husbands occupy in the society and in the lives of a child made it imperative to urge them to support their wives in raising a child properly by encouraging six months exclusive breastfeeding for the benefit of a child’s health and nutrition. “Husbands play a crucial role here. They need to support the women to give breast milk to the child and to give it exclusively for the first six months. “Sometimes, you find husbands challenging their wives on why the child is not given water. “But all the water the child needs is in the breast milk. The child does not need any additional water because inside the breast milk and part of its content is water and that is enough. “So I use this opportunity to urge our men
to always encourage their wives on breast milk so as to raise healthy children” he added. Meanwhile, the Deputy Representatives, United Nations Children’s Fund (UNICEF) Pernille Ironside has reaffirmed its continued partnership with the federal government in the interest of child survival. She express sadness that 7 out every ten children between the ages of zero to six months are not exclusively been breastfeed. “Study conducted by the Federal ministry of health in collaboration with UNICEF last year revealed that inadequate and low rate of breastfeeding in children results to millions avoidable cases of child hood diarrhea and pneumonia in children which usually lead to more than hundred thousand child death” Ironside said. For his part, the WHO Country Representative, Dr Wondi Alemu said WHO has identified some of the benefits if breastfeeding to include nutritional, emotional as well as psychological well-being of the child. He added that the WHO will continue to promote the basic of breastfeeding, early initiation, the exclusive breastfeeding, complementary feeding as well as some initiative like the baby friendly, hospital initiative and concerns about policy and strategies in breastfeeding a child. Similarly, Wife of the Senate President, and the Founder of Wellbeing Foundation Africa (WBFA), Mrs Toyin Ojora Saraki in her goodwill message said the mandate of her organisation is to improve Behavioural Change Communication practices in practices in private health facilities in ten Local Government areas in Lagos State with a target reach of 260,000 pregnant women and 83,000 pregnant women in four LGAs in Kuduna.

Women in politics should replicate Moremi’s legacy – Olugbon of Orileigbon I am the Olugbon of Orileigbon in Ogbomoso, an ancient town in Oyo. Olugbon was the second in command during Oyo Empire. Olugbon dynasty has been from 11th century. We came from Ile-ife as a prince and history reveals us as Olugbon Orisa Arugbon, as part of the people that migrated from Oyo Empire. We are the fourth generation set of Obas in Yoruba land. What was your upbringing like? My upbringing was such a funny one. My father was a pastor in a Christ Apostolic Church for 50 years. His name is Pastor Amos Olakunle Alao. I was a chorister in the church for almost 18 during my growing up years. I lived and studied in the northern part of Nigeria before I relocated to Lagos to run my chain of businesses. When I was called upon by my family members to take up the throne as a king, that our family is eligible, I was kind of suprise and said, ‘okay, I can, if God permits.’ Before that, I told my wife who happens to be a pastor in Redeemed Church. I asked her opinion of what she thinks about the throne with all the traditional paraphernalia involved. How did she take it? She was initially hesitant. As a Christian, she said she will pray over it, which she did and approved of it through a divine encounter and revelations. I also consulted my pastors who sought the will of God to intervene on my behalf. For me I vehemently believed in Gods accord as the final say in my life. We are all children of God and I believe that we cannot leave the business of traditional leadership to pagans thinking that it is only meant for idol worshippers and people in the darkness. No! Being a traditional king does not mean you are in the darkness. They only thing is that there are certain rites they perform in preserving the culture of the tradition which has became a way of life. It is culturally based and not fetish. If you look at Moremi’s deeds that merited her position as a legend, there was nothing fetish in it. Coming to become a king, I prayed and called upon God to decide for me. I see it as a calling to serve my people. Obaship is a calling and people should look at it from that angle. They way pastors have a calling, so do traditional rulers as a calling to exercise leadership right upon people. The calling of a king is a life time thing to make sure that you bring your people closer to government. It is saddled with programmes in synergy with state and local government to develop the community. So that’s the kind of calling I see Obaship as. For me, that’s what I believe in and God has been helping me since I came on the throne. But you know when you get to the throne, you will begin to have some issues and challenges. I do see those things as inevitable you get on the throne. I believe that what I am today or doing, takes the grace of God who sustains it. You have been on the throne for

The monarch who was the chairman at the book launch “Queen Moremi Ajasoro” at Obafemi Awolowo University OAU, Ile-Ife, Osun state spoke to CHRIS ONUOHA of The Daily Times among many issues: Christianity and traditional belief, Nigerian politics and women’s role plus Queen Moremi’s legacy. more than a year now, how has it been? 15th of July 2018 marks it a year on the throne. At this time last year, I was endorsed as the Olugbon of Orileigbo in Ogbomosho, Oyo State and for me; well I have been a very good businessman prior to my kingship positions. As I mount the throne, first of all, I tried to build a befitting palace for the Olugbon status. Also I have been trying to work with all my community heads for us to woo investors into our domain. In Ogbomosho area, we pride to be the best cashew producing zone in the whole of western Nigeria. We boast of the best in the world. But unfortunately, there’s no facility for processing this cash crop. You know these are one of the things that can turn a community or entire country into economic hub. Oyo State government is currently talking with us and we are taking steps to actualize such project. We are also in discussion with the local government. I have close to 50 community heads in my domain and about 300 villages under my control. What I have to do is to be close to local and state government to come up with things that will be laudable in terms of economic development, social infrastructure that people can benefit from because there’s no way an Oba can perform credibly well without synergy with both local government, community and State in other to bring meaningful development to the people. What legacy would you leave behind? Previously I was a contractor with the military and I have been in the telecommunications business. I also own a dredging firm and property managemnent outfit still operational. My Christian life is still intact. Talking about legacy as a king, I will be there for life, mind you. My prayers is for God to sustain me with long life, peace of mind. The legacies I want to leave behind is to preserve our culture and tradition. To also make sure that I guide my people to see Obaship as a special calling and not something that involves fetish practice. The world is evolving and things like tradition and way of life moves with it. They most important thing is to bring development to the people, peacefully coexistence with neighbours and make people feel the impact of traditional governance. You are the chairman at the book, “Queen Moremi Ajasoro” dedicated to Her Excellency, Nrs Olufunso Amuson by the Ooni of Ife. What’s your cultural attachment to tha legacy and how do you define what she stood for? We all know the history of Moremi and what she actually stood for is what we are propagating in this celebration through book launch in her name. That’s what we want people to replicate and reflect both in governance, families, organizations and in our corporate lives. She stood for peace, justice, liberty,

submission, love and selfless services and she was a kind of woman who made a vow at the expense of her life. Moremi’s legacy is a strong one in the Yoruba cultural heritage, and Ooni, being the custodian of Yoruba heritage, is leaving no stone unturned to sustain it as a legacy. Good leadership by example, society that is well organized and peaceful coexistence are the qualities and attributes in her. Does Mrs Amosun posses this attributes to really deserve the honour? She is a fantastic woman. It’s a well deserved honour and the position given to her merits it. Very loving, humble. She is the type that loves justice and also a kind that does things without looking back. These are things we need in a person because it is some of the challenges facing our social and economic life today. She took this book launch as her project. She is also involved in selfless projects that announce her out. It’s a clarion call to women to begin to take the mantle of leadership, governance in the country. In my speech, I advocated that women should have at least 45% position in governance. Women are more compassionate. If you look at the lifestyle of Mrs. Amosun, you wouldn’t know that she is a First Lady of a State. She so free with everybody, so humble and does so many things on behalf of the government, and for her husband the governor. She believes that only God can give and take power. As far as I am concerned, men have not done much in terms of governance in this country. Virtually, 95% of leadership positions are controlled by men and at the end of each administration, it turns out a failure. So why don’t we try women this time. In this regard, Queen Moremi did what many men could not do and Mrs. Amosun stood in for this quality. Can you throw more light on men’s failure in governance? I am of the opinion that men have
failed in this country. Looking at what is going on today, there is a need to restructure the political class. We don’t even have political class. Politics in the country is class-less including the economy. What we have is either you are poor or extremely rich. In this assumed patriarchal society, do you think women will be given the chance to take over leadership? Why not. It will be a collective effort by those that believe in good governance. By nature, women are very compassionate, and very motherly and i beleive that when they apply this attribute ti governace, we can achieve success. Moremi Ajasoro had that attribute and her legacy will continue to propagate through the likes of Mrs Amosun. In the country, I have not seen any political party that have supported women to be their presidential candidate. Although, we have had few deputy governors, but that’s not enough. Going by statistical survey, women are more involved into politics at the grassroot than men. The voting ratio proves it, but when they vote and do the necessary, men takes over the leadership. Its not right. They should also be given a fair share of their political right. How would you access the upcoming 2019 election outcome? In my candid opinion, it will be a revolutionary election. It will be a contest between the masses against the elites. I can see it coming. I pray for God to give us spirit to be united and co-exist. I don’t pray for disintegration. The mind set of people are changing. By this, I mean mental and psychological revolution. I studied in the northern part of Nigeria I speak Hausa fluently. Without been bias, I can approve my daughter to marry a man from the north if she loves him, so also I can allow my sons to marry from there too or any other part of Nigeria they found love. By my nature, I am detribalized person. I don’t
pray for Nigeria to break up. We should live in peace co-exist. People should avoid all these hate-speech going on in the country. We have abused the use of internet and social media. What was applicable ten years ago may not work now. Politics in the country will involve more of a person than a Party. This will go across ethnic and religious barriers. If you are a woman and people knew your integrity, and worth, people will vote for you irrespective of your political party. That’s the kind of politics we should clamour for. When we decide to see and appreciate things like this, then we can say we are beginning to move into the advance stage in the country. Sentiment of religion, ethnicity should be put aside. We have to look for somebody credible that will drive us to a promise land. That’s my dream from Nigeria. But women are always shortchanged when selection in picking who represents is done? Can it change? What was applicable in our culture about 20 years ago is not what it is today. It’s a gradual process. The world is changing. Geographically scientifically, economically socially and what have you. So definitively, by the propagation of women’s right into the limelight in governance, things will change. In Scandinavian countries, about 70% of people in governance are women. There’s always peace in that part of the world. We have tried so many areas to bring good system of governance and have failed. If the men have failed, then we can try women. Let Nigerians support the women. As it stands, now, all the political parties are looking for men to fill up the positions while the majority of the vote comes from women. If we should have a lot of women in governance, the corruption will not be as much as we witness, because women usually think twice before they even pinch their own money, not to talk about national fund. Meanwhile women are not perfect, but they still stands out in accountability than men. As a community leader, how would you sensitise the grassroot about the importance of your views? In my capacity as a ruler, I do counsel my chiefs to consider giving women opportunity to take up leadership positions. We should treat them with fairness and embrace gender equality in its right manner to propagate justice, equity, freedom love and peace in Nigeria. As a first class king in Oyo State, I am the Vice Chairman of Oyo State Council of Obas. For me I believe we should start seeing things in another direction. We have tried many platforms and want to use another model which is giving our women a chance and opportunity to rule. They are honourable by nature and never actively involved in thuggery and election manipulations.

16 years after, Ibeto group raises hope on resumption of NIGERCEM Charles Onyekwere, Abakaliki
After sixteen years of moribund, the giant cement manufacturing factory, Nigeria Cement Company (NIGERCEM), the pride of Eastern zone of the country, would soon be back to full production as Ibeto group of Companies partners with Sinomas China Company on its resuscitation. September 2002 was the last time cement flowed from the site. NIGERCEM, the first indigenous manufacturing Cement Company in Nigeria, stared in 1957. With the establishment of the company at the limestone rich north-east town of Nkalagu, in the then Eastern region of Nigeria, now in Ishielu Local Government Area of Ebonyi State. Findings conducted revealed that degeneration began from what was considered as a temporary closure in response to workers’ protests against arrears of unpaid salaries. But the then Governor of the state, Dr. Sam Egwu, directed that the staff salaries be paid, but another dispute over leadership and administrative concerns set in till that regime ended in May 29, 2007. During the period of the last administration under Chief Martin Elechi, all efforts made to resuscitate the premier cement factory failed as the former governor had said that NIGERCEM was moribund and couldn’t be revitalised as he vowed not to handover the cement company to IBETO group of companies. Elechi, not knowing the hyper-economic importance, its pride of place within the SouthEast zone and employment opportunities inherent in such a pact, but Immediately Umahi came in as governor in 2015, he inaugurated Ebonyi State production Implementation committee which worked tirelessly to see to realisation of resuscitation NIGERCEM to its full potential. At the occasion tagged signing of “Deed of understanding\ terms of Settlement” between the Nigeria Cement Company Plc, representatives of the four
host communities namely Nkalagu, Nkalaha, Umuhuali and Amaezu and Ebonyi State government at the International Conference Centre (ICC), Abakaliki, laid to rest issues surrounding the revamping of NIGERCEM by the present administration. The parties involved took their turn to sign the Deed of understanding\ terms of Settlement which comprised IBETO’s social responsibilities to the four host communities, the state government and withdrawal of cases from the court as it concerned NIGERCEM. In a courtesy call on Governor David Umahi at the Government House, Abakaliki, the leader of the Team and Chairman/Chief Executive of Ibeto Group of Companies, Chief Cletus Ibeto, stated that all were set to set up a brand new Cement Plant beside the hitherto moribund site with the capacity of 6,000 metric tonnes per. Ibeto also revealed that his company also intends to set up another Cement Factory in Effium, Ohaukwu local Government area of the state where reasonable limestone deposits have been discovered. According to him, the Effium plant when established would have the capacity to turn out 3,000 metric tonnes of Cement per day. Ibeto said: “We are here to tell you people that we are back, and to start the project. “With the visit of these people, they will be going in and out of Nkalagu , working on the designing and everything towards making sure that all that we agreed on in 2015 are achieved.“So, this is a very powerful meeting we have come to do this time. And it is important to tell you that we are going to start with 6,000 Metric Tonnes per day capacity. “Nothing would be touched in the moribund plant as we are going to set up a completely new plant by its side“After that we intend to commence another Plant in Effium; we are going to set up another Plant of 3,000 metric tonnes per day in

Effium.” The CEO lauded Governor Umahi for his political will and doggedness which has driven the project thus far. Receiving the team, Governor David Umahi described the development as a dream come true. He lauded the philantropic and business ingenuity of Chief Cletus Ibeto which has won him laurels all over the world. He also expressed confidence in the professional experience and reputation of Sinomas China Company which he described as one of the five biggest companies in China. The Governor emphasised that his administration has put effective infrastructure in place as contained in the Memorandum of understanding, to enable the smooth take-off of the factory. Governor Umahi said: “Thank you so much for coming with the technical partners. We
all know Senomas. It is one of the five biggest Companies in China. You have brought them and it is a practical proof that we are on site and we are on course. “We have built the NIGERCEM road on concrete pavement and there are 7 bridges along the road but we do not want to have any problem with the heavy Trucks that would be coming either with equipment of such. “We are committed to rebuilding them. We have started with the bridge on our boundary with Enugu State“We took it on ourselves and on our own account to build it and we expect the Enugu State Governor to join. “He is already building the extension of the road from their own end and so, that would make it a huge transport business for the Plant and we have almost completed the 2
major bridges while the other 5 would be completed before the end of November.” Umahi added that plans have been initiated to have a Flyover Bridge at the Nkalagu Junction and subsequently, another by the Effium axis, precisely at Ezzangbo Junction in Ohaukwu Local Government area. With Government’s commitment to reconstructing the old Abakaliki ring road in partnership with the African Development Bank of which over 20km had already been done by the State Government, Umahi further assured that the project will surely receive adequate infrastructural and other supports. He said: “So, I am too happy today that NIGERCEM is going to be shooting out 6000 metric tonnes of Cement per day. I don’t know any other Cement factory that runs out that much in the country;“And that Effium will have their own factory, that is a huge success!” In a remark, the Vice President of the Sinomas China Company, Engr. Chen Gong, appreciated as an honour the opportunity given to them to partner with Ibeto group in the development of the factory. He expressed belief that the project will not only make contributions to the wellbeing of the host Communities but be of benefit to the entire country of Nigeria. He pledged the readiness of the engineers to make the Cement Factory one of the best in the world. He said: “We will also follow the rules and regulations of the entire State and respect the customs of Ebonyi people.” Recall that the Memorandum of Understanding which empowered Ibeto Group to acquire and revamp the Nigeria’s premier Cement factory was signed with the Ebonyi State Government around July, 2015, after all efforts with the previous administration to reach a bargain failed. Since then, both the State Government and the Ibeto group have not rested at ensuring that life returns to the factory which was once the glory of the South-east zone.

The group, Legacy Initiative International, otherwise simply called ‘Legacy’, at its unveiling in Lagos vowed to work through the entire strata of the Nigerian population, especially the religious and traditional leaders with the aim of re-orienting the people towards a change in the general approach to politics, which will be more God centered. Speaking at the event in Lagos, the Grand Patron of the group, Chief Kenny Martins said that the group came about because of concern of its founding members to find solution to lingering political issues across the country which has not helped in developing the system. According to him, “Legacy is an Organisation that has been long in coming. consultations, the group met various persons from diverse political, religious and ethnic background including leaders of the various Christian groups, Islamic groups, political groups and even traditional institutions. He said the essence of the consultations is to help build a consensus among the various leaders of the need to build a new political order where ethnic or religious leaning will no longer be a barrier, rather there will be a crop of Nigerians who will seek people who love the nation above all else and are God fearing, ready to serve God and humanity in their various offices to stand for public offices. He said, “The twin issues that Legacy has decided to focus its advocacy upon are not in the least exotic. These are hard-core issues that have prevented our country from developing as fast as it could have developed over the years. “The good news is that with the work of Legacy and the organisations that have pledged their support to it, the twin evils of Ethnicity and Religious intolerance will be drastically defeated and degraded in Nigeria.” According to Martins, “Our population of Muslims in Nigeria is more than the population of any
other country in Africa. Also, Our population of Christians in Nigeria is more than the population of any other country in Africa. Only Nigeria has the capacity to feed 200,000,000 people per year and still remain the largest economy in our continent. “It is therefore a thing of regret that often times the narratives that we see and hear, even from very prominent Nigerians are issues that relate to hate speech and the proclamation of artificial fault lines like Ethnicity and Religious intolerance.” Speaking earlier, the President of the group, Dr. Bolaji Akinyemi, who said the group has a vision of getting it right in Nigeria, added that Legacy is a coalition of several groups with a common interest and agenda to cross fertilise ideas towards achieving a greater Nigeria where every citizen will be proud to be part of. He regretted that despite the level of religious belief in the country and despite that the two dominant religions in the country, the Christian and Muslim faiths which teaches about love and peace, the happenings across the country does not show that the teaching is having the desired result. He said that Legacy is a group born with the aim of changing all of that and helping to re-order the approach to politics by majority of Nigerians.
Turaki seeks level playing ground for defectors into PDP in next election A frontline presidential aspirant on the platform of the Peoples Democratic Party (PDP), Kabiru Tanimu Turaki, SAN has called on his party to open its doors to all defectors and also provide them with a level playing ground to pursue their aspirations. Yahaya’s position was underscored by the chapter’s chairman, Mr Sam Uhuotu who noted that good products do not need much advertisement. The chairman explained that the need to secure the future of “our children and the nation” were the reasons why PDP must present Nigerians with a capable and qualitative presidential candidate. On security, Turaki who served as the chairman, Presidential Committee on the Continuous Dialogue on Security under the Jonathan Administration said he would dust the report of the committee which the present government had dumped because it contained holistic
recommendations by local and international experts that could have greatly ameliorated the current state of insecurity in the country. He said: “We would rejig the economy with robust policies and bring private sector dynamism into the public sector. Remember that by May 28, 2015 Nigeria’s economy under PDP was the first in Africa one of the fastest growing in the world and the third after China and Qatar.” “We would also construct critical infrastructure as we did before, but which APC government have been unable to maintain.” Turaki decried APC’s policy somersaults that he said has affected the education sector negatively and also their lack of faith in implementing the 35 per cent Affirmative Action for women in leadership positions which the PDP even surpassed.

The Bayelsa State governor, Hon Seriake Dickson has said that only popular candidates will fly the Peoples Democratic Party (PDP) flag in the 2019 general elections. He therefore underscored the need for members of the PDP to work together, in building a cohesive and united PDP, rather than engaging in anti-party activities that, could undermine the party’s fortunes ahead of next year’s general election. Governor Dickson, who made the call at a consultative meeting with stakeholders of the PDP in Government House, Yenagoa, stressed that, such acts were capable of affecting the chances of the party adversely. A statement by the Chief Press Secretary to the Governor, Mr. Francis Ottah Agbo quoted Governor Dickson as stating that, if the PDP must win all elective positions from the state to the national levels, members must learn to build consensus with the party’s leadership in the state. Describing the meeting as a family affair, Governor Dickson maintained that, the party remains supreme and called on all to place the party’s interest above personal ambitions to enable them succeed in the forthcoming elections. The governor, who also pointed out that, they needed to take great care in selecting candidates that could win elections at all levels, however, acknowledged the fact that, only God chooses leaders. He stressed that, the way of politicking for members of the PDP has to change, as they are a party in opposition, noting that, the party’s success or failure depends largely on their actions and comments about their government back home. His words: “In the last two and half years, things have not been the way we have known them to be. In 2015, your party and your state have been in opposition, with the kind of government that you all know is at the centre. Apapa gridlock: LagosIbadan rail project takes off next week – Amaechi Joy Anyim, Lagos Minister of Transportation, Mr. Rotimi Amaechi, on Thursday visited the Lagos state governor, Mr. Akinwunmi Ambode, and revealed that work on the Apapa corridor of the Lagos-Ibadan Rail project will commence next week. Amaechi, who spoke to journalists after a strategic meeting with the governor and his team at the Lagos House in Alausa, Ikeja, said it was gratifying to report that contractors will move to site to continue the Lagos-Ibadan Rail Project from Apapa, as part of efforts to bring about permanent solution to the perennial traffic gridlock in the axis. “You would recall that the Federal Government had commenced construction of the Lagos-Ibadan railway and the focus was more on the Ibadan and Abeokuta axis because we had challenges in Lagos which included utilities and not much with the communities and I think I have to commend the communities that allow us use their land though we would pay compensation but not much. So, we are grateful to all the communities from Lagos to Ibadan. “However, we have utility challenges both gas pipes and water and beyond the gas pipes, we also have challenges with bridges to either build or demolish. I remember when we said we wanted to demolish the Costain Bridge, everybody screamed and we had to invite the Lagos governor to assist us; he took us there and
promised that he would pay the compensation. He said in addition to the rail projects, the Federal Government was also working on the roads, saying that the combination of the projects will facilitate seamless movement of cargos from Apapa. “What we are trying to do there is to get a good road to evacuate cargos but it would be faster with the rail. So, while we are working hard to ensure that the rail is delivered by this year ending, the Federal Government has also awarded the contract to deal with the road from Apapa and Tin Can to enable us to evacuate cargos freely which is an addition to the rail,” Amaechi said. Responding, governor Ambode lauded the action of the Federal Government to commence work on the Lagos-Ibadan Rail Project from the Apapa axis, expressing optimism that the development will go a long way to enhance movement of cargos from Lagos to other parts of the country. “Lagosians would recollect that in the last three weeks, we have had issues with the Apapa gridlock and two times, Mr Vice President had actually visited Lagos and promised that a lot of remedies would take place. “We want to use this platform to say a big thank you to Mr. President and the Federal Executive Council for approving the reconstruction of the Tin Can-Apapa-Oshodi Expressway up to the Toll Gate which was done yesterday. Contributory Pension: Obaseki presents N7.3m benefits to next of kin In a landmark demonstration of the benefits of pension reforms in the state, Edo State Governor, Mr. Godwin Obaseki, has disbursed N7.3233 million to four next of kin of two deceased enrollees in the state’s contributory pension scheme. The beneficiaries are Oriomon Morrison, Oriomon Emuata, Osahenrunmwen Iyawe and Patience Iyawe, who received the sum as benefits under the Group Life Assurance Scheme. Presenting the cheques at the

Idahor explained that a provision under the contributory pension scheme requires that aside next of kin receiving pension, they are also entitled to three times the annual salary prior to death. Banks increase international dollar spending by 200% Motolani Oseni Due to the nationwide schools holiday, commercial banks operating in Nigeria have increased international dollar spending limit on overseas Point of Sale (PoS) and online card transactions by 200 per cent to $3000 from $1000. It implies that some of the funds have helped banks meet retail demand for Personal Travel Allowances (PTA), Business Travel Allowances (BTA), medical needs and other payment abroad. The decision by banks to increase the overseas PoS and online spending limit can be attributable to improved foreign exchange liquidity in the market triggered by the Central Bank of Nigeria (CBN)-sustained interventions. Guaranty Trust Bank in a report to customers titled: ‘Upward Review of the International Spending Limit on Your Naira MasterCard’, raised monthly dollar spending limit on naira MasterCard from $1000 to $3,000 representing 200 per cent increase. According to the lender, “We
would like to inform you of the monthly spending limits on your GTBank Naira MasterCard has been reviewed to $3,000 from $1,000 for your International Online and POS transactions. “Kindly noted that International ATM cash withdrawal is still restricted,” the statement added. The policy shift is expected to help travellers pay their hotel bills, make reservations and other transactions using their debit cards online. The Head of Treasury at Ecobank Nigeria, Olakunle Ezun, said nearly all commercial banks have increased their foreign spending, attributable to CBN’s intervention in the foreign exchange market. According to him, “the reason why commercial banks stop foreign spending on PoS and Online then was because the nation’s economy had foreign exchange crisis. “A lot of bank reviewed their foreign spending because of supply. But you will agree with me that the business environment has changed, especially in the foreign exchange market. “Commercial banks are now enjoying improved dollar liquidity which prompted them to review spending limit on PoS and online transactions.
According to Ezun, Ecobank PoS and online international spending is hovering between $1,500 and $2,000, depending on the transaction. “Since GTBank has increased its international spending, certainly other commercial banks will follow in order to win customers,” he explained in a telephone chat with our correspondent. Also speaking on the increased dollar spending, The President, Association of Bureaux De Change Operators of Nigeria (ABCON), Alhaji Aminu Gwadabe, at the weekend, said, the recent CBN policy on rate convergence has resulted into higher dollar liquidity in the foreign exchange market, stressing that the increased spending limit is expected to enhance the stability and availability of dollars. According to him, “The recent CBN policy of rate convergence between the BDC operators and commercial banks has resulted in higher dollar liquidity in the market with a very narrow margin. “It is therefore not surprising to see banks reviewing their limits on POS and cards money to their customers as a means of uploading their dollars position to their clients.”
Is there future for mobile carriers? Godwin Anyebe Sometime in 2016, one of the largest telecoms companies in Africa had a grand plan to ban WhatsApp on its network. The reason for the move was that, the company and its competitors were recording loss of substantial revenue to over-the-top (OTT) mobile apps such as WhatsApp, Skype etc. Now, 2018 is running out of hand and the mobile carrier could not make good its threat to ban WhatsApp and every other app that takes away its market share. Research has shown that, these mobile carriers are now at the forefront of promoting messaging and mobile Voice over Internet Protocol (VoIP) apps to gain new customers and reduce churn for their data bundles. A review of the financial results of mobile carriers shows that their revenue growth is now dictated by data products while voice revenue has been on continuous decline for the past six years. On this note, analysts are asking whether there is future for the mobile carrier brands? In response to this question, some analysts are of the view that, definitely, there is a future but its trajectory will be dictated by disruptions, pivoting and even mergers and acquisitions as data costs slow down and artificial intelligence (AI) continues to scale technology to make products more addictive and even affordable to customers. Available data shows that voice calls now only accounts for 10% of actions performed by an average smartphone user. Messaging and social media apps consume over 70% of tasks while other tasks are on financial and entertainment apps. It is now apparent that data is the future of mobile carriers and the more they understand this the better. In media and communication, digital marketing has also taken the front-burners for especially, lifestyle brands. In a market where millennials represent over 60% of your customers, neglecting digital media is a self-destruct strategy. As smartphones continue to dominate interactions in a connected world, mobile carriers, as well as advertisers, would have to realise that the game will also require different

Zimbabwe election: Emmerson Mnangagwa declared winner Incumbent Emmerson Mnangagwa has won Zimbabwe’s presidential election, according to official results, in a poll marred by deadly violence and opposition allegations of vote rigging. Mnangagwa, of the ruling ZANUPF party, won 50.8 percent of the votes cast, with his closest rival Nelson Chamisa, of the Movement for Democratic Change (MDC) alliance, garnering 44.3 percent, Zimbabwe’s electoral commission announced in the capital, Harare, early on Friday. A candidate needed more than 50 percent of the votes to secure an outright victory in Monday’s poll. Mnangagwa, a former vice president popularly known as “the crocodile” because of his political shrewdness, has been in power since November 2017 following the resignation of long-time president Robert Mugabe in the wake of a military intervention. The 75-year-old has promised to bring in foreign investment and create much-needed jobs. ZANU-PF, which has ruled the southern African country since independence in 1980, also won a clear majority in the 210-seat
parliament. The ruling party won 145 seats, followed by the MDC which took 63. The National Patriotic Front and an independent candidate also picked up one seat each. Tense calm The streets of Harare remained deserted on Thursday, with shops closed a day after clashes between security forces and MDC supporters, who claimed foul play in the vote counting of the parliamentary poll. At least six protesters were killed and 14 wounded. Witnesses told Al Jazeera on Wednesday that soldiers used live rounds to disperse the demonstrators. Security forces also used tear gas and water cannon at them. Even before the presidential poll results were released, the MDC accused the government of rigging the election - the first without Mugabe in the ballot in decades. “We have won this election and Mr Mnangagwa knows it our supporters must be calm and anticipate massive celebrations,” Chamisa told reporters earlier on Thursday, after visiting wounded protesters at Harare’s
Parirenyatwa hospital. EU observers: Un-level playing field More than five million people registered to vote, while a total of 23 presidential hopefuls run for the country’s top seat - all first time contenders. It is the first time since the end of white-minority rule that such a large number of candidates competed for the Zimbabwe’s presidency. The Electoral Commission said on Wednesday 1.3 percent of registered voters could not cast their vote because they presented the wrong documents at polling stations. Observers from the European Union criticised the poll, saying there was “un-level playing field” and “intimidation of voters”. “These elections were seen as a critical test of Zimbabwe’s reform process,” Elmar Brok, the EU mission’s chief observer, said on Wednesday. “In some senses, up to this point, the conduct of the polls has had a number of positive features, but in other senses, serious concerns remain,” added Brok.
Vatican declares death penalty ‘inadmissible’ The Roman Catholic Church says it has changed its teaching to declare the death penalty “inadmissible” to reflect that all life is sacred and there is no justification for state-sponsored executions. The Vatican said on Thursday Pope Francis approved the revision to say that capital punishment constitutes an “attack” on the dignity of human beings. The change will be reflected in the most important guide to church teaching, the catechism. Previously, the catechism said the church did not exclude recourse to capital punishment “if this is the only possible way of effectively defending human lives against the
unjust aggressor”. In an accompanying letter explaining the change, Cardinal Ladaria, head of the Vatican’s doctrine, said the development of Catholic doctrine on capital punishment did not contradict prior teaching but rather was an evolution of it. Pope Francis has long railed against the death penalty. In March 2015 letter to the president of the International Commission Against the Death Penalty, he wrote, “Today, capital punishment is unacceptable, however, serious the condemned’s crime may have been.” The letter added: “It entails cruel, inhumane and degrading
treatment.” Death penalty Last year, 53 countries issued death sentences and 23 of them executed at least 993 people, according to Amnesty International. Most executions took place in China, Iran, Saudi Arabia, Iraq and Pakistan. In the United States, 23 people were executed, a slight increase from 2016 but a low number compared with historical trends, Amnesty said. Among Americans, 54 percent favour the punishment for people convicted of murder, while 39 percent are opposed, according to a Pew Research Center survey conducted this year.
Mali election: Keita and Cisse go to runoff vote
Mali’s presidential election will go to a runoff vote after President Ibrahim Boubacar Keita came in first but failed to secure enough votes to win a second term in office outright, according to preliminary figures. The Ministry of Territorial Administration said on Thursday that Keita won 41.4 percent of Sunday’s vote, while his main rival Soumaila Cisse came in second with 17.8 percent. The two, who also went to a runoff vote in 2013, will contest the second round of voting on August 12. A candidate needed to obtain more than 50 percent of the votes to win outright. Businessman Aliou Boubacar Diallo came in third with 7.95 percent, while former NASA employee Cheick Modibo Diarra received 7.46 percent. The constitutional court has three days to validate the results. READ MORE Mali elections 2018: Why presidential vote matters The ministry said there was a 43 percent participation rate among Mali’s more than eight million registered voters, in a poll that took place under the threat of attack from armed groups. Al Jazeera’s Mohamed Vall, reporting from Mali’s capital, Bamako, said the results were “not far from expectations”. He added, however, that 18 out of 23 presidential contenders had issued a joint statement demanding that the government investigate what they said was fraud in the presidential election.
“If this unity that they have shown is going to be translated into unity behind Cisse in the runoff, that could present a huge challenge for Keita,” said Vall. “No opposition leader has even won an election against a sitting president in Mali’s democratic history - if it happens this time around it will be unprecedented.” Vall said the opposition has gained “quite a lot of support” over the past year because “people were unhappy with the way Keita ran the country” since his 2013 election. “They expected him to end violence, to improve the economy and unite the country - but that’s not what happened, according to his critics. There have been increasing attacks and increasing insecurity in the north and ethnic fighting in the centre of the country.” Sunday’s vote was marred by claims of irregularities and unrelated attacks by suspected armed groups that prevented thousands from voting. Attackers shut down 644 polling stations, representing about three percent of the total. About a fifth were troubled by violence, according to government figures. That has fueled doubts about the election’s credibility and worries that it did not fully reflect the will of Malians, large numbers of whom are spread across a vast desert where groups with links to alQaeda and ISIL roam. In the past three years, attacks have tripled and violent deaths have doubled, according to civil society website Malilink.

From Samuel Luka, Bauchi The Publicity Secretary of the Youth Sports Federation of Nigeria (YSSON) Bauchi State Chapter Alhaji Bala Hussaini has disclosed that Darazo United Football club of Bauchi State has Won Economic Community of West African States Governor Youth Football Tournament Cup after defeating Ghana team 2-1 in Accra Ghana. Bala who made this known while chatting with newsmen in Bauchi said Six countries participated in the tournament that included Nigeria, Benin Republic , Ghana da Togo , Burkina Faso and Ivory coast.
Bala said the teams were divided in to two, Ghana and Nigeria played the Final of the match and Nigeria defeated Ghana two goals while Ghana scored one. He said both teams played peacefully and the tournament was organized in collaboration with Youth Sports Federation of Nigeria while the Bauchi State Contingent was sponsored by Governor Mohammed Abdullahi Abubakar through the Ministry of Sports and Ministry for Local Government. Spokesman of YSSON Bauchi said the teams made Nigeria and Bauchi proud and they will represent Nigeria in the World competition in Dubai before the year runs out. He thank the State Governor Abubakar for sponsoring the team and urged him to do

NFF: Amaju Pinnick remains authentic president
The Nigerian Football Federation on Thursday passed a vote of confidence on the Amaju Pinnick-led Executive Committee, affirming that it remained the duly elected committee recognised by FIFA. It also warned that future litigation brought against the Federation before “ordinary courts of law” by any of its members would attract the automatic expulsion of the erring member. The decision came 24 hours after a Federal High Court in Jos, Plateau State, refused to grant Pinnick’s request to stop Chris Giwa from taking over as the NFF President. Justice Musa Kurya of a Federal High Court in Jos had on June 5 made an ex parte order directing the current NFF board to vacate the Glass House for Giwa and his followers. Asaba 2018: CAA President applauds host, apologises for hitches The President, Confederation of Africa Athletics, Hamad Kalkaba Malboum, on Thursday commended the Delta Government for hosting the ongoing 2018 Africa Senior Athletics Championships and apologized for the delay in starting the competition. Malboum gave the commendation when he spoke to newsmen at the Media Centre of Stephen Keshi Stadium in Asaba, venue of the championships. Malboum said that Lagos was given the hosting right two years but that the state did not finalise with CAA before it was given to Asaba. He said: “We appreciate the efforts of the organising committee, we gave the right two years ago, the event was given to Lagos but Lagos didn’t finalise on time and we opted for Asaba. “I visited Asaba to inspect the stadium but what I meant was not a palatable one but what we have today is a big transformation.” The CAA president apologised to the athletes for any hitch they might have experienced since they arrived in the country, saying he was relieved that the event finally started. NAN reports that some countries were stranded in Lagos for almost 48 hours, before they finally made their way to the host city. He said: “We are a growing continent and things are not perfect in this part of the world, so we are sorry for any difficulties the athletes and foreign journalist must have gone through. “For some technical reasons, a lot of things didn’t go well as planned but the Local Organising Committee have assured the CAA that they will put everything right and they are working to salvage the situation.” Malboum also commended the media for supporting the championships and urged them to be more constructive in their reportage. Also, Sebastian Coe, President of the International Association of Athletics Federations, said he was in the country with his team to monitor things as they
progressed. Coe said that athletics was a global sports that required efforts to stage any major competition, adding that the host had done enough in staging the championships. He said: “It is my duty to travel to any part of the world where any major athletics event is taking place and that is why I am here in Asaba. “I am not here for any ceremonial reason, but I am here with my team to monitor what is on ground and also to assist the host in any area where they need to improve. “Athletics is a global sport and we need to show the world how big and important our sport is; the state and federal government have put in a lot of efforts in staging this event and we appreciate them.” Contributing, the former President, Athletics Federation of Nigeria and Chairman of the LOC, Solomon Ogba, accepted the blame, but pleaded for understanding. Ogba said: “Today, all the athletes are here and we have adjusted the programmes to accommodate all; no one will be shut out. “Other cities like: Lagos turn down the hosting, so I have to talk to Governor Ifeanyi Okowa to bring the competition to Asaba in order not to deny Nigeria the hosting right.” NAN reports that almost 1,000 athletes are participating in the five-day event that would end on August 5.
