You are unfit to be Nigeria’s President, Tinubu tells Atiku Continued from page 1 address,’ noted that the former vice President lacks proper understanding of what is really happening, noting that he is surprised that Atiku could not differentiate between suspension and removal. Tinubu in a statement he personally signed said: “Strange that you would choose to depict the current situation so inaccurately as to stir emotions unduly. You claim that CJN Onnoghen has been removed. However, this is not so. He has been temporarily suspended. You and your advisors should know and recognise the vast legal difference between “suspension” and “removal.” Yet you persist in conflating the two in what you say is a pursuit of justice. While true you may be in pursuit of something. It is not justice.” The APC leader also faulted the claim by Atiku that he has dedicated all his life to the defense of democracy, saying, “Those of you who know him, and even those who don’t, know this is not true. If all of his life has been dedicated to support for democracy, then he is far too young to run for president; however, I must congratulate him for having somehow managed to find or begin a second life. This rebirth as a defender of democracy must have taken place only a few short hours ago.” “Atiku claims to be a democrat and defender of democracy, but where was he, his voice and action during Abacha’s suffocating maximum rule? Was he not a member and cheer-leader of one of the five Abacha parties aptly described then as five leprous fingers of Abacha? Did he even have the courage to visit his mentor, late Major General Shehu Musa Yar Ádua in jail for fear of Abacha stopping him from running for the governorship of Adamawa?
“Dare Atiku say what is really upsetting him and what he really is hiding in his attempt to cloak his lifetime of undemocratic reckonings in the swaddling of this much too belated democratic second birth he now claims for himself?” Tinubu went further to query Atiku’s claim to being a democrat when he stood by and did nothing when the government he was Vice President withheld funds that belongs to the people of Lagos without cause. “When you lorded over Nigeria in tandem with President Obasanjo, there were myriad court orders mandating that your government render to Lagos state the funds due it to improve the lives of its millions of inhabitants. Instead, you gladly and without dispute joined Obasanjo in utter disregard for these unambiguous legal verdicts. In so doing, you demeaned the rule of law. “You also readily sacrificed the economic development and welfare of millions of innocent people in Lagos just to gain some illicit political advantage that proved to be fleeting and of no avail to you in the end. “You now speak of democracy and the need for executive restraint. But such verbal finery never crossed your lips or traversed your pen when you and Obasanjo improperly removed Senate Presidents more easily than a trendy cad exchanges a pair of shoes or changes the subject of his false affections. Your love for democracy is such that you were recently observed apologising to the PDP for not rigging the Lagos 2003 gubernatorial polls as you did the polls in the other Southwestern states. “Instead of repenting for rigging at least five states too many, your expressed regret was that you had not rigged enough; that you rigged one state less than the complete
mauling of democracy your party and your principal had mandated. Regarding such a destructive love as this, I am sure democracy and fair elections would rather do without. “A few weeks ago in a televised broadcast you even revealed to the people that your official policy envisioned the base enrichment of your friends should you achieve the presidency. “I must assume that your lifetime as a defender of democracy began after this long record of unjust deeds and even after your latest statement of intent to mould Nigeria into an oligarchy. If these is not the case and if all these things you have done and said are consistent with your current notion of democracy, then there is but one conclusion. The democracy you now claim to support remains a rather strange breed of democracy, such as to be nigh indistinguishable from the regressive, rentier political economy you designed and foisted on Nigeria as the crafty lieutenant of the bullish Obasanjo.” Speaking specifically on Atiku’s reaction to Onnoghen’s suspension, Tinubu said: “If justice was your goal, you would acknowledge that the CJN has only been temporarily suspended not permanently removed. Thus, your recourse to saying that the President violated the constitutional provision regarding the removal of a CJN is inaccurate in that Buhari never intended to remove the CJN. “What he has done is to have the CJN temporarily get out of his chair so that the serious matters against him can be heard by someone other than himself. Should the charges show themselves to be wrong or unproven, the CJN will be automatically reinstated as the head of the Nigerian judiciary.

Nigeria is still highly corrupt country, says TI Rated No 144 out of 188 countries
Andrew Orolua, Abuja
Transparency International said on Tuesday that the 2018 Corruption Perception Index (CPI) has shown that Nigeria remained a corrupt country and did not improve despite campaigns against corruption. The index revealed that Nigeria has neither improved nor progressed in the perception of corruption in the public administration in 2018 due to failure to implement certain recommendations. The newly released index published in Nigeria exclusively by the Civil Society Legislative Advocacy Centre (CISLAC), Transparency International Chapter in Nigeria, revealed that Nigeria scored 27 out of 100 points in the 2018 CPI, maintaining the same score as in the 2017 CPI.
In the country comparison, Nigeria ranks 144 out of 180 countries this year as opposed to 148 out of 180 countries in the 2017 CPI. Nigeria is thus still perceived as highly corrupt, and although the ranking shows that Nigeria moved up four (4) places, it only means that four other countries have scored worse while Nigeria stagnated. The Corruption Perceptions Index (CPI) aggregates data from a number of different sources that provide perceptions by business community and country experts of the level of corruption in the public sector. In the case of Nigeria, the composite score consists of sources which include: African Development Bank Perception Survey, Bertelsmann Foundation Transformation Index, Economist Intelligence Unit Country Ratings, PRS
International Country Risk Guide, World Bank Corruption Perception Assessment, the World Economic Forum Executive Opinion Survey, World Justice Project Rule of Law Index and Varieties of Democracy Project. All are impartial, wellrespected, statistically significant and evidence-based sources. In February last year when the 2017 Corruption Perception Index (CPI) was released, some challenged the results and stated that it did not reflect the situation in the country, while others agreed that corruption has truly eaten deep into the Nigerian system and that the score was a true reflection of the state of corruption in Nigeria. CISLAC noted that lack of progress in the fight against corruption as testified by

In a move to save judiciary, NJC gives ultimatum to Onnoghen, Muhammad Andrew Orolua, Abuja and Peter Fowoyo, Lagos The National Judicial Council (NJC), on Tuesday, gave the Chief Justice of Nigeria (CJN), Justice Walter S.N. Onnoghen, and Justice Ibrahim T. Muhammad, seven working days to respond to petitions of alleged misconducts written against them. The CJN, Justice Walter Onnoghen, was suspended from office last Friday by President Muhammadu Buhari following a purported ex- parte order granted by the Chairman of the Code of Conduct Tribunal, Danladi Yakubu Umar. Same ex-parte order also directed the President to swear in the most senior justice of the Supreme Court next to Onnoghen, which happened to be Justice Ibrahim Muhammad as the acting Chief Justice of Nigeria. Justice Onnoghen travial followed a petition by Aghanya and a six count charge filed against CJN at the Code of Conduct Tribunal by the Federal Government. Though, the tribunal which sat on 22 January
had adjourned the sitting to 28 January, it went secretly to grant the contentious ex-parte order on 23 January. NJC which has the disciplinary power over the judicial officers, said at the end of its emergency meeting on Tuesday that it has also referred the petition against CCT Chairman, Danladi Yakubu Umar, to the Federal Judicial Service Commission (FJSC) to deal with it. Tuesday’s meeting of the NJC held at its secretariat was presided over by Justice Umaru Abdullahi, a former President of the Court of Appeal, who was elected as interim chairman at the meeting. The meeting considered four petitions. The petitions are: The petition against Justice W.S.N.Onnoghen, written by Zikhrillahi Ibrahim of Resource Centre for Human Rights & Civil Education; the petition against Justice Ibrahim Tanko Muhammad, written by Centre for Justice and Peace Initiative; the petition against Justice Ibrahim Tanko Muhammad, written by Olisa Agbakoba, SAN, and the petition against Danladi
Yakubu Umar, Chairman, Code of Conduct Tribunal by Centre for Justice and Peace Initiative. Council referred the petition against Hon. Danladi Yakubu Umar to the Federal Judicial Service Commission (FJSC) which is the appropriate constitutional body empowered to deal with it. In line with its procedure, Council also forwarded the petitions against Justices W.S.N. Onnoghen, GCON and I. T. Muhammad, to them for their responses. It said that in view of the gravity of the matters involved, Council abridged the usual response period from fourteen (14) to seven (7) working days for the Hon. Justices to respond. Justice W. S. N. Onnoghen and Justice I.T. Muhammad who are statutory members of the NJC, recused themselves from the meeting. Consequently, Council elected Justice Umaru Abdullahi, a former President of the Court of Appeal, as Interim Chairman to preside over the meeting. The Council will reconvene on the 11th February, 2019 to take decision
Respite as FG launches 3-year Humanitarian Response Plan for N’East Mathew Dadiya, Abuja The Federal Government has launched a three year Humanitarian Response Plan - the 2019 – 2021 Humanitarian Response Strategy for the development of the North East Region of Nigeria, indicating sigh of relief for the people. Minister of Budget and National Planning, Senator Udoma Udo Udoma, who launched the Plan, said it is a product of a collaborative effort between the Government of Nigeria and the country’s Development Partners; and it aims at ameliorating the sufferings of the people of the North-East caused by an insurgency that has resulted in widespread humanitarian crisis. The launching was carried out during the Ministerial Meeting on Protection in the Lake Chad Basin and the Humanitarian Response Strategy for the North East which entered its second day on Tuesday. The meeting was presided over by President Muhammadu Buhari, who was represented by Vice President Yemi Osinbajo. The meeting was attended by representatives of the countries in the Lake Chad Basin – Cameroon, Chad and Niger; UN Special Representative of the Secretary General for West Africa and the Sahel Region; representatives of United Nations Agencies in Nigeria; members of the Diplomatic community; some members of the Federal Executive Council; Representatives of the affected States of the North East Region; the World Bank and other development partners. Udoma told the gathering that the
2019 Humanitarian Response Plan (HRP) is part of a three-year strategy (2019 – 2021) evolved through a multi-stakeholder approach under the coordination of his Ministry in collaboration with donors, to address the needs and challenges of the affected people of the North East Region. “The 2019 HRP, which is the third in Nigeria, was developed in close consultation with the Governments of Borno, Adamawa and Yobe states and was presented for validation to the Inter-Ministerial Taskforce on the North-East made up of relevant Ministries, Departments and Agencies (MDAs) as well as Donors; Development Partners and Coalition of International Non-Government Organizations (INGOs)”, he explained. The Minister said the objective of the Humanitarian Response Strategy is to provide timely and integrated multi-sector assistance and protection interventions to the most vulnerable. It is aimed at improving access by the communities and people of the North East to humanitarian assistance. The plan, he stated, has been endorsed by the High-Level Conference on the Lake Chad Region (Oslo II), which took place in Berlin on September 3 and 4, 2018 which was co-hosted by Nigeria, Germany, Norway and the United Nations; during which stakeholders working on humanitarian assistance, crisis prevention, stabilization, and development, came together to identify shared challenges and opportunities. The Daily Times recalls that at
the 2018 meeting, an agreement was reached to continue collaborating through a multi-year approach towards addressing the needs and challenges of the Lake Chad Region in a sustainable manner. The Government of Nigeria, he explained, aims to provide sustainable solutions to those displaced by the insurgency. “As we succeed in ameliorating the plight of the people, the Plan envisages that more resources will be deployed to increase investments in infrastructure and other facilities so as to also address the other development challenges of the North East. This framework is called the Multi-year Humanitarian, Development, and Peace Nexus Plan, which will take effect from 2019, and which supports the 2019 HRP. “We have worked to ensure synergy between the two plans. We have also ensured that these two Plans are aligned and consistent with the Economic Recovery and Growth Plan (ERGP), which is the fundamental economic blueprint of the Buhari Administration”, the Minister explained. The minister, therefore, called on all stakeholders in the implementation of the Plans to ensure that all the milestones are achieved. “With early achievements of these milestones, we will gradually be able to refocus the resources being deployed from humanitarian activities to more general developmental projects. All this will help to restore prosperity to the North-East – which is our overall aim,” he pointed out.

on the matter. Meanwhile, twenty - four hours after he petitioned the National Judicial Council NJC over allegations of gross misconduct against the acting Chief Justice of Nigeria, Justice Ibrahim Tanko Mohammed, former President of the Nigerian Bar Association NBA, Dr. Olisa Agbakoba SAN, on Tuesday, petitioned the NBA over gross misconduct against the Chairman, Code of Conduct Tribunal, Mr. Danladi Umar. Mr. Danladi Umar, is said to have granted an ex parte application which on its face was defective having not set out on record the counsel that made the application. According to Dr. Agbakoba SAN, this ex parte order prompted the President, Muhammadu Buhari, to suspend the Chief Justice of Nigeria, Justice Walter Nkanu Onnoghen and replaced him with an acting CJN, Justice Ibrahim Tanko Mohammed last week Friday throwing the third arm of government into total disarray. He therefore urged the Legal Practitioners Disciplinary Committee to expel Mr. Umar, who is not a judicial officer, from the roll of legal practitioners in Nigeria in order to serve as a deterrent to others. The petition which was addressed to the General Secretary of the lawyers’ umbrella body and titled: Petition Against Danladi Umar, Chairman Code of Conduct Tribunal reads in part: “On January 14th, 2019, the Code of Conduct Tribunal (CCT) of which Mr. Danladi Umar is Chairman assumed jurisdiction in a matter against the Chief Justice of Nigeria, Honourable Justice Walter Samuel Nkanu Onnoghen knowing the CCT had no jurisdiction in view of CCT’s own decision in the case of Hon. Justice Sylvester Ngwuta which also involved Asset Declaration. The Court of Appeal in Nganjiwa v. FRN (2017) LPELR-43391 (CA) held that allegations of misconduct against a serving Judicial officer must first be referred to and handled by the National Judicial Council (NJC). It is only after the NJC has entertained and made a finding or pronouncement on the allegation against a Judicial officer
and recommended to the President or Governor as the case may be, the removal of such judicial officer, and the recommendation is accepted and acted upon by the appropriate authority, that the prosecuting agencies of the Federal Government can proceed against such judicial officer to make him face the full wrath of the law. Mr. Danladi Umar knew the state of the law yet acted otherwise. Mr Umar’s misconduct has created a constitutional crisis and brought great embarrassment to the Legal profession. “On January 23, 2019, the Code of Conduct Tribunal of which Mr. Danladi Umar is Chairman issued an Exparte Order which on its face is clearly defective having not set out on record the Counsel that made the application. This gives the impression the CCT may have drawn up the Application on itself. This led the President of Nigeria to purportedly suspend the Chief Justice of Nigeria, Honourable Justice Walter Samuel Nkanu Onnoghen and purportedly appoint an Acting Chief Justice of Nigeria, Hon. Justice Tanko Mohammed, as the Acting Chief Justice of Nigeria. Mr Umar’s misconduct has created a constitutional crisis and brought great embarrassment to the Legal profession. “The Chairman of the Code of Conduct Tribunal, Mr. Danladi Umar is on trial at the Federal High Court of the Federal Capital Territory, Abuja for allegedly demanding a bribe of N10million from one Mr. Rasheed Owolabi Taiwo in 2012. The alleged demand was made in relation to a case (CCT/ABJ/03/12) involving Mr. Taiwo, an offence contrary to Section 12(1) (a) and (b) of the Corrupt Practices and Other Related Offences Act, 2003. “The Chairman of the Code of Conduct Tribunal, Mr. Danladi Umar not being a Judicial Officer is subject to the Legal Practitioners Disciplinary Committee. In the light of these violations of the Rules of Professional Conduct, we pray the Legal Practitioners Disciplinary Committee direct that the name of Mr. Danladi Umar be struck out of the Roll of Legal Practitioners in Nigeria.

Reps summon Oyo-Ita, CBN, others over PENCOM malpractices Henry Omunu, Abuja
The House of Representatives ad hoc committee has summoned the apex pension body, PENCOM, the Head of Civil Service to the Federation, Winifred Oyo-Ita, the Central Bank of Nigeria, the Ministry of Finance and others over alleged unwholesome practices by the Pension Commission (PENCOM). Others invited by the House ad hoc committee include the Nigeria Labour Congress (NLC), Trade Union Congress (TUC) and all relevant representatives of agencies and institutions of the governing board of PENCOM. The ad hoc committee in an invitation dated January 28 and signed by its Chairman, Rep. Ehiozuwa
Johnson Agbonayinma (APC/ Edo) requested for relevant documents from the invited persons and institutions to enable it adequately prepare for the investigative hearing scheduled for February 7. Sources informed our correspondent that despite the pressure to truncate the investigative hearing by some prominent Nigerians, members of the committee have vowed to get to the bottom of the running of pension issues in the country. A source privy to this development, said that “we are really disturbed because all we want to protect is the pensioners sweat and ensure they get their dues. “It did not even end there as we hear from authentic sources that since inception and now there was massive recruitment
into the agency which was grossly lopsided.” The committee among others demanded for the net assets of the contributory funds, details of supervisors and regulations of pension funds administrators and their key instructions and performances, compliances and defaults, details of payment into Treasury Single Account and bank accounts operated by the commission. When contacted, Chairman of the committee, Rep. Agbonayinma confirmed that actually the commission and other major stakeholders have been invited to an investigative hearing. He said that “we are not leaving any part uncompleted as we are going to conduct a thorough investigative hearing that is water tight.”
Oyo-Ita Recall that the House on November 29, 2018 during plenary had considered a motion on the need to investigate PENCOM for violation of the National Pension Commission Act and subsequently, set up an ad hoc committee to look into the matter.
You are unfit to be Nigeria’s President, Tinubu tells Atiku Continued from page 5
However, for Atiku to state that the CJN should remain on seat while credible and grave charges swirl around him is to put the entire workings of the Supreme Court under a heavy cloud. “It is ironic that Atiku of all people throw such darts at President Buhari. Buhari actually exercised considerable restraint in this matter. He has reasonably balanced concerns about the integrity of the judiciary with concerns for the individual rights of the accused. “Nothing has been taken from the CJN that cannot be restored if the facts warrant such restoration. Thus, President Buhari conditionally suspended the CJN. By doing so, this allows for the case to move forward without
the CCT or others fearing the CJN might use his position to unduly interfere with proceedings. If the CJN is exonerated, then he will return to his position. If not exonerated, then a more permanent discipline awaits him. “This is an imminently fair and balanced approach, especially given the fact that the constitution and other laws really do not provide clear and unambiguous guidance in how to proceed in a case whether the CJN is the defendant under this unique fact pattern. “While Atiku rails against Buhari because of this act of restraint, we can but imagine the tack Chief Obasanjo and Atiku would have taken if they presided over this situation. By now, they would have put CJN Onnoghen in the stocks or shipped him off to that infamous
farm in Ota where he would have begun his new career in plucking poultry. “It is curious that Atiku would take up the marker of a jurist who has enjoyed the sweet but hidden benefits of several million dollars of mystery money passing through his secret bank accounts, Even when discovered, these accounts held several hundred thousands of dollars in them. “Someone in Atiku’s position would normally be wary of a judge thusly tainted. A politician in Atiku’s position should more objectively be concerned that the government would have been the source of the hidden funds or that government would use the fact of the clandestine money as leverage against the judge to make sure he did government’s bidding for surely this a jurist highly compromised by
pecuniary indiscretion. “It is almost unnatural that an opposition candidate would champion the soiled cause of such a judge who seems to have sold something in exchange for the money found in his vest’s secret pockets. “Yet, Atiku now cries the anguished cry of a man who thought he had won the lottery only to find he had misread the last number on his claim ticket. Or perhaps these are the tears of a man who thought he had invested in a sure deal only to see the reason for the investment evaporate before his very eyes. Now, Atiku and his cohort seek to turn their personal disappointment into a burning national issue. They seek to manufacture a constitutional crisis where none exists,” he said.
‘Nigeria is still highly corrupt country’ Continued from page 5
this year’s edition of the CPI is a consequence of partial or non-implementation of recommendations issued by corruption experts and activists. There were recommendations that accompanied the launch of the CPI 2017, one of which was for the immediate appointment and prompt inauguration of the National Procurement Council (NPC) as provided in the Public Procurement Act. In 2018, the Permanent Secretary, at the Open Government Week 2018, responded to the question of when the NPC would be inaugurated by stating that “the Council has in fact been constituted and its inauguration will be done very soon.” Regrettably, CISLAC despite corruption in procurement which is responsible for around 70% of the aggregated corruption in the public administration, the NPC has still not been inaugurated. Another recommendation urged the Government of Nigeria and the Legislature to strengthen anti-corruption institutions and provide adequate protection and encouragement for whistleblowers. The confirmation of 60 nominees for leadership positions across various institutions, including agencies vital to fighting corruption continues to suffer delay, which has continued to undermine governance and complicate the fight against corruption in the country. With the inability of the present administration to stop political boycott of key appointments and pass the much needed legislation such as the Proceeds of Crime
Bill and to implement the recommendations given at the launch of the CPI 2017, it is no wonder that Nigeria’s score in 2018 is no different than 2017. “Let us underscore that “acting” leadership of any anticorruption and law enforcement institution is falling short when these institutions should spearhead the combating pervasive corruption and organised crime as in the case of Nigeria. Furthermore, the public image of the anti-corruption campaign in Nigeria is tarnished domestically and internationally with extremely slow progress to move on numerous anticorruption commitments made by the Government. 14 commitments were made as part of the Open Government Partnership effort. In some cases, a modest progress has been made. However, majority of the 14 commitments are unfulfilled. 20 commitments were also made by the President Buhari’s administration in London 2016 during an anti-corruption conference. Of this number, not a single commitment has been completed three years thereafter. 50% of anticorruption commitments are under way while 25% are inactive. 25% of commitments are in progress. “Public participation and active reporting of corruption is seriously hindered by the absence of the Whistleblower Protection Act that would ensure the protection of the Whistleblowers from dismissals, suspensions, harassments, discriminations or intimidation,” the report stated. It said that no country can make progress without insider reportage of corruption abuses.
Polls: Atiku drags Buhari to US, UK, France, Germany, EU over constitutional breaches Tunde Opalana, Abuja The Presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, has reported President Muhammadu Buhari to the international community for alleged constitutional breaches. He accused President Buhari of threatening the nation’s democracy by serially breaching the provisions of the constitution and undermining organs and institutions of state in order to advance his personal interest. He said while the President has ironically taken oath to safeguard and defend the Constitution of the Federal Republic of Nigeria, the reality of his selective and wanton violations of its provisions means that his oath is observed only in the breach. As a Presidential Candidate in the forthcoming General Elections that will be conducted and supervised by the government of President Muhammadu Buhari, Atiku felt the urgent need to share some key violations of the provisions of the constitution and to demand the pressure of world leaders on the Federal
Government to desist from these violations and ensure a level playing field for the General Elections. In a letter dated January 27, 2019 written to the Ambassadors of France, Germany, EU, US and UK High Commissions, the former vice president called the attention of the international community to constitutional breaches under the watch of President Buhari. Acknowledging prominent roles played by the countries in building Nigerian democracy, he urged them to mount pressure on this government and all its antidemocracy functionaries, to let them know that their actions will have strong consequences. Atiku said: “I have chosen to write this letter to Your Excellency for the enviable role that your country plays as champion of Democracy and the Rule of Law. “I am also writing you as Nigeria’s international development partner working together to deepen and strengthen our democracy as well as to help in the transformation of our economies and societies for the better. “Your Voice is very important to the survival of Nigeria’s
democracy”. Atiku reeled out what he described as unfortunate actions of the Government “of a man who merely pays lip service to being a reformed democrat”. Some of these constitutional infractions he highlighted in the letter include issues of the purported suspension of CJN Onnoghen, the illegal purchase of the Tucano Aircrafts, disregard for Orders of Courts, the approval of $1 billion for military expenditure before approaching the National Assembly and the Executive Order No. 006 (On Preservation of Suspicious Assets and Related Schedules). On January 25, 2019 suspension of Justice Walter Onnoghen, the former vice president said: “it was an attempt to muscle out the Chief Justice of Nigeria using phony charges at a time when His Lordship was primed to play a central role in the fast approaching nationwide electoral process represents the boldest steps in the march to undermine our democracy. “This is undoubtedly an anti-democratic act which my political Party and I reject without reservation and for which I urge Your Excellency to condemn
unequivocally. “Need I say, this brazen authoritarian and imperious stride of President Buhari is the latest action in a series of carefully planned onslaught on our nation’s hard earned democracy by an extremely power hungry and anxious President and the cabal that feeds fat around him as February 16, 2019 draws nearer. “This act of desperation is geared towards affecting the outcome of the 2019 Presidential elections. Indeed, it is not just the CJN that has been “suspended”, it is the Nigerian Constitution that has been infracted and, in effect, suspended, under the guise of the suspension of the CJN”. Atiku reported that President Buhari sometime in April 2018 approved the purchase of Tucano Aircrafts for the Nigerian Military at the sum of $496 million (Four Hundred and Ninety-Six Million United States Dollars) without seeking prior approval of the National Assembly contrary to Section 80 (3) and (4) of the 1999 Constitution (as amended). Quoting the provisions, he said: “(3) No money shall be withdrawn from the Consolidated Revenue Fund or any other public fund of the Federation, except
in the manner prescribed by the National Assembly.” “(4) No monies shall be withdrawn from the Consolidated Revenue Fund or any other public fund of the Federation, except in the manner prescribed by the National Assembly”. Speaking on the serial violation of court orders by the Buhari administration and going against the rule of law especially in three known cases of Col. Sambo Dasuki (Former National Security Adviser) to whom various courts have granted bail on at least six different occasions; and the Buhari-led government has persistently refused to comply with the court orders. “Again, the former NSA and four others were granted bail on December 18, 2015 on a similar condition with a N250 million bond by Justice Hussein-Baba Yusuf. “ Similarly, the former NSA; a former Minister of State for Finance, Bashir Yuguda; former Sokoto Governor, Attahiru Bafarawa; and three others were granted bail by Justice Peter Affen on December 21, 2015 by the Federal Capital Territory High Court in the sum of N250 million each and two sureties in like sum.
The Federal Government cherrypicked the order whilst disobeying the part that concerned the former NSA”, he said. He made reference to Ibraheem El-Zakzaky, Leader of a Shiite Group, IMN, who has been in detention without trial for over 3 years after his followers were massacred in broad daylight; his wife and family killed and his home burnt, in a gory and shameful show of brute force by the Nigerian Army. Charging Nigerians on the task ahead, he said: “The choices facing all of us is either to stand aside and watch Nigerians reelect a President who has been in constant violation of the laws of the land without remorse; or to support them show him the way out and elect a true democrat. We must send a clear message that the Nigerian nation is bigger than any individual. “Even if Nigerians opted not to elect me as President, the incumbent must go into the polls on his own record of lack of respect for the Rule of Law and not on the spurious perception of his “Integrity”. We need to set precedence for successive leaders not to take democratic mandate for granted”.

ASUU threatens to sanction Short News uncooperative VCs Ooni, Adams charge INEC on credible polls, Doosuur Iwambe, Abuja The Academic Staff Union of Universities (ASUU) has threatened to impose sanction on some “uncooperative” University Vice Chancellors who are not willing to participate in the ongoing strike. ASUU president, Prof. Biodun Ogunyemi who was reacting to the allegation that some Vice Chancellors have been intimidating lecturers in their institution and have ordered them back to the classroom, while some have reportedly commenced examinations described the development as worrisome. He said that the union may be preparing for a confrontation with some of the vice chancellors
that have defaulted and failed to cooperate. “The attitude of some of these vice chancellors is worrisome; the union will be prepared to engage such vice chancellor when the ongoing strike is suspended or called off, ” he said. While expressing regret over some members of the union, who choose to betray their conscience by opting out of the strike, the ASUU boss added that such members who may be aggrieved ought to take opportunity of available internal mechanism for resolving such crisis, saying that the union will address the issues at the appropriate time. Ogunyemi, however, noted that there are reasons some members may have opted out of
the action in some campuses. According to him, some vice chancellors are uncooperative even though they will benefit from the university system that ASUU is agitating for. “In some places, some of them will misapply the fund. That is why there will continue to be crisis, so when we go back, we are going to engage many of the vice chancellors. “Like in some state universities, their governors are playing the ostrich, pretending to be funding their universities. Daily Times recalls that ASUU had commenced an indefinite strike on November 5, 2018, demanding for increased funding of the university education by the Federal Government.

The group says it believes that Nigerians will eventually commend INEC for what it has stood for. In a statement signed by its Chairman Niyi Akinsiju and Secretary Cassidy Madueke in Abuja on Tuesday, the geoup said it has noted the commitment of President Muhammadu Buhari to a free, fair and credible elections, even as it restated the decision of the administration not to interfere in the affairs of the electoral body before, during and after the elections.

Giving details, Governor Ambode said: “The Alaro Satellite City was conceived to provide housing schemes to a broad spectrum of income earners, industrial workspaces, warehouses, hospitality and commercial office facilities amongst others. “The project would not only open up the corridor but would transform its economic landscape by providing jobs, reducing poverty and contributing significantly to socioeconomic development of the State, especially in terms of the GDP of the State in particular, and the country in general.”
Owerri APC rally shows Buhari’s inconsistency - PDP Tunde Opalana, Abuja The Peoples Democratic Party (PDP) has knocked President Muhammadu Buhari over what it called shoddy performance at the campaign rally of the All Progressives Congress (APC) in Owerri, Imo State on Tuesday. The party also said the scanty attendance at the rally, shows that the President has become a ‘general without a troop’. In a statement on Tuesday, PDP spokesperson, Kola Ologbondiyan said the situation at the APC rally was so pathetic that an apparently discomfited President Buhari could not articulate any message to support his re-election bid but told Nigerians to vote for any candidate of their choice in the general election. The PDP said “It was pitiable to watch Mr. President garble, as the audience who refused to carry APC broom also remained passive, while many started leaving the venue while he was still presenting his address. “Ironically, Mr. President confessed that he had nothing new to tell Nigerians. If anything, the APC Presidential candidate, in his party’s usual penchant for false performance claims, alluded to a non-existent ‘market money’ which elicited heckles from the audience.

How new airport terminals will impact Nigerians
Simon Nkeonyasuwa
With ASKY starting operations from the Nnamdi Azikiwe International Airport, Abuja and Lufthansa set to commence from Port Harcourt International Airport, Omagwa in no distant time, two of the four terminals funded through $500 million by the Chinese EximBank loan with counterpart funding of $100 million from the Federal Republic of Nigeria are being put to use. When the Kotoka International Airport Terminal 3 in Accra, Ghana was commissioned in September, a lot of Nigerians went on the social media to lambast their fatherland with little or no information on what their own country was doing and this was ill-informed. In truth however, the newly built Kotoka International Airport Terminal 3 in Accra, Ghana with a handling capacity of 5 million passengers annually is still lower in capacity to the Port Harcourt terminal which will handle 7 million annually. And at the cost of $ 600 million joint funding for the four terminals, it is comparatively more cost-effective than the single terminal in Accra at a cost of $275 million. Already, with the facility on ground at both PHIA and NAIA, stakeholders and government are expecting more airlines to indicate interest in flying to those airports especially the Port Harcourt Airport that has had a lull of activities since the decline in the oil and gas sectors. However, despite the slowdown of activities in Port Harcourt, all the terminals still require more people to run them, according to the Managing Director, Federal Airports Authority of Nigeria, Saleh Dunoma, who in an interview recently, stated that with two of the four terminals commissioned and ready for use, it will
create employment for deserving Nigerians. “The Chinese terminals was funded by the Federal government and the ChinaExim Bank loan. So now we have commissioned two as I speak to you. I need more staff to run those terminals. “We are looking for more people, so it has created an opportunity for us to employ. So the unions are very happy because right now I am short of staff to run those terminals. We are not closing down the whole terminals, we are running them. So we are looking for more people to employ because of the additional capacity we have created in terms of infrastructure,” he said. President MuhammadU Buhari while commissioning the terminals Port Harcourt on October 26th and Abuja on December the 20th, said government was mindful of the infrastructure deficit in the aviation sub sector and was trying to fix them gradually. He was also particular about the fact that not much was done after these airports were built-in the 70s and 80s to increase handling capacity of the airports and so decisive steps were sought and taken to ensure that the terminals meet the minimum international global standards. “This Administration recognises aviation as a catalyst for economic growth and as such will continue to encourage and support the actualizstion of projects that will place Nigerian Airports amongst the best in the world,” he said. These massive investments reflect Government’s deliberate policy to sustain the development of Nigeria’s infrastructure gradually closing the infrastructural deficit bedevilling our country, which is a good thing in itself. Information which is now public knowledge states that Port Harcourt
International Airport is approximately 28,000 metre square and can facilitate 7 million passengers annually with 24 checkin counters, 3 baggage collection carousels, 12 immigration desks at arrival and 16 immigration desks at departure, four passenger boarding bridges plus remote boarding and arrival to mention a few of the facilities. While the new international terminal at the Nnamdi Azikiwe International Airport is designed to handle 15 million passengers annually and is almost twice the size of the earlier commissioned PHIA with approximately 56,000 square metres with s 60m long sky walk that connects the airport terminal to the metro station. The area covered by the roof is the size of five football pitches, 66 Check-in counters, 5 baggage collection carousels, 28 immigration desks at Arrival and 16 immigration desks at Departure. The new terminal also has 8 security screening points, 8 passenger boarding bridges plus remote boarding and arrival. It has 2 food courts, 4 premium lounges, a 22 room hotel with spa, over 3000 square metres of Duty Free space and more than 5000 square metres of utility space. If put to adequate use and properly maintained, these four terminals are facilities that are built to last. Also the FAAN boss in that same interview allayed some fears being touted in public spaces on operations of the terminal is being handled by the Chinese. According to him, nothing could be further from the truth, as the Chinese that built the airport terminals would not operate them until they recoup the money they spent on them, as many have been led to believe. “There is nothing like the Chinese will
run it. They gave us a loan to construct the terminals and we are supposed to pay back this loan. So arrangements are made in the agreement we signed that as soon as the buildings are put into operation they will give us a gestation period and then from there we will start paying back the loan. “So we are making arrangements to start payments as soon as the gestation period is over. They are not going to run the terminals, what we want to do with them is as usual, if you provide an infrastructure, there is a defect liability period which is about one year. So, they will help us train our engineers and maintain the facility for one year until the defect liability period is over. So they have to be around until our people get used to these facilities as quickly as possible.” “We have started the training even before the commissioning of the building, but this is purely technical area. Their engineers and technicians will remain with our technicians and engineers over this period of defect liability period so that after that, they will have their hands off. So the Chinese is not going to run the terminals, we have started in Abuja and you can see that our people are running it,” the FAAN boss said in the interview. In all, the benefits of these edifices when put to use will become significant indices and catalysts for economic growth and well as sustained development for civil aviation. It may also help achieve the goal of making Nigeria a regional hub, when orchestrated steps are taken to achieve that as well as ensure Nigeria is moves towards achieving and meeting global aviation standards in facilitation, passenger processing and service delivery in tandem with international best practices.
2019 and search for national renewal
Jibrin Ibrahim
For a long time, I thought the main issue for 2019 would be the elections. The 2015 general elections created the first defeat for an incumbent president and the excitement of having a famed anticorruption statesman returning to power to change the course of our national history. The change group won but the change seen by Nigerians has not been spectacular and in any case, we have seen what’s on offer from the two leading candidates, President Buhari and former Vice President Atiku Abubakar, as such no more excitement about what’s coming, which ever one wins. The main issue for 2019 is that of the struggle for the re-establishment of rural peace. Our rural peasants are no longer able to go safely to their farms and eke out their livelihoods, as they have done in the past 12 decades. Rural banditry has become the defining characteristic of the country and ordinary people have become the targets of banditry, arson, kidnapping and mass murder. The elite are also caught in the same trap and are today deeply frightened of travelling almost anywhere in the country. As they barricade themselves in their houses in the city centres, their high walls are no longer any protection as increasing numbers are getting picked up in their houses. They are discovering that there is a price to pay for decades of misrule, as the people get pauperised and strike back at their irresponsible ruling classes. In a sense, the key issue for 2019 is whether the Nigerian state can begin to reverse banditry, gangsterism and mass atrocities by the millions of young people we have failed to educate and provide jobs for. What is most frightening being that we cannot even talk with them, as much of the time, millions of them are deep in drug dazed stupor. As we get more frightened, we have prayed more and more, calling on God to save us from our children. Just as politics
has not provided change, prayers too have not led to change. Precisely because we have been praying without thinking, we have missed the message of the scriptures that we must sit up and work to do good before we receive God’s blessings. We are proud that we have built more edifices for God and spent more time in fervent prayers than any other nation on earth, as revealed by research by the Pew Center, and yet our daily actions are lies, ritual and/or instrumental murders, adultery, rape, theft and every other sin known to Christianity, Islam and traditional religions. Over time, we have transferred our social vices to the political terrain. Our politics is run by godfathers. Our political leaders emerge to contest for our votes because they have bribed their way through primaries and some even kill their opponents to ensure there is really no competition. Today, it is no longer possible for a good and honest person to be a politician because the first criterion for politics is that you have stolen massive amounts of money from the Nigerian people. The more “honest” ones like Evans the kidnapper sought corrupt businessmen who have amassed billions and kidnapped them so they would be compelled to pay one million dollars each into what he had designed as his campaign kitty for the gubernatorial election in his State that he was preparing for. Others have had the opportunity to hold public office and they simply looted the treasury to build their political careers. No country that is not willing to allow a good person access to political office can hope to progress. The result is that every election produces a class of political office holders who are worse than the previous ones. The worst in society have mastered the art of reproducing themselves, while the good ones look on and pray. We are currently all watching the
campaigns for the elections coming up in the coming weeks. The campaign strategy and tactics of the ruling All Progressives Congress (APC) is to paint the Peoples Democratic Party (PDP) opposition candidate, Atiku Abubakar as a very corrupt person who would loot the national treasury if voted into office. The PDP response is to say that President Buhari, his family and cohorts have also succumbed to corruption and are worse than what he is being accused of. The language of the campaign is that “he is corrupt” and “he too is corrupt”. This is pathetic. And this campaign format dominates the terrain because although there are many other candidates, their voices are not heard as audibility is a function of money and the imperative of our laws that all contestants must have equal time in the mass media is disregarded by the organs and not enforced by the regulatory authorities. Money has become the life blood of Nigerian politics and virtually all politicians play the money game. They pay huge amounts to all stakeholders, meaning all groups that can influence politics, including security officials and staff of the Independent National Electoral Commission (INEC). They also pay money to the political grassroots. I have spoken to a number of gubernatorial aspirants who contested in the last primaries about the monies paid to the grassroots. These monies allegedly go to the structures, I was told. What are the structures I would naively ask? The response is always the same – party structures are party executives at the ward and local government levels, including chair and Exco members, women and youth. For each level, there are collectors who receive the money and promise to deliver to the grassroots. Two things stand out: Everybody pays something, hence its impossible to differentiate the honest ones
who do not bribe and the corrupt ones who do. The second thing is that none of these politicians is ever sure whether the money ever gets to the intended recipients. The story of the primaries was that, at the end of the day, the monies spent on “structures” do not matter because whether or not the grassroots gets the money, the party barons take subsequent decisions to cancel the primaries, impose “consensus” candidates or simply declare whoever they want as the candidate. I am yet to meet an aspirant who has experienced a political process of electing a candidate because they are popular or liked by the people. In other words, our political process is a mafia world in which godfathers kill, maim, marginalise and exclude all but their chosen godsons. Its this terrible world of Nigerian politics that our angry youth have learnt and taken into society. Meanwhile, we all pretend that we are holding party primaries in accordance with the Electoral Act 2010 as amended. This realty of our politics is never expressed in the formal narrative of the national discourse. We act as if the democratic process spelt out in our Constitution and laws are operational. Rebuilding the nation would require a serious analysis of our condition. It would, above all, require a strategy that would begin to encourage good people to come out and be supported by other good people. We must believe the reality that we are not a nation of crooks, even if we have allowed the tiny minority of crooks in our society to dominate us. Let our resolution for 2019 be the determination to liberate our politics and society from the minority of crooks that are dominating us and imposing their terrible values on our national life. It is this resolve that would give us the courage to begin to tackle the issue of rural peace for the people.

Editorial Commentary The Onnoghen case and other stories
Times Guest Columnist Reuben Abati
I find it incredulous that a ruling government that seeks a second term in office and about which doubts have been expressed with regard to its performance, the competence of its officials and the quality of its service delivery would embark on a series of self-immolating adventures that can only further alienate it from the people it seeks to serve. The manner in which the Buhari administration has been summersaulting in the public domain barely three weeks to Nigeria’s 2019 general election is suicidal. It is a wrong time to launch an attack on key institutions of state and the psyche of the average Nigerian. Except there is something else that the advisers of this government know that we do not know, what we know is that election season is the best time, and perhaps the busiest period when Nigerian politicians try to put their best leg forward. It is that season when they make an effort to mend fences. But what we have seen is an incumbent Federal Government that has been going out of its way to make enemies unnecessarily, violate the integrity of institutions, court avoidable controversies and give the sad impression that the 2019 general election can be determined with or without the people. It is in order, therefore, to consider the arrogance of the state and the system insufferable. As a strategy, if that is what it is, this is indeed unbelievable. Anyone who has been following the news in Nigeria will have no problem providing useful illustrations in this respect. The latest is the matter of Walter Onnoghen, the Chief Justice of Nigeria (now suspended and on trial), over cloudy matters of assets declaration. There have been many permutations and points of analysis (legal and moral, speculative and affirmative) over this issue. We need not rehash the various details other than to remind us that issues have been raised about the government’s abuse of due process, and violation of the Constitution and the legal order, all after a characteristic fashion. There are those who argue that nobody is above the law, not even the Justice of the Supreme Court, but while that may be true, it is important also that the government is seen to be fair and sincere and that its commitment to law and justice is without blemish. The shoddy handling of CJN Onnoghen’s makes no impression on legal purists and positivists who aver that the law cannot be bent to serve the purposes of expediency, otherwise the law is advertised as an ass and every institution in the administration of justice system is put to ridicule. In addition, I think if the objective of those who want Justice Walter Onnoghen out of the way, and who have offered a lot of prosecutorial folklore, is to punish him for assumed infractions or to replace him with a friendlier Chief Justice, they could have done a much neater job. But they bungled it. They have demonstrated what seems to be habitual and serial incompetence, so much that the government now finds itself in a ridiculous situation whereby lawyers are calling to question the competence of all the reported 52 lawyers in the government. It all looks worse because of the perception that judges are being hounded and that this particular government has no regard whatsoever for the doctrine of the separation of powers. This could have been avoided. There are other questions: why didn’t CJN Onnoghen promptly summon the National Judicial Council (NJC) to a meeting to tackle the issues? Should he have tarried awhile? And why did the Acting CJN, Tanko Muhammed agree to aid illegality and Constitutional infraction by making himself available to be sworn in against all known norms and procedures; thus making himself a part of the problem? Shouldn’t he know what is right in the eyes of the law? Times like this call for courage from the Bar and the Bench. Cowardly silence or acquiescence after a few days of righteous noise-making, the type that I think is building up and spreading right now, could further damage the integrity of these two key institutions. There is a precedent. When a similar situation arose in 2007 in Pakistan under General Pervez Musharaff, the Bar and the Bench boycotted the courts and took to the streets (the Lawyers’ Movement/the Pakistan Long March) until the assault on the office of the Chief Justice was reversed. Will the Nigerian Bar and the Bench stand in
unison? The Buhari administration has been serially and severally accused of nepotism and cronyism. Two key opportunities presented itself recently to correct this impression. Confusion 2: Even if there is a seniority rule in terms of succession to the seat of the Chief Justice, the fact that the immediate beneficiary of the suspension of CJN Onnoghen is a Northerner merely promotes the charge of nepotism. Many commenters believe that Onnoghen had to be suspended or removed as it were, to allow a Northerner preside over the Supreme Court during an election season. The acting CJN may be innocent on this score, but the Federal Government does him much harm. All of a sudden, he has become a victim of malicious propaganda, obviously orchestrated by Onnoghen’s sympathizers. About the same period, a Northerner and a Muslim was also appointed the Inspector General of Police to succeed another Northerner and a Muslim. Similarly, every other strategic position in government is occupied by a Northerner. In the face of all this, the default response of the government is to argue that previous administrations did the same thing, meaning the ethnicization of power is normal. So what was all that pre-election preachment about change all about, if as at 2019, nothing has changed? This is cynicism carried too far. Apparently, public opinion means nothing in the view of these new Sheriffs. What exactly is the wisdom in encouraging North-South polarization during an election season? If local public opinion is discounted, international public opinion is also dismissed as meddlesomeness and unwelcome interference. Confusion 3: Why is it that nobody can talk to “them” anymore and a healthy national conversation has become impossible? Some persons somewhere have forgotten how the international community, the same United Kingdom, United States and the European Union, that they now insult, carried the APC change agenda on their heads in 2014/2015. Our only consolation is that it is most unlikely that the international agencies in our midst will choose to be intimidated by the barking dogs and the hawks and the vultures of Nigerian democracy. It should be clear that Nigeria is not an island unto itself. It is not the other room. It is part of the larger room of global humanity. Under the international order, the country and its leaders are accountable to the people they lead and the rules of international engagement on the rule of law, fundamental human rights and good governance. So, there is no point to this barking match inside Nigeria; the dogs of agony must be put on a leash. For the avoidance of doubt, the minimum that every one is asking for, before the issues disappear into a maze of arguments and counter-arguments, is that Nigerians and the international community expect Nigeria to conduct free, fair and credible elections, and that the authorities will not act in any manner that will exacerbate tension and throw the country into chaos. Political gladiators must put Nigeria first and ensure political stability. The people’s vote must be allowed to count. The battle for power must not be conducted to the detriment of institutions. This means that the independence and neutrality of state institutions must be guaranteed and protected. All the heads of strategic institutions who because of the allure of the moment, may have forgotten that tomorrow will come, should learn from the experience of yesterday’s men and women. There is always a yesterday and a tomorrow in the natural order of things. There is also a tendency to reduce everything in Nigeria to a battle of egos, and that has proven to be counter-productive, because many egos get deflated, no man kisses the stars forever. Vengeance as state policy or political strategy is deplorable. This then, is a country right now, in desperate need of leadership. That leadership has to be provided by all stakeholders, not by any cabal, and we will find it, if Nigeria is placed first and we all look beyond rhetoric and short-term benefits, and those who matter stop treating this country like a prostitute.
OUR POSITION
Panel and power of prosecution
A
s political campaigns for the series of elections for the long awaited year 2019 begin today, Nigerians are about to witness another round of political fireworks and brickbats, as politicians put final touches to their roadmap to grabbing political power in the new year. Already political brick bats have started flying across the political divide as politicians and political jobbers try to outdo themselves either to gain political advantage or to help the candidate of their interest gain advantage over others. Some political party leaders have also thrown themselves into the fray, with the intention of either impugning the character of the opposition political leaders so that the electorates will not see the platform as a credible platform and the candidate not reliable. This development is already sending ripples across the land and threatening to throw up the kind of bitterness that may not augur well for the polity. For example, recently a video emerged of the Kano State Governor Abdulahi Ganduje allegedly collecting a bribe of $5million from contractors in the state, an allegation that the governor has denied. The interesting part of the scandal is that the video was posted by a journalist, Jaafar Jaafar, the publisher of an online news medium, DailyNigerian. Jafar is said to be a former aide of the former governor of the state, Senator Rabiu Kwankwaso who has been having a running battle with Ganduje over the political control of the state, therefore many have reasoned that if Jafar, a former aide of Kwankwaso is releasing a scandal video of the governor at a time Ganduje is having a running battle with his former principal, Kwankwaso, it stands to reason that there is a political undertone which may not augur well for the state and the entire political system. This is especially more intriguing because the said video was about two years old and now surfacing few months to Ganduje’e second term bid. Now that Ganduje has sued Jafar for defamation of character, it is clear that this bitterness may be taken into the election. Another development that calls for concern in this period of campaign is the running battle that the chairman of the All Progressives Congress (APC), Adams Oshiomhole is having with some governors in his party who are angry that they are not able to have their way during the election. Now, the battle has crossed party line, as the Senate President, Dr. Bukola Saraki has thrown a jab at Oshiomhole, telling him that because of the accusations that his party members are throwing at him, he is no longer fit to lead his party. But Oshiomhole has also thrown his jab, telling Saraki that he is a disgrace to Nigeria’s democracy. Oshiomhole who spoke in reaction to Saraki’s earlier statement, said it was pathetic and irresponsible that the Senate president would resort to ‘petty politics’. He added that Saraki had no moral ground to call for his resignation as the APC national chairman. The APC chairman threatened to sue Saraki if he failed to provide evidence that he actually took
bribes from aspirants. While it is granted that at a time like this politicians must work towards using every opportunity to have an edge over others, there is the need to be conscious of whatever they do at a time like this and understand that if indeed their intention is to do that which will be for the benefit of the people, caution must be the watchword. Politicians must also try their best to play politics by the rule, with the understanding that when they malign anyone there are always consequences which may not end the way anyone can determine or predict. While we call on politicians to stick to issues as they transverse the land campaigning about their plans for the people, it is also important to tell them to make realisable promises and avoid issues that will impugn on the character of other aspirants. We will also like to advise the electorates to be circumspect at a time like this and not be taken in by every promise whether realisable or not, knowing that after election, reality beckons. While it will be difficult to tell electorates not to take money from politicians, it is important to warn that for every vote you sell, you have purchased hardship for the next four years. We are of the opinion that this is a time that the electorates should be wise and not allow themselves to be deceived by any smooth talking politician eager to gain political advantage, and ponder over the fact that those who made promises in the past, failed to fulfill a better part of those promises and not allow themselves to be deceived again.

2019 general elections: NHRC seeks to curb Short News hate speech, fake news Oil theft: Navy hands over 19 suspects, 2 Andrew Orolua, Abuja
Concern that fake news and hate speech could give rise to lack of confidence in the electoral process, the National Human Rights Commission (NHRC) on Tuesday embarked on processes to curb hate speech and fake news. The NHRC said it has commenced administering questionnaires, through its state offices to gauge the incidence of hate speech, fake news and electoral violence throughout the six geopolitical zones in the country. The Executive Secretary of the Commission, Tony Ojukwu, who disclosed this while speaking at an interface with key regulators and stakeholders on hate speeches, fake news and election violence held in Abuja on Tuesday said, findings from the survey will enable the Commission put up directive or an advisory on hate speeches, fake news and electoral violence, with a view to creating an enabling environment for free and fair 2019 general elections. He said the spread of hate speeches and fake news have the propensity to fan prejudice, incite electoral violence and thus, raise contentious issues before, during and after the elections. This, he said could give rise to lack of confidence in the electoral process, mutual distrust and ultimately affect the outcome of the acceptance of the election. As a way of addressing the disturbing issues, Ojukwu said the NHRC will soon commission social media ambassadors to promote activities against hate, fake speeches
and election violence. Following the interface, organised by the NHRC, in collaboration with MacArthur foundation, Tony said the Commission is proposing the formation of a Coalition Against Hate, Fake and Dangerous Speeches (CAFAHADS). The NHRC boss said the global menace of hate speeches and fake news constitute danger to human rights, sustainable development, peace and security, adding that, “This has became a potent tool in the hands of individuals and groups that wish to truncate our democratic governance”.
In his speech, a human right lawyer, Femi Falana (SAN) said there are enough laws in Nigeria’s constitution to deal with issues of hate speeches, fake news and electoral violence in the country. Falana said the problem is the lack of political will to implement the laws, even as he warned against forwarding of fake text messages with hate speeches, because of the stringent punishment that will be meted out on any body found guilty of hate speeches and fake news. The senior lawyer called on Nigeria politicians to endeavour to build a fake and hate speech free society.

Ekiti PDP protests against Fayose over ‘anti-party’ comment Gbenga Sodeinde, Ado Ekiti For about hours on Tuesday, protest rocked Omuo Ekiti, the headquarters of Ekiti East Local Government, the Senate Minority Leader, Biodun Olujimi’s Local Government, as members of the Peoples Democratic Party (PDP) from Ekiti South Senatorial district gathered to expressed their anger over former Governor, Ayo Fayose’s comment commanding voters to reject Senator Olujimi’s re-election at the poll. The PDP protesters said it was tantamount to anti-party for Fayose, former PDP Governor to have told Ekiti South voters to reject Senator Olujimi for allegedly flexing muscles with the former Governor over the leadership of the party in the State and southwest. Fayose had last week went on radio and television and commanded the people to vote for all PDP candidates with the exemption of Olujimi, the Senator representing Ekiti South senatorial district, which some members believed could sabotage the success of the party . Stakeholders of the party had last year November convened a meeting in Ado Ekiti, where it was resolved that Senator Olujimi should assume leadership
position being the highest ranking PDP person in the state and southwest. The placards displayed by protesters include: ‘Stop Personalising PDP, PDP not your Private Estate’, ‘You Have no Power to Give order to Ekiti South Voters’, ‘Stop Your Anti-Party Activities’, among others. Addressing the protesters, former Majority Leader of the Ekiti State House of Assembly, Hon Sule Longe and exCommissioner for Information, Chief Israel Osadare, urged the National Chairman of the party, Chief Uche Secondus to call Fayose to order, so that the party can be united to prosecute the coming elections. The former commissioner said Olujimi played prominent role in Fayose becoming the governor of the state in 2003 and 2014, saying it was wrong for him to turn around and bit the fingers that had fed him during the trying times. Osadare said: “It amounted to antiparty activity for former governor Fayose to have gone on radio and said the people should reject Senator Olujimi in the coming election. For any PDP person to have made such comment amounted to trying to destroy the platform that made him. “But we want to say that Fayose has no power to command Ekiti South voters,
because he is from the Central. We appeal to our people not to be misled by Fayose’s comment. “He had been governor twice using PDP platform and he now wants to destroy the party for selfish goal, this will not work and nemesis shall soon catch up with him. “It was his domineering tendency that led to PDP’s losing Ekiti in the July 14 election apart from the rigging perpetrated by the APC. Our party would have done better if he actually gave the party and its members free hands to operate. “Let our people be prepared hard to withstand the challenges ahead and win substantially in the elections coming up in the State next month”, he advised. Also speaking during the protest, Former Majority Leader, Hon. Sule Longe, said the party at this crucial time must come together to be able to trounce APC in the coming elections, rather than taking steps that can create cleavages in the party that is in the opposition. “Nobody can tell our people not to vote for Senator Olujimi, because she had paid her dues. She did well as a representative of the people in the last four years. “We know the antics of former governor Fayose, he wanted to be the only one that will enjoy PDP and this will not work. So, he should be warned by our leaders.

We don’t divert LG funds -KWSG Kehinde Akinpelu, Ilorin
The Kwara State Government said local government funds are administered, without its interference, by the respective executive chairpersons through the Joint Account Allocation Committee (JAAC) and based on parameters set by law. In a statement issued in response to claims by the factional governorship candidate of the All Progressives Congress (APC) in Kwara State, Alhaji Abdulrahman Abdulrazak that the state government diverts local government funds, the state government described the claim as uninformed and false as it neither diverts nor interferes with the local government finances. The government also rejected the candidates claim the joint project account was responsible for the low level of development and poverty at the local government level. On the contrary, it said, the drop in federal allocation to local government councils caused salary arrears and the unfortunate hardship being experienced by local government workers and pensioners.

Banks’ toxic loans recovered in 8 years hit N1trn - Finance minister Mathew Dadiya, Abuja The Minister of Finance, Mrs. Zainab Ahmed, said that the Asset Management Corporation of Nigeria (AMCON) had recovered so far about N1trillion from debtors of banks whose loans were taken over by it since creation in 2010. Zainab, who gave this hint in Abuja during the inauguration of the AMCON’s new board, said that cash accounted for 60 per cent out of the recovered amount, while non-cash assets such as properties and equity securities accounted for the balance of 40 per cent. The minister noted that during the period, the corporation’s repaid over N1 trillion to the Central Bank of Nigeria, thereby leaving its current debt obligations to the apex bank at over N5 trillion. According to her, going by the current economic realities, the government could not afford to writeoff the debts in the short term. She, therefore, charged the new board, under the chairmanship of Muiz Banire, to come up with creative strategies that would help in recovering the outstanding loans. The AMCON was set up by the Federal Government through the Central Bank of Nigeria as a vehicle to bail out banks through the purchase of banks’ Non-Performing Loans (NPLs) and to recover such loans from debtors.

Crude oil theft: FG orders EFCC to track vessels Idu Jude, Abuja In an effort to curb the menace of the illegal lifting of crude oil on the Nigerian shores, Federal Government of Nigeria through the anti-graft agencies has devised of tracking down vessels on illegal missions. He said this while appearing in the ongoing International Petroleum Summit, NIPS in Abuja. He disclosed that the Federal Government has acquired the capacity to monitor vessels operating in Nigeria and through its monitoring of these vessels, it had observed irregularities in the movement of some of the vessels mandated to lift crude oil from Nigeria. He said the data observed from the activities from the movement of vessels would help determine the various loading points of the vessels, the dead weight of the vessels and the volume of crude oil lifted from the country by the vessels.
He added that the tracking programme would be extended to the downstream sector, to determine the volume of Premium Motor Spirit, PMS, also known as petrol, imported into the country; the quantity of the products brought in by each vessel; the depots the commodity are stored, up to the points of retail to motorists. “For the first time, we know what we are producing in this country. As to when it is being produced, barrel to barrel, we can tell. We can see even vessels that are coming into Nigeria and their activities. We have seen some vessels go to a location and pick some cargoes, leave that point, go to another point pick something else and return to the first location when they should be heading to Port Novo or the United States. “What we are trying to do with the EFCC is to gather data and track these vessels, to determine the owners, why did they leave this point, what happened along the way, what is the dead weight of the vessels at the time they were leaving Nigeria and many more.
“So for the first time, we are going to soon be able to tell on a day-by-day basis all the activities that took place in the sector and those of the players. We are even going to extend it to the downstream.” In another session, the panelists made of experts and a member of the legislature, identified lack of implementation of key policies and lack of transparency among others, as issues hindering investment and development of the oil and gas industry. A member of the panelist, Mr. Sergius Ogun, Member of the Federal House of representatives, Representing Esan North East/South East Federal Constituency of Edo State, lamented the huge interference of government in the petroleum industry. According to him, the petroleum industry does not lack policies but was limited in implementation, adding that the government held in the sector was too great and is worrisome. He said, “We tend to politicize everything in
the country, which is very much affecting the major sector that should drive the economy. For example, why is the downstream still not deregulated or NNPC still a cash cow for government, why is there interference and game? It makes no sense for the industry and our economy. The government should hand off the business and focus on regulation.” On his part, Director of the Department of Petroleum Resources, DPR, Mr. Mordecai Ladan, added that the petroleum sector lacks synergy between policy development and implementation. Ladan, who was represented by his Technical Assistant, Mr. Nuhu Habib, said, “I strongly believe that transparency and accountability of doing business is a critical issue needed to be addressed for the industry to move forward. Why is this? We must set a clear differential between what should be business and policies. The government must be very proactive in ensuring it operates also as a business entity and not just as a regulator.
FG projects 10% growth in maritime industry in 2019 Temitope Adebayo The Federal Government on Tuesday projected a 10 per cent growth in the Nigerian maritime industry. This was contained in the 2019/2020 maritime forecast unveiled by the Nigerian Maritime Administration and Safety Agency (NIMASA) in Lagos. The forecast, the second in the series, tagged “Harnessing the Maritime and Shipping Sector for Sustainable Growth. It is meant to give direction to investors and stakeholders in the industry in their planning and investment decisions as part of efforts to attract more foreign direct investment to the economy. Major plans covered by the forecast are the economic environment, the maritime industry (local and global), regulatory framework, and emerging opportunities and challenges. Speaking at the unveiling ceremony, the Director General of NIMASA, Dr. Dakuku
Peterside, said this year’s forecast will be addressing how emerging trends in the global maritime industry would affect the Nigerian maritime sector as well as domestic factors that will influence the sector. Dakuku said the maritime industry held a lot of promise for Nigeria. “The maritime sector has the potential of contributing at least 10 per cent of Nigeria’s GDP in no distant future, as Nigeria has the biggest market in Africa; and generates about 65-67 per cent of cargo throughput in West Africa, and 65 per cent of all cargo heading for these regions will most likely end up in the Nigerian market,” the DG said. According to the forecast, the outlook for the economy in 2019 reflects, on the global side, concerns about a substantial global economic growth slowdown, likely higher US interest rates, a stronger dollar, and volatile oil prices, possibly averaging below US$60pb, and domestically, the impact of sentiments surrounding the 2019 general elections and
post-electoral transition. The empirical analysis projects the growth of the total fleet size in 2019 over 2018 to be 10.33 per cent, easing to 8.75 per cent for 2020. Oil tanker fleet size is projected to decrease by 11.2 per cent for both 2019 and recover to positive growth of 0.11 per cent by 2020. Non-oil tanker fleet size is estimated to increase by 14.3 per cent in 2019 and 10.2 per cent in 2020, while Oil Rig count is projected to increase by 6.98 per cent and 6.5 per cent for 2019 and 2020, respectively. Dakuku identified asset building/acquisition and human capacity development as two factors that would enable Nigerians to play a major role in the maritime and shipping sector. He said shipping is capital intensive and the Cabotage Vessel Financing Fund (CVFF) will not be adequate to address the huge demand for the maritime asset. This propelled the Agency to seek other ship financing models, he said. “We have been engaging with government at the highest level to push for special intervention fund, special interest rate and
other incentives that will drive optimal performance in the sector. We shall not relent in our drive to put the right framework together to help beneficiaries and investors have a good return on investment. The country is also making huge investments in human capacity development in the sector, which means that more Nigerians will get involved in shipping, especially, in shipping operations”, Dakuku stated. Earlier in his welcome address, the Minister of Transportation, Rt. Hon. Rotimi Amaechi emphasised the importance of shipping in poverty alleviation and wealth creation. Amaechi, who was represented by the Deputy Director, Cabotage and Shipping Development in the Ministry, Mrs. Gloria Adie-Ayabie, informed stakeholders that the Federal Government had initiated reforms to facilitate the development of the Blue Economy, saying this involves the enactment of laws and domestication of relevant international instruments.

Stronger. Together.’ She added that the event was to honour the customers who made it possible for Dangote food products to be the preferred choice in all households. She said, “Your continuous patronage over the years demonstrates your confidence in our product range; sugar, flour, and salt. You have helped to create awareness for Dangote Food products across the six geopolitical regions. This has led to increased consumption of our products in the regions.” President/CE, Dangote Industries Limited, Aliko Dangote in his remarks, said that the award was to
appreciate customers and distributors who through their dogged and persistent efforts had made Dangote Foods products a household name in Nigeria. He said, “You are all aware that we are celebrating 2018 against all odds. Our Food businesses recorded mixed results in the year with NASCON growing while Dangote Sugar Refinery and Dangote Flour Mill had a very difficult year. Fluctuations in performance are known to occur in the life of businesses but the greater part is that you persevered with us. My special commendation goes to Dangote Sugar and Pasta customers who, despite the price challenges posed by influx of unlicensed and substandard grey imports stood by us.” “We have remained the dominant brand in most of the sectors where we play in the food sector, and we are delighted to have you as our partners through thick and thin,” he said. He disclosed that the company invested massively in the sugar sector across the country in line with its Backward Integration Project targeted at the
production of 1.5 million metric tonnes per annum of refined sugar in the next 10 years. Dangote said that the challenges would soon become history as an investment in the sugar sector would soon create between 75,000 to 150,000 jobs, price reductions and improved profits to customers. He commended the customers for enduring the Apapa gridlock that caused delay to product delivery and increased the cost to the business. “To reduce the traffic gridlock, we invested significantly in the Apapa road reconstruction project and the completion in 2019 should bring massive relief to our three food companies as well as our competitors operating from the axis,” he said. He recalled that in 2018, he disclosed plans for new investments in NASCON Allied Industries aimed at boosting efficiency and better returns. “Today, NASCON, after a strong 2018, has continued to roll out several culinary innovations such as curry, stew mix, soup mix, and different seasoning flavors to satisfy consumer demands,” he said.
FG signs innovative financing agreement with Gates Foundation Mathew Dadiya, Abuja The Federal Government of Nigeria has signed a new innovative financing agreement with the Bill and Melinda Gates Foundation aimed at strengthening both Routine Immunization (RI) and broader primary healthcare (PHC) services. The deal was jointly signed on Tuesday in Abuja by the Ministers of Budget and National Planning, Udoma Udo Udoma; Finance, Mrs. Zainab Ahmed and Health, Dr. Isaac Adewole. Under the agreement, Nigeria would receive an incentive financing of up to US$75 million over five years from the Gates Foundation as the government meets existing commitments to increase domestic funding of its RI program.
Accordingly, the incentive financing will be directly invested in Nigeria’s Basic Healthcare Provision Fund (BHCPF) and used in strengthening RI financing and other PHC services for the poorest. The government said that the deal would direct new funds to the nation’s broader health sector even as more domestic resources are dedicated to critical childhood vaccines specifically; creating a win-win opportunity for essential PHC services to grow in tandem. Udoma said, “Childhood immunisation is one of the most effective and cost-effective health interventions, and I can think of few better long-term investments in Nigeria’s human capital and future prosperity.” The Daily Times recalls that in April 2018, the Federal Government, through the National Primary Healthcare Development Agency, finalized its Nigeria Strategy for Immunisation and PHC System
Strengthening, 2018-2028 (NSIPSS), which outlined plans to spend US$1.95 billion on immunisation services over ten years via the national budget and some World Bank loan financing. In June same year, Gavi, the Vaccine Alliance, committed to supporting the NSIPSS with extended donor financing as domestic resources scale up. During this extended transition window, international donors via Gavi will provide Nigeria with US$1 billion, on top of the US$1.95bn domestic commitment. Together these funds will cover procurement of vaccines - the lion’s share of the costs as well as operational costs for routine and supplementary immunisation activities, and PHC system support. However, even with the additional Gavi support and loan options, the NSIPSS financing strategy
requires significant annual increases in funding for vaccines until the government assumes full responsibility after 2028. While Federal Government planning accounts for this, the incentive financing with the Gates Foundation will help reduce the pressure this creates on the overall health budget by providing new grant financing for PHC each year as domestic vaccine financing commitments are met. The Minister of Finance, Mrs. Zainab Ahmed said, “There’s no question that immunisation is an all-around ‘best buy’ for Nigeria and extremely high value-for-money, but we still have limited resources. This innovative financing will allow us to limit trade-offs in the health sector by ensuring that every additional Naira released for vaccines unlocks additional resources for broader PHC improvements.”

Obasanjo lacks moral right to accuse Buhari of rigging plot – Umohinyang Mr. Emmanuel Umohinyang, Convener, Re – elect Buhari Movement (RBM) leads one of the major support groups rooting for President Muhammadu Buhari’s re–election. He speaks on a variety of issues including the alleged plot to rig the forthcoming polls. PATRICK OKOHUE met him. What is your reaction to former President Olusegun Obasanjo’s allegation that President Buhari is planning to rig the coming election and that his administration is like that of Abacha? As you know, when it comes to the issue of credible election, Obasanjo does not have a say. He does not have the morality to talk about credible election in Nigeria, because he is the grand master of election rigging. Under his watch, we had the Maurice Iwu of this world. During his time, election was not won at the ballot, results were written from the comfort of people’s homes. It was during his era that we had the famous “Mr. fix it”. Election was fixed. It is only an exhibition of fear, thinking that we are back to the era we are coming from. I want to assure our former President that the new Sheriff in town is different from what we had during his era. Under President Muhammadu Buhari, elections will not only be free and credible, it will be seen by even the worst critics of his administration. Let us not becloud ourselves with the issue, coming from Otta, asserting that this administration is being run like the Abacha era. I think it is the most unfortunate statement I have heard from a former President. By the way, Obasanjo is not the only former President we have had in this country and one expects that as an elder statesman, if he sees anything that the administration has done that he feel strongly about, he could approach the President and share his views. The late former President Shehu Shagari, and Gen. Yakubu Gowon are examples. We have the Council of State of which he is a member, so trying to portray himself as a saint when we have his records is like a slap on our face. It’s quite unfortunate. I think we should give it to this administration that it has saved us the pain and agony of the past, talking about the Obasanjo/Atiku era, when political detainees was the order of the day, politically motivated assassination was the order of the day. I think Ex–President Obasanjo may have run out of ideas and is just trying to seek attention from Nigerians. Unfortunately, he cannot get it. President Buhari is a General of the people’s army. Nigerians love him and appreciate what he is doing. That is basically the reason we are pushing his re– election come February 16, 2019.
his worst critics have ever queried that posture. He didn’t earn that over the shelf. It is due to hard work that he has put into the system. He has held several public offices. You can go and check his records. Go and check what he has, and you will realise that we have moved from that era where a sitting President will gather contractors and gather 7 Billion Naira in the name of a Presidential Library. What we are saying is that we should have more faith in President Muhammadu Buhari. The integrity of some people is tied to their stomach, not President Buhari. He will never allow the coming election to be rigged in his favour or that of any other candidates.
Umohinyang
Don’t you think the former President has a point with Gen. T.Y Danjuma toeing the same line? I am surprised that you mentioned Gen. Danjuma, so we can say it is a communion of the Generals. Their views does not represent Nigerians’ view and I think at the last Council of State meeting, the INEC chairman was there to explain the level of preparation. From what we heard, the Council of State endorsed INEC’s preparation. INEC has equally said they have worked independently.
There has not been pressure from any quarter. I want to assure you that under President Muhammadu Buhari election will not be rigged; rather we will have something better than what we had in 2015. I think the President has endeared himself to Nigerians. It is not easy for a man to maintain the position of “Mr. Integrity” for decades. Who among these people can you call ‘Mr. Integrity’ without hearing a boomerang from Nigerians? President Buhari has held on to ‘Mr. Integrity for years. Nobody, not even
When it comes to the issue of credible election, Obasanjo does not have a say.
How do you react to the removal of the CJN by President Buhari? I think I need to correct this impression; Justice Walter Samuel Nkanu Onnoghen remains the CJN. We must enlighten our people that he has not been removed in the literal word of it. He was only suspended. The provision for the removal of the CJN is provided for in section 291 and 292 of our constitution as amended. Under those provisions, I don’t think the President can unilaterally remove the CJN. No. what the President has merely done is to carry out an order of the CCT, directing that the President should suspend the CJN, pending the conclusion of his trial, and that the most senior Justice in the hierarchy of the Supreme Court be appointed in acting capacity. The suspension simply means if the person is found not guilty after the conclusion of trial, he will be reinstated. People made some funny and ridiculous comments, prior to his suspension. We had some governors assemble in Abuja and declare that the CJN ignore the summon of the CCT. If at all, those governors made those statements, I think it is the most ridiculous statement I ever heard, because when you tell an ordinary Nigerian on the street who is caught stealing yam, that the full weight of the law would be brought on him and you try to turn a blind eye on somebody just because he is from your zone, such is really unfortunate. We cannot make progress as a country. My position is that irrespective of who is involved, even if it is my father, the very minute you go against the laws of the land, you must face the consequences, pure and simple. What becomes of our country when people begin to disobey the order of the courts? If we go tribal, it means the Northern governors could also say El Zaky Zaky and Dasuki are from our zone. The next thing will be anarchy. We should all rise against sectional interests and begin to deal with issues on its merits.
What is your reaction to the backlash that followed the suspension? Look, we are in a political era. The Presidential election is a few meters away. It is expected. We are in era where the politicians, lawyers, Doctors etc all have interest to protect, but I think we should look at the larger picture regarding whose interest the President should protect. That of his political party? The answer is no. His personal interest? The answer is no. That of the constitution? I think the answer is yes. The President is acting based on the powers given to him by our constitution, to obey orders that come from courts. You must also understand that it is a simple principle of law that orders of courts must be obeyed, no matter how bad. It was Lord Denning who said in his famous quote that no matter how tall a man is, the law is taller than him. That is why I subscribe to the removal of immunity against criminal prosecution for all categories of office holders, so that any occupier of even the office of President can be tried for criminal infractions. It will be an aberration to smuggle immunity that was not conferred on the CJN. I think Nigerians, should rise up and be counted if we want to move Nigeria from where we met it to where we want it to be. Don’t forget fighting corruption is one of the cardinal programmes of this administration. The present happenings in our country today remind me of the famous poem by Prof. Niyi Osundare titled “My Lord, where do I keep your bribe?” As members in the temple of justice, we must ensure that corruption is eradicated from our Judiciary. There are different interpretations about the warning by the US and UK against violence in the coming polls, what is your take? I would rather commend the UK and US for always showing exemplary interest in everything that has to do with our country. First, we know how elections had been conducted in the recent past. We know how results were written. This current President has been a victim of series of election. He has also been a beneficiary of a transparent process in 2015. For a man who benefited from a transparent process, he will never do anything to circumvent the will of the people. Two, if anything goes wrong with Nigeria, Africa as a continent catches cold, so you can now see why there is much interest in what is happening in Nigeria’s election. We have become a mirror to many African countries, so it is expected. We want to assure other countries that Nigeria under President Buhari will not derail this process.

Nigeria needs youth involvement for rapid devt, says Caleb varsity CEO Esther Taiwo
L-R: Facilitator, Mr. Chidiebere Nnorom; Facilitator, Mr. Olabode Odubunmi; CEO, Corona group of Schools and Coordinator of the workshop; Mrs. Adeyoyin Adesina; Vicar and convener of the workshop; Venerable Adelowo Adesina, Facilitator; Mrs. Blessing Ezeala, and Facilitator, Mr. Opeyemi Adeyemi, at a one day teachers’ workshop organised by St. Augustine Anglican Church, Anthony Village, Lagos.
FG, institutions urged to ensure contemporary teaching strategies for teachers As Anglican Church trains 120 teachers on contemporary teaching competencies Sam Nzeh Worried about dearth of professionalism and competency skills in education sector in the country, the Federal Government and educational institutions have been called to scale up training for the “21st century educator who must use contemporary teaching strategies to ensure quality preparation for today’s children for the future”. Venerable Adelowo Adesina, Vicar of St. Augustine Anglican Church, Anthony Village, Diocese of Lagos West, made the call at a one day teachers’ workshop organised by St. Augustine Anglican Church on the theme ‘Contemporary Teaching Competencies’ (C. T. C.) Speaking at the event, Ven. Adesina, who is also the organiser of the workshop, stated that “Teachers are indispensable in human capital development efforts of any nation as they are charged with the responsibility of transmitting organised learning experiences to learners. ‘’Generally, if Nigeria must move forward, we need value re-orientation, value has completely eroded and lost in Nigeria and the best way to start is from the schools. Those who will be value drivers are the teachers; they can’t give what they don’t have. So if we invest on our teachers, the reward and value it will yield will be unimaginable’’. According to him, one of the greatest area of deficiency in Nigeria is human capital and ‘’there are skills and competencies gaps and we felt that if we hold a workshop that will enhance teachers performance, we will be contributing and enhancing competencies of the teachers, as well as doing missions, community relations, corporate social responsibility. Those are our underlying reasons for the programme’’. He said: ‘’In every church we serve as vicar, we always do community relations which we consider as part of our missions and outreaches, it is a form of evangelism, when we got to Anthony village, we noticed that the church is located in front of a state school, there are other mission
schools in our immediate community. So, we are training about 120 teachers from various schools”. Adesina stated that the programme was entirely free, with the great support of the parish council of the church, individual friends and associates. He appreciated Corona Secondary School for their support to the workshop in providing facilitators who have received international exposures in the areas being addressed. In her own remarks, Mrs. Adeyoyin Adesina, CEO of Corona Schools in Lagos and coordinator of the workshop, said that the programme was primarily organised to enhance teachers’ professionalism. She said: ‘’Teachers hold, shape, and make the future and we believe it is expedient for us to contribute our quota in building and developing the teaching workforce around us. We noticed some private, missionary and public schools within our community and we felt this is the list we can do in developing the teaching workforce”. She affirmed that the workshop addressed core competencies in teaching like Lesson Planning and Methodologies which is the core of the teacher. “We also looking at Character and Competence which has eroded in our community, we are looking at value system, Effective Classroom Management, Professionalism, Ethics & Etiquettes. We want the teachers to understand that they are professionals’’. Mrs. Adesina stressed that ‘’Today people don’t see teachers as professional; they only talk about law, medicine, and engineering as professionals while they see teaching as what one can manage to do. ‘’For us, Teaching is a profession and I always challenge people that whatever height you have attained, you have been thought by a teacher’’. She advocated that teaching profession should be the given the first position in the list of professions. ‘’We need to help teachers understand their place and role in the society and ensure they become real processionals,” she stated. She called on governments, organisations, institutions
and families to place a high priority on teaching. ‘’For government, they need to go back to the basics, looking at our policies on education, ensure proper funding of the educational institutions and ensure that crop of teachers that comes out have a standard pedigree that prepares them for teaching profession’’. Also speaking, Mr. Opeyemi Adeyemi, one of the facilitators in the workshop and deputy head teacher at Corona Secondary School, who spoke on professionalism, Ethics & Etiquettes, said that teachers contribute greatly to building students’ characters to become ideal citizens. He said that the training will help teachers imbibe the culture of true professionalism and integrity in lines of duty. According to him, ethics and etiquette will help a teacher to grow but character will sustain the teacher to stay in the teaching profession as a core professional. He said that government and school authorities should make training and retraining of teachers a culture. For Mrs. Ronke Shonuga, a teacher with Corona Secondary School, who spoke on character and competence of teachers, she lamented on the poor character exhibition of teachers and dearth of competency skill among public and private school teachers. She stressed that empowerment of teachers was critical to career success, noting that new teaching techniques and methods needed to be continuously updated. “Today’s teachers must use teaching strategies to ensure that the focus in education is on preparing today’s children for the challenges of the times,” she added. A participant, Mr. Adeolu Olutumbo from Babington Macaulay Secondary School, Lagos, thanked the organisers of the programme for empowering the teachers. “Today my take home is that am not limited to only competency as a teacher, I have learnt to add character to my teaching to be a complete professional. I have also leant how to have effective management of class room. Am a better person today’’.
Redesign Curriculum to enhance sports devt, stakeholder tells govt Esther Taiwo
It was fun and all round sport activities at this year’s inter-house sports competition of Cayley College, Agidingbi, Lagos. The event which took place at Agege Stadium in Lagos had the students participate in different sports activities like track and field, Long Jump, Shot put, Discus and march past among others. Speaking at the event, Chairman of the occasion and Chief Executive Officer of De Meros Group, Dirisu Amero, who was represented by Pastor Olawale Bello, said sport remains a unifying force all over the world regardless of race and religion therefore it is important for all stakeholders to look
into it for all round development for the children as they proceed in their academic pursuit. According to him, the country’s curriculum should be in such a way that will enhance sports development in all the schools. “The curriculum should be in such a way that they will create avenue for the students to develop themselves in the aspects of sports.” He added that if government agencies can be available at sporting event like this and scout for talents and work on them, they can be great in the nearest future.” Amero, however, called on the state governments to partner with schools to encourage sports competition among schools so that great talents can be discovered among them as well to also build the spirit of sportsmanship which will go a long way in
helping them to accept results during competitions. He advised the children to develop themselves in whatever they know they are good at before government, schools and parents can support them. “There is no substitute to hard work or shortcut to success, therefore be diligent in your academics and this will lead to success in whatever you do,” he said. The chairman also urged parents to support their children once they discover that a particular child has a talent because they can become the likes of all the people that are doing well today in world of sports and academics. The Executive Director, Cayley College, Mrs. Mary Iyayi, earlier in her remarks, said the school is interested in building a total child for a challenging future that is why they know that sports should not be relegated.
For Nigeria to experience rapid development, youths must become relevant in nation building and national development by positively changing their orientation and values. This was posited by the founder/Chief Executive Officer, Caleb University, Imota, Lagos at the Founders Day/Matriculation ceremony of the University held recently. According to him, this is necessary so that the youth can not only be mentally and politically conscious but also well positioned intellectually to critically analyse, question, dissect and put in proper perspectives, discourse on national issues. The founder, who was represented at the event by the Acting Vice Chancellor, Prof Nosa OwensIbie, stressed that having nurtured a vision for establishing an educational institution with strong emphasis on unmatchable academic excellence and towering moral values, his dream is to see Nigerian youths through the instrumentality of good quality education, inculcation of good value orientation and global exposure, become conscious, intellectually critical and discerning with a vision the roadmap for their tomorrow. He said the University has evolved since those days of small beginnings and has emerged the place to be and the destination for those desirous to invest in character and academic excellence. He added that it has been steady progress as enrolment has moved from 153 in 2007/2008 when the university opens its doors for students to 2,634 in 2018/2019. Congratulating the new students, he enjoined them to resolve from the day of their matriculation into the institution to be different as this will go a long way to help them achieve excellence in their academics. “I congratulate you for being part of the possibility generation, not bound by statistics, or logic of the human development index but bound by faith, conviction, godliness, focus, direction, hope and not to be led by the crowd. While thanking parents for believing in the institution, Prof. Owens-Ibie urged them to continue to support the university as they march forward and onwards.
Winners of UNICAF Essay contest laud its positive impacts on Nigeria’s educational system Motolani Oseni
Due to its affordable, and quality higher education to underserved markets through its online platform, three winners of the UNICAF’s essay competition, have commended various programmes of the online education provider. UNICAF, an online platform which offers degrees to students in Africa and the world, is in collaboration with reputable universities in the UK, US, Europe, and Africa. The online education provider recently organised an essay competition, themed, ‘Higher Education of international quality shaping the leaders of tomorrow in Nigeria and in Africa.’ Speaking with the newsmen at the award ceremony, held at the UNICAF office in Lagos recently, the overall winner of the competition, who is a diction and phonetics teacher from Iyana-Ipaja, Folashade Shodipo, said the UNICAF Scholarship Programme is helping to enhance the higher education system in Nigeria. Shodipo, who won a full scholarship to pursue a Master’s of Business Administration with UNICAF University, with additional monetary reward of N100,000 in cash, said: “It is one of the best ways for Nigerians to get access to higher education through online study, because it is all-encompassing and the teaching personnel is qualified and experienced.” She lamented that University education in Nigeria is getting more expensive every year, but believed that UNICAF as a credible, flexible and affordable choice, will contribute immensely to the growth of the nation’s educational system. Miss Shodipo, however, used the opportunity to charged institutions in the country to emulate the UNICEF’s beautiful idea, so that more African people can have access to affordable and credible higher education.

Five migrants dead, 130 missing after boats sink near Djibouti
At least five migrants have died and more than 130 missing after two boats capsized off the coast of Djibouti, the International Organization for Migration (IOM) said. According to a statement released by the IOM on Tuesday, the boats sank off the coast of Godoria, a mangrove area in Djibouti’s northeast. “After being alerted by local residents, a team of gendarmerie gathered this afternoon near the reported site of the disaster and discovered two survivors as well as the remains of three women and two men,” an IOM statement said. “The coastguard was also alerted and launched search and rescue operations. Those operations are still underway with two patrol boats.” At least one person has been saved. It was unclear where the boats were headed. According to witnesses, the boats
buckled under excessive load when faced with large waves. The sinking comes amid an ongoing refugee crisis in the Mediterranean, where boats filled with refugees try to reach mainland Europe after departure from points in North Africa. On Monday, the Dutch government said it refused to accept a group of 47 refugees currently on a rescue ship that is being blocked from docking on Italian ports. Following that statement, Italy’s Interior Minister Matteo Salvini said he willl allow the 47 into his country on condition they will immediately be transferred to the Netherlands. The Sea-Watch 3, run by a German humanitarian group and flying a Dutch flag, rescued the migrants from a rubber boat off the Libyan coast more than a week ago. Since then it has been sailing through high winds and seven-metre high
waves. Earlier this month, 49 refugees, including a baby and several children, were in a similar situation when Italy refused to let two rescue ships into its harbours. Those refugees were eventually accepted by a slew of European countries. In December, rescue and relief organisations SOS Mediterranee and Doctors Without Borders (MSF) announced they are ending the Aquarius refugee rescue mission in the Mediterranean Sea after “a relentless ongoing political, judicial and administrative campaign backed by several European states”. MSF said its activities on Aquarius, carried out jointly with SOS Mediterranee, assisted nearly 30,000 people in international waters between Libya, Italy and Malta since the operations started in February 2016.
Aid group warns Yemen truce ‘on verge of collapsing’ A humanitarian group has warned that a ceasefire agreed in Yemen’s key port city of Hodeidah is on the verge of collapsing, as a retired Dutch general in charge of the truce stepped down from his role. The US-based International Rescue Committee said on Tuesday that recent clashes in the city between Houthi rebels who control it and pro-government forces backed by a Saudi-led coalition have increased dramatically since last week. “In recent days, with clashes erupting inside Hodeidah and both parties accusing each other of violations, the agreement is increasingly in peril,” Frank McManus of the group said. The developments threaten to unravel a ceasefire and prisoner swap signed in December, the group said, urging the international community to step up pressure on the warring parties to stick to their commitments. The warning comes a day after the United Nations envoy for Yemen urged warring sides to withdraw their troops from the city - a lifeline for millions of CONFIRMATION OF NAME

Yemenis facing starvation. Martin Griffith on Monday said that the expected timeline for the truce and the prisoner swap has been pushed back. Griffiths hosted the hard-won peace talks between the Yemeni government and Houthi rebels in Sweden last month. The two parties, who have been at war for four years, agreed at the talks to a mass prisoner swap and an ambitious ceasefire pact in Hodeidah, the Red Sea city home to the impoverished country’s most valuable port. The UN Security Council this month unanimously adopted Resolution 2452, which calls for the deployment of up to 75 monitors to oversee the fragile ceasefire and pullback of forces from Hodeidah. Griffiths, who was in rebel-held Sanaa on his third trip to Yemen this month, also briefly visited Hodeidah on Tuesday. Al Jazeera’s Hashem Ahelbarra said there were doubts from the very beginning about the feasibility of the ceasefire agreement being implemented. “The idea was basically when they agreed to the ceasefire in Sweden and on confidence-building measures, they CONFIRMATION OF NAME

failed on both things,” Ahelbarra said. “There was no prisoner exchange which was supposed to take place a few weeks ago and they couldn’t maintain the ceasefire or get the Houthis to pull out from Hodeidah.” The UN envoy also confirmed reports of plans to replace retired Dutch general Patrick Cammaert, who heads the monitoring team tasked with overseeing the Hodeidah truce. “General Cammaert’s plan was to stay in Yemen for a rather short period of time to... lay the ground for establishing the Hodeidah mission,” he said. Cammaert arrived on Saturday in Yemen. At the UN, diplomats told the AFP news agency that UN SecretaryGeneral Antonio Guterres has chosen Cammaert’s replacement: former Danish general Michael Lollesgaard. The Yemen conflict has killed some 10,000 people since a Saudi-led military coalition intervened in support of the beleaguered government in March 2015, according to the World Health Organization.

Sudan intelligence chief orders release of protest detainees Sudan’s intelligence chief has ordered the release of all detainees held during the weeklong protests that rocked the North African country. Tuesday’s announcement came amid increasing international criticism of Khartoum’s handling of the ongoing demonstrations. “The chief of the National Intelligence and Security Service (NISS) issued an order to release all detainees held in recent incidents,” the information ministry reported Salah Ghosh as saying. The protests, which began on December 19 after the government decided to triple the price of bread, have since turned into a nation-wide movement calling for President Omar al-Bashir to step down. Rights groups say NISS arrested more than 1,000 people, including protesters, opposition leaders, activists and journalists, as part of its clampdown. Officials say 30 people have died in violence during the protests, but rights groups have put the death toll at more than 40. On Tuesday, hundreds of protesters turned up in and around the capital Khartoum, marching in memorial for those killed in past protests and reiterating their calls for Bashir’s ouster. Bashir, who took power in a 1989 coup, has said any change of leadership could only come through the ballot box. The 75-year-old leader is expected to run for another term in office next year. The demonstration, called by unions and opposition activists fell on the anniversary of the 2005 killing of protesters in Port Sudan during an earlier period of popular upheaval. In ensuing clashes with government forces, 21 demonstrators were killed, according to activists. Since then, every year on January 29, Beja tribesmen mark the deaths with a sit-in at Port Sudan. “This sit-in is not just to mourn

the 2005 deaths, but also to mourn the deaths of those who have died in the uprising since December,” Beja activist Abdallah Mussa told AFP news agency from Port Sudan. The opposition Umma Party said in a statement that security forces surrounded its building in Omdurman and arrested several employees. It denounced the move but said it would not be dissuaded from “working to overthrow the regime and build a new Sudan”. Meanwhile, the United States has warned that Sudan’s response to the protests might impact ties between the two countries. Last week, the US expressed concern “about the increasing number of arrests and detentions” and urged Khartoum to free “all journalists, activists and peaceful protesters who have been arbitrarily detained”. “We also call on the government to allow for a credible and independent investigation into the deaths and injuries to protesters,” said State Department spokesperson Robert Palladino. The US has been slowly mending relations with Sudan after decades of tension, including over the presence of late Al-Qaeda chief Osama bin Laden in the country in the 1990s and a military campaign in the western region of Darfur that Washington described as genocide. Britain, Canada, Norway and the United Nations have also criticised the crackdown, along with rights groups. For years, anger has been mounting across Sudan over growing economic hardships and deteriorating living conditions. Bashir has blamed the country’s economic woes on Washington that had imposed a trade embargo on Khartoum in 1997. Washington lifted the embargo in October 2017, but that has failed to revive the country’s economy hit by soaring inflation and an acute foreign currency shortage.

Nigeria to host Africa cup track championships There are indications that Nigeria may host the 2019 Africa Cup Track Championships in Abuja. The country’s chance of hosting is made brighter by Team Nigeria’s performance at the just-concluded 2019 Africa Track Championships in South Africa. The removal of the cooking stoves from the Abuja Velodrome also necessitated the Confederation of Africa Cycling to propose that the hosting right for the championship be given to Nigeria. Giandomenico Massari, President, Cycling Federation of Nigeria, confirmed this at the end of the CFN board meeting, saying that giving
the hosting right to Nigeria was in recognition of the federation’s commitment to the development of cycling. Massari said that hosting the championships would be a plus to the federation, adding that it was a sign of better things to come. He said that in line with the reopening of the Abuja Velodrome, the federation would organise Track Commissaries and coaching courses in collaboration with the CAC. This, he said, would help to uplift Nigeria commissaries to participate in international events and races as well as put the country among one of the leaders in International Cycling Community.
According to him, there will also be a three weeks track camping course in Abuja. Massari said the CAC was also working out a collaboration between Egypt Cycling Federation and the CFN to make both countries the regional track centres. He said that both locations had standard 250m Velodromes and could be considered as training and track competition centres for Africa. The CFN president said the federation was working hard to raise funds to install the internal transparent barrier in the velodrome which was the fundamental requirement ahead of its certification.

Barca chiefs are concerned by the ex-Inter Milan star’s lack of impact and want a vast improvement, leading to talks being arranged between the player and manager to discover the root of his underwhelming form. Why past leaders were more disciplined, better focused
On 30th January, 1961, a few months after 1st October, 1960 when Nigeria got independence, the Premier of Northern Nigeria, Alhaji Sir Ahmadu Bello warned Emirs and Chiefs in the entire region not to oppress their people. He charged them rather, to concentrate on the responsibilities their offices had entrusted on them, warning that they would be booted out of office if they were found to be unjust and high handed. The Premier spoke to the traditional rulers in Kaduna where they were undergoing two-week training in leadership. The Sarduana said that becoming an independent nation has placed greater obligation on Nigeria among other nations of the world especially Africa, adding that leaders are therefore expected to act in the interest of the people and not take advantage of them. Accordingly, he threatened that his government would not hesitate to deal with any leader of the people that was found wanting in the areas of honesty, discipline, patience and tolerance. The Premier also used the occasion to reveal to the Emirs and Chiefs that he was aware some of them were in the habit of meeting and influencing elected Councillors before they attend Council meetings, advising that elected public officers were supposed to attend meetings with minds of their own so that their contributions at debates would be the dictates of their conscience. It should be noted here that the Sarduana was able to influence such powers over the Emirs and Chiefs within such large region due mainly to the system of government in place in the country at that time as well as the exemplary leadership qualities of the Premier himself. Today however, there is no such leader in Nigeria that can gather traditional rulers in that number and begin to warn them on how to govern or administer their people. What obtains today is that everyone feels he or she is a Lord and Master in whatever leadership position they found themselves as well as the territory under their control. In the North as in the South, things have changed. Political and traditional leaders have lost it all, because they are no longer respected by both the people they govern and the lower leaders under them; and the reasons are quite understandable. The process that throw many unto leadership positions are suspect. Either they rig or force
themselves to power in the case of political leaders or buy their way to such exalted stools in that of traditional rulers. From the report of Daily Times of today in 1961, traditional rulers from the entire Northern region were in Kaduna for two weeks so can receive training on leadership. Who can organise
such trainings today? Even if organised, which Nigerian leader today can leave the trappings of office and stay in one place for two weeks in order to receive training when they should be out there chasing contracts and other material things? One of the reasons for the poor quality
leadership we are doomed to face in the country is that people are not trained and therefore are not prepared before they assume leadership positions. And without training you cannot have the knowledge and experience that combine to give you the capacity you need to lead or to govern.
