On Monday, the Federal Government’s EMT chaired by Vice President Yemi Osinbajo met with representatives of the governors to take position on the new minimum wage which the organised labour is insisting on N30,000. The governors at the meeting had requested to meet today on the platform of the Nigeria`s Governors Forum (NGF), so as to have time to critically analyse the memo from Ngige to enable them to take a common stand. The Governors said that they could pay any amount demanded by the workers as new minimum wage but that their main challenge was the capacity to pay. Addressing State House correspondents at the EMT meeting, Ngige said the meeting had a fruitful deliberation. Ngige said: “We held a
meeting for us to bring out modalities for us to respond to the emerging problems thrown up by the National Minimum wage Committee and we had very fruitful meeting which necessitated in the governors having further meeting tomorrow (today). “We will reconvene tomorrow (today) to brief the Economic Management Team and the Vice President and we take it up from there. The governors will meet to take a position and brief the Economic Management Team. This meeting is only for the Tripartite Committee of the government side.” But the Chairman of the Nigeria Governors Forum and Zamfara State Governor Abdullaziz Yari said the meeting was for the government side to look at the bottleneck on the minimum wage with the organised labour. His words: “The position of the governors is not very clear to some of you. We are willing to pay any amount
but the issue is the capacity to pay. The meeting discussed the proposal made by the organised labour and the figure.” He said that the Federal Government has proposed a figure, adding that “the governors still haven’t come out with any figure.” “So by tomorrow (today), we are going to discuss with our governors on the bill by the Minister of Labour and Employment to the NGF Secretariat. We will digest it and come up with our own positions as governors because we are critical stakeholders on this issue,” he added. It was however gathered that the governors were not comfortable with the N24, 000 proposal by the Federal Government and would likely come up with their own figure after meeting today. A source privy to the meeting said that the governors were furious with the N24, 000 when some governors were unable to pay the current N18,000.
NHIS: You lack powers to suspend agencies’ CEOs, SGF tells Board members Mathew Dadiya, Abuja The Federal Government has said that the membership of governing boards of Parastatals, Agencies and Commissions (MDAs) are part time, a privilege and thus they lack powers to suspend or remove a Chief Executive appointed by President without due process. The Secretary to the Government of the Federation (SGF), Mr. Boss Mustapha, said this on Monday in Abuja. Mustapha warned the chairmen of the boards not to interfere in the administration of the agencies. The SGF handed down the warning at the induction programme for governing board members of some parastatal agencies, including federal universities and medical centres, organised by the Bureau of Public Service Reforms (BPSR) and Partnership to Engage, Learn and Reform (PERL) of the Department for International Development (DFID). “The governing boards were expected to provide policy direction and implementation of programmes for the
achievement of the mandates of the agencies,” he said. However, the SGF did not give examples. He was apparently referring to the controversy over the suspension of the Executive Secretary (ES) of the National Health Insurance Scheme (NHIS), Prof. Usman Yusuf, by its board. The SGF, who said the chairmen should rather report to their ministries through the permanent secretaries for effectiveness, guidance and policy coordination, noted that most governing boards were yet to clearly understand their roles in the corporate governance of the organisations. “Some of the issues that have become recurring decimals are undue interference by board chairmen in the day to day activities of the respective agencies, blatant disregard for extant regulations guiding and restricting of board meetings; issuing directives to staff without recourse to the chief executive officer, thereby undermining authority and creating disharmony among personnel. “Imposing disciplinary measures on chief executives without recourse to laid down procedure and
approval from supervision authorities and using the labour unions as agents of distraction in the parastatals, among others.We should desist from these actions and utterances that continue to ridicule the government,” Mustapha said. He told the board members to take their appointments seriously, warning that government would not hesitate to enforce disciplinary actions on anyone who went contrary to the terms of the appointment. Earlier, the Acting Director-General of the BPSR, Mr. Dasuki Arabi, said the induction was timely. Arabi said that the objective of the induction was to enable board members to understand their roles and responsibilities and the behaviours required of them. He said that while toplevel federal civil servants like the permanent secretaries grow though the federal civil service and acquire wide public service knowledge and experiences in the conduct of government businesses, most CEOs and governing board members of federal agencies, to some extent, lack such knowledge and experience.

The Nigeria Extractive Industry Transparency Initiative (NEITI) has disclosed that the Nigerian National Petroleum Corporation (NNPC) and other stakeholders in the oil and gas sector and Nigerian Petroleum Development Company (NPDC) have yet to remit a whopping $22.06billion and N481.75billion to the Federation Account.
NEITI made this starling revelation in its audit report released at the National Conference on Remedial Issues on Monday. The report revealed that the unremitted fund was part of the remedial issues contained in the 2010 to 2015 audit reports yet to be resolved. It said, “Total revenue yet to be remitted to the Federation Account by NNPC, NPDC, and companies in the oil and gas sector is 22.06 billion dollars and N481.75 billion.” A breakdown of the money
indicated that oil and gas producing companies owed the sum of $152.69million and N5.2 billion and companies involved in offshore processing contracts $498.6 million. It showed that NPDC owes the Federation Account $2.38billion and N1.95 billion while the NNPC owed $19.04 billion and N424.56 billion. It further noted that the country lost $3.038 billion and N69.997 billion from crude oil production, processing, and transportation. “Unreconciled difference
arising from the allocation, sales, and remittance of proceeds from domestic crude allocated to NNPC amount to N317.475,” it added. The Executive Secretary of NEITI, Mr. Waziri Adio, had earlier said that it was unfortunate that most of the remediation issues raised by the audit reports remained unresolved. He said that government authorities should strengthen the Inter-ministerial Task Team (IMTT) to function effectively to resolve the pending issues.

Commissioner of Police, Lagos State Command, Mr Imohimi Edgal, told newsmen in Ikeja that the former speaker, along with others, attacked and killed Akingboju Akindele, a deputy superintendent of police, while trying to effect the arrest of some suspected cultists. He said, “On October 27, at about 4:30
p.m, a team of Anti-Cultism policemen attached to Area ‘N’ Ijede, were attacked while trying to effect arrest of some suspected cultists. “In the process, a police officer by name DSP Akingboju Akindele was killed. “Investigation into the case led to the arrest of 49 suspects including a former Speaker, Lagos State House of Assembly, Rt. Hon. Joko Pelumi.” Edgal added that the suspects were traced to the former lawmaker’s house where they were reported to
be hibernating after committing the dastardly act. He said investigation had narrowed down the arrested suspects to five who actively took part in the crime. “The policeman’s rifle had been recovered at water front Ijede where it was buried. “The other suspects and the former lawmaker will be treated as accomplice. “All the arrested suspects are currently being investigated at SCIID Panti, Yaba and would be charged to court on Monday,” he said.

President Muhammadu Buhari has said that despite the humongous resources at the disposal of Nigeria between 1999 and 2014, it is sad that infrastructure went to rot completely within the same period. Buhari expressed this concern on Monday while receiving the outgoing British High Commissioner to Nigeria, His Excellency, Paul Arkwright, in a farewell audience at State House, Abuja.
He said: “Our focus now is on infrastructure; roads, rail, power, and others. How I wish we had fixed all those when we had money. What we earned between 1999 and 2014 is on record, but nothing was done to infrastructure. Now, we are doing a lot more, with a lot less resources. And we shall continue to do our best.” The President commended the outgoing High Commissioner for his warm and pleasant disposition, which has seen him traversing almost the entire country.
“I always see you all over the place,” the President noted. Arkwright, who spent over three years in Nigeria, said he visited 30 of the 36 states, and found the people quite enterprising and engaging, adding that the British government would be glad to offer a helping hand as required in any part of the country. He thanked President Buhari for his support, adding that the relations between Britain and Nigeria have improved tremendously in the past three years.

Buhari said this on Monday while receiving the Governor General of Canada, Her Excellency, Rt. Hon. Julie Payette, at the Presidential Villa, Abuja. Buhari said that he saw the evolving strength of democracy in the country by contesting for elections three times before winning at the fourth trial in 2015. President Buhari told the Governor General that Nigeria had
been learning from the mistakes of those who practiced democracy for a longer period, and by looking inward at its own peculiarities. “I emphasise free and fair elections at all times,’’ he said. The President said the bilateral relations with Canada will continue to be improved considering the huge interest of the country in Nigeria and growing economic ties, with many Nigerians schooling and working in the country. Buhari said Canada played a brotherly role in helping displaced persons in the North East, following Boko Haram insurgency. In her remarks, the Governor General said Nigeria and Canada enjoy a warm and strong partnership that has translated into ease of migration, large trade relations and cultural exchanges, noting that
Nigeria is Canada’s biggest trading partner in Africa. Rt. Hon. Payette, who is an astronaut, said it was important for nations to pool resources together to start exploring the benefits of space in providing solutions to some problems on earth. The Governor General noted that the world would achieve more by de-emphasising geographical differences and refocusing its energy on the commonality of humanity, pointing out that from space one can only see an earth without borders. Nigeria celebrates 25 months of Polio free cases – NPHCDA Doosuur Iwambe, Abuja The Executive Secretary of National Primary Health Care Development Agency (NPHCDA), Mr. Faisal Shuaib, has disclosed that Nigeria has gone over 25 months without a single case of polio. Speaking in Abuja on Monday at the 3rd meeting of Expert Review Committee ERC on Polio Routine Immunisation in Nigeria to deliberate on the need to sustain the routine immunisation in the country, Shuaib noted that Nigeria is very close to polio eradication. He said, “I will say that for the very first time in our lives we are very, very close to polio eradication. We have gone over 25 months now with very strong surveillance showing clearly that we are not missing one polio-virus case. “If this positive result continues in the next eleven months and if we have access to those obscure areas such as Yobe State and some parts in the South-East, then it’s very likely that the certification organisation institution will review the progress that Nigeria has made and very likely they will certify us polio-free. “It actually true that if we are going to achieve polio eradication and sustained population immunity against polio-virus and other preventable diseases, we have to do a better job of providing all vaccines
to all children in Nigeria”. Shuaib identified inability by mothers and caregivers bringing their kids to health facilities for routine immunisation as part of the greatest challenge confronting the country. He urged parents to always bring their children for immunisation. “We need all parents to bring their children for them to have a full dose. On the part of government, we have gone the extra mile by providing a well trained and equipped mobile team, health workers across the 36 states to deliver the services. “In the cause of the last few months, we are beginning to see gradual improvement in our routine immunisation coverage”, Shaiub added. The NPHCDA boss, however, promised that the Federal Government will leave no stone unturned to ensure every child in Nigeria is free of polio. Earlier, Chairman, Expert Review Committee (ERC), Prof. Tomori Oyewole, pledged the commitment of the committee to work hard for the prioritisation the fight against polio to ensure complete eradication. “Mobile health workers, Traditional and religious leaders as well as polio survivors in immunisation campaigns should ensure the continuation of high levels of vaccine coverage to keep the virus at bay,” he added.

N6.9bn fraud: Fayose meets N50m bail conditions, regains freedom Peter Fowoyo Five days after a former Ekiti State Governor Ayodele Fayose was granted bail by a Federal High Court, Ikoyi, Lagos, the erstwhile governor on Monday was sighted at the court premises perfecting his bail bond. Apparently a freed man, the former governor, who entered the court premises almost at the close of official hour, was granted bail in the sum of N50 million last week. Fayose is standing trial on charges bordering on N6.9billion electioneering campaign fraud. He was arraigned last week Monday by the Economic and Financial Crimes Commission (EFCC), alongside a company Spotless Investment Ltd, on 11 counts bordering on the offence. He pleaded not guilty to the charges while the court had adjourned the case for hearing of his bail application. The court had ordered his remand at the prison pending when he is able to meet his bail conditions. On Wednesday, Fayose’s lawyer, Mr. Kanu Agabi (SAN), moved a motion for bail of the accused before the court. He told the court that the application was dated October 22 and brought pursuant to the inherent jurisdiction of the court. According to him, there is a presumption of innocence of an accused until guilt is established, adding that the ex governor is very eager to see the conclusion of the charges before the court and so, will not jump bail. He told the court that Fayose willfully submitted himself to the EFCC, immediately after leaving office as governor, which shows his readiness to face the charge. He urged the court to grant bail to the accused on
self recognisance as a former governor. But the EFCC’s lawyer, Mr. Rotimi Jacobs, SAN, informed the court of a counter affidavit in opposition to the bail. He told the court that although bail is a constitutional right, there were limitations. “The issue of presumption of innocence has to do with trial and for now, no one is saying he is guilty,” he said. According to him, the prosecution is also eager for an accelerated hearing of the case and urged the court to order an accelerated trial. Jacobs also opposed the application for bail on self recognisance, on the grounds that being a former governor was not a yardstick for granting bail, as it does not guarantee attendance of the accused in court. He expressed concerns that intelligence reports reveals that the accused will interfere with witnesses and proceedings, and may jump bail if granted. He urged the court to refuse bail on his laid down arguments. But Justice Mojisola Olatoregun noted that the allegations proffered by prosecution in its counter affidavit were grave, saying ,however, that the accused would be given a benefit of doubt. The Judge then said: “The defendant is admitted to bail in the sum of N50 million with one surety in like sum,” She added that the surety must present a bond of N50 million from a reputable insurance company or a first line bank which is acceptable by the court. She held that the surety must produce three years tax clearance, while the accused must ensure he attends court for trial unfailingly, otherwise, the bond will be forfeited. The court ordered that the passport of the accused should be
deposited in the court’s registry. She however adjourned the case until November 19 for trial. According to the charge, on June 17, 2014, Fayose and Agbele were said to have taken possession of the sum of N1.2 billion, for purposes of funding his gubernatorial election campaign in Ekiti State, which sum they reasonably ought to have known formed part of crime proceeds. Fayose was alleged to have received a cash payment of the sum of five million dollars, (about N1.8 billion) from the then Minister of State for Defence, Sen. Musiliu Obanikoro, without going through any financial institution and which sum exceeded the amount allowed by law. He was also alleged to have retained the sum of N300 million in his bank account and took control of the aggregate sums of about N622 million which sum he ought to have known formed part of crime proceeds. Fayose was alleged to have procured De Privateer Ltd and Still Earth Ltd, to retain in the FCMB accounts, the aggregate sums of N851 million which they reasonably ought to have known formed part of crime proceeds. Besides, the accused was alleged to have used the aggregate sums of about N1.6 billion to acquire properties in Lagos and Abuja, which sums he reasonably ought to have known formed part of crime proceeds. The accused was also alleged to have used the sum of N200 million, to acquire a property in Abuja, in the name of his elder sister, Moji Oladeji, which sum he ought to know also forms crime proceeds. The offences contravenes the provisions of sections 15(1), 15 (2), 15 (3), 16(2)(b), 16 (d), and 18 (c) of the Money Laundering Prohibition Act 2011.
China-Africa economic relations may soon create new debt crisis – AfDB

Tunde Opalana, Abuja The African Development Bank (AfDB) has expressed worry that China’s economic relationship with Africa suggests that it mainly targets her natural resources rather than investment and transformation in African countries. This is even as China lifted Africa economies with a total sum of $160 billion loans and aid in 3 years. Speaking at the African Economic Merit Awards (AEMA) World Plaque and Award Nominees Unveiling in Abuja, Senior Director, AfDB Nigeria, Mr. Ebrima Faal, highlighted this as one of the key areas of concerns in china’s economic relationship with Africa. Faal, who was represented by the Regional Procurement Coordinator, (AfDB), Mr. Baba Imoru Abdulai, noted that lending instead of investment dominates China’s relationship with Africa, which he stressed may soon create a new debt crisis that will enable the Asian giant access Africa’s resources. The senior director expressed concern over the growing size of debt owed China’s global changing financial architecture. He said: “Data from the China –Africa Research Centre show that between 2000 to 2015, total Chinese loans to African governments was $94.4 billion with Angola and Ethiopia as the two highest beneficiaries. Besides the size of the loans, there have also been concerns that Chinese offer more loans in order to access natural resources. “At the September 2018 FOFAC Summit, China pledged US$60 billion in loans, aid and investment. This amount was the same as that pledged in 2015, which was three times the figure announced in 2012.
The latest financing brought the total support to Africa countries to US$120 billion in three years. “Currently, China’s support to Africa’s development through the AfDB is being channeled through Africa Growing Together Fund (AGTF). As the implementation of the AGTF accelerates, AfDB could explore the possible increase of resources to the Fund.” Faal further revealed that Africa has lost her local companies to Chinese firms. He said: “With the freedom to operate in all sectors and with access to capital and better technology, the Chinese firms have gained market power and dominance in recent times. As such, many African owned firms are forced to drop out of the market due to competition. This has forced several African firms to close down.” Earlier, the President/ Founder of AEMA, Mr. McEva Temofe, said the essence of the award is to promote innovative ideas for entrepreneurial economy and development to all africans Temofe explained AEMA aims to unveil successful African entrepreneurs and unrecognised NonGovernmental Organisations (NGOs) that have contributed immensely to the development of communities through humanitarian and empowerment initiatives to the world. Also speaking, the Head of Media and Publicity, AEMA, Senator Iroegbu, noted that one of the key thematic focus of the awards is in the area of security with both negative and positive implications for Africa. Iroegbu opined that economic development cannot be achieved without peace and security, while urging African countries to develop her military. He also regretted that
African countries are not deploying their “envious” youthful population which constitutes a major part of the workforce who are rather being used to propagate war and conflicts. Gridlock as security agents clash with Shiites members in Abuja Andrew Orolua, Abuja
Tension and fear gripped residents of Abuja and its environs on Monday as police and other security agents battled thousands of members of Islamic Movement of Nigeria (IMN) who embarked on protest in the Federal Capital Territory. The development led to heavy gridlock along the areas while commuters had to resort to trekking. The IMN procession in Nyanya/ Mararaba areas degenerated into violence and sporadic gun shootings resulting in the alleged death of a number of persons as the police tried to dispatch Shiite members who had planned to storm the city centre. Another devastating violence soon broke out in Karu, a densely populated suburb of the
Nigerian capital Abuja. Eye witnesses told The Daily Times that some people were allegedly killed and scores wounded after Shiite protesters attempted to break a barricade of Nigerian soldiers around the flyover in Karu. While some of the deceased reportedly died after being rammed by cars driven by panic drivers, most of them were allegedly hit by Nigerian soldiers’ bullets, the witnesses said. The witness said soldiers were responsible for most of the deaths, attributing only about four to persons rammed by speeding vehicles or an elderly woman who fell and hit her head against the median while scampering for safety. “Yes, the soldiers were shooting at the people, they said they wanted to break their barricade near the overhead
bridge in Karu,” another witness said. The witnesses were not certain about the causality figure and all calls put to the police were not responded to. Earlier, on Monday, the FCT Police Command had reassured the public that it had deployed enough personnel to curtail the protest that bagun in Zuba on Saturday. FCT Police Command had in a statement signed by its Public Relations Officer, DSP Anjuguri Manzah, warned against the protest. It stated that “following trending social media messages that the El-Zakzaky Islamic Movement of Nigeria (IMN) is planning a major procession into the Federal Capital Territory, the FCT Police Command wishes to reassure members of the public that it has deployed both uniform and plain-cloth police
operatives at strategic points to forestall any breakdown of law and order in the Federal Capital Territory. “Adequate security measures have also been put in place to protect lives and property and to ensure free flow of vehicular movement in and out of FCT. Members of the public are therefore enjoined to feel free to go about their lawful activities. The Command also seizes this medium to address members of the Islamic Movement of Nigeria on the need to be law abiding, and ensure they write and secure the appropriate clearance before embarking on any form of procession in FCT”. The commotion caused by the clash between security forces and Shiites members on Monday disrupted normal traffic flows along the ever busy Abuja- Keffi highways for hours, thus leaving commuters mostly workers at
the close of work stranded in Abuja. At the weekend, troops of the Nigerian Army intervened to restore normalcy after the Shiite group blocked the Zuba Road. Troops of Army Headquarters Garrison on official duty escorting ammunitions and missiles from Abuja to Army Central Ammunition Depot in Kaduna State were reportedly attacked by some members of the Islamic Movement in Nigeria (IMN) sect at Zuba Bridge of the Federal Capital Territory (FCT) at about 3pm on Saturday, October 27, 2018. The sect members who were supposedly in a procession, established an illegal road block denying motorists free passage. When the troops’ convoy attempted to clear the road block, they met stiff opposition from the sect. Members of the sect used various objects to barricade the
road and also pelted the troops with stones and other dangerous items. They smashed both military and civilian vehicles’ windscreens and windows. They also attempted to overrun the escorts to cart away the ammunition and missiles the troops were escorting. The development led to the troops opening fire to extricate themselves. Consequently, troops of 102 Guards Battalion in whose Area of Responsibility the incident occurred rushed to the convoy’s rescue. Unfortunately, during the encounter, 3 members of the sect were killed while 2 soldiers sustained various degrees of injuries and are being treated at a military medical facility. Though normalcy has been restored in the general area, the sect members regrouped on Monday attempting to cause trouble.

Adebisi Oyindamola, Abuja The United States Government is training 100 officers of Federal Fire Service and other emergency responders in Nigeria on latest global practices for emergency management. The 3-days ongoing training exercise is part of the initiative of former US President Barack Obama’s programme, the Security Governance Initiative covering six African countries. The Nigerian Coordinator of Security Governance Initiative, Douglas Black disclosed this in Abuja on Monday at the opening event of the 3 days training workshop with stakeholders in emergency management and other paramilitary groups. Mr Black said the programme which is at its inception in Nigeria, and would focus on three cardinal areas. “The first one being the emergency management programme, that is why we are here today. “The second is a training program for the military and paramilitary, and the third is the transitional police unit program to assist police in the north east.

Isaac Job, Uyo The University of Uyo (UNIUYO), Akwa Ibom state has announced preparations to convoke a total number of 4,539 graduands at its 24th convocation ceremony proposed to hold this weekend, in Uyo Addressing a pre-convocation press conference in Uyo yesterday, the Vice-Chancellor of the University, Professor Enefiok Essien, SAN disclosed that the number is made up of 631 postgraduates, 3,678 undergraduates, one honorary doctorate degree and 230 sub degrees, adding that 32 of the undergraduates bagged first class degrees. He said the university has achieved 100 percent accreditation status for all its programmes even as new ones have commenced. “Also, the National Universities Commission (NUC) recently approved the running of a Bachelor of Education in Educational Technology”, he said. Pro - Buhari group besieges APC secretariat, protests harassment by VIO Tom Okpe, Abuja Supporters of President Muhammadu Buhari on Monday besieged the National Secretariat of the All Progressives Congress (APC) to express their grievances over alleged harassment by officials of Vehicle Inspection Officers (VIO). The group, under the auspices of Collections for all Tricycle Owners and Riders Association, led by its National Coordinator, Thomas Ali Danjuma, told journalists that the VIO officials are deliberately tormenting its members because they are supporting President Muhammadu Buhari’s re-election bid. The national coordinator, Danjuma who claimed they purchased a Tundra Van to support the President Buhari’s campaign bid said: “Our members in FCT are being tormented by the VIO officials, all because we are supporting the APC. When they arrest our
members, they will say ‘you people voted for Baba and Change’. “So, as I am talking, continuous harassment of our members are becoming too much. We have come to the APC National headquarters to cry out to the party, to tell them we are in support of APC, our members are supporting them and we want to re-elect the President come 2019, that is why we bought the big vehicle there, we contributed money to buy that vehicle to give to the National Party office, so that they can use to campaign”, Danjuma said. When asked whether they have reported the issue to the appropriate authorities, he said many petitions had earlier been written to various offices, which no response was given adding that they have also informed the office of the Secretary to the Government of the Federation (SGF) through a separate petition. According to him, “We have a lot of petitions in their various offices. We have as well written to the office of the
Secretary to the Government of the Federation (SGF) but the way they are still coming out to harass our boys is becoming unbearable”. While reacting to the source of fund they used to buy the Tundra Toyota car donated to support President Buhari’s second term campaign bid, Danjuma stressed that all members of the association contributed to raise the fund. “That Tundra Toyota we bought, we generated the money from the contribution of our members. We have been using that Tundra to go up and down, fuelling it, mobilizing our members to see how we can return the President. We know that campaign has not fully started, we are waiting for November 18, and so we can kick-start our campaign for the President”. He also advised Nigerians to stop saying there is no job in the country adding that; “over twenty million members of his association are earning their daily living from riding of tricycles and motorcycles”.
Joy Anyim, Lagos A 38-year- old bus driver, Sola Ewulo has been arrested for defiling his neighbour’s two years old daughter in the Ijaiye area of Lagos. It was gathered that the mother of the survivor had left her in the care of Ewulo to buy some provision in the neighbourhood, when the sexual predator took the girl to his house and defiled her. According to the Lagos Commissioner of Police, CP Imohimi Edgal who paraded the suspect at POWA Secretariat in Ikeja, said the mother of the survivor found out about the incident after the girl complained of itching and pains in her privates. Edgal said, “On October 24th, 2018, One Sola Ewulo of Taiwo Street, Agbado Ijaiye, was arrested for defiling his neighbour’s 2-yearold daughter. “The mother of the victim had on that day, left her in the care of the suspect and dashed into the neighbourhood to buy some provisions. When she returned after a couple of minutes, she couldn’t find her daughter nor the man she left her with.

Federal Character Commission and matters arising

Perhaps a sincere way to assess the impact of the Change Agenda of the Buhari Administration is to hold the mirror of change across ministries, departments and agencies. The Federal Character Commission, FCC, hitherto plagued by lopsided placement in its senior cadre, has embraced equity with the appointment of Honourable Abayomi Sheba as the executive chairman. Up until last month, both the position of executive chairman and secretary were occupied by officers from one geo-political zone - the North East. Now with the appointment of Sheba, a new impetus has arrived at the Federal Character Commission. The FCC was established by Act No 34 of 1996, now cited as FCC Act. Cap F7 Laws of the Federation of Nigeria 2004, which mandates it to implement and enforce the federal character principle and formulae to ensure equitable distribution of public posts, socioeconomic amenities and infrastructural facilities across the country. When the federal character principle appears in national discourse, many are wont to limit this mandate to mere
distribution of positions and offices. To be sure, the principle mandates FCC to ensure that “each state of the federation and the Federal Capital Territory shall be equitably represented in all national institutions and in public enterprises and organizations.” The principle of equity and fairness, in the Nigerian context, also applies to provision of physical facilities such as roads, bridges, hospitals and even provision of potable water. This is more so, where the Federal Government has increasingly become engaged in providing basic infrastructures that ought to be the responsibility of states and local governments. Indeed, the commission is yet to fully sensitize Nigerians on its core mandate which transcends distribution of posts and offices. This mandate includes providing an equitable formula, subject to the approval of the President, for distribution of socio-economic services, amenities and infrastructural facilities; formulate modalities and schemes subject to the approval of the President, for redressing the problems of imbalances and reducing the fear of relative deprivation and
marginalization in the Nigerian system of federalism as it obtains in the public and private sectors. So what magic is Sheba bringing to bear on the activities on the FCC? The Ode-Irele-born politician parades enviable credentials in service to the people, having represented the interest of his constituency since the return of democratic rule in1999 when he was elected to the House of Representatives. He distinguished himself not just as a member but was appointed the chairman, committee on poverty alleviation and community development for the four years he served at the National Assembly. That was when he led a team of his committee to the Peoples’ Republic of China to understudy poverty reduction mechanism of the Chinese Government. He also served as a distinguished member of the Presidential National Core Team that drafted Nigeria’s Poverty Reduction Strategy Paper. After the sojourn at the National Assembly, Sheba briefly represented Ondo State as a director on the board
of Nigeria Wire and Cable Plc and subsequently supervised the State Liaison office in Abuja. In 2009, he was first appointed a federal commissioner at FCC. After nine years of meritorious service, he was last month elevated as executive chairman of the commission. The task of the Commission requires deliberate planning and delicate handling owing to Nigeria’s complexity; a vast territory of diverse cultures, orientation, religion and opportunities. Emergent challenges of insurgency, climate change and economic deprivation have widened the seeming cleavages in the country, leading to agitations and sensitive debates on the gaps in socio-economic development indices. All these should compel the Federal Government to pay more than a casual attention to the operations and efficiency of the commission. Staffers at the commission are enthused on Sheba’s appointment. Indeed, they are looking forward to a very vibrant organization leading government’s desire to achieve equitable development in all geopolitical zones.
It’s time to address inequality, oppression

Nigeria’s economy hangs on a fiscal cliff, ready to tip over into eternity. The society is also on the brink like never before. Kaduna is back at war and in curfew. Jos is not easy to contemplate. Shi’ites rocked Abuja this Saturday. The entire country is a tinderbox as a result of politics. The ruling party has foisted thuggery and cheating on the rest of us. Its ‘main contender’ operates the same template. The game is all about money. A leading state governor was seen stuffing huge wads of dollars in his many pockets – a very good example to those coming behind and a justification for them to get into political positions by all means. The country is disconnected from north to south, east to west. Many are holding their breaths for the day when the final whistle will be blown: ‘game over!’ It seems this country was created only to be looted. A parasitic country; a man-eat-man country of oppression and inequality. In all these, some of our people insist on dancing between the status quo (Buhari) and status quo ante (Atiku). As we hang on a fiscal cliff, all maxed out on debts like a junkie ($76 billion and more to come), with reserves fast shrinking, and having lost almost all benefits from our crude oil (we get only 36 per cent of the proceeds), and with poverty increasing in the land, many of our people say they want more of the same solutions of the past 19 years. The same oppressors. I know it is hard to do, but we must open the eyes of our people by all means. For one Nigeria is now the global capital, the very epicentre, ground zero, of inequality and oppression. OXFAM said so recently in their report. Inequality grew in Nigeria more than any other country in the world. It dovetails with my research around budgeting too. Nigeria makes the least provision for its people year-on-year, only better than DR Congo. However in terms of leveraging the size of its population and economy, Nigeria performs most woefully, having the very lowest budget-to-GDP ratio in the entire world. The problem we seem to have is that the oppressors of Nigeria are also holding themselves down. It is said that you cannot actually pin a man down, except you stay down with him. So Nigeria’s oppressors are local champions. If they let Nigerians breathe, and thrive, even they will achieve more exploits in life and in comparison to other peoples of the world. But they are not interested. Obasanjo/Atiku’s team put the economy in a coma. Jonathan killed it. Buhari’s team is trying hard to bury the economy. None of these guys are good for the economy or society. The only hope for the Nigerian economy is for it to be urgently wheeled into emergency where a team of patriotic, young, clear-minded paramedics and a fantastic medical team can use a defibrillator to hopefully get its heart beating again, stabilise it and commence a much needed surgery on it. The way we are hooked
on debt, is akin to being plugged to a life support machine. We are plugged to life support with parts of the economy already in the grave. We need to take new decisions. We need sheer genius at this moment, if all of us must be rescued. Those guys who brag about working in World Bank and so, whom Atiku wants to bring along if he wins, cannot save this situation. We are hearing them already. Atiku is being egged on by right-wing newspapers like The Economist of UK. They are propping him up. They want further devaluation of the currency. The ideas of these World Bank/Goldman Sachs type and their local collaborators are so disconnected from reality. They have deliberately maintained only a shallow understanding of the Nigerian society. They are phoney economists – their economics does not consider the sociopsychology of Nigeria. Not even the tacit and veiled apologies from the IMF and World Bank over time, for giving bad antidotes to African countries, can convince these guys to be contrite. They only see Nigeria as a country to be had. I discovered while reading a book titled This Present Darkness overnight that people like Okotie-Eboh used to collect commission for bringing in foreign investors in the early 1960s. The ‘investors’ probably pay. No wonder some people act like corporate ‘agberos’ for foreign investors; they have convinced us that only foreign capital can save Nigeria. Very wrong. It’s just another setup. The poor underwrites bad loans and are ignored Then last week we saw the list of recalcitrant, nonchalant debtors published by the Asset Management Corporation of Nigeria (AMCON). I never understood the idea of a bad bank in the first place. So when Jonathan created that bank (AMCON) and transferred all the bad loans from our banks to them, while giving taxpayers money to these banks, I watched in amazement. People went to press to hail the idea but I am used to the fact that many of us middle class people are behind the problems of Nigeria. Greed. Selfishness. Well, today there sits at least N5.4trillion worth of taxpayers money in AMCON, while Mr. Fowler in the Federal Inland Revenue Service (FIRS) says we are not paying enough taxes. That is N5.4 trillion that should have been used to construct roads and give our children better education. That is 63 per cent of our proposed 2019 budget in the hands of 350 ‘big boys’ and they are telling us all to go to hell. We have 13.2 million children on the streets – almost 10 per cent of Nigeria’s population. Our very future is out of school and roaming around. Jonathan’s government, and by extension Buhari’s government, and by inference, right-leaning, crass capitalist Atiku, whom someone described as the crown prince of crony capitalism in Nigeria, believes that this is a great way to spend taxpayers’ money. In the world of finance and economics, what Nigeria has done and keeps doing is called TRANSFER OF
WEALTH FROM THE POOR TO THE RICH. It used to be that serious, humane countries and their leaders think daily how they can take a little bit more from the rich to help the poor. But not Nigeria. Here, it is the reverse. Our leaders disconnect from the people immediately they get into office, so maybe they don’t know just how terrible our people find life; 90 million of them. They sleep in the open and in shanties. Millions sleep inside their own urine and faeces in our hundreds of ghettos. Millions have no idea where their next meals will come from. That is why almost 15 million children roam the streets from north to south; that is why 10,000 Nigerians have been deported from Libya this year alone; and why 10,000 Nigerian women escaped into Italy alone in 2016 for prostitution. That is why hundreds of our young boys languish in Asian jails and tens of thousands of Nigerians are in asylums all around the world; held in pens like animals, crying daily to be freed. How many have died crossing the Sahara desert or swimming the Mediterranean, we cannot tell. In all these, we saw in the list of bad and recalcitrant debtors that AMCON published, whose loans have been underwritten by the Nigerian taxpayer, the usual suspects. Ifeanyi Ubah’s Capital Oil is owing poor Nigerians N116 billion; Jimoh Ibrahim is owing N60 billion. Babalakin is owing N69 billion. Donald Duke’s Tinapa project is owing poor Nigerians N36 billion. Barth Nnaji is owing Nigerians N30 billion. We saw all sorts of real estate companies and oil companies who have ignored the loans insured by the sweat and blood of the Nigerians people. The money that poor Nigerian people should have used for a morsel of garri, was brutally yanked from their hands, put together to ‘save’ colluding banks by the government of Jonathan, condoned by the government of Buhari, while these guys ride around in private jets. Many of them are in politics, trying to get into office in order to probably use political power to obliterate their debts and steal the country blind further. Nigeria is a mafia society, no doubt. But we must push back someday soon. No one runs a nation like this. One of the bad debtors, owing N4 billion, Chief Pius Akinyelure, was appointed by Buhari into the board of the Nigerian National Petroleum Corporation (NNPC). These people should declare bankruptcy at least – with full consequences. How can a bad debtor be appointed into such public position. Well, Buhari continues to feign ignorance as usual. Yar’Adua did not have the stomach for these bankers and their friends. He gave Sanusi Lamido the authority to pick them up and traveled out of the country. That was a good man. Nigeria hates good men. For starters, Nigerians should call for full disclosure from AMCON. We want to know the names of all those whose bad loans are in AMCON.
Then we should question why those published are refusing to engage with AMCON or service their loans. Not a word from most Nigerian pundits since the list was published. Indeed some ‘famous’ economists like Bismarck Rewane are asking for AMCON 2! Oh my God!! The vaults of the banks are again bursting at the seams with bad loans and they would want to push them down the throats of Nigerians once again. This is man’s inhumanity to man! Nigeria’s case must be taken to the International Court of Justice, international human rights’ violations organisations and public opinion. The people of this country are sort of being prepared for slaughter. Oil company staff cooperatives ripping off poor? The one that drew most of my ire from the list of criminals published – because by their neglect of their loans they have defaulted against the people of Nigeria – were the staff cooperatives of Shell Producing, Mobil Producing and Chevron Producing. These are some of our major oil companies. Their staff are some of the luckiest people ever created, to have secured great jobs and to live very soft, privileged lives. Between these three, they have N40 billion Naira worth of loans with AMCON, which they have refused to service. They are also among those entities ignoring the loans and ignoring long-suffering Nigerians. I wish to inform them and their parent companies that they are irresponsible. Nigerian people, most of who sleep in ‘houses’ made of straw, nylon bags, discarded polytene sacks or mud, and most of who sleep in uncompleted buildings, have paid for the luxury houses that these oil executives live in and the various luxuries they secured with these bad loans. We must reverse that inequality and oppression immediately. We the people are instituting a class action against Mobil, Shell and Chevron and their cooperatives. We need our money. We have borne enough already in this country. Let us start from here, because staff of Shell and co are ordinary citizens like us. They will never get away with such nonsense in any other country but this one. I am aware that when banks publish bad debtors, there are other cooperatives in there. ALL cooperatives must pay Nigerians back. You cannot live in houses financed by these millions of poor, luckless people, or buy yourselves luxury cars on our sweat, tears and blood. I am saying that I, ‘Tope Fasua, am refusing to sponsor staff of some oil company while I struggle through life. Enough already! Later we will come for the Jimoh Ibrahims, Barth Nnaji, Akinyelure, Dukes and Ifeanyi Ubahs of this world. I hope we see what this country is doing to its people. Nigerians, please choose wisely, wake up. You are not slaves. I stand for you to reject slavery in your own land.

Editorial Commentary Illiteracy and poverty as tools in promoting crime

Illiteracy today is synonymous with poverty and hopelessness; we must change the narratives. Illiterate adults are more vulnerable to poor health, exploitations and human rights abuse. They are more likely to be unemployed and paid less and easily used for the propagation of hate speeches. Unable to read or write, they are stunted from reaching their full potentials in life. The case is equally clear on the power of education. One additional year of education can increase an individual earning by 20 percent over a life time. For instance, women with post primary education are five times more likely to be educated on the prevention of HIV. Children of parents with basic education are more likely to survive past the age of 5. Illiteracy locks communities into a vicious circle of poverty that lays the conditions for strive and violence. Forty percent of world’s out of school kids live in conflicts affected areas because the absence of peace makes it difficult for any form of education to be acquired hence the vicious circle of poverty resulting from unemployment. There is nothing desirable about illiteracy. This is a challenge we can overcome. That is why deliberate efforts are been made by some development agencies to ensure that illiteracy is eradicated across the world which has resulted in the 90 million lives been transformed. As laudable as these efforts are, it is not enough going by the population growth and the global economic crisis we face. We need to do more to make sure the role played by illiteracy that hinders the progress of men is mitigated. The Education For All (EFA}, a global movement led ny UNIESCO aimed at meeting the learning needs of children, youths and young adults which was supposed to have been accomplished by 2015 must be extended as it has not met it required target as agreed at the World Education Forum in (Dakar 2000) where 164 governments pledged to achieve EFA and identified six goals to be met by 2015. The six goals of Education For All (EFA) which when achieved will eradicate poverty include; 1.Expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children; 2. Ensuring that by 2015 all children, particularly girls, children in difficult circumstances and those belonging to ethnic minorities, have access to a complete free and compulsory primary education of good quality; 3. Ensuring that the learning needs of all young people and adults are met through equitable access to appropriate learning and life skills programmes; 4. Achieving a 50 percent improvement in levels of adult literacy by 2015, especially for women, and equitable access to basic and continuing education for all adults; 5. Eliminating gender disparities in primary and secondary education by 2005, and achieving gender equality in education by 2015, with a focus on ensuring girls’ full and equal access to and achievement in basic education of good quality; and 6. Improving all aspects of the quality of education, and ensuring excellence of all so that recognized and measurable learning outcomes are achieved by all, especially in literacy, numeracy, and essential life skills. Literacy must become the breakthrough strategy for equity and development if the vicious circle of poverty we find ourselves must be eliminated.
Government must resist the temptation of educational budgetary cuts due to the depressed economic situations which they may find themselves. This is very important because when the people are educated, development become imminent. Education is the only path out of the unemployment crisis we find ourselves especially in the developing economies. It is the surest long term investment for developments and self-dependency . We need to make sure that children of school ages go to and stay in schools. No one should end schooling without being able to read and write as this will give them the power to decide from an informed perspective whatever is given to them to make judgement. Instances are bound where people spend days looking for who to read letters sent from their loved ones, in some cases out of desperation they engaged the services of a semi illiterate individual who in most cases misinterpret the contents of the letters. Concerted efforts must be made by all stakeholders to ensure that illiteracy is eradicated if we must move from our current state of vicious poverty stage. Not long ago, an aunt of mine gave an illustration of how one rich person in the midst of ten poor people in a family equals to 10 poor people. She went further to illustrates that if the rich individual earns for instance twenty thousand naira, by the time she distributes it among the poor siblings, she will end up not having enough for herself and the siblings too will end up having nothing to really live on. In other words, all of them will be living below poverty line. Whereas, if they are all equally educated and have access to some reasonable level of resources, everyone will manage what he or she has acquired without looking up to anyone for the basic things needed for survival . From the above analogy, we see that the ten poor people could have been saved from extreme poverty, that is, lack certain material possessions and unable to get the minimum basic necessities of life such as food, clothing and shelter if adequate steps are taken to tackle poverty. Governments in the third world countries need to focus attention on the devastating unemployment which resulted from lack of basic education and ultimately led to the state of poverty majority of their population. No doubt, illiterate people are associated with low income jobs. To worsen the situation, the high cost of living in some developing countries; prices of foods, transport and accommodation are rising every day. Illiterate people with families find it difficult to cope since their purchasing power is limited due to their non-existence educational level. Most time when they eventually secure a job, due to their high level of illiteracy, communication skills and other basic information they need to effectively relate with people make them end up losing it to people of higher advantages. In sync with what was describe in the factors above, illiteracy confers on an individual a low standard of living and low self esteem. A labourer depending on meagre wages must cut out somethings and get his scale of preference right to survive with members of his family. The relationship between illiteracy, poverty and unemployment cannot be unconnected with the growing crime rate in our societies today. It is for this reason that deliberate efforts must be made to ensure that citizens are educated averagely to enable them engage in one form of skills to make them self-sufficient as this will drastically reduce the level of crime.
OUR POSITION Rape, Ochanya’s death and need for justice The rape to death of a 13-year-old pupil of Federal Government Girls College (FGGC), Gboko, Benue State, Elizabeth Ochanya, by her aunt’s husband and his son, Andrew Ogbuja and Victor Ogbuja, respectively, has now brought to the fore the danger of rape and other social evils in the society Elizabeth Ochanya , who was said to have battled Vesico Varginal Fistula (VVF) and other health complications at the Benue State University Teaching Hospital, Makurdi, finally died at the Ultimate Care Hospital, a private hospital in Otukpo, Benue State. Her death followed allegations of severe and continuous rape by her aunt’s husband and his son. It is instructive to note that the aunt was the late Ochanya’s guardian. Ochanya lived with the Ogbujas since she was five-year-old. But the situation took a frightening dimension when the minor, who was then eight-year-old, was first raped by her guardian’s son in 2013. As is the modus operandi with such of his ilk, Victor warned Ochanya never to disclose the infamous action to anyone. The sordid and horrific carnal knowledge of the minor went on for a long time as Victor slept with Ochanya from 2013 to 2015 until he was caught by his younger sister. The sister dutifully reported the matter to their father, thinking that Andrew would act as locos parentis to Ochanya and ensure justice. But the randy father, after scolding his son, took his place and continuously raped Ochanya. He was said to have sexually abused the poor girl from both the vagina and the anus. The despicable acts from both the father and his son was Ochanya’s lot until she was diagnosed of having Vesico Vaginal Fistula (VVF) and other related deceases. When all hope seemed lost, her rescue came, albeit a bit late. Ochanya was forced to confide in her mother in June this year, who queried her sister and her husband. As expected, the couple denied the allegation. After five months of undergoing treatment for VVF, Ochanya gave up the ghost on October 17, 2018, We feel more saddened that her death was caused by VVF and other related diseases that arose from the continuous sexual abuses by a 51-year-old lecturer in the Department of Catering and Hotel Management, Benue State Polytechnic, Mr. Andrew Ogbuja, and his son, Victor, a student of the Federal University of Agriculture, Markurdi. We are of the opinion that the incidences of rape have continued to occur because the country is not doing enough to curb it. The act in itself is bad, but worse when minors are the victims. To imagine the mental torture the deceased went through in itself should be a torture to sane minds, especially women. One however wonders how these things happened under the roof of Mrs. Ogbuja without her knowledge. We are suspecting a foul play and wickedness on her part and we are of the view that she also has serious questions to answer. She should not be left out of the crime.
We also seize this opportunity to condemn the “loud silence” of victims and relatives when a rape has taken place. If rape is a crime of aggression with the sole aim of having sexual intercourse without the consent of the other person, then we must not keep quiet. The shame and stigmatisation of rape victims have been going on for long and it has not done the womenfolk any good. Statistics of incidences of rape cases available has shown that if the country (especially the lawmakers, security agencies, Trade Unions and NonGovernmental Organisations) do nothing drastic, soon the magnitude will so increase that every home will become a potential victim. The time for parents to stop taking things for granted is now. From the look of things, our children are no longer safe with uncles, cousins, nephews, nieces, and even people of the same faith. It is Elizabeth Ochanya today, who knows who would be next victim? To have carnal knowledge of a little girl through the anus and vagina since she was eight is unimaginable and a crime against humanity, especially the womenfolk. We urge the judiciary and security agents not to sweep this very case under the carpet. The Judiciary, Benue State Ministry of Justice, Civil Society Organisations and all stakeholders must ensure that the randy lecturer and his son (now at large) are brought to justice. They must ensure that Andrew Ogbuja, his wife and son are charged before the proper court, prosecuted and sentenced accordingly.

Kaduna killings: Punish perpetrators – CAN Short News Tom Okpe, Abuja The Christian Association of Nigeria (CAN) has called for a severe punishment for the perpetrators of the violence in Kaduna and other States of the Federation where similar crisis occurred. The leadership of CAN made the call on Sunday saying that both the Federal and the Kaduna state government should rise up to the challenge of checkmating past killings in the state with a view to bringing masterminds to book. The Christian Association also noted that it is shocking, disappointed and sad that two weeks of tragedy and disaster which had led to the killing of a paramount ruler, the Agom Adara, Dr. Maiwada Raphael Galadima forcing the State Government to reinstate a 24-hour curfew last Friday in Kaduna metropolis and environs, Kasuwan Magani, Kajuru, Kateri and Kachia. The Agom Adara was attacked and kidnapped on Friday, 19th October, 2018, along with his wife who was released the next day with his Police escort, driver and three others not too lucky as they were killed at the scene of the abduction carried out by no fewer than a dozen of bandits which later led to a bloody violence in the area. It is believed that about 100 lives have been lost in the chaos between
Thursday and Monday last week, but the Police and the State Emergency Management Agency have reportedly put the number of the death to about 78. In a press release on Monday made available to the Daily Times signed by Pastor Adebayo Oladeji, Special Assistant on Media and Communications to the CAN President, His Eminence, Rev Dr Samson Ayokunle said: “CAN commiserates with the government and the people of Kaduna State, especially the Adara Chiefdom over the tragedy and pray to God to comfort all the bereaved and heal those who are recuperating in the hospitals and homes. “We are surprised to note the unending killings in the country, especially the response of the Federal and State governments with the security agencies to the menace. “We have it on a good authority the killings going on in Adamawa, Benue and Plateau states in the last two years have been going unchecked as if nothing unusual is happening. Many were even unreported. This is a sad commentary on the part of the government. Has Nigeria become a lawless state with the hoodlums better equipped and more organized by our security agencies; Are the security operatives compromised; this is reprehensible. “We ask the political class to stop politicizing the orgy of killings and,
both state and Federal Governments to stop rationalizing the mass killings of innocent Nigerians and sanction those responsible for this horrifying bloodshed”, the statement said. The association while commending the state government for reviewing the curfew this Sunday afternoon for people to access food and other items added; “we once again reiterate our calling for a total overhauling of our security agencies with a view to replacing all the security chiefs and implement all the White papers on ethno-religious uprisings in the recent past and to immediately try those apprehended for the killings in Southern Kaduna two years ago. “Also, to prosecute those responsible for the unending killings in the North Central zone and Governments should stop handling the killers in our midst with kid gloves. Payment of adequate compensations should be extended to all the bereaved and victims of the ethno-religious conflicts in the last five years and Government should recover all the lands and villages illegally occupied by the hoodlums and criminals in the North Central. “As we approach another general election, all hands must be on deck to restore peace and sanity to all the trouble spots in the country. Enough is enough, CAN solicits the support of the media in making this known to the public as we appreciate their usual support and understanding”, CAN noted.
Ogun LP protests in court, accuses ex-Gov Daniel, Kashamu of plot to hijack party
Abiodun Taiwo, Abeokuta Members of the Ogun State chapter of Labour Party on Monday stormed the Federal High Court premise in Oke-Mosan, Abeokuta, the Ogun State capital to protest against alleged plans by two prominent members of opposition party to hijack the party structure in the state. The protesters besieged the entrance of the Court with placards to drive home their grievance against the planned hijack of their party by former governor of the state, Otunba Gbenga Daniel and the Senator representing Ogun East at the National Assembly, Buruji Kashamu who are prominent members of the Peoples’ Democratic Party (PDP) in the state. Some of the inscriptions on the placards read: “Kashamu, OGD: Labour Party cannot be hijacked”, “OGD, Kashamu: leave Labour Party alone”, “Labour Party not for Sale: Kashamu be careful”, “Labour Party is Independent”, among others. The court had in the suit number: FHC/AB/ CS/123/18 scheduled to commence hearing on a matter brought before it by the trio of Chief Biodun Owolabi, Hon. Oginni Olaposi Sunday and Segun Oluyede against the Ogun LP and six other defendants which included the Independent National Electoral Commission (INEC). In suit, the trio of Owolabi, Oginni and Oluyede were challenging the authenticity of the Comrade Abayomi Arabambi led state executive of the party. Speaking with newsmen at the Court premises, the Chairman of Labour Party in the state, Comrade Abayomi Arabambi said, the move was just to set the record straight. His words, “It was just for us to make a statement to Nigerians that there is an attempt by the duo of Senator Buruji Kashamu and Otunba Gbenga Daniel to hijack the structure of the Labour Party in Ogun State. They are still members People’s Democratic Party”.

Former Lagos Speaker, 48 others Short News libraries ready for 21st century arrested for murder of police DSP ‘Kebbi internet challenge’ Joy Anyim, Lagos Former Speaker of the Lagos State House of Assembly and a member of the All Progressive Congress (APC) Hon. Jokotola Pelumi and 48 others have been arrested for the murder of a Deputy Superintendent of Police (DSP) in the Ijede area of Lagos. The deceased, DSP Akingboju Akindele who until his death was attached to the AntiCultism Unit of Area N Police Command in Ijede met the fatal end when he had led a team of policemen to a cultists’ hideout in the area.
Information gathered revealed that the late DSP and his team had on October 27th, 2018 at about 4:30pm stormed the area during an initiation ceremony of cultists where four persons were arrested. According to the Commissioner of Police, CP Imohimi Edgal who briefed journalists on the arrests of the suspects said the officer and his team were ambushed after making the arrest. Edgal said after the command caught wind of the development, policemen were mobilized to the scene where some of the suspected cop killers were trailed to the house of the former speaker and arrested.
The State Police Boss said, “Investigation into the case led to the arrest of 49 suspects including a Former Speaker, Lagos State House of Assembly, Rt. Hon. Jokotola Pelumi. “Five cultists who physically killed the DSP have confessed to the crime and his snatched AK47 buried at a waterfront in Ijede have been recovered. “All the arrested suspects are currently being investigated at SCIID Panti, Yaba and would be charged to court soon.” Recall that Hon. Pelumi had served as the Lagos Assembly Speaker between 2007 and 2011 under the platform of the Action Congress of Nigeria.
Haruna Aliyu Usman, Kebbi The acting Director, Kebbi State Library Board, Alhaji Zakari Yau has said that the emergence of internet poses a serious challenge to the full utilisation of libraries across the country, saying it kills the reading culture as few people now use the library. To meet the challenges of the 21st century digital age, the library services switched to e-labrirary to keep pace with the global challenges in the use of hard copies, he said, adding that the board is working hard to bring in new books for those who still use the library. He further said that, Kebbi controls four libraries, one in Argungu, Yauri and Zuru including the complex in the state capital, Birnin Kebbi. He pointed out that the state governor is working hard to bring national library to Kebbi and has approved the immediate establishment of Islamic and Arabic Library, where books written by the great scholar, Shriek Abdullahin Gwandu and the famous Usman Dan Fodio can be found.
OPCI says restructuring best for Nigeria Kehinde Akinpelu, Ilorin Yoruba socio-cultural organisation, Oodua Progressive Care Initiative (OPCI) has called on Nigerians to eschew any act that will impede the peaceful conduct of 2019 General Elections. Osisioma pipeline fire: NNPC has case to answer – Senate Committee Sunday Nwakanma, Umuahia The Senate joint committee investigating the Nigeria National Petroleum Corporation (NNPC) pipeline explosion that killed more than 200 people in Osisioma Ngwa Local Government Area of Abia State has described the incident as avoidable, stating that the NNPC has a lot of answers to give. They vowed to ensure that the culprits were brought to justice. Led by Senator Kabiru Marafa , the joint committee which comprises Petroleum Downstream and Police Affairs visited the scene of the incident at Umuimo and Umuaduru villages of osisioma, and expressed deep regrets that such an incident which led to heavy loss of lives and wanton destruction of properties happened in such peaceful communities. He insisted that the committees of Downstream and Police Affairs will get to the root of the matter, stressing that they were also looking into heavy losses that had affected the economy of the nation. He commiserated with the traditional rulers and people of the affected communities, praying for the peaceful repose of the unfortunate citizens that lost their lives to the pipeline explosion. The committee also interacted with the contractor handling the repair of pipelines from Port Harcourt refinery who disclosed that the contract with corporation was to maintain one of the pipelines and that he had been up and doing.
However he disclosed further that on several occasions he has been surcharged by NNPC for leakages that were totally not his fault, adding that the original contract was from Port Harcourt to Abia Depot and that later Abia Depot to Enugu was added to the contract. The contractor explained that the pipeline that exploded was not in his contract agreement, explaining further that the distance between the maintained pipeline and the other was less than four feet and that he was instrumental to putting out the inferno. Also at the NNPC Depot at Osisioma, the committee was received by the former Depot Manager, Dr. Alex who told the committee that the exploded pipeline had been abandoned over 16 years, adding that there was a quantity of petroleum product left inside the pipeline. Asked by the committee why the pipeline was not flushed since it had been out of use for a good number of years, Dr. Alex insisted it was the standard practice. However, this response drew the ire of the team, who insisted that petroleum product was left there to deliberately snuff life out of innocent citizens. At this juncture Sen. Marafa asked the NNPC to put all their defense in a single document and ensure that the report gets to them before Tuesday, the same instruction was given to the contractor as well as those that have any information that would enable the committee arrive at a peaceful conclusion. The committee later paid a courtesy call on Governor Okezie Ikpeazu who thanked them for the visit and urged them to do all within their
powers to ensure that justice was not only done but seen to have been done, lamenting that the death of his people was very painful. The senator lauded Gov. ikpeazu for his intervention and palliative measures towards ameliorating the sufferings of the victims of the Osisioma pipeline explosion, stating that they were in the state to ascertain the remote cause of the disaster, adding “the management of NNPC has a lot of answers to give” concerning the explosion, and condemned the indiscriminate building around petroleum pipelines, Speaking at the scene of the incidents with the Senate joint committee, Sen. Theodore Orji for Abia Central Senatorial District who brought the incident to the floor of the senate expressed his joy that the committee had come and seen and had firsthand information about the immediate and remote cause of the incident, assuring that the communities would remain peaceful. It would be recalled that a pipeline explosion engulfed the two communities of Umuimo and Umuaduru in Osisioma Ngwa Local Government Area and claimed the lives of not less than 200 people. Members of the Downstream committee that made the visit include Sen. Samuel Anyanwu, Sen. Ibrahim Danbaba, Sen. Mao Ohuabunwa, Sen. Yahaya Abdullahi, Sen. Albert Akpan And Sen. Shuaibu Laa, while those of the Police were Sen. Theodore Orji and Sen. Obinna Ogba. The senate had through a resolution given the committee two weeks to report back their findings.

Communal clashes: Gov Jibrilla directs immediate constitution of committee Tom Garba, Yola The Governor of Adamawa state, Senator Muhammadu Umaru Jibrilla Bindo has directed the immediate constitution of a committee that would visit the affected communities of Lafiya -Lamurde, Boshikiri and others that are predominantly occupied by Lungada and Waja people in Adamawa and Gombe states. The committee will ascertain the number of casualties and damages caused by the communal clash that claimed so many lives and properties in the two neighbouring States. This is coming after a courtesy visit of Mai Kaltungo in Gombe state, Engineer Saleh Mohammed who raised concern over the number of displaced persons that are seeking refuge in neighbouring Gombe villages on the wake of communal clashes between the Lunguda people and Waja in Lafiya-Lamurde. The Mai-Kaltungo raised the alarm yesterday when he led other three traditional rulers from Gombe on a visit to Governor Bindow at the government house Yola.

Politicians describe late Anenih as political strategist Tunde Opalana, Abuja Politicians have continued to pour encomium on the late elder statesman, Chief Tony Anenih who died Sunday at the age of 85 years. He was consensually described as a political strategist, an acumen that earned him the nickname ‘Mr. Fix It’. Former Senate President, Ken Nnamani said the late Anenih was a ‘big iroko’ in Nigerian politics who has fallen. Speaking with journalists at the Asokoro residence of the late politician on Monday, he said before Anenih died, he was not a leader of the PDP alone, but was the leader of the country politically. “There is no politician in Nigeria whether you like him or you hate him who will not respect his strength of strategy, planning, effectiveness, and that gained him that name ‘Mr. Fix It’ “He was able to make difficult, complex political issues sound very simple. Sometime in Jos, during his Social Democratic Party (SDP) days when he emerged as the Chairman of the party,
nobody can wonder what gave him that title, Mr. Fix It, the leader. “Our party constitution, both APC, PDP, none defines the position of a leader, it is not in any of the constitutions, is a name he carved out for himself. You cannot go to any section and see the role of a party leader, it doesn’t exist, but every persons recognised him as a leader, the Chairman recognised him as a leader”, he said. I saw him as a father. Among other dignitaries that called on the family were former PDP ministers, Prof. Abubakar Suleiman, National Planning, Hajiya Zainab Maina, Women Affairs, former Senate President Pius Anyim, Ambassador Ibrahim Kazaure and Mrs. Nenadi Usman. Also former president, Dr. Goodluck Jonathan noted that the Peoples Democratic Party (PDP) and the nation at large has lost a politician whose rich political experience, sincere patriotism and deep wisdom are still needed to cultivate by others for national cohesion, growth and development.
Short News FCT minister confers honorary citizenship on visiting Gov General of Canada Idu Jude, Abuja The Minister of the Federal Capital Territory (FCT), Malam Muhammad Musa Bello has received the Governor General of Canada, Her Excellency Julie Payette, who is on a State visit to Nigeria. Payette, whose plane touched down at the Presidential wing of the Nnamdi Azikiwe International Airport at exactly 5.30pm, Sunday, October 28, received the traditional 21 gunshot salute and was conferred with an honorary citizenship of Abuja with the symbolic presentation of the key to the city by the Minister. Tricycle riders in Abia brag about making more money than graduates Prince Nwankwo, Port Harcourt Tricycle riders popularly known as ‘Keke Napep’ in Umuahia, capital city of Abia state have said that they make more money from the business than most University graduates who are on paid employment. The told Daily Times correspondent who interacted with some of them, that the business is lucrative as they were able to make ends meet. Mr. Solomon Okechi told our correspondent that he was working in Owerri before the Imo state governor banned Keke Napep in the city of Owerri, and that he makes up to N9,000.00 daily. For Chidera Okonkwo, he makes more than N7,000.00, bragging that most of them make more money more than university graduates. At a first filling station in Umuahia, after Abia Tower, the assistant manager, Mr. Smart O.A. Iwunze, said that, from 4:00pm to 9pm closing time, most of their sales are from the tricycle riders, who work even beyond 7:00pm. As most of the tricycle riders boast of making money more than some university graduates, they are urged not to take drugs that are harmful to their health, and avoid any form of drug abuse.

Flood: Orashi region victims stage peaceful protest to Govt House *Vow to remain in GH until help comes
Amaka Agbu, Port Harcourt Driven by the untold hardship caused by the devastating flood in their area, hundreds of indigenes and residents of the Orashi region of Rivers State have staged a peaceful protest to government house, in Port Harcourt, to register their disenchantment with what they described as “the nonchalant attitude of the Rivers State government to the consequences of this year’s flood. The Orashi region comprises four local government areas of the state: Ogba/ Egbema/Ndoni; Abua/Odua; AhoadaEast and Ahoada-West currently heavily flooded. The protest which was held under the auspices of a civil society organization, Orashi Peoples’ Assembly, was led by the President, Abba Rufus, who said that
the flood was currently ravaging their communities and endangering the lives of the people. The protesters who converged at the Isaac Bori Park, at Mile 1, Diobu, later marched to government house, carrying various placards, some of which read: “If it was electioneering campaign the governor would have visited Orashi region”, “Our people are dying”, “Floods have taken over our homes”, Floods have destroyed our farmlands and crops”, “We need alternative shelter for our families”, Our elders and children are suffering from various diseases”. Leader of the protesters, Mr. Abba Rufus, said they were prepared to sleep and remain at government house until the state government gave them an assurance that the plight of the Orashi people would be immediately addressed. He lamented: “Hundreds of communities in the four local government areas in Orashi region have been submerged by flood. Thousands
of people have been displaced by the flood. The Internally Displaced Persons’ Camps (IDP’s) cannot accommodate the numbers of people whom have been rendered homeless by the flood. “We have cried but not heard. We have been displaced but not accommodated. Our houses have been destroyed, but not rebuilt. We have lost lives but not consoled. We have been hungry, but not fed,” he cried out. He continued: “For two months now, Orashi Region, comprising of Ogba/Egbema/Ndoni, Ahoada East, Ahoada West, and Abua/Odua Local Government Areas of Rivers State have been ravaged by flood; our houses have been taken over by water; thousands of our people have been internally displaced; our farmlands have completely submerged by flood; schools and healthcare services shut down, while our people had been reduced to aquatic animals without any response from Rivers State government.”
The District Head of Aawe in Asa Local Government Area of Kwara, Alhaji Oba Daudu-Sulaiman, has decried the over five years’ blackout being experienced by residents of his domain. Daudu-Sulaiman told the Daily Times, in Aawe that since rainstorm damaged several electrical poles and cables in the area over five years ago, life had become unbearable for the residents. According to him, the power outage has crippled social and economic activities of the inhabitants of the area. He expressed sadness that many artisans and other self-employed people whose jobs required electricity, had left Aawe for greener pastures elsewhere in the state or outside. The district head urged the Kwara Government to urgently find a lasting solution to the power outage confronting the area. He said “The five-year total darkness in Aawe axis has seriously affected the socioeconomic lives of the people and made life unbearable. “The only primary school in Aawe has become dilapidated and I attribute this development largely to the lack of power supply.”
Yuletide: NUPENG assures Nigerians of hitch-free end of year fuel distribution Idu Jude, Abuja As the country begins count down to the end of the year celebration, the National Union of Petroleum and Natural Gas Workers (NUPENG) has affirmed its willingness to work closely, with the Nigerian National Petroleum Corporation (NNPC) to ensure a hitch-free products distribution across the country throughout the end of year festive period. National President of NUPENG, Prince Williams Akporeha, gave this assurance when he led the National Central Working Committee (CWC) on a courtesy visit to the Group Managing Director of NNPC, Dr. Maikanti Baru, at the NNPC Towers in Abuja. He said the union did not see any reason to call its members out on any industrial action capable of disrupting the distribution of petroleum products between now and the end of the year, adding that even if any dispute arose, the union was confident that with the labour-friendly disposition of the NNPC GMD, Dr. Baru, such would be resolved without any disruption of fuel distribution process.

‘Declaratory reliefs not granted as matter of course’ This appeal was against the judgment of the Court of Appeal, Calabar Division, Appeal No’s CA/ C/87/2017 and CA/C/104/2017 delivered on 30th day of November 2017. Court of Appeal set aside the decision of the Federal High Court in Uyo, in Suit No. FHC/UY/ CS/1087/2015. The 2nd respondent -P.D.P. a registered political party conducted its primary election on 7th, December 2014 to pick a candidate for the Akwa Ibom North East Senatorial Seat in the 2015 general election. The appellant ( Hon. Bassey Etim ), 1st respondent (Hon. Bassey Albert Akpan) and others contested the said primary election. At the end of the exercise the name of the 1st respondent who had polled the highest number of votes was forwarded to the 3rd respondent ( Independent National Electoral Commission) by the 2nd respondent (Peoples Democratic Party) as its candidate for the Senatorial Seat. Aggrieved by outcome of the primary, the appellant commenced the suit at trial court which led to this appeal at the Supreme Court. By his amended claims, plaintiff /appellant had asked for declaratory and injunctive reliefs. “A declaration that the plaintiff is, and no other person is for all practical purpose relating to or connected with the 1st Defendant’s candidacy in respect of the 2015 election in the Akwa Ibom East Senatorial District, the candidate of the 1st defendant fielded for the said election”, among other six reliefs. At the end of trial, the trial court granted the appellant all except two reliefs adjudged to have been overtaken by events. The trial court declared the plaintiff winner. Aggrieved by the judgment, the 1st respondent appealed to the Court of Appeal which set aside the trial court judgment after it found that the political party primary as earlier held followed party guidelines. The plaintiff at the trial court, being aggrieved appealed to the Supreme Court on a notice of appeal containing 14 grounds. ISSUES FOR DETERMINATION “ Whether, considering the evidence, oral and documentary, before this Honourable Court, the standard and burden of proof on the Appellant and the provisions of the Electoral Act 2010 (as amended), the 2nd Respondent’s Constitution and Guidelines,the lower Court was right when it set aside the trial Court’s judgment and held the 1st Respondent’s victory and nomination at the 2nd Respondent’s primary election held on 07 December 2014 in respect of Akwa Ibom North East Senatorial District ? ( Ground 3,4,5,6,7,8,11,12,13 and 14 ).” ARGUMENTS Appellant learned senior counsel, Kanu Agabi (SAN), submitted that the validity or otherwise of exhibit 8 (result of the primary) which the lower court bases its decision in rejecting appellant’s case was never made an issue by any of the parties either at trial court or the lower court. The issue, it is contended, was raised suo motu by the lower court and ,parties particularly the appellant against whom the decision was given ,were not heard. Exhibit 8 having not been made an issue of the appeal at the trial court, it is wrong to have made it one. Relying on Halico Nig Ltd V. Equity Bank Big Ltd (2013) 6-7 SC (pt iv) 35 at 39 and Ben Obi Nwabueze V. Justice Obi Okoye (1988)10 -11 SCNJ 61, learned senior counsel submits that for the lapse alone, the appellant is entitled to have lower court’s judgment set aside. That exhibits 8 fully complied with paragraph 29 of the Electoral Guidelines of the 2nd respondent thereby rendering the lower court’s finding to the contrary and perverse. Responding, learned senior counsel for the 1st respondent, Paul Usoro (SAN), submits that the appellant who failed to prove his claim at the two courts below cannot succeed at the Supreme Court. Beyond establishing his case on the balance of probabilities, the aspect of appellant case that involves criminal allegation of falsification of the result sheet relied upon by the respondents, it was contended must be proved beyond reasonable doubt. The appellant, it is further submitted, succeeds on the strength of his case, and not on the weakness of the 2nd respondent’s defense. The trial court’s failure to imbibe these elementary principle, it is contended ,justifies the lower court intervention to set aright the miscarriage of justice the trial court judgment occasioned. G. A. Umoh Esq for the 2nd respondent urged for dismissal of the appeal. Alhassan A.Umar Esq. for the 3rd respondent chose
to be ambivalent and his submissions are according discountenanced. DECISION The Supreme Court entirely agree with learned senior counsel Mr. Paul Usoro (SAN),for the 1st respondent that the appeal raised very narrow issue . The “ result sheet” referred to in the court record is exhibit 8. The “authentic result sheet produced by the authentic officers of the 1st defendant” pleaded in the record is exhibit 19. The two sides, by their pleads and evidence agree , at concurrently held by the two courts ,that the controversy between them is in respect of the primary election of the 2nd respondent conducted on the 7th December 2014. The only point of contention between the two sides is as to who , between the appellant and the 1st respondent, is the winner of the primary election. Whereas the appellant relies on exhibit 8 to prove that he is the successful candidate ,the 1st and 2nd respondents, on the other hand rely particularly on exhibit 19 to contest appellant’s reliance on exhibit 8. The enquiry was to uncover from the record of appeal how each of the two courts proceeded to arrive at their divergent findings and which of the findings comes within the purview of section 87(4) and 9 of the Electoral Act that provides the appellant the platform to ventilate his dissatisfaction. To aid in the enquiry are all those trite principles, alluded to by counsel in support of their arguments. Appellant ‘s claim is evidently declaratory reliefs which are not granted as a matter of course and on a platter of gold. A declaratory relief is only granted in consequence of a finding of fact made by the court.

Thus in the absence of sufficient evidence to make the finding of fact that must precede the grant of the relief, the court will not exercise its discretion to grant the relief. It is also settled that in an action such as the instant one in which declaratory reliefs are sought , admission on the part of defendant will not by itself and independent of the case made out by the claimant ,entitle the latter to judgment. Being a discretionary remedy, it is granted only where the court is satisfied that,from his statement of claim and the evidence adduced in support, the claimant has a very strong and cogent case. The claimant must, therefore satisfy the court that on his own he is fully entitled to the grant of the reliefs. He succeed wholly on the strength of his case and not on the weakness of the case proffered in defence to his claim . See Kodilinye V. Odu ( 1935) 2 WACA 336, Bello V. Emeka( 1981) 1 SC 101, CBN V. Amao & 2 ors (2010) 5-7SC (pt 1 )1at 31 and Dumex (Nig)ltd V. Nwakhoba (2008) 12 SCN 768. This is a pre-election matter arising from 2nd respondent’s primary election for the nomination of its candidate for the Akwa Ibom North East Senatorial election. For the appellant to succeed, he must establish that he took part in the primary election conducted by the National Working Committee of the 2nd respondent .See Emenike V. Okadigbo [2012] 18 NWLR (pt 1331)
prove that exhibit 8 is indeed the authentic result sheet issued by officers appointed by the 2nd respondent’s National Working Committee to conduct the primary election he claim to have won and was denied the opportunity of being the party’s candidate at the Senatorial election. Unable to withstand the rigours of crossexamination, the appellant divulged as follows: “ Five members constituted the Electoral panel responsible for conducting the primary Mr. Olatobosun was the chairman of the panel. Mr. Michael George and Deniel Ekanem were authentic members that conducted the primary. I did not appoint them.........These two members Daniel Ekanem and Michael George are not member of the panel.” Daniel Ekanem and Michael George the appellant assertedy issued exhibit 8 ,testified as Pw3 and PW 5 respectively. Under Cross- examination PW 3 said: “ I was the returning officer of the primary. I did not appoint myself I do not have any letter of appointment...,..... I am not a member of the National Working Committee . There were 5 members of the panel responsible for conducting the primaries of the senate. I was not a member of that panel. .........The panel by the guidelines is the one that oversees all part of the conduct of primaries.”
On his part, PW5 under cross examination told the court in relation to exhibit 8 the appellant relies on, as follows: This is the result sheet .I issued to all the aspirants. My name is in the document as the Electoral officer. It was signed by me.............Olatobosun was the Chairman of the Electoral panel Akwa Ibom North East Senatorial District. Electoral and Returning Officer take instruction from the Electoral Panel. I did not appoint myself. It was Olatobosun that appointed me on 7 December 2014.” It occurs to me that the appellant by these pieces of manifestly contradictory and inconsistent evidence is far from establishing that exhibit 8 is indeed the result sheet of a primary election the conduct of which was authorized by the National Working Committee of the 2nd respondent as the law requires. The contradictions in the testimonies of these witnesses being fundamental render appellant case untenable. See Okashetu V. State(2016) LPELR 40611(SC), Nsirim V. Nsirim (2002) 2 SCN J 46, Anuonye Nwachukwu & anor V. Amadike Owunwanne & anor (2011)LPELR 3466 (SC) and Akaji Isiyaku Yakubu V. Alhaji Usman Jauroyel & ors (2014) LPELR - 22732(SC). It is apparent that the appellant whose burden it is to established that, as required by Rule 25 (viii) of the 2nd respondent’s Electoral Guidelines, it was DW7 who submitted the names of PW3 and PW 5 as the Electoral Officers to the Electoral Panel chaired by Mr Osuntokun that conducted the primary election, has not discharge the burden. One also agrees with learned senior counsel for the 1st respondent that should the contradiction in the testimonies of the appellant witnesses be glossed over, as did the trial court , the appellant and his witnesses will still be held to have acknowledged the fact that Mr. Osuntokun is the chairman of the panel that conducted the primary election. Testifying as DW6, Mr. Osuntokun not only disclaimed PW3 and PW5, who signed exhibit 8, as being the Electoral Officer and Returning Officer in respect of the primary respectively, he categorically denied the participation of the appellant in the primary election as well. It is clear from the foregoing that the two courts below are wrong in going beyond the evidence the appellant proffered in proof of his claim, one, by stressing on the weakness of the case of the defendants and the others dwelling on its strength to find for and against the appellant respectively. The principle has long been settled that the appellant succeeds on the strength of his case only and not on the weakness of the respondent’s case. Having failed to establish that exhibit 8 is indeed the result sheet of the primary election conducted on the authority of the 2nd respondent’s National Working Committee , his case fails and should have been dismissed by the trial court. See OgoloV. Ogolo (2006) 2 SC (pt 1) 61 and Tukur & ors V. Sabi & ors (2013) 3 SCNJ 212. Even though the lower court did not dismiss the appellant’s case at the appropriate stage, it eventually found the claim unmeritorious. It must be stated at this point that it is not every error or mistake by a court that will lead to a reversal of its judgment on appeal .Only a mistake that occasions miscarriage of justice does. See John Owhonde V. Alphonso Ekpechi (2003)9 SCNJ 1, and Ukiri V. Geco Prakla Nigeria ltd (2010) LPELR 3341 (SC). In the instant case where the mistake of the court below does not occasion miscarriage of justice, the mistake is accordingly discountenanced. The court judgment endures and is hereby affirmed. In sum, the appeal has failed and is accordingly dismissed at a cost of five thousand Naira in favour of the 1st respondent. Musa Dattijo Muhammad Justice, Supreme Court. PBE, NBS, NISER to review performance of privatised enterprises Mathew Dadiya, Abuja The Bureau of Public Enterprises (BPE) in collaboration with the National Bureau of Statistics (NBS) and Nigeria Institute of Social and Economics Research (NISER) is set to conduct an Impact Assessment on some selected Privatised Enterprises under the reform and privatisation programme of the Federal Government. Director General of the Bureau, Mr. Alex A. Okoh, disclosed this at the inaugural meeting of the Assessment Technical
Working Group (ATeWG) held in Abuja. Okoh said that the essence is to enable the Federal Government to showcase the impact or otherwise of the Privatisation programme. The Director-General who was represented by the Director of Development Institutions and Natural Resources Department, Mr. Joe Anichebe, noted that after three decades of the privatisation programme, the Bureau deemed it necessary to review the performances of the privatised enterprises to ascertain whether or not the targeted
objectives of the programme have been achieved. The Assessment Technical Group which is chaired by a Deputy Director in the Bureau, Mr. Adbdul-Azeez Mu’azu Mafindi, has membership drawn from the NISER, NBS and BPE. The group is to carry out neutral assessment of the Bureau’s concluded transactions to showcase the achievements and challenges encountered by the privatised enterprises as well as monitor the growth, efficiency of privatised enterprises. It is also to evaluate and assess the
effectiveness of privatised enterprises using relevant and accurate data used in planning effective interventions. Assessment Study will be carried out on six sectors namely; The Telecommunications Sector, Maritime Sector (Ports), Eleme Petrochemicals Company, Cement Companies, Ground Handling companies (NAHCOL & SAHCOL), and the Hospitality Sector. Mr. Louis Chete, representative of the NISER thanked the BPE for the initiative and promised to work with the Bureau to achieve the desired goal.
TEF: Elumelu identifies entrepreneurship as solution to unemployment, poverty in Africa Temitope Adebayo The founder of the Tony Elumelu Foundation (TEF), Mr. Tony Elumelu has identified entrepreneurship as the solution to unemployment in African nations, eradicate poverty and wealth creation. Speaking at the just concluded TEF entrepreneurship summit held in Lagos, Elumelu explained that no one will develop the African continent in the 21st century, but Africans. According to him, by nature, youths are restless, hardworking, energetic and have an active quest for success and they can achieve their goals through help. We know the youths from the 54 countries in Africa can go far with support. “Our target in TEF is to assist 10,000 Africans and so far, we have supported 4,000 entrepreneurs and each of them was given $5,000. There are a large number of entrepreneurs in the continent and that was obvious when over 300,000 entrepreneurs applied for the opportunity meant for only 1,000 people. “The national Red Cross, the German
government through GIC, Indorama and the United Nations Development Programme (UNDP) has partnered with TEF to support more entrepreneurs thereby increasing the number of beneficiaries from 1,000 to 1,460”, he said. Advising entrepreneurs across Africa countries, the President of Kenya, Uhuru Kenyatta said, the public and private sector must join hands to help youths start their business. He urged fellow African leaders to develop a curriculum that pays attention to the youth entrepreneurship. “We must turn our focus on the development of information and communication technology (ICT), leveraging on different platforms to build applications, build on resource capacity and development of public and private sector participation.” On the sideline of the event, one of the TEF beneficiaries from Benue State, Okopi Odua Peter, told our correspondent that his idea of a classy, polished furniture awarded him the opportunity to be a part of the 1,460 beneficiaries. “So far, we have been taken through a rigorous exercise. We have had 12 weeks
mentorship training, submitted our business plan and Accenture marked it, registered our business, open an account with the UBA, and have submitted our financial template. If it is approved, we will be given a grant of $5,000”, he explained. Just recently, the Tony Elumelu Foundation partnered with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the German Government’s Agency for International Cooperation. GIZ will support the Tony Elumelu Foundation Entrepreneurship Programme to empower 210 young African entrepreneurs, focusing specifically on female entrepreneurs and tech-enabled businesses. The Entrepreneurship Programme of TEF was launched in 2015, having supported more than 4,000 entrepreneurs with seed capital panAfrican wide. The joint partnership will equip more African entrepreneurs with the skills needed to build healthy and sustainable businesses while providing them with access to seed funding. The partnership will be implemented by Make-IT in Africa, a programme GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and
Development (BMZ). Make-IT already works in close collaboration with more than 20 corporate and financing partners, social enterprises, hubs, and networks to support an enabling environment for young entrepreneurs, to enable better access to finance, markets, and skills. By signing a Memorandum of Understanding (MoU) on 8th August 2018, GIZ and TEF strengthened the entrepreneurial ecosystem to support African entrepreneurs. GIZ and TEF share the common understanding that young companies, especially from the technology sector, have the potential to radically transform the business landscape in Africa and are key drivers of sustainable development. Parminder Vir, OBE, CEO of the Tony Elumelu Foundation, said: “The partnership with GIZ ensures that more entrepreneurs across Africa will access seed capital, as well as the world-class TEF proprietary online training and mentoring programme. Since the launch of the programme, we have received over 300,000 applications, and we are actively looking at leveraging our success, so we can greatly exceed our commitment to 1,000 entrepreneurs annually over 10 years.”
The Federal Government under its micro-credit scheme, TraderMoni, has extended the disbursement of soft loans to microscale entrepreneurs in Gusau, Zamfara state, Bauchi and Jigawa states. The scheme was designed by the federal government to help petty traders access collateral-free loans of ten thousand nairas to boost their businesses and repayable within six months. Beneficiaries can also access a higher loan from fifteen thousand to fifty thousand when they repay the initial ten thousand within the stipulated time. For instance, hundreds of traders in Gusau, Zamfara state, who have been anxiously waiting for the berth of ‘Trader Moni’, could not hide their joy, as the programme was launched recently in the state. Those at Tudun Wada market, within the state capital, who are beneficiaries of the quick cash transfer from the Bank of Industry, managers of the fund, were full of excitement. The crowd of those who never registered for the scheme at Tudun Wada market on hearing the cheering news that beneficiaries had started receiving payment alert, was nearly uncontrollable as they pushed, shoved and struggled to get registered. The same scenario also played out at the Gusau old market, where the quick cash transfer launch held simultaneously. Malam Sani Ahmed, a trader, and beneficiary at Tudun Wada market who spoke in Hausa language, was full of praises for the federal government initiative. Why we halt payment of N22. 6bn entitlements to ex-Nigeria Airways workers’ – PICA Chukwuemeke Iwelunmo The Presidential Initiative on Continuous Audit (PICA) has said that payment of the approved N22. 6 billion entitlements to ex-workers of the defunct Nigeria Airways Ltd., was halted due to multiple verifications by some of the beneficiaries. Deputy Director, PICA, Mr. John Waitono made this disclosure on Monday in Lagos, where he explained that PICA had planned to start the payment of already verified pensioners in batches of 1,000 but had to halt the disbursement after it was discovered that some of the beneficiaries were verified in more than one location. He said: “What happened was that the first batch was to commence payment but when we went through the system, we discovered that some persons have done the same exercise in Enugu and Lagos or Kano and Lagos. “We now started sorting them out and that is what delayed the first batch. So, now we have collated all the information in one place from the three centres. The system is now sieving out those with multiple verifications. “One of such persons, whom I am aware of, said he did not trust the verification he did in Kano and that was why he did another one in Lagos.” According to him, PICA is being careful not to make the mistake of paying some of the beneficiaries more than once. “As at today (Monday), the consultant is back in Abuja and we are ensuring that the verified persons are paid as soon as possible. We want to send the names to the Office of the Account General in batches of 1,000. “Over 5,000 persons were verified and once we eliminate the multiple verifications, everybody will be paid before the end of the week,” he said. Waitono, who was the coordinator of the verification exercise at the Lagos centre, disclosed that it was concluded on Sunday, adding that the equipment had been sent back to Abuja. “The few cases we left behind were those still processing their letters of administration in court. “Also, there are some families involved in litigation over the beneficiaries and we have allowed them to go and sort themselves out legally before coming for the exercise”, he said. It would be recalled that the former national carrier was liquidated in 2004 by President Olusegun Obasanjo’s government without paying the workers their severance packages as stipulated in extant labour laws. The workers were paid a fraction of their entitlements by the late President Umaru Yar’Adua’s regime in 2008 before President Muhammadu Buhari recently approved the part payment of N22. 6 billion for them. The verification exercise for the ex-workers of the former national carrier took place from Oct. 15 to Oct. 28 across three centres in Lagos, Kano, and Enugu. The government has also promised to pay the other half of the money to them as soon as funds are available.

Stakeholders’ bemoan food companies’ unfavourable operating environment Motolani Oseni Economists and Industry stakeholders have lamented the food companies’ prevailing unfavourable operating environment and called for an urgent need for the Federal Government to address the constraints and challenges facing the Fast Moving Consumer Goods (FMCGs) sector in the country. Such steps they reasoned would boost the economy and bring about improvement in the ease of doing business in the country. Speaking on the Business Morning programme of the Channels Television Network yesterday, the Chairman of Financial Derivatives Company Limited, Mr. Bismarck Rewane, in response to a question, listed some bottlenecks facing the under-performing companies in the sector mentioned above, which have affected their financial performance. To Rewane, these constraints include infrastructural constraints, low purchasing power, and an unpredictable business environment. His response also corroborated the factors identified by the Group Managing Director/CEO of Flour Mills of Nigeria Plc, Mr. Paul Gbededo in his state of the industry position recently in Lagos. Gbededo, in the detailed interview, had also
enumerated challenges facing flour millers and the need for government to encourage inclusive, sustainable and enforceable policies to encourage local investors. He also called for greater control on the quality of imported and home-grown wheat and better infrastructure, especially access routes at the factories and ports. Rewane said, “Some of these constraints are self-inflicted. Take for example the Apapa gridlock, take for example the cost of funding, and low productivity. So we have all of these things. But more importantly is that in the National Income Identity Equation, you have government expenditure, but the most critical component of this is investment. Total investment in Nigeria is about $65 billion; it is less than 17 per cent of the total Gross Domestic Product (GDP). “Talking about flour, the price of wheat has gone up by almost 30 per cent in the last year or 18 months. But the price of wheat now in Nigeria has gone up by almost 10 per cent. The result is that, and the exchange rate has moved, okay now positively and they have the availability of foreign exchange; good news. But the reality is that Flour Mills of Nigeria has shown a 10 per cent drop in revenue, and a 15 per cent drop in PBT (Profit Before Tax). Honeywell has 2 per cent, 3 per cent drop in revenue and 83 per cent drop in profit.
Everybody is suffering this. The financial expert said, “The cost of the Apapa gridlock is about N2 billion a day while the cost of the subsidy is about N4 billion a day. If you add those two together, it’s N6 billion; in fact, that is 50 per cent of the budget of Nigeria. If you just deal with those constraints of the Apapa gridlock and the subsidy, deal with it.” On how government can correct the anomalies involving the Apapa gridlock, Rewane said, “first of all you have to recognise the guys who have a stake in the grid. The Dangote Group, for example, have a refinery, so if 40 per cent of the trucks going into Apapa are going for petroleum products, you have a pipeline. If you have a pipeline, then you stop that. Then, more importantly, is that you improve Calabar, Port Harcourt and all. “The cost of moving flour from one part of the country to another is significant. And bread is an essential staple for people, not only bread, we have pasta and all the other flour-related products like noodles and so on. There is so much involved in that and the behavioural pattern of the younger generation, the millennial generation, they take noodles, they take pasta; they don’t take the regular things. So they are moving and shifting and we have got to be ahead of the game to ensure that we keep them happy”, Rewane added.
NACAN raises the alarm over malfunction radios at airports Chukwuemeke Iwelunmo Members of National Air traffic Communicators Association of Nigeria (NACAN) have cried out over the malfunctioning of its radio equipment in some stations across the country. Speaking in an interview at the just concluded 5th Annual General Meeting held in Benin City Edo State, the president of NACAN Comrade Nkambo George disclosed that it was difficult for some stations to read each other beyond 9 am and 10 am in some cases. Nkambo pointed out that the situation has led to the use of telephone lines which ought to be the backup as the primary source. According to him, “we are using this closed user group telephone line which ought to be back up. It’s more or less the major equipment we are using now in most communication centres except for Lagos, Kano, Abuja and Port Harcourt where Alt is still functional”

According to the NACAN boss, the nonemployment into the department in the past two decades has negatively affected Communicators and called on the government to commence the recruitment of between 20 and 50 every year to fill the gap. Nkambo disclosed that 27 staff will be retiring in January next year which will also affect the department as the newly recruited personnel have no job experience. On his plans for NACAN in the next three years, the president revealed that the association will diversify noting that there were some big stations where Hajj operations took place such as Bauchi, Kebbi, Jalingo, and and Dutse without the communicators department stressing that efforts will be made to deploy equipment to those areas. He, however, assured the flying public of safe skies as all navigational aids was functioning well.

Lagos Assembly cautions Ambode, Imohimi over Operation Velvet Alade Tasma The Lagos State House of Assembly has called for caution on the implementation of “Operation Velvet” through which the Nigerian Police and other agencies intends to be checking vehicle particulars and enforcing traffic laws on Lagos roads. Raising the issue under Matter of Urgent Public Importance at plenary session on Monday, the Majority Leader of the House, Hon. Sanai Agunbiade noted that the House commends the Nigerian Police and others for the decision to curtail traffic recklessness on Lagos roads. He however, urged the House to call on Governor Akinwunmi Ambode of the state to plead with the state Commissioner of Police, Mr. Edgal Imohimi to allow vehicle owners to regularise their documents before the commencement of the operation. The House leader also urged the Assembly to call on the Ministry of Information to inform the people to regularise their documents, adding that Public Works Corporation (PWC) should begin palliative works on the roads in the state and bring them back to order. “The declaration of the Nigerian Police and other sister agencies to commence Operation Velvet, targeted as described by the police, at bringing sanity back into vehicular activities in the state to ensure strict compliance to traffic laws by vehicle owners is commendable. “That all other vehicles exempted from plying BRT roads would be arrested if they do so is also commendable,” Agunbiade stated. The lawmaker however, said the
directive that documents of vehicles would be checked and the operators of the vehicle would be tried by a mobile court and made to comply was unacceptable He stated that it takes time to deal with one vehicle and one driver, but that the process would cause hold ups and traffic congestion and that commuters would be stranded. “It happened this morning as passengers were stranded. It would have been better if the police declared a time for people to get necessary documents or else it would affect the people. “We commend them for bringing sanity into the system, but they should give a moratorium to prevent compounding the traffic situation in Lagos State. The governor should call the state Commissioner of Police to order on the operation,” he said. The Speaker of the House, Rt. Hon. Mudashiru Obasa said that it was not out of place for the police to collaborate with others to be more effective. On “Operation Velvet,” he said that the law has to be respected, while appealing to the state police command to jettison the issue of particulars for now. “People should be given time to regularise their documents. So many things are included in the operation. “The law has been in place for many years, why the sudden action, we want to appeal to the police to give people time to get necessary documents before they talk of arresting people. “We also want to say that such an opportunity should not be used for extortion and harassment. The Commissioner of Police should take steps to guide against all these,” the Speaker stated. Obasa stated that Governor

Akinwunmi Ambode should direct PWC to start doing palliative measures on the roads in the state because of the fact that there are pressures on the roads. “We should not allow potholes to dominate our roads. The contractors handling new roads should speed up their works. “Where roads that are repaired within six months start having potholes is not good enough. It doesn’t make sense for the roads to go bad within months after repairs. “People should be given opportunity to obtain necessary documents. We should computerise the system and know those whose papers have expired without going to the roads,” he said. In his contribution, Hon. Rotimi Olowo from Shomolu Constituency 1 expressed
displeasure at the situation on Lagos roads as a result of activities of the Police saying he thought there was a war. Olowo said the situation could lead to anarchy because as one problem is being solved another one is being created. “We have issues at hand so we must not go into a policy that could delay people from going to work because it could lead to loss of man hour. “We have VIS, FRSC and Police who have their functions. The House should call on the governor and the state Commissioner of Police to give moratorium and necessary publicity should be done before the operation is fully carried out,” he said. Hon. Bisi Yusuf in his contribution said the traffic congestion in the state was caused by the government themselves.
According to Yusuf, when the Traffic Law was passed, facing oncoming vehicles is unlawful, but when the present government got to power, LASTMA was made powerless. “I know that passing one way is bad, but our main roads and inner roads are bad. We must arrest the situation of our roads and call Public Works to go back to work. We should allow LASTMA officials to do their jobs and if anyone misbehaves, he or she should be dealt with.” Hon. Olusegun Olulade, Epe Constituency 2 said the cosmopolitan nature of Lagos State should be considered before any decision is made, adding that the major issue on the operation is for police and security agencies to check documents. The lawmaker said as festive period is near man hours would be lost.
Group dismisses PDP’s stance on Buhari’s certificate issue Patrick Okohue A pro-Buhari group, ReElect Buhari Movement (RBM) has dismissed the outrage that followed the submission of an affidavit in place of certificates to the Independent National Electoral Commission (INEC) by President Muhammadu Buhari to pursue his second term ambition by the Peoples Democratic Party (PDP). The group in a statement by its convener, Mr. Emmanuel Umohinyang said there was nothing strange in the action as the President did same in 2015. According to him, since President Buhari had said his certificates were with the military, the onus is on the PDP and others in doubt to take advantage of the Freedom of Information Act to clear the doubt. The statement reads: “The PDP reminds one of the story of Saul in the Bible. You know Saul was rejected and he was still parading himself as the king of Israel, but it was not until David was anointed king that he knew that his end had come. “The PDP are always quick to make allegations that are meaningless in the eyes of the ordinary man on the street. “President Buhari in 2015 had also made the same affidavit to INEC where he said then that his certificates are with the Secretary of the Military Board. “I do not think anything has changed because it is the same affidavit that the President has

Govts must punish perpetrators of human trafficking, modern slavery – Dogara Henry Omunu, Abuja
Speaker of the House of Representatives, Hon Yakubu Dogara, on Monday, stated that laws against the twin evils of human trafficking and modern slavery alone wouldn’t be able to cure the menace but demanded that governments globally punish the perpetrators. Speaking at the opening of a consultative meeting with the CommonWealth P a r l i a m e n t a r y Association (CPA) United Kingdom delegation to Nigeria and other stakeholders hosted by the House of Representatives Committee on InterParliamentary Relations in Abuja, Dogara said that justice must be seen to be done against perpetrators
of the heinous crimes against humanity. “We should not be unmindful of the fact that laws alone, no matter how well crafted cannot solve this evil. “For instance, Britain is a world leader in modern slavery legislation but yet London is an international hub for modern slavery. Research conducted by the CO-OP in 2017 suggested that four out of 10 people in the UK are not sure what modern slavery was. “In most countries, the figures are more appalling. We are not likely to succeed in the fight against this evil with near pervasive ignorance of its existence. “To win this war, we need to up our advocacy

2003, was one of the first decisive steps taken by the Nigerian government to curb the illicit human trafficking enterprise. “In 2015, the parliament passed an Act to amend the law, which increased the penalties for trafficking offences to a minimum of five years imprisonment, among others. However, in spite of the various improvements in the law, the envisaged effective apprehension and conviction of offenders have not been achieved. “This explains the need for the Trafficking in Persons Prohibition, Enforcement and Administration (Amendment) Bill, 2018. The bill, which seeks to amend the 2015 Act, will establish Special Trafficking Court, expand the composition of the governing board of NAPTIP by including members from the Economic and Financial Crimes Commission, (EFCC), increase penalties and criminalise certain offences, among other provisions. “It is hoped that this Bill, when passed into law, will help to tame the hydra-headed monster of human trafficking, sexual exploitation and related offences,” he said.

Erdogan inaugurates Istanbul Airport, one of world’s largest
189 passengers die as Indonesia Lion Air flight crashes into sea Rescuers retrieve debris and belongings from the sea Indonesia’s search-andrescue agency said on Monday there are likely no survivors from the Lion Air passenger flight that crashed into the sea north of Java Island. Rescue officials told Al Jazeera there were 189 people on board the aircraft. “We need to find the main wreckage,” Bambang Suryo, operational director of the agency, told reporters. “I predict there are no survivors, based on body parts found so far,” Suryo said. The plane - which was travelling from Jakarta to the island of Sumatra - lost contact at 6:30am (23:30 GMT) - 13 minutes after takeoff, according to the official. The Boeing 737 MAX 8 airliner was flying from the capital to the city of Pangkal Pinang at 1,113 metres above sea level when it lost contact with air traffic controllers. Pilots requested to return to base shortly before losing contact, said Yohanes Sirait, a spokesman for the country’s air navigation authorities. “The [traffic] control allowed that but then, it lost contact,” Sirait said. Wreckage was found near where the aircraft lost contact, said Muhammad Syaugi, head of the search-and-rescue agency. President Joko Widodo said he has ordered the National Commission for Transportation Safety to investigate the crash. Rescuers are making their best efforts to find victims and urged Indonesians “to keep on praying”, he said. Meanwhile, an Indian embassy official in Jakarta said one of the pilots was Indian citizen Bhavye Suneja. The official said there were no Indian passengers on board the flight. The crash was the worst airline
disaster in Indonesia since an AirAsia flight plunged into the sea in December 2014, killing all 162 on board. Divers were deployed at the scene of the wreckage, marked by lifejackets and mobile phones floating in the sea. The National Search and Rescue Agency said the flight ended in waters off West Java that are 30 to 35 metres deep. An official from Indonesia’s safety transport committee said he could not confirm the cause of the crash. “We will collect all data from the control tower,” said Soerjanto Tjahjono. “The plane is so modern, it transmits data from the plane and that we will review, too. But the most important is the black box.” The Flightradar website showed the plane looping south on takeoff and then heading north before the flight path ended abruptly over the Java Sea, not far from the coast. Flightradar said the aircraft climbed to about 1,520 metres before losing then regaining height, before finally falling towards the sea. It was last recorded at 1,113 metres and its speed had risen to 345 knots. Indonesia energy firm Pertamina official told Reuters that debris, including plane seats, were found near its offshore facility. Indonesian TV showed dozens of people waiting anxiously outside the Pangkal Pinang airport and officials bringing out plastic chairs. The Boeing plane was delivered to Lion Air in August, according to air accident investigators. It had completed 800 flight hours. The accident is the first to be reported that involves the widely sold Boeing 737 MAX - an updated,
more fuel-efficient version of the manufacturer’s workhorse singleaisle jet. The first Boeing 737 MAX jets were introduced into service in 2017. Boeing is aware of the crash reports and is “closely monitoring” the situation, the company said on Twitter. Under international rules, the US National Transporation Safety Board will automatically assist with the inquiry into Monday’s crash, backed by technical advisers from Boeing and US-French engine maker CFM International. Lion Air is one of Indonesia’s youngest and biggest airlines, flying to dozens of domestic and international destinations. Indonesia relies heavily on air transport to connect its thousands of islands, but has a poor aviation safety record and has suffered several fatal crashes in recent years. A 12-year-old boy was the sole survivor of a plane crash that killed eight people in mountainous eastern Indonesia in August. Lion Air, a low-cost airline, has been involved in a number of incidents. Last year, one of its Boeing jets collided with a Wings Air plane as it landed at Kualanamu airport on the island of Sumatra; no one was injured. In May 2016, two Lion Air planes collided at Jakarta’s Soekarno-Hatta airport, while a month earlier a plane operated by Batik Air - part of the Lion Group - clipped a TransNusa plane. In 2013, a Lion Air jet with a rookie pilot at the controls undershot the runway and crashed into the sea in Bali, splitting the plane in two. Several people were injured in the crash, although no one was killed.
Nine people wounded in Tunis suicide bomb attack At least nine people have been wounded in a suicide bomb blast that rocked the centre of Tunisia’s capital, Tunis, according to the interior ministry. A 30-year-old suicide bomber detonated her explosives on Monday afternoon near Le Palmarium shopping centre on the busy Habib Bourguiba Avenue, said Sofiene Zaag, interior ministry spokesperson. “Eight policemen and one civilian were wounded following this suicide attack,” he said, adding that the bomber was the only fatality. Zaag said the injured were transferred to Hospital Charles Nicolle in Tunis and the military hospital. According to Radio Mosaique
FM, the bomber used a hand-made grenade containing small quantities of explosives. Pictures published on the station’s social media platforms showed a veiled woman who appeared to be dead wearing dark trousers, a pink top and a short dark jacket with serious wounds on her left hip and stomach lying on the ground in a cordoned off area. The busy avenue, which has many cafes and restaurants as well as hotels, has a regular security presence due to the proximity of government buildings. There was no immediate claim of responsibility. dictator Zine El Abidine Ben Ali, attacks in Tunisia have killed dozens of members of the security forces and foreign tourists. In June 2015, 38 people were killed in a shooting rampage at the coastal resort of Sousse which targeted tourists, while an attack on the National Bardo Museum in Tunis the same year left 22 people dead. The attacks decimated Tunisia’s crucial tourism sector, which made up seven percent of gross domestic product. The country has been under a state of emergency since November 2015, when a suicide bombing claimed by the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) armed group in Tunis killed 12 presidential guards.
Turkish President Recep Tayyip Erdogan has inaugurated a massive new airport project in Istanbul, which, once complete, is expected to become one of the world’s largest. More than 50 foreign dignitaries from at least 18 countries on Monday attended the lavish opening ceremony of the first phase of the new facility, called Istanbul Airport, local media reported. “Istanbul is a beautiful jewel between two seas ... that’s why we called [the airport] Istanbul,” Erdogan said at the ceremony which coincided with the 95th anniversary of the Turkish Republic. “We see Istanbul Airport as investment not only in our country but also in our region and the world,” he added. Erdogan said the new facility will continue to grow for the next decade until all phases are completed by 2028, according to state-run Anadolu Agency. It is expected that a daily 2,000 aircraft from more than 250 carriers will go through the airport by the end of 2018 to over 350 destinations, said Anadolu. Constructed at an initial cost of $7.2bn, the new facility is expected to provide more than$30.65bn in revenue for the government and host 90 million passengers by the end of the 2018 and up to 200 million upon completion in 2028. According to preliminary 2017 figures from the Airport Council International, Atlanta airport in the United States hosted almost 104 million passengers last year. Next came Beijing with 95.7 million passengers, Dubai with 88.2 million, Tokyo with 85.4 million and Los
Angeles with 84.5 million. Praising Istanbul’s geographic location, a bridge between Asia and Europe, Turkish Airlines CEO Bilal Eksi said: “The opening of Istanbul New Airport will further contribute and create new opportunities to promote the cultural and commercial relations between Istanbul and Hong Kong”. Among those present at the inauguration ceremony were Qatar’s Emir Sheikh Tamim bin Hamad Al Thani, Sudanese President Omar alBashir and leaders from Pakistan, Kyrgyzstan, Kosovo, Macedonia, Moldova, Albania and Serbia. The International Air Transport Association (IATA) says global air traffic is growing at an annual rate of 3.5 percent, with 4.1 billion passengers expected to take to the air this year, doubling to 8.2 billion by 2037. IATA has repeatedly warned that airports around the world will struggle to deal with this expansion, and has urged governments to make necessary investments. According to IGA, the company responsible for constructing and operating the new facility in Istanbul, the airport will initially have three runways and, by 2028, six runways with a capacity of 500 aircraft. Spread over an area of 76.5 million square meters, it will also boast car parks for around 70,000 cars. The airport’s maiden voyage will be from Istanbul to the Turkish capital, Ankara, on October 31. Meanwhile, Istanbul’s current main airport - named after Mustafa Kemal Ataturk - will remain in operation until the end of this year, Erdogan said, after which it will be closed to commercial flights.
Gabon President Ali Bongo hospitalised in Saudi Arabia Gabon’s President Ali Bongo has been hospitalised in Saudi Arabia with fatigue, his office said. Bongo was admitted to hospital last week because of “severe fatigue”, government spokesperson Ike Ngouoni said in a statement on Sunday, while sources told Reuters news agency that he had suffered a stroke. The Gabonese president was still under observation on Monday at the King Faisal hospital in Riyadh, where he was taken on October 24. A medical and a diplomatic source both told Reuters that the president suffered a stroke. Ngouoni, however, denied this and said that Bongo instead had “severe fatigue” due to months of strenuous work. Bongo is feeling better and has been told to rest, Ngouoni added, while calling for “vigilance” against “fake news” following false reports of his death. A Cameroon TV station had announced live on air on Saturday that the Gabon president had died, without providing any evidence, he said. The 59-year-old president was in Saudi Arabia to attend the Future Investment Initiative conference where he was scheduled to speak alongside other African leaders but was not seen during the discussion. Saudi Crown Prince Mohammed bin Salman visited him in the hospital that evening, the official Saudi Press Agency (SPA) said on Thursday. However, in a separate dispatch,
SPA said Bongo attended a speech by bin Salman at the conference on Wednesday. Bongo, whose family has ruled the oil-rich central African nation for nearly half a century, has been president since succeeding his father Omar in 2009. He narrowly won re-election in 2016 in a poll that the opposition claimed was marred by fraud. Mass protests broke out, during which the national parliament was gutted by fire. The country went to the polls this month for the first time since that vote, with the second round of legislative elections on Saturday seeing Bongo’s party coasting towards victory.

NSF: Coaches plan boxing competition in Enugu
Enugu State Boxing Coach, Blaise Ude, says it will hold a twoday boxing competition in the state for selection of boxers in preparation for the forthcoming National Sports Festival. Speaking to the News Agency of Nigeria in Enugu on Monday, Ude said the competition was open to interested boxers. He said: “We, the coaches, are planning a two-day competition and have set aside November 8 and November 9 for the competition. “This competition will serve as trial for the boxers in the state and neighbouring states for the Abuja 2018 National Sports Festival. “It is open to every boxer within
and outside the state and through this, we will have our team for the NSF. “This competition is for both boys and girls in different categories such as; Super Heavy, Heavy Weight, Light Heavy Weight, Middle Weight, Welter Weight etc.” Ude said that through the competition, the coaches were going to discover talents for future competitions and select those who would represent the state at NSF and international competitions. He called on the State Boxing Association to support the competition to ensure the boxers did well in Abuja and boxing kept growing in the state.
