The ASUU National President, Prof. Biodun Ogunyemi, made the appeal in an interview with the News Agency of Nigeria (NAN) in Lagos on Thursday. The lecturers had on November 5 embarked on a strike, demanding the implementation of the 2009 agreement it entered into with the Federal Government. The lecturers are also calling for full implementation of the Memorandum of Action (MoA) agreement with the government in 2017; improved working conditions and welfare package; and upgrade of facilities in universities across the country. According to Ogunyemi, the strike is not to short-change the students, parents and other key stakeholders but to save the country’s university system from collapse. “We want to call on our students and parents to show understanding with our struggle as we are in this together. “The whole essence of this struggle is to ensure

that our students get worthy and deserving certificates that they will be proud of anywhere they may find themselves in the world. “The struggle is to ensure too that we save Nigerian universities from going the way our public primary and secondary schools have gone. “Today, most parents are sending their children and wards to private primary and secondary schools around the country because of the perceived or alleged falling standards. “We do not want our universities to go the same way because a lot of our parents may not be able to afford the private university fees,’’ he said. The ASUU boss added that there was an urgent need for both the federal and state governments to reconsider their approach toward the development of universities to avoid an outright collapse in the near future. “The sad thing now is that the World Bank is giving funds to some private universities to thrive over public universities. “Unless Nigerians rise to the occasion and join ASUU in putting pressure on both the Federal and state governments to pay adequate attention

to our universities, secondary and primary schools, we may be facing a total collapse of our educational sector, ‘’ Ogunyemi said. He noted that university students might be staying longer at home as no concrete resolution had been reached with the Federal Government so far. Ogunyemi said that representatives of the union met with the Federal Government on November 26 but that the meeting ended in a deadlock. “We met on Monday in order to reach an agreement on the key issues we are agitating for but nothing tangible came out of the meeting. “Rather than come out with firm commitment on what to do about these demands, they were appealing to us to go back to the classrooms while they tackle the issues; and to us they have missed the point. “We were told that the negotiation will continue on Friday, November 30 but up till now, as we speak, I have not received any notice of meeting to that effect,’’ he said. It would be recalled that the ASUU first met with the Federal Government on November 15 to deliberate on the issues.

It’s idiotic to say Buhari is cloned – FG Doosuur Iwambe, Abuja The Federal Government has described the rumour making the round that President Muhammadu Buhari was cloned as idiotic. Addressing newsmen in Abuja on Thursday, Minister of Information and Culture, Alhaji Lai Mohammed, said that such people peddling the rumour were not worthy of getting government reaction. Lai Mohammed was reacting to claims from some Nigerians that the president was cloned. The former Niger Delta militant leader, Asari Dokubo, had also insisted that the current Nigerian President, was

cloned in London. Asari predicated his claim on the fact that the president struggled to deliver his Independent Day speech. The former Militant leader maintained that while the president was reading his speech, it would be observed that the “man they have in Aso Rock” was “trying to mimic” the original Buhari. But in his reaction, Mohammed said: “It is idiotic to say the President is cloned. I don’t see any serious government responding to that. “So, the same Jibrin that was cloned from Sudan or Chad is in Chad now? Isn’t that stupid? “They even said he is

from Chad. Yet, the same President is in Chad as we speak. The same Jibrin is remembering what the President did while in Petroleum Trust Fund and he is also remembering what he did when he was head of state between 1983 and 1985. “All the ministers do not know who is before them when they attend the Federal Executive Council meeting? The President remembers memos he had seen or heard about in 1985 and we say he is cloned. “So, Jibril from Chad or Sudan will now remember all of these? It is too silly for the government to respond to this. It must be ignored.”

The Security and Exchange Commission (SEC) has said a total of 2.55 million accounts have been mandated under the e-Dividend Mandate Management System (eDMMS), making investors to receive their dividends payment directly from their banks electronically. The eDMMS was developed to reduce the quantum of unclaimed dividends in the market and enable direct payment of investors’ dividends into their nominated bank accounts. Acting Director General of SEC, Mrs. Mary Uduk, in her keynote address at the 2018 Journalists Academy organised by the Commission in Uyo, the Akwa Ibom capital, said that from 2008 to date, the Commission had focused on leading the market to recovery. “Part of the recovery plan was the development of the 10Year Nigerian Capital Market Master Plan (2015-2025) by the Commission in collaboration with other stakeholders to map out strategies to improve key areas especially investor protection and education, professionalism, product innovation, and for the expansion of the capital market’s role in Nigeria’s economy,” the

SEC boss stated. The DG reiterated SEC’s resolve to remain committed to developing the nation’s capital market in line with the 10-Year Master Plan. With 101 initiatives, the Master Plan has the potential to expedite the implementation of the nation’s economic agenda, she said. She further revealed that the Commission, alongside other major stakeholders, has succeeded in implementing many of the initiatives of the Master Plan. “We have ensured that all share certificates are fully dematerialised. This is to say that physical share certificates are now fully converted into electronic form in Nigeria. This initiative has further enhanced the market efficiency and transparency”, Uduk added. Speaking further, she explained that the recapitalisation of Capital Market Operators (CMOs) was aimed at improving the baseline infrastructure of the CMOs, improve their market access and service delivery as well as enable them comply fully with the New Minimum Operating standard set by the Commission. These, the DG said, were aimed at helping the market develop robust controls; strong governance framework and effective human capital. Mrs. Uduk said: “As at

Confusion in Anambra Assembly as factional Speakers struggle to take seat Nkiru Nwagbo, Awka The struggle by factions of the Anambra State House of Assembly to take possession of the seat of the Speaker caused a fight and trade of words in the hallowed chambers on Thursday. Both factions of the House, led by their separate Speakers, had arrived the State Assembly complex at about 10am in the morning, but could not sit for plenary because of the tussle over which of the two Speakers should preside over the meeting. About 22 out of the 30 members of the House had three weeks ago claimed to have impeached Speaker, Rita Maduagwu, replacing her with Hon. Ikem Uzoezie. But Maduagwu had quickly denied being impeached, while the Uzoezie’s faction insisted she remained impeached. This had led to the sealing of the House by police authorities to forestall any breach of

peace. But at about 10:30pm on Wednesday, police unsealed the complex ahead of Thursday sitting, but, both factions went inside to administer the House. Maduagwu had first entered the hallowed chambers and sat on the Speaker’s seat, but later left when she found that only two of her supporters were present. As about 2:30pm when she returned to preside over the House, Uzoezie had already taken the Speaker’s seat, refusing to give way for Maduagwu, causing a huge uproar in the House. Two members, Hon Obinna Emenaka, and a pro-Maduagwu lawmaker who recently suffered a vehicle accident, however, engaged a pro-Uzoezie lawmaker, Romanus Obi, in a fight but members rallied round to stop the fight. Emenaka, who now uses crutches, deployed them in the fight, but was quickly dispossessed of them

by another Pro-Uzoezie lawmaker, Onyebuchi Offor. “You are not ashamed of yourself, you were schemed out of the party’s primary election in your area and you could not do anything,” Emenaka yelled at Obi. Obi was, however, urged by members of his faction to keep calm and not to reply. The Daily Times gathered that the bone of contention in the Assembly was the refusal of the All Progressive Grand Alliance (APGA) to give tickets to most members of the House. It was gathered that all the pro-Uzoezie members of the House are those denied ticket by APGA to either return to the House or move over to the House of Representatives. As at the time of filling this report, all the lawmakers refused to leave the chambers, with Uzoezie sitting tight on the Speaker’s seat, while the refusal of the clerk to make available the mace was still stalling Uzoezie’s attempt to preside over the House.

Uduk noted that the market was highly concentrated and dominated by the banking sector which constituted 60 per cent of the market as at 2003 to 2007. According to her, 15 out of 20 most capitalised companies were banks, adding that risk management and corporate governance was not developed enough to support the fast growth thereby leading to inappropriate market behaviour and abuse of margin lending. She revealed that the Commission had focused on leading the market to recovery and part of the recovery plan was the development of the 10-Year Nigerian Capital Market Master Plan (2015-2025) in collaboration with other stakeholders to map out strategies to improve key areas especially investor protection and education, among others. In a related development, the Nigerian equities market closed lower on Thursday with further decline of 1.33 per cent to extend

The All Share Index (ASI) was down by 411.92 absolute points, representing a decrease of 1.33 per cent, closing at 30,611.55 against 31,023.47 achieved on Wednesday. Similarly, the market capitalisation decreased by N150 billion or 1.33 per cent to close at N11.175 trillion compared with N11.325 trillion. The downturn was impacted by losses recorded in medium and large capitalised stocks, amongst which are Dangote Cement, Guaranty Trust Bank, Cadbury Nigeria, United Bank for Africa (UBA) and FBN Holdings. Analysts at Afrinvest Limited said: “Although, we observed a bearish performance since the beginning of the week, we expect an uptick in market trading session in days ahead, as investors seek to increase buying interests in fundamentally justified stocks which have declined in value. “However, we do not expect the uptick to nullify the overall negative performance of the local bourse.” Market breadth remained negative, with 23 gainers and 12 losers. Dangote Cement recorded the highest loss during the day, dropping by N5 to close at N185 per share. Guaranty Trust Bank trailed with a loss of N1.30 to close at N34.30, while Cadbury shed 50k to close at N9.50 per share. United Bank for Africa was down by 30k to close at N7.05, while Lafarge Africa dropped by 30k to close at N13.05 per share. Conversely, Access Bank led the gainers’ table, growing by 50k to close at N7.50 per share. Nigerian Breweries followed with a gain of 40k to close at N9.40, while Forte Oil gained 30k to close at N17.65 per share. Ikeja Hotel improved by 15k to close at N1.68, while Continental Reinsurance appreciated by 13k to close at N2 per share. Total volume of trades grew by 100.4 per cent to 441.61 million shares valued at N4.46 billion in 3,648 deals. This was against the 220.40 million shares worth N N2.73 billion exchanged in 3,252 deals. Universal Insurance dominated trading activities with 150.1 million shares valued at N30.01 million. Access Bank followed with 73.57 million shares worth N503.01 million, while Stanbic IBTC Holdings traded 43.91 million shares valued at N2.2 billion. Diamond Bank transacted 41.31 million shares worth N27.51 million, while Zenith Bank transacted 22.29 million shares worth N515.23 million.

Plan to end operations in North East, Buratai orders Commanders Andrew Orolua, Abuja The Chief of Army Staff, Lt. Gen. Tukur Buratai, has ordered field and operational commanders to inject new ideas to ensure that the Boko Haram insurgency come to an end next year. He said that a lot of reorganisation and redeployment in the Nigerian Army have been carried out this year in a bid to improve the overall operational responsiveness and professionalism. General Buratai made the charge during the opening of 2018 COAS Annual Conference in Maiduguri. He said that recent redeployment of

some field and operational commanders and reorganisation were done to align with the goal and some of our current realities. “It is my belief that the Nigerian Army must start to plan and strategise on how to end the operations in the North East,” he said. “To this end, I have directed for a change from a wholly defensive posture to one where we defend in numbers and conduct offensive operations in smaller packets but simultaneously in different fronts,” he added. He urged “all commanders and senior leaders of the Nigerian Army to recognise that we are involved in asymmetric warfare which calls for

dynamism and flexibility if we are to succeed with minimal casualties.” General Buratai also spoke about the general elections adding that “as the nation moves towards the 2019 General Elections, the Nigerian Army is conducting Operation SAFE CONDUCT to support other security agencies during the period of elections in the country. He said: “The Nigerian Army activated the operation on 14 July 2018 during the elections in Ekiti and Osun states and it was a huge success. We intend to replicate the successes achieved, during the 2019 General Elections because we believe that a secure electoral process will play a

critical role in safeguarding our democracy into the future. “As the Nigerian Army plays its role to safeguard democracy, all Nigerian Army personnel are enjoined to ensure that necessary steps are taken in all circumstances to prevent any act that is inimical to the unity and stability of the country. Thus, as political activities unfold towards the 2019 General Elections, GOCs and field commanders at all levels are enjoined to continue to remind officers and soldiers under their command to remain nonpartisan and be guided by the stipulated code of conduct in the discharge of their duties.

Nigeria’s active phone lines increase to 165m – NCC

Active telephone lines in Nigeria increased from 162,058,918 in September to 165,239,443 in October 2018, the Nigerian Communications Commission (NCC) has said. The commission made this known in its Monthly Subscriber/Operator Data published on its website on Thursday. The regulatory body said the lines increased by 3,180,525 from the 162,058,918 recorded in September. It said of the 165,239,443 active numbers, the

Global System for Mobile communication (GSM) network recorded 164,865,417 in the month under review. The GSM network had an increase of 3,179,670 customers as against 161,685,747 recorded in September. According to NCC, Code Division Multiple Access (CDMA) operators have 126,032 active subscribers in October, hence, having a decrease of 237 from the 126,269 customers in September. It said the Fixed Wireless

Network retained the 26,865 subscribers it had in September. NCC said the Fixed Wired network had 108,997 active users in October, showing a decrease of 1,796 from the 110,793 subscribers recorded in September. The telecommunications umpire said the Voice Over Internet Protocol (VOIP) operators had 112,132 active users in October. It showed that there was an increase of 2,888 subscribers, compared with 109,244 users the VOIP service providers recorded

in September. It said teledensity of the telecommunications industry in October was 118.03, giving an increase of 2.27 from the 115.76 recorded in September. Teledensity is defined as the number of active telephone connections per one hundred (100) inhabitants living within an area. The teledensity is calculated based on a national population of 140 million, according to the 2006 last Census Population figures.

UNICEF: 360,000 adolescents expected to die of AIDS by 2030 Some 360,000 adolescents are expected to die of AIDS by 2030 if investment in HIV prevention is not ramped up, according to a UNICEF report released on Thursday. The figures show the world is “off track’’ in its goal to end AIDS among children by 2030, UNICEF’s executive director, Henrietta Fore, said. Projections show there will be a decline in the number of

children and young people infected with HIV and dying from AIDS-related causes. But the UN children’s fund warned progress is notably slower among adolescents – defined by the UN as those between ages 10 and 19. For example, AIDSrelated deaths are projected to decrease by 57 per cent among children below the age of 14 by 2030, compared with 35 per cent among those aged 15 to 19 years.

“Programmes to prevent HIV transmission from mothers to babies are paying off but haven’t gone far enough. “Programmes to treat the virus and prevent it from spreading among older children are nowhere near where they should be,’’ Ms Fore said. The report blames slow progress in preventing HIV among young children, along with a failure to address

structural and behavioural drivers of the epidemic. For example, many young people do not know they have HIV, and those who do often fail to stick to their treatment plans. UNICEF is pushing for more family-centred testing and diagnostic technologies, as well as targeted outreach programmes and a greater use of digital platforms to improve knowledge of HIV among adolescents.

FG to US: Don’t grant Atiku visa now The Federal Government has told the U.S. to be cautious in granting a visa to the Peoples Democratic Party (PDP) presidential candidate, Atiku Abubakar, in order not to create the impression of endorsing him for the 2019 election. The Minister of Information and Culture, Lai Mohammed, gave the government position at an interactive session with media executives in Abuja on Thursday. Mohammed said the government was aware of the move by the former vice president to lobby the U.S. to lift the visa ban imposed on him. He said while the U.S. has the prerogative of whom to issue visa, it should be mindful of the timing, in order not to give the impression that Atiku has been endorsed by the U.S. government. “We understand and appreciate the fact that it is the prerogative of the U.S. to grant a visa to anyone who applies. “However, we want the U.S. to be neutral and be wary of taking any decision that will give the impression that they are favouring or endorsing one candidate over the other. “Impression must not be created that the U.S. government is endorsing one particular candidate over the other,’’ he said. The minister recalled that for years, there has been a kind of congressional bipartisan investigation of corruption against certain individuals which had made it difficult for Abubakar to secure a U.S. visa. “I am sure you will all recall the Jefferson’s case and the cold 90,000 U.S. dollar in fridge. “We are not unaware that Atiku has engaged the services of some lobbyists to persuade the U.S. to issue (a) visa to him. “Our position is that if the former vice president is

seeking the U.S. visa we have no problem about it. “However, we want the U.S. government not to create the impression that it is endorsing one candidate over the other,’’ he said. Speaking on security, the minister insisted that despite the recent set-back brought about by attacks on the military, the Boko Haram insurgents had been largely decimated. He recalled that when they took over in 2015, Boko Haram was active in 10 states including the FCT where they chose where and when to attack. The minister said that 20 of the 27 Local Government Areas in Borno were under the insurgents where they hoisted their flags collected taxes and deposed the Emirs. He said since they took over, no inch of Nigeria territory is under the control of the insurgents who now operated in the fringes – Lake Chad Island- to launch guerilla attacks. “What happened was a set-back and it is not enough to say that we are losing the war against the Boko Haram. “We want to appreciate the gallant military who are sacrificing day and night and those who have lost their lives to protect Nigeria’s sovereignty,’’ he said. The minister added that the visit of President Muhammadu Buhari to Borno and his ongoing visit to Chad were indications of renewed vigour to end the war. Mohammed also denied the allegations that the government was closing media space against the opposition. On the arrest of Deji Adeyanju, convener of Concerned Nigerians by the Police, the minister noted that “being an activist or in the opposition does not protect anyone from arrest and prosecution.” He said the case had been charged to court and it would be prejudicial to make further comments on it.

We have no plans to impeach Gov Emmanuel -APC

The All Progressive Congress says it has no plan whatsoever to impeach Gov. Udom Emmanuel of Akwa Ibom as being speculated in some quarters. The state APC Chairman Mr. Ime Okopido who was reacting to the crisis in the state House of Assembly said that the APC and its lawmakers would not waste its precious time to institute a process of impeachment on the governor, who has about three months to leave office. He described the statement credited to the state PDP Chairman, Mr Paul Ekpo, alleging that the APC lawmakers met to impeach the governor as faulty and misleading. “Let me state categorically clear that we in APC have never discussed plans to impeach the governor, and indeed, we are not interested in moving for his impeachment. “Rather, we are eagerly waiting for March 2, 2019, when Akwa Ibom people will vote out this incompetent and clueless governor. “We have just three months to go, so there is no need to waste time on impeachment,” Okopido said. The chairman said that the party or its lawmakers have no hand in the current crisis in the House of Assembly.

2019: Enugu PDP seeks 7-day prayers, fasting for peace, violence-free elections Moses Oyediran, Enugu Ahead of the commencement of campaigns for the governorship and House of Assembly elections in the country, the Peoples Democratic Party (PDP) Campaign Organization in Enugu State, has called on the people of the state to join the party to observe one week of prayers and fasting, “for peaceful, transparent and violence-free elections in 2019, which Enugu State is known for”. Briefing newsmen at the Campaign office in Enugu, the Director-General of the Organization, Dr. Charles Egumgbe, disclosed that the praying and fasting exercise will commence on Saturday, December 1 and end on Friday, December 7. Dr. Egumgbe, who was accompanied by the Secretary of the Campaign Organization, Chief Ikeje Asogwa, stated that the decision was “in keeping with our tradition of entrusting the affairs of the state to the hands of God”. He also urged the people of the state “to pray for issue-based, smooth and successful campaigns in the state” and equally thanked them for their unceasing prayers, support, goodwill and solidarity.

Henry Omunu, Abuja The Kano state caucus of the All Progressives Congress (APC) in the National Assembly on Thursday declared support for President Muhammad Buhari and Governor Abdullahi Umar Ganduje of Kano state over the bribery allegation made against the governor. The caucus said that no amount of blackmail or sabotage would deter them from delivering five million votes for the duo in the 2019 general elections. Chairman and leader of the caucus, Senator Kabiru Gaya said at a press briefing that members of the caucus in the National Assembly are determined and are not wavering in their resolve to give solid support to President Buhari and Governor

Ganduje come 2019. He said that the Kano state caucus of the APC has passed a vote of confidence on Ganduje and commended the exemplary leadership of the governor, adding that they were shocked over his many outstanding and glaring achievements. According to him, the governor has completed many high profile projects initiated by the previous administration in the state and his leadership has brought improved development to the state. He said: that the “people of Kano have spoken with one voice and they have said that the governor has done well. We call on our President to understand that anything done to tarnish the image of the governor does not hold water”. The lawmakers also said that as stakeholders, they enjoin him not to be distracted by anyone as no amount of

blackmail or sabotage should derail him from doing the work he is doing in the state. Also re-echoing the position of the group, the Chief Whip of the House of Representatives, Rep. Alhassan Ado Doguwa said that what the lawmakers did was to rally support for President Buhari and Governor Ganduje prior to the 2019 general elections. He informed that there were speculations that they had withdrawn support for the governor and the President, but insisted that theyl stand by their pledge to deliver five million votes to the duo. The lawmakers said that there is no opposition to APC in Kano state as the general elections approaches, adding that 14 out of 24 members of the caucus in the House are solidly behind President Buhari and Governor Ganduje in the 2019 elections.

A pressure group, Noble Youths Mass Support Association (NYMSA), has urged Nigerians to vote credible leaders in the 2019 general elections. The National Coordinator of the group, Mr Godwin Onmonya, made this call on Thursday an interview with journalists in Kuje, Abuja. According to him, the electorate must not overlook the credibility of the candidates vying for the various elective offices under any political party. “We have a political system that is not working and it is time we change our orientation and see how governance should better our society. “We must not elect leaders based on religion, tribe or ethnicity but leaders with integrity and competence, who have the interest of the people at heart. “Before you vote for a candidate, make sure you interact with the person and know what he has for the people and not empty promises,” he said.

ASUU strike and Nigeria’s higher education

I don’t know. There are too many warring emotions in me about this subject: the crisis in Nigeria’s higher education. After all, the tragedy of the Nigerian University system is why I nearly lost my life is why my left leg was nearly amputated is why my right hand was nearly amputated is why I still have a slight limp is why I am still in therapy! Strange-winding musical sentence? I know. I am a writer. I am allowed to perform orthopedic surgery on English syntax to paint the colour of my intense feelings; of the intensely personal dimension of this ongoing strike by the Academic Staff Union of Universities for me. It is personal because I nearly died but those directly responsible for this comatose situation are still in office. In fact, they are campaigning because it is political season. The education of Nigeria’s children is a secondary issue. In fact, students being away from classes is a boon! More idle social media warriors for politicians whose children are studying for exams here abroad! So, every new day is another ordinary, normal day for oppressor and victim. But I refuse to be part of this culture of normalcy. Even if the owner of the head says nothing spoil, I will be the lone busybody bearing the pain of the headache he says he doesn’t have. I am not going to accept like the rest of Nigeria that a single day of University closure, because of a strike, is just another normal day in the life of the country. An ASUU strike that has already claimed the lives of 11 students – and that is what we know o – is just part of a culture of national insouciance: the minister of education is still in office; all the policy makers in Nigeria’s higher education sector are still in office. The whole country is shrugging and behaving like nothing spoil. No, I cannot accept that reality. We cannot all collectively lose the capacity to say: it ain’t right.

I said this is personal because intervention to contribute my bit part to the Nigerian University system nearly cost me my life this year. For nearly a decade now, my point of intervention in African higher education has been the training and mentoring of the next generation of African scholars and researchers. The training and mentorship of African PhDs, postdocs, early-career, and mid-career University lecturers has become almost a missionary calling for me. That is why you see me junketing across Africa every summer from Ghana to Nigeria to South Africa via Kenya. I work with international stakeholders and local Universities in various training programmes for junior and mid-career lecturers and researchers. With specific reference to Nigeria, my point of departure is that we cannot continue to complain about the abysmal quality of our undergraduate students if we don’t invest in the training of the lecturers who teach them. Where there are willing vice chancellors, we can take the training that junior and mid-career colleagues would normally come to acquire abroad to them in Nigeria. Professor Abdulrasheed Na’Allah, vice chancellor of Kwara State University, is one such visionary vice chancellor who enabled Professor Adeleke Adeeko of the Ohio State University and I to design a platform for the annual training of lecturers in his school and in the Kwara State catchment area: the Abiola Irele School of Theory and Criticism was born in 2015. Professor Adeeko and I were given KWASU professorships and appointed director and deputy director of the School respectively. And so, every year since 2015, we have headed out to Ilorin to train these lecturers in intensive seminars covering a wide range of research and theoretical competencies: publications, grants, interdisciplinary

research in the humanities and the social sciences, how to better supervise undergraduate long essays, enhancing your skills in supervising post-graduate students, broadening your bases in the global knowledge economy. Every year, KWASU assembles about 40 lecturers to take these seminars. Unilorin lecturers join. Lecturers from private universities in the environ register. Polytechnic and Colleges of Education lecturers sign up. We teach for three weeks and bond with these energetic colleagues. The photos in this essay are from this year’s seminars back in July. In fact, they are from my last day of teaching in Ilorin. As soon as I finished teaching the class you see in these pictures, I bade farewell to everyone because I needed to head out to Lagos to catch a flight to Dakar that evening for a consultative meeting convened by the African Union. Well, I never made it to Lagos, let alone Dakar. I had a horrific car crash between Ogbomoso and Oyo. I had no other business in Nigeria than to help the lecturers who teach your children. I am familiar with all the arguments for and against ASUU. I know all the frustration. I know that after nearly three uninterrupted decades of this annual ritual of multiple strikes, the utility of strikes as a productive praxis is now being called to question. However, the way I see it, ASUU and the students and the frustrated parents are all collective victims of the tragic and colossal failure of leadership in Nigeria. This point is not limited to the current irresponsible administration of President Buhari. The one before and the one before and the one before this administration were all equally irresponsible. The point is: the 21st century pedagogical and epistemological skills that we go to disseminate in our seminars require certain enabling conditions for the lecturers to

transmit them to their own students. Those conditions are never there. I am very sympathetic to our colleagues because in these seminars, I spend three weeks bonding with them and listening to horror stories of the conditions in which they have to deliver. There are times when those of us who go to train lecturers at the aforementioned programme at Kwara State University feel like Catholic priests listening to confessions of horror. Yes, we encourage innovation, initiative, and resourcefulness in the context of the benumbing strictures in which they work. We actually design practical seminars in how to stay networked with international research communities, despite the limitations of their contexts (I am particularly proud of a lecturer who won a US$30,000 research grant from an American funder two years ago because I encouraged her to prepare the entire application on her phone when she complained that her computer had broken down, no light, no this, no that). We teach that contextual strictures are no excuse for lack of productivity in this age of the democratisation of knowledge. However, we cannot expect colleagues to mistake palliatives for the solution and not to put pressure on those singularly responsible for the situation: the country’s leadership. If I were a professor in the Nigerian system, I’d be on strike too to press home only one demand: the children of ordinary Nigerians in Nigerian Universities deserve to be educated in the conditions that Nigeria’s irresponsible leaders send their children to enjoy in the University campuses of Euro-America. I salute the courage of Nigerian lecturers! I salute the resilience of Nigerian students! I salute the patience of longsuffering Nigerian parents! Pox on the leaders of Nigeria and their generations!

Budget 2018 and salient issues

The two things that haven’t changed about the Nigerian economy, despite the best intentions of the Buhari government (and its predecessors since the early 1970s) are its structure and revenue mix. Despite accounting for a slowly shrinking share of domestic output, crude oil export earnings still make up the bulk of the federation account revenue. In consequence, much of today’s relatively buoyant economic performance is the result, not of the desired structural reforms to the economy, but of a better global market for our main export. Does any of this matter? And how? Yes, to the first question. And “because it should help us better appraise the performance of the incumbent administration”, is a partial answer to the second question. The second question works in a further, much more important, way. The promise to reform the economy, a hardy perennial of government (both civilian and military) manifestos (the rubric is to “diversify the economy away from its dependence on oil export”) has long been the benchmark for assessing how fit for our purposes an aspiring candidate for political office at the federal level is. This makes conversation around this topic apposite just as we are readying for key elections next year. Invariably, candidates for president blow this dog whistle very well. Once ensconced in office, however, an untutored tribalism,

has made it difficult to properly test the extent to which this goal has been met. Nearly always, the bifurcation of views is simply around those who are for us and those who are against us — even when an evidence-based approach would have yielded more dividends. Data for the first half of this year show, for instance, that the Buhari administration shared N2.4 trillion through the Federation Accounts Allocation Committee (FAAC). Over the same period two years ago, a little under a billion naira was shared by the three tiers of government. Clear evidence of progress by the incumbent government in fixing our revenue problem — by raising more of it? Yes. But only if we account for such “progress” by the trajectory of global oil prices. According to a recent report by Renaissance Capital, an investment bank (on the extent to which the 2018 budget has been implemented), over the January-August period, the federal government may have managed to bring the actual budget deficit (1.4 per cent of annual output) within budget (1.5 per cent). But even this does not leave enough scrap for supporters of the Buhari government to feed on. Equally important is the fact that over the same eight-month period, less than 1 per cent of the capital expenditure budget for the year had been spent. The report holds the delay in passing this year’s budget responsible for this. And

yet, even this is a cop out. For since 1999, no government in the country has spent more than 45 per cent of the capital expenditure budget in any given year. Further evidence of how like every other government the incumbent one is, undermining the “change” talk, is found in two additional facts. Despite the prospect of the late passage of the budget hurting capital spending, by end August 2018, the federal government was on course (circa 60 per cent+) to fully spend the recurrent portion of the budget. Wags continue to point to this skew in our public spending mix as evidence of the need for reforms to our public expenditure management framework, including through seeking productivity growth in the public sector. But the correlation between the ease with which the recurrent budget is met across the three tiers of government with unethical practices in the civil service is a far more intriguing proposition. A strong case for fixing the nation’s public expenditure management framework has been made around boosting revenue. Even at current levels, collection of the value added tax is implemented haphazardly enough to leave more than half of collectible revenue off government’s plate. There’s, though, a far more worrisome case to be made around the integrity of the budget process. Oil prices have been higher this year

than the budget benchmark. Yet, revenue in the first eight months of the year was under half of the budgeted sum. Problems with the Trans Forcados and Trans Ramos pipelines in the first quarter of the year, always meant that revenue performance was going to undershoot the budget. But, nearly always, a Panglossian outlook means that our budgets will be underachieved annually. And in the present case, just about every revenue line fell short of expectations in the January-August period. That the Buhari government hasn’t changed much about the fiscal structure of the economy is, thus, not in doubt. This roseate appreciation of the nation’s finances hurts a little more. Only recently, the vice president made data available that shows that government borrowing hasn’t risen as rapidly as most commentators would have us believe. The argument around public sector borrowing is not about absolute figures. Relative to domestic output, we are comfortably under-borrowed. The problem is debt, relative to revenue. Because our revenue levels are currently abysmal, debt service costs were ahead of target in the first 8 months of this year. The N1.5 trillion with which we serviced debt in the January to August 2018 period was 62 per cent of revenue and a little above 40 per cent of spending.

Editorial Commentary A letter to Ikeogu

I didn’t want to write this week. It wasn’t writer’s block or the occasional frustration from sounding like a broken record. It was not the feeling of speaking to the Nigeria wall, either. Nothing of the sort. It was the call, Ikeogu. The call from your sister, Ada, on Saturday night. The call shattered me and left me bereft. I had not spoken with Ada since she returned to Aba from Abuja after she and your wife, Nneoma, took turns to nurse you before and after your return from the Obafemi Awolowo University Teaching Hospital in October. When Ada first called on Saturday, I missed it. For some inexplicable reason, my mind began to roam as I dialed back. I thought of that encounter on September 12 at the teaching hospital. You had just been operated upon the previous day and I came to Ile-Ife to see you with my friend, Niyi. Ada met us at the entrance of the emergency ward. She looked exhausted but relieved. She said your surgery had gone well, but the anxiety leading up to it and the errands to buy this or that medication outside the hospital in a place where she was a stranger was clearly taking a toll. Then she led us upstairs to the Intensive Care Unit to see you. The medical staff demurred, but after explaining that we had come all the way from Lagos, they relented but said Niyi and I could not enter the ward together. It had to be one at a time, and brief. I donned the overall and slipped into a pair of special footwear. Then I braced myself, parted the curtains and entered the ward. There you were, lying right in front of me yet I was too dazed too see. Was this you, Ikeogu? You were wired by the hands and the sides, with electronic cables that looked like the strings of the Lilliputians in Gulliver’s Travels. A few of the cables were connected to monitors at the top of your bed. For a moment that seemed like eternity, the only sound in the ward was the sound of the monitor: beep, beep, beep. Your hands were white, and your forehead had receded. You had lost weight beyond recognition. Beep, beep, beep. Your eyes were closed, and I couldn’t make out what kind of sleep this was. I asked the nurse if I could call you. She said I could. Ikeogu! You stirred and opened your eyes, slowly. I was smitten with goose pimples. Beep, beep, beep. I looked at Ada who had entered the ward without my knowing, and looked at the yellow, jaundiced stare in your eyes. Somehow, you recognised me and called my name, but it sounded like an echo from another place. Ikeogu!, I repeated, and wept. Ada escorted me out of the ward. For a moment it seemed she would be nursing two patients at once. She said I should not cry and that the doctors had told her the worst was over. The surgery, she had been told, was successful. All we needed to do now, was pray for your speedy recovery. I returned to Lagos with mixed feelings, especially after what Niyi, a medical doctor of over 25 years, told me on our way back. You remember Niyi? Of course, I’m sure you do, Ikeogu. He was the one you spoke with at length after your prognosis and referral from the Asokoro District Hospital, Abuja, before you were admitted in OAUTH, Ile-Ife on September 8. He said he was sure the surgery was “palliative” but promised to speak with the doctors later to get a clearer sense of the post-surgery report. “Pancreatic cancer,” Niyi said, “is one of the most aggressive forms of cancer. Surgery is, at best, palliative.” The rest of the three and a half hours return journey from Ile-Ife to Lagos was a blur. But the next day, you called. Your voice was weak but calm. You admonished me against despairing and said from what the doctors told you, the cancer had not spread. You spoke about the large amount of bile that was drained from your system and said you never had a better fighting chance for recovery and survival.

It was not the first time you would express this hope, welling up from your irrepressible spirit. I recall that at the time you were referred to Ife in August, you told me at the Asokoro District Hospital in Abuja that at the final review before the surgery was supposed to commence, the doctors there decided it was best to refer you to Ile-Ife. You asked why, and was told that there was a patient with similar prognosis who was referred and who survived after the surgery. Then you said, Ikeogu, and I’ll never forget: “If there is a second person who will survive it, I’ll be the one; and if no one had survived it before, I’ll be the first.” According to a foundation dedicated to pancreatic cancer research, Hirshberg Foundation on its website http://www.pancreatic.org, pancreatic cancer survival rates have been improving from decade to decade, but the disease is considered largely incurable. The one-year survival rates, according to the American Cancer Society for all stages of pancreatic cancer combined, is 20 per cent, and the five-year survival rate is 7 per cent. Scientists say that the low survival rates are attributable to the fact that fewer than 20 per cent of patients’ tumours are confined to the pancreas at the time of diagnosis, in most cases the malignancy has already progressed to the point where surgical removal is impossible. The causes are unknown, but the risk factors are largely genetic. I’m sure you knew these – and even more. I remember you told me that within the first few weeks after the diagnosis this year, you read up and mastered the subject as well as any layman can. Your hope of recovery and survival was not based on ignorance; it was based on the transcendence of mind over matter. It was based on that stubborn, determined hope that one year after you were announced winner of the NLNG Prize for Literature 2017, your sun was only just rising and though the temporary cloud of pancreatic cancer may overshadow it, the cloud will soon pass. Yet, my anxiety resurfaced in a way that I could not bring myself to share with you before Saturday. Two weeks after your surgery, the Pro-chancellor of OAU, Dr. Yemi Ogunbiyi, who had played a big role in arranging your transfer to Ife called me and repeated what Niyi said on that trip back to Lagos. If anyone told you, I will never know, but I never sensed it till the end. It was just not in your warrior spirit to accept defeat or invite sympathy. Ikeogu, I remember what you said at each deadline post-surgery, when I didn’t think I should bother you with reviewing my weekly articles. “Azu, I didn’t have brain surgery. My mind is still strong and active. Please send your article to me!” And I did, even till Tuesday, a few days before Ada called and gave me the news. Did you know the end was near, so near? I ask because in the days after your surgery and discharge back to your home in Abuja, you were twice as prolific as I have known you to be since July 7, 2015 when our paths crossed at the that Sundiapost lecture in Bayelsa House, Abuja. It was post-surgery, three weeks ago, in fact, that you wrote a 2126-word application to the Woodrow Wilson Centre for the 2018 Fellowship for scholars, journalists and public intellectuals. Your piece, entitled, “Positive hip-hop and behavioural improvement in contemporary America,” was a lucid slice of the Heresiad, your epic book of poetry. But who shall we send if your entry wins? Who will go for us? Your life was an open book. You lived for virtue and the arts, investing your talent, passion and humanity in others without holding anything back. I’m a beneficiary. And I can speak of a few – old and young – who would say the same, in words that convey greater depth and meaning than I can ever conceive. J.P Clarke, Wale Okediran, Femi Adesina, Garbadeen Muhammed, Akeem Soboyede – and even your new acquaintance, Louis Odion. It’s a week when I should not write, but be silent. But something tells me you would have wished otherwise. Goodnight, Ikeogu!

OUR POSITION Minimum wage, Labour and matters arising

I

n the last few months, stakeholders in the Organised Labour have been involved in back and forth negotiations over the new minimum wage to be paid by employers to the working population in the country. Though the negotiation for upward review of wages in the country is long overdue with about two years, news emanating from the negotiation table seems to suggest that some of the employers are not yet ready for wage increase. When the prevailing wage of N18,000 was agreed upon in 2010 and took effect and followed by the National Minimum Wage Act (amendment) 2011, the understanding was that the next review will take place in 2015 in line with the provisions of the law. It is evidently clear as it is today that the current economic realities do not favour continuing to keep the current minimum wage, this is in addition to the fact that continuing it is in clear violation of the laws of the land, which those in government swore to protect. So, it was understandable that the Nigeria Labour Congress (NLC) and its affiliates after viewing the body language of government at the negotiating table, because the organized private sector had quickly met a common ground with the Labour, and saw no seriousness in meeting their demands, called its people out for a warning strike. But the National President of NLC, Ayuba Wabba, announced the suspension of the strike, saying labour decided to suspend the strike following a “firm and formal invitation” by the Federal Government to reconvene the tripartite committee on national minimum wage. The strike was called because since its inauguration in November 2017, the committee was unable to meet to complete its assignment and make recommendations to the government on a new minimum wage. After much negotiations however, the tripartite committee recommended N30,000 minimum wage to the President for onward transmission to the National Assembly to pass an amendment bill on the minimum wage. This was done to avoid a strike which was imminent the next day after Labour sensed that they were being taken for granted. But shortly after the committee recommended N30,000 as new minimum wage to the President, the Nigeria Governors Forum kicked against the recommendation on the grounds that the amount was unrealistic, saying that they lacked the capacity to pay. The governors claimed that the Ama Pepple led tripartite committee did not wait for its position on the matter before submitting its recommendations to the President, noting saying if the N30,000 is to come into effect as the new minimum wage, they may be forced to downsize the work force in order to be able to pay. But, the committee denied the accusation that they did not wait for the governor’s position, insisting that indeed the governors sent in their position paper and that it was on the basis of that it made its submission to the President. It will be noted that during the negotiation process, the Federal Government proposed N24,000 minimum wage, States proposed N22,500, while the organized private sector proposed N30,000. Now, the governors have raised a panel of eight to meet with President Buhari on its misgivings on the N30,000 as minimum wage. Governors of Lagos, Kebbi, Plateau, Bauchi, Akwa Ibom, Ebonyi, Enugu and Kaduna states are on the panel to meet with the President. The argument of the governors against the N30,000 minimum wage is that they do not have enough resources to meet that rate as a minimum wage of workers in the various states, noting that many of the states will go bankrupt should they be compelled to pay. They further argued that because of the paucity of funds across the various states, it is only Lagos State that is viable enough to pay N30,000 and still be able to meet some of its other obligations and that if they are to pay salaries and still be able to meet other needs, then the amount must be reviewed downward significantly. Some analysts have also argued that the cost of living across

the states are not the same and therefore states should not be compelled to pay the same amount of salary as minimum wage to its work force. While all these arguments seem reasonable, it must be said that in today’s Nigeria, anyone who would want to pay a worker any amount lower than N30,000 can only be described as wicked. While it may be true that many states are not financially solvent enough to pay N30,000 as minimum wage, a state like Edo State that is not among the oil producing states of the country have been paying well over the current N18,000 and even well over the N22, 500 minimum wage that governors now want to pay. The question is how are they able to do that. It must also be noted that no one is asking governors to pay the same minimum wage of N30,000 nationwide, it is that they have a right to fix their minimum wage but it must not be lower than N30,000. It must also be noted that governors across the country earn the same salary irrespective of the financial strength of their states as fixed by the Revenue Mobilisation Allocation and Fiscal Commission and none of them has decided to reduce their salary because they don’t spend as much as other states. There is need to call for sincerity on the part of the governors and advise that rather than fight Labour on the N30,000 minimum wage, they should begin to look at areas they can cut cost and reduce cost of governance to meet today’s realities. We are of opinion that if Edo State can be among the states in the country today with the highest Internally Generated Revenue (IGR) and so able to pay in excess of the minimum wage without owing its workers, many of the states owing today can do better and even pay the N30,000 without owing if they decide to look inward. We submit that the IGR of Lagos State in 1999 when Asiwaju Bola Tinubu was inaugurated as governor was in the region of N600 million, but through some financial engineering and innovations , Lagos is what it is today with billions of naira IGR. We are of the opinion that other states can achieve same success if they will be a little bit more innovative rather than wait on the centre at all times for monthly allocations.

Anti-graft war: EFCC, INTERPOL sign MoU Short News Andrew Orulua, Abuja The Economic and Financial Crimes Commission (EFCC), on Thursday signed a Memorandum of Understanding (MoU), with the International Police, INTERPOL as part of collaboration aimed at tackling corruption in Nigeria. The MoU, I-24/7, is a global police communications system that connects law enforcement officers in all member countries. It enables users share sensitive and urgent police information with their counterparts around the globe, 24 hours a day, and 365 days a year. While receiving the delegations led by Commissioner of Police, Shola Subair, CP INTERPOL, at the EFCC Headquarters, Jabi, Abuja, the Acting Chairman, Ibrahim Magu, expressed his appreciation for the initiative, which he said will go a long way in checkmating the activities of fraudsters across the globe and Nigeria in particular.

The MoU, according to Magu, will further create a greater technical team work and allow the EFCC to be connected to the 194 member countries of the organisation. He stressed the need for EFCC staff to be seconded to the Interpol. He used the opportunity to explain how the Data base can be used in tracing the movement of looters in an out of the country and also how this collaboration will give EFCC access to the 194 member countries of the Interpol. “All sort of criminality is taking place and looters are everywhere, now that the EFCC is going for extradition of looters outside the country, there is no better time than now, EFCC will use it opportunity judiciously”, Magu said, adding that the MoU will strengthen the EFCC’s efforts in areas of monitoring illegal assets. He further added that, with the elections fast approaching, “the EFCC is on the watch out. We would not fold our hands and allow people move illicit funds indiscriminately in the name of

vote buying. Nigeria is blessed with both human and natural resources. It is high time the generality of Nigerians get rewarded for God given natural resources that are about”. Subair, who led the delegation, stressed the importance of the INTERPOL, EFCC partnership, as it would further strengthen the anticorruption efforts of the anti-graft agency. He said: “INTERPOL provides a wide range of policing expertise and capabilities, supporting three main crime programmes: Counter-terrorism, Cybercrime, Organized and Emerging Crimes. We are mobilising for the enlistment of all law enforcement agencies in Nigeria, and we consider to kick start the assignment at the EFCC.” The INTERPOL delegation was received by the newly appointed Secretary of the Commission, Ola Olukoyede; Dr. David Tukura, Commandant, EFCC Academy and Osita Nwajah, Director, Public.

Appeal Court fixes Feb 7 for Orji Kalu’s ‘no case submission’ Peter Fowoyo, Lagos Hearing, in an appeal filed by a former Abia State Governor, Dr. Orji Uzor Kalu, against the ruling of Justice Mohammed Idris of a Federal High Court, Ikoyi, Lagos dismissing his no case submission has been fixed by the Court of Appeal, Lagos Division. The appellate court, presided by Justice Garuba Lawal, fixed February 7,2019 to entertain the suit after listening to submissions of appellants’ lawyers; S. E. Elema (SAN), Solo Akuma (SAN) and K. C. Nwofo(SAN), regarding the transmission of record of appeal. The Economic and Financial Crimes Commission (EFCC), had slammed the erstwhile Governor and two others over allegation of fraud while he held sway as the number one citizen of the state. Also on the same date, the court will hear separate appeals filed by Kalu’s coaccused, Udeh Jones Udeogu and Slok Nigeria Limited, in similar circumstance. The EFCC was represented at yesterday’s proceedings by Adebisi Adeniyi. Justice Idris had on 31st July, 2018, held that Kalu has some explanations to make particularly on certain documents tendered by the EFCC as exhibits in evidence against him.

Gwarzo’s suspension: Court hears SEC’s counter-claim Jan 30

The National Industrial Court, Abuja, on Thursday fixed Jan. 30, 2019, to hear the counter-claim and other pending applications filed by the Securities and Exchange Commission (SEC) and two other defendants challenging the suit filed by the suspended Director-General of SEC, Mounir Gwarzo. At the resumed hearing, Gwarzo’s counsel, Adetayo Adeyemi, told the court that he had been served processes from all three defendants. Adeyemi said the application from SEC, the first defendant through it counsel, Abduljalil Musa, was for counter-claim, while the application from the Minister of Finance, the second defendant through her counsel, Chinedu Achumie was to regularise their processes. The counsel went on to say that he also received processes filed by the Attorney-General of the Federation (AGF), the third defendant through his counsel, Abdullahi Abubakar. The judge, Justice Sanusi Kado, gave each defendant time to formally raise their motions. When none of the parties objected to the applications, the judge said “having not objected, the applications are hereby granted as prayed”. Kado then adjourned the suit until Jan. 30, 2019 and ordered the parties to bring any reply and serve in the next adjourned date. The judge also said that all the pending applications, which include preliminary objections, originating summon and processes would be taken that day.

Alleged N29bn fraud: How Nyako, son laundered N1.8bn - Witness Andrew Orulua, Abuja

A detective with the Economic and Financial Crimes Commission (EFCC), Adekunle Odofin, on Thursday gave the Federal High Court, sitting in Maitama, Abuja, a graphic detail how a former governor of Adamawa State, Murtala Nyako, allegedly laundered over N1.8billion belonging to the state, using a company co-owned with his son, Abdul-Aziz Nyako, a Senator. Odofin, the twentieth prosecution witness, had on November 27, 2018, told the court how two people (Mohammad Maj Iro and Dalhatu Abdulmalik) who were crucial to the prosecution of the case, mysteriously died at the point of filing the case in court. Nyako is being prosecuted by the EFCC, alongside his son, Abdul-Aziz, Abubakar Aliyu and Zulkifikk Abba, on a 37-count charge of criminal conspiracy, stealing, abuse of office and money laundering to the tune of N29billion. Five companies that allegedly served as conduit pipes for the illegal diversion of the funds - Blue Opal Limited, Sebore Farms & Extension Limited, Pagoda Fortunes Limited, Tower Assets

Management Limited and Crust Energy Limited, were equally charged before the court as the 5th to 9th defendants. Continuing his evidence, while being led by Rotimi Jacobs, SAN, Odofin told the court how Nyako allegedly used a company, Blue Opal Limited, co-owned with his son, Abdul-Aziz, to launder over N1.8billion belonging to Adamwa State government, with the help of the late Mahammad Maj Iro, the former General Manager Zenith Bank PLC, Adamawa State. The witness explained to the court that one of the defendants in the case, Abubakar Aliyu, who was the Principal Special Assistant to Nyako on Debt Management, was in charge of the finances of Blue Opal Limited. The detective said parts of the huge sums of money pulled from the state account, was used to develop Hillview Estate, using the company of his son, Blue Opal Limited. Testifying further, Odofin told the court how nine companies subscribed to one duplex each in the estate. He said: “The first company, Amdak Investment Limited, owned by late Dalhatu Abdulmalik, cousin to Nyako, paid the sum of N240million to the sales account of the 5th defendant, Blue Opal Limited, domiciled in Zenith Bank. The second company, Kirkelly Investment Limited equally owned by

Abdulmalik also paid N240million to the sales account of Blue Opal Limited. The third company, Pinkola Engineering Limited, which was also owned by the deceased, equally paid N240million naira into the sales account of Blue Opal. “The 4th company that subscribed to the estate is Pagoda Fortune Nigeria Limited and it paid N240million to the sales account of Blue Opal Limited. The 5th company that subscribed to Hillview Estate is Pagoda Petroleum Limited and it paid N240million into the sales account of Blue Opal Limited. “The 6th company was Packpoint Limited. It paid N105million into the same account for the subscription of a unit in the estate. The 7th company was Masterlink Limited and it paid N195milion to the same account. The 8th company was MHN Enterprises Limited. It paid the sum of N105million to the sales account of Blue Opal Limited and the 9th company, Zaitun Farms Developers Limited, equally paid N240million naira into the sales account of Blue Opal Limited”. Odofin said that these monies were paid on different dates between 2011 and 2012. Justice Abang, thereafter, adjourned to November 30, 2018 for continuation of trial.

‘2018 Calabar Carnival to host over 30 countries’

The Chairman, Calabar Carnival Commission, Mr Gabe Onah, said on Thursday that the 2018 edition of Calabar carnival will host over 30 countries and 25 states. Onah said that the 32-day annual street party which would commence on Dec. 1 till Jan. 1, 2019, with the theme `Africanism’ would be used to further tell the story of the African race. Some the countries that had indicated interest to participate in this year’s carnival are Mexico, South Africa, Thailand, Greece, Brazil, Kenya, Ghana, Senegal, Rwanda, While Kano, Nasarawa, Anambra, Imo, Kaduna, Benue, Akwa Ibom, Kogi Enugu states and others. Onah said that the carnival had proved of benefit and have continued to attract tourists from all over the world to the country and Calabar in particular. According to him, Calabar has been the melting point of Africa’s hospitality due to its diverse tourism events and sites, the green environment and the warm hospitality of the people. “The 2018 edition of the carnival will play host to over 30 countries and 25 states. Most of the countries will have their own band on Dec. 29, scheduled for the International Carnival.

Edo set to commence refurbishment of public schools

Edo State Governor, Mr. Godwin Obaseki, has disclosed his administration’s resolve to commence refurbishment of public schools in the state, urging for support and cooperation of the School-Based Management Committees. He disclosed this during training for School-Based Management Committee of Emotan Primary School in Benin City, Edo State, on Thursday. Obaseki said that government will work in agreement with the committee, communities and other relevant stakeholders on the refurbishment of schools, noting, “President Muhammadu Buhari through the Universal Basic Education Commission (UBEC) has provided enough fund to embark on this purpose. Massive revamp will commence in the state soon.” The governor said the School-Based Management Committees will include members of the communities, parents and stakeholders in the governance and administration of schools across the state, as they will act as catalysts for progress. He added that his administration has decided to revamp the state’s basic education system, noting, “If I achieved nothing as governor of Edo State, I want it to be on record that I came and turned around the basic education system in Edo State for good.” He continued, “the Edo Basic Education Sector Transformation (Edo-BEST) programme was introduced to enable us go back to the foundation which must be solid as this will enable our children to face the challenges ahead. What is taught in the first six to nine years of education will certainly affect the child, as it will become difficult to cope with the challenges of life if they get it wrong at that level.”

Andrew Orolua , Abuja The Nigerian Army has confirmed the infusion of foreign fighters in the ranks of Boko Haram terrorists that attacked its Metele’s 157 Battalion base in northern Borno in which 23 soldiers were killed on November 18. The Chief of Army Staff, Lt Gen Tukur Buratai, in a statement signed by Brig. Gen. Sani Usman said, “In the last two to three months, we have noticed daring moves by the terrorists, increased use of drones against our defensive positions and infusion of foreign fighters in their ranks. These potent threats require us to continually review our operations’’. The Nigerian Army has maintained silence since the incident, until late Wednesday

when it released a statement clarifying the casualties’ figures in the series of attacks. However, Buratai said in the statement that 31 others that were “wounded in action have been evacuated to several medical hospitals.” Besides the attack in Metele, 12 soldiers were also killed at Kukawa , Ngoshe , Kareto and Gajiram when the troops came under attacks from the Boko Haram terrorists. Nigerian Army 157 Battalion is one of the battalions deployed under the auspices of the MNJTF and part of the troops contributed by the Nigeria Government to the Multi -National Joint Task Force which has its headquarters in N ’ djamena , in the Republic of Chad. Usman also recalled that troops deployed in the North - East of Nigeria under Operation Lafiya Dole have come under series of attacks by large numbers of Boko Haram terrorists

at Kukawa , Ngoshe , Kareto and Gajiram at different times within a two - week period from November 2 to 17. “ Each of these incidents was successfully repelled and several members of the terrorists were killed. However, a total of 16 personnel were killed in the course of these attacks while 12 soldiers were wounded in action and are receiving treatment at our military medical facilities. “ During the Metele attack, the troops were forced to withdraw and several casualties were recorded. As of this date, 23 personnel were killed in action and 31 personnel were wounded in action and have been evacuated to several medical hospitals within Borno State. The Nigerian Army commiserates with the MNJTF at this difficult time and wishes to state that all necessary support will be rendered to the MNJTF to reverse this resurgence of the Boko Haram terrorists.

Bauchi State Police command has revealed that it has arrested the principal suspect responsible for the crisis that erupted on Sunday November, 2018 in Yelwa Tsakani area of Bauchi metropolis, Patrick Zumunta. In a press release signed and circulated to Journalists in Bauchi by the Police Public Relations Officer of the Command, DSP Kamal Datti Abubakar said, the arrest was sequel to credible intelligence following which operatives attached to State Intelligence Bureau (SIB) of the Command intercepted and arrested the Suspect on his way from Jos to Bauchi. The police said that the suspect is currently being investigated at the State Criminal Investigation and Intelligence Department (SCIID) after which he will be charged to court. Nyesom Ezenwo Wike, has alleged that the Nigerian Army has been transformed into a political weapon that has abandoned her security responsibilities. He stated that the disruption of the training of the Rivers State Neighbourhood Safety Corps Agency Training programme by the Nigerian Army “is the worst act of irresponsibility, aimed at instigating insecurity In the State.” He spoke at Odiokwu, Ahoada West Local Government Area of Rivers State where he flagged off the construction of a Model Primary Healthcare Centre, Odiokwu Internal Roads, Odiokwu-Anwuigboko and Odiokwu-Oyigbo Roads on Thursday. He alleged: “The Army is not concerned about the killing of soldiers in Borno. They are only interested in creating insecurity in Rivers State. “If you don’t want Rivers State to be safe, then Nigeria will not be safe. They want to use their guns against us,” he said. The governor said that Zamfara and Kogi

States had vigilante outfits which were commissioned by the Nigerian Army and the APC Federal Government. He wondered why the Nigerian Army would stoop so low to disrupt a legal training exercise. “Zamfara and Kogi States have vigilante groups. They commissioned them and the Chief of Army Staff did nothing. The House of Assembly passed a law approving the Rivers State Neighbourhood Safety Corps Agency. The Chief of Army did not challenge the law in court, but today he sent troops to invade the training camp,” he said. The governor regretted that the Nigerian Army had been turned into an outfit to stoke insecurity in order to attract huge security votes. He said: “The Army is the agency causing insecurity mainly to attract more security votes. They collected $1Billion from our excess crude account, yet our soldiers were killed. “All they are doing is to intimidate people for political reasons. When you fight a state blessed by God, you will crumble. Nobody can intimidate us in Rivers State,” he said. Governor Wike said that the state government worked with the Police, the DSS and other Federal

Agencies to ensure that only law-abiding citizens were recruited by the Rivers State Neighbourhood Safety Corps Agency. “We did not hire boys for political reasons. This has been a transparent process and that is why the personnel are trained at the NYSC Orientation Camp at Nonwa. “We involved the Police and the DSS to ensure that the trainees are profiled for the good of the society. The main aim of this agency is to assist the security agencies with intelligence and information, since there is a lacuna in this regard,” he said. Governor Wike declared that the State Government would continue with the training. He said all the antics of the Nigerian Army would not deter the government and people of Rivers State. “No one man has been a Chief of Army Staff forever. Every job has an expiry date. When Buratai leaves office, he will be held to account for his illegal actions. “If they stop the training elsewhere, personnel of the Rivers State Neighbourhood Safety Corps Agency will be trained at the Government House Port Harcourt,” the governor said.

Navy launches fourth quarter sea exercise codenamed “Exercise Amum Buneng” The Nigerian Navy on Thursday in Lagos launched its fourth quarter sea exercise codenamed “Execise Amum Buneng” (Calm Waters) aimed at assessing the operational readiness of its ships. Rear Adm. Habila Ngalabak, the Flag Officer Commanding (FOC), Western Naval Command (WNC), launched the exercise onboard Nigeria Navy Ship (NNS) Unity at the Naval Dockyard Limited, Lagos. He said “it is pertinent to remind us that the prosperity and security of maritime nations are inevitably linked to the seas. “The aim of this exercise is to assess the operational readiness of the ships within the Western Naval Command Area of Responsibility.” Ngalabak said that the exercise would involve Maritime Combat Operations, Maritime Security Operations and Maritime Assistance Operations. “The Maritime Combat Operations will involve the conduct of amphibious operations, Maritime Special Operations, Riverine Operations and Gunnery Exercises. “The maritime security operations will entail Maritime Interdiction Operation, Visit Board Search and ‘Seizure and anti-piracy. “Additionally, the maritime assistance operations will cover emergency response at sea, as well as search and rescue operations.”

Disobedience to court order: Retiree petitions Fashola Peter Fowoyo, Lagos A retiree, Mr. Dan Awodoye, has petitioned Minister of Works, Power and Housing, Mr. Babatunde Fashola (SAN) over an alleged disobedience of the Federal Housing Authority to a court’s order. In a letter dated 19th March, 2018, written through his lawyer, Abiodun Layonu (SAN), Awodoye, who is a retiree of the Federal Ministry of Culture and Tourism, said the Federal Housing Authority has refused to allocate a 3 bedroom bungalow he paid for about 21 years ago to him. The petitioner said he paid N778, 000 to the Federal Housing Authority in 1997 for allocation of a 3 bedroom bungalow at Isheri Olofin 3 Estate, Federal Housing Authority Satellite C Housing Scheme,

Isheri, to be used as a private residence after his retirement. He further disclosed that upon his retirement on 8th August, 1998 at the statutory age of 60 years, he was under serious pressure from his employer to vacate the government quarters he is occupying while in service. He added that he was later told that the government quarters he is occupying has been acquired by one, Chief Obianodo Vincent. This he claimed prompted him to file a suit before Justice John Tsoho of a Federal High Court in Lagos on the 16th of May, 2000, wherein he sought an order of specific performance against the Federal Housing Authority to immediately provide him with the accommodation he had paid for. The Minister of Works and Housing, Federal Housing Authority, the Attorney General of the Federation and Chief

Obianodo Vincent were joined as codefendants in the matter. “On the 16th of June, 2017, judgement was delivered in respect of the subject matter action where the court granted an order of specific performance against the Federal Housing Authority in respect of the contract to provide the plaintiff with a 3 bedroom bungalow or providing the plaintiff with an alternative suitable accommodation comparable to the allocated 3 bedroom bungalow. “It is in this view that we therefore on behalf of our client urge you to use your good office to ensure prompt compliance with the court’s order particularly taking into consideration the age of our client who has diligently served this nation in his prime. “Our client should therefore not be allowed to suffer in his old age when he should be enjoying the fruits of his labour”, the petition reads.

A Neurologist with a private hospital in Abuja, Dr Joe Ugwu, has warned that excessive sitting could lead to cardiovascular diseases and early mortality. World Bank, EU partner NDDC to execute N102bn project Motolani Oseni The World Bank and the European Union, EU are collaborating with the Niger Delta Development Commission (NDDC) to execute a States Employment and Expenditure for Results Project, SEEFOR, valued at N102 billion or $280 million. This was made known by the Team Leader for the project, Mr. Parminder Brar, when a delegation from the World Bank Nigeria Office paid a courtesy visit to the NDDC Managing Director, Mr Nsima Ekere, at the Commission’s headquarters in Port Harcourt. The NDDC Managing Director was joined by the Executive Director Projects, Engr. Dr Samuel Adjogbe

and other key directors to receive the World Bank team. The World Bank envoy, Mr. Brar explained that the SEEFOR project comprised 65 per cent funding from the World Bank and 35 per cent from the European Union. According to him, the biggest beneficiary of the project was the Rivers State Government with an allocation of 80 million dollars. Brar affirmed that NDDC also got allocations for two specific activities, noting that the World Bank was happy to collaborate with Commission and support its development programmes. He remarked: “We can confirm that we will be able to support those activities and as soon as we finalize the budget, we will get

implementation underway. We want to get started latest by February 2019 and get them completed as soon as possible.” The World Bank Chief declared: “I am glad that the NDDC has been involved in the repair of roads. I think a lot of good works have happened and the World Bank is happy to partner with NDDC. “We were in Port Harcourt a few months ago and we had the opportunity to travel round the entire Niger Delta region. Wherever I went, I saw notice boards from the Presidency and NDDC. I think a lot of good work has happened in the region.” The NDDC Managing Director said that the Commission had been doing a whole lot to intervene in the Niger

Delta region in different areas which must have caught the attention of the World Bank team. Ekere commended the World Bank for collaborating with the NDDC to improve the governance system through the SEEFOR project. “This project is a critical part of our 4-R reform plan for the NDDC. Our plan is to restructure the balance sheet of the Commission by reducing our liabilities; to reform our governance systems using technologies and best practice; to restore our core mandate by revalidation the Niger delta regional development master plan and to generally reaffirm the commitment of staff, management board and stakeholders to doing what is right and proper”, he said.

Sharp practices: NCC vows to sanction erring telecom service providers Ladesope Ladelokun The Nigeria Communication Commission (NCC), on Thursday, said it would sanction service providers who fail to abide by the regulations of the commission in dealing with their consumers. This is coming as the commission reaffirmed its commitment in protecting telecom consumers from unwholesome practices from their network providers. The NCC’s Director of Consumers Affairs Bureau, Mrs Felicia Onwuegbuchulam, gave the warning at the 44thedition of the NCC Consumers Town Hall Meeting with telecom consumers and service

providers held in Oguta, Imo. Speaking on the theme; “Using Information and Education as Tools for Consumers Empowerment and Protection,” Onwuegbuchulam said service providers must ensure that consumers get quality service, value for money spent and timely redress of complaints. She also urged network providers to shun unwholesome practices, reiterating that erring companies must be sanctioned. “You must engage your consumers on constant empowerment through education to fortify them in making good choices,’’ the NCC official stressed. She said the meeting was targeted at bringing together telecom consumers in the rural areas with the network

operators to proffer solutions to their problems. According to her, it was also designed to ensure that consumers have value for their money. The NCC director listed some of the unwholesome practices by service providers as unsolicited text massages and calls, failure to roll over unused data and automatic renewal of data, and VAS without consent of the subscriber. She, however, said NCC had taken adequate measures to checkmate erring telecom operators by developing DND Short Code to solve unsolicited text massages controversy. Onwuegbuchulam said that the commission had developed a service Toll free line for consumers to lay down their complaints.

In her remark, the representative of GLO Mobile, Chinwe Ejiofor, assured GLO consumers of quality services, adding that the company had been interfacing with its customers. Some participants at the programme and telecom consumers said NCC should roll out more programmes to protect telecom consumers against unnecessary extortion. Mr Ken Emelumber, one of them, told the News Agency of Nigeria (NAN) that multiple taxation, unsolicited text massages and auto renewal programmes of the telecom companies were the major problems with the consumers. He thanked NCC for the meeting but urged them to always monitor the excesses of service providers.

How Abeokuta City Centre‘ll create 4000 jobs Temitope Adebayo Not less than 4,000 direct and indirect employment opportunities will be created, when construction works on the Abeokuta City Centre, in the Ogun State capital, is completed. Development Bank lifts 35,000 SMEs in first year of operations Mathew Dadiya Following its recent induction into Small Medium Enterprise (SME) finance forum, the Development Bank of Nigeria (DBN) has lifted 35,000 small businesses this year. With this development, DBN’s support to SMEs has increased by 75 per cent over its announced projection of 20,000 MSMEs for the year. The Federal Government had created DBN to provide structured and sustainable financing to small businesses. The bank commenced formal lending activities in October 2017. The financing to MSMEs also underscores the significant progress which the institution is making to stimulate that segment of the economy. The DBN’s Managing Director, Tony Okpanachi, had in July predicted a spike in the number of MSMEs signing up towards year-end. He said, “DBN has granted loans to about 10,000 small businesses this year, or half its target. We are going to see more up-tick from this July as the newly signed-up lenders bring their pipeline to us.” The achievement is coming on the heels of DBN’s recent induction into SME finance forum. The SME finance forum is a global membership network that brings together financial institutions, technology companies, and development finance institutions to share knowledge, spur innovation, and promote the growth of SMEs. The focus of the network of 140 members is to collaborate on catalysing and expanding access to finance for MSMEs. It is expected that the opportunities for networking and strategic partnerships afforded by the forum will boost the bank’s capacity to deliver on its mandate in terms of knowledge, capacity and best practice The milestone reinforces other positives that have been notched up by the institution. One of these is the planned establishment of a subsidiary which will be responsible for providing partial credit guarantees to lenders. The plan is to provide 50 per cent guarantees for all credit disbursed through DBN and the funding will be increased as the unit takes on more portfolios.

CACOL warns BPE over renewal of DISCOs licences Joy Obakeye The Centre for Anti-Corruption and Open Leadership (CACOL) has warned the Bureau for Public Enterprises (BPE) against extending the operating licences of nine electricity distribution companies across the country. In a document obtained by our corespondent, the Executive Chairman, CACOL, Debo Adeniran, said the centre opposed the renewal of the operating licences of the DISCOs because of the grand extortion they have perpetrated against the people across the country. According to him, indeed, there is no gainsaying the fact that Nigerians are already exasperated with the activities of these DISCOs. “Lagos State which consumes roughly half of the power generated in Nigeria is the worst hit in this unprecedented national scam. In most parts of the Lagos metropolis, the story is the same; electricity

supply is very poor, yet consumers are extorted by Eko and Ikeja Electricity Distribution companiesthe two DISCOs that hold sway in the nation’s commercial capital. “It is also pertinent to mention that DISCOS across the country routinely engage in illegal disconnection of consumers from the national grid. In most cases, such disconnected customers have to pay bribes to the DISCO officials before power is restored to them. This is a clear violation of Section 5 (1f) of the Electric Power Sector Reform Act of 2005”, he said. Adeniran further stressed that, “for the avoidance of doubt the section reads: “A Distribution company may only disconnect supply to a customer’s address when the customer has not paid the amount correctly billed for that supply address by the relevant date, provided the Distribution Company has given the customer a written warning that electricity supply shall be disconnected if payment is not made by the payment date and the warning contains (1) the date of delivery to the supply address or any

other address provided by the customer and (2) a telephone number and or address acceptable to the Distribution company where the customer can request assistance for paying the outstanding bill” “Our observation is that the nation’s policymakers seem to have forgotten that the primary purpose of government is to ensure that the security and welfare of the people are protected at all times. The relevant government officials don’t seem to have made the effort to adequately assess the current electricity situation because they have not asked themselves several basic questions about privatisation of the power sector.” “The questions are: “Will the shoddy privatisation of the power sector stand the test of time? Will it work? Don’t vote for parties with promises not economically sensible, Ezekwesili charges Nigerians Presidential candidate of the Allied Congress Party of Nigeria (ACPN), Dr. Obiageli Ezekwesili, has unveiled her manifesto and advised Nigerians to shun promises that are not “economically sensible.” She specifically faulted the proposed economic policies of the Peoples Democratic Party (PDP) presidential candidate, Atiku Abubakar, describing it as “deceit.” Ezekwesili, who also unveiled her running mate, Abdulganiyu Galadima, on Wednesday in Ilorin, the Kwara State capital, listed areas that would be given priority if she emerged as the President of Nigeria. “PDP is making promises that are not economically sensible. I looked at what the PDP candidate is promising, and I realise that most of what he is promising don’t make any economic sense. So please do not be deceived,” she added. Among the areas she listed were security, economy, health, education, and poverty reduction. The ACPN presidential candidate assured that frantic efforts would be made to increase the current 52-year life expectancy in the country to equal Singapore’s 85 years life expectancy. She said, “To achieve this, we have to improve people’s health condition and human security. In a way, everything that we will do to improve business opportunities for everyone, where we were targeting higher productivity and competitiveness of Nigerian economy, will lead to improved income level for Nigerians.

“When you have better income level, you will be able to afford basic things of life. We will focus on improving our health system. Tochukwu Oluehi: We are hungry to avenge the loss to South Africa

Nigeria goalkeeper Tochukwu Oluehi says her team will be out for revenge when they face South Africa in the final of the 2018 Africa Women’s Cup of Nations. The Super Falcons and Banyana Banyana will battle for the continental crown in Accra on Saturday evening, after they overcame Cameroon and Mali in the semifinals respectively. With the main aim of securing a place in the 2019 Women’s World Cup already achieved,

both teams can focus their efforts on winning the trophy. Nigeria are chasing a record-extending 11th title, while SA are hoping for their first, having been runners-up no less than four times. The rivals notably clashed in the opening round of the group stage earlier in the tournament, with South Africa claiming a surprise 1-0 win thanks to a goal from Thembi Kgatlana. The Super Falcons are itching to put the record

straight, according to their goalkeeper. “Meeting South Africa in the final is what we have been praying for because we want to play them again,” said Oluehi. “We want to tell them that winning [against] us in the group stage was a mistake and it’s not going to happen again. I’m sure we will beat them in the final.” The Women’s AFCON final will kick-off at 18h00 CAT on Saturday at the Accra Sports Stadium.

Nigeria now fifth in Africa, retain 44th in the world in latest FIFA rankings

Nigeria is now placed fourth in Africa and retains its 44th spot in the world with 1427 points as against October’s 1431 points in the FIFA/Coca Cola Rankings on released on Thursday.
