Justice Aboki, who delivered the lead ruling, cited the case of Bukola Saraki, in which Justice Onnoghen himself at the Supreme Court declined to stay Saraki’s trial on the same grounds that Section 306 of the new law did not permit a stay of criminal trials. Court of Appeal noted that there were no special circumstances in which Onnoghen’s prayer would be granted in the application that was moved and argued by Chief Wole Olanipekun, SAN. The Court of Appeal in the ruling, agreed with the Federal Government that the suspended CJN request for stay of proceedings ought to be refused in the light of the provisions of Section 306 of AJCA. The court, accordingly, dismissed the application seeking to stop the CCT from taking further steps in the 6 count criminal charges filed against Onnoghen. It ruled that criminal law applys to the conduct of the tribunal. “This motion failed. Earlier injunction granted by this court staying proceedings pending this ruling is spent and no longer in existence”, a member of the panel, Justice Stephen Adah, added. Hon Danladi Umar, the Chairman of the CCT, had on January 14, ruled to hear all motions that arose from the charges against Onnoghen, including the

defendant’s application on jurisdiction to the next adjourned date while giving his ruling. Dissatisfied with the ruling, Justice Onnoghen had appealed the decision of the tribunal to take all motions together and urged the Court of Appeal to set aside the decision of the tribunal. His grouse was that the CCT ought to take his motion challenging the CCT jurisdiction first before entertaining any other motion. The three man panel having dismissed the request for stay subsequently vacated its temporary order issued on January 24 halting the proceedings at the CCT pending its ruling on Onnoghen’s motion. The Court of Appeal adjourned till February 4, for the hearing of the substantive appeal as well as the motion challenging the CCT jurisdiction. The CCT had scheduled January 14 for the arraignment of Justice Onnoghen over alleged failure to disclose his assets as at when due. He is expected to respond to a six count charge of false asset declaration charges against the CJN upon his arraignment. Onnoghen is accused of failing to declare some funds in his domiciliary accounts with the Standard Chartered Bank, Wuse 2 branch, Abuja as at when due. Meanwhile, the Court of Appeal has debunked reports making the round on social media that names

of dead and retired judges are on the list of the newly 250 Judges sworn-in as Chairmen and members of the Election Petition Tribunals. The Daily Times recalls that the 250 judges were sworn on Saturday by the acting Chief Justice of Nigeria, Justice Tanko Muhammad. In a statement made available to journalists by the Media Officer, Mrs. Sa’adatu Musa Kachalla, the Court of Appeal described the media report as misleading, false in its entirety as the list was drawn with input from Chief Judges of states and Nigerian Bar Association (NBA). According to the statement, the Court of Appeal President, Justice Zainab Bulkachuwa, painstakingly through the efforts of the Nigerian Bar Association nationwide and the Chief Judges of the 36 states selected the men and women of proven integrity to become members of the Election Petition Tribunal. The statement reads: “The attention of the Court of Appeal has been drawn to a malicious publication making the rounds in some portals that the names of 10 dead Judges featured in the list of the 250 Judges sworn-in on 26 January 2019, as Chairmen and Members of the Election Petition Tribunal. “In view of the above, we wish to state that there was no name of a dead or retired Judge on the list we sent

Presidential spokesman, GARBA Shehu has dismissed inundation that President Muhammadu Buhari did not support some candidates of the ruling party in Imo State during his presidential campaign rally. Shehu stated this on Wednesday adding that President Buhari has assured members of the All Progressives Congress, APC that he is fully behind the party and its candidates in every state of the federation, and campaigning for them wherever he goes. The Daily Times recalls that Imo State has made headlines recently for the fractiousness within the ruling party there which has

led to disagreements with the state governor, Rochas Okorocha. “The massive crowd that gathered to welcome President Buhari in Imo State was made up of not only supporters of the APC in the state, but also supporters of other parties who are united by their love for the President and their desire to see him re-elected, despite the local candidates they support,” Shehu said. He explained that President Buhari’s consciousness of this obviously-mixed crowd was the reason why he did not speak only about support for the APC during the campaign, but also encouraged the people to vote according to their consciences. Finally, the Economic and Financial Crimes Commission (EFCC), on Wednesday, dragged former Secretary to the Federal Government of the Federation (SGF), Babachir Lawal, before the Federal Capital Territory High Court on 10 count criminal charge bordering on corruption. Also on Wednesday, the EFCC filed a four count charge against the former Director General of National Intelligence Agency (NIA), Amb. Ayodele Oke and his wife, Folashade Ayodele Oke, over the $204 million stalked away at flat 7B No 16 Osborne road, Osbornic tower Ikoyi Lagos. Delivering the 2019 Quarterly Island Club Business Lecture in Lagos, the PDP flag bearer promised to restore investor confidence in the economy. In the lecture titled, “My Vision to get Nigeria Working Again,” Atiku said he would support the private sector by undertaking reforms that would unleash growth in the economy. “We will restore confidence in the Nigerian economy. We will implement policies to drive growth. “Today, Ghana – a country with just 14 per cent of our population – attracts more Foreign Direct Investment than Nigeria. “In order to reverse the trend, our economic policies would be more coherent, consistent and therefore more predictable by the business community. “Nothing could be more threatening to investment flows than an environment

that is full of policy flip-flops,“ he said. Reeling out the components in his #The Atiku Plan for the economy, the PDP candidate said he would create the environment for a strong, productive, pro-growth private sector to create opportunities, jobs and fight poverty. The PDP candidate said he would liberalise the economic space and privatise all the ailing public enterprises, including the Nigerian National Petroleum Corporation (NNPC). “The #AtikuPlan will undertake a de-regulation of the downstream sector of the economy, review the PIB and privatise all four state refineries that operate less than 10 per cent of their installed capacities. “We shall channel the proceeds from the privatisation into a special fund for the development of education and health,” he said. Impeachment threat: Ambode supporters storm A’Court refuses to stop Lagos Assembly, demand stoppage of process Onnoghen’s trial at CCT Alade Tasma, Lagos

Protesters in support of Lagos State Governor, Mr. Akinwumi Ambode, on Wednesday, stormed the premises of the State House of Assembly to register their displeasure on what they called harassment and continue humiliation of the Governor with impeachment threat by the lawmakers. The protesters, who turned out in large numbers under the aegis of the Lagos People Assembly (LPA), comprised of a coalition of civil society groups, friends, concerned Lagosians and well-wishers of the Governor. The protesters, who were armed with placards and banners with different inscriptions like “Ambode is a performing Governor, we reject impeachment”, “Let there be smooth transition”, “Lagosians love Ambode for his good works”, “Lagos APC should be careful, election is around the corner”, and “Enough of intimidation of Ambode” among several others demanded for an immediate stoppage of purported moves by the Assembly to impeach Governor Ambode. In his response to questions from the Assembly correspondents, the leader of LPA, Comrade Declan Ihekaire, explained that they were not at the House to protest but on solidarity to Governor Akinwumi Ambode and the entire Lagos Assembly and to tell them there is no basis for wanting to impeach Governor Akinwunmi Ambode at this point in time. “The Governor is still a loyal party man and for that, he deserves no impeachment and moreover we are very close to elections period, we don’t want a situation where the

opposition will capitalise on this and take over Lagos state. “Although I’m an activist but I have always voting for good governance and good governance should continue, we believe a synergy of Ambode, Sanwo-Olu and the House of Assembly will make a better Lagos”. “A division in the house will bring a break in the relationship, Lagosians as well as Nigerians are watching, we call on both the Governor and the lawmakers to sheathe their swords and rather concentrate on the need to complete all the on-going infrastructural projects in the state”, Ihekaire submitted. He, therefore, urged the Assembly to stop the impeachment plan. According to him, “every politician wants to have 100 per cent, and if you have been scoring 80 per cent but start to score 60, then you should question yourself. But it you had scored 60 before and you are now scoring 80, it is a plus; so we are advocating for a plus because we want Lagos to be a better place for us all”. On the letter the group delivered to the Assembly, Ihekaire said the contents of the letter is that they should please, let Ambode be. “As far as we are concerned, as at yesterday (Wednesday) we saw branded buses donated by Ambode to the party, we saw branded T-shirts donated to Sanwo-Olu campaign group by Ambode, we have watched Ambode make statements to say please go for my brother Sanwo-Olu and we are saying that oneness should not be scattered”, the APL leader pleaded. Nigeria gets $29m grant to fight TB The Institute of Human Virology Nigeria (IHVN) on Wednesday said the Global Funds has provided 29 million dollars grant to help fight against Tuberculosis (TB) in the country. Chief Executive Officer, IHVN, Dr. Patrick Dakum, who said this in an interview with the News Agency of Nigeria (NAN) in Abuja, stressed that TB detection in the country still remains extremely poor. Dakum explained that Nigeria has the highest burden of TB in Africa and is the 6th highest globally. “Every hour, it is estimated that 47 Nigerians develop active TB, of which seven of them are children and every hour, 18 Nigerians including women and children also die of TB. “TB, a disease that is

preventable and curable has turned many children to orphans, taken many bread winners away with severe consequences on the economy of families and also on the economy of the nation.’’ The IHVN Boss said that the 29 million dollars covers supplies, resources needed for the private sector and incentives. Dakum said that lack of establishment of private clinics for free TB services has made the disease to increase. “At the TB Centre, it is supposed to be free; therefore, for every TB case they detect, we have to give money to cover part of the overhead because there are no free private clinics. ”This is just an incentive to find out more cases, so they confirm more suspected TB cases knowing that if they do,

they will get paid for it. “One of the unique things about the private sector is that of the incentive driven service.’’ Dakum said that the grant would contribute to providing quality care and services to Nigerians troubled with TB, thereby reducing mortality and morbidity associated with the disease. ”Case detection and coverage is extremely poor, poor in the sense that we are just at about 27 per cent of coverage for TB case detection. ”The expectation is that we should raise it in the next two years to a minimum of at least 50 per cent coverage. ”We are targeting to reduce TB cases in two years, so we need innovative measures, we are going to be supporting community pharmacies, private clinics and hospitals,’’

he said. According to him, the idea is to now focus resources in the private sector in a way that would enable case detection to go up. ”When someone who has TB coughs into the air, that person infects the environment; somebody breathes in the air and gets TB. ”And when people fall sick, it is the community pharmacy or private hospital or community clinic they run to for treatment, ”However, our target is to equip them to be able to treat when they confirm any case, instead of referring and the disease keeps spreading,” he said. ”If we can reduce the cases such as we have in HIV we will reduce new incidents of TB, and that is what we are hoping for,” Dakum added.

In a related development, the directive by Nigerian Bar Association (NBA), calling on its members to boycott the courts for two days stalled the hearing of a suit challenging the trial of suspended Chief Justice of Nigeria (CJN), Justice Walter Onnoghen. The suit which is challenging the jurisdiction of the Code of Conduct Tribunal (CCT) was slated for hearing on Wednesday in the National Industrial Court, Abuja. The court had on January 14 granted an interim order brought via a motion ex-parte application against the Tribunal by Peter Abang, lawyer and concerned Nigerian. At the resumed hearing of the substantive suit, the

judge, Justice Sanusi Kado informed the defendant counsel, Abdullahi Abubakar representing the Attorney-General of the Federation that there was a letter from the claimant’s counsel before the court. Kado also said the letter from the counsel, James Igwe (SAN), asked for a new date, adding that his absence was due to NBA’s directive to lawyers to boycott courts in protest of Onnoghen’s suspension. The judge thereafter adjourned the matter until February 7 and directed that hearing notices should be served on all parties. It would be recalled that NBA reached a resolution to boycott courts nationwide from Tuesday January 29 and Wednesday January 30, after its National Executive Committee (NEC) meeting on Monday in Abuja. The NBA President, Mr. Paul Usoro, who made the announcement, said lawyers reached the agreement to express their displeasure over the suspension of the CJN. Onnoghen was suspended by President Muhammadu Buhari on January 25, over failure to declare his assets as required of every public servant by law. The president said he acted on a motion ex-parte order granted by the CCT, replacing Onnoghen with Justice Tanko Mohammed as acting CJN. Joined as co-defendants in the suit are Code of Court Bureau (CCB), CCT chairman, Danladi Umar, Office of the AttorneyGeneral of the Federation and The National Judicial Service Commission (NJC), and the National Judicial Council. Others are the Federal Judicial Service Commission, the InspectorGeneral of Police, Minister of Justice Minister, Abubakar Malami, and the Senate President, Bukola Saraki.

The PDP asserted that after reviewing recent developments, particularly the desperation being exhibited by the APC and agents of the Buhari Presidency, the PDP submitted that the APC and the Buhari Presidency should be held responsible for the reported plots to scuttle the conduct of the 2019 polls. According to the party’s spokesperson, Kola Ologbondiyan, the PDP stance is predicated on the revelation by the National Security Adviser (NSA), Maj. Gen. Babagana Mongunu that “some individuals that are not certain of their fate in the elections are plotting to

precipitate widespread violence aimed at scuttling the conduct of the polls”. The PDP said “by every evidence and material facts, the political party and candidate that are not certain of their fate in the election have proven to be the APC and its Presidential candidate, Muhammadu Buhari, who have continued to exhibit acts of frustration over fear of imminent electoral loss. “We are all witnesses to the series of warnings to the Buhari Presidency, from prominent Nigerians citizens and topmost members of the international community, including the United States, United Kingdom, the United Nations, and the European Union, against actions that are inimical to the smooth conduct of the general elections. “It is instructive to note that instead of heeding this warning, the Buhari Presidency and the APC, in their arrogance and desperation, resorted to blackmailing and vilifying the international community, thereby further confirming that they are not ready for a peaceful, free and fair election.

“Except the NSA is addressing facts known to Nigerians that as a result of losses already suffered by the APC on account of court judgments stopping it from participating in the elections in some states, due to its flawed primaries, some desperate leaders and members of the ruling party are making discreet arrangements to scuttle the polls. “This is in addition to APC’s frustration over the soaring popularity of the people’s candidate, Atiku Abubakar, among Nigerians across the board, who have come to a consensus to elect him as the next President of our country, come February, 16, 2019”. The paramount desire of majority of Nigerians, according to PDP, is the successful conduct of the February 16, 2019 Presidential election. “ Nigerians are eager to go to the polls to vote out this administration that has caused them so much anguish, pain, hunger, economic deprivation, sectional acrimony and deaths and this is the reason the APC is seeking all ways to scuttle the elections”, said the party.

Mopol to be deployed in strategic locations during elections, says Acting IGP Andrew Orolua, Abuja The Acting Inspector general Police, Mohammed Adamu said on Wednesday that Police Mobile Force will be deployed to provide robust protection for local and international election observers, INEC Officials and sensitive electoral materials as well as critical national infrastructures during the elections. He said that in line with its mandate, and in relation to the election security plans, they shall also be engaged in supporting the other arms of the Force in undertaking intelligenceled operations in areas identified as high risk in the threat analysis report. Adamu disclosed at a conference in Abuja he held with all the Squadron Commanders of the 68 Police Mobile Force Squadrons in the Force. According to him, “the Police Mobile Units shall be located at strategic places across the country to respond swiftly to any security threat, while also Undertaking Street patrols to deter criminal acts in the course of the elections.” Details of the deployments formed part of the meeting discussion during the conference on Wednesday. He assured Nigerians and the international community that the Police Mobile Officers to be deployed on the election security operations have been adequately exposed to tailormade professional trainings towards ensuring that they undertake their duties in the most civil manner while not losing their operational potency in the event of any threat.

JOHESU ends 15-day ultimatum to FG May call for nationwide strike

Idu Jude, Abuja The Joint Health Sector Unions (JOHESU) said it has exhausted the 15 days ultimatum given to the Federal government to look into the plights of its member union and will withdraw its services across federal and state hospitals. The leadership of JOHESU said it is currently engaging its wider unions to be fully prepared for any eventuality through a meeting which will proceed the full scale strike. JOHESU Chairman, Biobelemoye Josiah in a statement said the meeting has become eminent following government’s flagrant disregard for court order. The Chairman, argued that the arbitration panel unit of the National Industrial Court had asked both government and the workers to maintain status quo ante, but government has gone ahead to violate the order by activating ‘no work no pay policy’. Biobelemoye said the workers have not undertaken any protest or stayed out of work, but government has gone ahead to victimise workers involved in protests and strike. He said the Union is seeking the full implementation of the consolidated Health Salary Structure (CONHESS), which is to create equity in the sector among healthcare professionals He also indicated that the Union had written to the Minister of Labour and Employment, Chris Ngige 15 days ago notifying government of the violation of court order by the Ministry of Health and its intention to down tools.

Power supply back in Igbokoda as Osinbajo commissions BEDC, NDPHC restoration project Residents of Igbokoda in Ilaje Ese Odo local government in Ondo South senatorial zone who have resigned their fate to living without electricity for the past five years were enveloped in frenzy of joy on Wednesday as Vice-President Yemi Osinbajo commissioned the restored power project facilitated by the BEDC Electricity Plc (BEDC) and Niger Delta Power Holding Company (NDPHC) which jointly completed work on the rehabilitation of the power project in the town. With the commissioning by the VicePresident flanked by Ondo State Governor, Mr. Rotimi Akeredolu, Executive Director, Commercial of BEDC, Mr. Abu Ejoor, Chief Technical Officer, (CTO) Engr. Ashok Acharya and officials of NDPHC, 10 out of the 21 distribution substations in the Igbokoda community came on with power supply thus illuminating the town which had been out of supply for so many years. The substations that were energized as at Wednesday include Larada, General Hospital Secretariat road substation, Ikuomola, Ilara, Orioketilu,

Church substation, Okoga College road/ Omotehin, GRA1, GRA4/NDDC and Broad street substations. The project which is an ongoing exercise is expected to extend to Okitipupa and other parts of Ondo South senatorial zone in due course. The restoration achieved by BEDC with the speedy rehabilitation of the power project in conjunction with NDPHC under the national Independent power project (NIPP) will bring positive effect on the social and economic activities in the area. It has always been the central town for inhabitants of the Ondo South senatorial district of Ondo state comprising Okitipupa, Ireless, Ilaje, Ese-Odo, Odigbo and Ile-Oluji/Oke-Igbo local governments due to the presence of several amenities. The belief by the communities is that if the availability of power supply is addressed, other improvements will follow. Power outage has greatly affected social and economic activities in the area, just as people of the area have resigned their fate to living without electricity. It would be recalled that Federal

Government had listened to the restive residents of communities under Ondo South senatorial zone over their power rehabilitation project as it directed the National Independent Power Project (NIIPP) to join forces with BEDC for the speedy rehabilitation of the whole network across four local governments namely: Okitipupa, Ese-Odo, Irele and Ilaje local governments in four phases. Indications to this effect emerged recently after the joint team of BEDC engineers and the NIPP officials worked on the Okitipupa 33Kv overhead line project which covered the aforementioned local government areas in line with the charted out the schedule for the commencement of the whole network rehabilitation. BEDC, it would be recalled, had commenced rehabilitation work on the network but slowed down due to constraints of thick vegetation, and lengthy feeder which made the rehabilitation work prone to faults; a development which accounted for the recent protests by youths of the affected communities.

Ahead of the 2019 general election in the country, over 700 alleged fake police men have already been stationed at some major flash points in Anambra state. The alleged fake police officers and men are largely political thugs loyal to some National Assembly candidates of major political parties in the state who have been provided with fake police uniforms and ranks with fake name tags for the election. According to the state Chairman of the Green Party of Nigeria (GPN), Chief Akudo Ezeakudo who made this known to the state Commissioner for Police, Mr Gaba Baba Umar during the stake holders meeting and signing off peace accord by political parties in the state, “Sir under this situation, how do we identify which is the real police man and the one that is fake? Just as we have fake Party agents we also have fake security operatives”. Reacting to the report during an electoral stakeholders meeting and signing of peace Accord in Anambra State, the police Commissioner said “We are not unaware of the plot by some people faking security agents. We are also aware of the antics of some desperate politicians by using the fake security agents.

Nigeria needs govt capable of harnessing youths’ potentials - Group Tunde Opalana, Abuja A youth group, Youth Alive Atiku Campaign Organisation, said the future of Nigeria is assured if a government that knows how to harness the potentials of the teeming youthful population comes to power. The group emphasised the need for Nigeria to elect a president who can tap into the available human resources of the nation’s youthful population to give the country an expected future. The last of Awo’s cavalrymen

It appeared odd, if not outright farcical. Reappearing after disappearing briefly from the dinning-table that memorable morning in 2001, the steward miraculously produced a medium jar of Milo, to the culinary relief of the choosy one among the guests. Not until our chief host casually waved off the chef who had tried to tender the change from the little grocery shopping did it become clear to some of us why Chief Bisi Akande had momentarily been distracted from the hearty banter earlier as he gave out some bank notes from his pocket for an errand obviously intended to be discreet. Actually, one of the visiting editors would prefer beverage drink to the Lipton tea available for breakfast. It happened that such “indulgent” brew was not normally served at the governor’s table at the Osogbo White House then, reflecting his abstemious taste. On noticing the abstention at the other end of table from the feasting going on, Baba Akande, long famous for his disdain for protocols, beckoned the waiter and simply mobilized him from the pocket of his trademark “danshiki” to do the needful just across the road outside the Government House, rather than show off power to the august guests by summoning the whole department supervisor, lest he ended up making a big ceremony of a simple matter. Fleeting as the foregoing drama might appear, it typified the culture of frugality Osun State would know after Akande was sworn in as the second elected governor in 1999. Such virtue is surely now a rarity in high places in Nigeria as extravagance is commonly glorified instead of modesty, debauchery preferred by those of whom chastity is expected. As Baba Akande then joins the octogenarian club, there can be no better moment to pause and reflect on an exemplary life, whose cocktail of trials and triumphs truly inspires, a reminder that politics is at its noblest when guided by high principle. Today, on account of the prevalence of political “cross-breeding” of the past three decades in the South-West in which actors often switch parties and forswear allegiance with the unpredictability only matched by the fabled volatility of British weather, the term “Awoist” clearly now bears different meanings. Well, let it be first acknowledged that it is within the perimeter of liberty by mutants to lay claims. A fact already conceded by the sage himself. While offering clarification on the prospects of immortality, Awolowo had famously declared those who could truly be called “Awoists” in future would not necessarily be those related to him by blood or old association, but by shared values. So, if Awoism could be defined in broad terms as a fierce fidelity to a progressive ideology, stubborn resolve against compromising principle however the temptation, and that unquestioning loyalty to the cause of friendship as exemplified

by the very literal meaning of “Afenifere”, then Baba Akande could perhaps rightly be described today as Awo’s last general standing in more than one way. Indeed, the referenced mission to Osogbo that fateful weekend in 2001 was more of factfinding. Osun had been engulfed by a debilitating industrial crisis. Workers wanted higher wage. Akande, in turn, opened the books to show that the state’s meager earnings could not fund the raise the labour wanted. As tension swirled around the province of the fabled “living spring”, a homeboy who happened to be a senior journalist decided to weigh in, perhaps as a civic contribution to his troubled homeland in search of solution. Drawing on “professional solidarity”, he pressed this writer as THISDAY editor then and a few other newspaper editors to visit from Lagos to not only engage the governor directly but also have a first-hand feel of Osun reality with a view to better understanding the raging crisis. So, for more than two hours, we literally grilled the governor in a brutally frank exchange in which no hard punch was spared. Like a seasoned matador, Baba Akande took all the darts, not dodging any, sometimes resorting to native humour to explain his difficulties. From that frank conversation, his position was unambiguous: the only option available to meet the workers’ demand then was to go on borrowing spree. To him, that was unthinkable on ethical grounds. It simply meant stealing from the unborn generation. There were a few other things he also could not contemplate, out of ideological fidelity to welfarist values. One of which was the bias for social spending in form of free and compulsory education to Osun children so much that between 1999 and 2001, a colossal N522.85m had been spent as subsidy on education. The magnitude is better appreciated considering that Osun’s entire annual budget then was a few billions of Naira. Expectedly, before leaving town, we visited a number of projects being undertaken by Akande including the construction and furnishing of hundreds of modern classrooms to meet the inherited huge deficit at both primary and secondary levels. Leaving Osun two days later, one could not but now see Akande and the Osun impasse in two inter-related lights. One was the uncommon fortitude he brought to bear in defending Awo’s core value – free education as a tool to fostering an egalitarian society. Second was the dialectical crisis arising from the former. Osun’s fiscal failure spoke, in turn, directly to the crisis of federalism in Nigeria. Indeed, the state, like most others across the Nigeria, would only continue to manage poverty, given the prevailing queer federal architecture. For instance, studies confirm that Ilesha is rich in gold. But Nigeria’s own warped federalism forbids states from exploiting the riches of their

soil to better themsleves. Everyone is made to forfeit ownership to a buccaneering Leviathan at the centre which, in turn, dispenses crumbs to the federating units by a principle that glorifies predation than production. So, the gripping irony: even though living by the river, the proverbial swamp-dweller is left to die of thirst. The enduring fiscal crisis can hardly be divorced from one grave oversight at the founding of the present Republic, however. By 1999, the nation had clearly grown weary of military occupation and appeared too impatient to see the back of the now discredited generals to have had the presence of mind to detect before hand that the working document handed down as chart for the democracy voyage ahead was, at best, faulty. Once the euphoria petered out, disillusionment naturally set in. So, barons of Alliance for Democracy like Akande contemplating the imposition of a progressive agenda soon found they were a minority pitched against ruthless conservative forces, fiercely committed to preserving the existing predatory order at the centre. In hindsight, it would perhaps not be too harsh now to accuse the early optimists of sheer naivety in trusting Obasanjo too much on account of merely professing being “born-again democrat” and expecting a fulfillment of the inaugural promise to consider structural change. But adapting military stratagem of ambush for a purely civil outcome, OBJ would intensify such lip-service to seduce the grandees of the progressive community in South-west into lowering their guard at home until they were routed electorally in one fell swoop in 2003. Alas, the newly politically displaced would realize too late that the hyena remains and acts like the hyena, regardless of the fancy apparel deployed as disguise. Ironically, that electoral defeat of 2003 would now appear Akande’s own defining moment. Others would have willingly entered into any deal to secure comfort, however temporary. But Akande was not ready to compromise his principle of prudence and accountability. Not even OBJ, the eternal narcissist, would fail to admit Akande’s honesty in a rare acknowledgement of good in any human being other than himself. While fielding questions a year after PDP’s historic capture of South-West (except Lagos), he said: “Chief Bisi Akande of Osun State is the only governor whose integrity I can vouch for.” But honesty is only one of the qualities that set Akande apart. Equally discernible in his political odyssey is the virtue of consistency – a rarity in a political environment where folks would trade honour and betray associates just for mere accommodation by anyone in power. Rather than be tamed, he parlayed that political adversity to an opportunity to rededicate himself to the advocacy of progressive values.

Not surprising, his has since remained a trenchant voice for a return to fiscal federalism as originally conceived by the 1960 constitution as the most sustainable prescription for equity and justice in the increasingly conflicted Nigerian family. A true measure of character is said to be where an actor stands in the season of moral crisis. Nigeria’s 90s was undoubtedly defined by the popular resistance of military despotism symbolized by June 12. When it was most perilous, Akande stood to be counted among those who valiantly fought the military. By falling for the carrots dangled by IBB and Abacha, not a few Awoists would forfeit their own reputation. Those who returned from the dingy dalliance with the military during that momentous decade found themselves carrying mortal scar forever. They became enfeebled by emotional fracture arising from being estranged from old comrades, thus losing their voices in the civil space henceforth. Also, the murk that permeated the Jonathan era would prove pestilential for some other Awoists of old. Ordinarily, being found in varying compromising positions with barons of the then presiding conservative party would be enough political heresy already. With the details of how dollars meant to buy arms to fight Boko Haram was also generously shared in SouthWest ahead of the 2015 general elections by desperate Jonathan to buy support now public knowledge, many more have since become a bit more subtle in openly displaying their Awo cap in Yorubaland, more out of shame than selfrestraint. In their quiet moments today, those implicated in that abominable tryst must be feeling bitter regret, humbled by shame at being found to have toiled all their youth building a worthy name only to be caught in strange – if not seedy – company in their hoary days. Coincidentally, it was in the same season that Akande’s political stock rose sharply. The titan from Ila-Orangun would undoubtedly go down in history as the man who as Interim Chairman inspired a broad coalition of progressives and some conservative rebels to unseat the ruling reactionary party in Nigeria in 2015. Thus, Akande would seem to have fulfilled yet another of Awo’s old prophecies: “For the progressive to be in power they need the support and collaborations of some conservatives. After attaining power, the conservatives would on their own, walk away. The progressive would now build a great party that would move the nation forward.” If we then remember the sordid circumstances under which likes of Atiku broke away from APC last year, we cannot but be in awe of the sage’s prescience. No less compelling, therefore, is the need to also salute Akande’s abiding faithfulness as the last of Awo’s cavalrymen standing.

Buhari, February 16 and a victory foretold

The much-talked about Presidential election may still be a few weeks away, but signs of the things to come may jolly well be here. This is in view of what we have seen in terms of political campaigns across the country in the last few weeks. From Akwa Ibom, to Delta, Imo, Plateau, Sokoto, the picture of where the pendulum is headed is becoming clearer by the day. For those who Prophesied rightly or wrongly, the next few weeks would definitely show whether they were truly led by the spirit or filthy lucre. This is due to the fact that every election season comes with all manner of predictions, some rather ridiculous and tainted with personal interest. But the good thing is that the die is cast and the chest thumping by leading contenders is set to abate as the D-day approaches. For President Muhammadu Buhari, the frenzy that has greeted his campaign this time has surely over-shadowed what we saw in 2015. Despite starting late, the President has left nobody in doubt that he remains the most popular politician in the nation’s recent history going by the tumultuous welcome he has received where he has been since his campaign started For instance, the crowd that attended the APC

campaign rally in Akwa Ibom State has never been seen anywhere in the state since the state was created. So massive was the crowd that the entire Godswill Akpabio Stadium was overstretched to its limit, making several thousands of supporters unable to gain entry into the stadium to catch a glimpse of the president. This, no doubt has sent a clear message that the president would win overwhelmingly in the state as opposed to what happened in the “Land of Promise” in 2015. It is also a pointer to the stature of the immediate past governor of the state, Obong Godswill Akpabio whose defection to the APC has changed the fortunes of the party in the state. In fact, so confident was Akpabio in a recent press interview while reflecting on the recent campaign rally in the state that he declared that President Buhari would win the coming election in the state within three hours. Judging by on-going rallies of APC, one can safely take it further by saying the president would win nationwide within three hours of voting. The picture is just too glaring for the doubting Thomases who initially taunted the president that he could not embark on a campaign. If what happened in Akwa Ibom was mindblowing, what about the unprecedented crowd

that thronged the Rwang Pam Stadium in Jos, Plateau State? So massive was the crowd that for the first time, President Buhari could not address the gathering as part of his campaigns. He only managed to wave to the crowd and had to be smuggled out of the arena by the security agencies from the state and Abuja. To say the least, the show of affection was mind-boggling as supporters clung to the president’s official vehicle, shouting ‘sai Buhari’, Sai Buhari. What about Aminu Waziri Tambuwal’s Sokoto State? No doubt, the reception was tumultuous, and one that would not be forgotten in a hurry in the PDP- controlled state. From the Airport down to the city, the ‘Seat of the Caliphate’ would surely not forget the visit in a hurry. All over where the President visited, one thing that is evident is that this president is greatly loved by the ordinary Nigerian. Even with the very harsh condition, they never failed to demonstrate that they have implicit confidence in him at every point. And thankfully, the president has never failed to re-assure them that the trust they have in him is not misplaced. At every opportunity, he preached the message of hope, of a better tomorrow, of a better

Nigeria. It is usually about his promises of 2015 and his plans to consolidate on his achievements in the next four years in critical sectors of the economy. The icing on the cake is that even in states where there are still issues arising from the last party primaries, the major actors have agreed to work for President Buhari’s second term. Even leading lights of the opposition including governors have keyed into this allimportant project because the undisputable fact is that President Buhari is the man needed to take Nigeria to the next level. No doubt, these have rubbished the propaganda machinery led by former President Olusegun Obasanjo who is trying to link the president with a rigging plot. That this devilish plot is dead on arrival is a fact, going by the tremendous condemnation the accuser and his accusations have received in the last few days. Nigerians have by this declaration told Obasanjo in very clear terms that they will not touch the ‘bad message’ he is trying to sell to them for his personal interest. With the massive support and the indices on ground, we may well be congratulating President Buhari on yet another victory even before the February 16, 2019 Presidential election

There was a time in my life when my happiness and journey depended on the approval or applause of people. I couldn’t make a decision without feeling guilty. I merged my hopes and dreams with theirs, which made me run both their race and mine, at the same time. It delayed me BIGTIME. I cared way more than I should have, and I noticed that in many ways, they had behavioural traits that didn’t serve me. When you give people power over you, most times, they could render you powerless. As I suffered emotional abuse and dismissals, I made these resolutions. You are responsible for your own life. You cannot fix people. You can only fix YOURSELF. Everybody is going through their own processes, and you must do well not to personalize their processes. It has nothing to do with you. Their process may happen to be in your house or on your bed. Nevertheless, their issues are for them, and you should not personalize them. When you submit to the caprices of others, they subconsciously make you a victim to ease the realities they are facing. It’s their way of masking their own issues. If a drunk curse you on the street, you shouldn’t take it personal. He is intoxicated by many mixtures, so his behaviour CANNOT be avoided until he puts the bottle down. This is his BATTLE. This is his process. The same thing goes for her when she insults you. It is not

about you, it’s her habit, her attitude, her process. What matters should that you have an assignment. You have a destination. It wouldn’t make sense for you to yell at a drunk on your way to catch a plane. You have a flight to catch, and you can’t afford to miss it. You were not called to be an assignment TO EVERYBODY. YOU MUST COME FIRST. PUT YOURSELF FIRST. When you do this, it will be hard for you to compromise or get out of your lane. Don’t yell or argue with them, nor gossip about them. It will slow you down. My dad (Bishop Ben Oruma) always said, “Good swimmers don’t swim with their mouth open.” Some people are distractions. They are just cast members. They are not the main actor, neither are they the supporting actor. Don’t change your script for someone who plays a very menial role. Anybody can play the role of a drunk. It’s not that hard. 2019 polls and women in politics

T

he Nigerian political space since 1999 has experienced a tremendous improvement especially with the level of interest it has generated, that is if the number of persons jostling for the various political offices is anything to go by. As at the last count the number of political parties in the country has risen to over 90 from the three that heralded the nation into the present democratic space in 1999. However, one worrisome trend about it is the declining rate of women participation in the political life of the country, as the women folks seems to be facing serious challenge in their ability to break into political limelight. This is even more evident from the recent primaries of the various political parties in the country where the number of women elected to contest for the various offices was very negligible For example, since 1999 and infact in the history of Nigeria’s political life there has not been any elected woman governor, the closest that a woman came to being governor, was when then governor of Anambra State, Mr. Peter Obi was impeached by the state Assembly and her deputy, Dame Virgy Etiaba was sworn in as governor and she held that position for a few months until Obi got the court to reverse the impeachment. Despite the fact that the history of Nigeria and its political emancipation as a country cannot be complete without mentioning the significant contribution of women, as evidenced in the activities before independence, during the first, second and third republics and even up to the present dispensation, the women folk have continually been relegated to the background either in getting elected into public offices or even in being appointed. This obviously has nothing to do with their capacity, as many of them has attained heights in their professional life that even men are yet to attain. Though the activism in women was further awakened in the country since after the Beijing conference and declaration in 1991, which gave birth to the much talked about affirmative action that prompted the United Nations (UN) to subsequently concede 35 percent of all positions to women, nothing much has been done in the country to meet that target of women participation in politics. In the early days of this dispensation, it must be said that President Olusegun Obasanjo made significant progress towards fulfilling that quota, while the administration of Goodluck Jonathan, also appointed more women into key positions, while there were equally a significant number in elective positions. However, that progress made in recent years seem to have been short-lived, perhaps due to the ever increasing complexities in the political system and high monetisation of the politics which has become a major challenge militating against women participation. Presently, out of 109 senators we have seven women senators and out of 360 members of the House of Representatives, we have about 17 women; we had far more women from 1999-2015; there were also lots of woman in parastatals and ministries in the country. Also an attempt recently to get a bill on affirmative action, sponsored by Senator Oluremi Tinubu through the National Assembly failed because it could not get enough support on the floor of the Senate. At an ECOWAS Female Parliamentarians Association (ECOFEPA) meeting earlier in the year, the President, and Nigerian Senator Stella Oduah said that Nigeria has the lowest female representation in elective positions in West Africa. Senator Oduah, called attention at the 15-member states of the sub-region to the dwindling number of women’s participation in politics in Nigeria to 7 per cent

since the 2015 elections. She said, women have only 6.1 per cent representation in State Houses of Assembly, 3.9 per cent in the House of Representatives, 7.34 per cent in the Senate and almost zero per cent in the executive arm of government. In West Africa, Nigeria ranks even lower than Ghana which has as at 2016 about 10.7 per cent female representation in the parliament and 27 per cent female as cabinet ministers. Togo comes up second with about 17.60 per cent women representation in its national parliament as at 2017, and 18.4 per cent in ministerial positions. Senegal has the highest representation of women in elective positions, ranking 12th in the globe for the number of women in elective position, that is 3 per cent down from its initial ranking. Considering the role of women in nation building across the world and the increasing relevance of women even in the African continent, with the recent election of a women as the new President of Ethiopia after the end of a Woman president’s tenure in Liberia, it is our considered opinion that it is high time Nigeria gave women more opportunity to express themselves in the political space. It is also our belief that with the lack of positive development in the Nigerian political space, the entrance of more women into it may bring a breath of fresh air that may turn the fortunes of the nation around for good and help revive some key sectors of the nation’s economy. The role of women like Queen Amina, Mrs Ransome Kuti, Margaret Ekpo among many others in the positive development of the Nigeria must not be so quickly forgotten as to shut other women out of the space, rather it should be a motivation to encourage more women into the space especially in this critical time of the nation’s history.

He said that in line with its mandate, and in relation to the election security plans, they shall also be engaged in supporting the other arms of the Force in undertaking intelligence-led operations in areas identified as high risk in the threat analysis report. 162 stranded Nigerians in Libya arrive Nigeria Chukwuemeke Iwelunmo The National Emergency Management Agency NEMA has received another batch of 162 Stranded Nigerian Returnees from Libya. The Coordinator, Lagos Territorial Office of NEMA, Alhaji Idris A. Muhammed, received the returnees on arrival at Cargo Wing of Murtala Muhammed International Airport, ikeja at about 3:30 am on Wednesday via Libyan Airlines. The returnees consisted of 100 females including 4 pregnant women and 62 males with the analysis of the Returnees after profiling shows that 82 adult females, 13 children female and 5 infants female and 50 adults males, 4 children males and 13 infants males with 2 minor medical cases were brought back. The Coordinator while welcoming the Returnees them to be agents of positive change

A Lagos bound Air Peace plane P4 7121 yesterday morning returned to the Nnamdi Azikiwe International Airport Abuja shortly after takeoff following alleged bomb threat. Corporate Communications Manager, Air Peace, Mr Chris Iwarah in a statement said passengers commended the crew of Air Peace Flight P4 7121 for prioritising their safety and returning to the Nnamdi Azikiwe International Airport, Abuja after receiving information that there was an explosive on board the aircraft. However, the General Manager, Corporate Affairs, Federal Airports Authority of Nigeria (FAAN), Mrs Henriata Yakub said the passenger who raised the alarm has history of mental illness and is currently with the security agencies and medical experts for assessment. Iwarah who confirmed the incident, said the operating crew acted professionally and took the decision to return as a precaution. He attributed the false information to an intending passenger who was denied boarding after the crew suspected that he might be mentally challenged. “We confirm that Air Peace Flight P4 7121, Abuja-Lagos on Wednesday, January 30, 2019 returned to the Nnamdi Azikiwe International Airport, Abuja after the crew received information that there was a dangerous item on board. “In line with procedures and our high safety standards, the captain-incommand acted professionally, briefed passengers on board and took the decision to return as a precaution. The aircraft landed in Abuja without any incident and passengers disembarked normally to enable security personnel conduct a check. “Passengers on board the flight were screened a second time and the aircraft thoroughly checked. At the end of the exercise, the information was found to be a hoax as nothing was found on the aircraft.

The Chief Press Secretary (CPS) to Governor Darius Dickson Ishaku of Taraba State Alhaji Hassan Mijinyawa has been reportedly kidnapped by unknown gunmen along Bali - Gashaka road of the State. Confirming the incident, the State Deputy Governor, Engr. Haruna Manu, who spoke to our Correspondent through telephone, said the CPS left Jalingo yesterday (Wednesday) morning at about 6.30am to join his boss, Governor Ishaku who was already at the Mambilla Plateau (Gembu), headquarters of Sardauna Local Government Area in continuation of his state wide campaigns. The Deputy Governor, who condemned in strong terms, the spate of kidnapping across the country and the State called on Taraba people to pray for the release of Mijinyawa unhurt. Also, to have been abducted by the

kidnappers in the same venue, according to information gathered by our Correspondent was a foreign expatriate whose country of origin or name could not be ascertained by the time of filing this report. Speaking on the issue, the wife of the victim, Hajiya Sekina Mijinyawa, said her husband left home for Gembu in Sardauna Local Government Area at about 7.00 am Wednesday morning only for her to hear that he had been kidnapped. With tears dropping down her cheeks, she called on the kidnappers to temper justice with mercy by releasing her husband unhurt. She also appealed to the State Government and the various Security Operatives to tread extra legitimate paths to rescue her husband and other victims unhurt. One of the victims who narrowly escaped the scene said apart from the CPS and the Government official that were abducted, an

expatriate whom he said was on his way to one of the Internally Displaced Persons (IDPs) camps was also kidnapped. The escaped victim who gave his name as Yusuf Garba narrated how the kidnappers in large number, with AK47 took over the highway for several hours. He said the CPS and the other victims after being dispossessed of their belongings at gun point were made away into the forest by their abductors. When contacted, the Police Public Relations Officer (PPRO), of the Taraba State Police Command, ASP. David Misal said he was not aware of the kidnap saying, he didn’t have any details about it. As at the time of filing this report, Governor Ishaku and other top Government functionaries, who our Correspondent gathered, were in Mambilla Plateau campaigning ahead of the forthcoming elections are yet to make public pronouncements over the issue.

No fewer than two people were said to have lost their lives on Wednesday following an inferno at the Barracks area of the Mile-2 Badagry Expressway. The inferno which started at about 4:25 am, when a tanker carrying 33,000 litres of Premium Motor Spirit (PMS) fell and spilled its content at the bad portion of the road also burnt five vehicles. The incident which is not the first at that same spot has once again raised the concern of residents on the sincerity of the government to fix the road. According to the Acting Director, Lagos Fire Service, Mr Rasaki Musibau, the accident was primarily caused by three vehicles which included one IVECO Tipper Truck loaded with sand, one Mack Trailer loaded with Sumec and Elemax generating sets and one other unknown motor car which were stationed on the express road overnight.

Okebukola condemns plagiarism in Nigerian Universities Titus Akhigbe, Benin-City The former Executive Chairman, National University Commission (NUC), Prof. Peter Okebukola, said 60 percent of under graduates’ course projects in the Nigerian university system are plagiarised. Prof Okebukola stated this at the Edo State University, Iyamho during the commissioning of the CANVAS Learning Management System (LMS) in the institution. He said at times a whole project is either plagiarised or some elements in it are copy and paste, explaining that in those days they have detecting software that are embedded in the software which detect plagiarism. “Plagiarism means copy from somebody without attributing it to the person. Many of our students, even lecturers will just go to Wikipedia and copy the page and past it as if they are the authors. So when the lecturer, who may be because of the volume of the work could not go through, will say my students are brilliant not knowing that they are copy desk,” he said. Prof Okebukola noted that LMS will open the institution to the world, enhance the digital learning of students and staff, describing LMC as a system that allowed instructors to interact with students and monitored their attendance in class.

Appeal Court affirms decision refusing release of Metuh Int’l passport Andrew Orolua, Abuja

The Court of Appeal Abuja division on Wednesday dismissed the appeal filed by former National publicity Secretary of the Peoples Democratic Party (PDP), Chief Olisa Metuh challenging the refusal of the Federal High Court to release his international passport to enable him travel abroad for medical treatment. The Court of Appeal in a unanimous judgment said the appeal was a gross abuse of court process, as similar appeal by Metuh and his Destra Investment Limited had earlier been refused. Delivering the lead judgment, Justice Abdul Aboki said that there was nothing in the instant appeal different from Metuh earlier appeal that was dismissed by the Supreme Court for lacking in merit. “Nothing in the court record to show that the trial Court judge who refused to release the appellant International

passport to enable him travel abroad for medical treatment was bias”, he held. He said the appellant prayer was “reckless and unpardonable abuse of process” particularly when there is nothing in the record of proceeding to show that the trial court wrongly evaluated the evidence before it. “There must be concrete evidence to show that the court was bias. Is on record that this case had suffered several adjournments granted to the first defendant and failure to attend trial.” “The appellant appeal totally lacks merit and is hereby dismissed. The ruling of the trial court is hereby affirmed,” Justice Aboki held. Chief Metuh had approached the Appeal Court challenging the refusal of Justice Okon Abang of the Federal High Court in Abuja to release his international passport to enable him to travel to a London Hospital for a scheduled surgery. In his appeal, predicated on 12 grounds, the former PDP spokesman complained

that Justice Abang “manifested obvious bias” against him by failing to exercise his discretion judicially and judiciously when he dismissed his application based on “imaginary facts not borne out of the facts” in the application, thereby occasioning a miscarriage of justice. The appellant also complained that Justice Abang erred in law and misdirected the court by dismissing his application to travel abroad for medical treatment on unfounded claims that he had been employing delay tactics to frustrate proceedings. The appellant further complained that Justice Abang, strayed away from the application before the court and accuse him of acting a script, using illness to frustrate early conclusion of the trial and having a hidden agenda, and without any evidence, relied on them to dismiss his application. Justice Aboki in his judgment yesterday affirmed the ruling of the trial Court judge.

Former National Auditor of the Peoples Democratic Party (PDP), Barr. Ray Nnaji has flayed the presidency for suspending the Chief Justice of the Federation, Justice Walter Onnoghen. Nnaji who addressed newsmen in his office in Enugu Wednesday, said that the suspension of the Chief Justice smacks of corruption and irresponsibility on the part of the executive. “The suspension of Onnoghen on the CCT exparte, was the highest height of irresponsibility and it is corruption personified,” Nnaji said. According to Nnaji who was the commissioner of Sports in Enugu State, the suspension is capable of having a negative effect on democracy in Nigeria. He wondered how a government which said they would obey the rule of law would turn round to violate the rule by suspending the CJN unilaterally without recourse to the National Judicial Council, NJC and the National Assembly, NASS. Nnaji listed court orders the government had neglected in the past like in the case of El Zak Zakky and former security adviser, Dasuki but only to obey the Code of Conduct Tribunal, CCT order to suspend a judicial officer.

NDLEA seeks inter-agency cooperation Short News in war against drug abuse Alleged false information: PDP asks

The National Drug Law Enforcement Agency (NDLEA) on Wednesday called for cooperation among relevant agencies in the fight against drug abuse among Nigerian youths. The NDLEA Commander in Edo, Mr Buba Wakawa, made the call in Auchi at the maiden Drug Awareness Quiz Competition for Secondary Schools in Etsako West Local Government Area (LGA) of Edo. “It is important for relevant agencies to work together to effectively tackle the problem of drug abuse among Nigerian youths. “Such cooperation would go a long way towards effectively tackling the different aspects of drug abuse among our youths,’’ he said. Wakama said that the command would not relent in its efforts to stamp out the menace of drug abuse in Edo, adding that a continuous campaign would be staged in the state to achieve the goal. “Drug abuse among our youths is almost like a war, which could wipe out three generations if we are not careful. “While government is doing its best to curb the importation of illicit drugs into the country, parents should also do their best to control their children and wards

from indulging in drug abuse. “The public needs to understand that they should also support the NDLEA in tackling the menace of hard drugs,’’ he said. Mr Yakubu Musa, the Chairman of Etsako West LGA, urged Nigerians, especially parents and guardians, to pay adequate attention to the upbringing of their children and wards, describing youths as one of the most vulnerable groups in the society. “Our local government will mobilise all our students to stay out of drugs; we will bring those who are already addicted out in our campaign so as to let them know the adverse effects of drug abuse. We will also teach them how to stay out of drugs. “From homes to schools and every other place, we will stage the campaign. Through the campaign, our people would be able to adjust and know the dire consequences of being a drug addict,’’ he said. Also speaking, Mr Bolaji Adisa, the NDLEA Commander in Auchi, said that the drug awareness quiz competition was to educate the youth on the dangers of drug abuse and its consequences on human health.He said that five schools,

out of the 28 schools that initially participated in the quiz contest, were shortlisted for the final stage. “The programme was conceived and initiated because of its direct benefits to the students. “Our intention is to make these children to work harder and be serious with their studies; we also want to make them ambassadors of the enlightenment campaign on drug abuse in their various homes and communities. “This can only be achieved if they themselves know what the scourge is all about and the negative consequences of illicit drugs on our people. “The positive results in our society, which we expected, are already coming of this quiz competition, and this lends credence to the fact that when a solid foundation is laid, the future is certainly assured,’’ he said. News Agency of Nigeria (NAN) reports that Ughiole Secondary School emerged the winner of the quiz competition with a score of 17 points, while Jattu Senior Secondary School came second with 15 points. Afashio Mixed Secondary School secured the third position with 14 points.

The Peoples Democratic Party (PDP) has asked the Federal High Court in Benin City to disqualify Mr Patrick Obahiagbon, who is the All Progressives Congress (APC) candidate, from contesting the Edo South senatorial election scheduled for 16th February 2019. The party’s prayers are contained in suit No. FHC/B/CS/5/19, brought before the court and dated 23rd January 2019, with it as plaintiff, Mr Obahiagbon and the Independent National Election Commission (INEC), as 1st and 2nd defendants. The plaintiff’s ground for asking the court to disqualify the 1st defendant are, one, that he, “supplied false information on oath to the 2nd defendant in the INEC form CF001 at Part B paragraph A thereof by virtue of the provision of Section 31(6) of the Electoral Act 2010 (as amended)”. The plaintiff also says that, “Exhibit C which forms part of Exhibit B i.e. the 1st defendant’s 2007 INEC form CF001 conclusively show that the 1st defendant was born on 12th April 1960, contrary to the false declaration in Exhibit A”. The plaintiff is relying on the two sets of sworn affidavits of support of personal particulars which the 1st defendant submitted to INEC in 2007, with his date of birth as 12th April 1960 and in 2018 where his date of birth is 12th April 1964.

Troops’ welfare: Army inaugurates agent banking services in barracks

The Nigerian Army has inaugurated agent banking services for its personnel at the 20 Battalion barracks, Serti Baruwa in Gashaka Local Government Area of Taraba State. The Chief of Army Staff, Lt.-Gen. Tukur Buratai, said the initiative would bring banking services closer to the personnel and their families. S/Court case: Stop being mischievous, Sen Olujimi tells APC caucus

Senate Minority Leader, Senator Biodun Olujimi, has advised her colleagues in the All Progressives Congress (APC) Caucus to stop spreading misleading information about how Senate decision to file a case in court is taken and who can authorize such a decision. Olujimi, in a reaction to the statement credited to Senate majority leader, Ahmad Lawan, in which he dissociated the APC Caucus from the decision of the Senate to seek the interpretation of the law in the Supreme Court on whether President Buhari acted within his powers under the Constitution in suspending the Chief Justice of Nigeria, Hon. Justice Walter Onnoghen, stated that it is usually the prerogative of the presiding officer to decide whether an issue concerning the chamber should be referred to the court for adjudication and that this position is supported by precedents. In a statement signed by the Senate Minority Leader, Senator Biodun Olujimi, she said: “I am surprised that a few of my colleagues in the APC Caucus are spreading disinformation that they were not party to the decision to file a case seeking interpretation of the provision of the constitution concerning the President’s decision to suspend the CJN.

AfCFTA: MAN reiterates stand not to sign Africa free trade agreement Joy Obakeye The Manufacturers Association of Nigeria (MAN) has reiterated its stand that the Federal Government of Nigeria should not to sign the African Continental Free Trade Area (AfCFTA), so as to save Nigeria from being a dumping ground for foreign goods. The President, Mr. Mansur Ahmed, who is also the interim Chairman of Africa Manufacturers Association, restated the position of the association at the 2019 Edition of the MAN Annual Media Luncheon for Commerce and Industry Correspondents in Lagos. Ahmed urged the government to withhold its assent to the agreement pending the completion of the ongoing assessment to determine its likely impact on the manufacturing sector and the economy at large. He said, “the position of the association is that the government should not sign the framework agreement until wide-reaching sensitisation and proper assessment are conducted on its impact on the economy and the manufacturing sector. Our advocacy on AfCFTA is yielding desired results and as you are aware, Nigeria is yet to sign the framework agreement. MAN is a functional member of this committee that is billed to submit its report to the President in early February. “In addition, MAN, being a proactive organisation that strongly believes in evidence-based advocacy commissioned a sector-specific study on AfCFTA. We have shared the study, full report and fact sheets on the highlights of findings with the Presidential Committee on AfCFTA. “We are confident that the eventual position of Nigeria on the AfCFTA Framework Agreement would be well articulated in a fresh National Negotiation Mandate that is in the best interest of the manufacturing sector and indeed the Nigerian economy. The position would pay utmost attention to emerging issues on AfCFTA and ensure that the industrial aspiration of the country is not compromised on the platter of free trade.” AfCFTA is a free trade area being outlined in the African Continental Free Trade Agreement by 49 out of the 55 nations in African. If the agreement is ratified, the free-trade area will be the largest in the world in terms of participating countries since the formation of the World Trade Organisation. The agreement was brokered by the African Union (AU) and was signed on March 21, 2018, by 44 of its 55 member states in Kigali, Rwanda. Nigeria is yet to sign the agreement.

US TSA begins audit of Lagos airport Chukwuemeke Iwelunmo A three-man United States Transportation Security Administration (TSA) team has commenced a routine assessment of Murtala Muhammed International Airport (MMIA), Ikeja. The team’s visit is to observe the implementation of Aviation Security (AVSEC) measures and to also conduct an inspection on recommended TSA security procedures for its air carriers (Delta Airlines). The TSA’s Annual Airport Assessment visit which has since commenced will end 1st February 2019. Members of the TSA team are Laura Loya (team lead), Edward Cloniger and Mitch Mankowski. It will be recalled that the team came on a similar assessment visit last year. As a matter of policy, the Transportation Security Administration of United States of America on an annual basis visits countries where American airlines operate. While welcoming the team at the Aviation House, Director General of the Authority, Capt. Muhtar Usman promised NCAA’s cooperation and support towards accomplishing their assignment. He expressed the Authority’s readiness to close in real time any open items that may be noticed. Safety and security is the most crucial element of civil aviation, NCAA will continue to collaborate with stakeholders in ensuring safe and secure flight operations.

CBN issues fresh directive on e-payments, pledges more funding for ABP Motolani Oseni The Central Bank of Nigeria (CBN) has issued a fresh directive for the commencement of the end-to-end electronic payment of salaries, pensions, suppliers, and taxes. This is even as the apex bank has pledged to increase the funding of the Anchor Borrowers Programme (ABP) due to the success of the programme in the North East. The CBN issued the directive in a circular posted on its website and signed by Mr. Sam Okojere, Director of Payments System Management Department. The apex bank said the directive would help to enhance the adoption of electronic payment while ensuring stability in the payment system. The regulator said further to the implementation of the guideline, commercial banks were to dishonour payment instructions

not transmitted through a bank’s approved electronic payment and collection platform. It said that the new system meant payment instructions and associated schedules would no longer to be transmitted to banks through unsecured channels by qualifying public and private sector organisations. The apex bank added that enforcement of the directive shall be effective from the date of the issuance of the regulation. The objective of the end-to-end electronic payment of salaries, pensions, suppliers and taxes initiative is fully aligned with the core objectives of the National Payment System, Vision 2020 (PSV2020). PSV2020 is to ensure the availability of safe, effective and efficient mechanisms for conveniently making and receiving all types of payments from any location and at any time, through multiple electronic channels. This will reduce the time and costs of transactions, minimise leakages in revenue receipts and at the same time provide reliable

audit trails, thereby making the Nigerian payments system align with international best practices. Meanwhile, Mr. Edwin Ezelu, CBN Deputy Director of Development and Finance, la at a formal ceremony marking the repayment of the ABP loan given to the North East Commodity Association (NECAS), said in light of the success of the ABP, with the repayment of N1.5 billion and the cultivation of 37,904 100kg. bags of maize, sorghum, rice and soyabeans, which is equivalent to 3,709 tonnes, by farmers under NECAS. Ezelu reiterated the commitment of the CBN in ensuring the timely release of funds to farmers, particularly those who had proved their worth, adding that the bank’s resolve was aimed at facilitating the achievement of the Federal Government’s plans to boost the country’s food security and agricultural value chain. “Since 1977, CBN has been carrying out interventions in the agricultural development

of Nigeria. “As part of efforts to tackle the challenges confronting agriculture, agribusiness and smallholder farmers, who are the drivers of the nation’s agricultural value chain, the Anchor Borrowers Programme was born,’’ he said. Ezelu stressed that the CBN would not relent in its efforts to support the country’s farmers, saying that ABP was part of bank’s strategies aimed at creating scientific solutions to the challenges facing Nigeria’s food security. He said that the North East success story would serve as an eye-opener to farmers while encouraging them to embrace the programme in efforts to expand their farming activities and boost food production. “It has become imperative because it is aimed at creating economic linkages between smallholder farmers and reputable largescale processors, with a view to increasing agricultural output and significantly improving capacity utilisation of integrated mills’’, he said.

BudgIT demands actions from oil &gas regulatory bodies over Temitope Adebayo Following the release of the audit report of the oil and gas industry for 2016 by the Nigeria Extractive Industries Transparency Initiative (NEITI), BudgIT has demanded that the industry regulatory bodies stepped up performance over fiscal prudence. NEITI, a body that shoulders the task of improving transparency and accountability in the management of revenues from natural resources, while BudgIT is a civic organization that applies technology to intersect citizen engagement with institutional improvement, to facilitate societal change. The civic group, which gave this charge in a document obtained by The Daily

Times, stated that its position on the need for improved revenue reporting was based on critical assessment and analysis of the sector. Specifically, BudgIT reported that there were three cases of under-remittance in the first quarter of 2016 in which unit prices and crude values on the sales invoice were higher than the recorded figure in the sales profile, amounting to an aggregate revenue loss of $7.82 million. In addition, the CSO stated that from its analysis, this revenue loss could be used to build and equip almost 500 hospitals in oil-rich but devastated communities in the Niger Delta region. Similarly, the group in a statement issued by its Communications Associate, Shakir Akorede, on the report findings

alleged that the NNPC failed to apply market rate as advised by the CBN to convert the sales proceeds received in US dollars for domestic crude sales. BudgIT pointed out that this failure resulted in a revenue loss of N260.43 million while an under-remittance of N4.02 million was also observed in 2015 due to similar practices. Similarly, the group also found that losses arising from crude oil theft and sabotage in the upstream and downstream sectors amounted to $869.02 million and $3.55 billion respectively. This is even as it reported that in 2016, 23 companies incurred a liability of $3.63 million on gas flare penalty, an amount which, it noted, could be expended on four research and development (R&D) projects

in the oil and gas sector. Worried by unwholesome losses, BudgIT called on all entities that had been identified with outstanding issues to resolve them immediately as some of the issues have not only persisted but have also escalated over the years. Commenting on the report findings, BudgIT’s Principal Lead, Gabriel Okeowo, said: “We are charging all regulatory bodies of government to wake up to their responsibilities in ensuring compliance with the rules of engagement. “If properly structured back into the economy, the huge amount that goes down the drain, courtesy of these issues, will go a long way in contributing to the economic recovery and growth plan of the federal government”, he added.

The General Secretary of AUTOBATE, Comrade Sola Olorunfemi said that the association recommends that radical changes should be made on the automotive policy and the status quo should be maintained on the import tarrif to encourage local production which in turn will boost the local economy. According to him, the government should take

serious steps to rejuvenate and renationalise industries that are inter-dependent on the Automobile industries such as the Steel and Petrochemical industries. “There should be regulations in the Automotive sectors such the productions will meet the need of Nigeria working-class people in a principled manner.” He further stressed: “It should be made mandatory for government institutions and agencies to patronize locally assembled vehicles. “Power supply is key to production and the Government has to address the epileptic state of Power. We think that renationalisation of the power is important to achieve that.” It would be recalled that the Comptroller General, Nigeria Customs Service, Col. Hameed Ali (Rtd), in his speech, made it known that the reduction of the Levy will discourage smuggling, but it must be known

that before the recent Automotive policy smuggling has always been a problem. We sympathise with the position that smuggling of vehicles is terribly wrong on many grounds beyond the economy. And we agree government should double the commitment to engage smuggling. Fundamental to that is for the nation to have successful local productions with maximum government regulations so the productions will meet the need of Nigerians. By reducing the levy, at best there will be massive importation of all sorts of vehicles and the local assembly plants will be massively affected. That will have adverse effects on the economy particularly unemployment rate will increase because many other sectors will be affected and pollution will be another great danger because a bulk of the vehicles will be used vehicles, yet history

has shown that smuggling will still continue. Similarly, the Director-General of Lagos Chamber of Commerce and Industry (LCCI), Muda Yusuf, in his defense stated that the hike in import duty and levy has hugely affected business. Then he proposed a reduction in levy and maintaining the incentives to the local assembly plant. That proposal equally cannot work for a reason similar to the above. It can be observed that with the current incentives and fiscal policy on importation, the local production is still dragging, partly because the Automobile market is still filled with imported vehicles and the existing NAIDP need to be developed upon. Mr. Yusuf proposal implies that there will be massive importation and the local assemblies will shut down, thereby making Nigeria biggest depot of used vehicles.

Patrick Okohue A senator and member of the Zamfara State chapter of the All Progressives Congress (APC), Kabiru Marafa, has blamed his party, for the current crisis rocking it in Zamfara State, saying he does not now give a damn if the APC loses elections in Zamfara State. Marafa accused the party of controlling the actions of its members since the inception of the 8th Senate. The lawmaker whose statement is coming few days after he hailed the judgment of a Federal High Court in Abuja which upheld the Independent National Electoral Commission (INEC’s) rejection of Zamfara APC candidates saying it would not allow the ruling APC to field candidates in Zamfara because the party failed to conduct primaries before the deadline stipulated. This was because the party failed to meet the October 7 deadline for conducting primaries to elect candidates for the elections. Some members of the APC in the state had approached the court challenging the decision of INEC. They argued that the APC conducted primaries which produced current Governor Abdulaziz Yari as a senatorial candidate and his commissioner of finance, Shehu Idris, as the governorship candidate, among others. Two courts had given conflicting rulings on whether INEC can accept candidates presented by the APC for Zamfara elections. A Federal High Court in Abuja ruled

that the governing APC did not conduct primaries in the state and should not be allowed to present candidates for the electoral contest Addressing journalists at the National Assembly on Tuesday, the lawmaker explained that the APC, from beginning, had told them who to vote for. “There’s a limit of my loyalty to the Senate can go. My loyalty first and foremost is to my God then to my people. APC is not a religion. So if APC decides the worst candidate is best than other candidates from anywhere, I will respect them and expect them to do that because they’re in politics to field the candidates and win elections. But that cannot be true to me. “Even if APC lose in Zamfara State, I don’t give a damn. The crisis that we are in today started with the APC itself. When we assumed the 8th Senate, APC said these are the people we want you to vote as your leaders. Some of us felt that this is the property of APC. “The same people we are fighting today reneged, said they won’t do it and that was the beginning of this crisis. APC asked us to vote Ahmad Lawan as President of the Senate and we stood hell bent that APC must have its way and this people said no. They acted in disobedience. “Some of us are closer to Saraki than many of them, but we obeyed the party and today the people that made us to take that line of action are silent. Nobody cares about us. Nobody is talking. Some of them ganged up. There is a massive gang up to all of us today,” he said.

AC Milan keen to sign Victor Osimhen for €15m AC Milan reportedly keen on signing Charleroi starlet Victor Osimhen and could snap the Nigerian up for €15m, according to highly respected Italian website Tuttomercatoweb. Emmanuel Amuneke gets CAF U-20 AFCON technical study group role

Tanzania coach, Emmanuel Amuneke, has been handed a CAF Technical Study Group (TSG) role by the Confederation of African Football (CAF). Amuneke led Nigeria’s U-17s to trophy-success at FIFA U-17 World Cup – Chile 2015, and has performed similar TSG role for the World Football governing body, FIFA, during the 2018 World Cup finals in Russia. “I’m going to Niamey, Niger Republic, for the U-20 Nations Cup”, the former FC Barcelona winger newsmen. “Tanzania is not participating in the U20 AFCON. I’m going as a CAF Technical Study Group member. “Yes, CAF has appointed me as a member of their TSG and that’s why I’m traveling (to Niger).” Amuneke’s coaching profile has continued to soar after an illustrious playing career that spanned through Julius Berger of Lagos, Zamalek of Egypt and FC Barcelona of Spain, amongst other top clubs. 34 years after, Buhari still the same On this same Thursday, 31st January, 1985, 34 years ago, Daily Times reported that then Nigerian military dictator, Major General Muhammadu Buhari told members of the Nigerian Armed Forces that there was no money anywhere for people to spend any how they like as the economy of the country was already battered by the out-gone civilian administration led by Alhaji Aliyu Shehu Shagari whom Buhari and his gang overthrew. According to Daily Times, Buhari made the statement the previous day while addressing a joint parade of members of the Nigerian Army, Air-force and Police at the headquarters of the 31st Airborne Brigade, Makurdi. The Head of State said that the government will be on tight budget for two years because of the realities of the economy therefore the Armed Forces should be conscious of the way they spend money, adding that they were the beacons of the administration and therefore should show positive light by curtailing excesses. He told them that the Armed Forces will not buy new weapons and other materials but only maintain existing ones, adding that they should live according to their means as the Federal Government would not provide them with amenities outside what is provided in their conditions of service. On the training of their children, Buhari told them it was better to have only the number of children they could cater for because government will not play any role in their children’s education outside the schools provided for them in the barracks, charging them also to train hard, avoid trouble and take their extraregimental duties seriously since they were in a military government. That was 34 year ago. In this 2019, Buhari is back as Nigeria’s leader after winning the 2015 presidential election. Like he did in 1985, Buhari has been blaming the administrations before him for the failure of the economy. He has again been warning against frivolous spending and still asking people to tighten their belts; and as was the case in 1985, things are

very difficult in the country with citizens facing untold hardship. To his credit though, Buhari has been making efforts, at least by words of mouth and threat against stealing and wastages of public funds. But the question still remains- ‘are those serving under Buhari deterred by his warning and threats against corrupt practices or is Buhari the only crusader against corruption while his aides are stuffing their pockets with illicit funds? This is just a question. A n o t h e r question that many have asked is, ‘why is Buhari always coming to power when the economy is bad? Is it his destiny to always inherit bad economy and bad situations in the country? Away from Buhari as a person, when will Nigeria experience season of prosperity and abundance? At what time in our national life are we going to be told by our leaders that we can now enjoy our lives to the fullest?
