Speaking on the issue, Comrade Lucky Izebhokun, Chairman, Joint Action Committee, NCAA and chairman NUATE, NCAA branch, made it clear that NCAA management would be looking for trouble if they do not promote the staff of NCAA by the end of this year. Comrade Izebhokun, who hinted that the anxiety is so high while a lot of people have been highly discouraged in the system, said that there is the possibility that the aggrieved workers would pour out their mind on January 2, 2019. Izebhokun said: “Now, the Management has so much relegated the staff of NCAA so much so that they will be employing, doing secondment and transfer of people from other organisations to come and boss us. We have had issues with people being transferred from NAMA especially, because there is no promotion in NCAA, you will see now bossing the people in NCAA, we have told Management that we can no longer accept that”. “We wrote them, we have to do due diligence, we wrote them and told that within the next three weeks, if you do not give our people promotion, we are talking about promotion from level 14 to 15 and 16 that is senior management cadre, if you don’t promote them, there will be serious issues”, the union leader added. He said if the union fails to curtail this excesses for this senior cadre, it will start spiraling down to the lower cadre, and time may come when there will be no vacancy for levels 12, 13. Stating that the union had written NCAA management on the issue without any response, Izebhokun queried how other parastatals in the aviation industry are getting their promotion, just as he suggested to NCAA staff to pass a vote of no confidence on the leadership of NCAA come 2nd of January 2019. On his own part, Comrade Ayodele Shofolahan, Chairman, ATSSSAN NCAA branch, confirmed that the
issue of staff promotion in NCAA is already generating a lot of anxiety and that the issue has been delayed for long. Comrade Sofolahan said: “We have been on this issue for the past one year and we have not seen any good result. We have given the Management of NCAA ultimatum to either get this promotion done or we declare a state of emergency. “How do we go about this state of emergency? We have discussed with a lot of people but what we are going to do now, we have to force Management to conduct promotion exam without the Organogram, that’s what we will do, we will force the Management of the NCAA to conduct the promotion exercise without waiting for the Organogram because the Organogram is long overdue. So we cannot be waiting because Ministry can write letter for some other things but the one that concerns us here they cannot write letter, so if Ministry want to give somebody acting promotion, the letter will come quick but when it comes with the issues of promotion letter, the letters are not forthcoming, so what is the issue? “I have asked the management, we have asked the Ministry, what the issue is, we need to know the issue, why are the letters not coming out, so we want to know”. He lamented that a letter of ultimatum was given to the NCAA management to follow it up in Abuja but up till now, the unions have not seen any result while the ultimatum had elapsed on the 21st of December. In his reaction, Sam Adurugboye, General Manager, Public Relations of NCAA, said NCAA is known for industrial harmony and that management and the unions have always been on the same page. According to him, he believes that both parties will reach a compromise very soon because from 2000 till date unions and management always sit down together and discuss. Adurugboye said: “The good thing about NCAA management is that they appreciate that the human resource ...we do not award
contract, no capital project, the capital project of NCAA is the human resource, so we spend about 70% of our budget annual on human resource, so if for once they are raising an issue, I believe they will resolve it as we have always done. So to me, it’s not a threat, they will definitely sit at a point and reach a conclusion”. On why the management allowed the promotion to take this long, Adurugboye said: “This issue arose from change also, because promotion in NCAA even public service generally before used to be automatic thing sort off, three years you are automatically promoted until the management felt No, let’s do some innovation, let people sit for exams, let them pass, let them justify that they can cope with the next stage, apart from that, it’s not automatic, also let there be a vacancy. For example, if you are moving people to the next stage, is there vacancy and all this are in black and white, so if there is vacancy and you did not promote people it is a different thing and if you have about 10 people that are due for promotion, maybe to a GM level or a DGM level and we only have two DGM office there, so how do you promote people there? So, there has to be vacancy, it is not that it’s automatic. It’s stated in the condition of service too, so these are the issues that they will sit down and discuss. It’s not a question of maybe pay, pay is not an issue now but again, it’s also an issue. “If you are promoting people, you calculate what it will cost you. Meanwhile, NCAA is not a revenue generating agency, its only cost recovering and it is the passenger, the more people fly, the more we have 5% and this 5% is not only going to NCAA other agencies are sharing in it as spelt out in the civil aviation Act. So whatever comes, if it goes up, we have more and will be able to take care of the anticipated increase. So for me, I believe that the management will definitely sit down and discuss because we don’t have any other thing we rely on apart from our human resource and NCAA staffers have been carried along to the point that they know what is coming in”, the GM said.

Until his death, Mr. Obigwe was the Property Manager of the company at the operational headquarters, AgidingbiIkeja, Lagos. He first served as the Special Assistant to the Chairman (Special Duties) at Folio Communications Plc. Upon successful bid and acquisition of The Daily Times by Folio Communications in 2004, Mr. Obigwe was seconded to The Daily Times where he assumed duties as the
Property Manager, a position he held until his death. A good team player and social mixer, Mr. Obigwe is fondly remembered for his personal interventions to relatives, friends and even strangers. He is fondly called “Johnny B. Good”. The remains of Mr. Obigwe shall be interred in his family premises, Umuatolu, Umueri in the Anambra East Local Government Area of Anambra State on the 3rd day of January, 2019. This will be preceded by a Requiem service at the Immanuel Anglican Church, Umueri same day. Mr. John Obigwe is survived by his family, relatives, friends and well-wishers. Etisalat, Keystone Bank shareholding: Investors slam PDP over false claim Motolani Oseni, Lagos Due to incessant allegation by the Peoples Democratic Party (PDP) that President Muhammadu Buhari’s family has ownership of shares in the Etisalat Nigeria and Keystone Bank, a group of investors in Lagos State, under the leadership of Mr. Michael Akekehgon, has condemned the claim, saying sale of both institutions followed due processes with the involvements of industry’s regulators. For instance, after about a year of back and forth struggle, process of selecting a preferred bidder for the sale of 9Mobile, formerly Etisalat, the Central Bank of Nigeria (CBN) and Nigerian Communications Commission (NCC) jointly, in their roles as regulators, opted for an innovative approach to deal with a distressed company - 9mobile operated by Emerging Markets Telecommunications Services Limited (EMTS) which its predecessor, Mubadala Group, Etisalat International brand pulled out of the country due to massive debt. Speaking further, the serial investor, Mr. Akekehgon told The Daily Times that the CBN in collaboration with the NCC, had in July 2017 appointed a Board of Directors chaired by Dr. Joseph Nnanna, the Deputy Governor of the Central Bank of Nigeria, to oversee the affairs of the company pending the completion of regulatory due diligence of the bid documents submitted by Teleology and sixteen others for its acquisition. He explained that Barclays Africa
superintended the bid process, adding that there was no way the sale process could have been doctored as claimed by the PDP, because the entire procedures were open and plain, hence, the emergence of Teleology Nigeria Limited, who has since completed payment of $301 million to acquire 9Mobile. He, however, advised the aggrieved persons, group or political parties to approach appropriate agencies to verify their claims. “Whoever that is in doubt of the ownership structure of both Etisalat and Keystone Bank, have the liberty to verify his or her claim at the CAC. “In fact, the last payment of $251.1 million to complete the total sum of $301 million to perfect the full takeover of the mobile network operator was sourced from Afreximbank,” he said. The new owner of 9mobile had said: “Teleology is pleased to announce the constitution of a new Board of Directors for Nigeria’s multiaward-winning telecommunication company, 9mobile, following the successful completion of the tenure of the former Board appointed by the Central Bank of Nigeria (CBN) and in fulfillment of the consequential transfer of final ownership to the new investors, Teleology Nigeria Limited.” “We thank all out-going members of the Board for helping to shepherd 9mobile through the critical transition phase it has passed through since July 2017 and wishes them the very best in their future assignments. “For us, the composition of the new Board of Directors is another significant milestone, and this follows the issuance of final approval of no

The PDP presidential candidate had demanded a probe into the ownership of Etisalat Nigeria and Keystone Bank. Abubakar, in a statement by a spokesperson, Phrank Shaibu, said the call was necessary, “in view of reports that members of Mr. Buhari’s family now own substantial share in Etisalat Nigeria, which has an estimated $2 billion (about N727 billion at 360 per dollar) of its estimated $20 billion global net worth.” The PDP campaign council, in a statement signed by its director, media and publicity, Kola Ologbondiyan, said that Buhari should perish the thought of going ahead with his reelection campaign without clearing what he described as a pertinent issue, because it directly bothers on his integrity, both as a person and the exalted office of the president of the Federal Republic of Nigeria. “The PDP Presidential Campaign challenges President Buhari to explain how his family members came about the sum of N1.032 trillion for this scandalous acquisition,” Ologbondiyan said in a statement. He said Nigerians are not interested in “mere rhetoric or attempts by the Buhari Presidency to divert public attention from the issue at hand, but demand that President Buhari, who hitherto, prides himself as Mr. Integrity, squarely addresses these grave issues in person.” “This is not an issue for President Buhari’s aides to howl about in the media, it touches directly on his person, particularly his perception as a symbol of the Talakawas. But in a swift response to the allegations by the PDP campaign organisation, spokesperson of the Buhari Presidential Campaign Organisation, Festus Keyamo, in a statement sent to The Daily Times accused the PDP of a plot to release a series of wild, unsubstantiated allegations against the president and vice president, Prof. Yemi Osinbajo, including their friends and family members, in the next few weeks. “With the latest revelation,” he said, “the said shares are preferably linked to relatives of Alhaji Atiku Abubakar, it has become a case of the thief calling the farm owner the thief, as the Yoruba would say, in a popular proverb. “These impending wild allegations would naturally border on corrupt practices, without any evidential basis.” Keyamo said the purpose is to attempt to dent the greatest forte of the president and vice president, which, according to him, is their integrity, ahead of the 2019 elections. He said the latest tactics of the main opposition is premised on the following grounds: “Since their stuttering campaigns started, they have felt the pulse of Nigerians and realized Nigerians have not forgotten their misdeeds of 16 years while in office. “They have decided to run a
campaign of “we-are-all-corrupt” rather than defend their sordid records of merciless looting of the public purse, which has brought us to where we are today. “The aim is to push Nigerians to equate an Alhaji Atiku Abubakar with President Muhammadu Buhari on matters of corruption. They want to deceive Nigerians to think that the 2019 elections is a choice between two “corrupt” persons. “By repeating the lies a million times, they aim to get Nigerians to begin to give some serious thought to the lies. Commenting on this development, the Senator representing Kaduna Central, Shehu Sani, has proffered solution to verifying President Muhammadu Buhari’s alleged acquisition of Etisalat Nigeria and Keystone Bank Plc. Buhari is said to have acquired mouth-watering shares in Keystone Bank with total assets of $1.916bn, as well as purchasing about N3 billion worth of shares in the new Pakistani Islamic Bank. Reacting, Sani took to his Twitter page urging Etisalat and Keystone to publish names of shareholders. According to him, this is the only way to settle the allegations raised against Buhari. “Given the moral dust raised by the questions on the shares of the two firms now on the scale of integrity, Etisalat and Keystone should publish the full names of their shareholders, to exhale the billows of smoke and clear the dark clouds hanging over the landscape of our nation”, Sani wrote. However, there are questions in need responses, because in our fact findings, we discovered that 9mobile acquired Etisalat for $50 million or (N18.1bn) at a conversion rate of N362 to a dollar, but the confusion here is how can Buhari’s family have shares worth a whopping N727 billion from company currently valued at N18.9 billion in both assets and liabilities? Also, Keystone Bank in its latest financial report, put the value of the bank at N57.6 billion. If there is outright acquisition today, the value of the bank cannot be higher than N65 billion. So, how can Buhari’s family own share worth of N307.5 billion in a bank that is worth an extrapolated amount of about N65 billion?

SERAP seeks UN intervention over FG failure to end ASUU strike Andrew Orolua, Abuja
Socio-Economic Rights and Accountability Project (SERAP) has petitioned two UN special rapporteurs to “prevail upon the government of President Muhammadu Buhari and the leadership of Academic Staff Union of Universities (ASUU) to reach an agreement to end the ongoing strike action by ASUU. SERAP said ASSU continued strike has adverse consequences on the right to higher education, specifically university education, as guaranteed by the International Covenant on Economic, Social and Cultural Rights, to which Nigeria is a state party.” In the urgent appeal dated 28 December 2018 and signed by SERAP senior legal adviser, Bamisope Adeyanju, the organisation said: “By failing to prevent and end the ongoing strike action by ASUU, the Nigerian government has defied and breached the explicit requirements of the right to equal access to higher education by Nigerian children and young people, under article 13(2)(c) of the International Covenant on Economic, Social and Cultural Rights.” The appeal sent to Ms. Koumbou Boly Barry, Special Rapporteur on the right to education and Professor Philip Alston, Special Rapporteur on extreme poverty and human rights, argues that: “The failure by the Nigerian government to reach an agreement with ASUU has also implicitly made access to higher education a privilege of the rich and well-to-do rather than a right of every Nigerian child and young person, as students in private schools continue to attend classes while those in public universities stay at home”. According to SERAP, “the failure to end the ongoing strike action by ASUU is also a fundamental breach of the right to higher education without discrimination or exclusion, as
strike actions continue to penalise economically disadvantaged parents who have no means or lack the capacity to pay to send their children to private schools. The urgent appeal read in part: “The obligations of the Nigerian government to create the conditions necessary for the enjoyment of the right to education include to take preventive measures to address the root causes of strike action by ASUU and to take steps to end any strike action in a timely manner when it occurs.” “It is the responsibility of the government to preserve and strengthen education as a public good and a matter of public interest. Without the urgent intervention of the Special Rapporteurs, the ongoing strike action by ASUU would continue and this would continue to impede access to university education for the poor and marginalised.” “SERAP is concerned that Nigerian students in public universities have suffered many years of academic disruption as a result of the failure of successive Nigerian governments to address the root causes of strike action by ASUU and to timely reach agreement to end strike action and its devastating consequences on the right to equal and quality higher education.” “Persistent strike actions in the education sector have continued to cause disruption of classes and undermine both the quality and duration of students’ education.” “We note that the right to strike is one of the fundamental means available to workers to promote their interests. However, we are seriously concerned that the failure by both the Nigerian government and ASUU to make substantial progress in negotiations and reach amicable settlement to end the unduly prolonged strike action has undermined the right of Nigerian children and young people to higher education.” “The ongoing strike action by ASUU in Nigeria if not urgently
addressed would continue to have grave consequences for the youth of our country as well as the country’s development and progress as a whole.” “Universal access is an essential prerequisite for the exercise of the right to education. But the failure by the Nigerian government to end the strike action by ASUU has contributed to denying students from disadvantaged backgrounds equal access to university education, as these students are unable or lack the capacity to pay to access private schools.” “This situation has aggravated existing disparities in access to university education in the country, further marginalizing economically disadvantaged parents and students.” “SERAP believes that providing Nigerian children and young people equal access to higher education should be the core public service functions of the Nigerian government. Providing public schools ranks at the very apex of the function of a State.” “SERAP believes that equal access of Nigerian children and young people to quality and uninterrupted education including at the university level would contribute to producing citizens who are fundamentally equal and people who actively participate in society. It would enable people to enjoy the rights as well as fulfil obligations that are associated with citizenship.” “According to our information, members of ASUU suspended their academic responsibilities in the first week of November 2018, and weeks of negotiations with the Nigerian government since then have yielded no amicable settlement or agreement. ASUU is alleging failure by the Nigerian authorities to implement 2009 agreement and the 2013 Memorandum of Understanding.” “SERAP notes that article 13(2) (c) of the International Covenant on Economic, Social and Cultural Rights explicitly guarantees the
right to higher education, which includes university education. According to the Committee on Economic, Social and Cultural Rights, states parties are required to make higher education including university education available on equal basis, and to ensure the progressive introduction of free education at all levels of education.” “States parties including Nigeria have obligations to ensure that the liberty of providing education set out in article 13(4) of the International Covenant on Economic, Social and Cultural Rights does not lead to extreme disparities of educational opportunity for some groups in society.” “The rights and values enshrined in the Constitution of Nigeria 1999 (as amended) all point to the right to the provision of equal access to quality education including at the university level. These rights include human rights, such as the right to equality and the right to human dignity as well as numerous other civil and political rights, such as access to information, which cannot be properly understood or exercised if one is inadequately trained and uneducated.” SERAP therefore urged the Special Rapporteurs to put pressure on the Nigerian government to: Take immediate action to end the deadlock in negotiations with ASUU and reach amicable settlement that would ensure that the universities are reopened without further delay and that students return to school. It also called for increase funding, improve investments in infrastructure and innovation for public universities. SERAP also wants the government to declare education as an essential service in Nigeria to minimise the negative impact of strike action on the right to higher education, including university education.
More than 25,000 babies will be born in Nigeria on New Year’s Day – UNICEF Doosuur Iwambe, Abuja
The United Nations Children’s Fund (UNICEF) has revealed that an estimated 25,685 babies will be born in Nigeria on New Year’s Day, with Nigerian babies making up 6.5 percent of the estimated 395,072 babies born on New Year’s Day globally. According to the International body in a statement made available to The Daily Times, it stated that within Africa, Nigerian babies will account for almost 40 percent of all those born in West and Central Africa, and more than 23 percent of those
born in sub-Saharan Africa. Giving a breakdown, UNICEF Acting Representative to Nigeria, Pernille Ironside, revealed that globally, over half of the world’s births are estimated to take place in just eight countries, including India — 69,944, China — 44,940, Nigeria — 25,685, Pakistan — 15,112, Indonesia — 13,256, The United States — 11086, the Democratic Republic of Congo — 10,053 and Bangladesh — 8,428’’. While calling for immediate investment to deliver affordable, quality healthcare solutions for every mother and newborn, Ironside described as unfortunate that only one out of every three
babies is delivered in a health centre in Nigeria. “In Nigeria today, only one out of every three babies is delivered in a health centre, decreasing a newborn baby’s chance of survival. “This is just one of the issues that need to be addressed in order to improve the chances of survival of those babies born today and every day. “This New Year Day, let’s all make a resolution to fulfill every right of every child, starting with the right to survive. The President said that the Federal Government would in due course institute a suitable memorial to immortalise the country’s first Executive President, Alhaji Shehu Shagari, who passed away Friday December 28, 2018, aged 93. This promise was made in Sokoto on Sunday by Buhari, while paying a condolence visit to the Shagari family. In a letter to the Sokoto State governor, Alhaji Aminu Waziri Tambuwal, read by the governor at the event, the President stated: “I received the very sad news of the passing away of Alhaji Shehu Usman Aliyu Shagari, former President of the Federal Republic of Nigeria.

The Enugu State Police command says it has arrested seven men suspected to be a notorious armed robbery gang operating in the state, according to Police Public Relations Officer, Ebere Amaraizu. He said on Saturday in Enugu that the suspects were arrested in Lagos, Awka, Ebonyi as well as Ezeagu and Enugu metropolis, adding that the feat was achieved by the command’s operatives of the Anti-Kidnapping Unit through painstaking intelligence operation. Boko Haram: CDS, other military chiefs return to Maiduguri
The Chief of Defence Staff, Abayomi Olanisakin, accompanied by the Chief of Air Staff, Abubakar Sadique, and Chief of Naval Staff, Ibot-Ette Ibas, on Saturday, visited Maiduguri, Borno state amid growing insecurity in the state. They were received by the Chief of Army Staff, Tukur Buratai, who had been on ground in the Military Command and Control Centre. The CDS and the other service chiefs had paid a similar visit to the command a week ago. Olanisakin held more than a four-hour closed-door meeting with the service chiefs, Theatre Commander, Operation Lafiya Dole, Chiefs of Training and Operations from the Defence Headquarters, Army, Navy, Air Force and field commanders. The News Agency of Nigeria (NAN) gathered that the meeting deliberated on recent attacks by Boko Haram terrorists on troops’ locations at Baga and Monguno in Borno and Gonori in Yobe. Briefing journalists after the meeting, the army spokesman, Sani Usman, described the CDS visit as a routine trip meant to assess the situation in the theatre in view of current development.

The Ebonyi State Government on Friday announced the sack of 48 members of the state’s security outfit, Neigbourhood Security Watch and suspended 27 members of the outfit. Keneth Ugbala, the governor’s Senior Special Assistant (SSA) on Internal Security made the announcement, noting that their offences included non-performance and absenteeism from duty. Ugbala said the affected persons consisted mainly of the newly recruited “Batch B’ members of the outfit who were expected to justify the huge remuneration on them by the government. “They failed to meet the seven days out of one month compliance on attendance and for the fact that we don’t condone laziness in the state’s workforce, they had to be sacked. “We gave them several warnings to change their attitude to work but they failed and we have commenced the process of replacing them,” he said.

Zionism and justice: The Bongani case

If the famous Williams Shakespeare had written his 159699 play, Merchant of Venice in this generation, he would have been accused of hate speech, condemned, sidelined and declared a racist. That is because the play centres on a greedy and conscienceless Jewish money lender, Shylock, who insists on slicing a pound of flesh from a debtor despite offers to pay him double the money he had advanced. A similar scenario played out in South Africa on December 4, when the Supreme Court of Appeal, stopped some racists organised under the South African Jewish Board of Deputies (SAJBOD) from taking a pound of flesh from Bongani Masuku, head, International Relations of the Congress of South African Trade Unions (COSATU). This time, it was not about a loan and repayment, but a brazen attempt to intimidate and stop Africans from condemning the racist Israeli genocide against the Palestinians in the Middle East and insisting on social justice for all human beings. Of the three most enduring racist ideologies in human history, only Zionism, which runs a praxis of Jewish superiority over all other human beings, continues to exist and expand like cancer. Nazism, which claimed the superiority of the Aryan race over all human beings, leading to the extermination of millions of Jews, died with Adolf Hitler. The other ideology in which whites set themselves apart (Apartheid) from other peoples in South Africa, was buried in 1994 with that country’s independence. However, the whites are still quite powerful in South Africa, dominating lives and controlling the economy. So when COSATU condemned the 2009 massacre of Palestinians by the Zionist regime in Israel, the Jewish arms of the
white supremacists were furious. They thought the best way was to silence protest in South Africa against Israeli genocide by deliberately misapplying the law on hate speech. The issue had arisen following the December 2008 and January 2009 Israeli invasion of Gaza, in which 1,391 Palestinians, including 350 combatants and 318 children, were killed. Thirteen Israelis, including ten soldiers, lost their lives also. Israel disputed the figures, saying the Palestinian death was 1,166 and that only 89 children had been killed. The SAJBOD and the South African Zionist Federation (SAZF) issued a statement supporting the Israeli attacks on the Palestinians, while 315 members of the South African Jewish community issued a counter statement saying Israel had employed disproportionate force against the Palestinians. COSATU and the Palestine Solidarity Committee (PSC) led a protest march to the Johannesburg offices of the SAZF and SAJBOD. An on-line verbal battle commenced with one post on February 6, 2009 saying: “Even when all the monkeys in Cosatu have died of Aids (even those who were cured by raping babies), I still won’t return [to SA]. Jews should be in Israel supporting Israel – Friends – make Aliya! Do it!” Another read: ‘Let us bombard the COSATU offices with phone calls to let them know our anger…Maybe we should start a policy that Israel-loyal Jews refuse to employ COSATU members in retaliation to COSATU’s evil actions.” That day, Bongani responded: “Hi guys, Bongani says hi to you all as we struggle to liberate Palestine from the racists, fascists and Zionists who belong to the era of their Friend Hitler! We must not apologise, every Zionist must be made to drink the bitter medicine they
are feeding our brothers and sisters in Palestine. We must target them, expose them and do all that is needed to subject them to perpetual suffering until they withdraw from the land of others and stop their savage attacks on human dignity. Every Palestinian who suffers is a direct attack on all of us.” At the University of the Witwatersrand (Wits) on March 5, 2009, during the annual Israel-Apartheid Week, which emphasises the link between the twin racist ideologies, Bongani said: “… COSATU has got members here on this campus, we can make sure that for that side it will be hell…the following things are going to apply: any South African family, I want to repeat it so that it is clear (to) everyone, any South African family who sends its son or daughter to be part of the Israeli Defence Force must not blame us when something happens to them with immediate effect…COSATU is with you, we will do everything to make sure that whether it is at Wits, whether it is at Orange Grove, anyone who does not support equality and dignity, who does not support the rights of other people must face the consequences…” Drawing on its financial muscle and powerful connections, the SAJBOD, on March 26, 2009 dragged Bongani and COSATU to the South African Human Rights Commission (SAHRC) on the grounds that their condemnation of Israeli atrocities and support of the Palestinians amounted to hate speech. This ordinarily, would have been quite preposterous, but not in South Africa; the SAHRC agreed with the Zionists that Bongani’s statements amounted to hate speech and dragged him and COSATU to the Equality Court. Bongani’s explanation included that his speech was directed at supporters of Israeli aggression, who are not
necessarily Jews but come from various ethnic and religious backgrounds. Secondly that his reference to Zionists was not to Jews, but to the ideology. As we know, Zionism is the ideology that Jews are a superior race set aside by God as ‘His Chosen people’ and that God had given them dominion over the Palestine. While Israel claims that every Jew in the world has equal rights to be Israeli citizens, the reality is that nonWhites like the Falashas from Ethiopia and Jews from Yemen and other underdeveloped countries are treated as inferior citizens and even used as guinea pigs in medical experiments. The Equality Court, on June 29, 2017, found Bogani and COSATU guilty of hate speech, ordered them to tender an unconditional apology to the Jewish Community which must at least receive the same publicity as the offending statements. The Supreme Court heard the appeal on November 13, 2018 and delivered judgement on December 4, 2018 upholding the appeal. It declared: “The fact that particular expression may be hurtful of people’s feelings, or wounding, distasteful, politically inflammatory or downright offensive, does not exclude it from protection. Public debate is noisy and there are many areas of dispute in our society that can provoke powerful emotions. The bounds of constitutional protection are only overstepped when the speech involves propaganda for war; the incitement of imminent violence; or the advocacy of hatred that is based on race, ethnicity, gender or religion, and that constitutes incitement to cause harm. Nothing that Mr. Masuku wrote or said transgressed those boundaries…” The Bongani Case strikes a powerful blow not just for freedom of expression but also social justice globally.

The chairman of Federal Inland Revenue Service (FIRS), Babatunde Fowler is a man who takes his job seriously. At every opportunity, he tells us of the success of the organisation which he has led since August 20, 2015. In a way, his robust stature and good parental background match the success of the Federal Inland Revenue Service. The Yoruba have two words for the type of job he is doing as “agbowopa” and “agbalowomeni”, meaning “a collector by force” and “one who collects from the have-nots”, respectively. Just recently, the Federal Inland Revenue Service announced that it realised a total of N2.5 trillion (N2,529,615,174,601.25) from various taxes from January to June 2018. The amount shows that the service has realised 75 per cent of its target for the year, which is an improvement over what was realised in the corresponding period in 2017. A report on the revenue performance of the agency, submitted to the (former) minister of finance, Kemi Adeosun, confirmed that the N2.5 trillion is an increase of N746 billion (N746,107,323,247.26), representing 42 per cent, in comparison to the N1.8 trillion (N1,783,507,851,353.99) total tax revenue realised in the corresponding period in 2017. Mr. Fowler is a childhood friend of the present vice president, Professor Yemi Osinbajo and they both attended Igbobi College, Lagos, founded in 1932 and whose motto is OMNES UNUM IN DOMINO, meaning ‘All are one in the Lord’. The school has produced the likes of the former head of state, Chief Ernest Adegunle Oladeinde Shonekan, Dr. Taslim Olawale Elias, Chief Samuel Oluyemi Falae, Chief Subomi Balogun, Professor Oye Ibidapo Obe, Professor Soga Sofola, Dr. Kingsley Ozumba Mbadiwe, Babatunde Raji Fashola (SAN),
Michael Ibru, and Alex Ibru. Also, Folorunsho Phillips, Professor Ade Ajayi, Cornelius Tay, Professor Tolu Ogunkoya, Billy Lawson, Segun Adesegun, Chudi Ubosi, Bishop Ranti Odubogun, Deji Hasstrup, Seyi Akinwunmi, Yomi Badejo-Okusanya, and Oscar Ibru. Equally, Kanyinsola Ajayi (SAN), Adewunmi Ogunsanya, Femi Gbajabiamila, Kunle Tuyo, former governor Gbolahan Mudashiru, Muyiwa Adetiba, Lanre Tejuoso, Shofolu Oluseye Babajide, Onimole Mobolaji, Dosu Joseph, Femi Kuti, Abiodun Baruwa, and others. No doubt Mr. Fowler has achieved a lot personally and also for his organisation, the FIRS, which he now heads. But when Mr. Fowler tells us about the success of his organisation, one is tempted to ask, “at whose expense?” Right now businesses are closing down and there is rampant poverty in the land. New companies are opened at a slow rate, in comparison to ten to twenty years ago. When we were young, in western Nigeria, T.A. Oni & Sons; L.A. Banjoko & Sons; and Akin Taylor, Akinyede & Sons, were names in the construction industry that we often heard. This is no longer the case. Most construction companies operating in the country today are either Chinese or Arab owned, and they are encouraged and patronised by our governments, especially at the state level, thereby increasing the flow of capital flight from Nigeria. It is not that the indigenous companies are not good. Far from it. But they are dying from the lack of patronage. Even in terms of ordinary drainage contracts, very few of these are awarded to our indigenous contractors. The Chinese government will encourage their companies in Nigeria, while the federal and State governments will not patronise the indigenous contractors in
Nigeria. In the face of it all, Dr. Fowler will come with his taxation drive in order to ‘meet target or surpass target’, in a manner that renders us helpless like poor orphans. Target! Target!! Target!!! is all that matters, without considering the human aspect. The government must realise that over-taxation discourages businesses and when there are no businesses, there is no employment. And the tragedy is that state agencies like the Lagos State Signage and Advertisement Agency (LASAA) are copying FIRS in overtaxing some indigenous companies, thereby rendering them financially impotent. There is danger in pushing people to the wall. A cousin of mine sent a text message to me recently saying that, “if you save N1 every day for a year, you’d have saved exactly $1.” This information still hurts my brain. That is how sad the situation has become. No one is against the collection of taxes but overtaxation can make situations chaotic. Dr. Fowler can help in releasing information on the taxes collected by federal, state and local governments, and by organisations. Maybe trophies should be given to states and local governments that have collected the highest amount of taxes as a way of encouraging them. Dr. Fowler’s job should not end with the collection of revenue for government alone, he should go further by making suggestions on how jobs can be created. Experience tells me that in this country, governments at the federal, state and local levels are more interested in collecting revenue than providing infrastructure. And because we have a very docile society, our leaders get away with just about anything. Whatever Dr. Fowler has achieved today, he is reaping on the past achievement of his predecessors, especially people like
Mrs. Ifueko Omoigui-Okauru, Samuel Ogungbesan, Kabir Mashi and others. More so are the efforts of the former secretary to the government of the federation, Alhaji Shehu Ahmadu Musa (1935-2008), who was also the Makama Bida and also Professor Chukwuma Edozien, who was a member of the subcommittee on the economic, finance and divisions of power of the 1977 Constitutional Drafting Committee, and who was also a former president of the Nigerian Economic Society. And also Dr. Sylvester Ugoh from Umuokrika in Imo State, who was deputy director, Economic Development Institute, University of Nigeria, between 1966 and 1972, and executive director, SKOUP and Company (management consultants) in 1973. In addition, he was member of the Constituent Assembly between 1977 and 1978, the minister of science and technology from 1979 to 1982, and minster of education from 1982 to 1983. It was the task force on tax administration (1978) headed by Alhaji Shehu Musa which led to the introduction of the withholding tax regime, the imposition of 10 per cent special levy on the excess profits of banks and the imposition of 2 1/2 per cent turnover tax on building and construction companies. It was also the study group on the Nigerian tax system and administration (1992), headed by Professor Emmanuel Edozien, which resulted in the establishment of FIRS as the operational arm of the Federal Board of Inland Revenue (FBIR) and the setting up of revenue services at other levels of government (the states and local governments). Equally, it was the study group on indirect taxation (1992), headed by Dr. Sylvester Ugoh, which culminated in the policy shift from direct to indirect/consumption tax (from which VAT evolved).

Editorial Commentary National Sovereignty: Garlands for Nigerian military

Reports of 13 soldiers and two police personnel killed on Christmas-eve while fighting through a Boko Haram ambush on DamaturuMaiduguri Road was sad. More worrisome is that there were no condolences. This calls for serious concern. Can the rest of the country carry on like this? Where is our support to our gallant fighters dying in action? I find this pattern of attitude very worrisome because we are all involved. The undisguised fact is that we are in a state of war and things do happen in war. When those who willingly enlist to secure us fall in battle, we should feel something in us is gone. On September 7, 2018, three soldiers attached to Operation Safe Haven died as renewed tension escalated in Plateau State. In March this year, eleven young freshly-trained soldiers deployed to Kaduna State as Special Forces against banditry in Birnin Gwari were murdered in ambush. In developed climes, citizens will adorn emblematic black arm-bands in a show of solidarity with the bereaved whose loved ones died to see secure us. I am yet to see such in our country. Even when our politicians issue condolence messages, it is politicking writ large. Information handlers of the Nigerian military are currently engaged in a complex multi-task matrix of managing the psychology of troops and the grief of bereaved families in the midst of aloofness of many Nigerians. This is not to talk of their pain in fighting off Boko Haram’s cyber propaganda and the inimical pressures of irritants like Amnesty International and NGOs masquerading as human rights crusaders. I love my country. Yes, Nigeria is not where it should be but it has definitely progressed. In 2015 shortly before the elections that removed former President Goodluck Jonathan, a remarkable push-back against Boko Haram was made and continues to be made in Adamawa, Borno and Yobe States, the theatre of war. In Borno State, for example, where 27 LGAs were under Boko Haram, the military has turned the tide manifested in key indicators such as the restoration of governmental authority, the return of thousands of rescued hostages to their ancestral roots, reopening of inter-state roads and the revival of socioeconomic activities. The fight against terrorism since President Muhammadu Buhari’s anti-terror fight May 2015 is phenomenal, courtesy of the resilient service chiefs led by the Chief of Defence Staff (CDS), Gen. Abayomi Gabriel Olonisakin driving on a synergydriven leadership to the Chief of Army Staff, Lt. Gen Tukur Buratai, Chief of the Naval Staff, Vice Admiral Ibok Ekwe Ibas, the Chief of the Air Staff, Air Marshal Sadique Abubakar. Our soldiers, standing or fallen, past or present, are the true national heroes of our time as we all file out on January 15, 2019 for the Armed Force Day Celebration. There is no doubt about their resolve to secure and stabilize the nation. The North East could have been lost to Boko Haram. Regrettably, Boko Haram’s propaganda has dictated a deadly narrative to divide unsuspecting Nigerians along ethnic, regional, religious and political lines as many see the anti-terror fight as a military affair. This is perhaps why the media reports terrorists’ activities as though they were a State thereby giving it a larger-than-life status. Boko Haram has enjoyed the oxygen of free
publicity. A mistaken perception is that the war is unduly prolonged. Mindful that it takes a minimum of 20 years to defeat terrorism, this mindset is a fallout of the war of narrative which again raises the need for more public support to the defence forces to eliminate the remnant of the terrorists. It takes a nation backing its military to win a war. Our troops sacked Camp Zairo and Camp S (Shape) headquarters of the sect in dreaded Sambisa Forest on December 22, 2016. They can do more. Such national consensus oils the chemistry of modern warfare. In 2011, Americans backed their military and security forces to take Osama Bin Laden down. Our military has the spirit and soul to do same but Nigerians need to realise that we are in war. The citizen responsibility should increase. Nigerians should voluntarily volunteer vital, timely and credible information to security services to promote national security. Never in the history of the nation have the military and our security forces been engaged in so many internal security operations as they are now. Yet, our forces have curtailed insurgency in the North East while combating kidnapping, cattle rustling, farmers-herdsmen clashes, pipeline vandalism, oil robbery, illegal bunkering, ritual killing, cultism, etc elsewhere across the country. Depending on the fallout of the ongoing political campaigns, the stakes may go higher. They have aided civil authority to restore law and order across the country. There is a steady decimation of Boko Haram. The Nigerian Air Force has deployed height advantage and the Mi35 fighter jets to frustrate the terrorists and other bandits. Today, normalcy has returned to parts of the North East considering past insurgency experiences. Night life has returned to Maiduguri and its environs. Regular commercial flights into the city have increased. Hotel accommodation in Maiduguri today is scarce which proves that the Nigerian military has significantly fast-tracked the return of peace to the region. The nation owes them a debt of gratitude. Our military had always done very well in United Nations peace-keeping operations. Our military literally took Gambia’s democracy from the precipice after the chaos that greeted its last presidential elections. Concerns are being raised over the lingering war on terror. We should remind them that terrorism runs on many legs including indoctrination. As part of his brilliant multi-pronged approach to the war, the CDS created a military facility called Operation Safe Corridor in Gombe where it deradicalizes and rehabilitates repentant Boko Haram combatants and re-integrates them into the society. Over a thousand have benefitted. The Nigerian military has effectively quelled armed conflicts in aid of the civil police in the country. Gen. Olonisakin and the service chiefs, the armed forces have earned considerable global respect in their determined effort to make a difference. Nigeria’s counter-terrorism strategy is a subject of deep study and robust discourse in top military quarters across the world which, for example, prompted a visit, not long ago, of a high-powered group from the prestigious U.K Royal College of Defence Studies led by Maj. Gen Lawrence Craig to Defence Headquarters in Abuja.
OUR POSITION Medical brain drain and matters arising
T
he reported massive brain drain in the medical sector in recent years where many medical doctors are leaving Nigeria on a daily basis for greener pastures is now a source of concern to Nigerians. Incidentally, Nigerian doctors have been migrating to the United States, United Kingdom, Canada, Saudi Arabia and many other nations across the globe. Though relevant medical agencies in Nigeria could not provide official data on emigrant doctors, statistics from General Medical Council (GMC) UK, as at July 2017 showed that over 4,765 Nigerian doctors are working in the UK. This is 1.7 per cent of the total of the UK’s medical workforce. The Association also revealed on Monday that over 80,000 registered medical doctors in its database but, regrettably, less than 50 percent of them currently practice in Nigeria. It also confirmed that no fewer than 12 Nigerian medical doctors leave Nigeria weekly for greener pastures in US, UK, Canada and other developed countries including African countries, due poor working conditions and other unhealthy labour practices in Nigeria. This trend has been having negative effects on the nation’s health sector. The major factors responsible for the unhealthy development are; poor remuneration, poor facilities and working condition, and job satisfaction. Many of our health professionals are over worked. A doctor is supposed to see a maximum of 20 patients a day but they are seeing about 150 in a day. Certainly by the time he gets to 50 patients, he is already exhausted. Even a nurse that is supposed to see about four patients has to take care of 50 patients in a ward. Certainly, he/she will get tired. The truth is that in Nigeria, the working environment for many doctors is very hostile. Many doctors see patients that they can treat or intervene on their issues die before them because the hospitals they are working in do not have the necessary equipment to take care of them. Also, the remuneration of doctors is very poor. If you go to other climes, what we are paying in Nigeria is just 10 per cent of what they collect and they respect doctors. It is instructive to note that we don’t have good funding maintenance for hospitals in the country. The few doctors that we have are over worked and are not appreciated. These reasons and others might not be unconnected to the ongoing brain drain in the country. We must know that relocation of one medical doctor from Nigeria affects over 5,000 citizens that could have benefitted from his or her medical expertise. The relocation automatically deny thousands of patients access to quality health care from a trusted medical practitioner. There are also indications that Africa loses $2 billion annually to medical tourism and medical brain drain while Nigeria contributes the larger percentage of the medical tourists. Nigeria is using her resources to train doctors and professionals that will leave to work in foreign countries. What are those things attracting these professionals outside? Can we duplicate them here?” We are of the opinion that government should provide adequate remuneration for our medical
doctors. Though we are not saying they should pay them so much, government should pay them for the job they are doing as and when due. We are also of the opinion that the Federal Government should make the National Insurance Scheme (NHIS) compulsory for all citizens. We believe that the development would provide enough funds to improve the conditions of service and working environment for health professionals. It is unfortunate that our medical doctors are leaving Nigeria because of poor conditions of service, working environment and after service package. The development indicates that the physician-patient ratio has worsened, maybe from 1:3,000 to 1:5,000. When you compare, those countries that have better physician-patient ratio have better treatment environment. If the the doctors know they will have a house after 20 years of training, the lure to leave Nigeria would be reduced. What are the benefits attached to the job? What are the provisions for the doctor’s family? What are the long-term prospects for the staff? We submit that government must improve the work environment in terms of financing, make it work-friendly and not crowding of 10 persons in one office. We must ensure electricity supply and avoid a situation where doctors come to work and scheduled to do a surgery but there is no electricity. We are of the opinion that there is the need for the country to be more drastic and re-organise the funding of health service. The government must adopt a more holistic approach to halt the dangerous trend of medical brain drain.

President Muhammadu Buhari Campaign Organisation (PMBCO) has called on the presidential candidate of the PDP, Alhaji Atiku Abubakar give details of his record of crass corruption and abuse of office. The Director, Strategic Communications, President Muhammadu Buhari Campaign Organisation, Mr Festus Keyamo (SAN), said that Atiku “is clearly taking Nigerians for a ride and hopes to distort the ethical revolution in public office” that Nigerians clearly desire to his own philosophy of abusing public office to promote private interests. Keyamo, who stated this on Sunday, stated that by Atiku’s subliminal messages, he wants Nigerians to accept that becoming wealthy by abusing public office is not a bad thing after all. He said, “Few days ago, the presidential candidate of the opposition party, called out President Muhammadu Buhari over certain allegations of “corrupt practices” which the President allegedly condones in his government. “Whilst we have repeatedly addressed each and every of the instances cited by him to show the transparent nature of the government, it is shocking that the Presidential candidate of the main opposition has refused to issue a personal statement up till this minute.” The ACP presidential campaign spokesman said that with the avalanche of fake and unsubstantiated news released in the last few days, “it is now clear that PDP’s strategy in the run up to the elections is to spread fake news and make wild allegations without any proof against the President and the Vice President.” The statement reads in part: “This is clearly to divert attention from the record of crass corruption and abuse of office of their own candidate. Nigerians cannot and should not be insulted by the PDP after 16 years of looting of the nation, by now putting forward a man whose record of corruption they very much acknowledge, but would rather we all overlook it. “Some of the indisputable facts regarding Alhaji Atiku Abubakar are as follows: The U.S Congress in a report titled, KEEPING FOREIGN CORRUPTION OUT OF THE UNITED STATES: FOUR CASE HISTORIES, featured Alhaji Atiku Abubakar as one of the four notorious cases of money laundering in the world! “The Congress report said “Jennifer Douglas Abubakar, a U.S. citizen, is the fourth wife of Atiku Abubakar, the former Vice President of Nigeria and a former candidate for the Presidency of Nigeria...... from 2000 to 2008, Ms. Douglas helped her husband bring over $40 million in suspect funds into the United States, including at least $1.7 million in bribe payments from Siemens AG, a German corporation, and over $38 million from little known offshore corporations, primarily LetsGo Ltd. Inc., Guernsey Trust Company Nigeria Ltd., and Sima Holding Ltd”. “Atiku’s co-conspirators, Williams Jefferson and Siemens in the bribery deal were convicted and Jefferson went to jail. Dalung stated this in Wukari Local Government Area of Taraba State during the second annual convention and life achievement awards held at Conference hall of the Federal University Wukari. The forum which was established in 2011 aims at to collaborate, engage, and partner with bodies, organisations and persons in the promotion of peace, unity, understanding and development through education for enhanced human capacity building. The minister, represented by the Assistant Directory in the ministry, Hajiya Amina Muhammad Daraun, described the convention as timely, saying that the theme for the forum,
‘Sustaining peace, unity and development through Everything: The way forward,’ is apt as it partially complement government’s effort of promoting peaceful coexistence among its citizenry irrespective of their tribe, religious and political affiliation. The All Progressives Grand Alliance (APGA) says it will liberate the under-privileged in the country from the shackles of oppression and bad governance. Saraki condemns invasion of Dino Melaye’s Abuja residence .Says Police impunity against citizens not acceptable
Tunde Opalana, Abuja The Senate President, Dr. Abubakar Bukola Saraki, condemned in strong terms the invasion by Police of the private residence of Senator Dino Melaye, representing Kogi West Senatorial District, describing it as another instance of police being used to suppress the rights of the citizenry and silencing people with opposing views to the current administration. In a statement signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, Saraki noted that a situation where the police invaded the home of a Nigerian lawmaker, interfered with the supply of electricity and water to the house, beat up and cuffed his domestic staff and disturbed the peace of his neighbours by claiming he allegedly committed an offence in July was unacceptable. He said the timing of the invasion and the desperate attempt to arrest the Senator is suspicious as the man had raised an alarm a few
days before his house was invaded that there was an attempt by the police to get hold of him and inflict injury on his person, an allegation that was denied by the police. “The general belief now is that the Police action against Senator Melaye was aimed at keeping him out of circulation so that he would not participate in the general elections coming in February. The manner of invasion on his house is highly suspicious. This same man has been charged with sundry and needless allegations and he has attended the various court sessions. He is also a candidate in the coming elections and therefore has no reason to run away from the country. “He was also present in the Senate for plenary, committee meetings and oversight functions till the Senate went on recess on December 20, 2018. Though the police in their statement claim that there was a request to the Clerk of the National Assembly (CNA) inviting Senator Melaye to report to the police, my enquiry from the CNA showed that he had no such letter. “If there was an offence allegedly committed
in July and the police waited till now, we do not see the urgency in the need to arrest him about six weeks to the election in which he is a candidate. He could have been invited to report to the police on Monday. This desperation to haul him in is beyond normal. This same IGP who refused to honour the invitation of the Senate for him to give information on the security situation in the country and rushed to the court to seek protection of his rights is now violating the rights of other people. In the same manner, a Senate resolution to the effect that his security personnel that were withdrawn should be reinstated has not been obeyed. “It has not gone without notice that Senator Melaye is a member of the opposition. We cannot remember any member of the ruling All Progressives Congress (APC) being treated in this manner. Even the one who allegedly led thugs to forcefully seize the mace while Senate was in session in the full glare of television camera is still roaming the streets free without prosecution.
Benjamin Omoike Lagos State Governor, Mr. Akinwunmi Ambode, on Sunday, approved the appointment of Mr. Hakeem Olayinka Muri-Okunola, as the 21st Head of Service (HOS) in the state. A statement signed by the Chief Press Secretary to the Governor, Mr. Habib Aruna, said Mr. Okunola’s appointment follows the statutory retirement of Mrs. Folasade Sidikatu Adesoye on December 27, 2018. Mr. Muri-Okunola was appointed as the Executive Secretary, Land Use and Allocation Committee (LUAC), a position he held between 2005 - 2011. Until his appointment, he was the Permanent Secretary in the Ministry of Youth and Social Development. Governor Ambode thanked the outgoing HOS, Mrs. Adesoye, for her meritorious service to the State and wished her well in her future endeavours.
Benue crash: APC mourns death of PDP supporters Tom Okpe, Abuja
The All Progressives Congress (APC) has joined other mourners to condole the major opposition party, the Peoples Democratic Party (PDP) over the death of some of its members. The PDP lost some of its members in a ghastly auto crash during a Senatorial campaign trip in Benue State on Friday. According to a statement signed by the ruling party’s spokesman, Mallam Lànre Issah-Onilu, the party expressed shock over the accident saying: “We condole with the Peoples Democratic Party (PDP) over the death of some of its members who died following a fatal accident on OtukpoAgatu road in Benue State while travelling for the campaign flag-off of a Senatorial candidate on Friday. “The APC is anguished and deeply saddened by the tragic accident. Minister warns against playing politics with Offa robbery Tom Okpe, Abuja The Minister of Information and Culture, Alhaji Lai Mohammed, has warned against playing politics with the Offa robbery attack by some politicians in the state. He chided some political actors in Kwara State for attempting to trivialise the April 5, 2018 robbery attack which left 33 people dead, saying claims of compensating the victims in monetary terms cannot equate the lives lost in the incident. The Minister, who made the remarks in Offa, Kwara State, on Saturday, at the 2018 Ijakadi Festival, described the efforts to trivialise the dastardly act as indecent, calling on the people to condemn any attempt to play politics with human lives. He said: “In recent days, there have been attempts by some political desperadoes to trivialise the calamity that befell this community when those armed robbers attacked banks and the police station, among others. These desperadoes were quoted as saying that when they visited this town to commiserate with the people after the attack, they donated N10
million, even when what was stolen from the banks’ vault was N7 million. ‘’Now, let us ask them: How many of those who were killed in that attack have they also been able to bring back? How can any sane person equate human life with money? No amount of money is worth any human life. And no one should play politics with human life. All people of conscience must condemn this glib comment by a desperate political warlord”. Alhaji Mohammed commended the resilience of the people of Offa for organising such an elaborate festival, despite the calamity that befell their community this year, saying it is not surprising because Ijakadi festival itself is a celebration of the Offa virtues of strength and determination, as well as equity, justice and wisdom. Ladesope Ladelokun The largest subscriber growth has been credited to the digital transformation leader, Globacom, among telecommunications operators in Nigeria for the month of November, 2018. According to the latest figures released by the Nigerian Communications Commission (NCC), Globacom recorded an increase of 1,691,133 customers within the space of one month. This has taken the total subscriber strength of the operator to 43,273,188 subscribers, which constitutes 26 percent share of the market. Globacom had 41,582,055 subscribers in the month of October. In the month under review, MTN recorded an increase of 1,323,282, while Airtel had an increase of 849,173. On the other hand, 9mobile recorded zero growth in the review period. NCC indicated that total active subscribers in the country have now climbed to 169,104,830 in November from 165,239,443 in October 2018. This represents a growth of 3.86 million telephone users.

At least eight persons were said to have died on Saturday following an accident that involved two vehicles in Warri, Delta state. According to the News Agency of Nigeria (NAN), the two vehicles which were on the same lane included a Sports Utility Vehicle (SUV) and a commercial bus rammed each other and plunged into a river along the ever busy NPA Expressway in Warri. It stated that the commercial bus was parking on the side of the road to pick a passenger when the SUV allegedly rammed into it and both plunged into the river with the eight persons on board. “The bus was picking a passenger around that spot when the Jeep (SUV) on high speed ran into it and pushed the bus and itself into the river. Eight bodies were recovered from the wreckage inside the water. “It took the intervention of sympathisers as well as men of the Nigeria Police Force, Ekpan Divisional Headquarters to recover the corpses and evacuate the vehicles from the scene of the incident,” the eyewitness said. However, the Police Public Relations Officer (PPRO), Delta Command, Andrew Aniamaka, when contacted, said though he was yet to get an official report on the accident, he had been informed about it.

The Anambra State Government has inaugurated new projects at Ogbunike Cave and Owerre Ezukala Water Falls, Orumba South Local Government Area of the state. The projects are the 205 steps with rails on both sides, six changing rooms with four toilets, a bar and an information centre. Performing the inauguration, the state Governor, Chief Willie Obiano,
explained that the state government placed high premium on the tourism sector and that was why the state upgraded two tourist sites - Owerre Ezukala and Ogbunike Cave in less than a year. The Governor was represented by Commissioner in the Ministry of Diaspora Affairs, Indigenous Artworks, Culture and Tourism, Mrs. Sally Mbanefo. Obiano noted that the ultimate goal was for United Nations Educational, Scientific and Cultural Organisations (UNESCO) to identify
with the projects and partner with the state to take it to the next level. This, according to him, is to create opportunities for the youths especially, host communities. In a speech, Senior Special Assistant (SSA) to the President on Foreign Affairs and Diaspora, Mrs. Abike Dabiri-Erewa, represented by Mr. Tobechukwu Obienu, said that Anambra was one of the leading states in the Diaspora Affairs. She noted that the role of the Diaspora in nation-building could not be overemphasised as it would
help to reposition the economy and aid in economic growth and recovery. Earlier, traditional ruler of Owerre Ezukala, Igwe Thomas Ogbonnaya, commended the state government for initiating development of the projects. The Mortuary section of Enugwu-Ukwu General Hospital has been gutted by fire and all the corpses burnt beyond recognition. It was said that the fire started at about three o’clock Sunday afternoon and before they could get the fire service, the three room morgue had been raised down. The mortician on duty could not stop the fire as he was the only person on duty and they could not ascertain the cause of the fire, though according to the eye witneses, the fire may have come from bush burning as the surrounding is overgrown with dry grasses. Meanwhile, Governor Willie Obiano has sympathised with those whose family members were deposited at the Mortuary of Enugu Ukwu General Hospital. Governor Obiano, who regretted the incident, said he would set up a panel of enquiry to properly investigate the remote cause of the fire disaster. It was gathered that the fire which gutted the mortuary on Sunday, razed the mortuary buildings and burnt over 50 dead bodies beyond recognition. The Governor, who visited the scene, urged them to take solace in God and advised them to refrain from fighting the workers in the hospital. He, however, promised to rebuild the properties and further provide necessary facilities to commence adequate services.

Ndikelionwu monarch marks 10th coronation anniversary It was a celebration of achievements, effective service delivery and wise leadership as the traditional ruler of Ndikelionwu, Professor Chukwuemeka Ike, celebrated his tenth coronation anniversary. The event held at Ilo Hockey Square in the town, attracted different personalities, including government and non government functionaries, traditional rulers, and the clergy among others. The arena was filled to capacity as eleven villages in the town led by their Eze-Ogo including Age grades, Nzuko Iyom and Umu-ada paid homage to the traditional ruler. In his royal message, Professor Ike, who is the eleventh king on the throne of Ndikelionwu and a renowned novelist who expressed gratitude to God for the privilege to be on the throne, pledged to bring more succour to the less privileged and reinvigorate peace and unity in the community. The monarch commended Governor Obiano for always providing them with enabling working environment through his numerous policies and developmental programmes. In his address, the President General of the community, Mr. Okechukwu Okereke, said that the emergence of their traditional ruler has brought unprecedented development and peaceful co-existence among their people. Why Technology is driving financial system at the moment – Uduk Ladesope Ladelokun Acting Director General of the Securities and Exchange Commission, SEC, Mary Uduk has said that technology is currently driving the nation’s financial system, including the Nigerian Capital Market. Uduk explained that in the banking system, technology is driving the payment system, even with phones people can now buy, make payments and even obtain loans among many others. According to her, “We know that technology is driving a lot of things in the financial system at the moment. For instance, in the banking system, technology is driving the payment system. “We have seen that there is a lot of innovation and cost reduction in the money market due to technology, and so we also want to do the same in the capital market. To this end, the Capital Market Committee has set up a Road Map committee to come up with a guide for the capital market to enable us also leverage on technology to do business and reduce cost”, she said. The Acting DG disclosed that the Commission already has a Division dedicated to Fintech that will help look at all the technologies that relate to the capital market surrounding ICOs, among others. Uduk said that in the capital market, technology has assisted in improvements of processes like the use of Blockchain to enhance settlement, and the use of technology to drive the platforms through which people are now able to come in to invest. “Innovations in financial technology has made possible the potential of using digital tools to make financial services available to a wider range of consumers and enterprises, promoting financial inclusion and the affordability of financial services. “A financially inclusive society will provide increased access to finance, especially for women, help support sustainable growth and will create a million more jobs. PMI hikes to 61.1points in December – CBN Motolani Oseni The Central Bank of Nigeria (CBN) has disclosed that its Manufacturing Purchasing Managers’ Index (PMI) has increased to 61.1 index points in December 2018, as against 57.9 index points declared in November, from 56.8 Index points reported for October. With this development, the latest figure represented the highest in 2018, as the nation’s manufacturing sector opened the year at 57.8 Index points. The CBN said there was expansion in the manufacturing sector for the 21 consecutive months in 2018, attributable to a sustained supply of foreign exchange and stability of the naira. The apex bank based its composite PMI for the manufacturing sector on five indicators that include production,
new orders, supplier delivery time, employment level and raw materials inventory. The PMI survey by CBN revealed that the index grew at a faster rate in December when compared to the index in the previous month, November. According to the report, “13 of the 14 subsectors surveyed reported growth in the review month in the following order: transportation equipment; furniture & related products; printing & related support activities; textile, apparel, leather & footwear; plastics & rubber products; chemical & pharmaceutical products; food, beverage & tobacco products; nonmetallic mineral products; paper products; fabricated metal products; cement; electrical equipment; and petroleum & coal products. “The primary metal subsector recorded decline in the review period.” The report by CBN explained that
production level index moved to 63.6 points in December. A further breakdown by other indicators showed that “At 63.6 points, the production level index for the manufacturing sector grew for the twenty-second consecutive months in December 2018. “The index indicated a faster growth in the current month when compared to its level in the preceding month. 10 of the 14 manufacturing subsectors recorded increased production level, 3 remained unchanged while one recorded decreased production level.” “At 62.3 points, the new orders index grew for the twenty-first consecutive months, indicating an increase in new orders in December 2018. 13 subsectors reported growth, while one contracted in the review month.” “The manufacturing supplier delivery time index stood at 58.4 points in December 2018, indicating
faster supplier delivery time. The index has recorded growth for nineteen consecutive months. 13 subsectors recorded improved suppliers’ delivery time, while one remained unchanged. “The employment level index in December 2018 stood at 57.0 points, indicating growth in employment level for the twentieth consecutive months. Of the 14 subsectors, 12 reported increased employment level, while two reported unchanged employment level in the review month. “The Manufacturing sector inventories index grew for the twentyfirst consecutive months in December 2018. At 63.2 points, the index grew at a faster rate when compared to its level in November 2018. Eleven of the 14 subsectors recorded growth, while 3 recorded unchanged raw material inventories in the review month.”
FG’s policy improving export business in Nigeria – SAHCO boss The Managing Director, Skyway Aviation Handling Company (SAHCO) Plc, Mr. Basil Agboarumi, says exportation of goods has increased in Nigeria due to the Federal Government’s favourable policies on doing business. Agboarumi said on Sunday in Lagos, adding that SAHCO was handling more exportation of agricultural produce by Nigerians. He said: “I think for the first time, we have seen a serious improvement in export business. It is because of the policies put in place by the government. Prior to the coming of the President Muhammadu Buhariled administration, what we had was importation of goods from various countries and exports neglected but today, I can tell you that export is
picking up.’’ He said that some of the major items being exported by air were yams, palm oil, vegetables, and electronics among others. “So, there are a lot of items moving from here to all over the world and that has helped to grow the revenue that comes in from exports. Before now, as a ground handling company, we were only making money from imports but today, exportation is picking up.’’ According to him, the company has increased the storage capacity of its warehouse in order to preserve both imported and exported items. “The major problem with perishable goods is storage and we have improved our capacity to do that. We have different cold rooms operating nonstop to preserve these items either when
they are coming in or going out of the country. I can tell you that today, we have the best warehouse in West Africa. “If you want a fully automated warehouse, a warehouse where you still see business being done in line with international best practices, then you need to come to SAHCO warehouse,’’ Agboarumi said. The managing director also noted that auditors overseeing Middle East and Africa came to assess the company and certified its services good. He, however, noted that aviation ground handling business in Nigeria “is under-priced’’. “We are spending so much but we are not receiving what is due to us. It takes a man like our Chairman with a large heart to succeed in this business. Some other people would have been
discouraged because maintenance and running costs are huge. We have three generators and we use diesel. We have cold rooms, freezers that must be kept on and we are not sure of 24-hour power supply. We get trucks of diesel into fuel dump regularly,’’ Agboarumi said. He pointed out that the company had a standard which the staff was conscious of, saying that the company could not go below the standard. The managing director said that the company regularly embarked on of trainings, from the managing director level to the cleaner in order to ensure effective service delivery. “From time to time, we see ourselves going back to the classrooms. Training is the heartbeat of this company,’’ he said.

CBN strengthens bank customers’ protection with introduction of CCMS Motolani Oseni The Central Bank of Nigeria (CBN) has announced the deployment of its Consumer Complaint Management System (CCMS) to ease the process of addressing issues. The bank disclosed a circular obtained from its official over the weekend, saying the automated system would help to ease complaint
management. It said the CCMS would ultimately boost Nigerians’ confidence in the banking sector. The bank also said the move was part of the apex bank’s job to ensure that the banking and finance sector was stable and conducive for all. “The CBN in furtherance of its mandate to promote stable financial system embarked on the development of a CCMS. “This is an automated system aimed at easing complaints management
to engender public confidence in the financial system. “In view of this development, the CBN has made it compulsory for banks and other financial institutions to abide by three important guidelines,” it said. The regulator said that the banks would have to assign a tracking to every complaint received from their respective customers. It said the banks also needed to acknowledge receipt of every complaint through an e-mailed
response. This, it noted, would also include the tracking number that has been assigned to commence the uploading of all complaints on the CCMS. The CBN advised banks and other financial services operators to ensure that they adhered to those stipulations which would start on Jan. 2, 2019. It added, “Failure to do this will attract sanctions in line with the Banks and Other Financial Institutions Act (BOFIA), Cap B3, LFN 2004.”
Nigeria’s taxpayers hit 35m, says JTB Mathew Dadiya, Abuja The Joint Tax Board (JTB) says Nigeria’s database of taxpayers has expanded from 20 million to 35 million. Mr. Elamah explained that the feat was achieved as a result of the ongoing database consolidation of JTB, an initiative being executed in collaboration with the Nigeria Inter Bank Settlement System (NIBSS). He said that the figure of the taxpayers comprised both individuals and corporate bodies.
He said that this showed that there was a massive expansion of the database pointing out that one could imagine when that translated to actual taxes that were collected in Naira and Kobo. “At the moment, we are trying to break them into classes of taxpayers and various jurisdictions where they reside, state by state. “Hopefully, by the first week of January 2019, this information will be communicated to all the states and then we will ask them to file their reports for tax assessment and it is then, we will tell Nigerians, how many
are teachers, artisans, entertainers among others”, he said. Mr. Elamah disclosed that on the average, about 22 per cent growth in tax revenue had been recorded in both state revenue services and Federal Inland Revenue Service (FIRS) when compared to 2017. He added that this figure was collated as at the third quarter; and by the end of last quarter, it would move to 30 per cent. According to him, by end of the year, 2018 will be one of the best results ever posted by FIRS and most of the states. He stated that with the advent of
the Tax Identification Number (TIN), and Bank Verification Number (BVN), the tax authorities were currently tackling incomes of taxpayers and ensuring they paid their taxes as at when due. He assured that the board would create more awareness and increase in voluntary compliance and also enhance the capacity of workers to be tax professionals. Mr. Elamah also commended the Executive Chairman of FIRS and the JTB chairman, Babatunde Fowler, for his support in achieving the feat within a short period.

The situation created commotion in the National Assembly and all across the country, because the mace is the symbol of authority of the parliament. The thugs entered the chambers while plenary was already ongoing, with the Deputy Senate President Ike Ekweremadu presiding. The development was actually an interesting twist, Senator Ovie Omo Agege, who was suspended by the Senate last week, was spotted in the chamber, closely followed by the invaders. Senator Omo-Agege had been suspended for 90 days over his comment that the amendment to the Electoral Act 2010 to reorder the sequence of polls in a general election was targeted at President Muhammadu Buhari. The Senate Committee on Ethics, Privileges and Public Petitions had investigated Omo-Agege’s comment based on a petition by Senator Dino Melaye. The report by the committee, which was considered at the plenary, had found the lawmaker guilty despite his apology to the chamber and recommended that he be suspended for 181 legislative days (one year). The Senate President, Bukola Saraki, however, pleaded that the duration of the suspension be reduced to 90 days (six months), which was unanimously granted. The Senate also resolved that OmoAgege should withdraw a case he instituted against the chamber from the court, while asking that the pro-Buhari ‘Parliamentary Support Group’ be disbanded.

As fallout, the Inspector-General of Police (IGP), Ibrahim Idris has ordered an investigation into the reported siege. This was made known to newsmen by the Force Public Relations Officer, Jimoh Moshood. The police authorities denied knowledge of any deployment of its personnel to the homes of the top Senate leaders. According to the police spokesman, the policemen seen in the video circulated on social media were those attached to the Senate President. Moshood in a statement said, “Further to the press release from this
office early this morning on the above subject, where I mentioned that the Nigeria Police Force’s attention was drawn to the innuendos in the early hours of today, 24th July, 2018, that some police personnel were seen surrounding the residence of the Senate President in Abuja; the Force categorically stated that there was no authorised deployment of police personnel to besiege the residence of the Senate President or his deputy as reported in the media. “The police personnel seen in pictures in the media were those in the convoy of the Senate President and others attached to him and his residence. ”However, the Inspector General of Police directed a thorough investigation to ascertain the facts in the episode. “In addition to the early statement of the Nigeria Police Force mentioned above, the Force hereby wishes to reiterate that no police personnel was sent to besiege, blockade the residence of the President of the Senate, Federal Republic of Nigeria, Sen. Saraki who announced his decision in a statement on his social media accounts on twitter and Facebook joined other senators who had earlier taken similar decision. The statement on facebook read, “I wish to inform Nigerians that, after extensive consultations, I have decided to take my leave of the All Progressives Congress…” Saraki who later issued a statement to explain why he had to dump the APC, stated, “This is not a decision that I have made lightly. If anything at all, I have tarried for so long and did all that was humanly possible, even in the face of great provocation, ridicule and flagrant persecution, to give opportunity for peace, reconciliation and harmonious existence. “However, it is after an extensive consultation with all the important stakeholders that we have come to this difficult but inevitable decision to pitch our political tent elsewhere; where we could enjoy greater sense of belonging and where the interests of the greatest number of our Nigeria would be best served,” he said. Kwara gov also defects to PDP Gov. Ahmed on his part announced his decision via a statement issued on his behalf by his Senior Special Assistant on Media and Communication, Dr. Muyideen Akorede, in Ilorin. The statement read, “Following due consultations with the people and in response to calls by major stakeholder groups in the state, Kwara State governor, Alhaji Abdulfatah Ahmed, today defected to the PDP having realised that the APC can no longer serve as a platform for achieving the aspirations and expectations of his people.” INEC registers 23 new parties In the year under review, the Independent National Electoral Commission (INEC) registered 23 new political parties, ahead of the 2019 general election. The commission’s National Commissioner and member Voter Education and Publicity Committee, Mohammed Haruna, who disclosed this in a statement, said INEC took this decision at its regular meeting. The leaders of the new parties were invited to receive their respective certificates of registration at the INEC headquarters in Abuja. The registration of the 23 new political parties brings to 91, the total number of political parties in the country. Mr Haruna said INEC had received a total of 144 applications from political associations seeking registration as political parties. “After a rigorous process of evaluation in accordance with the Constitution and Electoral Act which included assessment of the constitutions and manifestos of the intending parties and verification of membership of their executive committees and offices, the 23 associations met all the requirements and so have been registered as political parties,” the statement read. “This brings the number of political parties so far registered to 91 and will be the last round of registration of parties until after the general elections on 16th February 2019, the statement added. This suspension according to INEC is in line with Section 78 (1) of the Electoral Act, which requires all applications for registration as political party to be concluded latest six months to a general election. Speaking during a capacity-building workshop for journalists, jointly organised by INEC, European Centre for Electoral Support, European Union and European Union Support for Democratic Governance in Nigeria, Mahmood pointed out that internal party democracy was still a source of concern to the nation’s electoral progress. He said, “Unfortunately, we have also witnessed some of the most acrimonious party primaries in our recent history. Internal party democracy is still a source of concern to our electoral progress. So far, the commission has been joined in 396 pending actions in various courts across the country arising from the conduct of party primaries and nomination of candidates by political parties. “We have similarly received 302 requests for CTCs of documents, mainly our monitoring reports of party primaries and copies of personal particulars of candidates. These requests are obviously a prelude to more court actions. In addition, we have also received 52 petitions and protests from aggrieved party aspirants. “The implication of these challenges is that as we prepare for the general elections, we are also going to grapple with pre-election litigations.” The chairman said further that about 73 political parties had filed their nominations at the end of the period for the substitution and withdrawal of candidates for the 2019 presidential election. He, noted, however, that a few parties nominated candidates below the mandatory age of 35 years for presidential and vice-presidential candidates, but that it drew the attention of the parties concerned to the breach of the constitutional requirement ahead of the publication of the full list of presidential and vice presidential candidates for the 2019 general elections. Mahmood, while giving an update on the number and gender of candidates competing for elections into the National Assembly seats, said 6,483 candidates were jostling for the 469 seats at the National Assembly. He said, “For National Assembly elections, a total of 1,848 candidates (1,615 males and 233 females) are vying for 109 senatorial seats while 4,635 candidates (4,066 males and 569 females) are competing for the 360 seats in the House of Representatives,” he said.
PDP apologises to Nigerians, gives reason As a way of getting the Nigerian electorates to rekindle confidence on its ability to lead them again after 16 years of rule which has been described by many especially members of the ruling All Progressives Congress (APC), the leadership of the Peoples Democratic Party (PDP) in 2018 apologised to Nigerians for the “mistakes” it made during its 16 years of governance. PDP’s National Chairman, Uche Secondus issued the apology at an event in Abuja. He said the party has learnt from its past mistake. He said, “We made mistakes. On behalf of my colleagues and members of this party, I apologise to Nigerians. “We have learnt from our mistakes. It was all part of our evolution process. Without it, there can be no maturity. I believe that PDP is more matured, to provide the best for this country.” The PDP later explained that its apology to Nigerians is to renew the people’s trust in its rebranded party. This explanation was more because the ruling APC had gone to the public urging Nigerians not to accept the PDP apology, but to be ready to reject it in 2019. But the PDP in a statement by its spokesperson, Kola Ologbodiyan, said as a responsible party committed to the good of Nigerians, having learnt its lessons, it saw it as necessary to make the move. The party criticised the reactions of the Federal Government and the ruling APC to the apology. APC in a statement had said the PDP will have to do more for Nigerians to forgive its misrule of 16 years, saying an apology is not enough. The APC also called on the PDP to confess what it referred to as its sins. The Federal Government also in a statement by Minister of Information and Culture, Lai Mohammed, said the PDP will have to return the funds it looted for it to be forgiven. Commenting on the reactions, the PDP said it was deeply sad that people were suffering because of the party it voted for in its place, saying the APC has wrecked the economy and inflicted on Nigerians hunger, starvation and daily bloodletting. The party claimed Nigerians are now looking up to its “repositioned and rebranded platform” to pull the country from the brinks and return it to the path of true democracy, national cohesion and economic prosperity, which it said were the hallmarks of PDP’s 16 years in government. Chief Tony Anenih, ‘Mr Fix It’ died Towards the end of the year under review, a former works minister, Tony Anenih, died. Chief Anenih, 85, died at Cedarcrest Hospital, Abuja, where he was receiving treatment for an undisclosed ailment, a family source said. Born in Uromi, Edo State, Anenih was one of the most influential politicians of his era. He was nicknamed ‘Mr Fix It’ for his ability to manipulate the electoral process. He was a state chairman of Nigeria’s then ruling party, National Party of Nigeria (NPN), between 1981 and 1983. He is believed to have played a major role in the controversial 1983 general elections including in his home state of Bendel (now Edo State) where he helped Samuel Ogbemudia to victory. Anenih was also the national chairman of the Social Democratic Party in 1993 under whose platform Moshood Abiola won the June 12, 1993 presidential election. Abiola was later imprisoned by the Sani Abacha dictatorship with many of his supporters accusing Anenih of betraying the June 12 cause. Upon return to democracy in 1999, Anenih was also a founding member of the Peoples Democratic Party and was appointed Works Minister by then President Olusegun Obasanjo and later became the Chairman Board of Trustees of the PDP.

Mr. Ephraim Akparawa Inyangeyen Making of a consummate leader
Edafe Obaroighoror When credible people are called to duty, the system revolutionalised positively for the benefit of the entire society. That was the case of this grassroots mobiliser, Mr. Ephraim Akparawa Inyangeyen, when Governor of Akwa Ibom State, H.E. Udom Gabriel Emmanuel, champion of good governance, development, transparency and accountability appointed him commissioner of work on July 6th 2015. Ephraim was born in November 25, 1965 to the family of Mr. and Mrs. Akparawa Inyangeyen of Nung Nya in Ikot Ebiere of Onna Local Government Area, Akwa Ibom State, Nigeria. Young Ephraim, from 1977-1982, obtained his O/L Certificate from Etinan Institute, Etinan and proceeded to School of Basic Studies, Akamkpa from 1983 to 1985 where he earned his A/Level in Mathematics, Chemistry and Geography. Not done with his quest for education, Ephraim in 1985 enrolled in the prestigious University of Ibadan, Nigeria where he obtained a Bachelor Degree of Science in Chemistry (second class upper) in 1988, and in 2014, he obtained a Master’s Degree in Business Administration from the University of Lagos. Ephraim’s quest for more knowledge propelled him to be enrolled at the Walden University for his Doctorate Degree. Currently, he is a candidate for Doctor of Business Administration of the University. He began his professional career as an Auxiliary Teacher in the then Cross River State Teaching Service Commission where he taught Mathematics, Chemistry and Physics at Community Secondary School, Okat in 1982. In 1989, during his National Youth Service Corps (NYSC) programme, Ephraim worked as a Chemist with the Nigeria Railway Corporation and on 31st August, 1990, he enlisted in the Nigeria Customs Service as an Assistant Superintendent of Customs. For over 25 years, Ephraim maintained a glittering and dignified career spanning various key departments of the service, include member of several professional bodies. He is a fellow, Institute of Management Consultants (IMC), fellow, Chartered Institute of Administration (CIA), fellow, Institute of Professional Managers and Administrators of Nigeria (IPMA) and fellow, Chartered Institute of Loan and Risk Management of Nigeria 2017. Under his supervision, ministry of works has completed various projects while others are ongoing. The projects are dualization of 29.0km Etinan – Ndon Eyo Road, 25.0km Uyo – Ikot Ekpene Road, Uyo, and 14.5km Uyo/Airport Junction – Okopedi Okobo Road. The dualization of the 13.5km Okopedi – Oron Road by East-West Road Phase II, Okobo/ Oron, construction/remodeling of selected roads, strategic roundabouts/junctions in Eket Metropolis (Phases 1 & II). As well as 1.6km dualized & 2.2km expanded carriageway, construction of proposed 55.1km Ibom Super Highway with 3No Spurs, Akwa Ibom State under the Alternative Project Funding Approach (APFA). Another construction of 15.1km Ndon Eyo – Ikot Akpatek – Odio Road, 2.1km Road Around State Secretariat Annex and Believers Assembly, Mbiabong Etoi, Uyo. Construction of 6.41 km

Ngozi Okobi: China and Cyprus invitation tournament not enough for Super Falcons Super Falcons midfielder Ngozi Okobi has called on the Nigeria Football Federation to organize top class friendly matches for the team ahead of the 2019 Women’s World Cup in France. The Thomas Dennerby’s side are expected to take part in the four-nation invitation tournament in China and Cyprus Cup in January and February respectively as part of their preparations for the World Cup. However, Okobi who was part of 11th African Women’s Cup of Nations
winning team said more games must be arranged for the team. “The tournament in China and Cyprus is not enough, because these games are in January and February,” Okobi told BBC Sport. “What then happens after February until June? We need more quality international friendlies to put us in shape. “Top friendlies bring the best out of the team. They also provide enough time for the players to further understand the coach’s ideas, philosophy and also to get used to us.“ After the team laboured to defend their AWCON title in Ghana, Okobi admits that other African nations has closed the gap on Nigeria and insists the Federation must help the prepare , stressing that the world cup is not place for trying
