were considered for the other positions in case any state has a problem and would not want to deviate. Such states, the APC said, is at liberty to write to the party to seek approval. Speaking to journalists at the party’s secretariat on Thursday after the National Executive Committee (NEC) meeting, the Governors of Plateau and Kogi states, Simon Lalong and Yahaya Bello respectively, said that three major issues were discussed, including guidelines for the primaries, mode of conducting the primaries and funding. Lalong, Bello said, “About two or three things were discussed; first, the document regarding the guidelines of the election, mode of election, funding and the necessity for unity within the party after the spate of defections. “On the issue of defection, the party unanimously agreed that it doesn’t affect the party much but has made the party stronger while on the mode of election, it was agreed that we are going into a direct primaries but for other elections, there are two options. “But the general option is that we go in for indirect option but any state that has a problem and will want to deviate is at liberty to write and following the normal process, with a resolution from the state executive to the national executive. “The constitution of the

party provides for either direct, indirect or consensus but for the presidential election, we all agreed that we will adopt direct primaries for the presidential election. “Also, a recommendation was made by the NWC that the other states should adopt the indirect mode but there may be situations that this might be difficult in the states looking at their peculiarities. So if there are such difficulties, they can apply following the process. “On the issue of sequence of elections, it was directed back to the National Working Committee (NWC) after deliberations to look at the comments that were raised and address them in line with the Electoral Act to bring out the sequence of election. The NWC was given those powers. According to Governor Lalong, on the issue of funding, a standing committee was set up to look at funding generally for the party. When asked if the issue of automatic tickets was discussed, he said it was not discussed, saying that “we didn’t discuss the issue of automatic tickets but we agreed that patriotic and loyal members should be rewarded but not necessarily with automatic tickets. “We are saying some senators; our senators who are patriotic, who are supposed to be taken away but were all kept in the party. So all states should look and find ways of rewarding them. But on election, the option is given to everybody to contest election.

“The cost of nomination form, we debated that and I think we left it again to the NWC to look at some of the views that were expressed to come out with a reasonable figure. And any figure will be accepted; we don’t need to come back to NEC to rectify that”. Governor Bello, while laying more emphasis on the automatic ticket, said that “people refer to issue of automatic tickets to governors and legislators. In our party, we have reward system. You will surely not throw away a loyal party man. NNPC’s revenue template ready as FAAC shares N814.8bn to FG, states, LGAs Mathew Dadiya, Abuja The Nigerian National Petroleum Corporation (NNPC) revenue temple authorised as panacea to resolving federation revenue skirmish will be ready at the next Federation Account Allocation Committee (FAAC) meeting. The development came just as the three tiers of government comprising Federal Government, states and 774 local councils on Thursday night shared total revenue of N 714.809 billion as allocation for the month of July against N821 billion shared in June. The shared sum included statutory revenue, Value Added Tax (VAT), forex equalisation and additional revenue from Nigerian National Petroleum Corporation (NNPC). Minister of Finance, Mrs. Kemi Adeosun, announced the figure on Thursday in Abuja at monthly Federation Account Allocation just as she confirmed that the proposed Nigerian National Petroleum Corporation (NNPC) revenue template will be ready at next FAAC meeting. She said, “A committee for the revenue reporting

template for the NNPC and the federation account will be ready before the next meeting, it will define the flow of revenue to the federation account. We have also set up a committee chaired by the Delta State Commissioner for Finance, David Edevire, to come out with rules on our Excess Crude to ensure that we have a rule based Excess Crude Account and will report back to the committee next month. “The issue of template is meant to achieve a reliable template for revenue reporting for NNPC. Revenue reporting to FAAC from NNPC really has not been up to date in the past 10 years and this new template will reduce deficiencies. That is why the President directed that we should come out with a new template, we are making progress, we are working with DPR, NNPC and all stakeholders, so we have made some significant progress. One of the things the President directed after the standoff two months ago, was that before FAAC, NNPC and FAAC should sit down and go through the figures and that meeting now holds on Tuesdays before FAAC. We sat down -NNPC, Office of the Accountant General of the Federation, Home Finance and we go through the figures to iron out issues before FAAC.

As a result, we have fewer reconciliation than we had before”. According to Minister, the gross revenue of N597.975 billion received for the month was lower than the N694.672 billion received in previous month by N96.697 billion. “Crude oil export sales volume was 3.74 million barrels when compared with the previous month sales volume of 3.57 million barrels”. “Despite the improved revenue, production was negatively affected in the period by shut- ins and shut down at various terminals for repairs and maintenance of ageing facilities. The VAT, import duty, Companies Income Tax (CIT) and oil royalty decreased while Petroleum Profit Tax (PPT) recorded an increase “, the Minister added. Of the amount distributed, Federal Government got the lion’s share sum of N298.288 billion; states collected N183.773 billion; local councils N138.964 billion while the sum of N49.777 billion got to oil producing states as their share of 13% derivation principle. The cost of collection/ transfer and Federal Inland Revenue Service (FIRS) refund amount to N44billion. The balance in Excess Crude Account (ECA) stood at $2.332billion.

The supremacy crisis between the executive and the National Assembly over the N9.1 trillion 2018 budget was rekindled on Thursday as the joint committee on INEC and Electoral Matters rejected President Muhammadu Buhari’s request that the Independent National Electoral Commission (INEC) N143 billion proposal be funded from the N578billion special fund they inserted in the budget, as the committee recommended that the executive vire the money from the N943.5 billion service wide vote controlled by the executive. The joint committee of the National Assembly on INEC and Electoral Matters at the end of its over two weeks harmonisation exercise of the 2019 election budget, suggested to the leadership of the National Assembly and its joint committee

on appropriations to source the funding through virement from other service wide votes of N943.5 billion under the Special Intervention Programme (recurrent). This, the committee said, was to ease consideration and avoid increase in the size of the 2018 expenditure framework. But the suggestion by the committee can be seen as a way of getting back at the Presidency over the executive’s request to vire INEC’s requirement from the inserted N578 billion special intervention fund for 1, 403 projects added to capital projects in the 2018 budget. On July 17, 2018, the President through an executive communication requested the National Assembly to fund the N164, 104, 792, 065. 00 supplementary budget for the conduct of the 2019 elections, from money he alleged was inserted in the 2018 budget by the legislature. In a statement by its chairman, Senator Suleiman Nazif, the committee also slashed

INEC’s request by N200 million to N143, 312, 256, 955. He said the joint committee considered the request from the President for the first component of the election budget of N143, 512, 529, 455.00 to be vired under the 2018 budget due to reasons of financial constraint established in the presidential communication to the National Assembly, while the second component of N45, 695,015, 438.00 is expected to be funded from the 2019 budget, also as requested by the President. He added that both the requests of the President and INEC’s submission to the committee marked the total package for the 2019 general elections at N189, 207, 544, 893. Senator Nazif, however, said the committee remains available at all times to consider any further request from the Presidency for the second component of the N45, 695, 015, 438.00 for the 2019 general elections.

The gale of defections had seen prominent leaders of the party like Senate President, Bukola Saraki, Senator Rabiu Musa Kwankwaso, Governors Samuel Ortom, Aminu Tambuwal, Abdulfatah Ahmed and a host of others moving to the opposition Peoples Democratic Party (PDP). But the President speaking at the National Executive Committee (NEC) meeting of the party in Abuja, further stated that in spite of the reconciliatory efforts of the new national leadership of the APC, some party stalwarts bent on upsetting the status quo could not “muster the figures they had envisaged to cause an upset”. Buhari admonished the party to play by the rules as party primaries approach, adding that his government will continue in delivering the dividends of democracy and promises he made to Nigerians. “Let me congratulate the current leadership of our party led by Comrade Adams Oshiomhole. The team emerged at a turbulent time when there were rumours and speculations of massive defections in such a way that could rock the very foundation of the party. “Despite reconciliatory attempts to keep the house together, some members were hell bent on pulling down the roof. They left, threatening to go along with scores of people, thus upsetting the party. “But due to the work of the new party leadership, the exit barely made a dent on our super structure as they could not muster the figures they had envisaged to cause an upset, particularly in the two chambers of the National Assembly. “APC remains in control and is increasing by the day with quality people joining the party,” the President reiterated. Admonishing the party to adhere to best practices as primaries to choose the party’s flag bearers in 2019 approach, President Buhari said that “as we match to party primaries, I ask all and sundry to ensure that we play the game according to the rules. “Let us come out with free, fair and credible primaries which will be a precursor to free, fair and credible elections next year. Let us shine the light through our primaries and the rest of the country will find the way. “Our primaries must be in complete compliance with the provisions of

the 1999 Constitution (as amended) the Electoral Act and above all, the constitution of the party. “This is the time we must work for unity, harmony and togetherness. “Let us all join hands to move the party forward. We must take our party to the next level and I urge all and sundry to give support to our national working committee.” The APC National Chairman, Comrade Adams Oshiomhole, in his remarks, also descended on those who left the party, describing them as migrant politicians with no verifiable address. He said, “I am happy to report that as a result of those engagements, many senators and members of the House of Representatives renewed confidence in our party but those who were determined to leave not on account of what anyone had done wrong against them but on account of their ambitions that they believed they could not realise on our platform. “Even though they were not denied the opportunity to try out that ambition, they arrived at the conclusion that the only way they can realise their ambitions was to relocate and they relocated. Of course, for a distant observer, he would think that this was a huge blow to our party. “I had made a point before but it seemed I was misunderstood in some quarters when I said if some individuals of no political address decide to leave, I would not lose my sleep. “Now, I say they do not have a political address because if you have a history of moving every season from one party to the other with only one constant thing in mind -to contest, now what is your political address? So, for people like that who are migrant politicians, I am not able to identify their political addresses and therefore, I refuse to lose my sleep. But the Speaker of the House of Representatives, Hon Yakubu Dogara, was conspicuously absent at the meeting, being the highest ranking member of the party in the legislature. However, Oshiomhole read an apology from Dogara and from the Deputy Speaker, Yusuff Lasun, while the APC National Leader, Asiwaju Bola Tinubu, made a surprise appearance even though he is constitutionally not a statutory member of the decisionmaking organ of the party. …Saraki joins presidential race In a related development, the number

of aspirants jostling for the presidential ticket of the Peoples Democratic Party (PDP) swelled further with the declaration of Senate President, Bukola Saraki, in Abuja, on Thursday. Saraki said he possess a unique blend of executive and legislative experience to push for and implement reforms that will deliver real improvements in the daily lives of Nigerians and spearhead a new agenda that can transform the lives of ordinary Nigerians. He promised to offer leadership driven by empathy where leaders are responsive to the citizens. “For me, the leadership we deserve is one that will be a source of pride to all Nigerians, one that will be respected and admired in Africa and around the world. It should be a leadership that can hold its own and stand tall anywhere in the world. That is the type of leadership I offer,” he said. Saraki promised to ensure the security of lives if elected president, stressing that “as things stand now, no one is safe in this country. “No one feels truly safe. We must restore the sanctity of the rule of law and strengthen democratic institutions in order to build a just, fair and equitable society for all. “We must rebuild the trust of our people in government. We need a new generation of leaders that are competent, with the capability to rise to the challenges of the 21st century. We must pull this country back together and rebuild, block by block, with dedication and commitment”. This, he said, is an urgent task that requires the concerted efforts of each and every one. “As we look around today, what do we see? What is the condition of our citizens? Where are we as a nation? How are we perceived locally and internationally? Why are we not making the expected progress? Why are we not growing? There is no time to waste. Chukwuemeke Iwelunmo Stalwart of All Progressives Congress (APC), Mr Opeyemi Bamidele, on Thursday, returned from the United States after his medical treatment. He said he was grateful to God for saving his life after the stray bullets that hit him in the build-up to Ekiti State governorship election. Bamidele said he was not only excited over the victory of governor-elect, Dr. Kayode Fayemi, but that people of the state will have a better deal. He, however, said the victory of APC in the forthcoming Osun State governorship election will be the icing of the cake for the ruling party. Speaking on arrival at the international wing of the Murtala Muhammed International Airport, Ikeja-Lagos, Bamidele said he was grateful to political associates, friends and associates that paid for and facilitated his trip for treatment abroad after the unfortunate incident in Ekiti State. Bamidele said in a few days he will address the nation to share his thoughts on the achievements of the President Muhammadu Buhari administration. Besides, the victory of the APC in Ekiti, Bamidele said re-electing the party in Osun State will pave the way for the journey ahead for the 2019 presidential election. Bamidele said: “I am happy to be back home, and I want to express gratitude to God and my family, friends and associates that have shown love to me during the period of my trial after the unfortunate incident. “I am very grateful to the people of Nigeria and Lagos State for the love they have shown, even the sons and daughters of Ekiti State, they have all been wonderful. “What is important today is to give glory to God, and to thank all the people that God used to pay for my hospital bills, to fly me out of Nigeria, visit me in London and the United States and to ensure that I get the best rest and treatment.

By the grace of God, APC will be re- elected in Osun State. “APC, being re- elected back in Osun State will be the icing of the cake to the victory that God gave us in Ekiti State. From then, we can face 2019. “For me, it is a very straight turf, it is a clear vision, and the understanding all of us must have is that President Buhari may not have done; what he did in the last few years if not for corruption fighting back, most of the things, we are seeing in the country now is organised response by people who felt Buhari administration has not allowed them to do what we have known them for in this country. “Nigerians need to be resolute in their bid to re- elect Buhari at the centre in 2019. It will be the new beginning of all the things he has done in the last years, and Nigerians will be happy for it.” On his thoughts on the re- election of Fayemi, he said: “I was part of the election campaign of Fayemi as the director general of the support campaign group. I have no doubt that Dr. Fayemi of today is different. Most of the fear that people had should be a thing of the past. Ekiti people are in for a new deal, a better deal under the administration of Fayemi and the APC. Why Buhari declined assent to PIGB – Presidency Egyptian President swears in first The Presidency has disclosed that President Muhammadu Buhari declined assent to the Petroleum Industry Governance Bill (PIGB) for several reasons, including some provisions being in divergence with present administration’s policy. The Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, made this known in a statement made available Abuja. He said reasons for the decline were that “the provision of the Bill permitting the Petroleum Regulatory Commission to

retain as much as 10 per cent of the revenue generated, unduly increases funds accruing to Petroleum Regulatory Commission. “This is to the detriment of the revenue available to the Federal, States, Federal Capital Territory and local governments in the country. “Also, expanding the scope of Petroleum Equalisation Fund and some provisions in divergence to this administration’s policy and conflicting provisions on independent petroleum equalisation fund is another reason. “Furthermore, there are some

legislative drafting concerns which, if assented to in the form presented, will create ambiguity and conflict in interpretation.’’ Enang said that it had become necessary to set the records straight on Buhari’s non-assent to the Bill in view of alleged misleading reports in the media. He said “Buhari did communicate decline of assent to the Petroleum Industry Governance Bill, 2018 for constitutional and legal reasons. “By convention, it is inappropriate to speak on the content of Executive communication addressed to the legislature until same has been read on the floor in

plenary. “But I plead for the understanding of the legislature that due to misrepresentations in public domain and apparent deliberate blackmail, which if not promptly addressed, may set the executive and the legislature against the public, this be excused. “It may even extend to the international investment community. “None of the reasons for withholding assent by the president adduced by the media is true. “May this please, answer some of the issues raised until the communication is read on the floor.’’

FG warns corps members against hate speech, fake news The FCT Minister, Malam Muhammad Bello, has warned corps members against promoting hate speech and fake news because of their destructive effect on the society. He also advised them to be vanguards of the change mantra “Change Begins with Me”. The minister said this in Abuja on Thursday while addressing corps members sworn-in for the 2018 Batch ‘B’ Stream II service year at the National Youth Service Corps (NYSC) Orientation Camp, Kubwa. Bello was represented by Oladimeji Hassan, Secretary, Social Development and Chairman, NYSC FCT Governing Board. The minister urged the newly sworn-in corps members to complement Federal Government’s efforts by consistently carrying messages of oneness, solidarity and indivisibility of the nation. He also urged corps members nationwide not to flout government’s directive banning the promotion, advertisement and sale of tobacco products in

all orientation camps and public spaces. Bello said that anyone caught flouting the directive would be made to face severe sanctions and urged the corps members to ensure their acts and deeds fell within the ambit of the law. He charged the corps members to be disciplined and be ready to make sacrifices as the task ahead of them was quite enormous. Bello advised them to reject and denounce all forms of social vices which had been identified as the most critical impediment of the nation’s development process. “I must warn you against hate speech and fake news. You must strive towards complementing government efforts by consistently carrying messages of oneness, solidarity and indivisibility of our great nation, Nigeria. “Let me reiterate the extant ban on promotion and advertisement on all tobacco products in all the stadia and NYSC orientation camps nationwide by the Federal Government. “You must not flout this directive throughout your service

year in the FCT and beyond as the reverse could carry grievous consequences. “Few weeks ago, the Federal Capital Territory Administration (FCTA) honoured 72 corps members who distinguished themselves during their service year in the territory. “I urge you to aim towards this recognition and honour by provoking your creativity towards innovative projects that will stand you out at the end of the service year,” Bello said. The minister said that plans were underway to introduce an All-inclusive Talent Hunt in the territory to unravel the creative and innovative works of corps members. He said that the project was part of a collective drive towards youth development and empowerment amid socioeconomic development of the FCT and the nation. Bello said that the federal government was determined to arouse the confidence of youths at all times particularly by utilising their energies and forces in a bid

to improve technology in line with global best practices. The minister said the criterion for selection would be tailored alongside the NYSC model. He urged the corps members to take advantage of the skills acquisition initiative provided by the NYSC to equip themselves for the task of nation building. Besides, Bello urged them to see the skills training as key to selfreliance and sustainability in this time of acute shortage of whitecollar jobs. The Chief Judge of the FCT High Court, Justice Ishaq Bello, administered the oath of service on 2,261 corps members for the 2018 Batch ‘B’ Stream II service year in the FCT. Justice Bello was represented by Justice Muawiyah Idris at the occasion. On his part, Mr Bello Ballama, the NYSC FCT Coordinator, said the orientation course would last for three weeks after which corps members would be posted to organisations in the public and private sectors for primary assignment.

He further promised to redesign the national security architecture, while adequately equipping security agencies to fulfill their primary role of protecting lives and property. Saraki said his administration will address infrastructural deficit through aggressive financing initiatives, including mutually beneficial PPP arrangements, regular floating of bonds and other financial instruments, which will ensure stable, adequate and reliable funding to see to the completion of core projects especially roads, rail and power. In addition, he plans to protect all Nigerians and defend their constitutional rights and freedoms, to stand for and uphold at all times the principle of the rule of law, which is the bedrock of democratic governance. Reeling out his anticorruption plans, he said “ours will not be a selective fight against corruption. The emphasis will be on strengthening institutions, with a particular focus on

deterrence. We cannot afford to compromise our institutions with proxy wars against perceived political opponents. We see the fight against corruption as crucial to Nigeria’s economic development”. Lamenting the state of the nation, the Senate president said that Nigerians are crying out for succour “as many children are hungry, many people are dying of avoidable or otherwise treatable diseases, many have fallen below basic living standards, and are now among the 87 million that sealed Nigeria’s position as the country with the highest number of people in extreme poverty. “Our young people lack opportunities. The necessary education facilities and system to equip them for the future simply do not exist. We are not creating the jobs needed to usefully engage them in order to grow our economy. And too often, the youth feel shut out, prevented from having any say in the direction of this nation. “The harsh conditions of extreme poverty faced by the people, fuels the state of insecurity all over the country. Hunger, lack of education and lack of opportunities push many Nigerians into criminal activities including terrorism. “Many of our communities

are paralysed with fear due to incessant communal crises, kidnappings and other social ills, as well as the threat of terrorism. Wike wants PDP presidential aspirants to unite, sack APC FG Presidential aspirants under the Peoples Democratic Party, PDP, have a been called upon to forge a common front to sack the APC Federal Government. Rivers State Governor Nyesom Wike gave this advise when he spoke on Thursday in Port Harcourt during a condolence visit by PDP Presidential Aspirant and former Governor of Sokoto State, Alhaji Attahiru Bafarawa over the death of the Attorney General of Rivers State, Honourable Emmanuel Aguma (SAN). The governor urged all Presidential Aspirants to support whoever emerged as the PDP Candidate after the Presidential Primary, because power came from God. He said: “What we are saying is that all of us must put our heads together to remove this government that does not mean

well for Nigerians. “Power comes from God. If God says it is you, there is nothing any man can do about it. Man can only struggle,” he said. Governor Wike said every member of the PDP must work as a team for the party to emerge victorious in 2019. On the death of Hon. Emmanuel Aguma, the Attorney General of Rivers State, Governor Wike thanked the former Sokoto State Governor for his condolence visit. He said the burial process will begin on September 12, 2018 with a lecture on the life and times of the Late Senior Advocate of Nigeria, while actual burial will be on September 15, 2018. The governor described the Late Attorney-General of Rivers State as a dependable ally who stood by his administration to the end of his life. In his remarks, Former Sokoto State Governor, Alhaji Attahiru Bafarawa prayed God to grant Rivers people the strength to bear the loss. He said that the visit was to condole with the Rivers State Governor. He said that all human beings will taste death at some point, praying God to grant the Late Attorney-General of Rivers State paradise.

Christian woman Governor for Egypt President Abdel-Fattah al-Sissi of Egypt on Thursday swore in 21 New Provincial Governors, including the First Female Governor from the country’s minority Christian Community. Manal Mikhail has been appointed governor of the coastal city of Damietta, becoming the first-ever Christian woman to hold such a osition, private newspaper alMasry al-Youm reported. The 51-year-old woman’s previous post was deputy governor of Giza, home to the world-famous pyramids. Egypt has the largest Christian community in the Middle East, accounting for around 10 per cent of the country’s mostly Muslim

population of 95 million. Egypt’s Christians have long complained of persecution and Islamist attacks. Al-Sissi, a Muslim, is popular among the country’s Christians, who backed his ouster of Islamist president Mohammed Morsi following Mass Street protests against his divisive rule. Al-Sissi has courted the Christian community to an extent unseen for decades, visiting the main Coptic Orthodox cathedral in Cairo on several occasions since he took office in 2014. In 2016, the parliament, led by al-Sissi’s backers, approved a long-awaited law aimed at easing restrictions on building churches.

Buratai seeks media support in fight against Boko Haram Buratai, has solicited the support of the media in the fight against the Boko Haram insurgency and other security challenges confronting the country. Buratai stated this during his interactive session with the media executives in Abuja on Thursday Buratai said the army was continuously making sacrifices to ensure the unity of the country and appealed to Nigerians to desist from acts that were capable of truncating the progress so far achieved. He said, “Let us be patient with the security agencies and support them. “I assure you all that the Nigerian Army is your Army which will continue to work for the common good of the nation while professionally carrying out its constitutional roles,” he said. On the fight against insurgency, the COAS said he had directed relevant departments and corps in the army to immediately embark on campaign to counter the negative narratives and ideology of the Boko Haram insurgents. He said, “This Campaign Plan for countering the negative narratives and ideology of the insurgents, using community resilience is part of the Nigerian Army’s non-kinetic approach to the fight against insurgency in the North East.” Buratai also listed the relevant departments, directorates and corps charged with this responsibility as “Department of Civil Military Affairs, Directorate of Army Public Relations, Nigerian Army Engineers and Nigerian Army Intelligence Corps.’’ Others, he said, are: Nigerian Army Education Corps, Nigerian Army Medical Corps and Nigerian Army Chaplaincy and Islamic Affairs. Buratai said the campaign would be focused on community stabilisation. “This is necessitated by the power which is inherent in a community when members of the community team up to achieve a desired objective. “We have discovered the power that is embedded in

large communities when they collectively team up to achieve a desired goal or objective. “Community stabilisation as you are all aware is a measure of the sustained ability of a community to utilise available resources to respond to, withstand and recover from adverse situations. “It is also a means where communities stand up as a collective entity to resist whatever is deemed alien to their beliefs, culture, tradition and way of life. “The insurgents have used fear and extremely negative religious fundamentalism as a justification for the deployment of women and children as suicide bombers, setting ablaze Churches and Mosques, while engaging in indiscriminate killing of innocent people.’’ According to the army chief, community stabilisation lies in the ability of every community to say, `No more will we allow this to happen to us again.’ “No more will we support and protect those who seek to destroy us and our future”, “No more will we succumb to the cheap threats of these insurgents. “The resistance by the community will create an internal system that will complement the efforts of the Nigerian Army and ensure that these insurgents are ideologically defeated completely.’’ He noted that there had been increased determination on the part of the people of the NorthEast to resist and unite against the terrorists, following their relocation back to their ancestral homes. Buratai said it was obvious that the people of the region were developing a collective resilience which only needed to be encouraged and supported. “This is a positive response against the initial imposition of a strange ideology by the terrorists. “The Nigerian Army intends to build on this,’’ he said, and solicited the support of the media, all other stakeholders and well meaning Nigerians at “this crucial stage of our fight against insurgency.’’

ERGP has enhanced positive GDP growth - Osinbajo Abiodun Taiwo, Abeokuta Nigerian Vice President, Prof. Yemi Osinbajo, on Thursday, said that the economic blueprint of President Muhammadu Buhari, has restored stability in the foreign exchange market, while inflation rate has witnessed a decline for the 18th consecutive month since December 2016. He equally noted that the Economic Recovery Growth Plan (ERGP), within almost two years of its implementation, has made the country to experience massive investment inflows and positive Gross Domestic Product (GDP) growth. Osinbajo made this assertion in Abeokuta, in his keynote address at the 17th Joint Planning Board (JPB) and National Council on Development Planning (NCDP), organised by the Federal Ministry of Budget and National Planning in conjunction with the Ogun State government. The event, which had in attendance, permanent secretaries, both at the federal ministry, states as well as state commissioners in the ministry, was themed, “Accelerating the Implementation of the Economic Recovery and Growth Plan: The Role of Stakeholders”. Represented by the Minister of Budget and National Planning, Udoma Udo Udoma, Osinbajo, remarked that several reforms had been introduced by the present administration to improve the business climate, which according to him, has pushed up the country’s global ranking from 169 to 145. He further opined that for accelerated

implementation of the ERGP and delivery of 7% GDP growth by 2020, the country would need massive amounts of private investment, noting that the establishment of ERGP Focus Labs, has yielded positive outcomes. Osinbajo, however, disclosed that that ERGP has helped Nigeria to record successes in agricultural sector, drive local manufacturing and exports, while close attention was being paid to the mining sector by reinforcing the Mining Regulatory Agency as well as setting up a National Gold Purchase Scheme. “We believe these efforts will boost investors’ confidence in our economy and increase available resources required to implement priority projects and programmes that will stimulate growth and impact positively on lives of the citizenry”. The VP submitted. In his own remarks, Minister of Budget and National Planning, Senator Udoma, noted that the programme was designed to create a platform where permanent secretaries, commissioners for budget and planning and relevant stakeholders can rub minds with top economic experts. He added that President Buhari’s determination to fix the economy, enhance security and fight corruption, led to the birth of ERGP, which according to him, has been acknowledged as a good plan by both international communities and development partners. Also speaking, Ogun State governor, Senator Ibikunle Amosun, noted that Nigerian economy has been put back on the path of growth and commended the Buhari-led administration for its timely restructuring of the economy, via ERGP launched in 2017.

2019 polls, unexpected results and political Tsunami

During the 2006 tsunami in South East Asia, domestic animals were said to have climbed to higher grounds while humans went picking easy fish on the beds of receded beaches. Then the high water came and hundreds of thousands were dead in the unfortunate devastation. This story may not be entirely true, and not all domestic animals would have escaped, but when I heard the story it reminded me just how dead human instincts have become. Noise crowds out our instincts. We have to be more perceptive, meditative, reflective and wary. A political tsunami is coming in 2019, ‘says the Lord’, but I don’t know what form it will take. For me, I have run to a higher ground, by doing the only logical thing now – getting involved. The oceanography institute says this about tsunamis: “Tsunamis are giant waves caused by earthquakes or volcanic eruptions under the sea. Out in the depths of the ocean, tsunami waves do not dramatically increase in height. But as the waves travel inland, they build up to higher and higher heights as the depth of the ocean decreases.” What is happening on the political scene in Nigeria today is the clear beginnings of a tsunami. For one, there are giant waves unseen on the surface and among our people right now. Nigerians are genuinely tired of the political rigmarole, even if they have been reduced to nothing by weaponised poverty in the hands of our leading political elites. The tsunami is beginning to make its landfall and we can see that, first, in the number of jostlers for the presidency. There are over 60 people from all walks of life and all persuasions gunning for Nigeria’s number one job – the presidency. Some are serious, while others are not. Some are extremely brilliant, some not so much. The public has asked that all these people merge and present just one of them which ‘they can rally around’. As sound as this logic looks, it also comes with some fatal flaws. Nigerians seem to think that the problem confronting them is an easy one and can be reduced to a binary option – either Buhari or one other person. In think contrary though. The socioeconomic and political problems facing Nigeria are complex and convoluted, and call for Nigerians to think deeper, work harder, lose more sleep, search more meticulously. I believe the focus should be on the ideas that each aspirant is pushing and proposing and their abilities to convince Nigerians on those ideas. By asking for just one person, many young Nigerians also reveal that they still want things served to them a la carte, simplified, put in a neat box – as usual. Just as we have always waited for power to be delivered to us at home, or preferably in bed, we also want the solution to be presented so simply that we can just blindly walk to the polling booth on voting day and dreamily append our thumbs on the right space, then return to our reverie –

all the while fiddling on instagram and twitter on our smartphones. The Nigerian youth, especially, must know that in all great countries, the youth got more actively, intelligently and philosophically involved. It’s a lot of hard work. A Lot Will Emerge Before D-Day I know for sure that a lot will happen between now and the next elections. Many aspirants will not get their party’s tickets – naturally. The crowd will thin out. Many political parties will reveal the reasons for the existence by throwing in the towel for one of the ‘big two’ political SPVs called the APC and the PDP, otherwise known as the parties with the access to the commonwealth. The crowd will thin out even more. I don’t see more than 15 presidential aspirants in the end – even without any consensus from anywhere. Very few parties are going to be able to hold their own and fulfill INEC requirements before then, with the shaky states of many of them. Then we have to look at the tribal and religious permutations. Whereas the ‘zoning’ thing is basically a PDP arrangement which Buhari managed to ride on in APC, some parties are thinking along this line while some don’t want to be soiled by it. There is a large number of guys from the North who are jostling, among whom are Tambuwal, Kwankwaso, Lamido, Dankwambo, Baba-Ahmed, Tanimu, Atiku, etc. Most of them are on the APC/PDP train and only one of them will be lucky to win PDP candidacy. APC looks very dicey with Buhari being determined to continue. Some of these guys may try and launch on some of the new parties, but most will just hibernate once they lose at nominations. The space will clear up some more. I believe the political terrain will look very different by January 2019. Staying power will be crucial. It is those who can withstand till when it matters that will be counted. It is absolutely unwise to throw in the towel too early because you never know what will happen the next minute. What if Buhari is no longer contesting? Who can boast of the control of the minds of millions in the North? Will that not blast open the space? People should not be afraid of spending if it is about saving Nigeria. Let’s all keep working hard. There is also the issue of a rerun. INEC has planned for it. If Buhari is unable to win at first go, a lot can happen as many Nigerians may – without any prodding – rally around the guy who comes second. My assessment of who is who Let me mention a few of the new players and their strengths for now. If I was asked to choose anyone apart from myself, to represent the ‘technotician’/nation-builders group, I will choose Kingsley Moghalu. He has been working and spending hard on this. He has traveled extensively and is always on the move. He has that maturity and experience to hold his own in the middle of world leaders and local power-brokers. He has held the most townhall

meetings so far and visited the most traditional chiefs and ex-leaders. He has access. My only disagreement with Kingsley’s economics is when he said we will run an ‘entrepreneurial capitalism’ and that a venture capital fund will be put in place to help us with the unemployment problem. No, I think the venture capital idea is never going to be enough for the depth of rot in the system and the tens of million stranded Nigerian youth, and it plays into the trap of liberal economics which I know that he knows, and which is flawed for our times and terrain (and that is what we have been applying for decades with disastrous effects anyway). He should notice how many of our youth are out there smoking weed all over the place. We need something more fundamental and we must do this ourselves. As for entrepreneurial capitalism, well, we are not the USA and must never compare ourselves to a people who have been well-governed for centuries. We must do more than create entrepreneurs. We must establish the minimum standards for our people’s standard of living and pursue that vigorously. I will love to see him on this, for I know that he knows better. Sowore has also lived up to expectation. Or even beyond. And even though he is often seen as a hot-head ‘aluta’ warrior, Sowore is at his best when it comes to suggesting ideas that can make Nigeria work. He thinks well on his feet, is eloquent and has a way of diffusing tension in every environment he finds himself. One thing he is good at is his media. More than anyone in this group, he is not camera shy. He hugs the limelight and knows he must always be in the hearts and faces of people. I have seen many who have forgiven him for his controversial past. Sowore is going somewhere. If he has the backing of foreign governments, he may just cause an upset – like the Arab spring. This is because he is very anti-establishment and is not afraid to tell anyone off or embarrass them. He is the most-hated of all presidential aspirants and perhaps the most-feared by the establishment. The problem is that I saw how the Arab spring went and how deceptive such things are at their core. The Arab region is still as it was before the aborted spring. It was a mere experiment, costing thousands of lives. Sowore has ideas but will find it hard to run government. Fela Durotoye has a charming and disarming personality and is also not camera shy. He’s someone you’ll like to have as a friend and would make a great motivational president who can unleash the productivity of his people. He’s perhaps one of the best-looking of the lot. And that counts, especially with the female folk. He may not have immersed himself in deep economic stuff but is well-exposed enough to know what can and cannot work in Nigeria. Subject to the ‘magic’ going on in his political party, ANN right now, and his ability to sort that out quickly, I’d say we keep an eye on Fela. He has the Obama factor. You want to see him

at a rostrum. I’d beg him to have a more secular touch though. No illusions. A president is for everyone; pagan and believer. We also have many great guys in the fray. I have met very sound people like Comrade Anselm Eragbe, Dr. Thomas-Wilson Ikubese, China Fagbenro-Byron, Mathias Tsado, Jaiye Gaskiya, Ahmed Buhari, Dr. Mrs. Elishama Ideh; and from afar, I greatly admire the energy and depth of Awwal Aliyu, Dr. Israel Nonyerem Davidson, Dr. Tanko Yunusa, Professor Sonaiya, among many others. I listened to a 20-minute interview of Donald Duke the other day and I think he’s really sound. Our ideas are so alike, save for a couple of disagreements. Keep an eye on Duke if he could get a platform. I’d say Nigeria’s Got Talents. Nigeria’s Got Brains. I think it’s a great thing these people are stepping up at least for the world to see that we are not a nation of morons; that we have good people who are willing and able to take this nation forward from the position of permanent opprobrium, and underachievement… if only they could get the opportunity. Of course one Tope Fasua is the best of all the candidates. For one, I am the only aspirant who has put his ideas out there while others are largely hedging – and some just have no ideas. My strategy is slightly different because I tried to first build a party, open the space, get others to compete with me and across all levels of competition, before declaring fully. This has allowed me make up for not being a camerahugger or some media personality. We will all be slugging it out come d-day, especially if it gets too difficult to find a singular contestant from amongst us. I have prepared an operations manual which covers all aspects of the economy. Mine is not another cheap manifesto that promises nonsense as we’ve always had. Mine is well-thought-through and I’m the custodian of this commonsense economics that will take Nigeria forward to where we need to be right now; an economics that seeks to unleash a positive atomic energy by pragmatically jettisoning all the failed options we have applied and by offering clever ways out. Also, a fusion of the left and right wings of economics that works for our nation; perfectly propelled by the ANRP party ideology called Constructive/Positive Pragmatism . I find it tough to entrust this legacy to anyone else because we have been let down too often in the past. I have been told that my ideas will be stolen since I put them out there, but I responded that that is okay by me so long as the ideas are applied accurately and Nigeria gets better. Mine is a revolution of ideas because what we need in this space is no less than a revolution. I am not a fan of cameras but I’m getting used to it. Things will heat up in time. Nigeria should get ready for a rollercoaster season. It will surely be glorious. 2019 will be different. A Tsunami is coming.

American founding fathers extended the philosophy of liberalism by demonstrating to us a popular system of government designed to prevent the election of a driven, explosive, knownothing demagogue as democratic leader. Until the emergence of Donald J. Trump, liberal democracy based on equal representation and co-equal arms of government with separate powers was seen all over the world, as the best form of government. Donald Trump has proven that democracy has its own flaws; its own vulgarity propelled by a major faction. Petulant reactions, insults and vulgarity started with his campaign and they have become the recurring themes of his presidency, as his base laps up every ugly rhetoric and irreverence. Donald Trump does not understand his obligations as America’s president and leader of the free world. Mr. Trump thinks of himself as a ruler, not as a man hired to do a job in which two of the important job requirements are decency and respect for people, even if he detests them. It is shameful to admit but unfortunately true that President Trump’s vocabulary was frozen in early adolescence with a demonstrated emotional immaturity that ought to disqualify him from being a county

clerk, to say nothing of a commander-inchief. Trump has shown how dangerous it is to elect a remarkably ignorant man to govern the world’s most powerful nation. He has little intellectual capacity worthy of note, made worse by a lack of appreciation of America’s constitution, history, diplomacy, defence, economics, law, political philosophy, trade, and nuclear strategy. Of course these weaknesses have domestic and international implications. We have examples in his exchanges with North Korean Chairman Kim Jong-un, Justin Trudeau and Theresa May. America elected a vulgar man whose vulgar manliness and demagoguery appeals to a cross section of American men and women who enjoy his unrefined coarseness. At every turn, his base approves his indecorous behaviour, they relish his absent manners and lack of tact. His overripe disdain for protocol and order, as well as his unrestrained violation of decency is seen and interpreted by his cheerleaders as discarding political correctness and “saying it like it is”. For a man without a centre of gravity and one who has made a carrier out of egotism, whose positions are often purposefully deceptive, it is difficult to see any improvement in sight. Nothing will

change because he knows his supporters approve his shallow narcissism and compulsive lies. Should his unpleasant reference to Buhari as “lifeless” enrage Nigerians? Well, with Trump, no one individual, group or country is safe. Only Trump is safe with Trump. He lacks the paradoxical blend of boldness and restraint required of a leader. Calling President Buhari “lifeless” is disrespectful, contemptuous, undiplomatic and antagonistic but not unexpected. The world has grown used to the ferocity and personal tone of Trump’s insults and social media rants. It is our leaders who should shake the insults by being more creative and daring. Buying overpriced military hardware, signing lopsided agreements and handshakes are not enough to douse Trump’s mean-spirited persona. Trump is transactional. Those who win with Trump are those who cut a deal with sharp knives and understand that he cannot be buttered up. We have to live with the reality that America’s foreign policy is now free-for-all since the Republican Party has capitulated and no one is willing to tell the emperor he has no clothes. After the “shit-hole” countries comment, considered “deeply hurtful, offensive

and unacceptable” by the Nigerian government, Buhari was expectedly diplomatic while at the White House. He said: “I’m very careful with what the press says about (people) other than myself, I’m not sure about the validity or whether that allegation against the president was true or not. So the best thing for me is to keep quiet.” Trump interjected and said; “We didn’t discuss it. You do have some countries that are in very bad shape and very tough places to live in. But we didn’t discuss it because the president knows me and he knows where I’m coming from and I appreciate that. We did not discuss it.” He is right. Nigeria is difficult to live in. Too much hunger and rolling poverty. President Buhari’s trip to the United States was greeted with aplomb by his supporters and it achieved very little in the eyes of Trump. The picture of a grinning Trump leaning over Buhari as he signed away “deals” is etched in our memory. His name calling is a lesson to African leaders who seek to earn respect by cozying up to the West instead of solving the problems at home. You cannot preside over a country with maternal deaths in the same range with war ravaged Afghanistan, overtake India as the poverty capital of the world and expect to be respected.

Editorial Commentary Lawyers, Buhari and the ruins of law Times Guest Columnist Azu Ishiekwene

Hundreds, if not thousands, of lawyers who converged on Abuja on Sunday for this year’s Bar conference may find themselves discussing something other than transition, transformation and sustainable institutions, which the Nigerian Bar Association (NBA) had previously advertised. In his opening address to the association, President Muhammadu Buhari said something that has left the Bar – and the Bench – chasing their tails. He told them that the rule of law must be subject to the supremacy of the nation’s security and national interest. In plain language, the rule of law takes second place when national security or interest is at stake. Alluding to the Supreme Court’s decision in Mujahid Asari Dokubo vs The Federal Government of Nigeria (2007), without citing the specific case law, Buhari said he was pleased that this position had been adopted and settled by the court. That is doubtful. The points at issue in the Dokubo case were bail which, no matter the gravity of the offence, is discretionary, and personal liberty, which is only a part of the rule of law. Dokubo had vowed to start a war against Nigeria and it was the opinion of the court that granting him bail would substantially increase the risk of carrying out his threat. In the case of Nnamdi Kanu, however, even though the IPOB leader made a similar threat, the court granted him bail on health grounds. But Buhari was not fishing in that pond on Sunday: he was mainly alluding to the cases of the Shiite leader, Ibrahim Elzakzaky and former National Security Adviser, Sambo Dasuki. In spite of multiple court orders, Buhari’s government has refused to release both men, who have been detained for years, on the excuse that they remain threats to national security. Yet, whatever their crimes may be, the public is not aware that either Elzakzaky or Dasuki is sworn to the overthrow of the government. So, what was the point in cherry-picking the Dokubo case? As Buhari approached the podium on Sunday, he probably sensed how ridiculous it was that his government that has repeatedly disobeyed court orders would conveniently cite a court judgment to justify its disobedience. He had also said on his return from his recent holiday in London, that he would jail corrupt people, stoking criticisms that he would use extra-legal means to crush his political opponents. He opened his speech by attacking first, as a form of defence. When Buhari said the rule of law was inferior to national security, the hall fluttered not in displeasing murmurs or fleeting exchange of curious glances; it erupted, instead, in a storm of applause for the president. From that point on, those who may have nursed the thought of pressing allegations that the administration’s war on corruption was “selective”, asking questions about the multiple violations of court orders, or flagging the charges of human rights abuses and violations of press freedom, were on the back foot. But keep in mind that this was not a meeting convened for fresh spies by fallen State Security Service chief, Lawal Daura, to justify the siege to the National Assembly, or a basic class for recruits on national interest and criminal sedition by Inspector General of Police, Ibrahim Idris, where you might expect nothing but total submission. It was a conference of the Bar association where you expect to see firebrands burning with near fanatical zeal to protect the rule of law (of which civil liberties are an essential part), without which any talk of national security does not make sense. Buhari had not even landed the punchline on the superiority of “national security” to “the rule of law” before the lawyers rolled over, wilfully forgetting – or

suppressing – what happened just outside the door, before the conference was called to order. About three weeks before the Bar conference, former DSS DG, Daura, laid a siege to the National Assembly deploying armed and hooded security men. One version of the story said Daura claimed he ordered the invasion “in the national interest”, because he believed that “national security” was under threat. Apparently, the new Bar President, Paul Usoro (SAN), and the new executive members of the Association, were either too busy campaigning for election or were on a tour of Mars during the DSS siege. Before the Bar conference started on Sunday, IGP Idris had also given us his own definition of “national security” and “national interest”. The graduate of agriculture and law said leaking his memo to acting President Yemi Osinbajo on the siege to the National Assembly was “a threat to national security”. So, he pounced on PREMIUM TIMES, roughened up key editorial staff, dragged reporter Samuel Ogundipe into detention and froze his account. Why? A dated colonial law, called criminal sedition, says publication of the truth, convenient or not, is a threat to “national security.” The courts, which Buhari conveniently quoted to support his position on the “supremacy of national interest” over “the rule of law”, have repeatedly ruled that Elzakzaky and Dasuki should be released on bail, yet the rulings have fallen on deaf ears. In spite of Buhari’s best effort to adjust to his civilian dress, his martial instinct has barely changed. From time to time, the Buhari who promulgated Decrees 2 and 4, 34 years ago under a military government where he was accuser, judge and jailer, rears his head – just like it happened on Sunday. But that’s precisely why some of the brightest lawyers were there – to remind Buhari that it is not in his place – or in the place of any other arm of government, other than the courts – to decide what may or may not constitute a “threat to national security.” The president came to office by the rule of law and, however inconvenient, he must stick with it or overthrow it and take us back 34 years when he could rule as he pleased. In his piece entitled, “Rule of law: The president got it wrong”, Reuben Abati was spot on when he said, “In summary, the rule of law is about fairness, justice, equality, due process, accountability, impartial application of the law and proper administration of justice.” Governments, especially the executive arm, tend to forget that it is the rule of law that makes it possible, in the first place, to define what national security is. They think national security is what the man or woman in power says it is – and quite often, meaning personal loyalty, convenience and security. At a time, threat to national security was as ridiculous as the biblical Joseph refusing to sleep with Pharoah’s wife, Potiphar; as silly as which of the Isabellas married first in ancient Spain; or as puzzling as Galileo’s disagreement with the Inquisitors over the shape of the earth. It was the whim of the ruler, who was not just outside the rule of law, but was also a law unto himself. We were there 34 years ago – and for 28 years of the country’s history – when the powers of the court were emasculated by decrees and a cabal ruled as it pleased. But surely, that’s not where we are now. It’s a shame that the Bar conference is ending without anyone present in the hall on Sunday reminding the President that we’ve come too far to go back to the state of nature. Direct primary and recruitment of leaders

T

he Nigeria political space is daily evolving with new ideas, development and initiative by key players aimed at making things better, yet daily people have reasons to complain about things in the practice of politics in the country that gives them concern. Why many believe that things will get better with time, it is a surprise that many people who should know how things are done in other climes where things seem to be working are among those who will fight such innovations being introduced in the country, especially when they suspects that such innovation will not benefit them personally on the long run. One such case is the recent introduction of the direct primary in electing party flag bearers as recently used by the Adams Oshiomhole led executive committee of the All Progressives Congress (APC) in the governorship primary for the Osun State election. However, though many people complained about the direct primary, alleging all manner of fraudulent activities in the process, there is no gain saying that the boldness of the party leadership to introduce direct primary in the selection of party flag bearers is an idea whose time has come and rather than fight it all lovers of democracy should join hands in ensuring that it not work within the APC, but that other political parties including the main opposition, the Peoples Democratic Party (PDP) embrace it. Before talking about the gains that direct primary will bring into the Nigeria political space, it is important to first look at the shortcomings of the indirect primary, otherwise known as the delegate system. It will not be farfetched to say that the direct primary has created a system in the political space where money is the order of the day. It is a system where people are picked from the ward, local government and states, depending on the position being contested, to go into an agreed place to elect the party flag bearer. It is common knowledge that people fight to be elected delegates, not necessarily because they love the candidates or the party so much, but because they know the benefits of being delegates and it is also public knowledge that political office seekers have accused either party leadership or other contestants of hijacking delegates and preventing others access to them to campaign. But in reality, when politicians talk about not having access to delegates it is actually talking about not having opportunity to buy them over to their side with cash, so indirect primary has become a case of the highest bidder and the higher the position sought the higher the benefit that accrues to the delegates. Indirect primary also encourages the godfather syndrome, where a powerful power broker in the particular party in the area seeks to control political activities in his zone and ensure all political office seekers in his area of influence differ to him and nobody can become anything unless he sanctions it. The direct primary as practiced in other developed political climes like the United States of America, from where Nigeria borrowed its democratic system, sees to it that every candidate

standing election is selected through the direct primary option by voting from state to state, which is why an African/American like Barack Obama and lately a non establishment businessman, without serious political affiliation like Donald Trump could emerge as American Presidents. Besides reducing the cost of prosecuting an election, which would mean that people with ideas but without deep pocket can successfully stand election, as the chances of buying all voters at the primary is seriously reduced, the direct primary also ensures that members of the party takes ownership of it and have a say in who bears the party ticket. Direct primary will also help to grow the party as more persons who ordinarily will not want to register as party members because they believe they cannot have a say in the system will be more confident to register as members of the party, knowing that they too will participate in electing party flag bearers. The direct primary option in picking party flag bearers remains one option which will help develop the political space in Nigeria and create room for an all inclusive system that will on the long run give the people not only a sense of belonging in the party, but a sense of co-owner of the party, knowing that their input counts within the system. Therefore, the direct primary option in the selection of party flag bearers is an idea whose time has come.

At the stakeholders’ meeting, they promised to improve now that the rain appears to be abating. “Their fear however, is that in the next one or two weeks the rain will come down again but immediately after, the speed will increase to make up for the past weeks that they slowed

down the work. We told them, if they go by the original agreement, everything will take three years but we told them that it has to be done in one year. “I told them that they have to work day and night including Sundays. I am a Christian; I shouldn’t have given that advice but I have to do so because of the urgency of the work and importance we attach to the project. Amaechi, speaking further, hinted that, “CCECC have been able to complete 12 kilometres of tracks laying. Last time we were here they did three kilometres but I am not satisfied with it. “Their argument is that track lane is not the problem, they can lay as many tracks as possible in a day, but the problem is earth work and we should pray that the rain should stop so that they can complete earth work. They have done 90 percent of earthwork from Iju to Abeokuta and it remains 10 percent. I hope that they would complete it before December.”

Yakubu Salisu, Kano The Kano State Police have arrested two young men, Aliyu Abubakar and Aminu Abubakar in the act of homosexuality in a graveyard in Kano. Parading the suspects before news men, the Command’s spoke person ASP Musa Majia said that the two were caught red handed committing gay sex at a cemetery in Gwale Area of the state by neighbouring residents. According to him, the attention of the Police was drawn to the scene after it learnt a group of angry residents were about to lynch two men after they were caught desecrating the graveyard by engaging in the gay act right within the premises of the dead.

‘India has invested $10bn in Nigeria so far’ Adebisi Oyindamola, Abuja The Indian High commissioner in Nigeria, Nagabushana Reddy on Thursday, has disclosed that India has invested $10 billion, which translates to the establishment over 135 companies currently operating in Nigeria. The Indian High Commission in Nigeria at an event to commemorate 60 years of bilateral engagement with Nigeria, constituted a high level panel discussion featuring trade experts from African countries, and friends of the High Commission in Abuja, to share experiences on exploring ways India can actively contribute to the development. NPA, lawmaker give 900 youths, women start-up capital Moses Oyediran, Enugu The Nigeria Ports Authority (NPA) in partnership with the member representing Nsukka/Igboeze South federal constituency, Hon. Pat Asadu have given about 900 youths and women from the area who were recently trained in various entrepreneurship skills startup capital to set up choice businesses. Managing Director of the Nigerian Ports Authority (NPA), Mrs. Hadiza Usman said during the two day skill and entrepreneurial training that the programme was part of NPA’s corporate social responsibility, she added that, “the non refundable start-up capital would enable beneficiaries invest in various businesses without delay. “The empowerment is meant to assist the youths so that they will have something to earn a living as well as assist their siblings and parents. “If youths are engaged in business activities, crime rate will reduce drastically. “NPA has carried out same empowerments in some other parts of the country as a way of

reducing unemployment as well as helping youths and women acquire skills”. Usman who was represented by Mr. Sam Nwachukwu from Public Affairs Department of NPA, said the authority would monitor the beneficiaries to know how the money was invested. “This starting capital is given to beneficiaries to enable us know those who are serious to start business as well as know those who will eat their own. “This money given to them is not refundable as is not loan but a grant to help them start business. “I advise them to make judicious use of the money to enable the Authority to give more money to increase their business base,” she said. The MD commended Hon. Pat Asadu, the house committee chairman on Ports, Harbour and Waterways for facilitating the programme. In a remark Asadu thanked NPA for empowering youths in his constituency as well as providing solar street light panels in wards within his constituency. The lawmaker urged youths in the area to

make good use of the opportunity as some of them might become successful business men and women in future through the empowerment. “Some successful business men and women in the world started like this, your determination and hardwork will make you successful and celebrated tomorrow. “The empowerment which I attracted courtesy of NPA will help youths faced with unemployment and non white collar job be self sufficient”, he said. Asadu added that beneficiaries were drawn from 36 wards that made up the two council areas of his constituency. “The youths are selected from all wards in Nsukka/Igboeze-South federal constituency. “Youths who did not benefit from this NPA empowerment will benefit in less than one month when I will do my constituency empowerment,” he said. In an interview, Dr. Edward Isiwu a consultant to NPA said the empowerment training programme was the seventh edition the lawmaker has facilitated for the unemployed in the constituency.

Gov Sani-Bello urges FG to expedite action on federal roads in Niger State Saka Bolaji, Minna Niger State Governor, Alhaji Abubakar Sani-Bello has again appealed to the Federal Government to hasten up intervention on the federal roads across the state in order to ease the people’s hardship. The Governor made the call when he took an on the spot assessment of the collapsed bridge at Gulbin Boka community in Mariga Local Government Area of the state. He emphasised the economic importance of the road to the state as well as the entire country, and directed the state Ministry of Works and Infrastructural Development to immediately mobilize contractors to site to ensure that the bridge is made motor-able in the next 24 hours. “This road is of great economic importance

to us as a state and the country as a whole; it is of great economic importance to us as it is a federal road that links the state to Kebbi, Sokoto States as well as Niger Republic. “Even though contract for rehabilitation of the bridge has been awarded by the Federal Government, we cannot wait. We therefore appeal to the federal government to expedite action on federal government roads in the state. I have directed the Ministry of Works to ensure that the bridge is rehabilitated to ease the suffering of the people,” he said. The Governor who assured the people of the community that his administration remains committed to providing sustainable road infrastructure for the people called on them as well as other road users to be patient with the government as efforts are on to ensure that the road is fixed immediately. Earlier, the Commissioner for Works and

Infrastructural Development, Alhaji Ibrahim Balarabe said that the Ministry would temporarily move its office to the affected area in order to ensure quick rehabilitation of the collapsed bridge and also appealed to the people of the community to exercise patience as the bridge would soon be made motor-able for users. Meanwhile, Chairman, Mariga Local Government, Barrister Abdullah Sarkin Daji and the Village Head of Gulbin Boka Mal. Muhammad Zarumi commended Governor Abubakar Sani-Bello for the prompt action. The Economic and Financial Crimes Commission (EFCC) has begun investigation into alleged N184 million fraud involving Rock Marine Services Ltd, an oil servicing firm, while exonerating four officials of the Akwa Ibom state government. The Managing Director of the firm, Engineer Essien Elijah had earlier petitioned four officials of the state government namely the Commissioner for Transport and Petroleum Resources, Mr. Orman Esin, the Technical AssistantBureau of Technical Matters, Mr. Victor Akai, the Director of Administration, Ministry of Transport and Petroleum Resources, Mr. Ekerete Edo, and the Finance Consultant accredited by Bureau of Technical Matters, Mr. Idongesit Bassey. In the petition Elijah had accused the government officials of swindling his company of over N184m under the false pretence of concession of Marine

Terminal at Oron to Rock Marine Services Limited-a call for investigation.” However, the EFCC, after thorough investigations, exonerated the state government officials but rather subjected the CEO of the company to further investigations. The former Commissioner for Transport and Petroleum, Mr Orman Esin in reaction said the firm could not handle a project of such magnitude. He hinted that Essien had approached the state government with a proposal for the development of Oron Jetty in Oron Local Government Area of the State, but failed to meet the government’s demand to produce technical partners and other evidences of competence to handle to job. Esin said the state government turned down the plan to sign an MoU with the company due to the company’s inability to convince the state of its genuineness. Reacting to the allegation contained in a report on page 4 of the Sun Newspaper of Wednesday, August 29, 2018, that officials of Akwa Ibom State Government obtained N 184,235,450.89 under false pretence of concessioning

Group decries alleged killing of housewife by suspected herdsmen The recent alleged murder of a housewife in Igbogbo area of Ikorodu in Lagos by some suspected Fulani herdsmen on reprisal from Ibadan, Oyo State, has come under the knocks of a human rights group, ‘Your Rights Association’ (YRA). According to the coordinator of the group, Comrade Tochukwu Okonkwo, a housewife in Igbogbo, Mrs. Felicia Onileola, was trailed to Lagos by the herdsmen because she denied their cows water in the Moniya area of Ibadan where the herd was grazing. “From our findings, the herdsmen overheard through a member of the family that she would be returning to her husband’s house in Lagos the following day.“Unknown to her, one of the herdsmen started trailing her, and decided to board the same Lagos-bound vehicle with her. “We gathered from the deceased’s younger brother, Matthew, who accompanied her back to Lagos that three days after the trip, four gunmen invaded their home at night and he recognised the Fulani herdsman who boarded the same vehicle with them to Lagos, in the attack team. “Matthew told us that the attackers asked everyone to be calm as it was only her elder sister, Felicia, that hurt their feelings.” “He wept as he told us how they shot Felicia dead at close range and disappeared into the dark night,” Okonkwo recalled. The rights activist said from that incident, nowhere in the country appeared safe any longer from the attacks of gun-totting herdsmen. The Police in Nasarawa State have begun investigation into the circumstances surrounding the death of one person at Ashangwa Market after a pandemonium on Tuesday. The Police Public Relations Officer (PPRO) in the state, ASP Samaila Usman, said this at a news conference on Thursday in Lafia. According to him, the police on Tuesday received reports that the some people disrupted commercial activities at the market during which one person was killed and three others were injured. “From preliminary investigation, one person who was killed his remains were burnt and buried by unidentified persons, while the three who were seriously injured are receiving treatment in an undisclosed hospital in Lafia,” he said. He said that though no arrest had been made yet in connection to the fracas that broke out between some groups he did not identify, the police would uncover the perpetrators.

Shareholders of commercial banks condemn N5.87bn CBN sanction Motolani Oseni Following the heavy sanctions of N5.87 billion on four commercial banks operating in the country, shareholders of two of the affected lenders, Diamond Bank plc and Stanbic IBTC Holding plc have condemned the harsh action taken by the Central Bank of Nigeria (CBN). Two other banks that were slammed by the apex bank over illegal capital repatriation include Standard Chartered Bank and Citibank. Reacting to this development, President, Progressive shareholders association of Nigeria (PSAN), Mr. Boniface Okezie, said CBN has to explain the reasons behind the sanctions, noting that the sanctions is sending a wrong signal on investment.

He explained that capital repatriation by these commercial banks were approved by CBN and shareholders are demanding explanations. According to him, “can dollar be repatriated without CBN approval? CBN has to explain to Nigerians what transpired in the deal that went wrong. “Shareholders are concerned with the CBN sanctions and the blame goes to CBN because the sanctions cannot be justified “It is very unfortunate that CBN is sanctioning these banks. At the end of the day, shareholders fingers got burnt. “ Also commenting, The National Coordinator, the Proactive Shareholders Association of Nigeria (PROSAN), Mr. Taiwo Oderinde, said the banking industry is heavily regulated. He explained that banks are expected to follow stipulated guildlines guiding their

operations daily. In his words, “I do not expect banks to be perfect. There are too many guildlines banks most obliged to. “The sanction is expected to affect diamond bank since the chairman of Diamond bank is the promoter of MTN Nigeria.” He added that the sanction would definitely affect Stanbic IBTC performance this year as the bank might not pay dividend.” The CBN, had on Wednesday said it has imposed sanctions totaling N5.87 billion on four banks under its regulatory purview and asked same to refund the sum of $8,134,312,397.63for what it described as ‘flagrant violation of extant laws and regulations of the Federal Republic of Nigeria, including the Foreign Exchange (Monitoring and Miscellaneous Provisions) Act, 1995 of the Federal Republic of Nigeria and

the Foreign Exchange Manual, 2006’. Diamond bank and Stanbic IBTC listed on the Nigerian Stock Exchange (NSE) were penalized N0.25 million and N1.8 billion respectively while two others unlisted on any Nigeria exchanges, Standard Chartered Bank, and Citibank were penalized N2.4 billion and N1.2 billion respectively. Amid the sanctions, investors on the NSE traded both banks shares with cautions, leading to profit-taking on Thursday. At the close of equities market on Thursday, Diamond Bank, dropped by 9.35 per cent or N0.13 to N1.26 from N1.39 per share the market opened for transactions. Similarly, shares of Stanbic IBTC also dropped by 2.58 per cent or N1.25 to close on Thursday at N47.25 from opening N48.50 per shares.

Guinness Nigeria Plc has rerecorded a Profit After Tax (PTA) of N6.72 billion in its full fiscal year ended June 2018, as against N1.92 billion reported in corresponding period in 2017 full year, which represented growth of 250 per cent. The lender released its results for its full fiscal year ended June 2018 n Thursday, delivering growth across indices of its financials, recording a revenue increase by 14 per cent from N125.9 billion in 2017 to N142.9billion in 2018. To this end the company proposed a dividend of N1.84 kobo to shareholders, prompting a 5.6 percent increase in its share price which settled at N95 per share Thursday amidst N334.2 million worth of value transactions carried out among its shareholders. Other highlights of the results showed operating profit increased by 31 percent to N13.4 billion, while finance costs declined 54 percent following the rights issue carried out last year to reduce foreign indebtedness. Commenting on the results, Baker Magunda, managing director/CEO, Guinness Nigeria Plc., said: “Over the year ending 30 June 2018, despite continued challenges in the operating environment, Guinness Nigeria delivered a strong performance. Revenue increased by 14 percent as both beer and mainstream spirits’ net sales grew double-digit. “In beer, Guinness, our largest brand, saw strong growth as it benefitted from increased marketing activations around football. Mainstream spirits also delivered double-digit growth driven by innovation launches and new formats.” He however noted that gross margin went down 4 percent to 34 percent largely driven by inflationary pressure on raw material costs, which was more than offset by reduced distribution and administration costs and resulted in operating margin improving 130 basis points. Marketing spend also increased 18 percent, ahead of revenue growth as the company continued to invest behind its brands. “The execution of our strategy is working as we delivered both top line growth and margin expansion while also increasing investment behind our brands. Looking forward, we will continue to focus on the three strategic pillars of productivity, expansion of our portfolio, as well as the execution of the commercial footprint initiatives to drive the business forward. Whilst we remain optimistic about the execution of our strategy, we note that the operating and competitive environment is likely to continue to be challenging in the 2019 financial year,” he added. NSE lifts suspension on standard alliances insurance shares Motolani Oseni The Nigerian Stock Exchange (NSE) has lifted suspension placed on Standard Alliances Insurance plc after complying with its post listing requirement. The insurance company, however, migrated from 2016 loss of about N1.34 billion to N58.5 million Profit After Tax (PAT) in 2017. Standard Alliances Insurance in its audited results to the NSE during the weekend reported a profit before tax of N65.6 million in 2017 as against a loss before tax of N1.2 billion reported in 2016. The insurance company had submitted its audited 2017 results to Exchange as required and

suspension was lifted during the week. According to NSE, “We refer to our Market Bulletin dated 5 July 2018 notifying the public of the suspension of Standard Alliance Insurance Plc for non-compliance with Rule 3.1, Rules for Filing of Accounts and Treatment of Default Filing, Rulebook of The Exchange (Issuers’ Rules) (“Default Filing Rules”), which provides that; “If an Issuer fails to file the relevant accounts by the expiration of the Cure Period, The Exchange will: “(a) Send to the Issuer a “Second Filing Deficiency Notification” within two business days after the end of the Cure Period; (b) Suspend trading in the Issuer’s securities; and (c) Notify the Securities and

My experience, connection with my people makes me best person to govern Bauchi - Ningi Senator Abdul Ahmed Ningi was the Deputy Senate leader in the previous government. He is former Majority Leader in the House of Representatives. In this interview with select journalists in his office in Abuja, he took time to talk about his aspiration and the political situation in Nigeria today. Mathew Dadiya was there for The Daily Times You have been consulting your people on your gubernatorial ambition in Bauchi State since last year and from the beginning of this year a lot of groups and stakeholders are openly endorsing you to go for the gubernatorial ticket, what is your response to these calls? That is very correct, I have been consulting my people, I have visited all the senatorial zones of the state and the response has been encouraging and positive. We give thanks to God that our little contribution in the state and National level is being appreciated by the people at home, remember they have been with me all my political life, and from the look of things they are satisfied with our performance, Alhamdulilah, the consultation is still ongoing, we are waiting for the guidelines to be released by the PDP national headquarters, up to date we are still meeting our elders and youths to see how we can reach our destination. So we can now say you have heeded to the clarion call of your people? Yes, it is a call to serve, and I look up to God for guidance, am daily praying to God, if it is for good let it be, if it is for bad God should take care, but to tell you the truth, the outpouring of calls and support for my aspiration is overwhelming and I cannot reject my people’s demand. I have accepted their call What stands you out among other aspirants vying for the position of governor? A lot of things, firstly, my connection with the people of Bauchi State, am by the grace of God a true Ambassador of my state and secondly my pedigree and experience. I have had cognate experience in both the House of Representatives and the Senate, I was Chairman Solid Minerals and later Police Affairs Committees, I have presided over committees like Niger Delta and Sure-P at ad hoc levels. So, I have what you call experience. As I said earlier, I am connected with the grassroots all over the state, not only in my constituency and senatorial districts, all over Bauchi State; anywhere I go to in the state, am at home. And I have been a staunch and committed party man since 1999. In view of the complaints of marginalisation by some sections of the state, how would you rectify this? Let me stress that governance is not an easy task, it’s not, and you can never satisfy all the people, however we are there to serve them, but let me assure my people that I will be fair to all groups in the state if elected as the governor, they have to know that after election you automatically become the governor of all and not your local government, zone or party members alone.

Do we say your connection with the people as being the secret of your rising political profile? Yes, that is what am telling you, I have been in the National Assembly since 1999, three times as a Member of the House of Representatives and a proactive Senator, it is the grace of the Almighty Allah and the love my people have for me that has kept me going up to this moment. For over 16 years now I have been on the side of truth, saying it no matter whose ox is gored, and those close to me know that I am for all Christians, Muslims, Women, Youth, the disabled and even the aged. An interesting aspect of my political life is that even non indigenes in the state benefit from my empowerment programmes, name them, Igbos, Yorubas and other ethnic groups who have made Bauchi State their home. I am a firm believer that power comes from God and resides with the people, God gives position to whom he wishes. What are your plans for Bauchi State if you get the ticket and eventually win the governorship election? My plans for Bauchi State are numerous, but let me assure the people of my great state that I would consolidate on the achievements of all previous governors and initiate programmes that would improve the lot of the people of the state. Be that as it may, I will place high premium on the development of the Micro Small and Medium Enterprises MSMEs, I intend to create thousands of jobs through massive support for MSMEs in the state, education, youth empowerment, eradication of poverty and revitalising agriculture as well as rekindling hope for the hopeless citizens in the state will also be my priority. We will also revitalise agriculture which is our mainstay, we would make Bauchi State financially autonomous, the state will no longer depend on monthly federation allocation to pay salaries, and execute projects. We shall lay emphasis on security, protection of lives and properties. Our mission and vision will be published at the right time this is just a synopsis, but above all we will be there to serve the people of Bauchi State Insha Allah. What advice do you have for politicians’ as we countdown to 2019 elections? Very good, I think first and foremost, we should all display maturity in our quest to seek the peoples mandate, so let us all play the game according to the rules please, there is no need creating tension, politically-motivated violence and deliberate physical assault on voters and election officials by hired thugs, assassination of political opponent. It’s not our style here and God forbid it will never

happen, we in Bauchi are real democrats and we are proud of that tradition. Though, it appears to me that an overwhelming majority of Nigerian politicians have not learnt useful lessons from history about the ultimate futility of using violence to achieve political power. Let me urge my fellow politicians to put the interest of the masses first before their personal ambition, all bitterness should be put aside; I want to advise all politicians to play according to the rules of the game. Finally don’t you think the present APC government in the state will retain

power in next year’s election going by recent result of the senatorial elections? It’s not going to be easy for them at all, we knew what happened in the senatorial election, we would handle that, but most importantly we are on ground, it’s a good thing that the PDP is in opposition, it has been a lesson for us, we have regrouped and learnt our lessons, even the people are now regretting, they have vowed to change the change so we on our part our record is there for everyone to see, we are going into the elections with a clean record coupled with the over whelming support of the people who ultimately are the deciding factors.

Ayoade Adewopo read business administration in Nigeria and proceeded to study law in the United States. He also qualified as solicitor in England and Wales. Dr. Adewopo holds a Doctor of Jurisprudence degree from the Indiana University, Indiana, US, a Postgraduate Diploma in International Tax Law from Robert Kennedy College (University of Wales), Zurich-Switzerland and a Higher National Diploma in Business Management from The Polytechnic Ibadan, Nigeria. Embassy move to Jerusalem rejected as Philippine president set for Israel visit

Morocco arrests 12 suspects over teen’s 2-month torture Moroccan authorities have arrested 12 suspects and are hunting three others after a 17-year-old girl told police she was gang-raped, tortured, and held against her will for two months. Anger erupted in Morocco after news reports last week that the teenager was abducted, brutalised, and forcibly tattooed. The case sparked a new public outcry over women’s rights and sexual abuse in the North African kingdom. Ibrahim Hashane, a member of a group of volunteer lawyers who are pressing her case, said on Wednesday an examining judge ordered investigations into allegations of kidnapping, rape and abuse. Hashane told The Associated Press among the 15 people suspected in the case, 12 are in custody and three are on the run. He added that the judge scheduled a first hearing next week. Police confirmed there had been arrests but wouldn’t say how many or give details. A court official on Tuesday said the suspects were aged between 18 and 27. The main suspect, 20, was being held on suspicion of rape, torture, kidnapping, making death threats, and forming a gang, the official said. In an online video interview with Morocco’s Chouf TV last week, the girl alleged her kidnappers “would assault me one by one”, burned her, and didn’t feed her or let her shower. She appeared to have

scars from cigarette burns on her hands. The girl said she was held captive in the town of Olad Ayad, in the central Moroccan province of Beni Mellal. “They held me for about two months and raped and tortured me. I will never forgive them. They have destroyed me,” she said. The girl “is still in shock even if she tries to be strong”, said Loubna El Joud of women’s rights group NSAT, which is providing her with medical and psychological support. “Her hands shake when she speaks.” She alleged two men kidnapped her at knife-point when she was visiting her aunt during the May-June holy month of Ramadan, before selling her to other men in exchange for money or drugs. She said her captors gave her drugs that knocked her out for days at a time. More than 29,000 people signed a petition demanding the government provide the girl with urgent medical and psychological care after the video of her testimony went viral. Rape victims in Morocco are often subject to double trauma as the conservative society blames them for their ordeal. Relatives of the suspects were quoted in the Moroccan press accusing the teenager of lying, saying she lived a “depraved” lifestyle. Abdelwahed Saadi, a social worker and neighbour of the girl’s family, said her father

reported her missing but authorities did not launch an investigation. “They are simple people. The father is sick and couldn’t do much to help free his daughter. Where we live is a crime and drug hotspot ... She is first and foremost a victim of a dysfunctional environment. So are the attackers.” The teenager said she attempted to flee from her abusers several times but in vain. Eventually, she said her father managed to speak by phone to one of the alleged kidnappers and convinced him to free her by saying he wouldn’t file a police complaint. Once freed, however, the girl notified authorities herself. Houcine Harshi, president of the Moroccan Association for the Defence of Human Rights, cautioned that all aspects of the case had to be taken into account. But Saadi said no circumstances could excuse the girl’s rape. “This girl is a minor. She says she has been abused and raped. Her words must be taken seriously,” he said. Violence against Moroccan women remains widespread and a largely taboo subject in the country. In February, parliament passed a long-sought law on combating violence against women, recognising some forms of abuse for the first time, and criminalising some forms of domestic violence. But critics say it didn’t go nearly far enough.

Claims that President Rodrigo Duterte will discuss moving the Philippine Embassy to Jerusalem when he visits Israel in September have been rejected by the Philippines Foreign Affairs Department. Foreign Affairs Undersecretary Ernesto Abella told a press conference in Malacanang on Thursday that discussions on the embassy’s future are “definitely not on the agenda.” Duterte will begin a four-day state visit to Israel on Sept. 2 at the invitation of Prime Minister Benjamin Netanyahu. The Philippines leader will also visit Jordan from Sept. 6-8 following an invitation by King Abdullah. Both visits will be a first by a sitting Philippine president. Presidential spokesperson Harry Roque said earlier that the firebrand leader’s trip to Israel “could be controversial.” But Abella, reiterating the Duterte government’s stance that the Philippines is “a friend to all and enemy to none,” expressed confidence that the president’s trip will not affect the country’s relations with nations that fail to recognize Israel as a state. Nevertheless, the government is “aware of certain sensitivities,” he said. “We have multilateral relations and, as we pointed out, we are friends to all and enemies to none. This should not serve as an obstacle with our bilateral relationships with each of these nations,” Abella said. “There are certain sensitivities that we are aware of considering we have other partners in the Middle East area ... But I believe we have reached a stage of maturity in our relations that they understand ... that we’re in relationship with other nations such as Israel. So, it is important that we strike a balance,” he said. “I believe the president has proven in many ways that it is possible to have this kind of independent foreign policy while satisfying the demands and needs of each particular relation,” Abella said. In a recent interview, Foreign Affairs Secretary Alan Cayetano said: “We live in a modern and mature

world. Israel knows that we’re very close to many Arab countries, we’re very close to Malaysia and Indonesia, Brunei Darussalam, which has an Islamic majority. Similarly, these countries also know that we are friends with Israel. “Are there any repercussions by just visiting? I say we’re all mature enough to know that we can be friends even with countries that have issues with each other. What is important is that we strengthen our bilateral relationship with all the countries in the world that want closer relationship with us.” Asked if the issue of moving the Philippine Embassy to Jerusalem will be discussed during the president’s trip, Abella replied: “It’s not a topic of discussion.” The visit will strengthen ties, and enhance economic cooperation and sharing of expertise, he said. Duterte will hold separate meetings with Netanyahu and Israel President Reuven Rivlin. Abella said agreements are expected to be signed between the Philippines and Israel on the employment of Filipino caregivers, scientific cooperation and investment. The government is seeking improvements in deployment procedures and the elimination of excessive placement fees on Filipino workers bound for Israel, he said. This year marks the 81st anniversary of the “open door” policy of the Philippines under then President Manuel Quezon, who offered shelter to more than a thousand Jews escaping the Holocaust in Europe, and the 61st anniversary of formal bilateral ties between the Philippines and Israel. Duterte is expected to discuss broadening cooperation in key areas with Jordan’s King Abdullah. Abella said that the visits will be a huge leap in the Philippines bilateral partnerships. “Strengthening ties with these nations will promote economic growth, create new employment opportunities and enhance security,” he said. An estimated 28,300 Filipinos now work in Israel, with 40,000 employed in Jordan.

The Niger government on Thursday said that it has began investigation into the ‘missing’ 10 million Naira 2017 Aiteo Cup prize money won by Niger Tornadoes FC. Mr Emmanuel Babur, the state commissioner for Sports Development made this known during an interview with the News Agency of Nigeria in Minna. Niger Tornadoes FC won the cash prize money of 10 million Naira for finishing as runners-up of the Aiteo Cup. Akwa United defeated Niger Tornadoes FC 3-2 in penalty kick on Oct. 15, 2017 during the finals of the 2017 AITEO Cup at the Agege Stadium, Lagos. Akwa United got N25 million for winning the cup. Babur said that government could not sit down and watch the drama surrounding the 2017 AITEO N10 million price belonging to the state owned football club. He explained that government has the right to investigate the issue because the club was fully sponsored by government. “We are worried because the money has not entered management’s account or the state government account. “We have contacted the League Management Company and AITEO, sponsor of the league and they confirmed to us that the N10 million was paid to Niger Tornadoes. “They even showed us acknowledgement receipt on how the money was received. “After that we invited the current management of the club over the issue and they told us that they never received such money. “We went further to scrutinise the clubs account and no such money was credited,’’ he said. The commissioner also said that the Ministry has invited the state FA to come and explain the issue. “Our searchlight now is on the state FA, we have invited

the vice chairman to come and give explanation on the issue. We want to know whether they collected it,’’ he said. When contacted on the issue, Mr Yabagi Baba, vice chairman, state FA told NAN that the body never received such money, adding that government should approach the central organiser of the AITEO Cup for the money. Alhaji Mustapha Gawu, the club’s chairman in an interview on July 5, called on the NFF, AITEO and League Management Company (LMC) to pay the money. Gawu said there was uncertainty on the issue as he was reliably informed that Akwa United has since been paid their N25 million price for winning the cup. Also, Aliko Mustaph, captain of the club said on July 5 that the players were not happy over the issue alleging that the money has been paid to management but they have refused to pay the players.

Owona, who is 67 and played for Cameroon in the 1960s and 1970s, has been living rough on the streets of Douala – the city in which he once played for club Union Douala. Former world middleweight boxing champion Jermain Taylor was arrested on Wednesday on domestic assault charges, Arkansas television station KATV reported. Taylor, who turned 40 earlier this month, was booked in Pulaski County Jail on charges of third degree domestic battery and aggravated assault, according to an arrest report seen by the Little Rock station. The police report said Taylor was taken into custody at his home after be punched a woman, held a knife to her throat and threatened to kill her. Area police arrested Taylor in July of last year after he was accused of attacking a woman he was dating, police reports said, with prosecutors later dropping the charges. The report also said Taylor was given a 19-year suspended sentence in three separate cases, a battery incident at a substance abuse treatment facility and aggravated assault charges from a Martin Luther King Day parade in Little Rock in January 2015 plus battery and threatening a woman in August 2014. Two months later, Taylor fought the final bout of his career, defeating Australian Sam Soliman at Biloxi, Mississippi to win the International Boxing Federation middleweight crown
