The Daily Times checks revealed that the 10 firms recorded a 68.38 per cent total value of equities transaction traded on The Bourse in nine months starting from January 2 to September 28 in the year under preview. The breakdown of the 10 broking firms showed that Stanbic IBTC Stockbrokers Limited led the chart recording N394.96 billion or 19.66 per cent. Rencap Securities (Nig) Limited followed with N253.5 billion or 12.62 per cent while CSL Stockbrokers Limited occupied the third spot with N204.04 billion or 10.16 per cent. EFCP Limited closed the nine months as the fourth top broking firm,
recording for N182.5 billion or 9.08 per cent, just as FBN Securities Limited traded N98.32 billion or 4.89 per cent to absorb the fifth position. Chapel Hill Denham Securities Limited traded N66.6 billion or 3.31 per cent to be the sixth best broking firm, while Cordros Securities Ltd held the seventh position with N50.3 billion or 2.50 per cent. United Capital Securities Limited accounted for N48.97 billion (2.44 per cent), just as Cardinalstone Securities Limited reported 2.20 per cent and Meristem Stockbrokers Ltd recorded 1.52 per cent traded equities valued at N21.7 billion and N21.1 billion to hold the ninth and 10th positions respectively. According to our correspondent’s findings, firms’ transactions in equities
were from an inflow of Foreign Portfolio Investors (FPIs), local institutional investors and equity exposure in mutual funds. Their primary clients are foreign portfolio investors, while a few of them have significant equities exposure through their collective Investment Schemes (CIS) or mutual funds through which they access trading volumes weekly. Before now, analysts have noted that these companies have some of the most diversified portfolios of clients which others envy. Over 200 active stockbroking firms are operating in the NSE. Analysts disclosed that in addition to being the most significant trading houses for FPIs, they also play big among the local institutional and high net-worth investors.

President Muhammadu Buhari has spoken with Mrs. Rebecca Sharibu, mother of the Dapchi Secondary schoolgirl, Leah, who was kidnapped by Boko Haram terrorists and vowed to rescue her. Buhari gave the assurance during a telephone call on Wednesday, adding that his administration will do everything it would take to bring Leah Sharibu back home. The President consoled the Sharibu’s family and assured the parents that the Federal Government would do its utmost for the safety and security of their daughter. The President said during the telephone conversation with
Leah’s mother: “I convey my emotion, the strong commitment of my administration and the solidarity of all Nigerians to you and your family as we will do our best to bring your daughter home in peace and safety.” He assured the mother that his heart was with her family, as that of the entire nation which continues to pray for the safe return of “our daughter, Leah. The Daily Times recalls that on February 19, 2018, at about 5:30pm; 110 schoolgirls aged 11–19 years old were kidnapped by the Boko Haram terrorist group from the Government Girls’ Science and Technical College (GGSTC), Dapchi, located in Bulabulin, Yunusari
Local Government Area of Yobe State while Leah Sharibu was among the abducted schoolgirls. But on March 21, the Federal Government announced that the terrorists had returned 106 of the kidnapped children, including 104 girls who went to school, one girl who did not make it and a boy. But one abducted Christian girl was not released because the Boko Haram said the sect would only release her if she converted to Islam. Ever since, Leah has been in captivity without any information from both the state and Federal Governments about efforts made to rescue her until this telephone call to the parents by the President on Wednesday.

Lagos APC primary: Why we dumped Ambode for Sanwo-Olu – APC stakeholders Patrick Okohue and Benjamin Omoike, Lagos Following the defeat on Tuesday of the incumbent Lagos State governor Akinwunmi Ambode in the All Progressives Congress (APC) governorship primary in the state, which was won by the anointed candidate of the leaders of the party, Mr. Babajide SanwoOlu, some stakeholders in the party have given reasons why the mass of the members of the party in the state turned their back on the governor. This is even as the governor has accepted defeat in the primary election and congratulated the winner, Sanwo-Olu, on his victory, promising to work with him in the interest of a greater Lagos. A leader of the APC in Mushin area of Lagos, who would not want to be named, accused the governor of running an exclusive government where the views and opinions of the people are not sought on any issue, but rather the governor only consults with his kitchen cabinet, alleging that the governor is not receptive to ideas and opinions even when offered. He also accused the governor of deviating sharply from the policies and programmes of his predecessors. He said: “We now have a dirtier Lagos because of the policy he brought up through Visionscape and he is not ready to listen to advise given to him by leaders. “The idea of PSP is to engage people at the grassroots, even though operators of the PSP are leaders of the party at the grassroots, the idea is to engage
those people locally. “Just like the issue of community policing, you cannot properly police an environment if you are not part of that environment, so the issue of carting away of refuse is being done locally at the hinterland and these are the people involved in it. “Again the issue of road network, there is potholes everywhere; traffic in Lagos at peak hours has increased drastically.” Reminded that Ambode tried dealing with the issue of traffic by building better bus stops to remove traffic from the roads, he said: “Tell me, how many general hospitals did he build in the last three years? None, unlike his predecessor, Fashola. Fashola built about 12 general hospitals. The health sector in the state is suffering, you are building bus stops yet the roads are not good. “You are getting money from source from the local government allocation, yet the inner roads at the hinterlands are bad. That aside, the Airport Road, Fashola said there is money set aside to construct that road, as Federal project. He said no he wants to handle it by himself and started blackmailing Fashola that he is not giving him room to operate. “You don’t also burn the bridge through which you rose to power. We don’t want him to go down in history as the Governor that came but never returned. “You remember that in Fashola’s second term he had minor issues, but it was quickly nipped in the bud. This one started long time ago and it was not nipped in the bud. That is why he found himself where he is today. The entire structure is for Sanwo-Olu. You know as politicians, we will deceive you and laugh, we would lie to you that we have capacity, but when the time comes, the capacity is nowhere, it is unfortunate, but that is politics”. However, in congratulating his opponent, Babajide Sanwo-Olu, Governor Ambode said that the progress of the state and interest of the party remained paramount over and above any personal interests. According to Ambode in a state broadcast on Wednesday, he said he had remained in the vanguard of ensuring that Lagos made tremendous progress in his time as governor, becomes a state to be reckoned with in the nation. The Daily Times recalls that the state primary election was marred in widespread controversy, with allegations in some quarters that some of the governor’s supporters were denied their franchise in some wards. The Academic Staff Union of University (ASUU) has rejected plans to introduce the payment of tuition fees in the Nigerian Universities of about N350,000, while supporting the call by the Nigeria Labour Congress (NLC) for a new minimum wage. ASUU Zonal Coordinator, Kano Zone, Mahmud Muhammad Lawal, made this known on Wednesday in Kano during a press conference organised at the end of the union’s zonal meeting over the looming crisis in the Nigerian University System. According to him, the plan to introduce the unimaginable sum of N350,000 as tuition fee is nothing but a calculated attempt by some persons to destroy the nation’s public universities, a move, he said, the union will resist vehemently. He said: “Let me make it clear to you that it is in our constitution that education is a right and public good, therefore, the Nigerian state has the responsibility to provide qualitative and sound education to its citizenry. “The move is aimed at destroying our public universities.They want to
rob the poor man the opportunity of obtaining a degree, because we all know that such a huge amount will force many out of schools. “The union will not accept that. We want the government to meet up to the educational needs of the people by releasing funds into the sector and creating enabling environment for learning and not introducing systems that would prevent an average Nigerian from obtaining education”. Lawal decried the living conditions of Nigerian workers, whom he said are underpaid considering the cost of living in the country and as such ASUU as an affiliate of NLC supports the struggle for new minimum wage for the workers as it is almost seven years since the last increase. He stressed that the National Minimum Wage (Amendment) Act 2011 recognised that Minimum wage should be reviewed after every five years, but said however that the condition of Nigerian worker is appalling and dehumanising because average worker in the country is not paid a living wage. He lamented that for over two years now, government has deliberately delayed the process of negotiating
a new minimum wage for workers, saying that the development has apparently undermined workers productivity and efficiency. Muhammad also expressed displeasure over failure by the Federal Government to honour the Memorandum of Understanding (MOU) between the two parties concerning the 2009 ASUU/FGN Agreement. He said however that issues such as the release of N20 billion revitalisation fund for public universities in the country, release of the forensic report on earned academic allowance, the release of Nigeria University Pension Management Company (NUPEMCO) as well as issues of poor funding and proliferation of the universities are yet to be addressed. Reacting to whether the union would embark on strike anytime soon, the zonal coordinator said the union is exploring every possible means of pushing home its demands but would have to use every necessary means at its disposal and the industrial action if that is the only available option the government listen to.

Following these results, therefore, the Chairman of the Lagos State APC Governorship Primary Committee confirmed Babajide Sanwo-Olu as the winner, as earlier pronounced by the Lagos State chairman of the party, Mr. Tunde Balogun and endorsed by the party’s national chairman. Conceding victory, Ambode said: “Dear Lagosians, APC is a great party and the interests of our beloved state must always supercede that of any person or group. It is in this regard that I wholeheartedly congratulate the winner of the Lagos State APC primaries, Mr. Babajide SanwoOlu and urge all Lagosians to immediately support our party’s gubernatorial candidate in the 2019 election and work for the success of our dear party. “The progress of Lagos State is non-negotiable. It is a project that I have passionately worked for in the last three and half years as your governor and one to which I will forever be devoted”. Governor Ambode stated that the last few days had witnessed intense political activities that had gripped the attention of the nation and created palpable tension in the polity. He said he strongly believed that the time had now come for the state to move forward in order that the gains of the last three and half years were not lost. The Economic and Financial Crimes Commission (EFCC), on Wednesday arraigned Gbenga Makanjuola, the Deputy Chief of Staff to the Senate President, Dr. Bukola Saraki and two others over alleged involvement in N3.5 billion fraud. Makanjuola was docked alongside Melrose General Services Limited and Obiorah Amobi, on an 11-count charge bordering on the alleged offence before a Federal High Court in Ikoyi, Lagos. But Makanjuola and other defendants pleaded not guilty to the alleged offence. Following their arraignment, EFCC’s lawyer, E. E. Iheanacho, asked that the defendants be remanded in prison while also seeking for a trial date. R e s p o n d i n g , Makanjuola’s lawyer, Mr Paul Erokoro (SAN) drew the court’s attention to his
client’s bail application. He said the application has been served on the prosecution and sought the court’s permission to move it. Similar request was also made by Amobi’s lawyer, Omeoga Chukwu. The duo later got the court’s nod to move the bail applications. Erokoro said his client was a former member of the House of Representatives and as such he is prepared to face his trial. He said. “My client is a full-time staff at the Senate and is not a flight risk. He was a member of the House of Representatives. I urge the court to grant him bail to prepare for his trial”. Amobi’s lawyer, Omeoga Chukwu, also pleaded with the court to admit his client to bail on liberal terms. But in his response, the EFCC’s lawyer, E. E. Iheanacho, urged the court to dismiss the applications on the grounds that the
defendants constitute a flight risk. He said, “One of the defendants have absconded. The chances that the other defendants will abscond are now higher with their arraignment. We urge the court to refuse the defence requests”. Meanwhile, Justice Babs Kuewumi has adjourned the matter till October 9 for ruling on the bail applications. Parts of the counts against the defendants read thus: “That you, Robert Chidozie Mbonu (now at large), Melrose General Services Limited, Gbenga Makanjuola and other persons at large sometimes in December 2016 in Nigeria within the jurisdiction of this Honourable Court, conspired amongst yourselves to disguise the unlawful origin of the sum of N3.5 billion paid into the account of Melrose General Services Limited and thereby committed an offence contrary to Section
18 of the Money Laundering (Prohibition) Act 2011 (as amended by the Act No. 2012)and punishable under Section 15 (3) of the same Act. “That you, Robert Chidozie Mbonu (now at large) and Melrose General Services Limited, between the 14th day of December, 2016 and January, 2017 in Nigeria, within the jurisdiction of this Honourable Court took control of N3.5 billion transferred from the Nigeria Governors Forum’s Account into Access Bank Plc Account Number, 0005892453 operated by Melrose General Services Limited when you reasonably ought to have known that the said fund represented the proceeds of unlawful activities to wit: conspiracy, stealing and fraud, and thereby committed an offence contrary to Section 15 (2) (d) of the Money Laundering (Prohibition) Act 2011 (as amended by the Act No. 1, 2012) and punishable under Section 15 (3)of the same Act”.
USAID pledges additional $4.67m for North East development Adebisi Oyindamola, Abuja
The United States Agency for International Development (USAID) has announced an additional $4.67 million to support social and infrastructural development in the northeastern part of Nigeria. This is part of the new financial support of $65.5 million outlined to assist the country’s developmental
objectives. In a statement released in Abuja on Wednesday, the international development agency disclosed that it had also fixed $1.5 million to help reduce and deter violent conflicts and extremism in the region. According to the statement, an additional 4.67 million will go toward a new activity aimed at strengthening the ability of the state and local governments in the
northeast to deliver essential public services to their constituents. “Of the new funding, $59.33 million will support activities under the U.S president’s partners closely with the government, the private sector, philanthropies, multilateral institutions and civil society to assist people living with HIV”, the agency disclosed. The newly announced increment is in line with the five-year funding agreement
between Nigeria and USAID of $2.45 billion, adding that so far $1.17 billion representing 48 percent the pledged has been reached. The Mission Director USAID Stephen Haykin, following the announcement, stated that USAID “is pleased to reaffirm our partnership with Nigeria to strengthen human capital institutions, and to promote the health and opportunities for all Nigerians”.
Bianca Ojukwu, others flee as gunmen disrupt APGA primary in Anambra
Gunmen on Wednesday invaded the venue of the Anambra South senatorial primary of the All Progressives Grand Alliance (APGA) at the Township Stadium, Ekwulobia, in the Aguata Local Government Area of Anambra State. The gunmen scared away delegates and disrupted the primary. The widow of the late Igbo leader, Bianca Ojukwu; businessman, Nicholas Ukachukwu; and the son of a First Republic Aviation minister, Ikenna MbazuluikeAmaechi, are major contenders in the senatorial
race on the platform of APGA. It was gathered that a certain disgruntled senatorial aspirant mobilised the hoodlums to the venue of the primary, with the intent to disrupt the exercise. The Commissioner of Police, Anambra State Command, Garba Umar, subsequently led a team of policemen to disperse the thugs. The Police also released canisters of teargas and fired several gunshots to scare away the thugs The exercise was temporarily suspended as of the time of filing this report.

The Resident Electoral Commissioner in Osun State, Mr. Olusegun Agbaje, has vowed to resign his appointment if the Supreme Court finds the Independent National Electoral Commission(INEC) guilty in the conduct of the recently concluded governorship election in the state. Agbaje spoke in Osogbo on Wednesday during the presentation of Certificate of Return to the Osun State governor-elect, Mr Gboyega Oyetola, of the All Progressives Congress (APC). Oyetola and the Deputy Governor-elect, Mr. Benedict Alabi, were given the Certificate of Return by the National Electoral Commissioner representing Oyo, Osun and Ekiti states, Mr. Solomon Soyebi, at the INEC office in Osogbo. The REC said those who were dissatisfied with the outcome of the election had the right to
seek redress at election petition tribunal where their case would be examined by the panel. Agbaje said he and other INEC officials were very neutral and that they did not do anything to give any of the contestants undue advantage over others. He said: “Nevertheless, I want to reassure the good people of Osun State, particularly our royal fathers and religious leaders, that I was extremely neutral throughout the period of the election. I can positively stress that my staff also did. “However, if, at the end of litigation at the Supreme Court of Nigeria, the Commission is found culpable of not discharging its responsibility faithfully and diligently, I will take full responsibility for any such laxity, publicly apologise to all Nigerians and thereafter resign my appointment with the commission.”
FG partners UK to enhance disease control Doosuur Iwambe, Abuja
The Nigeria Centre for Disease Control (NCDC) has signed a memorandum of understanding with Public Health England (PHE) as part of measures to strengthen international disease control across borders. With this agreement, the British public health institute would be helping Nigeria and four other countries to improve their International Health Regulations (IHR) in disease prevention, detection and control. This partnership is coming days after two patients were diagnosed and hospitalised for monkeypox in the UK. The two patients were found to have travelled from Nigeria where there was an outbreak of the disease last year. The MoU signed by both parties is part of a £16 million project funded by the British Department of Health to support capacities of public health institutes in five countries including Nigeria. This is aimed at strengthening health security in the countries to reduce incidence of diseases trans-border crossing. In Nigeria, the project will focus on disease surveillance, emergency preparedness and response, public health laboratory services as well as workforce development. The outfit and NCDC are expected to collaborate in knowledge sharing, capacity building, laboratory upgrading aimed at achieving accreditation standards. This would contribute to ensuring the world is much safer and less vulnerable from the threat of infectious diseases, officials say. British High Commissioner to Nigeria, Paul Arkwright, at the signing called for strong collaboration among public health institutes to ensure global health security.
“The United Kingdom recognises that we must work closely with other countries in our efforts to build strong and resilient health systems globally,” he said. On his part, the chief executive of PHE, Duncan Selbie, in his remarks said the IHR project is a “partnership and invaluable opportunity for both countries to learn from each other”. He said by working together and sharing expertise, both countries would become stronger in tackling diseases and control and “that is the aim of the project”. He added that the ultimate goal is to share knowledge, to be able to improve disease surveillance, increase technical understanding of the disease which would result in vaccine production to tackle most of the diseases in Nigeria. NCDC will coordinate the IHR strengthening programme and provide staff to drive collaboration with the federal ministry of health and environment as well as agriculture and rural development, it was learnt. The NCDC chief executive, Chikwe Ihekweazu said the agency is grateful to the British government for this opportunity “which formalises and strengthens the existing relationship between NCDC and PHE”. He said the unit is looking forward to building to the cooperation, for national and global health security. “IHR comprises all activities from prevention, detection and control of diseases. In recognition (of the fact) that we live in a global world and the diseases we face are common, we started this partnership with PHE and together we designed the programme activities for five years,” he explained. Mr Ihekweazu said the “strengthening of health security in Nigeria will contribute to the strengthening of international global health”.

Agric minister supports digitisation in Nigeria Mathew Dadiya, Abuja The Minister of Agriculture and Rural Development, Chief Audu Ogbeh has expressed the readiness of the Federal Ministry of Agriculture to support efforts that would digitize and improve agriculture in the country. Imperative of Driving Research and Innovation for Industry

Experts have shown direct links between efficient health system governance and promising health workers outputs, which ultimately have positive effects on overall health outcomes. However access to poor investments in research and development, quality drugs, distrust, dissensions and recurring conflicts among different professional groups in the health sector are some issues that have conspired to ensure that poor health outcomes still persist throughout the country. As a collective that brings together distinguished pharmacists across different spheres of life, the Nigeria Academy of Pharmacy drives thought leadership and provides expert opinion on matters pertaining to the pharmacy profession and health outcomes in general. The Academy has championed the cause of interdisciplinarity, by working steadfastly to promote harmony and team spirit among all members of the health team and other relevant professions, so that every patient enjoys wholesome and beneficial health care. Our mentorship program in which we provide mentoring and support to young pharmacists is also progressing well, with several eminent pharmacists sacrificing their time to mentor and motivate these young professionals. As I stated at one of our Investiture ceremonies, the Nigeria
Academy of Pharmacy owes a debt to society. We owe society a duty to help unravel better, safer, more convenient and more affordable medicines and treatment regimens for diseases that afflict mankind, especially those that are endemic to our region of the world. It is for this reason that research is central to our operations, one of the major reasons, indeed, that the Academy came to being. We want to complement local and international efforts that support scientific research and research activities. Much of the work we have done in this regard has been in the area of advocacy, in engaging government and policy makers on the essence of scientific research and why it is critical to provide better funding and other moral support to scientific research focused institutions as well as individual researchers. We have also, by thought leadership, striven to bring these issues to the fore of public consciousness as a way of shoring up interest by the public and systematically pressurizing government to avail scientific research of more support. In championing the cause of transformational change and innovation by encouraging industry, Research and Development and seizing the several technology advancement opportunities open to Pharmacare, we have birthed the Olu Akinkugbe Research and Innovation Centre of
the Nigeria Academy of Pharmacy. This is a vehicle we have created to give enduring impact to research and development in Nigeria’s Pharmaceutical space. Among other things, a pharmacy-driven Research and Innovation centre would serve as an enabling resource for Nigeria investigators involved in lead discovery and development even as our desire is to see pharmacy professionals increasingly engage and lead at multi-disciplinary research forums with a view to generating high quality medicines related research that in turn will provide insight and inform key policy and operational decisions across a wide portfolio of medicines-related issues. It goes without saying that in a clime such as ours, the pharmaceutical sector has a special role as its products, safe and efficacious medicines are important in providing effective health care for the population. In pharmaceutical industries across the world, medicinal plants have now become an integral component of research as they represent an unparalleled source of molecular diversity for drug discovery and development. Our recent bestowal of a Lifetime Achievement Award by the Nigeria Academy of Pharmacy on Chief Oludolapo Ibukun Akinkugbe is a token of our appreciation of his enormous
strides not only in the Pharmacy profession but indeed in all other aspects of human endeavor. As he turns 90 in December, it is only fitting and proper that his number one constituency, Pharmacy, kicks off the celebration of an illustrious role model whose legacy of love, sacrifice and service would be forever etched in our hearts and minds. It is in the same vein that we induct General Theophilus Yakubu Danjuma as only the second ever Honorary Fellow of the Nigeria Academy of Pharmacy, following in the footsteps of another respected statesman and General, Dr. Yakubu Gowon. He remains one of the most passionate supporters of the Pharmacy profession and a most generous benefactor of scientific research. As an Academy, we will continuously create paradigms to elevate the relevance of the practice of the profession at all levels, particularly in the areas of improved patient care and international best practice. There has never been a more important time for pharmacy professionals to provide evidence of the contribution they make to the health and wellbeing of the nation than now. Whether we work in hospitals or the community, in academia or the high street, we’re all pharmacists and we need to work together to develop and enhance the standing of the profession.
Zamfara situation and matters arising

“Often when people ask me where I am from and I say Zamfara State, the first reaction is astonishment. The jaws drop, the mouth opens wide and the eye brows lift. This is quickly followed by disbelief. I can almost predict to about five seconds, the time, it will take; that instance when the head begins to shake from side to side, before the word NO manages to escape the lips sometimes vehemently to go with the vigorously shaking head other times slipping out almost noiseless, a whisper, in rhythm with the slow shaking head on a body almost paralysed by shock. But it is true. I am from the state with highest illiteracy rate in the whole of Nigeria. Which pretty much makes it one of the areas with the highest illiteracy rates in the world. Last year, only 28 pupils in a state with a population that is almost 4 million registered for the common entrance exam. In the same year, for the Senior School Certificate Exam NECO written in November/December only 186 students participated. The pass rate was an awful 13 percent, meaning only 24 students made the grade. The results for the last West African school certificate were no better; of Nigeria’s 36 States and the Federal Capital Territory, Zamfara came last. The indicators used to measure development are also abysmal. According to the Oxford Poverty and Human Development Index, 92 percent of the state’s population, that is 9 out of every 10 people, live in poverty. Taking Zamfara, again, to the bottom of the list among all Nigerian states. This is worse poverty than is found in a state like Borno which has been in a state of war for about 7 years although with bandits and castle rustlers rampaging across the state almost unchecked, the level of insecurity there is almost as high as that found in our war zones. Huge swathes of Zamfara are effectively ungovernable and controlled by bandits and rustlers,
essentially putting a stop to agriculture, the mainstay of the state. The result of this is a population that barely ekes out a living and which is also left to battle with diseases like cholera and meningitis, illnesses that are history in other parts of the country. The Nigerian Medical Association Zamfara chapter has described health facilities in the state as poor. Specifically, they said the facilities are ‘inadequate’ and in a ‘sorry state’ with insufficient health workers. The World Health Organisation has described as “avoidable” the meningitis outbreak which killed hundreds last year. To be clear, Zamfara, in reality, suffers from only one problem. Bad governance. Every issue that dogs this state and its population can be traced to the curse of having successive governments who deliberately ‘governed’ for themselves instead of serving the general population. When Zamfara started striving for statehood, the decision was partly fueled by the fact that Gusau, the town which eventually became the capital city of the state, was relatively affluent. Agriculture formed the bed rock of the industries that fueled this prosperity. These industries included a textile company, some ginneries, an oil mill, a sugar factory and a tannery whose raw materials came from the buoyant animal trade in the area. Run by British giant, John Holt, the tannery processed hide and skin for export to Europe. Most people had a job enabling them to look after their families and live in dignity. Gusau also had a pluralistic population, with a diverse range of settler populations from across Nigeria. The result was a vibrant, thriving community whose future was bright. Two decades after statehood, however, that future is not only dim, the state is facing an existential crisis. All the advantages the state had, have been frittered away.
Successive leaders have been visionless making no plans to mitigate predictable problems caused by a growing population and the impact of climate change, but more damaging was the deliberate politicization of religion. As Governor, Ahmed Yerima introduced sharia to deflect from his many failures and in doing so set the state on a path of intolerance and the shutting down of political dissent on the grounds that those who opposed him were anti-God for challenging his status as the “anointed”. The current Governor, Abdulaziz Yari, has also happily abdicated his responsibilities. Recently, it was his public distancing from his job as Chief Security Officer. He said he was resigning from that particular role although he didn’t deem it fit to return the funds set aside for security known as the security vote. Last year, instead of providing basic health care for his people, he chose to blame them for the scourge of meningitis which killed hundreds. He said that the people of Zamfara were being punished by God for their sins. Had we been really in that era when God was smiting sinners, Zamfara would have been a paradise because no doubt the first to go would have been those who have abused the trust and leadership bestowed on them. Alas, the people of Zamfara have not been that lucky. Instead religion has been used to steal their ability to challenge leaders that are clearly failing them. In these upcoming elections, religion is once again being wielded as a tool. Some religious leaders have been using their mosques to preach that those who go against leaders are going against God because it is He who gives power. The irony is that this religiousity has not compelled these leaders to be honest and judicious in looking after the wealth and the people entrusted to them. Both are required qualities of leaders in
Islam. But you won’t hear these clerics preach in detail the punishment reserved for leaders who betray their people as clearly spelled out in the Koran. No stern warning, nothing, just a continues admonition to the people of Zamfara to remain true to rogues who have refused to be true to them. The result is high unemployment rates, an uneducated, idle youth population prone to drug use and a general malaise and hopelessness which is fueling conflict and crime. These forthcoming elections are therefore critical for the people of Zamfara. Their circumstances are so dire, that if the state ends up with more of the type of leaders it has had in the last two decades, the areas in the state that remain habitable and relatively governable, are likely fall prey to the banditry and lawlessness that has made life hellish in the rest of 60 percent of the state. There is everything to fight for in these elections and it seems, finally, the people of Zamfara who have been pushed to the wall are ready. The party that will win elections in Zamfara in 2019 is the one that is not only able to come up with viable, sustainable plans for the serious problems of the state, but is evidently able to implement them. The quality of those seeking elective office needs to be stellar. Track records will be an important yardstick for determining who is capable of providing service to the people of Zamfara. Any party that truncates the people’s right to choose those who will lead them in the name of anointing a successor should forget about winning elections in 2019. The situation in Zamfara is now desperate and its distressed people will do whatever it takes to unshackle themselves from failed leaders who want to continue governing by proxy. Zamfara will thrive again and if this means giving ‘godfathers’ a bloody nose, so be it!”

Editorial Commentary Osun as metaphor

The ‘Battle of Kruga’ is an interesting wild life footage screened by the National Geographic Channel. It is an epic battle in the wild by three groups of animals (a pride of lions, a herd of buffalo and a pond of crocodiles), each in claim of a little baby buffalo. The pride of lions after sending the herd of buffalo scampering, has settled for one of its stray, weak cubs, which, failing to make it past the edge of the pond of the crocodiles, slips in and is soon to be equidistantly grabbed –from the outside, by the fangs of anxious lions battling to save their hard-fought meal; and on the inside, by the jaws of crocodiles hoping to gain a ‘free meal’. But the ‘distress’ mooing calls of the poor baby buffalo soon elicits the right kindred response, as the herd buffalo in unison returns to take on the two top predators, and thus save their loved one. And although this may not necessarily be on ‘all fours’ –as lawyers would say when they compare the elements of two similar situations- the recent electoral battle for the political soul of the State of Osun, reminds one of the ‘Battle of Kruga’, with all its chilling, adrenalin-fueled effects. In a previous piece titled ‘Four Days to Armageddon’ –written 96 hours to the 2015 presidential election- I had said, in the euphoria of a presumptive PDP victory, that Buhari could well be the proverbial ‘dan hakin da ka raina’, which the Hausas warn ‘shi zai tsone maka ido’. Meaning that, ‘the prickly little reed underestimated, may soon be the troubling speck in the eye of the underestimate’. PDP’s unheeding incumbency had soon suffered a blinded eye from the inadvertence of its hawky ones who had already foretold a sixty-five year unbroken hegemony. But we saw that, that prophesy of a threescore and five, by the time it had prematurely ended after only sixteen year, was still four solid years short of one score! Proof that the gods of politics truly do not brook the arrogant divination of meddlesome interlopers! And it came to pass, that Buhari was ‘the prickly little reed disdained, which soon became the troubling speck in the eye of the disdainer. And I said the Yorubas have an adage allegorizing a similar situation. But theirs is in the form of a riddle requiring an answer: ‘Igi gangaran ma gunmi loju’, meaning: ‘thou crookedly-hanging object, hurt not my eye!’ And the one who solves the riddle replies: ‘okere latinwo’, -meaning it behooves those who are circumspect to stay out of harm’s way. And either for want of dialectical depth or for brevity’s sake, the city Yorubas are the butt of philological humor, because they answer the riddle in an urbane form of anglicized Yoruba: ‘wa dodge-ye’ (just dodge it). But who would’ve thought, in the just concluded gubernatorial election in Osun State, that PDP’s Adeleke, the loafing dancer, could be ‘the prickly little reed’ in the Hausa adage which the APC would so terribly underestimate -almost to its own eternal peril? Or who would’ve thought that the lollygagger-senator with ‘sawdust’ where men should have brains, could be that ‘crookedly-hanging object’ -Igi gangaranin the Yoruba riddle which the APC would make a terribly poor job of ‘dodging’? And to imagine that Adeleke did not promise anything but heat, sweat and floor-banging body moves. His message to the people of Osun being: ‘you school and go to the polls, I dance and go to the Government house!’. Or maybe he would say: ‘you deal with the ‘one-plus-one equals two, and all the subject-object-verb-complement, and I will put them all in the rhythm of my feet to provide good governce!
The irony about the Osun election is not that a virtual illiterate, was set up for such an elite political office, but that a ‘penitent’ political party, the PDP, which sings a fetish of wanting only ‘educated’ politicians in elective and appointive offices, had no qualms propping up for contest, a man who could not even pass the only paper he had registered for at O-Levels. Nor is the irony about the Osun election merely that an ‘awaitingtrial’ was about to be Governor, but that his party, which had insisted that an excellent Finance Minister should leave office for the inadvertence of falling prey to touts, still had no scruples fielding an exams cheat. The PDP has blatantly refused to hold the candle to others, even as it vehemently resists having others hold a candle to it. Even in its feigned contrition, the PDP still loves and thrives only on the notorious. A muckrakingbraggart, Fayose, a blood-baying cultist Wike, a street-brawling clown Dino Melaye and a saberrattling ethno-religious bigot Fani Kayode are still the proud epaulets of ‘honor’ that adorn the shoulders of this unrepentant Party, the PDP. And just recently in Osun, we saw them put forth the Party’s latest outgrowth of notoriety: a groovy, do-nothing-but-dance panjandrum of the legislative office whose only ‘credential’ is that he ‘has no credential’. Adeleke did not say that he was going to ‘talk’ his way to the government house! At least he was honest enough not to promise what evidently he could not deliver. Just the way his party’s presidential aspirants have been careful not to promise anything other than the ability to defeat Buhari. Rather he said he would ‘dance’ his way to the government house. And guess what? He almost did! Or, as his gambling sponsors still believe, he, in fact did. And the irony of it was that it was the loafing, do-nothing-but-dance ‘nonentity’ that left all the other contending ‘entities’ at the debating hall and almost made it to office. While the serious ones were busy trying to ‘out-talk’ each other to the government house, the unserious one was perhaps somewhere brushing his dancing stilettos and rehearsing for the inaugural. The PDP has virtually taught the APC yet another lesson: that ‘talk’ is truly cheap like base metal, but that ‘dance’ can almost be verily precious like diamond. And it thus raises the question: ‘to what avail is a pre-election debate when those who should require it to make informed choices will ignore those who have painstakingly prepared and debated, to vote the one who only danced? Epilogue And now Fela’s lyric is coming crookedly into the detail. The PDP is now the proverbial ‘Teacher-Teach-Me-Nonsense’. Now the PDP is teaching APC how it must fish in fiendish, slimy and putrescent waters or it must wither and die. APC cannot afford any longer to shun the only putrid table available in the devil’s only game: After Osun a terrible lesson is learnt; that no party survives which sups with the PDP using ‘long spoon’. The APC is learning, albeit the hard way, that when you dine with this very devil, you must use bare hands! You grub and you grab! Dome-I-do-you! Tit-for-tat’! A Roland for an Oliver. You must Move to kill, or you wait to be killed. You rig in, to avoid being rigged out! This is the lesson that PDP is teaching its opponents. That you cannot beat them unless you learn not only to play their dirty game, but you must be able to beat the at their game! Osun is an ill-foreboding metaphor for our democracy, but what can we do? Let the end justify the means!

T
he Nigeria political space is daily evolving with new ideas, development and initiative by key players aimed at making things better, yet daily people have reasons to complain about things in the practice of politics in the country that gives them concern. Why many believe that things will get better with time, it is a surprise that many people who should know how things are done in other climes where things seem to be working are among those who will fight such innovations being introduced in the country, especially when they suspects that such innovation will not benefit them personally on the long run. One such case is the recent introduction of the direct primary in electing party flag bearers as recently used by the Adams Oshiomhole led executive committee of the All Progressives Congress (APC) in the governorship primary for the Osun State election. However, though many people complained about the direct primary, alleging all manner of fraudulent activities in the process, there is no gain saying that the boldness of the party leadership to introduce direct primary in the selection of party flag bearers is an idea whose time has come and rather than fight it all lovers of democracy should join hands in ensuring that it not work within the APC, but that other political parties including the main opposition, the Peoples Democratic Party (PDP) embrace it. Before talking about the gains that direct primary will bring into the Nigeria political space, it is important to first look at the shortcomings of the indirect primary, otherwise known as the delegate system. It will not be farfetched to say that the direct primary has created a system in the political space where money is the order of the day. It is a system where people are picked from the ward, local government and states, depending on the position being contested, to go into an agreed place to elect the party flag bearer. It is common knowledge that people fight to be elected delegates, not necessarily because they love the candidates or the party so much, but because they know the benefits of being delegates and it is also public knowledge that political office seekers have accused either party leadership or other contestants of hijacking delegates and preventing others access to them to campaign. But in reality, when politicians talk about not having access to delegates it is actually talking about not having opportunity to buy them over to their side with cash, so indirect primary has become a case of the highest bidder and the higher the position sought the higher the benefit that accrues to the delegates. Indirect primary also encourages the godfather syndrome, where a powerful power broker in the particular party in the area seeks to control political activities in his zone and ensure all political office seekers in his area of influence differ to him and nobody can become anything unless he sanctions it. The direct primary as practiced in other developed political climes like the United States

Besides reducing the cost of prosecuting an election, which would mean that people with ideas but without deep pocket can successfully stand election, as the chances of buying all voters at the primary is seriously reduced, the direct primary also ensures that members of the party takes ownership of it and have a say in who bears the party ticket. Direct primary will also help to grow the party as more persons who ordinarily will not want to register as party members because they believe they cannot have a say in the system will be more confident to register as members of the party, knowing that they too will participate in electing party flag bearers. The direct primary option in picking party flag bearers remains one option which will help develop the political space in Nigeria and create room for an all inclusive system that will on the long run give the people not only a sense of belonging in the party, but a sense of co-owner of the party, knowing that their input counts within the system. Therefore, the direct primary option in the selection of party flag bearers is an idea whose time has come.

programme in an all inclusive manner. Wherever you are from the Niger Delta, you must be part of this programme. I’m here to carry out what I call reintegration, training, retraining and bringing out Niger Delta people so that they can be as qualified as any other person in Nigeria”. where I want Niger Delta people to look into is how we can use this office to benefit our people. It is not about personal gains; it is about community development. Let us stop agonizing and start organizing, because if we do that, we will help ourselves. The best thing I have seen in this organization is that we come from different places, but we have one objective. If we can have one objective in the Niger delta, half of our problems will be solved. My fear is that after 20 years, if we cannot uphold the Niger delta, we cannot empower our people, then Amnesty will kill Niger delta. I always tell people like that, because the type of behaviour I have seen in this place, where personal interest overrides regional interest, really beats my imagination”. Dokubo gave assurance of his determination to deliver on the mandate handed him by President Muhammadu Buhari, who he said has the interest on the Niger Delta region at heart. But he emphasized that due process and statutory provisions will be his guiding principles in the performance of his duties.

Ondo APC faults clearance of senators by NWC, Short News accuses Boroffice of anti-party activities Ajimobi clinches Oyo APC Adewale Momoh, Akure The Ondo State chapter of the All Progressives Congress (APC) has kicked against the clearance of three serving senators in the state by the National Working Committee (NWC) of the party to contest the 2019 general elections. The three senators were cleared unopposed while others seeking to get the party’s ticket were all disqualified including the preferred candidates of the state’s governor. In the list released on Tuesday and signed by the party’s National Publicity Secretary, Yekini Nabena, the incumbent senators who received the NWC’s nod were: Ajayi Boroffice (Ondo north), Tayo Alasoadura (Ondo central) and Yele Omogunwa (Ondo south). Among those who were not cleared by NWC is Chairman, Adekunle Ajasin University, Akungba Akoko Governing Council, Dr. Tunji
Abayomi (Ondo North), and the Ondo representative on the NDDC Board, Lucky Ayedatiwa (Ondo South) who are believed to be the “anointed” candidates of the Gov. Oluwarotimi Akeredolu. Others not cleared also included the former Speaker of the Ondo State House of Assembly, Victor Olabimtan, Morayo Lebi, Pastor Jide Ipinsagba, Gbenga Elegbeleye, Dr. Adeoye Julius Olatunji Felder, Mr. Odunayo Akinrinsola and Engr Janet Febisola. The development had reportedly caused confusion in the camps of Akeredolu and the state chairman of the party, Ade Adetimehin said well as other party members in the state, hence the emergency stakeholders meeting of the party in the state. In a statement issued by the party’s Director of Media and Publicity, Steve Otaloro after the meeting, the state chapter of the party accused the senator representing Ondo North Senatorial District of the state of scheming to destroy the party and adviced its national body on the allow a level playing field for all aspirants.

South senatorial district ticket Oyo State Governor, Senator Abiola Ajimobi, has clinched the All Progressives Congress (APC), ticket for Oyo South Senatorial District in the primary election conducted by the Chief Ademola Seriki-led electoral panel. He defeated Dr. Fola Akinosun by 2,659 to 168 votes, to seek a return to the Red Chamber, where he represented the state between 2003 and 2007 under the platform of the defunct Alliance for Democracy (AD). Announcing the result in the early hours of Wednesday, Seriki said that the exercise, which started around 6:30pm, was delayed due the late arrival of voting materials from the national headquarters of the party in Abuja. President Muhammadu Buhari is expected to attend the passing out of the Regular Course participants of the Nigeria Defence Academy (NDA) on Saturday in Kaduna, the institution said in a statement. The statement was issued by spokesman of the institution, Major Abubakar Abdullahi on Wednesday in Kaduna. Many feared dead as fuel tanker explodes in Akure Adewale Momoh, Akure A petrol tanker carrying 33,000 liters of petrol on Wednesday evening fell at Shagari Village junction on Akure-Owo expressway, Akure, the Ondo State capital, allegedly killing five people including a toddler. The incident was said to have occurred few meters to an NNPC petrol station. The tanker, after falling, was said to have spilled its content on the road and later caught fire, burning no fewer than seven vehicles, among which were a commercial bus and six private cars, as well as many motorcycles. Two houses and many shops along the road were also affected. According to an eyewitness, the deceased were occupants of the burnt vehicles. He narrated that the deceased were trapped and burnt inside the affected vehicles The eyewitness said, “ The tanker was on a high speed when a Toyota Corolla car suddenly crossed the road, as the tanker
driver was trying to avoid hitting the car, he served off his lane and the vehicle fell on the car and later caught fire immediately. “ The eyewitness added that it took many hours after the fire had started before the men of

2019: I’ll name my campaign council after convention - Buhari Mathew Dadiya, Abuja President Muhammadu Buhari has said that he will soon bring all speculations to an end by naming a Presidential Campaign Council (PCC) to lead the All Progressives Congress, APC, to victory in the February 2019 general elections. Buhari said that he was aware of the yearnings by Nigerians for the formation of a full Presidential Campaign Council towards the APC’s victory in the presidential elections. The National Chairman of the All Progressives Congress, APC, Adams Oshiomhole has been given a 24- hour ultimatum to rescind the “purported” screening of only three senatorial aspirants in Ondo state or resigns from office. The ultimatum was given by one of the affected aspirants who was screened out by the NWC, Dr. Tunji Abayomi at a press briefing together with other affected aspirants. Abayomi stated that Oshiomhole is not fit and proper to led the party going by what he described as “audacious impunity” by the national chairman during the screening. He maintained that the process was orchestrated to disenfranchised members of the party from electing their preferred candidates as the NWC never sat to screen any of the aspirants. “If he fails or succeeds as Governor, certainly he has failed tremendously as National Chairman of the party. “The tragedy is that he was elected to reduce the crisis of the party but he has assumed the position to increase in mindfold the crisis. “In order not to kill the APC, please, Mr. Adam Oshiomhole resign now, it would be wrong to underestimate the character of the people of Ondo state”. Global squeeze on emerging markets responsible for foreign reserve decline - CBN Motolani Oseni The Central Bank of Nigeria (CBN), Wednesday explained that recent reduction in the level of foreign reserves does not have to do with political actors, but because of the global squeeze on emerging markets, which was consequent upon increasing interest rates in the United States of America. Director of Corporate Communications at CBN, Isaac Okorafor, disclosed this while speaking during the CBN Special Day at the ongoing 13the Abuja Trade Fair. He explained further that other developing and emerging markets like Turkey, Brazil, South Africa, Argentina, and even China were facing a similar dilemma. He gave the assurance, however, that despite the fall, the present $44 billion was capable of financing between 14 and 17 months imports which are way above internationally acceptable three months.
He also gave assurance to the customer of defunct Skye Bank that their deposits were safe in the succeeding Polaris Bank. Okorafor declared that Polaris Bank has been duly registered by Corporate Affairs Commission (CAC) and licensed by CBN. Speaking during a roadshow to introduce AFTRAF, Fatma Bao, Manager in the Afreximbank Guarantees and Specialized Finance Unit, said that the programme was structured to enhance the confidence of counterparties in the settlement of international trade transactions for critical imports into Africa, support intra-African trade and facilitate the purchase of equipment for production of export goods. She said that the programme was being offered to African financial institutions in response to the increasing de-risking of African banks as a result of stringent compliance and regulatory requirements imposed by international banks. The Afreximbank team described the programme as the Bank’s response to the recurring trend of reduction or withdrawal of trade lines to African banks by the international banks following the derisking process. “Afreximbank wants to understand the needs of the Senegalese market and the current obstacles facing you to satisfy these needs so that we can cooperate with you to improve the country’s trade,” said Ms Bao. The roadshow was held as part of a strategy to allow Afreximbank expand its coverage of Africa and to onboard Senegalese banks to the AFTRAF programme. It also aims to enhance cooperation between Afreximbank and the local banks in order to grow the nation’s economy. Similar roadshows are planned for several other African countries. Participating in the roadshow were Coris Bank, Ecobank, Banque Régionale et de Marché Banque EL Amana-Mauritania, Banque Nationale pour le Développement économique, BGFI Sénégal, NSIA Bank, and Banque Islamique du Sénégal. Naira gains as CBN injects $210m into FX market Motolani Oseni The Nigerian currency, Naira on Wednesday gained slightly against the US Dollar at the Investors and Exporters (I&E) FX window, as the Central Bank of Nigeria (CBN) again injected the sum of $210 million into the Interbank Foreign Exchange Market. The Naira ended yesterday trading activities at N363.78 per dollar at the investors’ FX window, better than N363.94 recorded on Tuesday. The I&E FX segment recorded a total turnover of $313.30 million against $392.90 million sold the
previous day. At the Central Bank of Nigeria (CBN) official interbank market, the Naira stood at an unchanged official interbank of N306.40 to the dollar. But remained unchanged at the parallel market, closing at N361 to the dollar; N478 to the pounds and N418 to the Euro at the end of yesterday trading. Figures obtained from the CBN on Wednesday, October 3, 2018, indicate that authorized dealers in the wholesale segment of the market were offered the sum of $100million, while the Small and Medium Enterprises (SMEs) segment received the sum of $55
million. Similarly, customers requiring foreign exchange for invisibles such as tuition fees, medical payments and Basic Travel Allowance (BTA), among others, were also allocated the sum of $55 million. While confirming the figures, the Bank’s Director, Corporate Communications Department, Mr. Isaac Okorafor reiterated the CBN’s commitment to continue to boost interbank foreign exchange market to ensure liquidity in the market and sustain stability in the market. It will be recalled that on Friday, September 28, 2018, the Bank injected the sum of
$210million into the inter-bank foreign exchange market. Meanwhile, the Naira on Wednesday, October 3, 2018 exchanged at an average of N361/$1 in the BDC segment of the market. It would be recalled that the apex bank last week, also injected sun of $210 million into the foreign exchange (FX) market through the Secondary market Intervention Sales (SMIS) of which $100 million was allocated to Wholesale (SMIS), $55 million was allocated to Small and Medium Scale Enterprises and $55 million was sold for invisible.

Eko Disco to give free prepaid meters Ladesope Ladelokuni The Management of Eko Electricity Distribution Company (EKEDC) says it will give 100 free prepaid meters to its customers during the company’s “Customers’ Service Week.” Its General Manager, Corporate Communications, Mr Godwin Idemudia, who made this known on Wednesday, said it was aimed at ensuring 100 per cent customer satisfaction. Idemudia, in a statement in Lagos also said that the EKEDC management decided that customers that paid their electricity bills to date without outstanding would have free meters through a raffle draw. “Please note that meters will be issued to the 10 lucky customers per district. These customers must be regular in paying with zero outstanding. “The customers who will be entitled to the free meter must have no record of energy theft and had no record of hostility towards our staff,” he said. Idemudia said that the EKEDC’s district and commercial managers were required to send 20 names of customers that fall
under the categories before 12 noon on Thursday. “A raffle draw will be done for 20 customers per district, while only 10 customers will qualify.” The EKEDC spokesman said that the company was rated high in metering and billing efficiency in the 2018 first quarter report of the National Electricity Regulation Commission. He said that the company was currently rated the lowest in terms of Aggregate Technical and Consumer loss, adding that newly acquired smart meters would be rolled out soon. Idemudia said that the EKEDC was constantly doing its best to ensure effective delivery in spite of constant pipeline vandalism which had affected power generation and resulted in transmission constraints. He said other challenges included bypassing of electricity, energy theft as well as stealing of cables. NSE: Investors trade shares worth N2.05bn Mathew Dadiya A total of 172.196 million shares valued at N2.05 billion were traded in 2,866 deals on the Nigerian Stock Exchange (NSE) on Wednesday. These were against the 222.956 million shares worth N3.28 billion traded in 3,327 deals on Tuesday. The market capitalization, however, depreciated by N55 billion or 0.45 per cent to close at N12.034 trillion from N12.089 trillion recorded on Tuesday. Similarly, the All-Share Index, which opened at 33,114.44, lost 151.17 basis points to close at 32,963.27. Dangote Cement led the price losers’ chart with a loss of N5 to close at N205, while Berger and Stanbic IBTC followed, depreciating by 70k each to close at N6.30 and N43.30 per share, respectively. Nascon dropped 60k to close at N19, while Custodian declined by 40k to close at N5.04 per share. Conversely, Total Oil topped the price gainers’ table with N1.10 to close at N181.10 per share. Zenith Bank gained 95K to close at N21.40, while GTBank followed with a gain of 50k to close at N37.50 per share. UBN lost 20K to close at N5.30, while UAC-PROP dipped by 17K to close at N1.87 per share. Fidelity Bank was the toast of investors, trading 33.81 million shares worth N57.28 million in 277 deals. Oct 16: Fayose, Fayemi’s priorities as Ekiti anxiously await new dawn Patrick Okohue History will be made in Ekiti State, come October 16, 2018 as Dr. Kayode Fayemi of the All Progressives Congress (APC) will be sworn in as the 12th Executive Governor of the state. The outgoing governor of the state, Mr Ayodele Fayose, will hand over power to Fayemi from whom he incidentally received the baton of leadership of the state on the same day in 2014. Fayemi who during his first term in office was elected on the platform of the Action Congress of Nigeria (ACN) that later became APC and Fayose of the Peoples Democratic Party (PDP) are the two top politicians who had the privilege of ruling the 22 years old state in immediate turns. Fayemi who was defeated by the incumbent governor of the state in the June 21, 2014 election also in turn defeated Professor Kolapo Olusola of the PDP who incidentally is the deputy of Governor Fayose, candidate of the Peoples Democratic Party in the July 14, governorship poll. As the handing over day beckons, Ekiti people are anxiously looking forward to when the Governor- elect of the state, the Ilufemiloye 1, a.k.a. the dynamite and Legbegbe, will be inaugurated as the Governor of Ekiti State for the second time. The people are anxiously awaiting the new dawn hoping that their lives would be better this time around, having been able to compare and contrast between the present state of the state’s financial position with when Fayose took the mantle of office then in 2014 and now that Fayemi is being expected to assume office and restore what many Ekiti are referring to as their lost glory. It will be recalled that immediately Governor Fayose was declared Governor-elect in the state, rather than pre-occupy himself with the task of how to tackle the myriad of problems being faced by the state before he was sworn in on October 2014 as governor for the second time, he started behaving as if Ekiti has been willed to him as a personal property. First, Fayose wrote to the banks in 2014 instructing them to stop granting credit facility to Dr. Fayemi for payment of salaries and pensions while he threw all his daily needs and expenses to Fayemi, such that anyone who was vigilant then would know Fayose never had any better plan that could actually eradicate people’s suffering but to increase it, and this was evident with the debt profile of Ekiti State that was reported to be in the range of N18 Billion before it has now been increased to the N117 Billion by Fayose. The latest Ekiti debt profile was made public recently when the Transition Committee set up by Fayemi submitted its reports. Before Fayose’s inauguration in 2014, record has it that Fayose approached Fayemi to approve funds for him for a trip to Dubai on vacation which Fayemi graciously granted him and two of his aides then. As if that was not enough, Fayose allegedly went to Coscharis Motors to acquire a brand new bullet-proof Range Rover Jeep and a brand new power bike to serve as his outrider

without following due process, only to pass a bill close to N100 million to the Fayemi’s administration which the then government obliged, all in the interest of peace and smooth take-off of the new administration then. But now, the Ekiti people have eventually seen the resultant effects of Fayose’s ill preparation as they went through hell throughout the four years occasioned by government inflicted poverty, hunger and backwardness through his decision not to pay salaries while many agencies, industries and Banks that would have assisted in boosting the economy of the state were chased away through obnoxious policies of his administration coupled with heavy tax burden imposed on them. For Dr. Fayemi, since he has been declared the winner of the July 14 election and the Governor-elect, he is said to be having sleepless nights on how to achieve Ekiti of his dream

products tailored towards the needs of the poorly funded entrepreneurial groups, improvement of public finance management by assisting Ekiti State in improving tax revenues and improving the economic environment which is necessary for investments, as well as seeking the technical support and strategy, including any and all measures aimed at improving the ease of doing business and setting standards that will improve private investments in the state. He is also seeking funding opportunities in alternative sources of energy; with all his efforts, Ekiti State is hoping to improve alternate and sustainable (renewable) energy sources for its private sector and proposed industrial clusters in the state. Dr. Fayemi has also visited international agencies to seek for collaboration in his bid to purchasing agro-processing scheme that is aimed at stimulating investment through agro-processing(agri-business) enterprises in its most productive agricultural produce that will impact on employment in Ekiti State. This would help enhance agricultural productivity of small and medium scale farmers and improve value addition along priority value chains. In addition, it will achieve some human capacity development, employment, modernised machinery and equipment, competitiveness and productivity improvement. Also, among the Federal ministries that have so far been visited by the Governor–elect to seek Federal Government intervention on infrastructure, others for Ekiti ahead of his assumption of office was the Minister of Power, Works and Housing, Mr. Babatunde Fashola Dr. Fayemi who out of his desire to ensure speedy development of infrastructure in the state had visited the Federal Ministry in a bid to form partnership in the development of the state had told Fashola during his visit to him in his office that, “Your ministry is going to be very crucial to the success of
our administration, particularly in the area of infrastructural development. “We have been having discussions on unofficial basis, so, I think it is important we make it official to identify areas we can partner in our rebuilding efforts,” he said. The governor-elect said that the Federal Government’s activities were being noticed in the state through its ongoing housing, roads, electrification and the Federal Secretariat projects. Fayemi maintained that the Federal Government could do more, adding that Ekiti was a rural and agricultural state where infrastructure was most needed. In his remark, Fashola commended the governor-elect for the visit, adding that the developmental initiative of the current Federal Government was party blind. Fashola assured Fayemi that the housing project, Federal Secretariat project, the transmission project and others in the state would be beneficial to all citizens irrespective of their party affiliations. The minister said that the projects identified by the Governor-elect in the state were initiated even as the opposition party still governed the state. He said he had visited the state to ensure that the projects were ongoing; adding that the election of Dr. Fayemi would accelerate growth because the Governor-elect is more developmentoriented, seeks Federal Government’s support. In a bid to boost food production in the state on assumption of office, Fayemi had gone to visit the Hon Minister of Agriculture and Rural Development, Chief Audu Ogbeh, to equally seek the cooperation of the ministry in improving agricultural productivity and employment (especially among the youth) and building on YCAD initiative from his time in office. The visit also focused on efforts aimed at improved processing units across the value chains of crop export produce in Ekiti State including cocoa, coffee, cassava, rubber, cashew, and yam amongst others. The Governor-elect canvassed for improved storage facilities for farm produce to encourage largescale production as a way to further incentivizing agro investments in the state of which Fayemi had reportedly received positive response. While Fayemi was busy seeking collaborations with developmental partner ahead of his assumption office, to transform the state, Fayose had a different plan with the latest reported purchase of a N76 million 2018 model Lexus 570 Sport Utility Vehicle (SUV) for himself. Similarly, Fayose also awarded himself and his Deputy, Olusola a whopping sum of N43million as severance allowance upfront, even when he could not pay the civil servants, pensioners’ salaries, emoluments and entitlement of about eight months owed them. The plans and programmes of the two major actors at the centre of transition, Fayose and Fayemi are differentiated based on various perceptions of the people of Ekiti who are the major beneficiary of their actions either negatively or positively.

Curbing open defecation through dry drum pit latrines Stories: Doosuur Iwambe, Abuja Open defecation is the practice where people go out in fields, bushes, forests, open bodies of water and other open spaces rather than use the toilet to defecate or pass bodily waste. It constitutes a major public health problem due to rapid urbanisation, lack of public toilets and low level of awareness. According to 2018 NORM Report, 47 million Nigerians do not have access to toilets. The report revealed that while 75 million use unimproved toilets, 1 in 4 Nigerians lack access to basic toilet. These Nigerians according to the report include vulnerable women and children who suffer as a result of consuming contaminated water or food and living in unsanitary conditions. The report further revealed that while 32% of these Nigerians live in the rural areas, 39% are from the poorest household. Most unfortunately, the psychological and physical demands placed on millions of women and girls who do not have proper sanitation facilities are overwhelming. Aside from suffering from humiliation and indignity, women and girls who relieve themselves outside try to maintain their dignity and privacy by choosing to relieve themselves at night time. Regrettably, in their attempt, the women and girls become prey to rapists, molesters, and physical abusers they are subject to daily threats of sexual violence. Lack of proper sanitation facilities makes it even more traumatic for women, especially when they are pregnant, during postnatal periods, and while menstruating. Additionally, open defecation causes many preventable diseases, such as polio, hepatitis, typhoid, cholera, diarrhoea, under nutrition; reduced physical growth and it weakens cognitive function. The People of Ottonlama, Okpobo, Aya-Ama, Okorotu all in Nkoro local government area in Rivers State were before now defecating in the open before the Intervention of European Union (EU), and the United Nations Children Fund, (UNICEF) through “Dry Drum Pit Latrines”. A visit in some of the communities in Rivers State by our reporter revealed what the people of the community most especially women and girls were going through before Succour came their way through the construction of “Dry Drum Pit Latrines” by EU in collaboration with UNICEF. According to Ngereb Dickson, WASH com Secretary in Ottonlama community, Nkoro local government area, about six of the dry drum pit latrines have been provided to serve the community. Explaining how the People use the facilities, he said, “Each time the two drums get filled up, we get the young ones in the community to dig the

ground where the faeces are usually buried. “There is a great change now because we don’t go about marching on faeces on the road. This was very common but the situation has changed”. Also Ms Maltida John of Okpobo community told the Daily Times how she usually have to wait until night fall to ease herself in the bush. Narrating her experience, she said that before the construction of “Dry Drum Pit latrines” by EU/ UNICEF for the community, they were faced with a lot of health hazards varying from cholera, diarrhea etc. She said, “I had a bad experience while I was tooling sometime ago. I had to clean my bathing bucket to convert it to my personal toilet because I could not wait until night fall to defecate in the bush. “However, the situation is different today because the dry drum pit latrines are always handy and we usually ensure that they are kept clean always. I thank UNICEF and EU for the kind gesture and I am also calling in the Federal government not to abandon us”.
For her part, Deaconess Antonia Alan said, “before, we used to defecate anywhere, then flies would come upon it and carry it to our food. When we eat the food we become sick. But today, things have changed, we no longer fall sick like before because we now use toilet”. “Before now I used to excrete in polythene bags and disposed it in dustbins on the streets or in the bush” this was the confession of Florence Kingsley. She added that her children used to fall ill but the situation has changed since they imbibe the habit of healthy hygiene and use of clean toilets. According to Mr. Zaid Jurji, Chief of Water, Sanitation and Hygiene (WASH) department of UNICEF, Nigeria losses N455 billion annually due to poor sanitation practised around the country. Jurji who spoke during a media dialogue on WASH organised by the Federal Ministry of Information, in collaboration with the European Union (EU) and UNICEF on Monday in PortHarcourt, the Rivers State capital, Jurji said that the real cost that Nigeria losses annually amounts to N455 billion due to poor
FG targets WHO 2016-2020 road map for health, ageing The Minister of Health, Prof. Isaac Adewole has reaffirmed the Federal Government’s commitment towards achieving the World Health Organisation (WHO) 2016-2020 road map targets and goals of the Global Strategy and action plan for Health and Ageing. Speaking during the Celebration of 2018 Day of Older Persons, a one-day Project and Partnership Development Outreach Programme on Healthcare for the Aged, Social Security of Elderly and the Rights of the Senior Citizens in Abuja, Prof. Adewole said that the targets as envisaged in the plan, will be attained and possibly surpassed. Represented by the National Project Coordinator, Healthcare Package for Improving Quality care of the Ageing,(HEPI2Q-C ), Dr. Saidu Dumbuulwa, the Minister pointed out that the ministry had made some progress in the on-going health sector response to the care of the aged.
According to Adewole, the ministry had already signed a Memorandum of Understanding (MoU) with some universities in the United Kingdom. “As you know, in our various cultures, the health and social care of the aged is a collective responsibility of every member of the family. “However, it is the responsibility of all to protect and ensure improve quality of health and welfare of the ageing population”. He further said that the ministry was open to other relevant organisations and Partners in Nigeria ahead of the first national summit on healthy ageing, slated for the fourth quarter of 2018. He noted that in the last decade, concerns for the ageing population had led to the introduction of new policies and programmes in which the social sector had taken the centre stage. He informed that several policy framework
documents, including national plans of action on ageing, had also been enacted, saying that the ministry were working hard to ensure that Nigeria was not left behind. He thanked the International Federation on Ageing Nigeria (IFAN) and other organising partners for marking the 2018 International Day of Older Persons, a success. He emphasized that the theme of this year`s celebration which was “Celebrating Older Human Right Champions”, was in line with Federal Government’s current efforts to address the needs of older persons in the country. In his remarks, the Coordinator, International Federation on Ageing, Nigeria, (IFAN), Mr Ike Willie-Nwobu, reiterated the commitment of IFAN to partner with the Ministry of Labour and Employment, Federal Ministry of Health and other relevant bodies to achieve its target.

He said “Only 20.1% of households have a fixed place for unleashing facility with soap and water. 10.4% households have suffered diarrhoea in the past 6 weeks, 75% are children under 5 years. Only 6.4% of households are likely to practice proper hand washing (with water and soap), at critical times. “The key issues of the sanitation sector in Nigeria includes low political and financial commitment, low private sector participation, weak institutional arrangement and limited technical know-how, lack of technology to meet geographical condition “Nigeria has a population of 198 million and 93 million children. 1 million Nigerians under the age of 5 die annually as a result no proper sanitation. 20.4% of the population have access to basic water and sanitation services. That is those using improved sanitation Facilities. “17.0% of schools have access to basic supply and sanitation services that is schools with functional and improved toilets and latrines available at all times. 22.7% of health facilities have basic water supply and sanitation services. 12.4% of markets and motor parks have basic water supply and sanitation services,” Jurji added. While stressing that only 11% of the systems meet the minimum requirements for WASHCOM, frequency and tariff, the UNICEF chief added that about 130 million people in Nigeria are without proper access to sanitation. “34.6% (66million) have improved latrines. 4. 4% (8.4 million Nigerians have improved latrines, private, functional and accessible to the people. 20.4% (39 million) unimproved latrines, Hygienic separation of human faeces from human contact. “5.5% schools have basic gender sensitive WASH services, functional water facilities and durable improved toilets with separate blocks for males and females available. 49.3% schools have at least one improved toilets and latrines. 33.6% health facilities have hand washing facilities with soap and water. 43.2% health facilities have functional improved water supply in the premises,” he added. Earlier, Engineer Emmanuel Amatemeso, Acting Permanent Secretary, Ministry of Water Resources, Rivers State, who represented the Commissioner for Resources, Kaniye Ebeku, commended UNICEF and partners for what they are doing in the state but urged them to increase funding in the state because of the peculiar nature of the state. He said Rivers State has a peculiar area that makes it very expensive to transport materials to project sites and added that there is need for UNICEF and partners to beef up their activities in the state. On her part, Eliana Drakopoulos, Chief of communication, UNICEF, in her remarks, said that the WASH programme aims at improving feeding, hygiene and sanitation to reduce stunted growth and malnutrition in Nigeria, adding that UNICEF will focus more in ensuring early education for children and reduce violence against children. She added that 130 million of the Nigerian total population lacks access to proper sanitation, with 93 million children where 1 million children under age 5 die annually and 1 out of every 4 routinely vaccinated.

FG urged to establish sports museums Mr Deji Ajomale, President, African Sports Tourism Week, on Wednesday called on the Federal Government to establish sports museums across the country. Ajomale told the News Agency of Nigeria (NAN) in Lagos that it was disheartening to know that the remarkable contributions of most of Nigeria’s sport heroes are not properly documented and preserved. He said that these works ought to be well preserved for easy accessibility for the younger generation and should not just be kept in the general museums but in sports museums. Ajomale said the contributions of the likes of Samuel Okwaraji, Stephen Keshi, Teslim Balogun, Rashidi Yekini, Shetemi Ayetigbo and a host of others should be kept in
the sports museum for every tourist visiting the nation to see. La Liga champions Barcelona presented their annual accounts on Tuesday, showing earnings of $1.05 billion for the 2017/18 fiscal year, breaking its own income record for the fifth successive year and posting a profit for the eighth consecutive year. Barca said the rise in revenue was driven by increased income from television rights from the Champions League and the August 2017 sale of Brazilian forward Neymar to Paris St Germain for a record 222 million euros ($257 million) transfer fee.

Ernesto Valverde: Lionel Messi will play for Argentina again Barcelona coach Ernesto Valverde has said Lionel Messi will play for Argentina again despite not having appeared for them since the World Cup defeat to France. Argentina were without Messi for the friendly win against Guatemala and the 0-0 draw with Colombia, while he will miss the games against Iraq and Brazil later this month. “If Messi doesn’t go to the national team, he can be more rested for Barcelona,” Valverde told Fox Sports Argentina. “But we know that he wants to go to the national team, and he will go. The best news for Barcelona is, if Messi goes to the national team, that he is happy, and that is what we want to happen.
“We want him to do well wherever he is, and what he wants is to do many things with the Argentina national team.” Argentina Football Association president Claudio Tapia said recently that he had no doubt Messi would play for the national team again. But interim Argentina coach Lionel Scaloni said earlier this week that Messi had not indicated when or if he would play for his country again. Messi has scored 65 goals in 128 appearances since making his Argentina debut in August 2005. The 31-year-old has eight goals in six appearances for Barca this season, and will be in action when they visit Tottenham in the Champions League on Wednesday.
LeBron James gets ovation in LA Lakers debut LeBron James received a rapturous reception in his home debut for the Los Angeles Lakers on Tuesday but was unable to prevent his new team from slipping to a second pre-season defeat to the Denver Nuggets. James, who joined the Lakers in July from the Cleveland Cavaliers on a fouryear deal, was given a rousing standing ovation by the Staples Center crowd as he arrived on court. The 33-year-old delighted the crowd with some silky touches during 15 firsthalf minutes. He finished with 13 points, three assists, three rebounds, two steals and four turnovers during 15 minutes on
court in the first half before sitting out all of the second half. The game ended in a 113-111 win for Denver, who had also beaten the Lakers in San Diego on Sunday in James’ first game with his new club. Earlier Tuesday, James told reporters he was still adjusting to his new environment, and once again cautioned that the new-look Lakers squad would take time to gel. “We’ve got a new group. We’re not at the level that a lot of the teams are in terms of cohesiveness and chemistry,” James said following morning practice. “Every day is another opportunity for us to get better.”
