FG links 2018 Budget underperformance to late passage Continued from page 1 The government said that as at January 11, 2019, the sum of N1.226 trillion had been released for execution of critical ongoing capital projects in the power, roads, rail and agriculture sectors which were provided for in the 2018 budget. Speaking at “Deloitte Nigeria Dialogue on Economic Outlook 2019” in Lagos, the Minister of Budget and National Planning, Senator Udoma Udo Udoma, said that the growth rate of the country’s gross domestic product (GDP) targeted at 3.5 percent fell at 1.81 percent as at third quarter (Q3) ended September 30, 2018. Reviewing performance of 2018 budget, the minister said that revenue projection also tumbled significantly below N7.16 trillion target to N3.91 trillion just as actual implementation targeted at N9.12 trillion missed the mark at N7.54 trillion disbursement end of 2018. At 1.95 million barrels per day (mb/d), oil production target also fell short of 2.3mbd projection for 2018. However, oil price projected at $51 per barrel on which revenue estimate was based exceeded budget benchmark at $74 per barrel as at October 2018 before weakening. However, Udoma said the implementation of the 2018 budget would continue until the 2019 budget is passed into law by the National Assembly, saying the legislators may not pass the budget proposal into law until after the general election. In his presentation titled, “Federal Government Budget 2019: What’s in it for business?” the minister said FGN 2019 budget proposals were aimed at quickening the pace of growth which he said had been sluggish after the country emerged from recession in second quarter of 2017. He said “the 2019 budget of
continuity builds on the 2018 budget of consolidation. It aims to enhance the delivery of the ERGP objectives which are to restore growth, invest in our people and build a globally competition economy.” On the outlook of the economy in 2019, he said that with sustained implementation of the Economic Recovery and Growth Plan (ERGP), government expects the economy to maintain steady recovery with the GDP growth increasing from 0.8 in 2017 to 2.1 percent in 2018 and 3.01 percent in 2019. He projected inflation rate to drop to single digit of 9.98 percent in 2019 from 11.44 percent as at December 2018, on expectation of improved coordination of fiscal and monetary policies, improved oil earnings and capital flows into the economy. Overall, he said, government expects more diversified and inclusive growth in 2019 and over the medium term, stressing that government was committed to growing the economy which he said is the basis of the 2019 budget designed to support and partner with the private sector. Speaking on “Global and Nigeria Economic Outlook for 2019, the guest speaker, Dr. Doyin Salami, lamented that Nigeria had significantly performed below African average, wondering what government’s excuse could be for gross underperformance. The Adjunct Lecturer, Lagos Business School, said “Nigeria cannot afford a situation where industrial capacity is as low as it is. Our industry must contribute a quarter or three quarters of GDP for us to grow.” He also warned government against continued borrowing under the guise that its debt ratio to GDP was lowest among peers even when government’s revenue was quite low in relation to increasing debt burden. “Nobody pays for debt from GDP. Debt is repaid from
revenue”, he said, adding that if government is going to create jobs in the way to address critical unemployment and underemployment rate, then the country’s industry (excluding oil) must contribute around a quarter or a third of GDP.” He also warned against unrealistic budget expectations as regards oil production and prices in 2019, insisting that the figures were unrealistic. “OPEC’s quota for Nigeria’s oil in 2019 is 1.6m bpd but the 2019 proposed budget states 2.3m bpd. Who will fund the deficit?” the university don wondered. However, Minister of Finance, Mrs. Zainab Ahmed, defended government’s projections, insisting that government had the capacity to service its huge debt. Speaking on Revenue Growth and Economic Development: Expectations for 2019, Mrs. Ahmed said: “Our debt level is sustainable but debt service is high compared to revenue collections, indicating the need to prioritise revenue generation.” She said that by prioritising revenue generation, the Federal Government of Nigeria (FGN) intends to continue significant investments in human capital & critical infrastructure to sustain the growth trajectory. On the unrealistic oil price projections, the Finance Minister said “Nigerian authorities are constantly monitoring external headwinds against the local economy and will adjust accordingly.” Commenting on drastic fall in foreign direct investments in the country in recent time, the President of the Institute of Chartered Accountants of Nigeria (ICAN), Rasak Jaiyeola, said “Foreign Direct Investment in the country fell by 48 percent, the worst level ever, to the extent that Nigeria slid below Ghana in FDI, asking What’s the government doing on this?”

Uncertainty as CCT begins Onnoghen’s trial today Adrew Orolua, Doosuur Iwambe, Abuja and Peter Fowoyo, Lagos Despite the fixing of trial of the embattled suspended Chief Justice of Nigeria, Justice Walter Onnoghen, by the Code of Conduct Tribunal, there appears to be conflicting signal as to whether the trial will commence today. This is as a result of the 7 days ultimatum by the National Judicial Council (NJC), against Onnoghen over allegations of false assets declaration and the acting CJN, Justice Tanko Mohammed, to explain why disciplinary actions should not be taken against him for submitting himself to President Muhammadu Buhari to be sworn in as Onnoghen’s replacement. The NJC, which is an organ of the Judiciary is responsible for the appointment, promotion and discipline of judicial officers, took the decision at the end of an emergency meeting it held in Abuja last week following the suspension of the CJN by President Buhari. According to reports, lawyers representing the suspended CJN led by Chief Wole Olanipekun (SAN), allegedly visited Vice President Yemi Osibanjo to beg for a soft landing for Onnoghen. The lawyers were also alleged to have visited the Chief of Staff to the President, Abba Kyari, as part of moves to stop the arraignment of the embattled CJN. Account from different anonymous sources revealed that the main aim of the meeting was to stop Onnoghen’s arraignment today. Already, Onnoghen has been served with a notice of hearing by the Code of Conduct Tribunal, which means by law he is mandated to appear at the CCT today. A source at the meeting said: “We met with Abba Kyari around 10pm on Thursday because we knew he would guarantee our access to the President. “Our aim is to protect the exalted office of the CJN. The CJN must not sit in the dock on Monday (today), because doing such will demystify that office. The National Judicial Council is already attending to the case and a decision will be taken next week. “All we are asking is that the case on Monday (today) be delayed until after the NJC has made recommendations and in the event that he is recommended for dismissal, let him resign honourably and let the charges against him be withdrawn”. The source added that Kyari was told that although the allegation that the CJN failed to declare the assets in question was true, it was not true that Onnoghen had 50 houses as reported by some sections of the press. He said: “Kyari said he would relay our message to the President. However, he did not hesitate to inform us that the President did not want Onnoghen back as the head of the nation’s judiciary”. The CCT Chairman, Danladi Umar, had at the last sitting, adjourned the trial indefinitely on the orders of the Court of Appeal, Abuja division. The court had ordered the tribunal to stay further proceedings in the trial of Onnoghen till January 30, for the appellate court to deliver its ruling on the CJN’s motion filed at the court. However, following the dismissal of Onnoghen’s motion at the Court of Appeal and the expiration of the appellate court’s order, which temporarily halted the trial, the CCT said it would now resume the trial on February 4 (today). According to a statement by the CCT’s Head of Press and Public Relations,
Ibraheem Al-Hassan, the tribunal’s decision was sequel to a request by the Code of Conduct Bureau (CCB) for the resumption of the trial. The request which was titled: ‘Application for resumption of trial of the case of FRN V. Hon. Justice Onnoghen Nkanu Walter Samuel case No: CCT/ABJ/01/19,’ and addressed to the Chairman of CCT, read in part: “The above subject refers. This case came up for hearing of preliminary objection to the jurisdiction of the Tribunal on January 28, 2019 but the tribunal could not proceed due to the pendency of the case at the Court of Appeal. “However, in the wake of this afternoon, January 30, 2019 the Court of Appeal has thrown out the appeal. “Consequently on the above, we urge the honourable tribunal to give us a date for resumption of the trial subject to the convenience of the tribunal; Most obliged my lord.’’ The CCB application dated January 30, 2019, was jointly signed by Musa Ibrahim Usman and Fatima Danjuma Ali. The suspended CJN is expected to respond to a six-count charge of false asset declaration against him upon his arraignment. Onnoghen is specifically accused of failing to declare some funds in his domiciliary accounts with the Standard Chartered Bank, Wuse 2 branch, Abuja as at when due. Meanwhile, The Daily Times gathered on Sunday that beside the pending applications before the Code of Tribunal, the prosecution team would attempt to put Onnoghen in the dock to take plea on the six count charge if the defendant appears at the tribunal. Sources close to the prosecution team said they are prepared to push for Onnoghen arraignment since the encumbrance that had hindered his arraignment has been removed by his suspension from office and the Court of Appeal ruling. The source also hinted that in the event that Onnoghen continues to insist that the tribunal lacked the jurisdiction to trial him, the prosecution will apply for an order of warrant of arrest to bring Onnoghen to face the trial. As the prosecution plots to have its way, the defence team of the suspended Chief Justice of Nigeria, Justice Walter Onnoghen, is planning to secure adjournment on the ground that Onnoghen’s appeal challenging the tribunal’s jurisdiction is being heard by Court of Appeal. The defence also is planning to ask the Chairman of the Code of Conduct Tribunal, Danladi Umar, to disqualify himself from the trial. The application for recusal will be based on the fact that Umar has been charged by the Economic and Financial Crimes Commission (EFCC) for fraud and thus cannot be trusted to deliver a fair judgement. “The CCT chairman has been acting in a way that suggests that we may not get a fair hearing.” “It is very possible that he is even being blackmailed by those who want Onnoghen out. So, what we want is for him to step aside. We will make that application on Monday all things being equal.” Umar was accused of collecting N10 million from Rasheed Taiwo, a former Customs official who was facing false assets declaration charges before the Code of Conduct Tribunal sometimes in 2012. The EFCC had, last year, filed fresh charges of fraud against Umar on counts prepared by Festus Keyamo (SAN), an
EFCC prosecutor and now the spokesman for the Buhari Campaign Organisation. The defence will also rely on a letter written by two other members of the CCT – Justice Robert Odu (rtd) and Justice Agwaza Atedze – asking former President Goodluck Jonathan to investigate the CCT chairman. The letter, dated April 4, 2014, was addressed to Jonathan through the Office of the Secretary to the Government of the Federation. While the prosecution team is consistently pushing for Onnoghen’s arraignment, some government officials believed the reality on ground with the intervention of the National Judicial Council (NJC) no longer favoured government desire to have Justice Ibrahim Muhammad as the acting Chief Justice of Nigeria. Top government officials behind Onnoghen suspension and trial are now worried that NJC which had queried Justices Onnoghen and Muhammad may send them on compulsory retirement on February 14, thus jeopardising government’s plan to have Justice Muhammad head the Judiciary during this trying period of elections. This group of officials are seeking a political solution to the whole crisis hoping that dialogue, reasoning and pressure would prevail to make Justice Onnoghen resign and the government to drop charges against him. Meanwhile, Rights Activist, Mr. Femi Falana, SAN, has asked the Federal Government to immediately withdraw the criminal charges filed by the Attorney General of the Federation, Abubakar Malami, SAN, against the suspended Chief Justice of Nigeria, Justice Walter Nkanu Onnoghen. Falana, who described such move as prosecutorial misadventure, stated that since a petition had been submitted to the National Judicial Council alleging grave misconduct against the CJN, the charge against Onnoghen ought not to have been instituted at the Code of Conduct Tribunal. In the letter dated February 2 and addressed to the Attorney General of Federation and Minister of Justice, Abubakar Malami, Falana faulted the move and asked him to advise President Muhammadu Buhari to reverse the suspension. He maintained that a public officer could not be removed from office on the basis of an ex parte order granted by any Court or Tribunal. Part of the letter read: “Since the charge of false declaration of assets was filed against the Chief Justice of Nigeria, Justice Walter Onnoghen, at the Code of Conduct Tribunal, by the Code of Conduct Bureau, I have repeatedly requested you to use your good offices to discontinue the case. My request was anchored on the case of Elelu-Habeeb v Attorney-General of the Federation & Ors (2012) 40 WRN 1 where the Supreme Court held that by virtue of Section 292 of the Constitution of Nigeria, the head of any of the judicial arms of State and Federal Governments cannot be removed from office without a prior investigation conducted by the National Judicial Council. “Having confirmed that you have since submitted a petition to the National Judicial Council alleging grave misconduct against the Chief Justice, I am compelled to request you, once again, to file a nolle prosequi to discontinue the charge pending against his Lordship at the Code of Conduct Tribunal without any further delay. “The charge should not be allowed to hang like a Sword of Damocles on the head of the Chief Justice while he

In view of your implicit confidence in the ability of members of the National Judicial Council to resolve the matter you ought to accede to the request to terminate the proceedings at the Code of Conduct Tribunal forthwith. “Even though by virtue of Paragraph 10 (2) (a) of Part 1 of the Fifth Schedule to the 1999 Constitution (as amended) the Code of Conduct Tribunal is empowered to order any public officer to vacate office, the power cannot be exercised until such a public officer has been tried and convicted for breaching the provisions of the code of conduct for pubic officers. “But as a public officer cannot be removed from office on the basis of an ex parte order granted by any Court or
Tribunal in Nigeria, we urge you to advise President Buhari to reverse the suspension of the Chief Justice. “Once the suspension is reversed, Justice Walter Onnoghen will then be prevailed upon to resign as the Chief Justice having lost the moral authority to preside over the affairs on the juridical organ of the Government of the Federation. “However, if his Lordship does not call it quits or if the National Judicial Council does not recommend his removal from office, you may wish to exercise your powers under section 174 of the Constitution to prosecute him for failure to declare his assets which is a punishable offence under the Code of Conduct Bureau and Tribunal Act.”
Boko Haram plotting to win public sympathy – Nigerian Army The Nigerian Army on Sunday said it had uncovered a plot by Boko Haram insurgents to win public sympathy through the unconditional release of rustled cattle to the owners. In a statement, Deputy Director, Army Public Relations, Operation LAFIYA DOLE, Colonel Onyema Nwachukwu, reported the Theater Commander, Benson Akinroluyo, as disclosing that the insurgents deceived people by voluntarily returning cattle, hitherto rustled from the owners in the northeast. Nwachukwu disclosed that the commander raised the alarm while addressing troops of Sector 2 during a three-day operational tour conducted between Jan. 31 and February 2. “The army has uncovered the employment of deception by Boko Haram terrorists to win the confidence and support of locals in the North-east. “Boko Haram terrorists now engage in cattle rustling and later return the rustled cattle to their owners, thereby deceitfully creating the impression of Good Samaritan and presenting themselves as protector of the people.” Nwachukwu described the gimmick as a dangerous ploy, stressing that the trend must be checked to avoid escalation. He tasked the troops to prevent any form of cattle rustling by the insurgents, noting that they now use it as a means
of psychological warfare to make the locals see them in a positive light and be receptive to their ideology. The commander also called on community and opinion leaders to educate members of their communities on the development. “You must be vigilant and not fall for the antics of the terrorists; cattle rustling has earlier been identified as a means of raising funds for Boko Haram terrorists. “Now they invented deceit by first stealing the cattle and later returning same to their owners to make the locals believe they are pious and possibly turn blind eyes to their nefarious activities,” he added. The army, therefore, called on the youth to shun the insurgents’ propaganda and not to be persuaded to join the group, describing them as an enemy of the people. The Theatre Commander, accompanied by the Commander Sector 2, Mohammed Dala, also visited the troops at the Nigerian Army Special Forces School and 27 Task Force Brigade in Buni Yadi, as well as 159 and 233 Battalions at Geidam and Damaturu. According to him, the military authorities accords priority to address operational challenges and improvement of the troops’ welfare. The commander also visited troops undergoing medical treatment at the Sector 2 Field Ambulance.

The socio- cultural groups Ohaneze Ndigbo (South East), Middle Belts Forum (North Central), Afenifere (South West), Pan Niger Delta Forum (South South) and Northern Elders Forum (NEF) under the umbrella of the Summit of the Forum of Nigerian Elders and Leaders at the end of its Third Summit held at Sheraton Hotel Abuja on Sunday, urged Nigerians to vote Atiku as next president. Concerned with finding solutions to national challenges, support the cause for good governance and contribute towards improving national unity, security and economic development of all Nigerians, the groups said after critical examination of certain qualities passed by the PDP candidate, he was found to have edge over other candidates and that he has the potentials of fixing some of the nation’s hydra- headed problems. In a communique read at the end of the summit, Forum of Nigerian Leaders and Elders declared that “the Forum, having concluded a thorough evaluation of all candidates aspiring to lead our nation through its current challenges and engineer genuine national rebirth, has decided to note: “That several of the younger candidates who presented themselves for the Presidential election, demonstrated great capacity and promise to lead this country creditably and ensure that it engenders proper social and economic development to its people. “However, most of these qualified younger candidates do not, at present, have the machinery and structures to win a Presidential election in Nigeria at present. “Therefore, adopts the candidate of the PDP, Alhaji Atiku Abubakar of the Peoples Democratic Party (PDP) as the Consensus Candidate for the office of President of the Federal Republic of Nigeria as he has demonstrated the deep understanding of the critical need of the country at this time and possesses the capacity to proffer clear solutions in that respect. “Calls on all Nigerians, irrespective of religious or ethnic background to stand in unison and vote for Atiku Abubakar on the 16th February 2019 and ensure that they defend their votes”. They said their decision followed the following steps: “Having maintained informed vigilance over all developments towards the forthcoming 2019 General Elections, Leaders of the Forum had outlined their views on the qualities of leaders that should aspire and seek our supports and votes. We make the following observations: “The groups agreed that the forthcoming elections “are vital to our desire to live together in a democratic nation that reflects our aspirations, of peaceful coexistence, mutual respect, practice of true federalism”. However, the groups said they did not have anything against President Muhammadu Buhari and its party, the APC, except his lack- lustre response to issue of restructuring. Chuks Ibegbu, spokesperson of the Ohaneze Ndigbo, said: “We do not hate President Buhari, but he has not shown any enthusiasm to restructure the country. “Although he set up the elRufai Committee on restructuring, he is not interested in the project. He has not said anything since then, unlike Atiku who is openly committed to it”. Prior to Sunday’s meeting and eventual endorsement, the groups had four days ago in Enugu given an indication of their readiness to pick Atiku ahead of others. Ibegbu said the PDP candidate had given them his words on the all-important issue of restructuring. He said that Atiku has the template to restructure Nigeria and that was why he has the support of the groups. Of huge advantage to the endorsement is the inclusion of the Northern Elders Forum who bought into the restructuring project. The Northern leaders were said to have realised that even with the North having more states and local governments than the South, northerners are not better off for it. Also, it is a known fact that despite huge allocation accrued to its vast number of states and local governments, the level of development in the North does not commensurate with resources earned from Federal purse. Reacting to the news of the endorsement, the Peoples Democratic Party (PDP) said it was a welcome development because leaders of thought across geo-political zones have seen have confirmed their preference for Atiku ahead of other Presidential candidates. Meanwhile, the Association of South-East Town Unions (ASETU) has endorsed the candidacy of Alhaji Atiku Abubakar and his running mate, Mr. Peter Obi, of the Peoples Democratic Party (PDP) for the 2019 Presidential poll. The endorsement was contained in a communiqué issued on Sunday in Enugu at the end of an extraordinary expanded meeting of its National Executive Council (NEC). The meeting held at ASETU Secretariat in Enugu on January 27 produced a three-page document signed by eight NEC executives of the association. on Monday, January 28, the members of the Lagos State House of Assembly moved against Governor Akinwunmi Ambode in an action that many see could lead to impeachment process on him. The Lagos Assembly also summoned the governor to appear before it within one week over the 2019 budget, which has caused disagreement between the two arms of government. The governor is under the heat over his failure to present the 2019 budget as constitutionally expected of him, well as issues with the 2018 appropriation law of the state. A committee set up by the House and chaired by the deputy speaker, Wasiu Sanni-Eshilokun, had reportedly alleged major infractions and gross violations. The House had afterwards adjourned to today, Monday, February 4, to see the level of compliance with the invitation and decide a way forward.
Electricity: SERAP seeks court order compelling Fashola to name contract defaulters Doosuur Iwambe, Abuja The Socio-Economic Rights and Accountability Project (SERAP) has asked a Lagos State High Court to compel the Minister of Power, Works and Housing, Mr. Babatunde Fashola, SAN, to provide specific details on the names and whereabouts of the contractors who collected public funds meant for electricity projects but disappeared with the money without executing any projects. SERAP in suit number FHC/L/ CS/105/19 filed last week is seeking “an order for leave to apply for judicial review and an order of mandamus compelling Fashola to publish the names of contractors and companies beginning from 1999 to 2018, since the return of democracy. The suit followed SERAP’s Freedom of Information request dated 4 January, 2019 giving Fashola 14 days to publish the names of all contractors and companies that have been engaged in the power sector since the return of democracy in 1999 to date. “Details of specific projects and the amounts that have been paid to the contractors and companies, details on the level of implementation of electricity projects and their specific locations across the country,” the group said. According to thes, publishing the names will make it hard for contractors and companies to get away with complicity in grand corruption. SERAP asked that the citizens have the right to see that the Freedom of Information Act is enforced where there is an infraction of the right to information or a threat of its being violated, in matters of public interests. The suit filed on behalf of SERAP by its counsel, Adelanke Aremo, read in part: “By compelling Mr. Fashola to name the contractors and their registration details, if any, Nigerians will be better able to hold them to account for allegedly absconding with public funds meant for electricity projects, thereby throwing the country into perpetual darkness and socioeconomic stagnation as well as denying people their human
rights. “Granting the order as prayed would ensure that allegations of complicity in grand corruption by contractors and companies in the power sector do not go unpunished. Unless the names of the contractors and companies are disclosed and widely published, alleged corrupt contractors and companies executing electricity projects will not be deterred and the victims of corruption that they committed will continue to be denied justice and effective remedies. “To date no contractors or companies who allegedly collected money for electricity projects not executed or poorly executed have been investigated for corruption let alone prosecuted and fined. Senior public officials who apparently served as intermediaries for these contractors and companies continue to escape justice”. The reliefs sought by SERAP include: “An order directing and/ or compelling the Respondent to compile and make available to the Applicant documents containing the specific names and details of contractors and companies that have been engaged in the power sector since the return of democracy in 1999 to date, details, of specific projects and the amounts that have been paid to the contracts and companies, details on the level of implementation of electricity projects and their specific locations across the country and to publish widely including on a dedicated website, any such information. “An order directing and/or compelling the Respondent to compile and make available to the Applicant documents and information containing the specific names and details of contractors and companies that allegedly collected money for electricity projects but failed to execute any projects, starting from the return of democracy in 1999 to 2018 and to publish widely including on a dedicated website, any such information. “An order directing and/or compelling the Respondent to disclose if there is any ongoing investigation or prosecution of allegedly corrupt contractors and companies in the electricity sector”. Navy arrests another set of rice smugglers in A’ Ibom Isaac Job, Uyo
The Nigerian Navy, Forward Operating Base, Ibaka, Mbo local government area, Akwa Ibom State, has arrested four suspects with 120 bags of contraband rice suspected to be smuggled from Cameron. The Navy also impounded three fibre boats with 200, 175 and 150 horsepower Yamaha outboard engines used by the suspects to ferry the contraband rice to Nigeria. Other items seized include generator alongside other items used by the smugglers in their illegal operations. Addressing correspondents in Ibaka last weekend during the hand-over of the suspects and items to the Nigeria Customs Service the, Commanding Officer, FOB, Captain Yusuf Idris, represented by Captain Reginald Adoki said the Navy will not cease to apprehend smugglers and expose the new practice of splitting the smuggled rice into smaller boats to escape arrest. He said the Nigerian Navy is committed to raiding the water ways of illegal activities particularly smuggling which he described as a perennial problem, noting that the authorities of the Navy has equipped the base with everything they need to check all forms of marine crimes.
“On behalf of the Commanding Officer of the base, I hand over these 4 suspects, all of them Nigerians and a total of 120 bags of 50kg rice, 4 Yamaha outboard engines which have 200 horsepower, 175 horsepower and 150 horsepower; there is also one defective generator and other items.” Mbo River close to the base loaded with 50kg of foreign rice suspected to have been smuggled into the country from the Republic of Cameroon. “It is my wish to continue to reiterate the commitment of the Nigerian Navy to rid the waterways of illegal activities particularly smuggling which has been a perennial problem in their area. We have observed the use of smaller boats by smugglers to converge the illegal products thinking that if it is put in bigger boats, it is easily detectable. “Their choice of using smaller boats and distributed the rice into three boats was a way of evading arrest. Despite all these tactics, the Navy has a more robust and intelligent arrangement that no matter how they try to evade detection, we will always detect them and bring them to book,” he said. We hope that this synergy and collaboration that has existed will be sustained. “I use this opportunity to call on the smugglers, no matter the trick they would use in concealing these illegal items; definitely, the Navy will always fish them out. A word is enough for the wise; they should do the needful and desist from this economic sabotage,” he stated. Two of the suspects, a driver of one of the boats and his assistant denied being part of the illegal trade, saying they were only doing their jobs to earn a living. The driver, Asuquo Etim said, “I carry passengers to Cameroon but I used to ply the Bakassi route. I didn’t have passengers to bring back from Cameroon so I decided to bring the rice. This is my first time of carrying rice; I am an indigene of Oron in Akwa Ibom State”. The driver assistant, Ezekiel Etim from Okobo local government area of the State, said he was a load carrier at the beach and just wanted to earn a living to support his mother and little siblings.

The empowerment which include, cosmetology kits, hair dressing equipments, welding and metal fabrication as well as GSM repairs also attracted cash donation. Presenting the empowerment equipments to the beneficiaries at the government house, Barrister Boss Mustapha said about seven hundred and fifty Million Maura has been set aside at the Central Bank and each beneficiary can access up to ten million naira. The SGF, challenged the beneficiaries to use the equipments for the purpose intended. According to him, the main reason is to eliminate poverty and promote self-reliance, create wealth, and fight hunger as enshrined in president Buhari administration. North district shall produce Kwara Governor in 2023, Saraki assures Kehinde Akinpelu, Ilorin The Senate President, Dr Bukola Saraki yesterday assured the people of Kwara North that the zone will produce the Governor of the state come 2023. The Paramount Ruler of Calabar South local government area of Cross River State, Prof. Itam Hogan Itam, Nyam Nnankor 1 is considering invoking traditional power to curb kidnapping and other heinous crimes in the local government area. The consideration of traditional power came at the heels of kidnapping of season broadcaster, Mr Peter Etim a staff of Cross River State Broadcasting Corporation (CRBC) who was kidnapped about a month and some days and yet to be released. Speaking to DAILY TIMES, Prof Itam said, “We are working towards using traditional rituals to curb kidnapping but even then, we should not try to enforce those things on an unwilling people, let us work and get their corporation first and then with their corporation they may even join us to invoke those traditional powers. “So far, they have shown willingness to work with us, so when we invoke them, those of them who disobeyed can suffer the consequences, it will be their problems. Those things are not easy, when once we uttered it, it is difficult to called back, so we want to get their corporation first and their understanding, the implications of floating those injunction before, we can invoke them” he said. He explained that kidnapping has been a very vexed question, for about 2-3 years now, Calabar South, unfortunately has been the epee centre for all source of violence crimes.
Army to conduct promotion exams for 256 Lieutenants Kingsley Chukwuka, Jos The Nigerian Army will on Monday conduct promotion examination for 256 Lieutenants who are due to be promoted to the rank of Captain. The exercise is in line with the Army forecast of event in the calendar year of 2019 which empowers the Training and Doctrine Command departments of the Nigerian Army to examine, train and promote personnel according to the laws governing the Military. In a statement signed by the Spokesperson 3 Division Nigerian Army, Major Ikechukwu Eze, and a copy made available to our correspondent reads that the examination and training will commence from 4th - 8th February 2019. “In line with the Nigerian Army (NA) Forecast of Events 2019, the Headquarters Training and Doctrine Command (TRADOC) Nigerian Army will conduct the Lieutenant to Captain Practical Promotion Examination (LCPPE) 2019 in 3 Division Area of Responsibility. “About 256 candidates will be tested on Map Reading, Tactics, and Low Intensity Conflicts, Communications, French Language and Staff Duties. The Examination is intended to test the professional and intellectual ability of the candidates as well as to improve on their knowledge base and capability in the discharge of their professional duties.

My journey through Boko Haram territory

Of course I knew I had to make the sacrifice of travelling the whole of Nigeria and especially to visit states I’d never been to since I was born. To be the president of Nigeria, the least one should do for this country in my view, is endeavour to travel the corners of the country and document the entity one wishes to govern. I knew it will be risky, but the risk will be worth it, and that it was worth laying one’s life down for Nigeria where necessary. Once that was rationalised, there was no stopping. Off to Maiduguri I went. I had the usual scare of flying as we departed on Azman Airlines for Maiduguri from Abuja. The flight was right on time and I almost missed it, and the great opportunity of visiting that region. Once we were in flight I started to enjoy the journey. In the flight was the governor of Borno State, Kashim Shettima, who decided to shake hands with everybody on the flight. I mean EVERYBODY. Some he gave a bit of money. His anointed successor, Babagana Zulum, was in tow, shaking hands too… I might say a little bit more mechanically. I wondered if that was what Shettima did in every flight. Meanwhile the flight to and fro Maiduguri was chock full. Not a single vacant seat. I hope to explain the buzz shortly. One of my greatest fears about flying to Maiduguri stems from an old news I had read during the Jonathan days, that the Boko Haram boys had imported hundreds of antiaircraft missiles. Having never been in that region, I wasn’t sure what the terrain was and felt those who travel there were taking some unnecessary risk. The reportage around BH got quite sensational at some point, and many people benefited therefrom. Luckily there hasn’t been incidences where passenger aircrafts were brought down using anti-aircraft missiles. Maiduguri on the ground was quite modern and upbeat in my view. One could not get that sense of imminent danger. People seem to have shaken off the trauma that was Boko Haram and many bombings in and around town. People went about their businesses. The dry weather probably made the city look somewhat neater than many I’ve been to lately. Many buildings on the arterial road in the city were new, as they had been recently built in compensation for recent trauma and destruction. I met great, smart and upbeat people and eventually settled down at Command Guest House, a modern military environment. I had chosen this hotel online because I hoped to meet some of the military brass and interview them about their experience in this region. I wasn’t
that lucky, but the I met dozens of young people who would pass for Lagosians, given their funkiness and their connection with contemporary showbiz. A nite club operates daily within the premises of the guest house. I met young men and women from the south of Nigeria, who see Maiduguri as home and couldn’t be convinced to leave. Some told me they survived the worst of BH and now the good times had returned. Contrary to what I’d heard, the density of humanitarian workers wasn’t as much as what I’d seen in Liberia in 2012. In Monrovia then, every third car on the streets was a diplomatic or humanitarian mission car. I had felt then that they had no salutary effect on the lives of Liberians beyond creating jobs and engagements for mostly American youths. Maiduguri was not like that. The city was decidedly Nigerian. We managed to crowd out anyone else. And the hotels weren’t as expensive as I heard these NGO people had made it. My party, ANRP, organized some road rallies to sensitize the city about what we had to offer. The reception was amazing, and with the crowd, things got a bit scary at some point. They could almost flip over the SUV we were in. I’d probably say the youths of Maiduguri were not very calm or had developed a certain militancy as a result of their recent experiences. Luckily, our two candidates for the House of Assembly that we had are strong in their constituencies and we are poised to make a dent in that region. The Computer Party (ANRP) is well-embraced by the youths of Maiduguri and environs. The next morning came and it was time for another adventure. I needed to visit Damaturu. A senior friend and colleague, Alhaji Musa, who lived in Damaturu was around at 7am the next day as agreed. A few people who may have come with me on the journey had demurred at the last minute. But a couple of guys were appointed to escort me to and fro. I understood that there were four routes out of Maiduguri, but only one was passable with a permissible level of risk from you-know-who. The Bama, Baga, and Dikwa routes were on lockdown. Only the Damaturu route was open, and as we sped along, I was told some of the towns do not allow any car pass through after 4pm. That may mean that even the Maiduguri – Damaturu road gets closed down by 4pm. I passed through villages and small town that had either been burnt down or ransacked by Boko Haram in the past. Some of them were totally deserted by inhabitants at some point.
Boko Haram had hoisted its flag in some of them. We passed towns and villages like Beni Sheikh, Tamsu Kawu, Makinta Kururi and so on, which had once been captured but now see life gradually returning though there was still an edginess around. I passed the military camp where many soldiers were recently ambushed, costing many patriotic lives. We also passed through this scenic expanse of desert speckled with sparse shrub and I was told this is where Boko Haram people still pass diagonally from one side to another, using their motorbikes. When they passed, any unlucky passerby could be hijacked; trucks, passengers, anything. At some point on the return trip, I questioned why I took the risk. One of my hosts in Damaturu informed me they hadn’t visited Maiduguri for upwards of 5 years. They used the Kano route instead. In Damaturu I found another city that had also suffered its own fair share of trauma by Boko Haram. On our way to a forgotten museum called Gidan Kwale Kwale, where a 7,500 years old boat is preserved, I was shown a building occupied by Police anti-bomb squad, which had been targeted and blown to piece by Nigeria’s traducers, Boko Haram. My host said they had thought that Damaturu was immune from the trouble, but were soon proven wrong. Today, life is also returning to normal in the friendly city of Damaturu, with people still looking out for any potential signs of trouble. I was informed that there were times in the past when Damaturu was on lockdown for days, when no one could even venture out of their houses. Maiduguri and Damaturu are cities I will love to visit again chiefly because of the friendly upbeat people I met. I hope we are able to get to the bottom of the terrorism someday soon. Traveling to this region further affirmed my belief that the diversity of this nation is an advantage. Imagine that under 24 hours I was flying into Calabar, over thick, dark forests, after having been in vast desert land? There are different worlds in Nigeria, and if leaders could reason beyond their myopic pursuits, our diversity will be a great advantage. The poverty in the land – north and south – is a clear and present danger and evidence that the model applied by our leaders, which has resulted in Nigeria being the country with the highest levels of inequality in the world, as well as the country with the highest numbers of extremely poor people, has totally failed. Those leaders should prepare to give way entirely, and immediately. We are tired already. As regards the Boko Haram war, I think we
have spent enough on arms and ammunition already. As I rode through these towns and villages, I wondered what the whole war was about. At some point, I felt it may be some sort of genocidal war being waged against the people of that region by someone who believes they are too poor to continue to exist. Or how do we explain this? Vast amounts of land has been depopulated. We have to think of every possibility. And if this is true, the issue becomes whether we are lifting the humanities of those still alive so that no one continues to see them as cannon fodder and dispensables. In the heat of BH I wrote on several fora that this did not look like some Muslim vs Christian thing, or a north vs south issue. Today, I hear our president Buhari saying that there are foreign elements and interventions in Boko Haram. I also notice, quite sadly, that the top military people have started selling the idea that Boko Haram has passed the baton to something called ISWAP. I believe they are only setting Nigeria up for further rip off. For if we couldn’t handle Boko Haram, how will we handle some shadowy, more deadly global group, who have now apparently disappeared from the Middle East only to appear in Nigeria? Why are we so eager to call trouble to ourselves? Many people even believe that the ISIS/ISWAP thing is fully orchestrated and backed up by some of these powerful countries. So could we ever cope with that? Given the lay of the land, the truth is that technology and intelligence are the ultimate solutions to this problem. If we wanted, we can infiltrate the entire region and have people who can feed back information to commands. Also, given that this vast area is desert land, visibility is fairly easy using drones. It is impossible for convoys of trucks to drive through the desert and not be sighted by simple surveillance technology. What has caught up with us is our refusal or inability to use our hands and brains to save ourselves, instead we depend 100% on other people and what they can do to help us. Boko Haram is therefore the best evidence so far, of a failure of leadership, and the fact that over time, we have shown that we have no plans for Nigeria as an entity. There is no better time for old leadership to give way to new in this country. Meanwhile, for now, I remain the only presidential candidate to have undertaken this trip. Pending when another one does, let me wear my laurel on my sleeve. I urge everyone who intends to govern this nation to take this trip so that they document the problem they wish to solve, first hand.

Ahead of the 2019 presidential election scheduled on the 16th of February, the Nigeria Election Debate Group (NEDG) strategically designed a debate for presidential candidates of the various political parties aspiring to occupy the seat of power in the next dispensation from 29th of May, opportunities to present their manifestoes and policy directions to the electorates for evaluations. The platform advantageously afforded some political parties that may not have the wherewithal opportunities at least to be heard with a level playing ground alongside other contenders to elucidate on their visions for the nation. The candidate of the ruling All Progressives Congress (APC), President Muhammadu Buhari, was absent while his counterpart in the Peoples’ Democratic Party (PDP), Atiku Abubakar instead of leveraging on the absence to sell his policies, vamoosed shortly after arrival, giving President Buhari’s absence as his reason. In a release from Buhari Campaign Council, the President purportedly overstretched his time at an official function alongside a scheduled town-hall meeting outside the federal capital, and resultantly unable to arrive in time. But be that as it may, logically, Buhari is the incumbent and tactically, maximally utilizes his policies and programmes to woo the electorates to his side, and even if he didn’t show up for debate albeit a desideratum, he may not lose much. But Atiku that firmly intends to unseat him certainly has onus to convincingly showcase realistic superior ideas to earn peoples’ confidence. With the three common attributes with Buhari – tribe, age bracket and religion, that’s if some wouldn’t say ‘Jubril of Sudan’, perceptibly, the exceptional willpower coupled with integrity
will be exclusive advantages for the president. Inarguably, Atiku unconsciously, technically punched himself by his absence at the debate for swallowing a golden opportunity to showcase whatever he intends to bring to the table for people’s evaluation. In the first place, candidates’ focus is on the people and not fellow contenders, and therefore prioritizing to ‘attack’ the president is the height of gaffe. In a nutshell, Atiku goofed. Or could it be Oby Ezekwesili’s presence over the Due process allegations, well, a tale for another day. Nonetheless, Atiku’s ‘making Nigeria to work again’ slogan is defective. Nigeria never worked before. Nigeria didn’t work in military era. In the democratic era from 1999 to 2015, PDP admitted its colossal failures and apologized openly to the nation. Then, APC came with ‘Change’ mantra and still striving assiduously to make the economy stand from recession. Hence, illogical to claim that Nigeria will work again when it never worked before; indicative that Atiku possibly hasn’t grasped the primary issues facing the country. Then, at the NTA’s ‘The Candidates’, Atiku failed to clearly explain his ‘restructuring’ policy different from gradual reforms through legislative instruments as presently going on. Away from the leading contenders, the presidential candidates particularly Kingsley Moghalu (YPP), Fela Durotoye (ANN), Oby Ezekwesili (ACPN) now withdrawn, among others, deserved commendation for gracing the event albeit merely academic exercise. The three however, demonstrated passion for making Nigeria a great nation if given a mandate. Incidentally, from their respective remarks, the consensus are integrity, reducing cost of
governance and enhancing internally generated revenues towards improving the economy which incidentally synchronized with the ruling party’s stamina. Many other promises particularly ‘free education, free this and free that’ are unrealistic, whitewash promises. Even in Freetown, there is no free lunch. Precisely, Alliance for New Nigeria’s candidate, Durotoye in expounding his ‘reduction of costs of governance’ policy offered to outlaw presidential convoys, endorsed boarding same buses with ministers and aides if elected, but forgot that most presidential aides and other government officials have designated functions even before, on and after the arrival of the president, and therefore, they cannot technically always move together at the same times in a bus. That alone will amount to ‘pennywise, pound foolish’ and slowdown government activities, and in effect jeopardize productivity. Hence, the point will be parenthesized with, “Fa-fa-fa – foul” borrowing Chief Zebrudaya’s phrase. On the contrary, Buhari’s government in pursuit of reduction of cost of governance visibly reduced number of ministers which led to merger of Ministry of Labour, Works and Housing presently headed by Babatunde Fashola (SAN). Ditto on other MDAs (Ministries, Departments and Agencies) with their respective workforce intact. In other words, their blueprints are more or less Buhari’s policies and programmes but rhetorically repackaged. For example, Moghalu generously offered to recruit 6 million policemen in four years but didn’t explain how to sustain their remunerations and maintenance. Meanwhile, despite higher populations than Nigeria, India has
1.9 million policemen; China – 1.6million; US – 715,000 for a population of 325 million, and Russia has 759,859 policemen in 2016 for a population 143,030,106. Besides, UN standard designates about 300 police for every 100,000 people. On anti-corruption which all the candidates endorsed, the present government has encouraging scorecards particularly through its Whistle-blower mechanism. Remarkably, the protracted illicit deals at the National Assembly sadly for statutory duties especially screenings of nominees, passage of budgets and confirmations of appointments are rapidly becoming history. It is no longer business as usual except the jumbo allowances that still persist therein. In the public service generally, the battle has manifestly made great impact as most workers now learn to depend on legitimate earnings. Overall, one of the present government’s exceptional designs is the Executive Order No. 7 of 2019 on Road Infrastructural Development and Refurbishment Investment Tax Credit Scheme recently signed into law to rapidly boost economy through Public Private Partnerships with investors. If properly implemented, massive road constructions and projects running concurrently nationwide, diverse employment and business opportunities will be guaranteed in no distant time. With the evident improvements on internally-generated revenues, it is attainable. Then, the recently commissioned Independent Power Plant (IPP) at Ariara, Aba with capacity to power over 80,000 shops by Buhari’s administration is phenomenal. Principally, leadership according to Warren Bennis is the capacity to translate vision into reality.

To all you who believe we shouldn’t have a minimum wage — that the minimum amount you can be paid should be determined solely by your employer. We tried it once before: it was called SLAVERY ~ Quentin R. Bufogle Analyzing the absurd in Nigeria is like trying to crack open a palm nut with an egg: fascinating but futile — yet time and again one is brought back to the same place by the seeming indifference of our leaders to the daily struggles of the average Nigerian. Where will I start analyzing the fact that the so-called ‘Giant of Africa’ is still grappling with a minimum wage of $50 whereas poorer neighbouring countries like Cameroon and Chad have minimum wages of $75 and $115 respectively? Going by the International Labour Organisation (ILO)’s definition, a minimum wage is “the lowest wage that an employer is allowed to pay the employee, the price floor below which workers may not be willing to sell their labour”. In arriving at the figure consideration must be given to the prevailing inflationary trend, cost of living index and the employer’s capacity to pay the amount. It can, therefore, be deduced from the foregoing that any wage which falls below the minimum wage cannot guarantee a decent living for a worker or an employee. In other words, any worker that does not receive up to such stipulated amount after rendering services is more or less a slave. Last Sunday my Goddaughter popped in to say hi, she informed me that she has started work in a shop where she will be earning over €200 monthly for putting in a total of just 32 hours on Saturdays and Sundays. Add that to the pecks of child benefits accruing to her from the social welfare office and it will sum up to about €400. That is five times more than the N30,000 minimum wage that the government has agreed with the Nigerian Labour Congress. And she’s only 16! I am not one to compare Nigeria with ‘saner climes’ because even though I live in and feel both worlds I have always maintained that there is no magic wand to Uhuru in a developing nation which has been pauperized by decades of misrule from monumentally corrupt and visionless leaders. I am also an optimist but sincere optimism requires an appreciation of the rot to have realistic expectations of what is attainable but I just couldn’t help imagining how a €400 monthly salary will transform the life of an average Nigerian worker. Nevertheless, for the purpose of this piece, I will limit the juxtaposition to Africa. In 2016 the World Bank through its World Developers Indicators (WDI) released data which revealed that among a sample of 19 African countries, Nigerian was a runnerup from the bottom position (beating only Malawi) in the minimum wage rate addition but ranked 11th in the inflation rate (14.32%). Two years on the National Bureau of Statistics (NBS) put the inflation rate in the second quarter of 2018 at 11.23% with the exchange rate of Naira at approximately N362 in the parallel market. However, despite the gradual decline in the inflation rate witnessed since the last quarter of 2017, as an import-dependent nation, the over 100% increase in exchange rate actuated an increase in the Consumer Price Index (CPI), which is the weighted average of prices of consumer goods and services resulting in a huge reduction of the purchasing power of the naira. What all these jargon mean in layman’s terms is that the current value of N30,000 is less than what it was 3 years ago. As a matter of fact, the N30,000 minimum wage is more or less meaningless, it was long overdue even in 2015 and that prompted many economists to propose an amount ranging between N50,000 to N65,000 considering the prevailing indices or parameters. Paradoxically, one can equally understand those who objectively queried the verisimilitude of implementing the above figure or even the agreed N30,000. So how realistic and achievable is it in the face of the country’s current economic reality for workers to be paid this amount as at when due? Salaries still constitute a major part of the annual recurrent expenditure that gulps over 70% of both state and federal budgets. Moreover, 33 out of 36 states are currently owing workers arrears of salaries for up to 11 months in some cases going by what the NLC says. If state
governors cannot pay N18,000 how can they scratch N30,000 let alone N50,000? Mind you this is in spite of the frequent bail-out funds doled out by the federal government. Certainly, a majority of the states cannot pay the new minimum wage as it is no secret that we have a serious problem of economic viability among many states. Are we then set for another era of random overseas trips by governors seeking foreign loans to cushion this pressure? And if the motivation is political for the federal government which retains a large chunk (52%) of the government revenue and recently weeded out over 50,000 ghost workers from its payroll, then how can it avoid a repeat of the Jonathan era mistake when the government which increased minimum wage could no longer pay salaries as oil prices dipped? Any government that borrows to pay salaries is tightening the noose and mortgaging the future of generations unborn. The situation is just a mess. There are more questions than answers. Ours is a country with limited social welfare andinfrastructure, at N18,000 the average Nigerian worker has been catering for feeding, clothing, transport, and shelter with only N600 daily. Isn’t that a miracle in a place where rent is paid annually and two years in advance for a new tenant? I think it is. Some have argued that service delivery is nothing short of pathetic. Our public institutions are notorious for being unkempt and often under-equipped working environment, add that to the nonchalance of civil servants and you ‘ve got your work cut out for you. If you have a business with a government ministry or public institution in Nigeria on any given day then you are better advised to devote the entire day to achieving that task. The private sector is not particularly great either. Any professional in the construction industry will certainly know the difference in the quality component between what our artisans and those from smaller neighbouring countries like Togo or Ghana deliver. Simply put, ours is a nation with plenty of activity with little productivity. However, it will be uncharitable to dismiss the importance of these services. Whatsmore, once services are rendered it is only equitable that the wages are paid at the end of a given period. We can only strive to improve the workplace and quality of service delivery because those are the negotiable factors and not the payment of agreed wages. Again, when you consider that the president reportedly cuts has a budget of N70m for haircut, senators receive N13.5m pocket money in addition to monthly salaries and governors are free to take N500m as monthly security vote then you have to sympathise with civil servants because a huge chunk of the work of these elected officials are done by them. It is a case of “monkey de work baboon de chop”in the common Nigerian parlance. It, therefore, is our collective duty to sustain the pressure on government at all levels to focus on the developmental projects like mass transit systems, lowincome housing and other social infrastructures that erode a large percentage of the workers’ salaries. Legislators must be put on notice especially on the state level, to thoroughly scrutinise frivolous loan requests from the executive and decline accent if found wanting. Labour should also work together with the government to explore ways of improving service delivery via training, skill acquisition, capacity building, and responsive feedback mechanism. With the regular technological innovations, quality service is getting easier to deliver. It is also more satisfying for the giver and receiver. It is preposterous that in this digital era when we have better and cheaper tools, one can still find public offices without a single desktop computer. So I would rather the government, civil servants and indeed Nigerians keep the champagne on ice because there is still much to do before the average worker can heave a sigh of relief and kick off her shoes. Be that as it may, I wouldn’t term the perceived victory by Organised Labour pyrrhic as I have read in some commentaries. Even if I won’t celebrate I have to commend every group that worked towards getting to a resolution because the alternative would have been worse for everybody. It is a step albeit a small one but without taking a step no matter how little you will not get to the destination.
OUR POSITION Need to overhaul nation’s security architecture The need to overhaul the nation’s security architecture has been over emphasised in the last one year. It is instructive to note that the main reason for the persistence calls for a thorough overhaul of the security network by almost all the segments of the society is not far fetched. It is principally to ensure peace, cohesion and to rejuvenate the national security . The overhaul of the national security architecture has become imperative as the country faces political campaigns and election year. If the experiences of political party primaries are to be a guide as to what we should expect from campaigns that will begin today, then the public definitely need assurances and confidence of the security agencies that they would guarantee credible, free and fair elections. While we commend the heads of the key security agencies that have put in their best in the last three years for degrading the insurgents, we strongly believe that the emerging challenges such as the circumstance leading to the killings of Major General Idris Alkali (rtd) , the kidnapping and the eventual killing of the Paramount Chief of the Adara Chiefdom in Kaduna State , His Royal Highness , the Agom Adara , Dr. Maiwada Raphael Galadima amplified the call for an overhaul. Like the Chief of the Army Staff (COAS), Lieutenant General Tukur Buratai stated recently when the Governor of Plateau State , Mr. Simon Lalong paid him a condolence visit on the death of General Alkali, “ the security architecture of the country must be reviewed to ensure that current killings are stopped.” According to him, the death of Major General Idris Alkali, who was killed by yet to be arrested persons in Dura Du community in Jos South Local Government Area of Plateau State on September 3, 2018 should be “ a wake up call for all including the military to be decisive on the issues of insecurity in the country.” General Alkali and Galadima cases are just one among many instances of killing of innocent people. Several Nigerians have been killed in communities whose cases are not investigated and even where investigations are caused to commence have remained inconclusive and suspects are not prosecuted. Even at that, security remains
fundamentally the focus of good governance. When authorities renegade it, so many things goes wrong and peace suffered. Presently, we have a very big gap between arrests and prosecution in our hands while the security and prosecution agencies must bridge the gap. Going forward, we believe that the time has come for the government to invest heavily on intelligence gathering to reduce social evils in the society. It is taking us as a country too long to realise the need for peace despite our bitter experiences of civil war, several unrests that arose from communal clashes, political unrest and the ongoing Boko Haram insurgency that has taken us about 10 years to bring the infamous action to an end. We therefore lend our voice to the persistence calls for a total overhaul of the security system with a view to replacing security chiefs who have overstayed their welcome. We are of the opinion that decisive action on the country’s architecture will restore public confidence on nation’s security agencies. We submit that the way forward is to ensure harmony and cohesion between the larger society and security forces for positive development.

Certificate forgery: Court asked to disqualify Short News Gov Wike from Governorship election I’ve Institutionalised community Andrew Orolua, Abuja
The Federal High Court sitting in Abuja has been asked to disqualify the Governor of Rivers State, Nyesom Wike from contesting the state governorship election having allegedly forged the certificate of birth he presented to the Independent National Electoral Commission (INEC) for his clearance. The plaintiff, Elvis Chinda, in a suit marked FHC / ABJ / CS /1430/3018 and filed on 26 November 2018 had asked the Court to grant the order. He also prayed that except an order is made to disqualify Gov Wike from contesting the election scheduled for March this year , the Independent National Electoral Commission (INEC)the 1st defendant will not be in a position to enforce the violation of the Constitution of the Federal Republic of Nigeria 1999 (as amended) committed by Wike. Presiding judge, Justice Inyang Edem Ekwo last Friday adjourned the hearing of the substantive suit to February 6, after plaintiff counsel Achinike William- Wobodo informed the court that INEC who filed some processes was not represented in Court. Chief F. O. Orbih counsel to Gov Wike and the Peoples Democratic Party (PDP) had urged the court to take his preliminary objection challenging the suit. But, plaintiff counsel opposed the submissions on the ground that the application was not ripe for hearing. He also said that the respondent objection would be taken after the substantive matter as it was filed out of time. According to the document in Court, Wike had forged his certificate of birth and lied to INEC to secure his nomination as the governorship candidate of the Peoples Democratic Party (PDP), for the forthcoming election in Rivers State. Plaintiff averred that Wike breached the Constitution of the Federal Republic of Nigeria 1999 (as amended) in his deposition titled : “Affidavit in Support of Personal Particulars of Persons Seeking Election to the Office /Membership of Governor( Form C. F. 001) on 29 October 2018 sworn to at the High Court Registry, Port Harcourt, which he submitted to INEC on the 2nd November 2018 for the 2019 governorship election.” He further averred that Wike certificate of birth (Statutory Declaration of Age) attached to his Form C.F.001 presented to INEC, purportedly deposed to on the 3rd October 1986 by one Collins Nyeme Wike had claimed that Nyesom Wike at the time
of deposition is a native of Rumuepirikom in Obio / Akpor Local Government Area of Rivers State and that the said certificate was forged. “That as at 3rd October 1986 there was no local Government Area known as Obio /Akpor Local Government Area in existence in Rivers State. As at 1986, Rumuepirikom was not in Obio /Akpor Local Government Area of Rivers State, but in Port Harcourt Local Government Area of Rivers State being the parent LGA from where Obio / Akpor Local Government Area was carved out. He said that Obio /Akpor Local Government Area of Rivers State was created in 1989 by Decree No 12 of 1989, two years after the alleged forgery was committed. That the certificate of birth (Statutory Declaration of Age) was purported sworn to and issued at the High/Magistrate’s Court Registry, Port Harcourt but allegedly bears stamp of the Judiciary Probate Registry, Port Harcourt. According to the plaintiff,” there was no Court Registry, whether in 1986 or afterward known as High/Magistrate Court Registry Port Harcourt. No such Registry existed or exists anywhere in Port Harcourt or Rivers State”. Plaintiff said the forged certificate of birth misled INEC into believing that Wike had a genuine birth certificate that confirms his alleged date of birth, given as 13th March1963. The plaintiff stated that Wike presented the forged certificate of birth to maintain consistency and cover up falsehood and lies which he started in 1998. According to the document in Court, the cover up began “in 1989, when Wike expressed desire to contest for the local chairmanship of Obio/ Akpor Local Government Area Council election in Rivers State which INEC had fixed 35 years age for eligibility. Wike was 30 years of age then and ineligible for that election. In order to qualify for that election, he forged the Certificate of birth now in contention. He has used it in subsequent elections.” The plaintiff stated that “INEC is not in a position legally to disqualify Wike from contesting the governorship election except the Court gave an order disqualifying him for the breach of Section 182 (1) (j) of the Constitution of Federal Republic of Nigeria. Therefore, he had filed the suit in pursuant to Section 31(4),(5) and (6)of the Electoral Act 2010 (as amended) and Sections 182(1)(j) and 1 (1) ,(2) of the Constitution of Federal Republic of Nigeria 1999 (as amended) praying the court for the following declarations: Whether the certificate of Birth titled Statutory Declaration of Age deposed to by one Collins Nyeme Wike purportedly sworn
Minister knocks PDP over allegation of aliens attending Buhari’s rally in Kano Kehinde Akinpelu, Ilorin Information and Culture Minister, Lai Mohammed yesterday described the Peoples Democratic Party (PDP)’s allegation that aliens attended the presidential rally of APC in Kano as hogwash. Mohammed said this during a chat with newsmen in Ilorin, Kwara state at the sideline of the commissioning of the All Progressives Congress (APC) secretariat donated by a chieftain of the party, Waziri Yakub Gobir. The minister said: “Actually PDP is correct as the aliens they alleged graced the President Muhammadu Buhari’s rally in Kano state came from Mars and Jupiter. You see let me tell you that they cannot explain the cultic followership of Muhammadu Buhari. I don’t think even President Buhari can explain it. How do you bring aliens from Niger or Cameroon? It does not make any sense. This crowd was organic and everywhere Buhari goes that is the story. “And while their own campaign is
floundering and their camp is dwindling everyday Buhari’s crowd is increasing every day. Believe me it is a phenomenon that I don’t think he (Buhari) can explain. “What I see in Buhari is that he has proven that the single most important thing for any leader is integrity. People who flock to Buhari’s campaign go there because they believe this is a man of integrity, he is a man who is passionate about Nigeria. Sunday Nwakanma, Umuahia The Abia State Commissioner of Police, CP. AIG Chris Okey Ezike said he has institutionalized community policing in the state. As a result therefore, crime in the state has reduced drastically. AIG Ezike disclosed this in Umuahia last Saturday evening during a party he held for senior and retired police officers in the state, adding that he brokered community policing to make the state safe for habitation, for peace to reign and for businesses to thrive. He attributed this to the work of God, adding “and God rewarded me with promotion”. He reiterated the need “to recognize our own and say well done to those who has left” the service. According to him, “This is an old police tradition and we should not let it die. “When not recognized by our own, you feel pain”, AIG Ezike said. The state police boss who was newly promoted penultimate week said the occasion was also “to say thank you for a job well done” for the officers and men of his command. AIG Ezike who is just three months old in the state said much progress has been achieved within these period, adding that the progress was not without challenges, “but through the help of the officers and men (of the command), we have made an appreciable progress”. He thanked the state Governor, Okezie Ikpeazu for his support, expressing his reliance on Gov. Ikpeazu’s assurance to help him function effectively in the state. In his speech, the Assistant Inspector General of Police, AIG zone 9, H H Karma said AIG Ezike represents “special specie” in the Nigeria police force, while the Commander, 14 Brigade of the Nigeria Army, Ohafia, A K Ibrahim described him as “extra ordinary person” and congratulated him over his promotion to the rank of AIG.

Youth group tasks INEC, NOA, CSOs on continuous voter education Moses Oyediran, Enugu
A political pressure group, YouthDecide2019, has advised INEC, National Orientation Agency (NOA) and Civil Society Organizations (CSOs) on continuous voter education. The National Coordinator of the group, Mr. Chukwuma Okenwa, gave the advice in Enugu on Sunday. Okenwa said that robust and extensive voter education was the key to solving myriads of challenges facing the electoral system in the country, especially those that had to do with the electorate. He said that voter education should not be done as a fire brigade approach as being currently done
in few weeks to the election. According to him, un-exposure of the electorate to their rights and how powerful their Permanent Voter Cards (PVCs) can be make them vulnerable to all sorts of political manipulations. “In well-informed democracies, the electorates use their wealth and services to support a candidate to office because they know his or her capacity to deliver dividends of democracy back to them. “But the reverse is the case in our clime here, people collect peanuts from candidates who have no capacity to deliver democracy dividends,” he said. Okenwa urged governments at all levels, international donors and agencies to invest more in voter education to reduce the high level of ignorance and wrong
choices being repeatedly made by the electorate in the country. “Our citizens must know what governance means, what to expect from each of their representatives and their limitations as well as their own role to make governance and their representatives accountable. “Electorate must be educated and come to the level of critical thinking. “At this critical thinking level, electorate will then get to the point of rejecting money and other gratifications to do the right things and take right decisions on electoral matters,’’ he said. Okewa said that some politicians were currently leveraging on the ignorance and lack of political education of the electorate “to build political empires for themselves and their families.”
Short News Adamawa ADC governorship candidate promises free, compulsory education
Sen. Abdul-Aziz Nyako, the gubernatorial candidate of African Democratic Congress (ADC), has promised to provide free and compulsory primary education, if elected. Nyako made the promise on Sunday in Shelleng Local Government Area of the state during a rally to woo votes for his political ambition. Nyako said there would also be free uniform to complement Federal government feeding programme, while welfare of teachers would be given priority to attract qualified teachers. Nyako, who is the serving Senator representing Adamawa Central Senatorial District, said it was high time necessary steps were taken to restore the dwindling quality of education in the state. Nyako, who is also the son of former governor of the state, Murtala Nyako, said he would revive the free medical care to pregnant women and children in the state. He noted that the programme was introduced by the Nyako administration but abandoned by successive administrations in the state. Also to be resuscitated according to the ADC candidate are skills acquisition centres, vocational training centres, technical skills training centre and special assistance programme.
Atiku in Kebbi, pledges autonomy for LGs
Former Vice President Atiku Abubakar, the presidential candidate of the People’s Democratic Party (PDP), on Sunday pledged to ensure autonomy for local governments, if elected in the Feb. 16 presidential election. Abubakar made the pledge in Birnin Kebbi, the Kebbi capital, during his presidential campaign rally. “If elected on February 16, I will make sure the local governments in our country have autonomy and joint accounts between states and local governments will be scrapped. “I will not allow any governor to take a penny from local governments’ coppers as the money are meant for LGAs and their development,” he said. He also promised to create jobs for the teeming unemployed youths and empower women to start up businesses in order to make the economy more stronger. “I will also make sure that poverty is chased away and hunger decimated in the country. ” When we do this we are, at the same time strengthening the security of our country and fighting insecurity,” Atiku said.

12 die in Ogun road mishap Not less than 12 people were confirmed dead in an auto crash involving an ash colour Toyota Sports Space Van and a black KIA Cerato car at Siun along Abeokuta /Sagamu expressway in Ogun State on Sunday. According to Public Education Officer, Federal Road Safety Corps (FRSC) in Ogun State, Florence Opera, the tragic incident occurred around 1pm on Sunday following a tyre burst of the KIA Cerato car with registration number KJA 806 BT and the driver was suspected to have applied break suddenly which led to him losing control of the over – speeding car.
Okpe further said that the sudden step on the break made the car to have left its lane, climbing the median and raced to the opposite direction where the car collided with an oncoming Toyota Sports Space passenger bus with registration number LSR 334 FF travelling from Abeokuta towards Sagamu. The FRSC spokesperson further explained that, the unfortunate incident killed all the occupants of the two ill-fated vehicles. She noted that, five male, six female adult and one child were involved in the crash while their remains have been deposited at the morgue of
Olabisi Onabanjo University Teaching Hospital (OOUTH). Meanwhile, the Ogun State FRSC Sector Commander, Clement Oladele while commiserating with the families of the deceased, enjoined members of the public whose family traveled with the period to contact the FRSC command in Abeokuta or the Olabisi Onabanjo University Teaching Hospital, Sagamu for identification of the victims. Commander Oladele however, advised motorists to ensure that their vehicles are in good condition, including driving with good tyres and avoid excessive speed.
Chief Akin Olujimi, former Minister of Justice and AttorneyGeneral of the Federation, has advised government at all levels to enact laws that would promote and sustain peace in the country. Olujumi, a Senior Advocate of Nigeria (SAN), was in office between 2003 and 2005 during the regime of former President Olusegun Obasanjo. The former minister made the call in Okitipupa, Okitipupa Local Government Area of Ondo State during the 2019 Annual Law Week of the Nigerian Bar Association (NBA), Okitipupa branch. Olujimi, who spoke on the theme ‘Society, Insecurity and the Law’, said that government was existing to protect the lives and the properties of citizens of the country. NCDP Presidential candidate promises to make Nigeria world class nation The presidential candidate of the Nigerian Democratic Congress Party (NCDP) in the forthcoming general elections, Mr Johnson Edosomwan, has said that he will make Nigeria a world class nation if elected as the nation’s next president. Edosomwan gave the assurance on Sunday in Lagos while unveiling his 10- point agenda and manifesto to the people. He said his administration would create more than seven million jobs annually to absorb the teeming unemployed youths in the country and ensure that the country depended less on oil. He added that under his administration, the country’s economy would be world class, while market for knowledge and agriculture would be opened. Edosomwan added that national security would be given priority. He further said that if he becomes the country’s next president, national threats, debts and terrorism would be eliminated. The presidential candidate also said that the country would be accorded further recognition by other nations. “The economy will be multi- dimensional as it will focus its attention on manufacturing, agriculture, energy, high technology, transportation, oil and gas and taxes,“ he said.

FG spends over N727bn on tertiary Short News Gov Akeredolu inaugurates emergency institutions in four years response committee on lassa fever
The Federal Government through the Tertiary Education Trust Fund (TETFund) allocated a total of N727 billion (N727, 225,862,128.86) worth of investment in critical areas of infrastructure development in Nigerian tertiary institutions. Minister of Education, Adamu Adamu, disclosed this during the Sixth Edition of the Ministerial Press Briefing in Abuja, noting that the intervention was for public universities, polytechnics and colleges of education from 2015 to date. Adamu noted that the intervention was specifically for physical infrastructure, project maintenance, Information and Communication Technology (ICT) support, entrepreneurship, library development, special high impact projects, research, academic staff training and development among others. Hi words: “Our focus for today’s briefing is on Federal Government’s intervention in critical areas of tertiary education in the life of the Buhari administration in the last four years. “During the period under review, the Federal Government through the instrumentality of the Tertiary Education Trust Fund (TETFund) allocated a total of N727, 225,862,128.86 billion worth of investment in critical areas of infrastructural development in our tertiary
institutions. “Especially in physical infrastructure, project maintenance, Information and Communication Technology (ICT) support, Entrepreneurship, Library development and special high impact projects, Academic Staff Training and Development, and Research among others. According to him, a breakdown of the funding efforts by the Federal Government indicates that in 2015, each public university, both federal and states, was allocated N337 million. He said when multiplied by 74 universities that benefited, it gave the total allocation to public universities as N24.93 billion for that year. “In 2016, each public university was allocated N1billion. Multiplied by 74 institutions, it brings the total allocation to public universities to N74.7 billion for year 2016. “In 2017, each public university was allocated N659 million multiplied by 74 universities; you have the total allocation to public universities to N48.8 billion for 2017. “In 2018, each public university in the country was allocated N785.8 million. Multiplied by 74 universities, it gives the total allocation to public universities to N58 billion for year 2018,” he said. The minister explained that the total allocations to public universities during the period under review stand at N206 billion.
Similarly, Adamu said that in 2015, 50 polytechnics were allocated N250 million each amounting to N12.5 billion. He also said in 2016, the amount of N691, 632,000 was allocated to each 54 polytechnics, amounting to N37 billion for all in that year. “In 2017, N450.8 million each was allocated to 54 polytechnics, amounting to N24 billion. “While in 2018, 54 polytechnics got N536.7 million each; amounting to N28.9 billion’’. He said that the total allocation to polytechnics during the period under review was N103 billion. Adamu, however, noted that state universities got a total allocation of N74.6 billion. “Meanwhile, for the Colleges of Education, the total allocation during the period, stood at N101.6 billion. He explained that a further breakdown showed that colleges of educations got N12 billion in 2015, N37 billion in 2016, N23.7 billion in 2017 and N28 billion in 2018. The minister, therefore, expressed the concern of the government over the lack of accountability in some of the tertiary institutions. He reiterated that that the Federal Government would not fold its arms to watch public educational institutions funded from the public purse to flout the laws of public accountability.
Governor Oluwarotimi Akeredolu of Ondo state on Sunday inaugurated an Emergency Response Committee on Lassa fever, following the outbreak of the disease in the state. Akeredolu did the inauguration in Owo town,Owo Local Government area of the state. He called on the committee to begin Operation Flush out Lassa fever from the state within the shortest time possible. The governor advised the committee to aggressively embark on sensitisation campaigns, advocacy visits to Royal fathers and religious leaders and put to use an appropriate dump site for human waste. He named the Commissioner for Health, Dr Wahab Adegbenro, as the chairman of the committee and General Manager of Ondo State Waste Management Authority, Mrs Bola Akinyanmi as the secretary. Other members are the State Epidemiologist, who is the Incident Manager on Lassa Fever Outbreak, Dr Stephen Fagbemi, the Acting Director, Public Health for the state, Dr Victor Adeusi,Femi Agagu,Lola Fagbemi and Mr Yemi Olowolabi. Addressing the Government House Reporters, after the inaugural meeting, Adegbenro said the committee was empowered to use all means to checkmate attempts to inhibit efforts at curtailing incidences of Lassa Fever in the state.
Kwara APC governorship candidate to review varsity fees
The Governorship candidate of the All Progressives Congress (APC) in Kwara, AbdulRahman AbdulRazaq has promised to review tuition fees charged by the Kwara State University (KWASU), Malete if elected. The APC governorship candidate made the promise on Sunday in Malete, Moro Local Government during a campaign tour of the university town. Students of the institution who came to the rally complained of high tuitions charged by the state-owned institution. AbdulRazaq told the students that his government would look into the school fees charged by higher institutions in the state if elected in the March 2 elections. He also pledged to access the N100 billion funds the federal government proposed to address the farmers-herders’ crisis in parts of Kwara. He lamented that the current state government has refused to tap into this relief offered by central government for reasons best known to them. AbdulRazaq promised cattle routes and water for Fulani herdsmen in the state, adding that nomadic education in Fulani communities would be revived and nomadic schools renovated. AbdulRazaq therefore urged Fulani communities in the state to vote massively for all the APC candidates in the coming polls.

NCC resolves 92,757 consumers’ complaints in 2 years Ladesope Ladelokun The Director of Public Affairs, Nigerian Communications Commission (NCC), Mr. Nnamdi Nwokike, said on Sunday that the commission received 118,784 service-related complaints from aggrieved telecom consumers in the last two years. Nwokike made the disclosure in a statement on Sunday in Abuja, adding that 92,757 of the complaints were successfully treated and resolved. He said that the information was part of the report by Alhaji Ismail Adedigba, the Deputy Director, Consumer Affairs Bureau, on the commission’s consumer protection activities during a consumer awareness campaign held in Niger state recently. Nwokike stated, “Between January 2017 and December 2018, the commission received a total of 118,784 complaints from consumers. “92,757, representing 78 per cent of the total complaints received during the two years period
were successfully resolved to the satisfaction of telecom consumers,” he said. He further quoted the report to have also stated that 5,010 appreciations were received from consumers, who expressed satisfaction with the handling of their cases by the commission. He said that while some consumers wrote formally, others called personally to express their gratitude to the commission for its efforts. Nwokike said the consumer’s feedback came through the NCC toll-free Line – 622, the NCC Consumer Portal, consumer complaint redress email and written complaints. Other channels were the social media platform, consumer town hall meetings, consumer outreach programme and telecom consumer parliament. He said that no fewer than 31, 202 consumers were engaged face-to-face through the three consumer outreach programmes held across the states of the federation on a rotational basis. He said that participants at the programmes were adequately educated on their rights and
privileges, with respect to the provision of telecom services within the last two years. He said consumer fact sheets developed by the commission on various service-related and topical issues were also distributed at such fora to educate consumers on various issues in the industry. He said that the commission placed a lot of importance on consumer-related issues, hence it initiated programmes aimed at enlightening and protecting the consumers. He said that the essence was to ensure that consumers got quality services and value for the money they spent on telecom services, be it voice or data. “Also, we ensure that we embark on initiatives aimed at providing wider service options and also put more control in the hands of the consumers to determine what they receive, especially in terms of value-added services. “This is in line with our mandate of protecting, informing and educating the consumers,” he said.
A group, M’son Universe Charity Youth Empowerment Foundation on Sunday donated relief materials worth thousands of naira to inmates of Jam’iyyar Matan Arewa Orphanage and Kaduna Prisons. The materials donated included children and adult clothing, food items, groceries, cosmetics and toiletries. Alhaji Muhammad Sulaiman, Chairman of the group while presenting the items, said it was part of the group’s social responsibility to help the needy in the society. “We started as a Facebook group, but now we are a registered charity group with the aim of helping the needy; as youth we must start giving our quota to the work of charity“, he said. Sulaiman called on government and nongovernmental organisations to key into charity work and support groups that were poised to help the vulnerable in the society. Earlier, Hauwa Sulaiman, the group’s`s Kaduna chapter chairlady, said the visit was to show love to orphans and the prison inmates.
South-East Town Unions endorse Atiku, Obi
The Association of South-East Town Unions (ASETU) has endorsed the candidacy of Alhaji Atiku Abubakar and his running mate, Mr Peter Obi of the Peoples Democratic Party (PDP) for the 2019 Presidential poll. The endorsement was contained in a communiqué issued on Sunday in Enugu at the end of an extraordinary expanded meeting of its National Executive Council (NEC). The meeting held at ASETU Secretariat in Enugu on Jan. 27 produced a three-page document signed by eight NEC executives of the association. The group agreed that in line with the association’s natural disposition for self-survival, it would continue to support those who mean well for the South-East and Nigeria at large. “That the wide acceptance of Alhaji Atiku Abubakar and Peter Obi combination, a detribalised team, committed to the unity, peace and progress of the country by the people of South-East at home and abroad for the Feb. 16 election is hereby endorsed by the town unions. “This is in alignment with the earlier position of Ohaneze Ndigbo and in completeness of the Igbo man’s grassroots oriented and egalitarian nature.

The Governor of Anambra State, Chief Willie Obiano, has said that one of the goals of his over four-year-old administration is to ensure there are no idle hands in the state. Governor Obiano, who was represented by his wife, Dr. (Mrs.) Ebelechukwu Obiano, gave the assurance at the Graduation and Empowerment ceremony of 86 Skills Acquisition Trainees held on January 31, 2019 at Prof. Dora Akunyili Women Development Centre, Awka. A breakdown of the eighty-six graduands who had undergone intensive training at the centre in different small and medium scale ventures include Tailoring & Fashion Design - 35 persons; Hair Dressing and Cosmetology - 19; Food, Nutrition/Catering - 17; Arts & Craft - 7; and Computer Appreciation - 6 persons. The governor, who noted that “an idle mind is the devil’s workshop,” explained
that the all year round training of women and youths on different skills at the Women Development Centre and other training centres across the state is one of his government initiatives aimed at getting them engaged, helping to reduce poverty and dependence amongst the populace. Said Obiano: “We know that unemployment is pervasive in the country that is why we train our youths and women to acquire new skills and afterwards empower them with equipment and start-up money to practice the ventures that will help them take care of their needs and hopefully support their family.” Obiano stated that Anambra State appreciates the relevance of practical knowledge and has integrated that in her social intervention scheme, and encourages entrepreneurial independence among youths of the state who show passion for self-development and growth. He noted the supportive role of the wife’s NGO, Caring Family Enhancement Initiative (CAFÉ), in the area of training
and empowerment of women and youths who are now over 4,350 beneficiaries and assured of its sustenance. Welcoming the Governor, Commissioner for Women and Children Affairs, Lady Ndidi Mezue, said that the event was historic because the state government is building an unmatchable legacy in the number of persons that it has lifted out poverty. She cited Mrs. Obiano’s immense compassion for the indigent and support for the less privileged as a good example of collaboration needed to solve challenges of poverty and unemployment. On his part, Commissioner for Youth Empowerment and Creative Economy, Mr. Bonaventure Enemali, commended the training and empowerment of the graduands, stressing that the economic value of the skill acquisition programme remains huge to Anambra State, and called for its sustenance. The Principal of the Skills Training and Acquisition Centre, Lady Amaoyibo Ogunwa, said that Governor Obiano has injected life and belief into the centre which began since year 2016 but was
deprived basic attention by previous administrations. She urged the graduands to reciprocate the government’s gesture with commitment and make diligent use of the resources. Expressing appreciation, three of the graduands - Chinenye Joseph, who got a brand new sewing machine and cash for her tailoring business; Ngozi Uyanwune, who was presented with a gas -oven cooker for her food and nutrition enterprise; and Maryann Ozoemena, who received a hair dryer for her hair dressing business, thanked Governor Obiano for giving them opportunity to excel and succeed, and pledged to make fruitful use of the kits and money. Highlights of the ceremony were the modelling of various clothing and dresses sown by the trainees including wedding gowns. Also on display were handmade crafts and various confectionery products by the graduands, an evidence of how far they had come in the over eight months of practical learning in the school.

Anambra marks 2019 walk4life exercise
Over one thousand people at the weekend participated in the fourth edition of the Anambra Walk for Life Exercise, initiated by the State Sports Development Commission. This edition which took off from the Ziks Roundabout Onitsha through Awka Road, to DMGS Roundabout and New Market Road, drew stakeholders in the state including House of Assembly members, Commissioners, top government functionaries, among others. The team which also went through Eggerton road, GRA through Governor’s Lodge, Onitsha and ended at Chuba Ikpeazu Stadium with aerobics had few refill drops and centres where people paused to take water.
The Chairman of the State Sports Development Commission, Chief Tony Oli, while appreciating Ndi Onitsha for coming out en masse for the exercise, said that having been duly approved by Governor Willie Obiano, the exercise is a means of encouraging them to keep fit and healthy, adding that subsequent editions will take place in Awka, Nnewi and other areas The member representing Onitsha North Constituency Two at the State Assembly, Mr. Eddy Ibuzo, said the exercise has numerous benefits and advising his constituents to embark on regular exercise. The All Progressives Grand Alliance (APGA) has lifted ban on the suspension imposed of three members of the party in the Anambra State House of Assembly. ANSG deploys more security forces to Obosi to forestall crime
Anambra State Government has resolved to reinforce security in Obosi and environs to forestall crime and criminality in the area. Governor Willie Obiano announced this at Afor Adike Stadium, Obosi, Idemili North Local Government Area during his ongoing `Thankyou visit.’ ``Arrangements have been finalised to deploy more security forces to guarantee safety of lives and property,” he said. He ordered all miscreants to flee from Anambra as his administration recently unveiled security strategy to become operational soon. The governor said his administration invested N2.2 billion toward control of erosion menace, threatening the community. The Transition Committee Chairman, Idemili North LGA, Asha Nnabuife, said they would join to consolidate their support for APGA in Obosi to ensure victory of its candidates at the polls. He noted that it was regrettable that Obosi’s performance in the last election was not satisfactory, but pledged to change the narrative by delivering APGA candidates during the election. Managing Director, Anambra State Road Maintenance Agency (ARMA), Mr. Emeka Okoye, noted that the government facilitated the reconstruction of various roads connecting Obosi and Onitsha. Currency in circulation hikes by 20.9% to hit N2.33trn Motolani Oseni The Central Bank of Nigeria (CBN) has said that currency in circulation as at endof December 2018 rose by 20.9 per cent to N2.33 trillion, compared to the growth of 1.4 per cent stood at the end of September 2018. The CBN made this disclosure in its economic report for the fourth quarter of 2018, stating that the development relative to the preceding quarter reflected, mainly, the 19.4 per cent and 7.5 per cent increase in its currency outside banks and demand deposit components, respectively. The new report noted that the total
deposits at the CBN amounted to N15.7 trillion at end-December 2018, indicating a 6.5 per cent increase above the level at end-September 2018. “The increase was attributed to 13.0 per cent and 9.5 per cent rise in the deposits of the private sector and Federal Government, respectively. Of the total deposits at the CBN, the shares of the Federal Government, banks and private sector deposits were 49.6 per cent, 30.6 per cent and 19.8 per cent, respectively. “Reserve money rose by 4.9 per cent to N7,135.73 billion at end-December 2018, compared with the increase of 7.0 per cent at end-September 2018. Meanwhile, the FMDQ OTC securities market has reported a total turnover trade of N182.86 trillion between January and December 2018. According to the report by FMDQ, Treasury Bills (T-Bills) contributed the largest market turnover in 2018, followed by foreign exchange market transactions. Analysts had expressed that commercial banks increased participation in the T – bills market over attractive yields as federal government increased domestic borrowing to finance 2018 budget. The report by FMDQ OTC disclosed that trading activities in T- bills accounted for 39.44 per cent or N72.1
trillion of the market while foreign exchange market transactions (Spot FX and FX Derivatives) accounted for 37.04 per cent or N67.7 trillion in one year. Repos/Buy-Backs product categories (Repos/Buy-backs) accounted for 16.50 per cent or N30.2 trillion, and Bonds and Unsecured Placements & Takings representing 6.55 per cent or N11.8 trillion and 0.45 per cent N824 billion respectively, of overall market turnover. Between January and December of 2018, the report disclosed that a total N877 million Commercial papers was traded on the FMDQ OTC securities while a total of N74.6 billion Eurobonds was traded.

The operationalization of the newly-created Fund for Export Development in Africa (FEDA) moved into high gear with the holding of the preincorporation meeting of the Board of Directors in Cairo, which led to the injection of $100 million into the fund by the African Export-Import Bank (Afreximbank). FEDA, a wholly-owned developmentoriented subsidiary of the Afreximbank, has been set up to implement the Bank’s Equity Investment Programme by providing seed capital to companies in Afreximbank’s key focus

FEDA had, therefore, been set up to provide equity and to leverage FDI to help close that gap. He announced that FEDA would start investment activities in 2019, with a target to invest $10 million during the year. It was also targeting to raise $450 million in FDI during the period.
NAMA overhauls TRACON, takes delivery of new spares form Thales Chukwuemeke Iwelunmo The surveillance of the nation’s airspace using the Total Radar Coverage of Nigeria (TRACON) has received a boost with the delivery of another consignment of critical spare parts required for its continuous service and operation. The consignment which was cleared at the Apapa port in Lagos from Thales Group, in France include MES1 1400A power supply modules, control units and other critical units that would be used by
the engineers of the Nigerian Airspace Management Agency (NAMA) to effect repairs on any of the nine TRACON installations across the country as may be required to ensure optimal functioning of the system. Speaking on the development, the Managing Director of NAMA, Captain Fola Akinkuotu said apart from the spares already received, another consignment of spares had landed the Apapa port and was being presently cleared while other consignments were already being shipped to Nigeria from France according to the shipping schedule sent to the agency by
Thales, adding that payment had already been made for all consignments ordered for. The NAMA boss also revealed that as part of efforts to keep pace with global best practices, TRACON would in a few months’ time undergo a total reconditioning process that would ensure that the entire system attains the acceptable reliability level specified by the International Civil Aviation Organization (ICAO). He described this process as “a sort of Turn-around-maintenance” which was to be carried out by the equipment manufacturer, Thales Group.
Akinkuotu said the acquisition of spares for TRACON was in line with the agency’s decision to be proactive in maintaining the nation’s radar facility. “Availability of spares would ensure that parts of the radar equipment would be readily available whenever and wherever they are needed. There are some that would immediately be used for replacement while others will be kept in the warehouse pending when they will be needed and I can assure you that NAMA engineers have the capacity to undertake the maintenance of this facility as they have always done in the past”, Akinkuotu said.

Specta extends loans in five minutes to non-salary earners Motolani Oseni Sterling Bank, has extended access to its online lending platform, known as Specta, to people who are engaged in personal businesses. Divisional Head, Retail and Consumer Banking of Sterling Bank, Mr. Shina Atilola, who disclosed this at a press conference marking the first year of operation of Specta in Lagos, said the extension is due to the platform’s capacity to pre-screen borrowers and safely provide them with faster approvals and funding. He said Sterling Bank is keen to position Specta as Nigeria’s fastest lending platform
as part of its strong desire to empower businesses and enable startups. Also speaking, Mrs. Benedicta Sadoh, Head of Value Chain Baning, said the bank was able to offer about N10 billion in loans to more than 11, 000 customers while also introducing credit cards, among others, to customers last year. She added that the bank is looking at giving out N40 billion in loans to 50, 000 customers this year. Responding to questions from journalists on how Sterling Bank hopes to attract and accommodate more customers of the bank on Specta, Atilola said the bank plans to achieve this through the use of social media while relying on a
credit bureau to ascertain the customer’s character and capacity. He said the bank decided to expand the coverage of the product to accommodate more customers outside the bank’s customers because of the yearnings of other potential customers. Sadoh explained that all the loans granted through the platform are performing well, adding that the second anniversary of the product will be flagged off this week and any customer that joins the scheme between February 4th and 14th would enjoy a discount interest rate of about 1.29 percent. Specta is an instant lending platform that offers consumer loans of up to N5
million in five minutes. The lending platform uses proprietary data and analytics to process and disburses consumer loans to salary earners who belong to pre-approved communities in less than five minutes without paperwork and collateral. The types of loans offered include personal, payday, wedding finance, rent, education, and medical finance loans, among others, to salary earners. Marine Customs bemoans lack of space for N124.8m seized items Temitope Adebayo The Western Marine Command of the Nigeria Customs Service has said that due to massive seizure in the command, the warehouse has been filled without space for the newly intercepted items seized by officers and men of the command. The amphibian arm of the service is currently warehouse over 5,646 expired bags of 50kg foreign parboiled rice worth N124, 776, 600 in the warehouse. The expired bags of rice are said to have been allocated to undisclosed Internally Displaced Persons (IDPs) but are yet to be evacuated due to logistics problems.
The Area Controller of the command, Comptroller Boyiliya Binga told journalists that some of the seized bags of smuggled rice which have been in the customs warehouse for close to three years are no longer edible. The items seized by Comptroller Binga currently occupied the newly built apartments which are either for a conference or office accommodation of men of the service. “The CAC wishes to appeal to states which were allocated items to IDPs from the HQ to command evacuate them. This will help create space in the Government Warehouse for more seizures.” According to the WMC boss, the items which include vegetable oil, bags of
shoes, used tyres, among other items at the warehouse, have been abandoned at the facility for close to three years and the command is willing and eager to make more seizures this year without any storage provision. In one of the recent seizures, the Comptroller declared that the command nabbed 806 loaves of cannabis with Duty Paid Value (DPV) of N21,157,500 in August 2018. Other items include; 219 kegs of vegetable oil worth N2,628,000; 500 bales of cloth with DPV of N42,000,000; 42 sacks of shoes with DPV of N6,413,400 among others. He, however, stated that the total DPV of the items seized is N297.887,446.00. Speaking further on challenges of the
command, Comptroller Binga said the dearth of operational equipment such as boats and vehicles had impacted negatively on the efficiency of the command’s antismuggling activities. On the assumption of office at the command, the CAC has been able to furnish three structures to make up for the shortage of offices in the command as well as repair of three sea-going boats with the assistance of the Comptroller General of Customs and his management team. The Controller, however, promised to improve on its present achievements especially as the officers and men of the Service are being motivated through promotions, welfare packages and supply of vehicles and tyres to the command.
Benin Airport to begin full night-time flight operations soon, says Obaseki Chukwuemeke Iwelunmo Edo State Governor, Mr. Godwin Obaseki, has assured that the Benin Airport will soon commence full nighttime flight operations. Obaseki said facilities that will enable aircraft to land at night are being received in batches. He gave the assurance while addressing
journalists at the Benin Airport, after the departure of Vice President Professor Yemi Osinbajo who was in Edo State to launch the National Home Grown School Feeding Programme (NHGSFP). According to the governor, the landing facilities at the Benin Airport were already functioning which enabled the Vice President to depart Benin City through the Airport few minutes to 7 pm on Thursday. “We are expecting more night landing
equipment to be installed at the Benin Airport especially the lights. “The contractor has assured us that the lights will arrive before the end of this month, February. We will launch it and have our inaugural night flight to Benin City,” he said. On the delayed flag-off of the BeninAbraka Road reconstruction, Obaseki said he has spoken with the new Managing Director of the Niger Delta Development Commission (NDDC) and has secured his
understanding for the road construction to go ahead if it becomes impossible to get the Vice President to flag it off. “I have spoken with the new Managing Director of NDDC, we may just go ahead to flag it off if we cannot get it on the Vice President’s schedule.” The Benin-Abraka Road is a 106km Road project which would connect several agrarian communities in Orhionmwon Local Government Area of Edo State.

BPE urges FG to grant ALSCON concession on gas Mathew Dadiya, Abuja The Bureau of Public Enterprises (BPE) has appealed to the Federal Government to consider and approve the categorisation of ALSCON under a strategic industry to enable it to buy gas at a concessionary price as opposed to the commercial price to enable the core investor in the companyDHL/RUSAL recommence production and operate profitably. The Aluminium Smelting Company of Nigeria (ALSCON), Ikot Ibasi, Akwa Ibom State is set to recommence operations as the Bureau of Public Enterprises (BPE) and other critical stakeholders of the company are reaching a comprehensive resolution on the major teething problem of gas confronting the Company. The Director General of the Bureau of Public Enterprises (BPE), Mr. Alex A. Okoh who disclosed these in a statement in Abuja, recalled that following the signing of Addendum No.2 to the Share Purchase Agreement (SPA) on 17th January, 2018, at the Ministry of Mines & Steel Development (MMSD), DHL/RUSAL submitted a Road map detailing issues that require urgent resolution prior to the commencement of operations which include but not limited to the issue of gas price and supply. “Upon the resolution of the gas price and supply issues a new agreement will be signed in line with current realities. It will also take into consideration the trend internationally to allow ALSCON to remain competitive in the global aluminum products market”, he stated. He assured that once the gas issue is fully resolved and the agreement signed, President Muhammad Buhari would in the next few weeks commission the plant to signal the recommencement of operations by ALSCON. ALSCON is perhaps the biggest industrial complex in Akwa Ibom State and indeed the South-South region with the potential to generate thousands of jobs in the area. The resuscitation of production at the plant is one of the key priorities of the administration of President Buhari and has attracted focused attention having been comatose for more than 10 years. It is expected that once the company goes full swing, it will serve as a catalyst to the development and growth of the Aluminum industry in Nigeria, create employment, conserve Foreign Exchange, serve the automobile and allied industries and create spin-off industries in Nigeria.

Governorship candidate urges Lagosians to vote against more bondage, selfish, inept leadership Patrick Okohue As the much awaited 2019 elections inches closer by the day the electorates of Lagos State have been told to wake up from their slumber and vote out the ruling All Progressives Congress (APC) led government which had paid only lip service to their welfare and the overall development of the state. Making the call in Lagos, the governorship candidate of the Alliance National Party (ANP) in Lagos State, Barrister Ladipo Johnson, said recent developments have further proved that those in charge of the affairs of the state were only interested in how to share the common resources of the state and will do anything to remove anyone who wants to stand on their way to achieving their objective.
Johnson who made the call at the weekend in Abule Ado area in the Lagos West Senatorial District during one of his campaign tours said, it was obvious the ruling APC was bent on running Lagos aground, stating that up till now the 2019 budget had not been presented but those who are involved were busy engaged in infighting. He noted that from available information, the infighting was not about good governance or the welfare of Lagosians, but for the selfish interests of those in government. “All we hear around government is that the governor has refused to release huge amounts of money for campaign expenses and as such heaven will fall. “But this is not the reason why they were elected into office. The main purpose they came into office has now been abdicated in a reckless and irresponsible manner. Of course,
the effect of their shylock leadership is seen all over Lagos in poor healthcare, poor education infrastructure and standard, pot holes on many roads and sundry environmental hazards amidst the economic downturn faced by Lagosians,” he stated. The ANP candidate therefore urged Lagosians to come out on Election Day to vote massively to change their fortunes and end the “shackles of selfish and inept leadership” in the state. He emphasised that it was only through the massive involvement and turnout of the people that they can stop what he referred to as the ‘rigging pattern of the past’. “So it is now left for Lagosians to decide their future, either to choose to liberate themselves or remain in economic bondage, poverty and underdevelopment,” he said.
Egwu Eke III: Army will not tolerate politicians’ interference The Nigerian Army has vowed not to tolerate undue interference by politicians in the conduct of its ongoing Exercise Egwu Eke III. Brig.-Gen. Sani Usman, the Army spokesman, gave the warning in a statement on Sunday after troops arrested 16 suspected political thugs in Sokoto State. Egwu Eke III or Python Dance was launched nationwide on January 2 to deal with criminal activities before, during and after the general elections. It will be rounded off in March after the general elections.

According to him, since the beginning of the exercise in January, “we have arrested thugs armed with dangerous weapons across the various political parties, without fear or favour. “The thugs were documented and handed over to the police. “We have noted with great concern that such criminals usually find themselves back into the society without any sanction.” He said the army was committed to creating a conducive and secured environment for the smooth and peaceful conduct of the general elections. “Therefore, we would not tolerate any undue interference from any quarters in the discharge of this noble responsibility. “Additionally, we have resolved to hold on to any arrested criminal or armed thugs until the end of the elections. “All Commanders have been further directed to continue to carry out their duties diligently, despite the provocation from some misguided elements.”

Sudan’s Bashir promises growth after weeks of protests
The US suspended the INF Treaty after accusing Russia of violating the pact with its 9M729 missile system
‘Huge mistake’: Fears of arms race as US, Russia suspend INF pact In an escalating standoff over nuclear weapons, Russia and the United States have suspended compliance with the Cold War-era Intermediate-Range Nuclear Forces (INF) Treaty, prompting fears of a new arms race that analysts and politicians say could push the world “much closer” to a nuclear war. The long-running dispute between Washington and Moscow came to a head on Friday when US President Donald Trump accused Russia of violating the 1987 bilateral treaty with “impunity”, and announced his government was suspending its obligations under the landmark pact. Pledging to “move forward” with its own military response options, Trump said the US will withdraw from the accord in six months unless Moscow destroyed land-based missiles allegedly deployed in violation of the treaty. In a tit-for-tat move on Saturday, Russian President Vladimir Putin said he was also suspending Moscow’s participation in the agreement. “Our American partners have announced they were suspending their participation in the treaty and we will do the same,” he said in a televised meeting with his defence and foreign ministers. “They have announced they will conduct research and development, and we will act accordingly.” Russia will start work on creating new missiles, including hypersonic weapons, he said, adding that Moscow will not deploy such weapons in the European part of the country or elsewhere unless the US does so. ‘Huge mistake’ The reciprocal moves effectively terminate a pact regarded as one of the most important safeguards against nuclear war. They come amid strained relations between Washington and Moscow over issues including Russia’s annexation of Crimea from Ukraine, and its alleged interference in the 2016 US presidential elections. Analysts said Trump’s decision to scrap the pact leaves Russia free to shape the military balance in Europe. The strategic advantages for the US, however, were less clear, they said. “Nothing good will come out of the US withdrawal,” said Mark Fitzpatrick, executive director of the non-proliferation programme at the Washington-based International Institute for Strategic Studies. “The Trump administration has made a huge mistake - it’s a breakdown of arms control. It’s a breakdown of trust between US and Russia. The US will have problems
with its European allies, and it will engage in a new arms race with China as well.” The INF Treaty was signed following the Euromissile crisis in the late 1970s and 1980s, when the Soviet Union’s mobilising of cruise missiles that could hit most of Europe prompted the US to deploy to the region ballistic missiles that could reach Moscow in 10 minutes. The pact banned all ground-based missiles with ranges between 500km and 5,500km, ridding Europe of an entire category of destabilising weapons - nearly 3,000 groundlaunched intermediate ballistic and cruise missiles were destroyed. The treaty does not cover air- or sealaunched weapons, and did not include other powers such as China, North Korea, Iran and Israel, allowing these countries to grow their stockpile of weapons. Since 2014, US officials have accused Russia of breaching the treaty with its 9M729 missile. Moscow rejects the allegation, saying the missile’s range does not exceed 500km. It also accused the US of violating the treaty with its missile defence systems in Romania and Poland - a claim the US denies. “Let’s be clear - the Russians were cheating,” said Tom Nichols, a US-based defence analyst. “It was a provocation to menace the Europeans and to see if they could bait the Americans into walking away.” The US response only showed how “confused” Washington’s nuclear arms policy was, he said. Observers said most European and NATO countries were unlikely to host any land-based intermediate-range missiles that the US might develop, meaning Washington was pulling out of the deal without any real strategic benefit. Poland and Romania, scarred by past Soviet occupation, may be more enthusiastic to host such weapons, according to Leo Hoffman at the International Campaign to Abolish Nuclear Weapons, but such a move could divide the NATO alliance. “This is also completely the wrong approach to take,” the Brussels-based campaigner said, “because by arming yourself to the teeth, you make yourself a target”. The US’ unilateral decision was “jeopardising” Europe’s security, he added. Carl Bildt, a co-chair of the European Council on Foreign Relations, agreed. The INF Treaty’s demise will allow Russia to deploy its Kalibr cruise missiles with a range of 1,500km from ground launchers, he said in a Twitter post on Friday. “This would quickly cover all of Europe
Sudanese President Omar al-Bashir on Sunday pledged to bolster rural development, as he seeks to face down anti-government demonstrations that have rocked cities and villages nationwide. He held a series of rallies across the country, promising access to electricity, education and health care, after weeks of protests considered the biggest threat to his 30-year rule. On Sunday, he travelled across North Kordofan, addressing hundreds of people in three separate televised rallies, including a night-time event in the state capital of Al-Obeid. In the morning he addressed hundreds of villagers in the day’s first rally, promising to bring clean drinking water to rural areas “across Sudan”. The speech came after he inaugurated a new 340-kilometre highway linking North Kordofan to Omdurman, the twin city of Khartoum. “Building such a road in present economic conditions is not an easy thing to achieve,” said Bashir, after being escorted to the stage by dozens of men on camels as crowds of villagers clapped and whistled to Sudanese tunes. “Along this road we will bring electricity to boost the region’s growth.” Hours later Bashir addressed a second rally where he called on the country’s young men and women to help develop the country. “The youth, for whom we have built universities, have to be ready to continue with the mission of building a new Sudan,” he said in a village where hundreds had gathered. The statement came afer Prime Minister Moutaz Mousa Abdallah on Saturday called the protest movement a “respectable youth movement” and said its voice should be heeded. As darkness fell, Bashir, dressed in traditional robe and
turban, spoke to hundreds of cheering supporters, including students, at an open air stadium in Al-Obeid where authorities have renovated an existing hospital. “Patients often go to England, India or Jordan for surgeries, but now we can do them at Al-Obeid,” he said as crowds cheered and loyalists set off fireworks. Demonstrations erupted in Sudan in December after a government decision to triple the price of bread unleashed frustrations at years of deteriorating living conditions and growing hardship. Officials say 30 people have died in protest-related violence, while Human Rights Watch says at least 51 have been killed. Bashir’s attempts to rally support have so far failed to halt the wave of discontent. The group leading the demonstrations calling for fresh protests over the next few days starting Sunday night. The president’s rallies came a day after more than 3,000 people on Saturday protested his rule following the brutal death of an anti-government demonstrator. Teacher Ahmed Alkhair was arrested during an anti-government protest on Thursday and died two days later while in custody, according to the independent doctors’ association Central Committee of Sudanese Doctors. Alkhair’s family said the 36-year-old’s body showed signs of torture. In response, thousands of people took to the streets of the eastern city of Khashm al-Qurba on Saturday where Alkhair’s funeral had taken place. Protesters called for alBashir to step down. Bashir and other senior Sudanese officials have repeatedly said that the government can be changed only through elections. The leader, who came to power in a coup in 1989, is considering running for a third elected presidential term in polls due next year.

However, it was unclear how willing US allies in Asia, such as Japan or South Korea, maybe to host such weapons. So while the US move “sends a signal of concern about China, it comes without any plan or response in place,” said Fitzpatrick. “And I think that’s a big danger.” For its part, China has appealed to the US and Russia to preserve the treaty, saying the US move “may trigger a series of adverse consequences”. In Moscow, Pavel Felgenhauer, a Russian military analyst, said he was concerned about Putin’s order to develop hypersonic ballistic missiles. “Such a weapon would avoid missile defence systems in Europe and the Middle East. That brings the situation into a higher level, more dangerous ... and that would bring nuclear war much closer,” he said. In Washington, Trump’s political opponents have labelled the president’s INF Treaty move a “disaster” and submitted legislation to bar the US from using a nuclear weapon unless attacked with one first. Elizabeth Warren, a Democrat senator and presidential hopeful who introduced the No First Use Act, urged the country’s Congress to pass her bill and prevent Trump “from unilaterally starting a nuclear war”. With the INF Treaty all but gone, all eyes are on the New Strategic Arms Reduction Treaty (New START), a 2010 pact that limits the US and Russia to no more than 700 deployed strategic missiles and bombers and no more than 1,550 deployed strategic warheads. Manchester City playmaker Kevin De Bruyne believes that the Premier League champions are not on the same level that they were last year as they continue to fight Liverpool in a fierce title race. Pep Guardiola’s Citizens are looking to retain their top-flight crown for the first time in their history but currently find themselves trailing Jurgen Klopp’s Reds. The Merseyside outfit have never won the first division title since the beginning of the Premier League era but currently have the edge in the race for the trophy. Access Bank Lagos City Marathon: Runner makes case for better starting block A frontline marathoner, Alex Kanu, on Sunday, gave pieces of advice on how to improve on the Access Bank Lagos City Marathon, especially the starting block which he claimed to have been below standard. The Namibia-based Kanu, who participated in the just-concluded marathon on Saturday, said that though the start off was bad there were other positives to point out to. “I had my desired race because I did prepare well enough, I ran with confidence and relaxation though I did not meet the expected time of return because I was unable to monitor. “One of the things I will like the organisers to take care of is the starting point. The starting point was too rowdy which caused the stampede at the beginning of the race. “This type of starting point is unacceptable, the escort should not have been in the midst of the runners, this was the reason for the stampede. The escort should have stayed beside. “Giving the elite athletes is a required standard, while others join them, but the escorts should not have been within the runners,’’ he said. Kanu, who has participated in Belgium, Holland, Namibia and South African marathons, however, said that the just-concluded marathon
was a success comparatively. “I have participated in many marathons across the world, including Belgium, Holland and when I came back to Africa, I participated in the Two Ocean in South Africa and Namibia. “My first time experience with Nigeria’s marathon was great aside the starting point. I love the chips that were strategically placed in about three or four places; that is the standard. “This will help to detect those that may want to play funny game by shunting the race. It is quite commendable. I also like the great hospitality and the organisation, they are of required standards. “The fact that there were refreshment at every specific point on the routes and also the provision of the ambulances are great,’’ he said. Kanu said that contrary to his expectation that Lagos could be a bit rowdy, his was surprised and impressed to see the decent organisation put up by the organisers. “I expected to see the kind of rowdiness we have in Lagos, but the organisers did well to keep it decent taking away the big Molue of the streets. “I will like to come back for another marathon next time though I won’t aspire to win it, I am coming for the fun of it and enjoy the race,’’ he said.

Anthony Joshua likely to make US debut Anthony Joshua is “very likely” to scrap his world heavyweight title defence scheduled to take place at Wembley Stadium on April 13, promoter Eddie Hearn has said. WBA-WBO-IBF-IBO champion Joshua was due to step into the ring for the second bout in a two-fight deal at England’s national stadium this spring, but Hearn told IFL TV that his team is continuing to explore their options. Joshua’s next opponent is still to be confirmed, but British compatriot Dillian Whyte and American Jarrell “Big Baby” Miller have both been touted as options. “The main thing is it looks like April 13 is unlikely,” Hearn said. “I think Dillian feels like for a fight like that he would want a little bit more time. If we do the Dillian Whyte fight, I think we would move it to May or June anyway. “But again, the Jarrell Miller fight is very close for June in Madison Square

Joshua (22-0, 21 KOs) defeated Whyte (25-1, 18 KOs) in December 2015, but Jamaican-born Whyte has fought his way back into contention among the heavyweights. Imbalance, marginalisation have been with us for so long On 4th February, 1978, Daily Times reported that the composition of the Nigerian Armed Forces was about to be changed. The report said that the constituent Assembly the previous day ruled that the “Composition of Officers Corps and the other ranks of the Armed Forces shall reflect the Federal Character of Nigeria based on the population of each state.” The report which revealed that the proposal for the amendment of Section 110 of the draft constitution to that effect was sponsored by all the 12 members of the Assembly from Borno added that it was overwhelmingly endorsed by acclamation in the Assembly. “Informed sources in the Assembly said this was a very crucial decision which would remove the fears of domination of the Armed Forces which is now a source of political power by a section of the country through its trends in the Armed Forces,” the report stated, adding that, other Assembly members who supported the amendment said they were concerned with finding a solution to the ‘present imbalance to the clinical component of

the Armed Forces.’ “It was not immediately clear how this constitutional provision would be implemented when the constitution comes into force on October 1st next year,” the Daily Times report concluded. And here we are, 41 years since that report with a conclusion that casted doubt on the sincerity and workability of the proposed amendment is there any form of balance or fairness in the ways and manners in which the Nigerian Armed Forces is composed? Are there evidence to show that those occupying top leadership positions in the country over the years have made deliberate efforts to see that justice and fairness are part of the recruitment into the Nigerian Army and other security forces and agencies as well as the promotion and appointment into their top echelon? If the letters of the provisions of the constitution that speak of federal character and others factors aimed at giving every section of the country a sense of belonging are being enforced, would there be cries of injustice and undue advantage of some over others, as the case is today in Nigeria?

And God saved Osinbajo for us all
On Saturday at about 3.pm, a chopper conveying Vice President, Prof. Yemi Osinbajo and some of his aides from Abuja to Kogi State for a political rally crash landed in Kabba, where the event was scheduled to hold. According to a tweet by Laolu Akande, the Vice President’s spokesperson, in announcing the crash, Osinbajo, his aides and the aircraft’s crew members were all safe. He added that the campaigns were continuing as planned. Minutes after the crash was announced, messages of solidarity and congratulations began to pour in from all corners of Nigeria as citizens thanked God for saving the life of the Vice President and therefore averting what would have been a national calamity few days to general election in a country that is now known for ethnic, religious and political
intolerance. It was soothing also that the main opposition party, the Peoples Democratic Party (PDP), its presidential candidate in the February 16 election, former Vice President Atiku Abubakar and other top leaders of the party joined other Nigerians in the celebration for the life of Prof. Osinbajo. “Dear Vice President @ ProfOsinbajo, I just received news of the crash of your helicopter in Kabba, Kogi State. I am happy to note however that all is well with you and your delegation,” Abubakar said in a tweet. Although a few, in their usual attempt to make political capital out of every situation have suggested that the PDP and Atiku Abubakar were not genuine in the expression of appreciation for Osinbajo’s safety, what is true is that every right thinking
and patriotic Nigerian should rejoice over what is an obviously divine benevolence. In the first place, Osinbajo and others in the plane are fellow human beings. As Vice President, Osinbajo occupies a strategic political position in the country and coming on the heels of a major election in which he is contesting alongside his principal, President Muhammadu Buhari, an unusual occurrence would have been misinterpreted by mischief makers. Already, a so called Christian group called Coalition of Christian Groups For Good Governance (Nigeria and Diaspora), same Saturday called on the Federal Government to commence an investigation into the crash, describing it as suspicious. This thought-line is uncalled for as the life of a serving vice president should matter for all citizens and should not be used for parochial pursuit.
