SERAP drags FG, states to ECOWAS Court over ‘attacks on journalists, bloggers’ Doosuur Iwambe, Abuja Socio-Economic Rights and Accountability Project (SERAP) has filed a suit against the federal and state governments at ECOWAS Court of Justice, Abuja over the frequent and repressive application of the Cybercrime Act to harass, intimidate, arbitrarily arrest, detain, and unfairly prosecute anyone found publishing views or facts perceived to be critical of their administration. In the suit filed by its solicitor, Femi Falana (SAN), number ECW/CCJ/APP/09/19, filed last week at the ECOWAS Court, SERAP is seeking a declaration that the actions of the defendants and its agents and all States of the federation in arbitrarily enforcing the provisions of the Cybercrime (Prohibition, Prevention, etc) Act 2015 particularly its section 24 to harass, intimidate, arrest, detain, prosecute and imprison journalists, bloggers, and social media users, violate the rights to freedom of expression, information, opinion and privacy and media freedom, guaranteed under Articles 6,8,9 and 24 of the African Charter on Human and Peoples’ Rights; Articles 7,9,17 and 19 of the International Covenant on Civil and Political Rights to which Nigeria is a state party. It prayed the court for a declaration that the provisions of the Cybercrime Act 2015 are entirely inconsistent and incompatible with international human rights standards and infringe on the rights to the freedom of expression, information and opinion guaranteed under the African Charter on Human and Peoples’ Rights.
It also asked for a declaration that the continuing use and application by the defendant and its agents and several states in Nigeria of the Cybercrime Act 2015 is illegal and unlawful, as it amounts to breaches of obligations to respect, protect, promote and fulfil the rights to freedom of expression and information and media freedom. The organisation therefore asked the court for an order directing the defendants to immediately repeal or amend the Cybercrime Act 2015 in line with Nigerian obligations under international human rights law. It also asked the court for an order directing the defendant and or its agents and several states of Nigeria to provide effective remedies and reparation, including adequate compensation, restitution, satisfaction or guarantees of non-repetition that the court may deem fit to grant to human rights defenders, activists bloggers, journalists and other online and off-line media practitioners that have been harassed, intimidated, unlawfully arrested, detained, and unfairly prosecuted by the defendant among others. SERAP argued that “the federal and several state governments and their agents have trampled on the rights to freedom of expression and information of bloggers, journalists, activists, and social media users through the repressive use and implementation of the vaguely worded provisions of the Cybercrime Act. The organisation further argued that “the fundamental question for the court is whether the federal and state governments, by using and applying the Cybercrime Act
and other similar laws on cyberstalking and sedition to prosecute journalists, bloggers and activists over perceived critical views, violate the rights to freedom of expression and access to information”. It submitted that “under international freedom of expression jurisprudence, the answer is ‘yes”. To support the suit, SERAP, in a chronologically order, highlighted some of the highprofile cases of harassment, intimidation, arrest, unlawful detention, prosecution and imprisonment of journalists, bloggers, and activists for alleged cyberstalking. The suit read in part: “The idea of a democracy is that the people are encouraged to express their criticisms, even their wrong-headed criticisms, of elected government officials, in the expectation that this process will improve the process of government. In circumstances of public debate concerning public figures in the political domain and public institutions, the value placed by legal principles and jurisprudence upon uninhibited expression is particularly high. “The systematic and persistent use of the Cybercrime Act and other similar laws on alleged cyberstalking to prosecute and imprison journalists, bloggers and activists for their criticism of public officials runs afoul of freedom of expression principles, namely: that criminal prosecutions against journalists and bloggers is never an appropriate remedy for alleged defamation of government officials, and that news reporting about government officials are

CBN Gov position: Emefiele set for 5+5 Motolani Oseni, Lagos
Strong indications emerged on Sunday that Governor of the Central Bank of Nigeria (CBN), Mr. Godwin Emefiele, is likely to be re-appointed for another term of five years by President Muhammadu Buhari. Though the apex bank governor’s appointment is for a five-year renewable tenure that ends in May this year, it was, however, learnt that President Buhari is determined to continue with the progress recorded by the Governor so far, despite the effects of the Macroeconomic challenges. In fact, a competent source at the Presidency who craved anonymity because of the sensitive nature of the matter told our correspondent that President Buhari is disposed to Emefiele’s re-appointment particularly because of the way the apex bank under him has managed to stabilise the economy through various monetary policy instruments. Emefiele approach to economic stability When Mr. Godwin Emefiele became the 11th CBN chief as well as its 10th indigenous governor, he maintained that the vision of the CBN is to create a people-centred Central Bank by “delivering price and financial system stability and promoting sustainable economic development.” These are the things he has been doing over time and Nigeria’s banking sector, and the economy is better off because of that. Since arriving at the CBN in 2014, Emefiele had with the support of the board and management of the apex bank laboured to stabilise the nation’s economy which slipped into recession in 2016. It is worthy of note that when the current administration came onboard, Nigeria’s economy was in serious crisis, but for the CBN under the leadership of Emefiele’s financial system stability strategy and the idea of how best to promote sustainable economic development, are all
helping the banking sector and the nation’s economy at large.
Repositioning Nigerian economy As head of the CBN, Emefiele uses (as raw materials), financial system stability; banks supervision; consumer protection; development financing banking; payments system and reserve management- making them his vision, to shape the banking sector into a product that is helping to reposition the Nigerian economy. As part of the effort in ensuring that Nigeria strengthens her payments systems, Emefiele-led CBN on July 28, 2016, directed commercial banks to allow savings account customers with BVN to lodge cheques of not more than N2 million per customer per day, into their accounts. Emefiele and his team also directed the removal of fixed interest rate on credit cards, discontinuation of actual address verification in account opening for customers with BVN, while adding that banks should begin to embed BVN biometric data in payment cards issued henceforth, to facilitate offline BVN verification and biometric-based customer authentication on such payment devices sat ATMs, point of sales terminals, POS, Kiosks. Foreign Exchange Regulation Over the years as the CBN boss, Emefiele, an economist and a banker, has survived many intrigues, especially during the period when the largest economy slipped into recession, but like a cat with nine lives, Emefiele survived crisis from office which reached a crescendo in the period between 2016 and 2017 when the nation’s currency, Naira, faced critical attack from speculators, causing the local currency to depreciate rapidly. At some point, the naira fell to between N520 to N550 to the dollar on the black market, and in spite of various calls for the CBN to officially devalue the naira and float the currency, the CBN governor stuck to his gun and chose to intervene in the foreign exchange market and introduced capital control measures
to curb the naira haemorrhage. However, he was able to silence his adversaries after the introduction of the Investors and Exporters’ Foreign Exchange Window in April 2017 and his consistent retention of higher monetary policy rate to curb inflation and reduce pressure on the local currency. The I&E forex window, which allows both investors and exporters to price dollar at what they considered the market rate, has brought great relief to the forex market and ensured rare stability of the local currency in the last two or so years. Banking Industry
To this end, his tenure has brought great relief to the banking industry and its managers. Apart from the takeover of defunct Skye Bank and the establishment of Polaris Bank as a bridge bank to carry on the operations of its precursor, Emefiele has remained amenable to banks chief executives and provided support for those who need capital support to remain afloat. His monetary policy stance has remained tight in view of the fluctuating prices of crude oil, Nigeria’s economic mainstay in the international market. Through the tight monetary policy, Emefiele has been able to drive down the inflation rate from over 18 per cent to 11.37 per cent as of the end of January this year. BDCs The CBN under Emefiele has regulated operations of Bureaux de Change (BDCs) to check rentseeking among operators, depletion of the nation’s foreign reserves, unauthorised financial transactions, and dollarising the economy, among others. He surrounds himself with people who share the values and work ethic necessary to maintain the standard of repositioning the banking sector for efficiency and effectiveness. Emefiele and his team at the CBN have ensured stability in the sector, in spite of global and domestic challenges. There is no doubt that the
Amnesty Office fraud: Court orders final forfeiture of N732.85m to FG Andrew Orolua, Abuja Justice John Tsoho of the Federal High Court Abuja Division has ordered final forfeiture of N732.85 million identified as unlawful proceeds traced to 17 respondents to the Federal Government. The Court granted the forfeiture following an application brought by the Economic and Financial Crimes Commission (EFCC). Justice Tsoho had on November 16, 2018, granted an interim forfeiture order, following the exparte application filed by the lawyer to the EFCC, Abbah Mohammed. The ex-parte motion was brought before the court, pursuant to Section 17 of the Advance Fee Fraud and other Related Offences Act 2006, and Section 44(2)(B)(K) of the 1999 Constitution (as amended), which sought an order of interim forfeiture
of the said sum and property. While granting the interim forfeiture of the said N732.85 million, Justice Tsoho also ordered the EFCC to advertise the order in the newspapers for any interested party to show cause within 14 days on why the money should not be forfeited to the government. The property in question includes a plot of land situated at Katsina Road by Ogbomosho Road, Kaduna North Local Government Area, worth N190 million, traced to the 17 respondents said to be proceeds of unlawful activities. The EFCC was able to secure the final forfeiture, following the usage of non-conviction based forfeiture proceedings. The forfeited sum of N732.85 million was stolen from the Presidential Amnesty Programme Office by 17 respondents to the suit. The 17 Respondents to the suit
include Paul Tarela Boroh, Hanafi Musa Moriki, Allotey Asari Edem, and Joshua Ebiemeyefa. Others are D. Wokoma, Bernard Ochoche, Cecilia Adebisi, Omofuma Faith, Olusegun Opeyemi Okungbure, Beggi Erepatei, Matti Abdul, Stella Nnamatti, Theresa Okoro, Chika Nsirim, Omonyemen Osunbor, Musa Odiringa, and Ode Martins Olajide. Investigations by the EFCC had uncovered the various sums of N124,000,000; N320,000,000; N68,768,916; N1,900,000; N5,125,000; N3,000,000; N28,595,755; N6,137,000; N40,000,000; N46,800,000; N16,315,000; N2,547,800; N3,900,000; N8,234,650; N6,800,000; N2,651,000, and N1,970,750 traced to the respondents, respectively. The judge consequently ordered that the monies and property should be permanently forfeited to the Federal Government.
Emefiele bank under his watch is on the right track to guaranteeing the soundness and stability of the Nigerian financial system. His vision of gradual reduction in key interest rates, building sector-specific expertise in banking supervision to reflect loan concentration of the banking industry, abolishing fees associated with limits on deposits and reconsider ongoing practice in which all fees associated with limits on withdrawals accrue to banks alone; introducing a broad spectrum of financial instruments to boost specific enterprise areas in agriculture, manufacturing, health, and oil and gas, are rightly bring the desired results. Meanwhile, industry stakeholders who spoke with our correspondent on Sunday night expressed delight at the move, saying Emefiele’s reappointment will enhance stability in monetary policies. The President, Association of Bureaux de Change Operators of Nigeria (ABCON, Alhaji (Dr.) Aminu Gwadabe, over the weekend, said the Investors and Exporters (I&E) Forex Window introduced by the CBN under Emefiele is having positive impact on the Forex market and should be sustained because of the stability it has brought to the market. He said the government should pay more attention to promoting ease of doing business, lifting private and public enterprises and creating jobs for the people. According to Gwadabe, there is a need for fiscal restructuring by ensuring that states become more efficient in revenue generation and less dependent on federal allocations. “Government should focus on things that create jobs especially through small and medium enterprises by creating opportunities for them to have easy access to funds”, he said. Gwadabe said the BDCs have over the years, remained a potent monetary policy tool for exchange rate stability. The sector, he added, has helped the government in creating over 30,000 jobs for Nigerians, thereby reducing the unemployment rate in the country. “The BDCs have continued to make foreign exchange available to the critical retail end-users thereby deepening forex access in the country. The BDCs have also been enhancing price discovery and transparency in the foreign exchange
market”, he said. President, Civil Society Group, COCSG, Etuk Bassey Williams, lauded the governor of the apex bank on his adoption of some revolutionary policies that helped to stabilise the economy and sustain the value of naira throughout 2018. He said the continued churning out of initiatives by the apex bank no doubt produced the desired results. Bassey Williams noted that the efforts of the CBN governor to boost the availability of forex to end users through the banks’ retail outlets as well as the reduction of the tenor of its forward sales from the hitherto maximum cycle of 180 days to not more than 60 days from the date of the transaction. According to him, “Measures aimed at strengthening the value of the Naira against the US dollar in the overall interest of the economy and Nigerians as a whole under Emefiele’s leadership has been remarkable as since February this year, the pumping of money into the forex market has significantly strengthened the naira against the dollars to close at N380/$1 at the parallel market last month. “Also, aside direct sales to BDCs, fuel importers, airlines, manufacturers, agriculture subsectors have continued to benefit through the retail-Special Secondary Market Intervention Sales, SMIS, at a marginal rate of N310/$, has continued to help stabilise our economy and boost the nation’s GDP.” The coalition also commended Emefiele for boosting the Federal Government’s local investment, following the CBN’s keeping of the Monetary Policy Rate, MPR, at 14 per cent as well as leaving the Cash Reserve Requirement, CRR, unchanged at 22.5 per cent and Liquidity ratio at 30 per cent, adding that they massively influenced growth and development and hence should be lauded. The coalition praised the CBN on its steadfast relationship with other stakeholders through numerous special interventions and operations, emphasising that resultant effects have impacted positively on the economy. Industry experts, however, believe that during this time of economic challenge and opportunity, Emefiele is who Nigeria needs as head of the CBN particularly because of his understanding of the Nigerian economy, it pragmatism and banking practices.

Rights violation: NLC threatens showdown with Gov Amosun Says we’ve dared, won worst tyrants in the past
Ukpono Ukpong, Abuja Nigerian workers under the auspices of Nigeria Labour Congress (NLC) have vowed to make true its promise of taking to the streets to confront and engage the Ogun State Governor, Ibikunle Amosun, for trampling on the rights of its members in the state even as the latter has threatened to deal with them, if they dared to protest on Tuesday, March 5. However, NLC President, Ayuba Wabba, said that despite the threat by the governor, the Congress is determined to defend the interests of workers in Ogun State who have been trampled on the ground, adding that “those who are down need fear no fall”. While condemning the governor for descending so low into the dunghill of violent utterances in order to cow workers, Wabba noted that the confidence of the workers stems from the protection and guarantees provided by Section 40 of the 1999 Nigerian Constitution which gives workers and indeed all Nigerians the freedom to peaceful assembly and protest. Wabba said all that the law requires of them is to inform the Police and relevant security agencies which they have done and are ready to peacefully protest the grievous mistreatment of workers in the hands of Governor Ibikunle Amosun. “The leadership of the Nigeria Labour Congress (NLC) has taken cognizance of a statement credited to the Governor of Ogun State, Ibikunle Amosun,
where he threatened to disgrace the leadership of the Nigeria Labour Congress if the Congress insists on embarking on a protest scheduled for Tuesday, March 5, 2019 in Ogun State. This was reported by Premium Times on 1st March 2019 and other platforms. “We have taken note of the threat by Governor Ibikunle Amosun but we want to assure him that his threats will not deter us from defending the interest of workers in Ogun State whose rights he has been trampling upon especially on the following issues: the non-remittance of statutory deductions from workers’ salaries for pensions, cooperative, ileya, Christmas, etc, over a period of one hundred and five (105) months; “The non-utilisation of the last tranche of the Paris Club refund for the payment of gratuity for both state and local government workers since 2013 despite signing a collective bargaining agreement with organised labour in Ogun State; “The refusal to pay workers at the Tai Solarin College of Education salary arrears that has accumulated for the past ten years and now grosses to a financial liability of about N9 billion; and to make matters worse, Governor Amosun sacked the Chairman of the Nigeria Labour Congress from his employment for standing firm in the defence of the rights of workers in Ogun State,” the Congress said. Wabba noted that the issues highlighted are too grievous to be swept under the carpet, hence, the decision of the 12th National Delegates Conference of

We had dared and won worse tyrants!” Furthermore, Wabba advised Mr. President to distance himself from characters such as Governor Amosun who has shown to be “unrepentantly arrogant, unnecessarily difficult, completely dishonest and totally unreliable, adding that on about four occasions, Governor Amosun promised to address the demands of the workers but failed to honour his promises. “Even the agreement he signed with workers to use the last tranche of the Paris Club Refund to clear arrears of indebtedness to workers, he is yet to fulfill,” Wabba said.
UTME: No going back on adoption of biometrics - JAMB The Joint Admissions and Matriculation Board, says it will not rescind its decision on the use of biometrics in the conduct of its Unified Tertiary Matriculation Examination. This is contained in the board’s weekly bulletin issued on Sunday in Lagos. According to the bulletin, the importance of biometrics in the conduct of the board’s examination cannot be overemphasised. It noted that the Biometrics Verification Machine was
introduced by the board in an attempt to get rid of the numerous forms of examination malpractice. It said the BVM was a security mechanism used for the authentication of candidates’ identity as it provided access to the individual data, based on physiological characteristics. “The core value of a biometric verification process lies in its ability to provide extra layers of security and protection against counterfeiting and impersonation.
“The increasing threat of identity fraud during the board’s UTME before the advent of the BVM necessitated its introduction for capturing biometrics of candidates to counter fraud. “The candidate’s 10 fingers are captured during registration and are used as clearance to admit them into the examination hall. “There are various types of biometric solutions but JAMB opted for fingerprint recognition, to eliminate all forms of infractions.
“Biometric security is surely a breakthrough for the board, because the fingerprints recognition technology provides a greater degree of security as it is impossible to steal, forget, lose or compromise data already captured. “Therefore, the adoption of biometrics in the conduct of our examination is here to stay,” the bulletin noted. It reassured candidates that their fingerprints would not be used for any purpose other than identification.

The African Export-Import Bank (Afreximbank) has announced the appointment of Abel Osuji as Director of its Internal Audit Department following the upgrade of that function into a full department. Until the appointment, Mr. Osuji had, since 2010, served as Senior Manager heading the internal audit function of the Bank which operated at the unit level. According to the Afreximbank’s Global Director, Communication and Marketing, Mr. Obi Emekekwue, Osuji joined Afreximbank from Masters Energy Ltd, Nigeria, where he was Assistant General Manager, Internal Audit, until 2010. Prior to that, he had served as Head, Investigation and Business Risk Monitoring Unit, at Intercontinental Bank (now Access Bank), Nigeria, between 2000 and 2010, and as Trainee (staff Accountant), Senior Accountant to Audit
Supervisor, at EY (formerly Ernst & Young) Nigeria, from 1994 to 2000. The new director received a Master of Science in Economics from Enugu State University of Technology, Nigeria, in 2005, and an MBA from University of Lagos in 2000. He also holds a Bachelor of Science in Accounting from the University of Port Harcourt, Nigeria, received in 1992. Osuji was elected Fellow of the Institute of Chartered Accountants of Nigeria in 2013 and holds a Certified Risk Analyst certification which he received from the International Academy of Business and Financial Management in 2013. He attended the Advanced High-Performance Leadership programme at IMD in Switzerland in 2018. In his new position, Osuji is responsible for leading the design and implementation of Afreximbank’s Internal Audit Services strategic direction and overseeing the management of change initiatives in monitoring and evaluation of risk controls in the Bank.

that extends to factual and true reports by activists, journalists, social media users and bloggers, thereby leaving a chilling effect on the rights to freedom of expression and information and media freedom and on citizens’ participation in the fight against corruption. “The abusive and repressive use of the vaguely worded provisions of the Cybercrime Act to stifle and muzzle perceived critics, journalists, bloggers and other media practitioners is an affront and it is dangerous to the rule of law and protection of the human rights of people. “Stories published online have been deemed ‘offensive’, ‘obstructive’, ‘insulting’ or ‘annoying’ with actionable consequence under section 24 of the Act even when the stories are true, correct and factual. Some stories published through traditional media outlets (print and electronic) that were never sanctioned by the government have been sanctioned by the same government upon being republished through online platforms.” No date has been fixed for the hearing of the suit.

The Nigerian Guild of Editors has condemned incidences of violence that characterised the just concluded Presidential and National Assembly elections in some parts of the country, leading to loss of lives and burning of several electoral materials. Accordingly, the Guild tasked
the Federal Government, security agencies, the Independent National Electoral Commission (INEC) and politicians to live above board and avoid every action that could lead to breakdown of law and order in future elections. Rising from its quarterly meeting of its standing committee in Lagos State over the weekend, the NGE stressed the need to address the lapses observed during the election.
In a 5-point communiqué issued at the end of the meeting, the Guild charged the Independent National Electoral Commission (INEC) to ensure a better exercise in future, particularly the coming governorship and State Assembly elections. The communiqué, which was jointly signed by the NGE President, Funke Egbemode, and the Secretary General, Victoria Ibanga, called on
politicians and security agencies not to intimidate the electorate during the gubernatorial elections but allow them to freely make their choices for democracy to thrive in Nigeria. The Communique read in part: :”There is a compelling and urgent need to take steps to address the lapses observed during the elections to ensure a better exercise in future, particularly the coming
Gubernatorial and State Assembly elections. “The Guild condemns the violence that characterised the elections in many parts of the country, which led to loss of lives and burning of several electoral materials. “Government, security agencies, INEC and politicians must live above board and avoid every action that could lead to a breakdown of

Court issues bench warrant against actress, Short News Monalisa Coker, over tax evasion Police in Ogun arrest 3-man ‘one chance’ robbery gang Peter Fowoyo, Lagos
For allegedly evading tax charge, a Lagos High Court, Igbosere has issued a bench warrant for the arrest of an actress, Monalisa Chinda Coker. Justice Adedayo Akintoye made the order on January 21, following an application by the Lagos State Ministry of Justice, alleging that Coker had repeatedly failed to honor a court summons. The application flowed from a twocount charge accusing Coker who is also a producer of a six-year failure to file annual tax returns and failure to pay income tax in respect of her company, Monalisa Code Productions. Monalisa Code Productions carries on its business from Lekki in Lagos. Prosecution counsel, Y. A. Pitan told Justice Akintoye that Coker had not appeared in court since 2017, when the charge was filed against her. “The defendant has been served with hearing notice. The proof of service is in the court’s file,” Pitan said, while making an application for the bench warrant. Justice Akintoye adjourned further proceedings till February 2. But on February 2, the court heard that the bench warrant had yet to be effected. It ordered that the warrant should continue and adjourned till April 1.
Count one of the charge, marked LD/5712c/2017, reads in part: “Failure to furnish and file annual tax returns for the purpose of personal income taxation with the Lagos State Internal Revenue Service (LIRS) contrary to Section 94(1) of the Personal Income Tax Act 2004 (as amended).” The particulars of the count
stated that Coker “of Monalisa Code Productions, being a taxable person in Nigeria and carrying on business at... Lekki... failed to furnish and file tax returns on your personal income for the years 2011 to 2016.” Count two reads: “Failure to pay income tax contrary to Section 56 of the Lagos State Revenue Administration Law of 2006.”
Buhari assures women, youths appointments in his new cabinet President Muhammadu Buhari has promised to give Nigerian women and youths more appointments in the next four years of his administration. Buhari acknowledged the significant role played by women and youths toward his re-election. The president said his administration would not disappoint them in the next four years of his administration. He gave the assurance on Sunday night while speaking at the All Progressives Congress (APC) Women and Youths Presidential Campaign team dinner to celebrate his re-election in Abuja. “I appreciate your coming here tonight, but we have to congratulate ourselves for succeeding, we indeed thank God for this success, “he said. The President however, promised
that only those with integrity and interest of Nigeria would be considered for appointments in the next cabinet. He said more fertilizers were being made available to Nigerian farmers at a lower rate. According to him, that resulted in the increase in agricultural production and reduction in food importation. Buhari also called on Nigerian youths to embrace agriculture to ensure more food sufficiency and food export. The President faulted the sixteenyear rule of the People’s Democratic Party (PDP) which he said, wasted the nation’s resources. According to him, the country witnessed rampant infrastructure decay in spite of the huge resources earned during the period.
Gamji, human rights commission hail INEC on credible poll Saka Bolaji, Minna Gamji Members’ Association (GAMA), one of the Independent National Electoral Commission (INEC) Accredited Domestic Observers and the National Human Rights Commission, have commended the electoral body for conducting a peaceful, free, fair and transparent Presidential and National Assembly election. Speaking with the media on the general conduct of the exercise in Minna, both bodies said although there were pockets of anomalies such as arrival of materials late to some polling units and the incidences of card reader malfunctioning amongst others, the exercise was general peaceful and the outcome credible. “After preliminary assessment of the Presidential and National Assembly elections that took place on Saturday, 23rd February 2019 across the country, GAMA wishes to commend the Independent National Electoral Commission (INEC) on the quality of its preparedness and conduct during the elections in most parts of the country,” Dr Abdullahi Bala Isa, National President/Coordinator 2019 Domestic Observation Team, Gamji Members Association said. Accordng to him, based on field reports from its domestic observers in 26 of the 36 States and Federal Capital Territory (FCT), the Association is satisfied with the conduct of the elections. “There was general improvement in terms of deployment of security personnel which might have accounted for the observed reduction in security breaches in areas observed across the country. The enabling environment
provided by INEC to both Domestic and International Observers is commendable. “On this note, we wish to commend the Independent National Electoral Commission (INEC) for the great improvement in its operations and hereby adjudge the Presidential and National Assembly Elections as being ‘free and fair’,” he noted. He appealed to candidates of all the political parties to accept the results in good faith, while also calling on INEC to note the lapses recorded in some areas during the Presidential and National Assembly elections with a view to addressing them before the Governorship and House of Assemblies elections scheduled for 9th March. In the same vein, the Niger state Coordinator of the Natural Human Rights Commission, Malam Nuhu Mohammed also commended INEC for rising above the challenges earlier noticed by ensuring a credible exercise. Malam Nuhu noted that the election was peaceful and orderly across the state where the team visited but pointed out that there were the challenges of Card Reader malfunctioning, adding that despite the anomaly those whose names were on the voters register, were able to vote. He said his team also observed that materials did not get to some polling units on time, while there was noticeable low presence of security personnel in some areas even as there were reported incidents of ballot snatching. He called on INEC to ensure early delivery of materials; facilitate early reporting to duty on Election Day by staff; ensure proper functioning of Card Readers and deployment of adequate number of security personnel to man polling units during the next election.
Joseph Inokotong, Abuja Men of Ogun State Police Command have arrested a 3-man ‘one chance’ robbery gang in Atan-Ota area of Ado-Odo Ota Local Government area of the State. The Suspects, Aisu Anago ‘m’ 30yrs, Muritala Alubarika ‘m’ 42yrs and Noah Joel ‘m’ 34yrs were arrested on February 28 at Atan motor park following a report from one Mrs. Taye Olotu who alerted policemen on patrol led by the DPO Atan-Ota Division, SP Abiodun Salau that she boarded a vehicle earlier in the month, going to Idiroko only for her to be robbed by the occupants of the vehicle at the middle of the road before they pushed her out of the said vehicle. She stated further that while she wanted to board vehicle again, she saw those who robbed her calling passengers into the same vehicle. A statement by the Police Public Relations Officer, DSP Abimbola Oyeyemi, for Commissioner of Police, Ogun State Command said based on her report, the patrol team quickly followed her to the motor park, where the three suspects were promptly arrested along with the vehicle. Search was conducted on them and a cutlass and a rope which they always use to tie their victims before dispossessing them of their properties were recovered. On interrogation, they made confessional statements that their mode of operation is for one of them to act as a driver of the car, while the two others will pretend to be passengers already in the car and they will sit in such a way that will see their victim been sandwiched in between them. Once they got to an isolated area, one of them will bring out the cutlass and the other one will use the rope to tie the hands of the victim to make it easy for them to search and dispossess such person of whatever valuables with him or her. They admitted been the gang that robbed the complainant earlier in the month, of the sum of N100, 000. Meanwhile, the Commissioner of Police Cp Ahmed Iliyasu has ordered the immediate transfer of the suspects to the Special AntiRobbery Squad for discreet investigation.

Lessons from the 2019 presidential poll

Nigeria’s presidential election has come and gone. Expectedly, a winner and losers emerged. However, the ultimate winners are all Nigerians and the nation’s democracy notwithstanding the political party that won. Political parties will someday pass away but Nigeria’s flag remains flying. In fact, everyone that participated in the exercise deserves encomium irrespective of outcomes. Hence, unsuccessful participators should civilly sheathe their swords, cheer their successful contenders and look forward to the future while winners show magnanimity in their victory. Interestingly, President Muhammadu Buhari on sportsmanship enjoined his supporters not to mock the losers, along with assurances that the new administration will strive to strengthen unity and inclusiveness so that no section or group will feel isolated. As the stage is set for Buhari’s ‘Next level’ packages having been reelected by the poll, let hostilities that largely manifested in the first term be eschewed. Numerous innocent lives were lost over unrestrained behaviours and rabble-rousing. Political killing in whatever guises which culminated to sending countless people to early graves is nauseatingly condemnable. Thus, politicians should opt for decorum in the interest of the nation. Let the political party that received the people’s mandate be allowed to run its government for the betterment of the citizenry. In any democracy, the majority will always have the way while the minority; their say. Essentially, let oppositions, this time be characterized by maturity and constructivism instead of pull-down syndromes. The Democrats and Republicans in the United
States are good examples. Remarkably, Hilary Clinton was defeated by Donald Trump amidst alleged irregularities, yet faces her private life; allowing Americans to freely and fairly assess the Republican’s administration. That’s patriotism personified. Furthermore, by the numerous challenges that confronted INEC particularly logistic problems that led to the postponement of the poll few hours to the schedule alongside infernos at some of its offices and other administrative issues, it is pertinent that the commission should prudently ponder on the advanced technology like other countries towards getting rid of such issues permanently. Amazingly, in the recent presidential election in Senegal; a country with just 6.6 million registered voters, Senegalese citizens including those in Diaspora voted from 49 countries by digital system. Meanwhile, Nigeria with over 84 million registered voters operates manual voting system. Obviously, migrating to full digital electoral system will defeat logistic and security issues alongside high financial burdens. INEC should work towards moving away from paper-and-ink elections to electronic system. For instance, banking industry has credibly set the pace that a customer in one branch enabled with Automated Teller Machine (ATM) cards can successfully do transactions in any other states and beyond without hitches, even via mobile devices. In similar vein, Card-readers and Permanent Voter’s Cards (PVC) could be upgraded, configured to work akin to ATM cards which will enable registered voters to simply go to any polling units with digitalized PVC; slot in, scroll the political
parties and exercise the franchise. With such mechanism, the issue of exclusions or conceiving that a particular group may vote in a certain direction will be overtaken by technology as electorates can use any preferred polling unit. It simply implies that one can search for his State, LGA and Ward from any provided electronic device irrespective of locations and vote freely since the system can locate the voters’ details from any point. Besides, the system will automatically transmit accreditation and voting records to the umpire’s central database against manipulations. However, such devices must be coded to operate quadrennially; ensuring that any office is voted only once in four years to circumvent ‘smart’ politicians participating in various states due to present distinct calendars resulting from judicial interventions in some states like Anambra, Ekiti, Osun, Ondo. Rationally, the budget on printing materials that always end up as wastes after election dates is excruciatingly painful when digital equipment can be permanently acquired to efficiently handle the task with a little budget and above all, eradicate abnormalities, violence and casualties. The bitter truth is; ballot box snatching may never cease especially for presidential election that holds concurrently in 119,973 polling units spread across thirty-six states of the federation alongside federal capital territory as it is easier said than done, to effectively police all the units with nation’s inadequate personnel. For those governorship elections that hold separately, adequate policing may be realistic. Essentially, migrating to digital system will help in protecting the umpire’s workforces and Ad-Hoc staff that always fall
preys at all hoodlums’ ambushes. Ditto on security personnel. Furthermore, the alarming number of mushroom political parties for presidential election that usually withdraw after wasting tax-payers money in printing lengthy ballot papers demands the umpire to necessarily review the requirements. Possibly, a precondition of political parties having at least a seat in the National Assembly or a state government may suffice for presidency whilst governorship; a LGA or a seat in the House of Assembly. Such review will bring decency against the ridiculous gimmicks of presenting candidate for a high position without capability to even win councillorship position in the ward. Government cannot justifiably continue to waste public funds on printing election materials for political parties and their candidates only for them to abscond after emerging candidates under the cloak of stepping down or adopting another party’s candidate. What a waste when pupils in public schools are in dire shortage of printed materials. Finally, the election affirmed that a rotational presidency innately promotes competence and objectivity whereby the entire populace restricts to elect a president from a particular region at a time. Zoning presidency across regions will produce the best choice unlike the usual pattern most people vote on tribal or religious angles. For example, the recent two major contenders’ same ethnic and religious background gave the campaigns a paradigm shift to scorecards with concentrations on their individual ideologies instead of ethnicity that more often than not determine poll outcomes, thus, largely a desideratum.
South-west’s fatal leap

As it became clear that former Vice President of Nigeria and Peoples Democratic Party (PDP) presidential candidate in the just-concluded election, Atiku Abubakar, was kissing the electoral canvass, Reno Omokri, the combative spokesman to ex-President Goodluck Jonathan, made a submission on the voting trend of the election, his thumbs gleefully held high for the South West of Nigeria. As I will submit presently, Omokri’s commendatory dissection of voters’ performance in the election was premature and a very peremptory reading of the calamitous political footpath the South West region trod in the said election. Omokri had said: “Yorubas proved again that they are the most sophisticated voters in Nigeria. … Notice how Yoruba voters gave their votes to PDP even though APC has a Yoruba VP. I doff my hat to the Yoruba nation…The voting pattern of the Yoruba in this election shows that merit is more important to them than ethnicity. Other regions have to learn from them. In terms of political maturity and tolerance, they are light years ahead of other regions,” he had said. As usual, Omokri had unflattering strictures for the All Progressives Congress (APC) Asiwaju Bola Ahmed Tinubu and ultimately, President Muhammadu Buhari. The election results showed that the PDP won in Oyo, erstwhile capital of the Western region, in Ondo, home of Awolowo’s successor to Yoruba leadership, Adekunle Ajasin, with APC managing a win by the whiskers in Lagos, Osun and winning only convincingly in Ekiti and Ogun State, the latter where Asiwaju Bola Tinubu and the APC establishment had been up in arms against the man who swung the votes for the party, Ibikunle Amosun. In fact, the total number of winning votes that the region gave the APC was scarcely higher than the votes Ebonyi State gave the party. Before venturing into the voting trend and its calamitous implications, it is very apposite here to begin with the attitude of voters in the said election. Of course, the people have not woken from their bewilderment at the huge number of electors credited to the northern part of Nigeria. It began right from the first national election in Nigeria, down to the 1959 elections. In the latter election, immortal Obafemi Awolowo, had introduced some glitz into campaign through penetrating the nooks and crannies of the North with an helicopter. By doing that, he literally forced Sir Ahmadu Bello, the Sardauna of Sokoto, to wake up from his political lethargy and campaign round the whole of the
region. He arrived one day with the whole of his face covered in soot and spitting out dust-sauced phlegm, vowing he would never forgive Awo for subjecting him to such stress. Right from then, the northern voting trend had always been in issue. This particular election was no exception. Kano and Katsina, for instance, had electors totaling about 3.5 million, while in the whole of Lagos, about a million turned out to vote. It was the same sorry tale in virtually all the South West states. If you went round many of the South West states during the election, the apathy, the I-don’t-care attitude that permeated the region was legendary. Apart from a benumbing, far between statistics of those who exercised their franchise, many of the youth, women and particularly the elite in the region, saw the day as a day of rest from the hustle and bustle of their various engagements. They sat back at home, watching the latest movies. On many streets, youth of voting age converted the tarred roads into football pitches and struggled to clone Ronaldo with the whole of their grits. Those who confronted them on why they declined to exercise their franchise were shell-shocked. What is our business with the election? Most of them thundered off-handedly. Conversely however, reports said that most of the electors in the north trooped out to vote as early as 6am. This is why the so-called South West elders and political parties in the region deserve huge sjambok on their buttocks. Apparently convinced that they would rig the elections, the leaders spent less time to educate the huge population in the region on the crucifix which abstaining from the polling booths symptomized. And they are at home with the vain braggadocio and self-adulation of being “the most sophisticated electors” in Nigeria. Absolute nonsense. The north is the sophisticated elector. Watch your neighbourhood; the malamselling petty groceries, your shoe shiner and the ones selling cucumber and water melon disappeared from view a few days before the election. They all travelled home to exercise their franchise. South West’s own voting majority sat at home, watching the latest African Magic offering on television. Yet they expected magic at the polls. And they cry blue murder that the North posted an unbelievably huge population of voters. The maisuya by the roadside has a transistor radio by his side, listening to VOA Hausa, Radio France and the BBC. He is well informed about what is happening, not only in Nigeria but all over the world – delivered in his native Hausa.
His sophistication is strengthened by a thirst to participate in the electoral exercise. And yet the West as a zone revels itself in the vacuous inanity of sophistication. Yoruba’s pseudo leaders were at peace with themselves, gallivanting in an old glory which the Awolowos bequeathed to the race. Their own bequeathals are the legacy of bullion vans parked by the frontage of their home and the self-peacocking boast that a state doesn’t have their kind of personal ill-gotten wealth. Yet, parodying Americans, we see the bucks but we can’t see the shop. I may be wrong but whoever has closeness with those parading themselves as South West leaders should warn them that there is, as the Yoruba say, danger in Longe’s farmland. Not only is the danger present in the dwindling epitome of their political relevance, it is also present in the withering place of the Yoruba people in the general construct. If there is anything that was glaring in that election, it is that the highly shouted relevance of Asiwaju and his alleged invincible electoral machine were totally absent from it like Baal, the god of the Siddonians. A new set of Turks seems to be commanding the heights of their people’s destiny. Kayode Fayemi shellacked PDP renegades in Ekiti without Tinubu’s interference. Perhaps the most outstanding was Ogun’s Amosun. Harangued on all fronts by the Acheullian impudence and arrogance of Adams Oshiomhole and Tinubu’s underground destructive machinery, Amosun not only posted an impressive win for himself, he single-handedly got Buhari victory in his state. Tinubu’s crew in Ogun – Vice President Yemi Osinbajo (who lost in his Lagos polling booth), Segun Osoba and even Dapo Abiodun who till now hasn’t told the world where his degree certificate is marooned, all couldn’t withstand Ibikunle’s apparent massive electoral machinery and sagacity. He talks less but wangles his political machine past his traducers with a comprehensive finish. What the presidential election result means for the West is that it cannot claim acquaintance with, nor wholeheartedly dance to the victory song of the presidential election. Perhaps the words attributed to Buhari on Friday where he was said to have asked his ministers where they would have been if he had lost the election, should have been directed at Tinubu and his band of impostors in the West. The so-called West’s son, Osinbajo, it is apparent, would be enjoying a presidency which his people contributed little or nothing to. Asiwaju’s usual gallivant to the Villa would be decidedly curtailed
by this apparent lackluster performance. Any arrant northerner can easily tell him to shut his traps if he waves an entitlement. If the region is given Minister of Toilet Matters, it has passable locus to complain and Buhari has the latitude to pick virtually all his team from Daura, Kano or even succumb to the temptation of going overboard to appoint as his minister one of those governors from Niger Republic present at his campaign. Asiwaju is the architect of this destructive political dissonance in the West today and should be held culpable for its dwindling lot. He sowed the seed of this discord right there in Ondo State in the 2016 gubernatorial election. Glaringly, he subverted all known norms of party politics by financing Olusola Oke under the banner of the Alliance for Democracy to vie for the election, basing this political faux pas on his tiff with Rotimi Akeredolu. He was abetted by the alagabagebe (hypocrisy) exponent, Rauf Aregbesola, who himself is the greatest alagabagebe today in Yoruba politics. The Osun alagabagebe donated one of his aides as Oke’s deputy. Asiwaju tried same in Ekiti and failed. With this, those who saw through this agabagebepolitics got lionized. They thus conversely attempted to give him a dose of his medicine in Osun. Now the Fulani and the North in general will show Asiwaju that he doesn’t know the colour of politics. By not seeking the resolution of West’s crisis from its teething stage, his rump has been exposed to the whole world. The disgraceful loss of the APC in the West and the neither-cold-norhot voting trends for the two big political parties at the presidential election will constitute the West’s nemesis. South East went through a single filing, which is great. Collaterally, the West will suffer from this. It cannot lay claim to the same juices of government appointments it held on to between 2015 and now. Lagos’ votes may well be symptomatic of the autumn of the Asiwaju’s political influence and political relevance. For Asiwaju’s APC to have purportedly defeated the PDP in Lagos with about 132,810 votes is a cry similar to that of the day of Armageddon. That is with alleged burning and stealing of ballot boxes in Igbo people-dominated places where the PDP was allegedly leading. The PDP claims that, rather than that result posted by INEC, the behemoths at the electoral commission actually connived with the vultures in APC to have 100,000 added to APC’s figures and 100,000 deducted from its.

Twice on Wednesday, President Muhammadu Buhari displayed an uncommon generosity of spirit. We had set forth at dawn, shortly before 5 a.m, to visit the presidential campaign office in Central Area of Abuja. The purpose was for the President to read his victory speech, having been pronounced winner of the February 23 election by Professor Mahmood Yakubu, Chairman of the Independent National Electoral Commission (INEC). This portion resonated loudly in the speech, and was widely applauded by the All Progressives Congress (APC) stalwarts in attendance: “I will like to make a special appeal to my supporters not to gloat or humiliate the opposition. Victory is enough reward for your efforts.” Holy Moses! Was the President telling his supporters not to stick out their tongues in derision, to mock those who had fought a bitter, if not acrimonious electoral war? Is all not fair in love and war again? Surely, the millions of Buhari supporters were raring to do the Dino Melaye stuff, open their eyes to the widest, and say ntorrrrr, or oooobiiii, to those who just lost the election. But the President said; no, please don’t do it. They are your brothers and sisters. So dissatisfied with the instruction was one of the President’s greatest online supporters, that she was ready to start a rebellion on Facebook. Jewel Ifunnaya is a dyed-in-the-wool Buharist. She loves the President to the marrows, and proclaims it from the rooftops anytime. But on Wednesday morning, she was almost embarking on civil disobedience. She kicked like a wild horse, querying why the President must tell her not to gloat, when she was ready to embark on a gloating party against the Atikulators (as the online supporters of Alhaji Atiku Abubakar, the greatest challenger in the presidential election, are called). By 2 p.m, he was at the International Conference Centre, in Abuja, to receive his Certificate of Return, from INEC. Hear the President in his speech again: “Now that the elections are over, and a winner declared, we must all see it as a victory for Nigeria, our dear country. That was why I encouraged my teeming supporters, in a speech I read earlier today, not to gloat. Our God-given victory is enough cause for joy, without deriding those who were in the opposition. All Nigerians, going forward, must stand in brotherhood, for a bright and fulfilling future.” Jumping Jehoshaphat! What generosity of spirit from the President. This was time to preen like the peacock, swagger like a man of war just returning from battle, hunch up your shoulders in pride, and tell the members of opposition to hug the nearest electricity transformer, if they were not happy. But President Buhari chose to play the true father. What an enduring lesson. I know one of his predecessors in office, who would never have done that. When that man was president, and he won re-election despite the fact that university lecturers had been on strike for many months, he came out after the polls to say he had broken the back of ASUU (Academic Staff Union of Universities) irredeemably. That same predecessor was publicly opposed to President Buhari running for a second term in office, and had engaged in a campaign of calumny both locally and internationally for more than a year, and if he had been the one who won at the polls, gloating would have been endless. But our political hero said: don’t gloat. This reminds me of a story I’d told in a piece I did in 2017, when President Buhari just came from medical vacation. Permit me to repeat the story, as it is quite germane. In 1998, when the country was groaning under the jackboot of Gen. Sani Abacha, I was deputy editor of National Concord, a newspaper owned by Bashorun Moshood Abiola, who Abacha held in military gulag for five years. Abiola’s offence was that he sought the actualization of a mandate freely given to him by 14
million Nigerians to be president in an election held on June 12, 1993. Gen Ibrahim Babangida, then military dictator, had annulled the result without explanation. One bright June afternoon, news wafted out that Abacha was dead. It turned out to be true. Every newspaper house was buzzing with activities, seeking to be the one to report the news with best perspectives the following day. My editor, Dele Alake (later, Commissioner for Information and Strategy in Lagos for eight years) was away, and the lot fell on me to edit the newspaper. I relocated from my office upstairs, to the compugraphy room on the ground floor, where I could treat the stories faster. It was not yet the era of computer then. Dr Doyin Abiola was Managing Director/Editor-inChief of Concord Press. She was wife to the detained president-elect. On her way home about 7 p.m, she stopped over in the compugraphy room to see me. And what did she say? “Editor, please in your treatment of the story, don’t gloat!” If anyone would gloat that Gen Abacha was dead, should it not be an Abiola? But my boss said: “Don’t gloat!. And I learnt an eternal lesson about generosity of spirit towards even those who have treated you spitefully and disdainfully. Never gloat if anything untoward happens to them, or you come into a better station in life than them. See how the principalities and powers of Nigeria had arrayed themselves against President Buhari. Some former military rulers and leaders turned themselves into an evil confederacy, acting as if they owned Nigeria. They had always determined who aspired to certain offices in the country, and who should not. They had held the country by the jugular for ages, almost asphyxiating her. But this time, they met their match. The President looked at them straight in the face when they told him not to seek a second term, and told them to pick one: get lost, or go to hell. They chose not to pick any, but rather turned themselves into an opposition force. Formidable they were, but not with a man that had the true army behind him. The ordinary people. So, last Saturday, President Buhari and his peculiar army gave the opposition a bloody nose. The retired generals were not alone. They recruited pliant members of the international community, who had their eyes on a slice of the Nigerian economy, which Atiku had vowed to run along Western principles. Thank God for China, which charted a separate course, saying Nigeria should be left alone to resolve her internal matters without interference. Also with Atiku were many questionable characters, who had questions to answer on what they did to the public treasury, when they had access to it. Nigeria would simply have been done for, if they had regained the levers of power again. The ordinary people fought valiantly behind Buhari. And the impending army of occupation was worsted. Given a drubbing. Yet, no gloating? Very noble. On Wednesday last week, during the Federal Executive Council (FEC) meeting, the President had told members about millions of dollars seized by security agencies at the various entry points into the country: air, land, sea, all towards compromising and manipulating the election. They wanted to buy each and every electorate, and possibly the electoral officers. But the plans were thwarted. The President also told of a more sinister stratagem they had, which I’ll rather keep close to my chest for now. Desperate people. All due to lust for power. Bashorun Abiola used to say you don’t urinate inside a well you would later fetch drinking water from. These ones not only urinated, they also did the ‘big job’ inside the well. But God proved greater. Yet, don’t gloat? Strange and curious. Human dictum is ‘an eye for an eye.’ You don’t brook principalities and powers. Rather, you take the battle to them, and cast them out into the dry desert places. But President Buhari now says an eye for an eye makes the whole world go blind. They don’t seem to make them like this older and less ruthless Buhari anymore. We continue to learn. Sai Baba!
Our POSITION Polls: Expectations as Election Petition Tribunals go to work As the 2019 General Election winds down this weekend, no doubt attention will shift to the Election Petitions tribunals as candidates who feel cheated will besiege the tribunals seeking redress. Recall that the judiciary had in January, about a month before the Presidential and National Assembly elections were held on Saturday, February 23, 2019, swornin members of the Presidential Election Petition Tribunal and National Assembly Election Tribunal. Equally inaugurated by the Acting Chief Justice of Nigeria (CJN), Justice Tanko Muhammad, was the State Governorship and House of Assembly Election Petitions Tribunals for the states where election is scheduled to hold on March 9, 2019. These were done in clear compliance with the Constitution of Federal Republic of Nigeria, 1999 (Fourth Alteration, No. 21) Act, 2017. The sole function of the tribunals is to receive and determine petitions from aggrieved candidates and political parties that are dissatisfied with the activities of the elections umpire, Independent National Electoral Commission (INEC), its results, processes and procedures. So, as the Governorship and State Houses of Assembly elections draw to a close this Saturday, March 9 rounding off the 2019 general election, public attention will move to the tribunals. The public expect members of the various tribunals to exhibit the highest sense of responsibility and to do justice to all manners of petitions brought before them. Again, the public expects the tribunals to hear the petitions and determine them in accordance with the extant laws in the constitution of Federal Republic of Nigeria, 1999 (Fourth Alteration, No. 21) Act, 2017. Specifically, it provides that where a preliminary objection or any other interlocutory issue touching on the jurisdiction of the tribunal or court in any pre-election matter or on the competence of the petition itself is raised by a party, the tribunal or court shall suspend its ruling and deliver it at the stage of final judgment”. A court in every pre-election matter shall deliver its judgment in writing within 180 days from the date of filing of the suit. An appeal from a decision in a preelection matter shall be filed within 14 days from the date of delivery of the judgment appealed against. An appeal from a decision of a court in
a pre-election matter shall be heard and disposed of within 60 days from the date of filing of the appeal. Therefore, what is expected of the members of tribunals in the face of the violence and breaches of the Electoral Act that trailed the February 23 election and perhaps that which may trail the March 9 polls is justice and fairness. More than the members of the tribunals have ever exhibited at their various Courts, the public expect them to be above board as they take on the job. They must stick to the rules, ensure diligent adjudication and resist being manipulated or influenced by external forces. Above all, the public look up to them to deliver justice at the end of the day. We acknowledged that members of these tribunals have a very difficult task ahead, therefore, we plead with other courts that do not have jurisdiction on post-election matters, not to compound the tribunals’ job or ridicule the Judiciary. For instance, it is indeed, ridiculous that three days after election result were announced, a Court fell to the desperation of a politicians by granting ex-parte order stopping INEC from issuing Certificate of Return to a winner of senatorial seat, when tribunals are empanelled to handle such election matters.

Gubernatorial Candidates of all the political parties for the 2019 general elections in Rivers State have uncovered plans by the All Progressives Congress (APC) to sabotage the governorship and State Houses of Assembly elections scheduled for next Saturday March 9 across the country. They alleged that the Independent National Electoral Commission (INEC) have been comprised by the ruling All Progressives Congress (APC) to miss one party logo on the ballot papers to ignite a legal tussle that could lead to the cancellation of the elections. Spokesman of the gubernatorial candidates in the state, Pastor Samuel Ihunwo of the Independent Democrats Party (ID), in a press briefing in Port Harcourt last Friday added that where that fails, the Nigeria Army would be used to disrupt, disorganize and scuttle the distribution of election materials from the State Registration Area Centres to the various wards
and units across the entire State. In a statement distributed at the briefing, the Spokesman alleged, “While the people of Rivers State are yet to recover from the pains and trauma of awful violence and bloodletting that characterized last week’s general elections, we have intercepted yet another heinous plan to DELIBERATLY SABOTAGE the March 9th, 2019 Governorship and House of Assembly elections in Rivers State in order to advance the partisan interest of the All Progressives Congress (APC), a party that is not on the ballot for the said elections. “According to credible intelligence, the APC has successfully compromised the Independent National Electoral Commission (INEC) TO EXCLUDE THE NAME AND LOGO of one of the political parties from the ballot papers for the Governorship and State House of Assembly elections in Rivers State.” He went on to say that the supposedly excluded political party would proceed to the Governorship Election Petition Tribunal to inevitably nullify the outcomes of the March 9th Governorship and House of Assembly elections
in Rivers State. “Equally worrisome is the report that where INEC fails to effect the exclusion of the designated political party from the ballot papers by Wednesday 6th March 2019, the alternative plan is to resort again to the use of the army to disrupt, disorganize and scuttle the distribution of election materials from the State Registration Area Centres to the various wards and units across the entire State,” adding that, “in the event that the elections manages to hold, the plan also includes using operatives of the Department of State Security (DSS) and the Economic and Financial Crimes Commission (EFCC) to harass and force electoral and collation officers to cooperate and comply with the rigging template and directives of the APC. “Of course, the partisan involvement and subversive activities of the army, especially the General Officer Commanding the 6 Division of the Nigeria Army, Major General Jamil Sarham and his unpatriotic band of soldiers in last week’s Saturday’s Presidential and National Assembly elections are well known to the entire world.

MD docked for N58m capital market fraud Joseph Inokotong, Abuja The Managing Director of Brentonwoods Limited, Mr. Samuel Adebanjo and his company have been charged before Honourable Justice M.S. Hassan of the Federal High Court 12, Ikoyi Lagos on a two count charge of fraud relating to illegal sale of shares of a client. When the case came up for hearing, Adebanjo pleaded not guilty to the charge and the court adjourned the matter to March 19, 2019 while the defendant is to be remanded in prison custody till the next adjourned date. According to the charges, Brentonwoods Limited and Samuel Adebanjo are alleged to have conspired within themselves to commit a felony to wit: defraud by selling and convert to their own personal use the proceeds of 537,872 Units of Nigeria Breweries Plc shares and 21,260 Units of Guinness Nigeria Plc shares all valued at N58,461,391.49 belonging to the family of Akin Olugbade. And therefore committed an offence
contrary to Section 516 of the Criminal Code Act, laws of the Federation of Nigeria 2004 and punishable under the same Section. A statement from the Securities and Exchange Commission (SEC), Abuja said the offence is alleged to have been committed between 2004 and 2014 in Lagos. Recall that the Acting Director General of the Securities and Exchange Commission, SEC, Ms Mary Uduk had severally assured investors that the Commission will not hesitate to invoke the full weight of the law on any capital market operator that is involved in fraudulent activities. Uduk therefore urged investors to take advantage of the various initiatives put in place by the Commission to ensure that proceeds from sale of shares goes directly into the investors accounts to avoid mismanagement by Operators. According to her, “We are doing a lot to boost investors confidence and ensure their funds are not mismanaged. We have a number of initiatives that we have put in place to boost investors’ confidence.

Senate to investigate INEC over postponement of elections Ninth Assembly ‘ll be vibrant, - Sen Gaya
Mathew Dadiya, Abuja The Senate has said that it would investigate the Independent National Electoral Commission (INEC) for shifting the general elections earlier slated for February 16 and March 2, which was changed to February 23 and March 9, 2019. Speaking to State House correspondents at the Presidential Villa Abuja, the Chairman, Senate Committee on Works, Senator Kabiru Gaya said that the commission had no reason to have postponed the elections because all that they required to conduct a credible exercise was provided to them. Gaya said that the senate would commence the investigation of the electoral umpire upon its return from recess after the governorship election. Speaking on his assessment of the performance of the electoral umpire at the just concluded Presidential and National Assembly elections, he said: “I was happy at the day one when they shifted the elections and I said still after shifting the election we will call them and we will investigate the INEC for shifting the election because it caused a poor turnout. “We will find out the reason - if it is funding, we gave them enough funding, if it was issue of security, the security agencies were ready. So why should INEC shift the elections? We are going to investigate that when we come back after the governorship election. But sadly, generally they did what they could do, I could say, it’s a pass mark.”
On the kind of senate that will be expected in the Ninth Assembly, Senator Gaya said, Nigerians should expect a humble senate, a vibrant senate and a senate that will work with Mr. President for the good of the country. He said, “We will give President Buhari all the cooperation that is needed so that we can have a smooth ride, a smooth process, a smooth passage of the budget, a smooth oversight and a relation between the executive and the legislature. We hope by God’s grace we will give him that support. “We thank almighty Allah for given us the life, the strength and the ability to President Muhammadu Buhari the opportunity to contest for a second term and to win the election with a very wide margin. “I remember when I was inspecting one of the roads in Nigeria here, at that time, President Buhari was abroad, I said President Buhari will, insha Allah, commission that road in his first term and also in second term, he will do the second part of the road. People doubted me, but thank God, God has done it - President Buhari has ran for election and he has won the election.” The senator said that he was not surprise that President Buhari won the February 23 presidential poll because he has done so much for the country. Citing some of the achievements that contributed to the president’s victory for a second term, Gaya said, the drastic drop in the importation of rice from 100 percent to five percent, roads and railway projects.
“I am the Chairman, Senate Committee on Works, so I know that the budget for the 2014 before President Buhari came in was N22 billion. But when Buhari came into office the budget moved up to N220 billion and you can see now the budget is between N300 billion to N400 billion in 2019. Therefore, the roads that were neglected for nineteen years are now motorable. Also, agricultural, the importation of rice has dropped from 100 percent to only five percent,” he added. He expressed happiness for President Buhari’s victory saying that the election was peaceful and Kano State “has delivered even though the turnout was very low.” “I believe most of the problem was that INEC shifted the elections and people thought that the election would shift again and they couldn’t come out to vote. We had just about 30-40 percent turnout all over the country. “But be that, Kano has delivered, we had the highest number of votes and I think we could say that we are part of the determining factors for President Muhammadu Buhari reelection because he has really done so much for us - the dualisation of Kano-Abuja road and the railway project and so on. “We are very happy that President Buhari has done that and we believe we will do better. We from the National Assembly, I assure you, I am coming in as a senator for the fourth term - 16 years I am one of the few ranking senators in the senate and I thank God for being in the senate,” the forth term senator -elect added.

NCAT Tampico incident: AIB confirms engine failure Chukwuemeke Iwelunmo, Lagos The Accident Investigation Bureau (AIB) says it has been informed of the incident involving one of the training aircraft belonging to the Nigeria College of Aviation Technology (NCAT), Zaria which occurred last Friday. The pilot of the Tampico B9 according to the college successfully made a forced-landing about 7nautical miles north-west of Kaduna airport with both
occupants unhurt. The Nigerian College of Aviation Technology Zaria, and in a statement issued after the crash read “The Nigerian College of Aviation Technology Zaria, regrettably announces an accident, involving one of its TB-9 aircraft yesterday afternoon. The pilot made a successful forced-landing about 7nm north-west of Kaduna airport. Both occupants were unhurt & have since returned to Base. The Accident Investigation Bureau (AIB) has been notified, in line with standard practice”.
The AIB in a statement signed by its spokesperson Mr. Tunji Oketunbi, said the aircraft was on a Test Flight being conducted by a Pilot and an Engineer but had to force land at 14:40 as a result of an engine failure. There was no fatality after the forced landing. “On 1st March, 2019 AIB was notified of an accident of a Tampico (TB9) aircraft with Nationality and Registration marks 5N-CBP at Rumi forest, Sabon Birni, Birnin Gwari LGA, Kaduna State”.
Okorocha’s suspension well deserved - Imo APC chieftains Some chieftains of the All Progressives Congress (APC) in Imo State have described Governor Rochas Okorocha’s suspension by the party’s National Working Committee (NWC) as well deserved. Speaking with the News Agency of Nigeria (NAN) on the development on Saturday, a party chieftain, Dr Jude Agu, said Okorocha had been engaged in anti-party activities in his pursuit to making his son in-law succeed him as governor. Agu said Okorocha would have been suspended long ago to check his bad influence in the party. He said the NWC of the APC should equally suspend Okorocha’s allies in the party whom he said were also involved in anti-party activities. The News Agency of Nigeria (NAN) reports that the NWC on Friday suspended Okorocha for anti-party activities. But Okorocha in his reaction to the suspension through his Chief Press Secretary, Mr. Sam Onwuemeodo, said some APC leaders were after him over 2023 politics.

Buhari’s aide accuses A’Ibom REC of partiality during NASS poll Isaac Job, Uyo The Senior Special Assistant to the President on National Assembly matters, Senator Ita Enang has accused the Residents Electoral Commissioner (REC) for Akwa Ibom State, Mr. Mike Igini of compromising with the Peoples Democratic Party (PDP) in the state to manipulate the outcome of the National Assembly election. Addressing a press conference in Uyo weekend, Senator Enang alleged that the election results did not reflect the true position of the people. “I have in the cost of this campaign tried to personally avoid castigating the Independent National Electoral Commission, I have align myself with all the campaigns that we as a party made against the Resident Electoral Commissioner and I had thought that in the cost of the election that he would display what I thought I knew about him in terms of integrity, but the last elections of February 23 is the lowest low that I could credit to Resident Electoral Commissioner in Akwa Ibom State, I hailed him better than that, but it has been very disappointing that he descended into the arena of the election and appeared as if he was and indeed a player on the pitch and not a referee or umpire”. NNPC says Buhari second coming good for refineries

state, Hon Justice Peter Umeadi, who retired voluntarily. Swearing-in the Acting Judge at the Exco Chamber, Government House Awka, on Friday, Governor Obiano said the appointment would further re-position the state judiciary to effectively address the problem of delayed dispensation of justice. The Governor assured her of his administrative support to enable her deliver on her new
mandate. He further presented her with logistics vis-a-vis her status vehicle and other two escorts. The Attorney General of the State, Dr. (Mrs.) Uju Nworgu, emphasised that the 1999 Constitution under Section 2714 empowers the state Governor to appoint and swear-in an Acting Chief Judge when there is vacancy. Mrs. Nworgu noted that the
new Acting Chief Judge was the most senior among the Judges of the state High Court. Nworgu observed that the new Acting Judge had gained wealth of knowledge and judicial experience to transform the state judiciary. The newly sworn-in Acting Judge, Justice Ijem Onwuamaegbu promised to promote the welfare of judiciary and ensure proper administration of justice.

Senator representing Anambra Central senatorial district and All Progressive Grand Alliance (APGA) candidate in last Saturday’s Senatorial election, Senator Victor Umeh, has called for the cancellation of Anambra Central Senatorial election, saying that the process was not free, fair, credible and transparent. Senator Umeh made the call during a press briefing at his country home, Aguluzoigbo. Senator Umeh highlighted INEC’s inability to announce Idemili North result as evidence, maintaining that INEC lost control of the exercise. He added that the election which recorded so many malpractices, violence, malfunctioning of some INEC sensitive materials such as the card reader cannot be accepted as it goes against the rules stipulated by INEC to guide the process. He advised INEC to be bold enough to stand against such injustice by cancelling the polling units across the entire zone which their result did not reconcile as the number of accredited voters must tally with number of votes cast. He, however, asked all his supporters across the zone to remain calm as they wait for the resolution by INEC.

Obiano will complete ongoing projects before end of tenure – Ogbuekwe The Governor Obiano-led administration will complete all ongoing projects across the state before the end of its tenure in 2022. cent completion and Ekwulobia General Hospital at 75 per cent completion.’’ The health commissioner stressed that Gov. He also said that government has been able to install diagnostic equipment that would make COOUTH to be world class teaching hospital. However, Akabuike said that Gov. Obiano good policies have attracted people that partnered with the state government. ``We have the Challenge Initiatives, it is actually from UK, and they are partnering with Anambra Government on birth-Control. Furthermore, Dr. Akabuike said: ``Our ministry was able to send health workers to the flood-ravaged areas and within that period, we recorded 27 deliveries and treated no fewer than 1,500 patients’’. “The next problem we faced was the fire incident that occurred at the Enugwu-
Ukwu General Hospital that engulfed the mortuary at which about 90 corpses got burnt. ``But we were able to deploy forensic pathologies to identify the corpses; about 50 of such dead bodies were identified. ``Then we sent other bodies for DNA testing, so as to be able to identify them. ``Usually we had what we call implementing partners, we get them mainly in the primary healthcare, and they assist with immunisation like European Union (EU). ``We also have support from Save One Million Life in a schedule between the World Bank and the Federal Government. ``World Health Organisation (WHO) also helped us with data collection and processing in the state”. Akabuike said that Anambra State took first position in a routine immunisation exercise that is counting the number of people that were immunised.

FAAN to reduce traffic at Lagos airport Chukwuemeke Iwelunmo In a bid to reduce the congestion at the Murtala Muhammed International Airport (MMIA), Lagos, the Federal Airports Authority of Nigeria (FAAN) is encouraging air travellers and airlines to divert some of their traffic to airports outside Lagos especially the newly constructed terminals. Mrs Henrietta Yakubu, the General Manager, Corporate Affairs stated this at the weekend at the agency’s headquarters at the Murtala Muhammed Airport (MMA), Lagos in an interview with aviation journalists. The general manager also said that the diversion of traffic from Lagos would help in putting the newly commissioned terminals in Port Harcourt International Airport (PHIA), Omegwa and the Nnamdi Azikiwe International Airport (NAIA), Abuja to maximum use. To this end, Turkish Airlines and Emirates have indicated their readiness to commence scheduled flight operations from PHIA and NAIA, respectively from June, while Air Peace would also begin a direct flight to Dubai from PHIA as from April this year. Yakubu explained that it was necessary to divert traffic from Lagos to other airports within the country, but noted that Lagos would remain the hub of airports in Nigeria. She explained that rather than the entire airlines focused their attention on Lagos Airport, they could also make use of the state-of-the-art facilities in other aerodromes across the country, stressing that FAAN was determined to improve flying experience of air travellers within Nigeria. According to her, Turkish Airlines would commence direct flight from its base to PHIA from June 25, while Emirates would increase its four weekly flights to daily to Dubai Airport from NAIA from June 1. Already, she hinted that Cronos Air operates three weekly frequencies; Mondays, Fridays and Saturdays from PHIA, while Lufthansa Airlines flies four times weekly; Mondays, Wednesdays, Saturdays and Sundays from the same airport. Also, Air France operates five weekly flights; Mondays, Tuesdays, Wednesday, Fridays and Sundays, stressing that the Turkish flights would be operated four times weekly on Tuesdays, Wednesdays, Fridays and Sundays, starting from June 25, 2019, from the same airport. Apart from the foreign airlines, she emphasised that Air Peace would also commence direct flight operations to Accra from Abuja, while scheduled flights between Port Harcourt and Dubai operations of the airline would commence in April this year. Besides, Yakubu explained that Air Cote d’Ivoire would commence direct flight from Abuja to its base in Abidjan soon. She said: “Turkish Air and Emirates would soon commence direct flight to their bases from the new Port Harcourt International Airport terminal. We want to appeal to members of the public that they don’t have to come from Port Harcourt or any part of the Eastern state to fly out of the country. “They can easily go to Port Harcourt to fly. Also, as you know, Abuja Airport new terminal has opened and Emirates would be starting from the terminal from June. We are expecting all the international airlines to start operating also from Abuja Airport. “We want to encourage our passengers that they don’t all have to come to Lagos even though we know Lagos is the commercial nerve centre of the country and the airport is the hub, but passengers can travel from Abuja and Port Harcourt airports to connect to their destinations so that we can decongest Lagos airport. Turkish will soon commence a direct flight from Port Harcourt to Turkey, while Emirates will also do so to Dubai.” It would be recalled that the newly commissioned Abuja Airport has an annual capacity of 15 million passengers, while Port Harcourt has an annual capacity of five million passengers. She further informed that Kano Airport with another five million annual capacity would come on stream in the next two months, adding that the new terminal at Lagos airport would also be commissioned “soon.” “Lagos airport did not take off early because of the issue of citing of the new terminal. Where we have it now, is not the original site, it has come up with a lot of issues – connectivity to the airside and the runway and others, but we are assuring our passengers that once Kano is commissioned, the next airport would be Lagos”, she added.

Nigeria’s external trade hike by 39% to N22.6trn in 2018 – NBS Temitope Adebayo The National Bureau of Statistics (NBS) said the country recorded a total trade value of N32.26 trillion year-on-year in 2018, representing 39.3 per cent, while compared with N23.16 trillion declared for the corresponding period in 2017. The NBS disclosed this in its Foreign Trade in Goods Statistics for the Fourth Quarter of 2018 posted on its website. The bureau said the volume of total merchandise trade in 2018 was the highest recorded since 2014, nearly double prerecession levels. It said during the fourth quarter of 2018, total merchandise trade stood at N8.60 trillion compared to its value of N9.06 trillion recorded in the third quarter of the year.
It said the total export component of the trade recorded at N5.02 trillion, represented an increase of 3.5 per cent over the third quarter of 2018 and 28.5 per cent over the fourth quarter of 2017. Meanwhile, the bureau said the import component stood at N3.58 trillion in fourth quarters 2018. The figure showed a drop of N631.6 billion or 15.0 per cent compared to the third quarter, 2018 but an increase of 69.6 per cent when compared with the corresponding quarter in 2017. However, it said the increase in export value and a decrease in import value (relative to third quarter 2018) resulted in a favourable trade balance of N1441 billion, or 125.5 per cent over the preceding quarter. According to the report, crude oil export has been the mainstay of the economy;
it accounted for the largest share of total exports (84.2 per cent) in the fourth quarter of 2018 at N4.228 billion. Non-oil products accounted for 4.6 per cent of total exports while other oil products accounted for 11.2 per cent of total exports in the quarter under review. The report said that the value of crude oil exports in the fourth quarter, 2018 was 1.98 per cent higher than in the third quarter of 2018 and 29.95 per cent higher than in fourth quarter of 2017. It said the value of other oil products exports increased by 3.5 per cent in the fourth quarter of 2018 when compared with the third quarter of 2018 and 15.99 per cent compared to the fourth quarter of 2017. Also, the value of manufactured goods exports rose by 14.97 per cent in the fourth quarter of 2018 when compared with
the value recorded in third quarter 2018 but decreased 36.6 per cent against the corresponding quarter in 2017. It, however, said that the exports of energy goods increased in value by 6.1 per cent in the fourth quarter 2018 compared to third quarter 2018 and by 12.7 per cent when compared with the fourth quarter of 2017. Meanwhile, the bureau said the value of total exports in fourth quarter 2018 increased by 3.52 per cent against the level recorded in third quarter 2018 and 28.46 per cent higher than its value in fourth quarter 2017. India, Spain, France, South Africa and the Netherlands were the country’s major export trading partners in the quarter under review while China, US, Netherlands, India and Belgium were the major import trading partners.
How banks borrowing from CBN rose to N3.33trn in February Motolani Oseni Commercial banks borrowing from the Central Bank of Nigeria (CBN) through the Standing Lender Facility (SLF) increased in February to N3.33 trillion, higher than N3.23 trillion accessed in January, data obtained from the apex bank official website has revealed. Generally, SLF is a central bank’s monetary policy instrument which can control market liquidity. It was created mainly for bank system’s need to ease short-term liquidity tight.
An applicable rate for SLF is 16 per cent in the review period and the rates are anchored on the Monetary Policy Rate (MPR), which remained at 14 per cent. Although, the figure from the CBN website did not state the commercial banks involved there are strong indications that the funds are accessed mostly by weak Tier-2 and Tier-3 banks operating in the country. But further checks showed that weaker banks repeatedly accessed the SLF to square-up their liquidity positions for a certain period. The Head, Investment Research &
Business Development, PanAfrican Capital Holdings Limited, Mr. Moses Ojo said liquidity challenge remained a bottleneck to commercial banks. He maintained that high NonPerforming Loans (NPL) in the banking sector also contribute to commercial banks borrowing from the apex bank. He maintained that commercial banks NPL has increased this year, stressing that the impact is affecting commercial banks liquidity position. The CBN had divulged plans to introduce new capital rules for the banking sector in the second quarter
of the year. The apex bank stated that the new requirements will have stricter definitions of capital and will introduce capital conservation and countercyclical buffers, in line with the Basel III global accords. According to Ojo, banks financing Oil & Gas and manufacturing sectors have an impact on them borrowing from CBN early in the year. “The drop in NPL last year was not significant. The decline in NPL as a report by the National Bureau of Statistics (NBS) has no significant impact on liquidity position of commercial banks”, he added.

The naira exchanges at N362 to the dollar at the parallel market and N358 to a dollar at the Bureaux De Change (BDC) while the local currency exchanges at N306 to a dollar at the official rate. The ABCON boss also said such lower exchange rate will improve the transaction volume for BDCs by
enabling operators to buy and sell more dollars from their available cash flow. He said a lower exchange rate against the greenback will stabilize the local currency, raise investors’ confidence, improve Diaspora remittance flow and entrench fiscal discipline. Continuing, he said a stronger Naira will raise Internally Generated Revenue, help in the implementation of the restriction of foreign exchange access to 42 items that can be produced locally and improve BDCs capabilities to thrive. Gwadabe, therefore, advised the Federal Government to constitute new economic management team and review government’s performance in the last four years, adding that such review will give room for better performance in the second term of this administration which commences on May 29, 2019. Gwadabe said the economy is not performing to
expectations, andthe government is expected to restrategise and review its performance in the last four years and develop a concrete actionable strategy for better performance. The All Progressive Congress (APC) candidate, Muhammadu Buhari, emerged the winner of the 2019 presidential election in Nigeria. The incumbent president, who defeated 73 other candidates, scored a total of 15,191,847 votes across 19 states. Gwadabe said that if government waits till May 29 before setting up a think-tank economic team with functional experience on the economy, security, agriculture and human resource development, it would have wasted tangible time needed for smooth take-off. He said the committee members should have deep knowledge of the economy, and be ready to access information on how these sectors have worked effectively in other countries in order to deploy a
related strategy in the interest of the local economy. Gwadabe said that by now, the government should know where the complaints over its performance in the last four years came from and give priority to tackling unemployment, fixing road infrastructure, creating better investment opportunities for the people and companies as well as strengthening the financial sector, of which BDCs are key players. The ABCON boss said: “It is only when the economy is buoyant, that they people will be able to save, and that provide enough liquidity for banks to lend and fuel the economy. The other sub-sectors including the bureaux de change sector will equally be positively impacted y a thriving economy.” Gwadabe, however, advised the Federal Government to be more cautious at borrowing, ensuring that borrowed funds are channeled to projects that will be able to repay the loans.
Nigeria import value declines by 14.99% in Q4 2018 - NBS Joy Obakeye The National Bureau of Statistic, NBS, has released a recent data showing Nigeria’s foreign trade import value to have declined by 14.99 per cent in the fourth quarter of (Q4) 2018 compared to Q3 2018. According to the official statisticsproducing and reporting agency, the 2018 value rose by 69.6 per cent over the corresponding quarter of 2017; with imported Agricultural products, valued at N5.0 billion,
or 2.23 per cent less than in Q3 2018, and N8.7 billion or 3.8 per cent lower than Q4, 2017. “The value of total imports fell 14.99 per cent in Q4 2018 compared to Q3 2018, but rose 69.6 per cent over the corresponding quarter of 2017. - Imported Agricultural products was valued at N5.0 billion, or 2.23 per cent less than in Q3 2018, and N8.7 billion or 3.8 per cent lower than Q4, 2017. “The value of Raw material imports grew 9.5 per cent more than the value recorded in Q3, 2018 and 10.8 per cent more than the value recorded in Q4 2017. The value of Solid minerals imports was
5.26 per cent lower than the value of imports in Q3, 2018 but 15.25 per cent higher than the value recorded in Q4 2017”. In the manufacturing sector, the value did slightly well with the value of imported Manufactured goods decreased by 23.5 per cent against the value recorded in Q3, 2018 but rose by 82.2 per cent against its value in Q4, 2017. The report also gave statistics of total value export in Q4 2018, which increased by 3.52 per cent against the level recorded in Q3, 2018. “The value of total exports in Q4, 2018 increased by 3.52 per cent against the level
recorded in Q3, 2018 and 28.46 per cent higher than its value in Q4, 2017. The value of Agricultural exports rose by 115.1 per cent in Q4 2018 compared to Q3, 2018, and 696.8 per cent compared to Q4 2017”. “The value of Raw material goods exports in Q4, 2018 was 26.7 per cent higher than the value in Q3 and 7.7 per cent higher than the value recorded in Q4 2017. The value of Manufactured goods exports rose by 14.97 per cent in Q4 2018 when compared with the value recorded in Q3 2018 but decreased by 36.6 per cent against the corresponding quarter in 2017.
NIMASA advocates greater role for African women in maritime Temitope Adebayo In line with the global focus on enhancing the role of women in the maritime and shipping sector, the Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside, has announced the Agency’s readiness to support initiatives aimed at getting more African women involved in the industry. Dakuku disclosed this when the president
of Women’s International Shipping and Trading Association (WISTA), Ghana, Jemilat Mahamah, paid him a courtesy visit at the NIMASA headquarters in Lagos. He pledged that NIMASA will sponsor a high-powered delegation to the 6th WISTA Africa Region Conference holding in Accra from April 2 to 4. According to him, the theme of the conference, “The role of women in harnessing the potential of Africa’s blue economy,” coincides with the focus of the International Maritime Organization (IMO) this
year, which is, “Empowering Women in the Maritime Community.” The Director General stated, “Globally, the focus in the maritime industry today is how to get more women involved in the sector, whether as seafarers, ship owners, etc. So every effort to encourage the participation of women in the sector is supported by NIMASA. You can count on our support.” He added, “It is interesting that this year is dedicated by the IMO to empowering women in the maritime sector, specifically, shipping.
Your conference coincides with the thematic thrust of the IMO this year. Sunu Assurance, Guinea Insurance, others delay filing of accounts Ladesope Ladelokun Sunu Assurance Plc, Guinea Insurance Plc and three others have delayed the filing of their Audited Financial Statement (AFS) for the year ended December 31, 2018, on the Nigerian Stock Exchange (NSE). The companies in a statement to NSE gave reason for the inability TO meet with the statutory regulatory timeline of March 31, 2019 as required by The Exchange’s Rules on Filing of Accounts and Treatment of Default Filing. Facts gathered by Nigerian NewsDirect revealed that the reason for the delay in filing of the 2018 AFS was the adoption and implementation of IFRS 9 on company’s financial Instruments, and IFRS 4 (as amended) on Insurance Contracts. The other companies include Mutual Benefit Assurance Plc, Goldlink insurance Plc, and Standard Alliance Insurance Plc are all affected because of the directive of the primary regulator, National Insurance Commission (NAICOM). According to the Exchange rules on filing of accounts and treatment of default filing, “where an issuer has a reasonable belief that it will not be able to file its accounts by the relevant due date, the issuer may, before the due date, submit an application for an extension of time, supported by compelling reasons and evidence in support of its inability to file its accounts by the due date.” In a statement on the NSE, signed by the Company Secretary, Sunu Assurance, Mr. John Akujieze noted that, “The Company has obtained approval of the Nigerian Stock Exchange for extension of time to file its Audited Financial Statements for the year ended December 31, 2018, on or before June 30, 2019. “The application for an extension would enable the company to obtain the approval of its Audited Financial Statements for the year ended December 31, 2018, from the National Insurance Commission. “The Board and Management are optimistic that the Audited Financial Statements would be submitted to the bourse not later than April 30, 2019.” On the other hand, Standard Alliance Insurance has noted that, “The late filing had been unanticipated as the Company had expected to finalize the audit process and publish the 2018 AFS on time. The reason for the delay in filing of the 2018 AFS is because of the directive of our primary regulator - National Insurance Commission (NAICOM) to reconstitute the Board of Directors of the Company. “This directive was also the reason the Company is yet to hold its 2018 Annual General Meeting. The Company has commenced the reconstitution exercise as directed and hope to complete it soon. Meanwhile, Goldlink insurance stated that, “The Company’s inability to file its 2018 AFS is as a result of the delay it encountered in completing the audits of the 2016 and 2017 accounts, which has ultimately impacted non the audit of the 2018 accounts.

2019 Elections: Cleric decries ‘ineffective’ deployment of technology An Anglican priest, Reverend Maxwell Onyia, has decried the “ineffective” deployment of technology in the conduct of the general elections in Nigeria. Onyia made the remark on Sunday while delivering his homily at the Anglican Church of Ascension in Enugu State. Onyia said that effective deployment of technology in elections in Nigeria had become expedient in order to achieve transparency. He said that in other nations of the world, including some African countries, technology had become an integral part of the electoral process.
He said that the use of technology had made elections easier because “the entire voting, sorting and collation of results are done electronically.” The cleric said that in countries where electronic voting takes place, “there is very negligible human interference in the whole voting and collation system’’ as well as less deployment of security personnel. He added that, “In most advanced countries, you vote seamlessly in an open place and it is transferred immediately through technology to a central server, where the votes are sorted, collated and final figures given within few hours.
“This type of system allows for minimal human interference and promotes transparency, fairness and integrity,’’ he said. Speaking on the theme of the homily, “Deliverance from sin,” the cleric said that from creation, God was concerned about people living a life devoid of all forms of evil and wickedness. “Sin is an act of disobedience to God’s words. You cannot be disobedient to God and at the same time claim to love God. “So, we must shun all forms of evil and wickedness and ensure we obey God with all our heart,” Onyia said. (NAN)

Sanwo-Olu tackles Agbaje over comments on Lagos State civil servants, says we’re proud of them The governorship candidate of the All Progressives Congress (APC) in Lagos State, Mr. Babajide Sanwo-Olu has restated his confidence in the quality of officers working in the Lagos State civil service, saying they are the best in the country and are not in the class of people that can be manipulated for electoral gain. A statement by the Sanwo-Olu / Hamzat Media office said contrary to claims by the candidate of the Peoples Democratic Party (PDP), in the March 9 governorship election in the state, Mr. Jimi Agbaje that Mr. Sanwo-Olu’s meeting with Lagos State civil servants was aimed at manipulating them, noted that the interactive session with the civil servants was a continuation of his strategic engagements with several critical stakeholders in the Lagos project. According to the APC gubernatorial candidate, in the statement by Mr. Gboyega Akosile on behalf of the Media team, the interactive sessions are aimed at seeking the understanding of every member of the public on the most pressing needs that they would want government to do for them as well as to further demonstrate part of his campaign mantra of inclusive government. “We do not believe in sitting in a cozy office or at a conference table to determine what the people want. We must come out and talk directly to the people, share our thoughts with them, ask them questions and also answer questions they ask us. That is democracy and that is exactly why we held a session with the civil servants. We consider them very critical in the scheme of things. “It is unfortunate that Mr. Agbaje, who we strongly consider to be a learner in the art and science of politics, always misses the point. For Agbaje to describe our meeting with the public servants in the manner he did shows his disdain for consultative politics and government.
“How politically naïve he is. Why will a governorship candidate not consider the civil servants who will help to execute all government policies, programmes and agenda as major stakeholders during his or her campaign? We cannot but accede to the fact that the PDP candidate is truly a learner. ”it is also an insult on the creme of public servants in Lagos State to be described as people that could be easily manipulated for electoral gains,” Sanwo-Olu stated. Mr. Agbaje had through a press statement from his campaign office criticised Sanwo-Olu for going to Alausa to share rice to civil servants, an allegation the SanwoOlu campaign office said is a result of poor understanding of what actually happened, saying that, “Agbaja left the substance for the chaff and sensational.” Speaking further, Akosile said “but why are we surprised? The PDP and their candidate truly do not have anything to offer the people of Lagos, so there is nothing to campaign on. Having failed woefully in his perennially divisive politics, Mr. Agbaje must look for something else to hold on to. Certainly, the rowdy distribution of rice to party faithful who came to Alausa was unintended. “It was handled by outsiders who hijacked the distribution without following established procedure for distribution.” Akosile also reiterated that, ‘‘our candidate, Babajide SanwoOlu remains focused to taking Lagos to a higher level. Bouteflika confirms bid for fifth term amid ongoing protests The campaign manager of Algeria’s President Abdelaziz Bouteflika, who has been facing nearly two weeks of protests against his bid for a fifth term, says the ailing leader will call for early polls if he is reelected in April’s vote. Abdelaghani Zaalane made the announcement on Sunday after submitting the candidacy papers at the Constitutional Council office in Algiers on behalf of the 82-year-old president - even as the head of the election commission said all presidential contenders must formally register in person. Bouteflika, who suffered a stroke in 2013 and has been barely seen in public since, flew to Switzerland for “routine medical check-up” on February 24 and has reportedly remained hospitalised in Geneva University Hospital. In a letter attributed to him, the president addressed for the first time the unprecedented large-scale grassroots movement calling for him to step down immediately and peacefully. “I have heard the pleas of protesters and especially the thousands of young people who asked about our nation’s future,” the statement read out by Zaalane on national TV, said. “I am committed to the organisation of an early presidential election,” the date of which will be decided by a “national conference” set up after the April 18 vote. “I pledge not to be a candidate for this election,” Bouteflika said, while also calling for a new revision of the constitution. Nick Kyrgios beats Alexander Zverev to win Acapulco ATP crown
Australian Nick Kyrgios capped a scintillating run in Acapulco with a 6-3, 6-4 victory over world number three Alexander Zverev Saturday to claim his first ATP title in more than a year. Kyrgios defeated three top-10 players on the way to the title, saving three match points in a second-round victory over second-ranked Rafael Nadal — owner of 17 Grand Slam titles — and beating No. 9 John Isner in the semis. Barry retires from football Ivory Coast’s Nations Cup winning goalkeeper Boubacar Barry has announced his retirement from football with immediate effect. It comes exactly four years after the 39-year old retired from international matches after helping the Elephants win the 2015 Africa Cup of Nations. Barry, whose career lasted for more than two decades, was part of Ivory Coast’s ‘golden’ generation which included the legendary Didier Drogba, Yaya TourĂŠ, Kolo TourĂŠ and Girvinho amongst others. “On 2 March I announced the end of my career as a goalkeeper which has lasted for 22 years,â€? Barry said in a statement on the website of Belgian second tier side OH Leuven – the club he joined in 2017. “Boubacar ‘Copa’ Barry became what he is today thanks to the support from people who trusted him and gave him a chance,â€? Barry added, as he thanked those who have supported him during his career. Barry confirmed he is staying in Belgium to take up a coaching role. “I have indeed replaced my gloves with a new cap which is coaching. “Thanks to God, I had the chance to join the OHL who have given me the
post of a goalkeeper coach. “I wish to express my gratitude for their confidence in me to start my new career with them. I am aware of the weight of the responsibilities and like my predecessors, I will continue to convey the values of universality and courage and team spirit,� he added. Barry made 86 appearances for the Elephants including his seven matches at three World Cups. He featured in Ivory Coast’s last group game against Serbia & Montenegro in the 2006 finals in Germany which they won 3-2, and also played in all the Elephants’ matches in the 2010 and 2014 finals in South Africa and Brazil respectively. Barry was also between the posts for Ivory Coast in the 2006, 2008, 2010, 2012, 2013 and 2015 Africa Cup of Nations. He will always be remembered for his last match for Ivory Coast against Ghana in the final of the 2015 Nations Cup in Equatorial Guinea. Barry was the hero as he saved two penalties and then scored the winning spot-kick in a 9-8 penalty shoot-out after a goalless draw at full-time and extra time to give Ivory Coast their second Nations Cup title.
He spent the last two years on the sidelines after joining OH Leuven as a backup goalkeeper. Barry started his club football with Ivorian club ASEC Mimosa before moving to France in 2001 to join Rennes B side where he made 23 appearances. In 2003, he moved to Belgium where he spent the rest of his club career playing for Beveren before joining Lokeren where he spent 10 seasons. He played in the top flight with Lokeren featuring in 239 matches, winning the Belgian Cup twice in 2012 and 2014.

Was Nigeria realistic in its sacrifices for South Africa, Sierra Leone, Liberia, others? According to a report by Daily Times of Nigeria on March 4, 1961, Prime Minister, Alhaji Abubakar Tafawa Balewa told Nigerians that he knew their views on the case of South Africa and that he was going to respect the position of the citizens at the Commonwealth Ministers’ conference which he was about to attend. Daily Times said that the Prime Minister stated that while addressing the media in Lagos on the eve of his departure to London for the conference which was the eleventh of the meeting of Commonwealth Heads of governments. At the conference which was hosted by the British Prime Minister, Harold Macmillan, the Nigerian Prime Minister who also doubled as the Nigeria’s Foreign Affairs Minister led many African leaders to oppose the submission of South African Prime Minister Verwoerd who gave a formal notice that his country was to become a republic in May 1961 after having approved the constitutional change in an October 1960 referendum. Some non-white countries that joined Nigeria in the protest includes India, Malaya and Canada while Britain, Australia and New Zealand, among many others supported the admittance of South Africa. Following the defeat, Verwoerd withdrew his country’s application and left the conference. As commendable as the position of Nigeria was then on the case of South Africa and subsequent diplomatic policies of the country, the question has been, what is it that drives or determines where Nigeria pitches its tents when matters affecting other countries are in issue? Some have argued that while most countries of the world take diplomatic stand on the basis of what they will gain there from, Nigeria seems to have based its own diplomatic action on sentiments, particularly when it concerns an African country. Since he assumed office as the 45th President of the United States, Donald Trump has continued to review his country’s diplomatic policies, especially those initiated by his predecessor, Barak Obama. Trump first reviewed the agreements with Cuba, Mexico and Iran. When crisis developed between North and South Korea over the peninsula, South Korea as usual ran to US for protection. Trump told South Korean president that America will support his country but that they would have to pay for that. He has reviewed trade agreements with several countries including China while engaging in neck deep negotiation with North Korea in spite of the skepticism from many quarters. As far as Trump is concerned it is good as long as it favours America and its citizens. It is “America First.” That was the reason why, while Europe and many western countries wanted outright disassociation with Saudi Arabia over the murder of Washington Post’s journalists Jamal Khashoggi, Trump said he could not afford a diplomatic dispute that would cost America over 100billion US Dollars and about one million jobs, even as he condemned the murder. It is still a topic of ragging discussion and controversy, why Nigeria took frontal role and made huge sacrifices in the struggle to liberate South Africa from the grip of Apartheid and the attendant segregation and oppression that became fate of the country’s citizens, especially the black community. Apart from South Africa, Nigeria was said to have spent hundreds of billions of US Dollars while thousands of its military men and women died to stop civil wars in many African countries, including Liberia and Sierra Leone at the detriment of its economy. The debate on the sense or otherwise of Nigeria’s diplomatic position on South Africa and other countries in the continent which were tied to its so-called ‘big brother role’ is further fuelled when considered side by side the treatment Nigerian
citizens receive in those countries, especially South Africa. In South Africa, Nigerian citizens now live in fear of attack at the slightest provocation and at other times, for no reason at all. In the past, attack on immigrants in South Africa was attributed to the rule of blacks by the minority Whites community. But that assumption later turned out to be false because even after the government by the majority came into effect in the country 1994 when Nelson Mandela was elected the first black president, the incidences of xenophobia increased, so much so that from 2,000 to March 2,008, reports had it that over 67 people were killed by South Africa, many of the victims were Nigerians. When they attack, the gang or mobs are usually ferocious as they hunt, maim and burn to death mainly African immigrants in that country. They
commit those atrocities without a care about the sacrifices made by the countries were the immigrants come from to set them free from humiliation and oppression some years back, especially Nigeria. It may be necessary here to recall that during the regime of late Murtala Muhammed, Nigeria shocked the world when it made it clear that it would not do any business with any country, no matter how powerful, that was doing business with the Apartheid government in South Africa; and to demonstrate its seriousness, the Nigerian government nationalized the local operations of Barclays Bank in Nigeria because the bank ignored Nigeria’s warning not to buy South African government bond which was seen as a violation of the economic/trade embargo on the racist South African regime. Nigeria also nationalized the British Petroleum
(BP) for supplying oil to South Africa as another proof of its commitment to the struggle to free a sister country from oppression. In the same vein, Nigeria led other countries to boycott the 1978 Commonwealth Games in protest of New Zealand’s sporting contacts with apartheid South Africa. In all, 32 of 59 nations from Africa, Asia, and the Caribbean joined Nigeria in boycotting the Game, the same with the 1986 Commonwealth Games due to the Thatcher government’s attitude towards South African. In addition, Nigeria was also said to have provided secret military training at the Kaduna 1st Mechanized Army Division as well as a lot of material and financial supports to the African National Congress (ANC) guerrilla forces, all aimed at helping the country attain majority rule.
