Enang said “Mr. President is declining assent to the Electoral Amendment Bill due to some drafting issues that remain unaddressed following the prior revisions to the Bill.’’ The presidential aide specifically mentioned few outstanding issues surrounding Buhari’s declining. He said, ‘’There is a cross referencing error in the proposed amendment to Section 18 of the Bill. The appropriate amendment is to substitute the existing sub-section (2) with the proposed subsection (1A), while the proposed subsection (1B) is the new subsection (2A). “The proposed amendment to include a new Section 87 (14) which stipulates a specific period within which political party primaries are required to be held has the unintended consequence of leaving INEC with only 9 days to collate and compile lists of candidates and political parties as well manage the primaries of 91 political parties for the various elections. “This is because the Electoral Amendment Bill does not amend sections 31, 34 and 85 which stipulates times for the submission of lists of candidates, publication of lists of candidates and notice of convention, congresses for nominating candidates for elections.’’

For clarity sake, Enang gave details of the provisions referenced such as Clause 87 (14) which states that “The dates for the primaries shall not be earlier than 120 days and not later than 90 days before the date of elections to the offices. “The Electoral Act 2010 referred to herein states in Section 31 ‘’That every Political Party shall not later than 60 days before the date appointed for a general election submit to the Commission the list of candidates the party proposes to sponsor at the elections”. In addition, Enang said Section 34: states: ‘’That the Commission shall at least 30 days before the day of the election publish a statement of the full names and addresses of all candidates standing nominated and Section 85 (1) states “That a Political Party shall give the Commission at least Twenty-one days’ notice of any convention, congress etc., for electing members of its executive committees or nominating candidates for any of the elective offices.’’ He added that neither the Constitution nor any written law allows a President or a Governor to whom a Bill is forwarded by the Legislature to edit, correct, amend or in any manner alter the provisions of any such Bill to reflect appropriate intent before Assenting to same. The Daily Times recalls

that the amended Electoral Bill was sent to Buhari on August 2 while the President declined assent to the bill in a letter dated August 30. The development indicates that the President acted before the expiration of 30 days grace which may necessitate the lawmakers to override his assent to the bill. But efforts by The Daily Times to get members of the National Assembly react to the development proved abortive. The Senate spokesperson, Senator Aliyu Sabi Abdullahi and the chairman, Senate Committee on INEC, Senator Suleiman Nazif, could not be reached at press time as their mobile phone lines were not accessible. But an aide to a principal officer in the Senate, who spoke on condition of anonymity, said the National Assembly will soon react appropriately. Mob attack journalists as gunmen kill 11 in Plateau Kingsley Chukwuka, Jos

Journalists who arrived Loh Pam-Dyet Community, near Rayfield in Jos South Local Government Area of Plateau State early Monday morning, narrowly escaped being killed by a mob which attacked them following the killing of 11 persons by unidentified gunmen on Sunday. The rampaging gunmen apart from killing 11 persons also left 12 others with various degrees of injuries following the attack. The journalists who were attacked

include reporters and cameramen from Channels Television, AIT, TVC and Silverbird. Youth Leader of Du District, Mathew Chuwang Rwang, who gave an eyewitness account of what happened, said some unidentified gunmen visited the community on Sunday night. Similarly, spokesman of the Plateau State Police Command, Mathias Tyopev, who confirmed the incident, said the attackers stormed the community on Sunday night before attacking unsuspecting residents. As at the time our

correspondent visited the scene of attack on Monday morning, there was tension in the area as sympathisers gathered to make sense out of the deadly attack while the corpses of victims were being evacuated. Meanwhile, Governor Simon Lalong, who is on the President Muhammadu Buhari delegation to China, has condemned the attack. Forex, T-Bills, others record N99.5trn turnover in 7 months Motolani Oseni, Lagos

Foreign exchange transactions, Treasury bills, FGN Bonds and Other Bonds traded for a period of seven months from January to July 2018 have been put to a total value of N99.49 trillion, latest FMDQ OTC market turnover report has showed. This is just as three commercial banks operating in the country traded a whopping total transactions turnover of N44.90 trillion in the foreign exchange market during the period under review. The key breakdown of the figure, however, showed that N23.77 trillion Foreign Exchange (FX) was traded on the FMDQ OTC market turnover between January and July, while N13.04 trillion was traded on the foreign exchange derivatives market. On Treasury Bills, a total of N40.19 trillion was traded between January and July 2018. The report by FMDQ OTC stated that, “Trading activities in Treasury bills contributed the largest to overall turnover, accounting for 40.40 per cent of the market. FX market transactions (Spot FX and FX Derivatives) accounted for 37.00 per cent whilst the Repos/BuyBacks product category accounted

for 15.39 per cent of overall market turnover. Bonds and Unsecured Placements & Takings, which contributed the least to overall market turnover, accounted for 6.65 per cent and 0.54 per cent respectively. The report stated that FMDQ has accomplished a full and clear revival of the Commercial Paper (CP) market with registered CP Programmes on the FMDQ Platform now well above N1.00 trillion. The month of August saw key activities in the CP quotations space on the OTC Exchange, wherein the N100.00 billion CP Programmes of Union Bank of Nigeria Plc and Flour Mills of Nigeria of Plc respectively, were registered on the OTC Exchange’s platform. As these institutions and a host of others continue to effectively and sustainably meet their funding needs, as well as contribute to the development of the nation’s debt markets, FMDQ continues to take crucial steps, in collaboration with market stakeholders, towards promoting transparency, governance, integrity and efficiency in the Nigerian CP market. Consequently, the three financial institutions, which include Stanbic IBTC Bank, Access Bank Plc, United Bank for Africa (UBA) Plc and other top 10 dealing members

(Banks) accounted for 76.23 per cent or N75.85 trillion of the overall turnover in the market, with the top three accounting for 58.13 per cent or N44.90 trillion) of this subsection of the market. Stanbic IBTC Bank, Access Bank and United Bank for Africa were the leaders in the value traded for the overall over-the-counter (OTC) market, ranking 1st, 2nd and 3rd respectively. By ranking, Standard Chartered Bank Nigeria Limited came 4th, followed by Ecobank Nigeria Limited, Citibank Nigeria Limited, ranked 5th and 6th respectively. In addition, Guaranty Trust Bank Plc, Union Bank of Nigeria Plc, Zenith Bank and First Bank of Nigeria Limited came 7th, 8th, 9th and 10th position respectively. But the Investors and Exporters (I&E) FX window in just six trading days recorded total transactions value of $1.926 billion. The special FX window traded $1.5 billion between Monday 27, August 2018 and Friday 31 August 2018, before adding $425.98 million at the close of Monday trading activities amounting to $1.926 billion. Atiku storms Lagos, explains why he deserves to be President Tunde Opalana, Abuja The Lagos State chapter of the Peoples Democratic Party (PDP), on Monday, gave its blessings to the presidential aspiration of former Vice President Atiku Abubakar, to pick the presidential ticket of the party ahead of the 2019 general election. According to a statement by the Atiku Media Office, Secretary of PDP in Lagos State, Prince Muiz Dosunmu, said that delegates from the state are well aligned with the objectives of Atiku. Dosunmu, who spoke on behalf of the state executive of the party during Atiku’s consultative meeting with the PDP stakeholders in the state, said “Lagos PDP is set to follow a leader who knows the trenches. Your Excellency, Atiku Abubakar knows the pathway and we are ready to follow you”. Also, a former minister and chieftain of the PDP from Lagos State, Dr. Abimbola Ogunkelu, while announcing that he was representing PDP chieftain, Chief Olabode George, said that Atiku towers above all the other aspirants, and has the capacity to lead the opposition party to victory in the 2019 presidential election.

“The PDP in Lagos State believes in Atiku and the large turn out here today is an open testament that Lagos PDP is for Atiku. We are for you here (in Lagos) and we strongly believe in your capacity to lead our great party to victory,” Ogunkelu said. Speaking in the same vein, the only member of the PDP in the Lagos State House of Assembly, Dipo Olorunrinu, said that Lagos PDP stands united with Atiku on his presidential bid. “Lagos PDP is here today (Monday) and we are speaking with one voice that we shall stand with you on this journey. All my leaders have openly endorsed Your Excellency (Atiku) and the matter is already determined,” Olorunrinu said. Atiku, who was at the state party secretariat in company of the Director General of his presidential campaign organisation, Otunba Gbenga Daniel, had earlier said that he was in Lagos State to solicit for the support of PDP delegates in the state in his bid for the ticket of the party. He remarked that should the leaders of the PDP in the state give him an opportunity to fly

the flag of the party at the 2019 presidential election, he would win Lagos State for the PDP. He said, “In 2003, I led the campaign of the PDP in the South West that made it possible for our party to win all but one state in the South West from the Alliance for Democracy (AD). “I promise you that if you give me that opportunity again, I will not only win the presidency for our party, but also all the states in the South West, including Lagos. I did it before and I can do it again.” He noted further that the ruling All Progressives Congress (APC) has made living difficult for a large number of Nigerians and that his main objective if given the opportunity to become president in 2019 is massive job creation and redirecting the economy of Nigeria to prosperity. “These (creating jobs and managing the economy) are things that I have done before and I am still well-wired to do them again,” Atiku added. But the Peoples Democratic Party (PDP) in Plateau State has taken a swipe at the handling of the security situation in state. PDP Publicity Secretary in the state, John Akans, in a press statement circulated to journalists in Jos, said it has become clear that the government has abandoned its

responsibility of protecting its citizens. “What is the primary responsibility of government if not to protect people’s lives and properties,” Akans stated. The PDP described as unfortunate and embarrassing that Governor Lalong left the people to their fate and allegedly engaged in lobbying the Presidency to be part of the President’s delegation to China. The PDP further alleged that, “Most disheartening is the fact that when his request was turned down, out of desperation and lack of priority, he on his own traveled to meet with the President in China, leaving his people in a traumatised condition.

Court sentences 2 Reuters journalists UBA launches to 7 years imprisonment in Myanmar Leo on WhatsApp

A Myanmar judge on Monday found two Reuters journalists guilty of breaching a law on state secrets and jailed them for seven years, in a landmark case seen as a test of progress towards democracy in the South East Asian country. Yangon Northern District Judge, Ye Lwin said Wa Lone, 32, and Kyaw Soe Oo, 28, breached the colonialera Official Secrets Act when they collected and obtained confidential documents. “The defendants have breached Official Secrets Act, Section 3.1 (c) and are sentenced to seven years,” the judge said, adding that the time served since they were detained on December 12, 2017 would be taken into account. The defense can appeal the decision to the regional court and then the Supreme Court. The two reporters had pleaded not guilty and told the court that m police planted documents on them in the course of their work in reporting on Myanmar’s violence-plagued Rakhine state. Press freedom advocates, the UN, the European Union and countries including the United States, Canada and Australia had called for the journalists’ acquittal. “Today is a sad day for Myanmar, Reuters journalists, Wa Lone and Kyaw Soe Oo, and the press everywhere,” Reuters Editor in Chief, Stephen Adler said in a statement. “We will not wait while Wa Lone and Kyaw Soe Oo suffer this injustice and will evaluate how to proceed in the coming days, including whether to seek relief in an international forum,” added. The reporters had told the

court that two police officials handed them papers at a restaurant in the city of Yangon moments before other officers arrested them. One police witness testified that the restaurant meeting was a set-up to entrap the journalists to block or punish them for their reporting of a mass killing of Rohingya Muslims in Rakhine. At least 50 people were packed into the small court Monday, with many standing outside. Judge Ye Lwin read out a summary of witness testimony for about an hour before delivering his verdict. He said it had been found that confidential documents found on the two would have been useful “to enemies of the state and terrorist organizations. “Documents in their possession and on their phones were not public information”. As the judge spoke, several reporters cried as they took notes. Kyaw Soe Oo’s wife, Chit Su Win, burst into tears after the verdict, and family members had to support her as she left the court. Wa Lone shook hands with supporters, telling them not to worry. Wearing handcuffs and flanked by police, he addressed a cluster of friends and reporters. “We know what we did. We know we did nothing wrong. I have no fear. I believe in justice, democracy and freedom,” he said. Kyaw Soe Oo also said the reporters had committed no crime and that they would maintain their fight for press freedom.

“What I want to say to the government is: you can put us in jail, but do not close the eyes and ears of the people,” he said. Wa Lone and Kyaw Soe Oo, who both have young daughters and have not seen their families outside of prison visits and court hearings for nearly nine months – were then taken back to prison. Kyaw Soe Oo has a threeyear-old daughter and Wa Lone’s wife, Pan Ei Mon, gave birth to their first child in August. Myanmar government spokesman, Zaw Htay didn’t respond to requests for comment about the verdict. He has mostly declined to comment throughout the proceedings, saying the courts were independent and the case would be conducted according to the law. The verdict comes amid mounting pressure on the government of Nobel Laureate, Aung San Suu Kyi over a security crackdown sparked by attacks by Rohingya Muslim insurgents on security forces in August 2017. More than 700, 000 stateless Rohingya Muslims have fled across western Myanmar’s border with Bangladesh since then, according to UN agencies. U.S. Ambassador, Scot Marciel, who attended the hearing, said he was sad for the two reporters and for Myanmar. “It’s deeply troubling … one has to ask will this process increase or decrease the confidence the people of Myanmar have in their justice system,” Marciel told reporters. UN Resident and

Humanitarian Coordinator in Myanmar, Knut Ostby, said he was disappointed. “The UN has consistently called for the release of the Reuters journalists and urged the authorities to respect their right to pursue freedom of expression and information,” he stated. British Ambassador, Dan Chugg, speaking on behalf of EU members, said the verdict had “dealt a hammer blow for the rule of law”. The reporters were arrested on December 12, 2017 while investigating the killing of 10 Rohingya men and boys and other abuses involving soldiers and police in Inn Din, a village in Rakhine state. Myanmar has denied allegations of atrocities made by refugees against its security forces, saying it conducted a legitimate counter insurgency operation against Muslim militants. But the military acknowledged the killing of the 10 Rohingya at Inn Din after arresting the Reuters reporters. A UN mandated factfinding mission said last week that Myanmar’s military carried out mass killings and gang rapes of Muslim Rohingya with “genocidal intent” and called for top generals to be prosecuted. Myanmar rejected the findings. The International Criminal Court is considering whether it has jurisdiction over events in Rakhine, while the US., the European Union and Canada have sanctioned Myanmar military and police officers over the crackdown.

motive over the President’s persistent refusal to assent to the bill. He said, “The Electoral Act amendment was made to sanitise our electoral process such that fictitious names will not be smuggled into the list of voters. For instance, in places like Zamfara, Kano, Jigawa and Sokoto states where you see fictitious names being captured, the proposed amendment will be able to address such issues. “Therefore, for me, there is a sinister political motive in not signing the Electoral Act Amendment Bill which I believe would have reordered the process.” But an Abuja based lawyer, Mr Daniel Bwala, has said that the President has not violated any law by withholding assent to the bill. He said, “It is a straightforward matter because everything is within time. There is no law that says it must be signed at all cost wiring seven days . If the President states that there are errors and drafting issues, they can be simply corrected within couple of days and return to the President for his assent. If the lawmakers insists that

there is no error with the bill, it would be returned back to the President.” Meanwhile, the opposition Peoples Democratic Party (PDP) has urged the National Assembly to immediately override the vetoing of the Electoral Act 2010 (Amendment) Bill by President Muhammadu Buhari. The PDP said Buhari’s refusal did not come as a surprise, since his commitment to a free and fair 2019 election was mere lip service. Speaking through its spokesman, Mr Kola Ologbondiyan, the PDP added that it became evidently clear to Nigerians that all the reasons adduced by President Buhari for withholding his assent in the past were lame excuses. He said, “The clerical and drafting arguments put forward by President Buhari could not in anyway outweigh the importance of amendments meant to engender a free, fair, credible and transparent elections in 2019. The PDP urged the National Assembly to stand with Nigerians in the overall quest for credible elections by immediately overriding President Buhari on the bill.

The Nigeria Police have arrested 31 members of six armed gangs operating in villages, towns along Abuja-Kaduna-BirninGwari- FuntaZamfara state. DCP, the Force spokesman, Mr. Jimoh Moshood, who disclosed this on Monday, stated in a statement that their arrest followed the reinforcement of Operations Absolute Sanity with the deployment of more operatives and investigators of IGP Special Tactical Squad. He said that the Inspector General

of Police (IGP), Ibrahim K. Idris had last month expressed concern about the new surge in violent crimes particularly kidnapping, killings, armed robberies of innocent commuters/travellers and villagers along the route, noting he had mandated the squad to unravel and arrest those behind the heinous and dastard acts, and bring the perpetrators to justice. “The Special Tactical Squad was mandated by the Inspector General of Police to flush out these new set of bandits and adopt a new Crime prevention and control strategies to bring in new impetus to the fight against banditry and other violent crimes that have claimed the lives

of many innocent Nigerians in FCT, Kaduna, Niger, Zamfara, Kogi, Benue, and some parts of Plateau States,” said Mr. Moshood. According to him, the gangs were responsible for the kidnap of Sheik Mohammed Ahmed Alqarkawi in Kaduna State and collection of N12 million (Twelve Million Naira) ransom before he was released. PVCs: Ooni orders closure of markets

The Ooni of Ife, Oba Adeyeye Ogunwusi, on Monday ordered that all major markets in Ife be closed to encourage traders and other residents to collect their Permanent Voter Cards (PVCs). The traditional ruler said in Ile-Ife that it was important that traders, artisans as well as other residents set aside time to collect their PVCs. According to the monarch, citizens need to obtain the PVC as part of their civic responsibilities. He urged the residents to collect the PVCs and participate actively in the forthcoming governorship election by freely voting for candidates of their choice. The Babaloja of New Market in Ile-Ife, Chief Abayomi Omoworare, commended the Ooni for the directive.

Primaries: Nasarawa APGA assures aspirants of neutrality The Nasarawa Chapter of the All Progressives Grand Alliance (APGA) has assured members of neutrality in electing candidates ahead of the party’s primaries. APGA Chairman in the state, Musa Saidu, made the disclosure in an interview with journalists on Monday in Lafia. On the sidelines of the China-Africa FOCAC Summit in Beijing, the Cultural Councillor of the Chinese embassy in Nigeria, Li XuDa has predicted huge influx of Chinese tourists into Nigeria, as fallout of discussions at the high level summit. Li XuDa in an interactive session with members of the China Alumni community in Abuja, on Monday, assured that the move was part of plans to boost the economic competitiveness of the tourism sector in the country, as espoused by President Xi Jinping at the summit. He said the ‘people to people’ cultural exchange will be intensified between Africa and China, focusing on Nigeria’s potentials in that sector.

“We are looking forward to a higher level of cooperation between both countries especially an increase in the number of Chinese tourists to Nigeria in the nearest future. “Nigeria plays a very important role in the Africa-China relationship, and I want to congratulate the US on the historic 2018 FOCAC Beijing Summit; it is expected to be a new starting point for boosting the Africa-China cooperation.” Mr XuDa cited Xi Jinping’s promises at the 2018 FOCAC Beijing summit towards greater commitment in the areas of capacity building and cultural exchange programmes between China and Africa. “China will also provide 50,000 government scholarships for Africans and invite about 2,000 African youths to visit China for exchanges,” he

added. On increasing acceptance and understanding of African cultures, he said China will also set up an institute of African studies, silk and road international museum alliance and the network of Silk Road arts festivals. He added that the 18 years bilateral engagement with Africa has become a banner for international cooperation worldwide. The Trade Union Congress of Nigeria (TUC), Bayelsa Chapter, has appealed to state governors and stakeholders to support efforts by the Federal Government to implement a new minimum wage. State Chairman, Mr Tari Dounana, made the appeal in an interview with newsmen on Monday in Yenagoa. Dounana said the appeal became imperative considering the current standard of living of workers across the states of the federation. “It is necessary that the government begin the new minimum wage because cost of living is no longer the same. “We paid N150, 000 for one bedroom flat as house rent as far back as 2011, but now it is over N250, 000,” said Dounana.

UNICEF calls for speedy regulation on child care, protection The UNICEF Representative in Namibia, Rachel Odede, has called for the speedy regulation of the 2015 Child Care and Protection Act in the country. The representative said this in a statement on Monday following the mutilation and murder of a nine-year-old girl from Windhoek that occurred on Aug. 28. “UNICEF is devastated by the heart-breaking story of the mutilation and murder of nine years old, Cheryl Ujaha from Windhoek’s Katutura township. “We condemn this attack and extend our heartfelt condolence to Ujaha‘s family,” she said. Namibia’s Child Care and Protection Bill was passed in the National Assembly on March 4, 2015 and provides a legislative framework to give effect to some rights of children.

NYSC, national integration and diasporan unity (2)

“The DG is intensifying on his advocacy visits to the various state government without Permanent NYSC Orientation camp for them to build in their state with at least 5000 capacity. The advocacy visits is indeed yielding positive dividends with some states indicating their interest to build a state of the earth orientation camps” On my return i met some key officials who are not necessarily close to the Director General but who are nevertheless vast with the workings of their institution over the years and these persons confirmed the veracity of the above claims on the building of skills acquisition centres by the management so as to aid national integration which is at the heart of the NYSC. Of all the people spoken to, Mr. Smart Odion perhaps volunteered what can be considered a very smart suggestions. He called on the hierarchy of the NYSC to open skeletal liaison offices in some first class embassies in Germany, France, United Kingdom, Canada, United States and Malaysia and staff each with at least two persons to coordinate the interfaces between higher institutions in those jurisdictions that produces the largest chunk of participants in the scheme. He is of the opinion that the mandate of these liaison offices should include the face to face verification of certificates tendered by these prospective participants in the NYSC scheme so as to cut down on costs and quicken the process of actual verifications of standards and validity of such qualifications amongst other salient mandate that should include mapping out strategies and necessary partner institutions that the director general and his very limited number of management staff would from time to time pay working visits to these institutions to familiarize with the standards and educational mechanisms in place in those institutions that are known to churn out greater percentage of would be participants in the NYSC scheme. These working visits abroad should also be transparently used to scout for funding partner institutions that can assist the NYSC achieve the blueprints of evolutionary developments put in place to progressively reposition the NYSC to become increasingly self-funding in some critical areas so as to help government reduce funding abuse, he narrated. The debate around the issues of national integration has resonated in the work done by ONIFADE, Comfort Adenike (Corresponding author) of the Department of Communication & General Studies,

Federal University of Agriculture Abeokuta, Nigeria. Those spoken with in United kingdom informed me that the research I’m about to cite resonates with the lessons of integration as the core objective of their NYSC days in Nigeria vis a vis their ability to navigate the thorny issue of enjoying constructive interfaces with other Nigerians from diverse Ethno Religious affiliations also living in the UK. The aforementioned authors wrote as following: “Since the inception of the Nigerian nation, Nigerian governments, past and present, have made serious efforts to propagate policies and programmes that are geared towards national integration”. Despite such well-intended and unityoriented programmes and policies, Nigeria’s unity has continued to be plagued and threatened by embedded socio-cultural, religious and political dichotomies, he noted. In the study under analysis, the authors just like the resource persons spoken to in the UK gave suggestions on how Nigeria can achieve national integration. “This paper believes that achieving national integration is contingent on jumping the hurdles of ethnicity, corruption, a narcissistic political leadership, weak institutions and others. It concludes that to claim the victory for an integrated Nigeria, the people must lead the vanguard of change and that for the continued existence of Nigeria to be guaranteed probably for another centennial, consensual agreement must be reached by its diverse ethnic nationalities.” Nation-building or national integration they stated has long been seen as an important focus for postcolonial African governments. As some scholars noted, upon African decolonization in the 1950s and 1960s, social scientists were concerned about the need for what was then called “national integration” in societies with multiple ethnic, religious and racial cleavages (Binder, 1964; Coleman & Rosberg, 1966; Zolberg, 1967). Quoting Bandyopadhyay & Green (2009)who argued that this concern has been more recently resurrected by Miguel (2004), Collier (2009) and others who have advocated for national integration as a policy to promote state building in a continent now notorious for and rife with political instability and economic throwback, these authors just like my interviewees restated their call for proper mainstreaming if national integration as a collective national ideology for all Nigerians both at home and

in the DIASPORA communities. They recalled that as Ifeanacho & Nwagwu (2009) observed, Nigeria’s efforts at achieving national integration have remained largely unrealized. The status quo they said has convulsed the productive sector, limited the impact of government’s economic programmes on the people, threatened food insecurity, complexified social insecurity, deepened the deterioration of physical and social infrastructures, distressed the living standards of a vast majority of Nigerians, militated against the educational system and resulted in the ostracisation of the generality of Nigerians and their exclusion from the political and economic space, among other glitches. The entire social matrix in Nigeria is characterized by interand intra-community, inter and intraethnic, and interand intra-religious strife. Some of these conflicts are as old as the history of the Nigerian nation. Like India, a federal state with its pluralized ethnic, religious and cultural status, these researchers reasoned that Nigeria is a deeply divided and plural society (Ojo, 2009). Many scholars they recalled have tried to put a figure to the number of ethnic groups within the polity at well over 250 (Attah, 1987; Onwujeogwu (1987); Kirk-Green, 1969:4; Otite, 1990; Suberu, 1998). Ojo (2009) contends that “Nigeria has a unique problem not experienced by any state in the world past or present. “The problem is that of achieving solidarity in action and purpose in the midst of hundreds of ethnic nationalities each exerting both centrifugal and centripetal forces on the central issue of the nation, bound in freedom, peace and unity where justice reigns.” They recalled that although the British colonialists and the Nigerian elite that succeeded them used ethnicity to perfect their political strategies and notch up some socio-economic and political gains, as Emelonye & Buergenthal (2011) observed, poverty and ineffective governance in Nigeria today have further sharpened ethnic divisions leading to misunderstanding between ethnic and religious groups who see themselves as rivals that must be surpassed by any means, thus hampering national integration. My interviewees then pointed to the kind of positive lessons of integration passed on to them during the NYSC scheme as a key factor to resolving these fundamental challenges of

nation building process alluded to by the aforementioned University researchers who work we are relying on to lay the solid framework to the issues that played up throughout the interview sessions i conducted in the United Kingdom on the proper place of NYSC lessons of national integration on their relationships with other fellow citizens. The authors add that because the Nigerian state is beginning to lose legitimacy and authority, the fear of uncertainty has increased to the extent that citizens now resort to self-help, seeking security and solidarity in their own ethnic, religious or regional affiliation and identity. According to them, a new dimension to Nigeria’s ethno-religious violence is the increasing recruitment and mobilization of ethnic and regional militias, vigilantes and other armed groups: the Oodua People’s Congress in Yorubaland, the Arewa People’s Congress in the north, the Bakassi Boys in the east, the Egbesu in the south, and the emergence of a supercilious army of terror merchants who represent contending interests to Nigeria’s detriment. “The implication of these hydra-headed conflicts is that national integration suffers, there is increasing insecurity of citizens and property in the country, foreign investment is deterred and economic development is stymied”. This issue of national integration in Nigeria, they repeat, highlights programmes aimed at achieving it and examines innate challenges that frustrate the process of integration in the country. In a pragmatic sense, NYSC has a central role in shaping the depth of national integration as a collective ideology for all. As i was putting pen to paper, one of Nigeria’s most celebrated musicians known with the stage name of DAVIDO was captured in the media registering to participate in this ongoing NYSC scheme even as a thought flashed through my subconscious to task the management of NYSC to work out ways of using this flambouyant but successful young Nigerian talented singer to unveil a project to be centred around devoting some of his service periods to preach national integration to fundamentally and most profoundly bring into practical fruition the essence of the core objective of the National youth Service scheme. 2019: PACT, consensus and way forward (2)

As at the next meeting on August 9, 2018, some of the members, notably Eragbe Anselm, Jaiye Gaskiya, myself and the representative of Dr. Nicholas Felix repeated the need for aspirants to obtain their party’s candidacy first. Mr. Gaskiya threatened to walk away if proper processes are not followed. I also told the house that I align with Gaskiya. Mr. Byron also chimed in on the group WhatsApp forum to that effect, apart from advising the group should go slow on the emphasis on the youth and the need to be more inclusive. The chief drivers of the process were of the view that we should choose the consensus candidate among us rather than take it to the public. They also insisted that a decision should be finally reached on August 30, 2018 and they got a majority vote behind them. At that point I was out. I did not attend the meeting of August 16 for this reason and after following through the discussions on the WhatsApp group, I left the group on August 23, 2018. Before leaving I repeated my concerns. There was a deficit of participation, inclusiveness, commitment (because many of the aspirants had nothing to lose), and I saw an apparent desire to avoid an open debate. In considering criteria for prequalification, I recall asking that it should matter whether someone had written articles or books about the Nigerian question and/or proffered ways forward in a cogent manner. That

too was stepped down. I felt at that point that we were actively potentially working to position more lightweights who hadn’t given the Nigerian question any deep thought, for a shot at the presidency – at the expense of those who had better to offer. I received a couple of calls from members of the group in the days after I left, which I respectfully answered. I always felt like a bit lost in the meeting or that some of us knew just a little bit more than others. It felt like one was being blindsided or railroaded and with my current experience as a party chairman, I know better than to walk into a sucker punch. I looked at the permutations and there was no way the outcomes will be fair, chiefly because the small numbers swung the odds massively in favour of some people who had closer relationships, than with others. For example, three of the members of the group were from a singular political party, the ANN, and we were actively building this group when we heard that they boycotted their party convention at which one Mr. Olawepo-Hashim took the party over. I recall telling them that if they all lost in the process we were working on, Mr. Hashim will never step down on the basis of the meeting we were having. So what was the point? Even I did not have the mandate of my party to commit them at that meeting and I do have another aspirant within my party to contend with. There was even a very interesting situation where Alhaji Alkali, an aspirant on the

platform of the All Progressives Congress (APC) joined the group and would usually belittle other parties. I asked him at plenary one day if he would tell President Buhari to step down in case he lost to another consensus candidate. We had too many people who were sure they would not obtain their party’s candidacy, now becoming kingmakers and having every opportunity to sideswipe anyone they felt was formidable. Kingsley Moghalu Curiously Kingsley Moghalu, who in my view has vast experience and resources at his disposal, was ambushed in this group. I heard from usually unreliable sources that he was promised by a few guys that he had the candidacy in the bag, only for guys to move against him. I haven’t confirmed this. But he has the battle of his life in his hands right now. I note that being a political party chairman prepares one for many things and is way ahead of experiences in the private sector. For one, anyone involved in politics should be very careful to trust so soon. Also, in my view, when one desires a post too badly, it is also quite dangerous and makes one vulnerable. Vulnerability is not an asset in politics. The “Now Now!” Mentality In my view, we oughtn’t be in much of a hurry and the youth of Nigeria have entered a typical cul-de-sac because we

have attempted to handle a very serious situation in a cavalier manner. This is our future in our hands but we went and adopted a microwave approach. This is a fatal flaw of the young and indeed a reason why older people are ahead. But the situation is not irredeemable. In this politics, we have to be extra careful and have to consider every step of the chess game very carefully. Just because our friends on Twitter, WhatsApp and Facebook are fervently demanding for that ‘consensus candidate’ “now now!” does not mean we should suspend our thinking cap and rush out somebody. We should appeal for patience and take our time to ensure a very transparent process. All is not lost. We can even redo this process with a view to coming out with a consensus candidate in January – as I had been advising. Let us drag the usually disinterested Nigerian youth into it a bit deeper. Let them feel the heat. Let them get involved. Let them know that for something this important, they have to sweat, they have to think, they have to struggle. Let it even cost the youth some coins. Critiquing on social media is not enough. Let’s get in the trenches. For me, no matter the shenanigans of politics, honesty always trumps. Yes, honesty is the king of all political strategies. Honesty, and an innocent, incorruptible mind. They stand out in a clime like ours. Concluded

Editorial Commentary Importance of educating the girl child in Africa

Today in Africa, the average girl child is affiliated with all that failures entail because of cultural and geographical beliefs which has inhibited her optimal development. There is no doubt that, the girl child is one of the abused genders in the categories of the feminine gender. This is typical of Africa and other developing countries because of their underdevelopments and educational setbacks. The continent of Africa has been suffered several drawbacks because of cultural beliefs which has militated against its growth, stability and above all developments. There is a clear distinguished dichotomy between treatments meted out to the male child when compared with that of the girl child, and this dichotomy has led to many instances of the abuse of the fundamental rights of the girl child. These rights enshrined in the United Nations Charter on Human Rights have been ignored in sub Saharan Africa due to outdated cultural and traditional beliefs which has thrown us back to the stone age. Today in Africa most cultures still believes in the practices of denying the girl child the right to education, instances are bond where in families the girl child is asked to stop her educational pursuit so her brother can continue where the family’s finances dropped or upon the demise of the family’s breadwinner. In 2007 the National Agency for the Prohibition of Trafficking in Persons ( NAPTIP) and other reputable international organisations recorded about 17,000 numbers of the girl child in Nigeria alone being trafficked out for prostitutions, house girls and for other hazardous activities. This has complicated the rate at which the girl child is being regarded in this part of the world. The United Nations World Development reports stipulated that 4 out of 10 African girl child have faced abuse from members of their immediate families or communities. The author of the new book titled OMO Elexander Ochogwu has a holistic appreciation of the national security implications of this sets of hazards on the girl child in Africa. While writing his new book, he reached a conclusion that the place of gender and human capacity in national developments cannot be overemphasized especially as its regards the girl child. This can be attributed to a popular saying of a Ghanaian Dr. James Emmanuel Kwegyir -Aggrey, “that when you train a man , you train an individual but when you train a woman , you train a nation”. The importance of a well-informed girl child who will later grow up to be a mother can be linked to the undisputed fact that women in general are the new born child’s primary caregivers in most societies. The paid nanny, the indulgent grandmother or an older sister are most likely to watch over the child during its first three critical years. From the womb through its early formative years the baby has more direct contact with women. It is during this time that the words, unspoken messages and expectations of the caregiving woman affect and determine the child’s future destiny. A physically abused and psychologically hurt child at this time is likely to transfer his or her anger on society in later life. On the other hand, a child that is surrounded by the warm embrace of loving women caregivers will most likely spread that love in his or her future dealings with others as the child grows up. Perhaps the truthfulness of this saying is best exemplified in the life of George Washington

(1732-1799), the first President of the United States, who said this about his mother: “All I am, I owe to my mother...I attribute all my success in life to the moral, intellectual and physical education I received from her.” The present decay in our societies particularly in Africa cannot be unconnected to the gradual collapse of our systems that have little regards for the wellbeing of the girl child, the hazards they faced in their formative years are directly or indirectly transferred to their offspring which have negative effects on the society. A recent global estimate based on UNICEF, ILO and the World Bank indicates that 168 million children of course more than half of them the girl child aged between 4-17 years are engaged in child labour. Millions suffers worst cases of child labour including slavery, and slavery like practices such as forced armed bonded labour and child soldering in war situations, sexual exploitations or used by adults for illicit activities including drug trafficking and prostitutions. It is also estimated that 15.5million child girls’ labourers are often hardly visible and face many hazardous situations in Africa, this cannot be unconnected to intergenerational circles of poverty and deprivations occasioned by some cultural beliefs that reduced the girl child to a mere property to be owned by the male folks. In the course of my field work, I have come across some very distressing stories of young girls who were used as collaterals to enable their families access funds from either neighbours or friends. Two particular stories come to mind here: the first is Comfort. She was 12 years old when her mother upon the demise of their father decided to marry for her 19 years old son and because she has no money, Comfort was used as the collateral for a loan of Thirty Thousand Naira (N30,000) with a promise that the creditor can take her as his wife if the mother fails to repay back after two years. Comfort was to be given out in marriage based on the agreement before a good neighbour contacted our Foundation and we rescued her. Comfort is going to start secondary school this September. The other story was a little girl that was given in exchange of a goat in a village in Cross Rivers. The girl whose name I can’t remember escaped to Abuja and told her story on a popular radio magazine program (Brekete Family show) of how her father who could not repay back the debt of a goat he owes the village herbalist decided to hand her over to the herbalist. It was in 2016. Above are tips of the hazards that the girl child face in Africa which has limited their ability to reach their full potentials. So many efforts are being made by government at all levels, Non-Governmental Organisations (NGOs) and few good spirited individuals in ensuring these hazards are eliminated but a lot needs to be done to achieve this. A typical example is the non-domestication of the Child Right Act by some states of the federation. As at today, only 21 states and the FCT have domesticated the Child Right Act. Many reasons ranging from cultural differences, poverty, educational background and religious beliefs are largely the reasons why the Act was not implemented at the national level. It is high time all stakeholders come together and make deliberate commitment to eliminate all forms of hazards being faced by the girlchild so she can grow to become a resourceful woman whose contributions to the growth of our society can be positively felt.

Buhari, rule of law and matters arising

T

he recent speech of President Muhammadu Buhari that his government would continue to place the nation’s security and national interests above the rule of law has continued to receive mixed reactions from Nigerians. It is instructive to note that rule of law means that government powers are defined and limited by the constitutional laws of the state. Since the constitution also describes and defines the national interest, then the national interest is necessarily protected and promoted by observing the constitution which is, the rule of law. And so it is that in a constitutional democracy, the national interest is inextricably linked to the rule of law, whereas in a dictatorship, the national interest is linked to the opinion of the maximum ruler. When it comes to ruling, there are basically two options: the rule of law or the rule of man. President Buhari, who spoke while declaring open the 2018 Annual General Conference of the Nigerian Bar Association (NBA) in Abuja last week, said that his government adopted the stance on the basis of subsisting decisions of the Supreme Court. He maintained that individual rights of alleged offenders would not be spared when national security and public interest were threatened. But many public analysts including the civil societies and opposition parties have kicked against the idea that the national interest can exist outside the ultimate law, the constitution. Incidentally, the concept of national security remains ambiguous, having evolved from simpler definitions which emphasised freedom from military threat and from political coercion. Conversely, the rule of law has been defined as the “authority and influence of law in society, especially when viewed as a constraint on individual and institutional behaviour; (hence) the principle whereby all members of a society (including those in government) are considered equally. Interestingly, the NBA in a communique it issued at the end of its 58th Annual General Conference, tackled the President over his declaration and insisted that issues of national security must be managed within the perimeters and parameters of the rule of law. The NBA also frowned at what it described as a growing penchant by Buhari’s administration to disobey court orders. It is refreshing to note that after the criticism from the NBA, members of the public and other relevant stakeholders, President Buhari on Friday made a U-turn from his previous stance on rule of law, saying that his administration would always uphold the sanctity of the rule of law in governing the country. Speaking during a bilateral meeting he had with visiting German Chancellor, Angela Merkel, at the Presidential Villa, Abuja, Buhari said that the unity and harmony in every society could only be preserved by observing the rule of law. We are of the opinion that the president

missed the point by trying to place national interest above the rule of law. We wish to remind the President that even though he was not wrong as it is the global practice since the emergence of cyber crimes and terrorism altered the traditional balance between civil liberties and the tools used in maintaining the imperatives of national security/national interest, it was not within his power to declare that national interest is supreme to rule of law. We believe that the rule of law is the way to go and the pronouncement on the rights of individuals vis-a- vis the national interest is the exclusive preserve of the judiciary which is constitutionally empowered to deliver verdicts over any contestation between individuals and corporate entities. In the Western world, libertarian streams of thoughts which support the supremacy of individual rights and personal freedoms over any kind of authority have been bemoaning the rapid erosion of civil liberties in the name of fighting terrorism or perceived new security threats. We are of the opinion that there is a mix - up on issues such as tension between the ‘rule of law’, “national interest” and “national security” rather than as a tension between national security/national interest and civil rights. They are not quite the same. This is because even when a government decides to abridge people’s civil liberties - freedom of religion, freedom of speech, freedom of the press, freedom of assembly, etc, such abridgements are backed up by extant laws.

Short News Alleged N1.6bn fraud money, church project donation - Dudafa Justice Umezulike to be Peter Fowoyo, Lagos A former Senior Special Assistant to exPresident Gooluck Jonathan on Domestic Affairs, Dr. Waripamo-Owei Dudafa, has told Justice Mohammed Idris of a Federal High Court in Lagos that the N1.6 billion linked to him in an alleged fraud charge by the Economic and Financial Crimes Commission (EFCC) was proceeds of donations towards a church project. He made the disclosure yesterday during his examination-in-chief by his lawyer, Gboyega Oyewole (SAN) after opening his defence to the alleged fraud. According to him, the money was part of the N6 billion realized from the launching towards the building of St. Stephen’s Youth Development Centre, Otuoke, by the Anglican Communion of Otuoke community. He said: “From my interactions with former President Goodluck Jonathan, I know that the funds were proceeds of a launching that was conducted by the Anglican Communion of Otuoke community for the building of St. Stephens Youth Development Centre, Otuoke.

The launching which was done in Lagos on the 16th of March, 2013, was organized by the former president as a member of the Anglican Communion and the grand patron. “About N6 billion was realized from the event. Several persons made various donations at the event while the chief launcher, Prince Arthur Eze, donated $10 million (about N1.8 billion). The donation by the chief launcher was a pledge which he promised to fulfil in piece-meal”. Dudafa added that his boss later gave him the task of following up on the promise made by Prince Eze. “When Prince Eze started redeeming his pledge in piece-meal, the former president directed that I get somebody in the private sector that will be able to keep the fund. “I then brought in a friend, Somprie Omiebi, who later opened an account with a bank in Bayelsa. The naira denominated account was opened to receive Prince Eze’s money. “Anytime Prince Eze brought any money, the former president will direct that I link up with a Bureau De Change (BDC) operator who will remit the money directed to the account opened by Somprie Omiebi.

“The companies listed in the charge are not known to me and I am not a signatory to their accounts. I am also not a Director. I know Somprie Omiebi as someone in the private sector that brought those accounts and the companies to the former president and his wife for the safekeeping of their money. Omiebi is the only person that knows the details of the various accounts”, he also added. The former president’s aide had earlier narrated how he was arrested at the Murtala Mohammed International Airport, Lagos, by operatives of the Department of State Services (DSS) on 17th April, 2016, while he was taking his son to the United Kingdom. Further hearing in the matter continues today. Dudafa and his co-accused, Iwejuo Joseph Nna, were on June 11, 2016, arraigned before the court by the EFCC on a 23-count charge of conspiracy to conceal proceeds of crime amounting to N1.6 billion. In the charge, the anti-graft agency alleged that the two accused persons, between June 2013 and June 2015, used different companies to fraudulently launder the money.

Ijaw youths berate presidency over alleged moves to replace Seifa Akam James, Yenagoa A coalition of Ijaw Youths from the nine States of the Niger Delta region, yesterday faulted the alleged moves by the presidency to remove Mr. Matthew Seiyefa as the Director General of the Department of Security Services (DSS) and reinstate the sacked Lawal Daura. According to the Ijaw Youths, though President Muhammad Buhari has the power to hire and fire heads of security agencies as the Commander-in-Chief, his power must also follow corresponding federal character principles, which the alleged removal of Matthew Seifa as DG, DSS will violate. Adamawa APC adopts indirect primaries The Adamawa state chapter of the All Progressives Congress (APC) on Monday adopted the indirect primaries to elect its candidates for the 2019 general elections. A communiqué issued at the end of the State Executive Committee (SEC) meeting of the party in Yola, said that indirect primary was the best option for the state. It said that the state executive consulted widely and resolved to adopt the indirect primaries for the governorship, National Assembly and state House of Assembly primaries. Motion for the adoption of the party’s decision at the meeting was moved by Ahmed Gulak and seconded by former House of Assembly Speaker and acting Governor, James Barka.

Akure killings: NSCDC frustrating investigation, police allege Adewale Momoh, Akure The Ondo State Police Command has confirmed the arrest of an official of Nigerian Security and Civil Defence Corps (NSCDC) accused of causing the death of a commercial motorcyclist in Akure, the Ondo State capital on Tuesday. The commercial motorcyclist identified as Yakubu Adesanya Aziz died last week Tuesday in a ghastly accident around Damilak Filling Station on Ondo road, allegedly caused by a civil defence official travelling to Akure for a promotion examination. It would be recalled that the incident sparked wide protest in Akure when angry youths and colleagues of the deceased shut down the state capital as

they vent their anger on street demonstration. The protest later snowball into a wider one as a woman was accidentally shot dead by men of the Civil Defence, around Alagbaka’s office of the corps. The NSCDC had confirmed that his officer from the FCT, Abuja Command caused the accident that killed Yakubu, but denied involvement in the killing of the woman, who has also been identified as Rita Rukewe Edowo popularly called “Mama Delta”. Confirming the arrest, the state spokesperson of the Ondo State Police Command, Femi Joseph in a phone interview said that the officer is currently in custody and might be charge to court soon. Mr. Joseph however added that the officials of the NCDC have

been frustrating investigations into the case of the woman who was shot dead during the protest, sparked by the death of late Yakubu. “They were able to produce that officer who caused the death of the cyclist (Yakubu) and he is currently with us. “But they have failed to assist us with investigation on the case of the other woman who was shot accidentally during the protest”, the PPRO said. Meanwhile, the family of the deceased motorcyclist have called for justice, as the elder brother to late Yakubu, Mr. Kehinde Aziz, who spoke through a phone interview on Monday narrated how efforts were made to safe Yakubu’s life before he gave up the ghost.

Police arrest armed bandits, impound vehicle in Rivers Memoye Ikiti Oghu, Port Harcourt

Residents of Mile 1, Diobu in Port Harcourt, capital of Rivers State were edgy on Monday morning as suspected robbers returning from their devilish operation were ambushed by security operatives, foiling their act, leading to the arrest of one and impounding their vehicle. The incident happened in the early hours of Monday morning along Kalabari Street. The suspected armed robbers were making their way through the street from Ikwerre Road but were obstructed by commercial taxis loading on the street. However, the suspected robbers, running out of patience, allegedly shot into the air to scare the drivers and passersby in order to clear the road, thereby attracting the attention of security operatives from the Federal Special Anti Robbery Squad (FSARS) who quickly intervened, arresting one of the suspected robbers, while others escaped unhurt.

him nor any of the sacked state executive members of the decision to dissolve the state executive committee. To this extent, Doguwa unequivocally stated that he remains the state party chairman, pointing out that all the other executive committee members remain valid officers of the party until a fresh election is held, “so no one has the power to appoint a new executive in the state. ‘’We have rules and regulations guiding the affairs of the party to elect a new executive until a fresh election is held. Senator Rabiu Musa Kkwankwaso and his supporters in the party, accusing Kwankwaso of being behind the crisis tearing the party apart in the state. 2,140 graduates get appointment in Nasarawa Augustine Kuza, Lafia As part of efforts to improve the standard of education in the state, the Governor of Nasarawa State, Alhaji Umaru Tanko Al-Makura, has on Monday offered appointment to 2,140 teachers in the State. The governor who made the pronouncement in Lafia the state capital said the newly employed teachers are to teach in secondary schools across the state. The Registrar of the Joint Admissions and Matriculation Board (JAMB), Prof. Ishaq Oloyede, has said that the 2019 general elections would not affect the board’s 2019/2020 examination. He made this remark while fielding questions from journalists shortly after delivering the 2018 Annual Sobo Sowemimo Lecture of the Abeokuta Club in Abeokuta. Oloyede said that since the Independent National Electoral Commission (INEC), had given the dates of the elections, then the board would only need to adjust accordingly. “I don’t think there will be any need for a shift in the examination date because of the 2019 general elections. I believe INEC has done well by giving us a prior notice six months ago.

Workers return to work in Osun after warning strike Workers in Osun on Monday, returned to work after the expiration of a three-day warning strike they embarked upon on the directive of the state Joint Labour Unions. The Joint Labour Unions, comprise the Joint Negotiating Council, Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) had on Tuesday, issued a notice, directing all civil servants to embark on a three-day strike to demand for the payment of their salary areas and other entitlements. The strike became necessary to demand from the state government the payment of 34 months’ salary arrears of 50 per cent paid officers on Grade Level 08 and above, equalling 17 months full salary. “The payment of 34 months pension arrears of retired workers in the state, remittance of 34 months contributory pension arrears, payment of outstanding gratuity to all pensioners; and payment of 2016 leave allowances across board to officers of the state government,” were some of the workers’ demands.

We’ll heal wounds, restore unity in our House of Lawyers – Usoro NBA boss This is an abridge acceptance speech by Paul Usoro SAN, new NBA President. I am truly humbled standing before you today as the 29th President of the Nigerian Bar Association, the preeminent professional association in Nigeria and the largest and most vibrant Bar Association in Africa.. .......... The Task Ahead – NBA I come into office as the 29th President of the NBA at a time that the Association is riven with and by acrimonious divisions of all sorts not to mention serious scepticism and distrust of the NBA leadership by our members. Those divisions and rifts did not start with the last Elections; they were simply exacerbated and made worse by these Elections. It is critical and urgent that we bind, heal wounds and restore unity in our House of Lawyers. We are strong only when united and together. Divided, we’re vulnerable and subject to external and devastating attacks – and these are the dangers we face daily. My immediate task would therefore be to heal these wounds, seal the cracks and unite our family of lawyers. I have already started the process of such integration and healing by extending my hands of fellowship and brotherhood to my cocontestants, Prof Ernest Ojukwu, SAN and Chief Arthur Obi Okafor, SAN. But I will go beyond them in the days ahead. I’ll seek to heal the wounds of the 2016 NBA Elections by reaching out to my very good friend and brother, Chief J K Gadzama, SAN and bring him back into the NBA family. I know that he has plenty to offer to our Association. There are also several of our Bar Elders who have stayed outside the NBA fold for several years now for one reason or the other, mostly out of disenchantment; we’ll actively work to bring them back into the fold and in the process harvest from their rich repertoire of intellectual resources, experiences and wisdom. These healing processes and integration efforts would extend to the NBA Branches where we’ve had drawn-out strives and contentions – incidents that tend to give the lie to and inhibit and erode the brotherhood and friendship in our common salutation as “Learned Friends”. Turning to the 2018 NBA National Elections, it is common ground amongst everyone that a review of our electoral systems and values is urgently required. In the coming weeks, I’ll constitute a Committee to review and recommend required reforms for and of our electoral processes. Still on our electoral processes, one significant lacuna that came out from the last elections is our lack of electronic data in respect of our members. The most difficult and tortuous of the processes during the elections was the electronic capturing of our members’ data and the verification of same. It is rather unfortunate and regrettable that Africa’s pre-eminent Bar Association underwent such pains and pangs as we suffered in the processes of capturing and verifying our membership data. As a matter of urgency, we would set in motion the processes for electronically capturing and preserving our membership data, amongst others, for purposes of preventing a repeat of our very unpleasant data capture and verification experiences in the last Elections. As a complement to the Electoral Review Committee, we’ll also constitute a Constitution Review Committee to look at and recommend required amendments and changes to the NBA Constitution. I qualify this as complementary to the electoral review process because, it is most likely that the review of our electoral processes would necessitate a corresponding amendment

of our Constitution. Beyond that, however, most of the reform programs which we committed to during our campaigns, would most certainly require matching amendments of our Constitution. Talking about reforms, it would be recalled that we campaigned on the platform of required reforms in the running and operations of the NBA. The underpinnings of those reforms, as we pointed out during our campaign, were four key objectives, to wit, reforms that would engender efficiency in the operations of the NBA, rekindle and/ or boost the trust and confidence of our members in the Association, create a sustainable institution out of the NBA or strengthen the NBA as an institution and, finally, shore up our moral equity thereby emboldening us to speak out against maladministration and societal ills. The bedrock for these reforms would be the institution of corporate governance in the running and operations of the NBA...... One of such illustrative and auditable reforms on which platform we campaigned is our plan to be financially transparent and accountable in our management of the NBA affairs by, amongst others, preparing and publishing to our members, every quarter, the NBA’s quarterly financial statements – a step that has never been taken – complete with full financial disclosures, which would inform our members on the financial health and status of the NBA. .... That promise, by God’s grace, we shall definitely keep and this is only illustrative of the several other reforms that we would be initiating in the operations of our association in the coming days and weeks. I congratulate the Mahmoud-led administration for the successes of the recently concluded Annual General Conference.....Without intending howsoever to denigrate the astute and formidable endeavours of the Conference organizers and planners, let me assure you, my dear colleagues, that we have listened carefully and attentively to, heard and take to heart your various pleas for improvements in the planning of our future Annual General Conference both in terms of costs and the quality thereof. We commit to work on this and promise that our next AGC would be unparalleled in all respects The future and sustainability of our respective firms and practices cannot be assured except we motivate and take care of these young lawyers. These are lessons and facts that are sometimes lost on the rest of us. Continuous education of the older lawyers on these basic facts and principles is therefore required and would be complemented by my executive with the push for the regulation of the Nigerian legal market in a manner that protects and does not howsoever disadvantage or prejudice the interest of Nigerian legal practitioners. Our various programs, including but not limited to the reform programs, would be anchored by various Committees the details of which we would work out and publish in the coming days and weeks. Ahead of such publication, we would review and where necessary rationalize the existing Committees of the Association. To facilitate such review and rationalisation, it is necessary that I dissolve forthwith the membership of all the existing Committees of the NBA excluding the Sections and such other Committees as I may expressly indicate..... The Task Ahead – Justice Subsector and Nigeria The lead motif or sine qua non of Bar Association worldwide, with Nigeria not being an exception, is the promotion and protection of the rule of law. In that connection, there a number of misconceptions and misperceptions that I must necessarily clear, at this juncture. First, Judges and the Courts are not enemies of society simply because they discharge and or acquit persons who are charged before them for criminal conduct. Courts, world over, make decisions based on the facts presented before them and based on applicable principles of law. Courts do not manufacture evidence and do not descend into the arena to prosecute or defend persons charged with criminal conducts. Judges remain impartial arbiters, even in criminal matters and our Nigerian Courts have in the main carried out these functions in a most exemplary manner. It therefore pains us, as lawyers, when the Judiciary is erroneously perceived and characterized as the problem in Nigeria. It pains us when they are vilified and demonized in a manner that would tend to cow and intimidate them. Yes, like any grouping of people, there may be bad eggs amongst our Judges, but that does not call for class demonization of our Judges and Courts. What needs to be done is to fish out those

bad eggs amongst them and remove them from the pack – and there are sleuth methods and laid down procedures in this regard. We truly damage our justice administration system when we, public officials and lawyers alike, openly vilify and condemn our entire judiciary and judges – more often than not, without any proven case of infraction. We degrade the rule of law thereby and blackmail our judges and the judiciary. A corollary and second misconception and misperception is that which characterizes lawyers who defend persons charged with criminal conduct before our courts as criminals themselves or accomplices to the crimes for which their clients are charged, ipso facto. That is entirely incorrect. Persons charged with criminal conducts are not only constitutionally deemed innocent until proven guilty based on court pronouncements, they are entitled to legal representation by Counsel of their choice. This is a basic principle of the rule of law and a constitutionally guaranteed right. It is also a demand of the rule of law that Counsel, once engaged in defence of a client, must prosecute the client’s case to the best of his professional ability and most assiduously. In some instances, such forensic and assiduous defence of clients earns the defendant a discharge and/or acquittal. That is not and cannot be the fault of the Counsel and it should not necessarily be attributed, without proof, to the compromise of the Judge by Counsel. Such an attribution is just as unfair to the Court and Counsel as the attribution of all convictions to the unproved undermining pressures that may be perceived by some to have been placed on the courts by agencies of government. Indeed both misperceptions do grave injustice to our justice administration and unduly destroy the credibility of our courts and lawyers. To this end, it is important that lawyers be not class-defamed and treated by our law enforcement agencies as criminals or accomplices to the crimes for which their clients may be charged. It is perhaps this misperception that has resulted in the increasing incidents of assault and battery of our lawyers throughout the length and breadth of our country in the course of their discharge of their professional duties and functions. The NBA is scandalized by and totally condemns, in very strong terms, these unwarranted assaults and battery of our members by law

enforcement agencies including but not limited to the Nigerian Prison Service and the Nigeria Police Force. We shall take steps to ensure that these incidents do not recur and in this regard shall meet with the top hierarchies of the various law enforcement agencies to agree on protocols for engaging lawyers and avoiding such ugly incidents of assault and battery of our colleagues in the course of their carrying out their professional duties. This is not to say that we do not have bad eggs in our midst. We however have a disciplinary machinery for purging ourselves of such bad eggs. Do we need to tweak and make that machinery more efficient? Yes, of course, and this we would do........ The conduct of some of our members brings bad repute to us. It is critical and important that we purge ourselves and, as a profession, regain the moral high ground that historically stood us out as members of the honourable profession. Our seniors must lead by example and our juniors must emulate and follow the example of our worthy seniors. These are indeed issues that we shall concern ourselves with continuously and constantly with the plan that, well before the end of our tenure, the glory of our profession and legal practitioners shall be truly restored in the eyes of the public. I must address one more misperception that sometimes colours the actions of the government, its agencies and indeed the larger public and this is the misconception that the NBA is in constant adversarial position with government. Lawyers and their association, the NBA are not adversaries of government but partners with government the promotion and protection of the rule of law. The NBA’s significant role in that partnership is to serve as the watchdog of society and, in the process, call the government to account. We shall not shirk our responsibilities in that regard. Indeed, our role in that capacity is not much different from the role of financial auditors who highlight the weaknesses in the financial systems of organizations and governments. I do wonder why the financial auditors are not vilified and condemned as enemies of organizations and governments similar to the misperception and mischaracterization of legal auditors, notably, the NBA, as adversaries and/ or enemies of governments. Indeed, all governments and organizations need legal auditors like the NBA and it must be remembered that no auditor worth his salt, submits himself to simply being a yesman. The NBA will not be living true to its creed and lead motif if it were to become such a yesman to any government or its agency. Conclusion, my most respected colleagues, distinguished Ladies and Gentlemen, time would not permit me to adumbrate in greater detail on our lofty plans for the NBA, the justice subsector and indeed the larger Nigerian society in our 2-year tenure as custodians of your sacred NBA ......Suffice for me to say that we would be building on the solid foundations that our predecessors in office have left in place for us going as far back as our legendary Past President, the late but not forgotten Chief F R A Williams, SAN .....Where or when we think differently, we would patiently explain our viewpoints to you knowing as we do that communication between us clears doubts and pre-empts quarrels and misunderstandings. Transparency and accountability, we assure you, would be our watchwords at all times.

& related products; plastics & rubber products; textile, apparel, leather & footwear; petroleum & coal products; chemical & pharmaceutical products; paper products; fabricated metal products; printing & related support activities; food, beverage & tobacco products and primary metal. The transportation equipment subsector declined in the review month. The survey further stated that, “The composite PMI for the nonmanufacturing sector stood at 58.0 points in August 2018, indicating expansion in the Nonmanufacturing PMI for the 16th consecutive month. “The index grew at a faster rate when compared to that in July 2018. 14th of the 17 subsectors recorded

growth in the following order: agriculture; repair, maintenance/ washing of motor vehicles; information & communication; water supply, sewage & waste management; educational services; wholesale/retail trade; finance & insurance; arts, entertainment & recreation; real estate rental & leasing; health care & social assistance; transportation & warehousing; management of companies; accommodation & food services; electricity, gas, steam & air conditioning supply. “The public administration subsector remained unchanged, while utilities; professional, scientific & technical services and construction subsectors recorded contractions in the review period.”

Access Bank declares N39.63bn profit in H1 Ladesope Ladelokun Access Bank Plc has announced N39.63 billion profit in audited half year (H1) result and accounts for the period ended June 30, 2018. The financial institution had reported N39.46 billion half year result and accounts for the period ended June 30, 2017. Amid steady performance in profit, the management of Access Bank proposed N0.25 interim dividend for shareholders who invested in the company. Access Bank said, gross earnings grew by three per cent to N253 billion in H1 2018 from N246.6 billion in H1 2017, with interest and noninterest income contributing 74per cent and 26per cent respectively. Interest Income grew by 15per cent

to N186.7billio in H1 2018 from N161.9billion in H1 2017. Non-Interest Income of N66.1billion in H1 2018, 22per cent below N84.4billion reported in H1 2017. The asset base of the Bank remained strong and robust with growth of seven per cent in total assets to N4.37trillon in June 2018 from N4.10trillon in December 2017. Loans and Advances totaled N2.0trillon as at June 2018 (December 2017: N2.06trillion). Customer deposits increased by seven per cent to N2.41trillion in June 2018, from N2.25 trillion in December 2017. Capital Adequacy of 20.8per cent and liquidity ratios of 43.2per cent remained consistently above the regulatory minimum requirement. The Group Managing Director, Access Bank, Mr. Herbert Wigwe,

in a statement said, “The Group reported top line earnings of N253billion, up three per cent from the corresponding period in 2017, demonstrating the implementation of our strategy, notwithstanding the challenging operating environment. “We recorded strong growth of 15per cent in our interest income to N187billion from N162billion in H1 2017, and an increase of 21per cent in transaction banking income to N30.1billion from N24.8billion, as we continued to penetrate and deepen our market presence in the retail space. “However, the growth in interest and transaction banking income did not compensate enough for the significant decline in trading and foreign exchange income, which suppressed operating income for the period. Thus, consolidated profit

before tax for the half year ended June 2018 came in at N45.8billion, from prior year’s figures of N52.0billion. We continue to deliver on cost, capital and credit quality. Operating expense reduced by six per cent from the corresponding period to N98.2billion from N105.1billion highlighting the effectiveness of our effort to systematically reduce our cost profile. “Cost of risk came in at 0.6per cent from 1.1per cent in H1 2017, and we remain financially robust, as underlined by our strong capital and liquidity ratios of 20.8per cent and 43.2per cent respectively. “Going into the second half of the year, we will continue to focus on bringing down our cost of funding and further diversify our earnings base.”

Nigeria’s leading carrier, Air Peace on Sunday boosted its regional operations with the introduction of night flights out of Lagos, Accra, Banjul and Dakar. A statement signed by the carrier’s Corporate Communications Manager, Mr. Chris Iwarah quoted the Chief Operating Officer, Mrs. Oluwatoyin Olajide as saying the new flights were part of the airline’s strategy to make air travel on the West Coast of Africa seamless and more beneficial. Prepaid meters consumers hit 1.62m - NBS National Bureau of Statistics (NBS) has said total number of consumers with prepaid meters increased by 1.59per cent to 1.62million customers in second quarter of (Q2) 2018 from 1.59million customers in first quarter of (Q1) 2018. The report by NBS noted that Benin Disco has the highest number of customers metered. This is closely followed by Abuja Disco and Ibadan Disco while Yola Disco recorded the least total number of customers metered. The bureau ‘Power sector report: energy generated and sent out and consumed and load allocation in second quarter (Q2).’, stated that power generation statistics for Q2 2018 reflected that a total average of 81,561 MWh of energy was generated daily by power stations. According to NBS report on Monday, stated that “Daily energy generation attained a peak of 98,573 MWh on the 18th of April 2018. “Thermal stations generated a peak of 77,010 MWh on 18th April, 2018 while the hydro stations attained a peak of 22,858 MWh on the 28th of June, 2018. “However, the lowest daily energy generation of 52,074 MWh was attained on 9th of June 2018.”

The equities market segment of the Nigerian Stock Exchange (NSE) began the week on a negative note as investors sell-off in United Bank for Africa plc, and 18 others. The NSE All-Share Index (ASI) was down by 10.95 basis points, representing a decrease of 0.03per cent, closing at 34,837.50 basis points. Similarly, the Market Capitalization was down by N4 billion, representing a decline of 0.33per cent, closing at N12.12 trillion on Monday. The downturn was impacted by losses recorded in medium and large capitalized shares, amongst which are Flour mills of Nigeria that dropped by 9.67 per cent, Oando plc 5.66 per centGuinness Nigeria plc, 5.26 per cent, Dangote sugar was down by 4.13per cent. Other losers are Nigerian Breweries that dropped by 2.96per cent, UBA, shares depreciated by 1.25per cent while shares of Access bank dropped by 1.05per cent. On the foreign exchange market, the Naira at the inter-bank rate closed unchanged at N306.15 against Friday’s closing price. However, the Investors and Exporters (I&E) foreign exchange window began yesterday trading activities at N362.32, traded high at N364.00 and eventually closed at N362.78, representing 0.04per cent depreciation against Friday’s closing price. The special FX window, however, recorded a total transactions turnover of $425.98 million.

World’s pension funds hit $8.1trn - Study Mathew Dadiya, Abuja The 300 largest pension funds in the world grew assets under management by 15.1 percent in 2017 to reach a combined value of $18.1 trillion, a study on Monday showed. According to the research from Willis Towers Watson’s Thinking Ahead Institute, the growth was more than double 2016’s 6.1 percent increase. Willis Towers Watson is a leading consultant and investment advisor to pension funds. Reuters reported that the top 20 funds accounted for 41.1 percent of the assets, led by Japan’s $1.4 trillion Government Pension Investment fund and Norway’s $1.1 trillion Government Pension Fund. Meanwhile Nigeria’s pension assets hit N8.23 trillion as at September 3, 2018, the National Bureau of Statistics (NBS) reported. The NBS reaffirmed that the current standing of Nigeria’s pension assets under the Contributory Pension Scheme (CPS) stood at N8.23 trillion. Data released at the weekend by the NBS, showed that N8.23 trillion was recorded in the second quarter of 2018 as against N7.943 trillion recorded in the first quarter.

We have observed the unfolding political developments in the state especially the defection of former senate minority leader, Senator Godswill Akpabio to the APC and other gale of defections across board. What is the future of Governor Udom Emmanuel in all of these? Well, the future of the Governor is assured. It is a done deal. He is going to win a resounding second term and the people of Akwa Ibom state are solidly behind him. The people of Akwa Ibom state are impressed with what he has been able to do in the past three years and three months given the parlous and challenging economic times that invaded us when His Excellency was sworn in on May 29, 2015 and given the length and breadth of his achievements he has recorded under the prevailing challenging times. The people of Akwa Ibom state have seen what he has done. His campaign was predicated on the five-point agenda which I am sure you are aware of. The major plank of his five-point agenda was industrialization which is to take the state from over dependence on one source of economic growth which is derivation from oil arising from the fact that this state is the highest producer of crude oil in the nation. He wanted to put a new touch on industrialization and so far he has achieved that in spite of the challenging economic situation. There was a time certain plans were made at certain points that there would be thirty-one industries in 31 local government areas in the state and not even one of that was done. But this is a man that has been able to bring in industries across the three senatorial districts of the state. He has brought a new civility into governance. This government is Christ-centric, people centric and a government that issues of concern to the people takes centre stage. He has been able to improve on a lot of things that he met on ground. Education remains free and fair; the quality of education has improved tremendously. Teachers who are dedicated and well vested in their areas of expertise have been brought in and access has improved not just in the liberal arts kind of education but on education that would ensure and guarantee the children of Africa a bright future to compete in the market place of ideas and that is predicated on the new types of industry which is technologydriven by this administration. The emphasis and focus is being put on ensuring that our kids are prepared to compete with their counterparts down the road. In terms of healthcare, our hospitals have been remodelled namely Ikono General Hospital, Etinan General Hospital, Ikot Okoro, Emmanuel Hospital, Eket, General Hospital in

Oron; primary, secondary, tertiary, quaternary healthcare facilities have been attended to and improved. The Governor is investing resources in ensuring that those critical elements of governance are given the attention they deserve. Salaries, pensions and gratuities are being paid on time compared to other states where salaries and other entitlements are owed for months. His Excellency upon been sworn in had to clear a backlog of 10 years gratuities and pension and he needed not to have done that because he was not the governor by the time those were recorded. The labour movement in the state was absolutely excited and they sent him tones of letters of appreciation for doing that so he is a people-centric leader. There used to be a lot of insecurity in the state; people were being kidnapped, shot at, killed, etc, but in the last three years and three months His Excellency has been in this state, apart from some skirmishes in parts of Ukanafun and Etim Ekpo local governments, which is largely gangrelated, the state has been peaceful. Due to the peaceful atmosphere in the state, people are pursuing their legitimate businesses because the atmosphere has been made peaceful for industries, talents and creativity to thrive. The people of Akwa Ibom are aware of all these and so when the time comes, the people would reward him with a second term. There is a high level of apprehension in government circle resulting from the defection of the former governor, Senator Akpabio to the APC. During Akpabio’s defection rally at Ikot Ekpene stadium he threatened to capture and deliver Akwa Ibom to the APC. Do you see this happening? The Akwa Ibom spirit is predicated on republican values and ethos. Akwa Ibom resent the notion that somebody is going to lead them by the nose. We don’t have political warlords here. There is no Tinubu in Akwa Ibom state so anybody who thinks and claims that he is going to rewrite history and change the social order, goodluck to him. Akwa Ibom state is decidedly PDP; the South-South is decidedly PDP so whosoever said he is going to turn over Akwa Ibom state to APC should watch his back first to ascertain if his backyard would vote overwhelmingly for APC before he comes to talk about the entire Akwa Ibom state. Nobody plays God in Akwa Ibom state. The Akwa Ibom people are not wired to those sentiments. We have the capacity to sit down and analyze things, check out the philosophical character, integrity, transparency of the current governor. If I may say this, the Akwa Ibom man of 2018 is very sure of himself. He is not going to go on bended

knees to ask for favours. He is going to stand ramrod straight because he sees himself as a major stakeholder in the Nigerian enterprise. So if somebody is telling you that he is going to turn over Akwa Ibom state on bended knees and return the people to the layers of servitude good luck to the person. A lot of revelations concerning projects, debt profile, etc, are coming forth now after Senator Akpabio parted ways with Governor Udom Emmanuel. Their loyalty is sacrosanct because they don’t look at things based on the prism of an individual; they look at things based on the collective goals of the state. What is it that will make Akwa Ibom state move forward? Is what Governor Udom Emmanuel doing geared towards lifting the state to that desired position of economic prosperity and sustenance? These people have done what is called in political science cost benefit analysis and have realised that under the leadership of Governor Emmanuel, the state is moving forward so there is no need going backwards. The industries that His Excellency has built would create more employment. There would be continuous economic growth; expansion of the layers of education, healthcare, job opportunities, etc. Akwa Ibom will continue to move forward because if you look at most societies there are always a progression from one point to another, and that is what the governor is doing. He has a vision, sense of purpose and has a schematic representation of where he is taking this state to. I bet you, by the time he leaves power in 2023, you will come back and tell me, CPS you were right. You will see a state within a nation whose GDP and the economy will be larger than most countries in Africa combined.

8 killed in munitions depot blast in South Africa South African authorities say at least eight people have been killed in an explosion at a munitions plant near Cape Town. Investigators are trying to determine the cause of the blast at the Rheinmetall Denel

Munition depot, which shook homes and rattled windows in the area on Monday. According to the African News Agency, Cape Town fire official Theo Layne says eight people died. The agency, which is based

in South Africa, says several people are missing and that firefighters went to the scene to extinguish the flames. Denel, South Africa’s stateowned arms manufacturer, has a large stake in Rheinmetall Denel Munition.

Britain ‘regrets’ Chagos eviction as UN top court hears islands row Britain apologized Monday for the “shameful way” it evicted residents of the disputed Chagos islands in the Indian Ocean but insisted Mauritius was wrong to bring the increasingly bitter dispute to the UN’s top court. Hearings opened Monday before the International Court of Justice in The Hague, where judges are listening to arguments over the future status of the remote archipelago — home to a strategic US military base leased from Britain on territory claimed by Mauritius. Britain in the early 1970s evicted almost 2,000 residents to Mauritius and the Seychelles to make way for the key base. For years Chagossians have dreamt of returning. London “fully accepts the manner in which Chagossians were removed from the Chagos Archipelago,” British MP and Solicitor General Robert Buckland said. “The way they were treated thereafter was shameful and wrong and (Britain) deeply regrets that fact,” he told ICJ judges. But London did not believe the world court — which was asked by the United Nations General Assembly to give a legal opinion — was the right body to resolve the matter. “This is a purely bilateral dispute,” between London and Port Louis, Buckland said, adding the ICJ’s judges should “decline the request for an advisory opinion.” Earlier Monday, Mauritius’ lawyers said the British-ruled Islands were “integral” to its territory and that the Indian Ocean island chain was handed to

London “under duress.” “More than 50 years after independence... the process of decolonization of Mauritius remains incomplete,” former Mauritian president Anerood Jugnauth said. This was “as a result of the unlawful detachment of an integral part of our territory on the eve of our independence,” he told the judges. Mauritius tried to persuade judges at the World Court to find that it was illegally stripped by Britain of the Chagos Islands. The case at the International Court of Justice in the Hague is a test of whether colonial-era deals struck by great powers and small states that later gained independence are legitimate, given the power imbalance. Britain in 1965 detached the Chagos Islands from its colony of Mauritius, which became independent three years later while the sparsely populated Chagos remained overseas British territory. The United States has leased the Chagos Islands’ biggest island, Diego Garcia, since 1966 and has built an air base there, while the entire population of around 1,500 people was forced to leave. In 2017, Mauritius petitioned the United Nations to seek an ICJ advisory opinion on the legality of Britain’s colonial-era move. Despite opposition from Britain and the United States, which views the Diego Garcia base as a vital military asset, the UN General Assembly referred the matter to the ICJ, commonly known as the World Court, in 2017 for an advisory opinion. Although ICJ opinions are not binding, they carry weight under international law.

The case was argued by elder statesman Anerood Jugnauth, 88, who served for nearly 30 years during four stints as prime minister or president of Mauritius from 1982-2017, and now holds the post of “minister mentor” in a cabinet led by his son. “The choice we were faced with was no choice at all: it was independence with detachment (of the Chagos archipelago) or no independence with detachment anyway,” Jugnauth told the 14-judge panel. UK solicitor general Robert Buckland told the court it should decline to issue any opinion on the matter, which he argued was better suited to bilateral negotiations. The people displaced from the Chagos Islands have lobbied for years to be able to return. In 2016, Britain’s Foreign Ministry extended Diego Garcia’s lease until 2036, and declared the expelled islanders would not be allowed to go back. Outside the court in The Hague, a small group of Chagossians gathered to protest. They unfurled banners denouncing “modern slavery” and called for Chagossians to be allowed self-determination. “I want the world to see that we are still suffering,” Isabelle Charlot, whose father was born on Chagos, told Reuters. Buckland accepted that the removal of the Chagossians and their treatment thereafter “was shameful and wrong,” but said it had already been resolved in a 1982 agreement on compensation. More than 20 interested parties, including the African Union, have asked to take part in the hearings. No date has been set for a decision.

Duterte often rails at critics of his campaign to rid the Philippines of narcotics, which police say has killed 4,410 alleged drug dealers or users. Rights groups say the actual number of deaths is triple that and could amount to crimes against humanity. Duterte cursed Obama ahead of a regional summit in Laos two years ago prompting the US to cancel a meeting between the two leaders there. Obama later described Duterte as “a colorful guy” as he urged him to conduct his anti-narcotics campaign “the right way.” Duterte sparked new criticism ahead of his departure for Israel, blaming the high number of rapes in his hometown of Davao on the large number of beautiful women there. “They say there are many rape cases in Davao,” Duterte said in a speech on Thursday. “For as long as there are many beautiful women, there will be many rape cases, too.” Duterte has on several occasions made rape jokes in public since his presidential campaign. The latest comment was denounced by women’s rights defenders. “Beauty doesn’t cause rape, rapists do,” said Philippine lawmaker Risa Hontiveros, a Duterte critic.

Famos FA finishes second in Abdul U-13 Tournament

Amos Joel Football Club (FAMOS FC) of Masaka finished second after they were unable to defeat Swan FA in the final of Abdul U 13 tournament competition that ended on Sunday. The match was an interesting one as both team played to show their skills during the game that ended 2- 0 in favour of Swan FA when one of it’s dangerous left winger got a free-kick and sent it directly to the midfielder which led to the goal. During the game the left winger of the Swan FA has crossed several balls without interference from the side of Famos FA. But luck almost ran out of Swan side as Famos striker took a straight shot that would have given

them a goal. Famos FA suffers a loss to the opposite side due to numbers of yellow cards given to it side. Meanwhile, Famos FA had many chances to equalise the game. The Head coach of Famos club, Amos Joel, in an interview with journalists said lack of sponsor is one of the challenges facing grassroots ball in our society, “there are many promising players in our team but we have problem of financial supports. We are ready to welcome any sponsor that comes our way”, he said. Amos who won the Best Behaved Coach Award of the tournament and Ose James a player from his team won Promising Player of the Tournament.

NFF: Super Eagles will outclass Seychelles The vice-president of the Nigeria Football Federation (NFF), Seyi Akinwunmi, has assured Super Eagles fans that the team will outclass the Seychelles in their crunch match this coming weekend. On Saturday, September 8 the Seychelles will host Nigeria for a 2019 Africa Cup of Nations qualifier. The match is a must-win for the West African giants, following their 2-0 loss to South

Africa in their opening Group E clash in June last year. According to Akinwunmi, the fact that many of Gernot Rohr’s charges are enjoying regular game time at club level will give them the edge at Stade Linité in Victoria. “We are delighted that our players are enjoying regular game minutes it will aid their fitness and put them in the right frame of mind to face any hurdle,” said the NFF official.

“This will go a long way in helping the Super Eagles win the game against Seychelles. It will afford the technical crew to have fit and active players in camp. “I belief that we have the machinery and tools to come out victorious at Roche Caiman. As curtain draws on 2018 Summer Tennis Clinic, Mrs Akeredolu says the state will become a tennis hub

The wife of the Ondo State Governor, Mrs. Betty Anyanwu-Akeredolu has restated that Ondo State will soon become a tennis hub just as she stressed that the dreams of initiating the tennis clinic has begun to yield result. Speaking at the closing ceremony of the 2018 Summer Tennis Clinic for children between 4 and 13 years old, Mrs. Akeredolu said the Summer Tennis Clinic has been producing champions thus the need for the people to continue to pursue such citizen driven initiatives that will afford the government the opportunity to embark on bigger life changing projects for its people. “Like I had said, our people must imbibe the culture of doing things for themselves and not just waiting for the government. The Government is you and I. “ Everything you see here today, the good people of Ondo State made it happen. “It is a thing of joy that we have been able to put this event together for our children without waiting for the government. If we are able to do this on our own, I think the government will have the chance to face bigger things that would impact the lives of its people. It is at this young age that we can catch them young. Everybody is happy; the children are happy. My dream is for these children to continue to be champions”, she added. The Governor of Ondo State, Arakunrin Oluwarotimi Akeredolu ably represented by his Deputy, Bar. Agboola Ajayi while declaring the 2018 edition of the Summer Tennis Clinic closed applauded the First Lady for her unwavering effort towards child development in the state. He noted that the Summer Tennis Clinic was only one out of her many initiatives while mentioning the just concluded BEMORE Summer Bootcamp for Naija Girls wherein over 400 young girls were

The event also featured demonstration matches between participants of age 4-7 and 8-13 and an exhibition match between the Governor of Ondo State, Arakunrin Oluwarotimi Akeredolu and his wife, Arabirin Betty Anyanwu-Akeredolu. Some of the beneficiaries, Alade Oyindamola and Olanrewaju Lateef thanked Mrs. Akeredolu for coming up with the initiatives saying their summer break was indeed eventful. While promising to use their newly acquired skill to the best of their abilities, they also expressed appreciation to their parents for believing in them and called other parents to encourage their wards to participate in the Summer Tennis Clinic come next year. The event also culminated in donations from the Office of the Wife of the Governor, the Nigeria Tennis Federation and other well meaning citizens towards the sustainance of Summer Tennis Clinic. Also gracing the event were the Former Speaker of Ondo State House of Assembly, Rt. Hon. Victor Olabimtan, the SSA to the Governor on Women Affairs, Mrs. Titi Adeyemi among others.
