Continued from page 1 include: the Driver’s Licence; the International Passport; the National Identity Card; and the Permanent Voter’s Card; the CBN, in collaboration with the Bankers’ Committee, launched the Bank Verification Number (BVN) Project in February 2014. The CBN. in its economic report for the first half of 2018, noted that fraud and forgery cases reported by banks hit 20,768 in the half-year of 2018 from 16,762 fraud and forgery cases reported in 2017. The CBN fraud and forgery (attempted and successful) value was valued at N19.77 billion. The report by CBN stated that fraud and forgery incidences were perpetrated by both bank staff and nonbank culprits. “The cases involved armed robbery attacks, fraudulent ATM withdrawals, defalcation, illegal funds transfer, pilfering of cash, stealing, suppression, and conversion of customers’ deposits,” the report by CBN explained. According to the report, it received 1,439 complaints from consumers of financial services in the first half of 2018, compared with the 1,141 in the corresponding period of 2017. “The complaints were, mainly, in respect of excess charges, frauds, dishonoured guarantees and unauthorized deductions/ transfers, among others. A total of 2,451 complaints, including those outstanding from 2017, were resolved in the review

period, compared with 1,270 complaints resolved in the corresponding period of 2017. “Total claims in the review period in local and foreign currencies amounted to N20.5 billion, $163,479.00, £2,889.98 and €32.82, compared with N14.72 billion, US$2.42 million and €6,940.00, in the corresponding period of 2017. “The sum of N6.80 billion, $119,349, £2,889.98 and €32.82 were refunded by financial institutions to their customers, compared with the sum of N7.21 billion, $2.40 million and €6,940.00, refunded in the corresponding period of 2017,” the apex bank stated. The report explained further that aggregate foreign exchange supply by the Bank to the inter-bank and Bureau De Exchange (BDC) segments amounted to $3.20 billion and $3.17 billion in the review period, respectively, compared with $4.01 billion and $1.20 billion, in the corresponding period of 2017. The half-year report stated: “This showed a decrease of 20.2 per cent in total sales to the interbank, but an increase of 163.4 per cent to the BDC segment, relative to the levels in the corresponding period of 2017. The significant increase in BDC sales, reflected the Bank’s policy to increase the supply of foreign exchange to small end-users.” The report disclosed that $65.84 billion was the aggregate foreign exchange inflow into the economy in the first half of 2018. This, according to CBN, indicates an increase of 15.4 and 87.9 per cent above the

levels in the second and first halves of 2017, respectively. Of the total, inflow through autonomous sources accounted for 53.6 per cent, while that through the CBN accounted for 46.4 per cent. The report on foreign exchange inflow states: “Foreign exchange inflow through autonomous sources, at $35.30 billion in the first half of 2018, increased by 14.5 and 85.7 per cent, compared with $30.84 billion and $19.01 billion, respectively, in the second and first halves of 2017. The increase was driven, largely, by improvement in non-oil export receipts and invisible purchases, above their levels in the preceding and corresponding period of 2017. “Foreign exchange inflow through the CBN amounted to $30.54 billion, an increase of 16.4 and 90.6 per cent, above the levels in the second and first halves of 2017. “A further analysis of foreign exchange inflow through the Bank, indicated that crude oil receipts, at $7.13 billion, rose by 20.0 and 60.7 per cent, respectively, over the levels in the second and first halves of 2017. “Non-oil receipts through the Bank increased by 15.4 and 102.0 per cent to $23.41 billion, above the respective levels in the preceding and the corresponding period of 2017. The development was due, largely, to: increase in proceeds from government debt instruments at US$2.50 billion; interbank swaps, $3.33 billion; and foreign exchange purchases, $7.16 billion.”

You may wish to recall that only recently, the traditional ruler of Adara in Kajuru Local Government Area, the Agwom of Adara, Maiwada Raphael Galadima was abducted while he was returning from a meeting said to have been convened by el-Rufai. He was later killed and dumped by the roadside after they had collected N10million ransom. As we speak, the killers of the traditional ruler has not been found and if recent history

Forex injections: External reserves shed over $2bn in one month Motolani Oseni, Lagos

The nation’s external reserves, which is managed by the Central Bank of Nigeria (CBN) has reduced by the total sum of $2.079 billion in just one month, checks by The Daily Timesrevealed. The latest statistics obtained from the official website of the CBN over the weekend showed that the foreign exchange buffer steadied at $41. 946 billion as at Thursday, November 1, 2018, against $44.025 billion stood on Tuesday, October 2, this year. The reserves, however, gained whopping sum of $8.083 billion in one year, comparing the standing figure of $41.946 billion to $33.862 billion stood in the corresponding month in 2017. Although, analysts believed that the increase in the reserves was due to steady hike in global oil prices, it has been on a downward trend for the fourth consecutive week, as brent declined from a 2018 high of $86.74 in early October amid growing concern over a possible slowdown in global growth. But in our checks, we observed that the foreign exchange trading at the Investors and Exporters Foreign Exchange (I &E) FX window on the first and second trading days of the justconcluded week, recorded low transactions turnover of $102.28 million, which was $51.14 million on each day. The special FX window

turnover, however, improved significantly to $397.57 million on Wednesday, and also traded the same value on Thursday before declining to $231.24 million on the last trading of the week. It is, however, worthy of note that the improvement declared in I&E FX turnover was after the apex had lifted the interbank foreign exchange market with the sum of $210million as an intervention on Tuesday to meet the requests of foreign exchange customers. The apex bank, also, injected its first intervention in the inter-bank foreign market in November with the sum of $337.16million in the retail Secondary Market Intervention Sales (SMIS) in addition to CNY 56.17million in. For the $210million FX intervention, the apex explained that authorized dealers in the wholesale segment of the interbank foreign exchange market received the sum of $100million, allocated the sum of $55million each to the Small and Medium Enterprises (SMEs) and the invisible segments, comprising requests for tuition fees, medical payments and Basic Travel Allowance (BTA), among others. But the CBN’s Director, Corporate Communications, Isaac Okorafor, on Friday, explained that the intervention was for requests in the agricultural and raw materials sectors. The Chinese Yuan, on the

Brent and U.S. crude posted their most significant monthly percentage decline since July 2016 in October, with Brent down 8.8 percent for the month and U.S. crude losing nearly 11 per cent.

Cross River Garment Factory unveils new range of wears In line with its cardinal vision to produce clothing that can compete with the best designs in the world, the Cross River State government owned garment factory in partnership with Blue Ocean of India, recently unveiled a new range of wears which included T-shirts, boxers, polo, shirts and trousers. Speaking while inspecting the products at the Calabar Garment Factory, Governor Ben Ayade said he was proud of the quality of the wears from the factory, which he said will be launched during the 2018 Calabar Carnival. Disclosing that the wears from the factory will go by the brand name, Callyphina, Ayade said it was the dream of his administration that the factory will dominate the T-shirt market in the country. Displaying the products to journalists, Governor Ayade said: “If you look at the finishing and the detailed lining, you will see precision and expertise at work and if you look at the hemming and the final knitting, it just could be a Versace or Gucci or Dolce and Gabbana. It is exactly the quality we aim to achieve and our hope is to exceed this.” He said the quality of finishing stood at 70 percent, but assured of more work to be done to get the factory to produce quality for export,

maintaining that, “by the time Blue Ocean is ready and we are ready for the export, our quality and brand will be among the best in the entire world.” Lending his voice to the vision of the garment factory to produce high quality wears for international market, the Managing Consultant, Blue Ocean of India, Atul Kakkar, explained that the job specification handled in his two weeks of stay in Calabar was in line with the governor’s vision to create a world class Garment Factory. Army/Police: 2 suspects linked to killing of Gen Alkali still at large Kingsley Chukwuka, Jos The Nigerian Army has said that two persons among the eight declared wanted by the Nigeria Police who are directly involved in the killing of the late missing Army General, Idris Alkali, are still at large. The Army spoke on Sunday through a statement signed by the spokesperson of 3 Division Headquarters, Colonel Kayode Ogunsaya, a copy which was made available to our correspondent in Jos. The statement reads in

part, “This Headquarters still solicits the assistance of the general public for information or the whereabouts of 2 wanted persons who are yet to report to the Nigeria Police Plateau State Command. The 2 wanted persons are Mr. Chuwang Samuel, aka Morinho, and Mr. Nyam Samuel, aka Soft Touch. This Headquarters can be contacted on GSM number 09074028881 as sources of information would be treated as confidential. The general public be rest assured that all those who participated in the killing of

the senior officer no matter highly placed shall be brought to justice”. Consequently, the Plateau State Police Command, on Sunday, briefed journalists on the entire report surrounding the missing General, saying that only six out of eight persons declared wanted had turned in. Speaking to journalists, the Police Public Relations Officer, Plateau State Command, DSP Tyopev Terna, said: “On the 17th of October 2018, the Military handed over 13 suspects arrested in connection with

this case to the Plateau State Police Command for investigations and after a painstaking interrogation, the command declared 8 suspects wanted on the 21 of October 2018”. He said the Police is still searching for the remaining two persons, adding that all who are involved in the heinous crime will be brought to book. The spokesman also assured the public that all the suspects in their custody will be charged to court in relation to the degree of their involvement in the killing of the late retired Army boss.

It’s less likely for Buhari to be defeated in 2019 – US institute The United States Institute of Peace (USIP) has disclosed that it is less likely for President Muhammadu Buhari to be defeated in the 2019 election. The organaisation said this in a report it released on the forthcoming general election. USIP said the report is based on its interactions with Nigerians from different sectors. But the report is contrary to two recent predictions by The Economist Intelligence Unit (EIU), the research unit of The Economist Magazine, that Buhari will be unseated next year. USIP said though many Nigerians feel that the current administration has not met their expectations, this is not likely to cost the All Progressives Congress (APC) government its hold on power. It said: “Many Nigerians feel their hopes have not been met. Some respondents suggest the electorate is sufficiently disappointed that voter apathy will be greater

in 2019 than in 2015, with the unifying narrative of change that helped elect the APC in 2015 much less compelling as a factor in mobilising the electorate, and perceptions that another defeat of the presidential incumbent is less likely to happen in 2019”. Comparing the 2015 elections to the forthcoming one, the report said there is a greater chance of the occurrence of election violence, listing Adamawa, Anambra, Ekiti, Kaduna, Kano, Lagos, Plateau, and Rivers as the eight of 36 states with greater risks of election violence. While it stated that it is up to the combined efforts of political parties, security agencies and the Independent National Electoral Commission (INEC) to curb violence in the election, it said the greater work lies with the electoral body. “Important shifts in Nigeria’s political and security context have occurred since the 2015 elections, presenting both evolving, and new, risks to the 2019 elections,” it read.

“Of all the state’s institutions, most respondents felt that peaceful elections in 2019 are contingent on the performance of Nigeria’s INEC. “Given the relative success of the 2015 elections, they felt that INEC ought to be able to deliver credible elections again in 2019. They feared, however, that any regression from the level of performance achieved in 2015 could lead to violence because some would view the failings not as a result of incompetence but as deliberate attempts to frustrate the will of the voters. “INEC should at least match the standards it set in 2015, and any regression could set the stage for violence.” The report further said despite the projections of violence, “there are signs of hope”. “Yet, while the potential for election violence exists, there are signs of hope. Some states have developed successful election conflict-mitigation practices. In the short amount

of time remaining, INEC and the police should undertake a number of key reforms,” it said. “The United States, along with other international supporters of the electoral process, should also intensify their efforts to reinforce the work of these key Nigerian institutions. “Beyond institutional support, rather than apply a conventional approach to electoral violence mitigation, donor programming should adapt to Nigeria’s current context, political shifts, and opportunities, and be sufficiently flexible to respond to the risks distinct in each of Nigeria’s states. “In advance of the election, international diplomatic efforts to preempt electoral violence need to be intensified. Regional and international actors should convey their expectations that political parties effectively address their internal disputes, and be ready to put on notice politicians responsible for escalating these disputes.”

Dino declares for second term, promises effective representation Tunde Opalana, Abuja The Senator representing Kogi West senatorial district, Dino Melaye, at the weekend, declared his intention to represent his people once again by contesting the 2019 senatorial election on the platform of the Peoples Democratic Party (PDP). The Senator is soliciting the support and mandate of the people of Kogi West to enable him consolidate on what he described as his modest achievements. In his declaration speech made available to The Daily Times, Melaye assured them that if given the mandate, he is going to serve as the harbinger of good tidings to the people while he pledged

to serve as a catalyst for the rapid socio-economic transformation of his constituency and by extension, Kogi State. He said: “I am determined to be remembered for good, by leaving a legacy of monumental development in every nook and cranny of Kogi West. “I will at all times collaborate with my colleagues in the National Assembly irrespectively of party affiliation, to bring dividends of democracy to the door step of the common man”. would happen. There are many Christians in all parts of Kaduna State. If he doesn’t want to choose from Southern Kaduna for any reason best known to him, why didn’t el-Rufai take a Christian from other parts of Kaduna to balance the religious sentiments of the people? “For your information, Kaduna has not always been a volatile state. Kaduna was a state where Christians and Muslims relate like brothers and sisters and therefore share mutual love and respect as well as eat together during religious ceremonies of the two religions. So what happened? It is such divisive tendencies of politicians like el-Rufai that stokes embers of discord and put peace at jeopardy. Today, our people are in grave danger in Kaduna state with several incidences of unprovoked killings, assault and rape of both young and the old that happen without anybody made to face the law for their actions. On the state of the nation generally, Daniel recalled that members of his Forum had in September, 2016 visited Vice President Yemi Osinbajo where they suggested that President Muhammadu Buhari’s administration should go beyond political patronage and look for economic experts from across Nigeria to tackle the challenges facing the nation’s economy. The cleric added that Nigeria’s economy has been in shambles under Buhari’s watch with trial and error policies that have plunged the nation into recession, out of recession and back to recession again. According to him, Osinbajo has proved that he has the capacity to bring change to the system because of the decisions he has taken each time he stands in acting capacity, adding that Osinbajo is rather trapped in a difficult situation where he cannot but support the government of his principal. On what el-Rufai can do to ameliorate the situation, the Archbishop said the Governor’s reversal of his decision by choosing a Christian deputy may positively change the current narrative and perception of the people. He said, “Well, maybe by 40 percent. He has already drawn the battle line by daring the Christians and people of Southern Kaduna. If he reverses his action, that may help in some ways. Otherwise, I think el-Rufai has committed political suicide because the Christian community will unite and mobilize against him to ensure that an empathic leader with accommodating and uniting mind is elected to bring peace and development to Kaduna State. On his part, Rev. Yakubu Pam expressed shock with the news of el-Rufai’s nomination of a Muslim as his deputy, saying the right thing for the governor to do was to carry the Christians along in whatever he is doing, knowing well that Kaduna is a state dominated by Christians and Muslims on equal proportion.

“What we will advise is that Governor el-Rufai speaks to his conscience before taking any action as a leader. There’s need to accord rights of gay people - Activist A human right activist, Shaki Williams, has faulted the denial of human rights of gay people in the country, saying that the arrest and bad treatment being meted to people who are gay should be stopped in the interest of Justice. Williams, who stated this during a press briefing in Lagos on Friday, stated that gays are law abiding and of good character and should be entitled to their rights. The activist also condemned the way bisexual is been treated, saying that it is regrettable that the right of gays and lesbians are been taken away. Two notorious traffic robbers that had been terrorizing commuters and pedestrians along Maruwa bus stop, Lekki/Epe expressway have been arrested and arraigned before the Igbosere Magistrate Court. The suspects, Akpan Samuel and Ani Chukwuma were arrested October 29th, by a team of Policemen from the Lagos State Police Command led by the Divisional Police Officer, Maroko Division, CSP Isah Abdulmajid. Speaking on their mode of operation, the suspects who were remanded at Ikoyi prison said they would mount the pedestrian bridge at the said bustop, stand at a vantage position where they are able to monitor the traffic and carefully select their target. The Lagos Police Public Relations Officer, CSP Chike Oti who confirmed the arraignment of the suspects said the suspects use big hammers to smash the windscreen of commuters before robbing them of their valuables. Indeed, if we are to take the new discourse of institutions and institutionalism to heart, institutions define the very essence of the difference between poverty and prosperity. This is the stimulating thesis that undergirds Acemoglu and Robinson’s successful 2013 book, Why Nations Fail. According to them, existing explanations on why some nations are wealthy while some are languishing in poverty can no longer be founded on culture, geography or even on leadership ignorance about the right policies. On the contrary, the real issue lies in the kind of politics a nation plays and the type of institutions that emerge from the political games of nations. It is this type of politics that therefore create the difference between inclusive democratic institutions and extractive authoritarian institutions. Thus, Euro-America is wealthy while the third world is impoverished because while the leadership of the latter is driven by greed, rent seeking, nepotism, etc. encapsulated in their extractive politics, the leadership of the former is denoted by a set of inclusive institutions that allows for democratic participation.An effective institution is one that can be assessed on a scale of performance that allows such an institution—agencies, ministries, departments and other organisational entities that make up the government at the local, state and federal levels—to increase the quality of life of the citizens through

its capacity to deliver on the goals and objectives of government. The locus of reform for institutional effectiveness is therefore the public service. The public service system inherited by Nigeria after independence was, until 1966, adjudged one of the best in the Commonwealth of Nations. This was because it was founded upon the valuebased old Weberian bureaucratic tradition of efficiency and performance that enabled the colonialists to translate their pernicious policies into effective delivery of stated objectives. It also initially allowed the postcolonial Nigerian government to get some things done in terms of managing a nascent plural state just learning to cope with its postcolonial realities. However, things soon began to fall apart. And one good reason for this is the entry of the military and the injection of its command structure into politics. It was a downward spiral from then on. Two immediate consequences emanated from this. The first is that it soon became glaring to Nigerians that the government, despite its initial desire to assume the commanding height of the economy, could no longer get the development train moving in the right direction. Since the Nigerian Civil War ended, institutions have gradually lost their capacity to deliver on anything. And this is very sad because that has persisted even until the commencement of the democratic dispensation in 1999. The second consequence of the failure

of government is the emergence of non-governmental, non-state, private organizations who have displaced the state in the business of governance. A pretty good example lies in the educational sector with the proliferation of private educational institutions at the primary, secondary and tertiary levels. We definitely may not be justified to think that the institutional story has been all gloom since independence. There have been landmark policy initiatives over the years that have transformed certain aspect of the Nigerian polity. However, the effectiveness of these successful policies has been undermined by the pervasive presence of stunted, failed, abandoned and epileptic policies. This translates, unfortunately for Nigerians, into an understanding of state failure in terms of crippled infrastructures—galloping crime rate as a result of security collapse, pandemic poverty, palpable corruption, roads that are death traps, healthcare facilities that are comatose and give free reins to sicknesses and diseases, unedifying educational sectors, and so on. The duty of governments everywhere is to create structures that address specific challenges and problems. Once created, these institutions justify their continued existence by developing consistent and effective operating system, modus operandi, expertise and competences to administer effective solutions to complex problems and challenges in a manner

that would be strongly valued by internal stakeholders (policy makers, politicians, et al) and external stakeholders, and that generates trust and support. The capacity of public institutions to generate exceptional returns is then dependent on several factors. Three are particularly significant here: (a) the kind of politics that the nation plays and the type of institutions that emerge in the cauldron of that game; (b) the decision-making quotient of the political and bureaucratic leadership to deliver on their problem-solving responsibility, and (c) government’s capacity to attract, retain and develop the right workforce. In the Nigerian context, the focus of public service effectiveness is the ministries, departments and agencies (MDAs), and we need no empirical metrics to know that the MDAs are not performing to optimality. The answer to the next question of why this is so can only be a multicausal analysis that factors historical, administrative and political analysis into one unfortunate package of institutional ineffectiveness. Behind the present configuration of the public service in Nigeriais a historical understanding of the inherited public service institution whose operating system was far from being citizenfriendly. In other words, it was essentially an extractive set of structures that was not oriented towards democratization, democratic service delivery,contractual relationship

Pushing Brazil down the slope

The Brazilian Presidential run-off elections this Sunday, was between barbarism and civilization; the uncouth and the cultured, a return to a brutal past or the continuation of a more humane present, fascism and humanness, totalitarianism and democracy. At the close of the ballot, tragically, the former won! Jair Bolsonaro, a 63-year-old former army captain got 55.1 percent of the votes and Fernando Haddad who posited an alternative, secured 44.8 percent. The results signal the push of Brazil down the slope. This election, for me was predictable. I have expected such a result since anti-democratic forces impeached President Dilma Vana Rousseff under the claim that she gave exaggerated figures on the state of the Brazilian economy, and replaced her on August 31, 2016, with Vice President Michel Miguel Elias Temer, who was actually facing corruption charges. The impeachment of Rousseff was a creeping civilian coup, and a dirty Temer was a willing tool. He hoped that his ascendancy to the Presidency would stop the corruption charges. But he was a sitting duck and was so ineffectual that when some generals led by the Army Chief, General Eduardo Villas Bôas and General Antonio Hamilton Martins Mourão announced they would unseat him through a coup, he could not order their arrest. The anti-democratic forces had a dual plan. One was to drag propeople politicians like Rousseff and her popular predecessor, Luiz Inacio Lula da Silva through the mud of corruption, create fear in the minds of the people and bankroll a fascist politician who will be presented as a saviour. The alternative plan was to carry out an

outright coup d’état and roll back years of progress. To execute their plans, Rousseff was sufficiently sidelined and Luna, jailed in controversial circumstances. They feared he could upturn their plans. When he decided to contest the Presidency from prison, again, the courts were used to knock him out of the race. President-elect, Jair Bolsonaro is as bad as you can get; although he is a politician coming to power through the ballot box, he has no respect for democracy. In 1999 he said: “Through the vote you will not change anything in this country, right? Nothing! Absolutely nothing! You will only change, unfortunately, on the day when we begin a civil war here. And doing the job that the Military Regime didn’t do: killing thirty thousand!” His reference is to the 21 years of brutal military dictatorship during which the military murdered hundreds of people with at least 234 activists disappearing without trace. It had also detained over 50,000 persons without trial with over 10,000 Brazilians, forced to flee into exile. One of the victims was former President Rousseff who was tortured and imprisoned from 1970 to 1972. When families of some of the disappeared were searching for the remains of their loved ones, an insensitive Bolsonaro issued a poster: “Those that look for bones are dogs.” During the campaigns, Bolsonaro returned to this theme of employing violence to further political objectives: “If some innocents die, alright; in every war innocent people die. I would even be happy if I died as long as thirty thousand others died together with me. The situation of the country would be better today if the dictatorship had

killed more people.” Bolsonaro will be an elected President, but intends to employ illegal tactics including torture, murder and terror in running the country. He proudly declared: “I’m pro-torture, and the people are too.” In February 2000 he had made a similar declaration: “I defend torture. A drug dealer who acts on the streets against our children must immediately be put on a paude-arara (a pole) There would be no human rights in this case. There would be pau-de-arara, beating. The same thing for kidnappers. The guy must be broken to open his mouth.” He is also for nepotism. In a March 5, 2007 debate on a proposed constitutional amendment to ban nepotism in the public sector, he said: “Competence? It’s a problem for each Deputy. If I want to hire a prostitute for my office, I’ll hire her. If I want to hire my mother, I’ll hire her. It’ll be my problem.” His idea of fighting crime is for every citizen to have a gun at home. Bolsonaro, a bragging racist, does not believe that all Brazilians should have equal rights. Although Blacks are 54 percent of the Brazilian population, he does not think they count for anything. He argued: “What historic debt do we have with blacks? I never enslaved them. The Portuguese never set foot in Africa. The blacks were delivered by blacks. They don’t do anything. I don’t think they’re even good for procreation anymore” Asked how he would react if one of his sons dated a black woman, he said: “I won’t discuss promiscuity. I don’t run that risk because my sons were very well educated.” He also thinks women are lesser human beings. When a Congresswoman, Maria do Rosario accused him of inciting rape, he

retorted: “I’m not going to rape you, because you’re very ugly.” He was to say: “I’ve got five kids but on the fifth I had a moment of weakness and it came out a woman.” On employment of women, he lamented: “ It’s a misfortune to be a boss in our country, with so many labour laws… Between a man and a young woman, what will the entrepreneur think? ‘Damn, this woman’s got a ring on her finger, she’ll be pregnant soon, she’ll be on maternity leave for six months... Who’s going to pay the bill? The employer.” He said of gays: “I would be unable to love a gay son. I won’t be a hypocrite here: I would prefer that my son die in an accident rather than appear with a gay moustache. For me, he would be dead.” Bolsonaro is not known for morals. He said in a May 23, 1990 programme: ”It’s my advice and I do it: I evade all the taxes I can.” When Senator Marinor Brito of the Socialism and Liberty Party (PSOL) asked for an investigation into his behavior, Bolsonaro retorted: “PSOL is party of dicks and faggots. I will respond to the Senator with toilet paper.” As Brazil goes down the hill, it is likely to constitute a clog in the wheel of the BRICS (Brazil, Russia, India, China and South Africa) and its objective to create a New World Economic order. Haddad, the defeated Workers’ party (PT) candidate, urged the 45 million voters who had backed him not to lose hope. “We will continue with our heads held high, with determination and with courage,” he said. “We have a lifelong commitment to this country and we will not allow this country to go backwards.”

Editorial Commentary Why Igbos should examine Atiku’s restructuring song

“I won’t get my panties in a wedge because of what I am hearing from the political candidates, What they say in the campaign and what they do once they are in the White House are not the same thing. I don’t care who wins, whoever gets to the White House. Presidents can do a lot but they can only do so much through the system of checks and balances.” ~ James Baker With the above words, the former US secretary of state reiterated the point that Presidents are not unilateral rulers and that campaign rhetoric is often overwhelmed by the reality once they are elected into office. The issue of restructuring Nigeria which has been an intermittent fixture in the news agenda is once again being championed by former Vice President Atiku Abubakar who made it the focal point of his renewed quest for the top job even before he emerged as the PDP flag bearer. He posited that Nigeria’s underperformance is closely related to its defective structure and promised to restructure the country in 6 months if elected. Expectedly, this position received knocks from the Buhari administration which dismissed it as mere political rhetoric meant to cajole the unsuspecting. Vice President Osinbajo in a letter published by many media houses described Atiku’s proposal as vague while insisting that fiscal federalism, stronger State Governments, and good governance which he claims the government is propagating are policies that will move the country forward. Federalism comes in varying forms that much I am sure most of us will agree with. The common denominator, however, is that all forms have a relationship of shared authority between the component levels of government as agreed by the federating units. No system of government is perfect, therefore nation-states keep evolving to adjust whatever system is practised to present day realities. But we are in that season when politicians talk from both sides of the mouth promising to deliver El Dorado if elected, so both men are living up to expectation and that is why it is proper to gauge their antecedents and assess each statement based on its merits. But before we do that let us take a long stroll down history lane to examine the pattern of the calls for restructuring. After Aguiyi Ironsi’s declaration of a unitary system via decree 34 on the 24th of May 1966, it is on record that the old Northern and Western regions were critical of the decree while the Eastern region remained silent. The North particularly was outspoken in their attacks and accused Ironsi of planning to foist Igbo domination on the entire nation. While Aguiyi dithered the North took their umbrage to the peak and assassinated him in Ibadan on the 29th of July 1966. It is important to note that Ironsi’s decree 34 which was subsequently repealed by Gowon did not strip the regions of resource control, yet the North kicked perceivably because he was not ‘their own’ and most were still livid that the perpetrators of what they believed was an ‘Igbo coup’ were yet to be executed. What followed was an extensive era of successive military governments mostly headed by northerners that established revenue review committees. These committees more or less acted as morticians for the final cremation of regionalism and the derivation principle of revenue sharing that formed the nucleus of our federal system of government. Indeed the lopsided centralisation of resources actually started when Awolowo, acting as Gowon’s Federal Commissioner of Finance reduced derivation on the recommendation of the 1968 Dina Commission. Despite the blanket rejection of this by the Council of Commissioners of Finance from all the regions, the Gowon administration enacted decrees 13, 9 of 1970 and 1971 respectively which appropriated a large portion of exploration and consolidated revenue to the centre. The old Eastern region was disgruntled but coming from the defeat of a protracted civil war the region was too ravaged to utter a whimper. The Murtala and Obasanjo regimes even went further to allocate more to the centre. Murtala’s decree 6 allotted only 20% of oil royalties to the producing states the Federal Government got 80%. Obasanjo’s Aboyade Technical

Commission vanquished the allocation to the Niger Delta as the centre retained 100% of mining rents and royalties. This was the end of the road for derivation and what many perceive as the end of our fiscal federalism. Crude oil which then contributed over 70% to the national purse was taken from the states and federalized to be shared according to the whims of the man in Abuja. Through all these years there were repeated muted disapprovals from especially the South East and South South but the notorious high-handedness of military rulers was enough deterrence to make potential agitators have a rethink. Our second stint at democracy did not solve the problem as Shagari retained the 100% derivation at the centre bequeathed by Obasanjo. It wasn’t until the 1995 Constitutional Conference during the Abacha regime approved a 13% derivation for littoral states that we began to see some semblance of a return to fiscal federalism. However, it is also noteworthy that cries of marginalisation by MOSOP rented the air from 1992 till the state execution of Ken Saro Wiwa in late 1995. Obasanjo’s second coming as a civilian president saw him abolishing the offshore/onshore dichotomy ruling of the Supreme Court in 2004 via an act of parliament. This ‘magnanimity’ elicited applause from the political elite of the Niger Delta and Akwa Ibom whose oil resources are virtually 100% offshore found itself in stupendous wealth. Once again the South relaxed on calls for restructuring. The Yar’adua era saw the South screaming again for federalism and when Jonathan took over the shouts automatically stopped in the South-South and South East. The South West then took the baton and continued screaming as the region was excluded from the top 6 elected positions after Jonatha was re-elected in 2011. With Buhari’s victory coming from the alliance of the South West and the North, the pendulum once again swung to the South East and South South to lead the screams of marginalisation, restructuring and even secession. I have taken time to elucidate this timeline so that it shouldn’t require sorcery to decipher that the amplification of marginalisation or restructuring is often directly proportional to the distance between ‘our own’ and the seat of power in Abuja. Neither will it take rocket science to know that any smart politician will likely play that tune in a bid to corner votes from a region that has been dancing to it. Now there is no doubt that Buhari who is a jackboot and a member of the conservative so-called class of 66 is against restructuring. That much he affirmed earlier this year by stating that “When all the aggregates of nationwide opinions are considered, my firm view is that our problems are more to do with process than structure”. It is, therefore, not surprising that his deputy is singing the same tune laced with better semantics. But at least their position presents no ambiguity. However, my argument is not to jettison the idea of restructuring, far from it. Our federalism has been plagued by inter-ethnic rivalry, power-sharing, and revenue allocation to mention just a few. The calls for restructuring are therefore not entirely misplaced, but some chanting the song are doing so for selfish reasons. And truth be told, we have been restructuring since Independence, perhaps not in the manner many of the recent disciples envisage. But then again different regions have different interpretations and reasons for restructuring. Atiku Abubakar was our Vice President for 8 years, he never believed in restructuring then, as a matter of fact, their administration vociferously suppressed every effort to do that. Only recently his boss stated that he does not believe in true federalism and added that “if anybody tells you they want devolution or true federalism, he doesn’t know what he is talking”. These and many more are enough reasons to question Atiku’s sudden romance with ‘restructuring’ especially by Igbos who appear to have been serenaded by the slogan. His concept needs to be placed side by side with that of Ndi Igbo and thoroughly scrutinised in terms of interests, timeline and most importantly implementation. Igbos have to be mindful of James Baker’s opening quote above for as the old adage goes, giving the monkey a cup of palm wine is not the problem, it is retrieving the cup.

OUR POSITION Recovery of missing General’s body and police investigation

A

nother chapter in Nigeria’s chequered history took place on Saturday when the remains of Major - General Idris Alkali (N/8353) was laid to rest at Gudu Cemetery in Abuja, the Federal Capital Territory. The body of missing General Alkali was recovered on Wednesday, October 31, 2018, in a shallow grave found in “No man’s land” Guchwet in Shen, Lafande Community in Jos South Local Government Area of Plateau State after his wife raised the alarm of her missing husband on September 5, 2018. Mrs. Salamatu Alkali had reported to the military authorities on September 5, 2018 that her husband left his home in Abuja to Bauchi on September 3, 2018, and that when she last spoke to him on his GSM number 09056890335, he claimed to have passed Jos and was on his way to Bauchi. Report of the missing Major General Alkali, who retired from service on August 7, 2018, received immediate attention of the Chief of the Army Staff (COAS), Lieutenant General Tukur Buratai, during the combined COAS 2nd, 3rd quarterly Conference held in Abuja. He immediately set up a Search and Rescue Task Force to locate General Alkali dead or alive. The Search and Rescue Task Force Team comprising officers and soldiers from 3 Division of the Nigerian Army quick response team, Operation Safe Haven, Nigeria Police, Vehicle Inspection Office, Fire Service and local divers went on its task combing everywhere in Jos and environs but to no avail until it received credible intelligence to search an abandoned mining pond at Dura Due District. That intelligence collaborated the findings of an appropriate technical intelligence tool that aligned with information by Mrs. Alkali that she spoke with her husband on his GSM number 09056890335. We commend the Nigerian Army that despite the “cultural” obstacles and several insinuations that confronted the assignment to locate General Alkali, it finally achieved the objective of Search and Rescue Operation and did more by unearthing several revelations. It is now clear even to doubting Thomases that the crises in Plateau need to be addressed from its root causes instead of surface dressing we employed any times ugly incidents such as this that takes innocent life occurred. From the recoveries made at the abandoned mining pond at Dura Du where General Alkali car was eventually found, not less than nine other vehicles and several tricycles were pulled out. This is a very sad development in a country where every citizen and foreigners alike enjoyed their right to freedom of movement. We, therefore, join millions of Nigerians who have on several occasions called on the Federal Government to look into the security situation in the country and squarely address them. Just like those consoling the death of Alkali at grave side stated on Saturday, “every Nigerian has the right to live or pass through any part of the country without being harassed or

intimidated by anybody or group of people.” This is a fundamental human and constitutional right of everybody, irrespective of tribe or religious affiliations. The findings by the Nigerian Army revealed that on September 2, 2018 at about 8pm, unknown gunmen attacked a shopping complex located at Lafande community in Dura Du that resulted in the killing of 11 people. That General Alkali travelled on September 2, 2018 on the day irate youths barricaded some roads in protest is instructive. But there is need, more than ever before, for the Army to strictly enforce its rules and regulations on the use of it combat uniform, in view of lingering crises and the attendant suspicious that killings are being carried out by gunmen in military uniform. For instance, the public expressed doubt and suspicious when a pair of boots, combat military uniform were recovered in mside the retired general car after he had retired from service. All military uniform except ceremonial address ought to be retrieved from retired officers and soldiers. Now that the puzzle about the whereabouts of the missing General has been solved by the Nigerian Army, we sincerely commend the Nigerian Army for its investigative prowess and urge other security agencies, particularly the Nigeria Police whose primary role is investigation of crimes to emulate the worthy example of Nigerian Army. The Nigeria Police must wake up and live up to expectations. Enough of unresolved killings in Nigeria.

2019 polls: Cardinal Onaiyekan wants Nigerians to pray for peace Henry Omunu, Abuja The Catholic Archbishop of Abuja, John Cardinal Onaiyekan has enjoined all Nigerians to pray for peaceful, free, fair and credible general elections in 2019, declaring that Nigeria needs peace and unity to end the wanton killings and blood shedding. Cardinal Onaiyekan made this appeal at the weekend in his homily during the launch of the second phase of fund raising to complete the construction of the new Catholic cathedral of the Archdiocese of Abuja. The cathedral of the Twelve Apostles is currently undergoing construction at the Pope John Paul II (Papal Ground) Karsana District, Kubwa Expressway, Abuja. “Let keep praying for an end to the violence perpetrated by deadly weapons, or cold indifference. May our homes, our nation, and

countries around the world become havens of peace. “Let us pray for the grace to see every human being as a child of God, regardless of race, religion, language or culture. “Let us pray to the Lord for the strength to teach our children how to resolve differences non -violently and respectfully, and the courage to model it in our own behaviour,” he said. Cardinal Onaiyekan appealed to Catholics and all people of goodwill to raise assist the Abuja archdiocese N900million for the completion of the first phase of the new cathedral project. He expressed gratitude for previous donations, which amounted to N1billion which he said was judiciously utilized, adding that the money took the project from foundation to its present level. The cardinal appealed to the Catholic faithful to should contribute generously to the building of the new cathedral, since it was a life

time opportunity so that their names would be written for generations to come to know those who built the house of worship for the Lord. “I am thankful for those who have contributed in the past for us to have what we have now. One billion naira was contributed and it has been used. What you see here is what the money you contributed was used for. “We need N900million to enable us complete the first phase of this project. When this first phase is completed, it will lift us to a usable stage. The second phase will be fittings and furnishing. “This is a life time opportunity and I want every one of us seated here to write their names on this project. “This cathedral, if completed, is meant to last up to 300 years. That means that generations to come will see your name as those who have contributed in building the house of worship for God,” he added.

Darius Dickson Ishaku has been very supportive to the Judiciary since it came into power in 2015. Deceased SUBEB staff: Lagos disburses N178.431m to beneficiaries .Promotes 3,273 primary school teachers Benjamin Omoike, Lagos The Lagos State Government on Friday disbursed a total of N178, 431,797.76 to families of 57 deceased staff of the State’s Universal Basic Education Board (LSUBEB). Speaking during the presentation of cheques to the beneficiaries at the LSUBEB Multipurpose Hall in Maryland, the Executive Chairman of the Board, Dr. Ganiyu Sopeyin said the money formed the insurance package of the State Government for Teaching and Non Teaching Staff of the Board. According to him, the administration of Governor Akinwunmi Ambode had been faithfully implementing the payment of insurance and other welfare packages for staff, saying the interest of the workface remained a priority for the State Government. “The present administration has been faithful in the implementation of the payment of the insurance package of its staff because of the passion the State Government has for its workforce. “Furthermore, the State Government has commenced the payment of backlogs which was inherited, remaining only two years (2011 and 2012), which is being worked on for approval and payment,” Sopeyin said.

2019: Nobody’s against Obi’s nomination, says Senator Egwu Charles onyekwere, Abakaliki The first civilian Governor of Ebonyi State, Senator Sam Egwu Sunday said that nobody is against the nomination of former governor of Anambra state, Mr Peter Obi as the Peoples Democratic Party (PDP) Vice Presidential candidate. He reiterated that though the constitution allows a Presidential candidate to pick his or her running mate, adding that the annoyance of the leaders of the South-east was that they were not consulted even when there was an insinuations that some people outside the zone were consulted to choose for a credible running mate. Egwu, who currently represents Ebonyi North at the Upper House, also stressed that the ambition of the Ebonyi state governorship candidate of the All Progressives Congress (APC), Senator Sunni Ogbuorji would end in futility, waste of time and money because the political situation in the state did not favour his governorship ambition. The former Governor however noted that Ogbuorji may be contesting for record purposes, just for him to be included as one of those who had contested for the governorship of the state, not that he would win the incumbent, David Umahi.

The Senator recalled that some senators in the National Assembly had once asked him whether his colleague, Senator Ogbuorji (Ebonyi south) would win the governorship position but the former governor answered that it was not possible unless it was in another state other than Ebonyi state. He spoke to newsmen at his Umuebe, Ezzangbo country home in Ohaukwu LGA of Ebonyi state. He explained that North and Central zones of the state had gone for eight years each and South has gone for four years and others are waiting for the South to complete the other four years so that it will come back to their own zone. Though he added that Ogbuorji is eminently qualified but politically, the situation on ground was such that it’s not favourable for him, stressing that anybody who is contesting election and he said he is going to do four years is not being truthful to himself. Egwu said: “My colleagues in the National Assembly have asked me Ogbuorji is contesting governorship in your state, is he going to win? My answer to them is that Ogbuorji is contesting maybe the governor of Abia State because is not possible. “He can’t make it. I think he wants to contest so

that his name will enter the record as one of those thathas contested for governorship of Ebonyi state”. “But look at it, north has gone for eight years. Central has gone for eight years. South has gone for four years and others are waiting for it to complete the other four years so that it will come to their own zone and then somebody is telling you he will go for four years. It is not possible, anybody who is contesting election and he said he is going to do four years is not been truthful to himself. Ogbuorji is eminently qualified but politically, the situation on ground is such that is not favourable for him”. Egwu who bared his minds on some of the agitations of some people who felt that their local government had not been represented, noted that it was not a deliberate action to short change anybody, but the factors that come up in politics had not favoured them to be represented in the senate. He said that ordinarily before Abakaliki local government went for three times and Ebonyi Council area has not gone or once, not that they don’t have qualified people but it was never agreed whether “written or oral that the position would be rotating either clockwise or anticlockwise”.

The Independent National Electoral Commission (INEC), is to display register of voters in all the 1, 872 polling units of Kwara state from Tuesday, Nov. 6 to Monday, Nov. 12, 2018. This was contained in a statement on Sunday in Ilorin by the Commission’s Head of Voter Education and Publicity, Mr Jacob Ayanda on behalf of the state’s INEC Resident Electoral Commissioner. Ayanda said the display would allow people with claims and objections to raise such through INEC officials at their wards headquarters at the same period. He also said that collection of Permanent Voter’s Cards (PVC), would be carried out during the display of the register. “The exercise is to weed the register of deceased, non-Nigerians and under aged voters. “It will also help tackle cases of double registration. “This is an opportunity to keep our register credible and be armed with our PVCs, as we prepare for the 2019 General Elections,” Ayanda added. He therefore called on the electorate to make use of the opportunity to check their names on the register. “So, avail yourself this opportunity. Note that Saturdays and Sundays are inclusive,” he said.

Zakkat commission disburses N8m monthly medical assistance in Sokoto

The Sokoto State Zakkat and Endowment Commission on Sunday disbursed N8 million state government monthly medical assistance to the needy through various hospitals and pharmaceutical shops in the state. Malam Lawal Maidoki, the Chairman of the commission, while disbursing the money, said the assistance was to support the needy who could not afford cost of medication. “As usual we are today disbursing N8 million through our various hospitals and pharmaceutical shops as the monthly medical support to assist the needy. “The state government is always committed and will continue to remain committed in ensuring a good health for all residents. “Therefore, we will continue to sustain the gesture as inherited from the immediate past administration in the state,” he said. Maidoki, however, urged wealthy individuals in the state to continue to support the efforts of the state government towards assisting the less privileged in the society. He also commended the hospitals and pharmaceutical shops for their support and dedication in ensuring the success of the programme. The benefiting hospitals include-Kware Psychiatric Hospital, Usman Danfodio University Teaching Hospital (UDUTH) and Specialist Hospital, Sokoto, Wamakko Orthopedic Hospital, Maryam Abacha Hospital and Iman Hospital, while the pharmaceutical shops are Binji Pharmacy, Zumunci Pharmacy, Rauda Pharmacy and Maigobir Pharmacy.

2019: Buhari’s achievements will Short News earn him landslide victory -BOCOG We have secured 400 convictions in court - VIO Adewale Momoh, Akure The Buhari Osibanjo Continuity Group (BOCOG), has described the presidential candidate of the All Progressives Congress, APC, Muhammadu Buhari, as a marketable candidate who will emerged victorious at the poll going by his remarkable achievement. The group lead by its Director-General, Otunba Oladiran Iyantan, stated this in Akure, the Ondo State capital over the weekend at the State’s Secretariat of the APC, during its nationwide tour of Buhari’s re-election sensitisation. According to the Director General, the re-election project of the President by the group became imperative due to what he described as enormous achievements recorded within a short while of the administration.

“We realised the need to embark on this campaign to endear him to Nigerians and make his re-election lots easier. “President Muhammadu Buhari is a marketable candidate any day. He has not disappointed in his promise to change the face of governance in Nigeria for the better. “Today, things have changed from greed to contentment; from corruption to decency; from endless infrastructure decay to aggressive investment in infrastructures,” he said. Iyantan further stated that the group is well-established in all the wards and local governments of the federation in order to make re-election campaign more coordinated and effective. He stated that stepping on toes by Buhari is deliberate act to sanitize the country, adding that only enemies of the country are not in tandem with his thrive. “The President has stepped on the toes of the powers that be by refusing to renew oil blocks

licences; by his refusal to sustain bribe for budget passage; and by saying no to budget padding.” Also speaking, the National Secretary of the group, Alhaji Sadiq Abubakar Yusuf, noted that the task ahead was not a tea party affair and urged all members of the APC to brace up for the challenge ahead. He commended the President for restoring sanity in handling the finances of the country as well as the security of the country. He hinted that the group would soon embark on a millionman march for the re-election bid of the President. Responding, the Deputy State Chairman of Ondo APC, Hon. Agabra Atili, praised the group for complimenting the efforts of the party by embarking on mobilisation of voters ahead of the general elections. “Ondo State is the bedrock of progressive politics, and we are not going to shy away from our responsibilities in this regards,” he said.

Haruna Aliyu Usman, Kebbi

The Vehicles Inspection Office (VIO) department, Kebbi state under the leadership of the State Director, Roads Traffic, Lawal Hamisu Gulma has said that the unit through series of operations on motorist and vehicles was able to get at least 400 convictions from both mobile and conventional courts in Kebbi state. Gulma added that the cases are roads traffic offences, part of which are route violation known as one way that over time claimed many lives through avoided accidents. Part of the operations include taking off the roads, vehicles that are not road worthy in order to ensure the safety of the people plying the roads. “We will sustain the tempo until all vehicles and motorists learn to respect the traffic rules and regulations,” Gulma has said.

It would be recalled that its branch I Texas, USA had donated two units of incubator worth millions of naira to the Amachara Specialist Hospital, Umuahia recently as well as grinding machines to the Compassionate Motherless Babies Home at Ahiaeke, Umuahia. 1,800 flood victims in Ogun receive relief materials The Ogun State government has flagged off the distribution of relief materials to 1800 flood victims in Abeokuta North and South Local Government Areas of the State. The State Governor, Senator Ibikunle Amosun during the Flag Off distribution exercise to the July 13, 2018 flood victims at Arcade ground Oke-Mosan, Abeokuta, said flooding was a global phenomenon, which occurred as a result of climate change and had continued to reck more havoc in different part of the world. Represented by his Deputy, Chief (Mrs.) Yetunde Onanuga, Amosun disclosed that, structures

mostly affected were situated at flood prone areas, with poor sanitation, calling on relevant agencies of government to be more effective at ensuring good environmental sanitation, so as to prevent reoccurrence. Also speaking at the event, the Director General, National Emergency Management Agency (NEMA), Engr. Mustafa Maihaja, represented by the Chief Planning Officer, Mr. Segun Afolayan, noted that 1800 victims registered with NEMA and their items were ready for distribution, urging the Federal government to sign the NEMA bill into law so as to effectively exercise its duties.

In his remark, the State Commissioner for Environment, Mr. Bolaji Oyeleye, stated that, relief materials distributed included; foodstuffs, building materials, mattress among others, imploring beneficiaries to effectively utilise them. Speaking on behalf of other beneficiaries, Mrs. Anike Ogunsola and Mr. Abayomi Idowu, while appreciating both Federal and State government for the relief materials given to them, called for more measures to promote sanitation and urged government to ensure proper enforcement of environmental laws.

The Nigerian Institution of Civil Engineers (NICE), a division of the Abuja chapter of the Nigerian Society of Engineers (NSE), has said that it will help solve the menace of unemployment among its members. The 8th chairman of NICE, Engr. Dominic Onuh Akuboh, disclosed this while giving his inaugural address at a monthly meeting of the institution in Abuja. Akuboh said the chapter of the institution will continue to engage with senior members of NICE and members with private firms towards securing job opportunities for the unemployed ones among them even as he added that the career/job seekers management committee shall keep all concerned abreast of available openings. “Job seekers will be encouraged to maintain a network of meaningful friends for the purpose of information sharing and networking as knowledge alone might not lead you to your desired job in this challenging times. “The technical committee shall help arrange training opportunities to reinforce the qualification of our members for competitive job opportunities. Ultimately, my advice to job seekers is to start with what is available pending when the desirable will come whether within the field of engineering or not,” he said.

Coalition seeks divine intervention Umar Faruk, Gusau A coalition of Blind for Sustenance Development, Zamfara state has sought for divine intervention to end banditry in the state. In an organized prayer session, the coalition, under the leadership of Abdurrahaman Kagara said blinds and other people with disabilities were worried with the calamity that befallen the state. Kagara said people should stop apportion blame on the government of Abdul-Aziz Yari but rather embark on prayers to end killings and other vices. “We are concerned about the happenings in the state and as residents we ought to give our contributions as people with disabilities to seek for divine intervention”, he added. According to him, time has come when people should support government in the flight against banditry. He lauded the state government for its resolved to engage civilian joint task force to support security agents in fighting the bandits. Also, speaking, APC Provost Marshal, Alhaji Bashir Ataka described the decision of the coalition of blinds to resort to prayers in search for peace in Zamfara as a welcome development. Ataka said though, the government was focusing seriously in providing support to security agents but prayer the divine intervention was paramount to achieve success in the flight. ANSG to recover N500m from gaming operators Stories by John Ndu, Awka Anambra State government has embarked on enforcement exercise to recover over N500 million owed by gaming operators in the state. The exercise which commenced last Wednesday was led by the Legal Department, Anambra State Revenue Services. Others in the enforcement team were the State’s Task force, security agencies and other relevant agencies. The team toured and visited gaming centres within Ifite, Aroma, Abakiliki Street and Nnamdi

Azikiwe University axis, Awka. Addressing newsmen after the exercise, the Chairman and Chief Executive Officer (CEO), Anambra State Revenue Service, Dr. David Nzekwu, said the enforcement exercise is to ascertain the level of compliance by the gaming operators with respect to paying relevant fees to the state government. Nzekwu observed that significant number of the operators had not paid, saying that a particular gaming operator, Bet-king, had cleared their liability to the state government. Nzekwu pointed out that the enforcement exercise include 2017 outstanding the operators were

owing to the state government. He said: “Every person that has a gaming outfit is to obtain a gaming permit and pay the relevant fees. “If they fail to present their permit, their facility will be distrained in accordance with the law. “We do not intent to cramp down any business agency, but will operate in line with the provisions of the law. Where such obligation is not fulfilled, we will use the law to ensure fulfilment.” Nzekwu explained. He forward warned that “every business agency should register with the State’s Revenue Services. Those business agencies employing up to

the level of deducting each worker’s PAYE should remit the deduction to the state government, or face the law. Nzekwu added. Also speaking, Head, Legal Department, Anambra State Revenue Services, Barrister David Onyiliofor, observed that about 11 gaming centres were visited, while some centres were under lock and key. Onyiliofor maintained that the exercise would continue to ensure absolute compliance. It was observed that some gaming operators who did not comply had their operational materials distrianed.

Security: Soon, ANSG will launch CCTV - Obiano

Anambra State government has promised to consolidate on the security measures by introducing Closed Circuit Television (CCTV) in the state. The CCTV will be would be installed in major streets to monitor activities being perpetuated by hoodlums. Governor Willie Obiano made the announcement at the event of Anambra State Technical and Creative Day, at Marble Arch Hotel, Awka. The Governor said he had given approval for purchase of over one million pieces of CCTV components, saying when installed, would help reduce crime, which had been one of the dreams of his administration. Obiano assured investors that he would continue providing enabling and friendly environment that would boost their business. “Under my administration, Anambra will continue to remain the safest state. We encourage investors to bring their businesses down. “We have all facilities that would promote economic growth and create maximum employment for the youths,” Governor Obiano added.

ANSG approves recruitment of more VIOs, provides alcohol testing device Anambra State Government has approved the recruitment of more Vehicle Inspection Officers (VIOs) and the provision of alcohol testing device for the agency. Governor Willie Obiano said this at the 2018 National Conference of Directors/ Chief Road Traffic Officers of the Federation (NCDCRTOF) at Donritz Hotel, Udoka Housing Estate, Awka. Governor Obiano, who was represented by the Secretary to the State Government (SSG), Prof. Solo Chukwulobelu, noted that the importance of VIOs in Anambra State was to ensure road safety and security. ``In the past, Anambra did not have VIOs, until we assumed office in 2014. That was when Anambra VIO was reconstituted. “Every vehicle, commercial, private or government`s, has been subjected to annual Vehicle Testing by the VIOs to ascertain their conditions as it is done in the UK.,” Obiano said. ``In the 1970s and 80s, Federal and State roads were in very bad condition.

``But over the past 30 years, the federal and state Governments have contributed immensely in reconstructing good roads. And Anambra has the best road network in the country,” he said. Obiano, then, enjoined the officers to ensure that only those that have passed through proper driving training should be given driver’s licence. He urged them to put off road any bad vehicle used by some driving schools during training. Commissioner for Transport, Uchenna Okafor, noted that Anambra State had improved tremendously in every sector. ``The state is rated as number one in security in the country. VIOs are of paramount interest to the state and this annual conference they embarked on will help them rebuild and promote safety on the road,” Okafor said. Acting Chairman, NCDCRTOF, Garba Abdu Gaya, said that the theme of the conference: `Innovative Strategies for

Enhancing a Sustainable Road Traffic Safety and Security,` was very relevant and timely. ``There is increase in the rate of accidents and high level of insecurity on the highways. ``And since drivers are the major causes of the accidents, the major steps VIOs will take is to ensure that they are properly trained, tested and licenced,’’ Gaya said. He appealed to state governments to resuscitate their Road Traffic Departments to ensure they ``have effective control of the operations of driving schools for proper training and re-training of drivers. ``They should also have control of the issuance of driver’s licence which will ensure that only certified drivers will be issued with licence. `` Train and issue Rider’s Permit to Motorcyclists and Tricycle Riders and establish full-fledged Motor Vehicle Administration Agency,’’ Gaya stressed. He also praised the Governor and the Commissioner for Transport for

their support toward the success of the conference. Anambra State Attorney General and Commissioner for Justice, Uju Nwogu, represented by Otuyemi Bayo, said that the re-orientation of the officers would help them on how to educate road users. Anambra Chief VIO, Christopher Okeke, noted that the conference was an annual programme where all VIOs meet to deliberate on issues concerning driver’s licence process and road worthiness certificate issuance. ``Here we harmonise the positions of all states’ VIOs into a national working document to be used across the federation and enhance the capacity of road transport officers,” he said. The Governor, Commissioner for Transport and SSA to the Governor on Public Transportation/General Supervisor were decorated as members of the VIO by the Acting National Chairman of the conference.

Anglican priests protest over alleged seizure of land by ANSG Stories by John Ndu, Awka Over 400 Anglican priests from the Diocese on the Niger at the weekend took to the streets of Awka and later barricaded the Government House to protest the alleged forceful takeover of Bishop Crowder Memorial School in Onitsha. The school, located beside the Catholic Church, owned Basilica of the Most Holy Trinity, had generated so much controversy between the state government and the church, with claims and counter claims over the rightful owner of the school. The priests, who barricaded the entrance gate of the Government House, demanded that only the governor, Chief Willie Obiano, would address them on the matter. They carried placards with various inscriptions, some of which read, “Gov. Obiano, stop disrupting our church services and activities”, and “Bishop Crowder Memorial Primary School is not government property”. Archdeacon of Onitsha South Archdeaconry, Ven. Josiah Ofoegbu, who led the protest, told reporters that they were in Government House to register their grievances over marginalisation and politics of denomination allegedly being played by the Anambra State government under Obiano. They also claimed that many members of the

Anglican Church in the state were denied the All Progressives Grand Alliance (APGA) ticket for various political positions in the recently concluded party primaries, describing such action as a threat to peaceful co-existence. He said: “We are embittered in what is happening in our dear state. This present administration is turning Anambra State to a denominational state. It is unfortunate that this is happening 28 years after Bishop Ajayi Crowder, who built the school, left Nigeria. “The school was handed over to the Anglican Church and both Anglicans and Catholics knew about that. When government seized schools, it was seized from us and during hand over of schools to the missions, it was again handed over to us. “But it was quite unfortunate that Governor Obiano sent thugs few weeks ago to send us out of the place. They disgraced us in our own property. They dispersed the worshippers and even threatened to kill us. This injustice must end. “We want to let him know that we will worship there on Sunday. He should prepare for war. We are ready to die on that land. Obiano should stop this discrimination. “Some Anglicans were denied ticket in this state because they are not Catholics. When people like former Governor Jim Nwobodo and late Dr. Nnamdi Azikiwe were leaders, they never discriminated against anybody.” There was, however, a mild drama during the protest, as an Archdeacon of the Anglican

Communion and Governor Willie Obiano’s aide, Ven. Amaechi Okwosa, who was sent by the governor to address the protesters, was resisted by the aggrieved priests. Okwosa, who doubles as the Managing Director and Chief Executive Officer of Awka Capital Territory Development Authority, while addressing journalists, said the governor had set up a committee to look into the matter with a view to finding a lasting solution. He also regretted that the governor was not given prior information about their visit to the Government House and advised the priests to toe the path of peace. He said: “They are laying their grievances and from what they are saying, they have a misgiving regarding a school in Onitsha, which they want the governor to intervene and do the needful. “The matter is a lingering situation and the government had inaugurated a committee to look into that matter so that it will be resolved once and for all. “Also, we learnt from some of the clergy that this matter is in court already and speaking as a lawyer, it is pre-jurisdiction, when you take some steps when the matter is still subsisting in court. They should allow the law to run its course, instead of getting in the way of law. “I told them that if what they are saying is true, they should let the court resolve the matter. Also, since the Bishops in the Anglican Communion are coming to the see the governor, the priests should wait for the outcome of the meeting.

The exercise, participated by some members of the state executive Council, as well as some security agencies in the state, was led by the Secretary to the State Government, Professor Solo Chukwulobelu, Some Commissioners including Mr. C-Don Adinuba, Architect Mike Okonkwo, Dr. Joe Akabuike, Engineer. Marcel Ifijiofor as well as some Managing Directors of Anambra Parastatals including the ABS boss, Nze Uche Nworah, Mr. Pat Obiefuna of OCHA Brigade and founder Otusuwakwaigbo, Professor Pete Ejiofor among others, took to the road, displaying their physical fitness

and encouraging others to participate in subsequent monthly road walk. Speaking to journalists, Professor Chukwulobelu said that the monthly exercise was part of the activities of the state government aimed at promoting mental and physical alertness of the state citizenry as well as addressing some health related issues. He pointed out that obesity resulting from sedentary lifestyles of people was responsible for the frequent visits to hospitals over minor ailment and heart attacks. Also speaking, Commissioner for Health, Dr. Joe Akabuike and his Information and Public Englightment counterpart, Mr. C-Don Adinuba, explained that it was targeted toward enhancing the physical well-being of the residents of the state to engender greater productivity and reduce challenges of illnesses like cancer, high blood pressure and heart attack among others. While describing a healthy man as a wealthy man,” State Chairman of Sports Development Commission, Mr. Tony Oli, said the commission would continue to encourage workers and residents to turn out in large number for the monthly exercise.

In demonstration of her commitment to end child labour in Anambra State, the Commissioner for Children and Women Affairs, Lady Ndidi Mezue, few days ago rescued some children who were aiding a number visually impaired persons in seeking alms from the streets of Awka. The school aged children numbering about four, were spotted at different locations in Awka, while aiding their parents to beg for alms during school hours. Lady Mezue, who since her appointment as the Commissioner for Children and Women Affairs, insisted that there will be zero tolerance on Child Labour In Anambra State, swung into action on sighting the children begging at major junctions in Awka. In her usual compassionate way, she approached the children and their accomplice, took time to educate them on dangers of having their kids out of school and begging during school hours. The Commissioner, soon after educating the parents of the children, provided on spot assistance to them, and consequently, offered to support the children education for up-to two years. Following the agreement reached by the Commissioner and the parents of the children, some of them were immediately repatriated back to their home states, to continue their disrupted education. It would be recalled that the Commissioner, few months ago, inuagrated an action committee on Child Labour. The inuagration was followed up with a road show to create awareness on dangers associated with child labour and the ministry’s readiness to tackle the menace head on, in line with the vision and mission of the Governor of Anambra State, Chief Willie Obiano.

Igwebuike School inaugurates legacy projects The Anambra State Government has restated its readiness to revamp dilapidated structures in schools located in the state. Governor Willie Obiano stated this during the 60th Anniversary celebration of Igwebuike Grammar School, Awka and inauguration of Legacy Projects embarked upon by the Igwebuike Grammar School Old Boys Association (IGSOBA) which held at the college compound. The event featured award of university scholarship to the best JAMB candidate in the 2017/2018 session in Anambra State, Master Anthony Umeh who scored 328. It was gathered that the idea for the establishment of Igwebuike Grammar School was nurtured in 1948, when Messrs E. E. Ekweozor and W. E. Chine attended a conference of the Awka District Union, (ADU) in Port Harcourt, Rivers State. It was embarked upon by the Awka and Nibo communties through their group, the Nigeria Social Development Society. The decision to establish the school was to help in enroling pupils who passed out from primary schools in those days and had to travel far distances to continue their secondary school education. A Sierra Leone tutor, C. J. Smart was earlier engaged to supervise the establishment of the school in 1950 before Mr. B. N. Chukwuogor was appointed as its Acting Principal. The school was later named after the motto of Awka District Union, “Igwebuike”, while the first set of students were admitted in 1958. In the 60 years of its existence, though Igwebuike Grammar School had produced numerous personalities, the college structures had dilapidated over the years with erosion taking a toll on the environment. On the occasion, Governor Willie Obiano of Anambra State, who was represented by the Head of Service, Mr. Harry Uduh, said his administration would continue to offer support to efforts to reposition the school through the provision of quality infrastructure. The State Commissioner for Basic Education, Professor Kate Omenugha, expressed happiness with the decision of the Old Boys to transform the school and noted that education could only be sustained through the collaboration of all stakeholders. The National President of IGSOBA, Chief Nnamdi Nwobu, who stressed that the college had produced eminent persons and done well in academics, regretted that its infrastructure had dilapidated without adequate maintenance. Chief Nwobu noted that the vision of the Old Boys in embarking on the celebration was to sustain the transformation of the institution to a great citadel of learning. The Principal of the school, Dr. Uchechukwu Anaekokwu, who extolled the Old Boys for initiating quality projects in IGS, lamented the poor teaching staff and massive infrastructural decay in the institution. In a lecture, a former teacher and Games Master in the school, Sir G. N. Muotolu, urged the Old Boys and other stakeholders to take active steps to bring back the lost glory of the college. The member rRepresenting Awka North/South Federal Constituency in the National Assembly, Chief Anayo Nnebe and Rear Admiral Obi Ozojiofor (rtd) said what IGSOBA did was a mark of commitment to developing the school. The President General, Awka Development Union Nigeria, Dr. Amobi Nwokafor and the member representing Awka South One in the State House of Assembly, Dr. Nnamdi Okafor, lauded the Old Boys for their interest in rebuilding the school. Master Anthony Umeh, who was awarded a university scholarship for his brilliance and performance in JAMB by an old student, Dr. Kenneth Ezenwa, received a Laptop from IGSOBA with a pledge to study hard to attain a great height. Prizes were also presented to students who exhibited academic excellence as Mrs. Chikodi Ifeanyi was rewarded with the best teacher in the school, while books were donated to the School Library by IGSOBA. The event featured parades by the students and members of the NYSC, the unveiling of the school’s structural plan and choral renditions by the students. Highpoints of the event were the unveiling of the new School Gate and brochure, planting of anniversary tree, inspection of new hall project, landscaping work, dilapidated structures and cutting of anniversary cake. There were also awards to individuals and classes who made significant contributions to the IGSOBA legacy projects as well as cultural performances by the students who earlier received thirty customised blazers from the Lagos branch of IGSOBA led by its President, Elder Steve Nweke.

Infractions: SEC to take over 3 insurance firms, says Reps c’ttee Henry Omunu, Abuja The House of Representatives subcommittee on the Capital Market has threatened to authorize the Securities and Exchange Commission (SEC) to take the management of three insurance companies for flouting industry regulations, tax evasion, and other infractions. Chairman of the subcommittee, Rep. Tony Nwulu made this known after the committee had an interactive session with 11 insurance firms over corporate governance compliance and other issues. Rep. Nwulu declared that the three insurance companies, namely Great Insurance Plc, Consolidated Hallmark Insurance Plc, and Staco Insurance Plc have engaged in insider dealings, failed to pay the dividend to shareholders, evaded paying

taxes and failed to comply with corporate governance regulations. “We interfaced with the insurance companies. The process has led to the uncovering of a whole lot within the insurance sector, which we will also make public. Those that believe that other people’s money is free for all, we will ensure that no matter how highly placed they are, they will not be spared. “Most of the insurance companies that came have defaulted in paying dividends; only a few paid. We also discovered a whole lot of infractions bothering on corporate governance and insider dealings. “After the committee finishes its work, there are some that we will mandate SEC to quickly take over their management. We have identified some that are just struggling, but answering big names and are in contravention of a lot of things, including taxes.

“Great Insurance Plc, Consolidated Hallmark Insurance Plc, and Staco Insurance Plc fall in this category. Some directors and chief executive officers have companies that do business directly with the insurance company they head. Some are in violation of SEC and Nigeria Insurance Commission (NICOM) regulations,” he declared. According to him, the sub-committee will further proceed to invite SEC, NICON, NLC, shareholders and law enforcement agencies to participate in subsequent investigative hearings to expose non - compliance with regulations in any sector of the capital market. “We want them to come and explain to Nigerians and the shareholders what they have been doing with their money. We will leave no stone unturned. “We will do everything possible to make sure Nigerians do not lose money and their jobs. We will expose the banks the way we

have exposed the insurance companies. Let it be on record that we have invited First Bank severally, but they have refused to respond,” Nwulu added. Some of the 11 Insurance companies appeared before the subcommittee are; Suno Insurance Plc, Law Union and Rock Insurance Plc, Aico Insurance Plc, Sovereign Trust Insurance Plc, Wapic Insurance Plc, Mutual Benefit Assurance Plc, Cornerstone Insurance Plc, Universal Insurance Plc, African Alliance Plc. Meanwhile, the committee disclosed that it had mandated SEC to reconstitute an interim management for Capital Oil Plc after it uncovered infractions committed by the firm’s management. To ensure that none of the culprits go unpunished, Rep. Nwulu said that the committee will communicate with the Interpol to arrest and extradite fleeing former management staff of the company.

As a result of this, they have directed all aviation workers to withdraw all services and join other Nigerians and stakeholders to proceed on the nationwide strike called by the Nigeria Labour Congress, (NLC)

the United Labour Congress (ULC) on the 6 November 2018. In a statement signed by various aviation union secretaries, they urged all businesses and agencies involved with aviation to be aware of the situation and adjust within the period of the strike. In a related development, the National President of NUATE, comrade Ben Nnabue said the strike was in compliance to the NLC and other partners in the organized labour to embark on a Nationwide strike “due to the inability of

the Federal Government to agree on the New National Minimum Wage.” According to him, “all flights operating in/out of Nigeria Airports shall be affected by this industrial action. We appeal to your good sense and understanding in this regard.” NUATE President stressed that ” injustice anywhere was a threat to justice everywhere.” All heads of aviation agencies are said to have been intimated through letters of the Union’s intention to embark on

the impending strike and withdrawal of services of it members from all Airports in the country. Last week, the Federal Government had gone to court to stop the organized labour from embarking on the proposal which was granted by the court, however, the NLC and it’s partners had said no court can stop them from embarking on the Nationwide shut down as government was being adamant in fulfilling the earlier agreement of N30,000 as the New Minimum Wage.

Dakuku identifies hazards in BRI, says economic benefits outweighed risks Temitope Adebayo The Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside, has identified the likely risk elements in the Chinese Belt and Road Initiative (BRI), however, said that the benefits of the Chinese economic initiative outweighed the risks. NIMASA boss believed that the BRI, which is also known as the Silk Road Economic Belt and the 21stcentury Maritime Silk Road, will be a game-changer for global transport and substantially affect the pattern of global commerce. Dakuku stated this in Dubai during the Dubai Maritime Summit 2018, which was part of the events at the five-day UAE Maritime Week 2018 that ended over the weekend. Identifying likely risks of the initiative, he mentioned trade imbalance in favour of China and Chinese control of trade infrastructure, which will give it a lot of leverage in the global market place. Speaking on the benefits and risks of the BRI, a Chinese government development strategy aimed at enhancing regional connectivity through infrastructure development and investments in Europe, Asia, and Africa, the DG urged African and Middle East countries to plan mitigation measures against potential risk elements of the initiative. Dakuku said the “Chinese policy will affect port calls and hub decisions, which may adversely affect ports of Africa and the Middle East; Chinese political influence and dominance leading to reintroduction of Sino centric order is imminent; the tanker market will shrink substantially, as pipelines across continents will be the preferred mode of transportation of oil and gas.” At the event, the panelists unanimously agreed that the China Belt and Road initiative would open new markets in global commerce; improve connectivity between modes of transport, enhance speed and efficiency at the ports, open new international trade routes, and boost technology transfer. The Belt and Road initiative is the signature policy of Chinese President Xi Jinping. The basic idea behind it is to boost trade and economic integration among the countries in the initiative through investments in roads, pipelines, ports, communication networks and other such infrastructure that promotes connectivity. Despite 1,858 cases of vandalism, gas production hike by 8% - NNPC Denies report of looming petroleum products shortage Idu Jude Abuja Despite 1,858 cases of vandalism, the Nigerian National Petroleum Cooperation (NNPC) has said that it recorded a total of 230.35Billion Cubic Feet (BCF) of natural gas was produced in the country in July 2018, averaging a daily production of 7,678.17Million Standard Cubic Feet (mmscfd), representing 8.81 per cent increase compared to the previous month of June 2018. This is just as the NNPC dispelled insinuations of an impending petroleum products scarcity in the country. The NNPC, in its monthly Financial and Operations report for July 2018, indicated that for the period, July 2017 to July 2018, a total of 3,084.09BCF of gas was produced, representing an average daily production of 7,834.62mmscfd, while the daily average natural gas supply to gas power plants stood at 744.86mmscfd, equivalent to power generation of 2,898MW. This translates to a total supply of 1,184.81mmscfd of gas to the domestic market and 3,055.00mmscfd of gas supplied to the export market for the month, implying that 55.98 per cent of the average daily gas produced was commercialized, while the balance of 44.02 per cent was re-injected, used as upstream fuel gas or flared. The NNPC July report said gas flare rate was 9.33 per cent, (706.96mmscfd), compared with average gas flare rate of 10.44 percent ( 816.73mmscfd) for the period July 2017 to July 2018. In the downstream sector, the report revealed that the corporation continued to ensure increased PMS supply and distribution across the country to sustain seamless distribution of petroleum products and zero fuel queue across the nation. It stated further that 2.18billion litres of white products were distributed and sold by

the Petroleum Products Marketing Company (PPMC) in July 2018 compared with 1.46billion litres in June 2018. Meanwhile, in a statement released yesterday the NNPC Group General Manager, Group Public Affairs, Mr. Ndu Ughamadu, said the corporation had 39 days petroleum products sufficiency and about 25 days products availability on land, stressing that motorist and other consumers of petroleum products are assured of adequate stock to meet their energy needs. The NNPC spokesperson said while providing information on the petroleum products stock level became necessary to dispel suggestions that the threat of strike action by the Nigeria Labour Congress (NLC) would result in a slip into a round of products shortages across the country. Ughamadu advised motorists not to engage in panic buying as the corporation would do all it could to ensure the strike action does not impact negatively on fuel distribution nationwide. He stated that Nigerians should remain vigilant and volunteer information to the Department of Petroleum Resources (DPR), the Industry regulator or to any law enforcement agency around them, on any station that attempts to take advantage of any prevailing situation in the country at the expense of the consumers.

NAHCO posts N7.2bn turnover in Q3 results Chukwuemeke Iwelunmo The Nigerian Aviation Handling Company Plc (nahco aviance) has posted impressive Third Quarter (Q3) results with N7.25 billion turnover while declaring a Profit Before Tax (PBT), of N731.8million. According to the figures released to the Nigerian Stock Exchange (NSE), the Company recorded an impressive N7.25Billion turnover for the nine-month period which ended September 30, 2018. This is an increase of 25 percent over the same period in 2017. This outstanding performance saw the Company declare a Profit Before Tax of N731.8million, a

huge 107 percent increase over the N336 million recorded during the same period last year. Profit After Tax stands at N601.3Million which is 109.8 Percent higher than the N287.4Million recorded over the same period last year. Regarded as one of the best posted by the Company in recent times, the performance is the outcome of initiatives and actions undertaken by the Company’s management led by the Managing Director/CEO, Mr. Idris Yakubu who assumed office in November last year. Yakubu had started the implementation of a series of short and medium term process reviews and service improvement initiatives that have led to enhanced service delivery and improved customer satisfaction by the Company’s growing clients.

In his comments, the Managing Director/CEO said, “We are extremely delighted with the recent results. It shows that the various initiatives that we are implementing to delight our customers are indeed working. After losing party primaries, Dickson restores positions of appointees, civil servants who resigned Stories by Patrick Okohue The Bayelsa State governor, Hon. Henry Seriake Dickson, has reinstated all political appointees, who resigned their positions to contest the primaries of the Peoples Democratic Party (PDP), but lost, to their former positions. The governor also reinstated all civil servants, who resigned to contest in the primaries to their former positions in the civil service. The Special Adviser to the Governor on Media Relations, Mr. Fidelis Soriwei, quoted the governor as having made the proclamation during a meeting with all aspirants of the PDP in Yenagoa on Saturday. Governor Dickson also directed the payment of the salaries and other allowances of the aspirants lost during the period to them. However, the governor said that the civil servants, who were graciously reinstated would commence receiving salaries from the date of resumption, in line with the civil service reforms introduced by his administration. The governor said that, he was happy with the decision of all the aspirants, who lost in the PDP primaries to remain in the party

without a single court case. He described the aspirants of the PDP as the most loyal and dedicated members of the party for their commendable position even after failing to pick the party’s ticket for their respective positions. INEC commences display of voters’ register, distribution of PVC in all polling units in Lagos The Independent National Electoral Commission (INEC) in Osun State has denied that the Resident Electoral Commissioner (REC) in the state, Segun Agbaje, was humiliated and beaten to a coma by some angry youths at the First Baptist Church, Oke Owode, Ikirun, at the burial ceremony of Timothy Ibitoye a former REC of Ogun State . The electoral body in a statement signed by its state spokesperson, Akin Ojewande, said Agbaje was only disrupted by some angry members of a political party while paying tribute to the former Ogun State REC on behalf of the commission. “Some rancorous fellows believed to be members of a particular political party attempted to disrupt the service,” the commission said. The party also approached the court in an unsuccessful bid to procure an injunction against the re-run. The opposition party eventually agreed to participate in the poll, although with strong reservations that it would not be free or fair. Death toll from Italy storms surges past 30

Floods have killed 12 people on the southern island of Sicily, nine of them from the same family, rescue services said Sunday, taking the week’s toll across Italy past 30. Six Italian regions remain on high alert for storms. The bodies of nine people were found in their house in Casteldaccia in the Palermo region, next to a small river which had burst its banks, rescue services said. The victims included children aged one, three, and 15. Three other members of the family managed to escape, one by climbing a tree, the Agi news agency reported. “I lost everything, I have nothing left, just my daughter,” one of the survivors, Giuseppe Giordano, told journalists. Karen Khachanov upsets Novak Djokovic to win Paris Masters title

Karen Khachanov, the Russian No.1 player won the greatest trophy of his career today, beating Novak Djokovic, in two straight sets to claim the Paris Masters title. It was the first Masters title to be won by the 22 year-old Russian and his third ATP title this year. His fourth ATP title was won in Chengdu China in 2016. This year, he won the Kremlin Cup and Open 13 tournament in France. Khachanov, ranked No.18,

beat another GenerationX player, Dominic Thiem in the semi-final, to play his first Masters Final. The same day, Djokovic booked the final ticket beating old rival Roger Federer in three sets. The nearest he got was at the Canadian Open this year, when he was despatched by Rafa Nadal in the semi-final. Leicester City footballers pay last respects to Vichai Srivaddhanaprabha in Bangkok Players and staff from Leicester City were set to arrive in Bangkok Sunday to attend a mourning rite for the club’s chairman Vichai Srivaddhanaprabha, whose death last week in a helicopter crash stunned the Premier League club. Sunday marks the second day of a week-long ceremony held at Wat Thepsirin, one of Bangkok’s most famous temples which typically serves as the site for funerals of very important Thais. Over the coming days Thailand’s business and political elites are expected to visit the temple to pay their respects, while monks will chant Buddhist verses over the duty-free mogul’s body. Vichai, 60, died last week, along with four others, when his helicopter crashed and burst into flames moments after taking off from Leicester’s pitch following a match. His death sent shockwaves through Leicester, where the charismatic Vichai had become a beloved figure in the club and the city — a

feat rarely achieved by the Premier League’s foreign owners. It was under Vichai’s ownership that Leicester crafted one of the biggest fairytales in English football history by winning the 2015/16 Premier League, having started the season as 5,000-1 outsiders for the title On Saturday the team played at Cardiff City, their first match since his death, with players from both teams coming together to pay their respects before the game. Vichai leaves behind a wife and four children, two sons and two daughters. Chelsea loanee Kenneth Omeruo wants La Liga stay Super Eagles defender Kenneth Omeruo has said he would hope to extend his time in the Spanish La Liga with CD Leganés. Omeruo, who joined Premier League club Chelsea in 2012 and has been sent out on loan every season thereafter, said he is enjoying working with Leganes coach Mauricio Pellegrino. Omeruo has been handed a starting berth in Leganes’ last three games having sorted out his work permit issues. He is set to start again in today’s early kick-off clash at home against mighty Atletico Madrid. “I want to play in CD Leganés, in Spain, i want to play and improve here. I would like to pitch my tent with Leganés,” the 25-year-old defender said in an interview. “My coach Pellegrino is a very

interesting person when it comes to work, I respect him very much because he is a legend with a wonderful football pedigree, he was a great centre-back as well. “I did not have the opportunity to see him play, but surprisingly people have spoken very well of his performances on the field.

“I talk a lot with my coach, he takes time to teach me through videos clips and tries to correct my mistakes and set me right where he sees lapses which is very important for my performance.” The Super Eagles defender’s contract with Chelsea will run out in June 2020.
