So today we are doing major roads in 36 states, Lagos Kano railway, Warri Aladja, Mambilla, and Port Harcourt Maiduguri amongst others. “We are feeding 9.2 million children every day, we are giving 2 million petty traders a better deal in life with Tradermoni. We have now employed 50,000 graduates under the NPower programme. We are giving at least 400,000 of the poorest Nigerians N5000 a month. “How because Buhari is the gate keeper. He has stopped grand corruption. So despite the fact that we are earning 60% less, we are doing 5 times more. This is why there is a gang up by the discredited elite against him. They prayed for him to die, he didn’t die. When he came back hale and hearty by the grace of the almighty God, they mourned while Nigerians rejoiced. The fear of Buhari makes people desperate, even crazy. So, now they say he is Jubrin from Sudan. If you can’t discredit him, say he doesn’t exist! “They were all alive and well when Pastor Adeboye went to London and prayed for him the day before he returned to Nigeria. How will one Jubrin sit in FEC and conduct meetings, consult with his ministers, speak to me daily! We are going forward, we are going higher, and we are going to the Next level.” Meanwhile, the national leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, on Tuesday, said President Buhari has put corruption on its heels. Speaking to newsmen after the National Consultative Forum by the National Committee of Buhari Support Groups at NICON Luxury Hotel, Abuja, on Tuesday, Tinubu said reelecting President Buhari for another four year term is in the best interest of Nigeria. He said: President Buhari has put corruption on its heels. Under the PDP, it was unofficial policy. Under Buhari, it is a crime that will not be tolerated. “The PDP and their candidate had vast money at their disposal and they did nothing with it during their 16-year reign of waste. They created no jobs and the only opportunities they promoted were their plans for looting the national treasury. They failed to bring social welfare for the poor because they forgot all about the poor. There was no serious problem they resolved. Every national problem became a friend to them that they used as an excuse to skim from the public purse. “Instead of building Nigeria, they belittled it. They consumed the years of plenty and depleted the national storehouse. They now ask for the keys to that store house so they can return to the scene of their malfeasance. They seek to come back not to repair what they did but to repeat it. We will not allow that to happen because we prefer progress over regression. We are here because we support honest government that will bring peace, justice and prosperity to all. “President Buhari is the man to lead us on this historic task. So, to this important mission of re-electing our dear president, I count you as important pillars President Buhari is assembling to build a new and better Nigeria and to pull the PDP veil from the eyes of these people so that they are no longer the victims of trickery and deception. “President Buhari is committed to building the necessary foundation for a prosperous nation and diversified economy that will provide employment and fair opportunity for all. Produce Diezani in 72 hours, Court orders EFCC, DSS, Police Andrew Orolua, Abuja

Justice Valentine Ashi of a Federal Capital Territory High Court, sitting in Apo, Abuja, on Tuesday, ordered the Economic and Financial Crimes Commission, EFCC, the Nigerian Police Force, the Department of States Security Service (DSS) and all other security agencies to apprehend and arrest a former Minister of Petroleum Resources, Diezani Alison Madueke within 72 hours. The order was made,

following a motion ex parte made before the court by counsel to the EFCC, Msuur Denga, praying for an order of the court, to issue a warrant of arrest against Madueke, to enable the Commission apprehend and arraign her for alleged financial crimes in Nigeria. The EFCC investigated the former minister along with Jide Omokore, a former Chairman, Atlantic Energy Drilling Company, following a petition dated October 2, 2013, from Coalition Against Corrupt

Leaders, CACOL, bordering on money laundering and official corruption. Investigations into the petition revealed that Madueke as supervising minister of the Nigerian National Petroleum Corporation, was found to have engaged in illicit and monumental fraudulent dealings in oil transactions, which she entered into on behalf of the Federal Government. NASS workers in show of force: Bar Saraki, Dogara, others from chambers Tunde Opalana and Henry Omunu, Abuja Staff of the National Assembly under the internal umbrella of Parliamentary Staff Association of Nigeria (PASAN) on Tuesday denied 109 senators and 360 members of House of Representatives access to their hallowed chambers as the protesting workers blocked entrances of both chambers while others continuously chanted war songs around the lobby of the White House building. The protesting staff ventilated their anger over several issues bothering on their salaries, allowances, promotion and other condition of service. They also requested that PASAN members be put on the

Consolidated Legislative Salary Structure (CONLESS). They demanded an overhaul of the management of the National Assembly while specifically called for an immediate resignation of the Clerk of the National Assembly, Mr. Mohammed Sani- Omolori. Armed with placards convening their messages, the workers said majority of the staff live on bank loans which has been weighing them down. Some inscriptions on the placards read “PASAN is the landlord while legislators are visitors who come every four years”, “Our patience has expired”, “Release our promotion letters”, “We live on loans and meagre salaries after loan deductions, “Bank loans are killing us”, “Probe NASS Management now”, “All we

want is alert”, “Constitute a new National Assembly Commission now”, and “Ten years of salary robbery”. The association said their actions is expedient following the nonchalant attitude of the leadership of the National Assembly to their demands. But the Clerk of the National Assembly, Mr. Omolori has appealed to the striking staff to be a bit patient with the system. He said that the presiding officers acceded without hesitation to their requests for this increment, adding that it was bargained with them and they captured it in the budget. He said: “Now is it in their (lawmakers) powers, if the money is not released? And in any case, the reality on the ground is that it

Army, Navy promote 318 senior officers Mathew Dadiya, Abuja

The Army Council and the Nigerian Navy Board have announced the elevation of 318 senior officers to next ranks. On its part, the Army Council approved the promotion of 231 senior officers of the Nigerian Army to their next ranks including Brigadier General SA Kazaure, Director General National Youth Service Corps and 28 others to the rank of Major Generals. A breakdown of those elevated to their next ranks in the promotion released late Monday night showed that 29 Brigadier Generals were promoted to the rank of Major Generals, 95 Colonels to Brigadier Generals, 106 Lieutenant Colonels to Colonels and one Major to Lieutenant Colonel. Others promoted to the rank of Major General are Brigadier General TOB Ademola, Nigeria Defence Attaché to China, Brigadier KO Ogundele, Director Coordination at the Armed Forces Command and Staff College, Brigadier General ON Ugo, Brigadier General AO Uthman, Brigadier General M Bashir and Brigadier General MM Mshelia. Others include Brigadier General US Mohammed, Brigadier General IO Ehiorobo, Brigadier General CG Musa, Brigadier General CO Ofoche, Brigadier General DH Alli-Keffi, Brigadier General A Kigbu, and Brigadier General YI Shalangwa, Director Army Legal Service, amongst others.

The approval of the promotion by the Army Council for the senior officers is the last for the year. The Nigerian Navy Board, on its part, has approved the promotion of 87 senior officers to the ranks of Rear Admiral,

Commodore, Captain and Commander. Among the newly promoted senior officers are 10 Rear Admirals, 25 Commodores, 24 Captains and 28 Commanders. The 10 Admirals promoted include Commodores DM Dogonyaro, Commandant Nigerian Navy School of Armament Technology, Kachia, Kaduna State. Others elevated to the rank of Rear Admirals are TA Imam, Director of Policy Naval Headquarters; RO Mohammed, Director of Recruitment, Resettlement and Reserve, Naval Headquarters; IB Yusuf, Director of Personnel Release, Naval Headquarters; WO Kayoda, Director Navigation/ Positioning and Timing, Defence Space Administration; OE Eyo, Commander, NNS BEECROFT; SO Agada, Directing Staff NDC; EE Aneke, Commander Naval Drafting; MM Bashir, Directing Staff NDC and AO Ayobanjo Deputy Commandant, Naval War College Nigeria. Mohammed Sani- Omolori is not only the National Assembly that is suffering from non-release of funds. That is the reality of the Nigerian situation. So, I think we all have to be patient. “It is a matter that has been on for some time now and we have tried to explain to them; we approved salary increase for them which was captured in 2018 budget but as it is today, it is a common knowledge that the level of implementation of the 2018 budget, especially the new addition to the National Assembly, which has not been implemented – that is where we had hoped that the addition would be paid. “So, to the extent that the money has not been released, there is no way we can make the payment. “We told them it is wrong and we tried to prevail on them to try to see through things in the correct way. As a matter of fact, I wrote a letter to them and I also had series of formal and informal consultations with their leadership up till yesterday (Monday) to make them back out of what is clearly an act that is not in tune with their own rules.” Omolori had in a letter dated December 3, 2018 written to PASAN expressed concern that despite efforts by the management to address issues raised by them, they still insisted to embark on the planned strike. On the payment of 28 per cent increase in CONLESS, one of the request by the union, he said a committee made up of management and PASAN had been set up to study, review and advice on the way forward. He said although the payment was captured in 2018 budget, but the level of implementation in terms of release of funds had made it impossible to pay additional 28 per cent. “This situation has been well discussed, and I am aware that PASAN officials have investigated and verified this fact from the Federal Ministry of Finance”, he said. On the non-release of some promotion letters, upgrading, conversion and other establishment matters, he said of the 589 letters of promotion, conversion and upgrading, 562 had been released

to beneficiaries. The 27 pending ones have issues of promotion into non-existent vacancies, conversion of staff to other cadres in breach of extant guidelines approved by National Assembly Service Commission (NASC). “Also, there are wrong effective dates of promotion and/or conversion, suspicious career progression records and questions concerning consultancy cadre,” he said. He expressed concern that PASAN had not exhausted all options before embarking on the strike. Finally addressing the protesters on Tuesday, Senate President, Bukola Saraki, assured them that their salaries would be paid. But when he declared his intention to meet with the management of the National Assembly alongside with Yakubu Dogora, Speaker, House of Representatives on before Friday, the workers chorused ‘No’, demanding that such meeting should take place instantly. However, they took Saraki for his words and reminded him that they need to hear from him soonest. Leaders of both chambers of the National Assembly, Senator Ahmed Lawan and Mr. Femi Gbajabiamila had earlier addressed the protesters assuring them of quick Intervention of legislators in the pending issues. Meanwhile, in a statement in Abuja, Special Adviser (Media and Publicity) to the President of the Senate, Yusuph Olaniyonu, said Senate President, Dr. Bukola Saraki and Speaker of the House of Representives, Rt. Hon. Yakubu Dogara, have directed the National Assembly Management Committee headed by the Clerk, Alhaji Sani Omolori, to resolve all issues raised by protesting members of staff and report back to them by Friday. “The leadership of the National Assembly made it clear to the staff that the issues raised by them were previously unknown to the legislators and that even if they were known to the Senate President and the Speaker, the leadership could do little to address them because they fall under the purview of the NASS’s Management. They added that the constitution of the National Assembly Service Commission which the workers demanded will be made before Friday. “The workers demanded for the implementation of the CONLESS system in the payment of their salaries and allowances, approval of new condition of service for the workers, among other issues. However, Dr. Saraki and Rt. Hon. Dogara, as well as their colleagues also reassured the workers that they will personally supervise how the management will eventually resolve the issues and ensure that the workers are not shortchanged”, Olaniyonu stated.

Strike: FG, ASUU meeting inconclusive – Ogunyemi Doosuur Iwambe with agency report The meeting between the Federal Government and the Academic Staff Union of Universities (ASUU) ended without any conclusion on Tuesday. ASUU National President, Prof. Biodun Ogunyemi, while speaking with newsmen at the end of the closed door meeting in Abuja noted that negotiations were still ongoing. He said both parties were yet to reach a concrete

decision. “For now, we have started to discuss. We are yet to reach any concrete decision. Once we have more information, we will make ourselves available to the press. “The union will reconvene very soon to continue negotiations,” he said. The meeting held at the instance of the Minister of Education, Malam Adamu Adamu was to find lasting solution to the ongoing strike by the university lecturers. Present at the meeting

were the Education Minister, Adamu Adamu; the permanent secretary, Sunny Echono; representative of National Universities Commission (NUC) and representative from the National Income, Wages and Salaries Commission. Speaking during a briefing earlier, the president of the National Association of Nigerian Students (NANS), Danielson Akpan, who was present at the meeting, said the two parties need to consider

the interest of the students in their deliberations. “My fear is that these politicians can give a ‘political response’ and may not meet the conditions again,” Recall that the union embarked on strike on November 4 over the poor funding of Nigerian universities, an alleged plan by the Federal Government to increase students’ fees and introduce an education bank, as well as non-implementation of previous agreements.

Magu flays voter inducement during elections Andrew Orolua, Abuja The acting Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Ibrahim Magu, has condemned inducement of voters by politicians during elections, saying it is another form of corruption. Magu said the monetisation of electoral process must be frowned on by Nigerians because it could impact negatively on the future of the country. Speaking during an interactive session with media executives at the EFCC’s Lagos Zonal office on Tuesday, December 4, 2018, Magu said: “We are again at the cusp of history. In only a few weeks from now, we would be going to the polls to elect leaders at all levels of government. “Howsoever that process goes depends a lot on all of us. Let us vote in leaders based on their programmes and priorities not on how much they are able to pervert the system.” The EFCC boss, who described the media as the compass providing clear direction for the Commission in its relentless efforts to rid Nigeria of corruption, also stated that the fight for the soul of Nigeria was one between the patriotic and the corrupt “The fight is also one between the keepers and the looters of our common patrimony. The latter group has continuously demonstrated its I-don’t-

care attitude to the socioeconomic well-being of our dear country. But as stakeholders, we must be alert to our responsibilities to wrest our commonwealth from the grasp of the looters”, he emphasised. He, therefore, stated that it was important for stakeholders in the antigraft war to pause and critically review the high and low points of the strategies in dealing with the monster of corruption, which is the bane of the development of the country. He also charged the media not to leave the fight against corruption only in the hand of the EFCC, adding: “Whenever you give us knocks in your editorials or reportage, we take it in good faith, believing that we are either not doing enough or we need to change our strategies. “In the same way, when you give us kudos, we don’t feel we should roll out the drums and celebrate because there is still a lot of ground to cover. As I always say, we don’t have a monopoly of knowledge on how best the war against corruption can be fought. So, we will always run to you for brilliant ideas on how best to combat the evil of corruption. Be assured that we will always heed your candid pieces of advice. “Indeed, I see the media as the potent megaphone to trumpet the need for the generality of Nigerians to take ownership of the fight against corruption.”

Magu, who also described the Commission as apolitical, stated that the Commission’s concern bordered on those who seek to use the political space for money laundering. He, however, said that the EFCC would invoke the provisions of the antimoney laundering law to the letter, irrespective of whose ox is gored. He added: “Some vested interests are already attacking us for our stand on the side of the law. Let us remind them that the law is no respecter of persons. “But we also know that we will be fooling one another if we think that the fight against corruption and economic and financial crimes will be a tea affair. It has never been, and it will never be! The reason, you will agree with me, is simply that corruption will always fight back. “Besides, in today’s Nigeria, the issue of corruption has become a hydra-headed problem. But it will even be more dangerous if critical stakeholders, including the media, leave it only to the EFCC. That is why we will always ask for your support.” Magu, who said the introduction of special courts to try persons for corruption cases had been a blessing to anti-graft agencies, disclosed that the Commission had recorded 246 convictions as at November 30, 2018. “I make bold to say that

the Commission is winning the war against corruption. In terms of assets recovery/ forfeiture, the Commission has secured quite a number of temporary or permanent forfeiture of properties and various sums of monies unlawfully acquired by persons of questionable character. The most recent of such final forfeiture, through the efforts of the Commission to the Federal Government last month, was the N1.9 billion from Heritage Bank. “In addition, the Commission keeps getting more global recognitions for its daring efforts to sanitise the country. Several respectable international agencies have signed collaborative agreements with the Commission to tackle the menace of corruption,” he said. Magu also described as untrue the insinuation by critics that the Commission had been engaging in witch hunt, saying, “It is not a tool in the hands of anyone, government or individual, either. If your hands are clean, you can go to bed with your two eyes closed. We will never compromise our integrity!” He also disclosed that the Commission had opened three new zonal offices in Sokoto, Benue and Kwara States for a strategic purpose. “Other zonal offices, reflecting the old 12-states structure are coming soon to bring the Commission closer to the people,” he added.

Forex: CBN opens December sale with $210m Mathew Dadiya, Abuja In its first intervention in the foreign exchange market for the month of December, the Central Bank of Nigeria (CBN) injected the sum of $210 million in the interbank foreign exchange market. Authorised dealers in the wholesale segment of the market, in Monday’s sales, received the sum of $100million, while the Small and Medium Enterprises (SMEs) and the invisibles segments were allocated the sum of $55million each. The Bank Governor, Mr. Godwin Emefiele, had while delivering the annual lecture of the Chartered Institute of Bankers of Nigeria (CIBN) in Lagos, warned speculators not to bet against the Naira. Despite the uptick in the exchange rate last week, Emefiele said the Bank had enough reserve to defend the Naira. The Daily Times recalls that on Friday, November 30, 2018, the apex bank injected a total sum of $331.22 million in retail secondary market intervention sale (SMIS) and CNY51.86million in the spot and short-tenored forwards of the inter-bank foreign exchange market. Meanwhile, the naira on Tuesday, December 2, 2018 continued to exchange at an average of N365/$1 in the Bureau De Change (BDC) segment of the market.

President Muhammadu Buhari has pledged that his government would not rest until the remaining Chibok girls kidnapped by Boko Haram terrorists in April 2014 are safely released. Buhari renewed his commitment to rescuing the captive girls on Monday in Katowice, Poland, at a bilateral meeting with Swiss President Alain Berset, on the margins of the UN Climate Change Conference, COP24. Garba Shehu, Senior Special Assistant to the President, Media and Publicity, on Tuesday, stated that the President had spent the whole day at the International Conference Centre, Katowice, where he delivered his national address at the opening of the 12-day meeting of COP24, met with several world leaders and visited the impressive Nigerian pavilion at the climate summit. The Nigerian leader, during his meeting with the Swiss President, thanked the Swiss Confederation for its efforts and important role as intermediaries to secure the release of some Chibok girls and assured him that the issue of the remaining kidnapped girls and other abducted persons will remain a ‘’key priority’’ for the Nigerian government. President Buhari and his Swiss counterpart discussed joint strategies to ensure the safe return of the girls, building on the past successes of securing the release of some of the Chibok girls and other abducted persons in the

North Eastern part of Nigeria. The President also welcomed the Swiss President’s commitment to continue providing humanitarian assistance to Internally Displaced Persons (IDPs) in Nigeria and to ensure the safe release of the abducted school girls. ‘’We will continue to make the safe release of the remaining Chibok girls a priority and will welcome any kind of support from any quarters to make this happen, ‘’ the President said. In separate bilateral meetings with the President of Poland, Andrzej Duda and the Prime Minister, Mateusz Morawiecki, President Buhari commended the country for a successful outing at the opening of the COP24 meeting in Katowice. The President told his Polish counterpart that Nigeria was facing serious climate change challenges, particularly the receding Lake Chad, which is a source of livelihood to some 40 million people living in the region. ‘’Nigeria is totally committed to global efforts to mitigate and adapt to effects of climate change,’’ President Buhari told the Polish leader, whose country is the president of COP24. In his meeting with Prime Minister Morawiecki, the President lauded the plan by the Polish Government to open a Trade Office in Lagos soon, promising that investors who look to Nigeria can be ‘’guaranteed’’ of safe returns on their investments. ‘’We have a vibrant and active young population and our government is doing so much on the Nigerian economy, including

diversifying to non-oil sectors. ‘’We welcome increased cooperation with Poland and will encourage investments in other sectors of the economy like solid minerals and information technology, ‘’ the President said. Morawiecki told President Buhari that traditionally 96 per cent of oil imports to Poland come from Saudi Arabia and Russia, adding ‘’but now we are looking at importing oil from Nigeria.’’ The Prime Minister noted as the fastest growing economy in the European Union, Poland has identified Nigeria, Egypt and South Africa, as three top investment destinations in Africa. ‘’We want the hub of our investment destination to be in Nigeria,’’ the Polish Prime Minister told President Buhari, welcoming the pledge by the Nigerian leader to immediately put in place a framework to encourage more Polish investments in Nigeria. Meanwhile, the President’s bilateral meeting with his Austrian counterpart, Alexander Van der Bellen, focused on the challenges of Lake Chad and what was required to recharge it. Noting that the Lake faced the two challenges of technology and financing, President Buhari told the Austrian leader that enormous financial resources and technology were required to transfer water to Lake Chad from the Congo Basin. Van der Bellen, who indicated his country’s interest to cooperate with Nigeria on recharging the Lake Chad, talked about climate change challenges in Austria including drought, glaciers melting, among others.

Mathew Dadiya, Abuja Pension Transitional Arrangement Directorate (PTAD) has paid a total of N6, 314,762,464.60 being six months arrears of the 33% pension increment. The payment covers 101,393 Civil Service Pensioners on all grade levels and 76, 310 Parastatals pensioners across 186 agencies. The Executive Secretary, Sharon Ikeazor, in a statement on Tuesday, noted that pensioners’ welfare is a priority for the present administration. Ikeazor stated that PTAD had fully settled the inherited backlog of the 33% pension arrears of the Customs, Immigration and Prisons as well as Police pensioners in 2016 and 2018 respectively. The Executive Secretary assured pensioners that the Directorate was working with its supervisory Ministry of Finance as well as other relevant government agencies to clear the outstanding balance.

Kebbi to vaccinate 2m people against yellow fever Haruna Aliyu Usman, Birnin Kebbi

As yellow fever vaccination continues in Kebbi State, the Executive Secretary, Primary Healthcare Development Agency, Doctor Abubakar Attahiru Kaoje has said that the 10 days vaccination exercise is expected to cover at least two million people from the implementing 13 Local Governments in the state. The beneficiaries are from nine months to 44 years of age. Kaoje disclosed this at a press conference in the office complex in Birnin Kebbi. He stated that the exercise is collaboration between the state, federal government and some donor agencies like the World Health Organisation (WHO) and UNICEF. According to him, the vaccination is once in a lifetime but pregnant women, lactating mothers are exempted. He called on the people of the listed local governments to use the opportunity to get vaccinated because lots of monies have been expended for the success of the exercise, Kaoje concluded.

NEMA imbroglio: Agbonnayinma alleges plan to impeach Osinbajo Henry Omunu, Abuja House of Representatives member, Rep. Ehiozuwa Agbonnayinma on Tuesday raised the alarm, alleging that some members of the House were collating signatures to impeach Vice President Yemi Osinbajo in respect of the N5.8 billion fraud uncovered at the National Emergency Management Agency (NEMA). The lawmaker, who stated this at a press conference in Abuja, however failed to name the lawmakers behind the alleged impeachment move. While admonishing his colleagues in the House to exercise restraint, admitted

that many APC members in the House are aggrieved over the outcome of the party’s primaries. He therefore, urged lawmakers in the national interest not to embark on any action that will heat up the polity in the run-up to the 2019 polls. According to him, some political gladiators have capitalised on the House report to embark on a campaign of calumny against the Vice President on spurious allegations of corrupt practices levied against him. “I am aware that signatures are being collated for the impeachment of the Vice President. The reason is because of the outcome of the NEMA investigation. “For the records, the issues raised in the probe on NEMA had to do with

misappropriation of funds by the director general and the day to day running of the agency vis-a-vis financial spending and procurement processes among others. “While commending my colleagues on the discharge of our constitutional duties, I am appealing to them to sheath their swords. I enjoin them to continue to do only those things that will promote peace, unity, happiness and prosperity of Nigeria,” he stated. Our correspondent reports that the Chairman, House Committee on Emergency and Disaster Preparedness, Rep. Ali Isa had said recently that Vice President Osinbajo as board chairman has a case to answer over the alleged mismanagement of the N5.8 billion North East intervention fund by NEMA.

The Presidential candidate of the Peoples Democratic Party (PDP) Alhaji Atiku Abubarkar has all it takes to wrestle power from President Muhammadu Buhari in 2019 elections. Union tasks politicians on citizens’ education in Nasarawa Augustine Kuza, Lafia

The National Union of Eggon Students (NUES), has called on well meaning politicians to embark on educational policies and programmes that would elevate the standard of education in the country. National President of the association, Mr Affiku Danjuma, made the call yesterday, in Akun, Nasarawa Eggon Local Government area of Nasarawa state, while presenting awards of excellence to some distinguished Eggon sons and daughters. According to him, “The development of any society depends on the quality of education that is given to its children”. He further called on politicians and philanthropist to initiate programmes that would address youths’ unemployment and improve on their standard of living. Those awarded includes, Hon. Tax accountability and matters arising

The dominant view in most countries is that firms are excessively involved in tax avoidance. The odd thing is that tax avoidance, which is also known as strategic tax planning (a more appropriate business expression), is not illegal. Tax avoidance simply means adhering to the letters, and not necessarily to the spirit, of tax laws. As such, it is deemed wise and rational to take advantage of loopholes in tax laws and systems, where such exist. In order to take advantage of the system, businesses usually employ an array of experts – ranging from lawyers, accountants, to lobbyists – to help them implement creative tax strategies. Some law and accounting firms have dedicated and lucrative services to this tax avoidance market. In their view, strategic tax planning can be a real value addition to any firm that does it well. Framed as such, it becomes a source of competitive advantage and a very attractive proposition to many business leaders and shareholders. Hence the popularity of strategic tax planning. Obviously, strategic tax planning, as tax avoidance, will have negative implications for tax compliance and tax revenues. That is why tax regulators, collectors, and administrators do their best to discourage firms from being too innovative with their tax arrangements in order to enhance compliance and increase tax revenues. Some regulators have gone as far as asking firms to discuss any innovative tax practice they conceive before implementing them. This way, the degree of information asymmetry, which is at the foundation of tax avoidance, could be minimised. Hence, the emphasis on business taxation is heavily skewed towards ways of enhancing compliance, minimising tax avoidance, and eradicating tax evasion. Tax compliance has its benefits. Beyond increasing tax revenues for the government, it has also been argued to be a good way of building democracy.

In other words, taxation helps to restore the link between politics and citizenship. Through such, democratic processes and institutions are strengthened for societal progress. In addition, the quest for enhanced tax compliance can lead to better information and data management systems and enhance ancillary and complementary services, such as better policing and strengthened legal systems, for example. These are often referred to as positive spill-over effects of an enhanced tax system. Whilst compliance should be encouraged, it becomes difficult to realise in a system characterised by low trust and weak enforcement mechanisms. This is usually the case in most developing economies, where the formal institutions of democracy and capitalism are usually at their worst. Low trust regimes often lead to low tax morale. Weak enforcement mechanism often lead to low tax compliance. This leaves most countries in this situation in a double tragedy and brings to the fore the often challenging question of the egg versus chicken conundrum. Unfortunately, it is not a case of either high trust or better enforcement mechanisms; the two need to be pursued simultaneously, but how? Our ongoing study on tax compliance in Nigeria confirms that the country experiences both low tax morale and low tax compliance. Although the government agencies – especially the Federal Inland Revenues Services (FIRS) – have invested a lot in aggressive compliance infrastructure, there have been some minor progress; however, tax revenues are still very much sub-optimal. This finding supports the view in the literature that tax enforcement infrastructure needs to be complemented by enhanced tax morale. Otherwise pursuing one and not the other comes across as a futile effort at clapping with one hand. Unfortunately, most governments in

Africa seem to be in this trap. One way to raise tax morale is for the government to be seen to be as transparent and accountable. Citizens need to know how tax money is used and spent. They need to feel the dividends of tax. In other words, tax needs to pay! But oftentimes, tax accountability is the missing part of the jigsaw. From our study, also, the citizens have a very poor perception of the government in relation to tax accountability. It is like pouring money into a bottomless pit. They often argue that they pay taxes and are still their own “local governments” – i.e. they still provide those amenities their taxes should have provided for them, if well spent. Some argue that the government cannot be trusted with more money until the government is able to make better use of oil revenues. But why does low tax accountability persist? A possible and straightforward answer to this question coming from our research finding is the low capacity in the public sector to deal with tax accountability. In other words, the current structure does not have a place for tax accountability. The Federal Inland Revenue Service (FIRS) Act, for instance, only mandates it to raise tax revenues. Beyond that, it cannot account for how tax revenues are used. The ministry of finance and the ministry of budget and planning appear to be silent on this – perhaps due to capacity constraints. Another reason advanced by interviewees of our research is corruption. They simply think that the government is terrified by accountability and would rather keep mute about it because of the corruption that goes on in government. Whether this is true in reality or not is a different matter, but the perception is as strong and as real as it can be. Unfortunately, this lack of trust due to low tax accountability will continue to impede and undermine tax compliance,

if not addressed. We suggest that one way to address the challenges of low tax accountability is for the government to set up a tax accountability desk that will be in charge of communicating and publicising how tax revenues are spent. The other suggestion is for tax revenues to be earmarked for development goals. For instance, the government can have a 10year plan in which one of the Sustainable Development Goals (SDGs) could be identified a year ahead as the target of the following year’s tax revenues. Where and when these commitments are fulfilled over the suggested period, it would be a very good way to build trust and restore the social contract between the citizens and the government. Beyond these options, the economic elites can also volunteer to ask for tax transparency and accountability. It is argued that they provide the largest share of tax revenues in most countries. So, it would not be out of place for them to demand for transparency and accountability. Whilst corporate social responsibility is on the rise in Nigeria, tax compliance and demand for tax accountability on the part of businesses and their leaders can contribute to strengthening taxation and democratic institutions in Nigeria. The Nigerian Economic Summit Group (NESG) now has a fiscal policy committee, which is a development in the right direction. Hopefully, this committee would be able to galvanise business leaders and economic elites in Nigeria to make their taxes work for them. There are obvious risks harboured in this suggestion, but where danger lies, also lies the saving power, according to Holderlin, a German poet. And he who comes to equity must come with clean hands. Herein lies the taste of the pudding, for business and economic elites, so to speak!

Poverty anywhere is danger to prosperity everywhere

A beautiful looking lady, perhaps in her mid- twenties, smiles into the camera. The chubby-cheeked child she is carrying is wearing a cap, but he is shirtless. They are part of the over 7,200 Latin Americans who embarked on an estimated 17-day walk towards the United States (US) border. They had bid goodbye to their ancestral homes mainly in Honduras, Guatemala and El Salvador. Many have just the clothes on their backs, the bags (some nylon) they are clutching, and their lives. Their determination is to get into the US by any means necessary. For this, they are trekking on roads and highways, through forests and fording waters including swimming and rafting the Suchiate River which separates Guatemala and Mexico . For such a desperate movement, virtually no threats can dissuade them, at least not the massive deployment of Mexican police and the threats of American President Donald Trump to cut aid to the countries they have left behind and to deploy the mighty American Army. Except the children being carried, these are thousands of mainly young and physically fit people, because only such persons can undertake such a grueling migration. These Latinos are like the Biblical Abraham who heard a voice in his native Ur, in today’s Southern Iraq, telling him “Go forth from your country, And from your relatives And from your father’s house, To the land which I will show you”(Genesis 12:1) The marked difference is that unlike Abraham, this exodus has a promised land it is headed to; the United States. The marchers are no different from the desperate African migrants who travel through the desert and take to the seas in unsafe rickety boats to get to Europe. The fact that this exodus was spontaneous, and its huge size, might be

an indication of the desperate situation in some Latin American countries characterized by mass unemployment, organized and unorganized violence, hunger and bad governance. The idea of this caravan had started when Bartolo Fuentes of the Freedom and Refoundation Party of Honduras reproduced a poster on his Facebook page inviting people for a migrant march with the slogan: “We’re not leaving because we want to, but because we are being expelled by violence and poverty.” The march commenced last week with 160 people from the gang-plagued city of San Pedro Sula, deciding to leave for a safe haven which they identified as the US. By the time this group reached the Guatemalan border, it had swelled to over 1,600 due partly to words of mouth, the mass and social media and the panicky response of President Donald Trump who was issuing threats rather than a more organized response to tackling a desperate human convoy. This is more so, when American law gives those fleeing violence, the opportunity of applying for asylum. Thousands of the marchers sleep and bath in the open. Despite assistance by ordinary Mexicans, and some help from the Mexican government, the marchers are in need of water, food, medicine and blankets. The world, especially the United Nations need to come to their aid. Some may argue that the marchers predicament, is a choice they consciously made. I will say, no! Hunger and poverty are never a choice; they are mainly imposed. As I watched them on television and video, I was conscious of the fact that almost all the marchers will not reach their destination; some will end up living in Mexico, some will return to their countries, some may even die. But that will not deter the next wave of marchers because they want

their tomorrow to be better than their yesterday. Mexico itself is highly volatile and crime-infested with hunger and violence forcing some Mexicans to make illegal crossings into America; so I foresee many of the marchers who are opting to stay in Mexico, making attempts in future to cross into America. It will be a continuous test of endurance and human will. The current state of many Latin American countries is the result of mindless American exploitation and political intervention which turned them into ‘Banana Republics’ Take for example, Honduras where the caravan took off. It has virtually been an American colony since the 1890s with the American banana companies seizing most of its fertile land and rendering the farmers destitute. Additionally, the Americans dominated the banks and mines, imposed structural adjustment while turning the country into one huge American military base. The country’s military had a free hand violating human rights and running American-backed death squads like Battalion 3-16 which physically eliminated hundreds antiAmerican activists. When a reformist President, Manuel Zelaya came to power in 2006 and tried to carry out changes in favour of the populace, the military kidnapped him on June 28, 2009 and exiled him to Costa Rica without their bosses in Washington calling them to order. Incumbent, President Juan Orlando Hernández is authoritarian with no respect for democratic values. He changed the electoral rules to be eligible for re-election in the November 2017 elections. When opposition politician, Salvador Nasralla was in the lead in that election, the results were suspended for 30 hours and the incumbent eventually declared winner. When people protested, they were shot at with over

thirty killed while America asked the people to accept the announced results. Guatemala where the caravan gathered strength before forcing its way to Mexico is another American Banana Republic. When a patriot, democratic President Jacobo Arbenz took 1.4 million acres of uncultivated lands mainly from the American United Fruit Company, paid compensation, and redistributed them to about 500,000 farmers (a sixth of the population) then American Secretary of State John Foster Dulles, got permission from President Dwight D. Eisenhower to overthrow the government. The coup, executed between June 18-27, 1954 was supervised by the American Central Intelligence Agency (CIA) headed by Allen Dulles, the Secretary of State’s brother. It was Code-named Operation PBSUCCESS. Subsequently, brutal military regimes and anti-people governments were imposed. Another large number of the marchers came from El Salvador, a country the Americans ran like Honduras, except in this instance, it was the showcase of American–backed killer squads including a private one. In one of its most infamous atrocities, the Atlacatl Battalion, newly trained by the US, was sent on its first mission in December 1981 to the El Mozote area. It killed over 1,200 Salvadorans including at least a hundred children. The human caravan is a reminder to America and most rich countries that centuries of dominating and exploiting other peoples, and the prevailing unfair globalization, will have to be addressed in favour of the victims. Like the International Labour Organisation (ILO) stated in its May 10, 1944 Declaration of Philadelphia: “Poverty anywhere constitutes a danger to prosperity everywhere”

Editorial Commentary A country without ‘rubber bullets’ Times Guest Columnist Reuben Abati

Many years ago, I was in Abuja to attend an international workshop on one of those human development issues that used to engage a lot of attention in those days: sustainable development goals, maternal mortality, maternal morbidity, adolescent sexuality, women’s political representation, the Beijing declaration, HIV/AIDS reporting… Those were hot topics in those days as Nigeria tried to grapple with the challenges of the return to civilian rule and seek the consolidation of democracy and its ethos. I don’t remember what the topic was on that particular trip, but Nigeria owes many of the international agencies which at the time helped to mobilise civil society beyond elections to realise that every country needed to focus on both human development and human rights issues and mainstream same into the current of prevailing thought. But after such conferences and workshops, often attended by persons from other African countries and visiting technical experts we usually found a way of unwinding by exploring the cultural delicacies that Abuja had on offer. Abuja was much safer, much cleaner, far more innocent and politically saner then than it is now. Night life in the city was also busy. Obasanjo was President. So, this night in question, we ended up in one of those bubbling night clubs in Abuja. I don’t remember the name of the club anymore, but I know the location. The year was 1999. The month was either November or December. Glitzing lights, heavy-pounding music, generously made women and girls with heavenly features whose presence alone was an overdose of aphrodisiac, cigarette smoke wafting skywards, a mixture of scents: perfume and body sweat producing a peculiar smell you can only find in a night club, so much fun in the air, every one appearing to be happy even if the world outside by dawn would confront every dancing, smoking, drinking acolyte at the shrine of Bacchus, with sober realities. I didn’t mind. The New York Times picked up the comparison attempted by the Nigerian army and did a story out of it. This was important enough to force President Donald Trump to quickly auto-correct and say that those who throw stones should be arrested. This is understandable, in the face of a mid-term election that starts today in the United States. President Trump certainly cannot afford a human rights scandal about him being a source of inspiration for reckless conduct in a country he once dismissed as “a shithole country” and its President as “lifeless”. The Nigerian military quickly deleted the comparison with America. But further asked why it should use live ammunitions against protesters, the Nigerian military speaking through BrigadierGeneral Joseph Agim, took us back to that night in 1999. He told his interviewer, “we don’t have rubber bullets when we are sent on assignments. So, if any person that is not happy with the government wants to take on the military, then they should be ready for the consequence(s)… Nobody can take on the military and they will not have casualties.” On the back of this statement by the army, a female Public Relations Officer of the Nigeria Police has also posted a famous message on Instagram to wit: “If you throw STONE, expect a bullet! Squad on mission! #Bosslady #protectiveservice. If you feel like joining the squad, say Hi.” What other evidence do we need, then of the disorientation of the Nigerian state and the cruelty of its officers? The army says it is licensed to kill. The police insist they too will kill, if any citizen does as much as throw a stone. We must seek recourse to the Constitution. The primary job of the military is properly spelled out under Section 217 (2) of the Nigerian Constitution: “(a) defending Nigeria from territorial aggression; (b) maintaining its territorial integrity and securing its borders from violation on borders from violation on

land, sea, or air”. Section 217 (2) (c) further says the Armed Forces of Nigeria can be called in to supress insurrection and “act in aid of civil authorities to restore order when called upon to do so by the president, but subject to such conditions as may be prescribed by an Act of the National Assembly ..” Section 218 provides a caveat by stating expressly that “the powers of the Commander-in-Chief of the Armed Forces of the Federation shall include power to determine the operational use of the armed forces of the Federation”. Was the National Assembly involved in the recent declaration of war against the Shi’ites by the Nigeria Army? Is or was Nigeria facing the threat of war from the Shi’ites? Could the “orders from above” have come from the highest levels? Was it right to invoke Section 217 (2) (c )? I will argue that whereas Nigeria is meant to be under a democratic dispensation, the presence of the military, pointing to a covert re-miliitarization has been pervasive. Whereas Nigerians fought for civilian rule, the soldiers have remained in their face: in politics, at police checkpoints, virtually everywhere, even on election days. They don’t help to keep the peace internally. They shoot to kill. The police whose responsibility it is to protect lives and property in Nigeria are helpless: they are under-staffed, underequipped, and demoralized. It is a tragedy that they are now beginning to sound like soldiers. The position of the law is that Nigerians have the right under Section 40 of the !999 Constitution to assemble and associate freely and peacefully. They don’t even need a police permit to do so as proclaimed in All Nigeria People’s Party vs. Inspector General of Police (2008), 12 WRN 65.Nonetheless, the Nigerian government continues to defy this law, “orders are continually issued from above” to frustrate not just Section 40 of the Constitution, but also Section 33 on right to life, Section 38 on right to freedom of thought, conscience and religion, Section 39 dealing with the right to freedom of expression and the press, Section 42 on the right to freedom from discrimination, and Section 44 on the right to dignity of the human person. The rights of members of the Shi’ite movement in Nigeria have been violated on all of these counts. The vengeful use of live ammunitions against them is condemnable and barbaric. This was how Boko Haram began. Shi’ites crave martyrdom. It is a fundamental precept of their faith. Live bullets can only strengthen their resolve. The sustained attack on them in Nigeria has obvious implications: Nigeria must not on any account become a playfield for the global, sectarian war between Sunnis and Shi’ites or a theatre of live bullets against every little protest by ordinary citizens. All things considered, Nigeria is in a sad place. The citizens of a country that has no rubber bullets are endangered. It is a country under the weight of selfimposed terror, misrule and poor governance, indeed, a country against its people. In the last three years, Nigerians have been targets of live bullets in every aspect of their lives. Each time they complain, they get shot in the head. Poverty is widespread. Salaries are not being paid. Foreign investors are fleeing. Local investors are groaning. Workers are going on strike. The great art of living is dying. When the people groan, they are reminded that this government has no rubber bullets! A country where a bullet is valued more than human lives is sick. I panic. The Nigerian Army and the Nigerian Police are scheduled to provide security during the 2019 general elections in Nigeria. Will this translate into more casualties in 2019? The international community should advise the incumbent Nigerian government not to give “orders from above” for indiscriminate killings and the use of live bullets during the 2019 Nigeria elections. On that may well rest the future stability of Nigeria.

Out-of-school children and matters arising

N

igeria with the current figure of 13.2million out-of-school children occupies first position on the table of countries with the highest number of out-of-school children in the world. More worrisome is the fact that the figure instead of decreasing in the last few years is rather increasing. This statistics which represent approximately 20 per cent of the world’s population of such children is an alarming and ticking time bomb that will spell doom for the country if urgent steps are taken by relevant authorities to address the situation. We observe that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Also, inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers are some of the factors leading to the fall in the standard of education in Nigeria. Recently, the Multiple Indication Cluster Survey report for 2016 (MICS 2016) revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. The latest data MICS 2016 showed that out of the 11.5 million out-of-school children in Nigeria, 7.5.million (69%) are from the Northern part of the country. North east has the largest number of out-ofschool children followed by the North West. With this number, Nigeria accounts for more than 1 in 5 number of out-of-school children globally and 45% of this number are from West Africa. Within the huge number of the out-of-school children, girls are the majority especially in Northern Nigeria. Education indicators for Northern Nigeria are however different from the Southern part of the country. Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society but unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. Most of these children are situated in the rural and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult taking basic amenities to them. All children have the right to better life, an opportunity to survive, develop and reach their full potentials without discrimination, bias or favouritism which cannot be over emphasised. We also observe that the rising number of children engaged in street trading in our major cities is becoming a worsening the menace. The problem is further exacerbated by rising poverty and general insecurity in the country. In the North, the ravaging insurgency has added to the problem. If drastic measures are not taken to correct the situation, things would only get worse. Let us learn from France, Britain, Canada and other advanced countries which built the foundation of their countries and rapid technological advancement on good and quality education. It must be pointed out also that in these countries, teachers are amongst the best paid workers. Unfortunately, the reverse is the case in Nigeria. Having failed to fund public education, the children of the poor are roaming the streets,

hawking goods while the rich are educating their children in private schools at home and abroad. But to the detriment of the society, the abandoned children of the poor are being recruited to criminality by terrorists, kidnappers and other criminal gangs. The irony of the crisis is that a government, which claims that it lacks money to fund education is spending several billions of naira to fight insurgency, kidnapping, armed robbery and banditry. We believe that an uneducated population will be locked in a cycle of poverty for their entire lives. Additionally, these children could constitute the next generation of suicide bombers and militants. We are of the opinion that it is high time the government and relevant stakeholders address the problem frontally. It is sad that government’s free education for all pupils up to the first nine years of schooling has not been fully implemented. There is the need to increase the percentage of the annual national budget that goes to education. Schools should be adequately funded and the enabling environment provided for teachers and support staff to deliver functional and effective education to the children.The out-of-school children phenomenon should be squarely tackled in all its ramifications. We submit that the improvement of the classroom environment is key to lowering the growing figures of out-of-school children in the country. We also wish to state that teachers must not only be well trained, their welfare must be prioritised while the Federal Government should muster the political will to adequately fund education.

Bauchi to vaccinate 1.6m livestock against Short News CLAMGO holds 3-day crusade in Lekki, Lagos contagious diseases - Commissioner Samuel Luka, Bauchi The Bauchi State commissioner of Agriculture and Natural resources, Barrister Yakubu Kirfi has disclosed that not fewer than 1.6 million livestock have been targeted for vaccination against contagious diseases in the state. The commissioner who stated this at the flagging off ceremony of 2018 Livestock vaccination campaign in Chinade on Monday said, “1.6 million livestocks would be vaccinated against common preventable diseases across the state”. According to Kirfi, the livestock compromises 1 million cattle, 200,000 goats and sheep 400,000 chickens, adding that 3,500 and Livestock have been targeted at the venue of the launching exercise in Chinade, katagum local government area. He said the exercise is geared towards empowering livestock farmers and enhancement of economic growth of the state. The state Governor, Mohammed Abubakar said in a remark that the sum of N39,524,500.00 was released

for the Vaccination of livestock against preventable diseases across the state. He explained that “the present administration is fully aware of the significant role of the veterinary sub sector in the area of agriculture’ public health, preventive, medicine and food security”. The Governor who was represented by his deputy Alhaji Audu Sule katagum said the sub sector has equally been playing a vital role in the control of emerging and re-emerging diseases most of which are zoonotic in nature. According to him, the federal ministry of agriculture in collaboration with the state government have recently constructed a modern poultry market and abattoir complex at muda Lawal market in the state capital. Gov Abubakar pointed out that his administration attaches much importance to man power, development of the sub-sector by sustaining the veterinary students, manpower scheme despite the embargo on employment in the state. Governor Abubakar while stressing that the state currently has about 94 veterinary students

in various universities within and outside the country maintained that the State is one of the leading livestock producers in the country with about 75 % farming population engaged in one form of livestock business or the other. He said, “Records from the federal department of livestock indicated that Bauchi State has over one million heads of cattle, 3,481,285 sheep and 5,213,423 goats”. “Considering the increase of livestock in the state, it is imperative to improve the tempo of yearly vaccination campaign of livestock against preventable diseases,” he added. The governor explained that his administration’s policy on interventions in the agricultural entrepreneurship development programme cut across all sectors of agriculture in the state. Earlier on, the Bauchi state chairman of Miyatti Allah, Abdullahi Abubakar commended the state government for considering Chinade the venue for the flag off of this year’s exercise urging government to sustain the vaccination exercise to enable cattle breeders maintained a permanent place of aboard.

CSDA executes 268 projects in A’Ibom Isaac Job, Uyo The Akwa Ibom State Agency for Community and Social Development has executed over 268 projects worth N686,903,177.31 during the administration of Governor Udom Emmanuel in Akwa Ibom. Addressing a press conference in Uyo weekend, the General Manager of the Agency, Mr. Ishmael J Akpan said between 2009 and 2014, 17 council areas in Akwa Ibom were captured for development projects within the intervention period. Akpan maintained that the completed micro projects in various council areas include 13 Health Centres, 12 school blocks, 30 (24 sets each) Open Market Stalls, 39 Motorised boreholes, 24 Electricity Extension, 5 culverts/Drainage, 2VIP toilets, 45 Town Hall/Civic Centres and one viewing centre. Mr Akpan further hinted that other 56 micro projects were on - going at various stages of completion while 41 were yet to commence. He recalled that President Mohammedu Buhari initiated the community intervention Agency by reaching out to the World Bank to assist the vulnerable in the society particularly the internal displaced communities in the Northeast and very poor local council areas. The General Manager explained that poor council areas in Akwa Ibom were selected while government paid for their 10 per cent contributory funds for the project thereby motivating the World Bank as a donor agency to sponsor the projects in different communities.

Ogun community protests over bad roads condition

He mentioned that his government will train and empower the physically challenged as well as revive Akwa Palm within six months in office. He noted that he would work with governors of neighbouring states and the federal government to make sure those roads within and into the state were constructed, adding that he would resume work on the Uyo - Ikot Ekpene road, Ibom Tropicana Entertainment complex and implement the science park project. He stated that he would increase support for students in tertiary institutions by raising student bursary from N5, 000 to N25, 000 per session, as well as convene a summit of stakeholders and experts to discuss the progress of the education sector. He promised to restore financial autonomy to the local governments and adopt zero based budgeting in place of envelope style budgeting. He promised to restructure the civil service as well as review the master plan of the state in line with current realities, adding that he would convene a Security Council meeting on conflict

in border communities. He said he is the man to be trusted to take the state to greater heights, build bridges of hope and bring real peace and healing to conflict areas within the state. He said his administration would be interactive and inclusive, and appealed to the people of the state to vote for him, adding that their thumb print is what would ensure better life for the people. “Within the first 100-180 days in office, my administration will embark on massive public works to re-flate the economy, create jobs and put money in the pocket of artisans, suppliers, and contractors. “Flag off conditional cash transfers of N5,000 to the extreme poor, N5, 000 to orphans, N100, 000 per delivery for multiple birth mothers and N5, 000 for the physically challenged, in addition to their participation in a skill acquisition programme. “Empowerment training and funding for transformative entrepreneurs; roll out of the Graduate Farmers Scheme and other agricultural programmes. “Address all outstanding pensions, gratuities, local government workers’ salaries, primary school teacher’s entitlements and allowances,” he said.

A 34-year-old housewife, Mrs. Rose Nwankwor, on Tuesday in Asaba prophetic church, King’s Chapel International Prayer Ministry, confessed to the crime she committed against her husband by turning him into maid through prepared meals with charms in the cost of N15,000. What appeared to be a mild drama unfolded as the church prophet hit Mrs. Nwankwor on the head, leading to her sudden outburst during the church period of prophesy and deliverance, a situation she confessed to how she had been using her husband for the work of a house maid, including other domestic activities. Her confession which jostled the congregation into uproar, thus shouting in loud voices that lasted for several minutes. Shouting in louder voice, the housewife said:” I married my husband six years ago. He has no respect for me as a wife at all and I told one of my friends who then introduced me to a native doctor in Uromi in Edo State and a fee of N15,000 he asked for which I paid. He prepared charms in form powder for me and instructed me to put it into his meals which I did and few days later I found my husband doing whatever I asked him to do. He washes plates in the house, my pants and begs to have sex with me before I will accept him. I have been enjoying all these in the past six years until the bubble burst”. She disclosed that the charms were prepared with her pants and pubic her she took to the native doctor in Uromi town in Edo State, adding that she was strictly warned by the native doctor not to make love to her husband for six days upon which the charms will be applied for the man’s meals. Regretting her actions, the housewife crying profusely, said: “I have been having sleepless nights before my deliverance now. Most times, my husband will be begging and I will shout at him to sit down. If I asked for N50,000, he ran fast to give me. I was enjoying everything from him, but I didn’t go to church until things started changing and a friend brought me to this church. I am very sorry for all I have done to my husband. I don’t know what was wrong with me then, it is very unfortunate, I need help please”. Speaking to newsmen, the founder of the church, Prophet Godfrey Irehbude, said: “The husband of the woman was brought to the church looking very weak by his mother and when I was conducting deliverance for him, the Lord told me his problem was caused by his wife and I requested the presence of the wife and I laid my hands on her. She started manifesting and confessed to her crime, especially how she turned her husband into house help for six years, the woman has been delivered now and she is free from the evil she committed”. He warned against the use of charms as means for strong love in matrimonial homes.

The Action Democratic Party (ADP), Plateau State chapter has substituted its governorship candidate for the 2019 general election. The substitution, according to the party, is to present a flag bearer with security pedigree aimed at tackling the insecurity problem faced by the State. In a statement signed by the State Publicity Secretary of the Party, Mr. Danjuma Auta, he explained that the replacement was borne out of the collective resolve by the party caucus after wide consultation and strategic realignment. Mr Auta stated that Pastor Margret Inusa who was the former party flag bearer has also accepted to step down without any form of bitterness or rancour, adding that Brig. Gen. Jonathan Temlong who is the new party flag bearer has since thanked Pastor Inusa for her magnanimity. The statement reads in part: “In the build up to the 2019 General election, Brig. Gen. 2019: Be objective with reportage of events, judge charges Journalists Andrew Orolua, Abuja The Administrator of National Judicial Institute (NJI), Justice Rosaline Bozimo rtd. has urged journalists in the country to be fair, objective, just, honest and professional in the reportage and commentaries on the activities preceding the 2019 general elections. Justice Bozimo made the call on Tuesday in Abuja at the opening of two days workshop titled “Fostering a cordial working relationship between the judiciary Correspondents and the Judiciary” organised by NJI for members of National Association Judiciary Correspondents. NJI Administrator noted that our country is at a critical point in her history and journalists must seek to be objective in their reportage and unnecessary and sensational headlines. She observed that the outcomes of some recently concluded political

parties’ primaries to elect candidates for various elective positions are already in contention in courts. “It goes without saying that as we brace up for the general elections in February 2019, it is envisaged that candidates or contestants would approach the courts with their grievances.” “It therefore behove on journalists to be fair, just, honest and professional in their reportage and numerous commentaries on these contending issues that have the ability to shape the destiny of our country.” “Your actions impact on the judiciary; hence you must be guided by the ethics and code of conduct of your profession. You must see yourselves as partners”. Justice Bozimo commended the Chief Justice of Nigeria Justice Walter Samuel Nkanu Onnoghen who is the Chairman, Board of Governors of the NJI for his unflinching commitment and dedication to the growth and development of the Judiciary in the country.

Speaking on behalf of the church, the Director of Communications, Catholic Diocese of Enugu, Rev. Fr. Benjamin Achi said that the church is apolitical and it’s wrong for any priest to support a political candidate during election. While disclosing that the diocese was not in support of the Mbaka’s remarks, Fr. Achi said “The diocese is not in support of any priest making political statements. “The church is supposed to be apolitical and the Bishops’ conference has said that repeatedly. “We are not supposed to make any political statements from the pulpit within the context of Mass, that is, church service. Fr. Achi said that the church law does not accept such a thing adding that it would be wrong for anybody (priest) to come out and give an endorsement to a particular candidate. Daily Times recalls that Fr. Mbaka in a video that has since gone viral was seen telling the vice presidential candidate of the Peoples Democratic Party, Peter Obi, during the annual harvest and bazaar celebration of the church on Sunday, that neither the PDP presidential candidate, Atiku Abubakar, nor President Muhammadu Buhari of the All Progressives Congress, would win the 2019 presidential election.

Ogun approves N72m as grants-inaid, subventions to CDAs

The Ogun State Government has released the sum of N72 million as Grants-in-Aid/ subventions to Community Development Associations (CDAs). Governor Ibikunle Amosun disclosed this during the International Community Day celebration and the award of Grants-in-Aid to Community Development (Self-Help) Projects, held in Abeokuta yesterday. The amount he said is not only to support the self-help initiative, but also for the continued socio-economic development of the state. “This is also to ensure the sustainability of the self-help projects of CDAs across our dear State. It is my hope that this gesture will help our people in sourcing capital for their various projects. “The approval of N50 million for the Community and Social Development Project (CSDP) in partnership with the World Bank is another community based initiatives to support the grassroots, and the full implementation is expected before the end of this administration. “Let me also remind all our Cooperatives and CDA leaders that the N1 billion loan in partnership with the Bank of Industries (BoI), is still very much available for those of you in Micro, Small and Medium Scale Enterprises (MSMEs).

Monarchs decry damage of Delta roads by heavy duty trucks Nosa Akenzua, Asaba Traditional Rulers in Delta State have protested what they called the continued destruction of state and rural roads in the state by the heavy duty trucks and trailers owned by Dangote Group of Companies. They have therefore called on the company to as a matter of urgency to embark on maintenance of such roads in the interest of the continued cordiality between the company and the people of the state. Arising from a crucial meeting of the Delta State Council of Traditional Rulers in Asaba, its Chairman and Obi of Owa, Dr. Emmanuel Efeizomor II, decried the damage of roads in Delta State by the fleet of vehicles owned by the company in the course of its business operations in the state. In a five point communiqué, the traditional rulers emphasised what they

called “the need for Dangote Group of Companies to review the operations of its vehicles on state and rural roads in view of the massive damages they cause on such roads without corresponding benefits as per maintenance. “We are not happy over the continued damage of our roads by Dangote vehicles,” the monarchs added. The royal fathers called on management of the company to extend its corporate social responsibility to Delta State which had been impacted by the business operations of the company. They contended that the good intentions of government in constructing roads were being thwarted by the activities of the group. On the issue of security, the royal fathers called for increased vigilance by the people, saying that every citizen of the state should not only be security conscious but pass useful information to the police on criminal activities in the area.

They also appealed to the people to keep the peace during political campaign, saying that politicians should take a cue from the famous quote of former President Goodluck Jonathan that “his ambition was not worth the blood of any Nigerian.” The traditional rulers described the recent visit of former President Olusegun Obasanjo to Delta State during which he commissioned three star projects including the Stephen Keshi Stadium as an endorsement of the Governor for a second term and urged the people to keep faith with the Okowa administration. The meeting was attended by the first Vice Chairman of the Council and Orodje of Okpe, Major General Felix Mujakpuero (rtd), the Orhue I and the second Vice Chairman and Pere of Akugbene-Mien Kingdom, Pere SP Luke Kalanama the VIII, as well as the Obi of Abavo Kingdom, Uche Irenuma II among others.

The Economic Community of West African Countries (ECOWAS) on Tuesday, presented a budget proposal of $602 million (381,612,734) Units of Account, to the Parliament for 2019 fiscal year. The budget proposal which is a 34.7 per cent increase (98, 817, 554) UA, on the 2018 budget, has 73.9 per cent dedicated to community programmes, while 26.1 per cent would be the cost of administration. The Administration and Finance Committee (AFC) of the ECOWAS Commission presented the financial statement, at the ongoing Second Ordinary Session of the parliament in Abuja on Tuesday. This is the first time the Parliament is exerting its oversight function, giving it opportunity to contribute to the budget of the community. The Budget figures was in West African Units of Accounts (UA) and using the budget document, 1 U.S. dollar is equals to 0.6337 UA. Mr Musa Sani Nuhu, Chairman of the AFC, who presented the budget, revealed that in the breakdown, the commission is to get UA 228, 368, 638, parliament to get UA 19, 483, 286, 790 while the Community Court is to get UA 16, 202, 778.

N800bn subsidy debts: Oil marketers may disengage workers from depots in seven days As Oil prices rally to $63 on improved US-Chinese trade relations

Joy Obakeye Oil marketers, comprising Major Oil Marketers Association of Nigeria, Depot and Petroleum Products Marketers Association and Independent Petroleum Products Importers, gave the Federal Government seven-day ultimatum to settle outstanding debts of N800 billion. This is just as the crude oil prices rallied on Tuesday, with defiant comments by Iran’s president and the thawing of USChinese trade relations pushing oil prices higher, as Brent crude futures were up $1.35 per barrel to settle at $63.04 per barrel, while WTI was $1.07 higher at $54.02 per barrel. Although, the marketers said failure to meet the deadline would force its members to disengage workers from depots. Confirming the seven-day notice, Patrick Etim, Legal Adviser to IPPI that banks have taken over investments and assets of oil marketers over unpaid debts.

According to Etim, marketers have no choice that to ask their workers to stay at home over unpaid salary arrears due to huge subsidy debts owed by the government. He said: “The only way to salvage the situation is for government to pay the oil marketers the outstanding debts through cash option instead of a promissory note being proposed. “As I speak, nothing has been done several months after assurances received by the government saying it would pay off the outstanding debts. “The oil marketers have requested that forex differential and interest component of government’s indebtedness to marketers be calculated up to December 2018 and be paid within next seven days from the date of the letter sent to the government.” Etim said that several thousand jobs were on the line in the industry, as oil marketers began cut-down of their workforce due to inability to pay salaries. The counsel said that the current

administration paid part of the debts with a substantial portion of the subsidy interest and foreign exchange differential still pending. The Executive Secretary of DAPPMA, Olufemi Adewole, also confirmed the seven-day ultimatum notice. Adewole disclosed that the oil marketers on Nov. 28 served the ultimatum letter on the Debt Management Office, Minister of Finance, Chairman, Senate Committee on Petroleum Downstream, Department of State Services and Minister of State, Petroleum Resources. He said: “We urge the DMO to process and pay marketers in cash for their outstanding forex differentials and interest component claims, together with the amount already approved by the Federal Executive Council and the National Assembly. Meanwhile, Hassan Rouhani, Iranian President on Tuesday threatened to block all oil shipments through the Strait of Hormuz if the US tightens sanctions that squeeze

Iran’s exports down to zero. “The US should know that we are selling our oil… and it is not able to stop Iran’s oil exports,” Rouhani said, according to a report by state-owned news service IRNA. “And it should know if it intends to block our oil someday, no oil will be exported through the Persian Gulf,“ he further threatened. Also, Chinese state-owned refiners were awaiting more instructions from Beijing before resuming US crude purchases while commodity trading houses began evaluating their options in the physical market after the trade truce that came out of US President Trump’s meeting with his Chinese counterpart Xi Jinping over the weekend. Oil traders were cautious about resuming US crude supply to China due to market uncertainties and concerns over a narrow trading window until March, but market participants were keen to exploit the opportunity, anonymous traders’ said.

CBN declares $210m first FX intervention in December Motolani Oseni In its first intervention in the foreign exchange market for December, the Central Bank of Nigeria (CBN) on Tuesday, December 4, 2018, injected the sum of $210 million in the inter-bank foreign exchange market. Authorised dealers in the wholesale segment of the market, in Monday’s sales, received the sum of $100million, while the Small and Medium Enterprises (SMEs) and the invisible segments were allocated the sum of $55million each. The CBN Director in charge of Corporate Communications Department, Mr. Isaac Okorafor, confirmed the figures and restated the Bank’s resolve to meet genuine customers’ request in the various segments of the market especially in the preceding period of the yuletide and in the New Year. The Bank Governor, Mr. Godwin Emefiele, while delivering the annual lecture of the Chartered Institute of Bankers of Nigeria (CIBN) in Lagos, on Friday, had warned speculators not to bet against the Naira. Despite the uptick in the exchange rate last week, Mr. Emefiele said the Bank had enough reserve to defend the Naira. It will be recalled that on Friday, November 30, 2018, the Bank injected a total sum of $331.22million in retail Secondary Market Intervention Sales (SMIS) and CNY51.86million in the spot and short-tenored forwards of the inter-bank foreign exchange market. Meanwhile, the naira on Tuesday, December 2, 2018, continued to exchange at an average of N365/$1 in the Bureau De Change (BDC) segment of the market.

Engineers call for adequate funding of NAMA projects Chukwuemeke Iwelunmo The National Association of Air Traffic Engineers (NAAE) has called for adequate funding of ongoing projects, sustenance, and maintenance of completed facilities in all area communication centres across the country. In a communique signed by the national president of NAAE Engr Ishaya Dung made available to newsmen in Lagos, also called for a better remuneration for ATSEPs in the Nigerian College of Aviation Technology Zaria and Nigerian Civil Aviation Authority Lagos as they performed essential functions in training and quality assurance that enhanced safety in the aviation sector. According to NAAE, all licensed ATSEPs should undergo annual medicals in line with international best practices to further enhance the safety of Air Traffic. It noted that ICT personnel was only recognised as associate members of NAAE as a result of nonconformity with government approved ATSEPs scheme. The communique, however, commended the Federal government in the provision of State of the art CNS /ATM systems as upgrades and replacement of aging equipment. It called for the training of recruits while Air Traffic Safety Electronics Personnel (ATSEPs) license and rating programmes should be vigorously pursued to increase the number of licensed personnel for optimal air safety.

Experts urge Africa to focus on its ‘big resource’ Mathew Dadiya, Abuja Professor Paul Collier, one of the world’s most influential development economists, warns that Africa’s “easy decade” of accelerated economic growth was coming to an end, and only accelerated job creation and integration will ensure sustainable growth and development across the continent. Dr. Collier, Professor of Economics and Public Policy in the Blavatnik School of Government at the University of Oxford, said this on Monday while delivering a keynote address at the African Economic Conference 2018, hosted by the African Development Bank in Kigali, Rwanda. He was speaking at a high-level panel on “Drivers, Opportunities, and Lessons for Africa’s integration”, comprising experts as well as high-level policymakers, who provided their reflections and perceptions on regional and continental integration. “Africa’s easy decade is over, but the last

decade of African growth was not sustainable. Now Africa must focus on its big resource - its young people. No other continent has anything like such a huge influx of young labour. Productive jobs are the priority,” Collier said. “Young people can’t create priority jobs by themselves. Those jobs have to be created, so the prime task of policymakers in Africa over the next decade is to create productive jobs for young people at a rate that has never happened before.” Collier added that connectivity between African countries will unlock the potential of many countries, and this connectivity has to be concerning both physical transport and political ideology. “Small countries are doomed to poverty unless they have open markets and free societies. And yet, the typical African country is small, with closed markets. That is a disastrous combination. So the African Continental Free Trade Area is a significant step forward,” he said. The African Development Bank has

pledged full support to the Continental Free Trade Area as part of its High 5 strategy to Integrate Africa and has invested more than $20 million over the past five years to support the institutional and human capacities of the Continental Free Trade Area Secretariat. Another high-level panelist, Professor Ademola Oyejide, the Emeritus Professor of Economics, University of Ibadan and Chairman of the Centre for Trade and Development Initiatives, noted that regional integration must drive overall continental integration. “We should not destroy regional economic communities by protectionism and unnecessary barriers to trade. We as African leaders are not in the business of designing theoretical regional programmes: we expect real progress from the regional blocs,” he said. Professor Klaus Zimmermann, President of the Global Labor Organization, added, “Africa is now on the right path and has to move in the direction of the AfCFTA. One of the most important playing cards in this game is the people of Africa.”

SEC launches green bond issuance rules Motolani Oseni Following a series of engagements with stakeholders and Capital Market Operators, the Securities and Exchange Commission of Nigeria (“SEC”) officially launched the Green Bonds Issuance Rules. The SEC has collaborated on several occasions with the Green Bonds Market Development Programme, a programme supported by the Climate Bonds Initiative (CBI), the FMDQ OTC Securities Exchange (“FMDQ”) and the Financial Sector Deepening Africa (FSD Africa) to support the development of a Non-Sovereign Green Bond market in Nigeria. The programme provides training for regulators, investors and intermediaries on Green Bonds as part of its efforts to create an enabling environment

for issuers and other stakeholders, to take advantage of the tremendous opportunities that Green Bonds offer. Speaking at the launch of the rules, Ag. Director-General, SEC, Ms. Mary Uduk, stated: “As Nigeria strives to harness the resources of non-oil sectors to anchor the transition to a more resilient economy, there is the urgent need to close the country’s infrastructure gap with investments in sustainable finance initiatives. The SEC’s release of the green bond rules is a significant step in furthering the complementary efforts of the government, regulators and the financial services industry to direct financial capital to more sustainable economic activity”. Nigeria’s political elite not interested in reforms, says Ezekwesili The presidential candidate of the Allied Congress Party of Nigeria (ACPN), Dr. Obiageli Ezekwesili, has expressed fear in the conduct of Nigeria’s political class, saying that many in the group are not interested in supporting reforms. Speaking at the Chatham House, London, on Tuesday, she charged Nigerian political class to be more committed to peopleoriented reforms towards having a better country. Chatham House is a global centre for policy research and debate on Africa politics. Ezekwesili said that government was a mere means of livelihood for many people in the nation’s political class. The ACPN presidential candidate, who warned that Nigeria was in grave danger of falling into difficulties, which its contemporaries started mitigating many years ago, said that the “time is now for the political class to chart a way forward.” She said, “The single biggest challenge during my work as a minister was dealing with the political class - they were not interested in supporting reforms. For many of them, government was a mere means of livelihood. “At my core, I have never been able to tolerate injustice, especially when it has to do with the weakest in the society.”

Lagos Assembly screens Ambode’s nominees for public procurement commission, TESCOM Alade Tasma Six nominees of Governor Akinwumi Ambode for Public Procurement Commission and that of the State Teaching Service Commission (TESCOM) on Tuesday went through screening at the Lagos State House of Assembly. Designated nominee for the position of General Manager, State Public Procurement Commission, Mr. Onafowote Fatai Idowu, a graduate of Agriculture, Biochemistry and Nutrition from University of Ibadan was born on 16th January, 1967. Onafowote joined the Lagos State service through Agriculture Development Project and later became Programme Secretary, State Food Security Programme The nominee also supported Lagos State Public Procurement as a Technical Adviser and has been acting as General Manager of the commission since May 2016. Another nominee of the commission screened was Mr. Jacob Mahonu Ashaka. Ashaka was born in 1958 in Topo, Badagry. He attended Government Teachers Training College, Badagry for Grade 2 Certificate in 1976 and was employed as a teacher. In 1981, Ashaka proceeded to Lagos State College of Education and graduated in 1984. Worked at Agboju Secondary School for period of nine years and later gained admission to the Lagos State University for first degree and went back for Masters Degree programme in Education Science and Administration in 2001. Mrs. Sidikat Titilayo Smith was also screened and cleared for Teaching Service Commission. Born in 1954, Smith attended University of Lagos, where she studied Biology Education. In another development, a bill for a law to amend the Lagos State Neighbourhood Safety Corps (2016) passed through second reading at the Tuesday plenary. The Chairman House Committee on Judiciary, Public Petitions, and Human Rights, Hon. Tunde Buraimoh disclosed that the bill needs overhauling and that the citizens of the State must be made to know the importance of security. He submitted that the House has a responsibility to ensure that the agency works well and made to achieve its aim. The Majority Leader, Hon. Sanai Agunbiade while adding his voice to the issue said there is need to review the law to consider the issue of vigilante. He explained that members of the corps have power to conduct search or to arrest any erring members of the public. The bill was later committed to the House Committee on Information, Publicity and Strategy, chairs by Hon. Adefunmilayo Tejuosho to report back to the House in two weeks.

Educationists advocate revival of family values

Allocate greater percentage to technical education, Yabatech urges FG Stories: Esther Taiwo The Chairman, Governing Council, Yaba College of Technology, YabaTech, Lagos State, Prince Lateef Fagbemi, has urged the Federal Government to allocate the greatest percentage of the budget to technical education. According to him, the lion share of the budget should go to Colleges of Technology for an improved education on technology with a view to placing Nigeria at a vantage position in the technological world among the comity of nations. He stated this during the polytechnic 32nd convocation ceremony, recently. He added that in this 21st Century, it cannot be overemphasised that the world has given technology a place of pride, “hence the need to inject more funds into educational institutions like ours, a foremost college of technology and a perfect paradigm of combination of the realities of the objectives of higher learning institutions at this time and age.” On the polytechnic conversion to university, the erudite lawyer said that the polytechnic is more than ready to take-off as a university.

He added that the Federal Government through the Federal Executive Council in 2007 approved the conversion of the polytechnic to City University of Technology. According to him, the Federal Ministry of Education constituted an implementation committee to firm up the conversion but a decade down the line, that approval is yet to be manifested in the life of the college. “This college boasts of first class facilities for learning and research, good quality lecturers with large numbers of PhD holders, laboratories and a conducive environment that can deal with university status and education. “It is, therefore our ardent prayer that government takes a deliberate step to actualise this approval in the interest of the nation and the college,” he said. Earlier in his speech, the rector of the college, Engr. Obafemi Omokungbe, said keeping faith with the vision of the founding fathers, the college has continued to stand tall as the premier tertiary institution in Nigeria. “In spite this, the college management identified the need to reposition the college for the challenges ahead in keeping with college’s vision and mission

and a four year strategic plan as the major thrust for action which include academic enhancement and development, upgrading and maintenance of existing structures, physical and infrastructural development of Epe campus, staff and students welfare and improvement of Internally Generated Revenue base for the college,” he stated. On academics, the rector said in its drive to return speedily to a normal calendar, the academic board has approved a 3- year academic calendar which is being faithfully implemented. Urging the graduates to rise up to the challenges in the country, Omokungbe told them to contribute their worthy bit to national development. “Yaba College of Technology has trained and equipped you with requisite skills and knowledge to do this, it is my sincere prayer that you will all be useful members of the society and a pride to your alma mater having been counted as worthy in character and knowledge for the award of college diploma,” he added. A total of 7,170 students graduated at the convocation with 97 students obtaining distinction for full-time and 160 graduated with distinction at the National Diploma for both Full- Time/PartTime programme.

Aboki Zhawa, made the calls even as the Vice-Chancellor, Professor Kolawole Salako, explained why the University is conferring Honorary Degree of Doctor of Letters on Nobel Laureate, Professor Wole Soyinka and distinguished Historian, Professor Toyin Falola at the Convocation Ceremony of Award of Postgraduate Degrees and Honorary Degrees held last Friday. Graduands, parents, guardians, dignitaries and well-wishers from all works of life converged at the sprawling Ceremonial Building of the University where academic degrees were awarded to the graduands. Giving a breakdown of the graduands, the ViceChancellor, Professor Kolawole Salako disclosed that a total of 113 graduated with First Class Honours Degrees, 1,327 in the Second Class Upper Division and 1,533 in the Second Class Lower Division. The Chancellor pointed out that “the purpose of this pronouncement on diversification was to allow greater access to higher education by an everincreasing pool of eligible candidates who are unable to access higher education due to insufficiency in numbers to care for their admission capacities”. A group of educationists under the aegis of Family Focus and Leadership Initiative (FFLI) have started moves aimed at restoring old and cherished values to the family and the society. At a workshop tagged “FFLI Teacher Dialogue” held at ECWA Conference Hall, Montgomery Road, Yaba, Lagos recently, the group brainstormed with teachers drawn from public and private schools around Lagos State on promoting inclusion and improving teaching quality in Nigerian education system. In her presentation titled ‘The Total Teacher’, research educationist, Mrs. Folake Benson, tasked teachers to assess their individual Strength, Weaknesses, Opportunities and Threats in their profession. The knowledge groomers were also encouraged to be positive, focused, firm, consistent, measureable and realistic and be minded that no child is unteachable. In a chat with The Daily Times at the workshop, convener, Madam Yomi Adeosun, an educationist, social worker and medical caregiver, said the vision was born out of passion to restore values to the family and the society. “We adopt all kinds of strategies to remold the character of children and restore values to the family and the society. This programme is with teachers because we know children spend more of their time with teachers than with their parents. A child leaves home before eight o’clock in the morning and closes at about 4pm. “We want to bring back the old values; let us imbibe something like a ‘safety-catch’ that can hold us back, so that our children will remember our values and say, ‘no, we can’t do this’. Restraining yourself not to throw refuse on the streets is a value; not dressing anyhow is a value; shunning corruption and immorality are good old values,” she stated. Noting that the family structure is threatened now than ever before, Adeosun said the situation is fuelled by a conspiracy of silence. “There’s a conspiracy of silence when a woman sees that her daughter is being molested by her husband and she keeps quiet. There’s no way your husband will molest your daughter and you won’t know, but she doesn’t want people to know. Some mothers who can’t take it will pack out of the house; but ask her the reason, she will not talk. Then the poor children are intimidated by their abusers; they instill fear into them. “Regrettably, I have found in the course of my job that most mothers, when they discover their daughter is being abused they won’t come out to give us the necessary support to prosecute; some say they don’t want people to say I am the one that sent my husband to jail”. Adeosun believes the way out is to teach our children from early age and encourage them not to allow anyone touch their private parts. “Mothers should teach children to wash their private parts themselves; by the time they are three years they will do it well. Tell them that if anybody should touch their private part, whether it is your daddy, your brother or your uncle or teacher they should do three things: shout, scream and run away,” Mrs. Adeosun added. Corroborating this, a teacher and specialist in nursery education, Mrs. Olubola Omobola, lamented that there are so many wicked men out there. In conclusion, Mrs. Adeosun said she is optimistic that the battle to restore family values and a sober society is within reach. “I have hope that family in Nigeria will be better; we have gotten to a stage that everybody is looking inwards asking, ‘where have I missed it? Let me change’. And when one changes it affects the other person. We are doing our own part here, families are doing their own part, and the press is being factual about it. We should be having programmes with the police and reason out how best we can protect these children; not only the girl child but the boys as well for they are being raped, defiled.” The FFLI recommended Mirable Centre, an NGO currently situated inside the Lagos State University (LASUTH) compound. It is a place of refuge for women, boys and girls suffering abused. “They are always ready to take up a case of rape if you report to them, but how many mothers stand for their children in such cases?” she lamented.

Official: At least 14 dead on refugee boat off Libya A Libyan official said at least 14 refugees died off the North African nation’s coast while attempting to cross the Mediterranean to reach Europe. Colonel Hisham Aldwaini, a spokesman for Misrata’s security forces, said on Tuesday a wooden boat was found off the Libyan port city with two bodies on board. He added that 12 others had been thrown into the sea and died. Aldwaini said 10 refugees were rescued from the boat, which was adrift at sea for days without food or water. An Egyptian survivor told Reuters news agency the refugees died after spending nearly two weeks without provisions. “We were 25 migrants on a boat... We set off from [the western Libyan town of] Sabratah and we were at sea for 12 days without food and water,” the survivor said, giving the number of dead at 15. The owner of a beach chalet found the refugees washed up on shore near Misrata and called authorities, who brought them

to the Red Crescent relief service and hospitals. Residents also said the 10 refugees appeared to be in extremely poor health. Libya’s western coast is a departure point for mainly subSaharan African refugees and migrants fleeing wars and poverty and hoping for new lives in Europe.

However, since last year, the number of them reaching Italy, located just across the Mediterranean, has fallen sharply as smuggling networks in Libya have been disrupted and the European Union has stepped up efforts to boost Libyan coastguard patrols.

In historic first, UK government found in contempt of parliament The UK government will publish in full legal advice it received regarding British Prime Minister Theresa May’s widely criticised Brexit deal after it was found to be in contempt of parliament for failing to originally do so. In a landmark vote on Tuesday, parliamentarians in the lower chamber House of Commons backed a motion, tabled a day before by six parties, demanding full disclosure of the counsel by 311 votes to 293. An earlier attempt by ministers to head off the contempt motion by having the entire issue referred to the cross-party Privileges Committee was

defeated by four votes. The main opposition Labour Party’s Shadow Brexit Secretary, Sir Keir Starmer, claimed the decision was of “huge constitutional and political significance”. “The motion makes clear the government must now publish the attorney general’s final legal advice in full,” Starmer said. “I hope the government will now comply with that order,” he added. Tuesday’s furore came after the government’s publication on Monday of a 52-page summary of the legal counsel it received regarding May’s Brexit plan. In an address to parliament on Monday, Attorney General Geoffrey Cox claimed publishing the full extent of legal advice he provided the government over the deal would be “contrary to the public interest”. “I am caught in an acute clash of constitutional principle,” Cox said. “Let us suppose I had given advice … covering all sorts of matters, including our relationships with foreign states ... including matters of acute importance to this country, would it be right for the attorney general, regardless of the harm to the public interest, to divulge his opinion? I say it wouldn’t.” May, for her part, has said the full extent of advice received by her government over the Brexit deal is confidential under lawyer-client privilege.

NSF: Edo athletes protest nonpayment of camp allowances

Edo Athletes on Tuesday shut the gates of the Samuel Ogbemudia Stadium in Benin City, venue of the state’s training camp for the 19th National Sports Festival (NSF), against their coaches and other workers at the sports arena. The News Agency of Nigeria (NAN) reports that the athletes were protesting against the non-payment of their two weeks’ camp allowances. NAN reports that the protesting athletes, in their hundreds, prevented workers and other staff of the stadium

from gaining entrance into the arena. The athletes said that they have been in camp for two weeks, training without the necessary facilities, feeding and transporting themselves to and from the stadium, for the morning and evening sessions. The athletes, who all joined in the protest, said they would no longer train for the sports festival, until their outstanding camp allowances were paid. NAN reports that following about an hour of consultations between the athletes

and the Edo Director of Sports, Sunny Airende, the athletes agreed to back down on the protest. Airende, who later addressed them, assured the athletes that efforts were being made to pay their outstanding allowances. He said although the money had been approved, it had yet to hit the camp, from where it would be withdrawn. According to him, “I am with you in this. Your camping allowances is not the only issue affected. As we speak, the state is yet to pay the participation fee for the

festival. “Government officials had to rally round yesterday (Monday) to raise some money for the advance team to travel today (Tuesday), to make arrangements for accommodation, as well as pay the participation fee. “All I can assure you is that your camp allowances will surely be paid before you depart Benin for Abuja on Wednesday.’’ NAN reports that the state is expected to be represented at the festival with 350 athletes.

FIFA releases $209m to clubs from 2018 World Cup earnings

Manchester City lead the way with just over 5 million dollars as FIFA on Tuesday announced it has dished out 209 million Euros to clubs. The money paid to the clubs was for releasing their players for the 2018 FIFA World Cup held from June 14 to July 15 in Russia. The world football ruling body said 416 clubs from 63 federations received payments from the tournament revenue, with the day rate for the 736 players given at 8,530 dollars.

Europe’s UEFA got by far the largest chunk of almost 158 million dollars, with English Premier League champions Manchester City top on 5.003 million dollars. UEFA Champions League winners Real Madrid were second on 4.803 million dollars and England’s Tottenham third on 4.385 million dollars. Other clubs like Egypt’s Al Ahli, Mexico’s Pachuca, Celtic of Scotland and Argentina’s Boca Juniors topped 1 million dollars.

The so-called Club Benefits Programme was started at the 2010 tournament in South Africa, with some 40 million dollars. It is also planned for the 2022 edition in Qatar. “It is FIFA’s responsibility to redistribute the revenues of this unique competition among the entire football community and clubs. “Obviously, the clubs deserve to share in this success as they were key contributors,’’ FIFA president Gianni Infantino said.

Patrick Mboma: It’s a shame to lose AFCON hosting right Former Cameroon international Patrick Mboma has branded CAF’s decision to take the hosting right of 2019 African Cup of Nations from Cameroon as a disgrace.
