Announcing the results for the examination on Wednesday, the Head of National Office, Mr. Olu Adenipekun, told journalists at a press briefing held at the WAEC Training and Testing Centre (WTTC) in Ogba-Ikeja, Lagos that 102,058 candidates representing 6.49 percent have a few of their results still being processed due to errors traceable to the candidates in the course of registration or writing the examination. Adenipekun said a total of 1,578,846 candidates registered for the examination from 17,886
recognised secondary schools in Nigeria while 1,572,396 candidates sat the examination. Of the total number of candidates that sat the examination, 1,328 candidates with varying degrees of special needs registered for the examination. Out of this number, 251 were visually challenged, 783 had impaired hearing, 123 had low vision, 88 were spastic cum mentally challenged and 83 were physically challenged. The Head of National Office further said that of the total number that sat the examination in Nigeria, 1,470,338 candidates representing 93.51 percent have
their results fully processed. Of the total candidates that sat the examination, 823,424, representing 52.35 percent were male while 748,972 presenting 47.63 percent were female. He said, “Candidates who sat for the examination will be able to check the details of their performance on the Council’s results website:www. waecdirect.org within the next few hours. “The Result checker PIN and Serial Number are contained on the flip side of the candidates’ CIVAMPENS Card issued to all candidates by WAEC and used by them during the the conduct of the examination”.

Dangote Cement disburses scholarship funds to Benue communities The Management of Dangote Cement Plant in Gboko, Benue State has disbursed scholarship funds to host communities in the state. This was contained in a statement made available to The Daily Times on Wednesday. The management added that Gboko Cement Plant Director, Rama Srinivasan, who represented Dangote Group’s President, Aliko Dangote, presented the symbolic cheque to the representatives of the communities. He said the scholarship scheme was part of the Dangote Cement’s contribution to host communities, adding that the programme will be sustained. The statement noted that the scholarship is part of the company’s annual Corporate Social Responsibility (CSR) scheme for host communities, and it has been running for upward a decade. Last year, the Dangote’s Cement Plant in Gboko paid a staggering N700milliom in tax to Benue State Government. The state Governor Samuel Ortom, had said without the Dangote Cement Plant in Gboko, there would have been a vacuum in the state’s economy. The Dangote Group has been adjudged as Africa’s largest donor, and second biggest employer of labour after

Only recently, the Aliko Dangote Foundation donated 150 fully kitted operational vehicles to Nigeria Police, and as well launched a N2billion ‘Dangote Village’ built in Maiduguri for Internally Displaced Persons (IDPs). Speaking separately, President of Yion Students, Comrade Msor Tsea; President of Youths of the host community Comrade Kuleve Kokoiwen and representatives of the community’s Royal Fathers, His Royal Highness, Nyamnongu Abeva, commended Dangote Cement Plc for supporting education in the state. In their separate responses, General Manager, Human Resources Management and Administration, George
Ofurum and the Assistant General Manager, Corporate Affairs and Special Duties, Jonathan Kunde, urged the community to make judicious use of the money and advised the students to study hard to justify the purpose for the scholarship. The event took place at Winika Hotels in Gboko. CSR projects by Dangote Cement in Benue State include Electrification of villages at Masaje, Ipav, Gaando, Mbayion, Quarry Community, IgyulaMbayion, Amua- Mbayion, Tsekutsa-Mbayion, some communities at UkpekpeMbayion; procurement of 50 motor cycles on a revolving scheme basis and construction of 14 blocks of classrooms in different host communities. Crack in APC as Buba Galadima announces Reformed APC Tom Okpe, Tunde Opalana, Abuja and Kehinde Akinpelu, Ilorin More trouble seems to await the All Progressives Congress (APC) ahead of the 2019 general elections as the crack in the party gets deeper with the split of the new Peoples Democratic Party (nPDP) forming a new faction from the ruling party. The warring nPDP faction in APC has joined forces with some aggrieved members of the parties- Congress for Progressive Change (CPC), All Nigeria Peoples Party (ANNP) and Action Congress of Nigeria (ACN) to form the Reformed All Progressives Congress (rAPC). The newly formed rAPC has President Muhammadu Buhari political ally, Buba Galadima, as National Chairman and Tinubu’s political associate, Fatai Atanda, as National Secretary. The rAPC also has Zonal, state, local government and ward officials across the federation. Addressing journalists in Abuja alongside the leader of the defunct nPDP, Abubakar Baraje, the rAPC National Chairman, Galadima cited cases of injustice, harassment of other members of the APC, failed campaign promises as the reason for their action particularly alluding to the recent Congresses and convention recently conducted by the APC which is at variance with the constitution and principles of a progressive party. He said, “You will recall that in the build up to the 2015 general elections, some political parties and groups came together, and formed a brand new political party, the APC merger was based on the strong belief that Nigeria had come of age, but was severely underperforming and unable to meet its potentials for good governance.
The Nigerian people entrusted power to the APC based on its promises and potentials. “We are sad to report that after more than three years of governance, our hopes have been betrayed, our expectations completely dashed. The APC has run a rudderless, inept and incompetent government that has failed to deliver good governance to the people. It has rather imposed dictatorship, impunity, abuse of power, complete abdication of constitutional and statutory responsibilities, infidelity to the rule of law and constitutionalism. It has failed to ensure the security and welfare of our people and elevated nepotism to unacceptable height. “The APC has failed to deliver on its key promises to the nation. There is no evidence of any political will to reverse the decline of our party, while leaders who have created these circumstances continue to behave as if Nigerians owe our party votes as a matter of right. “The APC Government has been a monumental disaster, even worse than the government it replaced. The political party that was a vehicle for enthroning the government was rendered powerless by manipulations and complete lack of due process in its operations. “The last straw was the Congresses and Convention of the APC held recently. The Congresses were intensely disputed as it was conducted with impunity, total disregard for due process, disregard for the party Constitution and naked display of power and practices that have no place in a party we all worked very hard to put in place. “There are countless cases in courts all over the country challenging the legality of congresses and even the National Convention itself. It is very likely that the judicial decisions on these cases will result in massive chaos, confusion and
uncertainties. The fate of a party in this state with a few months to the elections is best left to the imagination, but it is not a fate we believe our millions of members should be abandoned to. “There were parallel congresses in 24 States namely: Abia, Adamawa, Bauchi, Bayelsa, Benue, Borno, Cross River, Delta, Enugu, Imo, Jigawa, Kaduna, Kano, Katsina, Kebbi, Kogi, Kwara, Lagos, Niger, Ondo, Oyo, Rivers, Sokoto and Zamfara. “These congresses in Wards, Local Areas and States all over the federation produced different sets of delegates. We therefore had an unfortunate situation where the party has been seriously factionalised and divided in not just 24 States but the 36 States and Abuja FCT. “The so-called National Convention of the APC was even worse. The National Convention of the party was ridiculed with constitutional infirmities that were so glaring and obvious that no fair minded person can claim that a legitimate and lawful executive emerged from that process. “The Chairman of the organising Committee, Jigawa State Governor Mohammed Badaru Abubakar, declared 18 seats unopposed and uncontested, since only one valid candidate stood at the end of the grossly manipulated nomination exercise for each of the offices. He therefore proceeded to declare them duly elected in flagrant abuse and violation to the Constitution of the APC”. Reacting to the development, the APC said it has received a report that a group of politicians, reformed- APC, who described themselves as a faction of the party, saying that it would react after getting the full details. When contacted over the issue, the National chairman of the APC, Comrade Adams Oshiomhole, said: “My appeal to all those who are aggrieved is to be

This, he said, would be about promoting African cultural heritage in Europe, adding that the event was going to be for Africa and by African artistes. According to him: “It will include people with fashion, African movies, new generation of artistes will be coming from Africa and it will be organised by them to show Europe and France the real culture of Africa. “The event will be financed by African leaders. It will not be sponsored by France or European businesses, but by African businesses. It is brand new. This season is a unique one and it will be the new face of Africa in Europe organised by Africans, providing what you like and what you have here. The French number one citizen, who spoke at an event tagged ‘Celebration of African Culture’, to inaugurate the African Cultural Season 2020, said he was glad to be back to the Afrika Shrine, adding that he still holds fond memories of the place since his first visit back in 2002. At the official unveiling of Alliance Francaise, a French Cultural Centre in Lagos on Wednesday, Macron said the development was part of the measures to scale up the relationship between France and Nigeria, while also
specifically offering the commitment of the government and people of France to development of infrastructural projects in Lagos. The French President said, “Thanks very much for being here; thanks very much for making this possible and to Mr Governor, we spoke yesterday and this morning together in the car. Going to shrine together yesterday and going to French Alliance now. It’s much more quiet, much more calm and reasonable but at the end of the day, I think both of us (Governor Ambode and I) did share the same views that we can do tremendous things together. “Your state – Lagos, is one of the main challenges of not just Nigeria but the whole of Africa. I mean this huge city, there is tremendous challenge about how to make people living together in peace, in a better place and I want France to be part of this story and I do want my country and my people being part of this experience. It means belonging to same values, sharing cultures, languages, literatures, music, movies, building together projects, having common economic projects and so on, and this eco-system will be not just possible but stronger staying in this place,” Macron said. Earlier, Lagos State Governor Akinwunmi Ambode while welcoming President Macron to the state, expressed optimism that the historic visit will go a long way to break any barriers between Nigeria and France, as well as foster
greater collaboration for economic, social and cultural growth. The governor said the state government was delighted to host Macron, a well respected global leader, adding that it would also signal a new era between both countries, especially for Lagos, where talents in the arts and creative industry abound. Governor Akinwunmi said, “On behalf of the government and good people of Lagos State, I welcome His Excellency, President Emmanuel Macron, President of France, to the commercial and cultural capital of Nigeria and indeed West Africa. “We are delighted and honoured to be hosting a President of one of the world’s Super Powers; a permanent member of the United Nation’s Security Council with veto rights, a prominent member of the G-8 and the World Trade Organisation and a champion of Global Climate Change.” There were also Art exhibitions, fashion shows, display of Nollywood scenes, presentation of a painting of Fela to Macron by Ambode, as well as pencil frame artwork of Macron done by 11-year-old old Kareem Olamilekan, drawn within two hours. patient. The assurance is that under my leadership, we will make honest mistakes and once our attention is drawn, we will find courage to make up for our mistake. Some people say how can people eat their words? For me, I will eat my words if it is nutritious enough and if that is what I have to do to have peace in the family. I am not going to be detained by arrogance because I don’t think at this level, any of us will take a position except based on our conviction. “I am very appreciative of the fact that we were elected and in the case of some of us, we were even unopposed that our members have entrusted us to pilot the affairs of the party at this time. Like I said in the Senate, we knew there were challenges when we offered ourselves to contest for offices for which we have now been elected. So, we can’t claim that we didn’t know. We are not going to lament that we knew, but we didn’t know it was this much. To us, it is a huge opportunity to make a difference, not only for our party, but for our country. “We will do everything possible to sustain confidence and trust. For us, everybody is important, for us everybody matters and we want to run an inclusive party. Like I said in my acceptance speech, in a true democracy, there are no losers. If you run the party efficiently and democratically, those who lost will find that their interest and those services they wanted to render are being rendered efficiently and democratically. They will feel a sense of relief”. Also reacting to the development, Senator Ali Ndume (APC, Borno) dismissed the new group, saying that only God and time can determine the direction of the APC. He said that the threat by the nPDP to leave the APC can never spell doom for the party but only God and time will tell. The Senator, who admitted that politics is all about interest and that there was nothing wrong if an aggrieved group voice out their displeasure, said movement from one political party to other was normal in politics. Senator Ndume said: “I was one of the few of the nPDP that formed the APC at the beginning. I don’t think I’m the right person to comment on the activities of the nPDP because I also read as you did on the pages of the newspapers. “But having said this, what is happening is part of politics, especially now in our political days, all of us are Nigerians we know what is happening. So, politics is about interest and if somebody feels that his or her interest will be more protected by voicing out his dissent, so it is a movement that is normal in politics.” On whether the threat of defection could affect the chances of the APC in 2019 general election, Ndume said: “No. Let me say that this party is a party of time decided by the Nigerian masses and it is only God that can decide the time of a
political party. “A party as bad as the PDP ruled this country for 16 years, so we are just here slightly for over one thousand days, and the people that destroyed, impacted or inflicted damages on the country were here for 16 years and expecting the APC to fix the country in less than four years. This building (party secretariat) not less than two years to be built but if you want to destroy it. you can’t do that in 30 minutes. “So, what is happening is that we have gone down to a level almost irreparable and God in His infinity mercy brought the APC under the leadership of our current President which all Nigerians know him, he is a human being and no human being is hundred percent perfect. In our system today, you will all agree with me that we are lucky to have such a person, and in span of three years, you don’t expect everything to be back to normal in 100% but God knows and Nigerians know that with the government of the APC, there is light at the end of tunnel.” Meanwhile, the new nPDP bloc of the APC, will soon adopt a new name. The leader of the group, Alh Abubakar Kawu Baraje disclosed this while reacting to the purported defection of former governor of Kano state, Senator Rabiu Musa Kwankwaso to the Peoples Democratic Party (PDP). Baraje who described the purported defection of Kwamkwaso to the PDP as a fallacy and figment of the imagination of the author of the report, said membership of nPDP remains intact. He maintained that the group will make public its position about the continued membership of APC public between today (Thursday) and tomorrow. He said the former Kano state governor played active roles in all the decisions of nPDP and that he would continue to play such roles as a key leader of the group. “We are all still in APC but the nPDP will come up with a lot of changes. nPDP is likely to change its name as a splinter group from APC,” said Baraje. Baraje had on Monday announced that his group will make its positions regarding its relationship with the APC known this week. He had disclosed that before the end of this week, members of the group would have concluded their consultations and come out with their stand on all what they stand for. He emphasised that whatever decision they would take will be one that will seek to promote the wellbeing of the Nigerian masses. He stressed that corporate interest of the citizenry and a united Nigeria where no man is oppressed is paramount and very dear to their hearts. DSS boss at Senate, says insecurity, threat to 2019 elections polls Tunde Opalana, Abuja The Director-General of Department of State Services (DSS), Alhaji Lawal Daura, yesterday said the 2019 general election is being threatened by the current spate of insecurity across the country. Daura said this at the National Assembly while making presentation before the Senate Ad-hoc Committee on the Review of the Current Security Infrastructure in Nigeria. Giving an inkling of what transpired at the committee, its chairman, Senate Leader, Senator Ahmad Lawan (APC Yobe North), said the security chief was apprehensive of the success of 2019 general elections “with all the hate speeches and insecurity prevailing in the polity.” Lawan, who presented the Committee’s 38-page Report at Plenary on Wednesday
quoted Daura as saying “the country is getting more divided like never before due to the lack of synergy between traditional institutions and security agencies, as well as hate speeches that have dominated the political space”. He further said that other security chiefs who appeared before the committee spoke in the same vein and explained that the Chief of Army Staff, Lt. General Yusuf Buratai, on his part, identified the nation’s major security challenges to include Boko Haram threats, militancy, cultism, secessionist and extremist groups(IPOB and IMN), inter-ethnic, religious and communal violence. Buratai was also said to have identified impediments to combating internal security challenges to include absence of governance and ungoverned space, inadequate intelligence information sharing mechanisms among security agencies, inadequate resourcing of security
agencies, administration of criminal justice system, porous borders and poor border controls, poverty, unemployment and lack of opportunities and cultural and social impediments. Lawan added that the committee observed that the security agencies require professional skills, equipment and technology to contain security issues adding that agencies lack critical equipment and where they exist they are obsolete. He said the Committee thereafter came up with an 18-point recommendation which include identification of poverty as a constant threat to national security and that government should ensure its reduction. “Nigeria’s growing population will challenge anti-poverty strategies to a point where national security will be severely compromised unless the economy is radically improved at this stage and in future.”

EFCC arraigns contractor over alleged issuance of N5m dud cheque The Economic and Financial Crimes Commission (EFCC) on Wednesday arraigned one Emmanuel Ogbu and a firm, Next Tech- Global Services Ltd. in an FCT High Court over alleged issuance of N5 million dud cheque. Ogbu was arraigned on a two-count charge bordering on breach of trust and issuance of dud cheque. The prosecuting counsel, Mrs Ashibi Amedu, told the court that on March 12, 2013 in Abuja, Ogbu borrowed N5 million from Mr Michael Omefe, the nominal complainant. He said that the defendant borrowed the money to enable him construct four unit cell blocks at Yenagoa Prisons.

The former Vice explained that security strategies should be periodically reviewed because the criminals involved are also studying the weaknesses and strengths of our security system. According to him, the state should always be ahead of the criminals or should be able to develop strategies that can neutralise them before they even strike. As the 2019 general elections approaches, the Independent National Electoral Commission (INEC), said different allegations against activities of the Commission are for virtuous and malicious reasons. Chairman of the commission, Prof Mahmood Yakubu said INEC anticipated these challenges and is far ahead of the mischief makers. He said this at the third quarterly meeting of INEC with political parties in Abuja on Wednesday. He said only a few days ago, Nigerians were legitimately outraged by the image of blank PVC advertised by an offshore company for purchase in the open market. Denying plans by INEC to connive with political parties to rig elections, Yakubu said it is unfortunate that in certain quarters, there is still the fixation that INEC officials are involved in deliberately perverting the processes and procedures for partisan considerations.
Navy destroys 1500 illegal refineries in Delta The Nigerian Navy Ship (NNS) DELTA has destroyed about 1500 illegal refineries with swamp buggy in the Delta creeks in the last two months. The Commander of the ship, Commodore Ibrahim Dewu, disclosed this to newsmen in Warri on Wednesday. Swamp buggy is an amphibious vehicle used to traverse a swampy terrain. Dewu said the destruction exercise was carried out in the creeks of Otumara, Ogbegugu, Okpuku in the Warri creeks. He added that personnel of the command were currently on the Bennett Island in Warri South Local Government Area of the state in continuation of the exercise. He said that the perpetrators had devised means of preventing the soldiers and the swamp buggy from gaining access to the sites by blocking the entrances with logs or setting fire around the sites. The commander, however, said their antics would not deter the soldiers from carrying out their statutory obligation of completely eradicating illegalities in the maritime domain.

Reps to probe utilisation of $322m Abacha loot from Swiss govt Henry Omunu, Abuja The House of Representatives on Wednesday resolved to set up an ad hoc committee to investigate how the federal government had utilized the $322million returned by Switzerland from the looted funds stashed abroad by the former Head of State, the late Gen. Sani Abacha as well as other looted funds recovered from 1998 till date. The ad hoc committee is expected to unearth all recoveries of looted monies stashed overseas and returned to Nigerian government, look at the mode through which the funds were returned, how the looted monies were disbursed and report back to the House within six weeks. This resolution was sequel to the adoption of the motion sponsored by Hon Sunday Karimi (PDP/Kogi) asking the House to stop the use of the funds by the President Muhammadu Buhari- led administration without the approval of the National Assembly.
The Daily Times recall that the Swiss Ambassador to Nigeria, Eric Mayoraz, had during a roundtable on assets recovery in Abuja, declared that so far $722 million the Abacha family hid in Switzerland had been repatriated in 2005. He also said that an additional $322 million formerly frozen by the Swiss attorney - general was repatriated in December, 2017. In passing the resolution, the House said attempts by the Buhari administration to share the recovered Abacha loot was in breach of Section 12 (1) of the 1999 Constitution (as amended) which provides that treaties and agreements reached by federal government must be ratified by the National Assembly. Leading debate on the motion, Hon Karimi stated that Transparency International estimates that about $5 billion public revenue was stashed abroad by Abacha between 1993-1998. He observed that, “In 2014, the Abacha family entered an agreement with the federal government, forfeiting several billions of dollars to the federal government, following a plea bargain to drop charges against the
late dictator’s son. “The funds have been released to the federal government in several tranches by the Switzerland government but without much disclosure to the public by the federal government. “Recently, the attorney general of the federation, signed an agreement on behalf of the government of the federation on the release of the last tranche of $322 million belonging to Nigeria. “The Special Adviser to the President on Justice Reform, Juliet Ibekaku Nwagwu, was reported to have said that in line with the memorandum of understanding signed by the Switzerland government and the Nigerian government, the $322 million will be paid directly to the account of the poorest Nigerians without recourse to the National Assembly”. Karimi added that “by virtue of Section 12 (1) of the 1999 Constitution (as amended), no treaty between Nigeria and any other country shall have the force of law except to the extent to which such treaty has been enacted by the National Assembly.

Plateau: 4 IDPs die in camp Kingsley Chukwuka, Jos
Four Internally Displaced Persons (IDPs) of the recent herdsmen attacks in parts of Plateau northern Senatorial zone have died while in camp. The first death was recorded in Riyom Mini Depot camp where nearly 6000 IDPs, 90% women and children are battling poor sanitary conditions among others. 70 years old Dachollom Bature died in the camp last Sunday, July 1, 2018 after battling an unknown sickness. Although he was sick before getting to the camp, Mr. Bature is believed to have died due to inadequate medical care. The following day Monday 2nd July, 2018, two people died in the same camp after having a head-on collision on motorcycles. A camp official, Mrs. Jane Tok, told Daily Times on Wednesday that the two were in
a hurry to find means of survival for their families in the camp. “One had gone out to find some money to provide for his family while the other was going out for same, both on bikes and they both crashed just close to the camp,” she said. The two identified as Samson Yohanna, 33 and Gabriel Markus, 35 died instantly, said Mrs. Tok. Same Monday, an 82 years old woman died at an IDP camp in Ban Heipang, Barkin Ladi Local Government Area, after a surveillance helicopter flew over the camp. Identified as Nandis Ishaku, the deceased collapsed and died at the sound of the copter, presumably after recalling the horrors of the killings she witnessed in Nghar village from where she fled with her family. Source says she was hypertensive and lacked medical care while in the camp. A local Nongovernmental organization, Women and Children in Community
Development Initiative in Nigeria (WOCCI) fears the sad situation could lead to severe disease outbreaks if not attended to. Managing Director of the NGO, Mrs. Edwina Mang particularly warned on the health of women and children who constitute the larger populations in most camps. “You could see that they don’t have good sanitation facilities, safe drinking water or even good places to sleep,” she said. Mrs. Mang who delivered huge humanitarian aid to three camps in Geosciences Bukuru, Riyom and Heipang, all in Plateau northern zone, requested the State and local governments to quickly upgrade the camps to forestall any “medical crisis”. Already, three diarrhea cases have been reported in the Riyom Mini depot camp. Although the Riyom LGA Health Department has isolated the affected children for treatment, there are different other medical conditions that need attention.

‘2019: No gang-up can stop Buhari’ Charles Onyekwere, Abakaliki The Chief Whip of Lagos State House of Assembly, Hon. Rotimi Abiru, has said the gang up by some former leaders of the country against President Muhammadu Buhari’s re-election in 2019 would fail. It’s time to outsource Nigeria

Within a span of six months — between November last year and April this year — I travelled to Jos twice. First, I was a participant at the Policy Strategy and Leadership Course (PSLC) of the Nigeria Institute for Policy and Strategic Studies (NIPPS) at the instance of the Nigerian Guild of Editors. Apart from the rigorous academic endeavours, I savoured the nature-endowed beautiful Plateau environment. Again, in April, I was in Jos as a speaker at the Senate press corps retreat. I had since been longing to go back to Jos, until last week, when all the indices of the ugly 2001 conflict manifested to rehash the very depressing mood that enveloped the Plateau at the time. That year, Plateau State was engulfed in a bloody ethnic and religious uprising that left over 1000 dead and was still mildly smouldering on the periphery of the state until the latest orgy of violence. Like it did in such cases in the past, truth has already taken flight; it is always the first casualty. Partisan ethnic and religious jingoists concoct narratives that always come into the mix, in the face of government’s inability to provide statistics, prosecute offenders and bring perpetrators to book. Thus, 17
years after the State’s major conflict, no single person has been tried till today. So where is the place of government and what are all the laws of the land meant for? If those who rule cannot provide good governance and social services – including the welfare and security of lives and property, which should be uppermost on this minds, shouldn’t we begin to think of outsourcing the country, as they do with management of dying companies, in order to bring them from the brink back to life? People continue to hide under the kindred affiliation to those in power to cause maximum havoc on others, on grounds that are difficult to justify. The allegations that Fulani herdsmen are emboldened to kill because President Buhari, a Fulani man, is the head of state is situated in this context. Wrongly or rightly, that narrative is gaining currency among Nigerians, especially in view of the government’s seeming lethargic response to these conflicts. Criminal gangs among the civil populace, mischief-makers and evil doors are present in every society and are daily plotting evil against the state and groups of people who may be perceived as
‘enemies’. However, a functional criminal justice system also ensures that the planners of evil do not go unpunished, or gets those plans nipped in the bud before they get out of hand. In our own case, the perpetrators are like spirits, they melt away and become more daring when their kinsmen are at the helms. Talking about ethnic champions growing wings when their ‘brother’ is in charge, this became more manifest from the beginning of civil rule in 1999, starting with the Odua Peoples Congress (OPC). The criminal group which took advantage of the annulment of the June 12 election and hijacked the ensuing anger to cause havoc, became deadlier when Obasanjo, also from the South-West became president in 1999. Although, Obasanjo later waded in and got their leaders arrested, it came too late and was too little; many people, mainly of Northern extraction, had been killed and maimed. The mastermind of the OPC atrocities is today the Are Onakakanfo (the generalissimo and defender) of the Yoruba ethnic group. The Goodluck Jonathan era was not different. When the Eagle Square October 1, 2011 bomb blast occurred, the then President Jonathan was the first to
exonerate and absolve his Niger Delta militants/kinsmen of blame. As a matter of fact, he tried to twist the fact and to blame it on Northerners and later his archenemy Niger Delta brother, Henry Okah. Seven years after, the trial is still ongoing, but the truth may never be known. Time it was in Abuja, when the Niger Delta boys practically took over the streets, engaging in all forms of impunity because they felt they had immunity in President Jonathan. I had a first-hand experience of their threats. But was Jonathan an Ijaw leader or president of Nigeria? Fast-forward to 2017/2018 under President Muhammadu Buhari, there have been the brazen activities of herdsmen, who appear to be in a permanent hostility mode and on a killing spree, and are somehow validating mounting allegations, even from Senate President Bukola Saraki, that the president and his heavily skewed security architecture are not doing enough. I do not accept the allegation of ethnic cleansing against the president and his top security functionaries, but I cannot discountenance their seeming incapacity/disinterest in arresting this slide to anarchy.
Ekiti 2018: Oni’s legal action and matters arising

For those who have been conversant with the twists and turns of Ekiti State politics, most specifically among members of the All Progressives Congress (APC) in their preparations for the July 14, 2018 governorship election, the very recent development and awareness that Chief Segun Oni had filed a lawsuit against his party and Dr. John Kayode Fyemi (the party’s flagbearer) coming about two weeks to the governorship poll cannot be more perplexing and head spinning. Most people (like yours truly) probably first dismissed the news as fake when it barged into the public domain. As if the possibility of a litigation at this eleventh hour of the election date was not enough to trouble the soul, watchers of Ekiti politics became even more discomfited when they learned that APC leaders in the Southwest geo-political region had issued a press statement in which they not only condemned the litigation, but were very emphatic in their support for Fayemi’s candidacy and asked Chief Oni to publicly dissociate himself from the lawsuit despite the latter’s earlier report in which he distanced himself from this bizarre development. The real confusion soon set in as to whether what these watchers saw flying across Ekiti skies was a plane or a bird, in a manner of speaking. Then entered Otunba Ben Oguntuase (who, for all intensive purposes, can be described as Oni’s Chief of Staff, if not his other brain----with no pun intended) into the public space with a treatise that identified for us what the flying object was. It was indeed a cargo plane packed with legal papers on its way to the APC secretariat in the state capital and Isan-Ekiti to drop off its cargoes that has to do with a lawsuit that had been instituted by none other than the immediate past Deputy National Chairman (South) of APC, Chief Segun Oni. And all this happened within a 24hour period. Since we have been counselled by Oguntuase to look at the merits of a litigation that not a few----including the party hierarchy in the Southwest and quite possibly the presidency----have emotively concluded as having all the hallmarks of everything reprehensible, distasteful and also reeks of “bad belle,” the onus, therefore, is on us mere mortals who would rather prefer to remain in the bottom rung of the democratic ideals because we have no (or at least have very little) understanding of the democratic tenets, to step up our understanding that
Segun Oni’s litigation “might actually be doing the party a huge favour” which would, therefore, ennoble all of us, thereby deepening our nascent democracy. To be sure, Oguntuase’s strong exception (in his submission) to a litigation that has offended the collective sensibilities of the party and most, if not virtually all its members can be hinged on three main pedestals. The first and major one is the judicial interpretation and determination of two main issues in the suit; one of which is whether an appointed officer (in reference to Fayemi) of government should “resign the appointment before contesting any election” while the other (also targeted at the APC candidate) “is whether or not a criminal indictment by a state or federal government constitutes a moral burden to overcome while seeking a public office.” The second is what seems to have been (in Oguntuase’s mind) a hasty rejection and condemnation of the suit by leaders of APC in the Southwest and their unflinching support for Fayemi to fly the party’s flag in the July 14 election, while the third is this recurring decimal of what has now been dubbed Fayemi’s policy of “isolate and marginalize” Oni’s supporters even prior to the candidate’s victory from the primary. While not an attorney, and one is in agreement with Oguntuase that it is the courts that has the final say about this lawsuit, Oni’s prayer for the judicial determination of whether or not Fayemi properly and legitimately resigned his ministerial appointment before contesting the party’s primary election in which he emerged victorious has sinister and mischievous motives behind it. This is because of the fact that this resignation matter was hotly debated in the run up to the party primary election in which the then minister----through several public pronouncements which were never disputed----said that the rule(s) that guides his resignation as a minister of the federal republic stipulates 30 days to the general election (bold italics mine for emphasis) which is July 14th as opposed to the primary election which was just a prelude to the governorship election. Fayemi resigned his appointment several weeks before the party’s primary, not to talk of the July 14th governorship election. So, the APC candidate was within the ambit of the rule(s) when he resigned his ministerial appointment. What is more, considering a primary
election that was anything but a fight to finish by all the aspirants, if not a gang up against Fayemi, one wonders how any of the aspirants, including Segun Oni, would have missed the opportunity to stop the primary in its tracks through the court if they believed that Fayemi was trying to hold on to his ministerial portfolio as an “insurance policy in the event of failure” as Oguntuase would want us to believe. It should also be emphasized here that there was absolutely no guarantee of victory for Fayemi when he resigned his appointment to contest the primary election in which delegates had the freedom and liberty to gift the ticket to whomever they saw fit among the aspirants, including Chief Segun Oni. So, the question that someone may have held a “subsisting public office to underwrite the risk of failure” does not, and should not, have risen in this circumstance because Fayemi duly resigned his appointment prior to the primary election which he was not under any obligation to have done as long as he met the 30 days requirement to the state-wide governorship election. Oni’s other prayer in this litigation (according to Oguntuase) is indecent---to put it mildly----in the sense that this particular insertion into the suit as to “whether or not a criminal indictment by a state or federal government constitutes a moral burden to overcome while seeking a public office” (a reference to Fayose’s socalled White Paper) should not have merited a debate of any kind, let alone a lawsuit, because not only was this particular issue also debated almost to exhaustion by the aspirants and several independent legal minds in the run up to the party’s primary. More importantly, the judiciary in which Oni is seeking a determination had already established quite a few precedents on very similar matters. For instance, it would be recalled that a court of competent jurisdiction overturned a 2004 indictment against former Kano State governor and governorship candidate of the Peoples’ Democratic Party (PDP) in which Kwankwaso was alleged to have wasted his state’s ecological funds while in office and for not disclosing the fact of an indictment by his successor government while filling an affidavit issued by the Independent National Electoral Commission (INEC). Hassan Indabawa, the plaintiff, whose prayer was that Kwankwaso should be disqualified from the April
2011 governorship election because of his indictment by a Commission of Inquiry constituted by the Kano government. The court simply struck out the case for lack of merit. Also, the Supreme Court had also ruled in a case that sought to bar Atiku Abubakar from contesting the 2007 presidential election in which the Apex Court said that only a competent court of jurisdiction can disqualify a candidate in a political contest. Therefore, if these precedents already exist, one wonders why the same prayer with this suit? It probably would have been grossly irresponsible of APC leaders in the Southwest geo-political zone not to have swiftly reacted the way they did in a clear case of mischief, if not a deliberate attempt to torpedo their hard works not only in their efforts to establish cohesion among party members, but in their desire for victory for the party in the forthcoming election with such a frivolous suit. The leaders would have known what to do had Oni told them in no uncertain terms that his personal interest was of paramount importance and not the party’s during the several meetings they had with him and other aspirants prior to and after the primaries both in Lagos and Abuja where they all agreed to support whoever emerged the winner. How can anyone believe Oguntuase in his submission that Oni is also “committed to working for the total victory of the APC candidate, Dr. Kayode Fayemi” in spite of this lawsuit? If Oguntuase, as well as Oni “knows too well that there is no miracle by which this case can be determined by July 14, 2018,” then why filing the suit in the first place? Why should Segun Oni, who defected from the PDP and within months, was meteorically catapulted into the highest organ of the party at the expense of several others who kept faith with the party through thick and thin before its final metamorphosis, be the one to reward the party with a litigation that is legally unnecessary, if not unrealistic and morally untenable, if not repulsive? One wonders if Oni’s camp thought of the unintended consequence (or was it intended) of this suit on APC votes on election day in which the opposition could prevail on the electorates (who are still largely uninformed, if not gullible) not to waste their votes as the court was definitely going to disqualify Fayemi because one of his own had filed a suit against him.

Editorial Commentary Still on ‘whose budget?’

Mohammed Adamu It is amazing how, every budget year, the National Assembly, in spite of the often fractious partisan or group differences among its members, has never, once, been unable to forge a conspiratorial unity whenever the nation’s money bill is the subject of legislative deliberations. Conservatives and liberals, radicals and reactionaries, moderates and fundamentalists, capitalists and collectivists, journalists and unionists, lawyers and laities, clergies and secularists, all too suddenly cease all hostilities to find a common ground. They unite as one to hold the nation by its fragile jugular unless we allow them free hand to add to the budget as they wish or to take away from it wherever they so desire; to divide our common patrimony among themselves and to multiply their fortunes in the upcoming financial year. We have seen time and time again, that a budget bill is now a veritable uniting factor bringing members of the ruling and opposition parties together in one trench, to face a common enemy –us. Pro Buharis and pro Jonathans may disagree on such trifling legislative inanities as amending the Electoral Act to re-order the sequences of election or initiating a bill to allow independent candidacy, but they’ll never differ on the expediency of willfully whipping an executive money bill into a Parliament-only budget. It is amazing how, perennially, members of our National Assembly continue, without scruples, to take on the entire nation in its unrelenting battle to assert a most fundamentally unfounded right, namely the right to radically re-write an executive budget in a manner almost totally unrecognizable by those who originally proposed it. But it is equally amazing that all these years, the Executive which has continued to suffer the brunt of this annual legislative waywardness, has not, itself, deemed it necessary to approach the courts, once and for all, to put paid to this scandalously recurring culture of legislative impunity over the nation’s annual budgets. Rather the executive has continued to be pathetically reactive enlisting the sympathy of the public only when the deed is already done. In fact it appears that as the President is conventionally entitled to a ‘pocket veto’ by dragging his assent to lapse with the close of legislative calendar, Saraki’s NASS also, to present the executive with a fait accompli, has just created a new ‘pocket’ device by delaying submission of the budget with a view to securing the harried assent of a time-fluxed President. And now the President who had proudly proposed a ‘national budget bill’ to the legislature has had to grudgingly sign a degraded document that was more an assemblage of ‘constituency projects’ than it was a national budget in the true sense of the phrase. And to think that many of these projects in fact are the responsibilities of local and state jurisdictions rather than of the Federal government. Now, whether this extra-legislative padding is from ignorance of the law or a disdain for it, only NASS members themselves can tell. But the argument has always been that the legislature is neither conceived to function as a rubber stamp (approving everything that the executive proposes un-tinkered), nor is it envisaged to operate like a computer, taking in garbage and regurgitating garbage. Our legislators insist that to ‘approve’ an executive ‘proposal’ is not merely to ‘okay’ it as it is, but that the power to approve is concurrent with the right to re-order and the duty, where necessary, to re-propose. Nothing is farther from the truth. It is the self serving attitude of legislators like ours that gives the ‘legislative process’ the reputation of a vicious machine into which executive matters are said to pass as ‘pigs’ and come out as ‘sausages’. The arrogation by lawmakers of the right to add to and to take away items from the budget; the penchant by legislators for raising rather than scaling down budget sums, and the assertion of the right to propose projects in the course of approving
projects, all conduce to create this reputation of a legislative process that we have which mauls rather than mould our budget bills. This has never been the intendment of the devisers of this ingenious system of democratic governance in which powers are separated with a view to checking impunity and arbitrariness. The overarching aim of the ‘doctrine of separation of powers’ in subjecting money bills to the lawmaking process is not so that project approvers become project proposers. If this was so, the duty both to propose and to approve should as well have been left with the President. The subjection of money bills to the lawmaking process is informed not so much by the desire to give lawmakers opportunity to make a law, as it is by the necessity to ensure that the President who proposes projects in the budget bill does not himself approve them. And this is notwithstanding that in the long run even an assented budget itself is a piece of legislation and is as inviolable as any other piece of legislation. It is not consistent with the aim of the doctrine of separation of powers that any one arm of government should have both the ‘knife’ and the ‘meat’ of a matter to the exclusion of all others. Wherever the duty to propose resides in one, the duty to approve necessarily belongs to another. And where the duty to adjudicate is incumbent on one, the duty to legislate necessarily resides in another. This is without prejudice to the peripheral overlapping powers of each arm over the other. But to propose projects in the budget bill and to proceed to approve them will be ultra vires the powers of a president in a democracy; as it is also ultra vires the powers of the legislature, in the course of ‘approving’, to ‘propose’ new items. Doing the contrary will amount to a breach of the legal rule ‘against self-interest’ (namely ‘nemo judex in causa sua’) or that no one should be allowed to sit in judgement over his own matter. Metaphorically speaking if a budget bill were a full grown ‘pig’ proposed by the Executive to the legislature for approval, parliament will be acting within its conventional legislative powers to do only one of three things: reduce it to a piglet; or, with minor emendation here and there retain its boar size, or yet the legislature may selectively fatten some of the pig’s body parts that require fattening by concurrently de-fattening other parts that require de-fattening. Provided that in doing so the sum total does not shoot the proposed boar into a mega-sized bull! Thus the saying that parliament may reduce but cannot increase the overall budget sum. Because parliament is not privy to the ways and means of the executive. POSTSCRIPT This is from a previous piece titled ‘Paddings, Proposals and Approvals’. “When NASS remits to the President a bill passed by it containing items unacceptable to the executive, the President has power only to withhold assent. He does not become a ‘lawmaker’ to re-legislate and assent the document. …..By the same token where NASS entertains reservations on any items contained in a money bill, it does not register those reservations by arrogating to itself the power to re-propose and approve new items. …The NASS may only propose adjustments and realignments of already proposed items on the basis of information made available to it –information concerning capacities for execution, the exigencies and expediencies attached to each project including often the realizability of guess-timated revenues. In fact, the guess-timated nature of budgets is the reason that although when assented it is legally binding on the President to execute, yet on account of the paucity of funds, failure on the part of the President to implement will not amount to an offence.” The Budget is the Executive’s; not the Legislature’s.

n modern life, social media is developing fast. It is used by many people all over the world. Social media is especially very popular among youths in the society. But there are many young people who cannot control themselves and are addicted to social media. Addiction to social media has many serious effects, including poor study habits, living away from reality and bad health. First, addiction to social media makes youths have bad grades in their studies. Because of social media, many students who were excellent students have become bad students. Every day in our social life, these youths especially students come to class, but they do not focus on studying. While their professors are teaching, they are using cell phones to surf facebook, Instagram or chat with friends on Messenger. They always check their cell phones every five minutes to see what is going on on social media. If the young use social media in classes, how can they listen to their lecturers while lectures are going on. Moreover, not only at school but also at home, these young students who are addicted to social media do not do exercise or read the new lesson before going to school, because they are busy with social media. It is instructive to note that Khanh, a young girl from Vietnam, is addicted to social media. In the past, she was a hard-working student. She always did all homework and prepared for new lessons, so she got A grades. However, everything has changed since she started using social media too much. In classes, instead of listening to the lecture, she always posts selfies on facebook and Instagram. At home, with the attraction of social media, she continues using her cell phone and does not study or do assignments. As a result, in the mid-term exam and final exam, she only got C and D grades. Addiction to social media causes a bad habit in studies. It can change a young person from an excellent student to a bad one. Secondly, young youths who are addicted to social media can live far away from reality. Because of using a cell phone all day, they will not have time for outdoor activities such as playing sports or camping. Instead of going out to meet friends or talk to their parents, these people love chatting with friends on social media. They will just stay at home and update their news on social media. They post status or photos to share with their friends on social media. Gradually, they will only live in a virtual world. Alice Umeh, a teenager in Nigeria, is a clear example. When her mother bought her a cell phone for her 18th birthday, she became addicted to social media. She did not go swimming with her friends during weekends. She rarely talked with her parents. During family vacation, she always took photos of food and places she visited and notified her friends on Facebook or Instagram. Now, she posts her feeling status with a photo on social media everyday. Her life is updated frequently on social media. Social media is regarded as the
world she lives in, the world in which we only communicate through icons, comments and likes. We are of the opinion that using social media too much will have a serious impact on health. Because the young are addicted to social media, they will go to bed late to read news on Facebook or chat with friends. Staying up late is really harmful to the health, especially, the brain. If the young do not sleep enough, their health will be affected seriously by losing weight or always feeling tired. Their brains also will not work effectively and they will be in sleepy condition. Moreover, addiction to social media can cause depression in the young. When the young use social media, they will see other people on social media. If the young see other people who are better than them in appearance or talent, they can feel inferior. These young people can envy the people who are more famous or intelligent than them, and they also feel ashamed of themselves. They always wonder why they cannot be excellent, talented or beautiful like others. Therefore, they feel under pressure, stressed and depressed. These mental problems are very dangerous to the young people because these mental problems cause the young people lose their minds and eventually, choose death. We therefore urge parents, guardians to do more to restrain their wards from excessive use and dependence on social media. Youths need to realise that over-reliance on social media comes with a price, death inclusive.

FG approves N206bn for 2nd Niger Bridge’s link road Mathew Dadiya, Abuja Again, the Federal Government has approved N206 billion contract for the construction of 11.9 kilometre link roads for the 2nd Niger Bridge connecting Delta and Anambra states in South-South and SouthEast zones. The approval was given during the Federal Executive Council (FEC) meeting presided over by President Muhammadu Buhari on Wednesday in Abuna. The Minister of Information, Alhaji Lai Mohammed, disclosed this to State House correspondents at the end of FEC meeting. Mohammed said that the contract which include provision of associated infrastructure for the bridge, was awarded to Julius Berger, the civil construction giant. The work is expected to be completed in less than a year (42 weeks). He said though the Public Private Partnership (PPP) arrangements of the previous administration for the 2nd Niger Bridge had failed, the Buhari government has opted to complete it. The minister said that FEC also approved contracts for the provision of consultancy services and mining
exploration at the cost of N12.7 billion, as well as the rehabilitation of road in Enugu at the cost of N11.58 billion. Mohammed said FEC also approved among others, a contract for consultancy service for construction of a gas pipeline at the cost of $92 million. He disclosed that the Council also approved three memos presented by the Minister of Finance, Mrs Kemi Adeosun. According to him, the. approvals are on ratification of multilateral competent agreement to assist in curbing tax evasion and improve revenue collection Other memos approved for the ministry, include Africa project 50 Article of Association, with two windows to allow for project financed by the Africa Development Bank (ADB), as well as the Financial Transparency policy guideline policy memo which will allow for more transparency on how government revenue are handled. The memo according to Mohammed “ is going to assist in curbing tax evasion and improve the revenue collection”. “She also presented a memo asking for the approval of ratification of the African 50th article association. This particular memo is unique in the sense that
both the African 50th project finance and African 50th project development association are actually two windows which have been created by the African Development Bank to allow for bankable infrastructural projects to be financed by the subsidiaries of the African Development Bank. “The memo will take care of certain projects which cannot be financed simply by the AfDB. Such projects to be financed by these two platforms and already Nigeria is one of the founding members of these two platforms and have invested heavily in them and with the ratification of this Treaty and it has made it possible for Nigeria to take advantage of this. “The minister of finance sought the council’s approval for the financial transparency policy guidelines. This memo was approved and I think the unique thing about this memo is that it is going to bring more transparency to how government revenue and account are being handled. “As a matter of fact, with the approval of this memo it will now be possible for the public to know exactly how much revenue is collected by the government, how much is being spent just by going on the website of the various ministries, department and agencies (MDAs)”.
Obasanjo assumes office as facilitator at NOUN Doosuur Iwambe, Abuja Former president of Nigeria, Dr. Olusegun Obasanjo, has resumed work as a bona fide staff of the National Open University of Nigeria (NOUN), in his capacity as a facilitator. NNPC gas supply to power hits 2-year high Idu Jude, Abuja The Nigerian National Petroleum Corporation (NNPC), has announced the attainment of a twoyear record spike in gas supply to power generation, which hits 854.40million Standard Cubic Feet of gas per day (mmscfd) for March 2018, translating to an equivalent power generation of 3,492MW. Details of the March 2018 National Gas Production figures contained in the monthly NNPC Financial and Operations Report for the period indicated a total national gas production of 253.06 billion Cubic Feet (bcf), averaging 8,163.58mmscfd. Period to date Production from Joint Ventures (JVs), Production Sharing Contracts (PSCs) and Nigerian Petroleum Development Company (NPDC) amounted to about 69.82 per cent, 21.95 per cent and 8.23 per cent respectively. A breakdown of natural gas off-take, commercialization and utilization showed that out of the
volume of gas supplied in March 2018, a total of 152.60 bcf of gas was commercialized, comprising 40.52 bcf and 112.08bcf for the domestic and export market respectively. This, the report says, translates to a total supply of 1,307.09mmscfd of gas to the domestic market and 3,615.62mmscfd of gas supplied to the export market for the month. The report said 59.92 per cent of the average daily gas produced was commercialized while the balance of 40.08 per cent was re-injected, used as upstream fuel gas or flared. “Gas flare rate was 10.55 per cent for the month of March 2018, that is, 867.10mmscfd compared with average Gas flare rate of 10.24 per cent or 804.14mmscfd for the period March 2017 to March 2018”, the report said, the rise in flare rate being a function of spike in gas production during the month. The monthly report stated that about 3,236.82mmscfd or 89.52 per cent of the export gas was sent to Nigerian Liquefied Natural Gas Company (NLNG) Bonny for March 2018 compared with the period (March 2017 to March 2018) average
of 3,122.92mmscfd or 90.64 per cent of the export gas. In the downstream sector, NNPC continued to ensure increased petrol supply and effective distribution of the product across the country. The report said that in March, 2018, 2.49bn litres of petrol were supplied by NNPC, translating to 80.26million litres per day to sustain seamless distribution of Petroleum Products and zero fuel queue across the nation. The monthly Financial and Operations report explained that NNPC was keeping an eagle eye on the daily Premium Motor Spirit (PMS), or petrol evacuation figures from depots across the nation, with, where necessary, the support of the Nigerian Customs Service (NCS) through existing Joint Monitoring Team. According to the report, within the period under coverage, pipeline break stood at 224, of which 25 pipeline points either failed to be welded or ruptured/clamped. “Thus, 199 pipeline points were vandalised as against 125 recorded last month”, it stated.

The commissioner disclosed this in an interview with newsmen on Wednesday in Lafia. FG begins 1MW capacity solar farm at AE-Funai Moses Oyediran, Enugu As part of efforts to boost education by the federal government, the Rural Electrification Agency (REA), Federal Ministry of Power, Works and Housing, yesterday, kick-started the process of building one mega watt capacity solar farm at Alex Ekwueme Federal University Ndufu-Alike, Ebonyi State. The University is one of the first nine Federal universities that are benefiting from the programme, which is meant to provide reliable, sustainable and environmental friendly power for all federal universities and teaching hospitals in Nigeria. While addressing the University Management, the Programme Manager, Energizing Education Programme, Bar. Anita Otubu noted that the programme
which has a completion date of nine months was geared towards providing reliable, affordable and renewable energy for the 37 federal universities and all the teaching hospitals in Nigeria. She added that the project when completed would power the entire university community and its surrounding communities, enhance learning process, facilitate teaching and research and other online academic activities as well as promote security of lives and property in the university. Otubu also stated that during the construction phase of the project, the contractor has been directed to facilitate the participation and training of 20 female students of the university who are in the fields of Science, Technology, Engineering and Mathematics. This according to her was to provide them with hands-on
experiences in their respective disciplines. Speaking also during the event, the representative of Department for Infrastructural Development (DFID), a key partner in the programme, Professor Chidiebere Onyia noted that they were in the university to take-over the project site, which signals the official commencement of the project in the university. He added that the project was an integrative process that would lead to the production of renewable energy to energize educational activities in the university. Onyia explained that the Alex Ekwueme Federal University, Ndufu-Alike, Ebonyi State and Nnamdi Azikiwe University, Awka, Anambra State were the two federal universities in the southeast, Nigeria, chosen for the first phase of the Energizing Education programme.
A Yoruba socio-cultural group, Odua Progressive Care Initiatives (OPCI) on Tuesday identified devolution of power as a holistic solution to the mirage of challenges bedevilling the country. The National Coordinator of the group, Dr. Maruf Olarewaju, made the call for devolution of power in his address at the inauguration of the Kwara chapter of the organisation in Ilorin. Olarewaju expressed worry that national challenge was becoming long and complex days-by-days. According to him, with devolution of power, each state will develop at its own pace, thereby creating a competition among others. The national coordinator of the Yoruba socio-cultural group, who backed the call for restructuring, explained that the political and economic structures of the country needed an overhaul. “Nigeria challenges cannot be solved overnight because it is long and complex. “States should be allowed to have their police and as well controlling their resources”, he said.
Shoemaker makes N80,000 profit monthly A self-employed shoemaker, Ejeh Samuel, says he makes N80,000 profit monthly in the business. Samuel made the disclosure in an interview with journalists in Lafia on Wednesday, saying he ventured into the art because of passion and love for the trade. He said the art of shoemaking had enabled him to earn a living and empower others, adding that he had 16 trainees. “I make over 80,000 profit monthly from this business and also I believe it can sustain me. “I ventured into shoemaking art because of the passion I have for it, I love what I am doing. “As we are talking now, I have 10 regular apprentices and six on part-time basis,” he said. Samuel said he would like to move his business from its present location to a more factory -like site to avoid distractions. He advised young people to learn skills to enable them to be self-reliant instead of waiting for unavailable white collar jobs.

The breakthrough technique is being developed to help women and girls who face chemotherapy for cancer treatment . Young girls who have not
undergone puberty can be rendered sterile before their ovaries can even produce eggs . One approach to prevent this is to freeze ovarian tissue – which produces eggs – ahead of chemo treatment and replace it afterwards . But cancer patients risk being re-exposed to cancerous cells harboured in the removed ovarian tissue . The new technique prevents this by stripping out all of the patients ’potentially cancerous cells from the ovarian tissue, leaving just a ‘scaffold’ – a
framework of protein which no longer contains any cells , removing the chance cancer could be lurking. The framework provides an environment for the patient’s ovarian early-stage follicles – which can go on to generate hundreds of eggs – to grow. WHO urges action against anti-microbial resistance Angela Onwuzoo The warning by the World Health Organisation (WHO) about the global emergence and menace of Anti-Microbial Resistance (AMR) remains a source of worry. AMR is the resistance of a micro-organism to a drug that was originally effective for treatment of infections caused by that microbe. It is currently one of the greatest global crises in public health. The problem of AMR is the cumulative effect of indiscriminate use of antibiotics before consulting physicians who sometimes contribute to the problem by usually treating patients with broad spectrum antibiotics without carrying out proper diagnostics. The picture today is dire. Sexually Transmitted Infections (STIs) such as gonorrhoea, Urinary Tract Infections (UTIs), tuberculosis, and a growing list of other antibioticresistant infections are getting dangerously close to being untreatable. These disorders cause serious complications; some are permanently disabling and
even life-threatening. For instance, gonorrhoea used to be susceptible to common but powerful antibiotics such as penicillin, ampicillin, tetracycline and doxycycline. But one by one, each of these antibiotics — and almost every new one that has been produced —have gradually stopped being effective. Certainly, the global perspective on challenges of antimicrobial resistance cannot be ignored. If anything, the growing threat is a wakeup call. Nigeria’s call for expedited international action by the United Nations General Assembly, UNGASS, during the High Level Meeting on AMR held in New York is commendable. The international call to action notwithstanding, the need for urgent and improved global awareness, strengthening of the nation’s health systems, knowledge about effective response mechanisms as well as investment in surveillance and research remain desirable. The Federal government must live up to its own call for urgent and improved global awareness to the antimicrobial resistance threat by ensuring
commensurate local response that is scientifically, politically and socially appealing. The message to stop prescribing antibiotics when not needed should be adopted as slogan within medical circles in the country. The relentless search should continue for new combinations of antibiotics that might work as well as pushing for new medical weapons to enable the world stay ahead of the threat. The Nigeria Centre for Disease Control (NCDC), the National Agency for Food and Drug Administration & Control (NAFDAC) and other regulatory agencies tasked with fighting the antimicrobial resistance challenge should lead the response by deploying their AMR action plan. NAFDAC, which has been strengthened to regulate, control, monitor, and establish institutional measures to ensure quality and safety of antimicrobials should live up to its calling. Nigerians must begin to witness and appreciate the national capacity to expand the horizon of understanding of the scale and implications of the problem of AMR and deal with it once and for all.

Nephrologist alerts Nigerians on causes of kidney disease Angela Onwuzoo The rise in kidney diseases has become a major source of concern globally. In Nigeria, the situation is even more worrisome owing to wrong diagnosis and lack of access to quality healthcare. Experts say the number of Nigerians with kidney diseases have doubled in recent times. Worried about the development, a Consultant Nephrologist with the Lagos University Teaching Hospital (LUTH), Idi-Araba, Dr. Babawale Bello, has called on Nigerians to find out the causes of the disease and prevent them. Bello said many Nigerians were predisposed to kidney disease because one out of four of them is hypertensive. He identified high salt content in the nation’s foods, increasing rate of obesity among children and adults and sedentary living as factors increasing the population of Nigerians living with high blood pressure. He explained: “We should focus on prevention and early detection. If people can check their blood pressure levels regularly, they can know if they have hypertension and manage it so that it does not develop into kidney failure, a situation that is irreversible. “Therefore, people should be aware of the causes of kidney diseases. Those living with hypertension should have their blood pressure controlled. People who have diabetes should have their blood sugar controlled and people who have all
these diseases associated with kidney diseases including infections should have proper treatment. In addition to that, all adults should have annual medical checkup to ensure their kidneys and other major organs of their body are healthy.” According to the nephrologist, such tests are simple to perform both in terms of cost and procedure. “It requires just a urine and blood tests. Now, it is impossible to screen everybody every time, so I advise people who have the risks of kidney diseases to go for regular checkup”, he added. He enjoined people with diabetes, hypertension, HIV infection and those with history of kidney diseases to go for regular checkup. He further noted that people should also adopt a healthy lifestyle, such as having regular exercise, eating more fruits and vegetables and generally staying away from herbal concussions because most of them are actually responsible for the kidney problem. On his experience at LUTH, Bello regrets that kidney diseases are on the increase. “We see at least 20 new patients in LUTH every week -that is some 20 new kidney cases every week. Now the experiences are not very encouraging, and that is because many of our patients cannot afford to pay for kidney care which is very expensive.”

I face stigmatisation and rejection in my community. “The nurses in the community health facility where I go to receive drugs always have a way of passing the news round to the community. They have a language coded name by which they refer to us. “My two children who are not HIV positive are not left out in the stigmatisation. No one want to associate with them even in school”. This was the pathetic tale of a 35 year old Ada Adejoh, from Ogbadigbo Local Government Area of Benue State. She said that even though she has accepted her fate, the environment has not been fair to her and her two children following the rejection they go through on a daily basis. Also, Antonia Valem was 12 years old when she told her best friend that she has HIV. She’s had the virus at birth her mother unknowingly contracted it from her father, who eventually left the family. “I didn’t really fully understand what exactly I was telling my friend at the time,” Valem now a college student, said. “I didn’t really understand what having this disease could mean until after I started getting the reactions from other people.” Those reactions were devastating. Valem’s admission quickly spread through her school. Her schoolmates even her friends responded by mocking and ostracizing her. They refused to use the water fountain after her afraid they’d get the disease, too. She was beat up and called names. More than one in three Nigerians holds at least one wrong belief about HIV transmission. “For me, that was bad,” Valem said. “This was someone I thought I could go to.” The last straw came when a soccer coach at the school asked Valem about her health condition in front of the entire team. “My mom confronted my coach,” Valem said. “The coach made a joke to my mom that the team could use my HIV status to our advantage, because the players on the other team would be scared to touch me, and I could score goals.” Her parents eventually withdrew her from the school and was homeschooled until college. “It was really hard, because I was so involved. I did show choir, soccer, and all that,” she said. “So homeschooling for me was really hard, but it was something I had to do because the bullying got so bad.” Misconceptions about HIV Valem’s experiences aren’t unique. Many of the 1.2 million people living with HIV in Nigeria today especially in the rural areas face similar cruelty and misunderstanding from their communities. After people were diagnosed, they quickly learned that proper medication can make the disease less deadly and more difficult to transmit. Indeed, HIV isn’t the death sentence it was in the 1980s and early 1990s. The age-adjusted death rate among people diagnosed with HIV and AIDS dropped by 93 percent between 1987 and 2010, according to the Centers for Disease Control and Prevention. A large part of that, the CDC explains, is attributable to the development of highly effective antiretroviral

medication. The big problem for these HIVpositive people instead came through the stigma attached to the disease. Three decades after the rise of HIV terrorized the world, many misunderstandings attached to the disease remain from misconceptions about whom it affects to confusion about how it’s actually transmitted. Nigeria is home to one of the fast- growing and potentially massive HIV/AIDS epidemics in the world. Even though the government and other Nongovernmental organisation has tried to address the problem alit still need to be done There is widespread belief that high-risk individuals-drug users and commercial sex workersgot what they deserved. Recent surveys in Moscow-where there is a higher prevalence of HIV/ AIDS and greater access to information than in many parts of the country-revealed that more than half of those responding believe that one can be infected by drinking from the same glass as an HIV-positive person. Even more alarming, nearly half of the respondents believe that HIVpositive people should be isolated from society. It is against this backdrop that a growing number of HIV-positive pregnant women and new mothers must make a very difficult choice: whether or not to keep their children. Shunned by society, these women are vulnerable to discrimination on many fronts: access to health care, employment and education. Many are dependent on drugs and have no access to rehabilitation programs. Still others are living on the brink of poverty. With little or no means to provide for themselves, many
find overwhelming the burden of caring for a child to whom the disease may have been transmitted and who would face the same stigma; these mothers may choose instead to abandon their babies. While Nigeria HIV/AIDS crisis has received widespread international attention, this particular aspect of the crisisabandoned children of HIVpositive mothers-still remains hidden behind closed doors. Compared to such tragic cases, the fate of children born to HIVpositive parents who live at home is a happier one. But their integration into society is far from trouble-free. By the time they reach eighteen months doctors confirm whether they are HIVpositive or negative. If they inherit the virus from their parents, the same fear that keeps many abandoned children stowed away in hospitals may restrict them from entering kindergarten and elementary school. Indeed, some day care centers or educational facilities may even be reluctant
to accept a child even if it is the parents-not the child-who are HIV-positive. Such discrimination is not only contrary to the Nigeria laws , but to the Convention on the Rights of the Child, which stresses that states take all appropriate measures to ensure that children are protected from discrimination. Despite international and national standards that are supposed to protect the children of HIVpositive women, the Nigerian government is failing lamentably in its obligation to implement these standards. In the meantime, their parents may have to deal with belligerent doctors who refuse to treat them. Refusing medical assistance and entry into an educational institution for someone who is HIV-positive may be banned by the laws of the land but many people living with HIV/AIDS are so frightened of revealing their status that they would rather suffer the consequences of discrimination than stand up for their rights.

Moody’s report warns of credit implications for Nigeria, Angola, others Mathew Dadiya, Abuja Moody’s Investors Service has said in a report published on Tuesday that China p’s shift to consumption-led growth would have mixed credit implications for African countrues, flattening the trade volumes of oil and ferrous metal exporters, while benefitting other exporters and tourist destinations. As a result, Angola, the Republic of Congo and Nigeria are likely to experience slower demand for their exports to China than in the past decade. “China is now Africa’s largest trading partner, with trade totalling $114-billion in 2016 that accounted for around 14% of the continent’s total exports,” Moody’s chief credit officer for Europe, Middle East and Africa Colin Ellis, who coauthored the report, entitled ‘Sovereigns – Africa, Closer trade and investment ties with China present challenges and opportunities’, said. He further warned that as commodity demand softens and international competition increases, Africa’s oil and ferrous metal exporters are likely to see trade volumes level off. However, he noted that growing Chinese investment in Africais likely to narrow the continent’s infrastructure gap and help to boost potential growth in some cases. Economic growth of around 6.5% forecast in China over the next two years should support a modest resurgence in demand for some commodities; however, the Chinese economy is shifting from investment towards consumption which will partially mitigate the upside. In addition, competition from other international commodity producers like US shale oil producers and mining companies from Australia and Brazil is likely to intensify and erode market shares for African exporters. Although the recovery in oil prices lately could lead to strong growth in value terms this year, the report warns that the price effect would likely diminish based on Moody’s medium term oil price estimates.

France to boosts Lagos public transport with N83.7bn French government has said it will extend support to Lagos State government in its mega city agenda through the commitment of €200 million (83.7 billion) to set up an efficient public transportation system in the state. Speaking at France-Nigeria Business Forum held in Lagos as part of President Emmanuel Macron’s visit to Nigeria, Delphine Geny-Stephann, France’s secretary of state to the ministry of economy and finance, said that the building of sustainable cities remain a major challenge in many cities across Africa of which Lagos is one. “Lagos happened to be one the most populated city on the continent and embodies the challenges, the difficulties but also the huge opportunities of African cities. €200 million will soon come to help setting up an efficient public transportation system in Lagos. But this will not be enough, so we need the help of the private sector, and our companies are ready to offer their help and expertise.” Geny-Stephann said that the relationship between France and Nigeria are nowhere near what it should be, given the importance of Nigeria as an emerging power. “The variations in the price of oil are not a sufficient explanation. Sure, French investments in Nigeria have developed. But for 80 percent of them, they only come from the extracting sector. We have
to address this challenge together, both in France and Nigeria. There is something else we have to admit which is a distorted image of one another. In France, Nigeria is too quickly associated with violence, corruption and seen as a place where business is difficult. This is not an accurate vision. Nigeria has subsisting debt management strategy - DMO Mathew Dadiya, Abuja The Debt Management Office (DMO) has faulted a media report that Nigeria does not have a debt management strategy, stressing that contrary to a publication on the front page of ThisDay Newspapers of July 4, 2018, Nigeria has a duly approved Debt Management Strategy. The Debt Management Strategy was approved by the Federal Executive Council in June 2013 and has an expiry date of December 2019. The document is available onhttps://www. dmo.gov.ng/publications/ other-publications/debtmanagement-strategy.
The DMO, on Wednesday stated that the publication by ThisDay was absolutely false and the claim that they obtained a confirmation from the Director-General of the Debt Management Office to the effect that the DMO was “working on it” is also very wrong. The enquiry from Obinna Chima of ThisDay Newspapers was on the DMO’s Strategic Plan (an institutional plan) and not the Public Debt Management Strategy. This action amounts to deception and manipulation of information. In the event that the writer of the misleading report is not conversant with the difference between the Debt Management Strategy and
the DMO’s Strategic Plan, he should note that the Strategic Plan is a statement of the institution’s Goals and Objectives as well as, the activities that will enable their achievements. It covers issues such as Human Resources, Technology, and Market Development amongst others. This contrasts very sharply with the Public Debt Management Strategy which is entirely about the strategies for managing the public debt to ensure that borrowing is prudent and the public debt is sustainable. The public is advised to disregard the publication and be assured that Nigeria has a duly approved subsisting Debt Strategy which runs till December 2019. Furthermore,
the public should be assured that the Strategy is being implemented in full. Preparation of a new Strategic Plan that will deliver a new, robust and all encompassing strategy is at the final stage. A robust Strategic Plan became necessary due to developments in the macroeconomy, the Economic Recovery and Growth Plan and the need to come up with creative ways to fund the Government in the face of lower Revenues. Thus, a new Strategic Plan for the DMO had to be prepared in a holistic manner to incorporate these developments and expectations. The old pattern of preparing the Strategic Plan would have been grossly inadequate.
Shoprite to remove waste in communities of 9 countries Godwin Anyebe The Shoprite Group has concluded plans to stage Africa’s biggest clean-up at which over 6000 people in 9 countries are expected to participate in almost 500 events from 14-18 July to remove waste from communities. In Nigeria the retail giant is partnering with Nigeria’s pioneer recycling outfit, Wecyclers to execute this huge initiative. Head, Business Development of Wecyclers, Ms. Omobolanle Olowu, an environmentalist and recycling champion explains: “The hope is to launch a movement of active citizens who act for change by cleaning and keeping clean public areas. Plastic waste is putting the environment under considerable pressure with the equivalent of a garbage truck of plastic being dumped into our oceans every minute.” She further adds, “Recycling is central to this initiative, hence Wecyclers’ decision to partner with Shoprite Nigeria on some of the 45 cleanups planned in the country. Those organising clean-ups are encouraged to partner with local recyclers to ensure that most of what is collected gets recycled.” With this focus Shoprite aims to highlight the business opportunities available through the recycling of paper, glass, plastic and other material. The retailer also launched a mobile community in which anybody can join via a dedicated website. The site was developed in partnership with volunteerism organisation Brownie Points. This digital platform enables users to create their own clean-ups or join an existing one in their area. It also contains information about the nearest recycler or waste management company.
NNPC gas supply to power sector hits two-year high The Nigerian National Petroleum Corporation (NNPC) has announced the attainment of a two-year record spike in gas supply to power generation, which hits 854.40million Standard Cubic Feet of gas per day (mmscfd) for March 2018, translating to an equivalent power generation of 3,492MW. Details of the March 2018 National Gas Production figures contained in the Monthly NNPC Financial and Operations Report for the period indicated a total national gas production of 253.06 Billion Cubic Feet (bcf), averaging 8,163.58mmscfd. Period to date Production from Joint Ventures (JVs), Production Sharing Contracts (PSCs) and Nigerian Petroleum Development Company (NPDC) amounted to about 69.82 per cent, 21.95 per cent and 8.23 per cent respectively. A breakdown of natural gas off-take, commercialisation and utilisation showed that out of the volume of gas supplied in March 2018, a total of 152.60 bcf of gas was commercialised, comprising 40.52 bcf and 112.08bcf for the domestic and export market respectively. This, the report says, translates to a total supply of 1,307.09mmscfd of gas to the domestic market and 3,615.62mmscfd of gas supplied to the export market for the month. The report said 59.92 per cent of the average daily gas produced was commercialised while the balance of 40.08 per cent was re-injected, used as upstream fuel gas or flared. “Gas flare rate was 10.55 per cent for the month of March 2018, that is, 867.10mmscfd compared with average Gas flare rate of 10.24 per cent or 804.14mmscfd for the period March 2017 to March 2018”, the report said. The rise in flare rate being a function of the spike in gas production during the month.”

It would be recalled that Isaac Alfa had taken Aidoko to an Abuja Federal High Court challenging his election in 2015. The court recently delivered a judgment in favour of Alfa against Aidoko, and directed the Clerk of the Senate to swear in Alfa. Both individuals, however, are members of the Peoples Democratic Party (PDP). But Alfa is contesting that he was the rightful candidate in the 2015 election instead of Aidoko, and consequently sued for his removal from the seat as the senator representing Kogi East. But Aidoko, while addressing newsmen in Abuja, said he has appealed the

APC chieftain proffers solution to end herdsmen attack
The Federal Government has been advised to engage traditional rulers and community heads in its effort to address cases of incessant killings in the country. A senior lawyer and chieftain of the All Progressives Congress (APC) in Kebbi State, Sahabi Sani Sami said the seeming intractable challenge of herdsmen/farmers clashes could be addressed where the government works with traditional rulers/ community heads and identified leaders of the Miyetti Allah group. Sami, who commended the various security agencies for their efforts, argued that the security problem in the country would not have got to this alarming state if the National Security Adviser (NSA) was proactive and advised the President appropriately. He said: “If the National Security Adviser had advised the President appropriately, the security situation in the
country would not have degenerated to this level. “He (NSA) needs to be proactive. We feel he is not doing enough. But, it is not for me to decide what should be done to him. The President should take the necessary steps if he discovers that his appointee is not doing well.” Sami was optimistic that the call for the creation of state police would also assist in addressing the security
challenge. He however argued that the National Assembly, as currently constituted, is without the requisite integrity and maturity to debate and midwife state police for the country. Sami advocated for proper funding of the various security agencies to enable them do more in the face of increasing security challenge in the country.
He praised the Judiciary for its proactive handling of political cases, a practice, which he argued, has assisted in stabilising the nation’s democracy. Sami also hailed the leadership of the Judiciary, particularly the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen for the various innovative reforms he has introduced to the judicial arm of government.
Obiano faults Ebonyi Assembly over resolution on Abakaliki street renaming

The Anambra State governor, Chief Willie Obiano has reacted to a recent ultimatum issued by members of the Ebonyi State House of Assembly requesting his government to reverse the change in the name of Abakaliki Street in Awka, a move that has generated heated controversy between both states. The Ebonyi State House of Assembly had recently called on Obiano to reverse his decision to rename the Abakaliki Street or risk all streets and monuments named after Anambra towns and her people in Ebonyi State being changed. Obiano, who spoke through the state Commissioner for Information, Mr C.Don Adinuba, said the Ebonyi Assembly cannot issue orders to a state outside its jurisdiction. Recall that the renaming of the street in Awka had caused the Ebonyi State governor, Engr. Dave Umahi to send a high-powered delegation led by the state deputy governor to meet top officials of the Obiano government to solicit a reversal
of the change. Reacting to the ultimatum from the Ebonyi legislature, the Anambra Information commissioner said the Ebonyi Assembly was acting without facts, adding that Anambra State does not intend to enter into a media war with any of her sister states, saying it was absolutely unnecessary. He said both states were sister states, and that any altercation between them was not necessary. Adinuba however explained that Obiano graciously removed the name of Ebonyi from a place that is inhabited by all manner of people like commercial sex workers and people doing menial jobs, noting that the former Abakiliki street was a dungeon, a slum with shanties and illegal structures. “The governor moved the street to a more decent and strategic and longer street, that stretched from the Parktonia Hotels located along the Enugu Onitsha Expressway and linked the old Abakiliki Street, which is now Club Street,” he said.

Flying Eagles off to Mauritania Tuesday for U20 AFCON playoff
Nigeria U20s, the Flying Eagles, are due to fly out to Mauritania Tuesday for the first leg of a final playoff for a place at next year’s U20 AFCON in Niger. The match is slated for June 13 with the return leg a week later in Nigeria. The overall winners will thus advance to the 2019 U20 AFCON. Mauritania are the giant killers of the qualifying series after they eliminated Morocco and Guinea.
The Flying Eagles, who sent packing Guinea Bissau in the previous rounds of the qualifiers, failed to qualify for last year’s tournament in Zambia after they were beaten by Sudan. In the meantime, the team are sweating on the fitness of Kano Pillars midfield star Ibrahim Alhassan. Alhassan did not feature in yesterday’s test match against The Citizens of Abuja, which the Flying Eagles laboured to a 1-0 victory.

Super Eagles captain Mikel Obi has expressed his gratitude to the Nigeria Police Force (NPF) for their role in rescuing his father who was kidnapped. The News Agency of Nigeria (NAN) reports that Mikel revealed after the 2018 FIFA World Cup that his father was abducted before Nigeria’s last group stage match against Argentina in Saint Petersburg. The Enugu State Police Command on Tuesday however confirmed in a statement on their official Twitter account that Pa Michael Obi had been rescued from the kidnappers. The statement said he was kidnapped along Makurdi–Enugu expressway, adding that the kidnappers allegedly demanded N10 million as ransom from Obi’s family. “Michael Obi, the father of Eagles captain, has regained his freedom,” Enugu Police command spokesman Ebere Amaraizu said. “He was rescued a forest in the Udi area of Enugu after a gun battle between the police and the kidnappers, who escaped during the shootout. “He is right now in the office of the Enugu State police commissioner,” police said. Mikel thanked the NPF for their assistance through a message on his official Twitter account on Wednesday which said, “I would like to thank the Police authorities involved in ensuring the safe return of my father after the ordeal this week. “I will also like to thank everyone for their kind words of support. He is now recuperating with family. My family and I are grateful.” NAN also reports that Mikel’s father was previously kidnapped in 2011 and was also rescued by the police force during a raid.
