How 2019 uncertainty, others affect banks... Continued from page 1

The drop in banking shares translated to 8.64 per cent drop in NSE Banking index to 418.50 basis points as at August 2018. The breakdown of the trading showed that Skye Bank recorded highest investors profit-taking, followed by Fidelity Bank Plc. In fact, the shares of Skye Bank dropped by 20.3 per cent or N0.51 to N0.51 from N0.64 the market opened for trading in August while Fidelity Bank shares’ fall by 17.1 per cent or N0.34 to N1.65 as against N1.99 it started trading in August. But capital market analysts explained that late filing of results affected both banks shares in August. As Fidelity Bank has not released audited half year results of 2018, Skye Bank in a statement in early August explained to investing public that its 2016 and 2017 results are with the Central Bank of Nigeria (CBN).

The lender since 2016 has not submitted its audited results to the Nigerian Stock Exchange (NSE) despite promising the general public to comply with postlisting requirement that mandated prompt filing of results. The company’s Company Secretary/ General Counsel, Mr. Babatunde Osibodu, in a signed statement to The Exchange, said: “This is to inform the Nigerian Stock Exchange, our esteemed shareholders and other stakeholders of Skye Bank Plc that the Bank is yet to file its Unaudited Financial Statements for the period ended June 30, 2018. “The Bank’s Unaudited Financial Statements for the period ended June 30, 2018 were approved by the Board at its meeting of August 09, 2018, and have been presented to the Central Bank of Nigeria (CBN), as the Bank’s primary regulator, for approval. As with the

Bank’s Audited Financial Statements for previous financial years (2016 and 2017), the Unaudited Financial Statements for the period ended June 30, 2018 shall be published as soon as the CBN grants its approval. “We wish to assure all our stakeholders that the Bank remains committed to transparency, full disclosure, and compliance with regulatory requirements.” Reacting on banks shares performance in August, Managing Director of High Cap Securities Limited, David Adonri, said: “Investors reacted to present macro economy challenges facing the country. When the nation’s economy is booming, it reflects on the banking shares vice versa. “The banking sectors drive the capital market. The decline in the banking sector can also be translated into weak corporate earnings by some of these listed commercial banks on the Exchange”.

N5.8bn allowances: Legislative sides threaten to shut down NASS Tunde Opalana, Abuja Legislative aides to the federal lawmakers at the National Assembly have threatened to shut down the federal Parliament if their alleged owed allowances totalling N5.8billion are not paid before the resumption date of the National Assembly on September 25. The legislative aides in their hundreds made the threat on Tuesday at the central lobby of the National Assembly, shouting “We are aides and not slaves, pay us our entitlements” ! Addressing journalists on their plights, the Chairman of the aggrieved legislative aides, Comrade Sam Melaye, said the entitlements totalling about

N5.8 billion now, must be paid before resumption of the lawmakers this month failure of which will lead to shut down of the federal Parliament. The entitlements, according to him, are Duty Tour Allowances (DTA) not paid to any one of them within the last three years which is over N2billion now and training allowances which based on calculation of N1billion per year, is N3billion now. “By laid down procedures and yearly budgetary provisions of N250m on quartely basis, each of the legislatives aides is expected to go for training on the template of capacity building the totality of which is N1bn per year but for the past three years, no category of the aides have

been sent on any training, let alone , paid the required allowances “, he explained. He also disclosed that the aides under the aegis of National Assembly Legislative Aides Forum (NASSLAF), have made concerted efforts to get the leadership of the National Assembly politically and Administratively within the last three months in getting the monies paid without required response or cooperation from them. Though after the protest, the Clerk to the Senate, Nelson Ayewoh in his capacity as Acting Clerk to NASS presently, had audience with the aggrieved aides in his office but after the meeting, the protesting aides returned back to the lobby, shouting “No retreat, no surrender!“.

Osinbajo, Atiku in verbal war over restructuring Patrick Okohue, Lagos As Nigerians eagerly await 2019, a year they will again have the opportunity to decide who rules them and take charge of their affairs for another four years, one issue many believe will be a determining factor in the decision of the elite class of the nation besides the much talked about economy, security and anti-corruption, is restructuring. There is therefore no wonder that many of the aspirants for the nation’s number one seat, the presidency, are eager to verbalise their positions on restructuring of the nation, especially when they have opportunity of speaking with opinion moulders in Southern Nigeria, because they are the ones that have been at the forefront of the agitation for a restructured Nigeria. This is why it will not come to many people as a surprise that Vice President Yemi Osinbajo and the former Vice President and a Peoples Democratic Party (PDP) presidential aspirant, Atiku Abubakar are at each others’ jugular over how Nigerians should look at the issue of restructuring. Incidentally, the issue of

restructuring has taken the back seat in recent weeks as the key players were playing the survival game as leading politicians have been jumping from one party to the other. But Osinbajo recently revived the debate, when he said that Atiku does not have a clear understanding of the concept of restructuring. Osinbajo at a recent interaction in the United States, was quoted to have said that the “problem with our country is not a matter of restructuring…and we must not allow ourselves to be drawn into the argument that our problems stem from some geographic re-structuring”. But, Osinbajo’s comment did not go down well with Atiku who fired back at him, saying, the vice-president demonstrated “a lack of appreciation of the core tenets of the concept”. The former Vice President argued that the clamour for restructuring was beyond geographical reshuffling, saying, “It is a surprise that the vice-president would take such a position and, in particular, fail to appreciate the connection between Nigeria’s defective structure and its underperformance. “It is unhelpful to reduce the

construct of ‘Restructuring’ to a geographical concept as VP Osinbajo does, which in itself demonstrates a lack of appreciation of the core tenets of the concept. “For the avoidance of doubt, re-structuring is not about the re-drawing of state or regional boundaries. The restructured Nigeria that a large number of Nigerians talk about, is a Nigeria that not only provides opportunities for everyone to work, but even more specifically challenges every layer of governance to demonstrate capacity to create wealth and jobs for the citizens. “Restructuring is not just about the devolution of powers to the states, it is about transforming the respective roles of the federal, state and local governments to perform more efficiently in matters of territorial as well as economic governance.” But, as far as Osinbajo is concerned, the former Vice President is mixing up the concept of restructuring with “issues of good governance and diversification of the economy.” Responding to Atiku’s comment on his stance, the Vice President argued that, “Alhaji Atiku’s concept of restructuring is understandably vague,

Cover up as 4 policemen raid Edwin Clark’s house in Abuja Andrew Orolua, Abuja

In what can be referred to as typical style of the Nigeria police in denying the involvement of their officers in illegal act, the police on Tuesday claimed ignorance over the raid on the residence of South South Leader and elder statesman, Chief Edwin Clark, by some police officers. Clark’s residence located in Asokoro district of Abuja was ransacked for about two hours on Tuesday allegedly on the orders of police hierarchy. The armed policemen, who stormed the residence, were said to have prevented people from leaving the house while the search lasted. They, however, did not find any weapon in the residence of the former Federal Commissioner for Information

who served in the first republic. Narrating his ordeal after the incident, Clark, who perceived the raid as a threat, vowed that at 92, government and its agencies cannot stop him from speaking his mind on national issues. His words: “I have never one day thought about carrying gun. I have been fighting for the unity of this country. If at the age of 92 years, I am making statement, and they do not want me to talk, I will continue to talk, which is the position”. The Police were said to have received information that the elder statesman was stockpiling arms in his house on the basis of which a search warrant was procured and the house invaded on Tuesday. But the elder statesman said, “I have been Minister in this country. I have been a Senator in this country and if by my

age, I am nearing 92 years now, I will be accused of stockpiling weapons in my house, it is too bad. “The police came to my house, showed me the warrant and I said go ahead. So they searched the house. They spent two hours and even my secretary, who was on her way to the bank; they said they must search her room and office, so we have to call her back from the bank. “She came, they searched. They said they want to search my wife’s room, my wife is in Lagos. They said they will search her room, we had to look for the keys and they searched, they found nothing. “That is what happened today (Tuesday), that is the embarrassment. They wrote down that they found nothing, they signed and we signed. So we have asked our lawyer to go and get the report.”

Osinbajio

because he seeks to cover every aspect of human existence in that definition. He says it means a “cultural revolution. “Of course, he does not bother to unravel this concept. He says we need a structure that gives everyone an opportunity to work, a private sector driven economy. “Yes, I agree. These are critical pillars of our Economic Recovery and Growth Plan (ERGP), including our Ease of Doing Business Programme. “If, however, this is what he describes as restructuring, then it is clear that he has mixed up all the issues of good governance and diversification of the economy with the argument on restructuring,” Osinbajo said. Trying to outdo Osinbajo, who is a professor of law and prove that he properly understands the concept of restructuring, Atiku continued: “When we talk about restructuring, we are not talking about just constitutional tweaks, we are talking about a cultural revolution. It is not about re-shuffling a few responsibilities or resources, but about disrupting the authoritarian politics our democracy has inherited from its military and colonial rulers of past. “Viewed this way, Nigeria needs to be restructured. Nigeria has operated a faulty system of federalism especially under military governments. Both economic and political structures are defective, resulting in weak economic management systems which, in turn, prevent all levels of the Nigerian government — federal, states and local governments, from

Atiku

operating at optimal levels. “Faced with the reality of non-performance, Nigerians have clamoured for the restructuring of the economy towards a more diversified structure. To make this happen would require that we establish and sustain a model of governance which would nurture a spirit of participation and consensus on key national issues and accommodate all the diverse segments of the society. “In other words, if we accept the wisdom behind calls for a restructuring of the economy, we must be ready to build a foundation for its success: we must, in other words restructure the polity,” he added. But, Osinbajo believes that Atiku is missing the point, when he said: “Surprisingly, Alhaji Atiku leaves out the elephant in the room – corruption. And how grand corruption, fueled by a rentier economic structure that benefits those who can use political positions or access to either loot the treasury or get favourable concessions to enrich themselves. “In the final analysis, restructuring in whatever shape or form, will not mean much if our political leaders see public resources as an extension of their bank accounts. This, I believe, is the real issue.” In another response to Atiku’s response to his position, Osinbajo said: “First, let me say that I really would have expected Alhaji Abubakar to at least get the full text of my comments before his public refutal of my views. But I understand; we are in that season where everything is seen as fair game! He quoted me as saying that “the problem Continued from page 6

Osinbajo, Atiku in war-of-words over restructuring Continued from page 5 with our country is not a matter of restructuring… and we must not allow ourselves to be drawn into the argument that our problems stem from some geographic restructuring”. “Yes, I said so. “As the quote shows, I rejected the notion that geographical restructuring was a solution to our national problems. Geographical restructuring is either taking us back to regional governments or increasing the number of states that make up the Nigerian federation. “As we all may recall, the 2014 National Conference actually recommended the creation of 18 more States. And I argued that, with several States struggling or unable to pay salaries, any further tinkering with our geographical structure would not benefit us.” Speaking further, Osinbajo said: “I then

argued that what we required now was not geographical restructuring but good governance, honest management of public resources, deeper fiscal Federalism, and a clear vision for development. “On the issue of deeper fiscal Federalism or restructuring, I explained how the then Lagos State Government, led by Asiwaju Bola Ahmed Tinubu, decided to fight for greater autonomy of States. “As Attorney-General at the time, it was my duty and privilege to lead the legal team against the then Federal Government, in our arguments at the Supreme Court. I am sure that Alhaji Atiku Abubakar would remember these cases on greater autonomy for States that I cite below, as he was Vice President of the Federal Republic of Nigeria at the time.” As if in a battle of who will have the last say, Atiku again responded

to Osinbajo’s stance, leaving Nigerians confused on what the intention of the argument is. According to Atiku, Osinbajo is only trying to have a volte face with his last response. “Faced with an avalanche of public condemnation for his 360-degree turn on the concept of restructuring, it is understandable that the Vice President, Professor Yemi Osinbajo, has written to Premium Times to douse the tension his comments created. However, in doing so, the Vice President should not attempt to revise history by saying that he spoke against ‘geographic restructuring’. “I have been in the forefront of the discourse on restructuring since the 1995 Abacha Constitutional Conference and to the best of my knowledge, there has not been any term like ‘geographic restructuring’. It is a strange concept, not

Afreximbank offers trade facilitation programme to Egyptian banks Mathew Dadiya, Abuja The African Export-Import Bank (Afreximbank) has met in Cairo with leaders of the Egyptian Banking sector to present a new trade facilitation programme which it has developed to transform Africa’s trade. The Afreximbabnk Trade Finance Facilitation Programme, comprising Trade Confirmation Programme and a Trade Confirmation Guarantee Programme, is being offered in response to the increasingly stringent compliance and regulatory requirements being imposed by international banks on African banks for trade confirmation lines. Mr. Obi Emekekwue, Head, Corporate Communications and Marketing, in a statement made available to The Daily Times on Tuesday, said that those requirements have resulted in the international banks reducing or withdrawing trade lines to African banks and in confirming banks having risk capital and capacity constraints to support trade finance transactions. “The Trade Facilitation Programme is, therefore, structured to enhance the confidence of counterparties in

the settlement of international trade transactions for intraand extra Africa trade and to improve correspondent banking relationships,” he said. According to statement, participating in the session, which took place on August 27 were executives from 24 banks, including Abu Dhabi Islamic Bank; Ahli United Bank (Egypt); Al Ahli Bank of Kuwait; Alex Bank; Arab Bank; Arab International Bank; Arab Investment Bank; Attijariwafa bank; Banque du Caire; Banque Misr; Blom Bank; Commercial International Bank; Credit Agricole Egypt; Egyptian Gulf Bank; Emirates NBD; Export Development Bank of Egypt; First Abu Dhabi Bank; Mashreq; National Bank of Egypt; QNB Al Ahli; Societe Arabe Internationale de Banque; Suez Canal Bank; The United Bank; and Union National Bank. There was also representation from the Korean Exim Bank. Addressing participants at the session, Amr Kamel, Executive Vice President for Business Development and Corporate Banking at Afreximbank, said that the programme was introduced in order to save and grow African trade. “The Trade Facilitation

Programme will enhance confidence among African banks and boost EgyptAfrica trade and intraAfrican trade, thereby decreasing the trade finance gap in the continent due to stringent regulations and high compliance costs,” said Mr. Kamel, who was represented by Ademola Adeyinka, a trade finance consultant at Afreximbank. The participants welcomed the programme and many expressed interest in participating in it, saying that it had the potential to grow their trading volumes with African counterparts. The participants were informed that Afreximbank will be undertaking a roadshow to 10 African countries (Senegal, Guinea, Ghana, Sierra Leone, Rwanda, Tanzania, Cameroon, the Democratic Republic of Congo, Mali and Burkina Faso) to promote the programme. The Afreximbank team took the opportunity of the meeting to also showcase some of the Bank’s other initiatives, including the MANSA customer due diligence platform and the Intra-African Trade Fair, which is scheduled to hold in Cairo from December 11 to 17, 2018.

only because it is not what the restructuring debate is all about, but also because the words of the Vice President, which prompted my response were clear, unambiguous and unequivocal. “Mr. Osinbajo said, “the problem with our country is not a matter of restructuring”. That I disagree with and so do many other Nigerians.

If the Vice President has changed his stance, I welcome it, but we should not use one finger to hide behind semantics. “For the Vice President to say “Alhaji Atiku’s concept of restructuring is understandably vague, because he seeks to cover every aspect of human existence in that definition”, is most

unfortunate. “I have been very clear, detailed, and unambiguous about my ideas for restructuring,” he said. While Nigerians awaits Osinbajo’s next response, many are wondering what the two intend to achieve with their back and forth argument on who supports or does not support restructuring.

Nigeria has benefitted $5bn projects from China in 3 yrs - Buhari Mathew Dadiya, Abuja President Muhammadu Buhari has disclosed that Nigeria’s partnership with China through the Forum on China-Africa Cooperation (FOCAC) has resulted in the execution of vital infrastructure projects across the country valued at over $5 billion in the last three years of the current administration. Buhari made the disclosure on Tuesday in Beijing at the FOCAC Round Table meeting, attended by African leaders and Chinese President Xi Jinping. Highlighting specific projects under FOCAC, the President said through the Chinese support, Nigeria has impressively addressed significant challenges in the areas of infrastructure, human capacity development, power, transport, agriculture and humanitarian assistance. According to him, ‘’For Nigeria, our partnership with China through the FOCAC platform, has resulted in the construction of the first urban rail system in West Africa. This $500 million project in Abuja was commissioned in July this year.” Garba Shehu, Senior Special Assistant to the President on Media and Publicity, stated that the President also cited the construction and operation of

the first rail system in Africa that uses modern Chinese standards and technology. “This 180km rail line that connects Abuja and Kaduna was commissioned two years ago at a cost of $500 million. Today, the rail line is functioning efficiently with no issues – indeed, a sign that Chinese technology is world class,” he noted. President Buhari said that, ‘’Nigeria is leveraging Chinese funding to execute $3.4 billion worth of projects at various stages of completion. These include the upgrading of airport terminals, the Lagos – Kano rail line, the Zungeru hydroelectric power project and fibre cables for internet infrastructure. ‘’Furthermore, less than 3 months ago, Nigeria signed an additional $1billion loan from China for additional rolling stock for the newly constructed rail lines as well as road rehabilitation and water supply projects’’. The Nigerian leader said that the aforementioned projects had demonstrated the high level of consistency and commitment China has shown in boosting its relations with African countries under the umbrella of FOCAC. ‘’I am optimistic that this Summit will offer new opportunities that would build on these past achievements,” he

said, adding that, ‘’Nigeria will continue to support the FOCAC initiative and also seek to key into the Belt and Road Initiative as an additional Chinese mechanism to build further cooperation in our quest for infrastructural and economic development.” Buhari also dispelled insinuations about “the socalled death trap” by Chinese government on developing countries, insisting that Nigeria would be able to re-pay the loans. ‘’These vital infrastructure projects synchronize perfectly with our Economic Recovery and Growth Plan. Some of the debts incurred are self-liquidating. Our country is able to re-pay loans as and when due in keeping with our policy of fiscal prudence and sound housekeeping,’’ he said. While applauding China for its overall commitment to the ideals of FOCAC, the President acknowledged that since the launch of the Forum in 2000, China and Africa had striven to implement the declarations and follow-up action plans for the benefit of both parties. President Buhari also commended President Jinping, his Government and people for successfully hosting the Beijing Summit aimed at further strengthening China-Africa partnership.

2019: Indirect primary system, bundle of corruption – Shehu Sani ...Supports Buhari, Oshiomhole Tom Okpe, Abuja Senator Shehu Sani, representing Kaduna central has emphasized that some members of the All Progressives Congress (APC), including Governors asking for indirect primary election for the party to select its flag bearers in preparation for the 2019 general elections are not faithful to the party. Within the last few days, the issue of indirect/direct election for the party primaries has generated reactions within and outside the APC.

Speaking with journalists at the party secretariat in Abuja on Tuesday after a petition submitted to the leadership of the party, Senator Sani, who led other stakeholders from Kaduna along with a governorship and senatorial aspirants in the state said he supports the direct primary as proclaimed by President Muhammadu Buhari and the National Chairman, Comrade Adams Oshiomhole. He said those insisting on indirect primaries are against the progressive ideals of the ruling party and President Buhari’s war against corruption. The letter reads: “Delegate System,

otherwise called Indirect Primaries will rely on the whims and caprices of the few that control the party after emerging from Ward, local government and state congresses that have been widely rejected by party members as a sham with names of all party executives that were solely written by the Governors. “That alienated many of our party members and caused mass exodus from the party. These selected party executives under the tyrannical hold of the Governors have been complying with their Governor’s biddings, limiting access, communication and association to only those candidates favoured by the Governor.

Nigerian Society of Engineers advocates inclusive economy Joseph Inokotong, Abuja The President, Nigerian Society of Engineers, Engr. Adekunle Mokuolu has called on the federal government to run an economy that benefits all Nigerians. He said that the current system profits a few to the detriment of the majority. Engineer Mokuolu who spoke at the fellowship conferment lecture and ceremony in Abuja, recently said, “It is high time that we stopped deceiving ourselves in this country. We do not have an economy that benefits and sustains all Nigerians; Nigerian economy sustains only a few Nigerians, especially those in the corridor of power, in collaboration with foreign contractors. I say this because our economy is dependent on export of our natural resources, and the prices and processes of extraction of these resources are not wholly determined by Nigerians”.

Human rights and national security

Jibrin Ibrahim

In his speech at this week’s Nigerian Bar Association (NBA) Conference, President Buhari’s controversial argument went thus: “Rule of Law must be subject to the supremacy of the nation’s security and national interest. Our apex court has had cause to adopt a position on this issue in this regard and it is now a matter of judicial recognition that where national security and public interest are threatened or there is a likelihood of their being threatened, the individual rights of those allegedly responsible must take second place, in favour of the greater good of society.” The president was most likely trying to rationalise the repeated decisions of his government to disregard court orders, which is blatant disregard for the rule of law. No democratic state can decide what court orders it would obey or disregard. This view of deciding what judicial orders to obey or disobey, based on the notion that you can set aside the rule of law, is taken as the gospel truth within Nigeria’s security and intelligence agencies. This means that the doctrine of our security agencies has not made the transition to democratic values. It is important to recall that in Nigerian history, the colonial security apparatus was established to control and extort the people and not to protect them. Not surprisingly, the security culture that developed within the traditional actors was one of repression, with an emphasis on coercion and the general lack of civility towards the civilian population. The result has been corruption within the services and an attitude of serving the power elite rather than the people. Following independence, the democratic regime lasted

only six years before the military took over. This meant that democratic culture did not have enough time to permeate the security forces. The Second Republic was short lived and the Third Republic was still born. The Fourth Republic, which has lasted eighteen years so far has been our opportunity. Unfortunately, the fact that the first president, Olusegun Obasanjo, was from the military tradition and tried to force through a third term in office meant that things have been slow to change. After the short Umaru Musa Yar’Adua and Goodluck Jonathan interregnum, we returned to a General with the Buhari administration. It is therefore not surprising that we have retained a statecentric rather than a people-centred approach to security, so that national security remains equated to state security, which in turn is seen as the security of those who occupy public office. The Nigerian citizen has long endured a culture of intimidation by the country’s security forces. Law enforcement agents have since colonial times developed a culture of reckless disregard for the rights of the people. The legal framework has not helped matters, given our colonial heritage of laws against vagrancy, illegal assembly, wandering, and illegal procession. The state is constructed as an edifice against citizens who are assumed to have a natural tendency to break laws and must therefore be controlled, patrolled and constantly surveyed. Not surprisingly, citizens learn to fear and avoid law enforcement agents. The ordinary Nigerian sees security agents as potential violators of, rather than providers

of her security. The reality of state security for ordinary people then becomes the perception of insecurity. It is important to emphasise that security is a good thing. It is the function that guarantees that people and states are free of violence at the local, national and international levels. Security is conceived in modern states as providing the framework that guarantees that the ordinary people are free from external aggression by enemies of the community and internal subversion that can ruin their lives. This means that the purpose of state security is not to protect the people who occupy positions of state power but to protect the ordinary people. The current reality in the country is that ordinary Nigerians have never been as insecure as they are currently, with the Boko Haram insurgency, the farmers-herders clashes, rural banditry and kidnapping in a context of generalised criminality. Adding the removal of judicial protection into the mix can only reduce public safety. In democracies, there is no choice at any moment between the rule of law and national security. On the contrary, the security of the citizen is predicated on the absolute respect for the rule of law. Democracy is based on the affirmation of the principle that the governance of human society should be based on law rather than the whims and caprices of human beings who occupy public office. The characteristics of the rule of law are that laws are made by the legitimate authority empowered to do so and that they are obeyed by all. This means that the laws apply to everybody, so all persons are equal before the law, including the lawgivers. The

most basic principle is that members of the society are citizens and therefore have rights that must be protected by the law. It is for this reason that you cannot set aside the law for the sake of national security. Without the edifice of law, the security of the citizens gets lost in the arbitrary actions of those who wield state authority. The Rule of law therefore, says Black’s Law Dictionary, is: “A principle of governance in which all persons, institutions and all entities, public and private, including the state itself are accountable to laws that are publicly promulgated, equally enforced and independently adjudicated and which are consistent with international human rights norms and standards.” The rule of law is the essence of the spirit and values of democracy and accountable governance. For this reason, the protection of civil and political rights is an integral part of the rule of law. The Nigerian Constitution in its Chapter 4 on fundamental human rights integrates these rights into our principles of the rule of law. In understanding the rule of law, citizenship is an important notion because it defines the constitutive elements of the democratic state and spells out the relationship between state power and individuals. It is the rule of law that spells out procedures and sets of practices defining the relationship between the nation state and its individual members. Citizenship implies that power must not be used in an arbitrary manner and those who control force and arms in society cannot use it to their own advantage. State security must be reconceptualised to enhance the consolidation of democracy.

Between light and darkness

Fisayo Soyombo

We live in a world where good is perpetually locked in a battle with evil. At any point in time in the history of mankind, it has ys seemed as though evil is trumping good. It is as though the world is in a state of permanent darkness. I tell you what, there can be light. As we speak, 58 armed conflicts are going on in different parts of the world. Five of them have caused at least 10,000 direct violent deaths within the last one year. Twelve of them have also caused between 1,000 and 9,999 deaths in the last year, while 21 of them responsible for between 100 and 999 deaths within the same time frame. Forget the deaths for a second. According to the United Nations High Commissioner for Refugees (UNHCR), 68.5 million people all over the world were displaced as at the end of 2017, the greatest number of them from the Democratic Republic of Congo, South Sudan, and from the influx of hundreds of thousands of Rohingya refugees from Myanmar into Bangladesh. Roughly three per cent of that figure is from Nigeria. According to the UNHCR, as of April 2028, a total of 2,193,769 people had been displaced by the Boko Haram insurgency ravaging the North-East. Seventy three years after the founding of the United Nations, the global search for lasting peace has remained fruitless. It doesn’t appear this will change anytime soon. We live in a world full of injustice. And to get more specific, our Nigeria is a country of multi-level absurdities where the rich trample on the poor, the government provokes the people, the Police rob the policed, the strong torment the weak and the Special Anti-Robbery Squad (SARS) officials harass citizens. We live in times in which landlords tend to milk their tenants dry, bosses want to permanently relegate their subordinates to their own shadows, inordinately ambitious subordinates are scheming to overthrow their bosses through unscrupulous methods; in which jungle justice is administered on petty thieves but multi-billion-naira thieves enjoy selective justice. We live in a society

that we, in all honesty, cannot happily bequeath to our children. This is what I have come to make of a society that I have seen, not through the eyes of an everyday member, but through years of undercover and investigative reporting. I have seen — not that I’ve been told — soldiers who risked their lives for you and me wallow in neglect at military hospitals in Maiduguri and Kaduna, nursing their Boko Haram-inflicted gunshot injuries in hospital wards without electricity, not because of a lack of funds but because someone somewhere diverted the funds with which the generator could have been fueled. I have seen the Nigerian Army fail to disclose the exact number of its men who fell to Boko Haram on the battlefield — not only because of the usual propagandist approach of the military to warfare but because some people somewhere are receiving the allowances of these fallen soldiers under the guise that they are still alive. In the course of my work in undercover reporting, I have experienced corruption in the handling of corpses by mortuary attendants at government-owned hospitals. We all know about corruption in inter-human transactions not just in Nigeria or Africa but elsewhere in the world, but I’m sure not many of us are aware of corruption in the complex interrelationship between the living and the dead. I have seen honest businessmen literally being held captive by the corrupt system at Nigeria’s biggest seaport. I have seen officials of the Nigeria Customs massively short-change the government just so they can fill their own pockets. On many occasions, I have seen other state/ security officials at that port conduct themselves without the littlest sense of patriotism, contentment or conscience. I have seen, firsthand, the despair of women and children chased out of their homes by Boko Haram; I’ve met fathers whose children were hacked to death before their very eyes, women who saw life snuffed out of their husbands in their very presence. And, what’s more, I’ve been told by those who should

know, how these people were robbed of their food and some of them raped by emergency workers and security officials in whose care they were placed at the IDP camps where they ended up. I have met a few cancer patients in the throes of death. I didn’t meet them in their homes or offices. I met them at government-owned hospitals on some of the many occasions when I’ve disguised my identity to gain access to institutions where I needed to obtain stories. Some of these people were faithful in their active civil service years, some ran honest private businesses. But they all had been failed by the system, because, sadly, they would eventually die due largely to the unavailability of functional radiotherapy machines. In the six states that make up the South-South, for instance, there is no single functional radiotherapy machine as we speak, meaning any cancer patient must travel out of that region to seek treatment — either to Enugu in the SouthEast, Lagos or Ibadan in the South-West, or Abuja in the North-Central. But it’s a problem we should never have. In the 2017 budget, N9 billion was specifically allotted to the purchase of radiotherapy machines for some teaching hospitals; this is enough to fund the purchase of nine RT machines. But guess what? The government bought only one RT machine — for the National Hospital! The question, then, is: where is the rest of the N8 billion? I have heard of security agents who literally exchanged the lives of innocent people for cash in their pockets. Everyone here must have heard about the infamous Offa Bank robbery, during which 33 people, including a pregnant woman, were killed. Did you know that the Police were alerted by the management of the hotel where the robbers lodged on the eve of the crime? The criminals bribed the policemen with N400,000, and the policemen announced to the hotel that the boys were mere internet fraudsters. I like to assume the policemen didn’t know the scale of the calamity they were permitting on Offa, but the casualty toll is there for all to see.

I have had a few encounters with security and law enforcement agents. Recently, I drove the equivalent of a stolen vehicle from Abuja, Nigeria’s federal capital, to Lagos, the country’s commercial hub. Not only did I arrive Lagos safely with the car, I returned to Abuja scot-free with it — and this is despite passing through a whopping 86 checkpoints in a journey of over 1,600km that lasted a cumulative 28 hours 17 minutes. At each of the checkpoints where I was apprehended, all I needed to do was pay bribes to officials of the Police and the Federal Road Safety Corps (FRSC). To be able to establish some of things I have shared with you today, I exposed myself to all manners of danger, the least being physical injury. On a few occasions, I exposed myself to the possibility of death. While chasing the ‘Forgotten Soldiers’, I could have fallen victim of a bomb blast in Borno had events turned out the other way on a particular day. During that trip, a soldier suspicious of my movement gave me two minutes to save my life. If the explanation had been unsatisfactory, perhaps I would have been story by now. After the story was published, the Defence Headquarters released a statement to say I’d committed subversion — a crime punishable by death in military regimes. I’m sure the policemen who took bribes during my Abuja-Lagos trip would have given me the beating of my life if they knew I was filming them. I once endured a 2-hour14-minute motorcycle ride in stone-cold Plateau harmattan during which I froze so hard I thought I would fall off the bike; if there was any time I felt death was just a distance away, it was that day. Therefore, from time to time, people ask me the question: Why do you do this? The things your write about aren’t going to stop, anyway. Rape and food theft won’t cease at IDP camps simply because you’ve written about them, neither will security agents stop collecting bribes in exchange for compromising our security. Corruption predates your birth and will be here long after you’re gone, so why?

Editorial Commentary Buhari, 2019 elections and the law Times Guest Columnist Reuben Abati

President Muhammadu Buhari reportedly declared in China, last Sunday, that he believes in the idea of free and fair elections, and that he is committed to this pillar of the democratic process. I don’t expect him to say anything otherwise. On the whole idea of free and fair elections, electoral integrity as it were, rests the political stability of our country and the legitimacy of democratic governments. Besides, President Buhari is a beneficiary of the framework of electoral integrity instituted by his predecessor in office. On account of the misgivings reported about the conduct of the 2007 general elections, President Goodluck Jonathan upon his assumption of office had declared that he hoped to leave a legacy of free, fair and credible elections. He tried to do this in 2011, even if there was an outbreak of violence in parts of the North, owing more to ethnic emotions rather than any far-reaching failings by the Independent National Electoral Commission (INEC). Between 2011 and 2015, President Jonathan remained committed to his promise. Whenever elections were held, gubernatorial elections or bye elections and the ruling party lost, he was always the first to congratulate the winner of the election and to call for due respect for the people’s choice. I recall when the Gubernatorial election in Edo State was held in 2012. The President characteristically congratulated the winner in that election - Adams Oshiomhole, now Chairman of the All Progressives Congress (APC). Some elements with the Edo State PDP had grumbled loudly that the President should not have congratulated Oshiomhole because they intended to reject the results and make trouble. I received one or two phone calls, as presidential spokesman, telling me I was stupid to have issued a statement so quickly congratulating Adams Oshiomhole. The President’s acceptance of the result of the election tied their hands. They didn’t make trouble, instead they went to the Tribunal and pursued their case all the way to the Supreme Court. The apex court in a lead judgement read by Bode Rhodes-Vivour (JSC) upheld Oshiomhole’s election. The rule of law prevailed. Again, in 2015, when the Presidential election did not favour President Goodluck Jonathan, he conceded victory to President Buhari and vacated office. He respected the Nigerian people’s right to choose. He chose to lead by example. If anyone is uncomfortable with this short narrative, let the person be further apprised of the fact that Professor Attahiru Jega, who served as the Chairman of the Independent National Electoral Commission (INEC) under President Jonathan, (2010 – 2015), remains today perhaps the most successful electoral umpire in Nigeria since independence. With probably the exception of Hon. Justice Ephraim O. I. Akpata, every other electoral commission chairperson before him, left office with a trail of controversy. The two general and other elections conducted by Attahiru Jega were widely regarded as credible. It may be too early to offer a final assessment of his successor, but it is safe to say that today’s INEC does not seem to be as strong and as prepared as Jega’s INEC. This is the more reason why President Muhammadu Buhari’s declaration as regards free and fair elections is important. The preparedness and integrity of the electoral commission have far-reaching implications for the outcomes of the 2019 electoral process. In a recent research essay by Mathew T. Page and Sola Tayo, titled “Countdown to February 2019: A Look Ahead at Nigeria’s Elections” (July 2018) legitimate concerns have been raised about “Nigeria’s volatile pre-election season” and the strategic importance of the National Electoral Commission. If the Gubernatorial elections conducted in Kogi, Ondo and Ekiti states can be used as signs of things to come, then, indeed, Nigerians have cause to worry and the government enough reason to reassure the people. In the face of all this, it is important that President Buhari matches his words with action. The series of double entendres

coming from the Presidency in the past few weeks, increase anxiety, not confidence, about the promise of credible elections in 2019. It should be a matter of interest to us, for example, that barely six months to the 2019 general election, the National Assembly and the Presidency remain locked in a disruptive battle over the Electoral Act Amendment Bill 2018. In February 2018, the National Assembly forwarded an Electoral Act (Amendment) Bill to the President. This was vetoed. The President vetoed the Bill over disagreements on the issue of whether or not the National Assembly has the right to determine the sequence of elections. The lawmakers in re-ordering the 2019 elections had put the presidential election last, apparently to prevent the possibility of the elections being influenced by any bandwagon effect. The matter went to court and the Court of Appeal ruled in favour of the National Assembly. On June 27, 2018, the National Assembly sent another version of the amended Bill to the President for his assent. This was again vetoed on the grounds that it contained constitutional breaches. On July 24, 2018, the very day the National Assembly embarked on a recess till September 25, the National Assembly again passed another version of the Electoral Act (Amendment) Bill which purportedly reached the President on August 3, 2018. Pressures from National Assembly members to the effect that the Bill should be signed was rebuffed by the Presidency, with the argument that the President still had enough time, since the Constitution provides for a 30-day window within which the President can assent to a bill or he would be deemed to have vetoed it. That 30-day window closed on September 2. Meanwhile, the only explanation that was offered by the President’s Senior Special Assistant on National Assembly Matters (Senate), Senator Ita Enang, when I interviewed him on “The Morning Show” (Arise News, DSTV Ch. 416, GoTV, Ch. 44 and SKY Ch. 519), on September 3 is that “it is well with the Electoral Bill”. I couldn’t figure out what that means in plain English language. “It is well”? How? I tried to provoke Senator Enang to comment on the Electoral Bill and its amendment. He argued that we should wait till September 25 when the National Assembly resumes, for us to know what the President has done with the Electoral Act (Amendment) Bill. I wondered: Why the secrecy? Why the mystery? I didn’t make much headway. Enang invoked his Miranda rights – a right that does not apply to him in the instance. But it is reassuring that before the close of work, on September 3, Enang had reconsidered his position and rightly taken the good step of providing clarifications. He reportedly disclosed that the President declined assent to the Electoral Bill on August 30 (which is the same as the President vetoing the Bill) on the ground that the Bill as proposed contains “some drafting issues.” Incidentally this is also one of the excuses that the Presidency gave to justify President Buhari’s rejection of the Petroleum Industry Governance Bill (PIGB) as presented to him by the National Assembly. Nonetheless, the fate of the Electoral Act (Amendment) Bill remains dangerously shrouded in mystery. Why is it so difficult for the Executive and the Legislature to agree on a legal framework for the 2019 elections? Sometime in August, both Enang and Garba Shehu, the president’s other spokesman, told us that there was still enough time for the President to sign the amended bill. We now know that he chose not to sign it. In response to allegations by the rival opposition party, the Peoples Democratic Party (PDP), that the President continues to veto the bill because it contains provisions that would block under-age voting, identity theft, the influx of alien voters, and the manipulation of results between the polling station and the collation centre, Shehu responded that the President believes in the card reader system and the use of Permanent Voters Cards.

OUR POSITION

FG, laudable feat and Nigeria’s image

T

he recent heroic performance of five Anambra girls from Regina Pacis Secondary School Onitsha who represented Nigeria and Africa at the World Technovation Challenge in the Silicon Valley in San Francisco, United States and won the Gold Medal in the contest has continued to dominate public discourse. The team, led by Uchenna Onwuamaegbu Ugwu, defeated representatives of other technological giants including the US! Spain, Turkey, Uzbekistan and China to clinch the gold medal. The Anambra girls who have now become Africa’s Golden Girls is made up of five brilliant girls including Promise Nnalue, Jessica Osita, Nwabuaku Ossai, Adaeze Onuigbo and Vivian Okoye. The world champions who are reported to be attracting a lot of attention in the world’s greatest technological hub won the Challenge with a mobile application called the FD-Detector which they developed to help tackle the Challenge of fake pharmaceutical products in Nigeria. Under the tutelage of Uchenna Onwuamaegbu-Ugwu, the CEO of Edufun Technik STEM, the Golden Girls spent five months researching and developing FDDetector which swept through over 2000 competing applications to get to the finals in San Francisco. Technovation is a programme that offers girls around the world the opportunity to learn the programming skills they need to emerge as tech-entrepreneurs and leaders. Every year, girls are invited to identify a problem in their communities, and then challenge them to solve them by developing Andriod applications that would address those problems. About 115 countries participated in the qualifiers, but only 12 teams from all over the world were selected as finalists for the pitch in Silicon Valley. The girls will also be attending Field trips, life-changing workshops including a networking session during their one week stay in USA. Before their departure to US, Anambra State Governor Willie Obiano had personally sent them off to the US in a brief ceremony at the last Executive Council Meeting where he charged them to put Nigeria and Africa on the global technological map with their rare talent. The excellent performance, no doubt was as a result of hug investment Governor Obiano has made in education sector. Since he assumed office in 2015, his education policy has been to train and retrain teachers in the state while the governor has subjected teachers in the state to rigorous training on different subjects, in different states and countries. Prompt payment of their salaries is no more news. What is news is that he

increased the salaries of those handling special subjects and those in the hard to reach areas. The governor has renovated schools in the state and provided them with adequate facilities to enhance learning efficiency. All geared towards promoting the comfort of the students. All these contributed tremendously to the lofty performance of the girls, and other students in external and internal examinations. It is instructive to note that the victory of the schoolgirls calls for proper reflection on how we celebrate our heros, past and present. We are of the opinion that having projected the image of Nigeria and Africa to the world map, there is the need for the Federal Government, Anambra State government and other stakeholders to celebrate them. It is time to give honour to whom honour is due and since the schoolgirls have achieved a remarkable achievement, we call on the federal government to confer the schoolgirls with national honours. We also believe that a national monument should be erected in their honour as a motivational factor for others to know that there is dignity in labour as the schoolgirls have proved that Nigeria is a country to be reckoned with in the comity of nations.

Ogun customs intercepts 6,194 bags of smuggled rice, 340 kegs of petrol, 33 vehicles Joy Anyim, Lagos Ogun State Command of the Nigeria Customs Service (NCS) has intercepted 6,194 smuggled bags of rice, 33 vehicles and other contrabands worth over N382 million. The seizures also include 395 kegs of vegetable oil (25 litres each), 340 kegs of petrol, 1,954 pairs of foot wears and seven bales of second-hand clothing. The state NCS Comptroller, Michael Agbara, who disclosed this while briefing reporters at the Idiroko border office, said the contrabands were seized in August. Agbara, who stated that 45 cartons of frozen poultry products, 150 cartons of Ceres red grape juice and five cartons of Ribena currant juice were among the seizures, told reporters that the duty paid value of all the goods was N382,263,360. According to him, the command has improved on its revenue generation and

suppression of smuggling activities. He explained that within the month of August, the agency generated a total revenue of N799,682,839.62 which was N71million excess of a monthly revenue target of N727,775,499.91. The comptroller further noted that the seizure of 6,194 bags of foreign rice last month was the highest monthly seizure ever made in the command since inception of the Federal Government policy on agricultural development in the area of boosting local rice production. He said 27,085 bags of rice have so far been intercepted from January till date, adding that the figures exceeded the 21,789 bags seized by the command throughout 2017. “The anti-smuggling success story is a blow to smugglers who wanted to exploit the avenue of Sallah festivities to perpetuate their illicit act and orchestration to the fact that officers and men of Ogun command have fulfilled the promise of curtailing the activities

of economic saboteurs,” he said. Agbara also disclosed that in line with headquarters directive, his command recently handed over 11,057 bags of rice and other perishable goods to internally displaced persons in Borno State through Nigerian Army Corps of Transport and Logistics. He added, “The command equally participated in a joint operation which has led to the seizure of large quantity of petrol in a creek at Ijoun in which the quantity is yet to be ascertained due to ongoing evacuation. “We wish to commend the patriotic role of our sister agencies, traditional leaders, eminent personalities and some host communities who have always partnered with us in our quest to effectively perform our statutory functions in compliance with extant government policies.” He further maintained that the command is committed to tackle smugglers and smuggling across the state.

Nigeria’s next generation of billionaires Short News Group charges govt would be innovators, says Osinbajo institutions on transparency Yakubu Salisu, Kano

Vice President Yemi Osinbajo, on Tuesday in Kano, predicted that Nigeria’s next generation of billionaires would be innovators. Osinbajo, who made the assertion during the Northern Regional Students Innovation Challenge final, held at Dangote Business School, Bayero University Kano (BUK), said that hitherto, Nigeria’s billionaires, were traders, as well as Oil and Gas moguls, but projected that in a few years time, ‘’the billionaires from Nigeria would be techies, that is people like you seated here. We have no doubt that a good number of tomorrow’s billionaires are seated right here.’’ According to him, the students’ Innovation Challenge is an initiative of the Federal Government, in collaboration with the private sector, which offers a platform for us to identify and support innovative-

technology-driven business ideas and ventures across Nigerian universities. ‘’It allows young entrepreneurs to interface, with the government and with the business Sector as mentors, so as to receive support to grow and to groom their ideas. “I understand that over 600 applications were received in the Northern part of the country and only 52 made the long list, and here we are today, the judges have done their job, and the best three have been selected. “A journey to your dreams have started and you should strive to enjoy every moment of it, coupled with, all of its up and down.’’ Also, the Vice President encouraged those, who could not make it to the Regional final long list, to accept their set back and disappointment as part of entrepreneurship life, which also is part of human life to never give up but try again. ‘’Those who emerged winners

today in Lagos, would join their counterparts from Anambra, SouthEastern regional final next, weekend and the grand finale will take place in Abuja later this month. “I am sure that all of you, who made it to this round today, will be joining that incredibly innovative team that we are looking forward to see in Abuja later this month. “It is clear to all of us that the University is one of the most fertile grounds for the development of talents. We are optimistic that the Universities in Nigeria will play a vital role at incubators and accelerators for small and emerging business ventures, like the Stanford University whose story is known all over the world for its contributions.’’ Furthermore, he said BUK, which is a citadel of radical social political ideas is already taking a huge step in this direction in collaboration with the Dangote Business School, which is yet another example of impactful public private collaboration.

Adebisi Oyindamola, Abuja A civil society group has taken a swipe at the poor level of transparency in all government institutions in the country stating it is the root cause of all developmental woes Nigeria currently faces. The coordinator, the Young African leaders Initiative (YALI), Ovu Otarigo on Tuesday at the 2018 Accountability and Transparency summit, Abuja, faulted the way all government activities are shrouded in secrecy, adding it is high time the public became aware of decisions that concern them. “We are calling for transparency and accountability in all structures of government agencies, because we know lack of transparency has cost us a lot. “Corruption is thriving because all of government activities are shrouded in secrecy, and we have seen the effect of corruption is huge, lack of transparency has caused bad roads in our country, we know this,” he said.

Lawyers debunk corruption allegations against Senator Akpabio Joseph Inokotong, Abuja Some human right lawyers have said there was no truth in the allegation that the former Senate Minority Leader and Senator, representing Akwa Ibom North West, Senator Godswill Akpabio, defected to the ruling All Progressives Congress (APC) to avoid being prosecuted by the Economic and Financial Crimes Commission (EFCC) as presently there is no case against the Senator. They said it was mischief and a campaign of calumny by political opponents of the Senator to claim the politician defected to escape probe by the anti-graft agency, saying nothing could be further from the truth. Addressing a press conference in

Abuja, the lawyers led by Barrister Leo Ekpenyong revealed that their law firm was briefed by clients who made allegations about N100 billion alleged graft in Akwa Ibom State for which petitions were sent to EFCC. According to him, “the law firm deemed it necessary in the interest of justice to withdraw the petitions when in the course of our interactions with the EFCC, we called the attention of the sponsors and instigators of the petitions to substantiate their allegations and they were not able to substantiate same. The law says he who asserts must prove. “We felt that as a law firm, we owed the country a duty to propagate and also seek the truth and defend same when the need arises. It was on that note that the firm having discovered that the

petitions were fuelled and instigated by disgruntled politicians in Akwa Ibom State decided to withdraw the petitions, and EFCC may have established same. So as it is, Senator Akpabio does not have any case with the EFCC,” he said. A statement sent from the WhatsApp page of Mr. Anietie Ekong, Special Assistant, Media, to Senator Akpabio said since his principal, Senator Akpabio defected to the APC there have been allegations that he did so to avoid prosecution by the anti-graft agency, assertions the lawyers faulted as the handiwork of political opponents and mischief-makers. Also speaking, Barr. Eyo Ekong said it was wrong to play politics with legal issues of which clarifications have been made.

Centre lauds FG’s commitment in fighting Boko Haram Africa Solidarity Centre (ASC), an International NGO, has commended the Federal Government for showing uncanny commitment in the fight against Boko Haram. Imani Countess, Regional Director for ASC, gave the commendation at a programme tagged “Employment and Decent Work for Peace National Feedback Meeting,” on Tuesday in Abuja. Restructuring: ERGP, others address calls for private sector driven economy - Osinbajo Motolani Oseni The Vice President, Prof. Yemi Osinbajo, has said that the federal government Nigeria’s Economic Recovery and Growth Plan (ERGP), including Ease of Doing Business Programme, among many other initiatives and programmes of the current administration that gives everyone an opportunity to work, a private sector driven economy. Osinbajo, made this disclosure in a document obtained by The Daily Times, titled: ‘Letter to the Editor, Premium Times’, which was a response to the former Vice President, Atiku Abubakar’s reaction on his recent stance on geographical restructuring in Nigeria. The Vice President, Prof. Osinbajo, restated that getting rid of corruption and entrenching good governance will be better for Nigeria than simple geographical restructuring. He explained that geographical

restructuring is not an answer to Nigeria’s socio economic circumstances, because it would only result in greater administrative costs. However, noted that there can be no doubt that Nigeria needs deeper fiscal Federalism and good governance. “Alhaji Atiku’s concept of restructuring is understandably vague, because he seeks to cover every aspect of human existence in that definition. He says it means a “cultural revolution”. “Of course, he does not bother to unravel this concept. He says we need a structure that gives everyone an opportunity to work, a private sector driven economy. Yes, I agree. These are critical pillars of our Economic Recovery and Growth Plan (ERGP), including our Ease of Doing Business Programme. “If, however, this is what he describes as restructuring, then it is clear that he has mixed up all the issues of good governance and diversification of the economy with

the argument on restructuring.” Osinbajo said that good governance involved, inter alia, transparency and prudence in public finance. He said it involved social justice, investing in the poor, and jobs for young people; which explains our School Feeding Programme, providing a meal a day to over 9 million public school children in 25 States as of today. According to him, N-Power is now employing 500,000 graduates; TraderMoni will be giving microcredit to two million petty traders; Conditional Cash Transfers is giving monthly grants to over 400,000 of the poorest in Nigeria with plan to cover a million households. “In arguing for good governance, I made the point that our greatest problem was corruption. I pointed out that grand corruption, namely the unbelievable looting of the treasury by simply making huge cash withdrawals in local and foreign

currency, was the first travesty that President Muhammadu Buhari stopped. “I showed the OPEC figures from oil revenues since 1990. In four years from 2010 to 2014 the PDP government earned the highest oil revenues in Nigeria’s history, 381.9 billion dollar. By contrast the Buhari Adminstration has earned 121 billion dollar from May 2015 to June 2018, less than 1/3 of what Jonathan Administration earned at the same period in that administration’s life. Despite earning so much less, we are still able to invest more in infrastructure than any government in Nigeria’s history. The difference is good governance, and fiscal prudence. “In the final analysis, restructuring in whatever shape or form, will not mean much if our political leaders see public resources as an extension of their bank accounts. This, I believe, is the real issue,” he said.

Fuel subsidy scam: Court discharges company, frees chairman, others Ladesope Ladelokun For lack of diligent prosecution, a Lagos State High Court has dismissed a suit filed by the Economic and Financial Crimes Commission (EFCC) against the chairman of Anosyke Group of Companies, Mr. Ifeanyi Anosike, the company itself, and three others, in respect of alleged diversion of fuel subsidy funds. Anosyke, one of the leading energy conglomerates in West Africa, had been arraigned by the EFCC alongside Emeka Chuckwu, Ngozi Ekeoma and Dell Nigeria

Limited, on an eight-count charge bordering largely on conspiracy to obtain by false pretence, and forgery. But in his verdict, Justice L.B Lawal-Akapo of the Lagos High Court struck out the case and discharged the accused persons. The ruling followed a submission by the counsel to the first and second defendants-Mr. T.A Oladipupo and Mr. Princewill Ubani, that since 2016, the plaintiffs had failed to appear in court, despite having been duly notified on several occasions. Besides, the counsel to the third and fifth defendants also averred that the prosecuting counsel, Mr.

Rotimi Jacobs (SAN) was notified and that the defendants also filed a duly acknowledged copy of the notification, all to no avail. Earlier, Anosike and others had pleaded not guilty to all the charges preferred against them, as they deposed to series of evidence provided through their counsel, against accusations of obtaining by false pretence, forgery, et al, with regard to fuel subsidy claims. The prosecution, following the evidence so adduced, appeared unwilling to pursue the case as it failed to put up appearance on many adjourned dates for a period of two years.

Besides, it would be recalled that the court had caused letters to be written to the EFCC’s counsel on two separate occasions in 2017 and this year, accompanied with a deposition to be filed with the court evidence of same. Despite the letters, the prosecution failed to show up, setting the stage for an application by the defense for the case to be dismissed. Ruling on the application, Justice Lawal-Akapo noted that having been satisfied that the prosecution was duly served notices to argue its case but failed to response, “this charge is struck,

The Secretary General of Association of Nigeria Aviation Professionals (ANAP), Comrade Razaq Saidu has raised series of questions as to whether or not the of floating Nigeria Air followed due process. Saidu said the Minister will not have the moral justification to forge ahead with Nigeria Air, without first ensuring that all the staff of Nigeria Airways that was liquidated by government were fully paid their entitlements. “We have always heard that the severance entitlements have been approved. Has it been paid to the beneficiaries. No! Many have died while waiting to be paid. The spirit of the dead and those still alive will keep on tormenting those who have continued to be stumbling blocks to the settlement of the ex-Nigeria Airways staff who have spent their youthful years to work for this country” He questioned the inability of the Minister of State(Aviation) to call for public biddings from interested technical partners for the rest 95% stake since he claimed that 5% stake would be owned by the Federal Government. According to Comrade Saidu: “ This is a Minister who umpteen times assured Nigerians that the national carrier will be a private driven venture and that government will not spend a dime”. Saidu raised this puzzle among others while answering questions on the feasibility of the December, 2018 take-off month of the Nigeria Air. He further asked, if that if it would be privately driven, why did the minister spent about £8million on the unveiling of the logo of Nigeria Air in far away Farnborough, London and not allowed the supposed technical partners who are to own majority shares decide on the logo and the name.

fuels, it was easy to see that enormous volumes of fuel-ethanol and biodiesel would be needed to meet this obligation. According to the GMD, meeting and sustaining the target requires strategic investment in more than ten (10) large biofuels complexes across the country. He described the renewable energy project as dear to the Muhammadu Buhari administration, saying that was why, shortly after assuming office as GMD, he made it one of the cardinal programmes of his corporate vision of 12 Business Focus Areas (BUFA). Dr. Baru said as part of NNPC’s expanded programme on providing renewable energy solutions, the corporation also plans to power all its retail outlets by means of Solar PV facilities, as well as develop grid and off-grid solar power as a business and contribution to the clean fuels initiative of the Federal Government. IQ not sufficient for success

– Interswitch GMD

Benjamin Omoike The Group Managing Director of Interswitch Group, Mitchell Elegbe, has said that although having a high intelligence quotient (IQ), is necessary, but isn’t enough to make a headway in life. He dfisclsed this while speakking to the 81 finalists of the InterswitchSPAK National Science Competition during the InterswitchSPAK Masterclass 1.0, held in Lagos during the week. Speaking on the topic ‘Emotional Intelligence and Leadership Responsibility of Youths’ during the Masterclass, Elegbe stated that emotional intelligence has become a necessity in today’s world, explaining that many people are getting more interested in the ‘softer’ skills. He said: “Emotional Quotient or Emotional Intelligence is very necessary in today’s world. What this means is that your high scores and academic brilliance might have gotten you this far but you need a lot more than that to be successful in life. The reason is that Nigeria continues to churn out highly intelligent people every day, so the only thing that will stand you out in life is that extra quality. This is where emotional strength, which includes attitude, good character and so on, come into play.” He admonished the students not to set expectations that are too high for themselves and others, explaining that when people fail to meet set expectations, dissatisfaction was inevitable. Elegbe challenged the students to break out of their cocoons and strive to be the best in their chosen careers, noting that challenges create opportunities for growth, as many innovators in the world today identified problems in the society and then proffered solutions to them. He said: “If you come from a poor home, you are in a better position to see problems that need to be solved because those challenges are always around you. So, my advice is just be focused and be the best you can be.” Other speakers at the event were MD /CEO Stanbic IBTC Plc, Yinka Sanni, who spoke on the topic: ‘Social Innovation – The Power of Transformative Ideas’. In his presentation, Sanni noted that most of the wealthiest Nigerians made most of their money right here in the country. Eloho Omame, MD Endeavor Nigeria, addressing the topic ‘Entrepreneurship – A Tool to creating Impact in Our Society’, challenged the students to start businesses that will grow and have high impact by providing employment for many people, as this was the only way to grow the economy.

Querencia School berths in Lagos Adds foreign language as part of curriculum

Mutiat Alli

As part of further boosting the educational sector with its unique activities, Querencia School has finally berthed in Lagos and opened for admission to the general public. Querencia, which is a word in Spanish, which stands for a place where one feels safe, draws strength of character from and also feels at home. Speaking on the uniqueness of the academic institution, the administrator, Mrs. Onumaegbu Ifeoma, disclosed that the school prides itself to be the first multilingual school around the FestacLagos neighbourhood and in fact the local government area at large. “There is adequate need for the local content to meet the foreign content for a full-bred child to compete globally”, she said, adding that children would not only be equipped educationally but also linguistically if they are exposed to foreign languages. Speaking further, the publicist of the school, Ige Monique noted that as part of curbing the menace of abuses in the school, each class room is fully equipped with a CCTV camera to protect the kids from any form of abuse or oppression as the students are further exposed to learning by best staff hands with experience spanning from a decade to two decades. Ige highlighted that the educational system of the country is not in its right state due to unsuitedness and untactfulnesss of those whose interest is based on pecuniary gains. “Many people are into the educational sector with the hindsight of business. The educational system is not run that way because it is something you might have to invest up to 5 to 15 years before actually seeing proceeds”.

ADC begins sale of N10m nomination form Insists on Oloyede as Osun deputy governorship candidate The African Democratic Congress (ADC), has announced the commencement of the sale of its Expression of Interest and Nomination Forms for the 2019 general elections. This is coming as the party insisted that retired Justice Folahanmi Olamide Oloyede is its deputy governorship candidate for the coming election. In a statement signed by the party’s National Publicity Secretary, Mrs. Yemi Kolapo, the ADC said the forms had been made affordable in line with commitment to a fair playing ground for all aspirants. According to the statement, the expression of interest and nomination forms for the presidential category is N2 million and N10 million, respectively, totaling N12 million for a presidential aspirant. “For the governorship category,

the nomination form goes for N5 million, and expression of interest, N1million, totaling N6 million. For Senate, nomination form is N2 million, and expression of interest, N500,000. This adds up to N2.5 million. Total (Expression of Interest and Nomination) for the House of Representatives is N1 million, and for State House of Assembly, N450,000,” the statement said. The statement added further that “The forms for the State Assembly can be purchased from either the State or National Secretariat. But for Presidential, Governorship, Senate, and House of Representatives aspirants, forms are to be purchased at the National Secretariat, Abuja,” it added. The party said, while the nomination fee for female aspirants, physically challenged and vulnerable persons was voluntary, those under

30 years were expected to pay 50 per cent of the fee. The National Chairman of ADC, Chief Ralph Nwosu, said, “One of our guiding principles is inclusivity and full involvement of the youth, women, and physically challenged persons because they are indispensable partners in all our missions and we believe working together makes great things happen. “ADC is a vision driven grassroots political party with Role-modeling Leadership Paradigm. Our party is not in the ridiculous and bizarre “Harvest-Bazaar” money politics and godfatherism. We are members financed; every member pays N200 about 60 cents for membership, renewable every four years.” The party leader added that aside from the over two million registered fee-paying members, ADC also has over 10 million persons on cue

for registration in their various constituencies. “Our guiding principles are clearly worded so that all members and joiners are clearly spirited. Our drive is good. Nigerians, young and old love the party and the ADC-spirit culture. We recently commissioned an independent survey of the perception of the Nigerian public of five of the major parties currently in Nigeria,” he added. On the coming election in Osun, the ADC noted that there had been protests over the omission of Oloyede’s name on the Independent National Electoral Commission’s candidates’ list for the September 22, 2018 Governorship elections in Osun State. Kolapo, said the ADC’s National Working Committee is happy that “the people of Osun State have demonstrated their unflinching

support for an amazon, who stood up for them, not minding negative implications on her life and career, and are ready to speak for her and the governorship candidate with their votes, come September 22, 2018. “In view of this, we are emphasising, for clarity that the candidates for governor and deputy governor of our great party, ADC, in Osun State are Fatai Akinade Akinbade and Folahanmi Olamide Oloyede (Rtd Justice), respectively, and no political pranks can change this. “INEC has been duly notified and the Commission has also affirmed the receipt of these names as candidates of ADC. The unrectified omission of the name of our party’s candidate for Deputy Governor from INEC’s list may therefore be the handiwork of mischief-makers and those playing god in Osun politics.

Ebira community throws weight behind Ambode Ahead of the 2019 elections, the leader of Ebira community in Lagos State, Asiwaju Odayani, Chief Momoh Sanni Yakubu, has called on members of his tribe to support the Governor Akinwunmi Ambode-led All Progressives Congress (APC) government in the state. Chief Yakubu, who made the call at the commemoration of his recognition and inauguration as the Asiwaju Odayani of Ebira community in Lagos, commended Governor Ambode following what he described as “rapid developments witnessed in the state” in the last three and a half years. The Asiwaju Odayani averred that the APC government in the state has continuity in progress since inception of the present democratic dispensation. The Ebira leader further charged his kinsmen in the state get their Permanent Voters Card to return Governor Ambode to power in 2019. Describing the Ebira people as peace makers, Yakubu tasked members of his community on peaceful coexistence with other

tribes in the state. He called on the youths ahead of the elections not to be used as tools for political violence. “Ebira people are peace loving people,” he said, “I am using this medium to call on my people to support Governor Ambode for reelection. The governor in this first term has surpassed everyone’s imagination with the way he performed; the development we all witnessed in Lagos in the last three years is a great one. “All Ebira people in the state must get their Permanent Voters Card and vote for continuity; they should vote Governor Akinwunmi Ambode. “The governor, without any form of sentiment, is doing a great work. Many would agree with me that Lagos is the luckiest state in the country because since 1999 till date there has been successive continuity. Asiwaju Bola Ahmed Tinubu laid the foundation, followed by Babatunde Fashola and now to Governor Ambode. The case is not like this in other states. “So we are proud of what the Lagos State government is doing,” he stressed.

Meanwhile, the Asiwaju Odayani however expressed concern on the need by the state government to recognise the Ebira community, especially in the areas of employment, appointments, and other benefits traditional leaders enjoy, amongst others. The leader, who noted that the Ebira community has been in the state for over 400 years, said the people are yet to directly benefit from the government in these areas. “We are appealing to the governor and government of Lagos State to remember our people for employments, appointments, and other benefits other tribes and their leaders are getting in the state. We have been in this state for more than four centuries; they should please consider us for better opportunities,” Yakubu concluded. Also speaking, Asiwaju of Ikeja I, Ebira community, Lagos, Dr. Ojo Jimoh, appealed to the state government to support the Ebira community in the state. “The government should try and give our people the needed support by extending to us employment opportunities for our youths,” Jimoh said.

Group obtains nomination form for Abba Moro A League of Friends from Ado Local Government Area (LGA) of Benue State has purchased the Peoples Democratic Party (PDP) Expression of Interest and nomination forms for Comrade Patrick Abba Moro, an aspirant for the Benue South senatorial race in the 2019 general election. Presenting the forms to Moro at his residence in Otukpo, on behalf of members of the group, a former Deputy Speaker of the Benue State House of Assembly, Hon. Stephen Onmeje, said they were convinced

that the ex-Interior Minister would properly represent Benue South in the Senate. Onmeje opined that Moro as a teacher both in secondary and tertiary institutions, contributed in no small measure to the growth and development of education in the state and Nigeria in general. Noting that the membership of the group cuts across various interest groups including politicians, professionals and civil servants, the ex-lawmaker remarked that the people’s decision was borne out of

their trust in the comrade’s ability to protect their interest. He further pointed out that to improve the fortunes of the people of Benue South, a competent and experienced individual like Moro is needed to replace Senator Mark who has graciously decided to step aside for another person to occupy the senatorial seat. “The people of Ado and indeed all other persons who are also by extension our federal constituency friends are collectively calling on you (Abba Moro) to serve us. others to join in the campaign to have a good representative. Just as you represented us as a Minister, we believe that you will do even more when we send you to the upper chamber,” Onmeje stated. The ex-state parliamentarian added that, “as the comrade worked closely with David Mark and watched his performance in National affairs especially at the Senate, he must have studied all that he has done in the past, and we know for truth that if the people of the Benue South senatorial district do the

needful by giving him the mandate, they will never regret.” Responding, Moro, a one-time local government chairman said he felt overwhelmed with the purchase and presentation of the forms to him by the Ado League of Friends. The comrade said the fairest thing to do when mentioning his achievements as Interior Minister is to acknowledge the cardinal role of “our Distinguish father, Senator David A.B Mark” who was the architect of whatever he has been in the recent past in politics.

Are Feyisetan: Nigeria will host, win 2019 Powerlifting World Championships

As Nigeria prepares to host the 2019 Powerlifting World Championships in Lagos, Are Feyisetan, the national coach of the Nigeria Para Powerlifting team, has boasted that the country would host and win the event. The News Agency of Nigeria (NAN) reports that the International Paralympics Committee-sanction championships which serves as part of qualification for the 2020 Paralympics Games in Tokyo is slated for January next year in Lagos. Feyisetan told NAN on Tuesday in Lagos that the hosting the championships would give the athletes a good opportunity to reaffirm the country’s dominance in the sport over the years. “Having a major championships of this magnitude in the country is good for our athletes and it will be another opportunity

The coach urged the Federal Ministry of Sports and Youth Development and private organisations to provide the necessary support needed to prepare the team ahead of the championships. NAN reports that officials of the World Para Powerlifting Body (WPPO) led by Sam Munkley and Richardson Dillon, visited Nigeria in June to inspect facilities for the competition after the federation’s bid to host.
