relinquished their mandate for Atiku’s sole candidature on the platform of the PDP. He said “the former Vice President, Alhaji Atiku Abubakar, the Presidential candidate of PDP is now the consensus candidate of the opposition.

“Over 41 political parties in attendance, endorsed the decision which enjoyed majority support.

“The coalition arrived at Atiku’s choice after he towered high on the criteria used by the

opposition in arriving at the decision which includes national acceptability, financial capacity, spread of his political party, leadership capacity, international acceptability, experience, capacity to rebuild the economy, secure the country and unite all Nigerians among other factors.

Ugochinyere disclosed that the coalition parties will be formally meeting with Atiku before Friday for formal commencement of the coalition campaign.

Sign Electoral Bill now, Saraki tells Buhari Tunde Opalana, Abuja

Senate President, Dr. Bukola Saraki, has advised President Muhammadu Buhari not to heed the advice of the antidemocratic elements who have now populated the political space and putting pressure on him not to give assent to the 2018 Electoral Bill.

Saraki in a statement in Ilorin on Wednesday signed by his Special Adviser (Media and Publicity), Yusuph Olaniyonu, urged the President to rise above petty politics and act without further delay in the best interest of the country and its democracy by signing the Electoral Bill into law.

Saraki noted that he had been inundated with telephone calls and discussions by members of the National Assembly who expressed concern about the delay in the signing into law of the Electoral Bill as the one month period provided by the law for the President to sign a bill presented to him by the National Assembly is about to expire in the next few days.

He added that many of the legislators who contacted him were particularly disturbed that certain individuals who are said to be chairmen of political parties had approached the Federal High Court to stop the President from assenting to

the bill.

He noted that the jaded tactic employed in the 90s to scuttle the return to democracy when groups like the Association for Better Nigeria (ABN) went to court to frustrate the announcement of the results of the June 12, 1993 elections is now being adopted by some masked groups and individuals to stop the signing into law of the Electoral Bill.

He urged President Buhari to dissociate himself from these ugly antics and sign the bill which he said has comprehensively addressed issues that usually clog the process of free, fair, credible and peaceful elections.

“It is the prerogative of the President to either sign a Bill into law or refuse it assent. He is free to exercise this prerogative the way he likes in this case. What I found surprising is a situation where some people now want to adopt a wrong tactic of abusing the court process to stall the matter. That will be unacceptable and I am sure our judiciary will rely on the lessons from the past and not allow itself to be used.

“We do not want the President to allow the setting of a bad precedent in which somebody will go to court in future to stop the passage of an Appropriation Bill or any essential law which will be important to the development of the country.

“My position remains that the President, his aides, the entire country and the international community are aware that all the concerns raised by the President on the past three occasions he withheld assent to the bill have been addressed by the legislature. We bent backwards on each occasion to accommodate the wishes of the President.

We started work on this law since 2016 to prevent a situation where it would become part of the election controversies.

“Every sincere commentator, observer and analyst knows that what we have done with that bill is to raise the level of transparency, credibility and acceptability of our electoral process. We made sure that the law if assented to and honestly applied

by INEC and all those concerned will give us an election that will be better than what we had in 2015.

“The President should know that the survival of democracy, its development and the future of Nigeria are far more important than the ambition of any individual or party. I am using this opportunity to call on President Muhammadu Buhari to put a stop to this uncertainty in the political process by signing without delay the 2018 Electoral Bill so as to allow INEC and the concerned parties know how to prepare for a credible process”, Saraki stated.

The House of Representatives on Wednesday in an attempt to starve off the impeding labour crisis over demand for a new minimum wage has asked the Buhari administration to forward the minimum wage amendment bill to the National Assembly for consideration and assent.

Passing this resolution after it adopted the motion sponsored

by Rep. Sani Zorro drawing attention to the numerous labour crises confronting the Federal Government, the House expressed concern over the consequences the looming industrial actions threatened by organised labour would cause the nation if they are not averted.

Rep. Zorro said the administration should immediately forward to the National Assembly, all the tripartite agreements it reached with the Nigeria Labour Congress (NLC) on the new minimum wage, striking university lecturers over funding of the nation’s public

The House member in his lead debate stated that sending an executive bill to the National Assembly on the new minimum wage is significant because it has the propensity to avert the looming industrial action that

is capable of paralyzing the country’s socio- economic and political life.

Nigeria ranks 11th highest in child marriage, says UN The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), on Wednesday, said Nigeria ranked 11 among the 20 countries in the world with highest prevalence of child marriage.

Edward Kallon, UN Resident Coordinator in Nigeria, said this at the ongoing UN Women Conference 2018 in Lagos.

The four-day conference has the theme – Ending Child Marriage and Female Genital Mutilation in Africa: Dialogue with Traditional and Cultural Leaders.

Kallon highlighted the top 20 countries with highest prevalence of child marriage according to UNICEF report titled `The State of the World’s Children 2017′.

According to the report, Niger ranks highest with 76 per cent followed by Central African Republic with 68 per cent, Chad 67 per cent,

Bangladesh 59 per cent, Burkina Faso 52 per cent, and Mali 52 per cent.

South Sudan has 52 per cent, Guinea 51 per cent, Mozambique 48 per cent, Somalia 45 per cent and Nigeria 43 per cent, are Malawi 42 per cent, Madagascar 41 per cent, Eritrea 41 per cent.

Other countries are Ethiopia 40 per cent, Uganda 40 per cent, Nepal 40 per cent, Sierra Leone 39 per cent, Democratic Republic of Congo 37 per cent and Mauritania 37 per cent.

“Worldwide, more than 700 million women alive today were married as children, 17 per cent of them or 125 million live in Africa.

“If we do nothing to accelerate progress the number of child brides in Africa will double by 2050.

“Africa will take over South Asia to become the region with the largest number of children brides in the world,” he said.

He said child marriage had negative implications for the household, national and regional economic prosperity and development.

“It is important to note that the fight to end child marriage and female genital mutilation remain a key priority of the United Nations.

“While we have made progress over the years, our achievements have been relatively little.

“This is why we partnering with traditional and religious leaders to end the silence on child marriage and other harmful traditional practices in Africa,” Kallon said.

Also speaking, Minister for Women Affairs and Social Development, Aisha Abubakar, said the plight of young girls who were confronted with several challenges from birth through childhood to adulthood due to cultural practices called for concern.

Magu said that the story about him attending Buhari re-election gathering at Nicon Luxury Hotel in Abuja “is not only misleading but very mischievous.”

A statement signed by Acting Head, Media and Publicity (EFCC), Tony Orilade, stated that “the fact is that Mr. Ibrahim Magu never attended any Buhari re-election gathering at Nicon Luxury Hotel, Abuja. At exactly 8:59am on Tuesday, December 4th, 2018, the EFCC boss was already at the Nnamdi Azikiwe International Airport, Abuja en route Lagos where he had engagement with Media Executives.”

“Before the trip to Lagos, Magu visited a family relative who lodged at the hotel, Nicon Luxury. He went straight to the room where his relative was lodged and met with him very briefly before departing

for Lagos where he met with newspaper editors.

Orilade explained that these facts were laid bare when Ogundipe called to confirm his malicious story in Premium Times.

“Magu is not omnipresent to have been in Lagos and also in Abuja at the same time.

For Ogundipe to still come up with such a screaming headline after confirming from the Commission only shows that his mind was made up to do the hatchet job which he has exhibited by his write up.

“We want to make categorically clear that EFCC Acting Chairman, Ibrahim Mustafa Magu is neither a card carrying member of any political party nor is he a sympathiser of the ruling APC. He is only carrying on his job professionally and remains a public officer who is apolitical and determined to see a new Nigeria where corruption would be brought to its knees”, he stated.

EFCC spokesman said they have contacted their lawyers and they are taking a cursory look at the controversial publication that carried the headline “.EFCC Chairman, Ibrahim Magu, attends Buhari re-election gathering”.

N1.4bn fraud: NBA President, Usoro to be arraigned Dec 10 Peter Fowoyo A Federal High Court, Ikoyi, Lagos has fixed a date for the arraignment of the Nigerian Bar Association (NBA) President, Mr. Paul Usoro, SAN, over allegation of fraud.

Justice Muslim Hassan fixed December 10, 2018 for the arraignment.

Mr. Paul Usoro (SAN) will be arraigned before the court by the Economic and Financial Crimes Commission (EFCC) in charge sheet, marked FHC/418c/18 over alleged fraud of N1.4bn.

In the charge, the EFCC claimed that Usoro converted and laundered the money in connivance with the governor of his state, Governor Udom Emmanuel of Akwa Ibom State.

Emmanuel was however not listed as a defendant in the charge, as the EFCC indicated that he is “currently constitutionally immuned against criminal prosecution”.

Also mentioned in the body of the charge were one Nsikan Nkan, described as Commissioner for Finance, Akwa Ibom State; one Mfon Udomah, described as the Accountant General of Akwa Ibom State; one Uwemedimo Nwoko, described as the Akwa Ibom State Attorney General and Commissioner for Justice; and Margaret Ukpe, all of whom were said to be at large.

The EFCC claimed that Usoro in connivance with the others mentioned conspired among themselves to commit the offence sometime in 2015 “within the jurisdiction of

this honourable court”.

The anti-graft agency claimed that the N1.4bn allegedly converted and laundered by the defendants belonged to the Akwa Ibom State Government.

Counsel for the EFCC, Rotimi Oyedepo, who signed the charge sheet,

said in the charge sheet the offence allegedly committed by the NBA President was contrary to Section 18 (a) of the Money Laundering (Prohibition) Act, 2011.

He added that the SAN is liable to be punished under Section 15(3) of the same Act.

EFCC arraigns 2 more for alleged $115m Diezani election largesse Andrew Orolua, Abuja The Economic and Financial Crimes Commission (EFCC), on Wednesday, arraigned two more persons, one Joel Madaki and Felix Bilishan Tagwame, for conspiracy over 2015 election fund bribe.

They were arraigned before Justice A.M. Anka of the Federal High Court, Yola, Adamawa State, on four counts charge bordering on conspiracy, misappropriation and diversion of funds.

One of the counts reads: “That you, Chief Madaki, Amb. Hassan Adamu (now at large) sometimes in March 2015 at Yola, Adamawa State of Nigeria within the Jurisdiction of this Honourable court, did conspire amongst yourselves to accept cash payment of the sum of Four Hundred and Fifty Million Naira only (N450,000,000) from one Shaba Mohammed, Head of Operations, Yola Branch of Fidelity Bank, Adamawa State, which sum exceeded the amount authorized by law and thereby committed and offence contrary to section 18 (1) (a) of the Money Laundering (prohibition) (amended) Act. 2012 and punishable under section 16

(2) (b) of the Same Act”.

Another count reads: “That you Chief Joel Madaki, Felix Bilishan Tagwame and Amb. Hassan Adamu (now at large) sometimes in March 2015 at Yola, Adamawa State within the jurisdiction of this Honourable Court, did conspire amongst yourselves to make cash payment of the sum of Four Hundred and Thirty Nine Million, Nine Hundred and Forty Thousand Naira (N439,940,000) which sum exceeded the amount authorized by law and thereby committed an offence contrary to section 18(1) (a) of the money laundering (prohibited) (amended) Act, 2012 and punishable under section 16 (2) (b) of the same act”.

They pleaded “not guilty” to the charges.

Prosecuting counsel, A.M. Labaran asked for a date for trial to commence and urged the Court to remand them in prison custody.

Defence counsel, A.T. Shehu, however, moved applications for bail. The application for bail, was however, opposed by the prosecution.

Justice Anka, after listening to the various arguments, granted them bail in the sum of N200

million and surety in like sum.

“The surety must be 50 years or above, residing within the court jurisdiction, the surety must submit his bank statements to the registry of the court, to also swear to affidavit of means, the surety must have permanent voters card and national ID card, the surety must submit two passport photographs to the court, the surety must have verifiable phone numbers, the address of the surety to be verified by the court and the prosecution,” the judge added.

The matter has been adjourned to February 5, 2019 for trial.

EFCC said that investigation into the $115 million fraud involving Diezani AlisonMadueke, a former Minister of Petroleum Resources, was linked to them. It was further revealed that the said funds were exchanged to an equivalent sum of N23, 299,705,000 and was used for the 2015 presidential election. Substantial amount of the funds, investigations showed, were shared to some staff of the Independent National Electoral Commission, INEC across the nation by Fidelity Bank on behalf of Madueke, the agency alleged.

Nigerian consulate in Jo’burg dismantles passport racketeers The Nigerian consulate in Johannesburg, South Africa, has dismantled the “web of powerful passport racketeers” that had operated around its premises for many years.

Consequently, applicants for Nigerian passports at the consulate can now collect the documents within one week, according to the Consul-General, Mr. Godwin Adama.

Addressing newsmen in Johannesburg on Wednesday, Adama said before now the scammers were charging applicants between 400 U.S. dollar (N144,00) and 1,000 dollars (N360,000) without any assurance of getting their passports.

“The premises of the consulate are now free of miscreants who have nothing to do than to be creating chaos and instituting corruption within the system.

“No loiters anymore, and for those who have to stay more than the expected hours due to one logistic issue or the other, a resting place has been provided for them at the gate.

“The room is equipped with conveniences and other facilities for their comfort,” Adama added.

The Federal Government has increased the cost of constructing the Loko -Oweto road project from N7.9 billion awarded in 2010 to N9.5 billion.

The contract was reviewed on Wednesday during the Federal Executive Council (FEC) meeting presided over by the Vice President, Yemi Osinbajo at the Presidential Villa, Abuja.

Minister of Power, Works and Housing, Babatunde Raji Fashola told State House correspondent shortly after the meeting that the revision for that contract was N1.6 billion extra because the contract was awarded using 2010 rates and the contractor asked for review to cushion cost and naira depreciations and council approved that.

The Loko-Osegudu-Oweto road links the road to that bridge on the Benue side that helps connect Nasarawa from the Loko side to Benue.

According to Fashola, the importance of the Loko-Uweto road, which we have substantially now completed is that it is the bridge that links the North and South of Nigeria.

He said, “Unlike the old Niger Bridge and the Second Niger Bridge, which link the East and the West, and linking the bridge reduces journey time from that part of the country and the eastern part of Nigeria, especially people

who link through Makurdi, Enugu and all of that coming to Abuja, it would reduce their journey time by a couple of about few days that it currently takes.

“The contractor is on site working and he would feel comforted now that at least his rates has been improved and expect that his certificate would be paid,” Fashola said.

On the height of the bridge, the minister explained, “we must understand first of all that bridges are not designed by imagination.

“There are international head room height standards for bridges on roads, bridges over water ways based on internationally determined height of ocean going vessels as well.

“Trailer, trucks, vessels and barges are built to certain minimum and maximum widths and certain minimum and maximum heights as well and these are global standards in the transport industry, so are rail heights that also carry containers.

“These things don’t happen by accident - they are interrelated disciplines and therefore, those who design bridges over water know what the minimum heights are and what the maximum heights allowable should be.

“We had this problem when we were building the Lekki link bridge. I recall people saying boats won’t be able to go over but by the time we finished those complains disappeared.

So, I am sure that this would be the case. There should be no cause for alarm.

“In terms of end of the year, FERMA is doing

its level best. They are part of our end of year team. For us in the Ministry of Power, Works and Housing, end of year means so many things; it means heavy commuter activities, it means heavy cargo, also, in the ministry of my colleague, Transport and Aviation, passenger movement, goods, so, it is a pressure cooker time. Many people trying to share limited resources.

“So, what have done in Works? We have met with FRSC, we have met with FERMA and we have apportioned responsibilities of roads that FERMA will repair nationwide. They have that list. The MD should be able to provide that information.

“The FRSC have also earmarked routes where they would patrol. They have issued guideline for passenger behaviour. We don’t want people who have no training in motor vehicle use, in essence, unlicensed and uncertified drivers must stay off the federal highway. We have given them the mandate because we want people to arrive safely.

“We have identified 53 major corridors across the country where our contractors have road construction but also bad portions, so Lokoja-Benin-Auchi is one of those sections and a couple of others, and the agreement we have reached with our contractors, they will maintain working gangs for one and a half month period, till January 19 when things normalize. Our men will be working to ease movement nationwide.”

Ex-NNPC boss, Yakubu seeks to quash money laundering charges Andrew Orolua, Abuja Embattled former Group Managing Director of Nigerian National Petroleum Corporation (NNPC), Mr. Andrew Yakubu, on Wednesday asked the court for a date to present his ‘no case submission’ argument and address.

The application the defendant filed challenging the charges against him could not be heard yesterday because prosecution counsel was absent in court.

In the application, Yakubu is seeking to quash money laundering charges filed against him by the Economic and Financial Crimes Commission (EFCC), and to abort his trial before Justice Ahmed R. Mohammed of the Federal High Court Abuja.

In the “ no-case submission” application dated November 6, 2018, and filed through his lawyer, Anone Usman, the defendant is praying the court to strike out the charges against him, and discharge and acquit him, based on the ground that “the evidence led by the prosecution’s seven witnesses did not establish a case” against him that would warrant him to enter defense.

The EFCC had on October 17, 2018, closed its case against him, after calling the seventh witness, Suleiman Mohammed, an operative with the Commission, who testified as to how operatives on February 3, 2017 recovered $9,772,000 and £74,000 stashed in a huge fire proof safe in a building belonging to Yakubu located at Sabon Tasha area of Kaduna State.

Besides oral evidence, the Court had also admitted in evidence, a 32GB memory card

and two mini discs, which contained the recording of the raid carried out by EFCC operatives leading to the recovery of the huge sum.

Yakubu who is facing a six-count charge bordering on money laundering and false declaration of assets, was expected to open his defence on December 5.

Usman while asking the court for a date to argue its no-case submission said, “We urge the Court to grant us a date for parties to adopt the processes in respect of the application”.

There was no representation from the prosecution during proceedings.

Justice Mohammed, thereafter, adjourned the matter to January 17, 2019 for “adoption of processes and hearing” and directed that “hearing notice be issued on the prosecution”.

Kebbi state ministry of environment and solid minerals is in collaboration with its sister ministry, the federal ministry of environment to tackle marked areas grossly ravaged by gully erosion.

This was disclosed by the state commissioner of environment, Umar Hassan Kalgo in his office in Birnin Kebbi.

According to him, erosion is a not peculiar to Kebbi alone; it is a global phenomenon being faced in all states including Kebbi.

Kalgo added that the state government has done a lot in erosion control, and mentioned a bridge that was washed away by rain along Shema and Bakoshi that was reconstructed by army engineers awarded by the state government; the bridge has already been put back to use.

Hassan further said that due to expensive nature of erosion control, the federal government came in to assist the state.

Leru community honours indigenes, calls for unity Sunday Nwakanma, Umuahia Leru community of Umunneochi LGA in Umuahia, weekend sued for unity, even as they also urge for good representation by their own.

This advice came on the occasion of end of year meeting of Leru Patriotic Development Union, Umuahia branch from the chairman of the union, Christopher Madu, stating that the occasion was the time to “remind ourselves for all to use the position one finds him/herself in as the position is from God”.

While thanking God for his mercies upon the Leru Umuchieze community of Umunneochi LGA of the state living in Umuahia, adding that the union will be using the occasion to honour two of their own who are commissioners in the state as their positions are from God. He charged the honourees to ensure they represent the community well in the discharge of their functions as commissioners in the state.

The honourees were Prince Iroha S. Okechukwu, Commissioner II in Abia State Universal Basic Education Board, ASUBEB and Fabian Nwankwo, Abia State Commissioner for Science and Technology.

Research, innovation and need for industrial growth

Experts have shown direct links between efficient health system governance and promising health workers outputs, which ultimately have positive effects on overall health outcomes. However access to poor investments in research and development, quality drugs, distrust, dissensions and recurring conflicts among different professional groups in the health sector are some issues that have conspired to ensure that poor health outcomes still persist throughout the country.

As a collective that brings together distinguished pharmacists across different spheres of life, the Nigeria Academy of Pharmacy drives thought leadership and provides expert opinion on matters pertaining to the pharmacy profession and health outcomes in general. The Academy has championed the cause of interdisciplinarity, by working steadfastly to promote harmony and team spirit among all members of the health team and other relevant professions, so that every patient enjoys wholesome and beneficial health care.

Our mentorship program in which we provide mentoring and support to young pharmacists is also progressing well, with several eminent pharmacists sacrificing their time to mentor and motivate these young professionals.

As I stated at one of our Investiture

ceremonies, the Nigeria Academy of Pharmacy owes a debt to society. We owe society a duty to help unravel better, safer, more convenient and more affordable medicines and treatment regimens for diseases that afflict mankind, especially those that are endemic to our region of the world.

It is for this reason that research is central to our operations, one of the major reasons, indeed, that the Academy came to being. We want to complement local and international efforts that support scientific research and research activities.

Much of the work we have done in this regard has been in the area of advocacy, in engaging government and policy makers on the essence of scientific research and why it is critical to provide better funding and other moral support to scientific research focused institutions as well as individual researchers. We have also, by thought leadership, striven to bring these issues to the fore of public consciousness as a way of shoring up interest by the public and systematically pressurizing government to avail scientific research of more support.

In championing the cause of transformational change and innovation by encouraging industry, Research and Development and seizing the several technology advancement opportunities open to Pharmacare, we have birthed the Olu Akinkugbe Research and Innovation

Centre of the Nigeria Academy of Pharmacy. This is a vehicle we have created to give enduring impact to research and development in Nigeria’s Pharmaceutical space.

Among other things, a pharmacydriven Research and Innovation centre would serve as an enabling resource for Nigeria investigators involved in lead discovery and development even as our desire is to see pharmacy professionals increasingly engage and lead at multidisciplinary research forums with a view to generating high quality medicines related research that in turn will provide insight and inform key policy and operational decisions across a wide portfolio of medicines-related issues.

It goes without saying that in a clime such as ours, the pharmaceutical sector has a special role as its products, safe and efficacious medicines are important in providing effective health care for the population. In pharmaceutical industries across the world, medicinal plants have now become an integral component of research as they represent an unparalleled source of molecular diversity for drug discovery and development.

Our recent bestowal of a Lifetime Achievement Award by the Nigeria Academy of Pharmacy on Chief Oludolapo Ibukun Akinkugbe is a token of our appreciation of his

enormous strides not only in the Pharmacy profession but indeed in all other aspects of human endeavor.

As he turns 90 in December, it is only fitting and proper that his number one constituency, Pharmacy, kicks off the celebration of an illustrious role model whose legacy of love, sacrifice and service would be forever etched in our hearts and minds. It is in the same vein that we induct General Theophilus Yakubu Danjuma as only the second ever Honorary Fellow of the Nigeria Academy of Pharmacy, following in the footsteps of another respected statesman and General, Dr. Yakubu Gowon. He remains one of the most passionate supporters of the Pharmacy profession and a most generous benefactor of scientific research.

As an Academy, we will continuously create paradigms to elevate the relevance of the practice of the profession at all levels, particularly in the areas of improved patient care and international best practice. There has never been a more important time for pharmacy professionals to provide evidence of the contribution they make to the health and wellbeing of the nation than now.

Whether we work in hospitals or the community, in academia or the high street, we’re all pharmacists and we need to work together to develop and enhance the standing of the profession.

Return to land of our birth

Imagine being transported 40 years back. Things appeared blurred.

Peering into faces that seemed lost in time, and stretching the power of recall to its limits. It was the reunion of my Class of 1978. But we were not the only ones that had changed; so also has our country. In four decades, Nigeria is now a mix of rust and modernism calashed on a canvass of degeneracy. Our politics also reflected this; a mixture of retired military adventurers and their paramilitary and civilian clients using the funds cornered mainly during a collective 29 years of military rule and a follow up nineteen-year civilian ‘democracy’ A democracy without democrats; a crop of people offering what they do not have.

When 40 years ago, my class passed out of the Methodist Boys’ High School (MBHS) Lagos, we, like the country had quite high hopes of a far better and prosperous future.

A harrowing 12-year military rule during which the country lost over two million people in a senseless Civil War, was coming to an end.

Even when the departing military became a complete bully shooting students protesting attempts to turn education into an elite commodity, most of the country thought it better to escort the soldiers back to their barracks and then unleash the potentials of a promising nation.

Tragically, in four years, the soldiers were back led by General Muhammadu Buhari who was Petroleum Minister when we were high school children. For another agonizing 16 years, the military dragged the country through bloody dictatorship, structural maladjustment, endless transition, and finally, chaos before civil rule was restored.

In the four decades we left high

school, the country has had 11 Heads of State. Expectedly, it is not just the politics, but all sectors that have changed dramatically. For example, public schools like the MBHS were the best in the country while the private schools were of lower quality. But today, the private schools maintain their low standards while the public schools are worse.

Most of us who gathered for the reunion will not send our children to public schools. That is how far, or degenerate we have become.

As we shook hands, it was very clear that most of us have done very well, but it is incredible that people of such good pedigree could forty years down the line, be led by people with blurred vision and limited horizon. The reality further dawned on me as we sang the school hymn, ‘Land Of Our Birth’ to which we pledged “Our love and toil in the years to be When we are grown and take our place As men and women in our race” Now, we have grown, but the land of our birth is in dire straits.

There is a sense to be thankful that we are even alive; thirteen of the 157 boys we left school together, have passed on. One of them, Olufemi Wellington with whom I grew up in the Obalende area, left within three years, another, Kunle Doherty followed a year later. Recalling these, is painful and sobering. Such thought had propelled us to include as part of our week long programme, a visit to the Wesley School for the Deaf and Dumb, Surulere which had produced two of our late members, Sanya Ogunmefu and Damilola Dawodu. The former was later Vice Principal of that school while the later was an outstanding Lagos State athlete.

My Class of 1978 is the Centenary Set of the MBHS whose history is

tied to that of high school education in the country. It was the second secondary school established in the country having opened its doors on March 14, 1878. The first was the CMS Grammar School, Lagos which was established in 1859. When both schools realized there was a growing need for high school education in the country, they teamed up to establish a new school, the Igbobi College in 1932. That school has turned out many outstanding Nigerians including current Vice President, Professor Yemi Osinbajo.

The first student admitted into MBHS was a fifteen year-old boy, George Stone Smith. He qualified as a medical doctor of the Royal College of Physicians, London in 1891, took on African names, Orishadipe Obasa and became a nationalist. He teamed up with Dr. John. K. Randle to found a political party, the Peoples Union.

Both men travelled to London in 1911 to protest against the founding Governor General of Nigeria, Lord Lugard’s proposal to declare all lands in the country as government land.

His wife, Charlotte Obasa was a champion of Women Rights and was instrumental to the establishment of the Lagos School for Girls, which was run on a property she lent the school. That school which became the Wesleyan Girls’ High school, is now known as the Methodist Girls’ High School, Lagos.

As we gathered, we were aware the old school hall, is now an event centre as the school had moved.

The MBHS had acquired a huge parcel of land in Ojo and began building structures with a plan to move there in 1982. However, the Jakande administration acquired the buildings and lands, along with some others around the

area, and converted them into the Lagos State University (LASU) It then gave the school, land in Victoria Island where the MBHS has its current site. The man who facilitated that compensation was the then Permanent Secretary in the State Ministry of Lands, Chief Tunde Fanimokun, an Old Boy. He honoured my Set by chairing our fortieth anniversary.

We spent the gala night of November 16, partly in reminiscence of our teachers, many of who went beyond the call of duty. There was the Vice Principal, Mr. Oyenuga who would go after boys who went to a popular eatery when they should be in class. Whenever the culprits saw him, they scattered.

This we likened to a relay race, so we called the eatery, 4X4. Since the Vice Principal outsprinted and caught some of the boys, we nicknamed him, Keino, after the Kenyan, Kip Keino the then 5000 metres Olympic champion.

There was also the Principal, Mr. David Famoroti whom we called ‘The Governor’ partly because his word was law, and also that he was Principal of the school that produced the First Indigenous Governor General of the country, Dr. Nnamdi Azikiwe, the founding Governor of Lagos State, Brigadier General Mobolaji Johnson and his successor, Navy Admiral Adekunle Shamusideen Lawal.

We capped it by honouring some of our teachers including Chief (Mrs.) Tinu Gbadamosi, our General Science teacher who married a Distinguished Old Boy of the school, Chief Rasheed Gbadamosi, the noted industrialist, writer and former Minister of National Planning. We returned to the ‘Land of Our Birth’ but it needs liberation.

Editorial Commentary Buhari: To debate or not to debate (II)

We have seen that unlike in sports, in political debates there are neither gallant losers nor magnanimous winners. And because one man’s victor (especially in keenly-contested encounters) is another’s vanquished, there’s usually none prepared to be gallant about a defeat he has not accepted; nor any ready to be magnanimous about a victory his opponent has not conceded to him. Whereas outcomes of sporting events are ‘certain’ -even when they are controversially arrived at- those of political debates are not -for the reason that they are usually left to the subjective assessment mostly of partisan viewers and or listeners. We have also seen that even in the U.S. the democratic process has still not developed enough to birth independent, impartial and apolitical institutions trusted with the task of organizing and conducting political debates; and that the only body that currently discharges that responsibility (Commission on Presidential Debate, CPD), has to be a bi-partisan outfit jointly owned and run by the two major political parties, the Republican and the Democratic parties. Candidates will not debate on platforms they have no reason not to distrust.

Trust or timidity or both may have informed Jonathan’s refusal, in 2011, to attend the March 18 debate organized by a private Cable Television, NN24; even though the trio of CPC’s Buhari, ACN’s Ribadu and ANPP’s Shekarau who attended, may not have had such issues. Trust or timidity or both may have been why the same trio, twelve days later (March 30), deserted Jonathan as he debated alone on the platform of NEDG-BON (Nigeria Election Debate Group/Broadcasting Organization of Nigeria), which allegedly availed Jonathan the unfair advantage of a sneak preview of the debate questions negotiated for him by a Media Aide, Doyin Okupe. Nor would trust now not have been at issue also when Buhari shunned the 2015 debate organized by the same discredited body, leaving Jonathan and others who opted to attend because they had no such issue. And maybe trust too, or timidity, was the reason PDP’s Obasanjo in 2003 refused to debate an AD/APP-adopted candidate, Olu Falae.

In truth, candidates have the prerogative to weigh both the potential benefits and the cost of participating in a political debate and accordingly, to decide whether or not to attend. America’s Lyndon Johnson, in 1964 refused to debate Senator Barry Goldwater for the reason that having already commanded an appreciable lead at the polls, and not being a good public speaker, it would be unwise to risk jeopardizing that lead by attending the debate. As did PDP’s dancing maestro, Adeleke also who shunned the Osun debate because it was the most optimal gametheory strategy in the circumstance. And the question arises: what can Buhari gain side by side with what he definitely stand to lose, by participating in a debate that promises to have him as a menu on a dinner table peopled by hawks, foxes and hyenas? Or can Buhari trust the same NEDG-BON now headed –hold it!- by Channels TV-owner John Momoh, to be unbiased in the conduct of a debate with an Atiku who’s Principal, Obasanjo, cast as monist-Machiavellic who sees reality as a single entity driven by the ability and the readiness to pay one’s way through every challenge.

By the way, since ‘trust’ and ‘being in presidential command’ are the objects of a presidential debates, the question also arises: ‘how can it be determined, in a presidential debate, which person seems more trustworthy and or more in presidential command?’

Is it the man who speaks the more flowery English even though he may lack the will, the capacity or the sincerity to deliver? Or is it the one who reels out the most economic jargon, even if a majority of the debate’s audience does not understand him? Or is it the person who exudes the most humility even if he does not coherently communicate a realistic vision and a workable plan? Or is it the dissembling

impresario who dresses more ornately, uses the most high-sounding catch phrases, and is able to pass off as one who can be both trusted and in presidential command?

The audience of the first ever televised debate, 1960’s ‘Kennedy-Nixon’ debate was said to have scored Kennedy higher not so much for what he had said as for how he appeared at the debate -“vigorous, tanned and confident”, they said, while his opponent, Nixon had “looked pale, worried and sweaty”. But the irony of it was that whereas those who watched the debate by television were swayed by young Kennedy’s looks, majority of those who listened to the debate by radio (and did not have to see a moroselooking, older Nixon or a tanned, debonair Kennedy), said Nixon won the debate. And it turned out also that much of Nixon’s pale and sweaty looks on the debate klieg lights neither came from his physical age nor from the age of his ideas. It was from his refusal to wear a simple make-up –whereas Kennedy did.

And we saw also, that in spite of all the controversial issues of ‘trust’ afflicting the candidatures of Hillary and Trump, yet the winner of their threetimes, hate-filled debates in 2016 was arrived at less by the question of who was more trustworthy than it was by the judgment of who seemed more ‘in presidential command’. And this was in spite of the grossly unpresidential conduct of both candidates throughout most the encounters. Many in fact said that Trump’s uncouth reference to Hillary as a ‘nasty woman’ and the threat to jail her if he became President, were all the ‘feminist rallying’ sympathy she needed to win the debates; even though in the end, they could not win her the election. Nothing can be more ironically unfair, than that the debater who seemed ‘more in presidential command’ should win only the debate but not the election; or that the one who was scandalously ‘un-presidential’ should lose the debate but win the election.

And so it raises the questions: are the outcomes of pre-election debates truly as game-changing as they are purported to be? The answer is no! A research in The Economist Magazine has proved that “although presidential debates can inform a person’s view, they tend to do little to change it”. In fact it has been shown that between 1960 and 2008 “the polling numbers of presidential candidates leading up to debates were almost perfectly correlated with their numbers (even) shortly afterwards”. And so, to what end is a political debate if its outcome will not affect the entrenched positions of voters? Thus one may ask, ‘what new issues would a debate involving Buhari throw up that Nigerians are not already abreast of or already uncompromisingly divided about? Or what percentage of Nigeria’s voting population by now is still genuinely ‘undecided’ about Buhari or Atiku and have to require that the two candidates debate before they can make up their minds?

In truth debates are merely avenues for capitalizing on the vulnerabilities of opponents to score cheap political mileage. Like Kennedy did against Nixon, or Reagan, against Carter, or as virtually every other Nigerian presidential candidate now hopes to do against a bashful, deeply-accented and potentially gaffe-prone Buhari. Said John M. Cunningham, debates are merely “a reliable source of quips, gaffes and lofty remarks”. Every candidate wants to debate an opponent with the most potentials for goofs and gaffes, faux pas and lapsus lingue. And Buhari, perhaps is your worst possible political interlocutor.

You’ll do well first to cut through the cadence of his deeply accented Hausanized English; before you grapple with the import of his rationed delivery. His publicly acknowledged virtues of integrity, modesty and tenacity, in the circumstances, are not fitting wares for a political debate with opponents ready to make a bloodied Caesar out of him. He should not debate! Concluded

OUR POSITION Need to overhaul nation’s security architecture The need to overhaul the nation’s security architecture has been over emphasised in the last one year. It is instructive to note that the main reason for the persistence calls for a thorough overhaul of the security network by almost all the segments of the society is not far fetched.

It is principally to ensure peace, cohesion and to rejuvenate the national security .

The overhaul of the national security architecture has become imperative as the country faces political campaigns and election year.

If the experiences of political party primaries are to be a guide as to what we should expect from campaigns that will begin today, then the public definitely need assurances and confidence of the security agencies that they would guarantee credible, free and fair elections.

While we commend the heads of the key security agencies that have put in their best in the last three years for degrading the insurgents, we strongly believe that the emerging challenges such as the circumstance leading to the killings of Major General Idris Alkali (rtd) , the kidnapping and the eventual killing of the Paramount Chief of the Adara Chiefdom in Kaduna State , His Royal Highness , the Agom Adara , Dr. Maiwada Raphael Galadima amplified the call for an overhaul.

Like the Chief of the Army Staff (COAS), Lieutenant General Tukur Buratai stated recently when the Governor of Plateau State , Mr. Simon Lalong paid him a condolence visit on the death of General Alkali, “ the security architecture of the country must be reviewed to ensure that current killings are stopped.”

According to him, the death of Major General Idris Alkali, who was killed by yet to be arrested persons in Dura Du community in Jos South Local Government Area of Plateau State on September 3, 2018 should be “ a wake up call for all including the military to be decisive on the issues of insecurity in the country.”

General Alkali and Galadima cases are just one among many instances of killing of innocent people. Several Nigerians have been killed in communities whose cases are not investigated and even where investigations are caused to commence have remained inconclusive and suspects are not prosecuted.

Even at that, security remains

fundamentally the focus of good governance. When authorities renegade it, so many things goes wrong and peace suffered. Presently, we have a very big gap between arrests and prosecution in our hands while the security and prosecution agencies must bridge the gap. Going forward, we believe that the time has come for the government to invest heavily on intelligence gathering to reduce social evils in the society.

It is taking us as a country too long to realise the need for peace despite our bitter experiences of civil war, several unrests that arose from communal clashes, political unrest and the ongoing Boko Haram insurgency that has taken us about 10 years to bring the infamous action to an end.

We therefore lend our voice to the persistence calls for a total overhaul of the security system with a view to replacing security chiefs who have overstayed their welcome.

We are of the opinion that decisive action on the country’s architecture will restore public confidence on nation’s security agencies. We submit that the way forward is to ensure harmony and cohesion between the larger society and security forces for positive development.

PDP leaders serve Buhari quit notice at Ilorin rally Kehinde Akinpelu, Ilorin The need to replace the All Progressives Congress (APC) led federal government as a means of ending the nation’s multifarious problems was the highlight of the north central zonal rally of the Peoples Democratic Party (PDP) presidential campaign in Ilorin, Kwara state yesterday.

Leading the call was the Director General of the Atiku/Obi Campaign Organisation and President of the Senate, Dr. Bukola Saraki who said the APC led government has failed in all facets of governance.

Asking Nigerians to vote President Muhammadu Buhari and the APC out of power in next year’s general elections, Saraki lamented that the APC had failed to deliver on all its 2015 campaign promises.

According to Saraki, “APC promised Nigeria a lot of things. They promised us security. Then we had security problem only in the North East but now it has extended to North Central and even the North West. APC has failed because security has worsen.

“People are dying of hunger because economy has gone terribly bad. They have also failed in fighting corruption. The hunger is serious in the country today. Nigeria is today world’s poverty capital. We need a president that will fix the economy, create jobs and unite Nigerians.

“This APC government must go because

events of the past three years had shown that they don’t have solutions to all these problems.

We must vote this government out and elect Atiku as our next president. My people of Kwara and North central, we must vote out Buhari. Atiku is solution to Nigeria’s problem.”

Echoing Saraki, PDP presidential candidate, Alhaji Atiku Abubakar lamented that the nation has gone worse under the APC, hence the need to provide an alternative administration that can make things work in the nation again.

His words: “They promised us security, job, and to improve the economy but in each of these they failed. It is time for our people to return PDP to power because Nigeria was good when PDP was in power.

“Today in terms of economy, Nigeria is the poorest in the world. These are facts from international organisations. The security situation has become terribblt bad.”

Atiku alleged plans by the APC to buy permanent voters cards from people as a way of perpetrating electoral fraud but urged Nigerians to guide against the plan so as not to mortgage their future and that of their children.

In his own speech which also echoed Saraki, the PDP National Chairman, Prince Uche Secondus while appreciating the large turnout of the people for the rally noted that Nigerians have been suffering since APC took over power in 2015.

He said, “Look at the genocide in Benue and Plateau states and no arrest was made. APC is a government of propaganda. They can’t fool Nigerians again”. He added that Atiku has

experience in both private and public sectors that can be used positively to lead Nigeria and return it to the path of glory and buoyant economy.

His words: “Atiku is a man no one can bribe. Buhari has brought doom to Nigeria and the only man that will bring peace to Nigeria is Atiku. Atiku will bring food, security to Nigeria.

“INEC will only cause crisis in Nigeria if they attempt to rig the 2019 election. The election must be transparent. Nigeria will not allow election rigging again. Nigerians must be the soldiers and policemen on duty in Election Day to protect their votes. We have the best candidate who will win.

“One of the APC strategies is to cause crisis and postpone election, so that they can rig as they did in Osun. We will not accept any election postponement.”

The chairman of the organising committee for the rally who doubles as Kwara state PDP secretary, Alh Rasaq Lawal thanked the people of the state for turning out in large number to honour their illustrious son, Dr Bukola Saraki.

Describing the rally as a huge success, Lawal asked the people of the state to repeat the fit during the 2019 elections by voting massively for all the PDP’s candidates across board.

Short News Man declared wanted over refusal to serve deity Joy Anyim, Lagos Devotees of Ayeilara deity in Esan community in Ogwa Local Government Area in Edo State have declared an indigene, Obera Innocent, wanted for alleged refusal to serve the deity.

Obera Innocent was said to have refused the devotees’ insistence that he takes over from his parents who dedicated him to the deity on account of his new found faith in Jesus Christ.

According to source in the community, Obera Innocent was dedicated to the deity as a child and to be its priest upon attaining 20 years.

However, as fate will have it, upon attaining 20 years, Obera Innocent gave his life to Jesus Christ, and vowed that he cannot and will not worship any other god but Jesus Christ.

This decision put him at loggerheads with other devotees of the deity in the community who consequently declared him wanted.

The devotees, our source further disclosed, proceeded to his parents’ home to apprehend him and forcefully make him the priest of the deity but it took the intervention of the mother who came out stark naked pleading for respite for the angry devotees to disperse.

Since the incident, Obera Innocent has not been seen in public in the community but our source hinted that he may go into hiding to save his life.

Kwara Berin Wall: I said Saraki political dynasty, not Emirate - Minister Tom Okpe, Abuja The Minister of Information and Culture, Alhaji Lai Mohammed has stated that his assertions over the last All Progressives Congress (APC) victory in Kwara State during the By-election that ‘Kwara Berlin Wall is Broken’ was not directed at the Kwara State Emirate Council but the Saraki political dynasty in the state.

The Minister during the victory speech on Oro, his home town after the party candidates won the House of Representatives by-election in the state was alleged to have said; “Kwara Berlin Wall Broken”.

In a statement signed by the Minister, Lai Mohammed released to journalists on Wednesday, he said: “My attention has been drawn to a press conference addressed by the Ilorin Emirate Magaji/Alangua Forum in Ilorin on Tuesday, 4 Dec. 2018, during which I was alleged to have said that the ‘Berlin Wall’ of the Ilorin Emirate had been broken by the outcome of the 17 Nov. 2018 by-election in the Ekiti/Irepodun/Isin/Oke-Ero Federal Constituency of Kwara State”.

The statement reads: “While it is indeed true that I mentioned the Berlin Wall in my speech at the victory rally in my country home in Oro on Sunday, 18 Nov. 2018, it was undoubtedly in reference to the stranglehold of the Saraki political dynasty on Kwara politics.

Oshiomhole to Obasanjo: Remember your oath not to support Atiku Tom Okpe, Abuja The National Chairman of the All Progressives Congress (APC), Adams Oshiomhole, has asked former President Olusegun Obasanjo to remember the oat he swore not to support his former vice in office, Alhaji Atiku Abubakar, that God should punish him if he ever supports him to become president of the Federal Republic.

The former Edo State Governor and national leader of the Nigeria Labour Congress (NLC) also said the APC is stronger now in Ogun and Imo states despite grievances of their governors, Ibikunle Amosun and Rochas Okorocha, respectively describing the governors as ‘poor students of their own history who had forgotten that they lost elections before winning on the platform of the APC’.

He noted that the 2019 election would be a smooth sail for President Muhammadu Buhari and APC because ethnic and religious sentiments that characterized the 2015 election lost by former president Goodluck Jonathan would have no play this time around.

Oshiomhole said the popularity of APC in Imo and Ogun had soared despite the alleged anti-party activities of their governors adding; “Those who think our political future is tied to them; they are poor students of their own political

history. Some of these people who talk as if they are invincible have forgotten that they have run elections in the past and lost until they abandoned their parties and joined us. So if they return back, history will repeat itself.

“In Imo state today, APC will win more votes.

My focus is on ordinary Imo voters because on that day, the governor would have only one vote, his son-in-law would have only one vote while his Commissioner for Happiness would have only one vote. Artisans, traders, teachers and workers whose salaries are not paid have the same weight of vote and they are excited about the renewed possibility of a new government coming with fresh ideas free of all the encumbrances of the present system. So in Imo I’m very confident.

“Vice President Yemi Osinbajo is from Ogun State. The state is one of the most enlightened States in Nigeria. They have a huge history; they are not in a political kingdom headed by one person; If they were looking for true reconciliation, they wouldn’t have done what they did, defection of aides. That is not how democracy works.

Nigeria must grow beyond this syndrome ‘I’m the governor, I will decide.’ You have only one vote.

With due respect, I was once a governor. Overall APC is much stronger now”.

The Executive Director of National Centre for Agricultural Mechanisation (NCAM) Ilorin, Dr Yomi Kasali yesterday said the true gauge to measure the growth of Nigerian agricultural system remains the percentage of the women population participating in the activities of the sector.

Gov Ugwuanyi tasks contractors on speedy completion of projects Moses Oyediran, Enugu

Governor Ifeanyi Ugwuanyi of Enugu State has mandated contractors handling various government projects in the state to ensure that they continue to deliver quality jobs and adhere to the contract completion period.

Gov. Ugwuanyi, who spoke through his deputy, Mrs. Cecilia Ezeilo, when she paid unscheduled visits to some ongoing projects for inspection, reiterated the state government’s unflinching commitment towards providing quality infrastructure for the people of the state to continue to enjoy more democracy dividends.

The sites inspected include the OguruteMkpamute-Igogoro- Ikpamodo-Okpo-Amaja road and the Ogurute - Umuogbo-Umuopu-Ette road in Igbo-Eze Local Government Area; the Enugu State Waste Management Authority (ESWAMA) dump site road at Ogui, Enugu North L.G.A.

Others include the Igbo Ano Specialist Hospital; the Agbani District Hospital, Nkanu West L.G.A; Nsukka Magistrate Court building and the erosion control project along Ugwogo Nike –Opi Nsukka road.

Mrs. Ezeilo, who was accompanied to the project sites by the Commissioner for Works and Infrastructure, Engr. Greg Nnaji, said that the essence of the inspection was to ensure that the contractors lived up to expectation and “deliver these essential amenities to the benefiting communities on record time”.

While receiving the deputy governor and her entourage at Enugu Ezike in Igbo-Eze North L.G.A, amid excitement from a mammoth crowd, the traditional ruler of Umuoma Okpo autonomous community, HRH Igwe Patrick Okeyi described the on-going infrastructural development in Enugu State under Governor Ugwuanyi as unprecedented.

The royal father, who applauded Gov. Ugwuanyi’s grassroots development initiatives, stated that he has never witnessed such strides

being executed in the rural areas to connect adjoining communities, adding that the projects have given the dwellers a sense of belonging.

Short News 4 suspects arrested for adulterated Dettol, air fresheners Joy Anyim, Lagos Four suspects who specialised in the production of adulterated Dettol disinfectant of various sizes and Air Wick Air fresheners were on Wednesday paraded by the Lagos State Police Command.

The suspects: Francis Ume, 32; Chidubem Achezie, 44; Peter Ume, 44, and Ejike Jacob, 41 were all arrested following a tip off from residents of the Okokomaiko area, along Lagos - Badagry Expressway.

On receiving the tip off, the Divisional Police Officer in Charge of the Okokomaiko Police Division, CSP Aliyu Lukman had mobilized his men to the operational hideout of the suspects where they were rounded up.

A Truck loaded with cartons of Dettol Antiseptic, Airwick air fresheners with an estimated value of over N7 million were recovered from the suspects.

Parading the suspects at the Lagos State Police Command Headquarters in Ikeja, CP Imohimi Edgal said the command had made it a duty to fish out adulterators of products regardless of their hideouts.

Local Content Act: Kachukwu, stakeholders commend NCDMB on implementation Akam James, Yenagoa Major stakeholders in the oil and gas sector, led by the Minister of State for Petroleum Resources, Dr. Ibe Kachukwu and the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Dr. Maikanti Kacalla Baru, yesterday rated higher the Nigerian Content Development Monitoring Board (NCDMB) over proper implementation of the Local Content Act. The Minister of State for Petroleum Resources, represented by the Permanent Secretary, Dr. Folashade Yemi-Esan and the Group Managing Director of NNPC, Dr. Maikanti Kacalla Baru, made these known in Yenagoa during the 8th Practical Nigerian Content Conference with theme “Nigerian Content: Driving Economic Development and Stability”.

Dr. Baru said though the Corporation has institutionalised local content policy, the proper implementation of the Local Content Act has moved the 2010 in-country capacity for line pipes from 100,000 metric tonnes representing 10 per cent of annual industry demand of one million to 420,000 metric tonnes per annum representing 40 per cent of the industry demand.

Dr. Kachichukwu acknowledged the role NCMDB is playing in adding value to the nation’s hydrocarbon resources as well as supporting investors seeking to establish modular refineries in

the country.

The Minister described the conference as a veritable platform for industry stakeholders to assess the achievements of the Nigerian Content Act, its successes, challenges and new frontiers for possible improvements.

The Executive Secretary of the NCMDB, Mr Simbi Wabote, said the Board was currently implementing a 10-year strategic roadmap hinged on the five pillars of technical capability development, compliance and enforcement, enabling business environment, organising capacity as well as sectoral and regional market linkages.

According to Wabote, the Board would relocate to its 17-storey headquarters office in Yenagoa in the first quarter of next year and make the building functional with the right facility management contract.

Earlier in his speech, Governor Seriake Dickson of Bayelsa State frowned against actions and practices that deprive the state of its interests and benefits in oil and gas deals.

A statement on Wednesday, by the Special Adviser to the Governor on Media Relations, Mr Fidelis Soriwei, noted that the annual seminar was sponsored by the state government, the Nigerian Content Monitoring and Development Board (NCMDB) and other stakeholders.

Governor Dickson was said to have decried a situation where major oil and gas deals are concluded in faraway places with little or no

consideration for the interest of oil producing communities even as the state plays host to the headquarters of the Board.

He reiterated the need for oil majors to respect and obey the Local Content Act by relocating their headquarters to Bayelsa where most of them carry out a greater part of their businesses.

The Governor, however, expressed gratitude to the Federal Government and other stakeholders for their efforts towards completing the construction of the NCMDB headquarters project in Yenagoa.

His words, “The idea of local content is a great one, and we should not let it down. We are grateful that the Federal Government created the NCMDB with its headquarters in Bayelsa where the story of oil and gas started.

“We hope that by the time that wonderful edifice is completed and put to use, we will see more oil and gas deals being concluded in the great state of Bayelsa and that will add to the local economy.

“However, we frown at the current situation where most of these mega deals are concluded in faraway places.

“When you talk of local content, we have to be completely local. It means oil producing companies have to stay here, open their offices and interface more directly and robustly with the communities, state government and the NCMDB. “Just like Houston is the oil and gas capital of the world, we tell everybody whether they like to hear it or not, that Bayelsa is the oil and gas capital of Nigeria and of Africa.

Group cautions oil marketers on terror tactics Tom Okpe, Abuja A Group, the Buhari Media Organisation (BMO) has cautioned oil marketers against indulging in scare mongering and blackmail over a debt burden inherited from the previous administration saying it’s a terror tactic.

The oil marketers had issued a seven-day ultimatum to shut down operations at all depots over N800 billion oil subsidy debt.

The group in a statement signed by its Chairman Niyi Akinsiju and Secretary Cassidy Madueke in Abuja on Wednesday said that there is no basis for Independent Petroleum Products Importers (IPPIs) to resort to such tactics over a debt matter that this administration was not responsible for.

The statement said: “For the avoidance of doubt, the issue raised by the IPPIs is an inherited one but the Buhari Administration is not shying away from paying the debt in line with the approval of the Federal Executive Council (FEC).

2019: Sulu-Gambari denies vowing to abdicate throne if Buhari wins Kehinde Akinpelu, Ilorin The Emir of Ilorin, Alhaji Ibrahim Sulu-Gambari says he has never vowed to abdicate his throne if President Muhamnadu Buahari wins 2019 presidential election, describing the allegation as “unfounded”.

The Emir who spoke through Alhaji Salihu Woru-Mohammed, Magaji Nda of Ilorin made the clarification at a news conference in llorin.

Woru- Mohammed, the General Secretary of the Magaji and Alangua Forum in the llorin Emirate condemned the statement wrongly credited to the Emir.

Candidate list: Supreme Court orders Ogun PDP to respond to national exco’s brief Andrew Orolua, Abuja The Supreme Court on Wednesday ordered the Ogun State executive council of the Peoples Democratic Party (PDP) who are mainly Senator Buruji Kashamu allied to respond to issues raised in the brief of argument filed by the National Chairman Uche Secondus led National Working Committee of PDP. The PDP NWC who is the appellant in the suit is challenging the decision of the Federal High Court which ordered the Independent National Electoral Commission (INEC) to accept lists of candidates for elective offices from Adebayo Dayo led Ogun State Chapter of the PDP for the purpose of the 2019 general elections.

Justice Bode Rhodes-Vivor ordered that the Ogun State PDP executive council should file their brief within time allowed by rule to facilitate quick hearing of the appeal filed by the PDP National secretariat.

The PDP NWC in the appeal is challenging the decision of the Federal High Court which

ordered the Independent National Electoral Commission (INEC) to accept lists of candidates for elective offices from Adebayo Dayo led Ogun State Chapter of the PDP for the purpose of the 2019 general elections.

The grouse of the Secondus led National Working Committee is that the High Court erred in law in the judgment delivered by Justice Ibrahim Buba of the Federal High Court, Lagos on the grounds that it is the national secretariats of parties that conduct primary elections and submit names of candidates to INEC and not state chapters.

The appellant (PDP) in the appeal is also challenging the refusal of the Court of Appeal to hear it as required by law.

Justice Rhodes-Vivor was however told by counsel to Ogun PDP, Dr. Alex Izinyon (SAN) that the appellant’s brief of argument was served on him on Monday and that he needed time allowed by law to file his own brief of argument for his client.

This prompted the 5 - man panel of the Apex Court to direct that the respondents’ brief of argument be filed within time allowed by law.

Emeka Etiaba (SAN), represented the PDP NWC at yesterday’s resumed hearing.

The Federal High Court sitting in Lagos had on the 24th of June, 2016 delivered a judgment in which it upheld the validity of the Dayo-led Ogun State PDP Executive committee and ordered the national leadership of the PDP and the Independent National Electoral Commission (INEC) INEC to recognize and deal with the Dayo-led Exco till the expiration of their four years tenure in 2020.

Dissatisfied with the judgment of the High Court, the PDP under the erstwhile National Caretaker Committee lodged an appeal at the Lagos Division of the Court of Appeal. But after the Port Harcourt Division of the Court of Appeal declared Senator Ali Modu Sheriff as the authentic National Chairman of the PDP on the 17th of February, 2017, Sheriff caused a Notice of Withdrawal to be written to the court on behalf of the Party.

On the basis of this, the Lagos Division of the Court of Appeal dismissed the appeal on the 4th May, 2017. A further application to have the dismissed appeal relisted was struck out on the 11th of July, 2018 and a cost of N200, 000 awarded against the PDP.

The Ogun State Government, through the Department of Trade and Investment, will today (Dec. 6) play host to a delegation from the UN-Habitat and the United Kingdom Foreign Commonwealth Office (FCO) for the Validation of the Abeokuta Urban Master Plan and Guidelines for Urban Renewal.

Scheduled to hold at the Governor’s Office Press Centre, Oke-Mosan, Abeokuta, the validation exercise is yet another testament to the Senator Ibikunle Amosun-led administration’s efforts to put in place an enabling environment for investment to thrive.

Abiola-Costello indicated that the exercise is a continuation of the Strategic Development Phase and would focus on the Development of Public Transport Policy and Capacity Building, which has Abeokuta, the State capital as one of the 19 cities earmarked for implementation across the world.

Bus conductor dies mysteriously in Umuahia Prince Nwankwo, Port Harcourt A young man in his late 30s, popularly known as Nwammuo was found dead yesterday morning, at Agricultural Development Programme (ADP), Ossah, Umuahia, Abia State.

As early as 6:00am, passersby and road users in Abia state, gathered in front of ADP where “Nwammuo” was found in a gutter already dead, with bruises and blood in his face.

Nwammuo who was a popular conductor in Umuahia, at Okigwe Park is a native of Umuderim in Isinweke, in Ihitte/Uboma Local Government Area of Imo State.

At about 8:15am that morning, members of Okigwe motor park came to carry the corpse of the deceased, but was not allowed by the soldiers living in ADP as they insisted that only the family members will be allowed to take the corpse.

After more than 1 hour, the family members of Nwammuo came with an ambulance car, after series of questions, they were allowed by the soldiers to carry the deceased body.

At the time of filing this report, the main cause of his death could not be ascertained.

Afreximbank created to support African countries in good and bad times - Oramah As Central African Republic strengthens cooperation with Afreximbank

Joy Obakeye The President, African Export-Import Bank (Afreximbank), Prof. Benedict Oramah, has said the Bank was created to support African countries in both good times and bad times.

The Afreximbank boss disclosed this on Wednesday, when the Minister of State and Economic Adviser to the President of Central African Republic, Claude Rameaux Bireau, led a five-member delegation to the Bank’s headquarters in Cairo.

At this event, the Central African Republic formalised its membership of the Afreximbank with the deposit of the instrument of the country’s ratification of the Bank’s Establishment Agreement with the continental trade finance institution.

Commenting on this development, the Afreximbank boss stated that the ratification of the Agreement by Central African Republic would make it possible for it to effectively do business in the country.

“The ratification grants us the special privileges and immunities that make it possible for us to take the risks that other commercial banks cannot”, Prof. Oramah explained.

He, however, announced that the Afreximbank had been reviewing six projects, which the country had identified as priorities to see how to support them, saying that Central African Republic, with its abundant resources, could be an investor’s paradise if well-marketed.

On his part, the Minister of State and Economic Adviser to the President of Central African Republic, Claude Rameaux Bireau, said that there are high expectations from Afreximbank, while looking forward to strengthened cooperation with the African lender.

Mr. Bireau said that Central African Republic would move quickly to take up shareholding in the Bank and announced that the government was already working with the African Development Bank to support it in that regard.

He added that the country would participate in the Intra-African Trade Fair, which was being organized by Afreximbank in collaboration with the African Union. The trade fair will take place in Cairo from 11 to 17 December.

Meanwhile, the Central African Republic had initiated the process of joining the Bank on 28 November 2017 when it presented an instrument of accession to the Bank Agreement to Prof. Oramah when he met with President Faustin-Archange Touadéra in Bangui.

Under the terms of the Agreement for the Establishment of the Bank, which was signed by Participating States in Abidjan on 8 May 1993, countries that did not sign on before it entered into force are required to first issue an instrument of acceptance and accession and then proceed to formally ratify the Agreement in order to fully activate their membership of the Bank.

Membership of the Bank gives the Central African Republic automatic access to the full range of products and facilities

offered by Afreximbank, including trade finance facilities, project finance services, trade information, and advisory services, support in the development of a local content policy and assistance in developing and implementing industrial parks and special economic zones.

There are 50 countries currently on the list of Afreximbank participating and shareholding states, including Angola, Benin, Botswana, Burkina Faso, Burundi, Cameroon, Cape Verde, Chad, Central African Republic, Comoros, Côte d’Ivoire, Democratic Republic of Congo, Djibouti, Egypt, Equatorial Guinea, Eritrea, Ethiopia, Gabon, Gambia, Ghana, Guinea, Guinea Bissau, Kenya, and Lesotho.

Reps begin amendment of Public Procurement Act to favour youth To ensure 20% of MDAs procurement contracts awarded to youth

Ladesope Ladelokun The House of Representatives on Wednesday commenced the amendment of the Public Procurement Act when the bill passed second reading.

If passed into law, the amendment bill would ensure that 20 per cent of all contracts on procurement in every financial year awarded by federal Ministries, Departments and Agencies (MDAs) are reserved for youth who the House said, fall within the economical disadvantage group in the

country.

The sponsor of the amendment bill, Rep. Sunday Karimi (Kogi/PDP) said that the bill seeks to reduce unemployment and ensure that the youth and other disadvantaged Nigerians are considered in the procurement of goods and services by all MDAs. The lawmaker said the merit of the bill is aimed at the elimination of unemployment and creating jobs for the youth, thereby contributing to economic growth of the nation.

He hinted that it would enable young persons who graduate and qualified as professionals in various fields to pull their

resources together and establish business concerns that can approach the MDAs for the contract.

House Leader, Rep. Femi Gbajabiamila in his contribution said that the proposed legislation is in the nation’s interest as the law if enacted would protect the youth, adding that the legislation when enacted would not infringe on the rights of citizens.

Equally, Rep. Tahir Monguno (Borno/ APC) said that what the bill seeks to achieve is to support the growth of Small and Medium Scale Enterprises (SMES) in Nigeria.

APC) said that many youths are looking for opportunities by way of either employment or contracts in all the MDAs. He added that such legislation would encourage the youth and make them more stable financially.

Speaker of the House, Yakubu Dogara later passed the bill for second reading at the conclusion of debate and referred it to the House Committee on Public Procurement for further legislative action.

He had earlier overruled Rep. Nkem Abonta (Abia/PDP), who raised a point of order saying the law infringes on the rights of older persons.

Banks supervision: NDIC restates determination to continue working with CBN Mathew Dadiya The Nigeria Deposit Insurance Corporation (NDIC) has pledged to continue to work closely with the Central Bank of Nigeria (CBN), to ensure adequate supervision and monitoring of banks in the country.

The NDIC Managing Director, Umaru Ibrahim pledged on Wednesday at the NDIC Special Day at the ongoing 39th Kano International Trade Fair.

Ibrahim, who represented at the occasion by the Controller, NDIC Kano Zonal Office, Mr. Bashir Nuhu, aid the measure was necessary to ensure adequate protection of depositors in the domestic financial system against flagrant disregard of extant rules by the management of financial institutions.

The NDIC MD noted that the collaboration with the CBN would also help to reduce the occurrence of unlawful insider dealings, weak internal control and overall non-compliance to prudent guidelines.

“The corporation, in collaboration with other stakeholders, will continue to promote good corporate governance in the nation’s banking system,” he said.

The Managing Director said as part of efforts to further enhance stability in the financial system in subsequent periods, and forestall the reoccurrence of disappointments, the corporation had embarked on various public awareness campaigns explaining the roles and responsibilities of customers to their banks, and vice versa.

Ecobank Nigeria MD calls for collaboration to enhance digitisation in Africa Motolani Oseni The Managing Director, Ecobank Nigeria, Mr. Patrick Akinwuntan, has asked governments, private sector businesses and fintechs to collaborate more to evolve a digitalised continent.

He made this call on Tuesday, at the Africa Fintech Festival in Lagos, where representatives of African fintechs experts and representatives from various African countries gathered to deliberate on how to drive to transform, enable and facilitate continental technology.

Akinwuntan said: “Africa is a vast continent with great potential to be realised. We have over 1.3 billion people with a combined GDP of $1.5 trillion and an economy where over 95 per cent of transactions are conducted in cash, which offers a tremendous opportunity that we can harness via digitisation.

FEC approves N551.8m for construction of new freight office Mathew Dadiya The Federal Executive Council (FEC) has approved a contract for the construction of a national freight office in Jibia, Katsina state.

The approval was granted Wednesday during the meeting of the council which held inside the council chamber of State House Presidential Villa Abuja, chaired by Vice President Yemi Osinbajo.

Briefing State House correspondents,

Minister of Transportation, Rotimi Ameachi, said the contract was awarded at a cost of N551.8 million and implementation is to last for 36 weeks.

“You know that the national freight office is usually located at border posts. So, this one is at the border post between Katsina and Niger Republic,” he said.

Mr. Amaechi also said from next year, the Nigerian government will encourage businesses to use rail instead of trucks to transport good between Lagos and Ibadan.

He said the measure is aimed at reducing

pressure on the Lagos-Ibadan Expressway.

The government is currently reconstructing the road and is also constructing a standard gauge rail line between the two states.

“We believe that by next year, we will begin to encourage those who transport by trucks between Lagos and Ibadan to use the rail.

“We believe that before the end of June, that will happen. We will start running from January but, we may not be able to carry enough cargo, we will be able to do that by June or July,” he explained.

FMT &A trains over 200 members on entrepreneurship, retirement Chukwuemeke Iwelunmo As part of its objectives of continuous capacity building for their members, the Federal Ministry of Transport and Aviation (FMT&A) Cooperative Society has trained over 200 members in the area of entrepreneurship and retirement planning.

The members drawn across the various sectors benefitted from different training programmes at different times, while a lot more are still on the waiting list to be trained.

Appealing to those members who are yet to benefit to be patient, the Cooperative said they have developed a long-term plan to ensure all members benefit at the end of the day.

President of the Cooperative, Mr. Babatunde Sotin, gave the hint while speaking at the 49th Annual General Meeting (AGM) of FMT&A Cooperative Society recently.

Sotin said that, in the last one year, the management committee has not only worked assiduously to ensure that the Society does not derail from its upward trajectory, but have also ensured that value is being added to the financial and economic well being of their

esteemed members.

According to the President, impressive result of the Society has been entirely instrumental to the growth of their membership base which has reached, adding that “In the year under review, a total of 517 new members joined the Society from all sectors”.

To this end, Sotin hinted that more members are joining the Society on a daily basis and this has continued to reflect positively in their longterm strategic economic plan.

On projects, Sotin said “since the completion of the guest house project last year, operations have commenced fully at the facility. Within the first six months of operation, the facility generated over N10 million n revenue. This prompted the management committee to consider the conversion of the multipurpose hall to rooms to increase revenue as the hall was not contributing much to the Commonwealth of the Society”.

“Consequently, the multipurpose hall was converted to six rooms in addition to the sixteen earlier completed. One of them designated as an office for the guest house staff.

From June 1st, 2018, when operations commenced in the five additional rooms after

completion, to the 26th September 2018, the five rooms generated over N3.6 million.”

With new management of their showroom, Sotin pointed out that prices of their products are now very competitive and has generated N3.2m so far Sotin also said that their land projects located at Ilogbo, Ikorodu, Ofada phase 1 and 11, Agbara are being monitored for complete development in the overall interest of all the members.

On their school facility at Alakuko in Lagos, Sotin said “you will also recall that at the last AGM, we reported that in line with Cooperation Among Cooperatives strategy, we jointly acquired a Private School facility with our sister Cooperative Society, Fire Coop, the first of its kind in Lagos. We are happy to inform you that we have been able to complete the change of name process with the Lagos State Ministry of Education. The Ministry has approved the school to be renamed; Aviation Cooperatives Nursery & Primary School and Aviation Cooperatives Secondary School. We have commenced the process of renovating and repositioning the facility for take-off and we hope to conclude that within the earliest possible time”.

Yoruba elders and leaders, including a leader of pan- Yoruba socio- political group, Afenifere, Chief Ayo Adebanjo; former Deputy National Chairman of Peoples Democratic Party (PDP), Chief Olabode George; Prof. Banji Akintoye, Senator Femi Okunronmu, Chief Ebenezer Babatope, among others got together on Monday at the MUSON center in Lagos to reiterate their call for restructuring of the country, saying it was through that Nigeria could witness prevalence of equity, fairness and justice.

While noting that the Yoruba remains cohesive, indivisible and strengthened by a common cultural bond and ideological vision, they reiterated in the communique, that: “The Yoruba believe in the restructuring of Nigerian union in order for the prevalence of equity, fairness and the dominating anchor of justice.”

While justifying the call for restructuring, the communique said “the centre is too unwieldy, too disproportionate in effectively creating equity in the distribution of the collective wealth, urging that: “We must encourage every state in our federation to grow on the momentum of the available resources within their soil.”

Touching on what informed the adoption of Alhaji Abubakar as the Yoruba candidate for the 2019 presidential poll, the communique said: “The Yoruba people resolved to adopt the candidature of Alhaji Atiku Abubakar for the presidency in the 2019 elections in view of his support for the restructuring of Nigeria to create equal opportunities, fairness and justice for all stakeholders.”

Speaking at the colloquium, an Afenifere chieftain, Chief Adebanjo, lamented that the Yoruba that were known to be the foremost race in Nigeria was now endangered to the extent that the country which it belonged to was equally endangered and, therefore, the need for Yoruba elders and leaders to join hands to rescue the situation.

According to Adebanjo, who was represented by Prof. Akintoye, the Yoruba are endangered through high degree of poverty, insecurity and hopelessness, saying all manner of insults and harassment were now being unleashed on the race like never before in the structure called Nigeria.

“We must come together to

protect our people,” he charged the elders and leader at the gathering, saying that the race were not known to submit to failure and was not common for Yoruba to agree to poverty.

“Yoruba don’t know how to submit to failure to anything. It is also not common for Yoruba to agree to poverty.

“We Yoruba are going through high degree of poverty right now, we are going through high degree of insecurity and we are also going through high degree of hopelessness.

“I have confidence that Yoruba would rise and fight the battle and we will achieve success,” he said.

The elder statesman, who reiterated his support for restructuring of the country, said the message everyone should take home was that the Yoruba wanted to live in a decent community and would not want to be gagged by any group within the Nigerian nation, declaring that Yoruba remained a great nation.

Former Deputy National chairman of PDP, Chief George, who is also the Atona Oodua, while also lamenting the state of affair in the country, said the Yoruba insisted on a balanced, equitable expanse where every section of the Nigerian society would be free and unhindered in the cultivation of their natural resources.

While maintaining that restructuring was the way out for the country, George said he had travelled across the length and breadth of Nigeria and could see that every state was blessed abundantly with either agricultural or mineral resources.

According to him, “If we all get up and work hard the people in every state can survive without any largess from the central government.”

This was just as he knocked the Vice President, Prof. Yemi Osinbajo, for distributing N10,000 each to market women, querying: “What kind of absurdity!”

PDP presidential primary contestant seeks cancellation of result Stories by Patrick Okohue One of the contenders in the last Peoples Democratic Party (PDP) presidential primaries for the 2019 election, Mr Osifo Stanley has called for the nullification of the party’s Convention, claiming it was fraught with lots of irregularities, threatening that he would take legal action if nothing drastic is done to redress the ill treatment meted out on him.

Osifo who made the call at a Press briefing held in Lagos to state his grievance, over what he described as the faulty procedure of the convention, alleging that he was denied opportunity to participate.

He said that he had notified the party stakeholders at every instance of his aspiration, even till he purchased the expression of interest and nomination form, but was taken aback when at the point of screening the aspirants he was rather asked to withdraw.

There have been changes in the environment in every time period but the biggest and most negative changes are happening today. A lot of groups and people are doing everything they can to raise awareness about the importance of a clean environment and to make the environment healthier.

Unfortunately, it is still not enough. The only way we are going to achieve a clean environment is if everyone works together to take care of our planet.

A clean environment is essential for human health and well-being. However, the interactions between the environment and human health are highly complex and difficult to assess. This makes the use of the precautionary principle particularly useful.

The best-known health impacts are related to ambient air pollution, poor water quality and insufficient sanitation.

It is for this reason that The World Health Organization (WHO) in the African Region had launched the first WHO Africa Innovation Challenge calling for health innovations with the potential for having significant social impact and addressing the unmet health needs on the continent.

The Innovation Challenge according to the WHO recognizes the critical need for innovations to address the continent’s challenges in healthcare,.

The deadly effects of Viral Hepatitis Hepatitis is the inflammation of the liver chiefly caused by viruses but may be caused by other factors like alcohol, drugs, toxins, malaria, yellow fever and autoimmune disease. The liver is the largest organ in the body.

It helps digest food, store energy and removes poisons.

Viruses that cause hepatitis are named from A to G. Hepatitis is usually lifelong with possible progression to cirrhosis or liver cancer. It is often silent and can become an epidemic.

The five main hepatitis viruses, types A, B, C, D and E, can cause severe illness, death and outbreaks. Viral hepatitis affects 325 million people globally and around 20 million Nigerians, leading to 1.34 million deaths every year.

About 85% of people living with hepatitis globally are unaware of their status. This results in fatal liver disease, cancer or the transmission of the infection to others.

Hepatitis A Virus (HAV) is present in the faeces of infected people. It is most often transmitted through consumption of contaminated water or food. It is commonest in children and people in areas of the world with poor sanitation.

Symptoms seen may include fever, malaise, anorexia, nausea, joint pains and abdominal swelling. The disease may resolve in a few days, but treatment is advised as it may be severe and lifethreatening in some cases. Travellers heading into countries with Hepatitis A should be immunised.

Hepatitis B Virus (HBV) is the most common. It is commonly spread via blood, blood products, semen and other body fluids. It can be transmitted from a mother to her child during childbirth and from sharing needles or sharp objects. It is responsible for about 900,000 deaths worldwide every year.

Most people do not experience any symptoms during early infection but go on to develop a long-term infection that may be fatal. Early symptoms may include jaundice, dark urine, extreme fatigue, nausea, vomiting and abdominal pain. Vaccination is available for HBV as part of the National Immunisation Schedule.

Hepatitis C virus (HCV), like HBV, is mostly transmitted through exposure to infected blood, through transfusions and contaminated injections. Usually, the disease has no symptoms in early

infection.

However, those infected may develop a fever, fatigue, decreased appetite, nausea, vomiting, abdominal pain, dark urine, grey-coloured faeces, joint pain and jaundice.

Globally, around 71 million have chronic hepatitis C and a large number of those may develop liver cirrhosis or cancer. It is advised to get tested. Early detection and treatment lead to better outcomes. There is currently no vaccine for HCV but treatment is successful in over 90% of all cases.

To keep kids safe and healthy, many parents and guardians attempt to keep a clean household to eliminate filth and hazards associated with dirty, cluttered atmospheres.

Yet, not all children are fortunate enough to be raised filth-free. Raising a child in a filthy home is a form of neglect, and children who grow up in dirty, unsafe environments are at risk for facing emotional and physical consequences, according to the United States Administration for Children and Families.

Children who live in filthy homes may not understand, nor practice, good hygiene.

Showering, brushing teeth, combing hair and washing clothes are examples of good hygiene when performed on a consistent basis. However, when kids come from filthy home environments, they don’t always have access to clean clothes or parental direction to bathe or shower and brush their teeth every day.

Poor health is a consequence of children in filthy homes. Not only do presenting home filth and hazards impact children’s health during their youth, but it also makes people more susceptible to illnesses when they get older. For instance, according to the Centers for Disease Control and Prevention, dust mites, pet fur, mold and cockroach droppings left unclean trigger asthma attacks in children. In addition, dirty and messy environments breed germs and bacteria. Exposure to such conditions can cause kids to get sick due to the unsanitary conditions that aren’t often cleaned or disinfected. Accordingly, many children get sick repeatedly because they never fully get rid of the germs or bacteria.

Depression and other mental health ailments are conditions that children can get as a result of living in a neglectful home environment. A dirty, messy or cluttered home might be overwhelming to some kids, causing them to become aggressive, angry or violent due to the frustration caused by their home environment.

US reopens ‘permanent diplomatic mission’ in Somalia

Ahmed Asiri and Saud al-Qahtani both have close ties to Crown Prince Mohammed bin Salman

Turkish prosecutor seeks arrests of Saudis over Khashoggi murder Istanbul’s chief prosecutor has filed warrants for the arrest of a top aide to Saudi Arabia’s de facto ruler and the deputy head of foreign intelligence on suspicion of planning the killing of Saudi journalist Jamal Khashoggi.

The prosecutor’s office concluded that there is “strong suspicion” that Saud al-Qahtani and Ahmed Asiri, who were both removed from their positions following the murder, were among the planners of the murder, two Turkish officials said on Wednesday.

Jamal Khashoggi, a United States resident and columnist for the Washington Post, was killed shortly after entering the Saudi consulate in Istanbul on October 2.

“The prosecution’s move to issue arrest warrants for Asiri and Qahtani reflects the view that the Saudi authorities won’t take formal action against those individuals,” one of the officials told Reuters news agency.

The official added that Saudi Arabia could address the international concern by extraditing all suspects in the case to Turkey.

According to AFP news agency, the application for the warrants was filed on Tuesday.

At the time of publication, Saudi Arabia had not publicly responded to the request.

The Saudi prosecution has previously acknowledged that alQahtani and Asiri were part of the plot to kill Khashoggi.

The two men were both highranking officials with close ties to Crown Prince Mohammed bin Salman.

Al-Qahtani is one of the highestprofile figures implicated in the killing. Believed to have been Prince Mohammed’s right-hand man.

The 40-year-old was removed

as a royal court adviser following Khashoggi’s assassination. Prior to that, he served as a media adviser to Prince Mohammed.

Al-Qahtani is believed to have supervised a 15-man hit squad that flew from the Saudi capital, Riyadh, to Istanbul to carry out Khashoggi’s murder, although he did not travel to Turkey.

Nor did Asiri, who served as spokesperson for the Saudi-led coalition in Yemen before being appointed as an adviser to Prince Mohammed, who then promoted him to his intelligence position in 2017.

Asiri frequently was the subject of condemnation from rights groups over apparent disregard for civilian casualties in the war in Yemen.

Al Jazeera’s Mohamed Vall, reporting from Istanbul, said it is possible that more arrests will be ordered.

“The Turkish prosecution believes that these men are only a part of the planning and we understand that the list is not conclusive.

“We understand also that there was a previous request from the Turks to Saudi Arabia to extradite the 18 men they mentioned were involved in the crime but none of that has happened.

“No response came from Saudi Arabia and now there is this specific mention of these two men at the top, but it’s not a conclusive list and they said these men are among the planners, not all the planners,” he said.

Wednesday’s announcement came hours after CIA director Gina Haspel briefed US senators on new evidence in the Khashoggi case.

Republican Senator Lindsey Graham said he felt there was “zero chance” the crown prince wasn’t involved in Khashoggi’s death.

While several countries have taken steps to put pressure on the kingdom, including in some cases suspending weapons exports, it is felt that Saudi Arabia is unlikely to comply with Turkish demands without encouragement from the US. “We know that Mohammed bin Salman takes his cues from President Trump and that Trump so far has not commented on the statements that have been issued during the night from Congress members.

“I think the Saudis on their own will not comply with any Turkish demands unless there is enough pressure put on them from the American side,” Valls said.

Also on Wednesday, United Nations human rights chief Michelle Bachelet said that an international investigation was needed to determine who was responsible for Khashoggi’s murder.

“I do believe it is really needed in terms of ensuring what really happened and who are the [people] responsible for that awful killing,” she said at a news conference in Geneva.

Speaking in Brussels on Wednesday, Turkish Foreign Minister Mevlut Cavusoglu urged Saudi Arabia to be transparent, saying Ankara would not hesitate to launch an international probe if its investigation becomes deadlocked.

Khashoggi’s murder prompted international outcry and forced many countries to reassess their ties with the kingdom.

After weeks of repeated denials that it had any involvement with his disappearance, Riyadh eventually acknowledged that Saudi officials had planned and executed the killing.

The whereabouts of his remains are still unknown.

The United States has reestablished a permanent diplomatic presence in Somalia nearly three decades after it closed its Mogadishu embassy in January 1991, the State Department said.

“This historic event reflects Somalia’s progress in recent years and is another step forward in formalising US diplomatic engagement in Mogadishu since recognising the federal government of Somalia in 2013,” State Department spokeswoman Heather Nauert said in a statement.

“Our return demonstrates the United States’s commitment to further advance stability, democracy, and economic development that are in the interest of both nations,” Nauert added.

The US diplomatic mission for Somalia in recent years has been attached to the US Embassy in Nairobi, Kenya.

“Ambassador Donald Yamamoto and his team look forward to working closely with the people of the Somali federal government to strengthen our already strong bilateral relationship,” Nauert

said.

South African parliament backs land reform report South Africa’s parliament has approved a report endorsing a constitutional amendment that would allow expropriation of land without compensation - a decision the main opposition party said on Tuesday it could challenge in court.

Land is a hot-button issue in South Africa where racial inequality remains entrenched more than two decades after the end of apartheid when millions among the black majority were dispossessed of their land by a white minority.

A parliamentary team last month recommended a constitutional amendment to make it possible for the state to expropriate land without compensation in the public interest.

The team’s report was debated in parliament on Tuesday and approved by a majority of the members present.

However, adopting the report is just one step in a long process to change the constitution to allow for land reforms.

President Cyril Ramaphosa, who replaced Jacob Zuma in February, has prioritised land redistribution as he seeks to unite the fractured ruling African National Congress (ANC) and win public support ahead of an election next year.

But the main opposition, Democratic

Alliance (DA), and some rights groups are critical of the government’s plans, saying it will jeopardise property rights and scare off investors.

“We support expropriation of land without compensation or zero rand compensation in the public interest,” the ANC’s Vincent Smith said during the parliamentary debate. before Tuesday’s debate, John Steenhuisen, the main opposition’s chief whip, said “the DA will not hesitate to approach the courts” should the report backing the expropriation of land be adopted.

Following Tuesday’s vote, a new bill proposing the change to Section 25 of the constitution to allow for expropriation of land without compensation would need to be drafted.

It would also require the public’s contribution before a debate and vote in the assembly. To become law, it would need to be passed by both houses of parliament and then signed

by Ramaphosa. It is unclear how long this process would take.

Last week, the High Court rejected a legal challenge brought by AfriForum, a group representing mainly white Afrikaners who wanted to overturn a parliamentary committee report supporting changes to the constitution.
