The NWC, in its official reaction, stated that it viewed promoters of the new group which emerged from the new Peoples Democratic Party (nPDP) actors in APC as mischievous and ill-advised individuals. The APC National Publicity Secretary, Mallam Bolaji Abdullahi, stated this in a statement made available to The Daily Times on Thursday. He said: ‘‘By their actions, this group has attempted to create the impression that our party is factionalised, this is not true. “The All Progressives Congress (APC) wishes to affirm that there is no faction in our party and declares the action by these individuals as mischievous and ill-advised. Having failed to scuttle the National Convention as was their original plan, they now resort to this subterfuge as a way of achieving the predetermined end of causing confusion. “As a matter of fact, we doubt that these individuals parading as leaders of the so-called faction are actual members of our party. We are currently investigating their true membership status within the party. “While we shall continue to monitor developments in this respect, we will not hesitate to take lawful actions to defend the unity of our party and protect the sanctity of its identity. We are currently reviewing the action of this so-called faction in order to

determine if any aspect of the party’s constitution has been breached with the connivance of any of our members. “For those members who have genuine grievances, we want to assure them of the commitment of the new leadership of the party to address those grievances as quickly as possible in a manner that ensures that justice is done to all”. But the Speaker, House of Representatives, Hon Yakubu Dogara, on Thursday, urged the APC national leadership led by Adams Oshiomhole to enthrone justice and equity in the party in order to silence dissenting voices and opposition. Dogara spoke at a meeting between the House caucus and members of the newly elected National Working Committee of the party led by the National Chairman, Adams Oshiomhole, at the National Assembly. The speaker stated that although there is no human endeavour that is perfect but insisted that the APC lawmakers only expect justice which is indivisible and universal. “In every family whether it is a nuclear, extended or an organization, there is bound to be problem and that is because we humans that are running those institutions are not perfect ourselves. So we don’t expect perfection from any quarters. “Our only expectation is the issue of justice and justice is indivisible. What is justice to the executive should be justice to the legislature and it should be justice to the judiciary.

“What is justice to the president and the vice president should be justice to the governor and it has to be justice for the members of the National Assembly, because you can’t divide justice. Once you begin to divide justice you don’t have justice. “And once we are able to get these things in their proper perspectives to some extent we will be able to silence the voices of dissent within the party. “But, that we have problems is perfectly okay but we mustn’t allow our problems to define us; rather we should define our problems as a party,” he added. Dogara expressed optimism about the ability and capacity of Oshiomhole to tackle the challenges confronting the party, saying that “I know that you came well prepared, we can only wish you well and pray for God’s additional wisdom because human wisdom won’t be enough as you navigate very treacherous terrain.” Responding, Oshiomhole assured the House caucus that “every person matters in our party because all party members voluntarily moved from various political platforms, and dissolved those platforms in order to give birth to the APC .” He said that the idea of delivering the greater good for the greater number of Nigerian citizens is what binds the APC together and “defines us in spite of the teething problems we were bound to experience that every new organisation goes

Reps direct Shell to relocate to Western headquarters to Warri Henry Omunu, Abuja The House of Representatives on Thursday, directed the Shell Petroleum Development Company (SPDC) to relocate its Western operational headquarters to Warri in Delta State with immediate effect. The directive is sequel to the adoption of a motion sponsored by Hon Lovette Idisi, the member representing Ethiope West and Ethiope East of Delta state. Passing the motion, the House resolved to refer the relocation order to its committee on petroleum upstream for a detailed, specific and professional appraisal and report its recommendations within two weeks. Moving the motion, Hon Idisi said that Warri is still reeling from the unpleasant decision by Shell to temporarily relocate its western headquarters from Warri in 2013 on the excuse of a hostile business environment. He stated that the hostile environment Shell cited for its relocation had indeed been engendered by the neglect and impoverishment of the people through the adverse effects of oil exploration activities. But the lawmaker reminded Shell that peace has returned to Warri and the entire Niger Delta

region, adding that the only way to sustain this peace and business friendly environment is for the oil company to return its operational headquarters back to Warri. According to him, the refusal by the Anglo-Dutch oil firm to relocate to Warri will amount to a contravention of the spirit and intendment of the Local Content Act and be interpreted as a continuation of the decade - long disdain, neglect and short - changimg of the Niger Delta people. Idisi further recalled that in May this year, Shell’s Vice President, Ethical Affairs Committee Mr. Bradford Houppe at the Hague, apologized to the Niger Delta people, regretting the hardship caused the people of the region over the years by the devastating impacts of the company’s operations on their land and water ways. The House member declared that Shell acted wrongly by relocating its office from Warri while it’s still drilling for oil in the area for the past two years. “For the avoidance of doubt, there has been peace and stability in Warri, the state and the entire Niger Delta region which was the erroneous reason the departure was predicated upon. “The government of Delta State has even promised to

provide adequate security and tax incentives to encourage SPDC to return back to Warri. “As representatives of our people, we have the responsibility to champion their cause as jobs have been lost, ancillary industries have been divested of business opportunities, taxes have been diverted elsewhere and Warri – indeed Delta State is now a shadow of its former glory. “All of these have been occasioned by the exit of SPDC that continues to drill oil from our land while our people are left to continue with the devastating consequences of oil exploration activities,” he added. Idisi expressed worry that several appeals made to the managing director of Shell by concerned stakeholders advancing several reasons why the oil firm should return back to Warri beyond the fact that peace has returned to Warri and indeed the Niger Delta have yeilded no official response. Nigeria, he said is currently undergoing serious economic challenges and therefore cannot afford the disruption of oil revenue from Delta State as a result of aggressive protests for the relocation of Shell’s western headquarters to Warri if it continues to refuses to return back to the status quo pre-2013.

155 VIPs to lose assets as Buhari signs Executive Order

Mathew Dadiya, Abuja In a move to up the fight against corruption, President Muhammadu Buhari, on Wednesday, signed into law an Executive Order to seize assets of about 155 corrupt persons and institutions in Nigeria. The order which came barely a day after the president said he would reshape the anti-corruption war, also targets specific politically exposed persons who are currently being tried in courts for corruption. Some of the affected politically exposed persons include former National Security Adviser (NSA), Col Sambo Dasuki, former State Governors: Sule Lamido (Jigawa), Gabriel Suswam (Benue), Babangida Aliyu (Niger), Orji Uzor Kalu (Abia), Rashidi Ladoja (Oyo), Gbenga Daniel (Ogun), Adebayo Alao- Akala (Oyo), Murtala Nyako (Adamawa), Saminu Turaki (Jigawa), Chimaroke Nnamani (Enugu) and Danjuma Goje (Gombe). Others are former Inspector General of Police, Mr Sunday Ehindero, former ministers, Bala Mohammed, Jumoke Akinjide, Adeseye Ogunlewe and Femi Fani-Kayode. Other affected politically exposed persons include Stephen Oronsaye, Jide Omokore, Andrew Yakubu, Teidi Shuaibu, Olisa Metuh, Air Vice Marshal Adesola Amosu, Raymond Dokpesi, Dele Belgore (SAN), Rickey Tarfa (SAN) and Justice Rita Ofili- Ajimogobia. The order is titled: “Presidential Executive Order No.6 of 2018 on the Preservation suspicious Assets Connected with Corruption and other relevance offences.” It states: “Whereas it is the responsibility of the Federal Government of Nigeria to

protect the resources of Nigeria from all forms of Corruption; Whereas Corruption constitutes an unusual and extraordinary threat to the well-being, national security and stability of the country’s political and economic systems, as well as its continuous existence; and must be effectively addressed; “By the powers vested in me under Section 5 of the 1999 Constitution (as amended) which extends to the execution and maintenance of the Constitution, all Laws made by the National Assembly (including but not limited to Section 15(5) of the Constitution) to, abolish all corrupt practices and abuse of power, it is the duty of any responsible government to restrict dealings in suspicious assets subject to corruption related investigation or inquiries in order to preserve same in accordance with the rule of law and to guarantee and safeguard the fundamental human rights. “Now therefore, I, Muhammadu Buhari, President of the Federal Republic of Nigeria, in exercise of the powers conferred on me hereby declare as follows: Section 1. (a) Without prejudice to any laws or existing suits or any other rights arising out of or in respect thereof, all Assets of any Nigerian citizen within the territory of the Federal Republic of Nigeria, or within the possession or control of any person known to be a current or former government official, a person acting for or on behalf of such an official, any politically exposed person or any person who is responsible for or complicit in, or has directly or indirectly engaged in Corrupt Practices and Other Relevant Offences are forthwith to be protected from dissipation by employing all available lawful or statutory means, including seeking the appropriate Order(s) of Court where necessary, and shall not be transferred,

withdrawn or dealt with in any way until the final determination by a court of competent jurisdiction of any corruption related matter against such a person. “This provision shall, in particular, apply to those connected with persons listed in the First Schedule to this Order, (or any such list as may be issued by the Attorney General of the Federation and Minister of Justice). (b) “Where a Government official or a person acting for and on behalf of such an official, directly or indirectly, engages in Corrupt Practices such as misappropriation of State assets for personal gain, receives any form of bribe or engages in Corrupt Practices related to the performance of his/her duties or the award or execution of Government contract; or transfers, launder or facilitates the transfer or laundering of proceeds of illicit activities, such official, in addition to forfeiting the proceeds in accordance with the relevant laws, shall forthwith be subject to the disciplinary procedure in accordance with the Public Service Rules and investigation by the Code of Conduct Bureau. (c) (i) “Subject to Section 174 of the Constitution, the Attorney General of the Federation shall have power to coordinate the implementation of this Order and to enlist the support of any Enforcement Authority particularly those listed in Second Schedule to this Order, or any other Person or Entity as may be required or permitted by applicable Law in order to give effect to this Executive Order. (ii) “The Attorney-General shall from time to time publish a list of all Assets protected pursuant to this Order. (iii) “The authority of the Attorney General of the Federation to preserve Assets pursuant to this Order shall extend to any Person who is under investigation

Speaking at the rally where mammoth crowd had gathered, Secondus, said: “ By the glory of God, Ekiti people are very peaceful and we can see the clear demonstration of love for Fayose and incoming governor, Olusola Eleka, you won’t vote for herdsmen’s attacks and killings. “We believe Ekiti state is full of people with highest level of man power and Professors. Our youths are very strong, innovative and resourceful and not lazy, they are future leaders of tomorrow

Declaring that since 1992, every great infrastructural and developmental projects have been done by the PDP, Atiku assured the people of the state that the PDP will further bring such development if they voted Eleka. He said, “The people of Ekitii , I have known you since 1992, all the projects completed and taken Ekiti to higher level have been done by the PDP alone. PDP guarantees you good hospital, road,infrastructure, education and many other dividends of democracy, it is time for you to ensure that this administration continues because that is the key to development. What we are doing is a rescue mission, we will bring back peace, security and prosperity of this country. Make sure you vote and stay there till results are announced. Speaking in the same vein, Makarfi, said: “For me I am very happy to see PDP family giving APC government sleepless night. Three reasons to vote for PDP in Ekiti are, our candidate is a Professor, he is senior to APC’s who is a PhD holder, Olusola is pastor while Fayemi is merely a church goer, and we know APC is a student while ours is a teacher. We know APC will sack teachers ours will empower our women and promote teachers.” Another presidential aspirant, Lamido, said: “In the name of God the compassionate and we are not here to campaign but to celebrate victory because we know our candidate is a governorelect. One reason is that the APC is scattered. Second is that Buhari has left Fayemi’s office vacant which means he knows Fayemi cannot win here.” Bafawara also said: “I congratulate you Ekiti people, you have a visionary leader in Fayose, who loves you, he is leaving but he has brought somebody who will continue the good works he has been

(iv) “Where the Attorney-General of the Federation has reasonable cause to believe that any funds or assets within Nigeria is connected with Corruption, the AttorneyGeneral may, subject to his powers under Section 174 of the Constitution and other laws enabling him in that regard, approach the Court for an Order blocking or freezing or confiscating such funds or assets pending the conclusion of an investigation or legal action. (d) “Enforcement Authorities shall upon request communicate to the Attorney General of the Federation and Minister of Justice information arising from their investigation or enquiry on any Person (Nigerian or nonNigerian), whether resident in Nigeria or not, determined by such Enforcement Authority to have directly or indirectly engaged in or involved in Corruption within the territory of the Federal Republic of Nigeria, and the Attorney General shall immediately commence or direct the commencement of appropriate process(es) either administratively or judicially as may be necessary subject to existing applicable law. Section. 2. (a) “Any Person who in circumvention of this Executive Order attempts to or in fact: (i) interferes with the free exercise of the authorities of the Office of the President, (ii) destroys evidence, (iii) corrupts witnesses through cash/kind inducements, and (iv) generally perverts the course of justice shall be prosecuted in line with the provision of any Law(s) governing unlawful acts. Section. 3. (i) “Any Person who alleges that his rights have been, are being or are likely to be contravened by any of the provision of this Executive Order may apply to a competent Court in his jurisdiction for redress. Section. 4. “All Enforcement Authorities are hereby directed to diligently and rigorously collaborate with the Federal Ministry of Justice in implementing this Order to ensure the preservation of suspicious assets and prevent their dissipation or removal from the jurisdiction of Nigerian courts, in order to facilitate, support and enable the expeditious and accelerated prosecution of the alleged Corrupt Practices, serious or complex corruption, and Other Relevant Offences. Heads of Enforcement Authorities shall take personal responsibility and be subject to appropriate sanctions for any failure to comply with this Order. Section. 5. “For the purposes of this Order: (a) The term “asset’’ means and shall include all properties including funds, liquid assets (bank balances), receivables, stocks and bonds held in portfolios, insurance policies, shares in listed or unlisted companies, and all manner of fixed assets. It shall cover all such assets whether held directly or indirectly through corporate entities, trust structures and intermediaries; (b) The term “corruption or corrupt practices’’ means as may be defined under any enactment: (i) any corrupt activity involving matters of corruption generally economic sabotage, human trafficking, drug trafficking and terrorism involving funds or assets in the sum or value in excess of N50million or its equivalent in foreign currency; (ii) any misappropriation of government asset, corruption related to government contracts or bribery; or (iii) the transfer or the facilitation of the transfer of the proceeds of corruption. (c) The term “enforcement authority’’ means agencies and instrumentalities of the Federal Government of Nigeria including but not limited to those listed in Second Schedule to this Order imbued with regulatory/enforcement powers; (d) The term “entity” means a partnership, association, trust, joint venture, corporation, group, subgroup, or other organisation; (e) The term “other

We’ll shame those promoting ethnic, religious violence - Buhari Mathew Dadiya, Abuja President Muhammadu Buhari has assured Christian leaders in the country to remain united that together, adding that the nation would shame those stoking the fires of ethnic and religious conflicts in the country for their short-term political gains. Buhari made the assurance on Thursday when he received members of the Christian Association of Nigeria (CAN) from the 19 Northern States and Abuja led by Rev. (Dr.) Yakubu Pam, at the Presidential Villa, Abuja. The President reaffirmed his administration’s commitment to bring violent conflicts in Plateau, Benue, Nasarawa, Taraba, Zamfara and other flash-points to a decisive end. He urged the Christian community to complement government efforts by working firmly for a united and strong Nigeria. ‘‘Government can achieve lasting peace only with the sincere and active cooperation of communities, religious leaders, youths and other stakeholders. ‘‘These include the Media in whose hands lies the power to frame, shape the perspectives and narratives which influence the thinking of millions of people within and outside Nigeria. ‘‘Let us collectively shame those who are stoking the fires of ethnic and religious conflicts for their short-term political gains. ‘‘This country belongs equally to Christians and Muslims and even those who claim ignorance of God,’’ the President told the Christian leaders. Condemning the recent killings in Benue, Zamfara and lately Plateau, which he described as ‘‘wicked, condemnable and completely unacceptable acts’’, the President stressed that Nigerians are religious people and no religion or culture accepts the killing

of people for any reason whatsoever. ‘‘This is why we must all rise as one to condemn these vile and wicked acts to ensure that all the culprits are brought to justice. ‘‘We owe it to the memory of those who lost their lives in the violence in Plateau, Benue, Nasarawa, Taraba, Zamfara and elsewhere since 1999 to bring the conflicts to a decisive end. I assure you that we will do this. ‘‘Let me make it clear that even a single life lost in any part of the country is one too many. I came to office vowing to ensure the protection of lives and property, and I remain committed to this despite the challenges we have experienced,’’ President Buhari added. He also used the occasion of the visit by CAN Northern leaders to enumerate some steps taken by his administration to check the recurring violence in some parts of the country. ‘‘In recent weeks, we have beefed up Operation Safe Haven in Plateau State, with the deployment of extra Special Forces from the Defence Headquarters. ‘‘Besides, we currently have no fewer than three special military intervention forces in the troubled zones. ‘‘Operation Safe Haven to secure Plateau State, Operation Whirl Stroke 1 (OPWS) to secure Benue, Taraba and Nasarawa and OPWS 2 to secure Zamfara and Kaduna states. ‘‘These forces are supported with investigative and intelligence gathering capabilities from the Nigeria Police Force, Department of State Services and other agencies,’’ he said. Acknowledging that it is the full responsibility of government to deploy law enforcement agencies in troubled spots, the President noted that creating the platform and mechanisms for dialogue remained a collective effort for all citizens. He told the Christian leaders that the military and police have arrested hundreds

of suspects across the various flash-points in the region and several prosecutions are going on, noting that there have been a number of convictions. ‘‘Nigerians are right when they say they want to see more convictions and I would like to appeal to the judiciary to help us fast track these cases,’’ he said. President Buhari also condemned insinuations that his government has done nothing about the recent killings. ‘‘When some, for clearly political purposes, attempt to suggest that this government is doing nothing about the killings and that I, being Fulani, must be encouraging these satanic acts, it seems to me that there is no limit to the evil in the minds of men. ‘‘Otherwise, how can anyone in their right minds suggest that I, as an elected President even with substantial votes in the affected areas, will for any reason do harm by an act of omission to those same people? ‘‘Secondly, the problems in all these areas, as you all know, are historical. There is no administration that has not had to contend with killings in these same areas over the years. ‘‘Indeed, in 2001, you may recall that after thousands were killed in Plateau State, a State of Emergency was declared and a Governor was replaced by an Administrator,’’ he said. As a public servant, late Ciroma’s integrity was unparalleled, as a politician, he was unblemished and as a journalist, he was among the finest breed,” Saraki said. He added: “Indeed there is no word or adjective that will be enough to describe late Ciroma, considering his invaluable contributions to the development of the country. “We have lost a detribalised Nigerian, bridge builder and a strong pillar for nation’s unity. He will surely be remembered for his forthrightness and integrity. We shall miss him greatly.” The President of the Senate commiserated with the immediate family of the deceased and the Government and people of Yobe State over the loss. While calling on the Federal Government to immortalise the late Ciroma by naming a strategic national monument after him, Saraki prayed to Allah to grant the soul of the elder statesman a place among the righteous ones in Aljannah Firdaus, Former Vice President of Nigeria, Atiku Abubakar, in his condolence, recalled that his world view was largely influenced by the early contacts and mentorship that he received from Malam Adamu Ciroma. “A lot of what I have turned out to be in life today was as a result of the early contacts and mentorship that I had with Adamu Ciroma, who graciously offered me vacation job in my formative years.” In a statement by his media office in Abuja, the former Vice President said that the death of Ciroma has robbed Nigeria of one of its finest statesmen who gave their best to their country. In a reaction, the Governor and Management of the Central Bank of Nigeria (CBN) has expressed a deep shock on the passage of Mallam Adamu Ciroma, who died on July 5, 2018. He was the Governor of the Bank from September 24, 1975 to June 28 1977. CBN, in a statement on Thursday signed by the acting Director of Communcations, Isaac Okorafor, said until Mallam Ciroma’s demise, he was still of immense service to the Bank. “He was a firm believer in the sanctity and independence of the CBN,” the apex bank stated. “Mallam Ciroma was born on November 20 1934 in Potiskum, Yobe State. Politicians behind killings in Nigeria, says AGF Andrew Orolua, Abuja The Attorney General of Federation and Minister of Justice, Abubakar Malami (SAN) said on Thursday that some politicians are behind the upsurge in violence and killings in the country. He also said that the killings were designed to discredit the gains President Muhammadu Buhari administration has made in the last three years. Malami who disclosed this in Abuja during “the high-level dialogue on law and security in Nigeria” said the Federal government and its agencies are aware of the plot to discredit the government before the 2019 general election. He said the forum was convened against the backdrop of the “severe security challenges which the country faces today, particularly the incidents of June 23 to 24, in Barkin Ladi Local Government Area and

two adjoining Local Governments in Plateau State, which led to massive loss of lives and injuries to survivors, destruction of whole communities and a further increase in the number of Internally Displaced Persons in Plateau State.” According to him, “these horrendous incidents in Plateau State were not isolated events but followed a pattern in some other States, notably Benue, Taraba, Zamfara and Adamawa States which has become a deep source of concern to the Federal and State authorities. Malami said that “from an informed assessment of the situation, the apparent upsurge in these incidents to the advent of another political season of elections and the fierce contestation for power which appears to now over-shadow all pretensions to patriotism and respect for human lives, in certain quarters. “As we approach another General Election in 2019, it is easy to see the hands of corrupt politicians with contrary positions in our present

security problems as they desperately attempt to discredit all the gains made by this administration, for pure political gain. We must resist these negative tendencies.” He said that Buhari administration from inception in 2015, made security of lives and property a cardinal principle of its governance, noting that the government is pursuing those objectives which have led to several ongoing prosecutions of certain individuals. Malami noted that the law provides the legal basis for the security architecture of Nigeria through the constitutional allocation of duties and obligations to the different tiers of Government. He blamed the past administration for misusing the funds meant for security. He added that the cumulative acts of brazen looting of security funds brought us to our present pass as a nation in respect of our capacity to respond to emerging security challenges.

Reps probe Maiduguri police protest over unpaid allowances Henry Omunu, Abuja The House of Representatives on Thursday, resolved to investigate Monday’s protest in Maiduguri, Borno state by mobile police men stationed there, over allegations of nonpayment of their six months’ special duty allowance. The video of the protesting policemen which has been trending on social media platforms saw the aggrieved policemen, posted to Maiduguri in January to assist maintain the peace in the violence ravaged state chanting and dancing on major highways while demanding the Buhari administration to ask the police chief, Ibrahim Idris’ to pay them their allowances. The House resolved to probe the protest after debating a motion sponsored by

Chairman of the House Committee on Public Accounts, Rep. Kingsley Chinda, who described the development as a show of shame and national embarrassment. According to Rep. Chinda, the payment of allowances for personnel on special duties was a recurrent expenditure, which should not be delayed, even as he faulted as untenable the defence of the Ministry of Police Affairs blaming the late passage of the 2018 budget for the non - payment of the policemen. He warned that if cases like the Mauduguri incident were not checked, there was the tendency that it would escalate to other sectors beyond the police, adding that “it is a disgrace to see security men protesting in such manner, especially when it has to do with their welfare”. Contributing to debate on the motion,

Rep. Hassan Saleh said it was a thing of shame that the police can be reduced to such level. “It may not be peculiar with this people, it may be that they were the only ones who have the courage to protest”, the lawmaker stated. Reps. Uzoma Nkem-Abonta, Aliyu Madaki and Nuhu Danburam, who also spoke, supported that the protest be investigated, warning that the personnel who partook in the protest must be given assurance of their protection against summary dismissal, or any other unfair punitive measures by the police authorities. Following the House resolution, an ad hoc committee will be constituted with the mandate to investigate the circumstances leading to the protest and report back within two weeks.

FRSC confirms death of 2 corps members in Bayelsa Charles Onyekwere, Abakaliki The Federal Road Safety Corps (FRSC) has confirmed the death of two Corps members in an auto crash in Bayelsa. State Sector Commissioner, Mr Ikechukwu Igwe, told news men in Yenagoa that two other corps members were injured in the incident. “Yes, the incident occurred on Monday at Swali Bridge in Yenagoa Local Government Area of Bayelsa; the Tricycle the Corps Members boarded was hit by a Tipper. “The two among them have died while the other injured two are receiving treatment at the Federal Medical Centre Yenagoa. “Today, Tuesday, our personnel will be going to the hospital to check how they are responding to treatment,” Igwe said. There is a need to recognize the importance of areas such as social and emotional learning, culture and the arts, and health and nutrition in 21st century education. For example, South Africa’s national curriculum statement indicates that, upon completing formal education, students should be able to identify and solve problems and make decisions using critical and creative thinking as well as work in collaborative environments. It further states that students should learn to communicate effectively through the use of visual, symbolic, and language skills; be able to use science and technology; and demonstrate responsibility toward the environment, the health of others, and an understanding of the world. Despite ambitions such as these, many students continue to learn in traditional school environments where they sit at desks, passively listen to a teacher’s lecture, and memorize a limited curriculum that is further reinforced through often outdated assessment practices. Teachers often receive little professional support to deliver a balanced curriculum and may, if curriculum are not updated and resourced, continue to use instructional practices that emphasize memorization and repetition. Students in these settings tend to spend most of their class time bored and disengaged. In other cases, students are burdened with an excessive amount of content. Students in these learning environments are unable to learn at their own pace often leading to delays in the development of critical skills. All children deserve to have

quality learning opportunities to develop to their full potential, an idea that is reinforced by the Sustainable Development Goals, in particular Goal 4 on Education. Aligning national goals with classroom practice and ensuring that teachers have the ability to teach breadth of skills—shifting from a narrow focus on literacy and numeracy—is an important step toward preparing students to tackle 21st century challenges. Also, teachers and education are of crucial importance in preparing young people and societies for the future. Investing in education and in building a strong teaching profession makes good sense. Denying teachers the essential means to foster learning in the classroom is a crime against our children’s future and violates international law. Education is strongest in those societies which value and support their teachers and education systems, and in which the morale of teachers is high. Comparative studies reveal that the strongest education systems are those in which most teachers are proud to be a teacher, and encourage their best students and their children to join what is a high status profession. Given the challenges facing society in the 21st Century, teachers are being required to take on new roles and must have the knowledge, confidence and resources needed to fulfil legitimate expectations of the community. Teachers must also learn throughout life and develop new skills if they are be effective in teaching others to learn to know, to do, to be and to live together. Teachers have a crucial role to

play in not only the execution of any educational reform designed to help societies prepare for the future, they must be intimately involved in the conception and design of reforms from the outset. CONCLUSION There are important roles that all individuals and stakeholders should play to ensure that the institutional structure dedicated to the provision of basic primary and Secondary education is set up not only to provide children with access to a vague notion of education but to a notion of basic education that can provide children with the freedom to do something with that education once they have obtained it. In doing this, an understanding of a child’s rights under the system is very crucial, particularly in the 21st Century. The key purpose of education is to ensure that all students gain access to knowledge, skills, and information that will prepare them to contribute to the world’s communities and workplaces. This becomes more challenging as schools accommodate students with increasingly diverse backgrounds and abilities. As we strive to meet these challenges, the involvement and cooperation of educators, parents, and community leaders is vital for the creation of better and more inclusive schools. Inclusion is what comes naturally to an inclusive society. Now more than ever, children require a new generation of skills to navigate various contexts within our dynamic environment. We have seen over the past decades that access to literacy and numeracy is not enough. Ensuring that the application of education systems

provide children with opportunities to develop a broader set of skills for life, learning, and work will allow them to participate effectively and make meaningful contributions to their societies and the world. In Nigeria, the rights of a Child in the 21st Century Education system must be understood in the context of the contribution of the child to national development. In getting the child to deliver on the developmental aspirations, a stable environment must be created within the school environment for the child to thrive. This would entail creating necessary systems, structures and infrastructure to enable the child actualize his/her potential. The stark reality of our country’s economic regression presently can be mitigated if the child is clear headed and focused to recognize opportunities, particularly in certain critical sectors such as agriculture, technology and e-commerce. Agriculture because nearly about 180 million Nigerians have to be fed and as such the farmer will always remain relevant. Education must also prepare the child for advances in technology and e-commerce. There are also opportunities in the unconventional business sector such as entertainment in the broad sense including music, movies and material (fashion). The child must be encouraged in the 21st Century to focus on his/her passion without limitations. It is only when all of these factors are considered in the education of the child, particularly in the 21st Century that we can all beat our chest that the future of the child, undoubtedly the leader of tomorrow is fully assured and guaranteed. Well in Abia State, there is a revolution going on. One of the characteristics of good and dedicated leaders is to care for one’s subjects or followers. This is one of the characters of the Abia State Governor, Okezie Victor Ikpeazu, Ph.D. In line with his oath of office to do good to his good people of Abia State, Governor Okezie Victor Ikpeazu

has not relented in living up to expectations of the people that voted him into power. Apart from the quality infrastructure he is building, his style of agrarian policy as well as his strategic narrative changing of the Aba artisans through promotion of Made-in-Aba products, the Governor has ensured the promotion of Small & Medium-Scale Enterprise. Hence, the Governor has established multiple skill acquisition centre in the state. This centre trains youths in various skills, including modern brick laying and building, modern carpentering, fabrics making among others. Following the recent repatriation of about 20 Abia State indigenes by the government of Libya, Governor Ikpeazu swung into action to ensure the returnees do not waste. The Governor has decided to train the returnees in various skills to empower them for life. So far, these youths have been inducted, and they are currently undergoing series of trainings at the multiple Skills Acquisition Centre. Interestingly too, the Chinese government has indicated interest to support Governor Ikpeazu in his

decision to create jobs for the teeming Abia youths. Of course, Governor Ikpeazu’s vision to empower Abia youths through skill acquisition is very much commendable. With the skills of these young people and the assurances of the Governor, these returnees can fend for themselves and contribute to the development of the state and unemployment would become a history in the state, even as those who hitherto were dreaming of leaving the country for foreign lands may stop such dreams, since Ikpeazu has restored their hope in Abia State. Apart from giving great hope to the repatriated youths, who are now empowered for life, the Governor is returning the people’s confidence in the ‘can-do spirit’ do spirit’ of the Igbo man. Indeed, Abia State government under the able leadership of Dr. Okezie Ikpeazu is gradually growing the economy of the state. This is not farfetched, as these youths are graduating, they will start producing modern fabrics and furniture works as well as engage in state-of-the-art building processes, the state skilled workers would be sought for in

all parts of the country, Nigeria. The Governor has always assured graduates of this skill acquisition centre of government patronage in contracts and connections. The Abia State Commissioner for Special Duties, Vulnerable Women, Mrs. Precious Achumba and her team, the Education for Employment Coordinator/CEO Kiara De-Luck Academy, Mr. Endi Ezengwa, the Senior Special Assistant to the Governor on Job Creation, Mr. Chinenye Nwaogu, and the Chairman, Kiara De-Luck Academy, the manager of the multiple skills acquisition centres, all deserve commendation for their efforts in bringing the Governor’s dreams to reality in that regard. There is therefore, an increasing need for all to join hands to support this genuine effort of the Governor in changing the narrative of empowerment in Abia. In addition, Abia people should not allow themselves to be deceived by unscrupulous politicians, who do not mean well for the state but remain resolute in the leadership of Dr. Okezie Victor Ikpeazu till 2023.

Editorial Commentary IDPs as the next time bomb Times Guest Colunmist Azu Ishiekwene Internally Displaced Politicians have been on a speed dial to hook up with new partners for next year’s general election. With 68 political parties and still counting – the horde of defectors, including the perennial rolling stones – would find willing partners. The real Internally Displaced Persons (IDPs) are, however, having a torrid time. And they appear to be the last thing on the minds of politicians at this time. Displaced persons are living a nightmarish existence, which is getting worse with the escalating conflict in the North East and the senseless killings in many other parts of the country. A report in ThisDay on Sunday, July 1, quoting a report by the United States Council on Foreign Relations, said 19,890 persons were killed in violent attacks since June 2015. In the first quarter of this year alone, over 1,000 persons have been killed in violent attacks in different parts of the country, especially in the North Central and North East. As the number of the dead mounts, tens of thousands – many of them children, women and other vulnerable groups – are being uprooted from their homes and families to face a miserable and uncertain future. One of the only four Nigerian psychologists working in Borno, Fatima Akilu, said last year, “These kids are (coming) back to our communities. There is no plan to reintegrate them properly into the society. A lot of them are on drugs. Most of them are out of school. I see that we have potential problems.” That was putting it mildly. The problems are compounded by a) government’s eagerness to tick off the boxes on the shooting war with Boko Haram; and, b) official preference for ad-hoc solutions, in spite of evidence of limited results. The government has repeatedly celebrated its “technical victory” over Boko Haram but as long as there are over two million displaced persons from among whom Boko Haram can easily find new recruits, and a number of who have in fact declared that they would rather stay with Boko Haram than return home, the war is far from won. The ad-hoc interventions have not helped. The Presidential Intervention for the North East (PINE) was engulfed in a controversy over charges that the former Secretary to the Government of the Federation, Babachir Lawal, mismanaged funds meant to resettle displaced persons, while the T. Y. Danjuma-led intervention has snagged on the face-off between Danjuma and the government. Individuals like Aliko Dangote have done their part, with his Foundation committing an estimated N7 billion to IDP causes in the last seven years, while a few other local and foreign NGOs, including the Red Cross, have provided front line support and assistance to displaced persons in extremely difficult situations. After ad-hoc attempts proved catastrophically inadequate to deal with what one writer described as “the growing feed mill for a potential second wave of insurgency,” the government set up the North East Development Commission, to stave off the time bomb. The commission was supposed to harmonise the functions of the various ad-hoc groups,

provide a more permanent framework for tackling the problems of the IDPs and also help them rebuild their lives and reintegrate into their communities. It was also supposed to ensure greater accountability and transparency in the management of resources for displaced persons. It’s remarkable that since the bill setting up the commission was signed into law in October, the only thing that has happened is that the ink with which President Muhammadu Buhari signed the bill has dried and the paper has turned brown. After Buhari signed, both Speaker Yakubu Dogara and Senate President Bukola Saraki hailed the commission as the most coherent and comprehensive attempt yet to help millions of displaced persons rebuild their lives and get a fresh start. Nearly ten months after, the commission exists only in name. What is it about getting the commission up and running that needs ten months to fix after the bill has been signed? Why should an intervention that is supposed to be a significant step forward in the attempt to reduce the misery of millions of IDPs end up as another paper tiger? Of course, it would be naive to assume that the commission would be the talisman for all the problems of IDPs. If the Niger Delta Development Commission (NDDC) has taught us anything, it’s that creating bureaucracy for its own sake can sometimes leave beneficiaries worse off. Yet, the only thing worse than creating a bureaucracy is announcing its formation with fanfare and then just watching life drain out of it from inaction. The Commission for the North East is supposed to benefit from the shortcomings of the NDDC and get on quickly with the task of helping displaced citizens rebuild their lives. The communities in the affected areas have reached the end of the rope and it’s doubtful if there’s any home in Borno, Yobe or Adamawa that has not opened its doors to displaced persons. With the deadly conflict in the area not abating, there’s only so much that already distraught neighbours can do to help displaced persons. But how can government fill the slack when it has not made even the most basic appointments ten months after the commission came into being? With 2019 around the corner, politician willbe more concerned about the electoral value of displaced persons that they will be about how to resettle them and give them a fresh start in life. But stopping the deadly clashes by herdsmen, farmers and bandits and having a structured plan to resettle displaced persons are not mutually exclusive. Only recently, displaced persons comprising mostly women and children from the North East visited President Buhari in Aso Rock to thank him and inform him that they planned to return to their homes soon. Except if the President plans to provide them – and millions of others like them – permanent residency in Aso Rock, one small but vital step to secure their return would be to ensure that the development commission finally gets off the ground. Displaced persons deserve more than to be objects of pity or cannon fodder.

n modern life, social media is developing fast. It is used by many people all over the world. Social media is especially very popular among youths in the society. But there are many young people who cannot control themselves and are addicted to social media. Addiction to social media has many serious effects, including poor study habits, living away from reality and bad health. First, addiction to social media makes youths have bad grades in their studies. Because of social media, many students who were excellent students have become bad students. Every day in our social life, these youths especially students come to class, but they do not focus on studying. While their professors are teaching, they are using cell phones to surf facebook, Instagram or chat with friends on Messenger. They always check their cell phones every five minutes to see what is going on on social media. If the young use social media in classes, how can they listen to their lecturers while lectures are going on. Moreover, not only at school but also at home, these young students who are addicted to social media do not do exercise or read the new lesson before going to school, because they are busy with social media. It is instructive to note that Khanh, a young girl from Vietnam, is addicted to social media. In the past, she was a hard-working student. She always did all homework and prepared for new lessons, so she got A grades. However, everything has changed since she started using social media too much. In classes, instead of listening to the lecture, she always posts selfies on facebook and Instagram. At home, with the attraction of social media, she continues using her cell phone and does not study or do assignments. As a result, in the mid-term exam and final exam, she only got C and D grades. Addiction to social media causes a bad habit in studies. It can change a young person from an excellent student to a bad one. Secondly, young youths who are addicted to social media can live far away from reality. Because of using a cell phone all day, they will not have time for outdoor activities such as playing sports or camping. Instead of going out to meet friends or talk to their parents, these people love chatting with friends on social media. They will just stay at home and update their news on social media. They post status or photos to share with their friends on social media. Gradually, they will only live in a virtual world. Alice Umeh, a teenager in Nigeria, is a clear example. When her mother bought her a cell phone for her 18th birthday, she became addicted to social media. She did not go swimming with her friends during weekends. She rarely talked with her parents. During family vacation, she always took photos of food and places she visited and notified her friends on Facebook or Instagram. Now, she posts her feeling status with a photo on social media everyday. Her life is updated frequently on social media. Social media is regarded as the

world she lives in, the world in which we only communicate through icons, comments and likes. We are of the opinion that using social media too much will have a serious impact on health. Because the young are addicted to social media, they will go to bed late to read news on Facebook or chat with friends. Staying up late is really harmful to the health, especially, the brain. If the young do not sleep enough, their health will be affected seriously by losing weight or always feeling tired. Their brains also will not work effectively and they will be in sleepy condition. Moreover, addiction to social media can cause depression in the young. When the young use social media, they will see other people on social media. If the young see other people who are better than them in appearance or talent, they can feel inferior. These young people can envy the people who are more famous or intelligent than them, and they also feel ashamed of themselves. They always wonder why they cannot be excellent, talented or beautiful like others. Therefore, they feel under pressure, stressed and depressed. These mental problems are very dangerous to the young people because these mental problems cause the young people lose their minds and eventually, choose death. We therefore urge parents, guardians to do more to restrain their wards from excessive use and dependence on social media. Youths need to realise that over-reliance on social media comes with a price, death inclusive.

Oil rises as Trump demands OPEC cut prices

Oil traded near its highest in three and half years on Thursday, boosted by potential disruptions to flows from Iran and the Middle East as U. S. President Donald Trump says OPEC should cut prices, Reuters reports. Brent crude futures were at 78.12 dollars a barrel. Analysts say Brent poised to reach 100 dollars in spite of spurious price pegging. Brent sweet oil is natural unlike oil from cracking. U.S. crude futures were up 32 cents at 74.46 dollars. Trump on Wednesday accused the Organisation of the Petroleum Exporting Countries of driving up fuel prices. “The OPEC monopoly must remember that gas prices are up and they are doing little to help,” Trump wrote on his personal Twitter account. If anything, they are driving prices higher as the U. S. defends many of their members for very little dollars. “This must be a two way street,” he wrote, adding in block capitals, “REDUCE PRICING NOW!” Analyst says the difference between Brent crude and U. S. oil has been 10 to 11 dollars. Consider the margin now. Someone is hiding something. ”Whose pricing is higher”. Recent price rises have also been spurred by a U.S. announcement that it plans to reintroduce sanctions against Iran from November, targeting oil exports. 6400 applicants jostle for 1514 teaching jobs in Adamawa Tom Garba, Yola The Post Primary Schools Management Board in Adamawa has received 6400 applications for employment in the board. Commissioner for Education, Mr Julius Kadala, made the disclosure on Wednesday while briefing newsmen shortly after the State Executive Council meeting in Yola. Kadala said that Governor Mohammed Bindow of Adamawa had granted waiver for the employment of 1516 teachers in the Board. The commissioner said that the governor felt it was necessary to boost the manpower in the education sector of the state. He also said that the waiver was granted to replace the retired teachers, as well as the dead ones. Kadala gave assurance that the ministry would be transparent and fair in the process of recruitment. He also said that it would take up to two months for the ministry to efficiently employ the most qualified teachers. “We are going to ensure transparency and fairness in the selection of our teachers. “We are not going to rush to avoid what has happened in the past and at the end of the exercise, we shall employ most qualified teachers,” He said. Also speaking, Hajia Ladi Banu, Permanent Secretary, Ministry for Water Resources said that the council had approved the sum of N160 million to complete unfinished projects in the water sector. Banu, said that the need to boost portable water supply in the state was crucial. She said that the completion of the ongoing water projects would check prevalence of water bone diseases and cholera outbreak in the state. She said that the government has collaborated with European Union and UNICEF and all that has a role to play in water supply for the actualisation of this goal. Banu further said that the completion of the ongoing projects in water would be facilitated through counterpart funding. Also the Commissioner for Information and Strategy announced, Alhaji Ahmad Sajoh, said that the governor has assigned Alhaji Yayaji Mijinyawa to oversee the affairs of the ministry for Tertiary Education, Science and Technology. Sajoh said that the decision was to oversee the ministry following the death of Alhaji Abdurahman Jimeta, former Chief of Staff to the governor and the supervising commissioner for the ministry.

Killings: CAN declares 3-day prayer, fasting, holds nationwide rally July 11 Mathew Dadiya, Abuja The leadership of the Christian Association of Nigeria (CAN) has declared July 9-11, 2018 as national days of prayers and fasting against unwarranted killings in the land and called on all well-meaning Nigerians, both within and outside the country to join them on 11 July, 2018 for a peaceful protest against the killings. CAN’s decision is hinged on wilful and persistent killings of fellow citizens in general and Christians in particular nationwide and mostly in Plateau and Benue where mass burial has become the norm without any positive response from the country’s security agencies. Pastor Adebayo Oladeji, Special Assistant, (Media & Communications) to His Eminence, Rev Dr Samson Olasupo Ayokunle, disclosed this on Thursday in a statement. The Christian body said it is worried, disturbed and disappointed that despite all the clarion calls on President Muhammadu Buhari to re-organise his security team by replacing all the security chiefs, he has consistently turned a deaf ear to such calls. CAN said that from all indications,

the President seemed to be satisfied with their poor performance and the attendant problems that have led to avoidable loss of lives and property. “We call on all Christians in the country and in the Diaspora to participate in the three-day prayers and fasting programme for God to end all the senseless, unwarranted, and selected killings in the country. If the government has failed us, we are very sure that Our God will never fail. “All National Executive Committee’s members of CAN, the Church and Denominational leaders have been invited to participate in a PEACEFUL PROTEST MARCH to both the National Assembly and the State House to impress on the government to see the need to effectively stop the unprecedented killings,” the CAN leadership said. CAN has also directed its leadership at the state and local government levels to organise the same Peaceful Protest March to the Government House and the Local government headquarters respectively on 11 July. “We are to tell the government; “ENOUGH IS ENOUGH.” The Association appealed to its members to be law-abiding before, during and after the protest.

Dogara cautions media against hate speech The Speaker of House of Representatives, Mr. Yakubu Dogara, has urged the media to guard against being used to spread hate speech. He said that the country was largely in crisis already, and appealed to the Fourth Estate to promote free speeches rather than hate speeches. The Assembly held from June 20-21, 2018, at the International Conference Centre Abuja, with the theme, “Professionalism in Information Technology; Past, Present and Future” was organised by the Computer Professionals Registration Council of Nigeria (CPN). Information Technology professionals and practitioners in Nigeria and Diaspora in attendance at the gathering discussed and strategised on emerging issues in Information Technology with the objective of generating recommendations and decisions that impact positively on the industry and the nation. As it was with past editions of the programme, the 2018 IT Professionals’ Assembly was preceded with the induction of Two Hundred & Ninety (290) members into the profession. Seasoned speakers from the academia and Industry presented papers on wide range of topics considered germane to the development of IT practice in Nigeria. In his remarks at the opening ceremony, Secretary to the Government of the Federation (SGF), Mr. Boss Mustapha, who was represented by Mr. Emmanuel Ogunmefun, the Acting Director, Procurement, Research and Statistics, Office of the Secretary to the Government of the Federation, congratulated CPN on the occasion of its 25th anniversary celebrations. In his opening speech, the Director General, Standards Organisation of Nigeria, Osita Aboloma remarked that “One of the known sources of substandard products across the world is counterfeiting which in itself is an illicit trade, destroying

lives and eroding economies world wide”. According the SON helmsman who was represented by Engineer Bede Obayi, Director, Inspectorate and Compliance, SON, counterfeiting has been a major source of worry to governments, businesses and regulatory institutions in developed and developing economies around the world. According to the SON DG, the unscrupulous activities of counterfeiters is a continuous threat to the genuine efforts of the Nigerian government aimed at promoting local industries, protecting genuine investments and advocating the ease of doing business, in order to boost the confidence of the international community. Aboloma however surmised

that, for government efforts to be palpable, brand owners need to share intelligence and classified information with SON and other regulatory and security agencies. He called for increased consumer complaints to regulatory and security agencies, with coordinated efforts at brand protection by manufacturers, importers, franchisee’s and brand owners, coupled with improved capacity building and advocacy for regulators and consumers to easily distinguish between genuine and counterfeited products .

Customs impounds smuggled rice in Ogun Motolani Oseni The Nigeria Customs Service, Ogun State Command, has intercepted a truck loaded with 501 bags (50kg) of imported rice in Mowe, Sagamu area of the state. The contraband was concealed under 99 bags of locally produced rice (Elephant).

Controller of Customs, Ogun Command, Agbara Ojobo Micheal told newsmen at Idiroko that the rice seized was packed under 99 bags of Elephant parboiled rice to conceal it. Other products seized by customs personnel in the command include 37 vehicles, 3,000 bags of rice (50kg each), 244 kegs of vegetable oil, 208 pairs of used foot wears, 8 bales and 25 sacks of second-hand clothing, 152 cartons of frozen poultry products, 115 kegs of

PMS (Petrol), 25 litres each, 20 pieces of used handbags, 4,220 cartons of tomato paste and 1 camera with a total duty paid value of N236,196,835. Ojobo revealed that the command generated a total revenue of N2,645,741,068.9 in the last six months while a total revenue of N393,520,285.71 was generated in one month between 4th of June and 3rd of July, but seizures made in the month of June were the highest with

72 seizures. Ojobo also listed products seized in the past six months to include 215 units of vehicles, 15,976 bags of foreign rice (50kg), 1,148 kegs of vegetable oil (25litres), 24 units of motorcycles, 161 compressed book packs, 85 coconut packs and 8 sacks of cannabis sativa (Indian Hemp), among other items. The Customs Controller said his men would continue to make life difficult for smugglers in the axis.

NSE: Dangote Cement tops gainers’ as indices rebound by 0.65% Following three days loss on the Nigerian Stock Exchange (NSE), Dangote Cement on Thursday topped gainers’ table with N5 to close at N228 per share, as crucial market indices rebounded by 0.65 per cent with the market capitalisation rising by N88 billion to close at N13.672 trillion against N13.584 trillion on Wednesday. Also, the NSE All-Share Index inched 244.15 points or 0.65 per cent to close at 37,743.22 compared with 37,499.07 achieved on Wednesday. Nigerian Breweries followed with a gain of N2 to close at N113, while Cement Company of Northern Nigeria appreciated by N1.10 to close at N24.30 per share. Julius Berger grew by 90k to close at N28.95, while Dangote Sugar increased by 65k to close at N19 per share. On the other hand, Mobil Oil recorded the highest loss for the day, dropping by N15 to close at N175 per share. Flour Mills came second with N1.75 to close at N31, while International Breweries was down by N1.35 to close at N41 per share. UACN declined by 35k to close at N13.55, while NEM Insurance lost 30k to close at N3.10 per share. United Bank for Africa was the toast of investors, exchanging 294.922 million shares worth N3.052 billion. However, the volume of shares traded dropped marginal with an exchange of 503.12 million shares valued at N5.89 billion achieved in 3,710 deals. This was lower when compared with a turnover of 505.74 million shares worth N3.13 billion transacted in 3,354 deals on Wednesday.

Nigeria among countries with agribusiness friendly policies – Report The Alliance for Green Revolution in Africa (AGRA), in partnership with the World Bank Group assessment report entitled “Enabling the Business of Agriculture 2017” has ranked Nigeria among countries with more agribusiness friendly regulations. Specifically, it rated the country high in the area of regulatory frameworks for finance, fertilizers, machinery in agribusiness. Programme Manager of World Bank Group, Farbod Youssefi, disclosed the report during a one-day workshop for the Enabling Business of Agriculture (EBA, 2017) Report for Nigeria, organised by AGRA in Abuja, recently. However, Youssefi noted that Nigeria has slacked off in the area of seeds, markets, transport, water and ICT while livestock sector, facilities and operational capacity were not considered. According to him, ‘‘it’s not for me to say what the government should do or not to do but what I can do is to share the evidence of this report, which is basically the tool which compares the regulations in Nigeria; the laws and regulations for agribusiness with some other countries. “When you do the comparison, you find that there are some areas where Nigeria has weaker laws and regulations than other countries. Those areas are seeds, markets, transport, and

ICT. “Now, there are other areas such as finance, fertilizers, machinery where the scores in Nigeria are actually higher than other countries. Still, there are some areas where improvement can be made. “The evidence really highlights those opportunities to improve the regulatory framework for agribusiness here in Nigeria”. Besides, AGRA County Director, Dr. Kehinde Makinde, said for business to flourish, it needs conducive environment. “So what this report does is to go through different countries to examine regulations in different sectors like seeds, fertilizer, and machinery. Makinde, noted that ‘‘we are tracking this to be able to show how countries are faring against the benchmark in other countries. There are 62 countries under consideration in this report. And we’ve been able to see how Nigeria is faring in respect to other countries on regulations, reforms. ‘‘So, the essence of the report is to provide information that policy actors like the private sector, legislators, executive, to see what level Nigeria is and what needs to be done to improve’’. He, however, said that the quality of the data gotten for the report depend on the quality of data gathered from those that gave the information. And that the report talked about the situation in

the country and not about a particular state. For his part, Minister of Agriculture and Rural Development, Chief Audu Ogbeh, who was represented by a deputy director in the ministry, Mr. Ukata Benard, said the report will be of great relevance to Nigeria economy, stakeholders, developmental partners, private sector, civil society, and farmers, adding that in 2013, the analysis of data on laws and regulations collected by EBA yielded important result. Similarly, Adamawa State Commissioner for Agriculture, Waziri Ahmadu, said that the country has good frameworks but lacks the political will to implement them. “What happens in Nigeria really is not legal and regulatory issues that are the problem. In most cases, we have very good frameworks but when it comes to implementation, it’s a completely different kettle of fish”, he said. Ahmadu, then urged FG to increase the already available 30, 000 functional tractors to 300,000 to 400,000 tractors in the country because of the current population. “I just take the example of machinery; we are only about 16 out of the 62 countries that have been assessed, which means that we should be doing very well but unfortunately, the reality is that in Nigeria, the tractor density is so low; it’s like one tractor to 3,000 hectares of land’’, he said.

Turaki said his decision to join the presidential race was born out of the conviction that the present All Progressives Congress (APC) led government has failed the nation woefully and is leading the country towards the path of destruction, and there was an urgent need to rescue the country and bring it back to the path of progress, adding that he believes he possess the capacity to accomplish that feat. The former minister who spoke at an interactive session with some senior editors in Lagos, said that the President Muhammadu Buhari led APC government rode to power of the campaign that the PDP led government at the time failed to address some security issues, promising to address such, but that it has woefully failed to do that and has infact led the nation into more security challenges that today no one can sleep with his eyes closed. The aspirant said the 2019 election will be won and lost

on the issue of security, as people have become more aware that the security situation in the country was no longer acceptable and are very willing and ready to do something about it during the election. He said, “The issue of security is the key issue that will determine the 2019 election, yes economy is key, yes the issue of corruption and everything, but you need to have the properties and the people who own those properties to be secured first, if I can’t go to the farm, I can’t go to the office, I can’t go to market or my shop, the issue of security is so colossal. “I will develop a robust security architecture that will have a human face, not one that I will shut one of my eyes when people who do not vote for me are being killed, because the whole thing is there must be justice. “Justice will give us peace and we need a system that will give us progress, the foundation of everything is first we have to ensure security, because any government that cannot guarantee the security of the lives and properties of the people is not worthy of the loyalty of the people of that country and this is the situation from medieval ages, we protect you, you give us your loyalty,” he said. Turaki who also said that he was all for the restructuring of the country, because according to him, society is dynamic and therefore the laws governing it must also be dynamic, added

He wondered the rationale for a country of six regions that shares its allocations based on states to have seven states in a region, six in some and five in another among other anomalies, “There is no justification whatsoever that each region of the country will have six states and one zone will have seven, and forget about land mass, forget about population, it is not fair. “I see no reason why the constitution will give states

the power to create local governments with the right hand and take that power away with the left hand, I assure you on my honour I will address that and I believe in restructuring in the perspective of constitutionalism.” He assured that he is in tune with other presidential aspirants in the PDP as they all have been meeting, assuring that whoever will emerge as the candidate on the long run they will all collapse their campaign structure behind him to have a common front for the election.

2019: Senator Adeola seeks Igbo support for Lagos APC The Senator representing Lagos West District, Solomon Adeola, has urged all Igbo resident in Lagos to vote for the ruling All Progressives Congress ( APC) during the 2019 election. Adeola said that voting for APC was the only way to show appreciation for the good work of the party in the state. A statement by the media adviser to Adeola, Kayode Odunaro said that the lawmaker made the call when a delegation of Alaba International Market Council of Elders (AIMCE) paid him a courtesy call in Abuja to present an award for good representation to him. Ambode challenges civil servants on effective decision management Benjamin Omoike The Lagos State governor, Mr. Akinwunmi Ambode, has challenged the state’s civil servants to be proactive in decision making process for quality service delivery to the public. Governor Ambode said this became imperative for the civil servants, so as to incorporate organisational behaviour, hone their effective decision abilities which are rational, informed and collaborative for the overall interest of the state. Ambode gave this indication at a two-day workshop organised by the Ministry of Establishments, Training and Pensions for some top management officers on how to improve their critical thinking skills. The governor, who was represented by the Commissioner for Establishments, Training and Pensions, Dr. Akintola Benson-Oke, explained that the training was designed to

achieve a paradigm shift required for high impact decision in the state civil service. While delivering a keynote address, on the ‘High Impact Decision Making Programme for Directors in the Lagos State Public Service’, Benson-Oke said government is concerned about improving the state civil service, in order for her to meet up with the current trends and compete favourably with their counterparts in any part of the world. “Every responsible government places premium on the establishment, maintenance and sustenance of a modern, robust, effective public service. In most democracies, the public service represents the permanent government that must be equipped to adequately advise the government of the day, implement government programmes and effectively communicate the reasoning behind governmentsanctioned programmes to the citizens. “The net effect is that, if public servants are well equipped to discharge these tasks, the programmes of government will be effectively implemented,” he said. He added that decision-making is a huge responsibility which drives

relationship between government and the public, hence, the need for continuous training of the teeming work force which formed the path towards a renewed and foremost state civil service. The governor said the state was investing in Infrastructural renewal projects and would continue with the training and re-training of its workforce for it to key into developmental strides of the government. In his words, “As to the matter of decision-making styles, the need for senior officers to develop a decisionmaking style that will make the proper implementation of government policies very effective will be tuned to achieving intended goals can never be over emphasised.” He stressed that attainment of higher positions in the civil service involved a lot of making decisions, and to climb the corporate ladder and be effective in new roles, managers must learn new skills and behaviours to create the way they use information and the way to create and evaluate options. One of the resource persons at the training, Professor Pat Utomi, stated that the Lagos State government was creating an enabling environment

for their staff to allow them perform optimally in the public service career. Professor Utomi, who commended the initiative said that the world had gone digital and complex, and as such; individuals, the private sector and government could not be left out. He said, “We are now in a digital world. A world that is volatile, competitive and ambiguous. It means that anybody who is in this environment must be very sophisticated in gathering and processing information, and also making a choice out of hundreds of thousands of options that are before such a decision and the maker. It also involves training yourself to be capable to take this kind of decision that can affect million of lives.” He, however, advised government to create an entrepreneurial public service that can work with the stakeholders and essentially align with their needs towards achieving its set goals. Earlier, the Director of Training, Ministry of Establishments, Training and Pensions, Mr. Ayodeji Aruna, implored the participants to use the training sessions judiciously to upgrade thier skills and train their subordinates for optimal performance of the state civil service.

Anthony Joshua becomes “fourth lion” in Wembley den

Britain’s heavyweight world champion Anthony Joshua says Wembley just added a “fourth lion to the den” as he committed to staging his next two bouts at the historic stadium. Wembley is the historic home to the England football team whose nom de guerre is “The Three Lions”. The 28-year-old 2012 Olympic champion — whose epic 11th round knockout of Ukrainian great Wladimir Klitschko in April 2017 drew a post war attendance record at Wembley of 90,000 — has fights planned for Wembley on September 22 this year

and April 13 next year. Joshua — who holds the IBF, WBA, WBO and IBO belts — has since filled Principality Stadium in Cardiff twice. “I am returning to Wembley after two mega fights in Cardiff,” Joshua said in a statement. “Being north London born and raised it is in my blood. “The opportunity to fight in such an iconic stadium is normally a once in career opportunity, so to be given the chance to fight there again is amazing. “Wembley just added a fourth lion to the den.”

Joshua returns to the capital after the sellout bouts in Cardiff where he defended his belts against Carlos Takam last October, then took New Zealander Joseph Parker’s WBO belt in March -– with the two events attracting over 150,000 fans. Joshua’s likely opponent for the first bout back at Wembley is Russia’s Alexander Povetkin. Since he beat Parker, Joshua’s promoter Eddie Hearn has been trying to set up a unification bout with WBC heavyweight champion Deontay Wilder, but has not yet managed to do a deal with the American’s camp.

The WBA lost patience over the matter in late June and Joshua was told to defend his title against Povetkin, who is the mandatory challenger, although that is yet to be agreed upon either.

Buhari backs Supreme Court ruling in NFF crisis – Report President Muhammadu Buhari is said to be in support of the Supreme Court’s ruling that sacked Melvin Amaju Pinnick as president of Nigeria Football Federation (NFF), and the directive from minister of sports, Barrister Solomon Dalung reportedly came after consent from the nation’s number one citizen. Startling latest information on the NFF saga has it on authority that Dalung issued a directive ordering Pinnick and his executive committee members to vacate office only after getting approval from Buhari. Consequently, Dalung only made the directive public after he received full blessings and approval of President Buhari, then ordered Pinnick and his board members to comply with last month’s Supreme Court ruling, which deposed them.

The report states further that President Buhari is also aware that the move to abide by the orders of the country’s highest court could see Nigeria coming under a FIFA ban. A credible source disclosed on Wednesday: “The minister ensured he got the approval of the president before he ordered the NFF to comply with the Supreme Court ruling. “The president approved for the minister to get Pinnick’s executive committee to step aside in accordance with the court order; even when he was told that the consequence would be a FIFA ban.” NFF’s lawyer Festus Keyamo warned of doom for Nigeria football after Chris Giwa and his group at the helm of the country’s

football ruling body replaced his clients. Keyamo boasted: “Chris Giwa and his friends are on a journey to nowhere. It will end the way it started.” While the lawyer criticised the role played by Dalung in the crisis, on Wednesday sought an order from a Federal High Court in Jos to set aside an interim order that installed Chris Giwa as NFF president. Top officials of the deposed NFF leadership are in Jos, with confidence they will get their way to return to take charge of The Glasshouse. Such is their confidence that they have already planned an emergency congress in Abuja on Sunday to be followed by an

executive committee meeting the next day. Efforts by this group to meet with government officials at the presidential villa in Abuja on Monday were futile, as a spokesman simply ordered them to revert to Dalung, who they have widely knocked for the latest crisis to rock the NFF. Rumours that the Chris Giwa group will not be in office on Tuesday because of “orders from above” turned out to be the usual lies as the group went about their business unhindered. Giwa will address a world press conference on Friday to shed light on several vexed issues concerning Nigeria football.

Sunmisola Balogun: I’ll not disappoint Nigeria at Cadet Championship Africa cadet champion, Sunmisola Balogun has promised not to disappoint the country at the ongoing Cadet World Wrestling Championships. The Cadet World Wrestling Championships is taking place in Zagreb, Croatia from July 3 to July 8. Balogun told the News Agency of Nigeria in a telephone chat on Wednesday, that she was fully prepared and motivated for the competition. Balogun said she had been in camp with other wrestlers preparing for the Africa Youth Games. “I have stepped up preparations and I promise not to disappoint the country. “This is my first time of participating in a championship outside Nigeria and I am really excited to have also qualified for the Youth Olympics. “This is a very good opportunity for me to be exposed and get more experience before the Youth Olympics Games,” she said.

NAN reports that this is the first time Nigeria will be participating in the Cadet World Championships since its inception in 1975. The Ondo State-born came from 4-0 down to defeat Natasha Nabaina of Cameroon 5-4 in a tight final of the 65kg class to win gold at the 2018 Africa Championship in Port Harcourt. The wrestler had an impressive outing in Port Harcourt, having defeated Natacha Nabaina of Cameroon 2-0 in Round 1 before beating Charmone Oosthuizen of South Africa 11-0 in Round 3. She also defeated Chaimae Taibi of Morocco 10-0 in the semifinal. Balogun and Esther Kolawole (61kg) are African champions. They are the two wrestlers hoping to make Nigeria proud at the Championships. They are accompanied by Head Coach of the female national team, Purity Akuh who also doubles as the Ondo State Wrestling Head Coach.
