transactions (Spot FX and FX Derivatives) accounted for 37.44 per cent whilst Repurchase Agreements (Repos)/Buy-Backs product categories (Repos/Buybacks) accounted for 14.90 per cent, and Bonds and Unsecured Placements & Takings representing 6.62 per cent and 0.58 per cent respectively, of overall market. However, the total closing traded figure as of first half 2018, represented an appreciable rate of 22.1 per cent or N19.1 trillion, while compared to N67.3 trillion recorded in the corresponding period in 2017. The latest data obtained from FMDQ OTC platform showed that turnover in the Fixed Income and Currency (FIC) market for the month ended June 30, 2018 was N17.23 trillion, a 20.53 per cent (N2.93trn) based on Month –on -Month (MoM1) increase and a 36.49 (N4.61trn) Year on –Year (YoY2) increase on the turnover recorded in June 2017. The Daily Times findings further showed that transactions in the Forex market alone stood at N28.36trillion during period considered. However, it is worthy of note that the T.bills and Foreign Exchange (FX) segments jointly accounted for 79.35 per cent of total turnover in the FIC market in June, representing a marginal increase of 3.44 percentage points (ppts) from the 75.91 per cent recorded in May. The forex market, which represents a platform where participants buy, sell, exchange and speculate on currencies are made up of banks, commercial companies, the Central Bank, investment management firms, hedge funds, and retail forex brokers and investors.

Analysing contribution to total FX turnover, The Daily Times observed that InterMember trades contributed 15.05 per cent to total FX turnover in June, a 4.01per cent increase from the 11.04 per cent contribution recorded in May, while Member-Client and Member- CBN trades both contributed 56.62 per cent and 28.28 per cent to total FX turnover in June, decreasing from 58.90 per cent and 30.06 per cent in May respectively. But analysis of FX turnover by product type showed that turnover in FX Spot and Derivatives increased MoM in line with the trend in total FX turnover, with both increasing by 29.82 per cent and 46.60 per cent respectively. Although, latest figure revealed that the FX market turnover recorded highest base on Month-on- Month (MoM) increase, growing by 34.50 per cent to N1.79 trillion, while Unsecured Placement/Takings turnover recorded the highest MoM decrease, falling by 42.54 per cent to N0.03 trillion. Further breakdown of the figure indicated that total FX market turnover in June was $19.80 billion, a 34.04 per cent increase or$5.03 billion from $14.77 billion value recorded in May. In fact, May and April figures were lower than N6.12 trillion ($18.67bn) traded in March, which was an increase of 44.59 per cent against N4.6 trillion ($5.76bn) values recorded in February ($12.92bn). In January, the FX market had traded $14.01billion, which was higher than $12.92 T-bills/FGN Bonds It is very important to note that the increase recorded in turnover was driven mainly by 18.13 per cent to N1.02

trillion MoM increase in T.bills turnover, as it remained the major driver of liquidity in the FI market, accounting for 84.95 per cent of the total FI market turnover, albeit 1.15ppts lower than its contribution in May. Consequently, total T.bills outstanding as at June 30, 2018 stood at N13.76 trillion, representing a 1.75 per cent or N0.24 trillion MoM decline, driven by a net redemption of T. bills in the month of June. Conversely, total FGN Bonds outstanding increased marginally by 0.41 per cent N0.03 trillion MoM to close at N7.83trn, suggesting the FGN refinanced some of its short-term obligations with longer term FGN Bonds while increasing cash liquidity in the market. T. bills within the 6-12 months maturity remained the most actively traded, accounting for 28.28 per cent of the total FI market turnover in June, despite decreasing from the 37.42% contribution reported in May. Weighted average yields across the short, medium and long-term maturities on the sovereign yield curve increased by 0.72ppts, 0.03ppts and 0.16ppts respectively, leading to a flatter sovereign yield curve from its shape in May. Yield spread between the 3-month T.bills and the 10-year FGN Bond increased by 3bps to close at a 132bps spread in June. Turnover in the fixed income market generally, in the month under review, settled at N6.24 trillion, representing a 43.03 percent (N1.87trn) month-onmonth increase. Transactions in the T-bills market accounted for 87.41% of the Fixed Income market, from 88.67 percent the

The Deputy Governor of Kano State, Prof Hafiz Abubakar, on Sunday, resigned his position as deputy Governor on the platform of the ruling, All Progressives Congress (APC) after relationships between him and his boss, the Governor Abdullahi Umar Ganduje went sour. Hafiz was said to have resigned from his position on Sunday, following hints that 31 members of the state’s House of Assembly had reportedly signed his impeachment notice, which would be tabled before the Assembly on Monday (today). The deputy has been having a running battle

with Governor Ganduje over issues bordering on loyalty between the Gandujiyya and Kwankwasiyya Group of his intention to dump the plump job. In a letter, dated August 1, 2018 and addressed to the Governor Ganduje, Prof Hafiz said” : I would desired to remain up to the end of our tenure, in order to fulfill, the aspirations and expectations of the good people of Kano State, as expressed in their joint ticket in 2015. ‘’But with the current and persistent irreconcilable differences on matters relating to governance and government operations, personal opinions and the concept of, and respect for democratic ideals and values, it would be unfair

to my conscience to the good people of Kano State and you, as the head of the Government to continue to remain in my position as the Deputy Governor.’’ Hafiz, a university professor was said to have resigned his position and will soon join his political godfather, Senator Rabiu Kwankwaso, who defected from the ruling All Progressives Congress (APC) to the Peoples Democratic Party (PDP). But Hafiz has personally refuted speculations that he had defected from the APC, to the PDP last Wednesday. The deputy governor has been under pressure from the governor’s loyalists to resign or face impeachment.

The Acting National Publicity Secretary of the All Progressives Congress (APC), Mr. Yekini Nabena, has disclosed that the defection of the Senate President, Bukola Saraki; Sokoto State Governor Aminu Tambuwal, his Benu State counterpart, Samuel Ortom and others will not affect the re-election of President Muhammadu Buhari in 2019. Nabena added that the defecting politicians lacked the political sagacity to affect the goodwill and massive grassroot support the President enjoys from the electorate. The new APC national spokesman stated this during an interview with select journalists in Abuja at the weekend. According to Nabena, most of the defectors are paperweight politicians and lack electoral values. He added that the re-election of President Buhari is a done deal based on his continued nationwide support. He said: “I can tell you authoritatively that the defections will not affect the President’s re-election. It is public knowledge that Saraki’s popularity is limited to Kwara State. He does not have any power to determine what happens in Kogi or other North Central states where the President still enjoys massive support. “Please note that Saraki’s popularity is limited to Kwara State alone. He has to contend with latest agitations from certain stakeholders who are now

questioning what he he has done for the state in the last 15 years. You will recall that when the deadliest Offa robbery took place, there was no single Armoured Personnel Carrier (APC) in the state to confront the robbers. That shows lack of development in the state. “When you talk of Tambuwal, it is a known fact that he is not in control of Sokoto State. Senator Aliyu Magatakarda Wamakko, on whose structure he used to become Governor, is still with us. You have seen what happened when Wammako visited Sokoto at the weekend. “For emphasis, in Sokoto State, we have the Deputy Governor, 2 senators, 9 members of the House of Representatives, 12 out of the 30-State House of Assembly members and a massive support base in the state. “For the Benue State Governor, Samuel Ortom, you know that the man is facing a crisis of acceptance. He has to contend with former Benue State Governor Gabriel Suswam and other major political actors who have been working to ensure that PDP is still a strong party in the state. Don’t forget that Senator George Akume is a force to be reckoned with in Benue politics. Time will tell who controls Benue in due course. “Regarding other defecting lawmakers, most of them must get the tickets to run first, it is certain that most of them will not win their re-elections as other dynamic candidates are eager to replace them for positive development of the country”. In a related development, the National leadership of the APC has lifted the

suspension placed on Senator Shehu Sani (APC, Kaduna Central). The party also directed the chairman of the party in Tudun- Wada ward and others to implement the directive with a view to complimenting the peace efforts being made by the National Leadership of the party to bring peace in the party in Kaduna State. The party in a press statement signed by the Acting National Publicity Secretary, Yekini Nabena, on Sunday, stated that: “The National Secretariat has received the news of the suspension of Senator Shehu Sani by the Tudun Wada ward Chairman and wish to clarify that the purported suspension of Distinguished Senator Shehu Sani representing Kaduna Central Senatorial District is hereby lifted and he is confirmed as a member and leader of our party. “The Chairman Kaduna State Chapter has been directed to inform the relevant Ward and Local Government chapters appropriately and also put the necessary mechanism towards complementing the efforts of the National leadership towards ensuring lasting peace and unity in the party”. Senator Sani had shunned the idea of defecting to the PDP like other APC National Assembly members following the peace moves initiated by the National chairman of the APC, Comrade Adams Oshiomhole. The Daily Times recalls that the Chairman of the party in Kaduna State, Emmanuel Jekada, had announced on Thursday the confirmation of the indefinite suspension of Senator Shehu Sani, representing Ward 6 of Tudun Wada Local Government of the State, saying

On the other hand, activities in the secured money market (Repos/BuyBacks) settled at N3.51 trillion in June, 34.28 per cent (N0.89trn) more than the value recorded in May. On a year-onyear basis, turnover on repos/buy-backs recorded a 26.34 percent (N0.76trn) increase. Nigeria’s external reserves monitored by the Central Bank of Nigeria (CBN) dropped a total sum of $719.46 million in 24 days to $47.06 billion as at August 2, from $47. 78 billion it stood at June 29, 2018. However, the continued decline in foreign reserves was due to sustained intervention in the foreign exchange market by the apex bank. Foreign reserves have dropped month-to-date by $508.41 million from $47.79 billion it opened July 2018 to $47.26 billion, despite the absence of the CBN’s conventional injection into the foreign exchange market. The foreign reserves have been hovering around $47 billion since April 17, 2018 and reached the peak of about $47.85 billion on May 9, 2018. The global oil prices also have been hovering around $73 per barrel, stoking hopes in the industry that the market has finally turned a corner following a three-year slump. The naira buffer has come under heavy pressure, forcing the CBN to woo local businesses importing goods from China to use the Yuan instead of the Dollar in its effort to support the naira and boost reserves. The apex bank explained that the currency swap is aimed at providing adequate local currency liquidity to Nigerian and Chinese industrialists and other businesses thereby reducing the difficulties encountered in the search for

third currencies. The CBN governor, Mr. Godwin Emefiele, at the end of the last Monetary Policy Meeting (MPC), said the committee members were optimistic and expected further increases in the level of foreign reserves in the near term, citing the favourable crude oil prices. “The Committee, therefore, advised the Bank to sustain its current efforts to maintain investor confidence and ensure accretion to external reserves,” he said in a communiqué. Commenting on the issue, analysts at Cordros Capital said: “Our outlook for the Foreign Exchange market remains stable, as higher oil prices and stable production continue to support growth in the foreign reserves, providing the apex bank sufficient legroom to sustain its interventions in the currency space.” It is however worthy of note that during the period under review, the Central Bank of Nigeria (CBN) had moved closer to realising its single exchange rate target by unifying dollar buying rates for banks and Bureau de Change (BDC) operators. The development, which has brought stability to the foreign exchange market and showed CBN’s proactive approach to ending multiple exchange rates, tipped to permanently send currency speculators out of the market. The President, Association of Bureaux De Change Operators of Nigeria (ABCON), Alhaji Aminu Gwadabe, said: “We believed the CBN’s policy direction and the BDCs’/Banks’ rate unification promotes efficiency, transparency, price discovery and will help phase-out multiple exchange rates regime.” The Daily Times recalls that the CBN during the period under review finally announced that Bureau De Change (BDC) operators and commercial banks will buy dollar at same rate and sell within same margin, as market watchers

saw it as a masterstroke needed to eliminate multiple exchange rates in the industry. But many financial pundits believe the rate unification also captured CBN’s commitment and readiness to end the multiple exchange rates that have remained a plague to the industry, and in its place, entrench single exchange rate regime that serves the interest of all stakeholders. Speaking further on this development, the ABCON boss, Alhaji Gwadabe, said the speed at which the naira recovered against the dollar after the CBN’s announcement, buttressed the BDCs’ massive influence in the market and economy. He said the BDCs have so far stamped their role as key players in the forex market, where they remain major economic drivers creating employment and wealth for the people. These contributions, he said, require that the operations of BDCs be supported to sustain ongoing market rally and stability. “We commend the CBN’s bold move in unifying the BDCs’, banks’ rates. We can safely say that the threat of distortions of market rate by election anxiety have been mitigated by the policy. And the BDCs are committed to supporting the CBN’s policy direction and actions to sustain ongoing market stability. “The impact of the rate unification is massive, including raising foreign investors’ confidence in the domestic economy, boosting the foreign exchange reserves position and creating opportunity for a better foreign reserve management by the apex bank. He assured that the BDCs will continue to meet the critical forex needs of the retail end-users and stick to allowable transactions limits as approved by the regulator”, he added.

Saraki that, “As the newly elected Chairman of the party in the state, records available to me confirmed that Senator Sani has been on indefinite suspension since 2017 by the leadership of Tudun Wada ward of Kaduna Local Government Area of the state and the suspension is still on and valid. “A media campaign cannot change the valid position of a duly constituted power organ”. Some members of the ward executives including the Secretary, Ahmed Abdulhakim, the PRO, Auwal Maianguwa and the Ex Officio, Aminu Allan, had on December 27, 2017 announced the Senator’s suspension accusing him of anti- party activities, factionalising the party in the state and criticising the policies of Governor Nasir el-Rufai, which the three officers later denied. Senator Sani also made his point clear when fielding questions from journalists at the party secretariat a fortnight ago in Abuja declaring that he remains a member of the governing APC, supporting the ongoing reconciliation efforts undertaken by the party’s National Executive led by the National Chairman, Oshiomhole. “We are confident that the new leadership of the party has the capacity and ability to address injustices. In the words of Frantz Fanon, ‘We revolt because we cannot breathe’. So we revolted against the party because it is suffocating us. Now we have a new surgeon who is doing everything possible to put it back on track. That is why we give him the benefit of doubt that the problem can be solved”, Sani said. In a related development, more drama has continued to unfold in the polity as the PDP has received a major blow as one of its key members in the National Assembly, Senator Godswill Akpabio has concluded plans to join the ruling APC. Senator Akpabio had on Sunday visited President Muhammadu Buhari who is currently on vacation in the United Kingdom to intimate him on his decision to join the APC. The Special Adviser to the President on National Assembly Matters (Senate), Senator Ita Enang, at the weekend, announced that the APC would receive Akpabio into its fold on Wednesday, August 8, 2018. Akpabio, who represents Akwa Ibom North West District, is the Senate Minority Leader and currently a member of the PDP. Senator Enang twitted on his twitter hadle @SenItaEnang stating thus ; “I’m confirming that the @APCNigeria family as earlier indicated will formally receive H.E,@godswill_akpabio on Wednesday, August 8, 2018 at an elaborate ceremony in Akwa-Ibom State.” Also, a Senior Special Assistant to President Buhari on Prosecution, Okoi Obono-Obla, had also posted on Facebook, a picture of Akpabio and the national leader of the APC, Bola Tinubu, noting that there will be an APC Rally at

Ikot Ekpene, Akwa Ibom State, to receive the former governor to APC. Akpabio’s visit to President Buhari follows a gale of defections from the ruling APC in which many lawmakers at the National House of Assembly announced their defection to the PDP. But details of the Senator’s meeting with President Buhari are not yet known. Senate President, Bukola Saraki and three APC governors, Samuel Ortom of Benue State, AbdulFatah Ahmed of Kwara State and Aminu Tambuwal of Sokoto State had also dumped the APC for PDP. Meanwhile, the Nigerian National Petroleum Corporation (NNPC) has said that it has no hands in the ongoing political tango in the National Assembly and the trending reports in some sections of the media insinuating that the Corporation’s helmsman, Dr. Maikanti Baru, had doled out funds to effect the impeachment of Saraki. While also exonerating Baru of any involvement in the alleged plot, the Corporation in a statement issued by its Group General Manager, Group Public Affairs Division, Ndu Ughamadu, described the report as the handiwork of mischief makers seeking to drag the NNPC and its GMD into a purely political affair totally different from its mandate as the national oil company with fiduciary responsibilities to the government and people of the Federal Republic of Nigeria. The NNPC emphasised that the report is not only false, but also an affront on the verifiable reforms in the operations of the corporation under the watch of Dr. Baru which has witnessed irreversible strides in the area of transparency leading to the sustained publication of NNPC monthly operations and financial records. The statement added that it was mere fiction and outright ‘tales by moonlight’ for anybody to insinuate that Dr. Baru or anybody else could just take a dip into the Corporation’s till and dole out the volume of funds being portrayed in that phantom report for political purpose. The Corporation called on all wellmeaning members of the public and oil and gas industry stakeholders to discountenance the said story, noting that the Management of the NNPC remains committed to its statutory role and responsibility to the entire federation. Meanwhile, the PDP has asked Nigerians and the international community to hold the APC and the Federal Government responsible should the nation’s democracy fall under any harm in the coming days. The party also warned that any attempt by anybody to forcefully take over the control of the National Assembly is a direct recipe for crisis and anarchy, as this will be directly resisted by Nigerians. This caution by the PDP came against the backdrop of what it claimed of an alleged fresh plot by the APC and its agents to flood the National Assembly with armed plain cloth security operatives to compromise the security architecture to enable the forceful takeover of the leadership of the Senate by APC senators.

He said: “Nigerians would recall that we alerted the nation that the purported overseas vacation by President Muhammadu Buhari was to enable his cabal overrun the National Assembly in a manner reminiscent of the siege at the Benue State House of Assembly, so as to sack the current elected Senate leadership and install their stooges. “When this is done, the Buhari Presidency will in its characteristic response claim the ‘Mr President is unaware”.’ The PDP, however, warned in strong terms, that Nigeria as a

nation will never allow such direct assault to the highest symbol of the nation’s integrity as a democratic state. The party said the laws of Nigeria regarding the sanctity and sovereignty of the legislature are clear and that the citizens will never allow any person or group of persons, no matter the circumstances, undermine the constitutional integrity of the legislature as representatives of the people. “Any attempt to tempt the will of the people in this direction is a clear recipe for very serious crisis. “The laid down rules for reconvening the Senate whenever it is on recess, which must be followed when it becomes compelling to reopen the Senate

on a date order than the earlier adjourned date, are clear and direct. “In such a circumstance, Order 12(2) of the Senate Standing Rule (2015) clearly vest such powers and functions on the Senate President, who shall give notice of such new date and time. “Anything outside the provision of the law is a direct coup not only against the National Assembly but also on our entire democratic system. It is a clear recipe for anarchy of monumental proportion capable of disarticulating our nation,” the PDP declared. As preparations towards the 2019 general elections draw near, the Federal Airports Authority of Nigeria (FAAN) has warned politicians not to breach security rules at the nation’s airports, insisting that the airport environment is a highly regulated environment and should be seen as such. In an official statement made available on Sunday, the FAAN advised the general public, especially politicians and their

supporters to ensure compliance with all rules and regulations at the airports, as the agency would not compromise security and safety at our airports for any reason. In the statement signed by FAAN’s General Manager, Corporate Affairs, Mrs Henrietta Yakubu, the FAAN condemned the invasion of the runway of Sultan Abubakar III International Airport, Sokoto by loyalists of some politicians who broke through the airport fence and invaded the airport in a bid to receive their political

masters. It stated , “The unfortunate incident, which occurred on Friday, August 3, 2018, is a gross violation of the security and safety arrangements at the airport, as thousands of political loyalists violently accessed restricted areas at the airport, breaking down the airport fence in the process and resisting all security machineries in place. “However, our team of aviation security officers were able to curtail the situation and normalcy was restored at the airport”, FAAN added.

Senator Ali Ndume (APC Borno) has criticized the Economic and Financial Crimes Commission (EFCC) over what he described as preferential treatment given to the Deputy Senate President, Senator Ike Ekweremadu, during the latter’s honouring of EFCC invitation. According to Ndume, there is no basis for the EFCC to treat Ekweremadu with what he called ‘kid gloves treatment’ when such action was not extended to other senators during their visits to the EFCC. Ndume stated this on Sunday during an interview with the Daily Times in Abuja. He said,” There is no basis for the EFCC to give special treatment to Ekweremadu when other senators including David Mark, Stella Oduah, Peter Nwaoboshi, David Jang and others did not get that treatment when they honoured EFCC’s invitation. “ The Deputy Senate President told the EFCC operatives during his second day appearance on Wednesday that he was not feeling fine and they released him, asking him to come back when he is fit for questioning. “ He should have been taken to an hospital under the care of the EFCC. That was what happened during the invitation of other senators by the EFCC. “Every Senator is equal during invitation. There should be no

preferential treatment to Ekweremadu or any senator. We are all equal before the law. When I was invited by the DSS during the allegations of involvement in insurgent activities before I was discharged and acquitted, I did not receive any preferential treatment”. The Daily Times recalls that the EFCC had last Tuesday quizzed Ekweremadu, asking him to explain how he acquired some of his undeclared assets. Ekweremadu, who reported at the headquarters of the commission in line with the invitation extended to him, was held back for couple of hours. The operatives were said to have asked him questions on his choice properties in Nigeria, United States of America and United Arab Emirates, which they claimed were acquired with proceeds of crime while the politician is in public office. But Ekweremadu was later released at about 7.30pm by the EFCC on administrative bail. He was asked to report back on Wednesday for further clarification on the said assets. The assets for which the Ekweremadu is being questioned were reportedly discovered by the Special Presidential Investigation Panel for the Recovery of Public Property. Ape Moses not the best candidate for 2018 UTME, JAMB clarifies Says Galadima Zakari scores highest with 364 Doosuur Iwambe, Abuja The Joint Admissions and Matriculation Board (JAMB) has debunked a media publication by one of the national newspapers which claimed that Ape Terhemba Moses, a student of New Covenant Christian College International, Makurdi Benue State, emerged with the best results in the 2018 Unified Tertiary Matriculation Examination (UTME). In a statement made available by its Head, Public Affairs, Dr Fabian Benjamin, JAMB stated that contrary to the publication, Galadima Israel Zakari from Biu, Borno State, who sat for the examination in Ogun State and scored 364, emerged as candidate with the highest scores in the 2018 UTME exercise. According to Fabian, the clarification became imperative in order to ensure that members of the public are not mislead by the unverified report. Calling for the immediate retraction of the report, the JAMB Board appealed to all

interested individuals and organisations who want to use its data for research, reportage and other national necessary disposition to always contact it for accurate and up to date information so as not to misdirect the public into taking wrong and misleading conclusions. Reps member lambasts Gov Emmanuel over death of security agents, 150 civilians Isaac Job, Uyo A member representing Abak\Etim Ekpo\Ika Federal Constituency in the House of Representatives, Hon. Emmanuel Ekon, has faulted Akwa Ibom State Governor Udom Emmanuel’s poor handling of security crises in some parts of the state, noting that the administration under him was a disappointment to the electorate who voted him in 2015. This followed the sacking of hundreds of local residents in two Local Government Areas of the State (Etim Ekpo and Ukanafun) by militants who, according to Ekon, have led to the killing of no fewer than 150 people including security agents as well as the destruction of properties worth millions of naira. Speaking yesterday in an interview in Uyo, the State capital, against the backdrop of the governor’s visit to the area at the weekend - to drop relief materials to the displaced residents, Ekon, described the action as belated, given the fact that “the crises have seriously devastated the affected communities for over two years”. He, therefore, challenged Governor Emmanuel to name the sponsors, if he was sincere in his utterances at the Utu Etim Ekpo secretariat, where he admitted the crises were being sponsored.

Be steadfast, Soyinka tells Gov Ortom Freddie Adamgbe, Makurdi The Nobel laureate, Prof Wole Soyinka has urged Benue State Governor Samuel Ortom to remain unperturbed despite attacks on him following his recent defection to the Peoples Democratic Party (PDP) by the leaders of the All Progressives Congress (APC). Soyinka also urged the governor not to be discouraged by the spate of attacks on his person and office following his defection from the APC to the PDP In a letter, Prof Soyinka said “as a leader of a people who took much of the earliest brunt of unleashed herdsmen savagery, and cried in vain for help, you have a moral right to seek the promise of an alternative haven of security for your people. They remain your primary responsibility. We are all free to cavil over the actual choice of an alternative destination, but no one can deny the inalienable entitlement to such action, especially where provoked by disillusionment and a sense of impotence under existing association”. Soyinka who commended Ortom for standing with Benue people in the face of intimidation and threats, encouraged him to remain steadfast. “Coincidences are, by their very nature, suspect, and I certainly perceive the beginnings of a heavy-handed campaign of reprisals from ruling circles over your political decision. This bodes ill for the nation. It goes beyond any immediately affected state and alerts us all to fascistic threats against a common democratic destination, and the basic right of free choice of political paths towards its attainment. I can only urge you therefore to take heart, and remain resilient, unbowed, and undeterred”, Soyinka noted.

Married woman kills husband over infidelity Joy Anyim, Lagos

A married woman, Mrs Damilola Ayeni, has been arrested by the Lagos State Police Command for allegedly stabbing her husband, Olumide Ayeni, to death with a knife. Our correspondent gathered that Damilola who is a mother of two had engaged her husband in a heated aguement bordering on infidelity at their Bamgbose Street residence in Lagos Island over the weekend. According to reports, the couple had officially tied the knot in February 2018 after years of courtship and two children. The cause of the argument it was learnt was because the suspect had seen her husband Olumide Ayeni with a lady a few hours before and upon Olumide returning home, she picked a fight with him and stabbed him in the left side of his chest in the process.

The injured Olumide was rushed to a hospital close to their Lagos Island home where he eventually bled to death. Confirming the incident, the Lagos Police Public Relations Officer, CSP Chike Oti, said it was the father of the deceased, Sunday Ayeni , that reported the matter to the Lion Building Police Station. He said, “ It was Sunday Ayeni Olawale of No 8 Bamgbose Street Lagos Island that had reported to the Lion Building Police Station that his 36-yearold son, Olumide Ayeni of was allegedly stabbed by his wife with a knife on the left side of the chest. “ The victim was rushed to Lagos Island General Hospital where he later died. Damilola has been arrested and detained while the body of the deceased have been deposited at the morgue for autopsy. “Preliminary investigation is in progress with a view to transfer the State Criminal Investigation and Intelligence

Department (SCIID) Panti for discrete investigation.” Soeaking on the reason for her action, Damilola said on the day of the incident, the deceased called her on phone sometime in the evening and she missed his call. “ When he came back home at about 1am, he queried my whereabouts when he called my phone in the evening. He accused me of infidelity and charged towards me with a knife. I then picked the kitchen knife and stabbed him in self defence,” she added. Reacting to development, the Commissioner of Police, Lagos State Command, Mr Imohimi Edgal, decried the alarming rate of spousal killings. He said, “This is one case of spousal killings too many. I therefore advise couples, rather than resort to violence which may lead to the death of a spouse in settling disputes, couples should be patient and seek for none voilent measures in resolving issues.”

Ahead of the 2019 general elections, the All Progressive Congress (APC) has vowed to wrestle power from the ruling Peoples Democratic Party (PDP) in Enugu state, saying the umbrella symbol party has failed the citizens in virtually all sectors of the economy. It insisted the time has come for the electorates in the state to open their eyes and say no to bad governance, which it alleged had remained a serious cog in the wheel of progress and development of the state in the past 20 years PDP has been piloting its affairs. The Enugu state APC governorship aspirant and former Attorney General and Commissioner for justice in the state, Barr. Ifeanyi, Nwoga while speaking at the weekend at his official declaration at the Nnamdi Azikiwe Stadium Enugu at the weekend noted that education, health, water and sanitation infrastructure, among others in the state since 1999 have been in sham. The governorship hopeful, who promised to fix the sectors if elected, said, his administration would introduce free tuition levy for indigent students of the state as well as embark on aggressive infrastructural development in all the three senatorial districts of the state. He said, “Our people have been taking for granted for too long, so, if it pleases God, and man, (you people), I will be contesting for the governorship of Enugu State in 2019 under the platform of APC. I will run an anti corruption led government.”

Putting C’River on global cocoa processing league through Ayade’s initiative

In line with several of his campaign pronouncements in the run up to the 2015 governorship election, Governor Ben Ayade has spared no effort in crystallizing his dreams, turning his industrialization vision into reality. From the creeks of Bakassi, through the rainforest of Akamkpa and down to the hills and mountains of Obudu, Ayade has redefined governance through his tsunami of industrial revolution. Addressing a gathering of elders, council of traditional rulers, farmers and youths of Ikom back in 2015, while on a campaign train, Ayade had in an impassioned tone provoked tears from his attentive audience when he swore before them to alter their fortunes positively, as a cocoa producing zone, if only they could entrust him with their votes. Barely three years after extracting that trust, and with the attendant promise of establishing a cocoa processing plant to create a value chain for cocoa production, it could be said with all boldness and certitude that Governor Ben Ayade has indeed delivered on his promise. Using the Intellectual capital model or better still, what the governor himself has rechristened ‘intellectual money’, which is based on an OPM (Other People’s Money), Ayade has been on windfall of industrialization across the state. At a recent inspection visit to the cocoa processing plant

nearing completion at Ikom, Central Senatorial District, a multibillionaire naira plant, stands a howling justification of what is now native to the people as Governor Ayade’s theory of intellectual money. The establishment of a coca processing mill by Ayade is no doubt a jinx breaker as well as the achievement of what hitherto was thought to be improbable in this part of the world. With Cross River Cocoa adjudged as one of the finest in terms of quality in Nigeria, there was no other way to bring value addition to cocoa production in the state than Governor Ayade’s effort to establish a multibillion naira cocoa processing in Ikom. The Ikom cocoa project, when commissioned, will launch Cross River into the global cocoa hub in the world. Ayade says his intention is to revive cocoa as the main stay of the economy of the people of the senatorial district in particular and Cross River in general. Essentially, cocoa farming has been money a spinner to the people of the senatorial district in the past. Having again put a marker down, Ayade has clearly demonstrated that intellect can be used to fill the gap where physical money is unavailable. This principle is tailor made for Cross River considering the rapid economic and infrastructural development of the state under him in the last three years. For a cash strapped economy like Cross River State, coupled with a near zero allocations from the federation account, without intellectual money,

building the calibre of industries and infrastructural projects the governor has accomplished in the last three years would have been a near impossibility or a mere wishful thinking. However, through the application of intellect, that which would have been impossible to achieve in Cross River has been achieved effortlessly by Professor Ayade. Impressed by the level of work at the cocoa processing plant, Ayade praised contractors handling the project and expressed optimism that the plant would be ready soon for production. “I am very impressed; knowing the enormity of work done, I’m really impressed. From what I have seen, the contractors deserve excellent pats on the back. This is what we call commitment and consistency. I just want to tell a very short story, this is a story of a very great ambition ruling by motion without logic, no money but intellectual money, that is what I applied here” The Ikom cocoa processing plant will process 30,000 tonnes of cocoa per annum. With the plant, Ayade has scored another first after establishing Africa’s first automated rice Seeds and seedling factory. The plant is the first of its kind in Africa that will process cocoa beans to chocolate. For a governor who is focused on industrializing his state, the plant holds a lot of economic and employment future for the people of the state in line with Professor Ayade’s determination to decouple the state’s

economy from over dependence on federal allocations. Ayade: “This is the spirit of intellectual money and Cross River ultimately will be proud that I knew where I was going from the beginning. I am following an agenda that at the end of my eight years in office, when every single citizen of the state remembers my days, he or she will say this young man had a great vision. “For all the years gone by Cross River has been producing cocoa for other states to bear the name because we did not have an offtake mechanism, we did not have a programme by government to buy off the cocoa at good rates. So, outsiders used to come in and buy the cocoa from us and grade it as cocoa from their own state.” The plant, which will soon be operational, offers cocoa farmers in the state the opportunity, platform and industry to process their own cocoa, giving a premium value for money. “A cocoa house is going to be built so that once anyone owns a cocoa farm, all they need to do is just go to the cocoa house, collect money during harvest and the government will take their cocoa.With this arrangement, cocoa farmers in the state will have money for their product and don’t have to go to bank to get a loan.” In his quest to bequeath an ultra modern Ikom cocoa processing plant to Cross River, Ayade’s government has had to turn to Germany and Switzerland for the latest technology in cocoa processing.

Some residents of the Greek holiday resort of Mati in the Rafina region might have thought what they were experiencing on July 24 was the fulfillment of the Biblical pronouncement that God will no longer destroy the world with water, but fire the next time. For many, all they saw were fires racing towards them like a category five typhoon making a land fall. In minutes, the raging fires, which were 15 metres high, had leaked to homes and cars, and burnt many. For some, the fire seemed to be raining from the skies. The official casualty figure this week, is 91 dead and hundreds injured. Luckily, the Aegean Sea was nearby, and many made a dash for the beach. At least, 25 bodies were found on the road leading to the beach; they did not make it. There was the case of 26 adults and children, who fled towards the sea. Perhaps due to very poor visibility, they missed the road and found themselves trapped over a cliff with the fire, hot on their heels. The two options they had were either get roasted by the fire or jump down the cliff to certain death. They got out of their cars, apparently hugged each other as if trying to shield themselves or in a joint prayer, as they faced a horrifying death. Amongst them was a mother with her child in her

arms. There wasn’t much of a succour for some who made it to the beach as hot ashes and debris falling from the sky, forced them deeper into the sea. It meant death for some, even if they could swim. Many who made it to the sea, survived with over 700 rescued from the waves. Nikos Stavrinidis and wife, Rafina were at home when the fire sprang on them. He told the Associated Press: “It happened very fast. The fire was in the distance, then sparks from the fire reached us. Then the fire was all around us. We ran to the sea. We had to swim out because of the smoke, but we couldn’t see where anything was…We didn’t all make it…What upsets me and what I will carry in my heart is that it is terrible to see the person next to you drowning and not be able to help him. You can’t. That’s the only tragic thing. That will stay with me.” A Polish mother and her son holidaying at the Ramada hotel were evacuated with other tourists. They made it to the sea and were put in a boat which apparently capsized. They did not make it out alive. Brian O’Callaghan-Westropp, an Irish, got married to his heartthrob, Zoe Holohan on July 19. His mother was very happy as she had lost one of her sons twenty years before, in a motorcycle accident when he was in his 20s. The couple went on

honeymoon to Greece where the fire caught them. The fire separated the couple as they fled its rage. Zoe Holohan survived with non-life threatening injuries, but 49-year old Brian O’Callaghan-Westropp did not. His grieving mother had to fly to Greece, to retrieve the body of her son; the second she will have to bury in two decades. Near the Northern California National Parks in United States, another fire, the Carr Fire began raging as those of Greece were being brought under control. So far, eight persons have been killed, the value of the 900 homes destroyed has been put at $253 million, while the cost of suppressing the fires has surpassed $25 million. The suppression cost of the Ferguson Fire, which began 10 days before the Carr Fire, has so far gulped over $64 million. Perhaps Japan presented the most perplexing case for humanity when in July, it witnessed both flooding and heatwaves, which killed over 300 persons. It began in the first week of the month when floods, accompanied by landslides, overran the Western and Central parts of the country, killing some 220 persons. It was replaced in the second week by heatwaves of over 40 degrees celsius, which sent about 10,000 Japanese to the hospital for heatstroke symptoms. The following week, the casualties

ending up in hospital rose to 22,000, while in the fourth week of July, it came down to 13,700 persons. In the same period in neigbouring South Korea, heat-related ailments sent 26 to early graves. The month of July was also quite devastating in Nigeria as floods swept through a number of states. In Katsina, it killed 48 and displaced about 2,000. The floods killed eight in Niger State and an unspecified number in Ogun State, including a food vendor, Halirat Akintobi and her two sons. The Nigeria authorities attributed the disaster to global warming and shifting patterns of rainfall. In Kenya, flooding that began in March, has so far killed 122 and displaced 222,456 persons. Human beings have not treated the environment well. This has resulted in climate change. What we are witnessing is a ferocious fight back by nature. The Holy Books say God gave humanity dominion over the earth, but we have taken nature for granted and are realising that dictatorship, impunity and arbitrariness cannot be tolerated not just by humans, but also by nature. The tragedy and immediate danger we face is that powerful people like American President, Donald Trump, do not take climate change serious, such people even think it is a scam.

Editorial Commentary Buhari, Senate and need for NASS to reconvene over N228bn for INEC

Times Guest Columnist Mike Ozekhome There has, of recent, been some focus and hoopla about whether or not the President , or some 30 APC Senators can forcefully reconvene an already adjourned Senate for the purpose of considering the N228billion supplementary budget required by INEC for the 2019 elections ,or even for the purpose of impeaching the Senate President, Dr Bukola Saraki. The interesting times we are in as I predicted in my June 28, 2015 write up at the back page of Sunday Telegraph, are that the ruling APC controls the Executive, whilst the opposition PDP controls the legislature, at least at the Senate level. My humble take on this is that it would tantamount to a grave constitutional anathema and legal harakiri for the president or any faction of the Senate to forcefully or unilaterally reconvene an already adjourned Senate which is on its annual recess, before the expiration of the vacation period. It is only the Senate President, or in his absence, the Deputy Senate President, that can reconvene a properly adjourned session when the Senate is on its annual recess. The only time the president can be constitutionally and legally involved in matters concerning Senate or House of Representatives sitting is as provided for in sections 64(3) and 105(3) of the 1999 Constitution (as amended). This allows the president to make a proclamation for the National Assembly to be inaugurated at the beginning of a legislative session. President Muhammadu Buharai did this on the 9th of June, 2015, when he duly inaugurated the 8th National Assembly at which session Saraki and his Deputy, Ike Ekweremadu, were duly elected as Senate President and Deputy Senate President respectively. After this compulsory constitutional duty, the president ceases to have any claim over sittings of the bicameral legislature. What some politically motivated analysts fail to understand is that consideration of budgets for the purpose of appropriation of funds under sections 80 to 83 and 162 of the 1999 Constitution can only be done jointly by the Senate and House of Representatives. None of the two chambers, red and green, can unilaterally pass s budget or supplementary House. What goes around comes around. It must be noted by all that the sudden deft adjournment by the Senate on Tuesday rather than the initial envisaged Thursday, was a pre-emptive step by the Senate to prevent the carefully choreographed impeachment moves of the Senate leadership spearheaded by the

Executive arm of government, which had successfully and manipulatively used the Police, EFCC and DSS to blockade the official residences of Saraki and Ekweremadu, for the sole purpose of illegally impeaching them. Such impunity and abuse of state institutions for the achievement of political objectives is doing much damage to our democratic ethos and moral nuances. The presidency thereby unwittingly cut its nose to spite its face.Those who bring maggot infested pieces of firewood to their homes should not complain about invasion of lizards. All hope is not lost as there are still two options and window of opportunity open to Mr president where he genuinely believes that passage of the budget is of extreme national urgency and that there is no other available funds for immediate virement to take care of INEC before resumption of the NASS. He can write a passionate letter to the NASS leadership through their various Clerks requesting the two Houses to reconvene to consider the urgent issue of supplementary budget. The second option is to involve the third arm of government, the judiciary, to use its judicial powers under section 6 of the 1999 Constitution to make a mandatory order of mandamus compelling the NASS to reconvene. It is to avoid this needless cul de sac that I’ve consistently warned the Executive to refrain from using raw brinkmanship and “strongmanliness”, rather than diplomatic rapprochement in engaging the legislature and the judiciary. They are also equal partners and stakeholders in the tripartite government. The leadership of the NASS must however be put on notice in any court matter,bto defend itself. Beyond these two options, the president does not have any powers, whether substantive, or inherent, legal or constitutional, to reconvene a Senate already on recess. Section 60 of the Constitution provides that “the Senate or the House of Representatives shall have power to regulate its own procedure”. It is under this section that both Houses have made their own parliamentary rules and procedure. Any errant member of the Houses who does anything untoward may be disciplined in accordance with sections 20, 21 and 22 of the Legislative Houses (Powers And Privileges) Act, LFN, 2004. So,!any member who illegally usurpes the powers of the the leadership of bicameral legislature to convene an illegal meeting of the Senate has run foul of the rules and is subject to discipline, using internal deodorizing mechanism.

FG, states and financial autonomy

T

he principle of separation of powers in Nigeria has to an extent been effective at the federal level as the National Assembly has in various circumstances, served as a check on the executive in accordance with its constitutional responsibilities. But the reverse has been the case in the states where the legislature has always pandered to the whims of the governor. That the State House of Assembly has been the puppet or stooge of the governor was clearly expressed in the rejection of the financial autonomy earlier offered them as contained in constitutional amendments carried out by the sixth National Assembly. With President Muhammadu Buhari’s assent recently, to the Fourth Alteration Bill to the 1999 Constitution which gave total financial autonomy to Houses of Assembly and the Judiciary in 36 states of the federation, these organs of government now have the platforms to perform optimally. Specifically, with this amendment, the state Houses of Assembly will no longer depend on the state governments for their financing as they can now draw their funds straight from the first line charge. This implies that like the National Assembly, the Federal Ministry of Finance will henceforth transfer their budgetary allocations to their independent accounts. We welcome this development and hope that these two arms of government in the states will make the best use of the opportunity. Indeed, it is victory at last for the state legislature, an organ of government which has been oppressed and suppressed for several years by the executive. The operations of the Houses of Assembly in various states of the federation since 1999 are best exemplified in how not to be legislatures as theirs had been a sheer opposite of the application of the principle of separation of powers. What that implied was that the state legislatures did not exist to serve the public interest in accordance with their constitutional responsibilities but rather to serve as an appendage of governors. Besides, with very little excuse and sometimes for pecuniary reasons, legislators had no qualms about impeaching their speakers. Yet behind most of the impeachments is the overbearing disposition of the executive in these states where the governors lord themselves over the legislative arm of government which they seek to emasculate. Thus, any speaker who tries to be inquisitive on the activities of the executive is quickly impeached under the supervision of the governor and replaced with a favourite one who will be ready to take orders. It is therefore little wonder that it is never

heard that a legislature has exposed corrupt acts by the executive in any state as provided in the constitution neither is it ever heard that a state budget has been subjected to any thorough scrutiny. Rather, executive bills and nominees in all the 36 states usually pass through the legislatures and returned as proposed. Various studies carried out by the National Institute for Legislative Studies (NILS) on the activities of the state legislatures recently showed that the lawmakers were mere rubber stamps of the governors. To the extent that the legislature financial autonomy is meant to guarantee their freedom from the overbearing influence of governors, we welcome this cheery development. We hope the Houses of Assembly will summon courage to discharge their constitutional responsibilities in the interests of the people who elected them. It is also the same trend with the judicial arm of government in the states. State governments hardly lose any case they institute or that is instituted against them in the various high courts of their states and it is believed that a major cause of this is lack of financial autonomy. We are of the opinion that with the President’s assent to this bill, judges like legislators will henceforth have no reason to draw their funds from the state governments and hence, begin to uphold the dictates of their conscience by dispensing justice without fear or favour.

APC will sweep polls in Kwara in 2019 – Oyedepo

Former Chairman, the Peoples Democratic Party (PDP) in Kwara, Akogun Oyedepo, has said that the All Progressives Congress (APC) would defeat the Peoples Democratic Party (PDP) in 2019 general elections in the state. Oyedepo, who recently led majority of PDP members to APC, said on Sunday in Ilorin in a statement after a meeting of his group that over 85 per cent of PDP members followed him to decamp to APC. “If you add our 85 per cent with the people in APC before we came in, the party is richer now and ready to chase away PDP in Kwara,” he said. He said that members of the splinter group that remained in PDP had no electoral value, adding that APC was the party to beat in any election in Kwara. According to him, only four members of the PDP executives out of 31 members remained with the party, adding that the rest followed him to APC. Oyedepo also said that 27 of the PDP executive members were now with him in APC. According to him, the four executive members that choose to remain are from a splinter group loyal to the Senate President, Dr Bukola Saraki. The former PDP chairman also said that over 85 per cent of the local government and ward executive followed him to APC. Oyedepo, a lawyer, said that not less than 15 other political parties were ready to work with APC to wrestle power form PDP and Saraki. “I can boast of 15 political parties that are with us. As far as that is concerned, we have not less than 15 that are working with us. Steer clear of Ebonyi, Gov Umahi tells Oshiomhole Charles Onyekwere, Abakaliki

Ebonyi State Governor David Umahi has warned the National Chairman of the All Progressives Congress (APC),Comrade Adams Oshiomole to steer clear from Ebonyi State with his blackmails and undemocratic principles in handling the affairs of stakeholders in the country. Umahi stated this in Abakaliki at the weekend while reacting to the statement credited to Oshiomhole’s requesting Governor Umahi to tender an apology for allegedly refusing a faction of the party in the state to use the state Stadium for their rally. The governor described the statement as not just childish but also pure blackmail aimed at scoring public sympathy and cheap political points. Governor Umahi, who spoke through his Chief Press Secretary, Emmanuel Uzor, described the statement as baseless and one of the propaganda of the APC whom he said has lost touch with the masses especially in Ebonyi State.

The statement reads in part, “It is very shameful for the APC national chairman, Adams Oshiomole to have made the statement credited to him while in the state. He has not disappointed Nigerians on his usual naked dance when he said Governor Umahi denied a faction of his party usage of the PA Ngele Oruta International Stadium which is undergoing reconstruction. I “It became more childish for the National party chairman who had earlier called Governor Umahi on phone and informed him of his coming to the State to have made such ridiculous statement whereas he was aware of the decision of a faction of his party to shift the date for the rally to 11th August. Oshiomhole and Umahi have shared great friendship before this rally and as a sitting Governor, Umahi while in Edo State to conduct Governorship primary election of PDP in 2014 did not only pay a courtesy call on Oshiomole but had personal interaction as brothers despite their differences in political association, this is a pure example of political maturity exhibited by Umahi which APC lacks. “One would have expected Oshiomole as a senior comrade to show

Ogun boosts investment drive with investment promotion agency

The Ogun State Government has moved to boost it’s investment drive with the introduction of an investment promotion and facilitation agency, OgunInvest. Expected to replace the One-stop Shop Investment Centre (OSIC), the agency will promote and facilitate investment in the state. The state Commissioner for Information and Strategy, Otunba Adedayo Adeneye, in a statement, said the transition is subsequent upon an Executive Order of Governor Ibikunle Amosun. According to him, “the objective is to further develop and improve the investment climate of the state. The investment promotion and facilitation agency, OgunInvest, will be responsible for driving investment into the state, coordinating all private sector investment activities, and streamlining processes and procedures for investors.” He also said the mandate of the agency include conducting effective implementation of all projects and programmes, as outlined in the Investment Promotion Strategy of the state; promoting the image of Ogun State, as the investment location of choice and acting as the single point of access for potential foreign and domestic investors, in all sectors of the economy and provide effective facilitation services. OgunInvest, Adeneye added, will build capacity in investment promotion and facilitation, for effective investment project identification, evaluation, planning, execution and management; develop growth strategies for priority sectors and provide support for appropriate incentives.

APC chieftain faults Eze’s allegation against Senator Abe Amaka Agbu, Port Harcourt A frontline politician of the All Progressives Congress in Rivers State, Mr. Kuro Briggs, has described the allegation made against Senator Magnus Abe by Chief Eze Chukwuemeka Eze, also an APC chieftain as frivolous, childish, and unfortunate. Assemblies of God members clash in church over leadership tussle Doosuur Iwambe, Abuja

Members of the Assemblies of God Church, Wuse Zone 5, on Saturday engaged in war of words as a result of the protracted leadership tussle that has overtly divided the church into two opposing factions. The clash was between members loyal to Reverend Nicholas Anyanwu, the District Superintendent of the Assemblies of God Church and others that recognise Reverend Chidi Okoroafor, the General Superintendent as their spiritual leader. At the premises of the church in Wuse, the members loyal to Rev. Okoroafor trouped out enmasse and disrupted a planned press briefing called at the instance of Rev. Anyanwu’s camp. They insisted that Rev. Anyanwu would not be allowed to brief the press within the church compound because he was not their District Superintendent. As tension heightened as a result of the exchange of words, threats and pouring of incectives

by the warring factions, it took the wisdom of Rev. Anyanwu to move the media briefing to his compound, still within the church vicinity. But addressing journalists, lawyer to Anyanwu’s faction, Mr John Odiba, said the crisis rocking the party has been resolved amicably through instrumentality of the law. Odiba, flanked by Anyanwu and other senior pastors of the church, displayed an endorsed copy of a judgement delivered by Justice Othman Musa of Abuja High Court which had settled the lingering intra denominational crisis. The judgement, which was delivered on July 5, 2018, emanated from a suit marked FCT/HC/CV/1889/2014, filed by Rev. Anyanwu. Respondents in the suit were Rev. Dr. Chidi Okoroafor (Gen. Superintendent), Rev. Ngene (Asst. District Superintendent), Rev. Tony Ese (District Secretary), Rev. Godwin Agada (District Treasurer), Rev. Ugwu (District Presbyter), Rev. Asuata (Presbyter), Rev.

Adoga (Presbyter), and Rev. Dr. Amaowoh (Chairman of Investigation Panel). Others included Rev. Anyanwu (Secretary of Investigation Panel), Rev. Dr. Mbe (Member, Investigation Panel), Rev. Dr. John Ikoni (General Secretary), and Bon James Esq. In the judgement, Justice Musa held that the documentary evidences filed by the applicant spoke for “itself upon which the court hold credence to. The judge then said, “In my humble considered view, the applicant has indeed proved its case in support to his application. “To that end therefore, I disagreed with the whole submissions of the respondents and dismiss same, and therefore entered judgment for the applicant”. Consequently, the court granted an order enforcing and restoring to the applicant his fundamental right to fair hearing as guaranteed in Section 36 of the 1999 Constitution (as amended) which right is being threatened with violation by the respondent. The court also held that the

allegations of mis-management of funds, stealing and/or conversion of Church funds by the respondents against the applicant constitutes criminal offences for which the applicant ought to be arraigned tried by a court of competent jurisdiction. Also, Justice Musa declared that by the provisions of Section 36(1) of the 1999 Constitution, as amended, the offences of mismanagement of funds, stealing and / or conversion of Church funds and such other criminal offences as alleged by the respondents against the applicant are not triable by an administrative panel of inquiry or investigative panel as set up by the respondents to try the applicant, but are triabie only by a tribunal or court of competent jurisdiction set up by law. The court also declared that the act of the respondents in constituting an investigative panel to investigate / try the aforesaid allegation against the applicant that constitute criminal offences, triable only by a tribunal or court of competent

jurisdiction is illegal, unlawful and unconstitutional. The court further declared that by the provision of Section 36(5) of the 1999 Constitution, as amended, “the applicant is presumed innocent of the allegations against him by the respondents which constitute criminal offences and for which the applicant is yet to be arraigned and / or found guilty by a tribunal or court of competent jurisdiction set up by law”. It was declared that the acts of the respondents in constituting an investigative panel to make disciplinary hndings/ recommendations against the applicant in respect of the aforesaid allegations without the consent and in flagrant disregard of the directives of the General Superintendent of the Assemblies of God Nigeria was illegal, unlawful, unconstitutional and runs contrary to the provisions of the registered Constitution and Bye-laws of Assemblies of God Nigeria. The court ordered that, declaring the decision of the respondents

at the Abuja East District Headquarters, Area 11, Garki, Abuja on the 16th day of May, 2014, purportedly suspending the applicant as the District Superintendent of the Abuja District of the Assemblies of God Nigeria and the subsequent oral public announcement through the various Pastors of the Assemblies of God Churches in Abuja on the 18th day of May 2014, of the suspension of the applicant as the District Superintendent of the Abuja District of the Assemblies of God Nigeria,

“as illegal, unconstitutional, null, void and of no legal effect whatsoever”. More so, Justice Musa awarded the sum of N2million against the respondents for the malicious publications in the Daily Sun of Thursday June 2014, titled “DISCLAIMER” purportedly publicly dismissing the applicant as a minister and member of The Assemblies Of God Church Nigeria in flagrant breach of his fundamental right to fair hearing as enshrined and guaranteed by Section 36 of the 1999 Constitution.

Anambra State Government says it will partner Austrian firm, Energie Verso gung Margarethen, Vienna, on sustainable management of wastes in the state. Governor Willie Obiano announced this while briefing newsmen after a meeting with a delegation of investors from the Austria at Governor’s Lodge, Amawbia. The visit of the Austrian delegation was fallout of recent tour of the country by the Governor.

The governor emphasised that the partnership would assist the state government to utilise wastes to generate sustainable energy that could help to boost the economic growth of the state. ``The partnership will enhance a clean environment in the state. The firm will manage our wastes, convert them into fuel, electricity and many more,’’ Obiano explained. He added that the environmental technology firm would fund the project, while the state government would provide waste and the site for the establishment of the plant.

Obiano said that the firm was ready to replicate what they have in Vienna, Germany and India, in Anambra State. Earlier, Managing Director of the firm, Mr. Werner Wernolf, expressed the willingness of the company to work with the state in carrying out the project. Wernolf noted that the partnership was an opportunity to create jobs, promote industrial and agricultural production in Nigeria. He assured that once the approval for the project was made by the government, the facility would be set up over the next nine months.

Osinbajo’s wife tasks women on good governance as Anambra holds 2018 women summit The wife of the Vice President of Nigeria, Mrs. Dolapo Osinbajo, has tasked Nigerian women to be actively involved in politics to engender good governance. She made the statement on Friday at the Alex Ekwueme Square during the 2018 Women Summit. The women were drawn from the 177 communities in Anambra State. Osinsanjo, who tasked women on good governance, said the time has come for women to rise up to the situation and have faith in themselves to enable them elect men and women of proven integrity. While encouraging women to sustain and support themselves in politics, she observed that women bear the brunt most at home and in public lives, noting that women deserve every support to achieve their goals in life. She observed that most women sell their wrappers and other valuables to ensure their children and families are well to do. taking a decision of having 40 percent of women in his cabinet, stressing that it is unprecedented. Anambra State Governor, Chief Willie Obiano, has confirmed the six students of Regina Pacis Secondary School, Onitsha for a U.S., trip to represent Nigeria and Africa at the World Pitch Competition in San Francisco. Obiano said this when he received the students at Exco Chambers, Government House, Awka. The students, who were trained in Robotics and Coding technology in solving science technology, engineering and mathematics problems, placed first in Nigeria for designing Fake Drug Fighting application. The competition, which was held in Abuja sometime in May, was organised by a U.S.-based NGO, Technovation. The six students, who are in Senior Secondary School 2 are Adaeze Onuigbo, Miracle Igboka, Nwabuaku Osai, Promise Nnalue, Jessica Osita and Vivian Okoye. The students, who were finalists in the 2018 Technovation, would travel to Silicon Valley, U.S., for the World Pitch Competition, including a week of networking, field trips and workshops. The competition will provide them opportunity to win between $5,000 and $15,000 in scholarships to pursue further studies in Science Technology, Engineering Education (STEM) field. It will also sharpen their skills and improve their knowledge of applications. Mrs. Uchenna OnwuamaegbuUgwu, trainer and founder of Edufun Technik STEM Centre, said Robotic and Coding Technology simplifies the learning of sciences for secondary school children. Onwuamaegbu-Ugwu is the 2017 Mandela Washington Fellow and 2018 Barrack Obama African Leadership Fellow. She said that in January 2018, her agency in partnership with Technovation volunteered to teach some group of young girls the skills they needed to emerge as technology entrepreneurs and leaders. This will help to curb the problem of hunger in our society as farmers will be able to make more profit through this application. ``The second team, known as Team Save a Soul (Junior) produced FD-Detector (Fake Drug Detector), which helps to identify fake pharmaceutical drugs in Nigeria. ``The Application leverages a drug’s barcode to verify its authenticity and expiration date. ``After we submitted our Mobile Apps online to compete with the rest of the world, our two Mobile Apps were shortlisted for regional pitch in Abuja to compete with 36 other Teams/Mobile Apps’’. Mrs. Onwuamaegbu-Ugwu, who noted that the girls were the only ones coming from the South East region, said that at the end of the regional competition in Abuja, the senior category took the 1st position while the junior category also placed 1st too. This qualified the Anambra Teams for semi-final, enabling them to compete with not less than 115 countries and about 1,500 mobile Apps. ``The chances of emerging as finalist seems very odd because other countries seem to be more advanced in technology than these girls who for the first time are using the internet and opening an email account for the first time in their lives. ``The determination in them and the passion to solve problems of fake drugs, kept their hopes alive; they knew it was a life time opportunity,’’ OnwuamaegbuUgwu said. For the girls, this is an opportunity to make Nigeria, their school and state proud as well as be opportuned to visit the biggest technology industries in the world like Google, Facebook and IBM. They will also network with other students to learn more about what careers would be available in STEM for them. Two of the girls, Igboka Miracle and Promise Nnalue, said the training exposed them to many opportunities to be connected to the world. They commended Governor Obiano for embracing measures that would enhance proper learning and improving their productivity. Receiving them, Governor Obiano, who was elated at their performanc, announced a cash donation of N1 million to the teacher and N500, 000 each to the students. He also directed that robotics and coding teaching technology be replicated in other schools in the state.

Apapa congestion: Ambode flags off expansion of ABAT Truck Terminal Motolani Oseni Lagos State Governor, Akinwunmi Ambode on Sunday flagged off the expansion of the ABAT Truck Terminal in Orile Iganmu, assuring that work would be accelerated on the 1000-capacity terminal to take trucks parked indiscriminately on the roads and bridges. Ambode, who led an extensive inspection of ongoing projects across the State that last for about six hours, said the expansion of the Terminal was one of the resolutions reached at the recent meeting with stakeholders, especially in the Maritime sector on finding lasting solutions to take containerized trucks permanently off the roads, a development that is majorly responsible for the gridlock in the Apapa area. The governor said: “One of the resolutions is that we should have authorised truck Terminal Park and so my visit to this place today is to flag off the reconstruction of

this terminal so that we can accommodate 1000 trucks. “We would do this in collaboration with the Nigeria Ports Authority so that the callup system can work efficiently. The expansion we are adding to this particular terminal in which we have decided to acquire the adjoining land, we would use that primarily for non-petroleum trucks so that we can sectionalized these trucks and allow the call-up system to work. “This is just part of the efforts that the State Government is making to make sure this Apapa gridlock and the truck menace becomes a thing of the past permanently.” Ambode also disclosed that the State Government has concluded plans to utilise an expanse of land in Ijanikin area with a capacity to accommodate at least 5,000 trucks. “I have just been briefed that we have an additional land space in Ijanikin that can accommodate 5000 trucks. We will explore that possibility immediately; all that we are doing is just to make sure that there is a permanent solution

to this whole idea of trucks destroying our bridges and roads,” he said. While appealing to Lagosians for their understanding, the Governor said that within the next six to eight weeks, the Terminals would be up and running to get the trucks off the roads and bridges within the axis. Ambode said aside the expansion of the Terminal, the commitment by the Federal Government to commence the reconstruction of the ApapaOshodi Expressway was on course with the approval of N72.9billion by the Federal Executive Council for the project. “You would recall that about two weeks ago, we had a stakeholders’ meeting with the Vice President presiding in Apapa and at that meeting, we resolved that we would ensure that the reconstruction of the Oshodi-Apapa Expressway would be awarded within two weeks which has been fulfilled by the Federal Government; they have awarded the contract and construction should commence within the next two weeks.

Smuggling: Customs seeks improved synergy with sister security agencies Benjamin Omoike

The Nigerian Customs Service (NCS), has sought for improved synergy among sister security agencies in the country towards ensuring that smuggling activities are brought to the minimal level. The NCS Assistant Controller General (ACG), in charge of Zone ‘A’, Aminu Dahiru, stated this while addressing officers and men of the Command at the Command’s office in Ojofin, Ipokia Local Government of Ogun state. The ACG, who was on duty tour of the Ogun Area Command of the Service, insisted that the menace of smuggling required combined efforts to be decimated. Dahiru warned that the activities of smugglers portend great danger for the Nigerian state, if not urgently checked. According to him, “Smuggling is a menace to the nation and it is our collective responsibility to fight it. It requires a lot of logistics, personnel, synergy and cooperation. “But the truth of the matter is that even if you have all it takes in the area of logistics, a single organisation cannot fight it. No matter how equipped you are. “In essence, we need each other to end it. More so, we have to operate in a hostile environment as this. We have to talk to local people and make them realise the dangers associated to smuggling. “This is because a smuggler can bring in anything that is dangerous like arms and ammunition. From onset, the intention is not good because there are things that can’t be imported,” he said. The Customs boss also disclosed that smuggling activities have continued to have negative effect on the revenue generation of government. He, however, requested for renewed patriotism on the part of the officers and men of the Command, especially those operating at the hinterlands. He said, “Another is that it benefits individual and not the country. Duty paid on goods goes to the nation’s account but the money made from smuggling goes into the private account of the individual.”

Foreign investors exit: Equities market segment sheds N210bn in 7 months Motolani Oseni Due to foreign investors exit, equities market segment of the Nigerian Stock Exchange (NSE) has recorded a drop of N210 billion in the first seven months of 2018 and loss N457 billion in July active trading. The equities market opened this year at N13.619 trillion and closed July at N13.409 trillion, representing a decline of 1.54 per cent. Similarly, The NSE All-Share Index has depreciated by 3.20 per cent or 1,225.41 basis points to 37,017.78 basis points from 38,243.19 basis points the equities market opened for trading this year. Our check has it that the equities market witnessed significant increase in foreign and domestic investors sell-offs in July amid impressive corporate earnings by listed blue-chips companies on the Exchange. For July trading on the NSE equities market, the All Share Index dropped by 1,260.77 basis points to close at 37,017.78 basis points from 38,278.55 basis points it opened for trading. The market capitalisation of equities listed on the NSE

fell by N457 billion in July as bearish sentiments continued to put pressure on the bourse’s performance. The weak trading during the period under review was obvious in the 22 trading sessions in July on the NSE, as sell-offs lasted for 13 days and up in just nine, thereby continuing the six months of decline. Capital market had attributed the sell-offs to a combination of low liquidity, capital outflows, mixed performance of listed companies and political uncertainties. Others include the delay in passage, assent and possible implementation of the 2018 budget, as well as the declining buying pressure as revealed by volume traded for the period. The positive economic data emanating from the Central Bank of Nigeria (CBN) and the National Bureau of Statistics (NBS) before now have been ignored by smart money investors that kept selling down their positions. Commenting n this development, the Managing Director, Cowry Assets Management Limited, Mr. Johnson Chukwu explained that the nation’s economy is facing domestic and foreign challenges. According to him, “Nigeria

economy is facing internal and external challenges. At a moment, Nigeria is facing political risk and foreign investors who are the major participants are not aggressive in the nation’s equities market. “Also, Investors prefer to trade in fixed income instruments rather than equities market where the yield is attractive. “Foreign investors pulling out as a result of reforms in monetary policies in Western Countries- The United States Reserves bank and the Bank of England have normalized interest rate which is part of what is discouraging foreign investors to come into the nation’s equities market.” Reviewing the remaining half year of 2018, he explained that equities market performing would not change but there will be economy stability. “Second half of 2018 will witness more political activities and we expect the US Federal Reserve to increase interest this year. We will actually see more pressure at the foreign exchange market in H2 which may force CBN to mopup and interest on Treasury bill will go up. We don’t expect the equities market to improve unless other activities evolve that are not currently in review,” he explained.

Across sectors, performance was equally negative as the alternative market index, lost the most with 14.71 per cent. Industrial Goods followed with a monthly decline of 11.36 per cent, the NSE Pension index shed 6.77 per cent, Consumer Goods down by 5.08 per cent, while Mainboard index lost by 4.51 per cent. For the month under review, the NSE30 index shed 4.25 per cent, NSE Banking lost 3.78 per cent, NSE50 depreciate by 3.70 per cent and NSE Lotus dipped by 3.34 per cent. Also, the Oil and Gas index recorded 1.90 per cent decline, just as the insurance index slipped 1.83 per cent. A further breakdown of the month performance showed that, 17 stocks appreciated in price, while 95 stocks declined. Looking at the high capitalised stocks that decline during the month, Lafarge Africa lost 32.84 per cent, after posting a less than impressive half year result, PZ Cussons shed 27.05 per cent, Forte Oil declined by 23.74 per cent, MRS Oil lost 16.64 per cent, while International Breweries shed by 12.63 per cent. Beta Glass lost 10.83 per cent, Flourmills Nigeria depreciated by 10.31 per cent, Nigerian Breweries shed 8.06 per cent, among others.

Caster Semenya: I’ll run till I’m 40 years old

South Africa’s distance runner, Caster Semenya, has said that she still has many years ahead of her in track and field, as she has no plan of quitting the sport now. Semenya said this yesterday in Asaba, venue of the 2018 African senior athletics championship. The The World and Olympic 800m champion, said she was still focused on her middle distance events. Asaba 2018 African championship is the first time the 27 years old South African would contest in the 400m race at a major international event, returning at 49.96 seconds to clinch gold. “I still have more goals to set”, Semenya began.

I have said it before that my goal is to run until I am 40 years. So hopefully there are still more Olympics to come. “It is always about having fun and waiting for the right moment to execute and have a good race. “I have run 400 metres before but not at a competitive level.For me, it is not about who I am running against, it is just about me doing what I know how to do best. “When you are a middle distance runner like me, you try to spice up the pace. “I had to focus on my start, maintain through half way and see what I could produce over the last 150 meters, she stated.

Asaba 2018: I want to surpass Blessing Okagbare’s record – Gold medallist Nigerian young sprinter, Rosemary Chukwuma, said on Saturday that her aim was to win more medals for the country and surpass Blessing Okagbare’s record. She told the News Agency of Nigeria at the ongoing Africa Senior Athletics Championships in Asaba that the aim of every athlete was to exceed past records. Chukwuma was part of the country’s 4×100 women’s team that won gold at the ongoing championships. She had earlier won gold

at the 100m and 200m at the 2018 Africa Youth Games in Algeria. The 17-year-old Chukwuma hit the limelight after winning the sprint double at the 2017 National U-18 Championships held in Abuja. The youngster also won the 200m event at the 2017 National Youth Games held in Ilorin. She added that “I want to win more medals for Nigeria like Blessing Okagbare and even surpass her record because she has done so well

for Nigeria as an athlete. “I know with hard work and the right support, my target will be achieved in future. “It is the dream of every athlete to win medals for their country at international competitions and that is my target as a young athlete.” The 2018 Commonwealth 4×100 bronze medalist thanked the Sports and the Athletics Federation of Nigeria for their support and urged them not to relent in their efforts to encourage and promote athletes.

Blessing Okagbare leads Nigeria’s France 2018: NFF president Amaju Pinnick, Rep Ayo Omidiran to cheer Falconets women relay team to gold Nigeria’s women 4x100m relay team on Friday won the country’s fifth gold medal at the ongoing 2018 African Senior Athletics Championships (ASAC) in Asaba. The News Agency of Nigeria (NAN) reports that the team of Blessing Okagbare, Joy UdoGabriel, Tobi Amusan and Rosemary Chukwuma won the race in 43.77 seconds. Cote d’Ivoire finished in second place after a time of 44.40 seconds, while Kenya settled for the bronze medal of the event. Reacting to Nigeria’s

victory, Okagbare said she felt so great to be part of the winning team for the country. “Winning is always a great feeling, regardless of everything. It’s an amazing feeling and we have so much to be grateful to God for. “Relay is a combined effort and it is a great thing that we finished well and won for the country,’’ she said. Also speaking, Chukwu said it was a great moment for her to have run the last leg of the race, especially as she was a bit frightened running alongside the Ivorian team. “I am very happy

The occasion is the opening match of Group D of the 9th FIFA U20 Women’s World Cup finals, which began on Sunday and holds in France’s Brittany region. Respected lawmaker Omidiran, an illustrious financier and ardent supporter of women’s football for several decades now, is a Member of the House of Reps’ Committee on Sports and Youth Development and Chairman of the NFF Women’s Football Committee. The NFF General Secretary, Dr. Mohammed Sanusi, is expected in Saint Malo on Monday, as the Nigerian girls get set to soar in a championship in which they have

finished as runners-up on two occasions. It is just as well that their first match of this year’s tournament is against perennial foes Germany, who edged the Falconets in the final matches of the 2010 and 2014 championships. “It is a good thing we are meeting Germany in our first match. If you want to be a champion, you have to overcome strong forces on the way. We are starting the tournament knowing that there is no easy route to the top, and that we have to give our best in every minute of the competition,” Head Coach Chris Danjuma told thenff.com. The Falconets delegation landed in France on Thursday, and trained on Friday and Saturday. On Saturday, the team attended a FIFA Ethics Workshop.
