According to the PDP, discussions on control of party structures in the affected states and senatorial zones have also reached advanced stage and would be completed in a couple of weeks after which the governors and lawmakers will announce their defection to the PDP. The party’s National Publicity Secretary, Mr Kola Ologbondiyan, who disclosed this in a statement on Wednesday, said however, in line with decisions reached at the discussions, the APC members in the National Assembly will defect to the PDP at the reconvening session in the two chambers. He added that the development will increase the PDP majority in both chambers. He also said that the party assured that all grey areas of the agreement,

including issues of waivers and accommodation for participation in primaries, are being smoothened out by the former Governor Liyel Imoke-led PDP Contact and Integration Committee, which has been galvanising the alliances among stakeholders across other parties, including those from the APC. The PDP also commended the spirit of tolerance, dialogue, accommodation and oneness of purpose that pervade the alliance among members. He said, “The party expressed its readiness to take back control of power at the centre, as well as in our traditional states of Plateau, Niger, Adamawa, Kano, Bauchi, Nasarawa, Kebbi, Kaduna, Katsina, Kogi, Jigawa, Zamfara, Imo, Edo as well as SouthWest states of Oyo, Ogun, Osun, Ondo, Lagos states. “These interests and movements from the APC to the PDP are indicators of the consensus by Nigerians to rally on the platform of the PDP to end the economic hardship, bloodletting, violence and infrastructural decay

that have become the hallmark of the President Muhammadu Buhari-led APC administration, and return our nation to the path of unity, national cohesion and economic prosperity, which the PDP is known for”. The PDP therefore urged all members and supporters to remain steadfast and wary of the gimmicks of the deflated APC, “which has resorted to sponsoring spurious publications filled with deceptions, fabrications and lies against our party”. But the APC has debunked the claim of the PDP, saying that it is members of the opposition party that are concluding talks to join the ruling party. Speaking in a telephone conversation with The Daily Times on Wednesday night on the matter, the Acting National Publicity Secretary of the APC, Mr. Yekini Nabena, said: “It is not true. The PDP spokesman is probably daydreaming. It is the other way round. The true story is that it is the members of the PDP that are concluding talks to join the APC.”

Robber jumps into lagoon with loot to evade arrest A suspected armed robber jumped into the lagoon while being chased by men of the Rapid Response Squad (RRS) of the Lagos State Police Command on the Third Mainland Bridge. It was further gathered that three other gang members were arrested by the RRS operatives, who were alerted to their activities by a victim on Monday afternoon. The suspects, who were paraded on Wednesday by the Commissioner of Police, Lagos State Command, Mr. Imohimi Edgal, at the Command Headquarters, Ikeja, were identified as John Akinyemi, 27; Paul Oliseh, 37 and Amos Williams, 12. The suspects reportedly abandoned their operational vehicle, a Volkswagen Transporter, and fled on foot when they were accosted by policemen at the Iyana-Oworo end of the bridge.

A statement by the police on the incident further reads: “The policemen after being informed that the onechance robbers were operating around the area, chased the bus, a Volkswagen Transporter with the registration number, AKD 562 XP, to the bridge. “The robbers, after being double crossed by the officers on the Third Mainland Bridge, abandoned their vehicle and were fleeing on foot when they were arrested. “One of the robbers, who was later identified as Junior, 19, was hit by speeding vehicles twice on the bridge before jumping off into the Lagoon with the gang’s loot.” The alleged gangleader, Akinyemi, stated: “There were four of us. I was in-charge of calling the team to work. It was our first trip for the day. We took four passengers at Estate Bus Stop in Alapere. They were

going to Oshodi. We dispossessed them and dropped them off before Iyana-Oworo one after the other. “We took their phones and money. We have been doing this for more than three months. We sell the mobile phones and jewelry, and we share the money.” One of the victims, Semiu Oluwaseun, who alerted the RRS officers immediately he was thrown out of the moving bus, said the robbers collected his phone and the sum of N500,000. Another victim, Jamiu Ojuroye, who was robbed on Sunday, identified Akinyemi as the driver of the bus he was robbed at about 8pm. He said the robbers took N150,000 from him before he was pushed out of the speeding bus. The victim added that he attempted to struggle with the robbers, but stated that they poured a peppery substance on his face.

In a move to tackle health challenges: FG okays N6.07trn development plan Doosuur Iwambe, Abuja

The Federal Executive Council (FEC) meeting on Wednesday approved a N6.01 trillion National Strategic Health Development Plan II. The Minister of Health, Prof. Isaac Adewole, disclosed this when he briefed State House correspondents at the end of the Council’s meeting chaired by Vice-President Yemi Osinbajo at the Presidential Villa, Abuja. According to him, the new plan, which covers 2018 to 2022, involves the 36 states of the Federation and the Federal Capital Territory (FCT). Adewole said: “The Council today (Wednesday) considered a memo from the Federal Ministry of Health on the National Strategic Health Development Plan II, covering the period 2018 – 2022. “We had the previous Plan I which covered the period 2010 – 2015. The Plan I had 52 targets but regrettably we were only able to achieve less than two from the 52 targets. “So, we spent a long time trying to put in place the Second Plan, so it took us about two years to get this second

plan done. “It involves all states of the federation, it includes the Federal Capital Territory and our development partners participated in the presentation and the approval of the Plan.” The minister revealed that the Plan was approved at the National Council of Health’s meeting that took place in Kano on June 21. He explained that the plan had five strategic pillars and 15 priority areas, saying the five pillars included enabling an environment for attainment of health sector goals and increased utilisation of essential package of health services. Others are strengthening the health system and protection from health emergencies as well as health financing. “In total, this new plan has 15 thematic areas, 48 strategic objectives and 282 interventions that will help us to really improve the healthcare delivery that will offer our people. “What is important is the stakeholder and strong health sectorwide participation of states in the presentation. We went through a fivestage process. “The states went to develop their

plans. The federal developed ours. We came together, harmonised all the plans and we brought everybody together to validate and adopt the plan and then moved on to Kano for implementation. “The entire projects meant for over five years will cost us over N6.071 trillion and we believe that if this funding is done, if the plans are implemented faithfully, we will achieve a 31 per cent reduction in maternal mortality. “We will achieve 33 percent reduction in horizontal mortality and we will achieve fewer than five percent mortality reduction of 29 per cent”. Adewole also announced that the plan would be presented to the National Economic Council (NEC) and Governors’ Forum to secure the buy-in of the governors so that the plan could be faithfully implemented. He, therefore, expressed optimism that the plan would usher Nigeria into a new era. On the reported outbreak of cholera in some parts of the Northern states, the minister said his ministry was collaborating with the affected states in addressing the epidemic. A Group, Nigeria Consolidation Ambassador Network (NCAN) on Wednesday at the All Progressives Congress (APC) National Secretariat purchased the expression of interest and nomination form, which the party fixed for N40 million for President Muhammadu Buhari to contest the presidential election during the 2019 polls. Also, a businessman from the South East, Ben Mudibe, paid N5million for the nomination form simultaneously. President Buhari, the first aspirant to indicate interest for the Presidential position, was however absent during the purchase of the forms. The APC had released the timetable for the party primaries and amount for its nomination and declaration of interest forms on Tuesday at the party Secretariat in Abuja as directed by the National Working Committee (NWC), approved by National Executive Committee (NEC). Presenting the Bank cheque to the party National Chairman, Comrade Adams Oshiomhole, the coordinator of the group, Sunusi Musa, said that their aim is that President Buhari sought a second term as well as ensure that he emerges victorious in the 2019 general election. He said, “The President started laying a foundation for a better Nigeria and there is need to consolidate on the gains so far made. For these reasons, we are calling on the President to seek re-election in order to consolidate on the good work he has been doing by building on the foundation he has laid for a prosperous Nigeria. “It is my singular honour and rare privilege to present to you a cheque

He also noted that 400,000 extremely poor families were already receivig N5,000 monthly stipend while over 8 million children were being fed daily in public schools across the country as promised by the Buhari-led administration. “Today, and for the first time in our history, we have a government that is honest and sincere in investing in the poor, the masses and the underprivileged,” he said. Musa maintained that his group could not fold its hands and watch while the foundation laid by the Buhari administration was destroyed by some other persons. “We cannot afford to destroy the future of our children. The foundation laid by President Muhammadu Buhari must be reinforced. “It is for this reason Mr. Chairman we have decided to pull our meagre resources together to purchase the Expression of Interest and Nomination forms for President Buhari as he present himself to our party members to be chosen as its candidate for the 2019 general election,” Musa added. Oshiomhole while receiving the group, thanked its members for the gesture and for believing in President Buhari and the APC administration.

Adewole partnership with some African countries is working toward the eradication of cholera in the continent. The Minister of State for Power, Works and Housing, Alhaji Mustapha Shehuri, also told newsmen that the council approved N5billion for the construction of Abak-Eket road in Akwa-Ibom State. According to him, other approvals

include N1.097 billion for augmentation of the N28 billion Abuja-Abaji-Lokoja road Section 1; N78 million for design, finance and operation of 750 kilowatts power generation facility. He disclosed that N73 million was also approved for the augmentation of the construction of N1.2 billion bridge in Sumaila Local Government Area in Kano State.

NASC approves 158 new seed entrepreneurs, installs molecular diagnostic facility Mathew Dadiya, Abuja The National Agricultural Seeds Council (NASC) has ratified and approved the licencing of 158 new seed entrepreneurs of different categories, even as the agency acquired a digital molecular diagnostic facility. The Director General of the NASC, Dr Philip Olusegun Ojo disclosed this on Wednesday to journalists during a news conference at the NASC headquarters in Abuja. Giving the breakdown, Ojo said that the new seed entrepreneurs were in addition with the existing 156 already in operation, bringing the total number of seed entrepreneurs in the country to 314, made of four large scale, seven medium scale, 39 small scale, 223 producer seller and 20 seed dealers. He said that the licencing was approved by the governing board of the Council under the chairmanship of the Minister of Agriculture and Rural Development, Chief Audu Ogbeh. He buttressed that most of the newly licenced companies were not green horns in the the business but are mostly it-growers with long years of experience and have acquired necessary facilities in relevant categories they have been classified into after due assessment by the NASC. Ojo said that the increase in the number of the licence was borne out of the determination to allow many qualified entrepreneurs to explore the budding liberalised landscape of the seed industry in the country. He said, “We all know that presently, the seed supply-demand gap is still wide and there are more calls from our neighbouring countries that look up to us for their seed supply. This underscores the point that the industry

is not yet saturated as some may think.” Ojo stressed that NASC was not just concerned about the numbers of the seed entrepreneurs but the quality, adding that the Council is critical of the quality of seed churned out to farmers. The DG said: “We conducted a recertification exercise of all initial 156 companies in a bid to evaluate and assess their infrastructure, personnel, capacity and capability, production capacity and operational efficiency to ascertain if they still meet up their status or rating. “The result of this exercise led to the upgrading of six companies who had improved their infrastructure, quality assurance system and personnel while 75 were downgraded”. According to him, the downgrade which can be traced to the lull in the seed industry owing to backlogs of debts owed to the companies does not mean a weakness in the industry but it is strategic to checkmate the activities and promote desire for quality and healthy competition among the entrepreneurs. Meanwhile, the director general has explained that the newly acquired molecular diagnostic facility was part of the Council’s resolve to ensure that quality and disease-free seeds/seedling are made available to farmers across the country. Ojo added that the Council was introducing the diagnostic testing of seed, using molecular diagnosis. “This facility is new in the sub-region and will be made available to the public at a minimal fee after all loose standard operating procedures have been finanlised,” he said. He, however, appealed to the Federal Government to increase the budgetary funding of the agency to enable it to achieve its mandates not only to the Nigerian farmers but to the West African sub-region.

Falana faults Buhari for giving national security precedence over rule of law Esther Taiwo, Lagos

Legal luminary and human rights activist, Mr Femi Falana (SAN), has flayed President Muhammadu Buhari for saying that national security takes precedence over the rule of law, saying that the development can lead to a state of anarchy in the country. Falana stated this in Lagos on Wednesday while delivering the 19th Mike Okonkwo annual lecture titled ‘Nigeria’s Unity: Matters Arising’ to mark the 73rd birthday of Bishop Mike Okonkwo of The Redeemed Evangelical Mission at Muson Centre, Lagos. According to the legal icon, it is not the government but

the court that should define national security or else the country is heading towards a state of anarchy. He said, “The problem of the rule of law in Nigeria has to do with our lawyers. Today, many court orders are being disobeyed and the Nigerian Bar Association (NBA) is not bothered. We are operating distorted federalism in which every state is independent of the Federal Government”. Falana also urged the Attorney General of the Federation (AGF) and the Minister of Justice, Mr Abubakar Malami (SAN) to prosecute all killers of citizens of Nigeria, adding that Nigerians must get lawyers to be responsible if criminality

must be stopped in the country. He also urged state governors to fight for their freedom, stressing that he is in support of state policing. He said if a new Nigeria must emerge, then there must be community policing. The senior advocate said, “Nigeria is not a united country and we can’t have a unity of the oppressor and the oppressed, the elite do not fight for the people and professional bodies are now run on the basis of ethnicity”. Falana said before Nigeria can have peace, the issue of collective wealth must be addressed and unless distribution of the country’s wealth is revisited, there can be no unity.

In addressing the ongoing debate on restructuring, Falana said restructuring without the equitable redistribution of the Commonwealth will not promote unity or political stability. He said, “If the government genuinely wants to fight corruption, it has to review the wages of workers, ensure prompt payment of salaries and pension. Furthermore, the government should implement other welfare laws and institutionalise the rule of law and respect the human rights if citizens “. Falana also warned religious bodies to stop identifying the religious denomination of citizens who are attacked or killed either by law enforcement

EFCC arraigns businessman for impersonating US Attorney-General Sessions

The Economic and Financial Crimes Commission (EFCC) on Wednesday arraigned a businessman, Khareem Oluwaseyi, before a Lagos High Court in Ikeja for allegedly impersonating the United States Attorney General, Jeff Sessions, to defraud people online. The EFCC is prosecuting Oluwaseyi on a five-count charge of alleged possession of fraudulent documents. But when the five- count charge was read to Oluwaseyi, he pleaded not guilty to the offences. Lawyer to the EFCC, A.M. Ocholi, told the court that Oluwaseyi committed the offences on June 29 in Lagos. Ocholi said, “The defendant (Oluwaseyi) goes by the alias Jeff Sessions and using the moniker, he had created an e-mail address jeffsessions54@ gmail.com. “He had in his possession an e-mail correspondence

containing false pretence titled: “Grant Money”, which he sent from that e-mail address to compbellellaine390@gmail. com, the e-mail address of an unsuspecting victim. “Oluwaseyi had in his possession another e-mail correspondence titled: “Grant” which he sent from his Jeff Sessions e-mail address to tomzglamorously@gmail.com which he knew contained false pretence. “He also had sent an e-mail: titled “no subject” which he sent to daphebarney3@gmail.com, knowing same to be false.” The prosecuting lawyer added that in addition to the e-mail correspondences, Oluwaseyi was also allegedly nabbed with a fraudulent document titled: “National Endowment for Humanities”. According to Ocholi, the offences are contrary Sections 1(3) and 68(b) of the Advance Fee Fraud and Other Fraud Related

Offences Act, 2006. But following the plea of the defendant, Justice Oyindamola Ogala remanded Oluwaseyi in prison, pending

the determination of the bail application. The judge later adjourned the case till September 10 for the hearing of the bail application.

2019 Presidency: Saraki can’t preside over Nigeria – APC Tom Okpe, Abuja The All Progressives Congress (APC) has stated that the President of the Senate, Dr Bokola Saraki has issues of integrity and cannot preside over the affairs of the country. The party made this known in a statement on Wednesday in Abuja while welcoming Saraki to the 2019 presidential race. The statement, however, added that Saraki’s presidential aspiration was a huge joke and should not be taken seriously, adding that he had repeatedly displayed his character as extremely selfish, deceitful, untrustworthy and unreliable. “Nigerians have had enough of Dr. Bukola Saraki’s retrogressive and disruptive style of politics and deserve no more. “While the APC welcomes him to the race as it is his right to do so as a Nigerian citizen, there are however, many issues that border on his integrity, antecedents, competence and capability to preside over the affairs of the country. “Meanwhile we are not unaware of reports that Saraki’s presidential declaration is his tactic to deflect attention from the deluge of issues he deals with particularly ahead of the 2019 general elections”, he said. This, the APC spokesman said, was particularly with regard to pressure to reconvene the National Assembly, and the shifting of political order in Kwara, his home state, among others. He added that by virtue of Saraki’s antecedents, he is an abysmal failure and totally incompetent to offer himself as a candidate for the country’s leadership indicating that, “as a two-term Governor of Kwara and President of the Senate in the last three years, Saraki’s performance was not good enough.

“Saraki’s Shonga agricultural program when he was Kwara State Governor was a white elephant project in which hundreds of millions of the state funds was sunk into. “The infrastructure, particularly roads network in the State in which the present administration remains under his tight grip and a political machination long after leaving office, remains deplorable while state resources is mismanaged through corrupt enrichment. “A presidential aspirant who promises to create jobs and turn around the economy at the national level, must have done so in a state he served as Governor for eight years”, he said. Nigeria, China and need to exercise caution

Usman Bello, a trader in fabrics at the popular Kanti Kori market in Kano, shared his frustration with me the last time I visited his store for my sallah shopping. “The Chinese have taken over our market” he lamented. “They now import these fabrics in large quantities from Mali, where they have acquired huge commercial farms to grow cotton”. The reality, in what used to be the biggest fabrics market in West Africa largely run by indigent people, is that all these folks now work for the Chinese. The Chinese have not only dominated the wholesale segment of the market, they are now taking over the retail space. China has in the last three decades remarkably grown in economic size and global influence to the point in which they are now considered a major threat to America’s strategic interests around the world. More so, China, through its Belt and Road policy is now leading what geo-political strategists describe as the ‘New Scramble for Africa’. From roads to railways, hospitals and bridges, the presence of China in Africa is ubiquitous and undeniable. President Buhari, like several other African leaders, has celebrated the recent

loan of $328 milliion from China, which was secured at the ongoing AfricanChina summit in Beijing. Much as we like to applaud the partnership with China, it is imperative to be cautious about this. Nigeria suffers a trade imbalance with China in a ratio of 20 per cent-80 per cent (meaning that we only export 20 per cent of the total volume of traded goods to China and import a staggering 80 per cent). In fact, most of our exports to China are raw materials extracted by Chinese companies, using Chinese labour. First, over 90 per cent of Chinese businesses are either state-owned or are being subsidised by the state. This makes it almost impossible for locals to compete with the Chinese, consequently leading them to close shop. Outside the resources they extract from African states, most Chinese businesses also depend on supply lines outside the countries they manufacture in, creating little value for the local economy of their hosts. In our instance, it is therefore necessary that imported consumables must have their manufacturing base in Nigeria, and engage local labour. In that light, goods not manufactured in Nigeria must be

imported only by local businesses. Second, the Chinese populate most of their businesses operating within Africa with their citizens, leaving only very low skilled jobs for people in places like Nigeria. Hence, there is need to ensure that at least 80 per cent of local labour for major infrastructural project are handled by Nigerians. Third, the Chinese hardly adhere to global standards of safety in their operations in African countries; they depend on extractive resources without serious consideration for the impact of their extractive activities on the environment. In the end, they leave behind chaos in their host communities. Also, the Chinese have continued to increase the debt burden of African countries, leaving them with very little choices in negotiations over this. Consequently, the Chinese take over critical and strategic state-owned asset from defaulting governments, in lieu of payments on the loans. What Then Can We Do? The only way to deal with the Chinese, knowing that they have a much stronger, experienced and skilled diplomatic

corp, is to route our negotiations with them through global institutions like the World Trade Organisation (WTO), which will compel the Chinese to uphold certain standards. Under my presidency, we will regularise and conform to WTO standards and endorse the Transport Facilitation Agreement that will regulate not just trade with China, but also with other important foreign partners. More importantly, we must engage the Chinese through the Build, Operate and Transfer principle. This way, for whatever infrastructure the Chinese intend to build in Nigeria, they must have Nigerians in the front row seats. This way there will be the opportunity for skills exchange. Furthermore, the Chinese must also operate these infrastructure alongside Nigerians over a period of time, until such a time where the entire structure can be handed over to the government. We should remember that every country sets up a foreign policy to pursue their own interests, with other countries coming only as distant seconds. China is not here to rescue us, they are here to further their own interests and we must remain vigilant about this.

History will remember Rauf Aregbesola for indeed 2 major developments in Nigeria, school feeding programme and sukuk bond for national development. Aregbesola has encouraged the issuance of sukuk in Nigeria because we needed to diversify the instrument in the bond market. Aregbesola worked hard to introduce sukuk in Nigeria. Osun took the initiative and helped in introducing it to Nigeria. The greatest lesson is that when Governor Aregbesola adopted Sukuk, an Islamic bond to help the state execute educational projects, his critics were calling for his head. Many said it was part of his ploy to islamize Osun. The Federal Government took an example from Aregbesola by taken N100bn sukuk bond for the financing of 25 road projects being handled by the Federal Ministry of Power, Works and Housing across the country. The sukuk proceed would unlock the potential of Nigeria. The minister said, “This is the first sukuk bond issuance for Nigeria. It is about financial inclusion and deepening of our financial markets. The proceeds are used to support government capital spending for 2017 – the construction and rehabilitation of 25 key economic roads across the six geopolitical zones of the country. Each of the geopolitical zones of the country is expected to receive the sum of N16.67bn for road projects in the respective zones. The North Central and South-South Zones accounted for five each of the 25 key economic road projects, while the North East, North West and South East have four road projects each In Osun State, the last 8 years of civil administration had been an epic. With over twenty million cocoa farmers in Nigeria, Osun-China’s cooperation over Ede cocoa processing plant has given lifeline to Nigerian cocoa farmers who could not export their products before now. Osun Youth Empowerment Scheme (O-YES), and then move forward to employ more and provide a more conducive environment for the private sector to engage a large number of our youths in the critical sectors, including Agriculture, Mining, Tourism, Education and Social Services. Aregbesola has embark on global initiative aims to support capacity building in Osun and the rest of Nigeria to advance future leadership focusing on sustainable global development by investing in human capital. As a symbol of national development, Aregbesola introduced sukuk Islamic bonds issuance programme to help fund big infrastructure needs in Africa’s biggest economy, aiming to tie the transaction

to one of several projects,Aregbesola has signed a Memorandum of Understanding (MoU) with a Chinese firm, Jiangsu Wuxi Taihu Cocoa Food Company Limited, to establish a N216 billion industrial park in Osun state. Osun State under Governor Aregbesola was the first in Nigeria to key into the establishment of an “Innovation Centre for the Agriculture and Food Sector” financed by the German Government in order to improve sustainable production and processing of food as well as entrepreneurial and vocational skills in agriculture and food processing. Education in the State of Osun has been in the limelight, receiving bashes and commendations from members of the public since the inception of Aregbesola’s administration. It is the most critical and visible sector that has projected Aregbesola’s government and at the same time makes it controversial because of the innovative ideas brought into revamping the sector with the modern infrastructures therein. The interventions include: the provision of international award winning digital text books known as Opon Imo – Tablet of Knowledge to students in the high schools, free school feeding programme called O MEAL, payment of external examination fees, construction of modern schools and introduction of discipline into the schools. Opon Imo was launched in 2013 by Aregbesola. It contains e-textbooks, past questions (WAEC and JAMB) and virtual classroom for all approved subjects from SS1 to SS3. According to the Commissioner for Information and Strategy, Mr. Adelani Baderinwa, “OponImo is the first stand-alone e-learning system in sub-Saharan Africa. ‘Opon Imo’ has saved parents in Osun a sum of N8.2 billion worth of textbooks. The tablet of knowledge was recently endorsed by the West African Examination Council (WAEC) in February 2017, and recommended to other states for adoption in Nigeria and it has also been endorsed by the United Nations Educational, Scientific and Cultural Orgainisation (UNESCO). The Aregbesola’s government embarked on the construction of Stateof-the-Art 100 Elementary Schools, 50 Middle Schools and 20 High Schools. It was learnt that more than 20 Elementary Schools, 22 Middle Schools and 5 High Schools have been commissioned while the High Schools in Iwo and Fakunle

Unity High School in Osogbo have been completed and ready for commissioning. Social Intervention/Security Aregbesola’s social security programmes soar beyond Nigeria. Recently, UNICEF sent a team to Osun to understudy the social security programme of Aregbesola’s administration. The governor was lauded on programmes like OYES, O MEAL, O’ Ambulance, Agba Osun and many other programme. Oyes Aregbesola in less than 100 day in his first term established as promised Osun Youth Empowerment Scheme (OYES) through which 20, 000 cadets were employed into the public works. Another set of 20, 000 unemployed youths were engaged, rounding up the figure to 40, 000. The OYES cadets were given safe landing with jobs in teaching, various agriculture schemes and ICT. For this, Osun now has one of the least unemployment figures in Nigeria while the state is also among those with the lowest crimes rate. The N200 million monthly allowances paid to the cadets percolate the economy of Osun and shot it up to the seventh largest GDP in Nigeria. O’ meal Osun is one of the states that pioneered the free school feeding programme. In the programme, healthy and nutritious meals are being served to 262,000 elementary 1-4 pupils in all public schools in the state, every school day. This programme, called O’MEALS cost the government of Osun N3.6 billion per annum. O’ MEAL integrated into the agriculture and economic empowerment programmes of the state. This is because under it, 3,007 food vendors were engaged and trained to cook healthy and hygienic food for the pupils. To be able to feed these pupils, 15,000 whole chickens, 254,000 eggs, 35 herds of cattle and 40 tonnes of catfish are weekly bought off farmers and other producers in this state. O’ambulance In February 2013, Governor Aregbesola launched 50 State-of-the-Art ambulance vehicles as part of the state’s Ambulance Service Scheme tagged O’ Ambulance. The ambulances were stationed in strategic places on highways and across the local government. The O’ Ambulance had saved so many lives.

Editorial Commentary Osun’s ‘uncommon’ contender

Times Guest Columnist Mohammed Adamu Prologue My three days with Osun State’s now out-going Governor, Ogbeni, Rauf Aregbesola still brings fond memories. They bring reminiscences of a state eight years in the hands of an uncommon, atypical state administrator -the ‘un-typical Governor’ I had described him. Or the ‘unusual’ one –especially in a country where, ironically, what is ‘usual’ because it has become the norm, is what is woefully aberrant, while what is pleasantly uncanny is what seems ‘un-usual’ because it is now the road less frequently travelled. Or maybe having come from such serially misgoverned state like Niger, Aregbesola’s achievements have a tendency, like the roaring tides, to rise up to the welkins in my numbing, aweinspiring gaze. Who knows? Since bad governance has become the norm, good governance, no matter how modestly so, now becomes the uncommon phenomenon to be wondered at as rarefied and heavenly. And so in a two-part series titled ‘Three Days With The Oranmiyan’, I had gone almost berserk, which is short of saying I went almost poetic, singing the ‘uncommon’ Platonic governance height of this man Aregbesola. ‘Platonic’ in the sense of a tending towards the Greek philosopher, Plato, -not ‘platonic’ in the sense of being ‘perfect’ but ‘un-real’. By the way the outgoing Governor may not have been perfect –since none after all can be altogether faultless; nevertheless Aregbesola’s claim to being congenially different in relation to many others like him, is far from being un-real. In retrospect, I wrote about Aregbesola’s “austere, even if inelegantly-puritanical signature code of (uncommon) trado-dressing” which I said was “a world apart from the extravagant fad of governors who step out in gaudy styles enough to provoke the envy of fashionistas even in proud Italy”. I wrote about his uncommon modesty which radiated even in his preference for the uncommon, non-superlative prefix ‘Ogbeni’ or ‘Mister’, when elsewhere his fad-bearing, mock-heroic Governor-colleagues were proudly either lapping up ‘His Excellency’ or hypocritically donning the hallow of ‘Servant-leadership’ or the more mock-heroic ‘Chief-servanthood’. I wrote about the Ogbeni’s ‘uncommon’ approach to governance, which was quite uncommonly begun with a Six-Point Integral Action Plan as a self-falsification theory by which this surefooted governor would ask those he was about to govern, to weigh and to judge him by. I wrote about an uncommon development initiative that had almost turned an entire State into a massive construction site of sort, comprising scores and scores of uncommon projects that Aregbesola has unleashed on the State of the Living Spring which he has uncommonly, again, re-eke named ‘Omoluabi’. Yet quite uncommonly too, Aregbesola would be the only political governor that I know who would achieve so much, relative to the abysmal performance of most of his colleagues, but who would not care a hoot about publicity the way we know others to. In fact all my three days in Oshogbo, up to the late hours of the last night when I had the privilege of interviewing him, there was not the presence of a single press officer at any point. Aregbesola seemed to be his own media adviser. Thus you might say again, that such uncommon self-neglecting attitude to the little things that add color to good governance, is also found only in this uncommon governor of the State of Osun. ‘Self love’ Shakespeare said ‘is not so vile a sin as self-neglecting’. Aregbesola provides a fitting antithesis to Chinua Achebe’s proverbial lizard that falls from the iroko: if no one will praise me, the Ogbeni seems to say, even I will not praise myself. The Uncommon Legatee And it is this uncommon Caesarian attitude which, amidst all conflicting demands for action, always insist “what touches us ourselves shall be last treated”, that I also saw, recently in the persona of Gboyega Oyetola, the man presumably propped up by the outgoing governor, to succeed him. Such uncommon political legatee, Gboyega Oyetola: meek to a fault,

political without partisan scurrility, self-effacing and unassumingly media-shy. I met Oyetola like I did the Ogbeni, on invitation. Yet it took almost eternity as between he and I, to settle for a formal interview, as I insisted rather than an informal parapo (interaction) as he would have preferred –with a questioner and a recorder. He seemed to me to be painstakingly unpolitician-like. He insisted on knowing the depth of every portion of the pool, before he would take a dive. In fact, you would place a finger in the mouth of this hunt-dog and you may almost have to importune the gods forever to make him bite. Yet when he did, and had to speak, he cleared your doubt: that the taciturnity of this man is not as much for want of what to say, as it is from a surfeit of caution as to which is appropriate to be said. And quite unlike your everyday politician, this was the first I had met who would speak directly from the heart -of a human- and not from the twisted mind, of Nikita Khrushchev’s proverbial politician, who, at his best, is usually only a man of his most recent word. In fact after meeting Oyetola I am almost tempted not to believe H.L. Mencken who said “A good politician is quite as unthinkable as an honest burglar”. Little wonder perhaps, that his Principal, the Ogbeni, having known Oyetola for eight engaging years as Chief of Staff, can afford to fiddle fully with state matters, while his novitiate anointed ‘successor’ is left alone to navigate the troubled political waters of Osun. Nothing more personifies absolute confidence in the proposed new dog of hunt! The way that an Obasanjo had held the gong and town-cried for a sick Yaradua, or more recently, the way that Fayose had shouldered about his anointed Deputy like a yoyo, that we do not see as between the Ogbeni and Oyetola. And who knows? –maybe the Ogbeni is trying to prove, as the English would say, that ‘a good wine needs no bush’. Sixty-three years old, Iragbiji-born, of Boripe Local Government, Oyetola parades a Bachelor of Science Degree in Insurance and a Masters in Business Administration (MBA), all from the University of Lagos. He is an Associate of the Chattered Insurance Institute (London and Nigeria), and a member of the Nigerian Institute of Management. Plus Oyetola has put in eight solid years as the Ogbeni’s Chief of Staff, thus having a hand in virtually every pie of the Aregbesola legacy. It should be asked in the words of Shakespeare’s King Henry “is not this an honorable spoil? A gallant prize? …for a prince to boast of”? But no. Not this anointed prince, Oyetola! Like his Principal, he is not a man of prickly boasts. I tried in vain to draw him into partisan mud slings, with his opponents: PDP’s Johnny-come-lately and dancing maestro Senator Ademola Adeleke, SDP’s serial contestant, Iyiola Omisore, the apostate, ADP’s disgruntled APC-defectee, Moshood Adeoti and Alhaji Akinbade. All the vaunting puff that Oyetola could muster throughout our interview was “I have a background that most of them do not have. I have a 30 year experience in private sector before I became the Chief of Staff. Again I have good knowledge of finance. I am the right person for the job”. Epilogue Aregbesola is not only an uncommon, atypical Governor; it seems he also has a sharp eye for the uncommon, atypical successor. A friend I had given the privilege of a sneak preview, wondered how balanced and fair my piece would be if I did not also interview especially Oyetola’s main rival, the dancingdervish, PDP’s Adeleke. And I wondered what more interview anyone can educe from Adeleke! I thought that all the interview I would need from an allrounded F9-d Adeleke he has already been granting to us all almost on a daily basis: dancing! I think the choice for the voters in Osun is simple. It is between a shrewd insurer and a generous dancer. Between the chivalrous one in moments of adversity and the cavalier one who makes fun of every grave situation. It is, as my late Principal the Chief Justice Dahiru Musdapher would say, between ‘plata’ and ‘plomo’ –‘Gold’ and ’lead’!

wo security guards, Achi Daniel and Francis Emepueaku that found and returned huge amounts of dollars and other valuables to the owner at Murtala Muhammed International Airport (MMIA) in Lagos have received accolades across the country and beyond. Apart from the guards, Dr. Banji Oyegbami, who spoke of their good deeds, also need to be celebrated. When he wrote that his ‘hope is not lost’ on social media, little did he know that he was heralding the fortune and integrity of two Halogen Security guards for doing what is uncommon in Nigeria. Dr. Oyegbami, a medical doctor’s practical experience at MMIA, started on August 18, 2018 when he went to the airport with his driver to pick up his very close friend and his wife that arrived from Atlanta United States of America on board Delta Airline. They parked their car on the first floor of the new multi-level building car park and loaded their bags into the boot of the vehicle while his friend’s wife out of excitement forgot her handbag on the trolley and drove off. They journeyed for about one and a half hours in terrible traffic without realising that the woman’s handbag was not in the car when they received a phone call from the woman’s daughter in the US. They went back to the airport to meet the security guards of Halogen Securities as Mr. Achi Daniel found the bag and gave it to his supervisor, Mr. Francis Emepueaku, as lost but found items. The woman cross-checked items in the handbag and confirmed that the items were complete with iPhone, large sums of dollars in labeled envelops sent through her to people in Nigeria, wrist watches she planned as gift items and other documents and valuables were intact. Unlike some Nigerians, Daniel, who said that he had worked in the Federal Palace Hotel in Lagos in the past, explained that he had returned sums recovered in the cause of his duty to their owners before now. He insisted that the contents in the bag was never attractive to him, but lamented that some people close to him were already making jest of him for returning the contents in the bag. He, however, said that he was never discouraged by their mockery. He said: “If the money was in multi-millions of foreign currencies, I would still have returned it. I saw the bag on a trolley and I said to myself that somebody must have forgotten it there; it was not padlocked and without opening it, I went to the ground floor with the bag to meet with my supervisor. “Inside the bag, I saw a mobile phone, jewelries and huge amount of money in dollars and several other documents. At that point, we went straight to the manager’s office who now put a call through to somebody in Atlanta Georgia, who happened to be the daughter of the owner of the bag. “When they returned, they were jittery that some of the items in the bag may have vanished, but after cross-checking it, she discovered that everything was intact and the family attempted to give us some amount of money as a form of appreciation, which we rejected, telling them that we were doing our job. “It never crossed my mind to steal the money and I wouldn’t have done that because it wasn’t my first time of finding such and returning to the owners. No amount of money would make me to

take what doesn’t belong to me. I believe my own time will come and at the right time”. Daniel, a widower, with four children, believes that only God will reward honest people no matter how long it takes. It is very rare especially in the country at this difficult times for someone to see huge amounts of money not in local currency and hand it over to the owner. But despite the fame and rewards both guards are enjoying presently, many Nigerians are of the view that more needed to be done, especially from President Muhammadu Buhari. Others are of the view that Mr. President owes them an invitation to the Aso Villa because of their show of love and demonstration of high level of integrity which is rare these days The two guards have changed the narrative of certain negative image of Nigeria abroad. Their singular action, which has drawn world attention, remains commendable and should be appreciated by all in order to encourage others that honesty pays. Though the duo were given N500,000 by the management of Halogen Securities, President Buhari should not end the recognition with just writing commendation letters to the duo. We wish to state with high sense of responsibility President Buhari should invite the two guards to Aso Rock for a presidential handshake in order to tell Nigerians and indeed the world that it is a new dawn in the land. We are of the opinion that Daniel and Emepueaku should be given National Awards for the exemplary conduct they have played in telling the world that despite the hard economic situation in Nigeria and poor financial background, there are still honest citizens

A female suspect and nine others have been arrested by the Lagos State Police Command for their alleged involvement in the killing of a police Sergeant, Collins Isiabo at Ifako-Ijaye area of Lagos. Recall that on Wednesday, August 29, at College Road, Ifako Ijaiye, Ogba, Lagos, a police patrol team was attacked by an irate mob during which the Sergeant with service number 260326, was attacked and killed. Chris Onuoha, Lagos Chairman, Special Investigative Panel for Recovery of Public Property, (SPIP), Chief Okoi Obono-Obla has reiterated his stand to pursue a noble cause in fighting corruption in the country despite unhealthy criticism from some quarters. Obono-Obla who disclosed this during a presentation held at the University of Calabar’s post graduate seminar recently, challenged the critics to be very objective and thorough in their criticism and not to base it on witch hunt. Dismissed military officers, others arrested for diverting N13m goods Joy Anyim, Lagos Two dismissed military personnel and three others who specialised in diverting trucks loaded with goods on highways were on Wednesday paraded by the Lagos State Police Command. The Commissioner of Police, CP Imohimi Edgal who briefed journalists on the activities of the gang disclosed that the suspects were arrested last Sunday. Speaking on how the gang members were arrested, Edgal said, “On the aforementioned date, at about 8pm, a Sterling truck with registration number LSR266-XW, laden with groundnut oil valued at N13,250.000.00 was hijacked by a five man gang of highway robbers at Epe expressway. “They stopped the Kano State bound truck close to Ijebu Ode and pushed the conductor and the driver out of the vehicle. However, as they were trekking towards Epe-Lagos, they came across a policeman and narrated their ordeal to him”.

Mobile telephone lines subscribers in Nigeria have declined to 161.4 million in July from 162.30 million in June, Nigerian Communications Commission (NCC) latest data revealed. NCC in its monthly subscriber’s operator data posted on its website on Wednesday, explained that the new active mobile lines figure at the end of July showed that subscribers decreased by 881,586. Also the Mobile Code Division Multiple Access (CDMA) for active mobile lines in July was 125,444 as against 217,566 in June, a decrease of 92,122. The report said the number of fixed wired/wireless for active mobile lines in July was 140,582 compared to June, which had 140,627 lines, indicating a decrease of 45 lines. According to NCC, the number of VoiceOver Internet Protocol (VOIP) was 101,131 in July compared with 97,941 recorded in June, recording an increase of 3,190. It also revealed that Teledensity reduced by 0.69 in July to 115.57 as against 116.26 in June. The News Agency of Nigeria (NAN) reports that Teledensity is the number of telephone connections for every 100 individuals living within an area and it varies widely across the country. NCC also said the number of connected lines in July stood at 238.21 million as against 239.33 million in June, a decrease of 1.12 million. The CDMA for connected lines for July was 246,126 as against 3.58 million in June, a decrease of 3.33 million, the subscribers’ data revealed. The report said the number of fixed wired/wireless for connected lines in July was 350,998 compared to June that had 350,644, an increase of 354 lines.

NSE: Equity transactions relapse as market capitalisation dips by N19bn Equity transactions on the Nigerian Stock Exchange (NSE) on Wednesday reversed to the negative trend after appreciating for one day as market capitalisation depreciated by N19 billion. The market capitalisation decreased by 1.49 per cent to close lower at N12.563 trillion from the N12.753 trillion recorded on Tuesday. Commenting, Mr Fakrogha Charles of Stockbroker, Foresight Securities and Investment Ltd., said that the depreciation was as a result of price losses recorded by major stocks in the market. Charles also said that profit taking by most investors was another factor that contributed to the depreciation. Meanwhile, the All-Share Index, which opened at 34,933.68, dropped by 519.31 points or1.49 per cent to close at 34,414.37. Seplat Oil led the losers’ chart by N47 to close at N603 per share. NNPC disowns social media recruitment exercise Idu Jude, Abuja Again the Nigerian National Petroleum Corporation (NNPC) has disowned a recruitment advertisement currently trending in the social media, stating that such is the handiwork of hoodlums. This is not the first time NNPC is enmeshed in this kind of social job recruitment saga. The advertisement, set in NNPC’s corporate colour with its logo and a corporate picture, invites candidates with background in Sciences, Engineering, Business/Finance,

Social Sciences, Arts/Humanities as well as Medical/Health Sciences, to apply, this time, without stating any required educational attainments of prospects, unlike in the past wherein the scam advert had listed the following as requirements for qualification, Master’s degree, Bachelor’s degree, Higher National Diploma (HND) and National Diploma. The NNPC Group General Manager, Group Public Affairs, Mr. Ndu Ughamadu, on Wednesday described the advertisement as phoney, advising unsuspecting members of the public to be wary of the scam.

The corporation said the recruitment announcement or invitation to recruitment interview of this nature appearing intermittently in the social media should be discountenanced, as NNPC was not carrying out any recruitment exercise now. The National Oil Company dissociated itself from the fake e-mail address to which unsuspecting prospects were asked to direct their Curriculum Vitae in the placement advert. NNPC reminded job seekers to note the antics of scammers who deploy, on social media platforms, such communication

strategies as text messages, vacancy announcements and forged letters inviting them for non-existing job interviews, saying they are tricks to extort money from them. NNPC cautioned that any applicant who entertained such invitations would have himself or herself to blame, encouraging those who had already fallen victims to volunteer information to the law enforcement agencies. EEDC metered customers hit 190,000 in August Charles Onyekwere, Abakaliki The Enugu Electricity Distribution Company (EEDC) has said between January to August, 2018, that the company has metered about 50,000 electricity customers across its franchise area with smart prepaid meters, bringing the total number of its prepaid customers to about 190,000. This was made known to newsmen in Enugu on Wednesday by the Head of Communications, EEDC, Mr. Emeka Ezeh. Ezeh reiterated its commitment to meter its customers, saying that it is in its best interest to do so. According to him, our metering department is working assiduously to meter as many customers as possible. We have committed both human and financial resources to ensure the success of this project “It is an aspect of our operation which we believe so much in; and these meters as well as its installation are

delivered to our customers at no cost”. Ezeh appealed to customers to be patient and also appreciate the efforts made in the provision of meters, stressing that metering is a process, and there is no way all customers can be metered at the same time. “With the wide metering gap which we inherited, all we ask for is patience and understanding from our customers”. How Oshiomhole can succeed as APC chairman - Kao’je Bala Kao’je is a former Minister of Sports. He is confident that the National Chairman of the All Progressives Congress (APC), Adams Oshiomhole, has what it takes to move the party forward, but he however advised him to get the right advisers with deep knowledge in Nigerian politics. In an interview with Select Journalists in Abuja, the former PDP National Treasurer said it will be difficult for any party to defeat the APC in the 2019 polls. MATHEW DADIYA was there for The Daily Times. Recently, your party the APC conducted its national convention, considering your experience in politics, how would you describe the outcome? The convention can be said to have gone quite well, in the sense that it started and ended without rancour as some people had expected. They thought that what happened during the PDP convention in 2015 where a number of stakeholders walked out of the Eagle Square would happen, but that didn’t happen. Many people had thought that on that day, APC was going to break, but far from it, the party is now stronger and more formidable. A lot of people were really disappointed because there is a level of cohesion within the APC and because of that, a number of people who are APC followers have seen the light that there is possibility for negotiation with some members of the n-PDP so as to settle the rift, so that the party can wax stronger to prepare itself for the 2019 general elections. The convention went smoothly, not without hitches though, but you could see that there were some noticeable errors with the way the convention was arranged. Time was not taken into consideration, because in planning, you have to plan in such a way that where you need to spend five hours, you will spend just three hours and go. But in the case of the last convention, the planning was not good. I know Oshiomhole has what it takes to put things together to move the party forward. And I know that he has a serious task ahead of him, because of this task one tree cannot make a forest, he needs to have the right people around him, he needs to have some advisers who are experienced from all the parts of the country, to give him advice on various aspect of ruling the party. That will help him a lot in knowing what exactly is going on, because all the advisers will be doing their homework, and also draw some agenda for him to use in the interest of the party and to manage it. But he has to be very careful, he shouldn’t be in haste to select the right kind of people who will advise him on politics, relationship with the National Assembly, the governors, because many of these things need to be planned. There must be somebody who has idea on new things to do in

You chaired the APC state congress in Nasarawa State and was adjudged as one of the most peaceful congresses, what was the secret behind that success? The credit goes to the governor of Nasarawa State, Tanko Almakura. I must say he performed credibly in terms of the way he managed the election activities, Tanko carries all his politicians along, when I spoke to some stakeholders, they were all happy because the governor didn’t abandon them. Before the convention he held series of meetings, and townhall meetings with the people. He worked with former senators, House of Representatives members, all former ministers and current ones, he virtually met with everybody who has a say, who is a stakeholder in Nasarawa before the convention, they shared ideas among themselves and they were able to agree that they will maintain the structure, except for those who have left the party or have died. We did what we are supposed to do, and there has not been any petition so far. The governor did well, I hope all stakeholders will also learn from him, doing things that will make the people have more love for the party. There is nothing as sweet as knowing your leader cares for you, if the leader doesn’t create that kind of atmosphere, there will be a gap, and that is a problem. Some leaders you can’t get access to them, so they need to change the way they do things. You were recently honored with an award in the United Kingdom, what is the significance to your career? I am actually a full time

professional builder; people might know me more through politics; so I decided to go international. I am a member of Association of Chattered Building Engineers in the UK. I have been with them for over 10years, and every year, I attend their conference, it is a must, and other technical seminars that are organised by the association, I was a member before it became a chattered body and I still enjoy my membership. That award is an award that enables me to practice in the UK. I can practice in the UK anytime, I have partners there and access to building construction as it is done in the UK. It means my level of understanding of building is far ahead of what is practiced here in the country. That is the essence I moved out of the country to seek more knowledge, share knowledge with people in the profession and I enjoy it. President Buhari has spent over three years in power, how will you assess his performance generally? When I came into APC, I came not directly initially because before the election, everybody knows that the PDP was unfair to me, I felt that I cannot just go without fighting back, we have to take the PDP to court because what they did was unethical. We looked at the future of Nigeria and realised that if something was not done to change the leadership of the country it will be catastrophic, and some of us left immediately to APC, while some stayed back in the PDP and worked for the victory of APC. I didn’t hide my support and it was clear that I supported Buhari. President Muhammadu Buhari has done well and deserved a second term to be able to complete the good work he has started, especially on infrastructural development across the six geopolitical zones of the country. One cannot in a very complex society like ours, satisfy all the people. But I believe Buhari did well to sanitise the economy, such that the level of stealing, corruption or whatever they call it has been reduced to its barest level. But I will still point out areas the President need to do more, but he is doing well in terms of bringing the economy back on track, and redeeming our image amongst the comity of nations.

FCTA meat consumption and state of Bwari Abattoir Idu Jude, Abuja It was a busy day for Aliyu Ibrahim, a butcher at Bwari abattoir in the Federal Capital Territory. He worked on Sallah day, a day Muslims were celebrating their annual ram sacrificing festival. With his trousers rolled up, he walked barefooted on a ground covered by sooth from burnt tyres at Bwari Abattoir situated along Kaduna-Jere express road, where vehicle tyres are used to singe the hair of slaughtered cows. Roaming up and down, and with his hands full, shuttling between a dead cow that was being butchered and another one that has just been slaughtered, Ibrahim brought out a wrap of Indian hemp, looking for a lighter to light it up. As he puffed grey smoke from the hemp into the air; Ibrahim used a curvy knife to slice through a used tyre, which he would later set alight to burn a lifeless cow lying in the sooth opposite a heap of black ashes where countless animals had been burnt in the past years. “Oga abeg make dem bring more tyres to burn this cow finish,” he told a customer, who had brought a cow for slaughter. And without minding the unsanitary state of the abattoir and the environment, he jovially handled everything with dexterity. According to Ibrahim, the Area Council despite the daily tax it collects from the abattoir has neglected it. “No be Area Council? And na dem dey collect money. Every cow, we pay N200 to the Council and dem no repair am,” he said. Having spent more than 10 years on the job, he has mastery of everything; from taming angry cow to bringing down the beast on its back to slaughtering it. No windows, no doors, no water supply, Bwari Abattoir is an eyesore. Despite an intermittent rainfall that characterizes the day, he and Sunusi, another butcher, carry on with their deboning of dead animals while a number of customers wait for them −some in their cars; others take shelter in the dilapidated corner of the slaughter house. Water drips from several openings on the roof, but the butchers careless. The abattoir lacks the major features of a modern slaughter house - no potable water supply, no electricity, no concrete road, no transportation and no provision for waste disposal, it is yet a beehive of activities every day. The abattoir was constructed more than 15 years ago by the Bwari Area Council in the Federal Capital Territory (FCT), Abuja. It has two changing rooms which are not being used, the ceilings and walls of the building are covered by soothes that have settled there over the years. The ceilings are broken, a sign of years of neglect. It has no window fittings, no doors for the three entrances – none among the butchers know what or who removed all the windows and doors of the slaughter house. Even the inscription on the side of the building showing the date of the commission has faded. The well, the only source of water at the abattoir has sufficient water only during the rainy season. During the dry season, shortage of water compels butchers to resort to the use of waters gotten from Mairuwa (water vendors). Yet the dilapidated slaughter house is the only one that serves the entire Bwari community and environs like Dutse, Kuduru, Garam, Barangoni, Sabon Bwari, Ushafa. Approximately, a total of 7,300 cattle are slaughtered in a year at the abattoir while the Area Council rakes in about N1,460,000 as tax from slaughtered cows alone. There is no sign that the abattoir is under any supervision from the Area Council, but authorities of the Area Council collect N200 as tax on each cow slaughtered in the slaughter house every day. Malik, another butcher at the slaughter house, who lamented the deplorable state of the facility, noted that nothing has been done by successive administrations at the Area Council to improve the house since it was first opened to public use. Pointing to a well just behind the building, he said the well was dug when the building was constructed but was quick to add that once dry season sets in, the level of water in the well reduces. This, according to him, explains why they (butchers) use dirty water to wash meat in spite of the health risks. When contacted on what his administration intends to do to uplift the slaughter house, Chairman of Bwari Area Council, Musa Dikko, neither answered calls to his mobile phone nor replied to the text message sent to the phone. Bwari town is the headquarters of Bwari Area Council, one of the six Area Councils in the Federal Capital Territory (FCT). It is home to the headquarters of Joint Admission and Matriculation Board (JAMB), the Nigerian Law School, Federal Government Girls College, the Area Council Secretariat, Banks, Churches and a military barracks. According to the 1999 Constitution, Local Governments are saddled with the responsibility of running abattoirs. Unhygienic disposal of animal waste. Each day those cows are slaughtered, there are no public health care workers and veterinary officials from the council to ascertain the status of the animals. This, Times Metro gathered, allows a lot of unwholesome practices such as singe of hair of animal by fire and washing of meat with dirt by butchers who learnt the art locally. The abattoir does not meet the minimum operating standards to guarantee food safety because there is currently no national legislation relating to abattoir operation in Nigeria.

Unhygienic disposals of wastes, as well as lack of treatment of waste and by products utilisation, are part of the reasons that the abattoir has posed a serious health risk. The whole house is surrounded with dirt majorly of animal byproducts, horns, hooves, bones and paunch contents, oozing offensive odour as flies roam freely. An elderly man, “Maidunbu’ is always waiting with his long knife to sniff life out of the animals. That is his beat at the abattoir. He is the slaughterer. Times Metro witnessed the slaughtering of many animals at the abattoir without any public health officer giving a go-ahead, contrary to international best practices. Once they are slaughtered, the fire made from used tyres awaits the dead animals. According to American Public Health Association, unlicenced workers in unmonitored slaughter houses in developing countries (such as Ghana and Nigeria) are known to frequently use an open fire, set with scraps of automobile tires, to burn the hair of slaughtered goats and cattle before eating or cooking. According to our discovery, the only source of water at the abattoir is surrounded by wastes even as water vendors besiege the brook to serve the abattoir. The association said this approach “is a huge potential health risk,” because automobile tyres are made of chemicals and materials that when released into the environment under ambient conditions (like open fire burning), can release hazardous chemicals onto the meat and into the ambient environment.

Some examples of such pollutants, according to the association, are particulate matter, volatile organic compound (VOCs) and polycyclic aromatic hydrocarbons (PAHs). Such chemicals or particulates, when released into the ambient air, may be inhaled or ingested, and could pose severe health hazards to the public or workers in and around the slaughter houses. There are no face masks for the butchers when they are around the heavy smoke that billows from the fire they set on the animals on a daily basis. Times Metro observed that the butchers seem unaware of the danger of working in a polluted environment or using vehicle tyres to burn dead animals. To them, it is faster and cost-effective to use vehicle tyres to remove hair from the animals than any other means. “Na the tyre dey quick burn the cow and e dey burn am well,” said Malik. But when Times Metro told them that there are health and environmental risks relating to using tyres, they simply said there is nothing they could do about it. Inside the main building of the Bwari Slaughter House, some butchers were busy washing animals using a combination of dirty water, iron sponge and animal waste. In spite of this unhygienic practice, customers wait anxiously outside while some stand by the window not minding the offensive odour from the gutter nearby. Because there are no vehicles, meat that are ready for market are hauled on the seat of motorcycles for transportation to Bwari market. This is also a practice against public health as it exposes the meat and consumers to multiple infections. Drug abuse One thing that features prominently at the abattoir among the butchers is an abuse of the drug. While many of butchers smoke Indian hemp freely, a number of them also take banned codeine which they claim help them to be able to confront their bloody task. “See the kind of work we do; honestly, you must smoke ‘igbo’ (Indian hemp),’ said one of the butchers, as he raised his head from where he was carving up a cow meat. When he is done cutting the meat, Aliu Ibrahim reaches for a small cellophane in the pocket of his trousers. He brings out a grass-like substance and loads it in a paper, wraps it and uses saliva to seal it before lighting it. But as he smokes his hemp, another butcher brings out a small bottle that looks like a cough syrup with a white liquid content. He takes off the lid and gulps the content. The abattoir is in a close proximity of a colony of scavengers known by the locals as ‘Mai bola’, who are notorious for taking all kinds of banned substances.

This was barely two weeks after the monarch donated a brand new home to an orphanage in Ibadan, Oyo State. According to the Deputy Convener of Hopes Alive Initiative, Miss Temitope Adesegun, the Home has lacked a vocational centre for years since it was established 22 years ago, adding that the decision to put a structure for the rehabilitated members of the Home is to empower them so as to become useful to themselves and their immediate environment. “Hopes Alive Initiative is cutting across boundaries just to empower people. His Imperial Majesty, Ooni Adeyeye is a wonderful father, a great motivator and selfless humanitarian, one whose love for humanity transcends across all tribes, races, religion, culture and whatever gender. “I believe that God divinely created the Ooni for the less privileged to make them happy and live a fulfilled life. I would say we are in Abia State according to God’s directive who ordered our steps to be here for a very unique set of people created by God but abandoned by relatives. The Home is reforming this set of people through the founder who is doing a great job of impacting lives. Wike to APC: You have no business presenting guber candidate in Rivers Amaka Agbu, Port Harcourt

The Rivers State governor, Barrister Nyesom Ezenwo Wike, has declared that for the All Progressive Congress (APC) to contemplate presenting a governorship candidate for the 2019 election in the state shows that something was fundamentally wrong with the party. Speaking at the Government House Port Harcourt, Governor Wike stated that aside the alleged plot to rig, the APC had no platform to campaign upon in Rivers State. Wike said: “For the APC to even think of bringing up anybody against me in this state to challenge me, whether I have done something or not, then you know that something is

fundamentally wrong. “What has the Federal Government done for the APC in Rivers State? What has Rivers APC achieved? Mention one thing. Is it in terms of the roads, the airport or seaports? Tell me”. He regretted that the APC did not believe in credible polls, alleging that rigging and fraud were in the DNA of the party. “All their meetings, all their gatherings at the federal level, centre on how they must win in Rivers State, whether by hook or crook. They want to use soldiers, SARS, DSS. All cries by the international community don’t matter. Just take Rivers State first,” he alleged. Governor Wike said that as a Minister of State for Education, his contributions to the development of Rivers State were scattered across the state and wondered

why the current Minister of Transportation has “failed the people of Rivers State by refusing to attract a single project to the state.” Governor Wike said: “When I was a minister and he was in APC, I brought development to the state. For example, I brought Faculty of Law to the University of Port Harcourt. I brought grant of N500 million to Ken Saro Wiwa Polytechnic and Ignatius Ajuru University Of Education. “I am from Rivers State and must contribute to the development of the state. As at the time I was in the Federal Government, he was the Governor under APC and there was no development in the state. I brought UBEC intervention to Rivers State. This is my state,” he stated. He said that as Governor of

Rivers State, he transformed the state, citing some key projects across the state. He said that his third year anniversary celebration underscored the fundamentals of good governance with leaders across political, traditional, and social divides commissioning key projects. According to the governor, in October, his administration would commence another leg of project commissioning, noting that President Muhammadu Buhari would be invited to commission projects, even though he would be unlikely to honour the invitation for political reasons. Governor Wike said that contrary to the propaganda of the APC, he was not against the Federal Government, adding that he was only committed to the fight against injustice.

Serena Williams hails Nike for Kaepernick campaign

Serena Williams reiterated her admiration for American football player turned activist Colin Kaepernick on Tuesday, and praised apparel maker Nike for featuring him in a new ad campaign. “Especially proud to be a part of the Nike family today. #justdoit,” the 23-time Grand Slam champion tweeted before she headed out to book a US Open semi-final berth with a 6-4, 6-3 victory over Karolina Pliskova. The ads prompted immediate calls for Nike boycotts over Kaepernick, who has been castigated by President Donald Trump and other conservatives for kneeling during the national anthem to protest racial and social injustice, a

demonstration he began in 2016. The former quarterback for the San Francisco 49ers, Kaepernick has been effectively blacklisted by the NFL, and Nike shares tumbled early Tuesday over worries a campaign around such a controversial figure could harm sales. Williams told reporters after her victory over Pliskova that she thought the company made a “powerful” statement. “He’s done a lot for the African American community, and it’s cost him a lot,” Williams said. “It’s sad. But he continues to do the best that he can. “Having a huge company back him, you know, could be a controversial (decision) for this company, but they’re

not afraid,” added Williams, who has had an endorsement deal with Nike since 2003. “I feel like that was a really powerful statement to a lot of other companies.” As to whether athletes have a role to play in political and social discourse, Williams said she thought it was up to individuals. “It’s their choice,” she said. “I think that’s one great thing God gave us, is the freedom of choice. “My choice is to choose to just be the best — try to be. I’m not always perfect. Actually I’m never perfect. (I) just try to be the best that I can be, maybe I can just influence one person and that makes a change already.”

Super Eagles coach banned, fined over payment The Nigeria Football Federation on Wednesday said it had banned Super Eagles coach Salisu Yusuf for 12 months and fined him $5,000 (4,300 euros) for receiving cash from undercover journalists posing as agents. The NFF ethics and fair play committee found Yusuf guilty of accepting $1,000 after he was caught on camera being asked to select two players for the 2018 African Nations Championship (CHAN). “He is hereby banned for the period of one year, from partaking or involvement or participation in any football-related activity, effective from

the date of this decision,” the NFF said. “He is also fined in the sum of $5,000 to be paid within three months of the date of this decision.” Yusuf, who denied any wrongdoing, has the option to appeal. The BBC, which aired the footage, said the report was part of a wider investigation into corruption in African football by the Ghanaian journalist Anas Aremeyaw Anas. His expose led to the resignation of the head of the Ghana Football Association, Kwesi Nyantakyi, after he was accused of soliciting bribes and kickbacks. Yusuf said in response to the BBC in July that the sum was $750, not $1,000,

and was a “gift of trivial and symbolic value”, that was acceptable within NFF and FIFA guidelines. But the committee said Yusuf’s actions had “a damaging effect on the reputation and integrity of Nigerian football”. It added that “he ought to have conducted himself more professionally… as his conduct in public and in secret should be exemplary, since coaches are role models”. Yusuf, who previously coached Enyimba and Kano Pillars, helped senior men’s team coach Gernot Rohr steer the Super Eagles to this year’s World Cup in Russia.

Super Eagles forward Alex Iwobi Former world half marathon pulls out of AFCON qualifier champion Paul Koech dies at 49 Arsenal forward Alex Iwobi is the second player who will miss Saturday’s AFCON qualifier against Seychelles after reports that Torino defender Ola Aina is out due to injury, officials said. Iwobi has been ill and was therefore not listed for his club’s last game in the Premier League. “Iwobi is out. Coach Rohr has already conveyed this information to his staff,”

a top team official said. Ola Aina suffered a muscle problem during a Serie A game against SPAL. How long he will be sidelined is expected to be ascertained after a scan by his Italian club. Officials said they will not rule out more withdrawals. But it is still unknown whether some of the players on standby will be called up to replace the absentees.

Paul Koech, a former world half marathon champion and longtime teammate of Kenyan great Paul Tergat, has died. He was 49. The Kenyan track and field federation said on Wednesday that Koech died on Monday after a short illness. The federation did not release any more details. “Paul was a great track, crosscountry and road-racing athlete,” Athletics Kenya said. Koech won the world half marathon championship in Zurich in 1998. At the 1996 Atlanta OIympics, he finished sixth in the 10 000 metres and the following year was fourth at the world championships. Tergat won silver in both of those races. In 1997, Koech ran the third-fastest 10 000 in history, finishing second behind Tergat as his friend broke the world record in the event. The IAAF said it was “deeply saddened” to hear of Koech’s death. Koech was a major in the Kenyan armed forces and a member of the Athletics Kenya executive committee at the time of his death. Tergat, now head of the Kenyan Olympic committee, said Koech was highly patriotic and hard working. “It’s beyond belief he is no longer with us,” Tergat said. “This was a very good friend of mine and not only did we represent the country together but he believed entirely in national duty.

“He was someone who was a refined officer. He was firm, never believed in any short cuts … this is very painful.” Koech was a three-time Kenyan cross-country champion, an impressive feat in a highly competitive running nation. He often got the better of Tergat at national championships but he never managed to win

the coveted world cross-country title. He did win individual silver behind Tergat and the team gold with Kenya at the cross-country worlds in 1998, his best season. “Fearless racer but a truly humble and gracious person who always had time for a chat at a race,” former Australian distance runner Lee Troop wrote on Twitter.
