Senior Special Assistant to the President on Media and Publicity, Office of the Vice President, Laolu Akande, stated that the Vice President further explained that the government of President Muhammadu Buhari “is a government for the poor and common man who lives in every local government area of the country.” According to him, “all the Social Investment Programmes of the Buhari administration is to empower the common man and the poor.” Speaking to the excited crowd at Igbeti town during a campaign rally/street chats on Friday, Prof. Osinbajo said the TraderMoni, MarketMoni and the N-Power programmes are designed to take the common people out of poverty.” “The TraderMoni is to empower the small, small traders, it is not for big business. Those in big businesses have their own, which is called the MarketMoni. We want to reach every village so that the people here will also benefit from this government, all of us will be going up, up, up,” the VP emphasised. He assured that hardworking people like artisans including tailors will be assisted with money to enhance their businesses, adding, “even those who are not graduates, but can read and write will be given a stipend monthly like those in the N-Power programme.” Singing a campaign song which he composed in Yoruba, “Up, up, we are going, up, up we are going,” the VP enjoined the people to join hands with the government whose leaders will use the money meant for the masses to work for them and should not allow those leaders who will be stealing people’s money to return. “We have been able to do more with less resources,”

Earlier, the Oba commended the Social Investment Programmes of the Buhari administration, describing it as the people’s programmes, and requested for the development of natural resources such as different types of marbles available in the town for the betterment of not only the indigenes but the country at large. While assuring the Oba that his requests would be looked into, the VP said: “Kabiyesi, this coming election is for progress, we have already seen it but if we are not cautious we may be drawn back, but God forbid it.” Following his visit to Igbeti town, Vice President Osinbajo also went to Kisi, the headquarters of Irepo Local Government Area of Oyo State, where he was received by a mammoth and excited crowd. Prof. Osinbajo urged them to stand with the government in the coming elections. On Saturday, on his visit to Saki Local Government Area, the Vice President also received a rousing welcome by huge crowds at different stops. On arrival, Prof. Osinbajo paid a courtesy call to the Bagii of Saki, High Chief Abdrasheed Gazali Adegoke, where he met with traditional rulers in the area, who commended him for being “a great Vice President.” They noted that the Buhari administration deserves a second term for its efforts in improving the welfare of Nigerians. Also, in continuation of the Family Chats, Prof. Osinbajo on Saturday visited the families of Alhaji Ganiyu Akere and Mr. & Mrs. Sunday Kolajo, in Saki, Oyo State. He noted that one of the plans include the establishment of the People’s Moni Bank that would give soft loans to Nigerians. Continuing, he also assured the Saki people that their request for potable water, road infrastructure and power would be looked into, as the Buhari government would continue in its efforts to improve the lives of all Nigerians. He assured that the people would benefit from the Transborder International Market since Saki shares border with Republic of Benin and Togo. At the Sango area, also in Saki, the Vice President addressed a huge crowd of people in the predominantly Hausa community, where he, again, assured them of President Buhari’s concern for the poor. He said “the next level of change is to lift everyone from poverty and provide more infrastructural development.” The people of Saki pledge their unalloyed support for the re-election of President Buhari in the forthcoming presidential election, noted Barr. Abdulwaheed Lawal who spoke on behalf of APC, in Saki. Lawal added that the people would support the Buhari administration’s Next Level agenda. CBN mops up N17.5trn through OMO sales in 2018 Motolani Oseni, Lagos
As part of efforts to manage excess liquidity in the system, the Central Bank of Nigeria (CBN) mopped up the total sum of N17.5 trillion through the sales of Open Market Operation (OMO) in 2018. This is even as investors in the equities market of the Nigerian Stock Exchange (NSE) recorded gains of N89 billion in the first trading week of 2019. Latest information obtained from the official website of the apex bank over the weekend showed an increase of OMO sales in December and January of the just concluded year. For instance, a total amount of N2.08 trillion worth of OMO was sold in January but recorded a lower amount of N1.97 trillion in December 2018. It is, however, worthy of that the CBN OMO bills were utilised as the main instrument for liquidity management. The bill auctions were also used to boost tradable securities and increase activities in the secondary market. As a result of its restrictive monetary policy, the apex bank intensified its mop-up of excess liquidity in the system by the sale of Treasury bills with OMO. The CBN does not only use OMO; it also uses Treasury Bills and Federal Government Bonds to stem inflationary pressure and curtail liquidity arising from maturing bills. According to CBN, OMO sales have
attracted rates between 17.5 per cent and 18.5 per cent, a move to keep the foreign exchange stable. The apex bank in 2017 offered OMO bills worth N13.76 trillion, while total public subscription and sale amounted to N12.3 trillion and N11.34 trillion, respectively, compared with N6.73 trillion, N10.29 trillion and N7.86 trillion offered, subscribed and sold, respectively, in 2016. According to CBN, “the increase in the sale of CBN bills, in the review period, was attributed, largely, to the increased number of OMO auctions conducted to curb excess liquidity, occasioned by maturing CBN bills, monthly disbursement of statutory revenue and swaps transactions to avoid liquidity surfeit in the banking system.” The Managing Director, Maxifund Investments and Securities Limited, Mr. Okechukwu Unegbu, had attributed the increased OMO sales to improved economy and policy stance of the CBN. He noted that OMO sales have impacted on the capital market and money market as investors are reaping from the daily auction. His words: “OMO is one of the instruments CBN used in controlling money in circulation, making sure the rate of inflation is reduced. Investors will always go to where it is easy for them concerning reaping their investment, be it short-term or longterm. “The increased OMO sales by CBN
have boosted the economy further and both capital market and money market are benefitting, as policy direction of the CBN has proven working this year.” CBN Governor, Mr. Godwin Emefiele, in last month predicted that monetary policy stance would remain judicious, research-driven, adequate and supportive of the real economy subject to underlying fundamentals. He pointed out that the current tight stance was expected to continue in the near-term, especially because of rising inflation expectations and exchange market pressures. He said: “Though we will act to appropriately adjust the policy rate in line with unfolding conditions and outlooks, the CBN will continue to ensure that the policy interest rate is delicately set to balance the objectives of price stability with output stabilisation. “With favourable oil price developments and continued efforts at driving indigenous production in highimpact real sector activities, especially agriculture and manufacturing, Gross Domestic Product (GDP) is expected to pick-up in the remaining two quarters of 2018.” Despite the maturity of N547 billion worth of OMO bills last week, money market rates increased in the outgone week as Overnight and Open-Buy Back rates rose from 18.42 per cent and 17.17per cent to close at 23.75 per cent and 20 per cent respectively. democracy. “The world is aware that majority of Nigerians have rejected Mrs. Amina Zakari. Meanwhile, at the end of the three-day trading, the NSE All Share Index dropped by 1.3 per cent to close at 30,638.90 basis points from 31,037.72 basis points, while market capitalisation closed at N11.426 trillion, an increase of one per cent from N11.337 trillion the market opened for trading. All other indices finished lower as the Industrial index led the pack by 3.9 per cent, followed closely by the Banking index 2.7 per cent, Consumer Goods index one per cent, and Insurance index one per cent indices respectively, with the exception of the NSE Oil and Gas Index that rose by 2.91 per cent. According to NSE, “a total turnover of 1.647 billion shares worth N8.413 billion in 14,773 deals were traded this week by investors on the floor of the Exchange in contrast to a total of 3.129 billion shares valued at N14.348 billion that exchanged hands last week in 10,394 deals. “The Financial Services Industry (measured by volume) led the activity chart with 1.154 billion shares valued at N5.742 billion traded in 9,174 deals; thus contributing 70.08 per cent and 68.25 per cent to the total equity turnover volume and value respectively. The Healthcare Industry followed with 271.277 million shares worth N82.647 million in 219 deals. “The third place was Services Industry with a turnover of 91.734 million shares worth N 208.562 million in 232 deals. “Trading in the Top Three Equities namely, Diamond Bank Plc, Union Diagnostic & Clinical Services Plc and NEM Insurance Plc (measured by volume) accounted for 816.016 million shares worth N1.305 billion in 1,615 deals, contributing 49.54 per cent and 15.51 per cent to the total equity turnover volume and value respectively.” A total of 7,209 units of Federal Government Bonds valued at N6.958 million were traded this week in 8 deals compared with a total of 686 units valued at N689, 162.04 transacted last week in 3 deals. The price movement chart showed that only 22 equities appreciated during the week, lower than 52 in the previous week. 45 equities depreciated, higher than 18 of the previous week, while 97 equities remained unchanged higher than 94 equities recorded in the previous week. Meanwhile, the nation’s foreign reserve at the end of first trading week of 2019, stood at $43,057 billion, weaker than $43,075 billion opened on Wednesday, however, better than
$38.9 billion stood in 2017; $27.9 billion in 20176; $28.2 billion in 2015, and $34.2 billion in 2014, but lower than above $45 billion stood in 2014. Despite shedding $18.55 million between the last trading day of 2018 and the first trading day of 2019, the forex reserve still stands at the highest January figure in six years. In 2018, Godwin Emefiele, governor of the central bank, made it clear that the apex bank, under his leadership, will prioritise defending the naira over building reserves. Speaking at the last IMF/ World Bank meeting held in Bali, Indonesia, Emefiele said Nigeria has a choice to make between building reserve buffers or defending the naira. He said: “We are going to need to build buffers but unfortunately I must say that we are in a period where it is difficult to talk about building reserves. “You can only build reserve buffers if you want to hold on to the reserves while allowing your currency to go and wherever it goes is something else. “It is a choice we have to make and at this time, the choice for Nigeria is to maintain a stable exchange rate so that businesses can plan and we don’t create problems in the banking system”. To this end, the apex bank on Friday made its first intervention in the interbank sector of the Foreign Exchange market for 2019 with the sum of $210m. The CBN Director, Corporate Communications, Isaac Okorafor, said the wholesale sector of the market received 100 million dollars, while the Small and Medium Enterprises received $55m. Okorafor said another $55m was allocated to customers requiring foreign exchange for business and personal travels, tuition or medical fees. The CBN spokesman said the apex bank would continue from where it stopped in 2018 to maintain the stability being enjoyed in the market. He noted that the Bank had made a commendable effort in keeping the exchange rates at the current levels. Okorafor said the current capital flow reversals from the emerging markets were expected to bring out pressures on the market rates. He, however, assured that, in spite of the anticipated pressures, coupled with the forthcoming elections, the bank was committed to maintaining the current exchange rate policy, given the level of reserves. “The CBN is determined to sustain a stable exchange rate as it continues to put in place relevant measures to shore up the country’s reserves”, Okorafor said in a statement.

Why Lagos is experiencing global recognition – Ambode Benjamin Omoike Lagos State Governor, Mr. Akinwunmi Ambode, on Sunday, attributed the global recognition of the state as a major capital to God’s grace, guidance and divine favour, saying the state should be thankful for the numerous achievements and growth so far recorded. Speaking at the annual special thanksgiving service of the State Government for the New Year held at Lagos House in Alausa, Ikeja, the Governor said it was evidently clear that God had been faithful to the state in making the modest successes recorded possible. “God has been very faithful to us in Lagos and that is why we dedicate every first Sunday of the year to give Him thanks and praise. The modest achievements and progress our State has recorded would not have been possible without His grace, guidance and divine favour. “The occasion of this Annual Thanksgiving Service is very symbolic to us in Lagos as it not only serves as a yearly tradition but it provides us a platform to come together as a people and as a State to give praise to the Almighty. “When we count the numerous blessings and favours our State has enjoyed, protection from natural disasters, security of lives and property of Lagosians, the continuous growth and
development of our State and the global recognition of Lagos as a major capital in the world, we would see that truly, our God has been faithful and benevolent to us beyond our expectations,” Governor Ambode said. Describing the theme of the service - “Enter His Gates with Thanksgiving,” taken from Psalms 100:4, as apt, the Governor said it was for people to appreciate God for His blessings, hence the need for the service. According to him, “The place of thanksgiving is paramount, as it is through thanksgiving that the presence of God is brought down. Through this yearly tradition of the State Thanksgiving Service, we have had the privilege of coming together to appreciate God and also commit the activities of the New Year unto His hands and in return, He has bestowed upon us peace and divine intervention especially at difficult times.” Besides, Governor Ambode said as the nation prepares for crucial elections in 2019, it was important for Nigerians to pray for peaceful elections to facilitate continuity of development and good governance. “As we raise our voices in songs of praise, adoration and supplications, I urge us all to pray for our State and our Country especially in this special and crucial year of general elections. “Rather, he allows all allegations of this nature to be addressed using the mechanism of the rule of law even as law enforcement and investigation agencies should not in any way be hampered in performing their duties,” Shehu said. It recalled that Senator Dino Melaye had earlier alerted of plots by the Police to arrest and poison him, adding that his present ordeal as well as those of the civil rights activist, Deji Adeyanju, in the hands of the Buhari-led authorities, is incendiary in an election year and insisted that no harm must come to them or any member of the opposition or CSOs, before, during and after the elections. Ologbondiyan said “the PPCO is aware that the aim is to use the state apparatus of power to attempt to instill fear in Nigerians, stifle free speech, cow opposition and CSOs to silence so as to pave for President Buhari’s self-succession. “This is a clear attempt to return our nation to the nightmares of the 1984 when draconian leaders forcefully subjugated innocent Nigerians under the grips of military Decree 2 and we urge the CJN to save our nation by insulating the judiciary from this ignoble scheme”. However, the PPCO urged President Buhari Presidency to note that it is preposterous
for anybody, no matter how highly placed, to think that our great party, the PDP and our Presidential candidate, Atiku Abubakar, who enjoys the support of overwhelming majority of Nigerians, can be subdued out of the political space in our country. “We therefore counsel President Buhari to tame his desperation for power. Our nation has had many Presidents before President Buhari and there will be many more after him. “President Buhari will not be the first President to be defeated in an election as such he should not set our nation on fire just because he is feeling the air of rejection due to his incompetence and the gale of corruption in his administration”, he said. In the same vein, Nigerian Women and Youth Groups under the aegis of Accord Women & Youth Initiative insisted that Mrs. Amina Zakari was morally wrong in holding any position in INEC due to her affinity not only to President Muhammadu Buhari but a Senatorial candidate of the APC in Bauchi State. Addressing a press conference in Abuja on Sunday, Mrs. Esther Opaluwah, on behalf of the Initiative, said the election can only be neutral and transparent if Mrs. Zakari relinquish her position as Ad Hoc Committee Chairman on National Collation Centre. She said “Mrs. Amina Zakari who is not only a blood relative of the incumbent President Muhammadu Buhari but also married to the APC Senatorial Candidate of Bauchi South, therefore by consanguity and affinity her hands are tied”. The Initiative accused Mrs. Zakari of repeatedly failing the neutrality and impartial test in her past assignments especially in conducting elections in the South West, stressing that her conduct as INEC Commissioner rubbed off negatively on the integrity of the electoral processes. The Coalition of United Political Parties (CUPP) is prepared to stage a nationwide protest on January 15 against continuous stay in office by Mr. Ibrahim Idris as the Inspector General of Police who on January 3 this year served 35 years in office and has reached the statutory retirement age of 60 years. The body said the office of the IGP has constitutionally become vacant and therefore urged President Muhammadu Buhari to appoint a serving police officer into the vacant office of Inspector General of Police as required by the 1999 Constitution. Beyond January 3, CUPP said should Idris continue to parade himself as the Inspector General of Police, his action is an act of impersonation and a threat to national security which should be stopped summarily. The spokesperson of the opposition coalition, Ugochinyere Ikenga, in a statement on Sunday, reminded President Buhari of the sacred provision of Section 215(1)a of the 1999 Constitution which clearly holds that the President can only appoint serving Police Officer as Inspector General of

INEC assures of level playing ground for all parties in Bayelsa
The Independent National Electoral Commission (INEC) in Bayelsa State, on Sunday, assured of fair treatment to all parties participating in the forthcoming polls in the state. Head of Department of Voter Education/ Publicity, Mr. Timidi Wariowei, gave assurance in Yenagoa. He said the Commission had concluded arrangements to ensure the 2019 elections were conducted in a free, fair and credible manner in the state. The officer said that INEC remained irrevocably committed to credible polls. He also assured all political parties would be treated equally of zero tolerance. ‘’There is no room for partiality or favouritism,” he said and urged candidates to play politics by the rules, by adhering to the commission’s guidelines and above all, check the excesses of their loyalists and supporters. He explained that the Commission would not tolerate political thuggery, violence and arson. ‘’Candidates of various political parties must learn to be decorum in line with INEC guidelines, as unruly behaviour will be unacceptable and be sanctioned.” He further warned against ballot box stuffing, snatching amongst other irregularities, adding that security agencies would be fully alert to arrest perpetrators.

Nigerians will not regret voting for APC, says Gov Masari Katsina State Governor, Aminu Masari, on Sunday, said Nigerians will not regret voting for the All Progressives Congress (APC) in the February 16 and March 2 elections. Masari stated this in Matazu, Katsina State, during his re-election campaign tour, adding that the President Muhammadu Buhari led-administration had recorded successes in the fight against corruption, road construction and infrastructure development. Masari said that the administration had also empowered millions of unemployed youths and business operators across the country from its inception to date. He further said the government also deserved commendation in the area of fight against insurgency in the country. ‘’The government is up and doing in tackling insurgency and other problems

The governor said that his administration had renovated over 2,000 schools, constructed some new ones, and equipped them with instructional materials to enhance teaching and learning. The state APC Chairman, Alhaji Shitu Shitu, received some PDP members who defected to the APC during the event. Shitu assured the new members that the party would carry them alone and give them level playing ground. He urged them to work hard to ensure the party’s victory in the forthcoming general elections.
Monday 7th January, 2019 has been slated by the Bauchi State Council of the Nigeria Union of Journalists (NUJ) for the commencement of activities of its press week. The Chairman of the Organising Committee, Alhaji Nasiru Kobi, who disclosed this on Sunday while briefing newsmen, explained that series of activities including public lectures, football match, visitations, presentation of gifts to families of deceased and sick members and awards ceremony are expected to take place during the week long activity. According to him, the official opening ceremony will hold on Tuesday, 8th January 2019, where the state Governor, Mohammed Abubakar, NUJ National President, Comrade Chris Isiguzo and other dignitaries are expected to grace the occasion. The state chairman of the union, Alhaji Ibrahim Malam Goje, had earlier explained that the press week which is an annual event was meant to bring journalists together, to fraternise and socialise. Comrade Goje added that the event will also provide avenue for the union to honour its outstanding members and friends of the media with merit awards. He therefore urged reporters of local, national and international media in the state to give the event adequate publicity.
Ebonyi Gov reshuffles cabinet
Ebonyi State Governor, David Umahi, on Sunday, effected minor cabinet reshuffle which saw some commissioners swapping positions. In statement signed by Chief Press Secretary to the governor, Emmanuel Uzor, the Ministry of Lands, Housing and Survey has been split into two, with respective commissioners. “Mr Sunday Inyima, former Commissioner for Border, Peace and Conflict Resolution, presently heads the Ministry of Housing and Urban Development. “Prof. John Ekeh, who headed the erstwhile ministry before it was split, presently heads Ministry of lands and survey,” he said. Uzor revealed that the Office of the Senior Special Assistant on Internal Security (SSA-IS) and the Ministry of Border, peace and conflict resolution had been merged. “It would be known as the Ministry of Internal Security and Border Peace and Dr Kenneth Ugbala, the former SSA-IS, has been nominated as the new commissioner. “He will be in charge of the ministry, pending his screening and possible confirmation by the State House of Assembly.” Kelechi Igwe, the state Deputy Governor, will supervise the exercise while all handover processes should be completed, on or before Monday.

A lesson through the ages

In March 1952, three months before general elections, soldiers in a small country, Cuba overthrew the government. The coup was led by a candidate and former military dictator, Colonel Fulgencio Batisa. Cuba itself was essentially a gambling and tourist country for fun-loving Americans whose mafia led by Charles Lucky Luciano and Meyer Lansky also ran the gambling and prostitution rings. The coup which enjoyed the approval of America seemed a settled matter. But some young Cubans including students and young ladies decided enough was enough; no longer would their country be played around like football. They decided to arouse the populace to an insurrection. For this, they sold their school books, trinkets and dresses to train and buy guns. On July 26, 1953, the youths, numbering 150, carried out a failed attacked on the Moncada Barracks. Many were summarily executed. One of the captured youths, Haydee Santamaria was kept in a cell while in the adjacent cell, she could hear the cries of her brother, Abel, and fiancé Boris Santa Coloma as they were tortured to death. In order to extract information from her, the torturers brought her the eyeball of her brother and the testicles of her fiancé. Those who survived were brought to a show trial that was made public. That was a grave mistake, as the October 16, 1953 defence speech by the 26-year old leader of the rebels, Fidel Castro became the rallying cry for the opposition. Rather than make a case for his acquittal, Castro accused Batista and his government of being the real criminals who should be on trial for treason and that the illegal acts of the government left the people
with no alternative but to revolt. On a defiant and prophetic note, he told the court; “Sentence me, it does not matter. History will absolve me” The defendants were sentenced to various prison terms but they had become so popular that the regime had to grant them amnesty. Many of them left for exile in Mexico where they regrouped, trained and on December 2, 1956, 82 of them packed into rickety yacht “ Granma” to make a landing at Belic, Santiago, Cuba with the aim of climbing to the summit of the Sierra Maestra Mountains and begin a guerrilla warfare to oust the Batisa regime. But their landing was compromised and the military had a ‘welcome party’ to receive them. The rebels were nearly wiped out; only 12 of the 82 survived the landing. Four of them were to become famous and iconic figures for youths across the world. There was the charismatic Camilo Cienfuegos who in NovemberDecember, 1958, led his column across three provinces to reach the northern part of central Cuba. His handsome, young, bearded face in cow boy hat is etched in memory. There was the romantic figure, Ernesto Che Guevera, a medical doctor from Argentina who had joined the Cuban rebels in Mexico. For him, there were no boundaries fighting injustice; he went on to fight for peoples’ emancipation and liberation in other skies including the Democratic Republic of Congo (DRC) and Bolivia. He famously said: “Whenever death may surprise us, it is welcome provided our battle cry has reached even one receptive ear and another hand reaches out to pick up the gun.” He was fearless and audacious in battle. It was his punishing blow
on December 29, 1958 that heralded the final triumph of the Cuban Revolution. On that day, he led a band of rebels to seize the city of Santa Clara. The Batista regime sent a huge contingent of soldiers in a train full of ammunitions. Che led the seizure of the train and secured the surrender of over 1,000 soldiers. Two days later, President Batista fled to the Dominican Republic. On January 1, 1959, the rebels poured into Havana as the country erupted in celebration. It was an earthquake that was felt in many parts of the world. The after effects were felt around the world for decades as youths across races, continents and beliefs drew inspiration from it. For the religious, it could only have been a miracle for twelve stranded youths, surrounded by enemy soldiers, doubled by hunger and with no international help, to defeat the armed forces of their country in two years. It was the sixtieth anniversary of the revolution, the Cubans and their friends across the world, marked this Tuesday. The US refused to accept the reality that a country that used to be part of its backyard playground was now independent. The Americans who thought the Cuban example was quite dangerous, set out to stamp out the revolution. On October 19, 1960 it imposed an embargo on Cuba, which is still in place today. On April 17, 1961 an American-trained, funded and armed force of 1,500, eight B-26 Bombers and five supply ships, invaded Cuba at the Bay of Pigs (Playa Giron) But within three days, the Cubans had roundly defeated the invaders killing 122 of them including four Americans, shooting down two of the B-26 Bombers and destroying
two of the ships while taking 1,202 as prisoners. Only 120 of the invaders escaped. As the Americans prepared more invasions, the Cubans appealed to the Union of Soviet Socialist Republics (USSR) for military assistance which led to the deployment of missiles to the island. This resulted in what became known as the Cuban missile Crisis of 1962. President Kennedy threatened to begin what promised to be the Third World War if the missiles were not removed. The USSR agreed to remove the missiles provided America made two promises. First, that it will never invade Cuba, and secondly, that it will remove missiles trained at the USSR from Turkey. With these agreements, the missile crisis ended. Cuba went on to become perhaps the most literate country in the world with the best all-round healthcare delivery of any populace. Raul Castro who was with Fidel from the Moncada Barracks invasion and succeeded his brother as President, is alive. He married the guerrilla fighter, Vilma Espin. Camilo Cienfuegos died in a plane crash in the year of the revolution. He was 27. Haydee Santamaria passed away at 58 in 1980 while Fidel was 90 when he passed on in 2016. The most romantic of them all, Ernesto Che Guevera was summarily executed in 1967 while leading a revolt in Bolivia. He was 39. Che prophetically said: “I have a wish. It is a fear as well - that my end will be my beginning.” He became more famous in death and today, continues to inspire youths across the world. A lesson the Cuban revolutionaries taught humanity is; if you know what is right and just, pursue it; no matter the sacrifice, never give up.
Seriake Dickson and the quest for restructuring

Henry Seriake Dickson, the countryman governor of Bayelsa State, is an engaging personality, highly cultivated, courageous and exuding a charming comportment. A proud Ijaw man whose progeny stretches far into the throbbing southwest town of IjebuOde (where his great-grandmother comes from and was a princess), Dickson is unmistakably passionate about Nigeria. Suffice to say none of the current set of governors, not even in the southern region of Nigeria where the clamour for restructuring originates and has been loudest, has been as appealingly erudite and turned-on on the troubling question of Nigeria’s deeply flawed federal system as Dickson has. The recent public presentation in Abuja of a revised version of Chido Onumah’s provocative book, We Are All Biafrans, published by Premium Times Books, provided yet another platform for Dickson to advertise his fervent support for the restructuring of the Nigerian political and economic architecture to suit the multi-ethnic, multi-religious and multi-cultural nature of the country. Besides, the event underscored his consistency on this subject as well as impatience, and disgust, with the lackadaisical manner with which the challenges of governance and nation-building are being handled by successive leaders in the country. As in the lecture he delivered on July 12, 2018, at the Obafemi Awolowo University Ile-Ife entitled Restructuring and the Search for a Productive Nigeria, Dickson, who was the guest speaker at the book event, praised the founding
fathers for adopting federalism, saying it is the ideal system for a country of Nigeria’s makeup. Rather than symbolizing a sympathetic take on the disturbing activities of separatists and consequently affirming solidarity for the concept of Biafra as would suggest by its title at a first glance, Chido’s latest book is indeed a frontal disavowal and a standing rebuke of the Biafran thought. Thus, We Are All Biafrans is a riveting metaphor of the Nigerian condition in which not just Biafra but every single section of the country has become a victim of the unitary system that has become the order of the day. In other words, from the dry grasslands of Kaura-Namoda to the polluted creeks of Ekeremor; from the erosion-ravaged communities in the eastern states, through the neglected rural hamlets in the western interior, down to their counterparts in the middle belt states, the evil mark of injustice and misgovernance in varying forms loom large. Every nook and cranny of the Nigerian space is infested with the scourge of a crooked federal structure. So, rather than just the eastern flank of the country as pushed by the separatists, the entire national landscape is Chido’s Biafra. Regardless of ethnicity, religion, culture and gender, we are all short-changed; we are all maltreated; we are all abused; we are all marginalized. We are all Biafrans. And this all-encompassing and borderless Biafra of Chido’s imagination is the Biafra that Dickson believes in. Not the geographical Biafra promoted by those who want to cut away from the country. In any
case, his solution to getting rid of the Biafra of equal opportunity misery is not to agitate for a new country, but to work hard for a new Nigeria. Says Dickson: “Let us be very clear, this is our country. No one owns this country more than the other. I will rather want to join forces to fight for a new Nigeria this country needs. We need a new Nigeria for the weak and the strong, an egalitarian Nigeria, a nation of justice and equal opportunities. But not the idea of balkanizing. We are not going to leave this country…If all is well no one will talk of moving out.” Dickson sure understands the issues, but he is also quick to concede that he doesn’t have all the answers. He says: “What did our founding fathers do that we are failing to do. They sat down, dialogued, disagreed, sometimes walking out of conferences. We shouldn’t be afraid of disagreeing. In fact, we need more disagreement. But the important thing is whether we agree or disagree, it should be in the national interest.” For him, Nigeria needs to be restructured for it to have any meaningful grip on progress. This is the growing sentiment among the populace who believe that Nigeria is not working because of the skewed federal system—with its perpetual over-centralization—foisted by the military since 1966. A key feature in the restructuring now being demanded is to go back to pre-1966 period which scholars have described as the “golden era” of Nigeria’s federalism. That period was marked essentially by the devolution of power from the centre to the federating units.
Professor Ladipo Adamolekun, foremost Nigerian scholar and public administrator, had lamented the “bastardization” of Nigeria’s federalism in a paper, The Nigerian Federation at the Crossroads: The Way Forward. The paper, published in Publius: The Journal of Federalism in 2005, was a commemorative piece on 50 years of the country’s federalism. In it, Adamolekun had said, “Only devolution can unleash the forces for consolidating democracy and achieving accelerated socio-economic progress in Nigeria.” His grim prediction that the alternative to devolution “will likely be the death of the federation” should be an enduring food for thought for all. This type of prediction is what Dickson fears would come to pass if restructuring does not happen in the shortest possible time. He regrets that even as the report of the ruling All Progressives Congress committee on restructuring and devolution of power favours the process, President Muhammadu Buhari clearly does not seem comfortable with restructuring. But Dickson is forging ahead with this crusade knowing full well that Nigeria cannot continue to be run under a system stacked with unitary features. It remains to be seen whether the 2019 election would indeed be a referendum on restructuring as he and some other leading proponents have said. What is clear though is that should the delay to embark on restructuring the country continue for much longer, chances are there may not be a country to restructure in the end.

Group tackles Agbaje over comments on new Lagos HoS, Muri-Okunola The governorship candidate of the Peoples Democratic Party (PDP) in Lagos State, Mr. Jimi Agbaje has been lambasted for condemning the appointment of Hakeem Muri-Okunola as the new Head of Service (HoS), of Lagos State. The Convener of Ibile Progressive Youths, IPY, Bayo Plunter in a press statement issued in Lagos and made available to journalists said Agbaje’s outburst was unnecessary, uncharitable and diversionary. The IPY comprises about 20 groups of young and dynamic professionals from the three senatorial districts in Lagos State. At 46 years old, Muri-Okunola is said to be the youngest ever HoS in the history of Lagos State. Agbaje, in a statement by his campaign organisation’s Directorate of Media and Publicity, on Thursday, described the appointment as “insensitive, unjust and disruptive of the civil service hierarchy. He said, “Indications are that, to pave way for the assisted meteoric rise of the new HoS, the Lagos State Government had, between January
and November 2018, forcefully retired no fewer than 21 permanent secretaries considered as superiors and more experienced to the new man.” But in countering Agbaje’s position, the Ibile Progressive Youth, said that “recent statements of Mr. Jimi Agbaje, the Peoples Democratic Party governorship candidate, including his unprovoked attack on the new Lagos HoS are increasingly unnerving.” Plunter further said: “While the appointment of Hakeem MuriOkunola, a dynamic, qualified and hard working young man has been roundly applauded by progressive minds, it is a bitter pill for Mr. Agbaje and his ilk to swallow. “It is evident from Mr. Agbaje’s statement how desperately he wishes the wheel of progress in the Centre of Excellence be reversed. “His statement smack of bile, divisiveness and incitement of our hard working civil servants to rebellion over a simple, constitutional executive action. “While IPY remains nonaligned, but keenly monitoring the activities and promises of the governorship candidates involved in the political contestation for Office of Governor of Lagos State, we are concerned about the direction of Mr. Agbaje’s campaigns.” The IPY wondered why the likes of Jimi Agbaje, who it said claimed to be an indigene of Lagos State, would fault the appointment of Hakeem Muri-Okunola, a true son of the soil and an indigene of the state, as HoS.

So, why are we now trying to criticise a government that is trying to encourage the youths?” They asked. Adding that, “In any case, the questions are was Governor Ambode right in retiring Permanent Secretaries, the answer is yes, was he right in appointing an HoS, the answer is yes. Also, is Muri-Okunola qualified for the post, the answer is yes,” the group said, adding that Agbaje is oblivious of the trend in politics and governance all over the world.

Lagos 2019: Gani Adams faction of OPC faults Fasheun’s faction on endorsement of Sanwo-Olu The Aare Gani Adams-led members of the Oodua Peoples Congress (OPC), has dissociated itself from the recent move by the late Fredrick Fasheunled members of the group to endorse the Lagos State All Progressives Congress (APC) governorship candidate, Mr. Babajide Sanwo-Olu, as its candidate in the coming election in the state. Speaking on the backdrop of the recent move by the Fasheun group to support the APC standard bearer, Lagos State coordinator of OPC, Alhaji Mutair Adesina, said the group, under the leadership of Aare Gani Adams, is yet to decide on the candidates the group will support in the forthcoming elections, both in the state or at the national level, saying, though, elections are a few weeks away, the group will decide at the appropriate time. Adesina, however, expressed surprise at the manners in which the late Fasheun’s group reacts to current political issues, describing the move as barbaric, especially, at a time when the remains of the founding father of the group, is yet to be laid to rest. “In Yoruba land, we give respect to the dead and memories of our great leaders. Stop blackmailing INEC, BMO tells PDP Short News Tom Okpe, Abuja The Buhari Media Organisation (BMO) has advised the Peoples Democratic Party (PDP) to look for more creative ways of reviving its flagging Presidential campaign rather than demonising the Independent National Electoral Commission (INEC) and other national institutions in blackmail. This, according to BMO, follows a series of attacks by the party and its Presidential candidate, Atiku Abubakar, on the top echelon of the election management body. In a statement signed by its Chairman, Niyi Akinsiju and Secretary Cassidy Madueke, on Sunday, the group said that PDP has resorted to bullying tactics because of the reality that the former Vice President has no chance to upstage President Muhammadu Buhari in the election. The statement said: “Now that PDP’s presidential campaign has stalled and lost steam almost as soon as it began, as a result of lack of support, even among its leading members, it thinks the best way is to blackmail everyone at INEC.
“How could they even accuse the Commission of making a U-turn on the use of Smart card readers for the upcoming election? Or even raise dust over the appointment of Amina Zakari as the head of INEC’s in-house coalition centre committee, same role she played in 2015. “It is good that INEC has given the party the response it deserves, but we know that all these are diversionary tactics to deflect attention from a campaign that is nothing to write home about. “We see it as an admission of failure even before the first ballot, based on the reality on ground”. The group urged PDP to do more to convince skeptical party leaders to embrace its Presidential candidate in other to ensure a semblance of a contest next month instead of seeking to use INEC as an excuse for its impending defeat. “Aside some of the governors who have big re-election battles on their hands, some others are just not interested in rallying around a candidate with the type of baggage Atiku has; even by PDP standard”. BMO also decried what it described as

Court grants 51 Judaism adherents bail Sunday Nwakanma, Umuahia An Abia State high court presided over by the state Chief Judge, Mr. Justice Onuoha Ogwe, has finally granted bail to the 51 Judaism adherents who were arrested in Umuahia on Tuesday December 11 last year. The 51 Jewish worshippers were charged on Thursday, December 13 last year before a Magistrate court for alleged acts of terrorism and treason. However, the court had remanded them in prison custody to await trial by the appropriate court which has the jurisdiction to hear matters for which they were charged by the Police. The 51 detainees comprising of ten females and forty one males with their ages ranging between 23 and 70 year were arrested by the Police for demanding a Jewish state in the country whole demonstrating with Biafran and Israeli flags. 38 years after, Bauchi Govt begins payments of compensation to airport land owners Samuel Luka, Bauchi The Director General, Bauchi State Geographic Information Service (BAGIES), Honorable Baba Abubakar Suleiman, has disclosed that the state government has commenced the payment of compensation to people whose land were purchased by the State government for the building of Bauchi State International airport in 1981 by the Tatari Ali administration and the ones purchased by Isa Yuguda administration to expand the airport in 2011. The DG, who stated this at the commencement of the payment to over 633 land owners in Bauchi, said ”Bauchi State Government has commenced the payment of over N269 million compensation to the land owners whose land were bought by the state government for the international airport”. He added that “the present administration has begun payment of over N55 million to more than 633 people whose money ranges from 1000 to 150,000 to ease their sufferings”.
Suleiman, who said an agreement was reached between government and the land owners to settle their differences out of court, pointed out that Governor Abubakar on his part pledged to settle the over N269 million in five instalments. He assured that after the payments of the first instalments, government will begin the payment of second instalment followed by other instalments as agreed between the state government and the landowners. Suleiman said some of the lands were purchased in 1981 and the state government had increased the amount to a reasonable amount that will be useful to the land owners. He said initially Governor Abubakar intended to pay the landowners in bulk but was forced to divide it into five installments due to the dwindling resources of government and appealed to the land owners to continue to cooperate with the government to enable it settle all their entitlements in good time. Mukhtar Abubakar, said the land owners filed a suit in court and the court ordered for out of court settlement between the two parties. He expressed confidence that the two parties will respect the agreement reached to bring succour to the land owners or their dependents. Mukhtar said monies meant for some of the land owners who have died will be given to their families who inherited their wealth after their demise and they will first be identified by traditional and community leaders as the biological children of the deceased before they will be paid. He advised them to be orderly while collecting their money and thanked the state government for its effort to put smile on the faces of the land owners after 38 years. Some of the beneficiaries, who spoke to journalists, expressed appreciation to the Governor for taking bold decision to start the payments, urging him to pay the remaining balance in good time in order to ease their more than three decades of bitter experience.
The Lagos State Task Force Agency, on Sunday, warned traders and other persons doing businesses on rail lines in the state to leave or be ready for arrest and prosecution. The Chairman of the Agency, CSP Olayinka Egbeyemi, gave the warning through the Head of Public Affairs, Mr Adebayo Taofiq. He warned that there would be a clampdown on all illegal activities on rail corridors in Lagos. According to Egbeyemi, heavy convergence of illegal traders selling and buying goods around rail lines was suicidal and an eyesore in different parts of the state. Areas notorious for rail line trading include Mushin, Ikeja-Along, Yaba, Oyingbo and Agege. Egbeyemi said that the Lagos State Environmental Sanitation Law prohibits anyone to either hawk or buy/sell goods on rail lines, including all road setbacks and walkways across the State.
I will end security votes in Kano if elected – PDP candidate
Alhaji Abba Kabir-Yusuf, the PDP Governorship Candidate in Kano State, says if elected, the security votes will become a history in the state. He made the claim on Sunday in Kano while addressing newsmen to mark his 56th Birthday, organised by his supporters. The PDP governorship candidate alleged that the fund set aside for the security votes was an avenue for looting from public treasury. “It is undeniably known that security votes are regarded as a looting-spree platform where the huge amounts of money provided and spent are unaccounted for. Consequently, ending up draining through the pockets of a selfish few, in their insatiable quest to selfenrichment out of public funds,” he alleged. According to him, if he is elected as the Governor in 2019, the fund for the security votes will be used in a better way. Security vote in Nigeria is a monthly allowance that is allocated by the 36 states for the sole purpose of funding security services. Also, the fund runs into billions of naira and varies, based on the level of security required by the individual state. The organiser of the event, Mallam Nura Ma’aji, President of Movement For Better Kano, said they organised the event to rejoice with Kabir-Yusuf for attaining 56 years of age and healthy.

Presidential poll: Ijaw Youth group divided over second term endorsement of Buhari Akam James, Yenagoa Ijaw Youths under the umbrella of the Ijaw Youths Council (IYC) worldwide, on Sunday, rejected the second term endorsement of President Muhammadu Buhari by some Ijaw Youths led by the spokesman of the Council, Mr. Daniel Dasimaka. The rejection of the second term endorsement was followed with the setting up of a disciplinary committee to investigate the action and spell out punitive measures against those involved. While the Barrister Peretubor Owelaemi faction of the Ijaw Youths Council announced the setting up of a 5-man disciplinary committee to investigate the decision by the spokesperson, Daniel Dasimaka, to endorse the second term ambition of President Muhammad Buhari, the Barrister Eric Omareled faction also in a statement issued via email rejected the endorsement and called on the indigenes of the region to dismiss the purported endorsement of President Muhammadu Buhari as acts of “charlatans”. In the statement issued by the President Owaelaemi-led faction of IYC, and signed by the Secretary General, Alfred Kemepade, “the five-man committee led by Barr. Igbeta was set up to consider the issues and recommend to the National Executive Committee of the IYC on whether the endorsement of President Buhari was done in good faith. “ “They are to recommend punitive
measures if they find his action to contravene the convention Protocol and would be done within seven days.” In their statement, factional President, Barr. Presidency orders military to vacate Daily Trust premises ..As NLC reacts to arrest of Editor, other staff Mathew Dadiya, Abuja The Federal Government has directed the military to vacate the premises of Daily Trust newspaper and has disclosed that the order has been complied with. Senior Assistant to the President on Media and Publicity, Garba Shehu, tweeted this on Sunday in his twitter handle, @GarShehu, explaining that the “issues between the military and the newspaper as they affect the coverage of the war in the Northeast will be resolved through dialogue.” The military had invaded Daily Trust regional office in Maiduguri, Borno State and arrested the Regional Editor, Uthman Abubakar and a reporter, Ibrahim Sawab. They also requested to see the Political Editor, Hamza Idris, whose name appeared in bylines of major exclusive and investigative reports. Though it was not clear why the military took the action, but the Daily Trust on Sunday published a strong editorial and news reports on security challenges in Northern Nigeria. Some of the lead stories include: “Military Prepares Massive Operation to Retake Baga, Others,” “Zamfara Bandits May Have Link with Boko Haram, -Defence Minister,” “Shettima Funds 20,000 Civilian JTF for six Years,” and “Troops Repel Boko Haram Attack in Damasak… Kill Many in Yobe.” The Editorial titled “FG is Running out of Excuses” highlights some of the humanitarian challenges in the North-East and the efforts of the military in tackling Boko Haram insurgency. The Editorial pointed out that the Borno community leaders at an emergency meeting of security agencies summoned by Governor Kashim Shettima expressed fears that insurgents could push on from Baga, overrun Monguno and on to Maiduguri. The Editorial further acknowledged the successes of the military in repelling three attacks on Monguno with Air Force raids that halted the insurgents in their tracks and killed many terrorists. It also commended the effort of the military in launching a major offensive to retake the lost towns and bases.
Niger Women Affairs ministry treats 3,706 social service cases Saka Bolaji, Minna
The Women Affairs Ministry in Niger State handled about 3,706 social service cases between 2015 and 2018. This was disclosed at a Ministerial briefing organised by the State Ministry of Information and Strategy tagged ‘Stewardship’ The Commissioner in-charge of the ministry, Barrister Amina Musa Gu’ar, explained that out of the 3,706 cases which was treated in 15 different categories include 1,250 family cases and counseling, 26 forced marriage cases, 320 divorce cases, 22 early marriage cases and 820 juvenile delinquency. Barrister Gu’ar recalled that 13 repatriation cases were handled with 32 mental institution cases, 45 drug addicts, 380 truancy in school, 95 stranded victims for financial assistance, 89 pauper patients were given assistance in hospitals, burial of 452 unrecognised persons, 42 corpses were deposited in hospitals and 120 HIV/AIDS patients were given counseling. The Commissioner said that N159.1 million was expended between 2015 to 2018 for the training and skills acquisition of 8,990 unemployed women and girls. The ministry also paid about 6,000 households from eleven local government areas of the state bimonthly cash and 18 local government councils were beneficiaries of the conditional cash transfer. Barrister Amina Gu’ar stated that in line with the state government gender mainstreaming development approach, the Women affairs ministry had appointed gender and social inclusion desk officer. The commissioner said the ministry had carried out mapping of orphans, vulnerable children and HIV/AIDS patients in the state within the corresponding years of 2015 to 2018 as a social service provider. Barrister Gu’ar confirmed that N141.8 million was appropriated and expended between 2015 to 2018 for assisting families blessed with triplets and child abuses, repatriated and reunited 16 almajiri
female families back to Sokoto, supported the capacity building of 16 children and education of orphans and vulnerable in the state. Others achievements include constitution of the 7th Niger State Children Parliament, establishment of new orphanage at Suleja, establishment of gender violence sensitisation and awareness clinic at Anguwan Daji and destitute rehabilitation programme. The Niger State Women Commissioner highlighted that from 2015 to 2018 about 6 virtually impaired people were sponsored to Nigeria farm craft centre for the blind and expended N1.7 million for the purchase of drugs for mentally retarded inmates. Barrister Gu’ar explained that the sum of N400,000 was expended for the sponsorship of 5 associations of people with disability with additional N250,000 grants. The commissioner further pinpointed that 500 tricycle wheel chairs had been distributed; the sum of N200,000 was disbursed to female blind centre at Bida and donated 150 artificial limbs in the state. Barrister Gu’ar stressed that the ministry feeds 430 social inmates daily as part of Governor Abubakar Sani Bello’s restoration agenda in women and social development. The Niger State Women Affairs Commissioner said between 2015 and 2018, the ministry was appropriated and expended the sum of N58.7 million for celebration and commemoration of days and events both nationally and internationally. Barrister Gu’ar also explained that N117.9 million was appropriated and expended by the ministry for implementation of capital projects under the corresponding years between 2015 and 2018. The commissioner described the ministry’s international engagement as fruitful and confirmed that N20.1 million was appropriated and expended for international women programme, international women investment forum and international women conference. Barrister Amina Gu’ar finally highlighted that the state had a total number of 2,400 widows and 89 orphans that have been officially registered by the ministry.

CSO challenges suit seeking to stop Army from Short News embarking on Operation Python Dance III Doosuur Iwambe, Abuja A civil society organisation, Initiative for Minority Advancement for Great Development (IMRAGD) has approached a Federal High Court, Abuja, seeking to be joined as an interested party in the suit challenging the ongoing Operation Python Dance III by the Nigerian Army. Last week, a Lagos-based Rights Campaigner, Chief Malcom Omirhobo, asked the court to declare as unlawful and unconstitutional, the declaration of “Operation Python Dance” across the nation. The applicants in the suit labelled FHC/ ABJ/CS/01/2019, are Omirhobo and Board of Incorporated Trustees of Malcom Omirhobo Foundation. Joined as respondents are the Attorney General of the Federation, the National Assembly, the Inspector General of Police,
the Nigeria Police Council, Police Affairs Commission as well as Service Chiefs. But IMRAGD, through their lawyer, Mr. Otemu Oghenovo, in the suit said it intends to show to the court that the suit filed by Chief Omirhobo is misconceived and an attempt to interfere in the statutory duty and operations of the Nigerian Army. In the affidavit deposed to by Eruke Asivwe, a litigation secretary in the Chamber of Mr. Oghenovo, the plaintiff said: “That the applicant herein intends to challenge the suit on the ground that it is misconceived and an attempt to interfere into the statutory duties and responsibilities of the Nigerian Army. “That if the plaintiff succeeds and the Nigerian Army made to its legitimate operations, the applicants, its trustees and members will be adversely affected. “That I know that it is just and judicious for the honourable court to allow the applicant to be joined to enable it present
its own case. “That I also know as a fact that this suit affects the interest and its presence in the determination will give the court the competent jurisdiction”. In the main suit, Omirhobo is seeking the court’s declaration that the commencement of a nationwide “Operation Python Dance” with effect from January 1 to February 28, with the military to tackle internal security challenges during the conduct of the country’s general elections is illegal and undemocratic. According to him, it violates the fundamental rights of the applicant, as well as those of the Nigerian public, to life, dignity of human person, personal liberty, family and private life, freedom of expression, peaceful assembly and association, and freedom of movement. No date has been fixed for hearing of the suit.

Hon, Labaran Maku has asked the Eggon Nation to forgive him if he has wronged them in the cause of pursuing his political ambition in Nasarawa State. Abia: Police arraign 71-yr-old don over private property issue with NDIC, others Sunday Nwakanma, Umuahia
The Nigeria Police, Abia State Command, on Thursday, dragged a 71-year-old Abia State University, Uturu Lecturer, Barrister (Mrs.) Katherine Chinyere Onwughara, to court on a four count charge of felony and malicious damage, among others. Other charges include unlawful destruction and damage of one padlock, behaving in a manner likely to cause breach of peace and forceful entry into a land known as Kate White House land which “which is in actual and peaceable possession of one Chukwuemeka Adiele (m) and obstructing and resisting one John Onuoha (m) of the High Court of Justice, Umuahia from executing court order punishable under sections 516, 451, 145 of the criminal Code Cap 80, and the Criminal Code cap 81, volume 3, Laws of Abia State of Nigeria (2005). According to the suit number U/04C/2019, the accused, along with others now at large had on the 13th of November, 2018 at Umuagu Ibeku Umuahia in the Umuahia North Magisterial District, conspired to commit the felony by destroying the padlock placed upon the property by court bailiff, illegally entering into the property
and obstructing the court bailiff from doing his duties. The defendant pleaded not guilty to all the four count charges. This followed argument by the lead counsel, Adizua C Okoroafor, that the defendant prayed for her bail based on the fact that the defendant is a senior citizen by age, has health challenges, is a senior member of the bar and a lecturer at ABSU, assuming her to be innocent until proved guilty. Opposing the bail, the police prosecuting counsel, Igwe Isaac of the State Criminal Investigation Department, said that his position was based on the rate at which people disobey court orders and called for accelerated hearing. Ruling, the Presiding Magistrate, U U Egwu, granted her bail on self-recognition, with two sureties in the sum of N1 million each, and the matter adjourned till 6th of February, 2019. However, the defendant, Mrs. Katherine Chinyere Onwughara, who was not in a position to talk based on her health status, had through a family source said that dragging her to court was a ploy by the police to intimidate her. The source, who chose to speak for the defendant on condition of anonymity, said the battle that led to the court arraignment of the defendant has been going for years before
the demise of the Defendant’s husband, Doris Onwughara, and that the matter was over Cika Hilton, “a hotel close to the said property”, (Kate Whitehouse), “where a 70+ old widow was thrown out”. “This case has been in court when a former governor of the state claimed he got the property through an auction when the National Deposit Insurance Company, NDIC, were recovering properties and from there claimed ownership of Cika Hilton. The family source brandished a letter from the Ministry of Lands which the Defendant got while the matter was in court, stating that the two properties are not same, does not have the same C of O and the said Kate Whitehouse is not situate in Ugwunchara. Before this time, the source said: “We have been having threats, people would come from a particular company telling us that if the woman doesn’t leave that property while alive, she would leave it dead. This is after we lost Cika Hilton to an acclaimed sales that was never advertised. We never bordered with the property. “The properties have different C of Os and survey plans and they still insist that Kate Whitehouse is the same as Cika Hilton”.
The Ilorin Emirate Youth Development Association (IEYDA) on Sunday distributed free school uniforms to over 500 students selected from the five Local Government Areas of the Emirate Council. The association also empowered people with brick-making, shoemaking and grinding machines as well as cash, among others. The items were distributed in Ilorin during the Annual Empowerment Programme and Secretariat Fund Raising of the IEYDA. In his remarks, the acting Director, Centre for Community Development, Kwara State University, Mr. Lawal Olhungbebe, charged community associations to always partner government in ensuring progress and development at the grassroots. According to him, there cannot be any meaningful development without a synergy between community development associations and government. Olohungbebe commended the Ilorin Emirate Youth for the initiative and implored others to emulate them to address the rate of poverty in the society.
Police kill armed robbery kingpin in Katsina
The Police Command in Katsina State has killed a suspected armed robbery kingpin, Kane Mohammed, alias ‘Dan mai-keke’, 35, who has been on its wanted list. This is contained in a statement signed by its Public Relations Officer (PPRO), SP Gambo Isa, and made available to newsmen on Sunday in Katsina. Isa said that the development occurred on Jan. 4 at old market area, a notorious criminal’s hideout in Bakori Local Government Area when the police were on patrol. He said that the patrol team was attacked by the hoodlums with dangerous weapons during which one policeman sustained injury. The PPRO added that the police shot the kingpin as a result of which he sustained injury and died in a Bakori hospital, while receiving treatment. He noted that the suspect had been on the police wanted list for terrorising people in the Bakori and Funtua axis. He said that investigations were ongoing to arrest other members of the gang.

Igwe Emeka, who was speaking to newsmen at his palace in Umueri, Anambra East Local Government Area, beckoned on Federal Government to urgently intervene in the roads to further avert incessant death and robbery. Igwe Emeka observed that the
states in the South East deserved the best of democratic dividends, as they contributed to the economic growth of the country. Group holds international yelutide retreat, tasks Ndigbo on values The 2018 Igbo international Yuletide Retreat recently held in Anambra State has urged increased action towards encouraging the values and attributes that project the Igbo nation as an outstanding tribe. Greater Awka Allies, an Awka-based nongovernmental organization, has frowned at the discovery that some of the children in orphanages in Anambra State are children of convicts who are spending time in prison. They insisted that such children should rather be handed over to their uncles or close relations and should also be enrolled in a regular school. Speaking to the press after holding an interactive end of year/ Christmas party for children of the home, Chinemerem Oguegbe, who led the team called the attention of the government to the plight of the children. “Children of convicts should be handed over to their uncles or relations. Keeping them here is not healthy for them. “There is no reason these children should not be given basic education which is nearly free,” he said. Oguegbe also charged the children to be of good behaviour, pray constantly and make the most of every opportunity and experience they have. He promised that the organisation through its members both in Nigeria and Diaspora will ensure that children in orphanage homes in Anambra State have access to quality health care and ensure a healthy environment through provision of basic infrastructures in Government owned Orphanage homes. Dr. Chibuzo Okpala, part of the team, who is a Consultant Dermatologist with the Nnamdi Azikiwe Teaching Hospital, promised to assemble team of Medical Doctors that will come from time to time to provide basic health care solutions to the Children.

Mrs. Obiano calls for self-renewal as key to progress in 2019 The wife of Governor of Anambra State and founder of the NGO, Caring Family Enhancement Initiative (CAFÉ), Dr. (Mrs.) Ebelechukwu Obiano, has called for self-renewal of the individual as a prerequisite to sustainable progress in the family, state and the nation in the New Year. She made the call in her New Year message in Awka which was conveyed by the Chief Media Officer to the Governor, Mr. Emeka Ozumba. Osodieme, as she is fondly called, stated that the New Year offers every person great opportunity to reappraise and positively improve their roles and responsibilities in the family, the state and the nation with a view to ensuring societal growth. Her words: “The New Year is a period of new beginnings because of the opportunities it offers for rebirth and renewal. It provides the individual the chance to start afresh with profound inspiration and hopeful anticipation. SERAP charges Fashola to name contractors with power projects money Temitope Adebayo Socio-Economic Rights and Accountability Project (SERAP) has requested of the Minister of Power, Works and Housing, Babatunde Fashola, to provide information on specific names and details of contractors and companies that allegedly collected money for electricity projects but failed to execute any projects, starting from the return of democracy in 1999 to 2018. According to SERAP, former Nigeria’s Vice President and Presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar reportedly blew the whistle on Channels TV when he said, “Contractors were given some contracts for power projects and were paid 100 per cent upfront. The money went down the drain. Up till now, we are not holding the contractors responsible. “People have collected money upfront 100 per cent and have disappeared; and have not even done any work.” SERAP in a statement said, “The revelation by Alhaji Atiku is entirely consistent with SERAP’s recent report titled: From Darkness to Darkness: How Nigerians are Paying the Price for Corruption in the Electricity Sector, which also revealed how over N11 trillion meant to provide regular electricity supply was allegedly squandered by politicians and contractors under successive governments.” In the FOI request dated 4 January, 2019 and signed by SERAP senior legal adviser Bamisope Adeyanju, the organization said, “By publishing the names of the contractors and their registration details, if any, Nigerians will be better able to hold them to account for allegedly absconding with public funds meant for electricity projects, thereby throwing the country into perpetual darkness and socio-economic stagnation as well as denying people their human rights.” The organization also expressed that “publishing the names will make it hard for contractors and companies to get away with complicity in grand corruption. If the requested information is not provided within 14 days of the receipt and/or publication of this letter, SERAP shall take all appropriate legal actions under the Freedom of Information Act to compel you to comply with our request.” The FOI request read in part: “It is important to show that your office and indeed this administration would not shield or allow ingrained wrongdoing by contractors and companies in the power sector to go unpunished. Unless the names of the contractors and companies are disclosed and widely published, alleged corrupt contractors and companies executing electricity projects will not be deterred and the victims of corruption that they committed will continue to be denied justice and effective remedies. “SERAP urges you to publish the names of all contractors and companies that have been engaged in the power sector since the return of democracy in 1999 to date, details of specific projects and the amounts that have been paid to the contractors and companies, details on the level of implementation of electricity projects and their specific locations across the country. “SERAP is concerned that to date no contractors or companies who allegedly collected money for electricity projects not executed or poorly executed have been investigated for corruption let alone prosecuted and fined. Senior public officials who apparently served as intermediaries for these contractors and companies continue to escape justice. “We are concerned that allegations of corruption involving many contractors and companies in the power sector have continued to impair, obstruct and undermine the ability of successive governments to provide Nigerians with access to regular and uninterrupted electricity supply. “Contractors and companies that allegedly disappeared with public funds meant for electricity projects may also be liable for aiding and abetting the commission of acts of grand corruption. “Failure to publish the names of alleged corrupt contractors and companies in the power sector will undermine the government’s oft-expressed commitment to holistically fight grand corruption and improve access of Nigerians to regular and uninterrupted electricity supply”, SERAP charged.

E-payment transactions hike by N16.4trn in 9 months Motolani Oseni The Nigerian Interbank Settlement System (NIBSS) has said that Nigeria’s electronic payment (e-payment) services has increased by N16.4 trillion when compared recorded transactions worth N56.85 trillion from January to September, 2018, to N40.45 trillion recorded in the corresponding period of 2017. NIBSS in its latest report revealed that most of the electronic transactions were done through the NIBSS Instant Payment (NIP), Point of Sale
(PoS), Automated Transfer Machines (ATMs), Mobile Money, Electronic Bills Payment (E-Bills) and Web payments. A breakdown of the report showed that ATMs transactions grew from N4.61 trillion in 2017 to N4.76 trillion at the end of the third quarter of 2018. Also, the volume of transactions on ATMs under the period in review grew from 560.86 million in 2017, to 650.06 million in 2018. The report showed a rise of about N635 billion in the use of POS machines to carry out payments by Nigerians. Under the review period, 98.73 million
transactions worth N975 billion were carried out using POS in 2017, while in 2018, the volume grew to 196.83 million, valued at N1.61 trillion. Similarly, the volume of transactions carried out by Nigerians, using mobile money rose from N795.18 billion in 2017, to N1.22 trillion as at Sept, 2018. Also, using the web payment channel, the total value of transactions under the review period rose from N129.24 billion in 2017, to N183.07 billion in 2018. However, the value of such transactions on e-bill payments, which allowed customers to
pay utility bills such as power, cable and so on online, declined from N420.73 billion in 2017 to N370 billion in 2018. Meanwhile a Financial analyst, Dr Patricia Auta, has said that the NIBSS report showed an increased awareness and use of technology by individuals and businesses in the country. Auta urged the Central Bank of Nigeria (CBN), to intensify efforts on cashless economy, especially in states, to further grow the electronic payment space. She also advised banks to stay competitive and drive growth by providing innovative alternate payment channels to customers.
How FG raked N800bn through VAT in 3 months Joy Obakeye The National Bureau of Statistics (NBS) has said that about N800 billion was realised from Value Added Tax (VAT) between the first to third quarters (Q1-Q3) of 2018. The statics office disclosed this in its latest report that the revenue was generated from
sectoral distribution, which indicated an increase in the revenue generated from VAT during the year under review. The NBS report showed that 269.79 billion was realised in the first quarter, N266.73 billion in the second quarter and N273.50 billion came in as VAT in the third quarter in that order. The figures represented an increase of 2.54 per cent quarter-on-quarter, and 9.16 per cent increase year-on-year.
Also the report showed that the manufacturing sector generated the highest amount of VAT averaging N31.48 billion, and closely followed by Professional Services and Commercial and Trading, both generating N25.57 billion and N15.99 billion respectively. GAT records over 228, 000 passengers in December Chukwuemeke Iwelunmo The domestic terminal one of the Murtala Muhammed Airport MMA Ikeja, also referred to as the General Aviation Terminal One, GAT recorded a total of 228, 239 passengers in the month of December 2018. Statistic made available to journalists in Lagos by the Terminal Manager (TM) MMA, Mr Aderigbigbe Adekunle, 104,168 passengers arrived through the terminal while a total of 124,071passengers were processed
out during the period under review. According to Adekunle, the management of the terminal before the Yuletide took several measures aimed at ensuring seamless passenger facilitation by servicing the conveyor belts, cooling systems and screening machines. Adekunle said that the upsurge in passenger traffic was envisaged hence it was seamless passenger’s facilitation while some flights were moved to a less busy terminal for easy passenger facilitation. “We have two terminals here, the Zulu and Alfa, what we did was to move some
flights from the busy terminal to the less busy terminal for passengers comfort. Naira appreciates to N361/$ at unofficial forex market Motolani Oseni At the end of first trading week in 2019, the Nigerian currency, Naira, appreciated by 0.83 per cent to close at N361 against the US dollar at the unofficial foreign exchange market, even as the Central Bank of Nigeria (CBN) on the last trading day injected a total sum of $210 million into the wholesale segment and other sectors of the inter-bank forex market. Although, the local currency slightly depreciated by 0.23per cent to N365.35 in the Investors &Exporters foreign

Air Peace launches direct flights to Banjul, increases Accra service Chukwuemeke West Africa’s leading carrier, Air Peace has said it will begin non-stop flights from Lagos to Banjul, The Gambia from Monday, January 7. Group tackles Agbaje over comments on new Lagos HoS, Muri-Okunola The governorship candidate of the Peoples Democratic Party (PDP) in Lagos State, Mr. Jimi Agbaje has been lambasted for condemning the appointment of Hakeem Muri-Okunola as the new Head of Service (HoS), of Lagos State. The Convener of Ibile Progressive Youths, IPY, Bayo Plunter in a press statement issued in Lagos and made available to journalists said Agbaje’s outburst was unnecessary, uncharitable and diversionary. The IPY comprises about 20 groups of young and dynamic professionals from the three senatorial districts in Lagos State. Agbaje, had faulted the appointment of Muri-Okunola as the new Head of Service in the state, saying the action sacrificed career progression and was ‘politics taken too far.’ It will be recalled that Governor Akinwunmi Ambode on Monday, sworn in Muri-Okunola as the 21st HoS in the state, in place of Mrs. Folashade Adesoye who retired in December 2018. At 46 years old, Muri-Okunola is said to be the youngest ever HoS in the history of Lagos State. Agbaje, in a statement by his campaign organisation’s Directorate of Media and Publicity, on Thursday, described the appointment as “insensitive, unjust and disruptive of the civil service hierarchy. He said, “Indications are that, to pave way for the assisted meteoric rise of the new HoS, the Lagos State Government had, between January
and November 2018, forcefully retired no fewer than 21 permanent secretaries considered as superiors and more experienced to the new man.” But in countering Agbaje’s position, the Ibile Progressive Youth, said that “recent statements of Mr. Jimi Agbaje, the Peoples Democratic Party governorship candidate, including his unprovoked attack on the new Lagos HoS are increasingly unnerving.” Plunter further said: “While the appointment of Hakeem MuriOkunola, a dynamic, qualified and hard working young man has been roundly applauded by progressive minds, it is a bitter pill for Mr. Agbaje and his ilk to swallow. “It is evident from Mr. Agbaje’s statement how desperately he wishes the wheel of progress in the Centre of Excellence be reversed. “His statement smack of bile, divisiveness and incitement of our hard working civil servants to rebellion over a simple, constitutional executive action. “While IPY remains nonaligned, but keenly monitoring the activities and promises of the governorship candidates involved in the political contestation for Office of Governor of Lagos State, we are concerned about the direction of Mr. Agbaje’s campaigns.” The IPY wondered why the likes of Jimi Agbaje, who it said claimed to be an indigene of Lagos State, would fault the appointment of Hakeem Muri-Okunola, a true son of the soil and an indigene of the state, as HoS.
Plunter posited that the PDP shot itself on the leg by faulting the appointment of a relatively young man as the HoS of the state despite its “noise that it would give chance to young people in their governments both at the state and at the Federal levels if they win the 2019 elections.” The group added that it was obvious that the PDP was not in support of the “Not Too Young To Run Law” passed by the administration of President Muhammadu Buhari. “If a young man like Macron could be elected as the President of France, Austria on December 12, 2018 elected the world’s youngest president, who is 31 years old, his name is Sebastian Kurz. Before those elections, he was the country’s foreign minister. “While our youth are contented with being used as praise singers and be special assistants on social media, youths elsewhere are disrupting the status quo, pushing for innovation, changing the narrative and pushing for new frontiers. So, why are we now trying to criticise a government that is trying to encourage the youths?” They asked. Adding that, “In any case, the questions are was Governor Ambode right in retiring Permanent Secretaries, the answer is yes, was he right in appointing an HoS, the answer is yes. Also, is Muri-Okunola qualified for the post, the answer is yes,” the group said, adding that Agbaje is oblivious of the trend in politics and governance all over the world.

Lagos 2019: Gani Adams faction of OPC faults Fasheun’s faction on endorsement of Sanwo-Olu The Aare Gani Adams-led members of the Oodua Peoples Congress (OPC), has dissociated itself from the recent move by the late Fredrick Fasheunled members of the group to endorse the Lagos State All Progressives Congress (APC) governorship candidate, Mr. Babajide Sanwo-Olu, as its candidate in the coming election in the state. Speaking on the backdrop of the recent move by the Fasheun group to support the APC standard bearer, Lagos State coordinator of OPC, Alhaji Mutair Adesina, said the group, under the leadership of Aare Gani Adams, is yet to decide on the candidates the group will support in the forthcoming elections, both in the state or at the national level, saying, though, elections are a few weeks away, the group will decide at the appropriate time. Adesina, however, expressed surprise at the manners in which the late Fasheun’s group reacts to current political issues, describing the move as barbaric, especially, at a time when the remains of the founding father of the group, is yet to be laid to rest. “In Yoruba land, we give respect to the dead and memories of our great leaders. It is unfortunate that the group has failed to respect the memory of the late Fasheun, who died just a few weeks ago, and that is too bad,” he said. “We are yet to make up our minds on the candidates we will support during the

Police used tear gas to disperse protests in Sudan’s capital Khartoum and other cities
Sudan arrests Khartoum University lecturers amid fresh protests Sudanese security authorities have arrested several faculty members from Khartoum University, two professors said, after they joined anti-government protests that have posed the most serious challenge to President Omar al-Bashir’s rule. The arrests on Sunday came amid fresh demonstrations in Sudan’s capital Khartoum and other cities in response to a call by a coalition of professional unions to push for Bashir to step down. Witnesses told the Reuters news agency that security forces blocked professors and lecturers from coming out to protest outside the university, arresting at least eight. It was the first time the faculty of the country’s oldest and most prestigious educational institution joined the protests since they began last month. The rest were forced to return into the faculty clubhouse, where security forces surrounded the building trapping about 100 professors and lecturers inside for nearly three hours. “We demand the president of the republic to step down,” one placard read carried by the lecturers inside the clubhouse, according to pictures posted on social media. A police spokesman could not immediately be reached for comment.
Intermittent protests have rocked Sudan since anger over food shortages and rising bread prices erupted into demonstrations in the city of Atbara in the north on December 19. Security forces have used tear gas on occasions, live ammunition against demonstrators and rounded up more than 2,000 people. The Sudanese government has said that 19 people were killed in the protests, including at two members of the security forces. Amnesty International has put the death toll at 37. ‘Peace, Justice, Freedom’ In Sunday’s protests, witnesses said hundreds of men and women marched from three separate locations in the capital trying to reach the presidential palace in central Khartoum but were dispersed by security forces using tear gas and stun grenades. “Police are not even allowing 10 people to gather,” a witness told AFP. Video footage posted on social media networks showed protesters fleeing down streets and alleyways in the downtown area trying to escape the noxious gas. A separate protest in Wad Madani, Sudan’s second largest city, where demonstrators chanted for “peace, justice, freedom”, was also dispersed by security forces using tear gas, according to witnesses. In the northern town of Atbara, the local market was shut down as protesters took to the streets.
The protests were smaller than previous demonstrations. As protesters attempted the march on Sunday, Sudan’s Labour Minister Bahar Idris announced that a pro-government rally would be held on Wednesday at Khartoum’s Green Yard, a large open ground in the capital. The rally would express “the choice of the Sudanese people and address the present crisis”, Idris, a former rebel from war-torn Darfur, told reporters at a press conference. Wednesday’s rally would be the first pro-Bashir demonstration since antigovernment protests erupted last month. The president, who came to power after a 1989 coup, has sought to defuse the anger sweeping the country by pledging to do more for the poor. In an address to the nation on December 31, Bashir said he would maintain state subsidies on commodities, raise wages and refrain from introducing new taxes. He has since ordered an investigation into the violence during the anti-government protests, and on Saturday, sacked the health minister. The country has been facing a mounting economic crisis over the past year led by an acute shortage of foreign currency. The cost of some commodities, including medicines, has more than doubled and inflation has hit 70 percent. Food and fuel shortages have been regularly reported across several cities, including Khartoum.
US President Donald Trump stood firm on Sunday on his demand for billions of dollars to fund a border wall with Mexico, claiming “tremendous” support inside his camp on the contentious issue which has forced a government shutdown now entering its third week. “We have to build the wall,” Trump told reporters as he left the White House for the Camp David presidential retreat. “It’s about safety, it’s about security for our country. “We have no choice,” he said, warning once more that he may invoke emergency powers to get a wall built without congressional approval. “I may declare a national emergency, dependent on what’s going to happen over the next few days.” Trump has been digging in his heels, demanding billions for a border barrier that Democrats, who now control the House of Representatives, would not provide. He said he is still mulling declaring a national emergency to try to circumvent Congress. has been looking at “every option available” to get the needed money for his wall, adding Trump will do “whatever it takes to protect our borders”. Al Jazeera’s Gabriel Elizondo, reporting from Washington, DC, said that everybody is “pessimistic” about the outcome of the talks on Sunday. Negotiations have been at an impasse over Trump’s demands for $5.6bn to fund the border wall. On Friday, Trump declared he could keep the shutdown going for “months or even years”. The US president also said the hundreds of thousands of federal workers who are furloughed or working without pay would want him to “keep going” and fight for border security. Asked how people would manage without a financial safety net, he declared, “The safety net is going to be having a strong border because we’re going to be safe.” Security officers at US airports have reportedly been calling in sick in droves since the shutdown began and their paycheques stopped rolling in.
Pope appeals to EU leaders to let stranded migrants ashore Pope Francis urged European leaders to stop bickering over the fate of 49 migrants and refugees stuck on board two humanitarian rescue ships on the Mediterranean and let them land at a safe port of call. Francis, addressing 60,000 faithful in St Peter’s Square on Sunday, jumped into a diplomatic fracas between Italy and Malta and into an internal dispute among leaders of Italy’s populist government. “I make a heartfelt appeal to European leaders to show concrete solidarity for these people,” Francis said, raising his voice.
