The meeting which was held at the Federal Ministry of Finance in Abuja with other senior government officials from Federal Ministry of Finance, the Debt Management Office (DMO), the Nigerian National Petroleum Corporation (NNPC), the Central Bank of Nigeria (CBN), the Budget Office of the Federation, the Office of the AccountantGeneral of the Federation and the Petroleum Products Pricing Regulatory Agency (PPPRA) in attendance. Also in attendance on the part of the

petroleum marketers were representatives from the Depot and Petroleum Products Marketers Association (DAPPMA), Major Oil Marketers Association of Nigeria (MOMAN) and Independent Petroleum Marketers Association of Nigeria (IPMAN). While expressing satisfaction over the arrangement being made by the Federal Government to settle their claims, the petroleum marketers assured the members of the public of availability of petroleum products. The statement reads: “The Depot and Petroleum Products Marketers Association (DAPPMA), Major Oil Marketers Association of Nigeria (MOMAN) and Independent Petroleum Marketers Association of Nigeria (IPMAN) with the Federal Government delegation meeting held at the Federal Ministry Finance in Abuja on Thursday, December 6, 2018, agreed that operations at all depots and sales will continue. “After a meeting held today, Thursday, December 6, 2018, with senior Government

officials from the Federal Ministry of Finance, the Debt Management Office, the Nigerian National Petroleum Corporation, the Central Bank of Nigeria, the Budget Office of the Federation, the Office of the AccountantGeneral of the Federation and the Petroleum Products Pricing Regulatory Agency, we are satisfied with the arrangements being made by the Government to settle the claims of petroleum marketers. “The discussions showed that the Government has considered the concerns and is reviewing the initial process approved by the Government for the settlement. We consider that this shows the Government’s responsiveness to the need for the claims to be settled in a timely manner. “We hereby wish to reassure the members of the public on the availability of PMS. We urge the public not to panic, as there will be no fuel scarcity. “The engagement of the two sides will continue on Monday, December 10, 2018.”

2019: Oshiomhole, APC govs meet, preach reconciliation, inclusiveness Tom Okpe, Abuja Ahead of the 2019 general election, Adams Oshiomhole, National Chairman of the All Progressives Congress (APC) and some Governors of the party have called for reconciliation and inclusiveness among members of the party, particularly aspirants and candidates to ensure victory for the party at the polls. This was agreed upon on Thursday during a meeting between the National Working Committee (NWC) of the party led by Comrade Adams Oshiomhole, Governors, and Governorship candidates of the party, State Chairmen, Secretaries and stakeholders at the party’s National Secretariat, Abuja where a vote of confidence was passed on the NWC. Oshiomhole in his remarks, reminded his guests that they have very little time left to campaign between now and March 2019 and they are expected to go to the polls and directed each candidate to set up a competent campaign organisation that accommodates varying interests.

He instructed the candidates to particularly include their co - contestants into their campaign structures, stressing that “they may have the skills you need and the influence to be able to win the forthcoming election. To be honest, everyone have more important role to play”. On the ongoing reconciliation process, the APC National Chairman told the candidates that, “your actions will help the process of reconciliation and assist in resolving some of the issues. “It was resolved that Party leaders must campaign for all candidates of the party in the Presidential, governorship and legislative positions. A situation where leaders engage in selective support by picking and choosing candidates to campaign for and support was declared anti-party. “Governorship candidates were cautioned to run an issue-based campaign on the unprecedented achievements of the President Muhammadu Buhari-led APC administration which is evident in all the states of the federation and also to run an inclusive campaign by bringing onboard former

aspirants. “And for the state chairmen, they have a huge role to play. There are statutory responsibilities that are vested in the state chairmen. The chairmen are to work exclusively with our candidates not only for governorships but for all the elections”, he added. Governor Mohammed Bello of Niger State in his contribution suggested that to douse tension, at least money for nomination forms should be refunded to aspirants who lost out at the primaries while reconciliation committees should be set up at the state levels as well. “I think at the state level, we should also set up reconciliation committees. What we are doing in Niger and in some places, you can at least refund them money on forms, which will reduce a lot of pressure. We are now APC, we are all on the same platform and we should work together. “I believe it is never too late once they campaign in full force. Democracy Day: Reps dump Obasanjo’s legacy, okay June 12 Henry Omunu, Abuja

In what can be referred to as consigning the legacy of former President Olusegun Obasanjo who picked May 29 as Democracy Day to history, the House of Representatives on Thursday considered and passed a bill seeking to confer legal status on June 12 as Nigeria’s new Democracy Day. The Daily Times recalls that President Muhammadu Buhari had in May this year conferred a posthumous award on the winner of June 12, 1993 presidential election, the late MKO Abiola. Buhari added that June 12 would now be known as Democracy Day instead of May 29 on the grounds that June 12, 1993 was more significant to the country as Nigerians freely elected their president through the freest and credible democratic process. Titled “A Bill for an Act to Amend the Public the Public Holidays Act, Cap. P40 Laws

of the Federation of Nigeria, 2004 to bring the Act in tandem with the current realities and exigencies of the modern times and to declare June 12 as Democracy Day in Nigeria and for Related Matters (HBs.918 and 1529)”, the bill was sponsored by Hon. Edward Gyang Pwajok (APC, Plateau) and Hon. Kayode Oladele (APC, Ogun). Also, the Green Chamber on Thursday directed the Economic and Financial Crimes Commission (EFCC) to prosecute the Global Infrastructure Nigeria Limited (GINL) and their local collaborators indicted in the mismanagement of Ajaokuta Steel Company for economic sabotage, in line with the directive of late President Musa Yar’Adua in 2008. This directive by the House to the anti-graft agency formed the major highlight of the ninepoint recommendation of the ad hoc committee set up to investigate the failure of the Ajaokuta Steel Company to commence operations.

Adopting the ad hoc committee’s report, the House further advised the Federal Government to ban GINL and its associates from further doing any business in the country because “its track record has been marred by duplicity and fraud”. Moreover, the House urged the Federal Government to demonstrate the political will to resuscitate the steel company by sourcing and disbursing about $2 billion needed to revamp as well as complete the two per cent of the external components of the project, which includes completing the external rail track system, access road linkages and the development of mining sites to ensure the steady supply of raw materials for uninterrupted steel production. While urging the government to in the national interest immediately terminate the reconcession agreement with GINL on August 1, 2016, based on an extant indictment against the firm, the House further stated

A Professor of Literature from the University of Ilorin, Prof Olufemi Obafemi, has been conferred with the Nigerian National Order of Merit (NNOM) Award 2018. NNOM is the highest award for intellectual academic and creative achievement given by the Nigerian state on the strutory fixed date - first Thursday of December every year. The 2018 award was conferred on him by President Muhammadu Buhari on Thursday at the Council Chamber of the Presidential Villa, Abuja. Buhari urged the awardee to hold high the intellectual work, assuring that his administration would continue to promote excellence and national unity. Chairman, Governing Board of the Nigeria National Merit Award, Prof Shekarau Aku Yakubu said they were very proud to present the 76th recipient of the award for 2018 to Mr President. that the Federal Government should cease any further thought of concessioning or reconcessioning of the nation’s steel companies, as there are capable hands in the country who can manage the companies under government control, if they are properly funded. 
 Also, the House charged the government to use looted funds recovered from the late Head of State, General Sani Abacha, to supplement funding for the completion of the Ajaokuta integrated steel plant. 
 According to the House, both the GINL and all indicted local collaborators should be made to pay damages to the host communities that suffered loss of lives when the company

used brutal force against its workers, who tried to stop the company from stripping and vandalising the assets of the concessioned plants.
 It equally urged the Federal Government to revive relations with the original builders of the company (TPE of Russia) towards wooing them back to continue and complete the work they started at the Ajaokuta Steel Complex. Lastly, the House adopted the recommendation that the National Assembly must carry an accelerated action to ensure that the Ajaokuta Steel Company and the National Iron Ore Manufacturing Company, Itakpe, are removed from the list of public companies that can be privatised.

Troops kill Boko Haram fighter, arrest two others in battle Andrew Orolua, Abuja The Nigerian Army on Thursday said its troops had killed one Boko Haram insurgent and arrested two others in ongoing onslaught against the terrorists in Damboa Local Government Area of Borno State. The Director, Army Public Relations, Sani Usman, disclosed this in a statement in Maiduguri on Thursday. He said that the troops also recovered weapons after dislodging the insurgents from their hideout in the area. Usman said that troops of 117 Battalion, 28 Task Force Brigade on Tuesday launched an offensive against the insurgents at Yachida, Korongelen, Bombula and Forfor villages in Damboa. He explained that the troops

engaged the insurgents in battle at Forfor on Tuesday, “neutralized one of them and arrested two others while others escaped with gunshot wounds’’. The spokesman said that the troops collaborated with some members of Civilian Joint Task Force in the operation which followed a report on the presence of the suspected terrorists in a hideout. “The Troops came in contact with the terrorists and engaged them at Forfor village.” Usman added that the gallant troops’ recovered one AK-47 rifle, a magazine, 21 rounds of 7.62mm (special) ammunition, a 36-Hand Grenade, magazine pouch and a motorcycle. According to him, two soldiers sustained injuries and were evacuated to the 28 Task Force Brigade field ambulance for medical attention.

The National Chairman of the Peoples Democratic Party (PDP), Prince Uche Secondus, has warned the Nigeria Ports Authority (NPA) and other federal agencies raising money for the All Progressives Congress (APC) Presidential campaign to be ready for the consequences. Prince Secondus, who declared APC administration as the most corrupt in the history of Nigeria, said that the administration must explain what happened to N25 billion and N8 billion said to have been missing from the system.

Addressing a mammoth crowd of PDP supporters at Mapo Hall in Ibadan, Oyo State to mark the launch of the South West zonal rally of the PDP presidential campaign on Thursday, the National Chairman said that corruption has gone haywire under this regime. According to a statement from his media office signed by Ike Abonyi, Prince Secondus told the jubilant crowd that they must not only vote for PDP and Atiku but must be ready to defend their votes and resist INEC and security agency manipulations. “You must caste and defend your votes and stop whatever

agenda the APC and the INEC may have to manipulate the election,” he said. Prince Secondus accused President Muhammadu Buhari of insensitivity as he care less about the killings across the country. “The ineptitude of this administration has brought this country to be declared the poverty headquarters of the World but I assure you that Atiku and PDP will rescue this land”. Saudi donates over 140,000 bags food items to IDPs in N’East Mathew Dadiya, Abuja The Kingdom of Saudi Arabia through King Salman Humanitarian Aid and Relief Centre has donated 140,468 bags of food assistance to displaced victims of Boko Haram insurgency in Borno and Yobe states. Head Media and Public Relations, Sani Datti, on Thursday, stated that the Director General of the National Emergency Management Agency (NEMA), Engr. Mustapha Maihaja, commended the Kingdom of Saudi for the gesture. While flagging-off the

distribution in Teacher Village displaced camp, Maiduguri, Borno State, the NEMA Director General disclosed that 125,317 basket of food items will be distributed by the Centre to 33,343 Households in designed camps and communities in Borno State for the next four months. Maihaja also lauded the effort of Minister of Defence, Brigadier General Mansur Dan Ali Irtd), who facilitated food assistance to the north east. In Borno State, a total 125,372 bags 25kg of Rice and bean and 62,686 Cartons of condiments and each contains; 4kg Semovita, 2 litres of Vegetables Oil, 29

sachets of Tomotoes, 1kg of Salt and 2 Sachets of seasoning are to be distributed directly through combined efforts of NEMA, SEMA and critical stakeholders using vouchers system. Each household of six persons will get a food basket of 59.8kg for the period of one month. While in Yobe, a total of 15,096 bags of 25kg of rice and beans with 7, 548 condiments are to be distributed to 3,774 households who have been identified to benefit from the gesture where the total food baskets to be distributed was put at 225, 685. Aid from King Salman Humanitarian Aid and Relief Centre, Nasser Alsubaie said the generous donation will benefit more than 840,000 Internally Displaced People in North East as the donation was a testimony of Humanitarian commitments by the centre. The Daily Times recalls that early this year, Saudi Arabia pledged to donate the sum of $10m for capacity building to NEMA and relief assistance to Federal Government in addressing the food crisis and resultant malnutrition caused by the Boko Haram insurgency in North East.

‘Nigerian military needs N9bn annually for shoes, boots’ The Director-General of Defence Research and Development Bureau, Abuja, Jumo Osahor, says the Armed Forces of Nigeria need about N9 billion to provide military boots annually to meet soldiers’ kitting needs. Osahor, an air vice marshal, stated this on Thursday in a paper he delivered at the Third Annual National Conference organised by the Society of Leather Technologists and Chemists of Nigeria (SLTCN) at the Nigerian Institute of Leather Science and Technology (NILEST), Samaru, Zaria, Kaduna State. The News Agency of Nigeria (NAN) reports that the theme of the conference is: “The Contributions of Leather Science, Technology and Innovation to the Nigerian Economy and National Security.” NAN also reports that the Commandant spoke on: “Indigenous Leather Production and Military Kitting: The Armed Forces of Nigeria Perspective.”

His words: “The Armed Forces of Nigeria will require about N9 billion to provide a pair of work shoes and boots for each soldier. “The amount will double if we are to provide two pairs each per soldier every year. “This huge sum of money if channelled to the indigenous leather industry will go a long way in revamping the sector and improving our national economy as well as security forces and provide jobs to our teeming youths. “However, the leather industry in Nigeria is yet to take advantage of the huge potential that exists in the military leather requirements of the AFN.” He said the Armed Forces of Nigeria comprising the Nigerian Army, Nigerian Navy and the Nigerian Air Force all utilise leather materials as part of their military kitting. “These range from service shoes to combat boots among others. With strength of over 200,000 personnel, the requirement for shoes and boots is quite enormous

especially with the requirement of at least two pairs of shoes and boots each per person per year. “This translates to about more than half a million pairs of leather wares that could be provided through indigenous leather production industry yearly. “At an estimated cost of N30,000.00 for a pair of quality working shoes (Bates) and N15,000.00 for combat boots”. Declaring the conference open, the Minister of Science and Technology, Ogbonnaya Onu, gave the assurance that the ministry would partner with any professional body interested in any research field that would enhance the growth and diversification of the economy. The minister, who was represented by the DirectorGeneral, Nigerian Institute of Leather and Science Technology, Eucharia Ngozi-Oparah, urged the participants to deliberate effectively on topical issues that would address the

challenges in the leather industry. He stressed the need for effective deliberation particularly in areas where the economy would be improved through value addition of leather and leather products. Earlier, the National President, SLTCN, Solomon Tanko, said the essence of the conference was for professionals to deliberate and brainstorm on prospects and contributions of leather to national growth and development. He described the leather industry as strategic in view of its importance and critical role in the diversification of the nation’s economy. Tanko observed that leather and leather related products were key to industrial growth that would certainly pave way for jobs opportunities and wealth creation. The president appealed to participants to avail themselves of the opportunity to improve their knowledge and professional skills to take Nigeria to greater heights.

Sexual violence referral clinics now in 10 states – Osinbajo

Nigeria has expanded the number of Sexual Assault Referral Centres across the country from three clinics in three states to 11 clinics in 10 states, Vice President Yemi Osinbajo has said. Osinbajo disclosed this at the opening ceremony of a 2-Day National Conference on Sexual and Gender-Based Violence (GBD) Response in Nigeria held on Thursday in Abuja at the Presidential Villa Banquet Hall. The event was organised by the Rule of Law Advisory Team in the Office of the Vice President in collaboration with the Ministry of Women Affairs, among others. According to the vice president, the case for treating women and girls with equality and dignity is a self-evident one as women account for a significant part of the nation’s talent pool; as do young people below the age of 18. He said that Nigeria’s progress and prosperity were greatly affected by its ability to safeguard its women and children. Osinbajo said that Nigerians must never become accustomed to condoning the abuse of its most vulnerable people or to turn a blind eye to exploitation. He said that a number of institutions in the Nigerian society – social, cultural, religious – were complicit in the perpetuation of these forms of abuses. The vice president said that government’s share of the burden of responsibility was clear, especially considering that it had the monopoly of the law enforcement role regarding gender-based violence. “Some of the steps this administration has taken in the past three and a half years to address violence against women and children include the work of the Rule of Law Advisory Team in Office of the Vice President collaborating with relevant agencies and non-governmental organisations working in the area of Sexual and GenderBased Violence (SGBV) in the enhancement of reach and access of their protective services to victims. “The team is responsible for giving support towards the establishment of Gender-Based Violence Response Teams across the states. “These teams ensure that survivors have swift access to the right service providers. As a result of the activities of these teams, today, we have a better understanding of the coordinated

approach that is needed to prevent and effectively respond to gender violence. “Nigeria has in the past two years expanded the number of Sexual Assault Referral Centers across the country from three clinics in three states to 11 clinics in 10 states and counting. “These Sexual Assault Referral Centers ensure the provision of quality forensic, medical, psychological, legal and aftercare services to survivors of sexual and gender-based violence. “Happily, we now have more states adopting laws and policy guidelines for holding perpetrators accountable through the rule of law.’’ He said that the stakeholders were currently working on a uniform set of Standard Operational Guidelines that show simple steps for effective response across the country. According to him, the Federal Government will continue to interact with service providers and policymakers to make sure that legal frameworks such as the Violence Against Persons (Prohibition) Act, 2015, were fully enforced. He commended the partners– World Bank, USAID, the British Council, the UN, UNFPA, WHO, Pathfinder International, Save the Children, Women Africa, Soar Initiative, PIND, BElemaoil and Air Peace for identifying with GBV causes. On his part, Ketil Karlsen, Head of the Delegation of the European Union (EU) to Nigeria and ECOWAS, said that the union was fully committed to curbing sexual violence in Nigeria. This is even as the Managing Director of Federal Roads Maintenance Agency (FERMA), Eng. Nurudeen Rafindadi has said that the Federal Ministry of Works and FERMA have identified 353 roads across the federation that need to be repair urgently to enable motorists and commuters travel with ease during the festive period. Speaking to State House correspondent in a joint briefing on Thursday at the Presidential Villa, Abuja, the two agencies said they were directed by the Federal Executive Council to ensure the roads are motorable for people travelling during the festive season. Oyeyemi said that the FRSC will prosecute all traffic offenders at the various mobile courts that are strategically located along the major

roads in the country. On overloading, the Corps Marshal said, “it is part of what we will be prosecuting at the mobile courts nationwide, it is a major problem but we will not give up. 2019 polls: Edo, FIDA partner on capacity building for women Edo State Governor, Mr. Godwin Obaseki has expressed readiness to collaborate with the Edo State Chapter of the International Federation of Women Lawyers (FIDA), on capacity building for women ahead of the 2019 general elections. The Governor made the commitment when he received the new executive members of the state chapter of FIDA led by the chairperson, Iryn Omorogiuwa, on a courtesy visit, at Government House, in Benin City. He said the collaboration with FIDA has become necessary because women constitute the majority of voters, noting, “Whenever you go for rallies, women are more. Buhari’s major principles on climate change

This year’s annual conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC) is currently taking place in Katowice, Poland. It opened on December 2nd and will run until the 14th. There are about 22,000 delegates from 200 countries at the conference, including President Muhammadu Buhari who joined other world leaders for the high-level meeting on December 2 and 3. As an aside, the choice of Katowice by the Polish hosts of the conference is a deliberate one, aimed at bringing home the lessons of the devastation caused by climate to the global environment. Katowice is the coal mining and steel making stronghold of the country. Coal powers 80 per cent of Poland’s electricity, on account of which Katowice is the 36th of Europe’s 50 most polluted cities. Smog, manifesting air pollution can get so bad that it would sometimes be difficult to breathe. It’s perhaps on account to avoid the air that many delegations chose to stay in Kraków, a distance of 80.4 km (some one hour-drive) from Katowice, for their residency while attending the conference. Beyond this, there is everything positive to say about infrastructure in both cities, much of it put in place during the communist era, attesting to claims that in some ways, communism did work for the people. Tagged “COP24” in UN parlance, this meeting had the objective of drawing up final rules and guidelines for the implementation of the Paris Agreement on Climate Change. When it is agreed to, it will enable the Agreement to be put into practice all around the world. The Paris Agreement was adopted in December 2015. The global action plan set out in Paris is to put the world on track to avoid dangerous climate change by limiting global warming to well below 2°C above pre-industrial levels, and pursuing efforts to limit the temperature rise to 1.5°C. The agreement came into effect on 4th November 2016, and has since been signed by nearly 200 counties including Nigeria. Signatories also include the United States, Australia and Argentina, three countries that are now reversing their acceptance of the terms of the agreement.

In the specific case of Donald Trump’s America, he doesn’t even believe that global warming has a connection with carbon emissions, a sin visited on the world by rich, industrial nations led by America. This year’s climate conference came at a time of growing concern about the deteriorating global climate situation. It has been determined that in carbon dioxide levels, the year 2017 was the highest they have been in 3-5 million years. According to the National Agency for Space Administration, NASA, 2017 was the second-hottest year globally since 1880; the Arctic was warming twice as fast as anywhere else on earth in 2017 and sea levels are rising at the fastest recorded rate in 2,000 years. As enunciated by President Buhari in his speech at Katowice, the consequences of this are seen in the rising global temperatures, erratic rainfall, sand storms, desertification, floods, cold waves, low agricultural yields and drying up of water bodies. “It is no surprise that the effects are felt more on the vulnerable communities that lack the capacity and technology to properly address such challenges,” he said. In that speech, President Buhari made it clear that we in Africa contributed little, if any to the climate change menace but were suffering its consequences. He graphically cited the case of the Lake Chad, down from 25,000 square kilometres to 2,500 sq. km, ten per cent only of its established size and with that, jeopardizing the livelihoods of 40 million inhabitants of the basin found in Nigeria, Niger, Chad and Cameroon. The consequences of these on the ecosystems are extreme poverty, the displacement of people, and support for banditry and terrorism. In calling for international support to recharge Lake Chad with waters from the Congo Basin in Central Africa, President Buhari made clear that Nigeria remains committed to saving the Lake from possible extinction. In search for solutions, he revealed that an International Conference held earlier in February this year in Abuja has helped in creating additional awareness globally on the serious environmental and security challenges facing the Lake Chad region. Furthermore, he said, “A consensus was reached at the said Conference to the effect that an inter basin

water transfer from the Congo Basin remains the most sustainable option available to resuscitate and safeguard this precious water body that was once the 6th largest fresh water Lake in the world.” The President also did his duty of projecting Nigeria as a responsible nation-state, playing by international rules, taking upon herself the ambitious “Nationally Determined Contributions” targeted to reduce its greenhouse gas emissions up to 20 per cent by 2030 and, given international support, by 45 per cent in 20 years. It is clear that the Nigerian leader has cast himself in the role of an activist and global environmental champion to the admiration of many including Antonio Guterres, the UN Secretary General. His support for the Paris Agreement is unmistakable, partly on account of his view of it as a vehicle for the remission of past ills visited on the environment that led to the consequences of climate change imposed on Nigeria and other African countries. He sees the risks to our farmers who are involved in frequent deadly attacks against each other with herders; he is concerned about rising oceans that threaten our communities along the thousands of kilometres of coastline; he knows first-hand, the damage from the desert encroachment, forcing millions of our citizens into climate migration. His determination to make a difference is driven by a strong sense of mission, to do something about the dangers now or confront a bigger calamity in the years to come. He has an interesting narrative from the Magazine, National Geographic he read about 40 years back, in which a report was made of a research by a UK scholar around 1925 warning as at that time that Lake Chad needed an infusion of waters from the Congo Basin or else it would dry up. Because nothing was done to forestall this, Lake Chad is today 10 per cent of its original size and, receding even more. For him, therefore, the adoption “of a strong Paris work programme, with clear provisions on all key issues including transparency, finance, mitigation and adaptation,” is a key priority as it is for the European Union and other countries. When it comes to the assumption of responsibility for the work that needs to be done

and who pays for it, President Buhari as do many other activist-leaders, hold the view that since the developed countries have been the major polluters over the years, and they are not in any way denying that, they should assume a greater role in fighting global warming. One of these ways includes the Green Climate Fund established by the Paris Agreement into which they would make an annual payment of USD 100 billion to help lift up the less developed countries suffering the consequences of climate change. President Buhari said African countries must draw from this fund for the restoration efforts to make the needed impact. For us in Nigeria however, the President made it clear that we are not resting on our oars, waiting for manna to fall from heaven, but rather promoting technologies and practices such as sustainable land management, climate resilient agriculture, water efficiency and clean energy. “We have also developed insurance-based initiatives to deal with losses and damage, as well as adaptation to internally acceptable practices,” he told the UN Climate Change Conference in Katowice. Some of the specifics in this regard include: the determined efforts to end gas flaring in the Niger Delta, ahead of the stated schedule; provision of solar power up to 13,000 megawatts; efficient energy through mass transit and reduction of cars and the improvement of the electricity grid system. The President also mentioned the successful take-off in the Nigerian Stock Exchange of the green climate bonds to help us fund renewable energy and reduce carbon emissions. The Nigerian Government, President Buhari also announced, has specifically developed Sectoral Implementation Plans (SIPs) in five priority sectors namely: Oil and Gas; Agriculture and Land Use; Transport; Industry; Energy and Power. These steps as choreographed by President Buhari, had the effect of presenting Nigeria as a nation acting responsibly within the global community. If every country would do their part in a responsible way as we are doing, the world would have been saved, in 2017 alone, of disasters triggered by weather and climate-related hazards to the cost of US$320 billion.

Of Digital Apartheid and the promise of 5G

The announcement, last week, of plans to migrate Nigeria’s telecommunications to the Fifth Generation or 5G technology in 2020 is bound to animate conversations in the nation’s ICT community in the times ahead, in a manner that perhaps enables us to better appreciate how a mere foothold in the knowledge economy, more than the possession of gold and diamond, is a better store of value and a surer key to prosperity in the new world. Three spectrum bands are tentatively earmarked for a test-run in Lagos and other cities in this connection, according to the Nigerian Communications Commission (NCC). Indeed, the phenomenal leap in world technology is ushering in the magic age in which man can now communicate intelligently with matter, generally altering lifestyles with such dizzying speed that no one seems able to predict the next moment anymore. Artificial Intelligence now ensures diagnosing what was once unfathomable with laser precision, and providing incredible solutions to business and education challenges. It provides the means for a physician to stay in a city centre and prescribe medications to the afflicted in far-flung rural communities. From the comfort of an office, a lecturer can teach and interact seamlessly with multiple classrooms across a wide geographical space in real-time. In political terms, the promise of the smart technology is more accountability by government and greater citizen empowerment. At home, we are told that its trial has commenced in the futuristic Eko Atlantic Project, where broadband data will drive connectivity and enable humans interact with smart devices to check their health statuses, as well as remotely control home appliances without physical contact. In the close to two decades of GSM in Nigeria, we have, of course, witnessed the haphazard – if not difficult – transition from 1G to 2G to 3G and to the current 4G technology. If the 4G has proved to be ten times more powerful than 3G, we can then imagine the prospects of 5G in delivering crisper visuals/ videos and faster data processing. It will, no doubt, pose a big threat to the traditional desktop computer and laptops in terms of utility in a world increasingly

obsessed with portability. Though no roadmap has been unveiled yet for Nigeria’s own roll-out, for stakeholders, there is surely enough reasons already to contemplate the 2020 take-off with some skepticism. Whereas the establishment people are wont to highlight the bright side, perhaps in anticipation of a chance to retain their jobs and continue “business as usual”, most – if not all – will however duck invitation to debate the old question: How do we detoxify the prevailing operating environment with a view to making the technology more impactful to a greater number of Nigerians? Yet, without addressing the foundational issues, the nation will, at best, only continue to underachieve. To start with, out of the estimated 20 million active smart phones in Nigeria today, three-quarters is said to be located mainly in Lagos, Port Harcourt and Abuja. It is safe then to assume that such elite category constitutes the dominant bloc of the estimated 80 million Nigerians who have access to the internet. So, the rest of the country’s 200 million population is still stuck in the digital valley, sketching a picture of digital apartheid of sorts. While chatting with an ICT expert on the sidelines of an international business summit sometime ago, I heard that it should, in fact, be considered a miracle of biblical proportions that GSM companies are still able to operate in Nigeria, given the prevailing almost impossible conditions. More like turning stone to bread. Just one of such afflictions: Epileptic power supply. It means that apart from agonising over the ever dynamic challenge of meeting software needs in their core area of business, telecos also have to acquire, on the side, a competence in procuring and maintaining thousands of generators to power their base stations across the country daily. So, the fortune the generators guzzle per hour partly explains why the costs of GSM services is still ridiculously high in Nigeria, despite the huge market, and relative to other countries. No one illustrates this abiding spirit of resilience perhaps better than Globacom. Fifteen years ago, Glo’s conscientious intervention through the per second billing ended the primitive exploitation of

Nigerian consumers by the GSM pioneer, which had declared, almost magisterially, that calls would continue to be charged per minute indefinitely, even if dropped within a few seconds. By making constant innovation its article of faith over the years, the acclaimed “grandmaster of data” has managed to not only keep the nation talking, but also kept the national flag aloft on the continental stage, so much that it is now adjudged the fourth strongest brand in Africa. Glo’s long-running bonanza ensures that the customer gets sometimes triple the value of the airtime bought. (Perhaps the reason some folks spend longer time on phone these days and why the hitherto pervasive culture of “flashing” is fast on the decline). Little surprise then that despite the manifest handicaps encountered by operators, the mobile phone market, according to official records, still made a significant contribution of $21 billion to the nation’s economy in 2017, representing 5.5 per cent of Nigeria’s GDP, apart from its creation of 500,000 direct and indirect jobs. Were the operating climate more conducive, the prospects of better performance by players can only be imagined. Determined to retain its leadership of the market, Glo has had to literally break the bank in embarking on the massive upgrade of its infrastructure (from generators to hardware) across the country. Among the milestones, two would appear the most significant. One is the construction and addition of 4,000 kilometres of optic fibre cable to its existing 10,000 kilometre network, with a view to raising capacity and protection for a round-the-clock connectivity. A continuation, no doubt, of the pioneering streak started with the laying of an international submarine cable named Glo 1, connecting Nigeria to the U.K. and U.S., passing through fourteen African nations, and providing immeasurable ICT solutions to critical sectors of the economy. The second is the completion in Abuja of a fibre route relocation to solve the old nightmare of incessant fibre cable cuts impairing network quality in the nation’s capital. Of course, Glo had pioneered nationwide

coverage of 4G-LTE technology in Nigeria, which is adjudged the best around, thus enlisting the country among nations with Long Term Evolution (LTE) networks. LTE is the reason why we enjoy quicker data transfer, instant broadband internet access that ensures the download of ultra high definition videos within few seconds. As we can see, MTN (Glo’s main competitor) is, for now, unable to boast of equal massive facility upgrade to meet new challenges. The reason is not far-fetched. The South African-owned company is apparently too preoccupied today sorting existential issues with the authorities in Nigeria, having had to cough out a staggering fine running into tens of billions of naira in 2016 for breaching security protocols by failing to block unregistered sims after the official deadline. As if that was not enough, its beleaguered board presently has to divide its resources between paying lawyers challenging yet another heavy fine running into billions of dollars over alleged money-laundering, and creating schemes to making shareholders back in Pretoria happy. But despite the heavy investment in infrastructure by telecos like Glo, the country still hardly features among the top ten in Africa in terms of quick internet access. Mauritius leads the table (and is rated 45th globally), followed by Seychelles, while neighbouring Ghana is ranked seventh. Speed is not only what sets Mauritius apart; it is also ranked the most affordable with the second lowest broadband costs in the world. Overall, only 44 per cent of mobile subscribers in Nigeria are using the 3G technology. While only four per cent are using the 4G technology, in comparison to over 18 per cent 4G penetration in South Africa and 16 per cent in Angola. But without continued investment in hardware, there is no way the country can even hope to take full advantage of the promise of GSM telephony to begin with. According to experts, it is only when that is sustained that the nation can hope to achieve 55 per cent mobile penetration of the population by 2025, with 70 per cent potentially having 3G connectivity and 17 per cent accessing 4G network. But just how prepared are we for the future?

It’s difficult to say which one was worse: the original falsehood or the misinterpretation and rebroadcast of its parody as gospel truth. The fugitive and self-acclaimed leader of the Indigenous People of Biafra, Nnamdi Kanu, is credited with inventing the fabulous tale that the real President Muhammadu Buhari died in London sometime in January or April, after a prolonged illness, and that the resident cabal in Aso Rock immediately replaced him with a body double, one Jubril al Sudaniya from Sudan. When the falsehood wasn’t spreading fast enough, Kanu shared pictures of the “former” right-handed Buhari, whose body double was now left-handed, and also highlighted facial differences, including those around the earlobes, to prove that the Buhari in Aso Rock today is not the Buhari that Nigerians voted for. That withering creative madness was the tipping point. Over 500,000 people have now viewed the body double video and perhaps the 500,001th viewer was Bishop David Oyedepo, leader of one of the largest Christian evangelical denominations in Nigeria. Oyedepo went further than just viewing the video. If there were any residual doubts in his mind about what he had seen and heard, they were settled by an article written by Professor Olatunji Dare in The Nation of November 27, entitled, “Buhari’s Double”, under a miscellany of short articles. Oyedepo read Dare’s article in full to a church congregation of tens of thousands of worshipers on Sunday with thousands more logged on. As he read it aloud, carefully emphasizing the incredulous demand by the family of the fictitious Jubril of Sudaniya for a share of federal power in perpetuity, in addition to 50 percent of the country’s oil revenue and the threat to spill the world’s bestkept sordid secret if the demands were not met, the faithful ughed! and aahed! in fits of amazement and subdued rage. Like a master puppeteer, Oyedepo maintained his cool. He gave the impression that reading newspapers was actually a waste of his time, but that he condescended to perform this task because the author, “one Dare”, had said the information was obtained “authoritatively.” Perhaps the bishop also thought that since the article said the UK authorities were already mediating in the matter, it merited his attention. But there were two problems with Oyedepo’s sermon on the Buhari Double, taken from the Book of Kanu the Fugitive. The first was that anyone with a measure of educated skepticism who had looked even casually at the Kanu video would have seen it for the creative fudge that it was. It was a monstrous piece of fiction, which even Kanu knew it was. The second problem was that the author of the piece which Oyedepo used as the final authoritative evidence of the authenticity of Buhari-turnedJubril-al-Sudaniya story was not just “one Dare,” as he said. Olatunji Dare is a renowned professor of mass communication and one of satire’s all-time best gifts to Nigeria. Was it possible that Oyedepo, pro-chancellor of two universities, did not genuinely know that Dare’s piece was a satire or was he too blinded by his dislike of Buhari that the satire not only played to his instincts but also became a convenient tool to incite his base against Buhari? As I watched the Oyedepo video again and again, it reminded me of how Donald Trump, then simply Celebrity Trump, retrieved from the gutter a despicable tale about Barack Obama not being an American and went ahead to launder and popularise it among a lunatic fringe called the

birthers. The tale was later mainstreamed. Whoever heard of a “Barack Hussein” as anything other than a woebegone Muslim from a shithole country? Twenty-five percent of adult Americans actually believed this tale and, like Trump, propagated it. Not even when Obama took the unprecedented step of publicly presenting his birth certificate did the doubters give him a break. There are other recent examples of tale-bearers remaking the world. Nigel Farage and Boris Johnson demonised immigrants as good-fornothing spongers, saying that the National Health Service would be saving at least £350m weekly if Britain left Europe. Life would be so glorious that every true Brit would once again feel the sun rising over the Empire. A good number of British people believed this fiction and voted Leave before finding out the morning after, that their leading politicians had sold them down the river. They didn’t know what they voted for. I admit that in this age of cynicism worsened by growing, unmet expectations and low-performing politicians, fiction is seductive. For example, it’s easier for politicians to play the ethnic card than it is for them to accept that poverty cuts across ethnic groups and to find common sense solutions; it’s easier for politicians to create a false universe of “we” and “them” and to stoke images of a siege mentality than it is for them to accept that head or tail, they hardly lose. But fiction serves politicians well, because in politics as in religion, the masses have an increasing appetite for manufactured solutions, which celebrity politicians and rock star religious leaders have in good supply. Why think when someone else can think for you? So, when Oyedepo says that it would be irresponsible for Buhari not to respond to the tale that he is not Jubril al Sudaniya, for example, he is telling church members not to bother processing the fiction anymore. He, Oyedepo, with his education, enlightenment and exposure, believes the fiction – and that is enough. There’s a sense in which it might be argued that the official secrecy about the nature of Buhari’s illness could only have encouraged speculations about his health including, in fact, exaggerations about his death. But nothing in the realm of rational thinking or even common sense, can encourage any serious-minded person, not just to think, but to believe that Nigeria is being ruled by a character from Nnamdi Kanu’s book of fiction. Yet, belief is a powerful thing. Those who doubt it only need to ask the talebearers whether Buhari’s refuttal in Poland has done anything to clear the doubts. An egregious aspect of modern politics is manufacturing discontent. And belief is a vital ingredient. Oyedepo does not have to like Buhari – and it’s obvious that he doesn’t. Which is fine. But a man of his stature and learning ought to know better than to inflict on church members and propagate publicly a piece of monstrous fiction which, frankly, discredits him. Those who accuse him of being a closet Buhari hater, citing his public appearance at the first Obasanjo-Atiku public meeting and the open-cheque lobby with a major Abuja-based Pentecostal pastor to prevent Godswill Akpabio from defecting to the All Progressives Congress, have Dare’s satire as more stick to beat him over the head. And by the way, has the bishop seen Dare’s postscript? Will he also read it in full to the congregation on Sunday?

OUR POSITION

ASUU strike and Nigerian students Since the history of Nigeria, there has been no organisation or association that has been consistent over the years in embarking on strike to drive home her demands; like the Academic Staff Union of Universities (ASUU). There is no doubt that it has become a monster every government in power dreads to confront. And since the inception of the association there has been no government that has succeeded in avoiding a headlong collision with it, be it military or civilian administration. ASUU had on August 17, 2018 announced the commencement of yet another indefinite strike over what it termed unresolved issues with the Federal Government. The decision to embark on the strike according to them was said to have been taken after a nationwide consultation with members of the Union. It was announced that the “the nationwide action is total and comprehensive. During the strike there shall be no teaching, no examination and no attendance of statutory meetings of any kind. No doubt, the importance of teachers or lecturers in any nation cannot be over-emphasised, but the manner in which ASUU members go about holding the government to ransom to the detriment of the students, leaves one to wonder if there is no justification in Heather Brew’s sentiment about teachers when she said, ‘teachers, no matter how kind, no matter how friendly, are sadistic and evil to the core.” There are several associations in the country, and if all of them embark on strike to drive home their demand at the rate and frequency ASUU does, our economic life as a country would have long been grounded. Whereas ASUU is contending the renegotiation of the 2009 FG/ASUU agreement, non payment of N1.3trillion needs assessment funds, earned academic allowance issues of pension, administration of other outstanding issues reached as contained in the MOU signed under the leadership of the late President Yar’Adua in 1999, ASUU now holds strongly to that agreement as if it was a court verdict. Yes, without absolving the Federal Government of blames, we think, however, that it is necessary that if an agreement earlier reached could not be implemented for some contending factors, a second look at such agreement should be considered. It is not even the case that the Federal Government who entered into such agreement with ASUU is non-compliant as far as the agreement is concerned, the only fuss being that ASUU wants total implementation at a go. The Yar’Adua Administration that entered the agreement was short lived. One question that Nigerians should ask is, who is ASUU fighting for? We believe that ASUU, just like every other organisation or association, is fighting solely for its welfare. Therefore, we think that any attempt to include the welfare of students in the universities as part of their excuse for embarking on strike is cosmetic and hypocritical. If it is the case that members of ASUU, who are lecturers in the universities, genuinely have the welfare of the undergraduates at heart, how many of them have stopped compelling students to buy in some cases photocopied materials or texts at exorbitant rates? We also believe that some of the demands of ASUU are questionable. If Nigeria does not operate a unitary system of government, why would ASUU, with members derived from both federal and state universities embark on strike for the same purposes and objectives? Is the Federal Government being made to bear the cross of the state government? Or how can one explain the rationale behind ASUU asking for such huge amount from the Federal Government and at the same time asking to be autonomous? ASUU should realise that there are numerous organisations cut across other sectors of the economy. What happens if all these organisations and associations incessantly embark on strike over issues on allowances and autonomy? Let us not assume that these other organisations are incapable of going on strike and making huge demands. In short, we believe that the

myriads of problems that face us as a country should not be fought in isolation. The issue of selfish agenda has been the bane in this country. If we accuse the politicians of fighting for their pockets, how have we, as individuals and groups, shown a difference in our ways of doing things? Dealing with the current systemic dysfunction requires a totally new template with long-term strategies, rather than the place emphasis on the N1.3 trillion outlays represents. Currently, there are about 155 federal and state universities, most of which are political creations. It was for this reason we are of the view that national interest would be better served if some of the universities were shut down or merged. No country has ever developed without sound education providing the foundation; certainly the rule of the thumb approach often adopted in Nigeria in addressing its educational challenges will not take the country out of the woods. We cannot shy away from the reality that despite the imperfections of the government owned universities; they have remained the only sources of acquiring higher education by the common man. Thus, we have to tread with caution because in this fight between ASUU and the Federal Government, the students are the losers. They are the ones whose stay in the university would be unnecessarily prolonged. They are the ones who, as a result of being idle for long, risk being ploughed by evil inclinations. It is time for ASUU to back to the drawing board and come up with another modality of engagement with the Federal Government. The Federal government should also on its part show good faith by keeping to the terms of agreement with ASUU. Students who were compelled to go home during strikes in tertiary institutions become liabilities at home and nuisance in society as a result of unguided idle life to which they are suddenly exposed. No serious country engages in such sheer waste of the most productive years of its young generation. An idle mind is the devil’s workshop.

Murder charge: Court issues 2 bench warrants for arrest, detention of lawmaker .As Rivers APC chairman shuns trial

Amaka Agbu, Port Harcourt A Port Harcourt High Court has issued two bench warrants directing the Rivers State Police Commissioner to immediately arrest former Majority Leader of the Rivers State House of Assembly, Hon. Chidi Lloyd to face an attempted murder charge filed against him by the state government. Justice Chinwendu Nwogu of the Rivers State High Court 19 issued the two bench warrants on Thursday following the absence of Chidi Lloyd and his counsels at the court. The former lawmaker is facing a fresh charge in Suit No: PH/691CAP/ 2018; State against Chidi Lloyd on Murder, charge No: PH/692CAP/2018, the State against Chidi Lloyd on attempted murder, charge No: PH/693CR/ 2018; the State against Chidi Lloyd on injury and destruction of public property. Recall that the former Majority Leader of the Rivers State House of Assembly, Hon. Chidi Lloyd hit fellow lawmaker, Michael Chinda, with the mace of the House during a free-for-all fight at the Assembly Hallowed Chambers in July 2013 when

five lawmakers led by Hon. Evans Bipi attempted to impeach the then Speaker, Rt. Hon. Otelemaba Dan Amachree and the principal officers of the House. The court ordered that Chidi Lloyd should be detained at the Port Harcourt Federal Prisons till the next adjourned dates for his attempted murder trial. The embattled former Majority Leader was expected to take his plea in CHARGE NO: PH/692CR/2018 - THE STATE V. CHIDI LLYOD and CHARGE NO: PH/693 CR/2018 - THE STATE V. CHIDI LLYOD. The matter has been adjourned to 10th January, 2018 to enable the police to produce Hon. Lloyd to take his plea. Addressing journalists after the court sitting, Counsel to the Rivers State Government, Chief Godwin Obla (SAN) stated that the State was ready for the expeditious trial of the former lawmaker. He said: “The defendant’s absence was not excused at all. On the basis of that, we applied for bench warrants to be issued for the two different cases to compel the appearance of the defendant in court on the next adjourned date of 10th January, 2019. “Two Bench Warrants have now been issued mandating the Commissioner of Police of Rivers State to arrest and to detain

Chidi Lloyd in Port Harcourt prison till the next adjourned date and to produce the defendant in court on the next adjourned date,” the legal counsel stated. Also, the Rivers State Chairman of the All Progressives Congress, APC, Mr. Ojukaye Flag-Amachree was absent in Court, Thursday, for his second murder trial before Hon. Justice Joy N. Akpughunum. Hon Flag-Amachree who is also a former chairman of Asari Toru LGA of the state, had been charged with the murder of one Smart Soberekon and re-arraigned for an attempted murder of one Ipalibo Jackson. Additionally, Counsel to Ojukaye FlagAmachree was absent in respect to Case Number PH/1664/CR/2016 between the State and Ojukaye Flag Amachree. Following the absence of Ojukaye FlagAmachree to take his plea on his second murder charge, the Court adjourned to January 24, 2018, to enable him appear it. Addressing journalists, counsel to the Rivers State Government, Chief Godwin Obla (SAN) said that it was out of the abundance of caution that prosecution requested for a short adjournment to avail the accused person the opportunity to take his plea.

Short News Presidential Committee spends over N300m on relief items Moses Oyediran, Enugu The Presidential Committee on Flood Relief and Rehabilitation (PCFRR) says it procured and distributed relief materials worth over N300 million to disaster victims across the six geo political zones of the country. The committee which has Nigerian Billionaire, Alhaji Aliyu Dangote and Human Rights Lawyer, Olisa Agbakoba as co-chairmen was set up by the Goodluck Jonathan’s administration to take care of victims of the 2012 devastating flood disasters across the nation. The Committee noted that it has been assisting and partnering with NEMA in providing relief materials to victims of disasters in parts of the country to alleviate their sufferings. A member of the committee, Mr. Owokho John, who spoke on behalf of the cochairmen, disclosed this to newsmen in Enugu on Thursday during the inspection and formal presentation of assorted relief materials valued several millions of naira, to NEMA for onward distribution to disaster victims in South- East Nigeria. Owokho, had urged the agency to ensure that the items gets to the targeted audience so, as to help in ameliorating their suffering occasioned by the disaster.

ASUU rivalry: Members express concern over union’s politicisation Gbenga Sodeinde, Ado Ekiti A group at the Federal University, Oye Ekiti (FUOYE), Ekiti State operating under the auspices of Concerned Academic Staff Academic Staff Union of Universities (CASUU), has said members are ready to resist unnecessary politicisation and unhealthy rivalry in the union to prevent it from being ruined by power seekers . This was as the FUOYE chapter has now been split into four groups due to high wired politics among contending forces; they are: Academic Staff Union of University (ASUU) headed by Dr. Akinyemi Omonijo, Congress of Nigeria Academics(CNA) , CASUU and New Academic Staff Union of FUOYE(NASUF). ASUU, FUOYE chapter, has been embroiled in crisis over the crisis triggered by the anti-management stand maintained by Omonijo-led ASUU, which didn’t please some members. Don’t criminalise drug users - Aisha Buhari Yakubu Salisu, Kano Wife of the President, Aisha Buhari, represented by the wife of the Vice President, Mrs. Dolapo Osinbajo on Thursday in Kano, said the society should not criminalize those in the habit of drug abuse. She made the remark during the official flag-off of Youth Against Drug Abuse (YADA) campaign in Kano, organised by the National Agency for Food and Drug Administration and Control (NAFDAC) in collaboration with Young Pharmacists Group (YPG) at the Coronation Hall, Government House Kano. According to her, rather than isolating and discriminating, the society should begin to look beyond the problem and begin to look at the main cause of the problem and address such problems for a lasting solution. Aisha decried the prevalence of drug abuse among youths which has prevented

persons suffering from injuries and other illnesses to have access that to drug such as tramadol and other strong pain killers as they have been banned by the government. She said, as a result of drug influence, the lives of many youths have been destroyed as they engage in all sort of heinous crimes which has led to their incarceration. Aisha said that, “it must be understood that whatever crime someone under the influence of drugs commits is influenced by the drug” She applauded the efforts of all government agencies in the fight against drug abuse in the country noting that such efforts has led to the arrest and confiscation of 86 containers containing prohibited drugs which would have been released into the society. The Governor of Kano State, Abdullahi Ganduje advised youths to shun all form of drug abuse and engage in productive activities that would contribute to the growth of the state and nation at large. He said, his government is committed to transforming the lives of persons engaged

in drug abuse to better persons as the Kano-Kiru Reformatory Home is currently under renovation where patients would be rehabilitated and acquire vocational skills. In her remarks, Director General, National Agency for Food and Drug Administration and Control (NAFDAC), Professor Mojisola Adeyeye says about 70 per cent of youths essentially, the young boys abuse illicit drugs in Kano. Professor Adeyeye who posited that recent survey conducted revealed that prescription drug abuse is fastemerging public health challenges especially in Northern Nigeria. The NAFDAC boss regretted that the young girls and women of childbearing age in Kano are not left out of the endemic nature of the hard drugs in Kano which she claimed many considered to overcome frustration. She called on families to inculcate cultural and religious values in their children in order to guide them from destructive path.

The Kwara House of Assembly on Thursday held a valedictory session for its pioneer Speaker, Alhaji Shehu Usman, who died on Nov. 26 at the age of 77. The valedictory session for the departed Speaker was also attended by some former Speakers and members of the House. In his tribute to the deceased, the Speaker, Dr Ali Ahmad, described him as a true democrat who contributed immensely to the upliftment of many less privileged persons in society. Ahmad advised politicians to eschew bitterness and always allow peace and unity reign for more development to be attained and urged politicians to emulate the virtues of the late pioneer speaker. NDLEA confiscates 10 tons of hard drugs in Kano Yakubu Salisu, Kano

The National Drug and Law Enforcement Agency (NDLEA), Kano Command, said it has seized hard drugs in the state weighing about 10 tons from January to December. The Commander, Dr. Ibrahim Adamu made the disclosure Thursday during a press conference organised by the command to highlight achievements recorded by the Agency under the year in review. According to Adamu, the command has succeeded in combating the high prevalence of cases of drug abuse in Kano through strategic measures adopted to checkmate the activities of those who who are in the business of supplying such drugs to the state. Drugs seized under the year in review includes; Cannabis Sativa 1,697.744Kg, 27.7grms of cocaine, 10.9grms of Heroine as well as Psychotropic Substances such Codeine,

Tramadol, Diazepam, Pentazocine as well as Rephynol weighing about 10 tons all together. Also, the Commander further disclosed that a total of 502 suspects consisting 497 males and 5 females have so far been arrested within the year 2018 with some charged to court while others who are patients are undergoing rehabilitation at the command’s rehabilitation center. He however lamented on some lacunas in the Act that empowers them to persecute which has led them to lose cases in the court as some of the Psychotropic Substances abused, are not clearly mentioned in the Act which has been the ground used by some judges to free suspects. “ Some of the Psychotropic Substances are not mentioned in the Act, when we charge some suspects to court with such cases, Judges are forced to free them because it’s not stated in the act that such persons be prosecuted. At the moment, the Agency at the National level has submitted a bill for amendments in order to include such Substances abused to

allow us have the power to persecute persons who supply such products” The Commander applauds the efforts of the state government and the Kano Emirate in the fight against drug abuse among youths in Kano which has tremendously yielded positive results as the rate of crimes associated with drug abuse in the state has drastically reduced. Ibrahim called on parents, teachers and other stakeholders not to relent in educating the young ones on the dangers of engaging in drug abuse as well as supplying such drugs so as to have a society free of crimes and produce responsible youths who would pilot the affairs of the nation in the future. Furthermore, he said, the command under his leadership, would adopt the proactive approach in combating the menace rather than the reactive method that the command would work hard to flush out those supplying such hard drugs to the state and ensure all loop holes used by drug Barron are blocked.

Short News NIWA urged to enforce passengers’ usage of life jackets Kehinde Akinpelu, Ilorin Authority of the National Inland Waterways Agency, (NIWA), has been urged to mandate the usage of life jackets by passengers travelling on canoes and boats. A member representing Edu constituency in the Kwara State House of Assembly stated this on Thursday while moving a motion of public importance on the need to avert future recurrence of boat mishaps in Lafiagi. It would be recalled that no fewer than 20 people died in the recent boat mishaps which occurred in Lafiagi, Edu Local Government Area of the state. According to him, “We are aware that whenever such disasters occur, the government, particularly through the National Emergency Management Agency,(NEMA), and the Kwara State Emergency and Relief Services Agency usually provide succour to the victims.” The lawmaker who expressed worries over the death of the victims who are majorly women and children said: “There is need to call on the National Inland Waterways Agency to ensure that no boat or canoe is over loaded to prevent future mishaps.”

Tunde Opalana, Abuja To avert looming fuel scarcity that might disrupt the Christmas festive season and the 2019 General elections slated for early next year, the Senate on Thursday charged the Federal Government to take a proactive step of paying subsidy arrears totalling N429 billion to independent oil marketers The lawmakers held the government culpable of insincerity and discrepancies amounting to sabotaging genuine plans to offset the subsidy crisis This was coming as the oil marketers have issued a 7-day ultimatum to the federal government to pay the money or risk a major crisis in fuel supply during the Christmas, New Year and election period should the marketers sack staff in their workforce. The senate as a matter of urgency directed all agencies concerned with the payment of oil subsidy arrears as approved by the Federal Executive Council (FEC) and National Assembly respectively to do so without further delay The upper Chamber as well pleaded with the Oil marketers to as a matter of national

interest, to rescind their decision on the ultimatum and allow the government to take action. It in addition urged Federal government to engage the marketers and agree on outstanding liabilities with a view to bringing an end to the disagreement while urging the Oil Marketers and Debt Management Office (DMO) to meet and agree on the instrument to be used in payment. These resolutions of the Senate followed a motion raised by Senator Kabiru Marafa (APC-Zamfara) who is the chairman, Senate Committee on Petroleum (Downstream). Standing Order 42 and 52 of Senate Rules Marafa said the Committee received a letter from oil marketers association DAPMAN and was reviewed with all the seriousness it deserves. The letter reads in part:”After a long battle with the Executive on the subsidy payment, the association gave government an ultimatum of seven days within which to act. “You’ll recall that when this government came on board, it abolished subsidy. But some players came up with claims of unpaid amounts. The government made payments, but shortly after the marketers said they were not fully paid.

“Thereafter, the naira got devalued. Marketers were not paid for years. “There’s a differential of 172bn and 300bn. Payment was made since June last year. Because of these issues, the marketers engaged government. “The National Assembly approved the promissory note request the Executive sent to us for approval in order to settle the debts. “The CBN came up with very cumbersome ways of paying the money. But the marketers decided to give an ultimatum within which the issue must be resolved, if not they will shut down the industry,” he noted. Marafa expressed fear that unless urgent measures are taken to avert the looming fuel scarcity Nigerians would be plunged into an untold hardship during the xmas , new year and election period. “The action of the marketers, if not checked, will create artificial fuel scarcity that may span into the election period. “The debt profile has risen to about N1trn from the initial N600bn claimed by the marketers,” Marafa added. Contributing to the motion, Leader of the Senate, Ahmad Lawan said that the Buhari administration has patriotically approved the money.

EFCC arraign man for N35.2m fraud

The Economic and Financial Crimes Commission, EFCC, Lagos office, on Thursday, December 6, 2018, arraigned one Micheal Talabi alongside his company, Tom Consult Limited, before Justice Oluwatoyin Taiwo of the Special Offences Court sitting in Ikeja, Lagos on a three-count charge bordering on conspiracy, obtaining by false pretence and stealing to the tune of N35, 240.000.00 (Thirty Five Million, Two Hundred and Forty Thousand Naira). The complainant, Isabella Etuk, alleged that she was approached by one Omotola Rafiat Laniyan of Tom Consult Limited (who is still at large), claiming that she could offer discounted tickets to travellers on the British Airways Business class. Etuk also alleged that following her meeting with Laniyan, she contacted and moblised her friends, who made a total payment of N35, 240,000 to Tom Consult Limited’s account to obtain the British Airways Business class tickets. However, Laniyan, a representative of Tom Consult Limited, was alleged to have failed to deliver the tickets to the victims. One of the counts reads: “That you, Micheal Talabi, Tom Consult Limited, Mrs. Omotola Rafiat Laniyan (still at large), Balogun Oluwakemi (still at large) and Moris Coleman (still at large) sometime between February, 2018 and July, 2018 in Lagos within the Ikeja Division, dishonestly converted for your own use the sum of N35, 240,000.00 (Thirty Five Million, Two Hundred and Forty Thousand Naira), property of Mrs. Isabella Etuk.”

Edo Govt charges NYCN’s new exco on credible leadership

The Edo State Government has charged new executives of the National Youth Council of Nigeria, Edo State Chapter, to be alive to their responsibilities and foster harmonious relations among youths in the state. Commissioner for Youth and Special Duties, Hon. Mika Amanokha, gave the charge when he received members of the newly elected executives of the council, during a courtesy visit to his office, in Benin City, Edo State. Congratulating the new executives on their victory at the poll, the commissioner expressed appreciation to the electoral body for being transparent and unbiased in the conduct of the council’s election, adding “I also recognise the role of the electoral

body for making the election a success. There was no news of petitions challenging the victory of the election.” Hon. Amanokha said the executives’ victory was a call to service, urging them to remain committed and responsive in discharging their duties. “It is not yet time to go to sleep but to start working and bring back life to the state chapter. You know that your role is a challenging one, knowing fully well that you are managing youths from different backgrounds,” he noted. Chairman, NYCN, who led the delegation, Comrade Obasuyi Osahon, commended the commissioner for his supervisory role in ensuring that the council conducted a free and credible election. Osahon, who is the 11th Chairman of the Council, appealed to the state government to regularise the payment of the council’s monthly subvention, noting that the attention of the Commissioner for Local Government and Community Affairs has also be drawn to the issue. Super activists on maternal and child health in Bauchi state have lamented that inadequate blood banks and power backup to preserve blood gotten from donors. They said this has been a major challenge to the prevention of child and maternal death in the state. The Secretary of the Activists group in Northern Senatorial Zone of Bauchi State, Mallam Sani Ahmad stated this during the last Quarterly Review Meeting, 2018 of the Bauchi State Accountability Mechanism (BASAM) been supported by Evidence for Action (E4A) to review its activities recently in the state. Ahmad who said as a result of the advocacy activity of AKMC people have become aware and always willing to donate blood in order to save the lives of mothers and newborns, regretting that inadequate facilities have been the major challenges. Other challenges according to Ahmad, include testing kits, cost of blood bags as patients cannot afford to buy blood, lack of incentives to blood donors and consistent electricity supply. He said 35 communities have been sensitized on the importance of donating blood, ante-natal care, child delivery in the hospital by expectant mothers as well as routine immunisation which he said has yielded the desired result and has increased demand for health care services at various primary health care centres across the state.

EFCC arraigns man for defrauding pensioner The Economic and Financial Crimes Commission, EFCC has arraigned one Murtala Bashir, Director, Portfolio Manager and Circular Trust Limited before Justice M.T. Tukur of the Kaduna State High Court on a one-count charge bordering on criminal breach of trust and cheating. The petitioner, in preparation for his retirement sometimes in October 2017, put together his gratuity and gave the sum of N2 million with an expected quarterly dividend of N120,000 to one Alhaji Baba who was in charge of the company till his demise. However, Bashir took over the company but refused to keep up with the agreement of both parties to remit the proceeds of the investment made by the Complainant. Between November 2007 to August 2012, some dividends were paid into his account, but it stopped subsequently. Frantic efforts to get back the initial investment became futile. The charge reads: “That you, Murtala Bashir sometime in October, 2007 in Kaduna within the Kaduna Judicial Division of the High Courg being entrusted with the sum of N4,040,000.00 (Four Million and Forty Thousand Naira) by Essienesak Johnson Ubom for the purpose that the money will be invested in shares and stocks with Circular Trust Limited dishonestly converted to your use in violation of the Legal Contract which you made in regard to the sum, you thereby committed an offence contrary to Section 311 of the Penal Code Law of Kaduna State and Punishable under Section 312 of the same Law”. He pleaded “not guilty” to the charge. Prosecuting counsel, E. Onyeka, asked the court to fix a date for trial to commence. Defence counsel, E.F. Emdo, moved motion for bail of the defendant. Justice Tukur, thereafter, granted bail to the defendant in the sum of N1 million and one surety in like sum who must be a public servant on grade level 15.

FG to begins posting of treasury officers to revenue-generating MDAs Mathew Dadiya, Abuja The Accountant General of the Federation, Mr. Ahmed Idris has said that President Muhammadu Buhari has approved the posting of Treasury officers to key Revenue generating Ministries Departments and Agencies (MDAs) of Government to serve as Directors of Revenue and Investments Departments. a courtesy visit. “As part of our roles as drivers of the reforms in the public finance sector and in line with the present government’s commitment to diversify sources of income, strengthen controls as well as boost revenue generation of Government, the Treasury has come up with a restructuring of its functions and departments which will ensure that Treasury officers are assigned to these key Revenue Generating Agencies, such as NPA, NIMASA, CBN, NNPC, NCS, NCC and FIRS etc” said the AGF. According to the AGF “Government is not unmindful of the level of revenue leakages in some of these key revenue generating

Agencies and has come with this policy that will ensure that Treasury officers take charge of these revenues so that they can be tracked and accounted for using ICT tools and automation platforms. The government has also approved that the tenure of the Heads of these Agencies will be performance-based in line with revenue targets sets out for them” He, therefore, called on ICAN and other professional Accounting Bodies in the country to support Governments efforts by coming up with more scientific strategies that will enable government to generate more revenue, as well as reduce the level of financial corruption in the public and private sectors of the Nations economy.

SON partners freight forwarders over substandard imports Joy Obakeye The Standards Organisation of Nigeria (SON) on Thursday in Lagos said it was aligning with freight forwarders to check the importation of substandard goods. This was disclosed at a one-day sensitisation workshop organised for Maritime Stakeholders Awareness Forum to enlist the assistance of the maritime operators in the fight against substandard goods. The Director-General (DG) of SON, Mr. Osita Aboloma, described freight forwarders as critical in the organisation’s quest for standardisation. SEC urges investors to unlock benefits of e-dividend registration Mathew Dadiya The Securities and Exchange Commission, (SEC) has enjoined Nigerians to take advantage of the on-going e-dividend registration in a bid to reduce the unclaimed dividends profile as well as increase liquidity in the capital market. Acting Director General of the SEC, Mary Uduk, stated this at an enlightenment program on e-Dividend and contemporary issues in the Nigerian Capital Market held in Enugu on Thursday. The event which had as its Theme: “Current Initiatives by the Securities and Exchange Commission, SEC Nigeria to Enhance Investor Value” drew participants from various segments of the society. Represented by the Head, Port Harcourt Zonal office of the SEC, Mr. Obi Adindu, Uduk disclosed that the Commission is currently leading the entire capital market industry in an effort to migrate all shareholders to an E –Dividend regime. According to her, “The essence of the E-Dividend Mandate Management System is to eradicate or reduce to the barest minimum the incidence of unclaimed dividend. Naira stables as BDCs get additional $15,000 weekly intervention Motolani Oseni The Nigerian currency, Naira at the close of yesterday trading activities remain stabled across the foreign exchange segments, even as the Central Bank of Nigeria (CBN) increased its intervention to the Bureau De Exchange (BDC) by additional $15,000, starting from Thursday. The Naira, at Investors and Exporters (I&E) FX widow open trading at N364.23 to the dollar against N364.04 sold on Wednesday, but closed

the trading day at a lower rate of N365.16, compared to N364.65 traded the previous day. The special FX window, however, recorded a better transactions turnover of $223.63 million, as against $208. 15 million traded the preceding day. At the Interbank market, the Naira was seen at an unchanged rate of N306.85 per Dollar and N359.81 to the Dollar at SMIS. At the parallel segment of the forex market, the local currency closed flat at N468 and N415 against Pound Sterling and Euro respectively. Just recently, the CBN, in a statement had

said it would introduce a special foreign exchange intervention to meet demand from individuals with dollar expenses by increasing its auction days to the BDCs four from three starting on December 6. “With the approach of the yuletide season and the resultant increase in the demand for personal/business travel allowance, the CBN has in addition to the existing market days(Monday, Wednesday and Friday) introduced a special intervention every Thursday for $15,000 per BDCs”. the apex stated.

FIIRO develops technology for extraction of natural sweetener Joy Obakeye The Federal Institute of Industrial Research, Oshodi (FIIRO), has developed a technology for commercial extraction and optimisation of high-grade Thaumatin, a low-calorie sweetener and flavour modifier. The Director-General, FIIRO, Gloria Elemo, disclosed recently in Lagos during the International conference on alternative sweeteners, themed: “Harnessing of the economic potential of Thaumatin (Thaumatococcus danielli) in Africa.” Thaumatin is a low-calorie protein sweetener and flavor modifier extracted from the fruit of a West African plant, Thaumatococcus daniellii, and is natural with an intense sweetness. Elemo said the move is apt considering that the market for global high-intensity sweetener, both natural and synthetic, is estimated at 1.3 billion dollars in 2008 and is expected to quadruple by 2021. According to her, there is an increasingly large segment of the population with special dietary requirements containing non-nutritive

sugar, such as diabetic patients. She said attention has shifted to sourcing of alternative sweeteners, mainly non-nutritive phytochemicals, from plants towards bridging the gap between production and consumption of sweeteners, sweetening and flavour enhancers. “Over the past few decades, non-nutritive sweeteners have been gaining significance and are expected to develop into a major source of high potency sweetener for the growing natural food and pharmaceutical markets. “There is a huge gap between sugar production and consumption in Nigeria, and this represents a serious problem since an estimated 2.5 million tonnes will be imported to meet local demand,” she said. The FIIRO boss noted that all available sweeteners for industrial and domestic use in the country are imported, adding that aside from their non-availability and high cost, they have negative health implications. “FIIRO as an organisation has over a long period been involved in herbal programmes and project for sweeteners, medicines, spices, condiments, nutraceuticals, foods and functional foods,” she said.

Elemo said the institute ensures that only the best and safest ingredients are utilised in the development of its various products to spur industrialisation in the country. Also, Prof. Bidemi Kappo, University of Zuzuland, South Africa, said the conference is seeking partnership between Nigeria and South Africa to bring together some products that could be used to achieve a healthy population. He urged the Federal Government to partner stakeholders in the industry to deepen the commercialisation of the plant. “I hope that from the experience I bring from South Africa, we can come up with a product that we can take to the market which can actually ameliorate metabolic diseases in Nigeria and Africa at large,” he said. Mr Muhammed Musa, Director, Raw Materials Research Development Council (RMRDC), said the council has a scheme for strategic projects to develop the nation through industrial technology, adding that thaumatin is a focal point of the scheme. He said there is the need to have plantations to domesticate the plant, saying the council has put in place different initiatives for processing the plant for commercialisation.

A Rwandan court acquitted Diane Rwigara, a critic of veteran President Paul Kagame, on charges that included inciting insurrection and the forgery of documents. Rwigara, 37, was arrested in September 2017 after her attempt to run in Rwanda’s presidential election was denied on grounds she allegedly forged the signatures of supporters for her bid. She was also charged with inciting insurrection for comments criticising the government and Kagame in the run-up to the election. She faced 22 years in prison if convicted. A panel of three judges ruled that the prosecution had failed to prove that Rwigara had personally forged signatures. The court also said Rwigara’s criticism of the government in the press was an exercise of her freedom of expression, guaranteed by both the constitution and international law. “All charges ... have been dropped. The court finds that the prosecution’s charges were baseless,” said presiding judge Xavier Ndahayo. Rwigara’s case has drawn global attention as Kagame again faces pressure to give more space to critics in the tightly controlled East African country. “This is a testament that all these charges against me and my mother and family members are made up. I am extremely happy and I now have the energy and the zeal to continue my passion of fighting for freedom of expression and human rights in Rwanda,” Rwigara told AFP news agency. Charges were also dropped against Rwigara’s mother Adeline, 59, and four others with whom she had exchanged WhatsApp messages accusing the government of killing her husband, Assinapol Rwigara, who died in a car accident in 2015. The family has long said it was an assassination. Assinapol was an influential industrialist who played an important role in financing the ruling Rwandan Patriotic Front (FPR) in the 1990s before later falling out with its leaders.

EFA: Egypt not interested in hosting 2019 AFCON

The Egyptian Football Association (EFA) has said that the country won’t launch a bid to host the 2019 Africa Cup of Nations after Cameroon were stripped as hosts of the continental showpiece. CAF is looking for new hosts after its executive committee voted unanimously to strip Cameroon of hosting rights. After Friday’s shock decision, Morocco, who have already stepped in to hold this year’s African Nations Championship [CHAN] after Kenya were

deemed not ready – along with South Africa were revealed as favourites to step in as replacements. According to a report, Egypt was said to be the other viable alternative but EFA board

member, Ahmed Meghad has effectively ruled out that possibility. “After an EFA meeting on Tuesday, we decided we will not make a bid for the next AFCON,” EFA board member and

Solomon Dalung: 8,861 athletes for National Sport Festival Minister of Youth and Sports, Solomon Dalung, has disclosed that no fewer than 8,861 athletes from 35 states are to participate in the 19th National Sports Festival billed for Abuja from December 6th -16th 2018. Dalung made the disclosure at the end of the Federal Executive Council (FEC) meeting presided over by the Vice President Yemi Osinbajo at the State House Villa, in Abuja. The only state that is not participating in this year’s festival is Ebonyi State. He said the inability of Cross River State to host the event, following several postponements, led to the take-over by the Federal Government. According to him, a total number of 8,861 delegates which comprises of 7,227 athletes, 710 coaches, 322 other team officials, 602 state delegates, will participate in the festival. The minister said the FCT, being the host held a road show, on Tuesday, to mobilise Abuja residents to the festival’s opening ceremony which starts at 5:00pm. Dalung said members of the Council, led by President Muhammadu Buhari, have been invited to the opening ceremony. The athletes are to participate in 10 games – Abula, basketball, beach volleyball, cricket, football, hockey,

para-soccer. He said the touch of unity which has gone through all 36 states of the federation will arrive Abuja Thursday morning. Stressing the importance of the festival, Dalung said National Sports Festival and the National Youth Service Corps (NYSC) are the key legacies of the country National Unity.

Dickson Etuhu not guilty of match-fixing

A Swedish court on Thursday found former English Premier League player Dickson Etuhu not guilty of attempting to fix the result of a match. The match-fixing attempt was said to have been during a 2017 league fixture between IFK Gothenburg and his former club, Stockholm’s AIK. The 36-year-old Etuhu was charged with trying to bribe his former AIK team mate, goalkeeper Kenny Stamatopoulos, to fix the result of the game. The match, which was due to be played on May 18, 2017, was

subsequently postponed when Stamatopoulos informed his club about the alleged approach. Midfielder Etuhu played at the 2010 FIFA World Cup finals for Nigeria’s Super Eagles.
