Exchange (Monitoring and Miscellaneous Provisions) Act, 1995 of the Federal Republic of Nigeria and the Foreign Exchange Manual, 2006’. The CBN normally debits the account of banks when it imposes a fine or to implement aspects of its monetary policies such as cash reserve requirements. One of the affected banks, Stanbic IBTC Holdings on Thursday announced that the CBN has deducted the N1.886 billion fine placed on it for its involvement in the $8.1 billion MTN deal. The commercial lender in a notice sent to the Nigerian Stock Exchange (NSE) stated that the CBN has deducted N1.88 billion from the accounts of its banking subsidiary Stanbic IBTC Bank PLC. This pertains to the fine imposed on the bank in relation to the remittance of foreign exchange on the basis of certain capital importation certificates issued to MTN Nigeria Communications Limited. The lender’s group, in a statement signed by Chidi Okezie, Company secretary, stated that the CBN has debited the account of its banking subsidiary, Stanbic IBTC Bank which it has with the CBN to the tune of $8.1 billion for the full amount of the above-stated fine advised to the Bank. The group stated “Stanbic IBTC Holdings PLC, as well
as our banking subsidiary, maintain our position on this matter, which is the fact that the Bank has done nothing illegal and accordingly the Bank will continue to provide CBN with documents and details in support of our contention that our actions in relation to these transactions were not illegal.” It further stated that “Please note that this debit does not impact on the capacity of our banking subsidiary to handle clients’ requests or clients’ ability to continue to carry out viable business transactions with either the Bank or any member of the Stanbic IBTC Group, whether in relation to the importation of capital or otherwise, and our business transactions will continue to be handled professionally and in a manner that is aligned with Nigeria’s laws and regulatory guidelines.” The Daily Times recalls that the CBN, had since last week ordered MTN and its lenders to return $8.134 billion it alleges MTN had sent abroad in breach of foreign exchange regulations. MTN denies any wrongdoing, while Standard Chartered said it was fully co-operating with the central bank with a view to resolving the issue as soon as possible. Citibank said in a statement it has sent a detailed response to the central bank addressing the allegations after the U.S.
bank had received a letter imposing sanctions on it. The centrak bank fined Standard Chartered, Citibank, Stanbic IBTC Bank and Diamond Bank, for allegedly failing to verify that MTN had met all its foreign exchange rules. Stanbic IBTC Bank, the local unit of South Africa’s Standard Bank, was fined 1.8 billion naira and Diamond Bank 250 million naira. Stanbic, said in a statement on Thursday that it had been debited by the central bank for the fine. The bank, however, noted in a statement to the Johannesburg stock exchange that it would continue to engage with the central bank despite the debit. But the CBN’s Director, Corporate Communications, Isaac Okorafor, had said that the actions of the Bank became necessary following allegations of remittance of foreign exchange with irregular Certificates of Capital Importation (CCIs) issued on behalf of some offshore investors of MTN Nigeria Communications Limited and subsequent investigations carried out by the apex bank in March 2018. The CBN has therefore asked the Managements of the banks and MTN Nigeria Communications Limited to immediately refund the sum of $8,134,312,397.63, illegally repatriated by the company to the coffers of the Central Bank of Nigeria.

The erstwhile Information Minister is demanding for a full blown investigation into the matter and has named the Commander of the Inspector General of Police (IGP) Tactical Squad, Deputy Commissioner of Police, Yusuf Kolo, and Assistant Inspector General of Police (Federal Intelligence), Umoru Usman, as those who instructed the raid and search on his residence. The development was contained in two separate petitions addressed to President Buhari and NSA Monguno. In the petitions with reference No KACCL/PET/
KA/76/18, dated September 6, 2018 and signed by his lawyer, Dr. Kayode Ajulo, Clark said though he has accepted the public apology from the police, he wants the matter to be thoroughly investigated. The police had on Thursday interdicted ASP David Dominic and dismissed Inspr Godwin Musa, Inspr Sada Abubakar and Inspr Yabo Paul, who raided Clark’s residence on Tuesday. In what can be referred to as presidential recognition over heroic performance, Vice President Yemi Osinbajo, on Thursday, received the Anambra State schoolgirls that won the World Technovation Challenge in the Silicon Valley in San Francisco, United States, last month. The Nigerian team, which was mentored by Uchenna Onwuamaegbu, defeated representatives of other countries including the US, Spain, Turkey, Uzbekistan and China to win the gold medal at the contest. Accompanied by the Deputy Governor of Anambra State, Dr. Nkem Okeke, Commissioner for Education, Prof. Kate Omenugha, and the Principal of the Regina Paces Secondary School, Onitsha, the six girls: Promise Nnalue, Nwabuaku Ossai, Adaeze Onuigbo, Vivian Okoye, Jessica Osita and
Miracle Igboke were warmly received at the Presidential Villa by the Vice President. Osinbajo, who spoke while receiving the girls on Thursday, said that the Federal Government would be part of the success story and would be talking to the government of Anambra State about what could be done to support the project. According to Osinbajo, the Federal Government would also collaborate with the Edufun Technik Stem Centre, whose Managing Director, Uchenna Onwuamaegbu, mentored the girls in developing the application. He said that some of the areas of education that government was looking at were the preschool and primary school that would take into cognizance technological development. The Vice President said, “In our new curriculum, what we are looking at is a variant of STEAM. So we are
looking at Science, Technology, Engineering, Arts and Maths, STEAM. “We have already drawn up an indicative curriculum and of course the focus is technology because technology is the leveler and it will bridge not a few divides, not just the gender gap, but practically everything, including the knowledge gap between developing countries and developed countries.” Osinbajo further stated that the federal government was developing a system of code “so that from pre-primary school, young people can begin to learn the system of code writing. They can also begin to learn the development of applications.” He said: “For us, this is existential. We have no choice but to ensure that young people, especially from preprimary to primary school, are able to use technology in innovation and creative ways. The world has changed. The
entire system of education has challenge because certainly, we cannot prepare not just for the 21st Century but even the next five years without serious investment in technology.” On her part, the Deputy Governor of Anambra State, Dr. Nkem Okeke, reiterated the State government continued support and investment in education in view of its critical importance to development. Also, Uchenna Onwuamaegbu in her speech, said the programme which began in January 2018 was aimed at bringing STEAM education to all parts of Nigeria. She added that Technovation is a world event that introduces girls into coding and entrepreneurship. Promise Nnalue, one of the girls who gave an insight on how the FD-Detector App works, explained that the App detects fake, expired and counterfeit drugs. “The App also teaches about the six categories of drugs, their examples, the bad ones and the side effects,” she
added. The Daily Times recalls that the six teenage girls from Regina Pacis Secondary School Onitsha, Anambra State had won the Gold Medal at the World Technovation Challenge in the Silicon Valley in San Francisco, US. The team, named Save A Soul, represented Nigeria and Africa in the contest. The girls developed the “FDDetector”, an app that combats the menace of fake drugs in Nigeria. The app can ascertain the genuineness of a drug by just scanning the barcode. Led by Uchenna Onwuamaegbu-Ugwu, CEO of Edufun Technik STEM, Save A Soul clinched the gold medal ahead of 2,000 competing applications from representatives of countries including the USA, China, Spain, Turkey, and Uzbekistan. Having won, the girls, who were personally sent off by Anambra State Governor Willie Obiano, also attended field trips, workshops including a networking session during their one week stay in the US.

The people of Osun State, on Thursday, stood still for the governorship candidate of the All Progressives Congress (APC), Alhaji Isiaka Adegboyega Oyetola, just as Vice President Yemi Osinbajo called on the people of the state to vote massively for the APC and its candidate in the September 22 governorship election. Nigeria’s foreign trade hits N6.57trn in Q2 2018 Mathew Dadiya, Abuja
The total value of Nigeria’s merchandise trade was N6,569.98 billion in the second quarter of 2018, which was a -8.89% contraction from the figure recorded in Q1, 2018 (N7,211.12 billion) and a 14.56% growth from Q2, 2017 (N5,734.80 billion). The National bureau of Statistics (NBS) disclosed this on Thursday in its second quarter 2018 trade report, pointing out that the contraction of total trade in the reviewing quarter was mainly driven by the decline in both imports and exports. The trade balance in Q2, 2018 was a surplus of N2,356.60 billion, which is an 8.36% increase from the figure in Q1, 2018 (N2,174.60 billion) and a 399.82% increase from the figure in Q1, 2017 (N471.48
billion). The total value of Nigeria’s external trade in goods amounted to N6,569.98 billion in the second Quarter of 2018, which is a decrease of N641.1 billion or -8.9% from the N7,211 billion recorded in the first quarter of 2018. The export value for Agricultural goods in Q2, 2018 (N85.90 billion) was 17.3% higher than the value in Q1, 2018 (N73.24 billion) and 127.3% higher than the value recorded in Q2, 2017 (N37.79 billion). Raw material exports value decreased by -2.98% in Q2, 2018 (N31.72 billion) compared to Q1, 2018 (N32.70 billion) but increased by 19.7% compared to Q2, 2017 (N26.50 billion). Solid Minerals exports value in Q2 2018 (N19.93 billion) recorded a -25.98% quarter on quarter decline (N26.92 billion), and a -19.7% year on
year decline rate compared to Q2, 2017 (N21.02 billion). The value of Energy goods exported in Q2, 2018 (N10.99 billion) was 5.8% higher than that of Q1, 2018 (N10.39 billion) and 0.6% higher than the value in Q2, 2017 (N10.93 billion). Manufactured goods exports in Q2 2018 (N69.86 billion) recorded a significant decline by -83.9% over the previous quarter (N434.37 billion), and higher by 0.9%% when compared to Q2, 2017 (N69.26 billion). The value of Crude Oil exports recorded in Q2, 2018 (N3,728 billion) was 4.2% higher than the value in Q1, 2018 (N3,579 billion) and 53.7% higher than the value in Q2, 2017 (N2,425 billion). Other oil products exports in Q2, 2018 (N516.32 billion) declined in the reviewing quarter, with a
-3.6% contraction from Q1, 2018 (N535.68 billion) and a 0.8% growth from the value recorded in Q2, 2017 (N512.41 billion). According to the report, major export trading partners and percentage share to Q2, 2018 included India 16.19%; Netherlands 10.25%; Spain 9.55%; South Africa 8.06%; and the United States 6.87%. The major import trading partners and percentage share to Q2, 2018 were China 25.28%; Netherlands 8.59%; Belgium 8.11%; India 6.88% and the United States 6.72%. The NBS reported that major trade agricultural products were Cashew nuts, in shell; Seamus seeds, whether or not broken; Superior quality raw Coca beans; Good fermented Nigerian Cocoa beans; other frozen shrimps and prawns and other quality raw cocoa beans.

Leadership crisis rocks IPAC Tom Okpe, Abuja As the battle of 2019 draws near, leadership crisis currently rocks the Inter Party Advisory Council of Nigeria (IPAC) like any other political body in the country. This crisis has galvanised members of the committee that conducted the election which produced Peter Ameh as IPAC Chairman to declare the election inconclusive. Briefing journalists in Abuja
on Thursday at the party office, Samaila Safiwa, Secretary of IPAC National Election Committee alleged that, “in the process of the election we received the petition against the chairman of Electoral Committee which borders on conflict of interest”. Safiwa stressed that, all efforts made by members of the committee that the chairman should step down for an unbiased person to be appointed to conduct the election failed. According to Safiwa, “it was
also discovered that the election was induced. Some members of the Electoral Committee and a larger number of delegates were heavily induced financially. As a result of this, the election was compromised, casting doubt on the credibility of the entire process. “Financial inducement to influence the outcome of elections is in breach of section 94 sub section Vii (e) of IPAC code of conduct and section 124 of the Electoral Act 2010 (as amended) which prevent political parties and
their officers from engaging in vote buying, offering of bribe, gifts, reward, gratification or any monetary or material consideration or allurement to voters and electoral officials. “Therefore, we the majority members of the electoral committee decided to suspend the continuation of the election, resulting in its inconclusiveness. “We, members of the electoral committee of the 2018 IPAC National Executive Committee Election, hereby declare the election inconclusive,” the committee secretary stated.

Tunde Opalana, Abuja To ensure adequate collection of already available permanent voters’ cards (PVCs) and reduction of uncollected cards deficit ahead of the 2019 general elections, the Independent National Electoral Commission (INEC) is set to employ strategies to effectively dispatch the voters’ cards. The INEC Chairman, Prof Mahmood Yakubu, also disclosed that one of the measures to be put in place is informing voters of availability of of ready PVCs through short messages to their handsets. He added that as at the end of the 16 months continuous voters registration which ended on August 30, the nation now has a voter population of 84,271,832. Yakubu stated this at a regular meeting held with Resident Electoral Commissioners at INEC secretariat in Abuja on Thursday. He also stated that the figure may drop slightly after the running of the Automatic Fingerprint Identification System (AFIS). He said that the current figure represents about 21% increase on the existing register, adding that at the end of the exercise, a total of 14,551,482 new voters were registered. He said, “We are partnering with telecommunication companies to send bulk text (sms) messages to citizens for the collection of their PVCs. Today’s (Thursday’s) meeting will also consider other options, including the devolution of collection to Ward level”. The INEC boss however insisted that no PVCs will be collected by proxy. He said, “Registered voters must endeavour to collect their cards personally. We are working hard to ensure that no PVC goes into the wrong hands”. Yakubu said in addition to fresh registration, the Commission is also processing 769,917 requests for intra and inter-State transfers as well as 1,178,793 requests for replacement of lost, damaged or cards with
misspelt names or incorrect personal details of voters as required by law. He said, “This means that the Commission has to print a total of 16,500,192 Permanent Voters’ Cards (PVCs) and make them available for collection by citizens ahead of the 2019 general election. Already, the Commission has printed the PVCs for those registered in 2017 and delivered them to States for collection. He also confirmed that the PVCs for 2.7 million voters registered in the first quarter of 2018 have been printed and will be delivered to the states next week while reassuring Nigerians that every registered voter will have his/her PVC available for collection before the general election. He said the Commission is convening a meeting of the national Inter-agency Consultative Committee on Election Security (ICCES) next week to review the security arrangement for the September 22 Osun State governorship election. Yakubu added that INEC is working on a multi-faceted approach to the menace of vote-buying and other sundry electoral malpractices. We are discussing with the security agencies on a more vigorous enforcement of the law against voterinducement. Furthermore, we are working with the Inter-Party Advisory Council (IPAC) and other stakeholders on voter education and sensitisation”. The commission, he said, has distributed PVC to 1.6 million registered voters by Local Government Areas, Wards and Polling Units of the Voters’ Register, while 48 political parties are fielding candidates in the election. The chairman assured Nigerians that elections will continue to meet the requirements of the laws, processes and procedures as well as international best practice.

Science teachers commend Ugwuanyi’s role in education Moses Oyediran, Enugu Science teachers in Enugu State yesterday commended Governor Ifeanyi Ugwuanyi for his “dynamic” role in promoting science education in the state through procurement and distribution of science equipment, computers and other educational materials to both primary and secondary schools for teaching and learning of sciences. The teachers made the commendation when members of the executive committee of the Science Teachers Association of Nigeria, Enugu State branch, paid a courtesy visit to the governor at the Government House, Enugu. The party noted that with the controversies surrounding the just concluded Wards, Local government and State Congresses across the country for which Ebonyi was inclusive, it was expedient to use direct primaries to avoid litigations. In a statement, the state chairman of the party, Dr. Sylvester Nwambe disclosed that the decision was reached after the meeting of the state Executive committee, stakeholders and aspirants to various offices held at the APC Secretariat in Abakaliki. The chairman said that it was in line with the party’s directives that primary elections into all elective offices shall be by direct primaries or as agreed by stakeholders.

Nigeria’s wrong notion of opposition politics

As tributes poured in for the super politician and statesman, Senator John McCain after his death recently, one of the archival materials that resonated with the world was when he (McCain) reprimanded one of his supporters who called Barack Obama, his opponent, names and doubted his identity. In a widely circulated video recorded at a McCain rally in 2008, a woman, in an extreme show of loyalty to McCain’s cause, went overboard when she said: “I can’t trust Obama. I have read about him, and he is an Arab”, to which McCain retorted: “No ma’am, he (Obama) is a decent family man, a citizen that I just happen to have disagreements with on fundamental issues, and that is what this campaign is all about”. Defending Obama elsewhere in a hate-filled 2008 presidential contest, over race and religion, McCain said “he (Obama) is a decent person that you do not have to be scared of… I admire Senator Obama and his accomplishments. I will respect him. I want everyone to be respectful, and let’s make sure we are. Because that’s the way politics should be conducted in America”. Here in Nigeria, politics is not about issues as they relate to the wellbeing of the society, but more to do with personalities and their self-aggrandisement. Our brand of opposition politics dwells on inconsequential matters that can’t engender debates on issues with positive impact on the country. Although the advent of the cantankerous Donald Trump and his attitude of denigrating opponents and the media is fast changing the face of American politics, there exists a gulf of difference between opposition politics in
Nigeria and that of America. As the 2019 election beckons, we are daily regaled with only defections from and to either the All Progressives Congress (APC) or the Peoples Democratic Party (PDP), without as much thoughts for the country’s progress. When the British prime minister, Theresa May said in South Africa that Nigeria harbours the world’s poorest people, it never got on the top burner of national discourse. By the following day, she was in Nigeria, and was given a red-carpet treatment without any group/ party taking her up on her assertion. It is normal for the opposition to hold government accountable, and disagree with it on policy direction, governance and welfare, etc. However, the extent to which PDP is taking a swipe at what ordinarily is APC’s internal squabble is ridiculously annoying. Tell me, what is the PDP’s scruples with how APC conducts its primaries; whether direct or indirect, in the open or in secrecy? Why is PDP taking Panadol for APC’s headaches? Of all the frivolous knee-jerk reactions to APC matters, this clearly missed the point. PDP spokesperson, Kola Ologbondiyan, while reacting to the still brewing controversy over APC primaries, said: “Having eliminated contest within the APC, the presidency, which is now apprehensive of apathy against President Buhari due to his increasing unpopularity, plots to import non-members of the party…to create an impression of overwhelming popularity for Mr. President and use that to validate the fictitious votes they are conjuring for the presidential election. The PDP is
reliably informed that this rigging plot is the reason, APC aspirants to the position, especially APC state governors, are demanding for direct primaries instead of indirect primaries earlier approved for them by their party.” This is in addition to other weighty and unsubstantiated allegations of compromise by INEC officials. If there is any rigging of the primary election of the APC, it is not the business of the opposition but that of members of the party. How does the primary election of a political party affect the general election, just as I’m confused on why the primaries, which is almost a done deal for Buhari, and which by convention in Nigeria the incumbent has the first right of refusal of, should be a talking point for the PDP, of all issues begging for attention in the country at the moment. Their attitude smirks of a lack of coordination or inability of the opposition to articulate issues of national importance to which people are rallied. PDP and other opposition parties should talk sparingly, and only when absolutely necessary. Instead they should consult, organise and strategise more on how to win back the hearts of Nigerians. Condemning every step of the ruling party is not constructive and cannot serve the PDP’s interest. What will stand it in good stead is to task the government on good governance and take it up on bad policies. A good example of what the PDP should be talking about is the president’s refusal to assent to the Petroleum Industry Governance Bill (PIGB) and the Electoral Amendment Bill, without convincing reasons. The Petroleum Industry Bill (PIB) had been in the works for 12 years before the
current National Assembly split it into four parts for the ease of implementation – the PIGB being the first in the series. It was meant to bring about sanity in the running of the petroleum sector, upscale it to international best practice and minimise the cult-like secrecy of its operations. The Electoral Amendment Bill was geared towards improving and legalising the use of electronic devices, including the card reader, which former Independent National Electoral Commission (INEC) chairman, Professor Attahiru Jega had introduced before the last general election. That singular act paved the way for the free and fair election that ushered in the current government. What then is the president afraid of? Why did he withhold his assent? Why is he reluctant to improve on the good of the past? Is governance all about fighting the opposition in the name of fighting corruption? These are questions PDP should be asking. The government of the day said the over $300 million Abacha loot will be disbursed to the poor. Other than civil societies, is any group or PDP trailing the disbursement? Is the opposition all about struggling to take over power at the centre? These and more are issues that should engage the attention of the opposition PDP and not what APC has in its closets, although the latter is not immune from such inanities and faltering too. There should be decorum, decency, and believability in order to avoid scornful rebuke from Nigerians, just as our form of democracy will not grow to maturity with the mediocre government and opposition that we have continued to produce in the country.
Nigeria youths and Xi Jinping’s 8 development initiatives

Nigerians have been quite vocal with their views on the recently concluded Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), which held between September 3 and 4, 2018. FOCAC, comprising China and 53 African member states and the commission of the African Union is a platform for high-level dialogue between China-Africa leaders and business representatives. At this year’s meeting, the 6th edition of China-Africa Business Forum was also held . Back in Nigeria which is the biggest economy in Africa and one of China’s most important trading partners, the varying comments Nigerians made on the social and traditional media, as could be predicted, started rolling in as soon as President Muhammadu Buhari touched down in Beijing. The commentary intensified with two major announcements. First was the declaration that President Buhari and his Chinese counterpart, President Xi Jinping, would witness the signing of an agreement on the National Information and Communication Technology Infrastructure Backbone Phase 11 between Galaxy Backbone Limited and Huawei Technologies Limited (HUAWEI) at the cost of $328m facility provided by the Chinese EXIM Bank. Then there was the remarkable pledge by President Xi that China will extend a total of $60billion of financing to Africa. The financing will be provided in the form of government assistance as well
as investment and financing by financial institutions and companies, the Chinese President said in his keynote speech at the opening ceremony of FOCAC 2018. Following the establishment of FOCAC in 2000, China-Africa cooperation has aided development in Africa. This is just as the founding of FOCAC has seen cooperation between China and African countries being improved on, in critical sectors such as agricultural modernisation, public health, infrastructure, industrialisation green development, poverty alleviation, trade and investment facilitation, peopleto-people and cultural exchanges, peace and security. Aside from the key areas listed above, there is data that indicates that trade volume between China and African countries rose from $10.6 billion to $170 billion from the year 2000 to 2017. This is more than the current trade volume between African countries and other so called super powers. China’s outward Foreign Direct Investment (FDI) stock in Africa has soared from $500 million to more than $41 billion in the same period of time. But following the mixed reactions that trailed the two key declarations by President Xi and President Buhari, I decided to take an analytical look at the Chinese leader’s much talked about keynote address at the summit. I even grew more keen on paying attention to the policy statements emanating from the closely monitored summit, when Buhari in dismissing fears, as
expressed by sections of the Nigerian and international press, that Africa was being ensnared into a debt trap, disclosed that China funded $5 billion worth of projects in Nigeria. Buhari explained on the last day of the summit, that under the partnership with China through FOCAC, these projects had been executed in the last three years of his administration. Arguing that Nigeria would be able to repay the loans, he also said Nigeria was leveraging Chinese funding to execute $3.4bn worth of projects at various stages of completion. This is even as Buhari said support from China has helped Nigeria address significant challenges in the areas of human capacity development, infrastructure, power, transport, agriculture and humanitarian support. As mentioned earlier, I fed my curiosity on how Africa can truly benefit from China’s extension of a hand of fellowship by analyzing President’s Xi’s speech. And quite early in my dissecting his address to African leaders, I noticed that in the speech entitled: ‘Work Together for Common Development and a Shared Future’, the Chinese leader itemised eight major initiatives to be executed in close collaboration with African countries in the next three years and beyond, based the 10 cooperation plans already adopted by FOCAC leaders. The Chinese leader disclosed the he will launch the industrial promotion initiative, the infrastructure connectivity
initiative, the trade facilitation initiative, the green development initiative, the capacity building initiative, the healthcare initiative, the people to people initiative and finally, the peace and security initiative. Its worthy of note, that it is based on the need to fund these thematic interventions, which I believe Africa and its most populous nation, Nigeria stand to greatly benefit from, that Xi announced the $6 billion investment in Africa. Maybe what those are freighted by the fact that African leaders, especially those in Nigeria have historically mismanaged aids and loans, should be doing is to look at the eight thematic areas in order to set specific targets for the Federal Government. Also young people have a role to play post FOCAC 2018, because President Xi categorically stated that the these initiatives are designed to assist young people on the continent, Nigerians inclusive. Having largely participated in the summit virtually (online) and venting their opinions on social media, Nigerian youths must mobilise, like they have done in the entertainment and ICT industry and of recent politically, to get the #NotTooYoungToRunBill passed, to see to Nigerian leaders transparently managing the funds coming from China. This is not time to agonise and criticise, rather Nigeria-China relations is an issues youths should organise and mobilise for in orders to have positive outcomes.

Editorial Commentary Why MTN, again?

It seems MTN is never too far from the speed dial to trouble. Three years ago, the telco, which has the dominant share of the mobile telecoms market in Nigeria, was slammed with a $5.2 billion fine for failing to disconnect 5.1 million subscribers after the registration deadline. After a back-and-forth, a bloodied nose and a shake-up in which the Chief Executive Officer Michael Ikpoki lost his job, the company coughed up $1.7 billion in renegotiated fines. Once again, there’s the familiar ringtone of trouble and the last fine is looking like child’s play. The Central Bank of Nigeria (CBN) announced last week that MTN should, “with immediate effect”, refund the sum of $8.1 billion “illegally repatriated by MTN on the basis of the illegally issued CCIs (certificates of capital importation)” by four banks. The CBN also fined the banks – Standard Chartered Bank, Citi Bank, Stanbic IBTC Nigeria and Diamond Bank – sums ranging from N250 million to N2.4 billion for their roles in the transaction. On top of this, it was reported on Wednesday that the office of the Attorney General of the Federation is claiming that MTN underpaid taxes by $2 billion in the last ten years, compounding the company’s misery. The question in the gilded yellow corridors of the telco giant is: Why us, again? Twenty-four hours after the CBN announcement last week, MTN shares in the Johannesburg Stock Exchange plunged 30 per cent and later rallied slightly, wiping off about $3 billion in market value. From the press, you would think that MTN raided the treasury of the Central Bank with the help of the banks and made away with billions of dollars to pay its offshore investors. Yet, the news came as MTN struggles to shed its Robin Hood image by listing more shares in the Nigerian Stock Exchange. Also, in response to shrinking margins from voice, the company has been struggling to head off growing competition in data service, as a result of which it acquired a $154 million Pay-TV licence for three years that has been barely activated. Why MTN? CBN said, in contravention of the Foreign Exchange (Monitoring and Miscellaneous Provisions) Act, 1995 and the Foreign Exchange Manual 2006, the company illegally converted shareholder loans into equity with the help of the four banks and transferred the funds out of the country to some offshore investors without its final approval. A number of companies operating in Nigeria are quite comfortable breaking the rules (mainly as a result of weak regulation), collusion with insiders, or both. In seven cases out of ten when they’re caught, they sound as if investment is a favour and warn that future foreign investments could be in danger, as if investments thrive in anarchy. As a result of years of incompetent regulation and corruption, the corporate tail is used to wagging the regulatory dog; and a number of companies have long forgotten how to do the right thing. Sure, there is a thin line between regulatory competence and malicious exuberance, but the impression given by some financial reports that the basis for the CBN’s action is unclear is, to say the least, incorrect. In fact, a Reuters report insinuated that unlike the situation three years ago when the Nigerian Communications Commission (NCC) slammed a $5.2 billion fine on MTN, for example, even though the penalty seemed excessive, the rationale and provisions of the law were clearer than they are in the present case. That is wrong and misleading. The reporting of the $8.1 billion case may have been mugged in transmission, perhaps because of CBN’s messaging, but the facts are clear. Section 15 (5) of the Foreign Exchange (Monitoring and Miscellaneous Provisions) Act 1995, states that, “The repatriation referred to in subsection (4) – which deals with foreign exchange imported into Nigeria and its remittance – of this section shall be communicated by an authorised dealer to the Central
Bank, within fourteen days of the repatriation and the Central Bank shall furnish same to the Minister on a monthly basis for information and statistical purposes only.” Section 16 makes non-reporting an offence, while Section 29 makes false reporting an offence, which in an extreme case could be fined by up to ten times the amount of foreign currency involved. The Foreign Exchange manual makes pretty much the same point. MTN has denied any wrongdoing, saying, “no dividends have been declared or paid by MTN Nigerian other than pursuant to CCIs issued by our bankers and with the approval of the CBN as required by law.” The question is, what type of approval did MTN’s bankers get and which law, other than the ones in reference, was the company referring to? Whether MTN unknowingly believed its bankers, instigated or acted in cahoots with them, it has to deal with the claim of the CBN, that in the Standard Chartered Bank’s letter of December 10, 2009, for example, the bank allegedly said its illegal conversion of shareholder’s loan was “an unintended conversion.” An “unintended conversion” that allowed a substantial part of the$8.1 billion camel to pass the bank’s needle eye, must have been, well, knowingly unintended. MTN’s statements so far do not indicate that the company is unware of the admission of the “unintended conversion”, or that in the CBN’s meetings with the company and its banks also cited in the letters to the four banks, the company put forward any satisfactory defence to prove its innocence in an investigation that spanned 30 months. The banks have been remarkably silent. The Central Bank’s letters to the commercial banks highlighted a pattern of systemic and troubling abuse – not only limited to the transaction with MTN – but also, extending to a number of other customers as well. It is noteworthy, also, that a top figure in one of the four banks involved who now plays a role in MTN had a hand in preparing the 2006 Foreign Exchange manual. The spotlight on the dodgy dealings of the banks, including those with significant foreign holdings, may well be a watershed moment for the CBN governor who has been frequently accused of indulging the banks because of his own background as a commercial banker. To be sure, there is also the argument that the CBN’s action has a political undertone. It has been said that MTN is a victim of a cash-strapped government that is just as desperate for money ahead of the next election as it is to search and destroy any real or imaginary financial nests of its political enemies. A source, in fact, said that the only thing that could have unleashed CBN sniffer dogs on MTN for an “offence” that was committed a decade ago, “is reasonable suspicion that the offshore shareholders in question may well be Nigerian big political guns on the wrong side of the government or those with strong links to them.” Whatever may be the political motive, it would be foolish for the Central Bank to go after MTN without a strong legal basis to stand on. MTN may well swallow the bitter pill without despairing or falling for the bait of persecution and self-pity. The Central Bank has neither imposed a fine on MTN nor claimed that the $8.1 billion in question was not legally earned. The catastrophic difference in exchange rate between 2007 and now makes it looks punitive, but a refund is not a fine. If the original sum remitted is more or less, the company should say so with proof better than grasping at the straws of the Senate’s clearance last November. Monetary policy is squarely the job of the Central Bank not the Senate’s. MTN should make the refund, cure the defective transfer, and remit what it has legitimately earned legally. It could use this adversity – or go to court, if it feels hard done by. Asking why MTN will not solve the problem.

Presidency, rule of law and democracy
T
he recent speech of President Muhammadu Buhari that his government would continue to place the nation’s security and national interests above the rule of law has continued to receive mixed reactions from Nigerians. Since the 1999 Constitution (as amended) also describes and defines the national interest, then the national interest is necessarily protected and promoted by observing the constitution which is, the rule of law. And so it is that in a constitutional democracy, the national interest is inextricably linked to the rule of law, whereas in a dictatorship, the national interest is linked to the opinion of the maximum ruler. When it comes to ruling, there are basically two options: the rule of law or the rule of man. President Buhari, who recently spoke while declaring open the 2018 Annual General Conference of the Nigerian Bar Association (NBA) in Abuja said that his government adopted the stance on the basis of subsisting decisions of the Supreme Court. He maintained that individual rights of alleged offenders would not be spared when national security and public interest were threatened. But many public analysts including the civil societies and opposition parties have kicked against the idea that the national interest can exist outside the ultimate law, the constitution. Incidentally, the concept of national security remains ambiguous, having evolved from simpler definitions which emphasised freedom from military threat and from political coercion. Conversely, the rule of law has been defined as the “authority and influence of law in society, especially when viewed as a constraint on individual and institutional behaviour; (hence) the principle whereby all members of a society (including those in government) are considered equally. Interestingly, the NBA in a communique it issued at the end of its 58th Annual General Conference, tackled the President over his declaration and insisted that issues of national security must be managed within the perimeters and parameters of the rule of law. The NBA also frowned at what it described as a growing penchant by Buhari’s administration to disobey court orders. It is refreshing to note that after the criticism from the NBA, members of the public and other relevant stakeholders, President Buhari made a U-turn from his previous stance on rule of law, saying that his administration would always uphold the sanctity of the rule of law in governing the country. Speaking during a bilateral meeting he had with visiting German Chancellor, Angela Merkel, at the Presidential Villa, Abuja, Buhari said that the unity and harmony in every society could only be preserved by observing the rule of law. We are of the opinion that the president missed the point by trying to place national interest above the rule of law. We wish to
remind the President that even though he was not wrong as it is the global practice since the emergence of cyber crimes and terrorism altered the traditional balance between civil liberties and the tools used in maintaining the imperatives of national security/national interest, it was not within his power to declare that national interest is supreme to rule of law. We believe that the rule of law is the way to go and the pronouncement on the rights of individuals vis-a- vis the national interest is the exclusive preserve of the judiciary which is constitutionally empowered to deliver verdicts over any contestation between individuals and corporate entities. In the Western world, libertarian streams of thoughts which support the supremacy of individual rights and personal freedoms over any kind of authority have been bemoaning the rapid erosion of civil liberties in the name of fighting terrorism or perceived new security threats. We are of the opinion that there is a mix - up on issues such as tension between the ‘rule of law’, “national interest” and “national security” rather than as a tension between national security/national interest and civil rights. They are not quite the same. This is because even when a government decides to abridge people’s civil liberties - freedom of religion, freedom of speech, freedom of the press, freedom of assembly, etc, such abridgements are backed by extant laws.

Therefore, the IGP has a responsibility not only to detain the policemen involved but to also ensure they are diligently prosecuted in court. Anything short of that will be unacceptable”. Haruna Aliyu, Kebbi There was panic and anxiety in some Kebbi communities when three elephants entered a village called Zaria Kala Kala within Bagudo and Kaoje local government area of Kebbi state. According to the Commissioner, Ministry of Environment, Alhaji Hassan Umar Kalgo, the huge creatures are suspected to have come from Benin Republic because Kebbi shares border with the country through Kaoje and Illo, therefore might have been on their seasonal migration, and broke away from their group and entered Kebbi. The commissioner stated that as they got the news of their appearance in the state, they collaborated with the affected local governments and traditional rulers to warn people not to provoke them, describing the elehpants as peaceful animals unless provoked. He said the state governor, Senator Atiku Bagudu visited the twin towns of Kanten Tudu and Kante Rafi were the animals spent two days.
NMA gives FG Sept 30 deadline to reconstitute MDCN board The Nigerian Medical Association (NMA) on Thursday issued a September 30 deadline for the Federal Government to reconstitute the board of the Medical and Dental Council of Nigeria (MDCN). The President of the NMA, Dr Francis Faduyile, gave the deadline at a news conference in Abuja. Faduyile said that the association’s call for reconstitution of the board was part of the resolutions reached at the justconcluded National Executive Council (NEC)’s meeting of the body at Osogbo in Osun. He said the NEC had expressed its displeasure over the Federal Government’s inability to reconstitute MDCN, in spite of repeated appeals by the NMA. “We call on the Federal Government to immediately reconstitute the council to ensure smooth operation of medical practice in Nigeria,” he said.

Some residents of Okitipupa in the Okitipupa Local Government Area (LGA) of Ondo State, on Thursday scampered for safety as unknown thugs invaded and disrupted activities at the All Progressives Congress (APC) Secretariat. The thugs destroyed parts of the secretariat, setting party flags ablaze and tearing posters of candidates vying for chairmanship, councillorships and ward leaders’ positions pasted at the secretariat. A witness who preferred anonymity said that the thugs, who came in large numbers, besieged the secretariat chanting solidarity songs and disrupted activities as residents in the area scampered for safety. “Some of the thugs stormed the secretariat to disrupt activities and tear posters of candidates, just as many of the people scampered for safety,” he said.

1.38m PVCs yet to be collected in Lagos – REC The Independent National Electoral Commission (INEC) in Lagos State on Thursday said some 1.38 million Permanent Voter’s Cards (PVCs) were still uncollected in the state. The Resident Electoral Commissioner (REC), Lagos State, Mr Sam Olumekun, gave the figure in an interview with newsmen in Lagos. “We still have about 1.38 million PVCs uncollected as we speak. Only about 15 per cent of the 2017 new registrants whose cards have been produced have come to pick their cards. It is very poor. “We have also added close to 750, 000 new registrants, whose cards are still going to be produced and distributed,” he said.

The Minister said this in Abuja on Thursday when he visited the Peoples Daily Newspapers in continuation of the advocacy for the National Campaign Against Fake News, which was launched in July. He said that in the rush to demarket the President and his government, some mainstream media platforms have now resorted to the use of uncouth language to denigrate the person and office of the President. “In fact, fake news has taken another dimension. Now, it is not uncommon for otherwise respectable media organisations to accuse the President of the Federal Republic of Nigeria without backing up their accusation with an iota of evidence. “The latest of such occurred two days ago, when a newspaper wrote an editorial in
which it resorted to the use of uncouth language to denigrate the President on the farmersherders clashes and other issues. ‘’In their eagerness to demarket the President, they forget that the President is the living symbol of the nation, and that by denigrating him, they are denigrating the country, including them”, Alhaji Mohammed said. The Electoral Guidelines for Primary Elections of the PDP stipulates interalia, “there shall be, for the purposes of the primary elections, a state Screening Committee whose duty shall, among other things, include the screening of aspirants from that State”. Similarly, there shall be a Screening Appeal Panel whose duty will be to consider appeals arising from the screening exercise. Reps accuse minister of diverting $35m, petition Buhari, World Bank Henry Omunu, Abuja The House of Representatives on Thursday petitioned President Muhammadu Buhari and the World Bank, accusing the Minister of Industry, Trade and Investment, Okechukwu Enelemah of allegedly diverting $35 million meant for the Growth Employment (GEM) Project to an illegal small and medium enterprise fund. Deputy Chairman of the House Committee on Petroleum Resources (upstream), Rep. Mark Gbillah (PDP/Benue) in separate letters to the President and the World Bank, accused the minister of colluding with his personal staff in diverting $35 million and violating due process in the running of the scheme. In a petition dated August 24, 2018, the lawmaker alleged that three months into the GEM project, which is being funded by the World Bank and the UK Department
for International Development (DFID), the minister appointed a former staff of his personal company, African Capital Alliance as the project coordinator in violation of the laid down rules and guidelines. In the petition titled: “Breach of the World Bank principles and good governance practice in the management of the Growth Employment (GEM) project in Nigeria,” Rep. Gbillah alleged that the minister has converted the project into his personal project, engaging a staff of his company, Mr. Ugo Ikemba as project coordinator and reducing the number of benefitting Small and Medium Enterprises (SMEs) from the initial 4, 000 to only 23. According to him, the project coordinator has restructured the entire project and facilitated the release of $35 million from the ministry of finance and created a “parallel SME investment fund to be managed by an independent private company to be registered with the Corporate Affairs Commission (CAC) to dispense
between $250,000 to $2 million each to only 23 unidentified companies without government oversight or involvement”. He further alleged that, while the initial project was to cater for 4, 000 SMEs, the minister through his appointed project coordinator has unilaterally scaled the scheme down to only 25 SME’s. “Why did the minister of industry, trade and investment insist on engaging a former employee of his private firm (African Alliance Company), Ugo Ikemba on contract as the GEM project coordinator with a salary of N4.7m in clear violation of the approved GEM project governance and implementation framework and the procedure for engagement of consultants”, he asked. Continuing, the lawmaker queried why the project coordinator in just three months initiated the virement of $35 million of the original GEM project funds for the creation of an SME fund targeted at only 25 SMEs projected to receive between $250,000 to $2
million. “Mr. President should be aware that the GEM project intended to be strategic to job creation in the country currently does not have a project coordinator, the minister controls it directly as an appendage of his office to the extent that he now approves project funds contrary to statutory provisions and principles,” the lawmaker added. He said though the head of service of the federation complied with the resolution of the National Assembly by posting a director and assistant director to the GEM project in accordance with the governance and implementation framework, the minister rejected the posting and continued to directly control the day to day operations of the GEM project as he has done since February 2018. President Muhammadu Buhari has received assurances from the Joint Venture Partners assigned to construct the 3050 Megawatts Mambilla Hydro-electric Power Plant, that all processes leading to the start of work would soon be completed to pave way for the commencement of the project early next year. The presidency, in a statement signed by Senior Special Assistant to the President on Media & Publicity, Garba Shehu, stated that at a meeting Thursday in Beijing with Professor Lyu Ze Xiang, the President of CGCC, the construction company, President Buhari asked to be briefed on time lines for the commencement of work, following his highly successful meeting with the Chinese leader, Xi Jinping. The Nigerian President, who likened the Mambilla to China’s Three Gorges Dam, said given the significance of the project to Nigeria’s socio-economic development, there was a need for its speedy completion. “I am very pleased with the concern you have shown for the significance of this project,” he told the head of the construction giant, adding, “I would like you to ensure its speedy completion.” Xiang informed President Buhari that Nigerian officials and the project consultant would meet in two weeks to address the questions raised by President Xi for more detailed and updated feasibility and sustainability studies. He said a team had already been set up to work on the financing aspect. “We fully understand the importance of this project to the economic and social wellbeing of Nigeria. In two weeks, we will sit down with the parties for the economic and sustainability analysis. It would take about four weeks to conclude the update,” he assured. According to the lead contractor, “precommencement work,” would thereafter begin, dealing with access to site and putting in place the necessary support infrastructure such as power, water and transportation.

Stanbic IBTC eliminates deposit slips for cheque, cash lodgments Motolani Oseni In a bid to enhance customers’ experience and enables them control their financial transactions, Stanbic IBTC Bank PLC, has deployed some changes on its Cash Deposit Process and Cheque Truncation System (CTS) portal, which includes the elimination of cash and cheque deposit slips in branches. Among other key features of the new offering are proper customer data collection, reduction in the presentation of stale and post-dated cheques and activation of cheque deposit receipt functionality on the CTS portal. However, deposits for accounts such as electricity bills, Federal Inland Revenue Service, Customs, and Lagos Inland Revenue Service, among others, still maintain the use of customized deposit slips. The initiative, tagged “Speak Your Transactions,” became operational for cash deposits on August 13, 2018
and August 20, 2018 for cheque deposits. The purpose of the initiative is to further embed the Stanbic IBTC Group’s “Go-Green” culture as it continues on the paperless journey and empower its customers to speak their transactions. Also speaking, Pat Utomi, a professor of political economy and a management expert, described Lagos as Eko Akete, Iluogbon or a city of wisdom and smartness. He explained that Lagos used to be a very small coastal town in the 1960s while the largest town at that time was Ibadan, the Oyo State capital. Utomi said one of the things that helped to transform Lagos over the years is its culture, symbolized by a theatrical production called Kakadu, which chronicles how Lagos evolved with culture from the civil war days. Kehinde Akinpelu, ilorin Kwara State, International Vocational, Technical and Entrepreneurship College (IVTEC), yesterday signed a Memorandum of Understanding (MoU) with National Directorate of Employment (NDE) and the World Bank on the training of 250 students for a first-level skills training. The MoU according to the Governor who signed on behalf of the state government provides for payment of monthly stipends for each trainee for the period of the training. He added that the three months training programme would be followed by a six months industrial apprenticeship to further exposed the trainees to their various chosen jobs The governor explained that the College was established to provide the best technical, vocational and entrepreneurship training to youths in order to make them gainfully employed and contribute their quotas to the society. Governor Ahmed added that IVTEC is benchmark against global standards in vocational education through partnership with globally recognized certification bodies like City and Guilds of London among others. Speaking earlier, the Director General of the National Directorate of Employment (NDE), Dr Nasiru Mohammed Ladan had in his remarks said the partnership in the area of skill training is a right step in the right direction, explaining that it would open a new vista in the implementation of the skills for job of components of YESSO.

Anti-graft war: Okei-Odumakin Short News Group wants Navy to punish seeks support for EFCC officer allegedly involved in The Movement Against Corruption (MAC), a coalition of civil society groups, on Thursday called on Nigerians to give the necessary support to the Economic and Financial Crimes Commission (EFCC) in its fight against corruption. The Steering Committee Chairman of the movement, Dr Joe Okei-Odumakin, made the call in an interview with the News Agency of Nigeria (NAN) in Lagos. Okei-Odumakin said the anticorruption war would be more effective if citizens gave the EFCC the needed cooperation in its assignment. She urged Nigerians to always volunteer information to expose perpetrators of corruption, as it would enable the commission to act on such people. “Nigerians should support the EFCC by volunteering information and exposing perpetrators, especially in our public institutions. “Also, citizens can support the anti-graft war by educating themselves against corrupt practices through the various faithbased organisations.
“Family and peer groups can also impact positively on the moral regeneration of the society, thereby drastically reducing the menace of corruption,’’ she said. Okei-Odumakin said the anticorruption war should be citizendriven to yield the desired results. She urged the EFCC and other security agencies to see the need to constantly engage stakeholders and enlist the support of all Nigerians to strengthen the war. “The advocacy against corruption should be citizen-driven, by so doing; perpetrators will begin to see it as a war not only between them and the EFCC. “They will see that it is also between them and Nigerians who are often the real owners of the commonwealth that is being stolen,’’ she said. Okei-Odumakin said MAC was birthed out of the need for civil societies to come together to fight corruption collectively. He said the movement would continue to partner the EFCC on advocacy and citizens’ education on the dangers of corruption to development.
The movement chairman said she did not share the sentiments in some quarters that the anticorruption war as being fought by the EFCC was selective or politically-motivated. While noting that people had the right to their own views, she said majority of those being fingered for corruption actually had questions to answer. Okei-Odumakin said the EFCC had acquitted itself remarkably in its assignment so far, but much needed to be done to win the anti-corruption war. “While we may respect the right of such persons to their opinions, it is important to say that the fight has been holistic, even though we, as a country, haven’t been able to get to our desired end in eradicating corruption. “It is also not enough to say that majority of these cases of corruption, especially those being prosecuted by the EFCC, are politically-motivated. “It is public knowledge that several of these people genuinely have one corruption-related issue or the other associated with the EFCC,’’ Okei-Odumakin said. The Niger Delta Indigenous Movement For Radical Change (NDIMRC), has called on Commander of the Nigerian Navy Ship, NNS Delta, Commodore Ibrahim Dewo, not to leave any stone unturned in bringing to book the Naval Personnel involved in the alleged stealing of N10 Billion property of ex-militant leader, Chief Government Ekpemupolo, alias Tompolo. It will be recalled that three Navy personnel deployed to protect the facilities at Tompolo’s Waterfront and Jetty, near Chevron Clinic, Edjeba, Warri South West Local Government Area of Delta State, confiscated on the order of a Federal High Court by the Economic and Financial Crimes Commission, EFCC, were caught, July 22, 2018, carting away a transformer from the premises with civilian accomplices. NDIMRC in a Press Statement signed by its President, Nelly Emma, Secretary, John Sailor and Public Relations Officer (PRO), Stanley Mukoro, demanded for a proper probe into the case. According to the press statement: “First and foremost, we want to commend the Commander of the Nigerian Navy Ship, NNS Delta, Commodore Ibrahim Dewo for his prompt response to the case of the looting of the property of Tompolo by some Navy Personnel. But we want to implore him to do more by ensuring that those involved in the criminal act are made to face the music. There should be no hiding place for those giving the Navy a bad name. The law must be allowed to take its full course. We are not going to rest until the perpetrators are exposed and tried properly. Justice must be done to this case.

The group in a statement by its chairman Tony Okafor and secretary, Tunde Jaiyesimi noted
that it was not surprising that Salvador left the PDP amid Chief Olabode George’s arm-twisting politics. According to the LSM, the history of Lagos PDP is replete with similar stories which made the likes of Chief Olorunfunmi Basorun, Dr Wale Ahmed, Dr Yomi Finnih, Mr Demola Seriki, Mr Wale Mogaji and many others jump ship. “As a group that has closely followed activities of the Lagos PDP, we make bold to say that the once formidable party is today a sinking ship due to the over bearing attitude, lack of respect for
team work, the PDP constitution and autocratic tendencies of Bode George. “Therefore, Salvador is not saying anything new because George has always seen the party as his personal fiefdom and boasts of having the likes of Lagos State Commissioner of Police, Mr Imohimi Edgal and senior officials of the Police hierarchy as his ‘boys’. “We have it on good authority that this was what drove Dr Wale Ahmed and Mr Babatunde Olalere Gbadamosi out the PDP, as Ahmed almost landed in jail while

of Public Prosecution (DPP) which shows his lack of respect for the Judiciary and the rule of Law,” the group said. Continuing, the LSM called on security agencies to provide adequate security for Salvador, even as it said there are speculations that his life was being threatened by perceived political enemies. The group said such speculation should not be handled with levity in view of its seriousness and sensitivity in view of the killings within the Lagos PDP in the recent past.
I’m a man of honour, integrity, says Turaki As Akobundu commeneds him for running decent campaign A frontline presidential aspirant on the platform of the Peoples Democratic Party (PDP), Kabiru Tanimu Turaki, SAN has said that he had always been a man of honour, integrity and credibility, stressing that it is impossible to change that character trait which Nigerians from different parts of the country can attest to. He spoke while responding to questions from journalists over allegations that he was fronting for an unnamed presidential aspirant, shortly after returning his Expression of Interest and Nomination forms at the National Secretariat of the PDP in Abuja on Wednesday. Turaki who was represented by his Director Media and Publicity, Mr. Sola Atere wondered why some people would be ascribing such a thing to him if not for the sake of mischief to tarnish his hard-

He queried: “How can anybody allege that I’m fronting for somebody else when I have personally been paying the bills of running my campaign organisation, purchasing the Expression of Interest and Nomination forms and also traveling on consultations with my team round the country visiting at least 32 states, and in most cases flying to those places? “As a man of honour, there is no way I will announce to Nigerians that I want to be their president and be deceiving them. I was not brought up as an ambivalent character. “Besides, there is no way that I would have attained the rank of a Senior Advocate of Nigeria and also practiced for decades as a legal practitioner without blemish if I have not been found worthy in character.” “Look, one of my strongest points as a leading presidential aspirant is that I have the fear of God in addition to my incomparable attributes of integrity, credibility, education, knowledge, experience, dynamism and determination to succeed.” When asked whether the state chapters of the party have been receptive to his consultations, Turaki pointed out that the consultations have provided the delegates and other members including the PDP governors the opportunity to assess his capacity in terms of education, intellect, courage, experience and dynamism besides integrity and credibility to hold the office of the president. “Everywhere we went, they have been astonished at my eloquence, outstanding knowledge and profound solutions to Nigeria’s problems. In fact, there had been comments after my engagements with some of our distinguished
members asking: ‘what else are we looking for after having this caliber of person?’” “I am humbled by such favourable comments, but irrespective of such comments, I am, as a loyal party man ready for the free, fair and transparent primary promised by our party.” On the question of whether the North West has not had its fair share of producing more Nigerian leaders than other zones in the north, Turaki explained that the PDP had not categorically zoned its presidential slot to the North West only. That is why, he said, other aspirants have emerged also from the North East and the North Central zones just as the North West. In fact, he added, people are even talking about the possible emergence of an aspirant from one of the zones in the South. Also speaking earlier during the event, the National Organising Secretary of the PDP, Colonel Austin Akobundu (rtd) has commended Kabiru Tanimu Turaki,SAN for running a decent campaign. Colonel Akobundu who said that he had been monitoring Turaki’s campaign across the country counseled presidential aspirants to avoid acrimony and mudslinging bearing in mind that they are through their campaigns expected to portray the PDP as the best alternative to rescue Nigerians from their current predicament. The National Organising Secretary further urged them to comply with the party’s regulations guiding campaign. He reassured them that the National Working Committee under the National Chairman, Prince Uche Secondus will not compromise on a free, fair and transparent presidential primary.

South Sudan court jails 10 soldiers for rape and murder
Ethiopia reopens embassy in Eritrea amid thaw in ties Ethiopia has reopened its embassy in Eritrea after a 20year hiatus, in a further sign of improving relations between the neighbours who signed a peace accord earlier this year. A brief reopening ceremony in the Eritrean capital, Asmara, on Thursday was attended by Ethiopian Prime Minister Abiy Ahmed, Eritrea’s President Isaias Afwerki and senior officials of both countries, according to state-affiliated Ethiopian Fana Broadcasting. Redwan Hussein was named the new Ethiopian ambassador. Since signing an agreement in
Asmara to restore ties on July 9, leaders from both countries have moved swiftly to sweep away two decades of hostility that followed the conflict in 1998. In July, Eritrea reopened its embassy in the Ethiopian capital, Addis Ababa, and named an ambassador to represent it. Air links were also reestablished with Ethiopian Airlines commencing direct passenger flights between Addis Ababa and Asmara. Once a province of Ethiopia, Eritrea seceded in 1993 after a long independence struggle. A dispute over the demarcation of
A South Sudanese military court has handed out jail sentences to 10 soldiers for the rape of foreign aid workers and murder of a local journalist in 2016. Eleven soldiers were on trial but one was set free due to the lack of charges against him. In Thursday’s ruling, where the sentences handed down ranged from seven years to life, the court also ordered the government to pay damages to the victims. The case was widely seen as a test of will by President Salva Kiir’s government to bring accountability to a military that has long drawn accusations of widespread rights violations and a culture of impunity. US: 4 killed in Cincinatti bank shooting, including gunman A gunman opened fire in a downtown bank in the US city of Cincinnati, killing three people and wounding five others. Police received an emergency call at 9:10am [13:10GMT] on Thursday and several officers responded to the activeshooter situation. The Cincinatti Police Department said in a tweet they were investigating an “active shooter/officer involved shooting” at the Fifth Third Bank, located in the city’s Fountain Square, a busy meeting place. Cincinatti Police Chief Elliot Isaac told reporters the shooter opened fire at the loading dock of the building before entering the bank’s lobby where he continued his rampage. Isaac was quoted as saying there “was an exchange of gunfire between our officers and the suspect”. He was unable to confirm whether the shooter was killed by police or ended his own life. The shooter’s identity or motive were not released. Cincinnati Mayor John Cranley said the gunman was “actively shooting innocent victims” and it was a “horrific” scene. He offered “thoughts and prayers” to the victims’ families. Cranley said the attack could have been “much worse” had it not been for the quick response of police officers.
“Police were there within seconds, literally,” he said. Streets around Fountain Square were closed Thursday morning and the area cordoned off. The situation appeared to be under control shortly before 10am [14:00 GMT]. “There was a senseless act of gun violence on the streets of Cincinnati this morning,” Ohio Governor John Kasich said on Twitter. One unnamed eyewitness, a construction worker, told WLWT television he heard at least six gunshots before police arrived. “I just seen people running out of the building,” he said. “There’s guys with suits laying on the ground, hiding behind big flower pots.”

Official: Ondo athletes to be absent at youth sports festival
Athletes from Ondo State will not participate in the National Youth Sports Festival slated to begin in Ilorin on Friday due to the late submission of their budget to the state government. The Acting General Manager of the Ondo State Sports Council, Wande Fabuluje, made this known in an interview with journalists. Mr Fabuluje, who recently assumed office, said his team would shift its attention

to the National Sports Festival holding in Abuja in December. Ondo State Badminton Coach, Tumise Olalere, expressed regrets at the development, saying “the championship would have been a boost to the morale of the state’s athletes.’’ Ondo State finished third with 12 gold, 12 silver and 12 bronze medals at the last National Youth Sports Festival in Ilorin.

NFF presidential aspirant faults LMC over aborted NPFL Presidential aspirant in the Sept. 20 Nigeria Football Federation (NFF) election, Mr Chinedu Okoye, has faulted the decision of League Management Company (LMC) to end the Nigeria Professional Football League (NPFL) season with 13 matches left to play. Okoye, the proprietor of Bimo football club of Lafia, stated this this in an interview with the News Agency of Nigeria (NAN) in Abuja, while reeling out his six-point agenda ahead of the forthcoming NFF board election. He said the abortion of the NPFL with 13 games left to play when teams were separated from each other with just few points, can best be described as “match fixing”. “This is the first time in the history of Nigeria football where the league was concluded with 13 matches to go. “Four people just sit down and decided to award Lobi Stars FC the NPFL title. “We all know that we have a problem; it is only in Nigeria that you know the winner of the league from the beginning of the season. We have to stop this,” Okoye said. According to Okoye, time has come
when Nigerians should find out how football especially the leagues are run in the country. Okoye who wondered why the Amaju Pinnick-led NFF board cannot tell Nigerians what the football secretariat got from sponsors annually, vowed that things would change if he is elected the NFF president. “This administration of Amaju Pinnick has destroyed our football because corruption thrives in NFF and if they say there is no corruption there, let them tell Nigerians how much they get from sponsors. “There is sponsorship money from coca cola and other big companies; you cannot run NFF like a cabal or your father’s property because it has a mandate to develop football in Nigeria. “NFF collects 4.3 million dollars every year from FIFA for the development of football in Nigeria including the payment of state Football Associations, as well as female football but unfortunately, this money get into individual pockets. “Is that the way to grow? No. We don’t need NFF president that will go and watch Arsenal when his national team is playing a friendly game; that is what
we have currently in Nigeria, but it has to stop. “I am talking about transparency and accountability in the NFF and I will be ready to answer anybody that will come to me to how much comes into NFF and how much goes out. “In this current administration, you dare not ask because if you do, you are pushed out the following day,” Okoye added. The NFF presidential aspirant noted that the annual financial grant from FIFA was basically meant for the development of football at the grassroots with FA chairmen taking the driving seats and not to be spent on frivolities. He said: “There is no facility and there is no age grade competition in Nigeria. Children from age eight to 18 don’t have any competition. “Again the issue of doping in our games has to stop. If I become the NFF President, the people that dope will have no place in our sport. NAN reports that election into the executive committee of the NFF is scheduled to hold on Sept. 20, according to the amended timetable of the Sani Katu-led electoral committee.
NOC scribe explains decline in Nigerian sports General Secretary of the Nigerian Olympics Committee, Tunde Popoola, has blamed the continuous decline in Nigerian sports on poor facilities, inadequate funding as well as leadership crisis. Popoola made this known in Osogbo while featuring as a guest at the monthly forum of the Osun chapter of Sports Writers’ Association of Nigeria. He said if the challenges were not tackled headlong, sports would continue to take a turn for the worst in the country. All categories of sports in the country, he said, should be properly funded while those who head federations and sports ministries should be chosen from the field of sports. Popoola, a former international hockey player, stressed that developed countries had been successful in sports due to the huge investment in the game through private sector contributions. He said what was required of the government was to provide the enabling environment and platform for sports to thrive. Popoola insisted that all sports federations must be independent, well managed and led by professionals who would work in accordance with the government’s policy.
He said all successful Nigerian athletes must be commended for their unrelenting and personal hard work, dedication, commitment and patriotism. Popoola added that the country had not lived up to expectations in terms of providing funding, facilities and welfare for athletes. He said: “We must commend those who have won laurels for Nigeria at the national and international levels because they achieved this not on the platter of gold but by the dint of hard work. “Some of them spend their personal money to buy sporting equipment required for training, camping, preparation and even embarking on self-sponsorship to participate in some events. “Government at all levels should do more in terms welfare of athletes and their coaches and ensure that adequate backup is provided for federations which should also be financially independent to be able to run its activities successfully.” Popoola gave an assurance that the NOC had been fine-tuning its strategies to ensure a successful outing for Nigerian athletes at the forthcoming 2020 Olympics in Tokyo, Japan.
