The Daily Times checks showed that market capitalisation of listed equities market opened trading in October at N11.962 trillion, 1.17 per cent drop to N 11.822 trillion on last week Friday. Consequently, the NSE All-Share Index depreciated by 1.17 per cent or 383.22 basis points to close last week at 32,383.15 basis points from 32,766.37 basis points the equities market opened for trading in October. The sell-off dragged NSE All-Share Index to 15.32 per cent. According to the NSE weekly report, a total turnover of 924.546 million shares worth N14.194 billion in 14,119 deals was traded last week by investors on the floor of the Exchange. The report noted that “financial services industry (measured by volume) led the activity chart with 745.188 million shares valued at N9.477 billion traded in 8,329 deals; thus contributing 80.60per cent and 66.77 per cent to the total equity turnover volume and value respectively. “The Consumer Goods Industry followed with 67.159 million shares worth N3.815 billion in 2,221 deals. The third place was Conglomerates Industry with a turnover of 49.297 million shares worth N135.395 million in 678 deals. “Trading in the Top Three Equities namely – Guaranty Trust Bank Plc, United Bank for Africa Plc and Fidelity Bank Plc (measured by volume) accounted for 368.044 million shares worth N6.485 billion in 2,585 deals, contributing 39.81per cent and 45.69per cent to the total equity turnover volume and value respectively.” The weekly report disclosed that a total of 49,238 units of Exchange Traded Products (ETPs)

valued at N807.376.95 was executed in five deals. On bond, the report stated that “A total of 2,155 units of Federal Government Bonds valued at N2.113 million were traded this week in 12 deals compared with a total of 13,715 units valued at N13.242 million transacted last week in 49 deals.” Analysts at InvestmentOne Research, in a report, said: “In our opinion, we believe the equity market is still weak due to factors such as the increasing U.S treasury yields. “In anticipation of more rate hikes by the U.S Fed as well as investors’ skepticism around the country’s 2019 election. “However, the recent sell-off, which has restored attractive upsides on our top picks, presenting a decent entry opportunity for investors with a medium to long-term horizon.” The report that was released at the weekend said the majority of the respondent firms expect the naira to appreciate in the current and next months’ as the confidence indices stood at 29.9 and 41.5 points, respectively. Meanwhile, the apex bank has stated that the surveyed firms identified insufficient power supply (65.9 points), high interest rate (54.9 points), unfavourable economic climate (53.6 points), financial problems (51.6 points), unclear economic laws (47.1 points), unfavourable political climate (46.9 points), insufficient demand (44.5 points) and access to credit (40.4 points) as the primary factors constraining business activity in the current month.” Respondent firms to CBN survey said they expected the inflation rate to fall in both the current and next months, with confidence indices of -4.7 and -13.9 points for the current and next months, respectively. “Similarly, respondent

firms expect borrowing rates to rise in both current month and next month as the confidence indices stood at 3.7 and 1.8 points, respectively.” On business outlook, respondents’ outlook improved as against the prior month report by CBN. The survey stated: “At 24.8 index points, respondents’ overall confidence index (CI) on the macroeconomy in September 2018 was more optimistic when compared with the level of 21.5 index points recorded in August 2018. “The businesses outlook for October 2018 showed more confidence on the macroeconomy at 64.5 index points. “The optimism on the macroeconomy in the current month was driven by the opinion of respondents from services (16.2 points), industrial (6.0 points), wholesale/retail trade (1.9 points) and construction sectors (0.6 points), whereas the drivers of the optimism for next month were services (38.3 points), industrial (18.8 points), wholesale/ retail trade (4.9 points) and construction (2.5 points) sectors. “Businesses that are neither import drove the positive outlook by type of business in September 2018- nor export-oriented (17.8 points), both importand export-oriented (3.6 points) import-oriented (2.8 points), and those that are export-related (0.6 points).” Businesses owners had expressed optimism on own operations in September 2018 when compared to the previous month. “Respondents from services and industrial sectors expressed relatively more optimism on own operations in the current month with indices of 9.6 and 2.1 points, respectively when compared with 8.1 and -1.1 points reported in August 2018, respectively,” the survey by CBN explained.

Former Vice President Atiku Abubakar, on Sunday, humbled Sokoto State Governor Aminu Tambuwal and Senate President, Bukola Saraki, among other leading contenders with a landslide victory at the presidential primary of the Peoples Democratic Party (PDP) held in Port Harcourt, Rivers State. The Daily Times had earlier predicted that Alhaji Atiku Abubakar will pick the party’s presidential ticket ahead of others. Atiku won the ticket with a total number of 1,532 votes to beat his closest rivals, Aminu Tambuwal, who polled 693 votes and Bukola Saraki, who polled 317 votes. Trailing behind them were former Kano State Governor Rabiu Kwankwaso with 158 votes, Gombe State Governor Ibrahim Dankwambo with 111 votes, former Jigawa State Governor Sule Lamido with 96 votes, former Kaduna State Governor Ahmed Makarfi with 74 votes, former Minister of Special Duties, Kabiru Turaki with 65 votes, former Sokoto State Governor Attahiru Bafarawa with 48 votes, former Senate President, David Mark with 35 votes, former Plateau State Governor Jonah Jang with 19 votes and coming last was the Chancellor of Baze University, Abuja, Senator Datti Baba Ahmed with nine votes. The voting process started at about midnight when Delta State Governor Ifeanyi Okowa read the voting guidelines and procedure to the hearing of delegates.

Total delegates accredited were 3,221 who voted during the election while 68 votes were voided. A breakdown of states delegates shows Abia - 106, Adamawa - 76, Akwa Ibom - 153 but 151 voted, Anambra – 54, Bauchi – 73, Bayelsa – 74, Benue - 121, Borno - 57, Cross River – 95, Delta - 141, Edo - 79, Ebonyi - 101, Enugu - 121, Ekiti - 109 but 107 voted, Gombe - 89, Kaduna - 103, Kano - 129 but 128 voted, Imo - 117 but 104 voted, FCT - 36 but 35 voted, Jigawa - 84, Katsina - 102 but 101 voted, Kebbi - 68 but 65 voted, Kogi - 94 but 93 voted, Kwara - 102, Lagos - 64, Nasarawa - 62, Niger – 83, Ondo 64, Osun - 88, Ogun - 21, Oyo - 88 but 87 voted, Plateau - 76 but only 74 voted, Rivers - 131, Sokoto - 95, Taraba - 93, Yobe - 59 but only 58 voted and Zamfara – 48. Akwa Ibom State had highest number of delegates of 153 but 151 voted and FCT had the lowest of 36 delegates though 35 voted. To ensure credibility of the process, members of the Accreditation Committee led by Speaker of the House of Representatives, Hon Yakubu Dogara, moved round the stands to reaffirm numbers of delegates from each state and voting started thereafter in an orderly manner devoid of disruption. Counting of votes started at about 10.40am on Sunday morning after four hours and twenty minutes of sorting of ballot papers. Convention Planning Committee chairman and Delta State Governor Ifeanyi Okowa, who also chaired the electoral committee, announced the results after transparent counting of votes in the presence of agents of the 12

aspirants. All agents of the presidential aspirants openly confirmed to the whole world that the process was free, fair, transparent and that they were all satisfied with the entire voting processes In his acceptance speech, an overwhelmed Atiku said he was humbled by the results of the presidential primary election ever conducted by the party since 1999. He said the result has crowned his resilient strive in five electoral processes to fly the presidential flag of a party to seek election into the most exalted political office in Nigeria. Dedicating the victory to other aspirants that contested with him, the former vice president sought their support to work with him and to see the mission ahead as that of the party while he assured them that he will listen to advice. Atiku also paid glowing tribute to leaders and founding fathers of the PDP, most especially former President Olusegun Obasanjo under whose tutelage, he said, he learnt political nitty gritty. He commended the national convention planning committee led by Governor Okowa and Ebonyi State Governor Dave Umahi, chairman and secretary respectively for the conduct of a free, fair, credible and transparent primary in the history of the party. The presidential candidate was also full of praise to Rivers State Governor Nyesom Wike for a successful hosting of the convention while he appreciated all delegates for peaceful and patriotic conduct while the process lasted. Family disowns daughter for refusing to sell day-old baby for upkeep Nkiru Nwagbo, Awka

The family of 24-year-old girl, Miss Oluchukwu, have allegedly rejected her for refusing to sell her baby boy after she delivered him out of wedlock. Oluchukwu, an indigene of Ebonyi State, whose family resides at Awka Etiti in Idemili South Local Government Area of Anambra State, had initially been advised to abort the pregnancy after she got pregnant out of wedlock, but she refused, insisting on keeping the pregnancy. She was however picked by an NGO, Safenest, after she ran away from the family to Awka, Anambra State capital, where she later put to bed. The executive director of Safenest, Mrs. Oluchukwu Ckukwuenyem, who spoke at a seminar organised by the

group, said upon Oluchukwu’s delivery, she contacted her family to break the good news of her delivery to them, but was rather advised to sell the baby for her upkeep and be sure not to return to the family with it. “We were so amazed when we learnt of this, and we have taken it upon ourselves to take care of her and the baby. She is currently in a location we put her. We do not want to release her exact location, but I can tell you she is doing well. “How much will she sell the baby that can assuage her her sufferings for nine months?” Oluchukwu said. She revealed that within a year of the operations of her NGO, she has discovered that most families were threatened by very flimsy excuses, and have gone ahead to experience serious problems like division, divorce and even murder.

Oluchukwu admitted that abuse of substances like hard drug, alcohol and others were primarily behind the cause of violence in families. She commended the Anambra State command of the National Drug Law Enforcement Agency (NDLEA) for their proactiveness in tackling drug related issues in the state. The PDP also urged INEC to stop blaming voters, accept responsibility for its failure to conduct credible elections and learn from the party’s presidential primary, as the nation approach the 2019 general elections. Meanwhile, the Speaker of the House of Representatives, Hon Yakubu Dogara, has congratulated Atiku on his emergence as the presidential flag bearer of the PDP. The speaker said in a statement issued by his Special Adviser on Media and Public Affairs, Turaki Hassan, that the task before Atiku is now to unite with other aspirants to work towards the success of the party in the 2019 elections. He expressed confidence that with proper strategies and

consensus, the party will win the 2019 elections as well as defeat and break the chain of bad leadership in the country. The speaker said that “one would not be entirely wrong if we say that the problem of Nigeria, or the bane of development of this country is bad leadership. “Not even the challenge of infrastructure, not the bloodletting we are witnessing in different parts of Nigeria from Zamfara, down to the middle-belt states of Taraba, Benue, Plateau, Southern Kaduna, Adamawa and the rest and sundry acts of kidnapping across this country. “Of course, we have the problem of infrastructure. Those of us delegates who travelled by road from our various states down to Port Harcourt for this exercise will bear an ample testimony to the fact that we are living in a country with decayed infrastructure. “Obviously, the biggest challenge of them all is leadership. If we have the right leadership, education will not be a problem, infrastructure will not be a problem, getting or inspiring our citizens to live in peace will not be a problem. “With the right leadership, Nigeria will be the pride of not only the black man, but of the entire world and that is the responsibility that has fallen on the shoulders of the PDP delegates that we have here today. This is the responsibility that has been outsourced to us by our different citizens from across the states. “Come February 2019, PDP will lead Nigeria to the transformation that we so dearly desire as citizens of this dear country.” He commended other aspirants for accepting the outcomes of the exercise, stating that their dedicated involvement is the foundation that will lead the party to victory in the presidential elections. Also, Rivers State Governor Nyesom Wike has congratulated Atiku Abubakar the candidate of the PDP for the 2019 Presidential Election. Governor Wike personally extended his congratulations to the former Vice President after his election was announced by the chairman of the National Convention Planning Committee, Delta State Governor, Senator Ifeanyi Okowa. Wike, who was in company of his Akwa Ibom State counterpart, Udom Emmanuel, assured that he would continue to work for the success of the PDP. 2019 Presidency: We’ll engage PDP on issues-based campaigns – Oshiomhole The National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole, has said that the APC will engage the main opposition Peoples Democratic Party (PDP) on issues-based campaigns for the 2019 general elections. Oshiomhole said he was anxiously waiting for the emergence of a PDP presidential candidate to commence the confrontation predicated on issues- based campaign as the opposition party cannot have a credible candidate like the APC, President Muhammadu Buhari. The APC national chairman made this declaration while speaking at the 2018 Special National Convention of the party in Abuja where about 7000 delegates across the 36 states of the federation and the Federal Capital Territory (FCT) adopted the election

of President Buhari as the party’s flag bearer for the 2019 presidential election. He stated that campaign for the 2019 general elections will not be on primordial sentiments but on the character, integrity and antecedents of candidates, attributes which nobody in the PDP has. Oshiomhole maintained that since charity begins at home, if aspirants in PDP promises Nigerians heaven on earth, they must show what they have done for their immediate constituencies in previous positions held. He said: “If the PDP, for instance, picks a former governor as its candidate, they will go to the state to examine what he did when he served and present his records to Nigerians to judge”. If you cannot manage a community, you cannot manage a state. “We don’t want to be the largest party, but the safest party. And our slogan remains change. Change of attitude and character in how we do things”, he said. Speaking on the outcome of the presidential primaries, Oshiomhole stated that, “we

decided to conduct direct primaries for the president. We thank the president for his support. We allow others to contest with but you do not oppose it. This is to make every member has a sense of belonging. “You are now the first presidential candidate who has allowed every member to decide your candidature. “Your days are not oligarchy. This reminds both party members and opponents to understand that your candidature is not imposed, unlike in 2015 when PDP printed one form. “PDP gathered 20 million faceless signatures for their presidential candidate to continue. “The National Working Committee (NWC) of our party in the last three months insisted we must reactivate membership register and it was used to conduct elections across the country”, he added.

Tom Okpe, Abuja The All Progressives Congress (APC) has affirmed the candidature of President Muhammadu Buhari as the party’s presidential candidate for the 2019 general election. Buhari was affirmed Saturday night by delegates across the 36 states of the federation and the Federal Capital Territory (FCT), Abuja during the APC National Convention held at the Eagle Square, Abuja. The President, who was the sole candidate of the APC presidential ticket, scored 14. 8 million in direct primaries earlier conducted in all states and the FCT.

Kayode Fayemi, Chairman of the Election Sub Committee of the National Convention, who announced the results, said Buhari scored a total of “14, 14, 842, 072 votes in the direct primaries”. Fayemi noted that the procedure met the requirements of the Electoral Act and APC Electoral guidelines while the delegates made voice affirmation of the results from their respective states. In his acceptance speech, Buhari queried the Peoples Democratic Party (PDP) which had governed Nigeria for 16 years, up till May 2015, what it did with all the money earned under its watch.

He said: “Fellow Nigerians, think how much the PDP government earned between 1999 to 2015; Think what they did with it. Infrastructure down; Security down; 18 local governments of Nigeria under control of a hostile army of insurgents. Reserves depleted! Bankruptcy around the corner. “What did they do with your money? he asked. Buhari also commended all eligible members of the party who stepped down their ambition to allow him emerge as the party’s sole aspirant and now its candidate, saying that , “I thank you all for your encouragement and support, and I will not disappoint the people of Nigeria”.

Edo residents applaud Obaseki’s new tech-based revenue collection scheme Residents of Edo State have applauded Governor Godwin Obaseki’s approval for the deployment of tech-based revenue collection scheme to automate and boost Internally Generated Revenue (IGR) in the state. The residents including traders, commercial vehicle operators, business owners, among others, who spoke to journalists said that the use of technology-based revenue collection scheme will ease payment of taxes, levies and other charges paid to the government. The Chairman, Edo Internal Revenue Service, Mr. Igbinidu Inneh recently said that the technology-driven scheme will automate revenue collection process from data capture, profiling, assessment generation and notification to cashless settlement, adding it will make way for deployment of persons to serve as distributors, subdistributors, retailers, and enumerators across the 192 wards in the state. It is expected to create 5,000 jobs within the state. A commercial vehicle operator in Benin City, Edo State capital, Ikponmwosa Daniel said the state government’s decision to automate revenue collection was a smart move, adding, “if I can use a card to pay my daily levies automatically, that will help a lot.” Christian Okojie, a commercial vehicle operator who plies BeninAuchi route, said, “Our governor has continued to bring appreciable changes in how things are done in

SERAP writes Buhari, seeks speedy trial of corrupt past governors Socio-Economic Rights and Accountability Project, (SERAP) has sent an open letter to Muhammadu Buhari urging him to use his “good offices and leadership position to direct the Attorney General of the Federation and Minister of Justice Abubakar Malami, SAN to without delay take over and expeditiously prosecute grand corruption cases involving all indicted former state governors and to prosecute indicted serving governors at the expiration of their tenure as governors. The organization said, “the trial of several former state governors accused of corruption and money laundering have continued to linger in different high courts in the country. Some of the grand corruption cases involving former governors started in 2007 are yet to properly commence.” In the letter dated 5 October 2018 and signed by SERAP deputy director Timothy Adewale, the organization said, “We are concerned that the continuing delay in the prosecution of

former governors suspected of committing acts of grand corruption to logical conclusion has sent a negative message that the governors are untouchable. The delay is also contributing to perception among Nigerians that many of these influential and powerful past governors are being protected by the power and political set up.” According to the organization, “instructing the Attorney General of the Federation and Minister of Justice Mr Abubakar Malami, SAN to take over and directly and expeditiously prosecute all cases of grand corruption involving former governors, would be entirely consistent with his duties under the Constitution, and contribute to upholding the majesty of law and vindicating the rule of law.” The statement read in part: “the continuing delay in the prosecution of former governors alleged to have committed acts of corruption is a significant factor contributing to impunity of those engaging in grand corruption, thereby

posing a serious threat to probity in public life, the rule of law and respect for human rights. The delay in the prosecution of former governors who no longer enjoy constitutional immunity also suggests that they are above the law.” “The delay also has serious implications for human rights because the lack of effective prosecution of grand corruption cases involving former governors has created the tendency among many serving governors to engage in corruption, which would ultimately have deleterious effects on the enjoyment of human rights including the rights to healthcare, water, quality education and regular electricity supply.” “SERAP believes that everyone against whom there is reasonable suspicion of committing a crime of corruption has to be treated equally and similarly under the law situation with a view in ensure proper implementation of the rule of law. This is the need of equality guaranteed in the Nigerian Constitution.”

Short News Groups warn against imposition of candidate Kehinde Akinpelu, Ilorin Groups known as Kwara state Coordinator of Kwara Elders Unity Forum (KEUF) and Kwara Rescue Movement on Saturday claimed that Kwara state has been in bondage in the last 40 years. The groups pointed out that this has informed their decision to pitch tent with the All progressives Congress (APC). They however alleged that the happenings at the yet-to-be-concluded governorship primary in the state had given them reasons to worry. Addressing reporters in Ilorin, state Coordinator of KEUF Dr Saliu Ajia alleged that the APC national secretariat had anointed one of the aspirants, saying if that happens, his group might be forced to defect to another party. The PDP has also declared Alhaji Ganiu Ola-Oluwa as the party candidate for Osun Central Senatorial District and Chief Ademigba Fadahunsi as the PDP flag bearer for Ife/Ijesa Senatorial District. In the election which could best be described as consensus in Osun West Senatorial District, Akogun Lere Oyewumi polled 734 votes out of 1000 delegates screened by the PDP for the Primary. The party has also announced Dr. Kolapo k Akinroye as its flag bearer for Ayedaade, Irewole and Isokan Federal Constituency for the 2019 general election. In a keenly contested election held at Fatima area Ako, Ikire in Irewole Local Government area of the state, Dr. Akinroye polled 148 votes to defeat his runner-up Rafiu Adelani Ajanaku who scored 108 votes. FG gives over N4m as start-up seed fund to 17 innovators at Edo Innovation Hub The federal government has given out over four million naira as start-up seed fund to 17 young innovators under the Social Investment Programme at the SouthSouth Innovation Hub in Benin City, the Edo State capital. Speaking at the event, the state governor, Mr. Godwin Obaseki, said that with the start-up seed fund, the federal and state governments have demonstrated their faith in the programme. Represented by his Chief of Staff, Chief Taiwo Akerele, Obaseki said the hub is a creative and productive center set up to encourage young innovators in the South-South region to come up with innovative ideas and solutions to the problems confronting the country and hindering her development. “Working in partnership with the federal government, we have demonstrated the capacity to support talented youth by encouraging them to express themselves, get creative and proffer solutions to the nation’s problems. Those that have put in extra

effort are those that have benefitted from the start-up fund today,” the governor said. He assured that his administration will continue to provide the enabling environment for youth in the state to advance their ideas and utilise opportunities created by the federal and state governments to contribute to the development of the nation. Bayo & Bunmi Babalola Foundation awards scholarships in Kwara Kehinde Akinpelu, Ilorin The Founder, Bayo and Bunmi Babalola Foundation, Mr. Sunday Babalola, has said that the foundation had given scholarships to 813 beneficiaries comprising 522 pupils and 291 students since the inception of the foundation. He explained that the foundation had in the prevision editions awarded 545 beneficiaries consisting of 194 students from tertiary institutions and 351 pupils in secondary schools. He spoke during the fourth edition of the scheme in Omu-Aran, Irepodun Local Government of Kwara State while giving scholarships to 97 students from tertiary institutions and 171 pupils from secondary schools. He explained that the foundation spent in the 4th edition N5m directly to the 268 beneficiaries and N500,000 on logistics. According to him, the non--governmental organisation had spent a total of N19.4 million, comprising N17 million directly to the beneficiaries and N2.4 million on logistics since the scheme took off.

DG Yaman warns APC not to tamper with guber results Kehinde Akinpelu, Ilorin The Director General of Yaman Campaign Organisation, Hon Olabode Towoju has warned the leadership of the All Progressives Congress (APC), not to tamper with the results of the Saturday’s governorship primaries in Kwara. Towoju who said this on Sunday while addressing the press at the collation centre of the governorship primaries in Ilorin insisted that from available figures, Shuaib-Abdullahi Yaman was coasting to victory. The DG alleged that the result of the election has been manipulated in favour of a particular governorship aspirant. Towoju was of the view that any attempt to manipulate the result to edge Yaman out would be resisted. “All we are saying is that they should announce the results as received from the voting centers without any manipulation.

Simple duties of National Convention

Contrary to what a lot of people assume, the primaries, conventions and indeed all matters of internal affairs relating to the management of political parties are not just a family affair to be left to mere party members. It is the duty and interest of all to keep an eye on what is going on inside political parties. The comprehensive and popular term for the management of all intra party affairs including the selection of party leaders and flagbearers is internal democracy. As you can easily predict, the most popular aspect being the selection of party leaders and flagbearers. To remind ourselves, how much it is everybody’s business and interest to keep an eye on what is going on inside political parties, we just need to remember that the rules of setting up, registering and managing a political party are stringent rules laid down by electoral umpire, the case of Nigeria, that is INEC, the Independent National Electoral Commission. The word “Independent” in the name of INEC is to remind all that though not a member of any political party, INEC is however involved in the process of managing all political parties. Why is INEC involved in the process of managing all political parties? Because the outcome of the actions or inactions of political parties will ultimately affect democracy and even governance in Nigeria. As you can easily imagine, opposing political parties also keep a very close watch on what is happening in political parties that are not theirs, since these proceedings

will influence their own positions, postures and offerings to voters. Media practitioners, investors, analysts of all shades and intentions also keep an eye on party affairs for various reasons you can easily imagine by now. As the PDP delegates arrive in the great city of Port Harcourt to participate in their national convention, we shall, today, make it our duty not only to keep an eye on the convention of the PDP but even prescribe some duties for these delegates and the PDP as a whole. By the way, did you know that Port Harcourt also known as the garden city was founded by Lord Lugard in 1912? The first simple duty of the PDP as they take central stage of Nigerian political partisan affairs is to remember to be conscious. Delegates and party leaders need to remember that today the whole world, is watching them during their convention. PDP delegates are today the representatives of the whole of Nigeria, regardless of which party the rest of us at home belong to. For the sake of the image, dignity and the future of Nigeria, the latter embodied by young people, the conduct of the PDP delegates and leaders should therefore be consciously and deliberately exemplary during this convention. They have the duty to avoid any uncivil acts like thuggery. They have the duty to remember to make their speeches and other interventions worthy of prime time and indeed the whole of Nigeria: Trivial rituals, annoying sycophancies and barren interventions should be kept away from the

convention of 2018. We shall be watching to see how the PDP deals with these simple duties. Let us face it, the main purpose of this convention is to elect a national flag bearer for the party. It has been said in many quarters that this is going to be the most contested elective convention of the PDP and perhaps Nigeria; history will tell. Technically and thus legally thinking, all of the aspirants in this context are entitled to vie for becoming the candidate of the PDP and ultimately President of Nigeria. Miracles aside and therefore rationally and historically speaking however, some of the aspirancy range from ridiculous and eccentric to challenging and impossible passing through incomprehensible. The other duty of the PDP in Port Harcourt is to provide a reasonable and credible alternative to the sitting President. Let us be clear, this duty is not just a partisan duty: Regardless of our political affiliation or ideological inclination, it is in our interest as citizens and voters that contending political parties offer us rational and credible alternatives so that we have a reason to choose and that when we choose, we are not just choosing the lesser of two evils but the better or best of possible options. Even if we are voting the incumbent it is in our interest as citizens and voters that the opposition provide an alternative that will enrich the political discourse and force the all political contenders to do better. The sitting president is running on his

records vs his promises. The PDP has the duty to present a candidate that can be seen as a credible alternative to most if not everything the incumbent represents. On basic but serious matters of urgent concerns, the PDP has the duty of coming up with clear alternative candidate to the sitting president. Since most Nigerians agree that corruption is a major problem, the duty of the PDP is to find a candidate that on one side must be seen to be free of allegation and suspicion of corruption but on the other side must have an alternative way of fighting corruption. Whilst there are still serious problem of security of life and property in the country, there is no doubt the current administration has done a lot in last almost four years. Is their lot good enough? Certainly not. Could more have been done? Yes indeed. It is now the duty of the PDP to come up with a candidate can demonstrate a better plan that is bigger and faster in tackling security issues in the country. Overall, the economy has not grown in the last four years, and we have lost jobs rather than create more as hoped when we voted four years ago. For various reasons we went in and out of recession. Moving forward, the PDP has the duty of presenting a candidate that can convince us that he knows what to do precisely to avoid recession and how to grow the economy. These are very simple duties for a national political party, we shall be watching to see how the PDP deals with these simple duties.

Orphans of African continent and matters arising

Five million fellow Africans in Western Cameroon are between the hard hitting hammer of the Cameroonian military and security forces, and the anvil of an armed opposition that has risen to defend the victims. With unending military operations, life for these people has become a vicious circle of harassment, arrests, torture, mass murders, disappearances and mass displacement. Although Cameroon has six neigbouring countries – Central African Republic, Chad, Gabon, Equitorial Guinea, Republic of Congo and Nigeria, for historical, linguistic, social and cultural reasons, it is to Nigeria these Cameroonian refugees flee. But even when some of them manage to take refuge in Big Brother Nigeria, they are abandoned and sometimes, even delivered into the hands of the intolerant Cameroonian government. For instance, on January 17, 2018, 47 Cameroonian opposition leaders, including Sisiku Ayuk Tabe, leader of the Southern Cameroun opposition, who are political refugees in Nigeria, were holding a meeting in a hotel in Abuja when agents of the Department of State Services (DSS) swooped on them. In total disregard of all conventions on refugees, including the United Nations’ 1951 Refugee Convention, which makes it obligatory for signatory countries like Nigeria to protect refugees, and Article 14 of the Universal Declaration of Human Rights, which recognises the right of refugees to seek asylum from prosecution in other countries, the Buhari administration delivered the helpless captives to the stone age Paul Biya government in Cameroon. Despite this illegality and the fact that the lives of these political refugees are in danger, no known international agency, including the UN and the African Union, has actively intervened to protect the lives of these men or guarantee them fair trial. The Nigerian government might

have engaged in such illegality because it has a military alliance with Cameroon against the terrorist Boko Haram, is not known itself to be friendly with legality including court orders, and has a similar self-determination movement in the eastern part of the country. As it stands, these men and those they lead in Cameroon, are orphans. But in reality, Cameroonians, in general, have been orphaned by a continent and world that tolerates the dictatorship, exploitation and gross misrule that have been their lot since the 1884-85 Berlin Conference that carved out Africa for European colonisation. Yes. The current repression in Cameroon has colonial origins. At the Berlin Conference of Western predators, France and Britain agreed to cede Cameroon to Germany. After the latter lost the First World War, France and Britain seized and shared the German colonies as war booty. Togo and Cameroon were in-between French and British colonies, and the two European nations, insensitive to the fact that the peoples of these colonies were one, simply sliced them up. One third of Togo was given to Britain, which annexed it to its Gold Coast colony (now Ghana). Britain was also given Western Cameroon, which became British Cameroon, and was annexed to its Nigerian colony. In 1922, the League of Nations, successor to the UN, recognised Togo and Cameroon as Trustee Territories. The Cameroonians who had fought wars against German colonialism, decided to fight for freedom. On April 10, 1947, some trade unionists and nationalists founded the anti-colonial party, the Union des Populations du Cameroon (Union of the Peoples of Cameroun) UPC. The UPC was established primarily, to separate Cameroon from France. Secondly, to establish a socialist economy and use the country’s resources for the general

wellbeing of Cameroonians, and not, for France and the neo-colonial Cameroon elite it had established. Thirdly, to reunite British Cameroon with the rest of the country. Making little progress in the anti-colonial struggle, the UPC in December 1952, dragged France before the United Nations General Assembly (UNGA), demanding it repossess Cameroon, a UN Trusteeship, from the French, and, allow the people, unfettered independence. The UPC returned to the UNGA again in 1953 and 1954, making the same demands for independence. Losing confidence in the UN’s commitment to the independence of colonised peoples, the party in April 1955, launched a “Proclamation Commune”, in which it declared Cameroon’s independence from France. On May 22, pro-independence protests broke out in the country and France not only resorted to brutal force to suppress the liberation fighters, but also banned the UPC on July 13, 1955. France followed this up with the severe repression of Cameroonians. The year before, France had begun a similar suppression of the independence movement in Algeria; it was a criminal war in which the French slaughtered some two million Algerians. Simultaneously, it was engaged in a similar war in Vietnam, a colony it had split in two. But in the decisive Battle of Dien Bien Phu, the Vietnamese on May 7, 1954, militarily defeated the French. Fearing a similar humiliation, France deployed Lieutenant Colonel Jean Lamberton from Indo-China to stamp out the Cameroonian resistance to its continued colonisation. In a similar strategy its British brothers were adopting at that time in Kenya, the French burnt down villages and towns, built and herded the populace into camps called the Cameroun Pacification Zone (ZoPac), where they were tortured,

starved, and sometimes executed. On September 13, 1958, the French military killed the UPC secretary general, Reuben Um Nyobe. In order to neutralise the UPC and hand over the country to pliant people, that same year France assisted Pro-French Cameroonian elites led by Alhaji Ahmadu Ahidjo, to establish the Union Camerounaise Party to which it handed over the country on January 1, 1960 in a symbolic gesture of independence. The UPC fought on for true independence. Ten months later, on November 3, 1960 agents of the French secret service, the Service de Documentation Exterieure et de ContreEspionnage (SDECE) poisoned the UPC president, Felix-Roland Moumie, in Geneva, Switzerland, in one of the most infamous murders in history. On February 11, 1961, two referenda were held in British Cameroon, in which Northern Cameroon by 60 per cent voted to join Nigeria, while Southern Cameroon by 70.5 per cent, decided to join Cameroon. The understanding was that it would be a bilingual federation in which Southern Cameroon would have the status of a Special Area. The replacement of that federation with a unitary system, is what has led to today’s virtual civil war between Southern Cameroon and the rest of the country. The Southern Cameroon demand has transformed from federalism, to selfdetermination and now, secession. On August 31, 2006 the South Cameroon Peoples Organisation (SCAPO) declared Southern Cameroon, the Republic of Ambazonia. In the rest of Cameroon itself, the repression, dictatorship and poor governance, has continued. President Ahidjo dictated for 22 years before handing over to President Paul Biya, who has remained in power for 36 years now. So, it is not just the South, but the entire Cameroon that is orphaned and needs salvation.

Editorial Commentary Party primaries and popular mandates

Four years ago, I started my column on political party primaries as follows: “Yes we are in the season of anomie as party primaries are conducted in blatant violation of the Electoral Act, INEC Guidelines and Regulations for Political Parties and the Political Parties’ Code of Conduct. The process of lawlessness started with the election of delegates in which strong godfathers simply imposed their clients, their houseboys and servants as delegates. The so-called delegates are then instructed to choose a designated aspirant as the candidate for the party. The list of “genuine” delegates, meaning imposed delegates, is kept hidden from other aspirants seeking to contest in the nomination process. The idea here is to stop them from campaigning, i.e. bribing the delegates. Sometimes, the delegates are taken out of town and locked up in a hotel until the time of the primaries. Sadly, this is actually the bestcase scenario. Sometimes, no primaries are held at all and the godfather just writes a report stating that the primaries took place and a candidate has won it.” This year, the story is even worse and what was supposed to be the solution – direct primaries for all party members to choose their candidates, thereby bypassing godfathers and their delegates – has produced even greater farce. I watched various video recordings on how the All Progressives Congress (APC) primaries for President Buhari went. I got curious when it was announced that he had won 2.9 million votes in Kano alone and that everything had been counted and tabulated by the evening of the same day. The counting was abracadabra 1, 2, 3, 79, 419, 35,000, 750,000… and so it went. Clearly, the Kano State governor, who defined himself as the returning officer for the primaries, was simply trying to ingratiate himself with the president by keeping to his earlier promise of “delivering” the highest number of votes for Buhari. The reality was that he ended up embarrassing himself and the president. President Buhari was the sole aspirant, so there was no stake in the primaries meant to affirm him. How could almost three million people in Kano have come out to vote in a primary without any stake? Governor Ganduje also kept to his promise of getting less votes than his beloved president, so he gave himself only 2.7 million votes. Still in Kano, Rabiu Kwankwaso organised the primaries for the governorship position in his own house and gave the ticket to his son-in-law, Abba Yusuf. It was the same person he gave the candidacy to in 2014, while contesting for the presidential primaries and after losing to Buhari, before coming back to retreive it from Yusuf. The Lagos APC gubernatorial primaries were not less farcical. After three postponements, the Lagos APC declared that the godson chosen by godfather Tinubu, the owner of Lagos politics, had won the primaries. Shortly after the announcement, Clement Ebri, the head of the National Working Committee (NWC) team sent to conduct the primaries, said all the materials for the elections were still with him and that the process had not even started. He announced postponement of the election, so that he could prepare for a credible primary election. A couple of hours later, Abuja announced that they recognised the result of the primary election that their own team said did not take place. Abuja then made Clement Ebri recant and he turned around shamelessly announcing that a credible bona fide primary election did take place in Lagos. As the primaries continue to unfold, I am particularly struck by the terrible type of transactional politics that the APC chairman, Adams Oshiomhole has introduced into the process. In Imo State, for example, the State congress had successfully wrestled the control of the party machine from Governor Okorocha, who is determined to impose his son-in-law, Uche Nwosu as the next governor. Adams disbanded the elected executive and handed the party machine back to the governor. In Adamawa and Katsina States, inlaws to President Buhari are currently seeking to use “Aso Power” to impose themselves as gubernatorial candidates. As I write these, there are reports that many people are being killed in Zamfara, as Governor Yari insists on single-handedly determining all candidates in the State and the people are resisting. In Kaduna State, Governor El Rufai is fuming and threatening hell fire as Comrade Adams disqualified all the contestants for the senatorial seat for Kaduna Central constituency, so as to declare Senator Shehu Sani the only candidate, as compensation for denying his State an excellent

loan negotiated from the World Bank. I have been asking questions and no one seems to understand the type of transactional politics Adams Oshiomhole is playing with the APC. The only thing clear is that he is determined to wreck the party. As we await the PDP presidential primary election, what is clear is that this season of primaries has shown the fragility of our democracy. Once again, it has become clear to all that Nigerian democracy has a great weakness because of the lack of respect for internal party democracy and the consequent recurrent disrespect for party rules, particularly in the nomination of candidates for elections. This is happening across all the political parties. The Independent National Electoral Commission (INEC) has powers for the regulation of political party activities based on the principles of the rule of law. The regulation is spelt out in Article 2.1 of the Political Parties’ Code of Conduct: “All political parties, their leaders, members, supporters, and candidates shall adhere to all existing laws, and regulations pertaining to elections, and the conduct of political parties, especially the election guidelines established by INEC through the authority of the Electoral Act 2010, (as amended), the Constitution of the Federal Republic of Nigeria, (as amended, and shall do nothing whatsoever, individually or collectively to undermine, flout, disrespect or circumvent them.” Nigeria has one of the most detailed legislations in the world for controlling party primaries. There is a three-stage process for the nomination of party candidates in primaries: The parties inform INEC of their desire to hold congresses or conventions on a specific date, time and location; INEC responds and sends monitors to verify that the process corresponds to the laid down rules from the aforementioned sources; and finally INEC officially receives the names of successful candidates from the parties. The problem is that the elaborate system simply does not work. In general, parties have failed to inform INEC properly of the date, time and venue of meetings. When they do inform it, they sometimes change the dates and time without notice. All the parties develop detailed guidelines to govern procedures for the primaries but they simply do not follow them most of the time. For example, some parties provide that voting shall be by secret ballot, but they end up doing open ballot or imposing “consensus candidates”. No one, INEC included, has been able to monitor and enforce the laws and rules for party primaries The irony is that political parties have a lot to gain from conducting fair and honest primaries. If the primaries are conducted according to the rules, party members and candidates are likely to regard the primaries as credible, free and fair and the likelihood of legal challenge to the announced results will be severely minimised, if not eliminated entirely. Party members are likely to become more committed to the party and support their candidates during the elections and political nomadism would reduce considerably, as aspirants who feel cheated in the primaries walk out en masse seeking alternative platforms. The law is clear that party primaries must uphold the democratic principle. Specifically, the Act stipulates that: “The aspirant with the highest number of votes at the end of voting shall be declared the winner of the primaries of the party and the aspirant’s name shall be forwarded to the Independent National Electoral Commission as the candidate of the party.” The Nigerian Constitution assigns the responsibility of monitoring political parties and ensuring that they adhere to their rules and procedures to INEC. The Electoral Act, Section 86, empowers INEC to monitor political parties and keep records of their activities. The Electoral Act, Section 87 provides a choice between two procedures for the nomination of candidates by parties – direct or indirect elections. In direct elections, all members of a party can vote for their candidate. Indirect elections involve the election of delegates to primaries, where the delegates will elect candidates from a set of registered aspirants. Initially, godfathers were afraid of direct primaries and resisted it. It was President Buhari who worked hard to impose it. Today godfathers are smiling and saying they love direct primaries because with the first attempt, they have been able to transform it into a scam. They need to be told that they cannot continue to scam the people all the time.

Ex-Airways workers and retirement benefits

O

n Monday September 24, 2018 the Supervising Minister of Finance, Mrs Zainab Ahmed, announced that President Muhammadu Buhari has directed the immediate release of N22.68 billion for the payment of outstanding retirement benefits due to the ex-workers of the defunct Nigeria Airways. It is painful that the approval came 15 years after the Nigeria Airways was liquidated, and many of the supposed beneficiaries are either dead or heavily indebted because of non payment of their retirement benefits. But it is better late than never. Retirement, which ordinarily should be embraced with joy, in Nigeria, it has become a source of sorrow, frustration, panic and agony. Satirically, the public servants, having put in all their best into active service would naturally be expected to be rewarded. While other pensioners in the country are confronted with the challenges of non-payment of their pensions, omission of names from payrolls, underpayment, delayed payment and non-payment of arrears and gratuities; the retirees of the liquidated Nigeria Airways are embedded with debts and worries. As a result of the delays in settlement of these benefits, many ex-workers have been thrown out of their houses, their children have been unable to attend schools and others have lost their businesses, fallen ill or indeed, passed on. This unfortunate situation cannot be allowed to continue under a responsible administration. The liquidated national career which was founded in 1958 after the dissolution of West African Airways Corporation (WAAC), flew with the name WAAC Nigeria until 1971 when it was re-branded to Nigeria Airways and eventually became liquidated in 2003. The initial submission regarding the retirement benefits in liquidation was N78billion, and the Federal Government said that the amount was verified by Presidential Initiative on Continuous Audit (PICA) and other relevant stakeholders in line with the condition of service of Nigeria Airways Limited in liquidation and other extant rules and regulations. At the end of which the sum of N45 billion was agreed as the total retirement benefits of the affected staff. Incidentally, the N22.68 billion represents a 50 percent of N45.3 billion total entitlements of the ex-workers. While many people have commended President Muhammadu Buhari-led government for taken the bold step at ensuring that the pains and agonies of these ex-workers are cushioned, some described it as a political propaganda towards the 2019 general elections. But the objective of the release is inconsequential, provided the affected persons get their pay as directed by Mr President. The issue of non-payment of retirement benefits and pensions to retirees is gradually

becoming a norm in the country especially in the public service which is why whenever any civil servant is approaching retirement , he is enthralled with fears of the dark future created by the government. We are of the opinion that this ugly trend must be corrected and avoided by both federal and state governments. The Federal Government is faced with a host of thorny retirement issues. But to ensure that these Presidential directives are duly implemented in line with extant financial rules, the committee constituted by the finance minister and headed by the Secretary of Presidential Initiative on Continuous Audit (PICA) with representatives of the office of the Head of Service of the Federation, the Federal Ministry of Aviation, the Federal Ministry of Finance, the Bureau of Public Enterprises, the Office of the Accountant General of the Federation, Pension Transitional Arrangement Directorate (PTAD), the Union of ex-workers of the airways and Budget Office of the Federation must rise above board to handle this national assignment with utmost urgency, transparency and integrity. We therefore, call on the federal government especially the minister of finance to put pressure on the verification committee to fast-track every action that needed to be taken ensure that the funds are disbursed to the ex-workers without further delay.

Reacting to the insinuation, the Army spokesman said “the attention of Headquarters 3 Division has been drawn to reports that the residents of Dura Du District and its environs in Jos South Local Government Area of Plateau State have fled and abandoned their homes and business premises to avoid being clamped down by the troops involved in the Search and Rescue Operation for the missing retired senior officer”. Colonel Ogunsaya who spoke through a statement on Saturday and a copy made available to our correspondent besieged residents not to panic but remain in their homes to avoid hoodlums take advantage of the situation to loot their belongings, adding that the Nigerian Army is a professional organisation that conducts its operations with international best practices and respect for fundamental human rights.

He said that the Suspect will be charged to Court as soon as investigations are concluded. The two suspects are Henry Akabuogu from Osuetugwu Village in Osu LGA of Imo state and Innocent Orji of no 8 Emenike Street Okpoko.

Okoro identified nine major basic problems confronting the country such as ethnic mistrust and mutual ethnic suspicion, ethnic fear of insecure future, collective intellectual deficiency, continued psychological trauma, collective intellectual laziness and lack of spirit of collective responsibility. Family disowns daughter for refusing to sell day -old baby Nkiru Nwagbo, Awka Family of one Miss Oluchukwu, aged 24 have allegedly rejected her for refusing to sell her baby boy after she delivered him out of wedlock. Oluchukwu, an indigene of Ebonyi State, whose family resides at Awka Etiti in Idemili South local government of Anambra State had initially been advised to abort the pregnancy after she got pregnant out of wedlock, but she refused, insisting on keeping the pregnancy. She was however picked by an NGO, Safenest, after she ran away from the family to Awka, Anambra State capital, where she later put to birth. The executive director of Safenest, Mrs Oluchukwu Ckukwuenyem who spoke at a seminar organised by

We do not want to release her exact location, but I can tell you she is doing well. “How much will she sell the baby that can assuage her sufferings for nine months?” Oluchukwu said. She revealed that within a year of the operations of her NGO, she has discovered that most families were threatened by very flimsy excuses, and have gone ahead to experience serious problems like division, divorce and even murder.

2019: PDP, APC in fierce battle for Akwa Ibom Hilltop Mansion Isaac Job, Uyo Amid heightened tension, the stage is now set for the epic battle between the All Progressive Congress (APC) and the Peoples Democratic Party (PDP) for who occupies the Akwa Ibom Government House in 2019. Last week the competition became tougher with the emergence of governorship standard bearers of both parties. Navy arrests proprietor, lecturers of Short News guber primary: Committee returns fake Maritime Academy in A’ Ibom APC Gov Bindow winner Isaac Job, Uyo The serene community of Uwa west in Essien Udim council area of Akwa Ibom was disrupted weekend following the arrest of the proprietor of a fake maritime academy, Merchant Seaman Academy and four persons by the Nigerian Navy Ship Jubilee, Ikot Abasi. Mr. Pius was arrested with four persons suspected to be teachers of the fake academy while students were marched to nearby police station in the area. Our correspondent learnt that the academic activities of the illegal academy was halted in 2013 but later commenced in 2016 with tricks to defraud youths seeking admission into tertiary institutions through Joint Admission and Matriculation Board. Addressing correspondents in Essien Udim, the Executive Officer of NNS Jubilee said during a tour to the school facility last weekend, it was discovered that former President Goodluck Jonathan had proscribed activities of the institution and other similar ones across the country as they lacked the capacity to train merchant navy. According to him, navy received intelligence information that the same institution which was proscribed had begun operation. He added that it was on that note that the NNS Jubilee stormed the institution and shut it down indefinitely. “In 2013, the then President, Dr. Goodluck Jonathan outlawed this kind of institution which claimed that they are training merchant sailors because they do not have the capacity to embark on this kind of training. So, they were proscribed.

When we got intelligence information about the existence of this place sometimes ago that the institution was training young innocent Nigerians to be merchant sailors, we raided it and the institution was temporarily closed. “This year we received intelligence that the same school has resumed training young Nigerians in maritime studies in spite of the fact that there is no authority for them to do so. It is that which has led to our raiding this place and shut it down once more and also to find out from the proprietor what authority he has to continue training young innocent Nigerians when he fully knows that the school does not have the capacity for this kind of training,” he said. The NNS Jubilee, however, handed all the four suspects and 19 students, consisting of 17 males and two females to the Divisional Police Officer of the area. Ibrahim explained that he had briefed the Commissioner of Police in Akwa Ibom State, Mr. Adeyemi Ogunjemilusi, who then asked the DPO to take charge of the situation. The proprietor, Pius, 46, said what caused him to set up the school was the passion he has to run the academy as a mono-technic for the training of young Nigerians in shipping and security management technology. He revealed that the school had applied to the Corporate Affairs Commission and received a Memorandum of Understanding and also to the National Board for Technical Education which sent its accreditation team to the academy for programmes accreditation. He added that all the programmes of the academy had been fully accredited. He said, “I have the accreditation certificate. As I am talking to you, the students passed through JAMB to gain admission into the

academy. We don’t send text messages to students through fraudulent means as alleged. “We go into the Central Admission Processing System, and once a person gets admission from the CAPS, JAMB will send the names of those students to the porter, it is then the students will contact the school for admission.” One of the students, Mr. Anieto Ugonna Solomon from Oguata in Anambra State, told our correspondent that he applied for JAMB which sent him to the school through a text message. He noted that his first choice institution was Nnamdi Azikiwe University, Awka while his second choice was the Federal Polytechnic, Nekede. Another student, Olim Joseph, from Ogoja, Cross River State, said he had been in the school for the past two years studying marine engineering. He said he did not include maritime study in JAMB but because of the admission JAMB sent to him, he had to go for the course. He said, “I got here through a text message from JAMB that I have been admitted into this institution. I was asked to call a number that had been attached to the text for further information. It was on this strength that I came to this place from Cross River. “The fees depend on the voyage. Those students who are for the first voyage pay N191,000 and those who are in their second voyage pay N150,000. A voyage lasts for four months.” Our correspondent observed that there is no pond, stream, river, or sea around the school. The school is sited in the bush, about a kilometre or so from the community. It was also observed that two students were paired in a room which has no door or window.

Tom Garba, Yola The committee delegated by the National Working Committee (NWC) to conduct Adamawa Governorship primary election of the All Progressives Congress (APC) has declared Senator Muhammadu Umaru Jibrilla Bindow as the sole candidate of the party in 2019 general elections. Chairman of the committee, Jibrin Ahmed announced Governor Bindow as the winner after a rescheduled primary last Friday with a very huge gap. Announcing the result of the primaries at the APC secretariat, Yola, the chairman said Bindow polled 193,656 votes to defeat his two rivals in the contest. According to Ahmed, Dr. Mahmood Halilu Ahmed also known as Modi polled 15, 498 votes while Mallam Nuhu Ribadu polled 7,705 votes. However Modi and Nuhu adjudged the exercise to be full of irregularities making them to reject the conduct of the election on account that it did not hold across the state. This is before some aspirants’ agents, party officials and election committees considered the elections to free and fair.

APC seals Sen Umaru’s hope, declares Musa Sani winner of Niger East senatorial primary Saka Bolaji, Minna The hope of the Senator representing Niger East Senatorial District returning to the National Assembly dimmed Thursday following the declaration of Mohammed Sani as the winner of the All Progressives Congress (APC) primary for the zone. Mohammed Sani according to the result announced by the returning officer, Saidu Akawu at the party’s secretariat in Minna polled a total of 39, 192 to defeat Senator Umaru who got 5,870. Saidu disclosed that Umar Faruk came third in the race for the party’s ticket having polled 1,750 votes, while Musa Mohammed got 1, 295. According to the returning officer, Shuaib Gwada, Usman Dattijo and Eunice Afiniki Dauda got 643, 146 and 206 respectively. Addressing journalist at conference hall of the party’s secretariat earlier, the winner in reaction to the allegation by Senator Umaru that the exercise was fraught with irregularities, said such was the position of a loser. He said Senator Umaru rather than condemning the exercise which is free, fair and transparent should be magnanimous in defeat, adding that he was ready to reach out to all contenders to move the constituency forward.

Niger SDP picks guber candidate for 2019 Saka Bolaji, Minna The Social Democratic Party (SDP), in Niger state at the weekend voted Mallam El-Mahdys Mahmood Sani as its governorship candidate in the 2019 elections. He defeated Alhaji Ndatsadu Yahaya in an election where fifty four delegates were accredited. The victorious Mahood Sank polled 52 votes to beat Alhai Ndatsadu, who scored

only two, (2) votes. The exercise became intriguing as the winner was absent at the event. He was said to have travelled to Ouagadougou, the capital of Burkina Faso on official assignment. But before the conduct of the primary, even Alhaji Ndatsadu who was earlier present at the venue had left the venue. Announcing the result, Barrister Fatima Abba, said the exercise followed the due process as laid down by the rules and regulations of the party. In the presence of officials of the

Independent National Electoral Commission, INEC, that monitored the exercise, Barrister Fatima Abba, said, having scored the majority of votes at the exercise, Alhaji El Mahdys Mahmood Sank had clinched the governorship ticket of the party in Niger state for the 2019 gubernatorial polls. Alhaji Sanni who is the chairman of Rice Farmers Association in the state had wanted to contest the guber election on the platform of the ruling All Progressives Congress, APC. But having being schemed out of the ruling party, he pitched his tent with the SDP, where he was elected in absentia.

The Federal Road Safety Corps (FRSC), has been urged to establish eye clinics in all its unit commands to screen drivers with sight challenges. Anambra state Chairman of the Nigerian Optometric Association Dr Chigozie Umeh made this appeal when he led a delegation to visit the state sector command of the FRSC in Awka. Dr Umeh observed that the eye clinic would serve to identify drivers with defective vision insisting that the optometric clinic domiciled in FRSC Units would also ensure proper and reliable screening during recruitment exercise and expand the scope of employment for optometrists. He noted that this would translate to accessible eye care services thereby fulfilling the universal eye health. In his response, the state sector commander of FRSC, Mr. Sunday Ajayi said good vision enhances safety on highways and restated the commitment of the Corps in sustaining partnership with the Association.

Umeh to receive merit award on best motion in Senate The Senator representing Anambra central senatorial district at the National Assembly, Sen. APGA primaries: A hitch free exercise - Nwaebili The All Progressives Grand Alliance (APGA) candidate that emerged victorious in the just concluded primaries for Ogbaru Federal House of Representatives, Rt. NSE to enlist SAHCOL before December - Investigation Chukwuemeke Iwelunmo Plans have reached an advanced stage for the Skyway Aviation Handling Company Limited (SAHCOL) to be enlisted on the floor of the Nigerian Stock Exchange (NSE). Investigations carried out by our correspondent indicated that the ground handling company may be enlisted in NSE before December 2018. The investigations showed that the management and board of SAHCOL had met with the Bureau of Public Enterprise and Securities and Exchange Commission (SEC) to make public share offering on the company, which was privatized in 2009. Before the privatisation by the Federal Government, SAHCOL was a subsidiary of the defunct national carrier, Nigeria Airways, but unlike the airline, SAHCOL was not liquidated because the government felt it could continue as an ongoing concern. The company was acquired by SIFAX ground as one of its conglomerates in 2009. Mr. Taiwo Afolabi is the Chairman of the Board of Directors of SAHCOL. He is also the Group Executive Vice Chairman of the Sifax Group of Companies and

currently the Honorary Consul of the Republic of Djibouti. With the successful enlistment, SAHCOL would be the second ground handling company in the country’s aviation industry to be on the floor of the stock exchange. The first was the Nigerian Aviation Handling Company (NAHCO) Plc, which was privatised over a decade ago. A source close to the ground company told our correspondent over the weekend in Lagos that the management was ready to offer the company to the public, saying that this would further improve its financial status while more funds would be available for acquisition of more state-of-the-art ground handling equipment. Mr. Basil Agboarumi, the Managing Director of SAHCOL in an enquiry by our correspondent, confirmed the development. Agboarumi stated that the management was willing to offer its shares to the public and would do so very soon. He did not however state when this would happen, but assured that “it will happen very soon. The management and

board are ready to offer SAHCOL on the floor of the Nigerian Stock Exchange. We are discussing with PBE, SEC and other necessary authorities to make this happen,” he said. It would be recalled that the staff of the company through the industry unions had demanded for 10 per cent shares in the ground handling company in line with the Section 5(3) of the Public – Enterprises (Privaitsation and Commercialisation) Act 1999. The staff in a petition signed by the Deputy General Secretary, Air Transport Services Senior Staff Association of Nigeria (ATSSSAN), Comrade Frances Akinjole and addressed to the Director-General of BPE had said that the management of the ground handling company had continued to deny them of their statutory 10 per cent shareholding, nine years after privatisation. ATSSSAN had recalled that SAHCOL was privatised in 2009 pursuant to the Public – Enterprises Act, but regretted that several years after the exercise, the management had refused to comply with the Act, which

led to privatisation of the company. The workers also expressed fear that the owners of SAHCOL may have acted contrary to Section 5(4), which states that “Where there is an over-subscription for the purchase of the shares of privatized enterprise, no individual subscriber shall be entitled to hold more than 0.1% equity shares in the privatised enterprise.” The union insisted that it was not convinced that this provision was currently being adhered to by the company. “Request for and obtain from any public enterprise statistical and other information including reports, memoranda and audited accounts and other information relevant to its functions under this Act. A copy of the 22nd August 2007 signed memorandum among our union – ATSSSAN, National Union of Air Transport Employees (NUATE) and the bureau is hereby attached, ATSSSAN said.” It was not however clear if the 10 per cent shares in the company as demanded by the workers would be assented to when the public offer is announced by next month.

Truecaller launches chat apps to block fake news Benjamin Omoike Truecaller has announced the launch of its Instant Messaging (IM) platform ‘Truecaller Chat’ with the aim to make communication safer and prevent fake news from circulating. Truecaller is a mobile app developed that finds contact details globally given a name or telephone number, and has an integrated caller ID service to achieve call-blocking functionality and social media integration to keep the phonebook up-to-date with pictures and birthdays.

The IM platform will allow users to report links, ensuring that fake news is not circulated unchecked by users. With social media’s rapid adoption globally, the menace of fake news has been on the rise. Even the President of Nigeria, Muhammadu Buhari, in his Independence Day message, advised that information spread via social media should be scrutinised. Truecaller has helped erode spam calls faced by users through Caller ID and also strengthened SMS inboxes by filtering unwanted messages. As a step to curb the spread of erroneous information, Truecaller, with help from its community, has launched

this service as a shield against viral messages sent on its instant messaging platform. Users will be able to mark website links as spam if they suspect them to have incorrect information, which will then help chatters make a more informed decision about what information is false. With time, Truecaller also plans to apply machine learning and use the aggregated spam reports to predict any upcoming viral trends. Additionally, ‘Truecaller Chat’ is bundled with interesting features such as, auto-switch between SMS and Chat, which will help users keep conversations in one place. Other features include full media support and more

that will provide its users a polished and enjoyable experience. The Federal Airports Authority of Nigeria (FAAN), has reiterated its committed to improving services delivery through procurement of state of the art facilities, noting that passenger complaints of poor service delivery at the nation’s airports has reduced drastically in the past few months. China’s central bank has announced a steep slash in the level of cash that banks must hold as reserves, stepping up moves to lower financing costs and spur growth amid concerns over the economic drag from an escalating trade dispute with the United States. The reserve requirement cut, the fourth by the People’s Bank of China (PBOC) this year, comes as Beijing has pledged to expedite plans to invest billions of dollars in infrastructure projects as the economy shows signs of cooling further, with investment growth slowing to a record low. Reserve requirement ratios (RRRs) currently 15.5 percent for large commercial lenders and 13.5 percent for smaller banks would be cut by 100 basis points effective October 15, the PBOC said on Sunday, matching a similar-sized move in April. Beijing has stepped up liquidity support across the financial system this year as policymakers have focused on calming fears of capital outflows and sought to soothe battered markets even as anxiety grows that a heated trade war with the United States could deal a damaging blow to the broader economy. China’s yuan currency has faced strong selling pressure this year, losing over 8 percent between March and August at the height of market worries, though it has since cut losses as authorities stepped up support. Reuters reports that Sunday’s move will inject a net 750 billion yuan ($109.2 billion) in cash into the banking system by releasing a total of 1.2 trillion yuan in liquidity, with 450 billion yuan of that to offset maturing mediumterm lending facility (MLF) loans. The “very timely” RRR cut is big enough to help boost confidence in the economy, said Xu Hongcai, deputy chief economist at the China Center for International Economic Exchanges, a Beijing think tank. “The trade war’s impact on the economy is showing. There is room for further reductions and I expect another 1 percentage point cut by the year-end,” Xu added. China would also adopt a more proactive fiscal policy, including potential tax cuts on a larger scale, to safeguard economic growth, state-run Xinhua News Agency reported later on Sunday, citing Finance Minister Liu Kun. Total tax cuts for the year are expected to exceed 1.3 trillion yuan, according to Liu. “Some regions and companies have been hit (by trade frictions), but China has the ability to minimize the impact”, Liu was quoted as saying. The government has taken measures to help companies impacted by the trade war, he added. The central bank said on Sunday that it would continue to take necessary measures to stabilize market expectations, while maintaining a prudent and neutral monetary policy. The PBOC would “maintain reasonably ample liquidity to drive the reasonable growth of monetary credit and social financing scale”, it said. The RRR cut would not create depreciation pressure on the yuan, the PBOC said, adding it would keep the foreign exchange markets stable.

Deontay Wilder gets improved offer to fight Anthony Joshua

Deontay Wilder and his team have been given a “much-improved” offer to face Anthony Joshua, but are still refusing to have a meeting, Eddie Hearn has revealed. The Matchroom promoter and his father Barry have been trying to negotiate a unification showdown between Wilder and Joshua that would take place at Wembley Stadium on April 13. Hearn Snr has already been denied a meeting and even though Eddie Hearn sent his second offer – involving more money and an updated percentage split – to Wilder’s team, he admits he has been left frustrated and suggested “something doesn’t smell right”. He told Sky Sports: “It’s frustrating. We keep requesting these meetings and they don’t want them to take place, which is a bit strange when you’re talking about the

biggest fight in world boxing – you can’t negotiate fights like this over the internet or over a telephone. “So we wrote to them after our fight with (Alexander) Povetkin and said we need to make our move soon because of mandatories in place for April 13, so could we have a meeting? “They got back and said no, we’re not interested in meeting you, make us an offer and we’ll let you know. “We went back and made a muchimproved offer from the first one – this one with a percentage split – a very attractive offer and then requested a meeting, but they turned round and said ‘no, we won’t meet you’. “There’s not much we can do. It’s frustrating because we know the public wants to see that fight and are putting

pressure on us and Anthony Joshua, but we are continuously making offers, we keep requesting meetings and keep getting turned down. “We will probably have to move forward with a fight before December 1, but we hoped that at least we could have a meeting so we can go face to face to discuss it. “The previous offer was accepted and we sent a contract but they didn’t respond, so this offer is much better than the previous offer. “This is an improvement on the previous offer that was accepted. But obviously, if he won his fight with (Tyson) Fury, it would increase his value in the fight and we’ve taken that into consideration. “It’s only binding if he beats Fury so we have taken that into consideration and offered him more money. I am not expecting

them to sign the deal within a week or two weeks, but we have to have a meeting.” Wilder will defend his WBC title against Fury in Los Angeles on December 1, and Hearn has pencilled in that date as decisive on the chances of the American agreeing to meet Joshua in April. The promoter though, who is out in Chicago for the first Matchroom USA show, is not using it as a deadline, but again urged Wilder’s co-manager Shelly Finkel to at least meetup and discuss the improved offer face to face. Hearn said: “I understand Deontay Wilder has a fight with Tyson Fury to focus on but the job of an adviser or as a manager is to plan the future and if there is the opportunity to have an undisputed heavyweight world champions’ fight, they have the responsibility to explore that.

Alex Iwobi: Arsenal proving Premier League title credentials in winning run Alex Iwobi thinks Arsenal are proving their title credentials after taking their winning run to nine games with a 5-1 victory over Fulham at Craven Cottage.
