while Diamond Bank reported drop in customers account maintenance fee in six months under review. The group, FBN Holdings N5.96 billion account maintenance charge and handling commission in six months of 2018, an increase of about 40.7 per cent from N4.2 billion in six months of 2017. In six months of 2018, Sterling Bank reported 41.8 per cent increase in customers account maintenance to N939million as against N662 million, while Diamond Bank ‘s account maintenance dropped to N1.9 billion, 12.4 per cent below N2.15 billion reported in six months of 2017. Also, Union Bank of Nigeria reported an increase of 13.6per cent in account maintenance fee moving up to N809 million from N712 million reported in six months of 2017. Lastly, FCMB account maintenance charges closed six months of 2018 at N1.61 billion, an increase of 10.2 per cent from N1.46 billion in six months of 2018. Commenting on this development, President Bank Customers Association of Nigeria (BCAN), Dr. Uju Ogubunka, urged the CBN to reconsider the account Maintenance charges. In his words, “We had sent a letter to CBN on account Maintenance charges. The CBN cannot stop one charge and introduce other charges on the same bases- which mean CBN is indirectly introducing the one we had complained about.

“I don’t see the need for banks to earn that income. Banks took those money from customers and I will suggest CBN to reconsiders the account Maintenance charges again. “These funds can be used to develop a lot of things. I believe it is not right for banks to charges customers on maintaining their accounts.” Reacting also, President & Found, Consumer Advocacy Foundation of Nigeria (CAFON), Sola Salako, said charges on account maintenance is a fraud, stressing that CBN is helping banks to make money from doing nothing. She emphasized that the account maintenance fee is worst than CoT. According to her, “banks decided to charge customers any per cent and I hold CBN responsible. CBN is not checking the percentages banks are collecting from their customers. “We are against the account Maintenance fees introduced by CBN in 2016. It is another opportunity for banks to steal from customers for doing absolute nothing. It is only in Nigeria that you hear banks charging for account Maintenance,” she said. The CBN had indirectly reintroduced Commission on Turnover (CoT) fee as Current Account Maintenance (CAM) fee. The Daily Times recalls that the CBN in 2013 commenced phased reduction of CoT which terminated with zero CoT charge this year. But in a circular to banks last week signed by Director, Financial Policy

& Regulation Department, Mr. Kevin Amugo, the CBN replaced the CoT with CAM but subject to maximum of N1 per N1000 (Mille). The circular was titled, “Introduction of Negotiable Current Account Maintenance Fee Not Exceeding N1/Mille. It stated that’, “The Revised Guide to Bank Charges (RGBC) which came into effect on April 1, 2013 provides for a phased elimination of COT charges in the Nigerian banking Industry. Under the Guidelines, a zero COT regime was to come into effect from January 2016. The CBN noted that while the gradual phase out was being observed, some banks continued to charge Account Maintenance Fees in addition to the reduced COT rate, which in effect amounted to double coincidence of charges. The CBN is not oblivious of the impact of declining crude oil prices; operation of Treasury Single Account; and other market turbulences on the viability and stability of the banking system. “In furtherance of the mandate to promote and safeguard a sound financial system in Nigeria, banks are by this circular reminded that the 2016 Zero COT regime as jointly agreed during the 311th Bankers Committee meeting of February 12, 2013 has come into effect. In the interest of stability of the banking system, a Negotiable Current Account Maintenance Fee not exceeding N1 per mille may be charged in respect of all customer induced debit transactions. Please ensure strict compliance”.

Best JAMB student: Gov Shettima orders N5m payment as varsity scholarship to Israel Galadima As Galadima made 9 distinctions in WAEC

Governor Kashim Shettima on Tuesday met Israel Galadima Zakari from Biu in Borno State, who emerged overall best in Nigeria after scoring 364 in the 2018 Joint Admissions and Matriculation Board, JAMB. The student was accompanied to the Government House in Maiduguri by his mother, Jummai. Shettima presented a letter of Borno Government scholarship to Israel and order the State’s Commissioner for Higher Education, Usman Jaha to raise a cheque of N5m to cover upfront payment of tuition, accommodation, books and maintenance at Covenant University in Ogun State where the student has already gained admission for Degree in electronics engineering. The Governor said since he will be completing his tenure in 2019, he prefers to approve payment upfront in order to ensure that Isreal, who made nine distinction after taking

this year’s West African Examination Council’s papers, does not have to follow-up on any tuition at the State scholarship board. “Israel, as his mother has told us, was raised as an orphan. The mother lost her husband who was a Major in the Nigerian Army about 14 years ago and she singlehandedly raised three children. Israel is the second of her children. She works in Lagos as a Banker, we don’t have to make her travel all the way to Maiduguri again to pursue any payment. She has done her part by raising a child with excellence and that child has made Borno State very proud. It’s our turn to support him. I will suggest that the mother pays all the fees upfront to avoid any tuition increase in future. I am particular about Israel because he was raised as an orphan” Shettima said. Jummai, the student’s mother, couldn’t hold back

tears. She recalled that she attended University of Maiduguri before getting married. “Your Excellency, I have been taking care of the three children since I lost my husband. I work in the bank in Lagos. Israel has a sister in the University. With your kindness that is beyond our expectation, you have lifted a big burden on me. Honestly, when I received your invitation to come to Maiduguri with Isreal, I didn’t expect something as huge as what you have just done. May God bless you and I pray that all Borno children surpass what Israel has achieved. Northerners are intelligent, they only need support and Your Excellency we all know what you are doing in Borno. The changes you are making are visible. I am very sure that with what you are doing, the sky will be the limit of Borno children. God will forever bless you, sir” Jummai said.

Osinbajo wields big stick, sacks DSS DG Daura Mathew Dadiya, Tunde Opalana, Henry Omunu, Tom Okpe, Andrew Orolua, Abuja, Amaka Agbu, Port Harcourt, Val Okara, Owerri and Alade Tasma, Lagos

In the what can be regarded as a swift reaction to the siege at the National Assembly by operatives of the Department of State Security Services (DSS), the Acting President, Prof Yemi Osinbajo (SAN), on Tuesday wielded the big stick and terminated the appointment of the Director General of the DSS, Lawal Musa Daura, with immediate effect. Daura’s sack was announced in a statement issued by his spokesman, Mr Laolu Akande. Daura was also directed to hand over to the most senior officer of the DSS until further notice. The action of the DSS officials was said to have embarrassed the presidency which moved to sack the the DSS to stop further embarrassment to the presidency. Osinbajo also described the unauthorised takeover of the National Assembly complex earlier Tuesday as a gross violation of constitutional order, rule of law and all acceptable notions of law and order. The Acting President said that the unlawful act which was done without the knowledge of the Presidency was condemnable and completely unacceptable. Osinbajo consequently assured Nigerians that all persons within the law enforcement apparatus who participated in the travesty will be identified and subjected to appropriate disciplinary action.

Meanwhile, the sacked DSS DG Lawal Daura, was said to have been arrested and detained immediately his sack was announced. He was reportedly arrested after Osinbajo relieved him of his duties on Tuesday afternoon. Osinbajo had summoned Daura alongside the Inspector-General of Police, Mr Ibrahim Idris, over the siege laid to the National Assembly earlier in the day. Federal lawmakers were denied access to the legislative chamber, fuelling speculations that the ruling All Progressives Congress (APC) was perfecting its plot to oust Senate President Bukola Saraki. The two security chiefs arrived Aso Rock at different times. While Idris got to the Presidential Villa at about 12:35pm, Daura got there at about 1:15pm. After briefing Osinbajo, the former DSS DG was whisked away. State House correspondents who were waiting to speak with the security chiefs did not know that Daura had been taken away through another exit. But reacting to the removal of Daura, the Peoples Democratic Party (PDP) advised Osinbajo to shed the idea of using the sacked DSS boss as ‘the fall guy’ for Tuesday’s invasion of the National Assembly by security forces. The party insisted that the invasion by the DSS and Police was with the absolute knowledge and approval of President Muhammadu Buhari, Osinbajo, and the APC, adding that Daura’s sack was an “afterthought, diversionary and deceitful”. The PDP in a separate statement by its National Publicity Secretary, Kola Ologbondiyan, said that it issued

series of statements at the weekend alerting Nigerians to the plots against the National Assembly and democracy ahead of Buhari’s overseas trip, noting that the Presidency was silent on all the alarms raised by the party. The party described the Presidency’s sack of Daura as “a damage-control stunt and a knee-jerk gimmick” which came as a response to the national and international outcry against the armed invasion of our legislature by security agents as directed by the Buhari Presidency. The party commended PDP federal lawmakers, Nigerians, the media as well as the international community who rose in defence of the county’s democracy, even as it reminded Nigerians not to let down their guards. Earlier on Tuesday, the National Assembly was locked down as DSS operatives prevented staff, journalists, workers of banks and other businesses and visitors from entering the complex. Also, the expected meeting of principal officers of both the Senate and House of Representatives failed to hold as none of the principal officers of both chambers except the Deputy Speaker, House of Representatives, Hon. Lasun Yusuf, were absent. However, the deputy speaker who stayed within the complex for just 37 minutes, told journalists while driving out at 12.30 pm that the meeting has been called off. Yusuf also said attempt to impeach Saraki would be difficult. The inability of the National Assembly leadership to hold the meeting will definitely create a setback for legislative approval of the virement request from President

Sen Akpabio resigns as Senate Minority Leader Tunde Opalana, Abuja

Senator Godswill Akpabio has resigned his position as Senate Minority Leader. In a letter dated August 4, 2018 and addressed to his deputy,

Senator Emmanuel Bwacha, Akpabio said his resignation took effect from August 4. In the letter, Akpabio said, “Let me thank the Senate Minority leadership, our distinguished colleagues and our great party, the

PDP for the opportunity to lead the Caucus in the last three years”. Akpabio also copied the Senate President, Bukola Saraki and other principal officers of the Senate over his decision to resign as Senate Minority Leader.

Kano Deputy Gov defects to PDP, faults state govt’s claims Yakubu Salisu, Kano

Former Deputy Governor of Kano State,Prof. Hafiz Abubakar, on Tuesday announced his official defection from the All Progressives Congress (APC) to the People Democratic Party (PDP), attributing his persecution by the state government to his loyalty to the former Governor Rabiu Musa Kwankwaso. He also dismissed claims by the state government that he was paid over N120million as his entitlements at one point in time. Abubakar, who was visibly angered by the claims, while speaking to reporters in reaction to the purported claims, said that “My persecution by the Ganduje’s led administration was as a result of my unflinching loyalty to my political godfather, Senator Rabi’u Musa Kwamkwaso which was perceived as divided loyalty by the Governor and his group’’ According to him, all the recent claims by the spokesman of the government, Mallam Muhammad

Garba, are all tissue of lies and falsehood, fabricated to dent his integrity and that of his immediate family. He added that it was unfortunate how or why his family should be dragged into the state’s polity. He ,however, challenged the state government to produce any document that would back its claims that he received the said amount and others as been claimed. He pointed out that it is on record that those said amounts legitimately allocated for his office and official trips, were often not released to him as he often had to lodge in hotels with his entourage from his personal pocket, while on officials assignments.. He said, ‘’ At the beginning, some of the approvals were backed by cash while some just barely funded. But as time goes on both the ministry of education which was under my office and the office of the deputy governor began to suffer the worst of cash stiffing and starvation. “The gimmick employed was

to give approvals to almost all our requests but withhold cash release. This creates the impression that all is well and that my ministry is fully funded by showcasing approvals with no cash backing. “Later the cash blocked started migrating to the Deputy Governor’s office extending even into my legitimate rights as deputy governor. My DTA and that of my convoy for official trip began to suffer systematic blockaked in the same manner approvals are given with no cash backing. ‘’The allowances would accumulate before government selectively decide which to pay and which not to pay. In between, I had to source for funds elsewhere for myself and staff for most of my official trips then wait for months before reimbursement. As such, the state government is owing me over N100 million. Meanwhile, seven lawmakers in the state as well as 10 aides to the state government have also dumped the APC and joined the PDP.

Osinbajo Buhari to finance the 2019 general elections. At about 1pm, an air conditioned white Toyota coaster bus conveyed the chairman, Prof. Mahmood Yakubu and management staff of the Independent National Electoral Commission (INEC), surfaced supposedly coming for the proposed meeting with NASS leadership, headed towards the complex annexed without talking to the press. However, the National Assembly said the meeting will be rescheduled. Both the Senate President, Bukola Saraki and Speaker Yakubu Dogara in a joint statement described the siege on the National Assembly as a coup on democracy. In a joint press statement by both leaders, they described the siege as another attempt to subvert the nation’s democracy as the unnecessary militarisation of the legislative complex and harassment of legislators and the workers in the complex could not be justified in a democracy. They said it was obvious that the public outcry from Nigerians and members of the international community against “this illegality, this desecration of the sanctity of the legislature and this flagrant abuse of powers” forced the government to relax the directives given to the security men as they later allowed the legislators to walk from the main gate into the foyer. “It is not clear what the plan of the government is but information reaching us indicated that some Senators who are pro-executive arm are being camped somewhere here in Abuja and they are being compelled to sign an impeachment notice that would later be brought to the Assembly complex. The Senate Chamber will now be forced open to enable an illegal change of leadership take place in the Senate. “It should be noted that the Senate formally adjourned on July 24, 2018 and it stands adjourned. To reconvene, there is a process which has to be followed. Also, it should be clear that these Senators who are camped somewhere know the procedure for changing the leadership of the Senate. Both the leadership of the APC and the Presidency officials masterminding this illegality know that they do not have the numbers to lawfully carry out this action. “Therefore, we call on members of the international community to view this development as a coup against democracy. This is a throw-back to the inglorious days of military rule where dissent is not tolerated

and freedom of association and other fundamental human rights are willfully and carelessly violated. “We urge Nigerians and the international community to condemn this illegal invasion of the National Assembly complex and the attempt to asphyxiate the legislature as undemocratic, uncivilized and irresponsible”, they added.

PDP calls for Buhari’s impeachment Also, the opposition PDP has called on the National Assembly to immediately pull the full weight of all legislative instruments against Buhari, as that is the only way to save the nation from an imminent collapse. The PDP described the invasion of nation’s highest legislative institution barely a few months after the Senate mace was blazingly carted away by armed hoodlums, as ‘condemnable, reprehensible, unpardonable, and completely unacceptable”. Calling for Buhari’s impeachment, the PDP said: “President Buhari and his APC have consecutively and deliberately put our nation and its democracy on harm’s way and the National Assembly, as representatives of the people, must eschew all partisan interests and save the nation by immediately deploying all legislative instruments against President Buhari before it is too late. “It is instructive to state that if today’s assault on our legislature had succeeded, it would have been the second time Muhammadu Buhari would have toppled constitutional rule in our country”. With this siege coming barely a week after presiding officers of the Senate were held hostage at their residences, the party said it has become clear that the Buhari Presidency and the APC intend to forcefully overrun and ultimately shutdown the highest lawmaking organ of the Nigerian government and pave the way for the total suspension of constitutional rule in the country. The PDP, therefore, called on the government of Britain to support Nigeria at this perilous time by not shielding President Buhari in London. The DSS officials that took over security of the last gate and the White House complex took position as early as 6.30am to prevent anybody including legislators before a member of the House of Representatives from Rivers State, Hon. Boma Goodhead, fought her way in when she dared and challenged the DSS officials.

...wields big stick, sacks DSS DG Daura Continued from page 5 It was after her entry that the DSS started allowing other legislators in upon proper identification while they blocked the exit gate of the police post entrance with a coaster bus marked BW 213 RBC and a DSS utility vehicle. The Clerk of the National Assembly, Alhaji Dani Omolori, who was initially denied entry, later left in fury because the members of staff of the National Assembly were not allowed to enter their offices. “I cannot go inside an empty office because my staff are being kept out. What would I be doing inside”, he said while he told National Assembly staff who cannot wait to go home. Also, the president of the Parliamentary Staff Association of Nigeria (PASAN), Alhaji Mohammed, admonished staff to remain calm and avoid erratic behaviour. While journalists were kept outside, the legislators mostly of the PDP sat on the foyer of the White House keeping watch over the entrance of the Senate chamber. The legislators later presented a list to journalists, showing that 49 PDP legislators signed to express vote of confidence on Saraki. Senator Dino Melaye (PDP, Kogi West) said the legislators will continue to keep vigil on the chamber to forestall attempt by anybody to break in with the aim of holding unauthorised sitting. Melaye described it as a siege on democracy and a coup against the popular wish of Nigerians. Reprieve came at about 2.49 pm when the DSS operatives suddenly vacated their

positions and took off in their vehicles in a manner that could be linked to the sacking of their boss, Lawal Daura and a directive from the Presidency. The foyer of the White House was thrown into a frenzy mood as the Senate President, Bukola Saraki, made a dramatic appearance at about few minutes to 4pm and his colleagues sang different songs including “Freedom Come by Struggle, Freedom Comes”, shaking hands and congratulating him. Saraki, however, left 15 minutes later and went out of the building and barely 30 minutes later Speaker Dogara surfaced at the National Assembly.

Assembly should “resist that anti-democratic attempt and stand-up to defend our democracy.” The governor berated his colleagues who were happy with the alleged antidemocratic plots of the APC Federal Government. “Those governors happy with what is happening today should know that it will be their turn tomorrow. The same cabal will turn against these governors. This is condemnable and unacceptable to us. You must follow set down rules. You cannot talk about fighting corruption and refuse to respect the rule of law,” he stated.

Wike condemns Action legislative invasion matter - APC Meanwhile, Rivers State Governor Nyesom Wike has described the invasion of National Assembly by half masked operatives of DSS on Tuesday as a siege on the National Assembly by Federal Government Security Forces. The governor, who spoke on Tuesday, in Port Harcourt, declared that the alleged assault on the National Assembly by Security Forces which he claimed to have been ordered by the APC Federal Government, was condemnable and had the capacity to truncate the nation’s democracy. Governor Wike, therefore, urged Nigerians to rise up against the alleged growing dictatorship of the APC-led Federal Government under President Muhammadu Buhari. The Rivers State Governor called on the National Assembly members to stand firm in defence of the nation’s democracy, saying that all the members of National

But the APC has described the blocade of the National Assembly by operatives of the DSS as a legislative matter, adding that it is unfortunate that some people will link it to the National Chairman of the party, Comrade Adams Oshiomhole. The Acting National Publicity Secretary of the APC, Yekini Nabena, in a press statement on Tuesday, said: “Our attention has been drawn to mischievous attempts in some partisan quarters to link Tuesday’s developments in the National Assembly to the National Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole. “While the party is monitoring the developments in the National Assembly like every other concerned Nigerian and stakeholder, there is absolutely no basis for all the false allegations and attempt to blame the APC National Chairman for the development there as it is a strictly legislative matter”, he said.

But former Deputy Speaker, House of Representatives, Hon. Emeka Ihedioha, on Tuesday, condemned the invasion of the National Assembly, by a team of Department of State Security (DSS). Ihedioha warned that Nigeria is too big for any individual or group to hold to ransom. He said”, The legislature is the fulcrum of democratic practice, consequently, the assault on the People’s House, an institution that symbolizes our democracy and has indeed entrenched its culture, is to say the least, a failed coup, abuse of power and indeed smacks of dictatorship.” Meanwhile, the Chairman of the Conference of Speakers of State Legislatures in Nigeria,

The Presidency has confirmed the appointment of Mr. Matthew Seiyefa as the Acting Director General of the Department of State Services (DSS). Seiyefa replaces former DSS DG, Mr Lawal Daura, who was sacked on Tuesday by the Acting President, Prof Yemi Osinbajo, following the invasion of the National Assembly by the DSS operatives under Daura‘ watch. The announcement was confirmed on Tuesday via the verified Twitter handle of Presidency Nigeria‫@ ‏‬ NGRPresident. Osinbajo, had earlier met behind closed doors with Seiyefa who, until his appointment, was the most senior director in the DSS. The meeting was held

inside Osinbajo’s office at the Presidential Villa, Abuja. But the Presidency has denied sending Daura on the assignment to the National Assembly. Osinbajo had, while terminating Daura’s appointment, asked him to hand over to the most senior official in the agency. Seiyefa, who hails from Bayelsa State, arrived the Presidential Villa in an official Sports Utility Vehicle at about 4pm. He was seen clutching an office file as he made his way into Osinbajo’s office. Shortly after his arrival, the Acting Chairman of the Economic and Financial Crimes Commission, Mr Ibrahim Magu, also arrived. But Magu left the Presidential Villa before Seiyefa at about 4.40pm without talking to State House Correspondents.

deseceration on the sanctity of the Parliament. But the acting President has restored the pride of the Parliament through his timely action,” Obasa said. The newly elected chairman of the Speakers Conference reiterated further that he and his colleagues had warned in the communique issued at the end of the just concluded quarterly conference of of State Assembly Speakers in Nigeria which ended in Lagos at the weekend that the Nigeria Police and in essence other security agencies should be more professional and apolitical in the discharge of their constitutional responsibilities by desisting from invading and occupying legislative Houses in the country.

court bail. Dasuki has since not been released despite several court orders. The continued detention of the leader of the Islamic Movement in Nigeria (IMN), Ibrahim el-Zakzaky, after a military attack on his house in Zaria, Kaduna State in December, 2015, despite several court orders is another case in point. In July 2016, a journalist, Jones Abiri, was arrested and detained without trial. Abiri has only recently been arraigned, two years after his disappearance. His mother initiated a controversial plea that shocked the country. In the wee hours of October 8, 2016, the DSS under Daura invaded homes of judges accused of corruption. None of the judges has so far been found guilty in court. In April 2017, the DSS was alleged to be involved in staff recruitment that was greeted with controversy over claims of lopsidedness On June 22, this year, the DSS raided the home of Senator Enyinnaya Abaribe after his arrest on allegations of gun-running and sponsoring Indigenous Peoples of Biafra (IPOB). One case that really brought the cativities of the DSS under Daura to negative limelight was the March 2017 security report the DSS sent to the Senate, when it was about to screen the Acting chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, discrediting him and detailing corruption allegations as reason why he is unfit for confirmation as substantive chairman. That action came as a shock to Nigerians who wondered why the Dauraled DSS will send such report to the Senate instead of the Presidency that both the EFCC and the DSS report

to. That DSS report against the Acting EFCC chairman is one reason why Magu has remained in acting capacity and many wondered why the Presidency has left him in the position despite the outright disregard to his employer. Perhaps his action on Tuesday of sending his hooded operatives to lay a siege on the National Assembly, without clearing from the Presidency, considering that the legislature is another arm of the same government, many have seen as one disregard too many. When the news broke in the early hours of Tuesday morning, many had thought that it was a deliberate act by the All Progressives Congress (APC)-led Federal Government just as the Peoples Democratic Party (PDP) had alleged that the President’s holiday abroad was part of a plot to destabilise the National Assembly. However, the action of the Acting President, obviously in consultation with the President has put a lie to that assumption. Many had also assumed that the action whether authorised by the President or not will not attract any consequences. This is because Daura is close to President Buhari and also from his home state of Katsina, so nobody believed that anything can happen to him. But the event of Tuesday which had painted the nation before the world on a negative note, put a lie to that, as the action of Osinbajo was a saving grace, because it will go a long way to prove that indeed President Buhari is in-charge of the government against the thinking of many.

News analysis: Daura and removal of the untouchable Patrick Okohue

In the Nigeria security community, he was considered as a lord. Since his appointment on July 2, 2015, by President Muhammadu Buhari as the Director General of the Department of State Security Service (DSS), Lawal Musa Daura has acted like a man on a mission. But, his mission in office has been very unclear as many of his actions is believed by many to be against the Presidency that appointed him and that he reports to. Among his many controversial actions is the re-arrest of former National Security Adviser Sambo Dasuki on December 29, 2015, after he was granted a

Kwara State Governor, Dr Abdulfatah Ahmed has further explained that his defection from the ruling All Progressives Congress (APC), is a script hatched and perfected by fifth columnists within the party. The Governor dropped this hint in Ilorin when he received the National Executive of Oro Descendents Union (ODU), led by its President, Alhaji Uthman Tunji Balogun who paid him a courtesy call at the Government House. Governor Ahmed told his visitors that he reluctantly dumped the APC when it became obvious that the people of the state “who delivered a 100% electoral victory to the APC are continuously being marginalised and persecuted”. According to the governor, all entreaties to ensure that the people of Kwara state were treated with dignity, equity and justice fell on deaf ears as a result of those rooting for their personal relevance by marginalising other stakeholders.

“If it were for personal gains”, the governor said, “I wouldn’t have left the APC has a sitting governor. The Senate President would also have been contented with the coveted position of the Senate President of the Federal Republic of Nigeria”. Governor Ahmed said the struggle is about the interests of Kwarans to participate effectively and meaningfully to the growth and development of Nigeria. According to him, “Leaving the APC goes beyond self interests but the inability to create opportunities for Kwarans in an administration jointly laboured to put in place”. The PDP, according to the governor,

Earlier in his address, the National President, Oro Descendants Union, Alhaji Uthman Tunji Balogun had commended Governor Ahmed for his bold attempts to change the face of the state through the provision of infrastructure and amenities capable of improving the standard of living of the people. The president, on behalf of the nine communities that make up the Oro kingdom, expressed appreciation to the Governor for his prompt response to their call to upgrade the Kwara State college of education, Oro, to a degree awarding institution, construction of Oloro Palace and the rehabilitation of okeola- Oro / Ijomu - Oro road among others. The union also appealed to the Governor on upgrading the stool of Oloro to a first class status, rehabilitation of interconnecting roads within the kingdom to facilitate movement of goods and services among the communities within the kingdom.

Chief Maurice Mbam, son of Late Chief Fidelis Mbam, former Secretary to Ebonyi state Government said he would check the deceit of political leaders in Ebonyi state as the 2019 general election approaches. Mbam, who was the former President General of Izzi Nnodo Youth Forum, said that he would practice politics of ideology and not the form which politicians play in Ebonyi state and the country. Mbam, a foremost Youth Leader in the country is vying for the Abakaliki/ Izzi federal constituency seat under the All Progressive Congress (APC) said his policies would empower the people through ideas and resource-based, creative actions. “I intend to make the youths understand that they can change the political failings of present leaders and make the people realise that leaders can actual work for them”, he said.

Interacting with newsmen in Umuahia, Rt. Hon. Emeka Stanley an aspirant for Abia South Senatorial district pointed out that what the zone desperately longed for, is a representative who is not playing to the gallery but works for the peculiar needs of the zone. Rt. Hon. Stanley insisted that outside the current occupant of the seat, no other individual could be said to match him in terms of practical experience in lawmaking.

Kano Deputy Gov defects to PDP, dismisses state govt’s claims Yakubu Salisu, Kano

The former deputy governor of Kano state, Prof. Hafiz Abubakar on Tuesday announced his official defection from the APC to the People Democratic Party (PDP) attributing it to his persecution by the state government to his loyalty to the former governor Rabiu Musa Kwankwaso and dismissed claims by the state government, that he was paid over N120 million as his entitlements at a point. Abubakar, who was visibly angered by the claims, while speaking to reporters in reaction to the purported claims, said that “ my persecution by the Ganduje’s led administration was as a result of my unflinching loyalty to my political God-father, senator Rabi’u Musa Kwamkwaso which was perceived as divided loyalty by the Governor and his group’’ According to him, all the recent claims by the spokes man of the government,

Mallam Muhammad Garba are all tissue of lies and falsehood, fabricated to dent his integrity and that of his immediate family. Stressing that, it is unfortunate how or why his family should be dragged into the state’s polity. He however, challenged the state government to produce any document that would back their claims that, he, received the said amount and others as been claimed, pointing out that, it is on record that, those said amounts legitimately allocated for his office and official trips, were often not released to him as he often had to lodge in hotels with his entourage from his personal pocket, while on officials assignments.. “At the beginning some of the approvals were backed by cash while some just barely funded. But as time goes on both the ministry of education which was under my office and the office of the deputy governor began to suffer the worst of cash stiffing and starvation. The gimmick employed was to give

approvals to almost all our request but withhold cash release. This creates the impression that all is well and that my ministry is fully funded by show casing approvals with no cash backing. “Later the cash blocked started migrating to the Deputy Governor’s office extending even into my legitimate rights as deputy governor. My DTA and that of my convoy for official trip began to suffer systematic blockade in the same manner approvals are given with no cash backing’’ ‘’The allowances would accumulate before government selectively decide which to pay and which not to pay. In between, I had to source for funds elsewhere for myself and staff for most of my official trips then waited for months before reimbursement. As such, the state government owes me over N 100 million. Similarly, seven law makers in the state as well as ten aides to the state government have also dumped the APC and joined the PDP.

An aspirant under the platform of All Progressive Congress (APC), Hon, Musa Muhammed Maikaya has promised to take Nasarawa state above what people should expect if given the mandate to run the state in 2019. Maikaya, made the pronouncements in a chart with journalist in Government house Lafia, after a political jamboree, which was organised by Governor Umaru Tanko Al-makura, recently. The aspirant stressed that he would step up some of the projects that have not been completed by the past Government and also embark on policies and programmes that will leverage untold hardships in the state.

Group wants journalists, NGO, CSO partnerships Moses Oyediran, Enugu The African Heritage Institution (Afri-Heritage), an analytical and research-based political and socio-economic institution, has urged journalists to partner with Non-Governmental Organisations (NGO) and Civil Society Organisations (CSO) for rapid socio-economic development. The Executive Director of Afri-Heritage, Prof. Ufo OkekeUzodike, made the call on Tuesday in Enugu at an Afri-Heritage Breakfast Dialogue with the Press. Okeke-Uzodike noted that across countries and societies throughout modern history, the media had shaped or influenced social discourses and defined relationships between nation-states and their people. According to him, where the media are cowardly and pliant, human rights abuses and dictatorships take deep root and become widespread as governments become hegemonic.

The Peoples Democratic Congress and the All Progressives Party

Fisayo Soyombo

There has never been a time in Nigeria’s political history when the party affiliations of leading politicians were this difficult to place. At the moment, we are unsure if Godswill Akpabio belongs to the Peoples Democratic Party (PDP) or the All Progressives Congress (APC). Over the weekend, PDP’s two-time former Akwa Ibom State governor met with President Muhammadu Buhari in London. A few days earlier, Okoi Obono-Obla, senior special assistant to the president on prosecution, had said Akpabio would formally defect to the ruling party at a rally to be held at Ikot Ekpene on Thursday. The senator himself has remained tight-lipped. If he does leave, it will be a big blow to the PDP — Akpabio is the minority leader of the Senate, officially the one to whom PDP senators look for motivation, and momentum. Until yesterday, we were unsure of the party status of Hafiz Abubakar, deputy governor of Kano State. PDP announced his defection from the APC on Wednesday via its official Twitter handle, but hours later, the professor told journalists in Abuja that the news was untrue. It took only four more days for Abubakar to quit both his deputy governorship seat and the APC. Like all the protagonists of the ongoing political transfer season, Abubakar hinged his resignation on the oft-abused phrases: The mandate, aspirations and expectations of the good people (this time, of Kano), democratic ideals and values, and so on. But the story runs much deeper. Abubakar is loyal to Rabiu Kwankwaso, a current senator and former governor the

State, who joined more than 10 senators in defecting from the APC to the PDP in the fourth week of July — “more than 10” because after 15 senators announced their resignation from the APC, one clarified that he wasn’t moving to the PDP, while another awoke the following morning to rescind his decision. We’re not 100 per cent sure how many more have made, or are about to make, an about-face. Such is the PDP-APC chaos that numbers and names relating to party affiliation must now be written in careful, in fact speculative, terms. One newspaper even fell into a pit last week, erroneously referring to the All Progressives Congress as the All Progressives Party! There should be no surprises if, this week, another rechristens the Peoples Democratic Party as the Peoples Democratic Congress. As Senate President Bukola Saraki, Sokoto State Governor Aminu Tambuwal and APC national publicity secretary Bolaji Abdullahi dumped the APC for the PDP last week, it was only logical that the Kwara and Sokoto State houses of assembly subsequently followed suit. In Sokoto, 18 of 30 lawmakers made the plunge. But the real drama was in Kwara; as 23 of 24 lawmakers left APC for PDP, the PDP state exco led by chairman, Iyiola Oyedepo headed the opposite way. It was like a barter between APC and PDP. Even Shehu Sani, one of the senators who made a lot of noise about leaving the ruling party prior to the defections, is in a way merely sitting on the fence. Asked on national TV on Thursday evening if he would remain in the APC, he answered: “For now, yes”. When he

was asked the same question a week earlier, his response was typically unconvincing: “If I am here, I am an APC member. If I am not an APC member, you will not see me at the party’s national secretariat.” Depending on how his popularity battle with Nasir el-Rufai turns out in Kaduna, Sani could still be on his way out of the party in a matter of days or weeks. The APC is on some intense lobbying towards recruiting PDP senators in a desperate scramble to maintain its now-threatened stranglehold on the legislature. This is already yielding fruits. Sonny Ogbuoji, representing Ebonyi South Senatorial District, moved from the PDP to APC days ago. More are likely to follow suit when the Senate reconvenes on September 25. For the politicians, the crossdefections mean good news — at least until February 2019 when the results of all the permutations would be seen. All of a sudden, PDP genuinely considers itself sufficiently equipped to snatch power from Buhari in 2019 — a prospect that looked unlikely just six months ago. Meanwhile, asked to comment on the defections suffered by his party, Lai Mohammed, Information minister, said: “God has removed stones from our rice and sands in our garri.” In some ways, it was good for Lai and his party that Saraki and co couldn’t delay their exits for as long as they seemed to want. Now the battle line is clearly drawn; the earlier it happened, the better for the APC. Unfortunately, the people cannot say the same. First, the defections beg the question: Who exactly are the people

voting for in 2019? Is it the party or is it the individual? For example, are the people of Akwa Ibom North-West reelecting the PDP through a separate candidate in 2019 or are they re-electing APC’s Akpabio? Should Akpabio win, who will the people hold to account? The man or the party? Ahead of 2023, these defections represent a dangerous precedent for Nigeria’s democracy. The pre-2015 election defections were largely oneway; it was PDP against its renegades and the APC alliance. But 2019 is looking like a mere reshuffling of individuals across the two main parties. A victory for APC at the presidential polls will leave President Muhammadu Buhari with a false sense of popularity for which the people will pay with increased incompetence, government neglect and executive arrogance. Similarly, a victory for PDP is destructive for whatever good democracy represents; it would encourage politicians to do nothing other than jump ship to the party of the moment at the start of every election cycle. It would mean the opposition party no longer needs to strengthen and position itself to win greater support from the people. Nigeria is tottering towards a two-party or multiparty yet one-waypolitical-elite state — very close in danger to what operates in a one-party state. The Nigerian electorate must analyse the raging prostitution of partisan interests beyond its potential to oust Buhari from government. It may or may not hurt Buhari in 2019, but it will surely hurt democracy and, by extension, the people.

APC, defecting senators and challenge of history (2)

Yusuph Olaniyonu

One can recall that this same APC was a mere assembly of rag tag opposition and sectional parties until PDP members of the National Assembly and governors joined them with fanfare in 2014. At that time, two of the biggest catches were Senator Saraki and RtHon Aminu Waziri Tambuwal, who was then speaker of the House of Representatives. Tambuwal became Speaker in 2011 with the help of the Action Congress of Nigeria (ACN), one of the legacy parties that formed the APC, against the wish of the PDP which wanted Hon. Mulikat Adeola Akande. He later defected to APC and remained as Speaker to the end. In fact, when he defected, Lai Mohammed, then Major General Mohammadu Buhari and Hon Femi Gbajabiamila who are also pissed off by the current ‘gale of defection’ were effusive in their praise for his action. What a double speak! In 1979, the National Party of Nigeria (NPN) had the majority in both chambers of the National Assembly, yet, the Speaker of the House of Representives was Rt Hon Edwin Ume-Ezeoke of the Nigeria People’s Party (NPP). In the Senate, the Deputy Senate President was Senator John Wash Pam of the NPP in a Senate with NPN majority. Thus, the immediate past arrangement where Senator Saraki of the APC emerged as Senate President while Senator Ike Ekweremadu of PDP is his deputy has an antecedent in the Second

Republic. In fact, in 2007, Vice President Abubakar Atiku defected to ACN in a PDP administration and the court endorsed the arrangement. Also, in 2015, in Plateau and Benue states, the minority party, APC in this case again, provided the speaker while the PDP conceded in the interest of peace. So, what is different in the eighth senate that the APC leaders are threatening to bring the parliament or Nigeria down if they are not allowed to change the leadership of the legislature? The APC leadership is also threatening that they would not wait for September 25, the adjourned date of the National Assembly to reconvene the legislature because there are some urgent issues to be deliberated upon. What are the urgent issues: the election budget proposal of INEC and the nominations into the Independent Corrupt Practices Commission (ICPC)? It has been confirmed that INEC has enough provision in the 2018 budget to last it till October by which time the NASS would have reconvened to consider its election budget. Also, why does government in this country wait till the last minute before submitting election budgets to the legislature? Since 1999, it has been known that general elections will hold every four years. Is the rush a pre-planned strategy to prevent the legislature from scrutinizing the proposed expenditure and the rationale for it? This is an issue that should form the subject of another debate,

Also, the process for reconvening the Senate before an adjourned date is explicitly stated in Order 12, Rules 1, 2 and 3 of the red chamber’s Standing Order. The rule states that the leaders of all the parties in the Senate must write a letter requesting the Senate President to reconvene the Senate on a particular date for the purpose of dealing with issue(s) of urgent national importance. If the Senate President is convinced by the purpose of the request, he will then direct the clerk of the Senate to give notice to all members to resume for plenary on a particular date. It is after fulfilling these conditions that the issue of quorum as defined in Section 54 (1) of the constitution will now come into play. Thus, the APC senators who are desirous of reconvening the Senate before the adjourned date of September 25 need the PDP leadership and more importantly, the Senate President to realise their wish. And one is sure that they know that for as long as their intention is dubious, devious and selfish, the premature reconvening will not legally take place. Again, if the APC plans to forcefully change the Senate leadership under Saraki, they should familiarize themselves with the provision of the constitution in Section 50 sub-section (1) (c). By that provision, the Senate President can only “be removed from office by a resolution of the Senate…by the votes of two-thirds majority of members of that House.” On the issue of whether Saraki and

other defectors have electoral value or not. I think ‘res ipsa loquitor’, as lawyers will say. Let me use the only woman among the defectors in the Senate to demonstrate that the APC spinners need another narrative to earn their pay. Senator Monsurat Sunmonu was Speaker, Oyo State House of Assembly between 2011 and 2015 before becoming a Senator. What that means is that she won elections into the Hose of Assembly and on the floor of the House of Assembly. And somebody will come in now and say she has no electoral value. Did Buhari ever win an election in Kwara State before 2015 when Saraki raised his hand up in Ilorin? The last point about the claim that Saraki was responsible for the failure of the government to fulfill its electioneering promise is very laughable. The man must be a god to be going in and out of the Code of Conduct Tribunal, Appeal and Supreme Court in the last three years and still retain the potency to ensure that the Almighty APC administration with its ubiquitous and formidable cabal fails to provide good governance to the people. I think the claim is a mere scapegoating, setting up excuses for government’s failure and escapism. The APC Goebbels can do better in finding a more logical excuse. This won’t jell with Nigerians. 2019 election is still some seven months away. Some more rigorous thinking will provide better explanations. Shikena! Concluded

Editorial Commentary The Asaba disgrace Times Guest Columnist Reuben Abati

“I think this is the first and last time I will come to Nigeria to compete. If you are not ready to organise something please don’t…It was three days of travel for some and two days for others; like you are travelling from Africa to Asia or America. I have been to four African Championships and it’s my first time to have that kind of bad organisation. No respect for the people.” – Marie Josee Ta Lou, Ivorian athlete. Shame on all the local organisers of the just concluded 21st Africa Senior Athletics Championships held in Asaba, Delta state tagged #Asaba2018 for spending N4 billion of the Nigerian taxpayers’ money to procure disgrace, and embarrassment for Nigeria, bring odium unto the country, attract the contempt of other African countries and cause an international relations disaster. Sport is an important tool of diplomacy and global negotiation for power and identity. The branding opportunities involved in sports are vast and immeasurable. In the recently concluded 2018 World Cup in Russia, countries fought hard because they knew their national image was at stake. The host country received plaudits for giving the rest of the world a tournament to remember. We were told that smiling anyhow to strangers is considered strange in Russia, but for the World Cup, Russians were told that it is human and normal to smile in public. A non-smiling population learnt to smile and even laugh! Russia wanted to make an impression it even relaxed visa application rules. But don’t forget that some of our brothers took advantage of that and “stormed Russia” only to be abandoned by those who took them there. They ended up sleeping on the doorsteps of the Nigerian Embassy in Moscow. If the Russians thought the Nigerians were odd, they didn’t complain openly. They wore our jerseys and embraced us. After Russia 2018, the stories have all been sweet and warm. It was a great moment for Russia and Putin, its President. The contrast was the outcome when a few weeks later, Nigeria hosted a less grandiose event: the African Senior Athletics Championships in Asaba. We messed up the opportunity thoroughly and shamelessly. The comment above by Marie Josee Ta Lou, track star from Ivory Coast is fairly representative. When the athletes arrived, they met an unprepared country, indeed a country in disarray. Athletes from Kenya, Ethiopia, South Africa, Eritrea, Morocco arrived the Murtala Muhammad Airport in Lagos on Sunday, over 200 of them (!). They couldn’t get connecting flights from Lagos to Asaba until three days later, the day the championship was meant to start. We were shown pictures of the visiting athletes sleeping on the floor at the airport. Twitter Kenya and its trolls carried the matter on their heads and abused Nigeria and Nigerians as if they were talking to their mates. Don’t forget that Nigeria is supposed to be “the giant of Africa” and we are also the biggest economy in the entire continent. But the Kenyans dragged us on the floor with negative comments. Kenya! Hmm.

We eventually managed to get the athletes to Asaba, but other problems surfaced. The local organisers could not provide accommodation. They could not manage accreditation. Foreign journalists could not have access to power outlets. Many of them sat on the floor. When they complained, some of them were labeled “hostile” and warned to behave themselves! The opening ceremony could not start as scheduled. Even athletes from Eritrea had to protest. One of them reportedly said: “We’ve not had a good experience since we arrived in Nigeria…” Hen hen… Erit-re-a! The President of the Confederation of African Athletics (CAA) was also quoted as saying: “We didn’t have this kind of problem in previous championships. We have been to Addis Ababa, Nairobi, Marrakesh and Durban. The people there showed commitment and things went on well…” The Tanzanians also got so frustrated, by Thursday they decided to boycott the championship. They packed their things and left. “We are not angry, but we are disappointed”, the Secretary of the Tanzania Athletics Association said. Tanzania! The other countries that stayed behind even had worse tales to tell. There were reports of the tracks being terrible: with bumps and potholes in a newly completed stadium. It is called the Stephen Keshi Stadium. The late star footballer and coach must have been turning in his grave, furious that some of his compatriots have used his name in vain, and so disrespectfully. Some of the athletes even pointed out that they were afraid of being injured so they had to run carefully. #Asaba2018 does not represent the true potential of African athletes. Kenya came first, South Africa second, Nigeria, third on the final medals table but perhaps the outcomes could have been different if the environment of competition had been enabling. The athletes had no changing rooms, the toilets were dirty, water supply was a problem! On Thursday, last week, the stadium’s overhead water tank collapsed. It crashed. We have heard of collapsed buildings, but now in Asaba, a water tank collapsed and crushed two vehicles at an international event. The Kenyans said their athletes were almost crushed. To be fair, it is not only Kenyans that are protesting, even if they were the ones who carried the thing on their head. Nigerian athletes also lamented. They must have been ashamed of their country. In typical Nigerian fashion, the local organisers, the Athletics Federation of Nigeria (AFN) led by Solomon Ogba has been busy trying to blame others and dodge responsibility. One excuse that I have heard is that nobody should blame the Delta State Government because all it tried to do was to help Nigeria save face. How? We are told that the championship was meant to be hosted originally by Lagos State, but Lagos State changed its mind and rather than allow the championship to be taken to another country, Delta State stepped in. This is a very stupid excuse.

Our POSITION Impeachment, democracy and rule of law

T

he Mo3nday’s impeachment of the Imo State Deputy Governor, Prince Eze Madumere, by the state House of Assembly was not only condemnable but illegal and unconstitutional. Madumere, for a long time now, has been having a running battle with Governor Rochas Okorocha, his boss, over succession bid in 2019 election. Okorocha had favoured his son-in-law and Chief of Staff, Mr. Uche Nwosu, to succeed him. Despite an interim injunction by a court of competent jurisdiction in Owerri, restraining the seven–man panel of enquiry from sitting until matter before the court is determined, the state House of Assembly lawmakers who were elected by their constituents to make laws, have turned to be a rubber stamp to the Executive and the Judiciary without following the due process. The Chief Judge of the state, Justice Paschal Nnadi, had last week, set up a seven-man panel of enquiry to investigate allegations of gross misconduct leveled against Madumere. But Madumere through his lawyer, Ken Njemanze (SAN), earlier filed a motion on the constitutional breaches by the panel and the state lawmakers. It is instructive to note that the deputy governor has a right of reply while any such statement in reply to the allegations must be served on each member of the House of Assembly. To put the record straight, the speaker of the House of Assembly must within seven days serve the deputy-Governor and each member of the House with a copy of the notice of allegation. But until his impeachment two days ago, Madumere claimed that he was never served with any notice. Also, the panel breached processes in which it was constituted by failing to report its findings within three months as enshrined in the constitution. Finally, the process of impeaching Madumere did not follow due process, thereby necessitating the calls for his reinstatement as the deputy governor. Similarly, in Benue State, eight members of the state House of Assmebly have served Governor Samuel Ortom an impeachment notice. The process of impeaching a sitting Governor of a state in Nigeria is clearly spelt out in section 188 of the 1999 Constitution (as amended) and there have been a number of unsuccessful

impeachments of the state Governors since 1999. The process of impeaching a governor as contained in the 1999 Constitutionincludes: notice of any allegation in writing alleging gross misconduct on the part of the Governor. The notice must be signed by not less than one-third of the members of the House of Assembly before it is presented to the speaker. As the impeachment drama continues in Benue by eight out of thirty state House of Assembly members, we are of the opinion that the infamous action should be condemned by all and sundry. The eight legislators, all belonging to the All Progressives Congress (APC) who took over the chambers without the mace (symbol of Authority of the House) and the clerk, were protected by heavily armed policemen and operatives of the Department of the State Services (DSS) preventing the 22 other members, all belonging to the Peoples Democratic Party (PDP), from entering the chambers. We wish to finally state that eight out of 30 lawmakers is not enough to impeach a sitting Governor while the state Assembly should follow due process and stop the mockery on both legislature and judiciary in the interest of our nascent democracy.

Police arrest soldier for armed robbery, cultism in Lagos Joy Anyim, Lagos

A serving soldier in the Nigerian Army, Daniel Okeke, notorious for the snatching motorbikes and armed robbery around the Ojo axis of Lagos has been arrested by men of the Special Anti-Robbery Squad (SARS), of the Lagos State Police Command. The suspect who is attached to the Nigerian Army Corp of Supply and Transport, Bonny Camp, Victoria Island was arrested after an attempt to snatch a motorbike with a pistol at the Agboju area of Lagos. Preliminary investigations revealed that Okeke who is also a member of the Black Axe confraternity had been demoted in 2017 from the rank of Corporal to Private following his recklessness while on duty. However, the suspect who was paraded at the Lagos State Police Command Headquarters in Ikeja denied the allegation saying he only had a misunderstanding with a cyclist where he narrowly escaped lynching. On how he found himself in police net, Okeke said, “I drive trucks at a site where the Army is building houses for her men. At

the close of work I took a bike from Mile 2 to Ojo Barrack. I and the cyclist had agreed on a fare of N300 to my destination. On getting to Agboju, the bike man stopped and said he wanted to carry another person. I protested saying the agreement was to take me from Mile 2 to Ojo Barrack for N300 not for him to stop half way to carry another person. “I insisted that if he would have to carry another person, then I will stop at Agboju and not go further with him. At this point, he started fighting me. The cyclist insisted l give him N150 which I objected because l had only N300 on me which is supposed to take me to Ojo Baracks. “The cyclist started shouting at me and was even fighting me. He was speaking in Hausa Language, so every other cyclist who was from his place didn’t bother to find out what the matter was but just joined him to beat me up. “Seeing my life was in Danger, I ran towards Agboju police station for safety. A policeman came to my rescue and took me inside the station and asked the cyclists to go. The Police found a pistol on me so I was detained at the Station till the next day. The police then transferred me to SARS in

Ikeja saying l had attempted to snatch a motorbike.” Speaking on how he got the pistol, Okeke said he bought it in 2006 while at the Institute of Management and Technology (IMT) in Enugu. He claimed he bought it for N5,000. “I had the gun before i joined the army. I bought the gun while in School at IMT in Enugu where I was studying Public Administration but didn’t graduate due to financial difficulty. Back then I was a member of the Black Axe confraternity but I have since renounced it before joining the Nigerian Army in 2008. When I joined the Army, I buried the pistol in my house. “I was only using it to protect myself. I have never robbed with the pistol; I only used it for self defence and I really regret my action,” he said. Responding to the reason for his demotion, Okeke said he was demoted because he was involved in an accident with the vehicle of one General Mohammed Ali (rtd). The Lagos State Commissioner of Police, CP Imohimi Edgal who paraded the suspect said, he will be charged to court when investigation is concluded.

Short News ‘NURTW, integral part of national development’ Idu Jude, Abuja

Federal Government has described the National Union of Road Transport Workers (NURTW), as an integral part of national development, stressing that the union has ability to create employment opportunity for Nigerian youths. Prof Ocheni made the remarks recently in Abuja during the 40th Anniversary of the NURTW, stressing that the Trade Union as partners in progress should as a matter of necessity, support this Administration in this herculean task of driving the process of instilling discipline, transparency, accountability and patriotism amongst Nigerians. The Minister reiterated that the 40th Anniversary of the Union will be used amongst other things to show case it’s achievements and the patriotic corporation with the Federal Government in bringing positive change in the conduct of government businesses.

‘SNP will fix Nigeria’s problems if voted in power’ Edward Nnachi, Abakaliki Apparently worried by the spate of killings and economic hardship confronting the country, National Chairman, Sustainable National Party (SNP), Mr. Kayode Arimoro, has assured that the party would fix the myriads of problems currently facing the nation, if it is voted into power in 2019. Arimoro stated this Tuesday during the party’s national convention in Abuja, which was televised live on the National Television Authority (NTA) and monitored by our Correspondent in Abakaliki. He said it was high time Nigerians joined hands with a party “that is coming from the grassroots to restore Nigeria’s lost glory”. According to him, “Politics was not for charlatans but for people with sound minds, who have proper ideas to make a greater nation, hence Nigerians from all walks of life and status should come out with their good ideas and get involved in politics”.

Assemblies of God crisis: Rev Okoroafor’s faction accuses Rev Anyanwu of certificate forgery Doosuur Iwambe, Abuja Leadership crises rocking the Assemblies of God Church assumed a messier dimension on Wednesday as group loyal to Rev Chidi Okoroafor accused the District Superintendent of the church in Abuja, Rev Nicholas Anyanwu of forging a Bachelor of Arts Degree to get to the top position. Rev Anyanwu who is from the camp of embattled Rev (Prof) Paul Emeka and Okoroafor are laying claims to the position of the General Superintendent (GS) of Assemblies of God Church, Nigeria. The tussle between Emeka and Okoroafor over who is the authentic GS has polarised the church into two factions, leading to a protracted intra denomination crisis since 2014. Addressing newsmen at the church premises Wednesday, Rev Hyacinth Ngene, who claimed to be the Abuja District Superintendent, revealed that Rev Anyanwu fraudulently deceived the church to get elected as the District Superintendent, Abuja. Rev Ngene’s reaction followed a press briefing by Rev Anyanwu on Saturday, wherein he displayed a judgement by Justice Othman Musa of High Court of the Federal Capital Territory, which favoured him as the authentic District Superintendent of Assemblies of God Church, Abuja. The judgment was delivered on July 5, 2018,

in a suit filed by Anyanwu against the Chidi Okoroafor faction of the church. Ngene said the briefing was aimed at deceiving the public, claiming that Anyanwu “wrongfully & criminally misinterpreted the judgment of the court. “In the first instant Rev. NichoIas Anyanwu is not the District Superintendent of Assemblies of God Church Abuja District and as well not a member of the church. “The story remains that Assemblies of God Church Abuja District held an election, wherein Rev. Nicholas Anyanwu (District Superintendent), Rev. Ngene Hyacinth (Assistant District Superintendent), Rev. Tony Ese (District Sec) Rev. Godwin Agaga (District Treasurer), Rev. Emma Ugwu (Member), Rev. Asuata (Member) Rev. Paul Adoga (Member) took part. “Shortly after the election, there was a petition to the General council led by Rev. Dr. Chidi Okoroafor against Rev. Nicholas Anyanwu stating that the said Rev. Anyanwu deceived the church by claiming that he is a graduate with degree which he is not and fraudulently stood in for an election and emerged as District Superintendent” Ngene stated. “Upon receiving the petition, the general council sent the petition to Rev. Nicholas Anyanwu for him to respond. He refused to respond to the petition, when the time given to him to respond expired, the general council set up a panel to thoroughly investigate the matter.

“The panel invited Rev. Nicholas Anyanwu in their meeting for him to come and clarify himself, but Anyanwu refused to answer the panel. He stated that the presbyters met and advised Rev. Anyanwu to go and answer the panel and present his certificate to them but to no avail. “Having failed to answer the panel, the general council suspended him and when the panel submitted their report and it was established that Rev. Nicholas Anyanwu deceived the church and disobeyed the constitution of the church, he was dismissed as the District Superintendent and ex communicated as a member of the church in line with the constitution of Assemblies of God Church” Ngene said. According to Ngene, Rev. Nicholas Anyanwu never challenged his dismissal as the District Superintendent rather he challenged his suspension in court stating that he was not given fair hearing, that is to say rather than challenging his dismissal and expulsion just to put the record straight. “Note also that the judgment delivered on the 5th of July, 2018 only nullified the “suspension” alleged or complained by Rev; Nicholas Anyanwu but did not nullify his dismissal as District Superintendent and expulsion as a member. “The judgment did not also say that he is still the Abuja District Superintendent of Assemblies of God, Nigeria” Ngene posited.

2019: No candidate can match Buhari’s credibility – Campaign group Tom Okpe, Abuja A political campaign group, PMB Sensitisation/Workshop Committee (PMBSWC), North-central chapter has said that nobody in the country can defeat President Muhammadu Buhari in the 2019 general election. The committee which is charged with responsibility to carry out sensitization workshop and rally for the re-election of President Muhammadu Buhari in the North-central and other parts of the country gave assurance that the President will be reelected in 2019. Chairman, North-central division of PMB-SWC, Williams Ozi-Raji, said this yesterday in Abuja while briefing newsmen on the activities of the group ahead of the 2019 general election. Ozi-Raji said plans have been concluded to carry out sensitisation programme to ensure President Buhari is re-elected for a second term describing President Buhari as a man who had zero tolerance for corruption and injustice, noting that his political will had helped in transforming the economy. “Within the age bracket of those who

have served in government, we do not have anybody that equals PMB in terms of character, credibility and persons,” he said. According to Ozi-Raji, the group will also work for the election of other contestants in the All Progressives Congress (APC), from ward to the federal level. “After President Muhammadu Buhari, only a few of the younger generation can match his character and credibility, but within the age bracket of those who have served in government and still intend to serve they do not have any person that can equally wear his shoe. “In achieving this, a lot has been put on ground structurally because if you do not plan, it simply means you have planned to fail. We are also to ensure that every Nigerian in the North Central is properly educated on what the President has done

“The election of Mr. President in 2015 was not because some politicians decamped from the PDP to the APC ...” – Ozi-Raji

for Nigerians for him to deserve a second term. “This will be from the ward, local and state level in the North Central States; the road transport workers, civil servants, the less privileged and the physically challenged will all be carried along”, he said. He attributed the herdsmen killings across the country to ploy by desperate politicians to discredit the present government and frustrate the re-election of President Buhari in 2019. “The election of Mr. President in 2015 was not because some politicians decamped from the PDP to the APC, but because he was one man who Nigerians felt it was time to do the right thing, and they gave him their votes. “Those that defected to APC in 2015 did that because they wanted a situation where they will destabilize the efforts of Mr. President and the APC and now, that opportunity was lost, they thought it was time to return to their original party to carry out their enterprise. Even if PMB stands alone in APC, the good news is that our votes will count and he will still win the election”.

‘Ebonyi spent N33bn on federal roads, others’ Edward Nnachi, Abakaliki

The Ebonyi State Commissioner for Works and Transport, Engr. Fidelis Nweze, Tuesday said the state government spent N3 billion for construction of federal government roads and other projects. Engr. Nweze, who disclosed this to journalists in Abakaliki, the state capital, noted that the amount was spent on the federal government roads between the last administration in the state and the present one. Nweze said the state had defended the amount before the federal government and the National Assembly for reimbursement and that Ebonyi state has been included as one of the states the federal government will reimburse for funds spent on federal roads. “Between last administration and this administration, we have committed about N33 billion for constructing federal roads

within Ebonyi state. “We have drawn the attention of federal government, the federal executive council, Mr. President and the senate to this, and we have been able to defend that and Ebonyi state is among states that the federal government will be reimbursing. “We have been able to achieve 75 percent of the roads within the capital city and we are not yet done. Construction is a continuous process”, he said. He announced that some contracts have been terminated by the state government for contract violation and the contracts have been rewarded. Nweze said: “Yes, if a contractor is not doing well, we have no other option than to terminate the road in line with the contract agreement. Nijukrane Nig. Ltd did not perform, when we awarded to them 28.5km road from Ezzama to Isu Onicha LGA road. That contract was awarded in February 2016 and they were supposed to finish that project within 18 months. One year, they

were unable to do anything”. “A year after the contract was awarded of which the contractor did not do up to 3km of the road, we had no option than to revoke the contract in line with the contract agreement and follow due process to terminate the contract and that is why we awarded it to another contractor. That work is about 95% completion within one year. “That same thing, Ntezi/Agba/Isu road was awarded to Tek Nig Ltd. They couldn’t do anything and we terminated the contract. We have advertised the job ready for the award which will happen within one month. So, we terminate, we reaward to make sure we don’t tell stories to the electorate, the people that brought us to power”, he added. The Commissioner revealed that the state government has constructed over 80 roads in the state, adding that it will commence construction of more roads after the raining season.

Ambode’s wife canvasses exclusive breast-feeding for babies Benjamin Omoike, Lagos Wife of Lagos state governor, Mrs. Bolanle Ambode, has again reminded nursing mothers and pregnant women of the need to attach serious importance to exclusive breastfeeding of newborn babies. Ambode, in a statement on Tuesday to commemorate the occasion of this year’s World Breast-feeding Week, held annually in the first week of August, said the benefits of breast milk to the infant were too profound to be ignored, as it was an important foundation for a baby’s life, capable of determining whether the baby will live or otherwise. She said putting a baby to the breast in the first hour of life was a major safeguard against infant’s death, adding that exclusive breast-feeding for the first six months helps them to grow, prevents under-nutrition, promotes brain development, as well as reduce the risk of overweight.

Crisis in food producing states put single digit inflate on pressure – Analysts Motolani Oseni A group of analysts at FSDH research have said prevailing crisis in the food producing states in Nigeria is putting single digit inflation rate in 2018 on pressure. The nation’s food producing states, Benue, Taraba, Plateau, Adamawa, Kogi and Nasarawa have continued to face Herdsmen attacks recently. The Central Bank of Nigeria (CBN) aimed to achieve a single digit inflation rate this year via-a-via focusing on the stability in the foreign exchange market. The CBN governor,

Mr. Godwin Emefiele at the last Monetary Policy Committee (MPC) meeting had said, “The Committee took note of the sustained moderation in inflationary pressures, especially headline inflation, as well as stability in the foreign exchange market, but expressed concern on the threat posed by incessant herdsmen-farmers crisis in some key food producing states and the negative impact on food supply chains which would continue to exert upward pressure on food prices.” He explained that the members, called on the Bank to continue to build on the progress already made to sustain the moderation in inflation. However, the analysts

at FSDH have forecasted that inflation rate (yearon-year) to drop to 11.01 per cent in July 2018 from 11.23per cent recorded in the month of June. According to them, “The expected decrease in the inflation rate is largely attributable to the base effect of the previous year. In addition, we observe a slowdown in the price movement of some food items. The prevailing crisis in the food producing states in Nigeria is putting an upward pressure on food prices. “This is a major risk to the achievement of a single digit inflation rate in 2018. “The prices of most of the food items we monitored in July 2018 showed a slower increase compared with June 2018. The

movement in the prices of food items increased our Food and Non-Alcoholic Index by 1.18per cent in July compared with an increase of 1.56per cent recorded in June. “This Index increased year-on-year by 12.57per cent, up from 248.82 points recorded in July 2017. “We also observed increases in the prices of Transport and Housing, Water, Electricity, Gas & Other Fuels divisions between June and July 2018. FSDH Research noted that the June inflation figure recorded the highest month-on-month increase since June 2017. “Although the inflation rate may continue to drop, it may remain in double digits in 2018. Under the current situation,

Why Air Peace is leading connectivity project in Africa – Onyema Chukwuemeke Iwelunmo

Chairman/Chief Executive Officer of Air Peace, Mr. Allen Onyema has said the carrier is championing seamless air connectivity in Africa to ensure the economic growth of the continent and ease the travel challenges of the people. Onyema spoke during the launch of Air Peace’s flights from Abuja, Lagos and Accra to Monrovia, Liberia and from Abuja to Accra, Ghana. The Air Peace boss insisted that the carrier had continued to prove its mettle in the project to link African nations and connect them with the rest of the world through flights to Accra, Freetown, Banjul, Dakar and Monrovia. Addition of Monrovia to Air Peace’s route network, he assured, would consolidate the airline’s strategy to unlock economies in

Africa through air connectivity. Onyema, who was represented by the carrier’s Corporate Communications Manager, Mr. Chris Iwarah said the carrier was gradually rewriting the negative narrative about regional flight operations in West Africa. The launch of the airline’s Monrovia service, he said, had expanded its regional operations to five routes. ”Today’s epoch-making event is a pleasing consolidation of our efforts to unlock the economies of Africa, offer air travellers on business and leisure trips seamless connectivity as well as create jobs for people,” Onyema enthused. Speaking on the carrier’s rapid expansion on the West Coast of Africa, he said: ”We began our intervention in the air travel difficulties of the West Coast of Africa with the inauguration of Lagos-Accra service in February 2017. A year later in 2018, we

deepened our presence in the region with the addition of Freetown, Banjul and Dakar to our route network. “The addition of Monrovia to our route network is a fitting response to the yearnings of the flying public for the Air Peace experience. The launch of Monrovia brings our regional destinations to five. We are connecting Monrovia from Abuja and Lagos through Accra. Shortly, we hope to add more destinations to our regional route map. “Our goal is to build a solid base to link African nation’s and connect the continent to the rest of the world by air. With our expanded fleet of 24aircraft comprising Boeing 737, 777; Embraer 145 and Dornier Jets, we are set to soon begin flights to many international destinations including Dubai, Sharjah, GuangzhouChina, London, Houson, Mumbai and South Africa. There is no doubt we mean business at Air Peace.”

NCAA begins probe of security breach in Sokoto Chukwuemeke Iwelunmo, Lagos

The Nigerian Civil Aviation Authority, NCAA, has begun a full scale investigation into the wanton security breach that occurred on Friday, at the Sultan Abubakar Sadiq lll Airport, Sokoto. The General Manager, NCAA, Mr. Sam Adurogboye, in a statement made available on Tuesday, said the commencement of the investigation is in receipt of reports of a huge crowd that flagrantly broke all security rules and gained unauthorised access to the safety critical areas of the airport, which includes Runway, Taxiway and Apron. He quoted the Nigerian Civil Aviation Regulations (Nig. CARs) Part 17.48.3(c), which stipulates that access by persons and vehicles to restricted areas, enhanced security restricted areas and sterile areas is restricted only to persons who have a clear need for such access by virtue of their duties. While the National Civil Aviation Security Programme (NCASP), 6.3.1. also stipulates that in accordance with the appropriate legislation, no person to whom the legislation applies, shall enter or remain in a Restricted Area, Enhanced Security Restricted Area, or

tenant restricted area unless that person has in his or her possession a Restricted Area or Tenant Restricted Area Permit in respect of that restricted area or Tenant Restricted Area and complies with all conditions of issuance of the Permit. He stated that the NCAA will not tolerate the reoccurrence of any such safety and security violations at any of the nation’s airports, adding that, in view of the anticipated increase in aviation activities, the Federal Airports Authority of Nigeria, FAAN, as well as other State and Private Aerodrome Operators are have been directed to beef up safety and security systems at their airports. The NCAA has therefore warned the general public to desist from the unlawful acts as NCAA will not hesitate to impose severe sanctions on any person, group of persons or organisations found culpable. The NCAA added that it would continue to safeguard civil aviation against acts of unlawful interference at all the nation’s airports. It said, “The Nigerian Civil Aviation Authority, NCAA, Federal Airports Authority of Nigeria (FAAN), Nigeria Police Force and other security agencies will continue to work together to ensure that all our airports are safe and secure for airline operations.”

POLITICS times Daily Times Nigeria Wednesday, August 8, 2018 Stories by Patrick Okohue Former Vice President of Nigeria, Atiku Abubakar has commended the acting President, Prof Yemi Osinbajo for listening to the clarion call of Nigerians and taking action to halt, what he described as the illegal and anti-democratic siege of the National Assembly by men of the Department of State Security (DSS). Atiku Abubakar noted that by firing the Director General of the DSS, Mr. Lawal Daura, the acting President has given meaning to the cries of Nigerians that “we will not tolerate such anti democratic actions.” The former Vice President gives his utmost support to this action and calls on all statesmen and political leaders to put aside partisanship and rally round the acting President during these fragile times “for our democracy.” Atiku Abubakar who had earlier in a release condemned what he called the fascist forces to break into the National Assembly for the purpose of furthering the agenda to force a change in the Nigerian Senate’s leadership, noted that this was an atrocity and “calls on all those involved to put Nigeria first and abandon this madness.” According to him, “The Constitution of the Federal Republic of Nigeria, as amended, guarantees both the independence of the Legislature

Siege on NASS: Atiku commends Osinbajo on sack of Daura, calls for inquiry, eternal vigilance and Separation of Powers. Nigeria is a democracy not a military dictatorship and we the people will never return to tyranny.” He then called on President Muhammadu Buhari and acting President Yemi Osinbajo to stop hiding behind one finger and live up to their responsibility of upholding the constitution and law and order, which they swore to on May 29, 2015. “We warned that if what occurred in Benue last week was not checked on time, it would escalate to the federal level. Today we are seeing that warning in play.” “The acting President, being himself a Professor of Law, ought to know that setting such a precedent is an invitation to anarchy. “There are better uses for our security forces at this time than to lay siege to our citadels of democracy. Our people are languishing in the midst of unprecedented insecurity and nationwide killings. To thus

Olusegun Obasanj

deploy our security forces in this present manner whilst Nigerians face these challenges is an abdication of responsibility to say the least. “All Nigerians should be watchful and mobilised to defend democracy. We must remember that ‘eternal vigilance is the price of liberty’,” he said. The Waziri Adamawa also called for an independent judicial panel of

inquiry, to investigate the incidence at the National Assembly to get to the root of the matter so that those responsible can be identified and punished. “These are delicate times for Nigeria and all lovers of democracy and the rule of law must be extra watchful lest anti-democratic forces take advantage of all we have worked hard to build,” he added.

Safeguarding Nigeria’s democracy now utmost consideration -PDP chieftain A chieftain of the Peoples Democratic Party (PDP) in Lagos State, Mr. Qudus Folami has challenged all Nigerians to be alert to the new threat to the nation’s democracy, arguing that the only thing that should now be relevant to well meaning Nigerians should be the survival of the nations’ democracy, urging the people to do everything to safeguard it. Reacting to the siege laid on the National Assembly yesterday by men of the Department of State Services (DSS), Folami said that the nation has been pushed to the point where nothing else but the survival of the nation’s democracy matters, especially because of the huge price that was paid to attain it. According to him, “The challenge before all of us now is how to safeguard this democracy, it is no longer whether roads were built, airports work or any infrastructure was achieved, what is important now and the only item on the ballot now is really the security of our democracy, whether people have jobs or don’t have jobs all those now have been relegated to the background,

g15

because we are going to lose our freedom and our liberty if we allow these people to continue, because already our civilization has been seriously encumbered as it is.” The PDP chief who is the pioneer Vice Chairman of the party in Lagos State, noted the people could not afford to toy with its democracy because of the huge price it paid to achieve it, “We paid a lot of price to get this democracy to where it is, a lot of people lost their lives, chief among it is that of late Chief MKO Abiola, if you then look at these miscreants in power, because there is no other way to call them, the wrecks of the Nigerian society has risen to power and now they are misbehaving and threatening our freedom, threatening our liberty and undermining our civilization as a people. “How else do we call this one that we wake up and see that the National Assembly has been occupied by security people and nobody could go in and nobody could go out, even staffers were not allowed.” Reacting to the sack of the Director General of the DSS, Mr. Lawal Daura, Folami said, “I think also that beyond

the DSS sack, the Inspector General of Police too must go, to send a message to other security agencies that you cannot take laws into your hands, even if somebody was asking you to do it you must first consider if it was a lawful order to carry out.” Also responding to a question on whether the action of the Acting President does not suggest that the President was slow to taking such actions, he said, “yes, it has to be, because they are all his relatives, he has appointed members of his family, the close and distant relatives, people have been appointed on considerations other than merit, so in an attempt to seek blind loyalty, these are the kind of plans of the people the President has assembled around himself. “If the President were in the country today that fellow would have gotten away with what he did, but I am sure that the Vice President could not have taken that decision without consulting the President, because these are the President’s relatives, but given the stark reality of it he would have had no other escape route other than to agree that the fellow should

go.” According to him, the invasion of the National Assembly is tantamount to a coup against the Nigerian people and those involved should be handled as such, “It is unthinkable, seriously, I saw it first on Ajazera and also listened to Sen. Murray Bruce when he said all Embassies in Nigeria have been informed about what was going on. “Really to the world it was like there was a military coup in Nigeria that was the impression, because if you want to look at it, always when there was this coup it was always the legislature that was the first to be sacked, so if you lay a siege there from all considerations it was a coup against democracy. “So, the critical question now is if the Acting President was not in acting position at this time, won’t these people continue to get away with what they are doing? The Inspector General of Police did his own, laid siege on the residence of the Senate President and his deputy and nothing happened, all of these continue to point to some other agenda that is really inimical to this democracy, He said.

In a release issued in Lagos yesterday and signed by its President, Professor Tejumade Akintoye Rhodes, the YCF accused Professor Soyinka of crossing the bar of decency and civilised literary grace. The group said, “At a time when everyone is nudging Obasanjo forward as the courageous rallying point against the present dislocations in our polity, Soyinka is salivating in some primitive laceration of the old soldier, reveling in poisonous vendetta and egregious abuse against Obasanjo. “In Soyinka’s warped cosmology, he insists that Obasanjo is not the fit and proper person to lead the new movement against the warped national polity. This is malicious, undignifying, spurious, a drooling mechanical twaddle bound for literary garbage. “Of course Obasanjo, like all of us is not perfect. But he is a courageous man, a superlative patriot who contends with any errant power with thorough sincerity, with masterful resolve to rectify the observable wrongs. “Soyinka has now eroded his once Sterling Heights of great crusader and crashed his status to a Lilliputian pamphleteer, angry at the world, pouring venom everywhere without tactical purity,” YCF said. The Yoruba Consultative Forum said it has now resolved to engage Soyinka “with balanced intellectual vigour wherever he erupts again in his crude vitriol against Obasanjo,” saying enough is enough.

China eyes Yabatech on vocational education

The fore- running of Yaba College of Technology as a provider of technical education in Nigeria has reached its crescendo as a Chinese Polytechnic, Guangzhou Panyu, eyes the institution on vocational technical education. The Chinese Polytechnic in partnership with a Chinese construction company based in Nigeria, China Civil Engineering Construction Corporation (CCEC) has the required manpower capacity to provide technical assistance to the College graduates especially in the area of rail and road transportation development. “China and Nigeria have a long standing socio- economic relationship and it is expected that CCEC will take advantage of this relationship by keying into Nigeria’s transportation development via rail transportation”, said the Guangzhou Panyu Polytechnic Vice President, Liu Jiahuan. Mr. Jiahuan, who defined the proposed technical assistance as a corporate social responsibility to Nigerians, noted that Nigeria’s achievements in the area of technical education were made known through the Nigerian Railway Corporation. “Through the Railway Corporation, we know that YABATECH, the cradle of higher learning, is one of the best institutions in Nigeria and as a first class polytechnic, we are desirable to cooperate with her in the field of technical and vocational training”. The two institutions will cooperative and share academic ideas in mechanical, civil, architecture and construction engineering technology respectively. In attendance were the management team of Yaba College of Technology led by the Rector, Engr. Obafemi Omokungbe, who was unavoidably absent, but was represented by the Deputy Rector Academics, Dr. Taye Oyelola; representatives of Guangzhou Panyu Polytechnic led by its Vice President and a representative of the Nigerian Railway Corporation, Lagos District Manager, Engr. Jerey Oche.

Obinna Chris Emeneka’s Scholarship Scheme were recently handed over their cheques in a brief ceremony held at Anambra State House of Assembly premises amidst jubilation. In his remarks, Hon Obinna Chris Emeneka, popularly called the People’s Legislator, said that his huge investment in education is borne out of his love for education and the need to assist parents in bearing the burden of sponsoring their children’s education at this harsh economic condition of Nigeria.

FG urged to prioritise skill education Stories: Esther Taiwo

The Federal Government has been urged to prioritise skill education in the country as it could help to solve the high unemployment rate among the youths. Proprietor of Kingstars Entrepreneurship and Management Consultants, Adebayo Obanla, stated this in his speech at the entrepreneurship conference and honorary doctorate award conferment ceremony of the institution which was held at the Covenant University, Ota,

Ogun State. He lamented that the current educational system in the country gives little priority to entrepreneurship and innovation and had retarded the country and slowed down the growth of economy. Obanla said that the institution had over the years trained youths on different skills and entrepreneurship programmes, adding that several of the institution’s graduates were now exceling in their various businesses. In his paper presentation at the event, Professor Amida Kannike

Abiodun, Senior Advocate of Nigeria (SAN), stressed that it was important that entrepreneurs understand and have legal knowledge of the kind of business they intend going into, while advising the youths to embrace entrepreneurship has a way out of the high unemployment in the country. Several eminent Nigerians who had distinguished themselves in their chosen fields which included Oluseyi Soji Surajudeen, who is the chairman of the Ogun State Civil Service Commission were honoured at the event.

Teachers’ employment: LASG warns of recruitment fraudsters Benjamin Omoike The Lagos State government has warned the general public against falling prey to fraudsters planning to defraud unsuspecting Lagosians following the announcement by Governor Akinwunmi Ambode to inject additional 1000 teachers into the state public schools. According to a release by the Office of the Permanent Secretary, Ministry of Education, Mrs. Adebunmi Adekanye, some faceless individuals have been collecting details of intending applicants on some social media platforms with a promise to help them secure employment as teachers in the state. The Permanent Secretary counselled interested applicants to wait for the display of the vacancy advertisement on the official portal of the state government dedicated for recruitment, adding that any request for bio-data on any other social media platform should be disregarded as it is not authorised. She disclosed that approval of the framework for the recruitment was still being processed and the public will be duly provided information on procedures for applying for the vacant positions.

AOCOED Provost harps on importance of saving culture Members of the public across the country have been urged to embrace and develop a saving culture particularly in government approved and welfare friendly cooperative societies, as a means of cushioning the effects of recessional economy currently experienced globally. This was the view of the Provost, Adeniran Ogunsanya College of Education (AOCOED), Oto/Ijanikin, Lagos State, Dr. (Mrs.) Omolola Aina Ladele, at the 1st, 2nd and 3rd Annual General Meeting (AGM) of the AOCOED (Staff) New Life Cooperative and Multipurpose Society Limited held recently at the Business Education Hall of the College. According to the Provost, investing in cooperative societies helps in addressing emergency needs of members as much as possible compared to other financial institutions and are welfare friendly. Dr. Ladele applauded the leadership of New Life Cooperative for its focus, services, stewardship and operating within the confines of the establishing laws and in peaceful atmosphere. Earlier in her keynote address, the Area Officer, Lagos Ministry of Commerce, Industry and Cooperative, Mrs. Adebimpe Akin Banjoko, emphasised the fact that the AGM of any cooperative society recognised by the Lagos State Government through the State Ministry of Commerce, Industry and Cooperative should hold every year. She also used the opportunity to appreciate

the executive of the cooperative society for a job well done, for safeguarding and growing the savings of their members. Mr. Henry Adekunle Ogunsanya, on his own part during the farewell address, commended the College Management for prompt remittance of members’ contributions and in particular, the deduction of outstanding balance of loans of defaulters directly from source (their salaries) based on the recommendation of the Loan Recovery Committee headed by Mrs. Ojutiku Oluwatoyin Ajibola. The pioneer President while appreciating those who pooled their resources together in registering the Farmers’ Club with one of the Federal Government’s anchored “Royal Gold Farms Nigeria Limited”, in its quest for sufficiency in rice production, called on potential and New Life cooperators to invest in the newly introduced New Life Ventures, which is aimed at providing food items, provisions, clothing materials while building materials, household items, vehicles, will be on attended to on demand. Ogunsanya while enumerating the financial position of the cooperative stated “ it is worthy to note that at the end of the 1st year (2015), the savings of members stood at N4,550,034.00; increased tremendously in the 2nd year (2016) to N11, 247,871.00 and to a whopping N19,154,442.00 in the 3rd year (2017). This increase without any doubt was due to the trust members have on the Management of the Society”.

The recently retired Deputy Registrar, General Management, AOCOED, however called on the Supervisory Ministry for a review of “Section 4” of the newly introduced election Guidelines for cooperative Societies which disallows re-election into any office until four years following the date of retirement (from the post or other post) into any Management positions. The AGM which featured among many other things the adoption of 2015, 2016 and 2017 Accounts of the society, exhibition of various goods and service, also had as one of the major highlight of the programme the investiture ceremony new executives of the society. The newly selected executives of the society are President, Mr. Damola Olateju; Vice – President, Mrs. Oluwatoyin Ajibola Ojutiku; Secretary, Mrs. Oluremi Elizabeth Osiyelu; Treasurer, Dr. (Mrs.) Catherine E. Olu – Obafemi and Mr. Sunday Ogunmade as Ex – Officio. These officials are to continue with the extension of the tenure until next year 2019 when election will be conducted. One other notable decision reached by at the AGM was the decision of the Congress of the Cooperative Society to unanimously vote against compulsory insurance of their funds. Rather, the Congress opted for voluntary insurance of their fund. The Congress emphasised that they reserve the undisputed right to decide how their money will be spent.

The alleged outrageous increment in school fees for Delta State indigenes at the Niger Delta University (NDU), on Saturday, sparked off trouble for National Association of Delta State Students (NADESSTU) Bayelsa State who described it as ploy to make lives unbearable for the less privileged students. The Bayelsa State government had in the recent times, increased school fees across board for students at the Niger Delta University in the state, a situation NADESSTU alleged was deliberate considering the current financial constraint facing Nigerians. Speaking to our correspondent in Asaba, the president of the union, Peter Ndweakidi, said: “We are very sad about the increment, we can’t afford the increase. Many of our parents are poor. For instance, before now, non-indigenes in 300 level- 500 level paid N49,000 and N57,000 respectively for Sciences and non-Sciences; 200 level paid N106,00 and N114,000. Now it has been increased to 300 level-500 level N55,000 and N70,000 while 200 level is now N115,000, and N130,000 while 100 level is now N170,000, and N200,000”. He said that the failure on the part of the students to meet up with the deadline fixed for August 9, 2017, had led to the withdrawal of studies for such students, adding, “We call on the state government to have a rethink as it has become imperative as members of NADESSTU as 60 percent of the students are yet to pay their school fees, especially the fresh students, 200, and 300 level students who are major hit of the increment “. According to him, the affected students are at risk being withdrawn from their various institutions, bearing in mind the economic down turn of the state, adding “we are appealing to Governor Ifeanyi Okowa to come to our rescue. We urge him to use his good offices to prevail on Bayelsa Governor, Dickson Seriake, to extend the deadline for the fees to enable our students meet up with the payment”.

APC primary: I bear no grudge against RIWAMA warns my colleagues, Osun Speaker The Speaker of Osun House of Assembly, Mr Najeem Salaam, says he has no grudge against his colleagues who expressed their democratic right differently during the All Progressives Congress governorship primary election in the state. Salaam was one of the 17 aspirants that participated in the party’s primary on July 19, scored 17, 958 votes. Alhaji Adegboyega Oyetola, who is Chief of Staff to Gov. Aregbesola clinched the party’s ticket for Sept. 22 governorship election with 127,017 votes. The House Committee Chairman on Information and Strategy, Mr Olatunbosun Oyintiloye, in a statement on Friday in Osogbo, said Salaam made the remarks at the plenary.

Salaam said the party had spoken and that he was humbled by the huge support, morally and financially, extended to him by some of his colleagues in the assembly. The speaker, however, congratulated Oyetola, urging him to extend hand of fellowship to all aspirants who contested with him during the primary. He said such hand of fellowship would ensure the party’s victory during the governorship election. Salaam said there was no doubt that all the aspirants were also qualified to be the flag bearer of the party but that the system only allow only one person. He said, “Note that I bear no grudge against anyone who has expressed his

democratic right differently. “After all, we are colleagues and I am here as the first among the equals by the grace of God and your support”. “So, I urge us to focus on our primary assignment to whom we are elected to do and be diligent in our legislative business. “Let it be known that what brings us together here is stronger than what divides us”. Salaam, who noted that he fought the primary election with dignity and comportment expected of a leader of the state parliament, said he drew his energy from the huge support from ordinary people in the state. The speaker, however, urged his colleagues in the assembly to strive to

deliver on the mandate given to them before the expiration of their tenure in the next few months. “In the next few months, this assembly would be winding up and posterity will surely judge us, using our productivity and delivery. “In that wise, I urge this parliament to set our binocular lenses to all areas of our oversight functions. “Set up feedback mechanism on laws we had passed and structures we had consented to with a view to ensuring that our labour is not in vain”, Salaam said. The speaker also thanked his supporters and Sympathizers across the state.

against blocking of creeks, gutters Memoye Oghu, Port Harcourt The Rivers State Waste Management Agency (RIWAMA) has warned residents as well as those doing businesses along the Ikokwu and Okija Streets axis of Diobu, in the state capital to desist from dumping plastic wastes and other forms of refuses in the Nta-wogba Creek and other adjoining water channels so as not to block the free flow of water. The Sole Administrator of the Agency, Bro. Felix Obuah gave the warning on Monday while on a monitoring exercise in the area also warned those engaging in the act to desist or face arrest and prosecution. He regretted that the cumulated plastic wastes at the Nta-wogba Creek unavoidably empty into the adjoining rivers, thereby constituting nuisance and danger to boat operators plying the rivers. “Aside from defacing the aesthetic look of the creek, the large concentration of plastic wastes and other disused materials pose serious threat to the health of residents and people doing business in that environment”, Bro. Obuah stated, adding that all hands must be on deck to ensure a garbage-free Rivers State. He described the Nta-wogba Creek as a strategic water channel in Port Harcourt, pointing out that blocking the free flow of the channel could lead to serious flooding, especially at the Ikokwu, D/Line and other areas of the State capital. The Sole Administrator particularly charged motor mechanics and spare parts dealers at Ikokwu and Okija Streets to cultivate the culture of bagging their wastes and dispose them at the RIWAMA approved receptacles nearest to them between the dumping hours of 6pm to 12 midnight. “This is a clarion call on everyone to work to keep the State clean and healthy, as offenders would be punished to serve as a deterrent to others”, Bro. Obuah warned.

Spain 2018: Tigress coach Otis Hughley charges players

Newly appointed Head Coach of the Senior Women’s Basketball team, Otis Hughley, has charged the D’Tigress not to give in to distractions as they prepare for their first FIBA World Cup since 2006. While addressing the team currently camped in Atlanta, Otis said that with the little time left to prepare the team for the biggest stage, it is imperative that the players come together as one indivisible unit to make Nigerians happy. “Don’t give in to those distractions because you are not going to be your best you if you do. If you are not your best you, it is a disservice to the gift God has given you. If you are not thinking about doing what it is you have been put on earth to do by representing who you are, your family and future, then you have been distracted.” The former Golden State Warriors

assistant coach expressed excitement over the opportunity to work with the team which he described as “a bunch of talented professionals.” “I am excited, I have coached a lot of players but that doesn’t matter. I can’t be more excited than I am now. I get chills while talking about this. I drove 6 hours here.” Otis said to achieve World Cup success, it takes the effort of everybody involved as the world needs to know the full potential of the D’Tigress. “They know you are here, they know you can play and that you are good, but they don’t know how smart you really are and they don’t know your potentials.” He reminded the players that representing Nigeria at the World Cup is a life time experience which may not present itself again. He charged them to stay focused and write

g23

their names in gold as they represent the country and provide the needed inspiration for the kids thinking of taking up basketball as a profession. “You girls are trying to make a living for your family, trying to represent your country. There is another little kid somewhere in the world watching you wanting to know what they will be when they grow up. You are going to give them that information. You are going to give the world that information, they are going to know the truth about you.” “I am really excited to see what you girls can do and I will be more excited to see the look on the world’s face when it gets done”, Otis concluded. In what seemed to be a sign of good things to come, the team recorded their first warm up win in as many games against Yellow Jackets PRO by 96 points to 92 on Monday.

NFF is being run illegally – Ex-NFA chief

Abdulmumini Aminu, a former Chairman of the then Nigeria Football Association (NFA), on Tuesday in Abuja called for the introduction of an enabling law for the present-day Nigeria Football Federation (NFF). Aminu told the News Agency of Nigeria (NAN) that the NFF was being run illegally at the moment and therefore needed

an enabling law for effective football administration in the country. He consequently called on the National Assembly to urgently enact laws which would enhance the operations of the NFF. “The key to curbing the crisis in the NFF is an Act of the National Assembly. “The NFF is illegally run,

because there is no law backing it. The NFF is being run by Decree 101 which was used for the NFA. “Unless the National Assembly helps to enact an act or create an enabling law for the NFF, we are still going to have problems,’’ the retired Nigerian Army Colonel said. He said the leadership tussle between Amaju Pinnick and

Venus Williams starts slow, rolls in Rogers Cup opener Venus Williams fell down a break early, but quickly rebounded and rolled from there to top fellow American Caroline Dolehide 7-5, 6-1 on Monday in the first round of the Rogers Cup in Montreal, Canada. “I think she had a really great second serve,” Venus told the media in her postmatch news conference. “I think I got a better feel for it in the second set; in the first set, I was still figuring it out; I hadn’t really seen her play.” Plenty of people have seen Dolehide play now, as Monday wasn’t her first brush with knocking off a superstar. Back in March, she nearly took down world No. 1, Simona Halep of Romania at Indian Wells, Calif. She looked like she could pull off the upset this time, but Williams won 12 of the final 14 games of the match to win in 1 hour, 17 minutes. “I think maybe she had more of an advantage because she’s probably seen me play more than I’ve played her. “It was pretty close in the first set,” Williams said. The match was stopped for a period with Williams, 38, up 5-0 in the second set. A lines official succumbed to heat illness and was tended to on the court. “Heat illness is really brutal, so I hope she feels better,” Williams said. “At that point, you still have to stay focused on the match, try to stay warm, not cool down. “You have to be able to still be able to mentally stray strong in those circumstances.”
