World Bank Chief Executive Officer, Kristalina Georgieva, observed that at the beginning of 2018, the global economy was firing on all cylinders, but it lost speed during the year and the ride could get even bumpier in the year ahead. Growth among advanced economies is forecast to drop to 2 percent this year, the January 2019 Global Economic Prospects stated. Slowing external demand, rising borrowing costs, and persistent policy uncertainties are expected to weigh on the outlook for emerging market and developing economies. Growth for this group is anticipated to hold steady at a weaker-than-expected 4.2 percent this year. The World Bank CEO, Georgieva advised that as economic and financial headwinds intensify for emerging and developing countries, the world’s progress in reducing extreme poverty could be jeopardised. For Nigeria and other SubSaharan African countries, the World Bank said that the recovery albeit at a softer pace adding that growth in the region is estimated to have increased from 2.6 percent in 2017 to 2.7 percent in 2018, slower than expected, partly due to weaknesses in Nigeria, South Africa, and Angola. The region faced a tougher external environment in 2018 due to moderating global trade, tighter financial conditions, and a stronger U.S. dollar, the report stated. “Growth in Nigeria picked up to 1.9 percent but oil production fell mid-year and non-oil activity was dampened by lackluster consumer demand

and disputes that disrupted crop production. On Nigeria’s economic outlook, the global economic prospect said that growth in Nigeria is expected to rise to 2.2 percent in 2019, assuming that oil production will recover and a slow improvement in private demand will constrain growth in the non-oil industrial sector. Angola is forecast to grow 2.9 percent in 2019 as the oil sector recovers as new oil fields come on stream and as reforms bolster the business environment. South Africa is projected to accelerate modestly to a 1.3 percent pace, amid constraints on domestic demand and limited government spending. In Angola, the region’s second largest oil exporter, the economy contracted by 1.8 percent as oil production shrank. South Africa’s economy grew by 0.9 percent in 2018 as it emerged from a technical recession in the second of the year, in part due to improved activity in agriculture and manufacturing. However, growth remained subdued as challenges in the mining sector and weak construction activity were compounded by policy uncertainty and low business confidence. “To keep the momentum, countries need to invest in people, foster inclusive growth, and build resilient societies,” the World Bank Chief said. The upswing in commodity exporters has stagnated, while activity in commodity importers is decelerating. Per capita growth will be insufficient to narrow the income gap with advanced economies in about 35 percent of emerging market and developing economies in 2019, with the share increasing to 60 percent in countries affected by fragility, conflict, and violence. “A number of developments could act as a further brake on activity. A sharper tightening in borrowing costs could depress capital inflows and lead to slower growth in many emerging market and developing economies.

“Past increases in public and private debt could heighten vulnerability to swings in financing conditions and market sentiment,” the report stated. It further warned that intensifying trade tensions could result in weaker global growth and disrupt globally interconnected value chains. Regional growth is expected to accelerate to 3.4 percent in 2019, predicated on diminished policy uncertainty and improved investment in large economies together with continued robust growth in non- resource intensive countries. Per capita growth is forecast to remain well below the longterm average in many countries, yielding little progress in poverty reduction. Risks to the regional outlook are tilted to the downside. Slower-than-projected growth in the Euro Area and China would adversely affect the region through lower export demand and investment. Metals producers in the region would likely be hard-hit by escalating trade tensions between the United States and China. Faster- than-expected normalization of advancedeconomy monetary policy could result in sharp reductions in capital inflows, higher financing costs and abrupt exchangerate depreciations. Increased reliance on foreign currency borrowing has heightened refinancing and interest rate risk in debtor countries. Domestic risks, in particular, remain elevated. Political uncertainty and a concurrent weakening of economic reforms could continue to weigh on the economic outlook in many countries. In countries holding elections in 2019 (e.g., Malawi, Mozambique, Nigeria, South Africa), domestic political considerations could undermine the commitments needed to rein in fiscal deficits or implement structural reforms, especially where public debt levels are high and rising.

Second Niger Bridge to be delivered in 2022 – Contractor John Ndu, Awka The contractor handling the construction of the Second Niger Bridge, Julius Berger Construction Company has disclosed that with the present determination of the Federal Government, the bridge will be delivered in February 2022. The Project Director of the company, Fredrick Wieser, who stated this on Tuesday when Anambra State Governor, Chief Willie Obiano, paid an inspection visit to the site in Onitsha, added that the construction would be in three

different phases. Engr. Wieser noted that the Federal Government had made advance payment of 15 percent, which was N30 billion mobilisation. He said: “The Bridge is 1.6 km while the access road from Asaba end is 3.3 km and 7km from Anambra end. “Right now, we are doing foundation work in the river which will be 50 meters deep. The pilling work in the river is 15 meters above water level to allow free flow of ship”. He, however, pointed that with the present determination of the federal government, the Project would be delivered in

February 28th, 2022. Speaking earlier, Governor Willie Obiano, expressed satisfaction with the standard of work which is ongoing at the second Niger Bridge. He expressed confidence that the Federal Government under President Buhari would deliver the bridge as scheduled. The Governor highlighted that the second Niger Bridge when completed would be a good potential to the people of the South East. He expressed happiness to the Federal Government for its determination in intervening in all the federal projects in the South East.

President Muhammadu Buhari has called on Nigerians not to re-elect governors who failed to pay civil servants salaries even after collecting bailouts from the Federal Government. Buhari, who is also seeking re-election on the platform of the governing All Progressives Congress (APC), said Nigerians’ votes should go for competence. The President spoke with the Hausa service of the Voice of America (VOA), which was aired on Tuesday morning. He said that he saw no justification in governors collecting bailout funds from the Federal Government and still failing to pay wages. Buhari was quoted as saying, “I wonder how these governors are able to sleep knowing that they have refused to pay workers their wages. “These workers have families to cater for, they pay rent, pay school fees, Hospital bills and food for their families.” According to Buhari, the 1999 Constitution (as amended) gives governors the

independence to spend their funds without interference and that is why some are abusing that privilege by refusing to work for the people. The president advised Nigerians to use their voting rights to make sure that they only vote for people who would deliver. On the fight against corruption being undertaken by his administration, the president said unlike before, he now uses democratic means. He added that being democratic in fighting corruption is slow but assured that the objectives will eventually be achieved. Some of the state governors owing workers’ salaries and seeking re-election in the forthcoming general elections include Benue, Kogi, Bauchi, Plateau, Taraba, Niger, Abia, Delta, and Sokoto. The Daily Times gathered that as at July, 2017, a total of N1.75 trillion was given to states as extra-statutory allocation known as bailout since the advent of President Buhari’s administration. Bailout in 2015, a salary loan of about N338 billion,

was disbursed to states. The term of the loan was 20-year and the purpose of the loan was to help states facing fiscal strain meet outstanding salary obligations at an interest rate of 9% approved by the Central Bank of Nigeria (CBN). This was swiftly followed by the N575 billion restructuring programme bond. The Federal Government negotiated this debt package through the Debt Management Office to allow states convert high interest bank debt into a 20 year tenured debt with interest rates set at 14.83%. With the exception of Ogun State, 23 states were immediate beneficiaries. However, the actual sum disbursed was not made public. Again, in July 2015, the Federal Government remitted approximately N92.18bn to states from dividends worth $2.1bn paid to the centre by Nigerian Liquefied Natural Gas Company (NLNG). Barely a year later, was the sum of N7.85bn also approved by the Federal Government to assist states with revenue short falls in January 2016 from the dividend remitted by NLNG. The United Nations says Nigeria lost an estimated 2.8 billion dollars in revenues in 2018, mainly due to oil-related crimes. This is according to a new ‘Report by the SecretaryGeneral on the activities of the United Nations Office for West Africa and the Sahel (UNOWAS)’ on Monday in New York. The report, which covered from July 1, 2018 to December 31, 2018, said “Maritime crime and piracy off the coast of West Africa continued to pose a threat to peace, security and development in the region. “Oil-related crimes resulted in the loss of nearly 2.8 billion dollars in revenues last year in Nigeria, according to government figures. “Between January 1 and November 23, there were 82 reported incidents of maritime crime and piracy in the Gulf of Guinea.’’ The report also noted that

compared to the situation reflected in the previous report, there was an increase in drug trafficking throughout West Africa and the Sahel. “In Benin, the Gambia and Nigeria, more than 50 kilogrammes of cocaine were seized between July and October by joint airport interdiction task forces. “During the same period, joint airport interdiction task forces seized more than six kilogrammes of methamphetamines, eight kilogramme of heroin (double the amount in the first half of 2018) and 2.6 tonnes of cannabis. “Drug production across the region was also reportedly on the rise, with more than 100 kilogrammes of ephedrine and phenacetin seized by competent authorities,’’ the report said. During the reporting period, it said that conflicts between farmers and herders resulted in loss of lives, destruction of livelihoods and property,

population displacements and human rights violations and abuses. The report said outbreaks of violence were recorded in many states across Nigeria, although with more frequency in the Middle Belt region, as well as Adamawa and Taraba. It said the spike in conflict between farmers and herders was closely linked with demographic pressures, desertification and the attendant loss of grazing reserves and transhumance routes, which had been exacerbated by climate change. Others were challenges in the implementation of effective land management and climate change adaptation policies, and limited enforcement of existing pastoral laws. Political and economic interests, the erosion of traditional conflict resolution mechanisms, and weapons proliferation, were other factors attributed to the increased cases of herdersfarmers conflict.

Government endorsed the allocation of N3.6bn from solid minerals savings to states as part of the routine monthly FAAC disbursements. A total of N117.3bn was also disbursed to states, amount taken from excess revenue generated from Petroleum Profit Tax (PPT).

Ordinarily, this should go into the Excess Crude Account, but it was speedily distributed between the federal and state governments. In all, a total of N1.75 trillion has been disbursed to states as extrastatutory fund but little is known about how the funds had been spent.

Justice Abba-Aji appointment to S’Court, victory for judiciary, says CJN Andrew Orolua, Abuja The Chief Justice of Nigeria, Justice Walter Onnoghen, on Tuesday, said the appointment of Justice Uwani Abba Aji to the bench of the Supreme Court was a victory for the Judiciary and democracy. Onnoghen stated this while swearing in Justice Aji as justice of the Supreme Court. Justice Aji, who was elevated from the Court of Appeal after 14 years at the Court of Appeal bench, brings the number of female justices currently serving at the apex court to four. CJN said that the decision by President Muhammadu Buhari approving Justice Aji appointment offered hope for integrity. “Today is a great day in the history of Nigerian judiciary as not only witnessing the swearing in but a victory for the Judiciary in particular and legal practitioners”, he stated. He specially thanked the President for the decision. Justice Onnoghen said that as judges, “we must have to take hard decisions so be courageous in taking decision on matters before you.” He said that Justice Aji earned

the appointment to the Supreme Bench by her hard work, and the reward for hard work in the bench is more work. He said his earlier directive that any matter slated for hearing in particular date must be heard on that date. The Vice President stated this in Abuja on Tuesday when he addressed a cross-section of Nigerians at the “Drive 4 Buhari/ Osinbajo Rally” - an initiative of the “I am Ready Campaign Group”, organised to mobilise support for the re-election of President Muhammadu Buhari. But we have not even started yet, because we know that power is still a problem, so we are trying to solve the problem.” He said the Federal Government in its determination to address the challenge had adopted measures to address issues of both generation and transmission. “In Sabon Gari market, we have a separate solar power plant and many of the shops have power now. In Ariaria market in Abia, we have also done the same thing, we also did the same thing in Sura market in Lagos, and we also put power in Edaiken market in Benin. “Very soon, our country will have enough power with the plan that we have, to provide power separately, only through the National Grid, but to provide power to the different parts of our country so that our country will have power”, the Vice President added. Osinbajo assured Nigerians that “President Buhari has a plan, and he is an honest man, and he is making sure that he executes that plan.” Earlier, the Vice President on Tuesday inaugurated the Buhari Media Centre; continued the Family Chat series, all in Gwarimpa and also interacted with artisans and traders at the UTC complex and the Tipper Garage market, all in the FCT.

At the UTC Plaza in Area 10 - a popular printing hub in the FCT, the Vice President paid a visit to artisans and traders, interacting with them on the activities and programmes of the Federal Government. On arrival at the plaza, the Vice President was welcomed amidst cheers and dancing by the mammoth crowd. Osinbajo interacted with some artisans and traders at the plaza, assuring them of a better Nigeria with President Buhari on the saddle beyond 2019. Earlier in Gwarimpa, Vice President Yemi Osinbajo inaugurated the Buahri Media Centre in Abuja and had a brief interaction with Nigerians via a live Facebook interview on the activities and programmes of the Buhari administration. He said: “There is no reason why young Nigerians can’t be trained and equipped for outsourced jobs from big technology firms around the world to troubleshoot and handle customer care questions and be paid by those global tech firms. This explains the Federal Government’s push towards technology.” The Vice President emphasised that the business of improving Nigeria’s economy is not just by talking and wondered why “those trying to come back did nothing, for example, to fix the LagosIbadan expressway or the Second Niger Bridge for which there was not even a design until the Buhari presidency did it”. He also made an unscheduled stop at the Tipper Garage Market in Gwarimpa where he interacted briefly with traders, shoppers and people in the market, many of whom received him with cheers and singing in what was an exciting atmosphere.

The Presidency has called on the National Peace Committee to act on what it described as a violation by the opposition Peoples Democratic Party (PDP) of the peace accord signed by presidential candidates in December. Presidential spokesperson, Garba Shehu, on Tuesday, accused the PDP presidential campaign organisation of bad faith, character assassination and inflammatory utterances. Shehu noted that the open and unsubstantiated allegations against the President’s family by the Atiku Abubakar media campaign contravenes the spirit of the peace accord that was signed at the instance of former Head of State, Abdulsalami Abubakar, Bishop Mathew Kukah and other eminent public figures who constitute the committee. “Dragging the President’s family into the campaign and accusing them of wrongdoing without producing unassailable evidence, amounts to an act of bad faith and malice.

“Instead of concentrating their efforts on persuading Nigerians on why they should be trusted to rule again after 16 years of failure, the PDP presidential campaign organisation is seeking to divert public attention from the large scale corruption and havoc it wreaked on the country during its 16 years of misrule,” he said. He added that more than one week after accusing President Buhari’s family of corruption and wrong doing, the PDP presidential campaign still cannot provide proof of the allegations against them, despite being encouraged by the Presidency and the public to do so. “Instead, they are ridiculously expecting the accused to prove their own allegations instead of it being the other way round,” the presidential spokesman said. Accusing the PDP presidential campaign of being indolent and poor in research, Shehu noted that it was irresponsible to go public with allegations that they could not prove, describing that as something other than politics. “It is sheer desperation and a clear sign of disarray in the PDP campaign,” he said.

Only Buhari showed concern on abandoned projects in Lagos – Ambode Benjamin Omoike, Lagos The Lagos State chapter of All Progressives Congress (APC) on Tuesday officially flagged off its campaign towards the 2019 general elections, with the State Governor, Mr Akinwunmi Ambode, urging voters in the State to massively support all the candidates of the party to ensure continuity of good governance. Addressing scores of party members and leaders at the rally held at Skypower Ground in G.R.A, Ikeja, Governor Ambode said it was on record that only President Muhammadu Buhari showed concern about abandoned infrastructure in Lagos and was working on their renewal in conjunction with the State Government, saying it was time for residents to support the candidates of the party across all levels to consolidate on the gains so far recorded. The Governor, who was at the rally with his wife, Bolanle, said the forthcoming elections would not be about religion or ethnicity, but basically about the need to return a government that had showed genuine care for the people, adding that it was clear that the President had walked the talk. “At the national level, we have only one choice, the choice of continuity is what we want and we need continuity and consolidation. We need to vote for President Muhammadu Buhari and Professor Yemi Osinbajo. “This election at the national level is not about religion neither is it about tribe. It is about those who have the poor at heart. You know at the national level, we are already doing TraderMoni, we are doing N-Power and we are

already doing Employment Trust Fund, among other things. “We know that we would be glad to have Muhammadu Buhari as the next President in this country; all the abandoned infrastructure that we have had in this State, it is only Muhammadu Buhari that has been propagating the renewal and so we are very conscious that we need to continue voting for the APC,” Governor Ambode said. At the State level, the Governor said from 1999 till date, Lagos had continued to witness progressive growth, and there was need to support the candidates put forward by the APC to consolidate and further take the State to higher levels. FG to launch national campaign to Short News rally support for military Lagos launches reality TV show on Tom Okpe, Abuja The Minister of Information and Culture, Alhaji Lai Mohammed, has disclosed that his Ministry will soon launch massive national campaign in support of the Military, especially in their fight against insurgency and insecurity. The Minister, while briefing journalists in Abuja on Tuesday said that the campaign is to support men and women of the Nigerian Military who have sacrificed their lives for the nation. He said: “We are planning to launch a national campaign to rally support for the military. We believe the men and women who are risking all to keep us safe deserve the support and prayers of all Nigerians, not vilification, insults and other acts that are capable of dampening their morale”. He noted that the campaign, which will be similar to the previous ones launched by the ministry on burning issues such as

fake news and hate speech, insurgency and the fight against corruption will mobilise Nigerians irrespective of their political leanings to show support for the military. “I think it is high time that everybody, irrespective of political affiliation should join in supporting the war against insurgency. It’s not unusual, as a matter of fact it’s usually the practice, that when a country is faced with this kind of challenge, people will sink their differences and work together. So, very soon, you will expect to hear from us on this campaign to support the military in the fight against not just insurgency but in the fight against insecurity”, he said. The Minister decried how some Nigerians, particularly opposition politicians, have made it their past-time to wage a campaign of disinformation against the military on the social media, saying such unpatriotic acts are discouraging and demoralizing to the men and women in

uniform. “I think the biggest opposition probably today that the military has is probably not Boko Haram, it’s probably the Social Media because it’s so uncontrolled. Today, video clips are doctored and clips of happenings in other lands are now reported and sent out as if they are happening in Nigeria. Unfortunately, there is no one to hold responsible. This is very discouraging and it demoralizes the military. “That brings me to the bigger issue of overall support for our military. Recent developments are disturbing. Without consideration for national security, military plans are recklessly revealed. Not even in the United States, the bastion of democracy does this happen”. The State’s Commissioner for Information and Strategy, Mr Kehinde Bamigbetan who said this while addressing a press conference at the Bagauda Kaltho Press Centre in Alausa, said the programme, tagged ‘Lagos Rescue’, was also designed to enlighten residents of their responsibilities during emergency situations. He said the administration of Governor Akinwunmi Ambode, in the last three and half years, had invested massively in safety of lives and property and towards enhancing the activities of emergency management agencies, adding that the new initiative was another demonstrable commitment to the welfare of the people. According to Bamigbetan, “Lagos Rescue is an initiative of the Lagos State Government to showcase the efforts of the State Emergency Management Agencies at addressing emergencies in order to ensure the safety of lives and property. New Minimum Wage: Ondo workers protest no transmission of bill to National Assembly Adewale Momoh, Akure Civil servants in Ondo state on Tuesday joined their colleagues in other states of the country as well as the Federal Capital Territory to protest the continued delay in the proposed N30,000 new National Minimum Wage. The protest came up after a last minute attempt by the federal government to forestall the demonstration which allegedly failed on Monday night. As early as 7am, the organised labour in the state converged on Adegbemile Cultural Centre where they mobilised workers for a peaceful demonstration in Akure, the state capital. The peaceful demonstration took the workers through the major routes of Akure before terminating it at the Governor’s office, Alagbaka, Akure. At the Governor’s office, where they submitted a letter, they demanded that President, Muhammadu Buhari submit a bill to the parliament for

the implementation of the N30, 000 minimum wage for workers. President, Nigeria Labour Congress, (NLC), Ayuba Wabba, who addressed the workers in Akure, said the protest became imperative in order to ensure that the process for the transmission of the new minimum wage to the National Assembly is hastened. The NLC President, who was represented by Comrade Yemisi Bamgbose further maintained that the protest was about implementation and it has no link with any political parties. Meanwhile, the letter written by the labour unions to Governor Oluwarotimi Akeredolu reads, “Your Excellency will recall the Tripartite Committee on the National Minimum Wage, comprising the government, organised private sector and organised labour has concluded its work and submitted the report with a draft bill to President Muhammadu Buhari on 6th November, 2018. “It is also noteworthy that six

governors were members of the committee that worked out the new National minimum wage. Therefore, it stands to reason that the report and draft bill were the collective efforts of the broadest spectrum of all concerned parties and should thus commend the support of every governor. “Therefore, the organised labour would wish to obtain from your Excellency a commitment to the speedy implementation of the new national minimum wage of N30,000 when enacted into law. “While counting on your Excellency to make the best endeavour to express agreement with thus patriotic, convey our polite gesture to your colleagues the enlightened public, generally and advance the cause of the new national minimum wage, we advise that: the political behaviour of Nigeria workers is contingent upon the commitment to the expeditious enactment of the new national minimum wage by the legislature before the polls.

A socio- political and pressure group in Akwa Ibom, the Peace and Development Initiative said it has discovered plans by former Senate Minority Leader, Senator Godswill Akpabio in conspiracy with the Chairman of Independent National Electoral Commission (INEC) and the Presidential Election Collation Officer, Mrs Amina Zakari to hijack all elections in the state in favour of All Progressive Congress (APC) party. It has also expressed worries that the personal relationship of a brother of Mrs Zakari with the state APC leader, Senator Akpabio could also influence the electoral process and result collation for the polls in Akwa Ibom. “Of concern for us in Akwa Ibom is the fact that a younger brother of Mrs Zakari is one of the closest personal friends of our own Senator Godswill Akpabio who is also the leader of APC in Akwa Ibom. They have been friends since their secondary school years in Federal Government College in Port Harcourt. We are not losing sight of this and its implications on the outcome of the State and Federal elections in Akwa Ibom,” the group said. In a statement made available to Correspondent in Uyo on Tuesday and endorsed by its President and Secretary, Tom Chris Morgan and Henry Bassey respectively, the group observed that by the appointment of Mrs Zakari as the Presidential Election collation Officer, the INEC boss has displayed partiality to manage and withstand pressures from vested interests in the election.

Insecurity: Their excellencies’ alarm

Two state governors last week redflagged the porous security profile of their respective state, which they considered yet heading southwards. Their rallying cry was that there is need for urgent and concerted action by stakeholders, along with government, to arrest the dire trend. Borno State Governor Kashim Shettima, on Monday, owned up that the insurgency challenge in his domain was worsening despite willful optimism on his part, which all along had made him confess the contrary. But he argued that the way out was not to resort to blaming security agents who were putting their lives on the line to staunch the crisis. Rather, the governor said, all interests concerned should step up to strengthening the counter-insurgency forces towards attaining victory. Speaking at an extraordinary meeting in the state capital attended by traditional rulers, security chiefs and civil society groups, among others, Shettima indicated that he was being compelled by the present circumstance to step out of the routine mould: “For seven years, we’ve held our regular security council meetings…I never for once convened an extraordinary meeting of this nature because I was avoiding dramatisation or being sensational about our challenges in Borno State.” He added, however: “I know that in governance, responding to some situations demands a combination of being both optimistic and realistic. The reality is that while so much was achieved by our gallant military men and women, we are today faced with serious challenges in Borno State. But then, these challenges should strengthen our abiding faith and resolve to continually do whatever we can in support of (the security services) and political authorities at the federal level…” Two days after Shettima spoke,

his Katsina State counterpart, Aminu Bello Masari, as well summoned an extraordinary meeting where he declared that the state was under a security siege. The stakeholder parley was thus being convened, he explained, to seek urgent solutions. According to the Katsina governor, kidnappings, armed robberies, banditry and cattle rustling have become daily occurrences in the state. “No one, not even myself, is safe…Our state is currently under serious siege by armed robbers, kidnappers and armed bandits who arrest rural people at the grassroots at will and demand ransom, which if not paid, they kill their victims,” he said. Masari also noted that the security challenge has taken on a daredevilry that is all the more alarming, saying: “The Permanent Secretary was just informing me that his close relative was kidnapped and a ransom of N5million was demanded, and the person who took the money to them was shot. Some people visited me, and as they left, they were trailed and robbed of their belongings…It is not up to a month, right here in front of Government House, that five electricity poles were carted away. It is getting out of hand and we should not fold our arms…The people of Katsina in the 34 local governments now sleep with one eye closed and the other opened…” Barely a week earlier, Zamfara State Governor Abdulaziz Yari voiced his helplessness over the porous security in his state, saying he wouldn’t mind the Federal Government imposing a state of emergency there. All three governors who spoke up in the recent weeks are members of the ruling All Progressives Congress (APC), hence it is unlikely they were angling for adverse political capital against the

security scorecard of the Muhammadu Buhari administration. Actually, it is common knowledge that their respective circumstance is sufficiently precarious to warrant their escalation of the narrative. All three indeed made the dutiful point of applauding present efforts and personal sacrifices by the armed services in their counter-insurgency and security provisioning operations under the direction of the incumbent President. But there is also a reality that can’t be ignored, and that is the creeping degeneration in the security environment. And that, really, isn’t restricted to their excellencies’ respective domain. It is the case to varying degrees in other parts of the country. With the pervasive menace of killer herdsmen, serial kidnappings for ransom and resurgent militancy across the land, there is hardly an area insulated from security challenge. The whole point of the alarm freshly raised by governors, I would say, is the need to rethink the country’s security architecture. It is instructive, isn’t it?, that whereas President Buhari has repeatedly condemned the killings and other security breaches, and for the umpteenth time has ordered the security services to bring these to a halt, the challenge lingers and indeed insidiously so. The security architecture needs rethinking because it apparently isn’t connecting with the Nigerian public. For instance, the bane of operations by the security services is the absence of preemptive intelligence, and the agencies have routinely solicited useful information from citizens to aid their work but have scantly received eager response from the people. Yet, it now seems there is a formidable phenomenon of counterintelligence from some citizens that advantages criminals.

Both Yari and Masari cited the role of local collaborators in the security menace. The Zamfara governor said bandits and kidnappers were receiving information from people in the state, adding: “It is sad to know that some of the people involved in the kidnappings are close relatives or associates of the victims, which is part of the reasons the problem is persisting.” Masari was also reported saying bandits and kidnappers had local informants – a factor he described as “unfortunate.” It should interest the government to know why the locals seem more inclined to tipping off criminals than heading up useful information to the security services. But, of course, the fact of the harsh economic environment must as well be confronted. Besides, it seems increasingly obvious that escalation of security personnel deployment to troubled areas isn’t inherently sufficient as a game changer. “Before Buhari’s administration, we had few security personnel in this state. But today, we have about 4,000 security personnel including the Army, Police and Civil Defence,” Yari said. Meanwhile, Amnesty International (AI) had in a report, last July, argued that the deployed personnel were not providing sufficient cover for trouble spots. “The government is still neglecting the most vulnerable communities,” the group alleged, saying hundreds of the killings in Zamfara took place after the deployment of the Nigerian Air Force. The Presidency and security services, especially the Army, have long established a posture of animosity towards the rights group. But it just might help to openmindedly study its periodic reports and glean what may be relevant in recalibrating security operations in the troubled areas.

2019 and search for national renewal

For a long time, I thought the main issue for 2019 would be the elections. The 2015 general elections created the first defeat for an incumbent president and the excitement of having a famed anticorruption statesman returning to power to change the course of our national history. The change group won but the change seen by Nigerians has not been spectacular and in any case, we have seen what’s on offer from the two leading candidates, President Buhari and former Vice President Atiku Abubakar, as such no more excitement about what’s coming, which ever one wins. The main issue for 2019 is that of the struggle for the re-establishment of rural peace. Our rural peasants are no longer able to go safely to their farms and eke out their livelihoods, as they have done in the past 12 decades. Rural banditry has become the defining characteristic of the country and ordinary people have become the targets of banditry, arson, kidnapping and mass murder. The elite are also caught in the same trap and are today deeply frightened of travelling almost anywhere in the country. As they barricade themselves in their houses in the city centres, their high walls are no longer any protection as increasing numbers are getting picked up in their houses. They are discovering that there is a price to pay for decades of misrule, as the people get pauperised and strike back at their irresponsible ruling classes. In a sense, the key issue for 2019 is whether the Nigerian state can begin to reverse banditry, gangsterism and mass atrocities by the millions of young people we have failed to educate and provide jobs for. What is most frightening being that we cannot even talk with them, as much of the time, millions of them are deep in drug dazed stupor. As we get more frightened, we have prayed more and more, calling on God to save us from our children. Just as politics

has not provided change, prayers too have not led to change. Precisely because we have been praying without thinking, we have missed the message of the scriptures that we must sit up and work to do good before we receive God’s blessings. We are proud that we have built more edifices for God and spent more time in fervent prayers than any other nation on earth, as revealed by research by the Pew Center, and yet our daily actions are lies, ritual and/or instrumental murders, adultery, rape, theft and every other sin known to Christianity, Islam and traditional religions. Over time, we have transferred our social vices to the political terrain. Our politics is run by godfathers. Our political leaders emerge to contest for our votes because they have bribed their way through primaries and some even kill their opponents to ensure there is really no competition. Today, it is no longer possible for a good and honest person to be a politician because the first criterion for politics is that you have stolen massive amounts of money from the Nigerian people. The more “honest” ones like Evans the kidnapper sought corrupt businessmen who have amassed billions and kidnapped them so they would be compelled to pay one million dollars each into what he had designed as his campaign kitty for the gubernatorial election in his State that he was preparing for. Others have had the opportunity to hold public office and they simply looted the treasury to build their political careers. No country that is not willing to allow a good person access to political office can hope to progress. The result is that every election produces a class of political office holders who are worse than the previous ones. The worst in society have mastered the art of reproducing themselves, while the good ones look on and pray. We are currently all watching the

campaigns for the elections coming up in the coming weeks. The campaign strategy and tactics of the ruling All Progressives Congress (APC) is to paint the Peoples Democratic Party (PDP) opposition candidate, Atiku Abubakar as a very corrupt person who would loot the national treasury if voted into office. The PDP response is to say that President Buhari, his family and cohorts have also succumbed to corruption and are worse than what he is being accused of. The language of the campaign is that “he is corrupt” and “he too is corrupt”. This is pathetic. And this campaign format dominates the terrain because although there are many other candidates, their voices are not heard as audibility is a function of money and the imperative of our laws that all contestants must have equal time in the mass media is disregarded by the organs and not enforced by the regulatory authorities. Money has become the life blood of Nigerian politics and virtually all politicians play the money game. They pay huge amounts to all stakeholders, meaning all groups that can influence politics, including security officials and staff of the Independent National Electoral Commission (INEC). They also pay money to the political grassroots. I have spoken to a number of gubernatorial aspirants who contested in the last primaries about the monies paid to the grassroots. These monies allegedly go to the structures, I was told. What are the structures I would naively ask? The response is always the same – party structures are party executives at the ward and local government levels, including chair and Exco members, women and youth. For each level, there are collectors who receive the money and promise to deliver to the grassroots. Two things stand out: Everybody pays something, hence its impossible to differentiate the honest ones

who do not bribe and the corrupt ones who do. The second thing is that none of these politicians is ever sure whether the money ever gets to the intended recipients. The story of the primaries was that, at the end of the day, the monies spent on “structures” do not matter because whether or not the grassroots gets the money, the party barons take subsequent decisions to cancel the primaries, impose “consensus” candidates or simply declare whoever they want as the candidate. I am yet to meet an aspirant who has experienced a political process of electing a candidate because they are popular or liked by the people. In other words, our political process is a mafia world in which godfathers kill, maim, marginalise and exclude all but their chosen godsons. Its this terrible world of Nigerian politics that our angry youth have learnt and taken into society. Meanwhile, we all pretend that we are holding party primaries in accordance with the Electoral Act 2010 as amended. This realty of our politics is never expressed in the formal narrative of the national discourse. We act as if the democratic process spelt out in our Constitution and laws are operational. Rebuilding the nation would require a serious analysis of our condition. It would, above all, require a strategy that would begin to encourage good people to come out and be supported by other good people. We must believe the reality that we are not a nation of crooks, even if we have allowed the tiny minority of crooks in our society to dominate us. Let our resolution for 2019 be the determination to liberate our politics and society from the minority of crooks that are dominating us and imposing their terrible values on our national life. It is this resolve that would give us the courage to begin to tackle the issue of rural peace for the people.

Editorial Commentary A country without ‘rubber bullets’ Times Guest Columnist Reuben Abati

Many years ago, I was in Abuja to attend an international workshop on one of those human development issues that used to engage a lot of attention in those days: sustainable development goals, maternal mortality, maternal morbidity, adolescent sexuality, women’s political representation, the Beijing declaration, HIV/AIDS reporting… Those were hot topics in those days as Nigeria tried to grapple with the challenges of the return to civilian rule and seek the consolidation of democracy and its ethos. I don’t remember what the topic was on that particular trip, but Nigeria owes many of the international agencies which at the time helped to mobilise civil society beyond elections to realise that every country needed to focus on both human development and human rights issues and mainstream same into the current of prevailing thought. But after such conferences and workshops, often attended by persons from other African countries and visiting technical experts we usually found a way of unwinding by exploring the cultural delicacies that Abuja had on offer. Abuja was much safer, much cleaner, far more innocent and politically saner then than it is now. Night life in the city was also busy. Obasanjo was President. So, this night in question, we ended up in one of those bubbling night clubs in Abuja. I don’t remember the name of the club anymore, but I know the location. The year was 1999. The month was either November or December. Glitzing lights, heavy-pounding music, generously made women and girls with heavenly features whose presence alone was an overdose of aphrodisiac, cigarette smoke wafting skywards, a mixture of scents: perfume and body sweat producing a peculiar smell you can only find in a night club, so much fun in the air, every one appearing to be happy even if the world outside by dawn would confront every dancing, smoking, drinking acolyte at the shrine of Bacchus, with sober realities. I didn’t mind. The New York Times picked up the comparison attempted by the Nigerian army and did a story out of it. This was important enough to force President Donald Trump to quickly auto-correct and say that those who throw stones should be arrested. This is understandable, in the face of a mid-term election that starts today in the United States. President Trump certainly cannot afford a human rights scandal about him being a source of inspiration for reckless conduct in a country he once dismissed as “a shithole country” and its President as “lifeless”. The Nigerian military quickly deleted the comparison with America. But further asked why it should use live ammunitions against protesters, the Nigerian military speaking through BrigadierGeneral Joseph Agim, took us back to that night in 1999. He told his interviewer, “we don’t have rubber bullets when we are sent on assignments. So, if any person that is not happy with the government wants to take on the military, then they should be ready for the consequence(s)… Nobody can take on the military and they will not have casualties.” On the back of this statement by the army, a female Public Relations Officer of the Nigeria Police has also posted a famous message on Instagram to wit: “If you throw STONE, expect a bullet! Squad on mission! #Bosslady #protectiveservice. If you feel like joining the squad, say Hi.” What other evidence do we need, then of the disorientation of the Nigerian state and the cruelty of its officers? The army says it is licensed to kill. The police insist they too will kill, if any citizen does as much as throw a stone. We must seek recourse to the Constitution. The primary job of the military is properly spelled out under Section 217 (2) of the Nigerian Constitution: “(a) defending Nigeria from territorial aggression; (b) maintaining its territorial integrity and securing its borders from violation on borders from violation on

land, sea, or air”. Section 217 (2) (c) further says the Armed Forces of Nigeria can be called in to supress insurrection and “act in aid of civil authorities to restore order when called upon to do so by the president, but subject to such conditions as may be prescribed by an Act of the National Assembly ..” Section 218 provides a caveat by stating expressly that “the powers of the Commander-in-Chief of the Armed Forces of the Federation shall include power to determine the operational use of the armed forces of the Federation”. Was the National Assembly involved in the recent declaration of war against the Shi’ites by the Nigeria Army? Is or was Nigeria facing the threat of war from the Shi’ites? Could the “orders from above” have come from the highest levels? Was it right to invoke Section 217 (2) (c )? I will argue that whereas Nigeria is meant to be under a democratic dispensation, the presence of the military, pointing to a covert re-miliitarization has been pervasive. Whereas Nigerians fought for civilian rule, the soldiers have remained in their face: in politics, at police checkpoints, virtually everywhere, even on election days. They don’t help to keep the peace internally. They shoot to kill. The police whose responsibility it is to protect lives and property in Nigeria are helpless: they are under-staffed, underequipped, and demoralized. It is a tragedy that they are now beginning to sound like soldiers. The position of the law is that Nigerians have the right under Section 40 of the !999 Constitution to assemble and associate freely and peacefully. They don’t even need a police permit to do so as proclaimed in All Nigeria People’s Party vs. Inspector General of Police (2008), 12 WRN 65.Nonetheless, the Nigerian government continues to defy this law, “orders are continually issued from above” to frustrate not just Section 40 of the Constitution, but also Section 33 on right to life, Section 38 on right to freedom of thought, conscience and religion, Section 39 dealing with the right to freedom of expression and the press, Section 42 on the right to freedom from discrimination, and Section 44 on the right to dignity of the human person. The rights of members of the Shi’ite movement in Nigeria have been violated on all of these counts. The vengeful use of live ammunitions against them is condemnable and barbaric. This was how Boko Haram began. Shi’ites crave martyrdom. It is a fundamental precept of their faith. Live bullets can only strengthen their resolve. The sustained attack on them in Nigeria has obvious implications: Nigeria must not on any account become a playfield for the global, sectarian war between Sunnis and Shi’ites or a theatre of live bullets against every little protest by ordinary citizens. All things considered, Nigeria is in a sad place. The citizens of a country that has no rubber bullets are endangered. It is a country under the weight of selfimposed terror, misrule and poor governance, indeed, a country against its people. In the last three years, Nigerians have been targets of live bullets in every aspect of their lives. Each time they complain, they get shot in the head. Poverty is widespread. Salaries are not being paid. Foreign investors are fleeing. Local investors are groaning. Workers are going on strike. The great art of living is dying. When the people groan, they are reminded that this government has no rubber bullets! A country where a bullet is valued more than human lives is sick. I panic. The Nigerian Army and the Nigerian Police are scheduled to provide security during the 2019 general elections in Nigeria. Will this translate into more casualties in 2019? The international community should advise the incumbent Nigerian government not to give “orders from above” for indiscriminate killings and the use of live bullets during the 2019 Nigeria elections. On that may well rest the future stability of Nigeria.

OUR POSITION Dwindling number of women participation in politics

T

he Nigerian political space since 1999 has experienced a tremendous improvement especially with the level of interest it has generated, that is if the number of persons jostling for the various political offices is anything to go by. As at the last count, the number of political parties in the country has risen to over 90 from the three that heralded the nation into the present democratic space in 1999. But one worrisome trend about it is the declining rate of women participation in the political life of the country, as the womenfolk seems to be facing serious challenge in their ability to break into political limelight. This is even more evident from the recent primaries of the various political parties in the country where the number of women elected to contest for the various offices was very negligible. For example, since 1999 and in fact in the history of Nigeria’s political life, there has not been any elected woman governor, the closest that a woman came to being governor, was when then governor of Anambra State, Mr. Peter Obi, was impeached by the state Assembly and his deputy, Dame Virgy Etiaba, was sworn-in as governor and she held that position for a few months until Obi got the court to reverse the impeachment. Though the activism in women was further awakened in the country since after the Beijing conference and declaration in 1991, which gave birth to the much talked about affirmative action that prompted the United Nations (UN) to subsequently concede 35 percent of all positions to women, nothing much has been done in the country to meet that target of women participation in politics. In the early days of this dispensation, it must be said that President Olusegun Obasanjo made significant progress towards fulfilling that quota, while the administration of Goodluck Jonathan, also appointed more women into key positions, while there were equally a significant number in elective positions. But that progress made in recent years seem to have been short-lived, perhaps due to the ever increasing complexities in the political system and high monetisation of the politics which has become a major challenge militating against women participation. Presently, out of 109 senators, we have seven women senators and out of 360 members of the House of Representatives, we have about 17 women; we had far more women from 1999-2015; there were also lots of woman in parastatals and ministries in the country. Also, an attempt recently to get a bill on affirmative action, sponsored by Senator Oluremi Tinubu through the National Assembly failed because it could not get enough support on the floor of the Senate. At an ECOWAS Female Parliamentarians Association (ECOFEPA) meeting earlier in the year, the President, and Nigerian Senator Stella Oduah said that Nigeria has the lowest female representation in elective positions in West Africa. Senator Oduah called attention at the 15-member states of the sub-region to the dwindling number of women’s participation in politics in Nigeria to 7 per cent since the 2015 election. She said women have only 6.1 per cent representation in State Houses of Assembly, 3.9 per

cent in the House of Representatives, 7.34 per cent in the Senate and almost zero per cent in the executive arm of government. In West Africa, Nigeria ranks even lower than Ghana which has as at 2016 about 10.7 per cent female representation in the parliament and 27 per cent female as cabinet ministers. Togo comes up second with about 17.60 per cent women representation in its national parliament as at 2017, and 18.4 per cent in ministerial positions. Senegal has the highest representation of women in elective positions, ranking 12th in the globe for the number of women in elective position - that is 3 per cent down from its initial ranking. Considering the role of women in nation building across the world and the increasing relevance of women even in the African continent, with the recent election of a women as the new President of Ethiopia after the end of a Woman president’s tenure in Liberia, it is our considered opinion that it is high time Nigeria gave women more opportunity to express themselves in the political space. We are also of Opinion that with the lack of positive development in the Nigerian political space, the entrance of more women into it may bring a breath of fresh air that may turn the fortunes of the nation around for good and help revive some key sectors of the nation’s economy. The role of women like Queen Amina, Mrs. Ransome Kuti, Margaret Ekpo among many others in the positive development of the Nigeria must not be so quickly forgotten as to shut other women out of the space. Rather, it should be a motivation to encourage more women into the space especially in this critical time of the nation’s history.

Gov Wike explains why Nigerians are Short News losing faith in public institutions Amaka Agbu, Port Harcourt Governor of Rivers State, Barrister Nyesom Ezenwo Wike, has declared that people were beginning to lose faith in public institutions because of the unprofessional conduct of their personnel. Governor Wike regretted that the Army, Police, and INEC have failed to carry out their responsibilities in line with approved professional ethics. Speaking during a courtesy visit by Mr. Usman Belel, the new Commissioner of Police, Rivers State, Tuesday, the Governor urged the police to improve their performance in the state. He said: “People are beginning to lose confidence in public institutions in the country. I believe that as the new police commissioner, you will work for the confidence in the police to return.”

The governor said that the immediate past Commissioner of Police in Rivers State, Zaki Ahmed, allowed himself to be used negatively against the state and law enforcement processes. “Your predecessor allowed himself to be used by thugs to invade the courts in Rivers State. The Chief Justice of Nigeria called for the investigation and prosecution of those that invaded the courts, but Zaki Ahmed refused,” he alleged. He said: “Rivers State will not forget that it was Zaki Ahmed’s time that thugs invaded the Rivers State High Court, which is located near the Police Headquarters. He didn’t bring anybody to book.” Governor Wike assured the new police commissioner that his administration would support the command to fight crime across the state. He urged the Police Commissioner to focus on ending kidnapping, cultism, and other

violent crimes, adding that under no circumstances should crime be politicised. “Government will give you all necessary support to fight crime. I believe that you will fulfil your pledge to be professional in the discharge of your duties,” he said. Earlier, the New Rivers State Police Commissioner, Usman Belel, said he was at the Government House Port Harcourt to formally introduce himself and seek the support of the administration to fight crime. He assured that the police under his command would work professionally to fight crime and make the state safe for residents to carry out their lawful businesses. The 7th Police Commissioner since Governor Wike assumed duty, Usman Belel was posted to the state from Zamfara where he served last. He is officially the 39th Police Commissioner since the creation of Rivers State.

Unpaid salary: TASCE workers, Ogun labour leader beg Gov Amosun

The Ogun State employees of Tai Solarin College of Education (TASCE), Omu-Ijebu, Ogun State, and the labour leader have again solicited for God’s intervention through prayers and called on Ibikunle Amosun-led administration to forgive their sins and shortcomings to pay their salaries and its outstanding arrears. The National Orientation Agency (NOA) in Kwara has appealed to Nigerians, particularly the elites, to actively participate in the forthcoming general elections by casting their votes for political parties of their choice Director of NOA in the state, Mr Olusegun Adeyemi, made the appeal while speaking with our correspondent in llorin on Tuesday. Gov Ambode apprehends ‘one way’ offenders

Irked by the flagrant abuse of the Lagos State Traffic Laws, Governor Akinwunmi Ambode on Monday evening came down hard on some recalcitrant motorists who drove against traffic along the Muritala Mohammed Airport Road, Ikeja. Returning from Abuja where he had attended the inauguration of the Presidential Campaign Council, Governor Ambode was shocked at the manner some motorists drove ‘one way’ to beat the traffic along the Air-force Base inward International Airport Road, Ikeja. In a statement by the Chief Press Secretary, Habib Aruna, he was particularly angry that one of the offenders, an army personnel, who drove a space bus with registration number JJJ 290 AC, would choose to blatantly contravene the law. The Governor, on sighting the vehicle, alighted from his car and reprimanded the officer for showing a bad example contrary to what the Nigeria Army is known for. Another offender, who drove a saloon car with registration number LSR 445 ER, also got some schooling from the Governor for breaking the law regardless of the dangers involved in driving against traffic.

Gov Emmanuel builds 60 modular classroom Short News blocks for A’ Ibom public schools NRC recorded N80m monthly revenue in 2018 Isaac Job, Uyo

In his effort to sustain free and compulsory education policy in Akwa Ibom, the Akwa Ibom State government has commenced the construction of 60 modular classroom blocks across the 10 federal constituencies in the state. Out of this number, the first four modular classroom blocks have already been built in Uyo High School while Use Offot Primary School, and another set of the projects have been sited in Onna Local Government Area with others across the 10 Federal constituencies in the state. Speaking yesterday in Uyo on why the Modular classroom blocks were built, the Commissioner of Education, Prof. Victor Inoka said the government thought it wise for students in public schools to enjoy the learning condition as their counterpart in developed countries. He said the classroom blocks regulate temperature according to the weather condition, and that the classrooms are cool when the temperature is hot. He explained that the classrooms are fitted with gadgets to access information across the

world and that in the classrooms; there is no need for air-conditioners. He stated that the classroom accommodates 30 students and a teacher, adding that it is resistant to fire. “Sixty schools are proposed for the project. It is supposed to be 60 modular classroom blocks in the 10 federal constituencies of Akwa Ibom. This is the first phase of the project; the materials are complete and ready for use. “We have done four in Uyo High school, Oron Road, one at Use Offot Primary and Secondary schools. There are two at Onna local government areas, we have built and completed it. Others are spread across the 10 federal constituencies in Akwa Ibom. “The essence is for the students to feel what other students in civilised countries such as America, Britain, China, Korea etc. feel. The classroom blocks regulate temperature to be moderate according to the weather condition and it is fire resistant. “It can be cool when the temperature is hot without air conditioner. With the gadgets you can access anywhere that is what we want to do here. The normal classroom is 30 students to a teacher. “The equipments for the modular class

room blocks were ordered from Turkey. The experts came to assemble them from Turkey; most of the equipments are in the Ministry of Education warehouse,” he said. Prof. Inoka said the government is currently sponsoring the education of 31 students in private schools drawn from the 31 local government areas of the state. Prof. Inoka debunked claims by the All Progressive Congress (APC) in the state that the People’s Democratic Party (PDP) Government in the state led by Governor Emmanuel has not awarded scholarships to Akwa Ibom indigenes saying the government has done it even for students studying abroad. “Poor but intelligent students whose parents would ordinarily not afford to sponsor them in private schools were picked for the scholarships programme.” He stated that the government has faithfully lived up to its expectations regarding the payment of fees for the children and said it was determined to ensure Akwa Ibom children enjoy quality education. He said the government is tackling the problem of infrastructural deficits in public schools in phases and that soon, the problem of poor infrastructure will be totally eradicated.

Idu Jude, Abuja As Nigeria embarks on transforming its railway system, the Nigerian Railway Corporation (NRC) has said it generated over N80 million monthly from the Abuja-Kaduna train service in 2018. The Managing Director of the Corporation, Mr. Fidet Okhiria disclosed this to Transportation correspondent in Abuja Yesterday. He said that the figure was higher than the N16 million generated monthly in 2017. Okhiria however said that in spite of the increase in revenue, the corporation is yet to break even as it still spends over N100 million monthly as running cost. “We are close to breaking even on the Abuja-Kaduna train; we have made progress because of the efforts we made. “When we started, we were earning about N16 million and spending about N56 million, but right now, we can comfortably say we earn over N80 million although we still spend over N100 million, which is closer to breaking even. “By the time we have more coaches and run more trains, I think the expenses will reduce and more patronage will come in.

Buhari asks African countries to strengthen institutions for stability Mathew Dadiya, Abuja President Muhammadu Buhari has called on African leaders to support processes that will ensure stronger political institutions across the continent, saying that only strong political institutions will guarantee stability, peace and economic progress. Buhari gave the charge on Tuesday while receiving Letters of Credence from the Ambassador of the Republic of Guinea, Siaka Cissoko, at the Presidential Villa, Abuja. He said that political reforms in African countries can only be sustainable when they reflect the will of the people, and work towards improving their lives. I am running for single term - Useni Kingsley Chukwuka, Jos The Plateau state governorship aspirant under the Peoples Democratic Party (PDP), Lieutenant General Jeremiah Useni (retired), has said he will run for only a single term in office if elected as governor in the coming general election. Useni said his decision is in line with the traditional zoning arrangement on the Plateau which he will not want to truncate. The PDP guber aspirant stated this on Tuesday at the campaign flagoff in the state held in Mangu Local Government Area of Plateau. Buhari tells Gabon to respect democratic rules Says era of military coups long gone

Mathew Dadiya, Abuja Following reports of attempted military takeover in Gabon, President Muhammadu Buhari has called for respect for constitutional provisions in the oil-rich west-central African nation. According to the Nigerian leader, “The military officers in Gabon should understand that the era of military coups and governments in Africa and indeed worldwide, is long gone. Senior Special Assistant to the President in Media and Publicity, Garba Shehu on Tuesday, quoted President Buhari as saying that democracy is supreme and the constitutional stipulations on the peaceful change of administration must be respected. That is the only way we can ensure peace and stability not only within the country but also in the region.” Buhari, who is also the ECOWAS Chairman, urges military officers with political ambitions to resign or face their constitutional role. He also enjoins the people of Gabon to remain on the side of peace, security, stability

and democracy in their country. Gabon’s government had on Monday, thwarted an attempted military coup, retaining control of the oil-rich West African nation after two plotters were killed and other army officers were arrested, the government said. Authorities regained control of state broadcasting offices and a major thoroughfare in the capital, Libreville, which were the only areas taken over by the officers, government spokesman Guy-Betrand Mapangou told Radio France International. He said five army officers who took over state radio were arrested. Two other coup plotters were killed when security forces took over and freed some hostages, according to a presidential statement reported by RFI. A curfew was imposed over the capital, Libreville, and the internet was cut. The city on the Atlantic Ocean coast was being patrolled by military tanks and armed vehicles. Earlier Monday a soldier who identified himself as Lt. Obiang Ondo Kelly, commander of the Republican Guard, read out a statement saying the military had seized

control of Gabon’s government in order to “restore democracy.” He was flanked by two other soldiers holding weapons; all were dressed in camouflage uniforms and green berets. Those soldiers have been taken into custody and President Ali Bongo’s government remains in control, government spokesman Mapangou said. Bongo, who has been in power since 2009, has been out of the country since October amid reports that he had a stroke. He recently addressed the country in a New Year’s message that was filmed in Morocco, where he has been receiving medical treatment. Gabon, sub-Saharan Africa’s third-largest oil producer, has been ruled for more than half a century by Bongo and his father, Omar, who died in 2009. Critics have accused the family of profiting from the country’s natural resources while not investing enough in basic services for the population of more than 2 million. About one-third of the population lives below the poverty line, according to the World Bank.

Following the massive in-road already made by the South-East Victory Group for Buhari in the South –East, the group has come under serious pressure by the Peoples Democratic Party (PDP) in the South East to change course. The Co-ordinator of the Group, Engr. Wilfred Okeke said in a press statement that “all sorts of mouth- watering offers are being dangled by the PDP before the Group, even its State Co-ordinators in the South –East are being enticed with monetary offers”. According to Engr. Okeke, the alleged pressure on the Group by the PDP is evidence of the success already recorded in the zone for President Buhari’s victory in the South-East once perceived as a fortress for the opposition party, PDP. He said that the group has resolved to ignore the PDP with “its monetary offers and focus instead on the onerous task of delivering the South -East completely for President Buhari in the February 16th 2019 presidential election and by so doing place the South-East in the centre where it rightly belongs”. According to Engineer Okeke, “The group’s position is that these past four years of being in the opposition and antagonistic to the federal government headed by President Muhammadu Buhari has yielded little or nothing for the South-East in the form of dividends of democracy, hence the need for the South-East to change direction in the forth- coming general election”.

Minimum wage: Gov Obiano gives conditions Nkiru Nwagbo, Awka

Anambra State Governor, Chief Wille Obiano has given conditions of the payment of N30,000 minimum wage for workers in the area. Addressing members of the Nigerian Labour Congress (NLC) in Anambra who held road protest to the Government House, Awka, the Secretary to the State Government, Professor Solo Chukwudebelu who spoke on behalf of the Governor noted that government would pay the sum once the Federal Government gives the approval. He also told the workers to vote massively for the All Progressives Grand Alliance APGA in the general election in the state nothing that it would go a long way in encouraging the governor to do the needful. “You all know that His Excellency is a labour friendly governor since he came in to office. Popular ‘area father’, MC Oluomo, was said to have been stabbed in the skirmish that occurred at the campaign ground. The campaign was held at the Sky Power Ground, Oba Akinjobi Road, Ikeja, Lagos, South west Nigeria. Everything was going on well when a

gunshot was heard at the podium where Alhaji Wasiu Ayinde Anifowoshe, popularly known as ‘K1 De Ultimate’ was performing and thrilling the audience. Sources said there was a skirmish between supporters of MC Oluomo and other transport unions, as series of gunshots rent the air, causing pandemonium at the Sky Power Ground. Governor Akinwunmi Ambode was addressing the crowd when the first gunshot was heard, sending panic among the crowd. Ambode was said to have told the crowd that the police were in control of the situation, but things got worse as series of gunshots were heard. The campaign was cut shot, as Sanwo-Olu

could not address the crowd as he had wanted to. He only rushed the vote of thanks and dispersed the meeting. Police officers were said to have engaged the hoodlums in gun battle as people ran helter skelter for their lives. In the milieu that occurred, several people were stabbed and injured. Pressmen covering the event were seen fleeing the scene to avoid being caught in the bloody clash. Officers of the Lagos State Ambulance Services, LASAMBUS, were said to have conveyed about eight stabbed people to the hospital. MC Oluomo was said to have been stabbed and rushed to the hospital.

Despite N80m monthly revenue, NRC yet to break even - NRC MD Idu Jude, Abuja Despite increased in revenue generation from N16 million monthly revenue in 2017 to a whopping over N80 million from the Abuja-Kaduna train service in 2018, the Nigerian Railway Corporation (NRC) has said in spite of the hike in income, the corporation is yet to break even as it still spends over N100 million monthly as running cost. The Managing Director, Mr. Fidet Okhiria, of the corporation, disclosed this on Tuesday while addressing Transportation correspondents in Abuja. Okhiria said, “We are close to breaking even on the AbujaKaduna train, we have made progress because of the efforts we made. “When we started, we were earning about N16 million and spending about N56 million, but right now, we can comfortably say we earn over N80 million although we still spend over N100 million, which is closer to breaking even. “By the time we have more coaches and run more trains, I think the expenses will reduce and more patronage will come in. “The issue we have now is that we only run passenger trains; we don’t have freight to move from Kaduna to Abuja’’, he said. The NRC boss attributed the high expenses to the purchase of diesel for generators at the train stations. “If we can link up with some people to move freight, we will be able to break even because presently, by the time we inject power from the public power supply, I think our expenses will also come down. “Right now, all our station is still powered by generator 24/7, we buy about 99,000 liters every month to power those generators; so, it eats deep into our expenses. “But by the time we can connect to the public power supply which we hope by this month will be done, the cost of buying diesel will drastically reduce and then, we can break even.’’ He said that in 2018, the number of train trips also increased from four to eight, adding that 10 more coaches would be deployed on the route. Okhiria said that the goal is to run hourly train service on the route as Nigerians become more confident in the service.

Nigeria risks losing $1.7bn power investment - TCN MD Mathew Dadiya, Abuja The Managing Director of the Transition Company of Nigeria, TCN, Mr. Usman Gur Mohammed has said that Nigeria is at a verge of losing an investment of $1.7 billion due to the Federal Government’s reluctance to assume additional unhedged financial risk on the power sector given the current experience with Azuru and other players. This is even as the Federal Government has approved the Kano State government’s proposal of 540 megawatts Qua Iboe Power Plant (QIPP) for the re-industrialisation plan of the state. Minister of Finance, Mrs. Zainab Ahmed in a statement on Tuesday by her Special Adviser on media and communications, Mr. Paul Ella Abechi, said that the minister assured that the present administration would not renege on its part. The statement quoted the TCN MD as saying that Exxon-Mobil is also prepared to commit about $500 million to build a gas pipeline from its deep off-shore platforms to supply the gas needed for QIPP to operate. This the government said would bring the total Foreign Direct Investment (FDI) for the project alone to $1.7 billion.

“QIPP has also assumed completion risk of a transmission line from Ikot-Abasi to IkotEkpene to ensure supply of power to the national grid”, Mohammed said. The MD of TCN has further confirmed that, based on already approved funding from development partners, TCN will be technically competent to do this before QIPP starts generating power as the transmission lines from Shiroro to Kaduna and from Kaduna to Kano will be fully operational with enhanced capacity within two years from the commencement of the project. Meanwhile, the Minister of Finance, Mrs. Ahmed gave the Federal Government’s assurance on Tuesday, when she received the Kano State Governor, Dr. Abdullahi Umar Ganduje and his team in Abuja. “Let me assure you that it is not an issue of if this project will take place but when because we have a very huge power gap and it is more in the northern part than in the south. And when we see an opportunity like this, we have the responsibility to ensure it comes into fruition.” She said, “We are looking at this as a pilot project as this will help mitigate the Federal Government’s plan. The ability to provide a counter guarantee will help a long way to reduce the burden on the Federal Government.

She added that it will help to improve the industrialisation plan, growth, employment generation for the state. I want to commit that the ministry of finance will put up our best efforts to make it a success. I hope at the end of the day it will be on record that during my tenure that I contributed to the industrialisation of Kano.” Earlier, Governor Ganduje in his opening remarks said his had been fully briefed of the meeting between the Ministry of Finance and the board of BlackRhino Group, which was chaired by the Emir of Kano, His Highness, Muhammad Sanusi II (Sarkin Kano), assured that the Kano State Government will provide protection against the financial risk of the power project. The governor noted that the project worth billions and billions of dollars and if completed will further the industrialisation drive of the state. He said, “We wish to express the strong interest of Kano State Government in purchasing the electricity generated by QIPP and providing protection to your Ministry against financial risk. The Kano State Government is committed to industrializing Kano as a critical component of its development plans. The shortage of electricity

has been the principal factor hindering progress in this area. “To this end, we welcome the opportunity offered to us by QIPP to have guaranteed a stable supply of 540MW of electricity. We trust this will support the industrialisation of Kano and perhaps even neighbouring states (like Kaduna, Jigawa, and Katsina) which have significant and critical unmet requirements for electricity. “Honourable Minister, to show our commitment to the project, we shall set up Kano State Bulk Electricity Trading Company (KBET) which will buy all the power generated by QIPP from NBET in the form of a back-to-back Power Purchase Agreement (PPA). The Kano State Government will use the period during which QIPP is being developed to ensure the establishment of eligible customers in the form of industries as part of its Industrial plan and, if necessary, agree to supply neighbouring states which identify eligible customers. KBET will be assuming the risk of finding customers for this power and collecting tariffs. “We request you to kindly approve the request made by QIPP as the FG will not be assuming any risks before financial close”, he said.

Equities market sheds N224.8bn in 3 days Motolani Oseni As profit-taking persists on the Nigerian Stock Exchange (NSE), investors investments at the equities shed total sum of N224.8 billion in just three days. The equities market capitalization opened for trading this week at N11.425 trillion and closed on Tuesday at N11.201 trillion, translating into N224.6 billion or 1.97 per cent decline in market value. All Share Index (ASI)- the common value-based index that tracks share prices at the NSE, closed on Tuesday at 30,036.15 basis points from 30,638.90 basis points the equities market opened for trading, representing a drop of 602.75 basis points or

1.97 per cent in three days. Against that backdrop, the Month-toDate equities market loss increased to 4.44 per cent. At the close of the market on Tuesday, investors have continued to take profit most especially in large-cap Banking and Consumer Goods companies listed on the NSE. Heavy losses were evident across most sector indices – Banking Index that depreciated by 3.57 per cent to 369.70 basis points; Insurance Index dropped by 3.30 per cent to 120.24 basis points; Oil & Gas Index declined by 1.45 per cent to 293.34 basis points, and Consumer Goods plummet by 0.47 per cent from 714.24 basis points it closed on Monday to 710.85 basis points it closed on Tuesday.

Labour leaders who took part in their numbers, carrying placards and banners with inscriptions like: “N30,000 minimum wage, not negotiable”; “place politicians and workers on the same living wage salary structure”, among others. Insisted that the protest was not political but to hand over a letter to Gov. Akinwunmi Ambode, to further communicate with the Governors’ Forum

on the agreed minimum wage. Mr. Solomon Adelegan, Vice President, Nigeria Labour Congress (NLC) told the workers that the current demand for a new minimum wage had gone beyond the negotiation stage. According to him, labour will not relax until the report of the new minimum wage is passed to the National Assembly for implementation. Mr. Abiodun Aremu, General Secretary, Joint Action Front (JAF), said that the N30,000 minimum wage was not negotiable, saying that the Civil Society Organisations (CSOs), would support the organised labour till the new minimum

wage is implemented. However, when Mr. Benjamin Adeyinka, a Special Adviser to Gov. Ambode told the protesting workers that the governor was not available, they shouted and insisted that the gate should be opened. Adeyinka was not allowed to make a further speech, as the protesting workers insisted that they did not want to hear from him. Recall that the tripartite committee in November 2018, presented its report to President Muhammadu Buhari and expected the report to be forwarded to the National Assembly after two weeks.

AFDB boosts Nigeria’s membership in Africa trade insurance with $14.1m facility The African Development Bank Group (AfDB) Tuesday said it has approved a $14.12 million facility through its trade finance operations, to support Nigeria’s membership in the African Trade Insurance Agency (ATI). The lender said the facility is a critical and mandatory step to enable ATI commence its operations in Nigeria, as the country joins 14 other African countries that have already signed up to ATI membership. According to AFDB, the Bank seeks to achieve its ambitious development mandate by working with and through other strategic partners, and where possible, by supporting the development of strong and viable African institutions such as ATI.

“The financing scales up the work of ATI by supporting the beneficiary countries to become members, Stefan Nalletamby, director of the bank’s financial sector department said. The AFDB further disclosed in its statement released Tuesday that “once membership formalities in ATI are finalized, Nigeria could benefit from gross political and commercial risk insurance cover on total investments and trade amounting to over $5 billion by 2020.” It explained that the catalytic effect of using limited financial resources in this way is undoubtedly massive. “The approved facility complements ongoing and planned interventions geared at

building institutional capacity and improving the resilience of the Nigerian economy. Joining ATI will enable Nigeria to leverage its position to mobilize additional resources to finance trade, especially importation of essential goods such as medicines and communications equipment, to rehabilitate basic infrastructure and strengthen the country’s productive sector. ATI’s mandate is to provide medium to long term credit and political risk insurance, as well as other risk mitigation products to its member countries and related public and private sector actors. These products directly encourage and facilitate foreign direct investment as well as local private sector investment in regional

member countries and intra- and extraAfrican trade. ATI catalyzes private sector investments in infrastructure projects, thereby promoting economic integration of participating countries into regional markets. This financing aligns with four of the Bank’s High 5 priorities, namely: Light Up and Power Africa, Industrialize Africa, Feed Africa and Integrate Africa. As a trade finance facilitation initiative, the financing will support operations that are crosscutting and multi-sectoral in nature and will have an impact on agribusiness, infrastructure development, electricity generation, telecommunications and manufacturing, the bank noted.

Group hails Buhari’s open-mindedness for meeting Amosun, APM’s Akinlade The Buhari Media Organisation (BMO) has described President Muhammadu Buhari meeting the Ogun State Governor Ibikunle Amosun alongside the gubernatorial candidate of the opposition Allied Peoples Movement (APM), Adekunle Akinlade, as a positive development. BMO said in a statement signed by its Chairman Niyi Akinsiju and Secretary Cassidy Madueke however, that the meeting it is not necessarily a sign of President Buhari’s endorsement of the APM candidate. CONSUMER CODE OF PRACTICE Ezzential Global Services Limited: Sales and Telecommunications Equipment (Major) Code of Practice Document. 1. INTRODUCTION Ezzential Global Services Limited is a telecommunications infrastructure provider in Nigeria. Ezzential Global Services Limited is regulated by the Nigerian Communications Commission (NCC). At Ezzential Global Services Limited, we consider honesty and integrity to be the hallmarks of long-term success which ultimately contributes to the ethical wellbeing of us all. Our professional standards are therefore exceptionally high, and we have systems and processes in place to ensure compliance with anti-bribery and corruption laws. Amongst the most fundamental operating principles are adherence with all laws and regulations applicable to our business. This Code of Practice is issued pursuant to the Consumer Code of Practice Regulations 2007 The matters which the Code aims to address shall include but not limited to the under listed matters: • Reasonable meeting of Consumer requirements • Handling Consumer complaints and disputes • Consumer compensation in case of breach • Protection of information • Billing 2. DEFINITIONS AND INTERPRETATIONS Unless otherwise defined, or the context otherwise requires, expressions defined in the General Consumer Code of Practice shall have the same meanings in this document including recitals and schedules: “Quality of Service Regulation” means the Quality of Service Regulations 2013 “Host” means the Licensee/ Ezzential Global Services Limited “Consumer “ means the customer 3. PROVISION OF INFORMATION TO CONSUMERS 3.1 Ezzential Global Services Limited shall upon request provide a copy of the contract or agreement for the provision of services and such contracts shall be in clear language. 3.2 Copies of duly approved individual Code shall be available to consumers on request. 4. DESCRIPTION OF SERVICES 4.1 Ezzential Global Services Limited manages all aspect relating to Sales and Installation of Telecommunications Equipment services to individuals and corporate bodies. 5. PRICING INFORMATION 5.1 Contract shall not take effect until parties mutually agree on the pricing and composition thereof. Pricing components may include but not limited to applicable rates or charges, calculation basis of each charge element, frequency, or basis of the collection of the charge, information as to whether charges are subject to change and the frequency of such changes and how information on such matters shall be communicated to the Consumer. 6. CONTRACT TERMS AND TERMINATION 6.1 Infrastructure sharing contracts with Consumer shall incorporate standard clauses relating to commencement date, minimum contract term (where applicable), manner and consequences of premature termination and calculation basis for payment of any penalty therefore, situations where early termination may be permitted, renewal terms, installation, connection and decommission terms, and refund policies. Furthermore, all terms and conditions of a contract regarding the provision of any of our services shall be clearly stated in the contract or agreement in clear and plain language. 7. PRODUCT WARRANTIES AND MAINTENANCE 7.1 Where applicable, Ezzential Global Services Limited shall inform the consumer of any contractual warranty relating to any shared infrastructure. Such information, where applicable, shall include how to obtain such warranty services 7.2 There shall be specific information to the consumers on the availability and provision of any maintenance service by the Host party 8. PROVISIONING OF SERVICES 8.1 Provision of services by Ezzential Global Services Limited shall be in accordance with the service supply time targets set out in the NCC Quality of Service regulations annexed to this Code. Ezzential Global Services Limited shall however not be liable for any, delays or refusals of service requests, lack of site availability or infrastructure availability which is beyond its reasonable control. 8.2 Further to clause 8.1 above, Ezzential Global Services Limited shall bear no responsibility for Internet delays or refusals where such is attributable to the lack of credit worthiness of the Consumer. 9. FAULT REPAIR AND SERVICE INTERRUPTION 9.1 Relevant facilities and processes shall be implemented to ensure reporting of faults 24 hours a day by Consumer. 9.2 The standard of fault repair as set out in the annexed Quality of Service regulations shall apply to the fault repair standards established by the Host. 9.3 Ezzential Global Services Limited shall endeavour to give adequate notification of any planned downtime including details of the disruption or outage, the services and service area affected and any corresponding compensation or other remedies if applicable. 10. AVAILABILITY OF SERVICE 10.1 Ezzential Global Services Limited shall ensure that marketing presentation materials to potential Consumer s indicate any known geographical or technical limitations which may substantially affect the performance of the Consumer services. 10.2 In addition to the above, marketing materials must indicate any limitations which restrict a particular group of persons, geographical area, particular period of time or limited availability of infrastructure or other materials. 11. ADVERTISING OF PACKAGED SERVICES 11.1 The consumer shall be entitled to the supply of all components of a serviced package where the Host has marketed the provision of its service as part of a package. 11.2 Appropriate information to potential Consumer shall be included in marketing materials by Ezzential Global Services Limited where it may be unlikely to supply any component of the service package. 11.3 The marketing materials may contain information on the pricing of the component of a service package; where this is so, the marketing materials shall also incorporate an estimate of the minimum total charge for the package and indicate any terms and conditions applicable to obtaining the component at the stated price. 12. BILLING INFORMATION 12.1 The following information shall be contained in invoices issued to the Consumer: • Consumer name and billing address • Ezzential Global Services Limited current business name address and registered number • Unique identification or invoice number • Date of invoice and billing period • Description of the services provided by Ezzential Global Services Limited for which

consumer is charged • Historical summary of charges including total amount billed, applicable credits, advance payments or discounts, net amount payable by Consumer or repayable by Host as the case may be • Payment/refund due date • Method of payment • Method of contact for complaints and billing inquiries 13. ITEMIZATION OF CHARGES 13.1 Ezzential Global Services Limited shall ensure that consumers have access to itemize details of all charges either on the bill or on a separate statement provided to the Consumer upon request. 14. TIMING FOR ISSUANCE OF BILL 14.1 Ezzential Global Services Limited shall issue bills and include all charges incurred within the specified billing period within 30 days of the closure of each billing period. 14.2 Exceptions may occur whereby all charges are not included on the invoice as a result of separate agreement between parties, or any other reason. 15 RECEIPT AND CONSUMER PAYMENT ADVICE 15.1 Ezzential Global Services Limited shall make available appropriate and accessible methods of verification of bill payment by the Consumer. 16 BILLING FREQUENCY 16.1 Consumer shall be provided with sufficient and advance written notification of any proposed changes to the billing period. The advance written notification shall be deemed sufficient by parties where it provides a minimum notification period of twice the usual billing period(s). 17 NON-PAYMENT OF BILLS 17.1 In the event of non-payment of bills to Ezzential Global Services Limited, Ezzential Global Services Limited shall take necessary measures (which includes but not limited to referring the issue of non-payment by the consumer to the NCC) to effect such payment or disconnect the consumer’s equipment. 17.2 Necessary measures as referred to above shall be commensurate and not unduly discriminatory. 18. INFORMATION TO CONSUMERS 18.1 Ezzential Global Services Limited shall ensure that its complaints procedure is accessible in various media and formats or as directly specified by the NCC from time to time. Information on the complaints procedure shall include: • Consumers right to lodge complaint • Mode of lodging the complaint to the Host • Requisite documents required to lodge a valid complaint • Means to enquire on status of complaint 18.2 The procedure must be expressed in clear language and the Consumer must be able identify how to lodge a complaint either physically or via dedicated online platforms. 18.3 Consumer complaints shall be duly recorded and processed in accordance with identified practices and procedures. 19. SPECIAL NEEDS 19.1 Adequate provisions shall be made by Ezzential Global Services Limited to ensure that people with special needs are able to access the complaint handling processes 19.2 Ezzential Global Services Limited shall use its best endeavours to provide reasonable assistance to Consumer who may request assistance with lodging complaints 20. COMPLAINT PROCESS 20.1 Complaints shall be acknowledged by the Ezzential Global Services Limited verbally or in writing but preferably in the mode or manner requested by the Consumer complainant. Notwithstanding the forgoing, complaints including those which require further recourse for lack of acceptable resolution, shall be acted upon within the set time frame as directed by the NCC from time to time or as provided in the annexed Quality of Service Regulations and this shall not exceed a period of three calendar months 20.3 An identified escalation process shall be accessible to the Consumer where Consumer is dissatisfied with the outcome of a complaint resolution. Such escalation process shall involve further complaint examination by a suitably qualified authorized representative of the Host. 20.4 Consumers shall be duly informed where resolution via the escalation process has been exhausted and there are no further escalation processes. 20.5 Oral or non-written complaints shall be deemed acknowledged by Ezzential Global Services Limited at the time such was communicated to Ezzential Global Services Limited. 21. CHARGES 21.1 Ezzential Global Services Limited Complaint handling processes shall be provided free of charge. However, any complain that requires the retrieval of records more than Twelve (12) months shall attract charges which the consumers must be informed and agreed to. 22. FURTHER RECOURSE 22.1 In addition to the complaint process set up by Ezzential Global Services Limited, the consumer reserves the right to escalate unsatisfactorily resolved or unresolved disputes to the Nigerian Communication Commission (NCC) 22.2 Ezzential Global Services Limited shall inform consumer after 60 days of non-resolution of the complaint to the satisfaction of consumer to proceed to refer the complaint to the NCC. 23. ACTION ON DISPUTED CHARGES 23.1 Where a Consumer has initiated a complaint through the laid down process and investigation is ongoing, Ezzential Global Services Limited shall be stopped from taking any action with regard to credit management action or disconnection of installed equipment or related apparatus pending the resolution of the dispute. 24. INTERNAL DATA COLLECTION AND ANALYSIS 24.1 Ezzential Global Services Limited shall ensure availability of appropriate recording system for complaints and outcomes which shall comply with the requirements of the Commission’s Quality of Service Regulations such that recurring issues are easily tracked for effective processing 25. CHANGES TO COMPLAINT HANDLING PROCESS 25.1 Ezzential Global Services Limited shall ensure that Consumer is properly updated with any information regarding the changes in the Company’s complaint handling process, if any. 26. RETENTION OF RECORDS 26.1 Information collated and recorded by Host in respect of the complaint handling procedure initiated by the Consumer shall be retained for at least twelve (12) months following resolution of Consumer complain.

Egypt confirmed as hosts of AFCON 2019

The upcoming African Cup of Nations, AFCON, will be hosted by Egypt, the Confederation of African Football, CAF; announced on Tuesday after a high level meeting. The race was between Egypt and South Africa, who submitted candidacies late last year after CAF stripped Cameroon of the hosting rights. Cameroon was stripped of the rights because of their inability to put together infrastructure in time and also due to security threats in parts of the country. CAF Executive Committee
