The Daily Times exclusively gathered that the Lagos State Commissioner for Finance, Mr Akinyemi Ashade, raised the issue during the technical session of the monthly FAAC meeting in September in Abuja. According to the minutes of the meeting obtained by The Daily Times, the states pointed out that their efforts should be factored into the cost of collection paid to the FIRS. While supporting
their counterpart, the commissioners for Finance of Oyo, Kastina and Niger states insisted that the law be revisited to guide appropriate action on the matter. But the FIRS representative at the meeting said that the cost of collection was put in place to improve machinery for VAT collection. Also, the Director, Revenue and Investment noted that the infrastructure put in place by the service in the states had improved the collection. But the Chairman of FAAC and Minister of Finance, Mrs Zainab
Ahmed, while reacting to the argument, accused the states of refusal to remit the VAT and withholding tax in their custody. The minister said that during a National Economic Council (NEC) meeting, the issue was discussed and agreed on appropriate sanctions against defaulting states. She rather told the states to use the platform in their domain for the remittances to enhance savings and avoid being sanctioned. The FIRS has been taking a minimum of N4 billion monthly to its coffers as a four percent cost of collection from the Federation Account.

Andrew Orolua, Abuja In an effort to speed up the dispensation of justice, the Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, on Monday, directed that any case fixed for hearing before the Supreme Court must be heard and determined one way or the other on that date. The policy, announced on Monday, according to the CJN, is deliberately targeted at the speedy dispensation of Justice while new apex court publication is to encourage lawyers to take advantage of the initiative and prepare adequately ahead of hearings, to avoid any delays. According to Justice Onnoghen, it is pertinent to state that the Supreme Court diary is full with appeals set down for
hearing up to the year 2021. He said the appeals would be heard and judgements delivered as necessary and in accordance with the Rules of the Court. He added that the situation therefore leaves no room for unnecessary adjournments arising from lack of diligent prosecution, poor preparations or nonappearance by lawyers. What this means is “that any matter that is assigned a date must be heard and determined one way or the other on that date”, he explained in a statement signed by Awassam Bassey, the Senior Special Assistant to CJN on Media. ‘’For appeals that may be discovered to have defects, Counsel is advised to take necessary steps to amend such defects before
the due hearing date’’, the CJN said, adding that ‘’Everyone must come to the Court fully prepared for the business of the day’’. On a related note, the CJN advised lawyers to obtain their official legal email addresses if they have not done so yet as communication with and service of processes at the Supreme Court remain only via the legalmail. nigerianbar.ng. In what can be regarded as a landmark judgment to address impunity, the Federal High Court in Abuja on Monday emboldened the powers of the Economic and Financial Crimes Commission (EFCC) to curb financial crimes in the states as it held that the agency has the powers to investigate the accounts of Benue State Government and alleged financial crimes committed by officials of state government. Justice Nnamdi Dimgba stated this while delivering his judgment in the suit brought by the Benue State government, challenging the propriety of a temporary freezing of the state bank account by the anti-graft agency. In his remarkable verdict on the matter, Justice Dimgba held that the power of EFCC to fight corruption is not limited by boundary. He said, “I am therefore in total disagreement with the plaintiff counsel submission that the antigraft agency can’t probe complaints of corruption leveled against the officials of state government until it is invited by the State House of Assembly by resolution”. Consequently, the court dismissed the suit by the Benue State government, challenging the powers of the EFCC to investigate its accounts for lack of merit. Justice Nnamdi Dimgba further held that he was not persuaded by the earlier decision of the court of coordinate jurisdiction in Port Harcourt Division in a similar case that the EFCC lacked the statutory powers to investigate the financial activities of a state government. He said that the instant case was built on a misconception that the EFCC lacked the statutory powers
to investigate the financial activities of a state government. Justice Dimgba said, “The powers donated to the EFCC under Section 38 of its Act are very broad and not limited to any geographical location. It is so broad that it arises even in the context of management of State finances. “I must make bold to say that the suit rest on a fallacy that EFCC is investigating the Benue State Government. This misconception collapsed by the provision of Section 38 of the EFCC Act. “Issues are mixed up here and the court cannot allow itself into the misconception. What is clear to me going by the exhibits attached by the 1st defendant is that petitions were written against some named officials in the administration of the Benue State Government containing allegations of fraud against them. “Invitation letters were directed to some officials of Benue State Government and another letter requesting the release of some State officials. “None of the officials is a Governor or Deputy Governor who enjoys immunity under section 308 of the 1999 constitution of the Federal Republic of Nigeria (as amended). “The suggestion that EFCC is investigating Benue State Government did not hold water. I am of the view that EFCC acted within its powers under the law when it sent letters of invitation to some officials of the Benue State Government for the purpose of investigation, which is the subject matter before this Court. “I don’t agree that its action is a usurpation of responsibilities of the State House of Assembly and the Auditor General of the State. “The Audit function of the
Auditor General did not foreclose the duties and functions of the EFCC. It is a complementary to the powers of the powers of the State Assembly under Sections 128 and 129 of the 1999 Constitution. “As far as I can see, there is nothing in section 125, 128 and 129 which foreclosed the investigating powers of the EFCC. The surveillance powers of the Auditor General and House of Assembly is limited. I am of the view that EFCC retained the powers to investigate the finances of the state. It does not do any violence to the doctrine of federalism and separation of powers. “Besides, the EFCC has the expertise to carry out forensic investigation of financial crimes which neither the House of Assembly and Auditor General has the special skills to investigate financial crimes. “I differ with my brother’s decision in the case of AG Rivers v. EFCC and AG Ekiti v. EFCC because there is some danger in holding that only State Houses of Assembly can investigate State finances. This court takes a different view bearing in mind the collaborative efforts between the State and Federal government in the fight against corruption. Secondly, the harmonious relationship of state Assembly and the overbearing of state executive powers have rendered the investigative powers of the state assemblies an academic exercise”. The judge also held that he did not see how Auditor General who is not independent of the state governor or state assembly would carry out the investigative function. The Edo State Government’s effort to rid the state of paedophiles in line with the enforcement of the Child Rights Act is yielding positive results, as the Evbuoriaria Magistrate Court in Benin City, Edo State has sentenced a commercial motorcycle operator, Friday Moses, to 14 years imprisonment with hard labour, without the option of fine, for defiling and impregnating his 13-year-old daughter. The Chief Magistrate, J. O. Ejale, sentenced Moses, 42, who hails from Cross River State but resides in Edo State. He was charged to court for defiling his daughter since she lost her mother five years ago. The Magistrate said Moses’ sentence is to serve as a lesson to the convict as well other child molesters. The victim is a Primary 6 pupil, who is five months and two weeks pregnant, the first among three
children. She is presently in the protective custody of the Ministry of Women Affairs and Social Development for adequate care. Two others who were also convicted are Lambert Ighodaro, who got a 14year jail term and Benjamin Uzoma Nwachukwu, who bagged a 20-year jail term. Nwachukwu, who was recently dismissed from the seminary, was arraigned on two-count charge and got 10 years each, with hard labour and without the option of fine. Matthew Omokhafe, 65; Pastor Matthew Braimoh, 31; Corporal Michael Eriarebhe, 33 and others were remanded in prison for allegedly defiling children aged 15 years and below. The Ministry of Women Affairs and Social Development, which has been at the forefront of the campaign against paedophiles, in a statement, said the landmark judgement is the
culmination of a long-drawn battle for justice for the affected minors. It said the efforts are in collaboration with the Child Protection Network (CPN).

The judge said that a public institution being funded by tax payers should be neutral in carrying out its functions and should not create excuses that would make the political class of the state to see its actions as being motivated by malice. But in an originating summons marked FHC/MKD/CS/42/18 filed by the Attorney General of Benue State, Michael Gusa, the state government challenged the powers of the EFCC to investigate or inquire into the accounts and / or appropriations, disbursements and administration of the funds of Benue State Government, having regard to the clear provisions of sections 1(1) and (3), 125(2), (4) and (6), 128 and 129 of the 1999 constitution. It has the Speaker of the Benue State House of Assembly; the Clerk of the State Assembly; Benue Assembly and the Auditor-General, Benue State as other respondents. Campaign: Adhere to election timetable, INEC tells parties, candidates The Independent National Electoral Commission (INEC) has advised parties and their candidates to adhere to electoral timetable on commencement of election campaigns ahead of the 2019 general election. The Chairman of INEC, Prof. Mahmood Yakubu, gave the advice in at the Workshop for election professionals from the Commonwealth Africa Region on Monday in Abuja. Yakubu reminded remind political parties and candidates that the end of primaries did not mean the immediate commencement of campaigns. “Section 99(1) prohibits campaigns by political parties earlier than 90 days before polling day. “Therefore, going by the provisions of the Electoral Act and the Timetable and Schedule of Activities issued by the Commission, campaign for Presidential and National Assembly elections will commence on November 18. “Campaign for Governorship and State Assembly elections begin on December 1. “I call upon political parties and candidates to strictly adhere to these dates,’’ he said Yakubu said that with the conclusion of primaries by political parties yesterday, the next activity was the commencement of the process of nomination of candidates to the commission. He reminded political parties that the dates for the submission of list of candidates (Form CFOO2) and their personal particulars (Forms C1001)

The Pension Transition Directorate (PTAD) has disclosed that Federal Government has made it a priority to ensure pension payment is made before salary payment to civil servants. The Executive Secretary of PTAD, Barrister Sharon Ikeazor, stated this on Monday while speaking at the 2018 PTAD South East Stakeholders’ Forum in Enugu. She stated that the directorate has paid N900million to War Affected Officers between 2015 and 2018. The Daily Times recalls that PTAD flagged off payment of retirement benefits in Enugu last year to war affected police officers from the South East and South Zones who were issued with letters of amnesty by Police Service Commission. She said, “A critical challenge the Directorate face is ensuring the right pensioners are paid at the right time. With the directorate dependent on government for release of funds, it is obvious that salaries are prioritized to our
esteemed pensioners. “The Directorate has now made this a priority to ensure pension payment is made before salary payment to civil servants”. Ikeazor added that only those who are yet to receive their benefits are either as a result of the death before amnesty granted on 29th May, 2000, discrepancies in records and fraudulent documentations or name not on Police Service Commission (PSC). She commended President Muhammadu Buhari for the opportunity to make positive impact on the lives of pensioners, adding that it was her conviction that Nigeria owes the senior citizens a debt of gratitude for their dedication and sacrifice while in the service of this great nation. “Accordingly, I have made it my mission to ensure that pensioners across the nation are well treated and continually served with the utmost empathy and respect, I’m glad to see a very good turnout of our esteemed pensioners , stakeholders, partners and sister agencies today. “I made a pledge to my esteemed pensioners (last

For allegedly issuing fake court judgement, a Lagos-based lawyer, Mr. Edward Oseghale, has been arraigned before an Ogba Magistrate’s Court, Lagos. The lawyer, who was allegedly notorious in the issuance of fake judgements to evict tenants from their homes, was arraigned on a fivecount charge of forgery. He appeared before Magistrate (Mrs.) O. A. Ojo of Ogba Chief Magistrates Court, in Ikeja Judicial Division, Lagos. Although Oseghale pleaded not guilty to the charges, he was however admitted to bail in the sum of N50,000 and two sureties in like sum. According to the court, one of the sureties must be an owner of property in Lagos with valid Certificate of Occupancy, while the other must be gainfully employed with
evidence of tax payment which must be verified. The PDP said such nervousness in the deflated party has led to a renewed attempt at smear campaign with spurious allegations against our Presidential candidate; a defeatist approach that shows that the APC and the Buhari Presidency are afraid of the Atiku candidacy and have reached their wits end, well ahead of the elections. The claims by APC of vote-buying at our national convention, is therefore, not only false but completely unfounded and symptomatic of a party that has totally
lost bearing and now engaged in rumour mongering. This was contained in a statement in Abuja on Monday by PDP national publicity secretary, Kola Ologbondiyan. The party said such allegation from the APC is not unexpected given that it had tried everything possible to scuttle our national convention and Presidential primary but woefully failed, hence the desperation to engage in attempt to discredit the process that has been acclaimed as the beat in our political history. “Unlike the APC that has an unpopular Presidential candidate, who has failed in governance, foisted on it without an election, the whole world watched with excitement as 12 aspirants contested the PDP Presidential primary, where delegates drawn from respected Nigerians across the country, freely voted for a candidate of their choice. “To the amusement of Nigerians,

the APC conducted a non-contested convention in which it declared President Buhari as “winner” with over 14 million fictitious votes. “In their desperation, they forgot that “Winning” as a word connotes contest. “Strangely, the APC declared a candidate as having won when there was never a contest - a charade by a deceptive party with duplicitous leaders!”. The PDP noted that the APC is suffering from a pre-defeat trauma; it cautioned the party and its presidential candidate to steer clear of PDP and get ready for issue-based campaign ahead of the 2019 elections. “It is instructive to state that their attempt at smear campaign against our candidate, Alhaji Atiku Abubakar, will fail as Nigerians are interested only in the candidate that can make a turnaround of the ugly situation Buhari Presidency has sunk us”, said the party.
The Indian Government on Monday organized its first regional economic conclave attracting over 70 investors from India and West African to Abuja, with the aim of deepening economic and development partnership with region. This is coming on the heels of the Indian Prime Minister announcing West Africa as its new bilateral engagement focus in the continent. The Indian High commissioner to Nigeria Nagabhusana Reddy on Monday in Abuja, stated that the maiden edition of the economic conclave with over 200 participants from India, Japan and Africa, is to enhance development strides in Africa through better engagements in the areas of infrastructure and economy. “India will continue to explore mutual ways to support trade and infrastructural development in West Africa” he reiterated. He further encouraged investors in Africa to utilize the opportunities abound in the partnership to improve trade, technological advancement in the region.
Sen Binta Masi, Binani clinch APC senatorial tickets in Adamawa Two female Senatorial aspirants in Adamawa have secured tickets of All Progressives Congress (APC) to contest for Senatorial seats in the 2019 general elections. Senator Binta Masi of Adamawa North Senatorial District, who is the only female Senator from the North in the current Senate, was returned unopposed. Also, a popular female politician and former House of Representatives member, Aisha Dahiru, popularly known as “Binani”, emerged winner of Adamawa Central Senatorial seat. Binani defeated four male contestants to emerged the winner, pulling 1, 282 votes, while the runner up, Alhaji Wakili Boya, scored 599 votes. The Senator, currently representing Adamawa Central, Sen. Abdul-Azeez Nyako, had recently left APC for African Democratic Party (ADC) where he emerged the ADC gubernatorial candidate for Adamawa. The ticket for Adamawa South Senatorial District was picked by serving Senator Ahmed MoAllayidi who was unopposed and was endorsed by the delegates.

Kano gets first private Varsity Yakubu Salisu, Kano A new private University, planned to focus on research, creativity and entrepreneurship, was on Monday inaugurated in the commercial city of Kano. The tertiary high institution, Skyline University, to be driven by modern technology, commenced its maiden orientation for the new set of students, totalling about 160. Prominent among the faculties are: School of Arts; Management and Social Sciences, as well as School of
Science and Information Technology (IT). In his speech on the occasion, the Vice Chancellor, Prana Krishna, said, the university, established 28 years ago (1990) in United Arab Emirate (UAE) is the first to blaze the trail, as the first private university in the state. Also, it is to complement government’s efforts toward providing qualitative education for the youths in the state, including the region at large, so as to measure up, with their counterparts from the other parts of the country. In addition, he disclosed that,
the university would provide other community services, as part of its social corporate responsibilities, stressing that, such role, would be inculcated in the new students to enable them learn how to contribute to the society after graduating from school through the government, Civil Society or through their private Businesses. On a final note, he hinted that the 500 students’ capacity university, has 50 accredited courses, certified by the Nigerian University Commission (NUC), scheduled to flag off, with 200 students and to be increased to 300 by January.
Former Vice Chancellor of University of Ilorin, Professor Shuaib Oba Abdulraheem Campaign Organisation has declared that the professor won the Saturday’s governorship primaries election of the All Progressive Congress (APC), in Kwara massively and should be declared the winner. The Director-General (DG), of the Campaign Organisation, Barr Sharafudeen Ibrahim therefore called on the chairman, Primary election committee, Chief Iyiola Oladokun to immediately declare the outcome the governorship election. Ibrahim made the call in Ilorin on Sunday at a press conference on the primaries. According to the DG, the results of the Senate, House of Representatives and House of Assembly primaries conducted on Friday and Saturday were yet to be announced.
Police nab 5 trans-border robbers Joy Anyim, Lagos Lagos State Police Command early Monday morning arrested five trans-border robbers fleeing into Lagos after robbing an Ogun State based haulage company’s warehouse. The nine-man robbery gang was led by a Cameroonian born, Ahmed Ibrahim, 33 and one Obinna, who along with three others are now at large. The Lagos State Commissioner of Police, Imohimi Edgal, parading the suspects yesterday at the State Command, stated that the robbers were intercepted at Toll Gate border of Lagos and Ogun State by a patrol team of Rapid Response Squad stationed in the area. They were chased by the team when they refused to stop before they later halted at Meiran Junction, Lagos. Apart from Ahmed Ibrahim, four other members of the gang equally arrested include, Kelechi Nebu (30), Ndueso Sunday (45), Tochukwu Egemuka (33) and Obinna Oforkaja (30).

Ebonyi: South East rave of the moment

Years ago, the people of Ebonyi State were looked upon as timid, retrogressive and backward. Only very few were able to go to school and development was centered around Abakaliki town where the economy was in the hands of majorly of people from Anambra State. Due to their profession then, majority of them were peasant farmers, they were poverty stricken and very few could afford to feed themselves. The result was the migration of many Ebonyi indigenes to town like Lagos for hawking, Nnewi, Onitsha for motorcycle transportation. The chronological look of events in the time past showed that Ebonyi is the sick baby of South East. But the narrative seems to be changing with the advent of government that has vision, purpose driven, building human capacity, delivering people oriental programmes and projects. In this wise, only a few governors in the South East had come close, apart from Sam Mbakwe of Imo State and Dr. Chris Ngige of Anambra State who through vision and prudence were able to make a mark in their respective states. Whatever the duo did pale into insignificance with what is happening to Ebonyi State now. The present Governor of the state, Chief (Engr.) David Nweze Umahi (Akubaraoha), has cut a niche as a man who came into fray prepared, ready, focused and fully bent to deliver to his people the dividends and bring them out from the years of servitude from their journey in Egypt. Even though the road to Government House wasn’t easy as he was rejected by his predecessor Gov. Martin Nwanchor Elechi whom he served as deputy but against all odds triumphed over the anointed heir to the
Governor at the primary election. When he mounted the saddle, he made the whole of Ebonyi his constituency even though his predecessor by his preference to the former Health Minister, Prof. Onyebuchi Chukwu, actually brought bad blood within the polity of the PDP family in Ebonyi State. He settled down to work with the appointment of a secretary of the state from an opposition party. His landmark achievements cut across the strata of the state with the clearance of all the debts owed the workers by the previous administration. In spite of being the state that has the lowest federal allocation and Internal Generated Revenue (IGR), the state pays its workforce by fifteen (15th) day of every month. The educational sector was also not left out as schools were being modernised and continued the legacy of sustaining the free education cum scholarship that was started by former Governors Egwu and Martin Nwanchor Elechi up to the tertiary level. It is in the area of infrastructure that the present Governor, Engr. Dave Umahi excelled beyond bounds. Probably due to his Engineering background, the Governor has been a pacesetter in this area. For the first time in Ebonyi, overhead bridges have being built with no bridges barriers. It is not the building that cut my attention but the quality of concrete mix used in several construction sites. The building of the Ecunmenical centre, microcosym of Dubai mall named Ebonyi Mall are being undertaken under the best Engineering practices by even our local contractors, but the concrete mix and stanchions used in this two sites make it possible for the two edifices to be bomb
proof. Same goes for the new Government House, Lodge and Presidential Lodge. This brings us to the quality of the roads under construction. I knew that the colonial masters built roads that stood for generations to come. In line with this vision of the colonial masters, Governor Umahi is building concrete roads across the state like our colonial masters. The good thing about it is that he surpassed the thickness. The eight inches (8inches) thickness might be the first in Africa which will still receive two inches asphalt layer tar. From engineering perspective, the life span of these concrete roads will not be less than fifty years. Aside the concrete roads, the Governor has embarked 150mm (6 inches thickness) asphalt roads across the state which many states found very difficult to do. To compliment the road network, all the roads being built have drainage constructed with bridge concrete mix ratio. What baffles me is the Governor’s application of cost effectiveness in all facets of projects undertaken by the state. His strict adherence to quality and prudence is second to none. A peep into this revealed that the cost of all his project is far less than what others will normally use to embark on their projects and still possess far better quality than others. The irony is that all these are being done in spite of the lean financial base of the state. Governor Umahi has launched various empowerment programmes majorly for the youths and widows in Ebonyi State. The recent street to skill initiative that took place in Lagos was a case in point. Laudable programmes aimed at improving
the economic emancipation of the Ebonyi people are being implemented. Abakaliki can now be compared with others cities in Nigeria with the myriads of beautification projects. The city is a wonder to behold at Night with lightening and water falls in major centres of the city. A friend who visited the city in 2015 and was there recently told me of the wonders of transformation that had taken place in the city in infrastructural development. The question on the lips of many would be how it was possible for the Governor to achieve this. I believe only him can answer that, but from what I perceived from outside, the Governor is a workaholic that scrutinises everything on his table and takes pains to supervise projects every day after work. His prudence in economic terms is beyond comparison. From the grapevine, the key element of his success is his absolute fear of God and personal supervision of every ongoing project/work undertaken during his administration. He is not the type that frolics in weekend parties’ cocktails or luncheon during weekends in Government Houses or lodges as is customary with other Governors but will rather retire to his house or country home on weekends. Truly, Governor David Nweze Umahi has put smiles on the faces of all in the region of South East and Nigeria in general. Quite like his traditional name of Akubaraoha, meaning wealth that enriches all, he has personally touched lives, children, youths and adults in the state and his legacy in three years is already sounding clear to all and will leave a footprint in the sands of history of Nigeria.t
2019 and the Buhari imperative

In the next few months, Nigerians will face the challenge of another round of elections, following the expiration of the four years of the President Muhammadu Buhari’s Administration. Though this is a four years ritual, the next general election is instructive as it has implications for our future. This is in view of where we were before the Buhari Presidency and where we intend to be from 2019. As usual, the political field has been alive with different political gladiators promising to fix one thing or the other to make Nigeria better. In a democracy, this is surely a good idea as it offers the electorate the benefit of choice, because democracy is a market place of ideas. And luckily too, some of those offering themselves to lead the nation are people we all know their antecedents. This no doubt offers an idea of their pedigree even before being given the privilege of leading Nigeria in 2019. We must however not fail to remember the need to ‘shine our eyes’ before we are fooled by some of these political gladiators, using their actions and inactions in the offices they occupy or used to occupy as parameters. Just before the PDP presidential primary, some suddenly became emergency marketers of restructuring,
all in a bid to pull wool over our eyes. These were the same characters who played significant roles either as vice president, speaker, governors, senators etc during the 16 years that the Peoples Democratic Party (PDP) was at the helm of affairs of the nation. That period was undoubtedly an era where Nigeria made stupendous wealth from oil as oil was sold in the international marker for over 100 dollars for years and our resources were looted like never before. Take your mind back to this era, and ask yourself what impact these people made with the resources at their disposal at their levels in government. In contrast, though Nigeria is making far less than the PDP era in revenue, Nigeria has made far much progress under the Buhari presidency in the last three years than PDP’s 16 years. All over the nation, life transforming projects are being executed like never before. Though, those who made life difficult for Nigerians have feigned ignorance, the results are there for all to see. That was why one was very happy when Information and Culture Minister, Alhaji Lai Mohammed laid it bare when he was challenged to name some of the hundreds of projects government claimed to have done and is doing in the South–East. Not only did he name the projects, he equally listed their
locations, cost and completion dates. This was the same zone where President Buhari got the least number of votes in the 2015 Presidential election, the same south–east that cried marginalization throughout, the 16 years of the PDP misrule. Today, even the world knows that there is a new sheriff in town and this has shored up our profile positively on the global arena. World leaders are now saying that Nigeria has a president that they are proud to associate with. This in turn has rubbed off on Nigerians, as we are now treated with respect when we travel abroad. In addition, there is no hiding the fact that the present administration has drummed it into the consciousness of Nigerians that it will no longer be business as usual in government business. Gone are those days when public official dipped their hands into the cookie jar without being challenged because the times have changed. Though, it is not yet all Uhuru in the fight against corruption, the fact that Nigerians know that they will face the music, if they fail the integrity test is a plus for this administration. We must also not forget that if past administrations had diversified our economy, Nigeria would have fared
better today. Because of the sweet aroma of Petro dollars, the PDP lived like the prodigal son up till the end of the Jonathan administration in 2015. That was why it did not take long for Nigeria to slide into a recession, which thankfully the Buhari administration has taken us out of by putting on its thinking cap. Today, this administration is doing a lot in the area of diversification through agriculture, mineral resources, tourism and more. The gains recorded in agriculture and mineral resources are unprecedented in our national history, as these sectors are now money spinners for our country. Across all sectors, the success stories keep increasing by the day, to the admiration of Nigerians at home and in the Diaspora. Will Nigerians forget in a hurry how Boko Haram and other acts of terrorism almost killed the Nigerian project? Though this administration may not have met all our expectations, the good news is that President Buhari whose candidature has been ratified by APC for 2019 has left no one in doubt that he has the capacity to deliver. That is key. We must not allow anyone or anything to reverse the gains we all laboured to achieve by voting for another four years of Buhari administration in 2019. The process starts now.

Editorial Commentary Why violence against men is on increase

Whenever the mention of domestic violence is made, attention is drawn to the man as the culprit. But it is not always so as the tide of domestic violence seems to be reversing. Increasingly, men appear to be on the receiving end. While this piece is not intended to absorb men of blame of domestic violence, it is necessary to look into the new trend of violence and the imperative to abate it. But whichever way one looks at, the menace of domestic violence affects both the man and woman depending on who is stronger and is always bashing the other partner. Seen that men are predominantly the stronger partner, society, especially the Nigerian society puts domestic violence solely on the door step of the man. Once there is any case of domestic violence, the man is naturally first singled out for blame. However, it is not always so, because as there are wifebeaters, so are husband-beaters in our society and elsewhere. Since it has become fashionable and much more easily accepted in the society that men are the ones that domestically violate the rights of women, the men are stigmatized into keeping mute whenever they are violated by their wives or partners. It is unbelievably and shameful so should not be heard by the public and hence possible redress not sought. Perhaps because of his ego in the society, the poor man is literally doomed and confined to suffer his wife’s never-ending battering in silence while he lives an unhappy life. While there are as many cases of men and boys been battered or discriminated against by their female partners, only the cases of women and girls are being reported, probably because the male has decided to keep quiet because they feel a man should not cry or not even complain about violation by his woman. Even when the men is courageous enough to report such cases, they are usually not taken seriously even though many such violence against man abound. Despite the increasing cases of this new trend of violence, what is more noticeable is the universal campaign targeted at men who violate women. There is tremendous support for the protection of women’s rights governments, international organizations and the religious bodies, leaving the men out of the it. Now that there seems to be support and attention toward tackling cases of domestic violence against the man, it is highly commendable that our male counterpart has started speaking out. The case of a female Lagos lawyer who killed her husband suffice. The disease did not yield his parents’ advice to leave the house, having complained to them of his wife’s threat, only for her to kill him in the night. Another example is the gruesome killing of the son of a former PDP stalwart after several alleged cases of violence against him. Yet, we have another woman is a village who beats up her husband only for her to turn
him on her and cry the victim when the man cries out, among many others. It is instructive to also admonish couples to build trust between themselves. Research has revealed that when a woman is seen violent towards her husband, it is either because of a sustained case or suspicion of infidelity or irresponsibility. There is also the necessity for a husband and a wife to patiently understand their emotions, appreciate each other’s strength and weaknesses, all with the singular objective of building a happy home for the entire family, and hence the society. These are some of the things couples to iron out during courtship and refresh them from time to time during marriage in order to build an enduring union. Both the man and woman should develop the ability to control tempers, including bridling of a wagging tongue. Unfortunately, domestic violence against the man is on the increase because women, especially most who are the breadwinners of the family are no longer willing to take certain excesses from their husbands. Today’s woman is pushed into muscling up into meeting up with societal demands. Examining the ID component of personalities involved in the violent act, we can see that the ID is a component of personality which is made up of unconscious psychic energy that works to satisfy basic needs and desires. It ID operates based on the pleasure principles, which demands immediate gratifications of needs. If the ID in a person is successfully socialized, he can do things normally, but if the ID is not successfully socialized, a lot of issues will spring up. The ID is responsible for why people behave the way they do. In a marriage whereby, a man is married to a woman with higher social status, violence which erupts often tends to be against the men. Such influential wives go to the extreme to exert authority over their husbands, believing that the only way they could match the men, strength for strength, is to violate the rights of the man. It is also known that; emotional tendencies cause a woman to at times act without necessarily taking into consideration the implications of such action in the long run. The imperative of the two parties to learn to realize their and take up their responsibilities and natural roles as a husband and a wife cannot be overemphasized. Every wife should therefore refrain from taking up the roles of the husband, with an attitude or forcefully. The woman should also stop seeing their husband as obstacles and limitation from depriving her of enjoyment and freedoms to self-satisfaction. The craving for the woman to stop at nothing to establish her freedom should be discouraged at all levels. Caution should also be given to the 21st century drive by women to attain equality with men, which does not only expose them to a lot of crimes and emotional hazards but also mental torture.

wo security guards, Achi Daniel and Francis Emepueaku that found and returned huge amounts of dollars and other valuables to the owner at Murtala Muhammed International Airport (MMIA) in Lagos have received accolades across the country and beyond. Apart from the guards, Dr. Banji Oyegbami, who spoke of their good deeds, also need to be celebrated. When he wrote that his ‘hope is not lost’ on social media, little did he know that he was heralding the fortune and integrity of two Halogen Security guards for doing what is uncommon in Nigeria. Dr. Oyegbami, a medical doctor’s practical experience at MMIA, started on August 18, 2018 when he went to the airport with his driver to pick up his very close friend and his wife that arrived from Atlanta United States of America on board Delta Airline. They parked their car on the first floor of the new multi-level building car park and loaded their bags into the boot of the vehicle while his friend’s wife out of excitement forgot her handbag on the trolley and drove off. They journeyed for about one and a half hours in terrible traffic without realising that the woman’s handbag was not in the car when they received a phone call from the woman’s daughter in the US. They went back to the airport to meet the security guards of Halogen Securities as Mr. Achi Daniel found the bag and gave it to his supervisor, Mr. Francis Emepueaku, as lost but found items. The woman cross-checked items in the handbag and confirmed that the items were complete with iPhone, large sums of dollars in labeled envelops sent through her to people in Nigeria, wrist watches she planned as gift items and other documents and valuables were intact. Unlike some Nigerians, Daniel, who said that he had worked in the Federal Palace Hotel in Lagos in the past, explained that he had returned sums recovered in the cause of his duty to their owners before now. He insisted that the contents in the bag was never attractive to him, but lamented that some people close to him were already making jest of him for returning the contents in the bag. He, however, said that he was never discouraged by their mockery. He said: “If the money was in multi-millions of foreign currencies, I would still have returned it. I saw the bag on a trolley and I said to myself that somebody must have forgotten it there; it was not padlocked and without opening it, I went to the ground floor with the bag to meet with my supervisor. “Inside the bag, I saw a mobile phone, jewelries and huge amount of money in dollars and several other documents. At that point, we went straight to the manager’s office who now put a call through to somebody in Atlanta Georgia, who happened to be the daughter of the owner of the bag. “When they returned, they were jittery that some of the items in the bag may have vanished, but after cross-checking it, she discovered that everything was intact and the family attempted to give us some amount of money as a form of appreciation, which we rejected, telling them that we were doing our job. “It never crossed my mind to steal the money and I wouldn’t have done that because it wasn’t my first time of finding such and returning to the
owners. No amount of money would make me to take what doesn’t belong to me. I believe my own time will come and at the right time”. Daniel, a widower, with four children, believes that only God will reward honest people no matter how long it takes. It is very rare especially in the country at this difficult times for someone to see huge amounts of money not in local currency and hand it over to the owner. But despite the fame and rewards both guards are enjoying presently, many Nigerians are of the view that more needed to be done, especially from President Muhammadu Buhari. Others are of the view that Mr. President owes them an invitation to the Aso Villa because of their show of love and demonstration of high level of integrity which is rare these days The two guards have changed the narrative of certain negative image of Nigeria abroad. Their singular action, which has drawn world attention, remains commendable and should be appreciated by all in order to encourage others that honesty pays. Though the duo were given N500,000 by the management of Halogen Securities, President Buhari should not end the recognition with just writing commendation letters to the duo. We wish to state with high sense of responsibility President Buhari should invite the two guards to Aso Rock for a presidential handshake in order to tell Nigerians and indeed the world that it is a new dawn in the land. We are of the opinion that Daniel and Emepueaku should be given National Awards for the exemplary conduct they have played in telling the world that despite the hard economic situation in Nigeria and poor financial background, there are still honest citizens

Kehinde Akinpelu, Ilorin Governorship aspirants’ agents of the All Progressives Congress (APC) in Ilorin, on Sunday night disallowed the Governorship Primary election panel from announcing the results on the ground that it has been manipulated to favour a particular aspirant. The panel had invited journalists to the collation centre at Savanah Hotel to announce the outcome of the primaries. Chairman of the Election Panel, former Deputy Governor in Oyo State, Hon Iyiola Oladokun was about to commence the announcement at about 11.15pm when one of the aspirants’ Agent, Dr Abdul Baki, representing Prof Shuaib Oba Abdulraheem raised an objection. Baki wanted to know from the chairman of the panel when and where the collation of the results from the 197 wards was collated.

Police arrest man for impersonating EFCC Joy Anyim, Lagos A suspected impostor, Paschal Ugwu, who has been parading himself as an official of the Economic and Financial Crime Commissioner (EFCC), was on Monday paraded by the Lagos State Police Command. Ugwu who had allegedly been defrauding unsuspecting members of the public met his Waterloo on Friday, October 5, at Ijegun, Isheri-Oshun, Lagos having defrauded one Wire-My-Cake company. Investigations revealed the suspect had conived with one Sodiq Ibrahim a dismissed staff of Wire-My’s-Cake
Company to accuse the CEO of the company of defrauding GTB. He further accused him that it was the proceeds of the fraud that he used in setting up his present company. According to CP Imohim Edgal who paraded the suspects at the command Headquarters in Ikeja, “While intimidating the victim, the suspect obtained the sum of N805,000 from the victim. “Investigation was launched into the case by operatives of the Command attached to Area ‘F’ Ikeja. This led to the arrest of one Sodiq Ibrahim a dismissed staff of Wire-My’s-Cake Company who connived with suspect to defraud his former employer.” Also, operatives of the Command
charged with the responsibility of recovering illegal and prohibited firearms had arrested one Sunday Owoicho, 42 years, who was found with one K2 automatic rifle with 26 rounds of live ammunition. Edgal said, during interrogation, it was revealed that the suspect had been impersonating as a law enforcement officer and at various times, robbed innocent citizens by means of the arm in his possession. The State Police Boss said Investigation is ongoing to unearth the other gang members of the suspect and those aiding and abating him in the crime world. Upon the completion of investigations, Edgal said the suspects will be charged to court.
The Chief Executive Officer (CEO), ABC transport, Mr Frank Nneji, and 13 other governorship aspirants in Imo on the platform of the All Progressive Grand Alliance (APGA), have agreed to adopt a consensus candidate. Other aspirants are: Dr Ikedi Ohakim, a former governor of the state and Mr Uche Onyeagocha, former member, House of Representatives, Ike Ibe, Humphrey Anumudu and Steve Nwoga, Sam Amadi. Charley Onyeagbako, Chike Nsofor, Ziggy Azike, Philip Ibekwe, Nick Opara-Ndudu, Bright Nwanne and Obi Njoku. The aspirants made the agreement in a statement they issued in Owerri on Monday. They, however, expressed concern that the party leadership in the state could not to meet the Oct. 7 deadline of INEC for submission of names of the candidates of the party for all elective positions. They also condemned the failure of the party leadership to conduct a credible primary election.
FG begins rehabilitation of electrical facilities in Ondo The Federal Government has begun rehabilitation of electrical facilities neglected for over 10 years in Ondo South Senatorial District. Some residents in Ode-Aye, Okiipupa, Igbokoda and Irele confirmed this on Monday. According to them, the Niger-Delta Power Holding Company Ltd (NDPHCL) has started work on the facilities. Okitipupa, Irele, Ilaje and Ese-Odo Local Government areas of the state were disconnected from the national grid by the Benin Electricity Distribution Company (BEDC) over alleged debts. Some NDPHCL workers have now started erecting new poles, repairing and restoring some transformers and connecting wires in the areas.

2019: Lagos PDP congratulates Atiku The Lagos State chapter of the People’s Democratic Party (PDP) on Monday congratulated Alhaji Atiku Abubakar on his emergence as the party’s presidential candidate for the 2019 general elections. The state Publicity Secretary of the party, Mr Taofik Gani, in congratulatory message in Lagos, described the victory of the former Vice-President as well-deserved. He also said his emergence at the party’s convention on Sunday in Port-Harcourt reflected the confidence the party had in him to lead the country. Police arrest 84 APC thugs during primaries in Lagos Joy Anyim, Lagos About 84 thugs who allegedly attempted to distort the All Progressive Congress (APC) primaries election in different parts of Lagos have been arrested. The Lagos Commissioner of Police, CP Imohimi Edgal said the suspects were responsible for the pocket of skirmishes experienced in different parts of the State, especially in Ajegunle, Apapa and Itire. Edgal who was speaking while addressing Journalists at the Lagos State Police Command Headquarters in Ikeja on Monday said the elections by all security indices was hugely successful in spite of the few challenges.
He said, “I want to use this opportunity to thank Lagosians for conducting themselves peacefully during and after the recently concluded APC primaries which by all security indices was hugely successful. “However, there were pockets of skirmishes in some parts of the State owing to the activities of thugs which were contained as soon as it began. “In all, the Command arrested a total of 84 thugs from various parts of the State but for logistic reasons only 68 of the suspects will be paraded. Some of the suspects arrested were identified as: Uche Onwuemena, Papa Esang, Obiajulu Monyei, Mustapha Seriki, Alaba Bakare, Abraham Gabriel, Godwin Keme, Obinna Asigbe, Ijeoma Onyema, Taiwo Yusuf, Akeem Aream, Quadri Agunpopo,
Taiwo Ajibade, Akinboluwa Sunkanmi, Akeem Suleimon, Ibrahim Atinuke and others. Similarly, the Command said 15 suspected cultists were also arrested across the State during various cult clashes. The suspects were arrested between September 8th and October 5th, 2018 around Obalende, Sabo, Alaba International, Ojo, Berger and Shomolu Areas. They are Kolade Sheriff, Akeem Fatai, Raymond Ajayi, Lawal Mohamed, Chima Ejikeme, Matthew Oritogun, Emeka Ngwu and others. Exhibits recovered from the suspects include, three locally made pistols, One Berretta Pistol; 21 rounds of live cartridges, One Volkswagen Golf Saloon Car with Reg. No. AAA435-AW and assorted charms.
The Edo House of Assembly on Monday, resumed plenary after nine weeks recess. The House had on July 31 gone on five weeks vacation which ought to have ended on Sept.10 but was postponed for another four weeks due to the ongoing renovation of the Assembly complex. The House, during plenary, adopted a proposed business calendar of 55 days for the second quarter of the fourth session of the sixth Assembly. The adoption of the business calendar was sequel to the consideration of the 55 sitting days business calendar presented by the Majority Leader, Roland Asoro. According to Asoro, the business calendar has 18, 22 and 15 days in the October, November and December. ”The first quarter which has 65 days will bring the total number of sitting days at the House, at the end of the second quarter with 55 days, to 120 sitting days,” he said. The Motion to adopt the 55 sitting days business calendar was moved by Asoro and seconded by the member representing (APC Etsako central, Mr Damian Lawani.
NANS urges presidential candidates to shun hate speeches, violence The National Association of Nigerian Students (NANS) has appealed to presidential candidates of political parties to shun hate speeches and violence during the course of their campaigns. NANS’ National Public Relations Officer, Bestman Okereafor, made the appeal in a statement issued on Monday in Enugu. Okereafor also called on security formations to improve on their performances during the electioneering period to maintain law and order. He stated that “the leadership of the apex students’ body, NANS, wishes to congratulate all political parties for the good, peaceful and fair conduct of their presidential primaries.” He, however, appealed to the party flag bearers to campaign with decency while shunning vote buying and selling. He added that “NANS leadership is set to partner with the Independent National Electoral Commission and organised civil societies in the aspect of massive voters sensitisation and enlightenment. “As a non-partisan but formidable body and major determinant of elections, we pray that Almighty God will give victory to a progressive-minded leader who will take us to the promise land.”

‘Courts can’t raise issue suo motu without hearing from parties’ This is an appeal against the judgment of the Court of Appeal Abuja Division, delivered on 17th July, 2017 wherein the lower Court dismissed the appeal of the Appellant against the ruling of the Federal High Court Abuja, delivered on 16th December, 2016. The appellant herein emerged the winner of the primary election of the 2nd Respondent , conducted in Ondo State and Governorship candidate for the 26th November Governorship election. Other contestants -ýýý were dissatisfied with the conduct of the primary election and the 1st Respondent filed a suit and challenged the validity. The trial court dismissed the objection filed by the appellant and the Appellant went on appeal. 1. Whether the lower Court properly resolved the issue raised by the Appellant to the effect that the trial Court raised the suo motu and decided the issue and assumed personal jurisdiction over him. 2. Whether the lower Court was right in holding that the denial of the appellant of a hearing on the issue raised suo motu and decided by the trial Court occasioned a miscarriage of justice. 3. Whether the lower Court was right in holding that the case of Kida v Ogunmola (2006) 13 NWLR (pt 997) 377 was distinguishable from this case and that the trial Court had jurisdiction to hear and determine this suit. 4. Whether the lower Court was right in the interpretation it gave to Order 6 Rule 5(b) of the Federal High Court (Civil Procedure) Rules 2009. The main complaint of the appellant under these two issues is that the lower Court did not give proper consideration to the issue raised by the appellant to the effect that the trial Court raised suo motu and decided the issue that the appellant carried on substantial part of his business within the jurisdiction of the Court and that the trial Court therefore had personal jurisdiction over him. In response to the above arguments in appellant’s issues 1 and 2, the learned Senior counsel for the 1st Respondent (whose issues 3 and 4 cover appellant’s issues 1 and 2) submitted that the whole essence of this appeal rests on the complaint by the Appellant that the Trial Court raised an issue suo motu and resolved same without hearing parties on it. That the issue referred to, raised a general issue of jurisdiction was also considered by the lower Court as issue of jurisdiction on page 425 of the Record of Appeal. The arguments of the 2nd and 3rd Respondents are actually in support of the case of the Appellant and not in opposition to the appeal. The Court below after reviewing the above decision of the trial Court, asked a pertinent question to wit: Whether the learned trial Judge raised suo motu the issue of the appellant carrying on a substantial part of his law business in Abuja. Before I proceed further, let me make it abundantly clear that Courts of law are not allowed to raise any issue suo motu and proceed to resolve same without hearing from the parties on the issue so raised. Indeed, this Court has warned in several decisions against the practice by Courts in raising a point suo motu and deciding on it without inviting the parties to address it on the matter. See Oshodi & Ors v Ejifunmi & Ors (2000) 13 NWLR.(pt 684) 298 at 332, Mojekwu v Iwuchukwu (2004) 11 NWLR (pt 883) 196, Odedo v PDP & Ors (2015) LPELR - 24738 (SC). In the instant appeal, the Court below answered the question asked in the negative. That is to say, that the learned trial Judge did not raise the issue suo motu. The learned Trial Judge reasoned that since the letter of 10th November, 2016 by the appellant’s counsel to the Deputy Chief Registrar of the Court was already in the file of the Court, the learned trial Court cannot be accused of raising the issue of the contents of the letter suo motu. I agree with the Court below that the fact of the appellant carrying on part of his law business in Abuja was not introduced into the litigation by the learned trial Judge. Rather, it was exposed to the Court by the learned Senior counsel for the Appellant via a letter to the Deputy Chief Registrar of the Court where one of the offices of the Appellant’s Law office is shown to be located in Abuja. A distinction must be drawn between a Court raising an issue suo motu and looking into its records to resolve the issue, and the Court looking into its records suo motu to resolve an issue raised by the parties. In respect of the former, a Court raising an issue suo motu, must invite the parties to address it before using the issue in the judgment. But on the latter situation

shall limit myself in considering this issue to the decision of the lower Court that the case of Kida v Ogunmola (supra) is distinguishable from the instant case. It is trite that legal principles established in decided authorities are not to be applied across board and in all matters without regard to the facts and issues submitted for adjudication in a particular case. This Court made the point in Emeka v Okadigbo (2012) 18 NWLR (pt 1331) 55 where it was stated that a judgment should always be read in the light of the facts on which it was decided. It was also decided that the rules of stare decisis do not allow Courts to apply the ratio of a case across board and with little regard to the facts of the case before them. See also Okafor v Nnaife (1987) 4 NWLR (pt 64) 129, Udo v The State (2016) LPELR - 40721 (SC). Secondly, each case remains authority for what it decided. Therefore, an earlier decision of this Court will only bind the Court and subordinate Courts in a subsequent case if the facts and the law which informed the earlier decision are the same or similar to those in the subsequent case. Where the facts and/ or the legislation which are to inform the decision in the subsequent case differ from those which informed the Court’s earlier decision, the earlier decision cannot serve as a precedent to the subsequent one. See Godwin Ugwuanyi v NICON Insurance Plc (2013) 11 NWLR (pt 1366) 546, Clement v Iwuanyanwu (1989) 3 NWLR (pt 107) 39 and Olafisoye v Federal Republic of Nigeria (2004) 4 NWLR (pt 864) 580, Fawehinmi v NBA (No. 2) (1989) 2 NWLR

Registrar by the Appellant’s counsel was sent to the Court by the Appellant. A Court of law is eminently qualified and entitled to look at the content of its file or records and or refer to it in consideration of any matter or issue before it. See Agbareh v Mimira (2008) All FWLR (pt 409) 559 at 589 paragraphs D - F. The issue of jurisdiction was without doubt, raised by the Appellant before the Trial Court, so the only ýýý suo motu’ act of the Trial Court was to look into its records to reach a decision on the issue of jurisdiction raised by the Appellant. I agree entirely that the trial Court did not raise the issue suo motu, therefore all the arguments regarding issue of denial of fair hearing and substantial justice are of no moment. Thus the cases of Unilorin v Akinola (supra) and Adigun v Attorney General of Oyo State (supra) do not apply here. In summary issues one and two do not avail the appellant as they are hereby resolved against him. I shall now consider issue 3 which is issue 2 in the 1st Respondent’s brief of argument. Basically, the Appellant is challenging the decision of the lower Court that the Supreme Court’s decision in Kida v Ogunmola (2006) 13 NWLR (pt 997) 377 was distinguishable from this case and that the trial Court had jurisdiction to hear and determine this case. Having already held in this judgment that the trial Court had jurisdiction to hear and determine this suit, I
(pt 105) 558, Western Steel Works Ltd & Anor v Iron Steel Workers Union of Nigeria & Anor (1987) 1 NWLR (Pt. 49) 284, Skye Bank Plc & Anor v Chief Moses Bolanle Akinpelu (2010) 9 NWIR (pt 1198) 170. Now the facts upon which the case of Kida v Ogunmola (supra) was decided are distinguishable from this case.... The above nationwide jurisdiction of the Federal High Court is further strengthened by Order 6 Rule 31 of the Federal High Court (Civil Procedure) Rule 2009 which provides inter alia: “In this Order ‘out of Jurisdiction’ means out of the Federal Republic of Nigeria. See Agip (Nig) Ltd v Agip Petroli International & Ors (2010) 5 NWLR (pt 1187) 348. The above interpretation is crystal clear and unequivocal.... What I am endeavouring to say is that the territorial boundaries of the Federation of Nigeria are the limits of the territorial jurisdiction of the Federal High Court as its processes apply as a matter of law throughout the country as the processes of a single Court issued within jurisdiction. In the instant case, assuming that the appellant resident in Owo in Ondo State, or any other part of territorial boundary of Nigeria, the originating summons issued by the Federal High Court in Abuja can be personally served on him at that address. Where, as it turned out in this case, personal service was impossible, the learned trial Judge was competent and had the
jurisdiction to make an order for substituted service on the appellant. This is so because of the nation wide territorial jurisdiction of the Federal High Court. Both the trial Court and the Court below were right to distinguish the case of Kida v Ogunmola (supra) from the instant case because the former relates to the jurisdiction of the State High Court while the latter relates to the jurisdiction of the Federal High Court with their respective and different territories of operation. As it turns out, this issue is resolved against the Appellant. I shall now consider issue four which is issue one in the 1st respondent’s brief. It is basically whether the lower Court was right in the interpretation it gave to Order 6 Rule 5(b) of the Federal High Court (Civil Procedure) Rules 2009 which led to the failure of the lower Court to set aside the order of the trial Court for substituted service and the service based on same...... I have already set out the said Order 6 Rule 5(b) of the Federal High Court (Civil Procedure) Rules 2009. .... Without much ado, I find it extremely very easy to agree with the views expressed by both the learned Trial Judge and the Court below in the interpretation accorded Order 6 Rule 5(b) of the Federal High Court (Civil Procedure) Rules 2009. In Okoye v Centre Point Merchant Bank Ltd (2008) All FWLR (pt 441) 810 , this Court stated clearly that the object of all types of services of Court processes, whether personal or substituted, is to give notice to the other party on whom service is to be effected so that he might be aware of and be able to resist if he may, that which is sought against him. In this case, this objective of service was obtained as appellant was successfully served and made aware of the pending action. Earlier in this judgment, I held that the learned Trial Judge had the jurisdiction to make the order of substituted service on the appellant. The said Order was thus executed and the appellant notified of the suit against him and he took steps to defend the suit. I am aware that Order 6 Rules 5(b) provides that such substituted service be done through “a person being an agent of the person to be served or to some other Person,” For the avoidance of doubt, the word “person” is not defined under the rules. But by Section 18(1) of the Interpretation Act, Cap 192 Laws of the Federation of Nigeria 1990, a “person” is defined as including anybody or persons corporate and incorporate. The All Progressives Congress, the political party of the Appellant at its National Headquarters Abuja, qualifies as “some other person” as used in the Rules. It is obvious that a political party is an artificial person and operates through natural persons. As the appellant was a governorship candidate of the APC, it was reasonable for the learned trial Judge to believe and exercise his discretion in favour of granting the application through the National Secretariat of the Party. See University of Jos v Ikegwuoha (2013) 9 NWLR (pt 1360) 478, Atake v Afejuku (1994) 9 NWLR (pt 368) 379, Ibrahim v Judicial Service Committee, Kaduna State & Anor (1998) 14 NWLR (Pt 584) 1...... I agree entirely. The interpretation given Order 6 Rule 5[b) of the Rules of the trial Court by that Court as affirmed by the lower Court cannot be faulted. Any attempt to give it another interpretation or meaning would be tantamount to exhuming the already dead and buried issue of technicality. As it turns out, this issue does not avail the Appellant at all. I accordingly resolve it against the Appellant. Having resolved the four issues against the appellant, what remains to be said is that there is no merit in this appeal. It is hereby dismissed. I affirm the judgment of the Court of Appeal, Abuja Division delivered on 17/7/17. I award costs of N500,000 against the Appellant in favour of the 1st Respondent only. FG spends N1.7trn in capital investment in 2 budgets - Osinbajo Mathew Dadiya The Federal Government has spent so far in two budgets, the total sum of N1.7 trillion in capital investment, Vice President Yemi Osinbajo revealed Osinbajo disclosed this while addressing participants at the 9th Presidential Quarterly Business Forum held at the State House Banquet Hall on Monday in Abuja. The focus of the forum was on Job creation. The vice president said that infrastructure development was crucial in economic growth and job creation. According to him, there is the need to emphasize skill training and placing large numbers of young
people in the workplace. “These must take into account the need to provide real value to the private sector through the ITF scheme and where necessary, develop optimal incentives to support the private sector. “It will also be vital that we commit to constituting sector skills councils and encourage the development of these councils for various sectors, especially in sectors we have identified as being of priority for job creation. “I am convinced that we can crack the jobs problem and we are in the right direction. “First, by Investing in infrastructure; we are investing more in infrastructure
today than any previous governments in our history. “We have spent so far in two budgets, N1.7 trillion in capital investment – that is the largest in the history of the country despite earning 60 per cent less; we are doing far more with far fewer resources,’’ he said. Osinbajo said that the Federal Government was also looking at solving the power problem. He said that the Federal Government would review the previous power privatisation and how to enhance the capacity of business people by boosting power supply. The vice president said that Job
creation had been a priority of President Muhammadu led administration as the surest way of creating jobs was by enabling the private sector to do business efficiently. “Opportunities are created in agriculture and the agro-allied industry, services, manufacturing, among others. “But we realised that that would not solve the immediate problems of thousands of graduates who have no jobs or the millions who are at the bottom of the trading pyramid barely eking out a living. “This, we believed created a compelling argument for direct intervention by government’’, he said.
Nigeria Air: Sirika to engage aviation stakeholders, others Chukwuemeke Iwelunmo In view of the plethora of opinions, comments and observations by stakeholders in the aviation sector, and members of the public in the electronic, print and social media, following the recent suspension of the processes leading to the establishment of a national carrier, Aviation Minister, Sen. Hadi Sirika, is to hold an
interactive forum with stakeholders and members of the public on October 23, 2018. The interactive forum, which Sirika believed will enable the Ministry, stakeholders and interested members of the public to adequately deal with all issues associated with the national carrier project. A statement signed by Mr. James Odaudu, deputy director, Media and Public Affairs, Ministry of Aviation, stated that the interactive forum will involve airline operators, regulators in
the aviation sector, prospective investors, the media practitioners, labour unions, aviation service providers, officials from the Ministry of Transportation and its agencies, and interested members of the public. According to the Minister, in view of the general excitement generated earlier by the prospect of a new national airline coming on stream soon, and the massive reaction by members of the public in the wake of its recent suspension, it has
become necessary to address some of the issues, misinformation, allegations and opinions trending in the media in order to keep the public well informed on the status of the proposed national carrier prior to the suspension. “It is in the light of this that the Honourable Minister of State for Aviation, Senator Hadi Abubakar Sirika has decided to invite aviation stakeholders and members of the public a Stakeholders Forum to hold in Abuja”, it stated.
Sterling Bank deepens debt recovery drive Sterling Bank Plc has said it would always adopt an amicable resolution or when necessary, drastic legal actions to achieve debt recovery outcomes. Such strategies include restructuring for accelerated payoffs and possible foreclosure or disposal of pledged assets of defaulting debtors. This will ensure a progressive drop in the bank’s Non-Performing Loan (NPL) ratio which has decreased significantly year on year since 2016. It is becoming common for debtors to exasperate Lenders by their resort to subtle blackmail, unfounded allegations and other underhand tactics which include frivolous litigations to delay or avoid meeting their
loan obligations, but financial institutions have adopted effective strategies to counter this ploy and recover on the debts owed. Commenting on the intensified debt recovery drive, Abiodun Aderoju, Group Head, Credit Collection and Recovery, said “Sterling Bank witnessed a 383 per cent increase in recoveries between 2016 and 2017. This resulted in a significant improvement in asset quality as reflected in the reduction in non-performing loan ratio by 370 basis points to 6.2 per cent in 2017 from 9.9 per cent in 2016. We are building aggressively on this momentum to ensure that defaulting customers meet their debt obligations to the bank.”
Aderoju added that the bank continues to maintain a disciplined and prudent approach to loan growth in line with its risk management framework. “The impact of our recovery efforts would be felt by the end of the financial year because it will result in a further drop in our Non-Performing Loan portfolio. We are keen on achieving this despite the antics of debtors who take their obligations lightly.” He said although the bank’s gross loans and advances in 2017 increased by 29.5 per cent to N617.6 billion and net loans and advances by 27.7 per cent to N598.1 billion, cash-backed facilities with limited credit risks primarily drove the bulk of the
increase. According to him, net loans and advances between 2013 and 2017 increased at a compound annual growth rate of 16.6 per cent, adding that loans to corporate entities and organisations increased by 31.1 per cent and accounted for 97.6 per cent of overall loans disbursed. The bank’s Group Head of Credit Collection and Recovery noted that in line with the strategic focus of the bank, agriculture and transportation benefitted from the growth in loans as part of the priority sectors of the bank, other focus areas include health, education and renewable energy.
Bureaux De Change (BDC) operators in Nigeria now 4,345 as at September 30, 2018, from 3,740 licensed BDC reported in 2017, representing an increase of 605 new licensed operators in nine months. This new development, however, translated into an increase of 16.2 per cent BDC operators licensed by the apex bank in 2018. Commenting on this development, President, Association of Bureaux De Change Operators of Nigeria (ABCON), Mr. Aminu Gwadabe, said Nigeria has the highest number of BDC operators in the world. He said, the move by CBN to licensed more BDC operators this year was to formalize the informal sector since the country has a considerable chunk of unlicensed BDC operators in major cities across the country. According to him, “the aim is to capture the informal market and make it formal. The problem with the sector is recognition, complying with Know-Your-Customers (KYC), Biometric Verification Number (BVN), among others. “We are doing a lot to bring more BDC operators into the formal market and CBN is also looking into that. “Nigeria has the highest number of BDC operators in the world. Even China with over 1 billion in population has over 1,500 BDC operators.” The CBN had noted that several unlicensed BDCs were still operating illegally on the black market. As part of its regulatory duties, it said that it would continue to ensure adequate supervision and apply sanctions on BDCs that contravened the laws. It stated that the BDC subsector remained a critical segment of the foreign exchange market which had served as a veritable tool for contemporary exchange rate management in Nigeria. A report by CBN stated, “The CBN will continue to play its statutory and interventionist role to promote the orderly growth, development, and sustainability of the sector, through effective supervision and robust enforcement of compliance with applicable extant laws and regulations. “In line with its zero-tolerance policy, the CBN will continue to impose appropriate sanctions against regulatory breaches including the revocation of licences of errant BDCs.” It stated that there was a need for the Association of Bureaux de Change Operators of Nigeria to check the illegal activities of street traders. The CBN urged ABCON to ensure more effective self-regulation, develop and implement a code of conduct for members to promote ethical practices and transparency in the industry. The apex bank, also disclosed that Nigeria as at September 30, 2018, has 882 licensed Microfinance Banks (MfBs) in Nigeria, with 35 Primary Mortgage Banks (PMBs).

Aliko Dangote has called for conscious efforts at deepening African regional market by African investors and governments to aid rapid growth and development of the Continent’s economy. Speaking during “One to One Conversation” at the on-going 5th annual Financial Times African Summit, the Nigerian entrepreneur said the key to Africa’s economic growth and strength is in the development of the regional market, saying “Regional markets in Africa must work.” Dangote said Africans must patronize African markets which is why the free trade agreements by African nations is the direction to go to strengthen African markets. Citing an instance of his own experience, the president of Dangote
group referred to the case of neighbouring Benin Republic where the country continues to import cement from China while his Nigerian factory is only 35 miles away from the border. “We need to trade with ourselves”, Dangote stated as he spoke glowingly about the prospect of the African economy, the free trade agreement and the availability of substantial raw materials to attract investors. Asked about when the much-touted listing of Dangote cement on the London Stock Exchange, he told his audience comprising of investors, business magnates, captains of Industry and African Heads of Government which included President Akufo-Addo of Ghana and Ali Bongo of Gabon, that the listing might happen in 2019. According to him, all hands are on deck to complete the process of listing, the development which he said is being looked towards for by the business
community. Chukwuemeke Iwelunmo The International Aviation College, Ilorin (IAC) is set to resume training of the flying school and dispatchers after last week’s award of the recertification of the Approved Training Organisation (ATO) by the regulatory agency. The College says with the recertification its capacity to train has been enhanced. Speaking on the development, the Rector of IAC, Engineer Benedict Adeyelika said the College successfully bagged the recertification after all open items of the Nigerian Civil Aviation Authority (NCAA) were closed. Adeyelika who explained the benefits of the ATO and the colleges capacity to commence training said, “The ATO is an authorization from the NCAA to operate as a college, it’s an equivalent to an AOC,
AMO. An ATO is on the category of an AOC and it has operations specifications like the former. It tells us what we can do: train pilots do Personal Pilots Licensing (PPL), some also do instrument rating and the likes and with our approval, we can expand from there.” “The certification means a lot; it would ensure the safety of training because safety in this business is paramount. We will be resuming training for the flying school and the dispatchers. However, we have not gotten the go-ahead for helicopter training because we are waiting for our instructors to renew their licenses. As soon as we have this, we can start. But we start training for the fixed wings.” On equipment for training, Adeyelika said, the college has three simulators, two for fixed wigs and one for rotary wings. “We have training aircraft revving to go. We have three Diamond Aircraft (DA-40) these are single-engine aircraft
and we also have Diamond Aircraft ( DA42) twin-engine aircraft. In total we have eight aircraft six are fixed wings and two are rotary wing Bell-20 helicopters and we currently have four single engine and one twin engine and these are enough to commence training in the flying school.” Senior Special Assistant (SSA) on Media to Gov. Abdulfatah Ahmed of Kwara state, Dr. Muideen Akorede had at the weekend announced the restoration of the ATO which he said was communicated to the college through a letter dated Oct. 3, 2018. He added that the letter was titled “Lifting of Suspension of Approved Training Organisation (ATO) Certificate number: ATO/AA/004.” Akorede noted that the NCAA hinged its decision to restore the certificate on “the closure of a good number of the findings” by the management of the International Aviation College, Ilorin.

Inside PDP, APC primaries in Delta: Winners, losers and game changers Patrick Okohue Party primaries of the various political parties, especially with two leading parties, APC and PDP held last week across the country and in Delta State the exercise erupted in hue and cry and of pains and regrets, writes, NOSA AKENZUA. Though, party primaries that held across the country have come and gone. But in Delta State, there was a big surprise, especially in Peoples Democratic Party (PDP) Delta Central and All Progressive Congress (APC) where Evelyn Oboro defeated Chief Ighoyota Amori, the Odidimadi of Ethiope West politics. At the (APC), the story was wrapped in conflicting reports as the serving senator, Ovie Omo Agege was allegedly expelled by a faction of the party, led by one Cyril Ogodo, while another faction led by Prophet Jones Erue also expelled Ote’ga Emerhor, and declared Senator Ovie Omo Agege the winner of the Delta Central Senatorial seat. Expectedly, Senator Omo Agege and Ote’ga Emerhor have been locked in the web of crises which eventually snow balled into hatred, and counter hatred before the purported expulsion. While the crisis that bedeviled the APC over leadership tussle worsened, the issue of direct and indirect primaries became insult to injuries among the party factional leadership. But at the Delta Senatorial seat, Engr. Doris Uboh, “a member of the House of Representatives in Ika Federal Constituency, defeated Mrs. Mariam Ali, Alias Kpakpando right inside the Federal College of Education Technical. Though, there was casualty, as there was alleged killings of two students of the school by some policemen, but it was reliably gathered that the killings of the students allegedly by policemen, was not connected with the primaries held at the school premises, rather, it was alleged to be perhaps a cross fire with the policeman over ticketing. Evelyn Oboro of the PDP whose Thatcher like quality currently might take her places, is regarded as an Iron Lady in Delta politics. In Delta South, an infant terrible in Michael Diden was humbled by the resilient long distance runner in the Senate, James Manager, who dealt with him as old war-horse. In Delta North Senatorial district, it seemed the Oracle from Ibusa won the day and defeated a Princely contender in Ned Nwoko, whom many thought would be a game changer. For the opposition party, the long expected outcome for its guber candidate for 2019 is Chief Great Ogboru, who his fans call him ‘the Peoples General. He contested against three other Delta North candidates, Chief Victor Ochei, the Olikeze of Onicha Olona, Prof. Patrick Utomi, an egg head and Dr. Cairo Ojougbou a medical doctor. A formidable team any day, but the voters chose Great Ogboru, a serial guber-

contender in Delta and who must have swayed sympathy votes to his side. However, people are wondering whether he would he continue this winning streak in 2019 to wrestle power from Dr. Okowa. In Delta State, two upsets were rather surprising. That an Amori could be humbled by a young lady, young enough to be his daughter amazes onlookers. And to have drafted Ejele from Warri North to do battle with the ‘Egbage’ –James Manager of Delta South politics was almost suicidal in the least. Michael Diden may have tried, but he forgot to know that there are battles people must be equipped properly to engage in. The Delta South terrain had been conquered long ago by James Manager. Better luck next time. Meanwhile in the PDP senatorial primaries which took place in the senatorial districts the candidates emerged in the election generally described by observers as peaceful and orderly. In Delta North, Senator Peter Nwaobushi clinched the ticket having scored 506 votes out of the 1,380 valid votes to defeat two other opponents, Hon. Ned Nwoko who secured 453 votes and Mr. Paul Osaji who got 216 votes. The result was announced by the Returning Officer, Mrs. Uzor Nwanze. For Delta South Senatorial District, Senator James Manager emerged the PDP candidate polling a total of 563 votes against other aspirants at the Oleh Township Stadium, venue of the primaries, while Michael Diden garned 490 votes, Rt. (Hon.) J.K. Omoshola got three votes and Chief Olivia Agbajo got with 0 votes in an election that had seven voided votes. In Delta Central, Hon. Evelyn Oboro emerged winner with 586 votes to beat Chief Ighoyota Amori, who scored 486 votes and Chief Charles Obule, who clinched six votes. Speaking to newsmen shortly after the election, Senator Manager thanked all party members and dedicated his victory to God. Earlier at the event, the state Deputy Governor, Kingsley Otuaro had urged all delegates to remain peaceful as they

cast their vote for aspirants of their choice. Barr. Otuaro who stated this shortly after casting his vote, commended the peaceful process of the primaries and appealed to all party members to remain focused and committed to the course of the party, assuring that the party will support whoever emerges as winner to fly the party’s flag in the senatorial district. The Delta South PDP chairman, Prince Emman Amgbaduba, while addressing the delegates and aspirants, commended them for their orderliness during the accreditation process. Prince Amgbaduba, who assured party aspirants and delegates of a smooth, fair and credible process appealed to them to remember that they are one big family. “I want to remind all of us that we are one big family and we should remain so after these primaries, no matter what happens and who win. I urge you all to maintain the brotherly love; we should support each other now and after these primaries. The big task is ahead of us; so, we should remain one, no matter who wins or losses, in order to achieve victory at the main election,” Prince Amgbaduba stated. Also Chief Great Ogboru emerged the gubernatorial candidate of the APC in Delta State with 3,292 votes cast at the party’s primary. The gubernatorial primary organised by the Prophet Jones Erue led State Working Committee (SWC) at the Sports Arena of the Federal College of Education (Technical), Asaba, saw Prof. Pat Utomi, Rt. Hon. Victor Ochei and Dr. Cairo Ojougboh defeated by Ogboru. Declaring the outcome of the party’s congress, the returning officer, Major Gen. Lawrence Onoja (rtd), said 3,644 votes were cast by the party delegates, with 129 votes voided and 3,515 valid. Onoja said that 198 votes were shared between Ochei, Ojougboh and Utomi who got 160, 12 and 26 votes, respectively. In his acceptance speech, the party’s flag bearer and five times gubernatorial candidate, Great Ogboru expressed delight at the exercise, calling on
aspirants who fell out to join hands with the party to ensure victory in 2019. “There has to be only one winner, it is a game, it is not a warfare. Therefore, the time to sheath your swords is now, let us come and unite, work as a party and face our common opponents in the quest to translate our state into a new Delta. I offer them the opportunity to come and join our ship to hope, to articulate our position and our agenda for our people in Delta State and to drive this state forward, making it a place where we believe that a new sense of thinking will be the order of the day. That is what we mean when we say a New Delta.” Ogboru stated. Meanwhile, the primary election which produced Ogboru as the party’s candidate, is currently being termed a parallel election because the Cyril Ogodo faction of the party organised a primary election same day at Nelrose hotel, Asaba, which produced Prof. Pat Utomi as the governorship candidate of APC in Delta State. At the PDP primaries for the House of Representatives, held in all the Federal Constituencies in Delta State, the results showing the return of many incumbents and the defeat of a few others. At Oleh where the primary election for the Isoko Federal Constituency was held, Minority Leader of the House of Representatives, Hon. Leo Ogor, emerged as the party’s flagbearer for election. Ogor, in the primary election result announced by the Returning Officer, Mr. Chika Ossai, polled 206 of the total 293 votes, while Sir. Ayodele Othihiwa and Dr. Oghenekaro Okumo, scored 80 votes and four votes respectively. Three votes were voided. In his reaction, Ogor urged the other contestants to join hands with him “to ensure that the PDP works as a family to win the main election and continue to deliver quality representation to our people. I will continue to be fair and equitable to all.” At Agbor, the member representing Ika Federal Constituency at the
House of Representatives, Mr. Victor Nwaokolo emerged as the candidate of the PDP in the election. He polled 175 votes to beat Dr. Philip Okwuada who scored 119 votes. Similarly, the member representing Ndokwa Federal Constituency at the House of Representatives, Mr. Ossai N. Ossai clichéd the PDP ticket for the constituency. In Ethiope Federal Constituency, the returning officer, Mr. Kingsley Emu, declared Mr. Ben Igbakpa who polled 133 votes as winner, beating the incumbent, Mr. Lovette Idisi, who scored 54 to third position. George Orogun came second with 88 votes. However, the PDP, Oshimili/ Aniocha Federal Constituency Primary Election, was disrupted, during the counting of votes. The problem reportedly started during the counting of the election result of one of the four candidates, Hon. Ndudi Elumelu, after successful counting and announcing of the election result of the three other candidates by the Returning Officer, Mrs. Uzor Nwanze. Out of the 516 valid votes, according to Mrs. Nwanze, the three candidates secured the following votes; Rt. Hon. Peter Onwusanya scored 13 votes, Hon. (Mrs.) Joan Onyemaechi Mrakpo secured 226 votes, while Mr. Ikechukwu Onwadiegwu got one vote. A total of 12 votes were voided. Trouble erupted when the remaining numbers of votes were being counted. At Ughelli, the member representing Ughelli Constituency 1 in the Delta State House of Assembly, Hon. Samuel Mariere defeated the incumbent, Hon. Solomon Awhinawhin to clinch the PDP ticket for Ughelli North/Ughelli South and Udu Federal constituency. Mariere was declared winner having scored 168 votes out of 412 votes cast. His closest contender and incumbent, Awhinawhin, scored 157, while Amos Itiwhe, Ebenezer Okorodudu, Eunice Oguma and Solomon Kpemah scored, 37, 36, six and one votes respectively.

Re-energised Novak Djokovic targets number one spot
Novak Djokovic is back home in Belgrade preparing for an offensive to regain the world number one spot after roaring back into top form by winning the US Open. “I planned to be here with my family … and everything is set so that I’m again in the race for number one,” Djokovic told reporters in a tennis centre owned by his family in the Serbian capital. “I hope that Belgrade will bring me luck.” Djokovic has been using the modern facilities to gather his strength for a rousing finale to a season in which he has risen from the ashes after a difficult 2017. His next stop is the Shanghai Masters from next Monday. “I decided with my team to stay a bit
longer in Belgrade to recover and make a solid base for Shanghai,” the 31-year-old Serb added. Since Wimbledon, Djokovic, who was absent for six months from competition in 2017 and underwent elbow surgery in February, has lost just one match, a surprise defeat in Toronto by Greek Stefanos Tsitsipas. Before winning his 14th Grand Slam in New York, equalling Pete Sampras’s mark, Djokovic also won in Cincinnati. He took part at Laver Cup where he was defeated twice — in doubles with Roger Federer and in singles by Kevin Anderson. With no need to defend points until the end of the year and Rafael Nadal out with injury, Djokovic could indeed finish

the year at the summit for the fifth time after 2011, 2012, 2014 and 2015. But although not hiding his ambitions to be on the throne again, “Nole” appears patient. AFCON: Super Eagles target second consecutive win against Libya Nigeria will take on Libya in the 2019 CAF Africa Cup of Nations (AFCON) Qualification Group E match in Uyo on Saturday, October 13. Arsenal confirm adidas sponsorship deal worth Arsenal have signed a new kit sponsorship deal with adidas which is expected to be worth close to £60 million-per-year. This new agreement is almost
double the £30m-per-year the club was getting from Puma. Arsenal confirmed the deal on Twitter on Monday, saying it will go into effect on July 1 next year when their partnership with Puma expires. The club did not immediately provide any further details, but the adidas partnership is expected to be a five-year deal. Coupled with a new shirt sponsorship deal with Emirates that also goes into effect next season, the adidas contract should increase Arsenal’s spending power regardless of whether the Gunners manage to return to the Champions League. Arsenal also signed their first sleeve sponsor for this season, the Rwanda Development Board, in a deal worth around £10m-per-year. The club last wore an adidas kit during the 1993-94 season, and spent two decades with Nike before switching to Puma.
John Terry announce retirement from football Former England and Chelsea captain John Terry has retired from football. The centre-back made 78 caps for England and featured at four major tournaments, he joined Chelsea at age 14, led the Blues to five Premier League titles, four FA Cups, the Champions League, Europa League and three League Cups, he remains the club most successful captain and
the highest scoring defender in the club history. He left Chelsea in 2017 to join Aston Villa, and has ignored other offers since his contract expired with the Championship club at the end of last season. He rejected a move to Spartak Moscow in the summer despite the high expectations of him coming to the club by the Moscow faithfuls.

Adeyemi set to reposition Chess in Nigeria, Africa The President of Nigeria Chess Federation (NCF), Lekan Adeyemi, on Monday in Abuja, said that extra efforts would be made to develop the game in Nigeria and Africa. Adeyemi made the assertion against the backdrop of his emergence as the new Vice-President of the World Chess Body on Oct. 4 in Batumi Georgia. The News Agency of Nigeria (NAN) reports that the election took place during the body’s General Assembly in the former Soviet Republic. By virtue of the election, Adeyemi becomes a member of the Presidential board, saddled with the responsibility of highest decision making on all chess related matters globally. He promised to bring to the body his vast experience in sports administration and to help restore promotion of the game in Africa. “The election is not about Adeyemi, but what we can do to
ensure an all-inclusive progress of the sport. We need to develop the game in the country and Africa. “We need the help of media to help us propagate the sports, they are the people that can tell the world about Chess. “I was very prominent in the campaign against the immediate past board and it’s going to be a big burden on me if I fail to fulfill my campaign promises,’’ the vicepresident of World Chess body said. Adeyemi’s elevation to the position makes him the highest ranked Nigerian into any elective position in global chess. Historically, he became the second African to attain the high-profile status after Lakhdar Mazous from Algeria. Other members elected on the same platform include: Bachar Kouatly as Deputy-President, Sewa Fumey as General Secretary, Julio Zuniga as one of the Vice-Presidents and Zhu Chen as the Treasurer of the body. Bodybuilding federation gets support from Amnesty programme — Official The Office of the Special Adviser to the President on Niger Delta Affairs and Amnesty Programme, has agreed to partner with the Amateur Bodybuilding and Fitness Federation of Nigeria (ABBFN) to prepare and participate in the World Bodybuilding Championship. The International Federation of Bodybuilding (IFBB) will hold in Benidorm, Spain from Nov. 9 to Nov. 11. Gbenga James, ABBFN’s Media Director, told the News Agency of Nigeria (NAN) on Monday that the partnership, endorsed by the Special Adviser, Prof. Charles Dokubo, would also enhance other programmes of the federation. He said the endorsement of the partnership took place during the body’s visit to the special adviser by ABBFN
President, Soye Elekima. Elekima, who had earlier during the visit, lauded Dokubo’s impact since he assumed duties, explained that many of the athletes who would participate in the world championship were from the Niger Delta. He said that ABBFN expected Dukubo’s office to sponsor a Diploma certification training programme in Fitness, massage and related courses. Elekima added that such gesture would assist participants to secure jobs in their given areas. (NAN)
