External reserves hit $47.8bn in June Motolani Oseni

The nation’s external reserves gained a total sum of $183 million to settle at $47.8 billion in the first half of 2018, latest data from the Central Bank of Nigeria (CBN) has shown. The foreign reserves monitored by the apex bank opened at $47.6 billion in June before closing at $47.8 billion,

even as it added $9 billion between January to June, from $38.7 billion to $47.8 billion as at June 29, 2018. The reserves have been hovering around $47billion since April 17, 2018 and reached the peak of about $47.85billion on May 9, 2018. Commenting on this development, Associate Professor and Head, Banking & Finance department, Nasarawa State University, Mr. Uche Uwaleke, said the currency swap, “will improve Nigeria economy. He said, “When we talk about our reserves today, it is composed of Dollar. It means that we are over dependent on one currency and when something happened, then our reserves are in danger. “The currency swap will diversify foreign exchange management by CBN. It is going to boost foreign reserves, appreciate the Naira because the pressure on

Dollar will reduce.” He said the currency swap in short-midterm will impact positively on the nation’s economy. “The swap is going to last for two years but renewable.” He explained further that with the agreement, China investors might be complied by Federal Government to come establish manufacturing companies in Nigeria. He said: “If that happened, it is going to create jobs and increase production. I see more of Chinese companies producing in Nigeria and that again is expected to grow our GDP. By the time we fix power, road and security that will encourage Chinese investors to invest in Nigeria economy. For the two countries, it is a win-win situation.”

We won’t give our land for ranching, says South East Govs Moses Oyediran, Enugu The South East Governors Forum has declared that the zone is not prepared to give any portion of its land for ranching. Rising from a oneday meeting held at Government House, Enugu on Sunday, the chairman of the forum and Ebonyi State Governor Dave Umahi, made it clear that the zone is highly disadvantage in land. He also dispelled the rumour that some portions of land had been donated for ranching, insisting that no state in the South East is ready to donate any land for ranching. He said, “Ranching is not approved by South East Governors, we have not been asked to donate, no land in the south east has been donated for

ranching.” While commiserating with the people and governor of Plateau State for the recent killings, the forum condemned the killings and joined other regions to demand for justice for plateau people. The governors further said they noticed increased challenges in the movement of herdsmen from one state and region to another with resultant effect of massive destruction of farmlands with attendant clashes with farmers. Governor Umahi said, “ South East Governors have been spending huge funds in paying compensations to farmers whose farms and crops were destroyed. “We therefore, request for emergency meeting in South East with Federal Security Chiefs, farmers and herdsmen leadership in Nigeria to stop the

movement and prevent the clashes “. Umahi further hinted that the forum was presented with restructuring as the stand of Ndigbo by the President General of Ohanaeze, Chief Nnia Nwodo based on the resolutions arising from the Awka enlarged Igbo meeting, adding that he also laid down the template to South East Governors Forum “ The forum also decided that the governors should take a studied look at the restructuring and will make its final stand clear by the next meeting of the forum”, he added. Present at the meeting were Enugu State Governor, Ifeanyi Ugwuanyi, Ebonyi State, Governor, Dave Umahi while, Anambra and Abia States were represented by their deputies.

2019 polls: PDP, 44 other political parties in alliance To hold crucial meeting in Abuja today

Though the agenda of the meeting was not specified in a statement by the party’s National Secretary, Sen. Umaru Ibrahim Tsauri, the development might not be unconnected with the PDP preparedness for the 2019 general polls and both the July 14 and September 22 governorship elections in Ekiti and Osun respectively. Venue of the meeting is the Shehu Musa Yar’Adua Centre, Abuja.

Climate change responsible for herdsmen, farmers clashes - Presidency Mathew Dadiya, Abuja The Presidency has attributed the incessant killings by the suspected Fulani herdsmen and farmers in the country to climate change. According to the Presidency, “specifically the drying up of the Chad Basin, has led to more pressure on the population in the North of Nigeria, which further compounded the problem.” It added that the Climate change is an issue of global significance, saying that the Federal Government is determined to continue working closely with its neighbours in order to ensure that a long-term solution can be implemented, the Presidency stated. The Senior Special Assistant to the President on Media and Publicity, stated this in a statement made available on Sunday, Shehu further reiterated what President Buhari indicated lately, saying that, “there is evidence of

involvement of some politicians using criminals to perpetuate the killings.” According to him, the federal government makes no distinction amongst the population and works tirelessly to protect all Nigerian people. He said, “The clashes between herders and farmers are historical. The causes of these confrontations are varied and complex. We are strongest as a nation when we are united and it is through unity that we will overcome this challenge. The Presidency, however, appealed to all its citizens as well as members of the international community to refrain from spreading false stories and inflammatory statements concerning the recent herder-farmer clashes. It assured that the Federal Government was working closely with state governments and the Security Services as well as international partners “in order to resolve this ongoing issue.”

Saraki commissions 12.2km Obiri-Ikwerre Airport Road in P/H Amaka Agbu, Port Harcourt The Senate President, Dr. Bukola Saraki, has commissioned the ObiriIkwerre Airport Road in Port Harcourt, with the declaration that Rivers State Governor, Nyesom Ezenwo Wike, had made Nigerians proud through the project. Commissioning the Obiri-Ikwerre Airport Road reconstructed by Governor Wike on Saturday night, the Senate President noted that the road was important because it would enhance investment opportunities in the state. He said: “This is a road that is significant in the sense that it is from here that investors will come into the state. “If you stand here and look across, you will be proud to be a Nigerian. Looking up there, I can see Nigeria is working and it can work better,” he said. He said from the projects commissioned in Rivers State within the period, it was obvious that

He urged Nigerians not to lose focus and hope, saying that the country would eventually work. “We are determined that there will be peace in this country. He called for the upholding of the rule of law across all tiers of government, saying that was the only way to attain progress in the country. He said: “Any Government that does respect the rule of law is the most corrupt government. This is because you cannot fight corruption without the rule of law.” While berating the Federal Authorities for using EFCC to illegally probe the finances of Rivers State despite a subsisting court judgement yet to be vacated by a higher court, Governor Wike condemned the Executive Order on corruption which he said was unconstitutional. Governor Wike told the Senate President that his political party, the APC, had not kept her promises to Nigerians. He thanked the Senate President for commissioning the 12.2 kilometre dual carriageway, stating that despite distractions, his administration continued to deliver meaningful projects. He said before the reconstruction of the Obiri-Ikwerre Airport Road by his administration, the road had been impassable due to abandonment.

Police rescue pregnant woman from kidnappers’ den in Kebbi The Kebbi State Police command says it has rescued a pregnant woman, Hajiya Sadiya Tsoho, from kidnappers’ hideout in the state. The command’s Public Relations Officer (PPRO), DSP Mustapha Suleiman, who confirmed the release of the victim on Sunday said, the police rescued the victim and no ransom was paid. Hajiya Sadiya, wife of Malam Anas Sha’aban, owner of the popular Sha’aban Supermarket

in Birnin-Kebbi, was reportedly kidnapped last week by unknown gunmen. The pregnant woman was kidnapped from her home and taken to a desert area in Mahuta village, Fakai Local Government Area of the state. A source who pleaded anonymity, said the suspected gunmen had laid ambush for the husband, Malam Sha’aban at Rafin Atiku Area in Birnin -Kebbi for hours on that fateful Sunday, July 1.

Use Ekiti poll to show readiness for 2019, CNPP challenges INEC The Conference of Nigeria Political Parties (CNPP), has challenged Independent National Electoral Commission (INEC), and security agencies to use Saturdaygovernorship election in Ekiti to prove their readiness for 2019 polls. National Chairman of the body, Alhaji Balarabe Musa, made the call in a statement on Sunday in Abuja. Musa urged INEC and all security personnel deployed to Ekiti ahead of the election to ensure that the result reflected a free and fair contest. CNPP is an umbrella body of all registered political parties and associations in Nigeria. Musa also called on Civil Society Organisations (CSOs), the media and all election observers in the state to be extra vigilant and expose all forms of

irregularity in the election. He said that exposing irregularity in the elections was important to save Nigeria’s democracy as the outcome would determine the confidence of voters in the conduct of 2019 general elections. “We must remind ourselves that the survival of democracy is vital at this time and for this to happen, all stakeholders must subject themselves to the ultimate will of the electorate. “Therefore, INEC, the media and all security agencies as well as election observers for the forthcoming Ekiti governorship election must be vigilant. “We urge the electoral umpire to ensure that the outcome of the election reflects the virtues of fairness, good conscience, rule of law and credibility. “This will not only boost the

confidence of the electorate in the Nigerian electoral process but also elevate the rating of the current leadership of INEC as the country prepares for the 2019 general election. “At no time in the history of the country, have young people shown eagerness to fully participate in the electoral process than now. “It is the duty of INEC and the security agencies to reassure the voters that their votes are counted and also count in determining who leads them.” The chairman also urged politicians, especially the candidates in the Ekiti election, to play according to the rules. He advised them to allow the electorate to choose who would govern them without intimidation and in an atmosphere of peace, devoid of any form of thuggery.

A farmers’ group has alleged that Lower Niger River Basin Authority displaced more than 1, 500 members at Ejiba in Kogi state without alternative farmland. The leader of the group, Dr Tunde Arosanyin, while addressing newsmen in Ilorin on Sunday, said that crops valued at N50 million were destroyed by the authority. The crops allegedly destroyed, he said, were cashew, cassava, maize and rice among others. Arosanyin said he personally lost about 32 hectares he cleared for farming, saying efforts to get the management to address the problem in the last one year had proven abortive. According to him, most of the farms destroyed by the Lower Niger River Basin Authority were sponsored through loans from Fadama III addition finance.

APPA urges support for CPC to protect e-consumers The Association for Public Policy Analysis (APPA), has urged the Federal Government and various stakeholders to support the Consumer Protection Council (CPC), to protect the rights of Nigerian e-consumers. The association made the call in a communiqué by the President of APPA, Mr Princewill Okorie, on Sunday in Abuja. The communiqué was the outcome of the E-Commerce Consumer Protection Forum organised by the association in

Abuja. E-Commerce is a business transaction conducted electronically on the internet and has many advantages compared to conventional methods. E-Consumers are consumers that transact businesses electronically. According to Okorie, the derivative principles of state policy in the constitution and the UN Covenant on Civil and Political Rights give reasons for protecting e-consumers right.

Over 35,000 IDPs return to communities in Borno North – Buratai Over 35,000 Internally Displaced Persons (IDPs) have so far returned to their ancestral homes from various camps in Borno North in the last two weeks. The Chief of Army Staff, Lt.-Gen. Tukur Buratai gave the figure of returnees in an address during the closing ceremony of the 2018 Nigerian Army Day Celebration – NADCEL. Buratai said the return of the IDPs was made possible by the conduct of the current “Operation Last Hold’’ by the army in Borno North and Lake Chad region. He described the operation as unique as it was primarily aimed at “facilitating the return of internally displaced persons from the various camps back to their ancestral homes.’’ According to him, it is also aimed at providing the much needed security for farmers to return to their

farms during this planting season and beyond. Giving the breakdown, the army chief said that in Gudumbali District alone in Guzamala Local Government Area of the state, more than 25, 000 farmers, who were formally IDPs had returned He said 10,109 had returned to communities in Kukawa Local Government Area with more still being expected. Buratai said the army was committed more than ever before to stabilise the North East, and achieve President Muhammadu Buhari’s security objective in other parts of the country, as well. Operation last hold which is designed to clear remnant of terrorists from North of Borno and Lake Chad and facilitate return of IDPs to their communities began on May 1.

It is a four-month operation due to end in August. To build confidence in the people that the area was secured for them to return home, Buratai on June 14, performed the “Sharan gona’’ – set fire to bush to commence 2018 bush clearing and farming activities in the area. On July 1, the army chief flagged off sanitation to clean up Gudumbali, an exercise the Commander of operation last hold, Maj.-Gen. Abba Dikko described as one to clean the town of its “bad memories.’’ According to Buratai, the army suffered heavy casualty in Gudumbali in 2015 in the effort to liberate it from the Boko Haram terrorists. The army had constructed a cenotaph in the town in memory of officers and men, who paid the supreme sacrifice.

Police deploy 30,000 personnel for Ekiti guber poll Andrew Orolua, Abuja The Inspector General of Police, (IGP) Ibrahim Idris has deployed 30,000 police personnel headed by Deputy Inspector General of Police in charge of Operations to Ekiti State for Saturday July 14, governorship election. Also, to assist in the conduct of the election are an Assistant Inspector General of Police, four Commissioners of Police, Eight (8) Deputy Commissioners of Police and Eighteen (18) Assistant Commissioners of Police, each Senatorial district will be manned by a Commissioner. A statement by the Force Public Relations officer, Acting DCP, Jimoh Moshood, said the DIG will implement and coordinate the security operations, and also supervise the deployment of security personnel for the elections throughout the 2,451 Polling units/ voting points, 177 Wards and the 16

LGA of the State. He said that a robust and elaborate security arrangement like the one being implemented in Ekiti State is to ensure peaceful, credible, free and fair election. He said that to ensure adequate security and safety of lives and properties before, during and after the elections, personnel comprising Police Mobile Force (PMF) Units, Counter Terrorism Unit (CTU), the Special Protection Unit (SPU), the Anti Bomb Squad (EOD), Conventional Policemen, the Armament Unit, personnel of FCID, the Sniffer dogs section, four Policemen and two (2) others from other security agencies will be on duty at each polling unit throughout the State. He added that the Police Mobile Force (PMF) to be headed by a very Senior Officer will provide security at the RAC, Super RAC and collation centres. Scooping of fuel: Police deploy armed personnel to NNPC Minna Depot The Niger Police Command on Sunday deployed armed personnel to prevent people from scooping petroleum products from the NNPC pipeline that exploded in Dagbo community, Paikoro Local Government Area. Commissioner of Police in Niger, Mr Dibal Yakadi, announced this while addressing newsmen at the depot in Minna. He said that deployment became necessary in view of the lightening that occurred following a downpour on Saturday night leading to the explosion of NNPC’s pipeline in the area. Yakadi explained that already the situation has been brought under control and advised people in the area to go about their legitimate businesses.

NiMet predicts rains, thunderstorms for Monday The Nigerian Meteorological Agency (NiMet) has predicted cloudy skies over the central states of the country on Monday morning with prospects of rains over Abuja, Bauchi, Gombe, Jos, Jalingo, Niger, Yola and Kaduna cities. NiMet’s Weather Outlook by its Central Forecast Office in Abuja on Sunday also predicted day and night temperatures in the range of 27 to 33 and 17 to 24 degrees Celsius respectively. It added that localised thunderstorms were probable over the region in the afternoon and evening period. The agency predicted southern states would experience cloudy conditions over inland cities with intermittent rains over the coastal cities in the morning hours. It also predicted prospects of thunderstorm and rains over the region in the afternoon and evening hours with day and night temperatures in the range of 28 to 32 and 20 to 23 degrees Celsius respectively.

Be good ambassadors of Nigeria, Masari urges Katsina intending pilgrims Gov. Aminu Masari of Katsina State has directed the 2,700 intending pilgrims to be good ambassadors of the state while in the Holy land for the 2018 Hajj exercise. “The intending pilgrims of Katsina State should try and avoid anything that will dent the image of the state and the country as a whole,’’ Masari said. The governor gave the directive during the opening ceremony of a seven-day sensitisation workshop for state contingent on Sunday in Katsina. “The state government has pumped a lot of resources in the Hajj exercise to make the state contingent very comfortable while in the Holy land” he said.

Buhari, Executive Order 6 and corruption

Nigeria’s widespread corruption, which has been eating the ecosystem like termites, met an audacious response from President Muhammadu Buhari on Thursday afternoon with the signing of a new Executive Order No. 6 on preservation of assets connected with corruption. President Buhari holds the view that after three years in office it was another good time to further review the achievements of the administration and set goals in a key policy area, the anticorruption war. On the basis of the re-appraisals made, the President said that it had become “necessary to re-kit and re-tool our arsenal to be able to affectively tackle corruption’s perilous counter-attack against the Nigerian State.” As a result, the Federal Government of Nigeria had “declared a national emergency to deal with that crisis.” President Buhari came into power in 2015 vowing to fight corruption which had been undermining the country’s economy, politics, governance and entire society. The government is of the understanding that corruption is one of Nigeria’s major challenges; one that had obstructed the country’s drive to realise its full potentials. Most citizens believe that corruption is holding the country by the jugular and must be tackled if we are to make progress and make meaning of our lives. Since the war against corruption unleashed by President Buhari took hold, significant strides had been achieved. Vehicles of fraud and embezzlement have been stopped dead in their tracks; enabled with the implementation of the Bank Verification Number policy and signing the Open Government Partnership and rebuilding the anti-corruption institutions, and generally the country’s highly improved corporate governance. Fifty thousand ghost workers were deleted from monthly payroll, saving an annual N200 billion in payments; ghost

pensioners have in their thousands been fished out and with vigour and precision, millions of bank accounts with suspicious cash deposits are being investigated. A large number of senior public officials are being investigated and a huge sum of money including buildings, estates, ships and automobiles have been seized. Former Head of State, Gen. Sani Abacha’s money, USD326 million was recovered and will be distributed to the poor. The Buhari administration has so far investigated and jailed ex-governors, ministers, generals and a large number of public officials. All of these efforts are building up to an ecosystem that is propoor, people oriented, clean, transparent and one that doesn’t tolerate corruption. Based on all these, Nigeria’s anti-corruption war under President Buhari, striking and visible as it is, has aroused interests both locally and internationally. The President is currently serving as the Champion of Anticorruption for the entire continent, selected by his peers in the African Union. It is an established fact that, all over the world, deep-rooted corruption is always difficult to deal with. It is mostly hidden. It is hard to detect, and as we have seen in dealing with the world’s economic powers, they love, cherish and nurture it in countries like ours by holding onto stolen assets against all efforts to retrieve them. But there are signs that things are changing. Every day, harsh words against the government are all that the President gets from Wadata House, the Head Office of the opposition Peoples Democratic Party, PDP, because their leaders, as do some other Nigerians are already feeling the heat. To say the truth, I am not sure if there are many of our citizens who expected any PDP support for the President in his war against corruption. In spite of all the achievements recorded, you still hear complaints that the anti-corruption isn’t as dramatic as Nigerians wished it to be. Some want the

country to do it the Chinese way. Others say the government is not arresting the powerful people. For the Buhari administration, concern lies in the fact that corruption has become a big problem because investigation, prosecution and trial in courts are made harder by persons accused of crimes relating to it. They are using the enormous resources in their possession to thwart the system. The President’s view is that, it is only a clean Nigeria that can attract foreign investment, free money for more of the capital projects the administration is executing and creating jobs for our teeming population of young men and women. The President says in the interest of justice and the welfare of the Nigerian state, persons accused of crimes relating to corruption must be prevented from utilizing the proceeds and dissipating such assets suspected to be proceeds of corruption (or associated with corruption) pending final determination of any investigation or legal actions related to such assets or owners thereof. In signing the new Executive Order, he said: “I’m bound to restrict dealings in suspicious assets…to preserve same in accordance with the rule of law and with guarantee and safeguard of fundamental human rights.” A person who feels that his rights are infringed is free to go to a high court. To understand the threat posed to our democracy and economy by unchecked access to stolen or illicit funds, the President cited the large volume of cash government is fight to retrieve through the legal system. The aggregate value of those funds involved in some of the on-going prosecution of high profile corruption cases is N595,409,838,452.25k. This amount is more than what has been budgeted this year for the all-important Ministry of Power, Works and Housing (N344 billion) and social Investment

(N500b), intended for millions of Nigerians through programs such as the N-Power Graduate Employment Scheme, the Conditional Cash Transfer, CCT to the poorest of the power and GEEP (Government Economic Empowerment Programme). The 2018 budget which has made the highest appropriation ever in the sum of N344 billion to the Ministry of Works is to be spent on the following roads: –Lagos-Shagamu-Ibadan Dual Carriageway – Ilorin-Jebba-Mokwa-Bokani Road – Kano-Maiduguri Road –Enugu-Port-Harcourt Dual Carriageway – Odukpani-Itu-Ikot-Ekpene Road –Sokoto-Tambuwal-Jega-KontagoraMokwa Road – Dualization of Ojabana to Benin Road – Calabar-Ugep-Katsina-Ala Road – Onitsha-Enugu Dual Carriageway –Abuja-Kaduna-Zaria-Kano Dual Carriageway –Benin-Ofosu-Ore-AjebandeleSagamu expressway phase III – Kontagora-Bangi Road The amount of money voted this year for these roads therefore translates to about 57% of the monies recovered by the on-going high-profile corruption cases. The defendants in these cases have unrestricted access to these funds using it as a war chest. They have used it to stall administrative and judicial processes. No gainsaying that it is impossible to achieve any meaningful progress in the fight against corruption where there is no effective law enforcement and prosecution of offenders via an effective justice system. In simple terms, the idea of the new Executive Order is to ensure that criminal elements are prevented from using their illicit resources to “allure, pervert and/or intimidate the investigative and judicial process.”

From independence to date, Nigeria failed to provide basic amenities across the entire society without bias such as roads, bridges, water, light hospitals, medical care and retirement benefits, yet we steal millions out of the country to the colonial masters domain. If we need Bread, groundnut or sugar, we run to oyibo. Should we produce any of those items within the country, tribal wahala will

ensue. One man will have import license in a population of 180 million and we call it democracy. This practice goes on in the society unabated by the federal government, nor the institutions of law and order, yet we are fighting corruption. Nigeria spends 250 billion every year to sponsor pilgrimage to Mecca and Israel, instead of developing the nation. I humbly ask whether development is achieved by prayers or by planning and execution. European countries, Canada, and United States of America were not developed by prayers. Wake up Nigeria from your Primitive Age and join the world in Representative Democracy where all are included even those that have been denied before now have a say in all matters. Your education is nothing to the Whites in the sense that you failed to apply proper administrative mechanism, yet you call yourselves Giant of Africa, but they call you Monkey men. TUTUTU TUFIAKWA.

Historically, Africans are their own worst enemy by their inability to unite as an entity. Nigeria for example gained independence after amalgamation , but failed to brake herself out of colonial hegemony, ethnicity and religion. The country is busy killing themselves and encouraging the disease that was intentionally planted in them by their colonial masters as to divide and conquer, divide and rule, divide and manipulate, divide and control, divide and deceive etc. Whereas in Britain, the society is made up of the Irish, wales, Manchester, Liverpool and other parts as ethnic groups, yet the are one united Britain. They have grown beyond and above religious and ethnic differences and laws are made to respect the Unalienable Rights of all without objection

to race, gender, creed, religion etc. Same method and pattern extends to other parts of Europe, Russia, Canada and United States of America. The U. S. A. becomes a melting pot where all Anglos came together to make up the society. It is only being Black in Anglo Society that creates problems. The ONUS here is Clear and Convincing that Whites in A.merica came from different parts of the world, but collectively became ONE and extends such Oneness to other Anglos all over the world. Any problem is resolved through organized forum such as N. A. T. O. European Union, U. N. G-7 etc. Nigeria has been fighting corruption before I was born and corruption keep on multiplying astronomically because we still have the syndrome of colonial mentality, to hate ourselves with ethnicity and religion. Editorial Commentary Remembering the ‘real’ MKO Abiola (I) Times Guest Colunmist Yemi Ogunbiyi The immediate impulse to the writing of this piece came from a recent conversation with my 21-year old daughter, Oreoluwa. Following the honour bestowed on MKO Abiola by President Buhari and the re-focused attention on Abiola’s legacy, Oreoluwa, who, by the way, read Politics and Philosophy at Cambridge and was only one year old when MKO was killed, called me to find out more about him. Here is how she put it: ‘Dad, I know all about June 12 and how Chief Abiola was denied the presidency and later died in prison; but what kind of man was he? Oreoluwa’s question set me thinking and it suddenly dawned on me that many younger Nigerians, certainly the twenty-‘somethings’ and even thirty-year olds may just have only a vague memory of MKO Abiola or none at all, let alone knowing who the ‘real’ MKO Abiola was! Because of Oreoluwa and others of her age, I have decided to reproduce in full, the first chapter of the Book, Legend of our Time: The Thoughts of MKO Abiola, which is a published collection of Abiola’s key Speeches and Lectures, edited by Dr. Chidi Amuta and myself. The book, which was published on the eve of his presidential campaigns, predates the June 12 saga. MKO was something of a phenomenon. Obviously, he will now for ever be remembered for his June 12 victory and as an embodiment of our democratic ideals. But he was more than June 12! Indeed, June 12 was the culmination of a tremendously remarkable life. In some ways, there was none like him and there probably would be none quite like him again. He was, among other things, a man of prodigious intellectual talent, a true legend of our time. Just months before his death, I visited him in prison. Although tired and suffering from a lower back pain, he was, even in his dismal conditions, his old self. He oscillated between anger, anxiety, frustration and even optimism, but not bitterness. Then, when a prominent, Egba Chief (now, late), came in to see him, apparently carrying with him some message from the Council of Islamic Affairs, in what seemed to be another of several previous visits, MKO flared up and his defiant self resurfaced! Then, after the Chief took leave of us, he turned to me and asked me how I thought he had done! I gave him the thumbs up!! Instantly, the young security guard who had listened in on our entire discussion told me it was time for me to leave. I never saw MKO again. So, in reproducing this lengthy piece, which was written in late 1992 and titled “Behind the Legend,” I have felt no need to change, embellish or delete any details. The man I wrote about then, remained the man I saw in prison, months before his death in 1998, determined, defiant, uncowed and unbowed. Because of this man, there is both cause for hope and certainty that the agony and protests of those who suffer injustice shall give way to peace and human dignity…. The enemies which imperil the future generations to come: poverty, ignorance, disease, hunger, and racism have each seen effects of the valiant work of Chief Abiola. Through him and others like him, never again will freedom

On Saturday, November 2, 1991, I had the privilege of flying with Bashorun M.K.O. Abiola in his private jet to Kafanchan to attend the turbaning of Alhaji Aliyu Muhammad as the Wazirin Jema’a. At the Abuja airport we changed aircrafts and took a helicopter which took us on the final lap of our journey into Kafanchan. After hovering above the scene of the ceremony for few minutes, our pilot finally located a clearing for landing. The moment the occupant of the helicopter was spotted, the stampede began. The drummers were beside themselves. The trumpeters outdid each other. Singing and dancing groups added to the confusion by raising more harmattan dust. All these were meant, of course, to acknowledge the arrival of Chief Abiola. Even uniformed officers who had been designated to keep some order watched helplessly, in an admixture of bewilderment, admiration and confusion. Considering that this was happening in Kafanchan, away from the presumed heartland of Abiola’s socio-cultural stronghold, I was quite surprised. The massive attention that greeted Chief Abiola’s arrival was remarkable. I stood back, almost detached from it all, to see if any other arrival would attract such attention. Surprisingly, none did. Viewed from any point of view, Bashorun Abiola has become something of a national institution. By any standard, he is a phenomenon. Something about him, perhaps, his unique expansiveness of spirit and stupendous generosity, embodied in his enormous wealth, have combined to embed him in our national consciousness in a peculiarly Nigerian way. From the point when he first entered the full glare of national limelight in 1975, with the award of the International Telephones and Telecommuncations (ITT) Contingency Switching contract, all kinds of legendary tales have developed and gained currency about him. There is, perhaps, no other private Nigerian citizen, who has the distinction of being recognised anywhere in the country by his initials alone. In many of Nigeria’s villages, it is certainly probable that the initials M.K.O. will elicit a spontaneous response from Nigerians who may never set eyes on Chief Abiola. Although a private citizen, Bashorun Abiola is sometimes accorded all the courtesies of a visiting head of state abroad, especially in Africa and from the black diaspora. Indeed, at the inauguration ceremony of President Bill Clinton, he received courtesies reserved for a head of government by virtue of the prominence of his seating position, inches away from the main event. More than anyone else, he has helped tremendously in the election of more African-American Congressmen and women in the United States of America, through direct financial assistance, deriving no gains in return, save the joy of seeing African peoples of the diaspora take greater control of their own destinies in their country of birth.

efore the creation of Ebonyi State on October 1, 1996 by the former military Head of State, the late Gen. Sani Abacha, rice was one of the nation’s stable foods and still remains the mainstay of the daily living and earning of the people. For years now, Abakaliki, the Ebonyi State capital, has been known as home of local rice production not only in Nigeria, but in West Africa sub-region. Ebonyi State is one of the most agrarian of the states in Nigeria. Made up predominantly of farmers, with savanna and semi tropical vegetation, humid, sandy and marshy soil, the state is blessed with moisture land for growing of varieties of cash and food crops especially rice. Among the agricultural potential, the production of the famous Abakaliki rice has made the state so popular and a beehive of commercial hub. No visitor who comes to Abakaliki, the state capital, without testifying to the high quality of Abakaliki rice compared with other rice produced locally and internationally. The Abakaliki rice is blessed with so many nutritional values, which are gotten from the salinity in the land of Abakaliki rice mill. It is even better and graded higher by those that experienced its nutritional values. Apart from its nutritional value, the Abakaliki rice is naturally salted with good taste. The reputation of Abakaliki rice is derived from its superior taste. Rice production no doubt has created jobs from which a lot of people feed their families. There are a lot of jobs people do in Abakaliki rice Mill Industry including technical/ professional and unprofessional/causal works, as well as others who sell their wares in the area. The Abakliki Rice Mill, as it is popularly called, is adjudged to be the first indigenous company since the creation of the state. During the creation of the state, at least Abakaliki rice Mill Industry was equally the only existing industry in the state. The first milling engine procured for milling of Abakaliki rice was bought by one Mr. Anekwe Bestman. The relocation of the mill to its present site was done under one Hon. P. O. Nwike, who was then the Executive Chairman, Abakaliki Local Government Area in the then Anambra State. Signatories to the statement included the Chairman,Joseph Ununu; Administrative Secretary, Nwede Richard; Secretary, Usulo Emmanuel and Fidelis Igwe. However, on November 15, 1977, the land used for the construction of the rice mill was leased by the Abakaliki Local Council to Rice Mill Abakaliki, for 99 years upon payment of valuable consideration. In September 1989, the Rice Mill Asociation Abakaliki was registered as a company with the incorporation name – Rice Mill Company Nig. Ltd with registration number RC. 136,800. But on January 1, 2000, the customary right of occupancy with respect to the entire area of land measuring 1938.464 square metres occupied by

the company was issued by the Government of Ebonyi State government. The continued production of Abakaliki rice became endangered in the past administration of former Governor Martin Elechi, due to the face-off between the Abakaliki Rice Mill Company and Ebonyi State Government on the planned relocation of the rice mill to the three rice clusters in each of the senatorial zones of the state. However, respite came with the emergence of David Umahi, as the governor of Ebonyi State. With the dwindling oil revenue, the present administration has re-emphasised the need to revert to agriculture which was the mainstay of the Nigeria’s economy before the discovery of oil. In line with his vision for agricultural revolution especially rice in the state, Umahi has procured 40 tractors for rice production. The Ebonyi State Government has earmarked 40,500 hectares of land for rice cultivation for next year’s farming season spread across the 13 council areas in the state. Each of the LGAs has 2,500 hectares mapped for the rice production while IFAD has six thousand hectares and FADAMA, 2,000 hectares. We are of the opinion that with the above measures, the rice revolution in Ebonyi State will play a major role in ensuring local production of the stable food and reduce importation of foreign rice to barest minimum.

FG’ll unveil national carrier December -Sirika The Minister of State for Aviation, Senator Hadi Sirika, has disclosed that the proposed national carrier for Nigeria would be unveiled before the end of December. Sirika, a former pilot, gave the assurance while receiving the Outline Business Case Certificate of Compliance for the establishment of the airline from Mr Chidi Izuwah, the Director General, Infrastructure Concession Regulatory Commission (ICRC). The Minister said that the presentation of the Certificate was a testament on how far the project had gone. He added that the proposed airline will gulp $8.8million preliminary cost and $300 million as take-off cost. He said the federal government is not fully funding the airline as it has adopted midwifing it via the option of a Public Private partnership, to deliver a national carrier that would stand the test of time and be world class in operation and management. According to Sirika, Nigeria will receive the first set of five airplanes for the airliner on December 19. He added that the airline will make profit in three years after operations, he said. The minister said, “We will make the investments and follow the business plan through private sector management. “We intend to get a 30 aircraft market in five years. But we will begin with five

aircraft on the day of lunch. It was not clear whether an order has been made for the aircraft, but the minister in May met a team from Boeing in Abuja. “At Farnborough International Public Airshow coming July 18, 2018 in London, we will unveil the name, logo, colour scheme, the structure and the type of airplane about the national carrier. “We will also place the order for the aircraft at the event. Sirika explained that the government would step in to cover the funding gap at the onset and ease out thereafter. He said the government would not get involved in the management of the national carrier. He said Nigeria’s population of over 180 million people is huge enough to support aviation, adding that the airline would take advantage of Bilateral Air Service Agreement (BASA) that the country had with over 70 countries. According to him, it will also take advantage of the Africa Single Air Transport Market and will be the best player if the government gets it right. “But if we don’t, it will become a threat to us. But I believe we are on the right track. The minister also gave an assurance that the national carrier would not kill the domestic airlines operating in the country. Police detain monarch, 4 others over kidnapping Isaac Job, Uyo Police in Akwa Ibom State have detained the village head of Atibe in, Eket Local Government Area of the state, Chief Inam Unanaowo and four others for alleged kidnapping of oil workers. Court quashes forfeiture order on AITEO boss Andrew Orolua, Abuja

The Federal High Court, Friday quashed the Forfeiture Order obtained by the Economic and Financial Crimes Commission (EFCC), on all UK properties belonging to Aiteo boss, Mr. Benedict Peters. The court also cleared UK properties of Mr Benedict Peters of any link with former Minister of Petroleum Resources, Dizeani Alison Madueke, and upheld the properties as proceeds of legitimate earnings. Justice Binta Nyako had at the weekend, declared that the said properties - Flat 5 Parkview, Prince Albert Road, and flat 58 Harley House, Marylebone, all in the United Kingdom were legitimately earned and purchased by Mr. Peters. Consequently, the court directed the EFCC to immediately release the properties to Mr. peters, insisting that the said houses have no link to the former minister of Petroleum Resources, Mrs Dieziani Alison- Madueke, who is currently under investigation by the EFCC and Uk authorities over allegations of corruption while in office. The ruling followed an application filed before the court by the anti graft agency on

January 12, in pursuant to order 26, rule 11, 12 (1) and (2) order 48 rule 4 of the Federal High Court (civil procedure ) rules 2009 , section 33 of the EFCC Act of 2004 . Justice Nyako in the ruling, however declared that the said properties cannot be part of an Interim Forfeiture Order obtained by EFCC in 2016, in the course of its investigation over allegations of corruption against the former Petroleum Minister. Justice Nyako recalled how that a court of Federal Capital Territory (FCT) with competent and coordinate jurisdiction had, in a judgment in separate proceedings, ruled that the said properties were legitimately earned by Mr Peters, and therefore cannot be seized by EFCC as corruption proceeds. According to her: “The said properties amongst others having been legitimately acquired by the defendant Mr. Peters and cannot be forfeited to the government under any circumstance “This settles to my mind the issues of the first two applications and judgment by the FCT High Court.” Justice Nyako however stated that the court has no authority to sit on appeal on a decision earlier taken by the FCT High Court, which is a coordinate court of

jurisdiction. The judge further argued that the interim forfeiture earlier granted the EFCC cannot override or supersede an order of final judgment of a court of coordinate jurisdiction. “Consequently, I hereby uphold the orders of the High Court of FCT and order the release of the properties of Rosewood investment, limited and Collingwood limited immediately.” Justice Nyako ruled that the respondents, EFCC, merely suspected that the properties mentioned belong to the former minister of Petroleum and seized them amongst other property purported to have belonged to the former minister as proceeds of crime Recall that a High Court of the Federal Capital Territory on December 5, 2017, ruled that the choice property, listed as 58 Harley House, Marylebone Road, London, the same as the property listed under the application by Rosewood investment limited and the property listed as Flat 5 park view 83_86 prince Albert road , St. John’s Wood ,London were legitimately acquired by Mr. peters The applicant, the EFCC has not appealed the ruling of the FCT High Court which is of a coordinate court of jurisdiction.

ANSG assures of better welfare package for retired perm secs Anambra State Government has expressed commitment towards enhancing the welfare of retired Permanent Secretaries in the state. Anambra State Deputy Governor, Dr. Nkem Okeke on behalf the governor, made this known while receiving members of the Association of Retired Permanent Secretaries at Government House, Awka. The delegation, which was led by former Secretary to the State Government, Mr. Alex Chukwurah, was on a solidarity visit to deliberate on issues affecting them, part of which was the need to increase their remuneration. The Deputy Governor commended their contributions to governance, saying that for one to reach the post of Permanent Secretary, he or she must have performed well in service. Mr. Okafor represented by the Permanent Secretary of the Ministry, Dr. Dan Ezeanwu, said the drivers would be issued certificate of clearance at the end of the exercise and after two months, any driver without the certificate will be

sanctioned. He explained that the new innovation will also give the drivers access to benefit from the state government empowerment programmes. In her speech, the Managing Director and Chief Executive Officer of TRACAS, Dr. (Mrs.) Ifeoma Madukasi, said the new innovations will include branding uniformity in the vehicles colour, drivers dressing and yearly revalidation of the fleets. Dr. (Mrs.) Madukasi explained that apart from this year general revalidation exercise, subsequent exercise will be done together with renewal of driver’s license and vehicle documents with capacity building of drivers on road worthiness, usage, safety and road management to keep the drivers in tune with global best

practices on road safety norms. She explained that this year’s revalidation would commence on Eleventh of July and last till Eleventh September which would include speed limiter installation and urged the stakeholders to strive to be role models to achieve Governor Willie Obiano’s vision of making the transport Company first choice in the Sector. Anambra State Government has warned market leaders and tax collectors against illegal revenue collections and diversion of government funds into private pockets, as anyone caught will be decisively dealt with. The state Commissioner for Trade, Commerce and Industry, Dr. Christian Madubuko, gave the warning during a meeting with Heads and some members of the Bridge Head Market Onitsha over

allegations leveled against the Market Chairman by some members. The allegations which include producing of fake tickets and receipts, inability to work with the Financial Secretary for accountability, and autocratic form of leadership, among others, where during the meeting debunked by the Chairman with the support of the majority of members around. Addressing the meeting, Madubuko said that his Ministry will thoroughly investigate the issues of fake tickets and multiple taxation among others warning that anyone found guilty will face

the full wrath of the law, adding that the present administration will not spear anyone that indulges in such dubious acts, no matter the personality involved. Madubuko while emphasising the need for love and unity amongst the traders, ordered the withdrawal of any existing court suit filed by the traders against each other, assuring them that his office will settle outstanding cases. Responding, the Chairman, Mr. Sunday Obinze, who debunked the allegations, appealed to the Commissioner to investigate more into the issues, saying that after

the investigation and he is found wanting that he is ready to bear the consequences, and called on the state government to help them identify the authentic receipts as all the receipts and tickets his administration uses presently are those inherited from his predecessors. Registering their grievances, some of the traders including Chief Emeka Uchendu, Mr. Wilfred Ezike, Chief Emmanuel Edochie, and Chief Innocent Ezeola, thanked the Commissioner for the visit, and called for attitudinal change by both members and the leadership of the market for peace to reign.

Secure your PVCs, Obiano’s aide urges Anambra electorate Residents of Anambra State have been called upon to secure their Permanent Voter cards (PVCs), in order to be eligible to vote in the 2019 general election. The Special Adviser to the Governor on Special Duties and Continuous Voter Registration, Dr. Amaka Akaudo, made the call during a press conference in her office at the Government House Awka. Dr. Akaudo harped on the need for the unregistered eligible voters in the state to endeavour to register in this second quarter of the registration exercise which ends this week Friday, saying that though the exercise has four quarters, it is advisable for the people to register in this second quarter in order to be able to collect their PVCs before the forthcoming elections, as those that will register in the third and fourth quarters may get theirs after the elections. Describing PVC as the only weapon with which Igbos would choose the leaders of their choice and make a name at the federal level, Dr. Akaudo emphasized the need for the masses especially

Director of Sandwich Unit, Nnamdi Azikiwe University Awka Campus, Prof. Uche Obidiegwu, says current tenure of incumbent Vice-Chancellor, Prof. Joseph Ahaneku, has brought remarkable changes to the institution. Prof. Obidiegwu, who spoke on achievements of the vice chancellor in four years, stressed that through his instrumentality, the inaugural lecture series of the university had been increased from one or two in a year to about seven to eight lecture series annually. The director noted that through the VC, the entrance into the university leading to the administrative block received new look with landscaping of the car parks and other beautification.

Other areas touched by the vice chancellor include the beautification of the Faculty of Education premises and improvements in the facilities in the Sandwich unit. The sub-dean Faculty of Environmental Sciences of the University, Prof. Christian Enete said the tenure of Prof. Ahaneku witnessed massive promotion of staff of the institution. Other achievements of the VC include payment of arrears of promotions owed to staff, and approval of training programmes for them. Dangote Refinery to commence petrol sales, others 2020 The Group Executive Director, Dangote Refinery, Edwin Devakumar, has said sales of petrol, diesel and aviation fuel will commence by early 2020, while the fertiliser plant, will start producing urea this year. Devakumar told Bloomberg in an interview that the $10 billion refinery, set to be one of the world’s largest and which can process 650,000 barrels of crude a day, should be near full capacity by mid-2020. “People still have difficulty believing

we can do it on time and within those costs. But we believe we can. It’s something of the size that’s rarely been done before. In an exclusive chat with The Daily Times over the weekend, President, Association of Micro-Entrepreneurs of Nigeria (AMEN), Prince Saviour Iche described the BOI loan conditions as ‘tough’ and ‘cumbersome’. He hinted that the terms to access these loans have turned out to become militating huddles hampering small-scale entrepreneurs from getting the loans purportedly released by government to aid Micro-Small and Medium scale enterprises (MSME). Iche expressed sadness at the crass neglect of MSMEs, and the lip service being paid by government at ameliorating their plights, saying “Nigeria needs to borrow a leaf at how other countries pamper andencourage their small scale business owners.” “Access to loans are made so difficult by the BOI. Their conditions require that we must pay 10 per cent of whatever amount of loan we’re applying for. For example, if an entrepreneur needs N one million to boost his business, he’s first expected to raise and deposit 10 per cent of the loan, which is N100, 000. That condition is an impediment on us, and we demand the removal of that term. “Also when we manage to raise this 10 per cent, we are made to wait for so long for BOI before they release the loan. When I applied for a loan I was told it would take three weeks for them to process and grant me the loan. But I’ve been waiting for the past three months yet I’ve not heard from BOI. Some of us here in AMEN have been waiting for eight months, some have stayed for up to two years yet the their loan application has left hanging even after paying the 10 per cent and meeting all the other conditions mapped out by BOI. We cannot continue like this in this country.

Stakeholders caution FG against relocation of aviation agencies to Abuja Stakeholders’ in the Nigerian aviation industry have cautioned Federal Government against relocating aviation agencies especially the Federal Airports Authority of Nigeria (FAAN) to Abuja from Lagos. They believed such relocation would lead to the collapse of civil aviation in Nigeria, arguing that 80 per cent of revenues and activities happen in Lagos and wondered why the government was planning to relocate the agencies. Most of the stakeholders spoken with by our correspondent insisted that the plan would fail and advised the government to desist from such

act that would further drag the sector backward. Comrade Olayinka Abioye, the General Secretary of National Union of Air Transport Employees (NUATE) in an interview with our correspondent insisted such plan would not succeed. Abioye said that rather than expend energy and resources on such activity, Sen. Hadi Sirika, the Minister of State for Aviation should focus on improving the sector by providing infrastructure tjat would further ease movement of passengers into and out of the airports across the country.

Abioye also wondered where the resources to build another edifice for the agencies were coming from, saying that such were not part of 2017 or 2018 budgets. He further described the attempt as irresponsible decision by the government. He said: “We believe there is no issue to it. As I speak to you, there are more fundamental issues in FAAN than building a head office in Abuja. Is it part of the budget for 2017 or 2018 or where is the money coming from? We were never told. I only read it in the papers. You know it is a political matter, but it is also an irresponsible decision.

These funds are purportedly appropriated for State security.” The letter reads in part: “However, despite these huge expenditures on security, many state governors are failing to prevent kidnappings, cultism, assassinations and other unlawful killings, maiming of residents and destruction of property.” “SERAP is concerned about the growing allegations of mismanagement, waste, and corrupt practices in the spending of security votes by several state governors. Rather than using security votes to promote, enhance and ensure peace and security in their states, many governors have allegedly used and/or still using it as conduit to divert public funds for private gain.”

Senate to ensure utilisation of $100m for new airport terminals Tunde Opalana, Abuja Senate Committee on Public Accounts has said it would ensure value for money in the utilisation of Nigeria’s $100 million counterpart fund for the construction of four new airport terminals across the country. Chairman of the committee, Senator Matthew Urhoghide, stated this when he led other members of the committee on an oversight visit to the proposed new Abuja International Airport

Terminal. Urhoghide, therefore directed the Ministry of Transportation and the contractor - China Civil Engineering and Construction Company (CCECC) - to submit relevant documents to the committee’s secretariat today. This, he said, will enable the committee ascertain if the funds were judiciously utilised. The project was implemented through a $500 million loan from China and additional $100 million counterpart funding from Nigeria, making a total of $600 million. The $100 million was

obtained as a loan from the Debt Management Office (DMO) at an interest rate of 5.37 percent for the expansion of airport terminals for Abuja, Lagos, Port Harcourt and Kano Airports. The committee chairman also revealed that the panel would pay similar oversight visits to the other three airports before submitting its report to plenary. Speaking with journalists after the visit, Senator Urhoghide said: “This committee came on oversight to establish value for money. The project that we have here in Abuja and three

other airports namely: Kano, Port Harcourt and Lagos. We have come here to ascertain the expenditure of $100 million which is counterpart funding that the Nigerian government entered into with China Exim Bank. This is the first airport we have visited. Areas visited by the committee include the check-in, departure, arrival, baggage hall, lounge among others. For his part, Permanent Secretary in the ministry, Sabiu Zakari, expressed optimism that the terminal will be ready for use by the end of this year.

The Controller of the Unit, Comptroller Mohammed Uba who disclosed this on Sunday via a press statement said the amount was made through seizures, duty payments, demand notices on vehicles and general goods. In his statement, Uba also disclosed that a total of 106 suspects were arrested within the period, saying, the feat was achieved through the resilience and doggedness of officers and men of the Unit in anti-smuggling

The vandals, identified as: Onyedikachi Nwosu (18), Chinonso Ezenwanne (18) and Chizoba Ezedalu (22) committed an act contrary to the provisions of the Miscellaneous Offences Act, Cap.M.17, Laws of the Federation of Nigeria, 2004 and Section 390(9) of the Criminal Code, Laws of the Federation 2004. Insecurity: Ethnic nationalities, others demand security summit in 2 weeks • Say, Nigeria drifting into anarchy Stories: Patrick Okohue Various Nigerian Ethnic Nationalities, including Self-Determination Groups, Civil Society Organisations as well as Professional and Youth Associations converged in Lagos at the weekend to discuss the rising spate of killings across the country, especially the communal clashes, farmers/herders conflicts and attacks by bandits in Zamfara, Taraba, Adamawa, Kaduna, Benue, Kogi, Nasarawa, Plateau and across at least eight other states of the country. The meeting, which had representatives of over 200 other groups in attendance, and which was held with a view to proffering lasting solution to the ugly situation, declared that, “the current dangerous situation which places the younger generation of Nigerians at the receiving end of all the violent incidences is unacceptable and must be halted.” At the end of the two day intensive deliberations, the well-attended meeting convened by the National President, Arewa Youth Consultative Forum (AYCF), Mallam Yerima Usman Shetima, resolved in a communiqué to give a two-week ultimatum to President Muhammadu Buhari and all the stakeholders in the Nigeria project to act decisively to avoid the consequential backlash of overstressing citizen’s patience. APC chieftain, Ilelaboye drums support for Ambode A chieftain of the All Progressives Congress (APC) in Lagos East Senatorial District, Alhaji Tunji Ilelaboye has urged the APC leadership in the state to use loyalty, competence and performance as parameters for selection and re-election of candidates of the party, especially in Lagos East ahead 2019 general elections. He stated that if such criteria and performance index are adopted, it will go a long way in calming frayed nerves and ensuring the victory of APC candidates vying for the House of Assembly, House of Representatives and Senatorial seats in the general elections next year without rancour among contenders. He insisted that any political office holder especially those currently serving that fails to live up to expectation of the people in their constituencies should be dropped for more vibrant and grassroots oriented candidates. Former Tottenham striker Alan Gilzean passes on at 79

Former Dundee and Tottenham striker Alan Gilzean has died at the age of 79 after a short illness. The 22-time capped Scotland international had been diagnosed with a brain tumour just a few weeks ago. Gilzean, known as the ‘King of White Hart Lane’, moved to Spurs in 1964, scoring 133 goals in a 10-year spell. He spent seven years at Dundee, winning the 1961-62 league title and helping the club reach the European Cup semi-finals the following season. During his time at Tottenham, Gilzean won the FA Cup, two League Cups, and was part of the side that won an all-

English Uefa Cup final against Wolves in 1973. A statement from Spurs read: “Everyone at the club is deeply saddened to learn of the passing of our legendary former striker Alan Gilzean. “Our thoughts are with his family and friends at this extremely difficult time.” His first professional club said: “Everyone at Dundee Football Club is devastated to learn that club legend Alan Gilzean passed away this morning after recently being diagnosed with a brain tumour. The thoughts of everyone at the club are with Alan’s family and friends at this difficult time.”
