Henry Omunu, Abuja The Peoples Democratic Party (PDP) House of Representatives caucus on Monday enjoined the party’s national leadership to lift the suspension slammed on House Minority Leader, Rep. Ndudi Elumelu and six others House members. Also, the caucus appealed to leaders of the party at all levels to intervene in the unfolding face-off between the suspended House members and the PDP national working committee over the emergence of House minority leadership in contravention of the party’s choice of candidates for the various positions. Briefing House correspondents yesterday, the PDP caucus through its spokesman, Rep. Lego Idagbo (PDP/ Cross River) said the caucus members have passed a vote of confidence on Rep. Elumelu and the three other principal officers of the minority party in the House.

Appealing to the PDP national leadership to reconsider its stance in respect of the minority party leadership tussle, Rep. Idagbo said that the PDP House members relied on Order 7, rule 8 of the House rules and Section 60 of the constitution in electing minority principal officers of the House. He explained that the minority parties in the House conducted an election to choose their leaders and the majority voted for Rep. Elumelu and thereafter, communicated the outcome of the election to Speaker Femi Gbajabimila as convention demands. “The National Assembly since 1999 has remained independent and hasn’t been coerced into accepting leaders foisted on it. Therefore, we are appealing to the party to rescind the suspension of our leaders and the other House members. “If any members should be suspended, it should be the 111 of us who nominated and voted the leaders. We’re ready and

willing to work with the PDP national working committee, the national executive committee and all other stakeholders of the PDP to resolve the leadership imbroglio in the interest of the party,” he added. The House member expressed the belief that the PDP national leadership will listen to the caucus, asserting that “as experienced politicians, we believe they would encourage dialogue because they understand the dynamics of the current situation.” According to him, Rep. Elumelu and the other six suspended House members are willing to appear before party to state their version of events leading to their emergence as House minority leaders. He revealed that the current crisis would’ve been avoided if the party had carried all members of the minority parties along in reaching its decision of nominating Rep. Kingsley Chinda and others as minority leaders of the House.

An Igbosere High Court in Lagos state has sentenced a young man, Obinna Udefi to 14 years imprisonment for the death of his younger sister, Oluchi, in 2009. He was convicted on a one -count of involuntary manslaughter after the judge, Justice Adedayo Akintoye, discharged him of the offence of murder. The judge upheld the defendant’s argument made by his counsel, Grace Adenubi, that he did not deliberately kill Oluchi as claimed by the Lagos state government. The state had alleged that Udefi stabbed Oluchi in the stomach with a broken bottle because she refused to give him food which led to her death. He spent nine years in prison custody during the trial which began with Justice Adeniyi Adebajo, but was concluded by Justice Akintoye. Justice Akintoye dismissed the state’s allegation and upheld Udefi’s argument that after he pushed Oluchi, she fell on a crate of empty bottles and landed on some of the bottles which had broken on the floor. A few hours later and in unclear circumstances, she died. The judge held that “the prosecution has been unable to prove that this act of the defendant was intentional. I further find that while the prosecution was unable to prove a case of murder, it had been able to establish a case of manslaughter.”

Tribunal disallows INEC’s witness from testifying

The Oyo state Governorship Election Petition Tribunal on Monday disallowed a subpoenaed witness called by the Independent National Electoral Commission (INEC) from testifying in a petition challenging the victory of Governor Seyi Makinde of Oyo state. Justice Muhammed Sirajo, who declined to admit the witness, Prof. Toyin Ogundipe, who was the state returning officer in the March 9 governorship election in the state, said that INEC‘s statement of oath and list of witnesses submitted to the tribunal did not include Ogundipe’ name. Justice Sirajo said that INEC also failed to indicate whether an official or subpoenaed witness would be called to testify in the matter, adding that “this witness cannot testify for INEC in this matter.” Earlier, counsel to INEC, Akinlolu Kehinde (SAN) had told the tribunal that the subpoenaed witness was an official witness who was not under the control of the commission. He however, said that the Electoral Act paragraphs 41 to 48 allow the tribunal to use its discretion on the issue and allow the witness to testify, arguing that the witness has been the INEC returning officer who was critically involved in the election and urged the tribunal to allow him to testify. But, counsel to Adebayo Adelabu, the APC flag bearer, Afolabi Fashanu (SAN) said there should be a granted application before the tribunal can allow a subpoenaed witness to appear before it.

Oyetola approves N150m take-off grant for health insurance Gbenga Olarinoye, Osogbo Executive Secretary of the Osun state Health Insurance Scheme (OHIS), Dr. Niyi Ogini on Monday said the state government has approved the immediate release of the take- off grant of N150 million to ensure effectiveness in health insurance operations in the state. Dr. Ogini, who disclosed this to newsmen in Osogbo, said the current administration of Governor Adegboyega Oyetola has also ensured that provisions for equitable grants from state, local government areas and local council development authorities are captured in the 2019 budget of the state. “The grant would be used for the establishment of the Osun state health insurance business and zonal offices across the 68 local government areas and the local council development authorities. “Also, the grant would be used for the employment of ad hoc personnel, provision of operational vehicles, conduct of vulnerable research and enrolment of the vulnerable population

among others. “The instalment of necessary ICT infrastructure for health insurance operations as well as conducting advocacy and sensitisation of different sectors of population with capacity building,” Ogini said. According to him, the state government had released the circular for the commencement of the deduction of the premium of 1.5 per cent of basic salary of public servants and also three per cent contribution of government to public servants premium which is to be prepared with their salaries. He noted that the essence of the deduction was to ensure that citizens of the state have equitable access to healthcare services and also adequate distribution of health facilities within the State. Oginni advised civil servants in the state to go get the enrolment form which would be provided by the agency in order to benefit from the health scheme. He added that quality healthcare is the basic right of the citizenry which they must not be denied, adding that the scheme would help to protect subscribers against financial risks, adding that “the system would ensure

that the cost of using the services does not put people at the risk of financial harm.” The executive secretary said the informal sector participants would pay an affordable premium of N12, 066 per year while N57, 600 per year would also cover for a family plan. He said the mode of informal sector contribution would be made flexible in a way to encourage maximum participation in the scheme. Speaking on the benefits of establishing the scheme, he said the scheme would ensure that all residents of the state have access to effective, qualitative and affordable health services. He added that it would serve as an avenue to garner more funds for healthcare from the formal and informal sectors with a lesser burden on the government and to guarantee that the money spent procures better quality of health services for the people Oginni however, said religious bodies and other philanthropists would be given opportunity to contribute to the state health fund by paying premium to have access to needed health care.

Governor Simon Lalong of Plateau state has advised members of the National Youth Service Corps (NYSC) to be security conscious during their stay in camp, assuring that his administration is building on the security successes attained in the state. Lalong stated this on Monday at the closing and passing out parade ceremony of the 2019 batch ‘B’ stream ‘1’ corps members deployed to the state at the NYSC Permanent Orientation camp in Mangu Local Government Area. Represented by the Deputy Governor, Sonni Tyoden, Gov. Lalong advised the corps members to locate the nearest police station or security outfit as soon as they arrive their place of primary assignments, adding that “you are here as our wards, so we will do the best we can to see to your safety. “As soon as you get to your community of primary assignment, go and introduce yourself to the traditional ruler of that community. Secondly, find out where the police station in that locality is located. “Always go out in your uniform for easy identification and make sure you always go out with a partner.” Earlier, the NYSC state Coordinator, Caroline Embu, said in the posting of the corps members to their places of primary assignments, management took into consideration requests from corps employers, fields of specialization, as well as the area of needs and basic social amenities such as education, agriculture, health care delivery and rural development.

Nationhood: What did we do wrong?

‘I believe that when the plundering and debilitating hands of the military are removed from governance and the country’s infrastructure, educational and health system are reconstructed, Nigerians will enjoy a boom of creativity and productivity- Ola Vincent’, Former CBN Gov. Sept. 27, 1998. Democracy, taken objectively signifies the right to choose. What is, however, doubtful of this arrangement is the quality of people making such decisions. As experience has shown that when such number is placed under scrutiny, it often reveals that a greater percentage manifests signs of education but ill-informed while others exude burning desire to bring into play this electoral Instrument conferred on them by the constitution but lacks the action logic to choose rightly. The above scenario about democracy has accounted for situations where some countries despite their practice of democracy, came to grief because the people applauded and voted those who ordinarily, have nothing to do with governance or organizing civil society, while several others despite our poor systems of government, were wellgoverned, because good and strong leaders were in charge. Nigeria, a nation of people with extraordinary intellects, very high energy and vigour and other attributes profoundly important to build a modern nation but socioeconomically stunted, has despite two decades of an unbroken experiment, become a telling example of a state where democracy failed to underwrite social justice or promote social mobility. These are happening not because the nation is lacking in natural resources but like the recent problem of ‘’global economic recession’ confirmed that poor management of resources can

increase the level of poverty even in the most prosperous countries of the world’. Aside poor management of resources, anyone sensitive to the present moods, trends, and occurrences in the country will discover that the present predicament has its roots in actions, John Hamm, of VSP Capital, in San Francisco, seriously warned against. Writing on the topic; the five messages leaders must manage, Hamm noted that; if you want to know why so many organizations sink into chaos, look no further than their leaders’ mouth. Over and over, leaders present grand, overarchingyet fuzzy –notions of where they think the organization is going. They assume everyone shares their definition of ‘vision’ accountability and result. The result is often sloppy behaviour and misalignment that can cost an organization dearly. Certainly, looking at our nation today, it is possible to establish a link between the leader’s asymmetrical definition of ‘vision’ and why people have become so restive, so destructive, so militant and so fractured into ‘ethnosyncrasies’ and idiosyncrasies. While this calls for concern is that before the attainment of the 4th Republic on the 29th May 1999, many political pundits accused the military of being intolerant, immature, corrupt, unserious, unpatriotic and tribalistic. But today, if what happened then was ugly, the present episode is scary as our political class has not only acquired the same title but gone ahead to add poor leadership, poor strategy for development; lack of focus on sectors that will improve the condition of living of citizens such as education, health, agriculture and the building of infrastructure to their achievements. Over two decades after such plundering and debilitating hands of the military

were removed from governance of the country, instead of Nigerians to enjoy a reconstructed infrastructure, educational and health system and a boom of creativity and productivity as envisioned by Ola Vincent, corruption; undeveloped, emasculated labour, poor execution of policies and programmes, conversation on Rural Grazing Areas(RUGA), and rejection of the move to have the nation restructured has become the order of the day. Having raised these challenges we currently face as a nation, I may go on to say that though we have recorded two decades of democracy, that notwithstanding, nonpossession of the basic requirement for a credible democratic practice is the simple explanation that fuels the present national plight. As an illustration, reports have it that for election to be credible, it must be organized in an atmosphere of peace, devoid of rancor and acrimony. The outcome of such an election must be acceptable to a majority of the electorate and it must be acceptable within the international community. If elections are to be free and fair, laws designed in that regard must not just exist; they must be operational and be enforced. And the power of freedom of choice conferred on the electorates must be absolute and not questionable. Contrary to these provisions, since the re-emergence of democracy in 1999, the country has conducted different elections and they were all marred by different degrees of malpractices. Also fueling this national fracture, anger, and restiveness is the deliberate demonstration of impunity, as well as superiority by one group or region against the other. In doing this, we forget the age-long warning that ‘never be so

foolish to believe that you are stirring admiration by flaunting the qualities that raised you above others. By making aware of their inferior positions, you are only stirring unhappy admiration or envy that will gnaw at them until they undermine you in ways that you may not foresee’. It is only the fools that dare the god of envy by flaunting his victory’. Next to the demonstration of impunity is the national vexation by the people who once lived in comfort and loved to stay alive as life was never a burden. But right now, are ill-fed and ill-clad. To reverse this appalling situation, while the government must recognize the need to discuss the future of this country has become eminently urgent, Nigerians must in the interim remember that to safeguard democracy, the people must have a keen sense of independence, self-respect and their oneness, and should insist upon choosing as their representatives only such persons as are good as true. Governments must come up with programmes to sustain the youths who for the moment have lost all fears of punishment and yielded obedience to the power of violence. Their fathers and grandfathers embezzled millions of naira meant for development projects. They used the money to acquire arms for electoral purposes. They have armed the youths to unleash terror on their perceived enemies’. The youths seem not to be interested in dropping the guns so easily. The Alamajiris in the north must be reintegrated back to school, so should challenges of the youths in the southsouth whose farmlands and other means of livelihood have been destroyed through oil prospecting and explorations be addressed,

Addressing open defecation through collaboration

Ideally, open defection ought not to be an issue in Nigeria in 21st century. Sadly, contrary to expectation, it is. Logically, it points to bad leadership, abysmal failure of governments for ages. Seriously, the act is a repulsively primordial practice that cuts across all strata of society; gender, status and careers despite its negative consequences, albeit predominant among the underprivileged class. Without a doubt, it sounds comical but a reality. Yes, open defecation transcends homeless, primitive and uneducated people. People of diverse vocations also do fall victims of unexpected stomach upset while on journey. And most times, it is abysmally remedied by the unwholesome practice. Of course, nobody will bravely own up to being a perpetrator if not caught red-handed in the jungle or witnessed by co-travelers. And so, the odious misconduct is practiced by two groups; circumstantial perpetrators and habitual practitioners. Whatever the category, excreting outside toilets is open defecation. Sadly, it begins from habitually peeing outside facilities. Of course, if reasons are necessary, both sides possibly will adduce cogent raison d’êtres. For example, whilst the former may shift the blames to health and nature, the latter will blame penury and governments’ insensitivities. But realistically, what options are available to a traveler that is suddenly under extreme pressure to answer the call of nature where no public conveniences exist? In most cases, any nearby forest plays host to such victims. The reason is simple - lack of functional and safe public toilets in sufficient numbers at strategic locations. Hence, it goes beyond

blaming perpetrators but conscientiously, dutifully counting the available public toilets in every neighborhood alongside their proximities which is in the negative. For those that don’t go on long road trips, they may still not escape it at social outings. At most night events in public places, faeces are often spotted littering the surrounding areas by unknown persons. Again, phobia of infections mostly by women majorly contributes to open defecation where there are public toilets but uncertainty about safety. Unfortunately, defecating in the open is critically, hazardous than superficially believed. Suffice to say that providing sufficient public toilets that are convincingly clean and hygienically safe is a necessary remedy. Abysmally, Nigeria according to global statistics currently ranked first position in open defecation in Africa and second in the world after India. By concerted efforts, India has practically moved away from the position leaving Nigeria to formally step into her shoes before the end of 2019. Funnily, Nigerian lawmakers have been collecting outrageous allowances for constituency projects over the years. The big bad news! Scientific research has proven that human and body fluids including faeces, urine, blood, vomit, spinal fluid, and amniotic fluid can harbour a variety of diseases. In fact, faeces can cause cholera, dysentery, diarrhea, typhoid, polio, hepatitis and many more. It can also constitute a serious health hazard if it gets into sources of drinking water. And World Health Organization (WHO) reports that nearly 2.2million people die annually by diseases caused by contaminated water.

Instructively, thoroughly hand washing after convenience is obligatory and goes beyond getting rid of smells but hygienically, on health ground for preventing spread of bacteria as people frequently touch their eyes, nose, and mouth unconsciously in addition to indiscriminate handshakes with people. From UNICEF survey, out of 47million Nigerians who indulge in open defecation, 16million live in the north. It also shows that while 1 in every 4 Nigerians defecates in the open, 1 in every 2 persons in the North Central do so in the open. In percentages, North Central got 53.9%; North East -21.8%; North West - 10.3%. In the southern region, South East got 22.4%; South-South – 17.9% while South West – 28.0%. Estimably, a report shows that through UNICEF interventions, about 1.7million people have gained access to improved water facilities while 2.2million people have access to improved toilets. Equally, 3,908 communities supported to become certified open defecation free (ODF) while 1,227 schools and 599 primary healthcare centres equipped with Water, Sanitation and Hygiene (WASH) services. Furthermore, 2.4million people have benefited from general hygiene promotion. Relatively, Nigeria’s population is approximately 200million. Hence, a lot needs to be done by governments. Recently, President Muhammadu Buhari signaled to end open defecation in the country by 2025. To actualize this, at least, 2million toilets must be added annually. Some state and local governments have slightly keyed into the scheme. For emphasis, the nuisance apart from contributing to scores of deaths of vulnerable children who every now and then are infected with diseases, likewise often

result to their low productivity as a result of absences in schools while ailing. Other indirect effects of open defecation are economic loss resulting from frequent episodes of WASH-related illnesses, loss of dignity and high risks of insecurity and violence against women and children in the forests. Thus, governments at all levels; federal, state and local government needs concerted actions towards ending the menace. Of course, a radical approach by the government through legal mechanism alongside zero tolerance on enforcement is indispensable. From the economic perspective, interventions through massive provision of functional public toilets will robotically boost employment opportunities in the society when public conveniences are actively put in places across the nation. Undoubtedly, having functional and safe toilets in proximities along highways alongside remote areas will boost economic growth since demands for safety and hygiene products will practically raise. Now, the crux of the matter! Charges for using public conveniences must be appealingly near to the ground. High fees will discourage the masses from patronages. In other words, policymakers must ensure that private-operators are encouraged by reducing their overhead costs. Equally, corporate organizations should be active players by supportively, providing public toilets as social responsibilities. Of course, health and sanitations officials must be regularly available for inspections to ensure compliance to WHO standard. Thus, any realistic and sustainable action plan demands expedient collaboration.

Editorial Commentary NEWS Perm Sec warns employers against rejecting Corps members in FCT Ukpono Ukpong, Abuja The Permanent Secretary of the Federal Capital Territory, Sir Chinyeaka Ohaa, has warned against rejecting any corps member posted to the establishment to serve their fatherland. Ohaa gave the advice yesterday during the closing ceremony of the orientation course for 2019 Batch ‘B’ Stream 1 corps member in Abuja. He charged the corps members to be patriotic and be ready to render selfless service to the nation irrespective of their social, religious and ethnic background. He also warned the corps members against unauthorized journeys, noting that most deaths recorded among corps members is as a result of motor accidents. “I want to use this medium to call on all corps employers to accept every corps member posted to their establishments and accord them the opportunity to serve their fatherland and regard them as permanent employees. “ Avoid unauthorized journeys because available records has indicated that the total number of deaths recorded among corps members over the years are mostly caused by road accidents. It is therefore necessary to restrict your journey to those that are absolutely necessary and obtain proper permission from the NYSC authorities. “I believe that the training you were exposed to has equipped you both physically and mentally to effectively engage in the task of building a strong and virile nation.” The Permanent Secretary who was represented by the Acting Secretary, Social Development

Secretariat, Hajia Safyia Umar, reiterated the FCTA commitment at rewarding any corps member who excel or distinguish themselves during their service year by executing viable personal community development projects in rural area. On her part, the FCT Coordinator of NYSC, Hajiya Walida Isa, called on the corps members to maintain the sterling qualities of the scheme by helping to build a viral nation glowing in unbroken unity, peace and prosperity, as well as a nation that is fully integrated within the charms and caprices of accelerated socioeconomic development. “The NYSC, FCT and indeed the Federal Government is expectant of your resolute and diligence involvement in the fight against corrupt practices, fake news and hate speech. NSCDC boss exonerates personnel accused of preventing judge from entering court Ukpono Ukpong, Abuja The Commandant General, National Security and Civil Defence Corps (NSCDC), Abdullahi Gana Muhammadu, has exonerated the Corps personnel who was accused of preventing a sitting judge in Kebbi State from entering the court. He explained that the personnel who was charged with the responsibility of protecting the court from being vandalized as requested by the State Judicial Council only approached the Judge upon her arrival to inform her that the entrance of the court was under lock and key but was misunderstood and alleged to have prevented the judge from entering the court. Muhammadu in a statement signed by the Corps Public Relations Officer, Emmanuel Okeh, said no personnel of the Corps under his watch would try to infringe on thefundamental human right of anyone not to talk of a judge. Recall, last week a video alleging that NSCDC Corps personnel prevented a sitting judge in Kebbi State from entering the court trended on the social media. Muhammadu said that when his attention was drawn to the video on the social media, he summoned the State Commandant to the Headquarters and also constituted a committee to look into the matter for appropriate action.

According to him, the report from the State said, the Court entrance was under lock and key by the government and the personnel was assigned to protect the environment from being vandalized as requested by the State Judicial Council in a letter to the State Command. “Upon arrival of the Judge to the court premise, the personnel approached to inform her that the entrance is under lock and key but unfortunately he was not given a listening ear rather was alleged of preventing the judge from entering. “The Corps as a law abiding agency of government charged with the responsibility of protecting the populace and their property, could not do such by infringing on the fundamental human right of the judge rather its personnel were deployed to protect the area and to maintain peace. “The Corps does not have any ulterior motives towards anyone. Therefore, the incident should not be misunderstood or giving different interpretations.” Furthermore, the NSCDC Boss reiterated that, the Corps under his watch will never take side rather will deliver quality services to all and sundry irrespective of class or creed. While calling on the Executive, Legislative and Judiciary for peaceful resolution as well as the Nigeria Bar Association, he urged them to remain calm as the Corps respect the sanity of every office.

OUR POSITION Out-of-school children and future leaders Nigeria with the current figure of 13.2 million out-of-school children occupies first position on the table of countries with the highest number of out-of-school children in the world certainly calls for sober reflection. More worrisome is the fact that the figure instead of decreasing in the last few years is rather increasing. This statistics which represent approximately 20 per cent of the world’s population of such children is an alarming and ticking time bomb that will spell doom for the country if urgent steps are not taken by relevant authorities to address the situation. We observe that governance in Nigeria has become a circle of family business where politicians secure the future of their children to the detriment of poor Nigerians. Also, inadequacy of funding, lack of teaching tools and modern classrooms, poor numerations and the acute shortage of qualified teachers are some of the factors leading to the fall in the standard of education in Nigeria. Recently, the Multiple Indication Cluster Survey report for 2016 (MICS 2016) revealed that out of the 11.5 million of out-of-school children in Nigeria, Northern states have the highest rate with an average of 69%. The latest data MICS 2016 showed that out of the 11.5 million out-of-school children in Nigeria, 7.5.million (69%) are from the Northern part of the country while the North East has the largest number of out-of-school children followed by the North West. With this number, Nigeria accounts for more than 1 in 5 number of out-of-school children globally and 45% of this number are from West Africa. Within the huge number of the out-of-school children, girls are the majority especially in Northern Nigeria. Education indicators for Northern Nigeria are however different from the Southern part of the country. Nigeria’s future prosperity depends on producing children who are well prepared to take their right place in the society but unfortunately, a large number of Nigerian children are at risk of deprivations of the basic social amenities. Most of these children are situated in the rural areas and hard to reach communities. Majority of them are living in conflict and communities under emergencies, and it has been difficult taking basic amenities to them. All children have the right to better life, an opportunity to survive, develop and

reach their full potentials without discrimination, bias or favouritism which cannot be over emphasised. We also observe that the rising number of children engaged in street trading in our major cities is becoming a worsening menace. The problem is further exacerbated by rising poverty and general insecurity in the country. In the North, the ravaging insurgency has added to the problem. If drastic measures are not taken to correct the situation, things would only get worse. Let us learn from France, Britain, Canada and other advanced countries which built the foundation of their countries and rapid technological advancement on good and quality education. It must be pointed out also that in these countries, teachers are amongst the best paid workers. Unfortunately, the reverse is the case in Nigeria. Having failed to fund public education, the children of the poor are roaming the streets, hawking goods while the rich are educating their children in private schools at home and abroad. But to the detriment of the society, the abandoned children of the poor are being recruited to criminality by terrorists, kidnappers and other criminal gangs. The irony of the crisis is that a government, which claims that it lacks money to fund education is spending several billions of naira to fight insurgency, kidnapping, armed robbery and banditry. We believe that an uneducated population will be locked in a cycle of poverty for their entire lives. Additionally, these children could constitute the next generation of suicide bombers and militants. We are of the opinion that it is high time the government and relevant stakeholders address the problem frontally. It is sad that government’s free education for all pupils up to the first nine years of schooling has not been fully implemented. There is the need to increase the percentage of the annual national budget that goes to education. Schools should be adequately funded and the enabling environment provided for teachers and support staff to deliver functional and effective education to the children. We submit that the improvement of the classroom environment is key to lowering the growing figures of out-of-school children in the country. We also wish to state that teachers must not only be well trained, their welfare must be prioritised while the federal and state governments should muster the political will to adequately fund education.

Lagos expends N10m on Ijegun pipeline explosion victims Benjamin Omoike, Lagos The Lagos state government says it has so far expended over N10 million in the care of victims of the Ijegun pipeline explosion, adding that the survivors of the inferno are receiving adequate and quality care at designated government facilities free of charge. Permanent Secretary in the state Ministry of Health, Dr. Titilayo Goncalves, who disclosed this on Monday during a visit to the victims of the incident at the Lagos state University Teaching Hospital (LASUTH), noted that the state government has not abandoned the victims as is being speculated, but is providing the best care possible to ensure their full recovery. “Victims of the inferno are being provided with adequate and quality care in our facilities free of charge in line with Governor Babajide Sanwo-Olu’s directive and they are being closely monitored, and cared for by our specialists to ensure their full recovery and rehabilitation,” Goncalves said.

She explained that out of the 22 rescued victims, nine were taken to LASUTH, 12 taken to the Trauma and Burns Unit, Gbagada General Hospital while one is being managed at the Alimosho General Hospital. Goncalves noted that 10 of the patients receiving care at LASUTH and Gbagada General Hospital died due to severe and high degrees of burns suffered from the inferno, adding that three died at LASUTH while seven died at Gbagada General Hospital. “Unfortunately, due to the high degree of burns suffered by these victims which is almost at 100 per cent, we lost 10 of them, but we are doing everything possible to ensure that no other life is lost and we will continue to do all in our might to provide intensive care for the remaining. And from reports received, they are responding to treatment. “Treatment of victims with high percentage of burns requires intensive care and management which should follow some treatment protocol and this is why I am appealing to families of the victims to be

calm and cooperate with our health workers as they care for their loved ones,” Goncalves stated. Chief Medical Director LASUTH, Dr. Adetokunbo Fabamwo, who spoke in the same vein, stated that the teaching hospital and its annex, Trauma and Burns Unit, Gbagada General Hospital have since received the patients and are providing the necessary care and support needed to aid their quick recovery. “LASUTH alone has expended about N6million so far to cover laboratory investigations, x-rays, consumables and medications. In fact, one of the patients was treated with silver patches costing N350, 000,” Dr. Fabamwo said. He added that daily on-the-spot assessments are being conducted by specialists in burns and trauma to ensure that the victims are rehabilitated in line with treatment protocol for the burns. “I want to assure families of the victims that their loved ones will receive the best care possible and we will ensure availability of medical and other supplies throughout the period of their management,” he added.

Bobi Grazing Reserve is a model, boasts Niger govt Saka Bolaji, Minna The Secretary to the State Government (SSG) in Niger state, Ahmed Matane has reiterated the state government’s commitment towards making the Bobi Grazing Reserve in Mariga Local Government Area of the state a model in the country. Matane stated this at the commissioning of rotational grazing project which consists of 21 paddocks provided by Schools for Africa, a nongovernmental organization led by the Director, Phyllis Sortor. The SSG explained that the measures taken by the state government to make Bobi Grazing Reserve a model would serve as an example to other state governments on how peace can be attained by providing herders with land and teach them how best to use the land. He revealed that the state government has already gazetted the grazing reserve and has gone far with its development through the provision of all the necessary infrastructures to make it more functional. Matane called on herdsmen to safeguard the facilities provided at the reserve from vandalization and charged them to also maintain the natural ecosystem in order to achieve the set goals and objectives.

Robbers steal N3.5m in Minna in early morning raid Saka Bolaji, Minna Residents of Kwangila area in the heart of Minna, the Niger state capital were on Monday morning thrown into confusion as a five -man gang of armed robbers held them hostage in the course of carrying out their robbery operation. Meanwhile, the state police command has begun a manhunt for the five daredevil armed robbers who robbed officials of the Niger state Judicial Reform Committee in Minna. It was learnt that the robbers were said to have trailed the officials from a first generation bank after a business transaction at about 9.30am. According to sources, the Judicial Reform Committee officials numbering four, including the driver of the bus had

just withdrawn close to N3.5million from the bank and were heading towards their office when almost two kilometres from the bank they were blocked by the gun totting robbers. One of the robbers with an AK47 rifle stopped all ongoing vehicles while another blocked the commission’s bus and other vehicles from the rear. An eyewitness narrated to our correspondent that “they shot sporadically into the air thereby making other motorists and those within the vicinity to scamper for safety.” It was learnt that three other members of the gang also wielding pistols opened the door to the bus with registration number NGSG 22 Judiciary and demanded for the money the officials had just collected from the bank. The money packed in a “Ghana must go bag” was handed over to the robbers

who immediately took off leaving members of the ever busy community close to the Minna General Hospital petrified. By the time the police came to the robbery scene, the robbers had escaped while the traumatized officials were taken to the police station for questioning about the robbery. Daily Times gathered that no one was however, injured during the daring robbery operation and as at the time of filing this report the officials were still helping the police in their investigation. The state Police Public Relations Officer, Muhammad Abubakar when contacted confirmed the story. He added that “we are aware of what happened; we have despatched our men to go after them and we are confident that the long arms of the law will catch up with them sooner than later.”

Corps members serving in Bauchi state are expected to benefit from soft loans to enable them set up businesses of their own at the end of their service year. Governor Bala Mohammed, who stated this on Monday during the closing ceremony of the 2019 batch B stream one corps members’ orientation exercise, held at the NYSC Camp, Wailo, in Ganjuwa Local Government Area of the state, said that the loans would be given to any corps member that expresses the willingness to start a meaningful business. The governor who was represented by the state Head of Service, Umar Gokaru, noted that the idea behind the different skills acquisition programmes introduced by the NYSC was deliberately designed to make corps members’ job creators other than job seekers after their service year. “I therefore, charge you to further build on these skills by continuing with the post -camp component of the programme. Government is committed to encouraging the youth to venture into self-reliant ventures as it has set aside funds for your empowerment,” he assured. The governor said what any interested corps member needs to do to access the soft loans is to come up with a good business proposal at the end of their service period. He added that the state government has in line with its policy on youth development put in place solid welfare packages for their security and general well-being. The governor urged the youth corps members posted to Bauchi state to settle down, integrate and contribute to the enhancement of the state.

Kidnapped Kano doctor regains freedom after paying N10m Our reporter A paediatrician consultant with the Aminu Kano Teaching Hospital, Dr. Bashir Zubayr, has been freed from captivity by his abductors and united with his family. Zubayr met his family members 48 hours after his abductors set him free. He was abducted along with two of his younger brothers and a younger sister at Irepeni 20 kilometres west of Lokoja on July 3, along the LokojaOkene highway. The incident occurred on his way to Okene for the 40th day Fidau of their late mother. Unconfirmed reports said the medical doctor was freed after his relations had paid N10million as ransom to the kidnappers.

Kogi APC governorship aspirants reject indirect primaries Our reporter

The joy earlier expressed by some supporters of the Kogi state Governor, Yahaya Bello over indications that the state chapter of the All Progressives Congress (APC) would adopt indirect primaries is fading away as 20 governorship aspirants in the party have rejected the use of indirect primary to choose the party’s candidate. The 20 guber aspirants are insisting that all aspirants should be allowed to participate in direct primary.

It would be recalled that the leadership of the APC in the state recently agreed for the use of indirect primary to pick the party’s flag bearer which would have given the governor some form of leverage. The aspirants that rejected the indirect primary include the former Chairman of the Nigeria Football Association, Yusuf Haruna, who was former aide de camp to the APC National Chairman, Comrade Adams Oshiomhole. He said using the indirect primary would amount to denying other aspirants a level playing ground and

robbing card-carrying members the opportunity to exercise their rights. In a letter to the APC national chairman signed by General Patrick Akpa and Comrade Godwin Egbunu, but read to newsmen by Comrade Mohammed Ali, the aspirants claimed that endorsing the indirect primary, the party was setting booby traps for itself. According to them, as loyal party members, they will not fold their arms and allow the party to suffer huge political loss arising from the narrow ambition of a “non-performing governor.”

The National Hajj Commission of Nigeria (NAHCON) has appointed a liaison officer for each of the hotels provided for Nigerian pilgrims in Madinah. The Madinah Coordinator and the acting Secretary of the Commission, Alhaji Ahmad Maigari, disclosed this at a meeting he held with various service providers in the Prophet’s city. He said in a statement that the new initiative was to ensure effective supervision, quick response to pilgrims’ needs and oversee their logistics needs as well as ensuring a stress-free relationship and effective communication between each of the hotels’ management, staff and pilgrims. Maigari said the meeting among others was for the service providers to ensure proper handling and prompt attendance to pilgrim’s needs, adding that the event was for the commission to also have first hand information on the level of preparedness by the service providers for the pilgrims. According to him, the pilgrims are expected to start arriving Madinah in the next three days and therefore, reiterated the resolve of NAHCON to ensure that pilgrims get the best services and value for their hard earned money from the service providers. He said all necessary requirements and logistics have been provided, assuring that there will be no excuse for any draw back. Responding, the service providers promised the commission of the best services to Nigerian pilgrims. The inaugural airlift of the pilgrims is expected to take off from Katsina on July 10.

Sen. Yau’ commends rescue of 40 persons abducted in Zamfara Tunde Opalana, Abuja

Senate Deputy Minority Whip, Senator Sahabi Yau’ Alhaji, has commended the Zamfara state Police Command for securing the release of no fewer than 40 people held in various hideouts by the volunteer vigilante groups and bandits in the state He urged security operatives to intensify efforts to ensure that everyone still in captivity regains his or her freedom. The senator also commended the state government over its commitment and relentlessness in ensuring that peace returns to Zamfara state by deploying measures that would once more infuse confidence in the psyche of the inhabitants of the state and re-assure them that their plights and aspirations will be addressed. In a statement issued in Abuja on Sunday, Sen. Yau’ expressed concerns over the senseless attacks by bandits and the alarming rate of bloodbath as well as the wanton destruction of economic activities and called on the security operatives to step up their game with the view to return the state to its old peaceful days. Describing the killings in the state as unacceptable, the senator called on all stakeholders to do everything within their reach to end the killings, stressing that the search for an enduring peace is a task for all patriots to accomplish, adding that as long as there is no peace in Zamfara, the state would steadily remain on the path of retrogression and vulnerability. He maintained that as a lawmaker, he would do everything within his powers to ensure that the state takes its rightful position through legislation and other acceptable means of interventions.

Delta PDP mocks APC, Ogboru over election petition against Okowa Nosa Akenzua, Asaba

The Peoples Democratic Party (PDP) Delta state chapter has described as an abysmal failure and exercise in futility the election petitions against the victory of Governor Ifeanyi Okowa orchestrated by his main challenger, Chief Great Ogboru and the All Progressive Congress (APC). Chairman of the PDP in Delta North, Chief Moses Iduh, who spoke to journalists in Asaba on Monday, said that the All Progressive Congress (APC) has inflicted untold hardship on Nigerians in the last four years and wondered why Chief Ogboru is persisting with his litigation at the tribunal in a governorship election that was free and fair.

Iduh observed that the APC as a party doesn’t exist in the state, saying that “we are not losing sleep over the litigations by the APC and Ogboru against Okowa at the tribunal and others. Ogboru’s litigations against Okowa will fail and it cannot distract the hard working governor. It is a shame that Ogboru is always running to the court each time he fails in elections. “The state PDP actually worked hard for the victory of Governor Ifeanyi Okowa and as a party, we pity Ogboru as he will never get victory because he didn’t win the election. “We will make him a counsellor in our party and we are inviting him to come and join our great party, the PDP where he will pick the party’s ticket to contest as a counsellor in his ward and local government.”

He said that it was needless and a waste of resources and time to challenge the victory of Gov. Okowa as it was achieved by the grace of God, just as he dismissed as a ruse allegations by the APC and its governorship flag bearer that the election was rigged by the PDP. Iduh declared that Gov. Okowa proved his governance acumen in his first tenure by fulfilling his electioneering promises that endeared him to the people, apart from creating a huge development impact in the state. He reminded the APC and Ogboru that the PDP defeated them at tribunal in 2015 and will again defeat them, urging Deltans not to lose confidence in the PDP, but keep faith with the Okowa administration as all the litigations against his re-election will not stand.

Kebbi upgrades 3 major tertiary schools to colleges Haruna Usman, Birnin Kebbi

In its efforts geared towards boosting tertiary education in the state, the Kebbi state government has upgrading three stateowned institutions to degree awarding schools. Permanent Secretary, Ministry for Higher Education, Dr. Isah Sama made this known at a press conference held at in Birnin Kebbi. Dr. Sama revealed that affected institutions are the Adamu Augie College of Education, Argungu, School of Nursing and Midwifery, now to be addressed as College of Nursing and School of Health Technology, Jega to be known as College of Health Sciences, Jega. The upgrading according to the permanent secretary was approved by the state executive council and has the backing of the amended law establishing the institutions. He added that the upgrade will allow the colleges to offer degree programmes on their own or through affiliation to various universities locally or externally, noting that already the colleges are wearing a new look and now have the basic infrastructure and the requisite manpower. Dr. Sama added that the upgrade in the case of Adamu Augie College of Education, Argungu meets the requirements of the Nigeria Universities Commission (NUC) and the National Commission for Colleges of Education (NCCE), disclosing that the move was to meet the increasing demand for more degree awarding institutions in the state. He also pointed out that the school of nursing now upgraded to the college of nursing will offer courses like paediatric nursing, geriatric nursing, flight nursing and pre-operative (theatre) nursing among others. In the College of Health Sciences, Jega, Dr. Sama further said that already the institution is offering courses in laboratory technicians and pharmacy, but that with the upgrading, it can now award higher national diploma.

organisers of Ibom Development and Epowerment Assembly (IDEA), saying it was in line with his administration’s policy to ensure that every Akwa Ibom child was taken off the streets. “IDEA is to take young men and women off the streets and this is what our administration is doing. What you are doing will grow to something great. We want collaboration in this regards. “More often than not, the governor and his wife, Mrs. Martha Udom gather orphans, widows and the under-privileged in the banquet hall of Government House from their own personal funds to wipe away their tears and sorrows by empowering them regularly. “Even the pet project of the governor’s wife, the Family Empowerment and Youth Re-orientation Programme (FEYReP) also falls in line with what we are doing here today, building houses

for widows and also taking the less privileged off the streets. Gov. Udom has a great deal of commitment to this programme,” the SSG added. The Progenitor of IDEA, Dr. Markfre Ekefre, said he was committed to the vision and mission of the organization which is to encourage entrepreneurship among the youth. Ekefre said since the organisation was established two years ago, it has offered free training to students and empowered thousands of orphans and widows in the state as well as the needy. He said the organisation recently paid the medical bills of some indigent patients at St. Luke’s Hospital, Anua, Uyo amounting to N2.8million, adding that 48 graduands who passed out from it training scheme were empowered with equipment estimated at over N10million.

The Niger Delta Development Commission (NDDC) has commissioned a new road in the highbrow GRA Layout Extension in Yenagoa, the Bayelsa state capital. Speaking at the commissioning of the road with concrete drains, the NDDC acting Managing Director, Prof. Nelson Brambaifa, said that the commission will continue to execute projects that would positively impact on the lives of people across the Niger Delta region. The NDDC chief executive officer, who was accompanied by the Bayelsa state Coordinator for the Commission, Francis Kolokoro and other directors said that Mr. President deserves commendation for the increasing number of completed projects in Nigeria’s oil-rich region. He called on Niger Delta stakeholders to give credit to President Muhammadu Buhari for supporting the accelerated execution of development projects by ensuring that funds were made available for the NDDC to carry out its mandate. Prof. Brambaifa urged the communities in Bayelsa state to continue to support the administration of President Buhari for making it possible for development projects to be executed in their areas. He commended them for the peaceful way they have been conducting themselves while projects were being executed in their areas and challenged the various communities in the region to continue to sue for peace, since development would be practically impossible in an atmosphere of chaos. “Peace is very important in order to assist government in the task of spreading development in our region,” he said. The NDDC boss maintained that the commission was committed to delivering quality projects all over the Niger Delta, stating that it would not compromise on standards. He assured that the road would serve the residents of the area well and enhance their businesses and social activities, adding that “this is a sign of better things to come. More projects will be commissioned in the days and weeks ahead.”

Speaking further, the commandant said that the navy has been conducting security test on designated check points situated along Ira Road, Oyun Local Government Area, located in front of the school. “This is part of our efforts to beef up security in Offa and his neighbouring

towns. In the course of carrying this exercise daily, navy personnel have been encountering persons carrying out illicit acts to the extent that they often threaten to deal with security personnel on official duty. “Despite the threat, the personnel are uncompromising and resolute in carrying out their legal duties to the nation. This is despite the allegation by smugglers that the navy personnel are compromising. It should be noted that the personnel will support the federal government in curbing this illicit act which impacts negatively on the nation’s socio-economic life. Speaking with journalists, one of the suspects who is a driver of one of the vehicles, Ahmad Mustafa, confessed to the crime, saying that he was coming from Shaki with the commodity for sale in Offa, Kwara state.

Police arrest 19-year-old for alleged homicide in Kano

The Police Command in Kano state says it has arrested a 19-yearold woman, Mariya Suleiman of Badawa Quarters, Kano for allegedly stabbing her 30-year-old brother, Sani Suleiman to death. Police Public Relations Officer (PPRO) in the state, Abdullahi Haruna, disclosed this in a statement in Kano. He said the incident occurred on July 6, at about 8 p.m. at Badawa Quarters, Kano. Haruna said that preliminary investigations revealed that Mariya and the victim had a misunderstanding and in the process, she stabbed him to death. “The misunderstanding occurred when the victim ordered that the music going on during the marriage ceremony of one of their sisters be stopped which Mariya resisted. In the process of the argument, she used a knife and stabbed him on his neck,” the PPRO said. He said the victim was rushed to the Muhammad Abdullahi Wase Hospital, Kano, where he was confirmed dead. Haruna said the state’s Commissioner of Police, Ahmed Iliyasu, ordered that the case be transferred to the State Criminal Investigation Department (SCID) for discreet investigation.

10 per cent of workers receive nearly half of global pay Ukpono Ukpong, Abuja Reports have shown that only 10 per cent of workers receive almost half of the total global pay (48.9 per cent), while the lowest-paid 50 per cent of workers receive just 6.4 per cent. According to Labour Income Share and Distribution dataset, developed by the International Labour Organisation (ILO) Department of Statistics, the lowest 20 per cent of income earners (around 650 million workers) earn less than 1 per cent of global labour income. The dataset which is drawn from the world’s largest collection of harmonized labour force survey data, contains data from 189 countries. The new dataset shows that overall global labour income inequality fell since 2004 due to the increasing prosperity in large emerging economies, such as China and India. Although, the overall findings noted that the income inequality remains pervasive in the world of work, the key findings show that, globally, the share of national income going to workers is falling, from 53.7 per cent in 2004 to 51.4 per cent in 2017. The release of the new dataset follows a recommendation in the report of the ILO Global Commission on the Future of Work, which highlighted the need for new indicators to more accurately track progress on wellbeing, environmental sustainability, equality and a human-centred development agenda. The new dataset will also be used to monitor progress towards the United Nations’ Sustainable Development Goals (SDGs). The Head of the ILO’s Data

Production and Analysis Unit, Steven Kapsos, said that the data shows that in relative terms, increases in the top labour incomes are associated with losses for everyone else, with both middle class and lower-income workers seeing their share of income decline. “Looking at the average pay distribution across countries, it finds that the share going to the middle class (the middle 60 per cent of workers) declined between 2004 and 2017, from 44.8 per cent to 43 per cent. At the same time, the share earned by the top 20 per cent of earners increased, from 51.3 per cent to 53.5 per cent. Countries where these top earners saw their share of national pay rise by at least one percentage point include Germany, Indonesia, Italy, Pakistan, the United Kingdom and the United States. “The data show that in relative terms, increases in the top labour

incomes are associated with losses for everyone else, with both middle class and lower-income workers seeing their share of income decline,” said Steven Kapsos, Head of the ILO’s Data Production and Analysis Unit. “However, when the labour income shares of the middle or lower income workers increase, the gains tend to be widespread, favouring everyone except the top earners.” Similarly, an Economist in the ILO Department of Statistics, Roger Gomis, said that the majority of the global workforce endures strikingly low pay and for many having a job does not mean having enough to live on. “The average pay of the bottom half of the world’s workers is just 198 dollars per month and the poorest 10 per cent would need to work more than three centuries to earn the same as the richest 10 per cent do in one year.”

FG partners Humanity Foundation on migrant protection

The Federal government has announced plans to collaborate with Humanity Foundation, a nongovernmental organisation, in the generation of qualitative data that would strengthen migration protection between Nigeria and Saudi Arabia. The Permanent Secretary, Federal Ministry of Labour and Employment, William Alo disclosed this when he received in audience a delegation from the Humanity Foundation, led by the project Officer, Mr. Paul Nwankwo. He said Nigeria has explored multiple ways of safeguarding the rights of Nigerian citizens in Saudi Arabia and the independent assessment to be carried out by the Foundation will help to strengthen the processes in furtherance of the mandate of international placement of migrant workers provided for in the Labour Acts Laws of the Federal Republic of Nigeria 2004. Alo assure the Foundation of the Ministry’s support and encouragement in the collaborative effort. “I have directed the Department of Employment and Wages of the Ministry to give you all the necessary support you need so that this work will be achieved at the estimated time frame of six months” “we strongly believe that the data that would be generated will help us in our planning and enhancing better government policy/programme that will help our Nigerian migrants in Saudi Arabia” he added. Speaking earlier, the Project Officer, Mr. Paul Nwankwo said that the group was undergoing a project on Assessment of Protection of Rights of Nigerian Migrant Workers in Saudi Arabia and Migrant Workers in Nigeria. He said their visit was to intimate the Ministry on the details of the project, which entails gathering of data to look at the status of Nigeria Labour laws and protection of migrant workers in Nigeria and in the global economy. According to him the principal implementer of the project is the International Organisation on Migration (IOM) and the goal of the project is to provide data evidence that will assist Nigeria and Saudi Arabia strengthen their migrant Labour Protection Laws and at the same time make useful recommendations that can support the European Union EU-IOM Initiative for migrant protection and re-integration in Nigeria.

Nigerian labour market gender friendly, sensitive – Alo The Permanent Secretary, Federal Ministry of Labour and Employment, Mr. William Alo said the government of Nigeria has been gender friendly and sensitive and has being doing everything humanly to promote the course of Nigerian women both in the informal and formal sectors of the economy. He made this known in his office when the Africa Gender Innovation Lab (GIL) of the World Bank paid him a courtesy call in Abuja. He pointed out that legislations and policies in Nigeria are gender friendly. The government is complying with the 35% affirmative action or even beyond, women are given four months maternity leave, to enable nursing mothers stay home and take care of their babies yet, their wages are being paid. “In the Ministry of Labour and Employment, we make sure that there is no

discrimination between men and women and we preach against it. In all policies and programmes we make sure there is equality, no discrimination of any sort even in wages” he added Alo said the initiative by Africa Gender Innovation Lab (GIL) is a welcoming idea since it is meant to promote and advance the course of women not only in employment but economically, politically, in the formal and informal sectors, and assured the team that Nigeria is ahead of many countries championing gender equality. Earlier in her opening remarks, Julia Viallant, Leader of the Africa Gender Innovation (GIL) team, said the purpose of the visit is to figure out “what works and what doesn’t” to improve gender equality. She added that the over view of what they do is to use knowledge that is generated

from studies on programes that are done in the Sub-Saharan Africa that tries to close the gender gap and promote Women’s Economic Empowerment. Viallant said the African Gender Innovation Lab is particularly interested in improving gender equality in employment, agriculture and entrepreneurship, using regular evidence and policy making to improve women’s income on productivity access to assets and agency. She disclosed that they have received funding from the Gates Foundation to start a country level lab that is called the Nigeria Gender Innovation Lab which has three pillars namely; gender diagnostics, more and new evidence from Nigeria and what works to close gender gap and more and more policy bye laws with the Ministry of Labour and Employment.

2019 elections: Yakubu commends media performance, calls for implementable recommendations Stories by Patrick Okohue Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu on Monday commended the media for its performance during the 2019 elections and called for implementable recommendations ahead of 2023 general elections. Yakubu, who said this during the Post 2019 General Elections Review Meeting with the Media in Lagos, lauded the media for the coverage of the Continuous Voter’s Registration (CVR) exercise, parties primaries, elections and others. The INEC boss said: “Through the good will we enjoy from the media, the 2019 general elections was the most extensively covered story this year even though we are just in the middle of the year. “There is no story that was extensively covered in 2019 as the 2019 elections. You are generous in your coverage. “I can’t remember any activities in Nigeria covered for four weeks online, TV, radio, newspapers, social media and the commission didn’t pay for it. “In particular the 3:00pm daily media briefing that was covered by all the major networks live. “I can’t remember any organisation conducting live press conferences for a whole week, covered by all the major networks, and you covered these activities free of charge for the commission. I want to appreciate the media for that.” Yakubu said that the meeting was to provide avenue for the media practitioners to raise issues that would improve electoral process in the country. He said that the commission would work with other institutions and stakeholders to improve the electoral process. “The entire commission is here to listen to you as you share your experiences on how we can make our electoral processes better. The conduct of elections involves stakeholders far beyond INEC. “We are right now reviewing some of the reports from the accredited observers, the national and international accredited observers. Many of the recommendations cannot be implemented by INEC alone by administrative actions. “They require the collaboration of others and in most cases amendment to the electoral framework which is actually beyond INEC itself, but has to do with the National Assembly,” he added. According to him, out of the 30 recommendations of the European Union to INEC, only nine can be implemented by the commission through administrative actions while only eight can be implemented from the 24 recommendations by the Commonwealth. Yabuku said that the commission looked forward to the observations, suggestions and recommendations by the media which he said would form part of the electoral process. He said that some of the

Mahmoud recommendations that could be implemented by administrative actions would be implemented in the forthcoming Bayelsa and Kogi governorship elections on Nov. 16. The INEC boss noted that he and all his national commissioners and secretaries would interface with various stakeholders in a week long events including all returning officers as part of the review of the 2019 general elections. In his welcome address, Mr Sam Olumekun, the INEC Residential Electoral Commissioner, Lagos State, also commended the media professionals for their support and synergy before, during and after the elections. Olumekun said: “We want to hear from you what we have done right and how to improve on them; what we have done wrong and how to improve on them. This interaction will help shape the future. “INEC is being treated as a “solve all” organisation. It is therefore not uncommon to blame the commission for every inconceivable fault during elections.” In her goodwill message, Mrs Funke Egbemode, the President, Nigerian Guild of Editors, who urged the participants to tell INEC what it did wrong, said that the media had no choice but to support INEC because the profession only thrives in a democracy. Egbemode, who was represented by Mr Mustapha Isah, the Vice Chairman (West) NGE frowned at the do-ordie attitude and act of desperation of politicians, describing it as a disease that could not be tamed by law but attitudinal change. Chairman, Nigeria Union of Journalists (NUJ) Lagos State Council, Dr Qasim Akinreti, said that the meeting was not a press briefing but to hit INEC critically in order to make the nation’s electoral process and democracy better. Akinreti set the tone by challenging the commission to look into the processes of candidates’ nomination for elections, logistics, media accreditations and punishment for electoral offenders.

Osun Supreme Court verdict: Sagay slams, commends ruling The chairman of the Presidential Advisory Committee Against Corruption (PACAC), Prof. Itse Sagay, has expressed his views on the Supreme Court verdict on the Osun governorship election, commending the ruling, while at the same time picking holes in aspects of it. Sagay, according to another national newspaper, agreed with the premise upon which the apex court dismissed the appeal filed by the candidate of the Peoples Democratic Party (PDP), Senator Ademola Adeleke. He, however, said the Supreme Court should have made firm pronouncement on the validity of the supplementary election conducted by the Independent National Electoral Commission (INEC). Sagay explained that there was nothing wrong with the decision of INEC to declare a rerun where the first poll did not produce a clear winner. “I think it would have been good to hear that. If there was violence or something was wrong and you are unable to vote, I don’t know why it is something wrong in being allowed, on another day, to vote, I think the Supreme Court should have just completed that so that the issue would not arise again. “Ballot boxes have been

carried away. Even if you voted, your result cannot count and then INEC decides according to its guidelines to repeat election in such a place, what is wrong with that? “I think the Supreme Court should have pronounced on that so that you don’t have a situation where somebody would prejudge the outcome of election by creating confusion in some areas where he is weak and then insisting that those people there should not have an opportunity to vote and then he wins by only allowing election in areas where he is strong. “That is the whole idea of supplementary election, so that everybody can have an opportunity. I think the Supreme Court should have made a pronouncement on that; whether it is right or wrong,” he said. Recall that the apex court in a split judgement of five to two upheld the verdict of the Court of Appeal which earlier dismissed the judgement of the election petitions tribunal. While some have reportedly criticised the Supreme Court judgement for placing technicality above merit, Sagay said the apex court judges were right in nullifying the verdict of the tribunal, thereby

emphasising the import of the composition of judges in an election petitions tribunal. He said the tribunal’s verdict which nullified Oyetola’s election would have been oneone if Justice Obiora had not delivered the majority ruling. His words: “It is very clear that the issue of fair hearing which was the basis of the Supreme Court decision is a very strong fundamental principle of human right and if the person who was not present was reading the judgement, that is illegitimate. “The lesson should be drawn home to everybody that all members of the tribunal or the court should be present before they can take part in a judgement. When a judge has conducted a case 90 percent, the judge that takes his place is not allowed to use the records, he has to start all over again. That is the point the Supreme Court is making here, and I think I support the decision.” But Sagay pointed out that the Supreme Court should have decided on the validity of the supplementary election to lay the matter to rest once and for all, stressing that there was nothing wrong with INEC’s recourse to a rerun when some voters had been disenfranchised in the first poll due to no fault of theirs.

Edo govt announces plan to probe contracts under Oshiomhole Almost four years after assuming office, the Edo State government has said that it is now ready to probe contracts awarded by the administration of Comrade Adams Oshiomhole for construction of structures and supply of equipment at the Benin Central Hospital,. Special Adviser to the Edo State governor on Media and Communication Strategy, Cruise Osage, made this known in a statement issued in Benin. According to the statement, a commission of enquiry would soon be constituted to probe the contracts. The commission would have a mandate to ascertain if details of contract terms were adhered to, especially the quality of materials used for the building. Osage explained that the probe was necessitated by numerous calls on the government to look into the contracts in which billions of taxpayers’ money were expended on poorly executed projects under the regime of Adams Oshiomhole, past governor and incumbent APC National Chairman. “The state government will investigate allegations of fraud and irregularities with the contract for procurement of the hospital equipment,” he said. The governor’s aide stated that the commission would unravel why the equipment contracted were yet to be supplied and other claims made by the contractors. He said, “the contractors who handled the building had questions to answer including the shoddy jobs done among others.” Osagie said works were ongoing at the hospital

Gwadabe said the significance of the

European move cannot be understated as was meant to weaken dollar dominance as the world’s trading and reserve currency. Besides, talks have been on for years on establishing trade mechanisms that would not be dollar-based, but they did not gain any momentum until the Trump Administration abruptly withdrew from the Joint Comprehensive Plan of Action (JCPOA) with Iran over a year ago. For instance, the US had imposed sanctions on Russia over allegations of interference in the Ukrainian conflict and in the US the presidential election in 2016, both of which Moscow has denied. Washington also initiated a trade war with China and has been attempting to force Chinese tech-giant, Huawei out of the global market. Gwadabe disclosed that rather than progressing towards a deal, and despite reaching a tentative truce at the G20 summit in Osaka, The United States and China are as

entrenched in their positions as ever. “China is insisting that as a prerequisite to a deal, the US remove existing tariffs on $250 billion worth of Chinese goods. Again, China is unlikely to do more to placate the US and bring the crisis to an end”, he predicted. Speaking further, he said after one year of the intense trade war between both parties, it will be difficult for the United States to remove all the tariffs that have been implemented so far to allow for final settlement. He disclosed Nigeria is already benefiting from the crisis, adding that it has led to a continuous rise in crude oil prices, which is good for the naira and Nigerian economy. Gwadabe said local banks stand to gain more from the $2.5 billion currency swap deal between Nigeria China as the economies of both countries need each other, and so do their businesses and banks.

Lead Stream trains first 20 CRJ aircraft engineers in Nigeria Chukwuemeke Iwelunmo Leads Stream, a training organisation says over 20 engineers have been trained on the CRJ aircraft for the first time in the country 20 years after introduction. Ahmed explained that some Nigerian airlines acquired the CRJ aircraft more than twenty years ago but engineers were recently trained on the aircraft this year for the first time by a local institute for an airline in the country that was using the CRJ aircraft in its fleet. He noted that the local training will save a huge amount of money and for the airlines and boost local content adding that Lead Stream was collaborating with other notable aviation training colleges. acquire a flight simulation for training, Ahmed decried the difficulties in the acquisition of aircraft spare parts in the country saying it was only done on papers and not in practice. “I want to bring in the simulator and I am already thinking of waiver and these are the things i shouldn’t think about, we need to strengthen some of these policies, not just policy statements” He called on the government to ensure that waiver on aircraft spare parts was made easier for operators to acquire

through the Ease of Doing Business “Government is not really encouraging business in Nigeria, little or nothing is really getting to us. Aiteo, Africa’s leading Energy Company and a major stakeholder in Nigeria’s oil and gas industry has developed a new plant to increase domestic gas supply to about 300 billion scuff a day. Speaking on the sideline of the recently concluded of the Nigeria Oil and Gas Conference 2019, the new Managing Director, Mr Victor Okonkwo said that the company has made a new development plan which has been submitted to its joint venture partner, Nigerian National Petroleum Corporation, NNPC, because the government is exiting cash call with joint venture while negotiating an alternative financing package to be able to fund about $5 billion of investment that will move production to 250 000 barrels a day and increase gas supply to about 300 billion scuffs a day which will be enough to power more than 1.2 Gigawatts of electricity in Nigeria. “It is going to be a cocktail of financing options depending on the alternative financing mechanism we are working out with our joint venture partner, NNPC. “Aiteo is looking at the next three to five years and that is the portfolio of about $5 billion. This is subject to how we agree on the alternative financing package with our joint venture partner which is NNPC,” he added The Aiteo group is a major stakeholder in Nigeria’s energy value chain, particularly in power because it has an investment outlay within the power domain in excess of $2 billion.

Prosecutors gave horrific details of victims including some who were disembowelled and had their throats slit, as part of the evidence during his three-year trial in The Hague. The FPLC killed at least 800 people as it fought rival militias in Ituri, prosecutors said. Formerly a Congolese army general, Ntaganda then became a founding member of the M23 rebel group, which was eventually defeated by Congolese government forces in 2013. Tyson Fury: Deontay Wilder rematch set for February

Briton Tyson Fury has said his rematch with WBC heavyweight champion Deontay Wilder will take place on Feb. 22 next year. The 30-year-old is the only boxer that Wilder has faced and not defeated after the pair battled to a draw in December in Los Angeles. “Fans are choosing not to watch live football events, and instead are opting in increasing numbers for the ‘intimacy’ of their crystal clear digital flat TV screens, or not all.” At the ongoing Africa Cup of Nations in Egypt, the visual imagery of almost empty stadiums is a powerful narrative. But not the kind that African sports, African football, or corporate sponsors deserve. The empty seat syndrome in suggests that football fans are voting with their feet, or better still with their backsides. Fans are choosing not to watch live football events, and instead are opting in increasing numbers for the ‘intimacy’ of their crystal clear digital flat TV screens, or not all. Before Egypt’s stunning 0-1 loss to South Africa in the round of 16, the host country was the only team able to attract 70,000 fans. Other than when Mo Salah and the Pharaohs have been on the field, most stadia across Egypt have at best attracted an average of 5,000 to 7,000 fans. Official broadcast camera crews have done a creative job minimizing the visual gaps of empty seats. But wide camera angles reveal the obvious ... a lack of attendance and public enthusiasm, in spite of the presence of some of the biggest names in world football on the field. In European football leagues, where many of the stars in Egypt ply their trade, fans pay mega bucks to see the likes of John Mikel Obi, Ahmed Musa, Sadio Mane, Ryahd Mahrez, Nicolas Pépé, Wilfred, Zaha, and Kalidou Koulibaly. Which is why the empty seats in Egypt are both stunning Admittedly, Egypt bailed CAF out and should receive welldeserved credit for coming to the rescue and hosting the African Cup of Nations, with barely 6 months notice, when the original hosts were sanctioned due to shoddy preparations. Nevertheless, the lack of attendance in Egypt speaks volumes high ticket costs; the timing of matches bang in the middle of work days; the difficulties faced by national team supporters in obtaining entry visas to Egypt; and challenges with the Confederation of African Football’s complicated online ticket purchasing system.

It should not be so. This after all, is the most important event in Africa’s sports calendar. At least, it used to be before England’s Premier League, Spain’s La Liga, Italy’s Serie A, and Germany’s Bundesliga captured our collective imaginations. The end result is that where once 30,000 to 70,000 fans a week watched highly competitive domestic football leagues across Africa, the empty seat syndrome has been the norm for almost two decades. It is not unusual to have less than a thousand fans in a stadium that seats 30,000. The lack of fan attendance has obvious economic and financial implications across the sports value chain for team owners, sports federations and confederations, players, sponsors, advertising and marketing agencies, merchandisers, vendors, and local communities who once counted on fan attendance to boost fledgling economies. What’s responsible for the increasing slide in fan attendance? 1. Poor facilities 2. High ticket costs 3. A lack of reliable transportation to and from venues. As well as sufficient and secure parking. 4. Increasingly crude behavior and violence at event locations. 5. Technology. Mobile phones and Apps that carry events live as well as a plethora of entertainment alternatives. In other words, once big events are no longer the main gigs in town. So, what can be done to reverse the trend? Here are 5 quick suggestions.

of genetically blessed athletes are simply waiting or begging to be ‘found’ on the cheap by European and American sports teams. Why? Simply because we fail to see diamonds in the rough and because we are unable to add value to the potential of what for now seems to be rough stones.

1. It can no longer be business as usual: Africa must run sports as a professional business. This includes the right infrastructure, training facilities, attractive pay scales for professional athletes who now consider anything less than a European league appearance, a professional failure. Regrettably, as with Africa’s overall propensity to simply export raw materials instead of adding value to what we produce, we are doing the same with football and many other sports. Africa has a tremendous abundance of potential talent that for the most part (with the exception of South Africa, Kenya and Ethiopia) we add little or no value to. Instead, millions

5. Make sports big and make it a win-win proposition: Real Madrid F.C. and Barcelona F.C. for example, are not owned by a few rich individuals. Instead, they are owned and supported by thousands of shareholders known as ‘socios.’ Across Africa, it’s time to change the numbers game - in ownership, money, and attendance - by giving fans a seat at the table. These are just a few quick ideas. However, the running of sports in general and football in particular as a business and a brand proposition, will require honest analysis, political and financial will, and a collective approach. It must be if Africa is to unlock potential and turn millions into billions.

2. Modern and professionally maintained facilities: In sizzling hot Africa, we must invest in covered stadia. When I can sit in front of my big screen TV in my air conditioned living room, why would I want to subject myself to temperatures that I swear have gone up a number of notches in recent years? 3. Sport is a spectacle: This includes everything including pre-event and half time entertainment to keep fans with short attention spans upbeat and engaged. 4. Give back to the fans: Essentially, engagement in the 21st century must change. Its time to give something back to fans rather than fleecing them at every opportunity with sub-standard services and products. It would seem to me that sports teams could offer something as simple as raffle draws that reward fans with extra game tickets, signed player jerseys, visits with select players, or products from local sponsors. Professional marketing firms can come up with an endless list.
