The Special Adviser to the President on Media and Publicity, Mr Femi Adesina, refuted the reports when he fielded questions from State House correspondents at the end of the meeting of the Federal Executive Council which was presided over by Osinbajo at the Presidential Villa, Abuja. According to him, there is no disagreement between Buhari and Osinbajo over the sacking of Daura. Adesina said that Buhari was fully aware of the events that led to the sacking of the former DG of DSS. He said, “The presidency is one. Whenever the President is proceeding on vacation, he transmits power to the VicePresident who then becomes acting President. “On this occasion, he also did that. So the acting President has all the powers of a president. “Now, it is then a matter of decency and we know that the acting president is a decent man. There is no tussle for power, there is no tough battle between him and the president. “When something like what happened yesterday (Tuesday) would happen then there will be unanimity, there is no way there won’t be unanimity on that kind of decision. “It is not something that will be discussed with the press but know that there was unanimity in that decision.’’ Osinbajo had on Tuesday directed the termination of the appointment of Daura and directed him to handover to the most senior person in the organisation. Mr Matthew Seiyefa has since assumed duty as the
acting Director-General of the DSS. Daura was appointed by President Buhari on July 2, 2015, following the dismissal of his predecessor, Ita Ekpeyong. Meanwhile, senior lawyers under the aegis of the Nigerian Bar Association (NBA), on Wednesday, condemned the laying of siege by operatives of the Departmeent of State Service (DSS) who were joined by police officers to prevent lawmakers from accessing the parliament for several hours on Tuesday. Apparently miffed by the security operatives action, the lawyers, who described the invasion as harassment of lawmakers and an abuse of power, unanimously called on the presidency to without further delay prosecute the sacked Director General of the DSS, Lawal Daura, to serve as deterrent to those who aimed at disrupting our democracy. First to fire the shot was a constitutional lawyer and human rights activist, Chief Mike Ozekhome, SAN. He said: “The chickens have finally come home to roost. How fast the cookies crumble! The hitherto veiled crude assault on Nigeria’s democracy and democratic ethos has finally been lifted by a desperate, clueless, rudderless and non-performing APC government that has been nothing short of a “onechance” vehicle of fake and failed promises of “change”. Yes, “change” there has been, but one of negative, retrogressive and antipeople “change” that has not only impoverished and degraded Nigerians, but has actually endangered and imperilled our hard
worn democracy, and enthroned incredible mediocrity, nepotism, cronyism, clannishness and corruption in government and governance. Another human rights lawyer, Mr. Ebun-Olu Adegboruwa, said: “I honestly do not bother about the intrigues leading to the invasion of National Assembly. There was an illegal action of invasion and there was a prompt reaction by the Acting President, to arrest it, simple. Whether it was Saraki that masterminded the invasion or whether the PDP or APC are both using it to curry public sympathy is not my brief, as I’m not a politician at all. “I don’t bother myself about all these permutations going round, but whenever any infraction of the Constitution has taken place, we shall confront it as usual. Enough of politicians and their worthless intrigues”. In his reaction, Mr. Bolanle Olugbani, said: “The presidential system we run in Nigeria is one where the executive, the legislature and the judiciary are the three arms that constitute the government of Nigeria. The 1999 constitution guaranteed the equality of the three arms of government in Nigeria. “The three arms, though separate and distinct in their functions are suppose to serve as checks and balances on each other. When the legislature makes laws, the executive implement the laws and when the implementation is not clear, the citizens can approach the court of law on any issue concerning that law. When the judiciary makes an interpretation become part of our laws which regulate the executive.

Again, Osinbajo meets Magu, Acting DSS boss Mathew Dadiya, Abuja Acting President Yemi Osinbajo has for a second time in 24 hours, met with the acting Director-General of the Department of State Services (DSS), Matthew Seiyefa and the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu. The meeting was held on Wednesday inside Osinbajo’s office at the Presidential Villa, Abuja. It was held shortly after the Acting President presided over the weekly meeting
of the Federal Executive Council held inside the Council Chamber. President Muhammadu Buhari is currently on vacation. The Wednesday’s meeting was the second time the three of them would be meeting barely 24 hours after Lawal Daura was sacked and Seiyefa, as the most senior officer, was asked to take over the DSS. Both Magu and Seiyefa did not speak with State House correspondents at the end of the meeting. The Vice President’s Office had also not issued any statement on the meeting at press time.

The Senate President, Dr. Bukola Saraki, on Wednesday, challenged All Progressives Congress (APC) senators to rally round and get a two-thirds majority of the 109 senators to get him impeached rather than seeking what he called unconstitutional and undemocratic means of changing the leadership of the National Assembly. Addressing a world press conference in Abuja aftermath of Tuesday’s siege on the National Assembly by operatives of the Department of State Security (DSS), the Senate president said the ugly incident further dents the image of the country in the comity of nations. Saraki said he was not desirous of sitting on the Senate presidency seat indefinitely but admonished any person within the executive arm of government or their protege in the Senate wanting him to vacate office, to do so honourably and through lawful means. Calling those rooting for his removal as cowards, Saraki said: “The siege was also an act of cowardice by those seeking to carry out an illegal impeachment of the leadership of the Senate in flagrant disregard of the law. People who seek control at all costs, by whatever means, never minding the injury to democratic norms. “They attempted to execute an illegal impeachment of the leadership of the Senate without the backing of the law, but they faltered. I am confident that, together, we shall always defeat acts of unconstitutionality. The rule of law shall always prevail. “We are elected by the people, and an assault on the legislature is an assault on the people of Nigeria. The forcible shutdown of the legislature was an unconscionable assault on a national institution, and thanks to all your efforts, the aggressors have been put to shame”. He blamed the worsening relationship between the executive and legislature on some elements within the government who are exercising uncouth power that is an anathema to democratic norms. He said, “This is most disheartening. I don’t get any joy in saying I said so. I don’t. However, some of you may recall that about two years ago, I stated that there was a government within this government, to a purpose that was not in the interest of what the people voted for. I said it then, and now we are beginning to see the manifestations of that government within a government. It beats one’s imagination how the head of an agency could have authorised the brazen assault on the legislature that we saw yesterday (Tuesday). “I must say that when we fought for Change, we could not have envisaged a scenario such as unfolded yesterday (Tuesday) – an atmosphere where people cannot tolerate dissent, or mere differences
of opinion as to the future of our dear country. This is not the Change we fought for. We did not fight for instruments of state to be used to oppress Nigerians and their lawmakers. I know that I, certainly, did not fight just so the legislature could be undermined and subjected to this onslaught”, he said. Saraki, however, commended Federal Government spontaneous reaction to the unlawful siege by the operatives of DSS with the immediate sacking of their boss, Lawal Daura. He gave kudos to the Acting President, Prof. Yemi Osinbajo, for his decisive action which he said went a long way towards restoring confidence, stressing that it sent a powerful message that the DSS cannot be recklessly deployed against institutions of our democracy. “The path of leadership is not by party, and we must commend it wherever it is found. Mr. Acting President did the right thing. However, the damage control so far does not address the question of how this atrocity happened in the first place”, he said. Demanding full investigation into the incident, Saraki said: “We call for an investigation, and we demand that all perpetrators are brought to book. We owe it to ourselves to ensure that such a situation never occurs again. Many agencies have abused their powers and acted outside the ambit of the law on occasion. Where abuses occur, similar actions must be taken immediately and full investigation instituted”. Charging the executive on the need to ensure peace, Saraki said: “Government must ensure that security agencies remain neutral and act in line with the position of the constitution as well as their enabling laws. Heads of Agencies should be accountable, and those who step out of line must be held responsible for their actions. Enough with impunity. Enough with the reckless and senseless deployment of militaristic force. Enough.” The Senate president promised Nigerians the commitment of the legislators to defending the nation’s hard-won democracy. He said. “I am more than encouraged by the strength, the determination and the resolve of ordinary Nigerians to see to it that democracy survives and thrives in this country. I am also strengthened by the determination of the media to report and analyse the truth as they see it. “I want to reassure Nigerians that, on our part, we remain committed to working for a country governed by the rule of law. Our desire is to have a society where there will be equity and justice, not oppression. We stand committed to doing our utmost as lawmakers to ensure that the responsibility and functionality of governance are met. Although we are on annual break, we are daily reviewing the situation and are alive to the responsibility to take action as necessary.
“Despite the threat to our lives, we shall continue to fight impunity and injustice in this country”. He anchored his confidence on the support of his colleagues and their focus on the job at hand, which is to serve the Nigerian people, promising his commitment to the success of the historic 8th National Assembly, and to the continued progress of the country. Saraki also appreciated the international community particularly the European Union and the international press, as well as the Nigerian media, for their prompt reactions to the invasion of the National Assembly, the CSOs and Socio-cultural groups, saying that they were emphatic in their statements during the crisis. “I want to thank Nigerians, Senators, members of the House of Representatives and National Assembly Staff, for standing up to be counted for democracy during Tuesday’s siege. I thank the thousands who monitored the situation on radio, television and social media, voicing their outrage at the siege, thereby sending a clear message to those that hatched the plot that the Nigerian public would not buy this act of gangsterism using instruments of state such as the DSS”, he added. But the APC has urged Saraki to resign his position as the Senate President as he does not have any moral legitimacy to occupy the position. The party said Saraki no longer has the moral and legitimate ground to occupy that position as a member of the minority Peoples Democratic Party (PDP) in the Upper Chamber going by the popular axiom that “the majority will have their way, but the minority will have their say”. The Acting National Publicity Secretary of the party, Yekini Nabena, stated this while reacting to the Tuesday’s siege on the National Assembly by operatives of the DSS in a press statement made available on Wednesday. He said: “Following Tuesday’s incident at the National Assembly, our investigations have now uncovered the sinister plot hatched by the Senate President, Dr. Bukola Saraki, to foment violence in the legislative chamber all in a bid to stop his impeachment. “We are now aware that the timely intervention of the security operatives forestalled the planned violence which could have led to possible deaths, injuries and destruction of property in the National Assembly on Tuesday. Why did the Senate President mobilise thugs to the National Assembly who almost lynched Hon. E.J. Agbonayinma, the only APC federal lawmaker present but for the timely intervention of security operatives? “Why did the Senate President reconvene the National Assembly, ostensibly as a pre-emptive move to frustrate federal lawmakers move to impeach him. Is it not curious that only Peoples Democratic Party (PDP) federal lawmakers

In a related development, President Muhammadu Buhari, the National Leader of the APC, Asiwaju Bola Tinubu and the National Chairman of the party, Comrade Adams Oshiomhole, with other chieftains have expressed the readiness to make greater in-road into the South South, following Wednesday’s defection of former Akwa Ibom State Governor Godswill Akpabio into the ruling party at the centre. The Secretary to the Government of the Federation (SGF), Mr. Boss Mustapha, who stood in for President Buhari, spoke glowingly about the need for change in the polity, saying it was time Nigerians join the vanguard of the progressives to deliver quality dividends of democracy for the people. He commended the former PDP Minority Leader, Senator Godswill Akpabio, who led other members of the National Assembly including the Senate Leader, Ahmed Lawan, to Ikot Ekpene Stadium, to witness his official defection from his former party, the PDP, into the ruling APC. According to the President, the entry of Akpabio into the ruling party was the needed antidote
to breaking the barricade for the APC to bring the needed change to the people of the South East\ South-South and urged Akwa Ibom people and other party supporters in the region to embrace the new political order that may sweep through the area in 2019. In the same vein, Tinubu, armed with broom, commended Akpabio for his timely move into the central government and expressed delight that “from the crowd that gathered here today, I believe the people are desirous of genuine change in Akwa Ibom and the region”. He dismissed insinuations in some quarters that Buhari, as a Fulani Muslim, who is alleged to be working against Christians, may not be able to win the polls in 2019, assuring that APC and Buhari would be returned massively after the polls next year. He urged the people not be allowed to be drawn into religious and ethnic sentiments, but to collaborate with well-meaning Nigerians to wipe off corruption, insecurity and other socio-economic malaise plaguing the country. Also speaking, the APC national chairman, Adams Oshiomhole, blamed the former ruling party of wasting 16 years with nothing to show and urged the people to fight for change, which, according to him, would not come easily, assuring “with strong commitment, you have the change that you need”. “Governor Udom is only governing in vain because he has nothing to show to the people. Therefore, people should be united for a change”, he stressed, adding that with Akpabio in the boat of the ruling party, the contest was already a walkover for the APC in Akwa Ibom and the South East region. The meeting with Babangida by Saraki was held behind closed doors and lasted close to two hours. Their discussion according

Andrew Orolua and Mathew Dadiya, Abuja The Economic and Financial Crimes Commission (EFCC) has allegedly frozen “all bank accounts” owned by Akwa Ibom State and Benue State. The Akwa Ibom State Commissioner for Information, Charles Udoh, disclosed this on Wednesday, adding that the state authorities only
learnt of the development on Wednesday. He also claimed that there were no prior indications from the anti-graft agency. But the Information Commissioner did not give details of the banks and account numbers that were allegedly frozen by the anti-graft agency. Udoh, however, said that more information would be provided to Nigerians about the development shortly.
Benue State Governor, Samuel Ortom, also on Wednesday, raised the same alarm that the EFCC has frozen the state’s bank accounts, trapping workers and pensioners’ salaries in a state beset by hardship following months of deadly attacks by suspected herdsmen. But when The Daily Times contacted the EFCC on the allegations, a top source refuted the allegations, describing
the allegations as unfounded, cheap blackmail meant to score political point. According to the source, the EFCC is challenging the states government to come out with facts, name the banks and account numbers with details. “EFCC has not secured any court order to freeze any state government’s accounts. These are mere allegations and spurious attempts to whip up sentiments,” the source added.

Zakari Kazaure, has disclosed that youth corps members travelling out of camp or places of primary assignment without obtaining permission remained remained an offence. He said as part of the reforms in the organization, the service has put in place modern facilities; hence it can now produce vital documents including Green Cards at the state command levels. The NIS Boss in the state disclosed that the raid of illegal immigrants in the state would be a continuous exercise, advising them to do the needful so as to avoid repatriation. Truck drivers’ protest: Police clear Abuja-Lokoja Road Andrew Orolua, Abuja
The Federal Capital Territory’s Police Command on Wednesday said there was no incident of shooting at Dabi village in Kwali Area Council and that it has cleared the road. Truck drivers on Wednesday alleged that the shooting of a truck driver by a policeman sparked off their’ protest which resulted in the blockage of Abuja- Lokoja only south ward highway for almost an hour with huge traffic jam. Police personnel later reopened the high way for the use of commuters with the help of police reinforcement
led by the Area Commander Gwagwalada, ACP Mijinyawa Jahun. The protest was sparked off by alleged shooting of the tyres of Dangote truck by some policemen on Wednesday morning at Kwali. It was further alleged that policemen shot at one of the truck drivers who had blocked the highway to protest the alleged action of the policemen. The command spokesman, DSP Anjuguri Manzah, told journalists that “there was no incident of shooting in the area and nobody was shot at during the protest”. Manzah said that the road
had been cleared following the intervention of the Police Area Commander in Gwagwalada and the Kwali Divisional Police Officer. “We have been able to clear the road with the intervention of the area commander and the DPO of Kwali,” he said. The Federal Road Safety Corps (FRSC) had earlier in a statement confirmed the blockade of the Abuja-Lokoja highway at Kwali by the truck drivers. The FRSC advised members of the public to always adopt legal and legitimate means to register their protest instead of taking the law into their hands.
Soloman Ewuga has declared for the Nasarawa State Governorship race under the platform of Peoples Democratic Party (PDP). Ewuga who was a former Senator, stated this on Wednesday while presenting his latter of intention to the state executive committee of the party in Lafia. According to him, he has a lot to offer to the state given his wealth of experience, as a former Deputy Governor, Minister and Senator. He added that the inconstancy of the present government in the state was incidence in insecurity, lack of salaries and decaying civil service among others. He said that if elected as the next governor, he would transform the state in the areas of agriculture, education, infrastructure and human capital development among others.
Niger INEC REC urges citizens to collect their PVCs Saka Bolaji, Minna The Niger state Independent National Election Commission (INEC), Resident Electoral Commissioner, Professor Samuel Ekwu has appealed to citizens of Niger state to come out and collect their Permanent Voters Cards (PVC). He said that 194,835 PVCs in the state have not been collected, lamenting that some PVCs are from the 2011 voters registration exercise. Speaking to journalists in Minna, the Commissioner said that the uncollected PVCs include 132,000 PVCs from the 2011 to 2014 exercise, 56,223 PVCs from the 2017 continuous voters registration and 6,612 PVCs for transfer cases. He urged all stakeholders to mobilize the people and create awareness for them to collect their PVCs. “The mobilisation of Niger citizens to collect their PVCs is the only way they can meaningful participate in the 2019 elections, register their voice and position themselves to enforce political accountability.

Defection and politics of ransom

In the middle of the most tumultuous period in Nigerian politics since 2014/2015, the legislature, judiciary and the president of the country are all currently on vacation. In their wake, they have left uncertainty and discord amongst the people, as the country stands by for more political drama in the coming weeks. Some say our democracy is going through a necessary learning curve, while others see the recent gale of defections and political rigmarole as signs of a system in decline. Whatever one believes, the impact of the intense political activity of the last couple of weeks will fall on ordinary citizens and that is why we must look very closely at the unfolding events. There are many talking points, but none can be as bothersome as the case of abuse of power that has featured repeatedly in the last few weeks. It appears that the idea of “federal might” is being taken too seriously, with the brazen and unapologetic deployment of security agents in purely political ‘maneuvers’. The nation woke up to the news of the blockade by the police and other security agents on Senate President Bukola Saraki’s residence and that of his deputy, Ike Ikweremadu, on the morning of July 24, 2018, the day the defection of a large number of legislators from the ruling All
Progressives Congress (APC) was to be announced. Although the Presidency has denied any involvement or interference with investigations, the timing and the manner of the supposed “invitations” that led to the blockade was very suspect. The Economic and Financial Crimes Commission (EFCC) also issued an invitation to the deputy senate president on the same morning requesting that he report to the agency on that same day. The Senate president’s defection from the APC to the PDP has also added fuel to the already raging fire in Nigerian politics in recent weeks. Although it has been a long time coming, the actual act has caused predictable ripples at high levels. Not surprisingly, there is talk of impeachment of the Senate president for crossing over to the opposition. The debate now raging in the Senate is about which of the two leading political parties holds a majority in the upper legislative chamber. With uncertainty about exactly who has defected to where, the nation waits patiently for the Senate to return from recess to see how this situation unfolds. In the meantime, rumour is still afloat about reverse defections and the role of threats in those defections. Akwa Ibom’s strongman, Godswill Akpabio, has been rumoured to be in the process of defecting to the APC. Akpabio was a key member of PDP in the last
dispensation who went silent on the floor of the Senate in this administration after the anti-graft authorities called him in. He is believed by some to have been involved in extensive corruption during his time as Akwa Ibom state governor and an EFCC dossier on his activities is now being used as leverage against him. There may be no foolproof way of preventing the misuse of power by a person in authority, but there may be a way to ensure that the consequences of the abuse of power are suffered by the culprits, instead of letting the matter drag on until it can be weaponised as an instrument of blackmail or for a political agenda. If the APC takes in Akpabio, it will be a validation of the popular belief that the APC and PDP are birds of the same feather and that the authorities adopt selective prosecution as a tool for maintaining power and putting the opposition in check. One wonders how many of our serving legislators and other officials have similar files that have been kept in the store for them or whether indeed there exists any politician or serving official without a dossier of corruption. These types of political drama always happen very close to elections and caution is thrown to the wind in most cases. Many are of the opinion that the occurrences are necessary for
the growth of our young democracy. In truth, there is absolutely no need for our democracy to pass through the rigours of maturing that old established systems went through centuries ago. If we are a young country as they say, we have the years of experience and examples from matured democracies to learn from, instead of stumbling through the same obstacles. The law has also not kept up with our growing democracy. One would have expected that the issue of defection and its consequence should be a matter of settled law. Also, because of the rash of unlawful impeachments and the propensity of legislators to abuse the process, the appraisal and endorsement of a superior court, or a tribunal made of senior members of the judiciary should be a more prominent part of the impeachment process. This may forestall hasty and faulty impeachments and the waste of judicial time in contesting the process. This should be the focus of political reforms in coming years.
Ambode and the Apapa question

Only those assailed by the traumatising memory of being trapped in or those left to endure the yoke of failed infrastructure are perhaps better placed to tell the pain of a broken Apapa today. I count myself among this tribe, having survived a life-and-death situation in that blighted neighbourhood over a decade ago. That fateful Friday night in December 2007, I had signed off the last page of Sunday Sun, as the editor, to the prepress manager. With my driver on a casual leave, I found myself driving out of the The Sun’s headquarters in Kirikiri alone and heading towards Mile 2 to connect Lagos Island. The time was a little past 9 p.m. The Orile-bound lane had turned bedlam at the Mile 2 bridge, with vehicular traffic almost at standstill. My decision to make a detour to the Kirikiri Prison route would eventually land me in the bosom of gun-toting hoodlums. Nothing had prepared me for the ambush; no foreboding whatsoever. Sheer ingenuity, improvised camouflage – the variety associated with the military – was very much on display in the mode of operation adopted by those sons of the night. The three-lane expressway was half-barricaded with a vehicle by the main entrance of the Tin Can Port, with some of them crowding the open bonnet, pretending to be busy trouble-shooting, but strangely in the dark. As I later discovered at the end of a nearly 45-minute ordeal, that blockade, reinforced by the many craters on the expressway, provided the platform for the robbery. It effectively slowed down vehicular movement to almost snailspeed on the Apapa-bound lane up to the Coconut Bridge. I realised the trap too late. I had already been sucked inescapably into the
snarl, hemmed inbetween two heavyduty trucks. Of course, one had made SOS calls to a few contacts in the security agencies. But no help came till the end. We were then truly at the mercy of a battalion of robbers who divided themselves into cells and moved from one vehicle to the another “harvesting” loot with a casualness that belied their deadly enterprise. More like featuring in a slow-motion horror movie. Bolting from my Toyota Landcruiser at that material time would have been suicidal. I watched the windscreen and window of the vehicle before me being smashed viciously with a sledge hammer as the occupant – a lady – appeared too horrified to raise her face from her steering wheel. So, the only sensible option one had in the circumstance was to await one’s turn with the equanimity imaginable. Apparently disarmed by my “cooperation” (having voluntarily wound down my glasses before their arrival), the hoodlums were content with stealing my phone, cash and the medicated glasses I had on. One of them even had the presence of mind to feel my neck for a necklace with his filthy hand, since I had declared having none. They appeared too excited at the custody of my brand new BlackBerry phone and cash hurl to notice what I would consider my most prized possession in the vehicle at the time – my laptop with the treasure of data therein. Funny enough, no sooner had the group moved over to the next vehicle than another cell swooped on me, to whom I, drawing from what I never knew was still possible in the circumstance – humour in great adversity, casually told off: “Oh, your colleagues just left me and took all I had.” One’s hope is kindled by Ambode’s
demonstration of what would seem a deeper understanding of the underlining issue as indeed transcending the mere ceremony of fixing the decrepit expressway and erecting holding bays for the vagrant trucks. Most commendandable is Ambode’s patriotic courage to voice what some might consider politically incorrect: The urgent need to also make other ports outside work by deliberately formulating policies to divert traffic from Lagos. The Apapa ports were originally designed to handle 30 metric tonnes of goods, but are currently overstretched to handle over 80 metric tonnes. (In any case, out of the estimated N1.5 trillion that the federal government harvests from the ports yearly, only a pittance trickles back to Lagos as compensation, despite the fact that it is left to bear the environmental burden). Over the years, for reasons that could not be divorced from partisan politics, successive administrations had pursued policies that leave the ports in Port Harcourt and Onne in Rivers State grossly under-utilised. While those in Calabar and Warri are virtually idle. For instance, prior to the 2006 concessioning of the Lagos ports, the federal government gave the incentive of a thirty per cent discount to shipping lines utilising the ports in the eastern corridor, thereby helping to boost activities there. This was reversed once concessionaires took over in Lagos. To compound matters, freight charges on the Eastern routes were hiked, thereby discouraging ship owners from those routes. Were these facilities made to work at their installed capacities, the pressure on Lagos would have been reduced by 60 per cent, according to experts. Those in Port Harcourt and Onne, Calabar and Warri can conveniently service the South-East, North-Central and North-East states.
Moreover, it is believed that over five million jobs could be created in the process. The Lagos ports can then be dedicated to caring for the South-West and the North-West zones. Of course, such commonsense decisions would have helped cut the cost of doing business significantly, particularly in haulage and time efficiency. It would also have helped not only in minimising the carnage on our highways across the federation generally but also reduced the pressure on the road infrastructure. As could be inferred from Ambode’s prognosis, the renewed efforts to reclaim Apapa will remain unsustainable until we graduate from antiquity and join the modern world in the adoption of pipelines as the safest and cheapest means of transporting petroleum products. Pipeline vandalism should therefore be seen not only as an economic crime but also an existential threat to our collective humanity. Such atavistic mindset is what could have also led into mistaking the proliferation of tank farms in the last two decades in Lagos and elsewhere as a sign of economic growth in the first place. Rather than concern ourselves with building local capacity to refine crude into petroleum products for domestic consumption, successive administrations were busy granting licences and approvals to their friends to site tank farms to store imported petrol and diesel, forgetting that such adhoc solutions are only beneficial to foreign economies on the long run. The consequence of such myopic decisions by past political leaderships is what manifests partly in the Apapa paralysis today. The ghost has simply returned to haunt hapless Lagos residents.

Editorial Commentary Oshiomhole’s pleasant heresies II
Times Guest Columnist Mohammed Adamu Some of his compatriots in the APC who suffer a conservative-reactionary malady about politics had untenably worried -over the plan to make Adams Oshiomhole APC’s new Chairman. But other non APC members too, especially those of the leading opposition, the PDP, had their worry also. They all wished that this grand design of the Asiwaju to re-enervate the leadership of the APC did not come to pass. The former, owing to their ideological affliction or their self-indulgence or both, feared that it would be retrogressive or counter-productive, or both for a radical-progressive in the mold of a combative labor activist to take charge of the affairs of their political party; and the latter, namely the arrowheads of the opposition PDP, admittedly owing to their prodigious partisan foresightedness, saw the plan to make Oshiomhole Chairman as the APC’s resolve, at last, to trade with the PDP every ‘Roland for an Oliver’ in the new phase of hostilities about to ensue in the build up to another electoral Armageddon after that of 2015. The APC seemed to be saying to the PDP ‘an eye for an eye, a tooth for a tooth, and the hell let us all go blind and fangless! And isn’t it true then that every dog has his day? Unleashing its effusively garrulous and egregiously cantankerous ‘junkyard dog’ –one reputedly as ravenous in caustic and acerbic language as he is rabidly so in venomous biteswas APC’s way of telling the PDP to ‘bring it on!’ Fang for fang, talon to talon! Poundfor-pound, toe-to-toe. Making Oshiomhole Chairman was, in fact, a way of telling Wadata Plaza that no political party has the monopoly of offensive language. Nor any, the monopoly of venomous bite. It was thus preposterous and ironic in a sense, that the PDP would accuse the newly installed APC Chairman of ‘playing the role of an attack dog’, rather than that of a ‘decent’ party helmsman; because –in actual fact- ‘playing the role of an attack dog’ was the intention of, and not the deviation from, the APC’s original plan. And to drive home that point, even if with a dose of biting sarcasm, Osgiomhole himself had no qualms publicly admitting he was enthroned to play that role. And so those pre-election puritanical rumblings of unwarranted partisan dissent within the PDP against the candidature of Oshiomhole for the reason that he had a corruption charge against him, and then the post-election suit filed by that party challenging the propriety of his election, were like the desperate remonstration of the ‘cowardly dog’ named ‘Courage’ protesting the selection of his opponent in an impending ‘dogfight’. Again it becomes utterly preposterous again to accuse the new Chairman of going about trying politically to wake every ‘sleeping dog’ up. Because the question then arises, what else should a poor innocent ‘attack dog’ -off the leash- do to live up to its reputation of an ‘attack dog’ if it does not do ‘attacks’? And more justifiably so, what should it do when there are lousy ‘sleeping dogs’ littered all over the place if it does not wake them up? Sleeping dogs in the midst of a hunting expedition should be roused to fall to occasion. But then they said that Oshiomhole’s combative, muckraking approach to partisan issues is the reason the APC is currently in such a mess –referring to the gale of defection from the party by some NASS
members and a couple of governors. In fact his predecessor, Oyegun has suddenly found his voice recently when he said that he handed over a well-knit ‘broom’ to the new Chairman, but that Oshiomhole has failed to keep it in its bunch. It is as laughable as an insistently ‘righteous’ Jonathan frequently alleging he handed over a ‘sound economy’ to his successor but that Buhari has collapsed it. but that is by the way. The irony is that whereas they are quick to remember to thumb Oshiomhole down for a political mutiny the seeds of which had been sown before his advent, yet they’ll not remember to credit him with some of the more momentous counter-defections that are currently taking place into the party. Yet it is to be expected that every novel move by a radical-progressive in the midst mostly of conservative-reactionaries will be deemed politically heretical; and as with everything he has done since coming to office, Oshiomhole’s somewhat bossy attempt -as Chairman of the ruling party- to corral and to compel political appointees of the President, especially ministers, to constitute the boards of federal agencies and parastatals under them –novel and progressive as this should be- was deemed no less heretical than his sudden obsession with, and imposition of, ‘direct primaries’ on the ruling party. And although this particular ‘heresy’ of the Chairman of a ruling ‘progressive’ party bossily breathing down the necks of their political appointees to do the needful, ran into troubled waters with the Labor Ministry’s Chris Ngige, it is still no less a commendable idea –even as un-orthodoxy as it may seem in our jaded democracy. Political parties should not only be there as vehicles for gaining elective or appointive offices, they should also be command observatories watching over and exhorting political actors to good governance, including recommending reward for it and appropriate reprimand for any lack of it thereof. Yet Oshiomhole’s most pleasant ‘heresy’ was in his courageous reply to the House Minority Leader Gbajabamiala’s recommendation that APC legislators who ‘refused to be enticed with money and automatic return tickets’ to defect to PDP, be ‘compensated for their steadfastness’, ironically, with APC ‘automatic’ return ticket; and that doing so in fact would not only be fair in the circumstances but that it would ‘broaden the gains of democracy’. Oshiomhole, again was brutally frank. The APC under his leadership, he said ‘would not impose candidates on their constituents’! nothing can be more radically progressive in a decadently conservative and reactionary system like ours. And the question arises ‘why must lawmakers be compensated for their own altruistic partisan conviction? Was it not sufficient that by their actions they were able to consolidate their loyalty to the party and thus deepening their privilege to re-contest and not their right to escape the ballot?’ By the way, if as they say that ‘virtue is its own reward’, why should the political ‘virtue’ of resisting the temptation to sell one’s conscience be rewarded with an opportunity to gain political office in gross spite of the electorate? Why should the due democratic process and the electoral will of the people be compromised to compensate politicians merely because they have resisted temptation to be bribed?
Our POSITION Legislature, states and financial autonomy
T
he principle of separation of powers in Nigeria has to an extent been effective at the federal level as the National Assembly has in various circumstances, served as a check on the executive in accordance with its constitutional responsibilities. But the reverse has been the case in the states where the legislature has always pandered to the whims of the governor. That the State House of Assembly has been the puppet or stooge of the governor was clearly expressed in the rejection of the financial autonomy earlier offered them as contained in constitutional amendments carried out by the sixth National Assembly. With President Muhammadu Buhari’s assent recently, to the Fourth Alteration Bill to the 1999 Constitution which gave total financial autonomy to Houses of Assembly and the Judiciary in 36 states of the federation, these organs of government now have the platforms to perform optimally. Specifically, with this amendment, the state Houses of Assembly will no longer depend on the state governments for their financing as they can now draw their funds straight from the first line charge. This implies that like the National Assembly, the Federal Ministry of Finance will henceforth transfer their budgetary allocations to their independent accounts. We welcome this development and hope that these two arms of government in the states will make the best use of the opportunity. Indeed, it is victory at last for the state legislature, an organ of government which has been oppressed and suppressed for several years by the executive. The operations of the Houses of Assembly in various states of the federation since 1999 are best exemplified in how not to be legislatures as theirs had been a sheer opposite of the application of the principle of separation of powers. What that implied was that the state legislatures did not exist to serve the public interest in accordance with their constitutional responsibilities but rather to serve as an appendage of governors. Besides, with very little excuse and sometimes for pecuniary reasons, legislators had no qualms about impeaching their speakers. Yet behind most of the impeachments is the overbearing disposition of the executive in these states where the governors lord themselves over the legislative arm of government which they seek to emasculate. Thus, any speaker who tries to be inquisitive on the activities of the executive is quickly impeached under the supervision of the governor and replaced with a favourite one who will be ready to take orders. It is therefore little wonder that it is never heard that a legislature has exposed corrupt acts by the executive in any state
as provided in the constitution neither is it ever heard that a state budget has been subjected to any thorough scrutiny. Rather, executive bills and nominees in all the 36 states usually pass through the legislatures and returned as proposed. Various studies carried out by the National Institute for Legislative Studies (NILS) on the activities of the state legislatures recently showed that the lawmakers were mere rubber stamps of the governors. To the extent that the legislature financial autonomy is meant to guarantee their freedom from the overbearing influence of governors, we welcome this cheery development. We hope the Houses of Assembly will summon courage to discharge their constitutional responsibilities in the interests of the people who elected them. It is also the same trend with the judicial arm of government in the states. State governments hardly lose any case they institute or that is instituted against them in the various high courts of their states and it is believed that a major cause of this is lack of financial autonomy. We are of the opinion that with the President’s assent to this bill, judges like legislators will henceforth have no reason to draw their funds from the state governments and hence, begin to uphold the dictates of their conscience by dispensing justice without fear or favour.

Customs intercepts N2bn codeine, Short News Ogbe commissions erosion tramadol, other illicit drugs prone farm in North East Joy Anyim, Lagos
The Federal Operations Unit, Zone ‘A’ of the Nigeria Custom Service said it has intercepted another truck loaded with 2,748 cartons of Codeine syrup and 49 cartons of Tramadol capsule among other items with a Duty Paid Value (DPV) of over N2 billion. The Area Controller, Comptroller Mohammed Uba, while briefing journalists on the recent breakthroughs by the command on Wednesday said the truck of codeine was intercepted along Afromedia Estate by Alaba International Market, while the Tramadol capsules were evacuated from a warehouse in Ajao Estate, Lagos. This set of seizure comes barely two weeks after the Unit had intercepted a truck with 498 cartons of codeine been transported to the Eastern part of the country. Although no arrest has been made, as the owners of the prohibited substance fled on sighting Customs officials, Uba
lamented the continued importation of such substances which he said is dangerous in the hands of the youth. Uba said, “This is the second time in a row the Unit is intercepting this substance since the Federal Government banned the importation of cough syrup that contains codeine. The driver of the truck on sighting our officers abandoned the truck and fled. “Also, the 49 cartons of tramadol capsules 100mg were evacuated from warehouse in Ajao Estate based on information. The drugs will be handed over to NAFDAC for further investigation.” Similarly, the unit also said 21 sacks of pangolin scales weighing 1,031kg and four pieces of elephant tusk weighing 29.35kg, all with a DPV of over N253 Million were evacuated from a shop located at Tejosho market, Lagos. Uba who said no suspect was arrested in connection with the seizures, raised alarm over the increasing rate at which Pangolin scales and elephant tusks are been exported illegally. Recall that earlier in the year the Unit
had intercepted N2 billion worth of Pangolin scales and arrested two Chinese nationals in the process. Speaking on the recent seizures, Uba said, “This set of seizure was made based on information by the Warehouse Operations team led by AC Mutalib Sule. The Occupant of the shop fled and still at large but investigation is already ongoing towards getting the culprit arrested and prosecuted. “You will recall that the Minister of State for Environment, Mallam Usman Jibril accompanied by the CITES Delegates from UN visited the Unit, inspected the previous seizure of such endangered species this year and even commended us for a job well done. The trade on such endangered species is globally prohibited, hence the need for us all to fight against such illegality so that such endangered species do not go into extinction.” Other seizures by the command were said to include; 17 used vehicles, 1,610kgs of Indian hemp, 1,380 bags of 50kg rice, with eight suspects arrested for the seizures.

The benefiting Communities of the project being implemented under the IFAD- Climate Change Adaptation and Agribusiness Support Programme (CASP) spread across the 7 States of the country comprising: Borno, Jigawa, Katsina, Kebbi, Sokoto, Yobe and Zamfara states. The project which will be completed this year will undertake 22 rural roads with support structures such as drainages, culverts, rails and drifts covering a distance of 59.09km across the participating states.
Nasarawa students protest nonaccreditation of courses, extortion Augustine Kuza, Lafia There was cohesion at the early hours of Wednesday, (yesterday) in Lafia as Students and Ex-Students of Nasarawa State Polytechnic barricaded the major high ways in the state, protesting over non accreditation of all courses in the institution. The students who were carrying placards with different inscription such as; no course is accredited, we are tied of stories, our certificate is not recognised among others. Spokesperson of the student, Umar Abdullahi, said the management is charging them N2, 000 each for accreditation since 2013 yet nothing happened. Delta State Governor, Dr Ifeanyi Okowa has called for steady efforts towards addressing the housing deficiency in the country. Customs assures officers of better logistics Benjamin Omoike, Lagos The Nigeria Customs Service (NCS), has assured its officers and men across the country of better logistics packages, which will assist them in discharging their responsibilities dutifully. The NCS Assistant Controller General (ACG), in charge of Zone ‘A’, Aminu Dahiru, stated this while addressing officers of the Command shortly after inspecting a guard of honour parade at the Command’s office in Abeokuta, the Ogun state capital. The ACG, who is on duty tour of the Ogun Area Command of the Service, disclosed that adequate provisions had been made for logistics in the 2018 budget. Contempt trial: Court reaffirms arrest order on INEC Chairman Andrew Orolua, Abuja Justice Stephen Pam of the Federal High Court sitting in Abuja, on Wednesday reaffirmed the order on the Police to arrest the Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmoud Yakubu and bring him to the court to face his contempt charge. The court had, last week issued a bench warrant of arrest against the INEC boss following his absence in court for three consecutive adjournments to show cause why he should not be committed to prison for alleged contempt of court. The matter which was adjourned till yesterday (Wednesday) for continuation of contempt proceedings against Prof. Yakubu could not go on, owing to his absence. Reaffirming its earlier order of arrest, Justice Pam noted that the matter was slated for continuation yesterday, but unfortunately, counsel to the defendant has informed the
court that he did not know the where about of his client, though, he had told the court at the last sitting that the defendant had travelled and would be back on 7 August. “In the circumstances, the earlier order of bench warrant of arrest issued on 1st August 2018 subsists. The police are hereby ordered to arrest and bring Prof. Mahmoud Yakubu to court on 14, August.” Earlier, when the matter was called yesterday counsel to INEC’ s Chairman, Chief Adegboyega Awomolo (SAN), told the court that his client has filed another motion challenging the jurisdiction of the court and the validity of the contempt. He insisted that until the court determines that motion, then there is no valid contempt charge before the court. He said the condition precedent for criminal trial has not been fulfilled. Besides, Awomolo drew the attention of a letter dated August 1 to the Chief Judge of the Federal High Court, Justice Abdul Kafarati to disqualify the Judge and transfer the case to another Judge on the account of alleged bias.
Counsel to the plaintiff, Chief Gordy Uche (SAN), however opposed the move for the matter to be adjourned on the ground that there was no basis for that. He told the court that Chief Adegboyega Awomolo (SAN) has written to the Chief Judge for the disqualification of Justice Pam, the Judge cannot act on that letter because there was no directive from the Chief Judge on the letter. Uche insisted that until there is a directive from the Chief Judge, the matter must go on. He added that the matter is before a special court that was issued with a fiat to hear the contempt charge within a specific time. He said since the fiat issued to the Judge to sit as a special court has not been withdrawn, Awomolo’s letter cannot take precedence over the fiat. He urged the court to continue to sit and determine the contempt charge against INEC chief. Justice Pam agreed with Uche and reaffirmed his order to Police to arrest and produce the INEC Chief in court on August 14, 2018.

6 ‘Kwankwassiyya’ Kano lawmakers defect to PDP Six ‘Kwankwassiyya’ members of the Kano State House of Assembly have defected from the All Progressives Congress (APC) to People’s Democratic Party (PDP). The legislators, who are loyal to former Governor Rabi’u Kwankwaso announced their defection in a letter they sent to the House. In the letter read by the Speaker, Alhaji Kabiru Rurum, the six lawmakers said they defected to PDP “based on the premise that the party (APC) has failed to meet the aspirations and yearnings of the people we represent.” The defectors include: Yusuf Babangida Sulaiman (Gwale), Rabiu Saleh (Gwarzo), Zubairu Mahmud (Madobi), Yusuf Abdullahi Falgore (Rogo), Hamza Sule (Bichi) and Isiaku Ali Danja (Gezawa). Their defection came barely 24 hours after the state Deputy Governor, Prof Hafiz Abubakar resigned from his position and defected to PDP along with 10 other aides of the state Governor, Abdullahi Ganduje.

Senate to reconvene next week to consider N164bn request by INEC Tunde Opalana, Abuja
Fears over funding of the 2019 general elections was allayed on Wednesday as the Senate has agreed to reconvene next week to consider the N164 billion virement request by President Muhammadu Buhari. This indication was given by the Chairman of the Independent National Electoral Commission INEC), Prof Mahmood Yakubu, who briefly told journalists after a rescheduled meeting of INEC management with leadership of the National Assembly at the NASS complex in Abuja. The meeting, which was supposed to hold on Tuesday was stalled by the siege on the National Assembly complex by operatives of the Department of States Security (DSS). The meeting, which lasted for two hours, had in attendance the President of the Senate, Bukola Saraki, Speaker of the House of Representatives, Yakubu Dogara and other principal officers of both chambers. Prof. Yakubu said the budget will be approved next week to provide spending for a six months series of activities preceding the commencement of the election 190 days away.. Prof. Yakubu said: “The most important thing to say was that INEC was invited to meet with NASS leadership on how the proposed budget for the 2019 elections can be
speedily consider and appropriated by NASS. We have been assured of speedy passage of the budget perhaps as early as next week. N242 billion is the total amount proposed.” Senate Minority Whip, Philip Aduda, who was also at the meeting, agreed that if need be, “we will resume to consider the virement request and we are agreeing we will fix a date to discuss this budget and ensure passage.” Before the meeting was dissolved into closed door session, Saraki had assured the INEC boss that the National Assembly is more committed on raising the nation’s electoral processes, adding, “our role is to make amendment on the electoral Act. “We are more committed than ever so that we have election in 2019 that is credible and the only way to do that is to ensure that you have all that is necessary to make the election efficient. The import of today’s meeting is to see how INEC can perform and so our role is to assist you achieve that.” In his remarks at the meeting, INEC boss said, “we are now more energized, more reassured that our plans for the 2019 general elections are absolute in progress. We have from today exactly 191 days to the opening of polling units by 8am on Saturday, February, 2019. “There are activities we have to undertake for a minimum of six months to the election day and six months to election day kickstart from the 15th of August. It means we have eight days to the commencement of
these activities. We are confidence that all the grey areas will be ironed out and as far as INEC is concerned, our own component of the cost of 2019 elections will be speedily appropriated by the National Assembly. “Your excellency, I am sure you are aware this is the very first time in the history of our elections that the budget for elections in Nigeria is subjected to approval by the National Assembly in this way.” In his speech earlier at the world press conference, Saraki had said “we stand committed to doing our utmost as lawmakers to ensure that the responsibility and functionality of governance are met. Although we are on annual break, we are daily reviewing the situation and are alive to the responsibility to take action as necessary. “Unfortunately, yesterday’s shutdown prevented us from meeting with INEC, as scheduled, to address funding concerns. We will continue to look into the matter. In the spirit of that, we also appeal to Mr. President to sign the 2018 Electoral Act Amendment Bill which has been sent for his assent.” While fielding questions on INEC request, Saraki said it is amazing that people are not asking what INEC was doing that they did not submit their request until the lawmakers embarked on recess. He said from January through June, the lawmakers were on ground and nobody from the Executive made any request of additional funds for the INEC.
The Edo State Governor, Mr Godwin Obaseki, has reeled out the new direction of ongoing reforms in the solid minerals sectors, at a meeting with the new executive members of the Edo State chapter of Miners Association of Nigeria (MAN). According to Obaseki, the suspension of mining activity at burrow pits across the state by his administration, signalled the beginning of a new era in the sector and declared that the state government would work with the association to revamp the sector. “We want to work closely with you to help recertify and build a data base of your members, put formal and formidable structures in place to tackle the challenges in the sector, expand its scope and make mining viable in the State,” the governor said.

NCDC, PHN partner private sector to check disease outbreaks Stories: Angela Onwuzoo
The Nigeria Centre for Disease Control (NCDC) and the Private Sector Health Alliance of Nigeria (PHN), have launched a new initiative known as the Alliance for Epidemic Preparedness and Response (A4EPR). According to the two bodies, the aim of the initiative is to develop a formal structure for the private sector to support the Nigerian government through NCDC, in the prevention, preparedness, detection, response and control of outbreaks in Nigeria. The NCDC says A4EPR was designed to address priority areas in health security, focusing on building the capacity to protect the health of Nigerians. These priority areas the centre noted, include – purchase of equipment for outbreak preparedness
and response; support to states during outbreaks; advocacy and communications as well as capacity development. The Health Minister, Professor Isaac Adewole, launched A4EPR during a Private Sector Roundtable on Health Security held in Lagos recently. The event had the Minister of State for Health, Lagos State Commissioner for Health and over fifty representatives from private sector organisations in Nigeria including Dangote Group, MTN Nigeria, Tony Elumelu Foundation, Total E&P among others in attendance . The roundtable according to the organisers, was an opportunity for government officials and the private sector to discuss public-private partnerships in building resilient health systems to advance the country’s emergency preparedness
and response to disease threats. Stakeholders at the event stated that the recent outbreaks of Lassa fever, Monkeypox, yellow fever, cholera and meningitis have caused significant strain on the nation’s public health sector, adding that these outbreaks affect the country’s economy through loss of labour, reduced productivity and inefficiency of businesses. In his remarks during the launch, Adewole emphasised that the Federal Ministry of Health is happy and proud of the initiative while expressing commitment to supporting the alliance. He cited strong partnership between State and Federal Governments, publicprivate partnerships and effective team work as three key lessons from the 2014 Ebola outbreak response in Nigeria which he said must be sustained. Commenting on the potentials of the new initiative in achieving
health security in Nigeria, the CEO of NCDC, Dr. Chikwe Ihekweazu and his counterpart at PHN, Dr. Muntaqa Umar-Sadiq, expressed their optimism that A4EPR would serve as a secure and sustainable platform for public-private partnerships in Nigeria’s health sector. The event also witnessed a panel discussion with representatives from Dangote Foundation, Total E&P, MTN Foundation, Tony Elumelu Foundation, Facebook and the Lagos State Commissioner for Health. ‘Use of family planning, key to reducing maternal, says Expert Family planning has been identified as cost effective strategy that could prevent the death of 358,000 women who die each year across the world from complications of pregnancy and childbirth if effectively used. A resident doctor in Obstetrics and Gynecology at the Lagos Island Maternity Hospital, Lagos, Dr. Olufunke Olamigoke, disclosed this during a media roundtable organised recently by the Development Communications Networks with support from NURHI. In her presentation titled; “Family Planning; Cost Effective Strategy in Tackling Maternal Mortality” Olamigoke quoting the United Nations Economic Commissions for Africa, 2013, said the 10 countries with the highest maternal mortality ratio were in Africa with Nigeria having an alarming rate of 14% of maternal deaths globally. According to her, if not checked, the lifetime risk of maternal death indicates that 1 in 30 women in Nigeria will have a death related to pregnancy or child bearing going by statistics available. Giving insight into the benefits of family planning, Olamigoke said:” It reduces exposure to incidence of pregnancy; reduces vulnerability to abortion risk; postponement of pregnancy during prematurity of pelvis development by delaying the first birth as well as reducing the hazard of frailty from high parity pregnancies.” On the way forward, she called for female education, that is educating the women on the importance of family planning as a tool for safe motherhood . She also recommended targeted and sustained public health awareness campaigns, increased availability of family planning services and increased training for health care providers as part of the way forward.

Pensioners protest against PENCOM over non-payment of retirement benefits Ladesope Ladelokun Contributory scheme pensioners in 7-demand protest against PENCOM – PENCOM retirees under the Federal Contributory Pension Scheme, on Wednesday, protested against the National Pension Commission (PENCOM) over issues ranging from nonpayment of retirement benefits to non-payment of the arrears of an increase in pension by 15 percent and 33 percent since 2014 and enhancement of monthly pension. With placards bearing various messages, the pensioners who gathered at Nigeria Union of Pensioners (NUP) office, Ibadan, listed their other concerns to include the non-payment of accrued interest on bounded entitlements since 2004, nonpayment of gratuity to gratuity to all pensioners under the Contributory Pension Scheme since July 2007 that the scheme took effect. Contributory Pension Retirees, Mr Samuel Kajusola, who rendered their agitations, further bemoaned that the pension of some of its members who retired between July and December 2007 had had their pension terminated since October 2017. Kajusola, specifically, questioned whether Contributory Pension Retirees, especially those on programmed withdrawal, will get a pension for life, or only for 10 years after leaving service. While he lamented that several contributory pensioners had not been paid their entitlements after over a year of retirement from service, he also bemoaned the haphazard nature of enhancement of pensions, such that several pensioners had only an addition ranging from N800 to N6000, and some none, over the years. “We frown at the nonpayment of retirement benefits to members when the Pension Reform Act 2014 (PRA 2014) stipulates that retirement

Adeosun wants agencies to rake in more revenue for FG Mathew Dadiya
As part of efforts to rake more revenue from its agencies, the Federal government of Nigeria through the Minister of Finance, Mrs. Kemi Adeosun, has said Chief Executive Officers (CEOs) of Federal Government agencies should be given more revenue targets and probably have their tenures tied to it. She said this on Wednesday in Abuja at the launch of the template for calculating operating surplus by Ministries, Departments and Agencies (MDAs) into the Consolidated Revenue Fund (CRF). Adeosun was represented by Mr Kyari Dikwa, the Secretary, Presidential Initiative on Continuous Audit (PICA). According to Adeosun, the call has become

Before the budget is prepared, there are bilateral discussions between the MDAs and the Budget Office of the Federation (BOF), and some other agencies on what they should generate. “But we realised that the targets are still not being met.’’ She also called for a review of the Fiscal Responsibility Act, (FRA) 2007, to provide for sanctions and incentives so that by giving incentives and sanctions there would be an improvement in revenue generation. “I also recommend that there is the need for cost of collection and it is in line with the constitution. “For every revenue generating agency, there is a cost of collection and you will realise that with this they will meet their targets. “You can see that the Federal Inland Revenue Service (FIRS), Department of Petroleum Resources (DPR), Nigeria Customs Service (NCS), are meeting their targets because of such incentives on collection.’’ Adeosun said that many MDAs go outside the confines of their mandates to donate what should make up their operating surpluses to political parties and charity organisations and later come up to declare zero balance as surplus. This, she said necessitated the reason for the development of the template so MDAs could know what constituted their surpluses and what should be retained as general reserve funds for the organisation.

Zenith Bank aims to increase retail segment market Motolani Oseni The management of Zenith Bank Plc has reiterated efforts to deploy strategies aimed at increasing its retail segment markets share while consolidating on its leadership in the corporate segment. The financial institution in a statement, said, “The Group is making significant progress in retail banking evidenced by a remarkable increase in the volume of transactions on various electronic platforms as well as increase in customer acquisitions. “This has translated into increase in fees on electronic products which grew by 87per cent, growth in retail deposit balances, as well as increase in Zenith’s share of the industry’s retail
business. “During the six months to June 2018, fees and commission income was N47billion compared to N38billion in June 2017, showing a 24per cent growth. “Between half year of 2017 and half year of 2018, volume of transactions on various electronic platforms rose by over 100per cent. “With this emphasis on retail business, the Group is on course to diversifying its funding and income base.” The lender earlier in the week released its audited result and account for the period ended June 30, 2018 with profit before tax gaining 16 per cent to N107.4billion and improving on interim dividend payout of about N0.30 per share. According to the Zenith Bank
statement, “Amidst a challenging operating environment, the Group optimised its bottom line through efficient treasury and liquidity management which resulted in a 39per cent decline in interest expense over the prior period, enhanced asset quality as impairment charges fell significantly by 77per cent compared to half year of 2017 and ramped up the volume of transactions leading to a 24per cent increase in fee and commission income over the same period last year.” The group reported eight per cent or N272 million drop in total deposits to N3.2 trillion as at June 30, 2018 from N3.4 trillion reported in 2017 full year results, with total assets at N5.3 trillion reflecting a six per cent reduction from N5.6 trillion as at December 2017 financial year. The bank explaining reduction in
total deposit said, “The reduction in deposits was as a result of a deliberate strategy to reduce reliance on expensive fixed deposits while growing cheaper savings deposit by 12per cent from 2017 (N48billion increase YTD) and consolidating on the retail drive.” The group’s gross earnings and interest income reduced by 15per cent and 13per cent respectively, driven by lower trading income, declining yields on assets and a reduction in the loan book by six per cent. “Despite the decline in top line, the Group mitigated these knockon effects by strengthening its Net Interest Margins (NIM) to 10.1per cent (adjusted) for half year of 2018 compared to 8.6per cent (adjusted) for half year of 2017 reflecting significant improvements in the Group’s operational efficiency.”

A British industrialist, Sanjeev Gupta is expected to buy UK subsidiaries of Diamond Bank Plc before the end of this year and is going through a change of ownership, its chief executive said on Tuesday. Diamond Bank had sold its West African subsidiaries last year in a move to focus more on retail banking. In May, Diamond Bank posted a 2017 loss, its first time in the red in six years after selling assets to conserve capital and to focus on its home market. Diamond bank half year results for the period ended June 30, 2018 reported profit before tax declined of 69 per cent to N2.92 billion, hurting its shares, which fell a further 1.60 per cent on Tuesday. Diamond Bank said it expected loan growth to return, growing five percent this year after credit declined in the first half by 3.6 percent. Weak economic growth hurt loan growth in Nigeria last year. However, as the economy improves the bank expects loans to grow especially as the central bank introduces liquidity to the banking sector targeting credit to manufacturers. “The loan growth would come from corporate banking. With the turnaround in GDP we would begin to see opportunities in fast moving consumers good, manufacturing,” the bank said on a call with analysts.
Obaseki engages Edo miners on sector’s blueprint Titus Akhigbe, Benin The Edo State Governor, Mr. Godwin Obaseki, has reeled out the new direction of ongoing reforms in the solid minerals sectors, at a meeting with the new executive members of the Edo State chapter of Miners Association of Nigeria (MAN). According to Obaseki, the suspension of mining activity at burrow pits across the state by his administration, signalled the beginning of a new era in the sector and declared that the state government would work with the association to revamp the sector. “We want to work closely with you to help recertify and build a data base of your members, put formal and formidable structures in place to tackle the challenges in the sector, expand its scope and make mining viable in the State,” the governor told his guests at the Government House in Benin City. He explained that the decision to suspend sand mining at burrow pits was to check activities that can impact negatively on the environment and cause flooding and mud slides. “A lot of work needs to be done at the operational and regulatory levels as modalities need to be put in place to have a viable mining industry in the state. We will ensure that the mining laws and practices are right, and that the risks involved are reduced,” he stressed, adding that aside agriculture and the service sectors, mining is one area his administration is looking at critically, to turn around the fortunes of the state.

Those behind siege on NASS must be prosecuted – Turaki A frontline presidential aspirant on the platform of the Peoples Democratic Party (PDP) and former Minister of Special Duties and Intergovernmental Affairs, Kabiru Tanimu Turaki, SAN, has called for the prosecution of those behind the siege on the National Assembly on Tuesday. 2019: Goje’s ex-aide dumps APC for PDP As the gale of defection continue in the country across party line, chief of staff to former Gombe State governor, Danjuma Goje, Umaru Chikere, has left the All Progressives Congress (APC), for the Peoples Democratic Party (PDP). Chikere, who served Goje in his first term, 2003-2007, joined the PDP with his supporters at a ceremony on Wednesday in Kumo, Gombe State. Alhaji Garba Nasara, PDP Chairman of Akko Local Government Area, received Chikere and other defectors. Chikere is eyeing the Gombe Central Senatorial seat, currently being occupied by Goje, a senator on the platform of the APC. “We are now saying welcome back to PDP and assure you and your supporters full support in the party,” Nasara said, adding that Chikere and his supporters would be treated equally without discrimination. Nasara advised the party supporters to get their Permanent Voter Cards (PVCs) before the end of the registration to enable them contribute to the success of the party in 2019. Chikere said he realised his mistakes of being in the APC, saying that PDP was the right party for him. He thanked the people in the senatorial district for their support and encouragement to contest under the platform of the PDP. The aspirant urged the party supporters to play the game of politics accordingly for their success. Chikere promised to provide more dividends of democracy to the people if voted into power. “It is time for us to join hands in order to win the election and fight for our right,” NAN quoted him as saying. Minister of the Federal Capital Territory, Malam Muhammad Musa Bello, has called for strategic private sector participation and partnership in the development of district infrastructure as well as low cost housing in the territory. The Minister, who made the call in Abuja during the opening ceremony of the Abuja Investment Expo, which took place in Abuja recently, said the territory cannot achieve meaningful success without participation of the private sector. According to the Minister, the multiplier effects of investments in these areas would not only energise FCT’s economy but also raise its
commercial profile as well as create jobs and lift the standard of living of the residents. He commended the leadership and members of the Abuja Chamber of Commerce and Industry for setting the pace in property development with the Novare Gateway Mall, which was developed in collaboration with a foreign investor, in addition to the Chambers’ six-floor headquarters and 10,000 seated convention centre situated on a strategic location in the Abuja International Airport. He said these structures have helped to improve the outlook of Abuja cityscape. Bello said: “The Administration needs your strategic partnership in the area of Public-Private-Partnership (PPP) projects, particularly in district infrastructure development and low cost housing. Residents of the Federal Capital Territory have cried out to the Federal Government to stop the sudden visit of bulldozers at their various residences with such a little notice as this encroaches on fundamental human rights. This call came in the wake of demolition exercise carried out by the Abuja Development Control on Saturday which saw the demolition ofcommercial complex at Gwarimpa district of the FCT. Reacting to the sudden exercise which the authority is embarking soon, with the attempt to ensure that no slum exist across the FCT, Mr. Enoch Yakub, a native of Gbagiyi in Abuja Municipal Area Council (AMAC), stated that the issue of respect to indigenes of the FCT has not been addressed since the authority embarked on resettlement programme years back. According to Mr. Enoch, the authority has not yet found an answer to the questions being posed by the people that their ancestral homes have been taken by the Federal Government in addressing the issue of nation’s capital city. He said: “Our systems here does not allow the rights of the citizens in determining what project should be introduced. If you take a look at countries like Germany, France and England, the natives are integrated into the urban cities when developments approaches not the other way round, where people are chased out of their ancestral homes to start all over again”. He advised that such moves would not only cause disaffection but would not allow meaningful development in the FCT as the people will continue to agitate for their rights. Meanwhile, Mr. Idris Mohammed, has said that the best way to ensure meaningful development in making Abuja a world class city is by sticking to the implementation of the original Abuja master plan. Idris, a civil servant, while reacting to people’s indifference on the demolition activities in the FCT, observed that the introduction of good developmental process in any country must not be good in the eyes of every one. He said that in applying such policies that the authority must step on so many toes more especially in a society where corruption is systemic.
The Minister of FCT on assumption of office had said that he would remain resolute in preserving the sanctity of the Abuja Master Plan. This, he had done by demolishing both slums and structures in the highbrow areas, that flagrantly infringe on the master plan, without minding who was involved, so long as the action was within the ambit of the laws of the land. The Abuja Times on Saturday witnessed when the Bulldozer rolled into the elites’ zone to save a situation that would have caused a colossal loss of lives, if the action was not taken. This time around, the bulldozer did not move to any slum, but into Gwarrimpa Estate, reputed to be one of the largest estates in Africa. A multiple storey complex under construction was said to have failed integrity test of both the Department of Development Control, and that of the Inspectorate of Council for the Regulation of Engineers in Nigeria (COREN). According to Mukhtar Galadima, the Director of Department of Development Control, the agency, who led the operations, the agency was alerted about the structure that had partially collapsed, and upon conducting further checks, the building that was at the second floor level failed integrity test, and therefore cannot be allowed to stand. The Abuja Times had on record that that the owner of the building and those in-charge of the project, who did not show up throughout the demolition exercise lasted, failed to obey several orders that were issued him on site by relevant agencies, right from the foundation stage. Galadima said: “There was a reported case of partial collapse, so when we saw the news, we sent our men to come and investigate. When they came, they made observations, particularly on the materials used, which are low quality materials. “Based on that investigation, we came down with the management of the agency. We saw the structures and the materials, and in conjunction with COREN, we concluded that the building cannot stand the test of time, so we decided to come and remove the structures. Allowing it to stand in this rainy season is very disastrous”.

Iran vows to continue oil exports despite Trump’s threats Iranian President Hassan Rouhani has vowed that Iran will stand firm against threats by the United States over oil shipments after Washington reimposed economic sanctions on the Islamic republic. Speaking to state broadcaster IRINN on Wednesday, Rouhani said: “If the Americans want to keep this simplistic and impossible idea in their minds, they should also know its consequences.” “They can’t think that Iran won’t export oil and others will export.” Rouhani did not specify what consequences the US could face, but in the past, Iranian officials have threatened to block the Strait of Hormuz, a major shipping route in the
Middle East, in retaliation for any US actions. The US has dismissed the threat as a bluff. Is Donald Trump on a relentless quest to corner Iran? During his meeting with North Korean Foreign Minister Ri Yong-ho in Tehran on Wednesday, Rouhani warned him that the US was “an unreliable and untrustworthy” negotiating partner that did not honour “any of its commitments”. Ri was also quoted as describing the sanctions against Iran as “inappropriate and contrary to international standards”. North Korea is under US and UN sanctions over its nuclear weapons
programme. The first round of reimposed US sanctions targeting Iran’s aviation and auto industries as well as its banking system snapped back on Tuesday. A second round of sanctions against its energy sector will be reimposed on November 5. Countries like Russia, China and Turkey, however, have said that they would not abide by the US sanctions, and would continue to trade with Iran. On Wednesday, China’s foreign ministry said it opposed the US’ “unilateral sanctions” and “long-armed jurisdiction”, adding that its business ties with Iran were “open, transparent and lawful”.

Kabila’s ruling coalition nominated former interior minister Emmanuel Ramazani Shadary as its presidential candidate, Lambert Mende, the government spokesman, said on Wednesday. The move put an end to years of speculation on whether Kabila would defy terms limits. The government waited until the last moment to announce Kabila’s decision not to run. The electoral commission’s deadline for candidates to register was Wednesday afternoon. Al Jazeera’s Catherine Soi, reporting from the capital Kinshasa, said Ramazani’s nomination came as a surprise. “Over the days, several names [of Kabila’s replacements] have been floating around, but his name never really featured,” she said. “The nomination came after a long consultation between the president and his coalition.” The uncertainty about Kabila’s intentions raised concern over the past few days, she said. “But now that has been cleared and analysts are telling us that these tensions that have been in the country could deescalate,” she said. The rival parties have three months to form a transitional government [AFP] Thousands of residents of South Sudan’s capital Juba have been celebrating a peace deal struck between President Salva Kiir and rebel leader Riek Machar, which rekindles hope that the guns will stop firing. The second power-sharing agreement deal was signed on Sunday in Khartoum, capital of neighbouring Sudan, after protracted negotiations between the warring factions. Many turned out at the airport to welcome Kiir back from Khartoum after the deal. The agreement aims to put an end to nearly four years of conflict that has killed tens of thousands, uprooted millions from their homes, and ruined South Sudan’s economy. The deal was signed in the presence of Presidents Omar al-Bashir of Sudan, Yoweri Museveni of Uganda, Uhuru Kenyatta of Kenya, and Ismail Oma Ghuelleh of Djibouti. “We have to concentrate on the implementation of the agreement and we have to work on uniting our people,”
Kiir said on Sunday after signing the deal. The peace agreement has been applauded by some rights activists. EFCC confirms corruption probe of NFF chief Amaju Pinnick, others Investigations into allegations of fraud and corruption against CAF first vice president Amaju Pinnick and others are on, a top official of the Economic and Financial Crimes Commission (EFCC), Mohammed Saleh, has confirmed. There was a petition written against Pinnick to the EFCC last month by a former national coach James Peters, alleging “monumental stealing and financial crimes in the NFF”, and the EFCC has now confirmed they are investigating the matter. When asked if Pinnick was being investigated for the alleged financial crimes, Saleh said: “Investigations are ongoing right now and I wouldn’t want
to speak on it, but such cases are ongoing right now,” Saleh said. There have been allegations of financial crimes against Pinnick during his reign as president of the NFF and this week, the panel set up by the sports ministry to investigate such allegations had demanded for relevant information to assist them in the probe. CAFCC: Enyimba coach confident ahead ATP begins bid process for post-2020 Tour Finals host city of Djoliba clash in Mali Men’s governing tennis body, the ATP, has announced the opening of a tender process for hosting its season-ending showpiece tournament after a decade in London. Currently called the ATP Finals, it consists of the top eight singles players and doubles duos and has been staged at London’s O2 Arena since 2009 and will be there through 2020. Despite the huge success of the tournament in London and the popularity of the venue with the players, the ATP has opened the door for another bidder. However, it has not ruled out that it could remain in its current location past the current deal. “Our season-ending tournament has been a remarkable success story since it moved to London in 2009…. “We look forward to continuing the tournament’s growth over the next three years at The O2 through to 2020,” Chris Kermode, ATP Executive Chairman & President, said in a statement on Wednesday. “The tournament’s popularity and stature have reached unprecedented heights in London, which has attracted significant interest from potential future host cities over the years. “We feel the time is right to undertake this international tender process as we look to secure the event’s future beyond 2020,” said Kermode. Last year’s tournament, won by Bulgaria’s Grigor Dimitrov, attracted a weekly attendance of 253,642, the ninth successive year it broke the 250,000 barrier. Since the event moved to The O2 Arena

He noted that his team were conversant with their opponents’ formation and tactics having played them at home, adding however, that it would be a different ball game as the Malians play in front of their home crowd. “We have to start working hard and immediately remove the memories of our last defeat by winning our next two matches and booking our ticket to the knockout phase of the competition. “But first, we want to solely focus on our next game, which is against our Malian counterparts. “It won’t be an easy match as our opponents have a lot of experience,
especially playing in front of their home fans, but I believe we can come out good having defeated the same team 2-0 earlier on Match Day One. “The Bamako-based team always like to take control of the midfield, stringing a lot of good passes together in an effort to wear their opponents down and can also be dangerous going forward. “However, my players know what is at stake, so everybody is going to prepare hard. Our response to our last defeat has to be emphatic and swift. We need to begin to produce positive results, starting from August 18. “We have to convert our chances and also improve on our overall quality in every department of the team as we look forward to a good performance in Mali,” he said.
