Although our marquee research piece was not due for an update until 2023, the need to examine the effects of the pandemic on Texas women is too urgent to be delayed. In this update, we’ll reveal new data around the pillars of economic security, education, child care, housing and health insurance, as well as COVID-specific components on digital access to school and work, the cost of caregiving, women’s entries and exits from the workforce, and housing evictions.
Allyson Felix, 36, is the most decorated American track and field athlete and most decorated female track and field athlete in Olympic history. She is a seven-time Olympic champion and world record holder, with 13 global titles, 10 U.S. championships and 29 Olympic and world championship medals to her name. Felix participated in her fifth consecutive Olympic Games at Tokyo in 2020—her first as a mom. She is founder and president of Saysh, a footwear brand designed for women that she says, “represents hope, acceptance, and the power to create change.” Off the track, Felix is a fierce advocate for maternity rights for all women. In 2019, she wrote an opinion piece for The New York Times that called out Nike, her former sponsor, for not providing guaranteed protections for pregnant athletes and new moms. During the 2020 Olympics, Felix teamed with her new sponsor, Athleta, to create the Power of She Fund: Child Care Grant – a fund to assist mom-athletes with childcare while competing at the games. “We’re excited about this all-star team, Allyson and Cynt, who will elevate the conversation of transforming communities with systems that support everyone, while they share sports and personal stories. It’s only been eight months since I took the helm at TXWF, but this short time has been long on learning, action, and positive change. My vision for TXWF is an organization that is unafraid to chase big goals, and whose positions are always considered whenever Texas women and girls are in the picture. Toward that end, our team has expanded to welcome new members: Joy Busch (Associate VP – Events, Development); Katharine Weaver (Director – Major Gifts); Jeanne Heinen (Director – Major Gifts); Breanna “Bre” Khorrami (Operations Manager – Events); and Abigail Gonzalez (Operations Manager – Donor Relations). One of their top priorities will be fundraising in support of an increased goal for health care investment—at least $1.25 million—in programs that improve access to contraception, preventive services, prenatal care, and mental health screenings, all of which contribute directly to a woman’s ability to achieve economic security and generally live her best life. Another recent change relates to TXWF’s signature research report, “Economic Issues for Women in Texas.” The original plan called for an update in 2023, but in light of the critical setbacks of the pandemic, we’ve moved up the timeline and will announce key findings at 9:30 a.m. on Sept. 22 at the TWU Dallas campus. Leadership: In the previous newsletter, I introduced you to our new CEO: Miki Woodard. Miki has been hard at work executing on TXWF’s mission and vision, bringing her perspective and positive energy to the role. Today, I want to introduce you to the talented women leaders who said “yes” to joining our board of directors: Connie Kleinert Babikian of The Pillow Bar; Jana Etheridge of Capital One; and Cris Zertuche Wong of Goldman Sachs. Connie will serve on our Audit Committee, Jana will serve on our Governance Committee and Cris will serve on our Advocacy Committee. We appreciate the commitment of time and energy made by these very busy professionals as well as that made by each of our current board members. And, thank you for being a part of our mission to build strong women and a better world.
TXWF Impact: Over the last year, TXWF has invested more than $7.1 million in solutions-based programs and services supporting Texas women and families. Additionally, 2022 has seen the graduation of three new cohorts from two signature programs, the Women’s Leadership Institute and the Young Women’s Initiative/Young Women’s Advisory Council. All of this momentum translates into Texas women who are better positioned to access health care, remain in stable housing, take care of their families, fulfill leadership potential, and pursue education and jobs. While we can congratulate ourselves on a job well done, that doesn’t mean the job is done—because Texas women and girls are still counting on our continued efforts.

The World Health Organization states that “the highest attainable standard of health is a fundamental right of every human being.” This certainly includes reproductive health and having the freedom and ability to access all types of contraception, preventive services, prenatal care and screenings. Lack of health care access doesn’t just affect physical health, it also impacts mental health and has long-term economic security ramifications for women and families. As such, reproductive health is a key part of TXWF’s health care initiative. It is included in our broader focus on economic security, along with housing, education and child care and is one that we will continue to fully support.

Since 2018, TXWF has funded over $4 million in health care access grants. In addition to grants, TXWF has worked with partners across the state to advocate for expansion of maternal Medicaid coverage from 60 days to 1 year, and the Foundation supports overall Medicaid expansion for low-income Texans. In 2021, the Texas Legislature moved partway extending maternal Medicaid to 6 months, but we know that is not enough. The Texas Maternal Mortality and Morbidity Taskforce found that up to 89 percent of maternal deaths are preventable and that one year of coverage postpartum is key. TXWF hopes to see additional Medicaid extensions passed during the 2023 Texas Legislative session. So, what’s next? To TXWF, reproductive freedom is an important part of comprehensive health care that supports economic stability for women and families in Texas. Women with low incomes, women who are uninsured or underinsured, and women in rural Reproductive Health Matters
RESEARCH PRESENTATION
As noted in Economic Issues for Women in Texas-2022, Texas women are twice as likely to be uninsured as other women across the country, at a rate of 23% in Texas versus 11% in other parts of the United States. Lack of health insurance results in higher rates of maternal mortality, and delays in health care can result in future health concerns and increased medical debt. The most effective forms of birth control can cost $1,300, a cost that’s out of reach for many working families. Furthermore, access is not just hampered by lack of insurance or cost. More than 20 percent of Texas’ 254 counties have one or no doctor. According to the March of Dimes, 48 percent of Texas counties do not have any obstetric care. These distances add transportation, child care and time off from work to efforts to obtain care. In addition, the positive economic impacts of access to contraception have been shown to increase women’s earning power and decrease the gender wage gap. Women aged 18 to 21 who have access to birth control earn 5 percent more per hour and 11 percent more per year by the time they’re 40. That’s an extra $2,200 annually!

Texas Women’s Foundation advances women’s leadership in the corporate world through its signature program, the Women’s Leadership Institute.
