Five things Dana Point should know this week Arizona Man Found Dead in Rocks Off Strand Beach THE LATEST: The body of an Arizona man was found floating in the surf off of Strand Beach on Dec. 23., according to local authorities.

Rocky Farber, 49, of St. Johns, Arizona, had been swimming in the ocean at Dana Point’s Strand Beach when the incident occurred, said Lt. Jeff Hallock of the Orange County Sheriff’s Department.

Steve Concialdi said Farber had left his female companion at the beach and went swimming alone in a wetsuit and fins.

OCFA received a call around 2:20 p.m. alerting them of the body and immediately notified OC Lifeguards. An OCFA helicopter was requested for the possible extraction of the patient.

Firefighter paramedics and lifeguards were on scene when Farber’s body was discovered near the rocks at the far south end of Strand Beach. Concialdi said because the body was difficult to extract from the rocks, OCFA’s helicopter flew over the area and inserted a Stokes basket and two swimmers who worked together with OC Lifeguards to carefully place Farber’s body in the basket.

“Within an hour, about 3:30 p.m., the victim was carefully flown to the beach and turned over to the Orange County Sheriff’s Department and the coroner,” Concialdi said.

Hallock said Farber was pronounced dead at the scene. Coroner officials estimated his death occurred at 2:15 p.m.

WHAT’S NEXT: The cause of Farber’s death is pending toxicology and investigation, Hallock said.—Allison Jarrell

Harbor Dredging Project Kicks Off at Baby Beach THE LATEST: Preparations for dredging the Dana Point Harbor are well underway, according to a recent update posted by the County of Orange.

According to the county’s press release, the project contractor has placed fencing around the construction staging area and will be using that space, as well as a portion of Baby Beach, to connect sections of the discharge pipe that will be used during the dredging. Additional sections of pipe will be stored along the Harbor seawall.

The rezoning has been criticized by some people at hospital meetings as being too authoritative and restrictive to business in San Clemente. Those opposed said it could set precedence for future zoning policy and not allow flexibility in changes.

Atamian said the rezoning would be able to accommodate the changes as long as it was a medical facility. The new zoning also would not disallow any current business that is conducted currently within the zone.

Planning Commission Approves Hospital Zoning Amendment

THE LATEST: A General Plan zoning amendment was approved unanimously by the San Clemente Planning Commission to create a new regional medical zone for the Camino De Los Mares area.

The amendments are aimed at incentivizing and maintaining a medical zone, Associate City Planner Adam Atamian said during the Dec. 16 meeting.

The area includes everywhere within the Camino De Los Mares-adjacent land from Interstate 5 on- and off-ramps to past the hospital. The current zoning is designated as community commercial. The new zone is community commercial 4 that comes with medical-related benefits such as group counseling and has “benefits by being located near a hospital,” Atamian said.

The hospital site would be rezoned as a regional medical facility.

“Our proposal would be to create a regional medical zone and update the General Plan to reflect those uses.”

Couple With Ties to San Clemente Arrested in Ponzi Scheme THE LATEST: According to the Orange County District Attorney’s office, a businessman and his wife, who has a certified public accountant license, were arraigned on Dec. 23 on charges of defrauding investors and stealing more than $3 million in an affinity scheme.

Steven Andrew McKinlay, 58, and Kristi B. McKinlay, who is CPA licensed as Kristi Kindred, 56, both of Coto de Caza, are charged with multiple felony county, including causing property damage with loss over $1.3 million according to the DA press release.

The McKinlays are accused of victimizing more than 10 individuals, including a former Major League Baseball player, a family friend who came into money through a personal injury and a cancer patient who wanted to secure an inheri-

tance for his family. Many of the victims had been associated with the defendants through the church they attended, the release stated.

If convicted, they both face a maximum sentence of 23 years and eight months in state prison. The McKinlays are in custody on $3 million bail and must prove the money is from a legal and legitimate source before posting bond. Steven and Kristi McKinlay were owners of God’s Sports Company.

Steven and Kristi McKinlay are accused of spending ill-gotten money on many things, including $10,000 a month for rent for a San Clemente home. They are accused of using Foothill Family Church in Foothill Ranch as their bait.

Sources close to Kristi in San Clemente said she is well-known in the community.

Despite the charges, there has been an outpouring of letters attesting to Kristi’s integrity. Her ex-husband, Don Kindred, said he believes Kristi is a victim in the case.

“The biggest thing that I would bring up is the respect that she had in the community,” Kindred said. “She was a leader in the Rotary Club and raised a lot of money.”

Kindred has received letters of support from former mayor Jim Evert, vouching for her ethics as Kristi had been awarded a business ethics award for the San Clemente Rotary district. Former City Planning Commissioner Nesa Anderson asked for leniency in her bail amount.

Minimum Wage to Rise in California THE LATEST: California’s minimum wage will rise from $9 to $10 per hour, effective Jan. 1. “Meals or lodging may not be credited against the minimum wage without a voluntary written agreement between the employer and the employee,” according to a California state minimum wage order.

WHAT’S NEXT: Fiscal impacts regarding the increase in minimum wage will likely not be reflected for months when tax returns are approved by the state and local governments.

The husband was heard screaming and being uncooperative, saying he is upset because his wife won’t spend money on Christmas presents.

November CITIZEN ASSIST Granada Drive, 33900 Block (Nov. 27, 3:17 p.m.) A woman received a suspicious call from someone who said they were calling on behalf of the “Compton Crip Killers.”

DISTURBANCE-MUSIC OR PARTY Calle de Tenis/Street of the Golden Lantern (Thursday, Nov. 26, 8:17 a.m.) A man told police the tennis courts were closed but there were people trespassing to play with their dogs and it was “unacceptable” because he was “trying to sleep in on the holiday.”

ILLEGAL PARKED VEHICLE Doheny Place, 34800 Block (Nov. 6, 2:52 p.m.) A “hysterical” woman told police her “happiness and sunshine have been taken away” due to a motorhome being parked in front of her residence.

TERRORIST THREATS REPORT Golden Lantern, 32500 Block (Friday, Oct. 23, 5:02 p.m.) A female Bank of America customer said she would “shoot everyone up in the bank,” but she wasn’t going to because first she had to “go buy a gun.”

September SUSPICIOUS PERSON/CIRUMSTANCES Crown Valley Parkway/Pacific Coast Highway (Sept. 27, 11:03 a.m.) A caller reported a woman was using “bad language” on a cell phone.

UNKNOWN TROUBLE Chula Vista Avenue, 34000 Block (Sept. 21, 2:28 p.m.) A crossing guard called police saying an elderly woman approached her and said she took a nap at her home and when she woke up there was an unknown man in her room.

August DISTURBANCE Brookview, 0 Block (Aug. 18, 12:21 a.m.) Deputies received a second call (the first call came in at 11:45 p.m.) reporting loud music, loud voices and “loud, obnoxious intercourse” at the location.

SUSPICIOUS PERSON/CIRCUMSTANCES Alta Vista Drive/Street of the Blue Lantern (Aug. 11, 9:02 a.m.) A woman called to report a male transient walking in the alley. She was concerned because the man did not look like “a good transient.” When asked what the subject was doing to make him appear dangerous, the caller said he was covered in tattoos and she knows the difference between “fun tattoos” and “prison tattoos” and “these were not the fun kind.”

CITIZEN ASSIST 32400 Block/Crown Valley Parkway (Aug. 8, 11:06 p.m.) A man said his girlfriend was “acting crazy,” threw a crystal. The man then told police she was someone he met online and the woman might be a “working girl.”

A call reporting a body floating in the ocean 50 yards off the shoreline was canceled when it was discovered to be a dead sea lion.

GRAND THEFT REPORT Street of the Golden Lantern, 34000 Block (April 8, 7:50 a.m.) A woman said the “homeless drug addict” she lets stay with her stole her jewelry.

CITIZEN ASSIST Doheny Park Road, 34000 Block (July 2, 5:05 p.m.) A woman told deputies her neighbor parked their big truck too close to her window and she doesn’t like it.

June DEFRAUDING AN INNKEEPER Dana Point Harbor Drive, 25000 Block (June 30, 11:08 p.m.) After a party of three people ate at Jimmy’s Famous American Tavern, the man who was supposed to pay the bill said he forgot his wallet and would go retrieve it from his residence “around the corner.”

An hour later the man had not returned.

His two friends were still waiting at the restaurant.

PETTY THEFT REPORT Stonehill Drive/Del Obispo Street (June 27, 11:01 p.m.) An 18to 20-year-old man was seen running out of an Albertson’s grocery store carrying an inflatable pool toy.

CITIZEN ASSIST Address not listed (June 10, 6:55 a.m.) A man reported a hotel guest staying in the room next door entered his room through the patio door, shouted, “room service,” and then left.

May VANDALISM IN PROGRESS Camino Capistrano, 35100 Block (May 8, 9:33 a.m.) A previous homeowner took a weed-whacker to the realtor’s sign posted on the property.

SUSPICIOUS PERSON/CIRCUMSTANCES Street of the Golden Lantern, 33200 Block (May 4, 7:07 p.m.) A woman told police she found human bones in an empty lot off of Blue Lantern. It was determined that a neighbor had thrown chicken bones over the fence, authorities said.

SUSPICIOUS PERSON/CIRCUMSTANCES Robles Drive/Selva Road (Aug. 1, 9:29 p.m.) People screaming and “shocking, electricity type sounds” such as those made by a “cattle prod” were heard coming from the west side of the street between Selva Road and PCH.

Boats were strung with lights, crews were in costume and in character and displays depicting scenes from Star Wars, Close Encounters, 2001 a Space Odyssey, a Space Shuttle and more were set to music.

Looking Back on 2015 DANA POINT TIMES

I

t’s been an eventful 12 months in Dana Point with major changes being made to the downtown Lantern District, plans being laid for the future redevelopment of Doheny Village and the county initiating efforts to find independent contractors to set in place as part of the upcoming Harbor revitalization project.

As 2015 comes to a close, we are taking a quick look back at many of the issues and stories that made headlines throughout the year.

JANUARY A Del Prado Business Boost: As Lantern District revitalization projects moved to the Del Prado Avenue side of the city’s downtown area, the city and the Dana Point Chamber of Commerce launched efforts to help support area businesses during infrastructure construction. Shop Del Prado was a monthly incentive to shop and dine on the street for a chance at winning prizes donated by local hotels and other businesses, with one entry for every $10 spent at a Del Prado business.

Coastal Commission Hears Harbor Plan Appeal: After an appeal filed by Bruce Heyman, president of Boaters 4 Dana Point, against the Coastal Development Permit for landside/commercial core improvements at Dana Point Harbor was rejected by the City Council, Heyman took his appeal to the California Coastal Commission. Heyman’s appeal was based on concerns that the plan would adversely affect boater amenities such as parking and storage and that building heights were out of step with community character. The Coastal Commission found no substantial issues with the CDP—which had previously been changed to address its concerns— denied Heyman’s and one other appeal against the plan and officially gave the commercial core CDP the thumbs-up.

FEBRUARY Save Our Hospital: Dana Point and Capistrano Beach residents joined with San Clemente citizens who formed the group, “Save San Clemente Hospital,” to oppose MemorialCare’s plan to demolish Saddleback Memorial Medical Center in San Clemente—Dana Point’s nearest hospital and ER—and rebuild the facility as an urgent care with no emergency room. An open house hosted by MemorialCare at the Ocean Institute in Dana Point drew a crowd of about 200 people, most wearing red “Save San Clemente Hospital” T-shirts. “Save Our Hospital” signs began popping up on residents’ lawns. announced plans to introduce legislation that could allow the hospital to operate a free-standing ER. In March, City Council followed suit with other area cities by passing a resolution to save the Saddleback Memorial Medical Center hospital and the ER. Legislation is expected to be heard by a committee in January 2016.

Chamber Installs New Board, Honors Members: The Dana Point Chamber of Commerce, at its Annual Meeting and Installation Dinner, honored outgoing Chairwoman Lauralyn Loynes and welcomed 2015 Chairman Enzo Scognamiglio. Loynes recapped the chamber’s successes including the creation of the Doheny Village Task Force and Shop Del Prado. The Ambassador of the Year Award went to Richard Deffenbaugh, owner of Dana Point Auto.

Nancy Jenkins was chosen as Citizen of the Year and Business of the Year honors went to Elaine LaVine of State Farm Insurance.

San Juan Picks Up Skatepark Talks: The city of San Juan Capistrano took up a plan to build a skatepark in the city following a late 2014 community effort to get a skatepark built in Dana Point. By the end of the year, San Juan had chosen a location for the park at the city’s sports park near Marco Forster Middle School. Fundraising is currently underway. After finding no suitable space for a park in Dana Point, the city expressed interest in the possibility of helping San Juan to fund their park.

MARCH Lantern District Parking Plan Changes Approved: City Council approved an extension of a contract with Nelson/Nygaard Consulting and an additional $41,190 to continue work on proposed amendments

to the Lantern District parking management program. Proposed changes to the program include a reduction of parking spaces required in the original Town Center Plan, short-term leases of existing lots for parking and the allowance of in lieu spaces and in lieu fees of $40,000 per space from developers in order to satisfy parking requirements.

Schools Locked Down: Capistrano Unified School District schools were locked down after a bomb threat mentioning San Clemente High School was phoned in to the Orange County Sheriff’s Department.

All campuses were cleared within three hours of the threat.

Ocean Institute CEO Steps Down: After 22 years at the Ocean Institute—11 as president and CEO—Dan Stetson stepped down. Stetson’s wife, a special education teacher, retired from her position and he went into semi-retirement in order to spend more time with her. Stetson stayed on at the Ocean Institute part time to work on special projects and endowments.

Planning Commission Changes: The staggered four-year terms of Commissioners Liz Claus, Susan Whittaker and Gary Newkirk were set to expire on March 31. The terms of Norm Denton and April O’Connor would expire in March 2017; however Mayor Carlos Olvera had asked that all five commissioners reapply. Only Newkirk did not re-apply. The City Council chose to reelect O’Connor and Claus and selected Eric Nelson, Danni Murphy and Scott McKhann to the remaining three seats.

ary vote not to recommend a proposal to City Council to allow the keeping of up to six hens in residential neighborhoods.

The vote was 4-1 with Councilman John Tomlinson in favor of allowing the keeping of chickens.

Mandatory Water Restrictions: In response to the ongoing drought, Gov. Edmund “Jerry” Brown ordered a statewide order for cities to cut water usage by 25 percent. The South Coast Water District restricted landscaping irrigation to one day per week.

South Shores Church Expansion gets Planning Commission Approval: After seven years of hearings, the Planning Commission approved the church’s plan for an expansion project that will more than double it in size. Opponents long argued the project would have detrimental effects on traffic, wildlife and the stability of the hill the buildings sit on. The final plan included 16 mitigation measures including a reduction of square footage from the original plan, and the lowering of the height of one of the buildings by 15 feet.

Town Center Initiative Gathers Signatures: A group of residents, led by Betty Hill, began gathering signatures in support of an initiative they said would give Dana Point voters a chance to tell the city what they want in Town Center (Lantern District). Their opposition to the city’s progression in the Town Center/ Lantern District plan included an assertion that the city was proposing permanent changes to the plan that “do not align with its intent,” Hill said. Among the changes at issue were parking plan changes and the approval of a variance that would allow part of the upcoming mixed-use Majestic project to include a section of four-story www.danapointtimes.com

EYE ON DP residences when the plan originally limited projects to three stories. Although the four-story condo approval kept the building height at the allowed 40 feet, a variance to allow a height extension for elevator towers and in lieu parking fees for developers were approved.

MAY High School Teacher Arrested: Dana Hills High School Spanish teacher Ezequiel Barragan was arrested for alleged child molestation and possession of child pornography. Barragan was accused of assaulting a victim he met while acting as a volunteer Court Appointed Special Advocate (CASA) for Orange County children. The victim was not a DHHS student, authorities said.

JUNE Trolley Service Ready to Roll: The city’s summer weekend trolley service began offering riders a free lift around town and connecting access to the city of Laguna Beach’s trolley service. The pilot program was required to attract a minimum ridership of 10 boardings per hour in order to maintain grant funding from the Orange County Transporation Authority. The trolley’s ridership exceeded the goal, providing for its return in summer 2016.

South Shores Church Expansion Approved by City Council: The Dana Point City Council voted unanimously to approve the South Shores Church expansion. The church was OK’d to begin carrying out its project as a 10-year phased plan.

Red Crabs Carpet Beaches: Pelagic red crabs, or tuna crabs, washed up on city beaches by the hundreds of thousands.

The 1- to 3-inch-long crabs’ appearance was likely just one of the predictors of an approaching El Niño weather pattern, having ridden a tell-tale warm water current from Baja.

Doheny Village Plan Timeline Set: City Council approved a timeline for the revitalization plan for the Doheny Village area of Capistrano Beach, targeting a December 2017 goal for Coastal Commission approval.

JULY BevMo! is a Go: Following the Planning Commission’s June vote to deny an appeal asking that a conditional use permit for a BevMo! store at the south end of the Lantern District be denied, City Council voted to approve the CUP. Although appellants had the option of appealing the Planning Commission’s decision to the City Council, no further appeals were filed.

Ocean Institute Names New President: Dori Dennis Moorehead was named as the new president and CEO for the Ocean Institute. Moorehead replaced Dan Stetson who retired from the post.

Former DP Yacht Broker Sentenced: Edward Sellers Fitzgerald, a former Dana Dana Point Times January 1-7, 2016

Point yacht broker was sentenced to seven years in prison for defrauding 26 local residents of more than $1.3 million through a 2009 yacht investment and sale scheme.

Parking Plan Approved: City Council approves a Lantern District parking plan which includes a reduction of the parking requirements inherited by the county when the Town Center Plan was originally written, as well as a shared parking plan and establishing a parking benefit district for residential areas.

AUGUST HBD to RHD: The Dana Point Historical Society honored the city’s namesake Richard Henry Dana Jr. with a 200th birthday celebration aboard the Ocean Institute’s replica brig Pilgrim. Dana sailed aboard the ship while working as a merchant seaman in the cowhide trade, a job that brought him to Dana Point’s shores and eventually led to his mention of the area as the “only romantic spot on the coast” in his memoir, Two Years Before the Mast.

A commemorative bicentennial plaque was later added to the R.H. Dana statue on Island Way at the Harbor.

IlluminOcean Canceled: The Dana Point Tourism Business Improvement District (TBID) announced the cancelation of the IlluminOcean holiday lighting display, introduced in 2014 at the Harbor. Businesses and residents opposed the decision, alleging the TBID’s move ran contrary to the purpose of the TBID for promoting the city as a destination and was canceled because the board believed the lights had no direct effect on hotel sales.

Doheny Village Plan Design Begins: A community open house was held at Capo Beach Church to update the public on Doheny Village Plan progress. The workshop was the first in a series of meetings, including a design charrette in September, during which residents were invited to provide direct input to planners Opticos Design, Inc. in creating a design for the project.

SEPTEMBER From the Core and to the Point: Longtime Salt Creek surfers, nicknamed “the Core,” placed a Larry “Flame” Moore memorial at Salt Creek point. The unpermitted rock with a plaque, depicting the late surf photographer’s image was placed at the point in the middle of the night by Gary Dapelo. Dapelo and other Core members sited a frustration with too much red tape as a reason for placing the monument.

The county ordered the rock removed but Dapelo proved its placement was not within county jurisdiction. The memorial may have landed in a “no man’s land” as the state has yet to weigh in on its status and the rock remains in place.

CUSD Discusses Potential Arts School for Doheny Village: The Capistrano Unified School District began discussion regarding the creation of a potential performing arts school to be built in the south bus

yard in Doheny Village.

Tsunami Warning: A tsunami advisory was issued by the National Tsunami Warning Center following a magnitude 8.3 earthquake off the coast of Chile. Minor surging of less than a foot of water in the Harbor was the only effect seen. No damage was reported.

Court Rules against City in Strand Gates Case: A San Diego court ruled in favor of the California Coastal Commission and against the city’s ongoing efforts to keep gates and restricted hours in place at two of the five Dana Strand Beach accessways running through the Strand at Headlands neighborhood.

OCTOBER It’s a Two-way Street: Del Prado Avenue was opened to two-way traffic upon the completion of Lantern District infrastructure construction including new sidewalks, medians and landscaping. Area business people rejoiced and a Del Prado Art Walk was held to introduce visitors to the more pedestrian-friendly street.

Capo Beach Woman Convicted for Murder: Kelly Michele Wolfe, 46, was convicted for the hit-and-run, drunk driving murder of 76-year-old Marthann Demchuk on July 4, 2013. Demchuk was standing in the gutter near the intersection of Camino Capistrano and Coast Highway with her 12-year-old blind grandson when Wolfe stuck and killed her. Wolfe would be sentenced in November to 18 years to life.

TBID Offers IlluminOcean Lights, $25,000 to Harbor for Holiday Display: The TBID offered the county the use of last year’s IlluminOcean lights and money in order to help with the lighting of the Harbor for the 2015 holiday season.

Harbor Director Brad Gross initially said thanks, but no thanks, to the offer.

Eventually the city worked with the county parks department and to put together a plan to enhance the holiday lighting in the Harbor.

County Issues RFP for OC Sailing & Events Center: The County of Orange issued a Request for Proposals for a private company/independent contractor to assume management of the OC Sailing & Events Center. Groups such as Westwind Sailing and the Sea Scouts opposed the county’s move, saying that privatization will put their services in jeopardy as they believe a private owner could either remove them or price them out of the center. Orange County Supervisor Lisa Bartlett said the move was made in order to mitigate the approximately $300,000 per year the county spends on keeping the center open and the RFP requires the new manager to continue to include the types of community serving programs offered there. Opponents launched campaigns against the RFP, including candlelight vigils and an online petition.

County Seeks Public/Private Partnership for Harbor Revitalization: The OC Board of Supervisors issued a Request for Qualifications, to be followed by an RFP for the

selection of a company to hold a master ground lease for the management and operation of Harbor improvements.

NOVEMBER City Offers Strand Access Compromise: In response to the court ruling against the city and in favor of the Coastal Commission, City Council voted to approve a Coastal Development Permit it felt adequately balances public access with public safety at Dana Strand and changed the hours at the two accessways through the Headlands neighborhood from one hour before sunrise to one hour after sunset. The Coastal Commission immediately disagreed, again ordering the gates and hours completely removed. Council began a series of closed session meetings to discuss the city’s intent to forego further litigation and work toward a compromise with the commission. The city also responded by locking the gates open 24/7.

Town Center Initiative Certified: Following the OC Registrar of Voters’ October certification of the Town Center Initiative, City Council certified the initiative and voted to order a staff report before making a decision whether to adopt it as is or set it for an election.

Dedicating the District: The city celebrated the dedication of the Lantern District with an official ribbon cutting ceremony beneath the freshly-completed Lantern District gateway arch.

DECEMBER Former DP Marina Manager Sentenced for Embezzlement, Misappropriation of Public Funds: Brian Cleveland Dunn, of Capo Beach, pleaded guilty and was sentenced to one year in jail, three years probation and ordered to pay restitution to Vintage Marina Partners, the company he worked for as a marina manager at Dana Point Harbor. Between 2008 and 2012, Dunn charged the county more than $132,787 by submitting falsified invoices for Harbor landscaping materials purchased at a 100 percent markup from a landscaping company he started in 2008.

Prior to his plea and sentencing, Dunn had paid the amount back to the county.

Dun also made more than $440,000 worth of unauthorized purchased with the Vintage Marina Partners company credit card between 2007 and 2011 for personal expenses.

City Council Reorganizes: Both in their first term, former Mayor Pro Tem John Tomlinson and Councilman Richard Viczorek were chosen unanimously by the City Council to serve as mayor and mayor pro tem, respectively, for 2016. The reorganization ended Councilman Carlos Olvera’s 2015 service as mayor.

Council Sends Town Center Initiative to a Vote of the People: After reviewing their ordered staff report on the Town Center Initiative, City Council voted not to adopt it but to set it for a vote as part of the June 7, 2016 regular election. DP www.danapointtimes.com

Preparing for El Niño in the OC

A

s your Orange County Supervisor, public safety is among my top priorities. This includes preparing for and raising public awareness about El Nino in Orange County and the expected greater than usual rainfall and storm clusters with the potential for saturating the ground and producing flash flooding.

The County of Orange is responsible for all large flood control channels around the County, as well as street gutters and catch basins in the unincorporated areas, including Coto de Caza, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel, in addition to the cities of Mission Viejo, Lake Forest and Dana Point. All other cities maintain their own street gutters and catch basins.

Dangers from El Niño conditions are very real. In 1982-83, El Niño storms killed 36 people and caused $1.2 billion in damages when coastal Orange County areas flooded and mudslides destroyed canyon homes. In December 1997, the most severe storm ever measured in Orange County hit, devastating parts of Laguna Beach, Lake Forest and Irvine, and around the Interstate 5 freeway. More than 7 inches of rain fell in parts of South County in one day.

Residents are encouraged to get ready now for expected winter rains and potential flooding. Make sure you and your family are prepared both at home and away. Be alert for potential dangers, and

Autism Scourge Intensifies

A

utism: The very word strikes fear into the hearts of parents. As the National Autism Association informs us, this neurodevelopmental disorder can occur in all ethnic, socioeconomic and age groups. As for symptoms, there seems to be no human malfunction that cannot be attributed to this ailment, be it impairment of social skills, linguistic development, behavioral characteristics or personal sensitivities.

Whatever problem you may perceive in your offspring, it must be autism.

Fortunately we live in a nation now making every effort to combat this affliction.

The federal funding law for autism, first enacted in 2006 and regularly renewed, provides more than $3 billion annually for research, services, training and monitoring by the National Institutes of

The National Flood Insurance Program (NFIP) is available for property owners to financially protect themselves. Most private flood policies have a 30-day waiting period. Homeowners can keep their home safe from flooding by using sandbags, plywood, straw bales or plastic sheeting to direct flood waters away from buildings and onto the street.

Avoid walking or driving through flood waters. Just 6 inches of moving water can knock you down, and 2 feet of water can sweep your vehicle away.

The following are additional iprecautions to take in preparation for El Niño: • Have roofs repaired by licensed and bonded contractors and fix leaks.

• Clear gutters, downspouts and roof drains of leaves and other debris.

• Report street storm drains to city public works departments or OC Public Works for those in the unincorporated areas.

Health and affiliated agencies. In addition, scientific research grants from countless foundations ensure no shortage of contributions. If autism could be combated by money alone, the ailment would soon be a thing of the past.

As I scan the 86 listed autism symptoms, they include: makes honest, but inappropriate observations; often uses short, incomplete sentences; may have a very high vocabulary; difficulty with loud or sudden sounds; perfectionism in certain areas; tends to tune out when being reprimanded; high skills in some areas and low in others; excellent rote memory in some areas. As I reflect back on my youth, I recall exhibiting these very characteristics. Could it be I suffered from autism before the ailment had been discovered? Luckily I outgrew it without diagnosis or treatment.

One thing is clear: Thanks to continual investigation by organizations devoted to its diagnosis and treatment, autism is becoming ever more recognized. I’ve just learned that the number of children ages 3 to 17 previously diagnosed has increased in the past year from one in 68 to one in 45. How can that be? It’s because

At the Movies: ‘Trumbo’ Tells Tale of Blacklisted 1950s Screenwriter

O

f the many Hollywood actors, writers and directors blacklisted in the 1950s, the most notorious was the much sought-after screenwriter Dalton Trumbo. This fall he’s portrayed by popular character actor Bryan Cranston in Jay Roach’s latest political biopic, simply titled Trumbo. Even with a plot, collaboration and trailer that scream “Oscar bait,” the film provides decent entertainment.

From 1947 to 1970, Trumbo (Cranston) is judged, ridiculed and tried for his political belief that communism can work with Dana Point Times January 1-7, 2016

the right direction. He loses jobs, is arrested and put on trial, is skewered in the press, and lands his family in danger by speaking his mind. Trumbo also befriends movie star Edward G. Robinson (Michael Stuhlbarg) and becomes enemies with John Wayne (David James Elliott). Helen Mirren plays infamous gossip writer Hedda Hopper.

Trumbo is the farthest comedy-turned-biopic director Roach has gone back in history on screen, successfully transporting viewers to 1950s Hollywood when a line was drawn between liberals such as Humphrey Bogart and conservatives such as Gary Cooper.

Cranston is the perfect choice for the lead because, unlike average male stars, he is recognizable but can still easily slip into various characters without his public image breaking the viewers’ perception. Mirren is fun as the flamboyant magazine writer, and Elliott intriguingly captures Wayne’s essence through mannerisms. There are, however, some problems with Trumbo as a whole, including the fact that Stuhlbarg looks and sounds nothing like Robinson. All-in-all, for a movie that could easily have been a lot more predictable, for American film and history fans, it’s worth a look. DP

The Plantation Motel

I

n 2015, a longtime figure in Dana Point, The Dana Point Marina Inn, formerly known as the Plantation Motel, had seen better days. As of this writing its former location, between Pacific Coast Highway and Del Prado Avenue at Ruby Lantern, has been reduced to an empty dirt lot.

The motel was completed in August 1942 and referred to as the Dana Plantation Motel.

Built in a Colonial architectural style and fully furnished, its debut coincided with the opening of Camp Pendleton, prompting some to speculate it was built to serve military families.

Samuel Goldy purchased the motel in 1944 and operated it until 1948. Goldy was also the owner of the 1929-built Hotel del Camino in Laguna Beach, a hotel that exists today as the Historic La Casa del Camino.

The Plantation Motel was reportedly sold in November 1949 to T. J. Sourbier. At that time it was referred to as a 26-unit deluxe motel and claimed to have been built in 1947.

By February 1950, it was up for sale again. Advertised as one of the most outstanding and distinctive new motels on the coast, it boasted 27 units with wall-to-wall carpet, kitchens, an owner’s apartment and a prime location on the coast on Highway 101, south of Laguna. You could event get a television in the room, the ads said. No reasonable offer IT’S HISTORY refused! Only $50,000 for equity.

By Carlos N. The upcoming 1953 San Diego World’s Fair would be a boon, and I. V. Olvera Auiler of San Diego purchased the hotel.

Things must not have worked out too well. By June 1957 it was listed as a “sacrifice sale” near “new yacht harbor.” It was a foreclosure sale promising $22,000 annual income for $25,000 and assumption of payments.

The marketing strategy failed and the same ad, save for a higher income of $30,000 claimed, ran in June 1958. A souvenir matchbook at the time described the motel as “A Haven of Rest for Tourists” with deluxe cabins. “Just dial Dana Point 717” for the Avris and Pearson Plantation Motel,” the ad said.

In 1965, the structure was being advertised as the Dana Marina Inn. It was during this era that a facelift occurred. It lost its plantation look with the removal of the “widow’s walk” from the roof and the addition of a second story behind the office along Ruby Lantern. The name change has been attributed to the civil rights movement of the ’60s.

By 1975 you could say the clientele had declined a bit. An 18-year-old who escaped from the Los Pinos Boys Camp used a stolen gun to rob a man who was staying there and

stole his car. Another incident occurred in 1985 when sheriff’s deputies noticed a stolen car from Texas in the parking lot. The plates of that car matched a car involved in a bank robbery several months earlier in Laguna Niguel.

The property changed hands again in 2002 and again in 2004 and again in 2007.

Police calls to the motel continued to appear often in the Sheriff’s Blotter, including an incident in 2009 when a distraught, drugabusing guest fired a gun through the ceiling and walls of his room. Three rounds crossed Del Prado. One of the bullets pierced the window at the Timeless Teak store and was found lodged in a piece of furniture.

The motel went into foreclosure action in 2009.

Internet reviews touted the lack of heating or air conditioning and point out that references to the motel being “ADA acces-

sible” apparently referred to the bathroom but not the front door. Little critters were often noted. The structure suffered what is known in the historic preservation world as “demolition by neglect.”

Because of its age, the building underwent a historical resource evaluation in accordance with the California Environmental Quality Act by ICF International.

Many of the original double hung windows had been replaced. The lobby door entry had retained its original colonial design and it was evaluated as a “stripped down” version of Colonial revival elements. The false shutters had been removed. There just wasn’t much left.

The future plans of the owners’ limited upkeep and the motel continued its rapid fall into disrepair. It was eventually overtaken by transients. As a safety hazard it was red tagged, screened off and then demolished in mid-2015. Many have complimented the improved view.

A new mixed-use development has been proposed at the site.

Williams, Crouse Selected in MLB Draft

Dana Hills High School senior shortstop Luke Williams was selected by the Philadelphia Phillies in the third round of the 2015 MLB Draft on June 9. Williams was the 83rd overall pick. Dolphins’ senior pitcher Marrick Crouse was selected by the Toronto Blue Jays in the 11th round as the 332nd overall pick.

Shook Spears Record-Breaking Fish

Local spearfisherman Aaron Shook caught a state-record 173.3-pound bluefin tuna off the coast of Dana Point on June 3, crushing the old state bluefin tuna record of 98 pounds.

Dana Rugby Thrives in Upper Division

Playing its first season in the Southern California Youth Rugby white division, the Dana Rugby Club got off to a blistering 4-0 start in 2015. The club, which operates out of Dana Hills High School, was founded in 2014.

FEBRUARY

Student-Athletes Sign NLIs

On Feb. 4, 13 Dana Hills High School student-athletes signed their National Letters of Intent, indicating their college of choice, during a ceremony on campus.

Students from the school’s water polo, baseball, track and field, football, softball and soccer programs participated.

Capo Coyotes Ice Hockey Repeats at League Champs

The Capistrano United ice hockey team defeated Villa Park in the Anaheim Ducks High School Hockey League Division 2 championship game on Feb. 25. Dana Dana Point Times January 1-7, 2016

Dana Outrigger Paddles to Record-Breaking Win

The Dana Outrigger Canoe Club women’s team narrowly edged out rival Lanakila Outrigger to repeat as the US Outrigger Championship winners on Sept.

12. Dana Outrigger traversed the waters from Newport Harbor to Catalina in a racerecord time of three hours, 46 minutes and 12 seconds.

Dolphins Boys X-C Team Captures OC Championships

For a record-breaking seventh time, the Dana Hills boys cross country team won the Orange County Championship meet title at Irvine Regional Park on Oct. 17.

Dolphins Football Honors the Valor

Rusinkovich Resigns as Head Football Coach

The Dana Hills High School football program hosted its fourth annual Honor the Valor benefit game at Dolphin Stadium on Nov. 6. The program hosted 70 combat veterans, who took part in a pre-game meal and postgame jersey ceremony.

Todd Rusinkovich announced his resignation as the head coach of the Dana Hills High School football program in early March. In four years Rusinkovich, who is now an assistant coach at Saddleback College, compiled an overall record of 13-28.

Rusinkovich guided the Dolphins to the programs’ first Sea View League championship in 2012.

Dolphins Relay Team Sets Top Mark in Nation

The Dana Hills High School boys track and field and distance medley relay teams set what were, at the time, the fastest times in the nation at the Arcadia Invitational on April 11. The relay teams included: Mason Coppi, Jake Ogden, Colin Stein, Diego Southard and Jack Landgraf.

Skinner Takes Over Dolphins Football Program

Phil Skinner, a longtime member of the Dana Hills High School football program coaching staff, was named the team’s head coach on April 16.

DHHS Hosts 24-Hour Benefit Lacrosse Game

Dana Hills High School played host to California’s first-ever Shootout for Soldiers lacrosse event on July 31. The event, which ran continuous games for 24 hours, raised funds for local and national military veteran organizations.

AUGUST

Gridiron Game-Changer

The ninth annual Dana Point Grand Prix of Cycling rolled through the Lantern District of downtown Dana Point on May 3, attracting hundreds of top professional and amateur criterium cyclists. The 2015 edition of the race featured a $24,000 prize purse.

San Clemente resident Mikki St. Germain was named the head coach of the South Orange County Patriots midgetlevel youth tackle football team, making her the first female head coach in program history. The program’s midget-level team, which practices at Dana Hills High School, went on to win the division championship in 2015.

he lineup for the 2016 World Surf League elite Championship Tour has been set.

The men’s CT Top 34 includes the top 22 finishers from the 2015 season, plus the 2015 Qualifying Series Top 10 and two wildcards. San Clemente surfer Kolohe Andino is among the Top 34.

The 2016 women’s CT Top 17 consists of the top 10 CT finishers of 2015, the top six 2015 QS finishers, plus one wildcard.

achael Tilly, 17, of Capistrano Beach, set out in 2015 with something to prove. As an already accomplished longboard surfer on the verge of leaving her grom years behind, Rachael began training for one last shot at realizing her dream of becoming the youngest professional women’s longboard world champion in history. And with grit, determination and a renewed commitment to competition surfing, she succeeded.

On Dec. 8, at the World Surf League 2015

Jeep Women’s World Longboard Championship in China, Rachael became the youngest WSL/ASP world champion ever.

It was her third time qualifying for the event. After failing to advance out of preliminary rounds on her first two attempts, the months leading up to the world championship were spent taking everything she’d learned, re-doubling her efforts and focusing on developing a world-class competition strategy, including better wave selection and patience.

With so few pro longboard events offered each year, Rachael had also decided to take

as many competition opportunities as she could find in 2015. She surfed for the San Clemente High School surf team and returned to the Western Surfing Association Championship Tour events to continually test herself under pressure, she said.

Her hard work actually paid off twofold, having also won the national title (her second, having won in 2013 as well) at the WSL North America Women’s Longboard Championships in November and then riding her wave of momentum to be crowned the world’s top woman longboarder. DP www.danapointtimes.com
