Single-Family Residence A single family residential customer with a three-fourths-inch meter using 7,480 gallons (10 CCF) of potable water per month would see their monthly bill decrease by $18.05, or $216.60 a year.

The amount billed annually on the property tax bill would increase by $303.54.

The total increase in water and sewer cost would be $86.94 per year or $1.67 a week.

OC Superior Court: Sober Living Home May Continue to Operate, Must Get License THE LATEST: An Orange County Superior Court judge determined in a tentative ruling on Monday, June 27, that a sober living home in San Clemente was not operating as a business, but did violate the homeowners’ associations rules regarding nuisances. Judge Craig Griffin ruled the sober living home could continue to operate as long as it obtained a property management license from the city and adhered to the neighborhood’s noise, smoking and conduct regulations.

The ruling comes a week after Dana Point filed two lawsuits against alcohol and drug treatment facilities, including one against Sobertec, the co-defendant in this San Clemente case. The city is citing nuisance ordinance violations, much like the ones Griffin identified and ordered tentative injunctions against in this case.

Lawyers for the co-plaintiffs—the city of San Clemente and David Hurwitz, a Talega resident next to whom a sober living home is operating—also asked Griffin to order an immediate injunction that would’ve required the sober living home (run by Sober Network Properties LLC, the defendant) to stop operating. Griffin did not oblige that request.

The judge ruled that the plaintiffs had not yet proven that Sober Network Properties are violating homeowners’ association codes by operating a business out of their Talega residence. The judge ruled that it would be unjust to qualify the home as a business just because rent is paid or tenants have special living arrangements—many other homes in Talega are leased, and similar “types of restrictions are frequently imposed by parents, roommates and other ‘family’ groups who may permissibly live in the neighborhood.”

However, the judge ruled that Sober Network Properties must file for a business license within 15 days. The key is that the home itself is not a business, but SNP is managing property in the city, including the sober living home. For that, it needs to get a license.

City, County Break Ground on Harbor Revitalization THE LATEST: After the holiday, anyone driving near the Dana Point Harbor may see some construction. On June 29, city and county officials held a groundbreaking ceremony for the Dana Point Harbor revitalization project. On July 5, construction along Dana Point Harbor Road and Puerto Place will begin.

Fifth District Supervisor Lisa Bartlett led the ceremony and said the project has been in the works for several years.

“We’re here to celebrate the start of what is the first phase for work for the long awaited revitalization effort,” Bartlett said.

The project will include a street with additional lanes, new left and right turn signals, new ADA-approved ramps and more.

Holy Cow: The Statues Have Arrived THE LATEST: Several cow statues have popped up all over the city this week, with hopes of drawing attention to a cause.

Dana Yarger, a Dana Point resident and an ambassador to the Elephant Parade, began looking for a new project to bring to the city.

“Since the city had a good support with the elephants, I think the city will engage with the cows,” Yarger said.

After gaining the recommendation from the City’s Arts and Culture Commission, the City Council approved of the statues, bringing Cowabunga Dana Point to the city.

“We’re happy to be hosting this,” said Assistant City Manager Mike Killebrew.

“The City Council has been interested in the art in public places for several years.”

The statues will be auctioned off at the end of the summer with proceeds going to Camp Ronald McDonald for Good Times.

The camp is a program of the Ronald McDonald House Charities of Southern California, which hosts children diagnosed with cancer and their families.

South Coast Water District Approves New Rates THE LATEST: On June 23, the South Coast Water District board of directors unanimously approved water rates for the next five years.

There are three components that make up the water portion of the charges, which are collected with the monthly bill or the annual property tax bill. The components include the variable charge (amount of water actually used each month), the fixed charge (annual operational expenses) and

Dana Point Woman Dies After Falling into Harbor THE LATEST: Police say a Dana Point woman died after falling into the Dana Point Harbor early Saturday morning. The Orange County Coroner Division identified the woman as Eileen Taylor, 65.

Orange County Sheriff’s Department Lt. Mark Stichter said Taylor was walking along the dock with her husband when they both fell in around 12:30 a.m.

“He tried to keep her above the water, and some good Samaritans were nearby and were able to assist him with pulling her out of the water,” Stichter said.

Orange County Fire Authority Capt.

Steve Concialdi said the couple that helped pull Taylor from the water began to do CPR on her.

“Harbor Patrol arrived very quickly and continued to revive her with CPR,” Concialdi said.

Concialdi said Taylor was “in grave condition” when the paramedics transferred her to Mission Hospital in Laguna Beach. Taylor was pronounced dead at the hospital.

WHAT’S NEXT: Stichter said the cause of death is still being investigated. There were previous reports that alcohol may have been involved in the accident, but that has not been confirmed.

Salt Creek Grille Turns 20 Next weekend, the Salt Creek Grille will be celebrating 20 years of serving the community, a feat that wasn’t always easy, according to co-founder Tim McCune.

“It was 20 years of very hard work,” McCune said. “In the beginning, we weren’t quite prepared for the onslaught of business. Those were hard times, long days.

But I look back on those difficulties in the very beginning and [the difficulties] make today all the more worthwhile.”

McCune and his original partner Pete Truxaw decided to open the Pacific Coast Highway restaurant after working in the restaurant industry for years. The goal was to open an upscale yet casual American themed grill.

“There was always this quest to do something on my own, have my own business,” McCune said.

McCune gives credit to staff members, past and present, for the success of the restaurant.

“The staff is the most important aspect,” McCune said. “Those people have had a huge impact.” McCune said General Manager Marcos Costas and Executive Chef Scott Green are two of the people he’d like to thank the most.

In the coming years, McCune said they’re looking to update the bar area, and to continue to be forward thinking.

“We need to keep improving, and stay fresh, but remain true to our identity,” McCune said.

One of the restaurant’s values is to give back to the community. Sri Divel, national director of marketing and sales for the Grille, said giving back was always something the business strives to do.

“We never really scaled that back, which is true to Tim as a person and as a business model,” Divel said. “That is something we stay true to year after year.”

On Sunday, July 10, the restaurant will be having a celebration event, from 5-9 p.m., where proceeds will go to a nonprofit organization called the Jessie Rees Foundation. The foundation sends Joy Jars to children in hospitals across the nation.

“We felt it was a perfect fit,” McCune said.

Easter Seals Veterans Program Expands into Orange County

“Our support group agreed to do some fundraising to make his vision a reality,” said Dana Point 5th Marine Regiment Support Group President Terry Rifkin. “These veterans have shown bravery and personal courage and have made so many sacrifices in their lives.”

The plans for the monument have been created, but the support group is still continuing their efforts to raise funds.

The group has worked with a company on the East Coast for other monuments in the 5th Marine Regiment Memorial Garden at Camp Pendleton.

“It will be brought here with an escort,” Rifkin said. “It will reside with the other monuments in the park.”

The monument will be dedicated on Monday, February 20, 2017, which is George Washington’s birthday and President’s Day. Rifkin said for every $500 donation, up to $10,000, the support group will match the contribution.

With the aim to find more jobs for veterans, the Easter Seals expanded the Bob Hope Veterans Support Program to Orange County.

“It’s important for the veterans to know we’re here,” said John Funk, director of operations for military and veterans services at Easter Seals Southern California. “We want to provide them with the support and services they can use. Sometimes, they don’t know what services are out there.”

The Bob Hope Veterans Support Program provides one-on-one employment support services as well as referrals to other resources so veterans who are transitioning out of the military can be successful in life and their careers. The service is free and open to any veteran.

Funk said the support program provides individual meetings at the convenience of the veterans in their community.

The program determines what the veteran’s interests, skills and goals are to help find the best fit.

“A lot of it is discovery, finding out who they are as a person,” Funk said. “We want to be able to tell their story to the employers of their military experience in a way anyone can understand.”

The service also works with the veterans to tailor their resume to specific employment opportunities, enhance their interview skills, and develop networking skills. Funk said so far, the expansion into Orange County has been going well.

“It’s been great. Orange County has embraced the veteran community,” Funk said. “There’s a strong desire to connect Orange County employers with veterans.

We’re happy to be a part of that system and the success.”

My husband and I recently moved to the city of Dana Point, and we wanted to express our gratitude for a wonderful Father's Day! We had family visiting from San Diego, Fallbrook and Long Beach. We barbecued in Lantern Bay Park enjoying the beautiful views. But mostly we enjoyed a wonderful game of bocce ball. We have lived in areas where there are no parks to be found, only strip malls. So the beautiful bocce ball court that has been added to Lantern Bay brought many smiles on Father's Day. Thank you for spending our tax dollars on something tangible we can enjoy. The four fathers that were represented on Father's Day all say, ‘Thank you!’

We are planning our next get-together; our only problem is deciding which wonderful park to choose from. Also, our granddaughter loves the movie in the park on Friday night so much. Again, thank you.

MANDARIN IMMERSION PROGRAM NOT CENTRALLY LOCATED SUSANNE DACHGRUBER, Capistrano Beach

There have been troubling developments for families in the southern part of the district that have their children enrolled in the Mandarin Immersion Program (MIP) at Bergeson Elementary School in Laguna Niguel. MIP was founded by a San Clemente parent, and in 2011 when the program was approved by the CUSD Board of Trustees, one of the stipulations was that it be accessible to all CUSD residents, and therefore be centrally located. This highly successful program will enter middle school next year, but where will it go? On April 13, the CUSD district staff recommended that the program go to Newhart Middle School in Mission Viejo, which doesn’t provide equal access, is the most northern of our middle schools, and doesn’t allow for a feasible drop-off/pick-up time between schools for families with multiple children.

This will lead to families having to drop out of the program. To the relief of the 88 percent of families in the program that live central or south, the board voted 5-2 for Niguel Hills Middle School upholding their promise of equal access. Prior to their vote, keeping a centralized location for the program received public support from San Clemente Mayor Hamm, former Dana Point Mayor and current Council member Carlos Olvera, as well as several other council members, local clubs, businesses and residents from our southern cities.

$889 million bond measure to repair our neglected schools, spending $1 million to move the Mandarin program sounds wasteful, but it isn’t clear cut for the following reasons: 1) The $1 million estimate is to fix four classrooms, not the two reportedly needed for MIP. 2) Due to declining enrollment at Niguel Hills, the program wouldn’t need the extra classrooms thus the cost would be $0 for facilities. 3) The whole point of the bond measure is to fix our crumbling classrooms. Due to misinformation about the real costs involved many of us are wondering if we’ll be able to keep our children in the program if it does end up getting placed in Mission Viejo. The solution is simple: the district needs to uphold its promise of granting equal access to all families and let the decision stand for Niguel Hills Middle School.

RESPONSE TO ‘CITY SUES ALCOHOL DRUG TREATMENT HOMES’ DAN HEREDI, South Corona, former Dana Point resident and business owner

Rather than spending money on outside lawyers trying to prevent treatment on a local drug/alcohol problem facing many South Orange County teens and adults and helping the South Orange County communities with treatment programs, why don't the South Orange County cities including Dana Point look into turning the now closed San Clemente Hospital into a drug and alcohol facility with possible housing for the homeless?

Federal, state and local funds including grants could be used on this “disease” rather than law enforcement programs and lawsuits that don't work.

DANA POINT TOWN CENTER PARKING NEED IS URGENT

Area residents have voiced concerns that the lack of central parking causes spill-over into the residential areas adjacent to the Town Center. These concerns have quickly become reality as evidenced at the June 21 City Council meeting where a family described how their dream home has been turned into a nightmare by the parking spill-over from two new restaurants that opened nearby. If the multi-use Town Center becomes the vibrant thriving area that we all hope it will be, the City Council will see many recurrences of distressed residents unless convenient central parking is made available.

The City hoped to avoid building parking facilities by finding a way to share the parking lots of the existing restaurants and businesses in the Town Center. This approach might provide some minimal short-term relief but parking places within private parking lots, with limited hours of availability, and scattered across the Town Center will not eliminate the need for central pubic parking. Attempting to encourage customers to seek out inconvenient Town Center parking by restricting or metering parking in the adjacent residential neighborhoods will not help the Town Center businesses and will do little to reduce the impact on the adjacent residents, in fact this approach risks increasing the impact on the neighborhoods.

For a successful Town Center: all new projects must not contribute to the parking spill-over, they must provide adequate parking for all their residents, and they must provide parking for the customers and employees of their restaurants and businesses by either on-site parking or preferably by contributing the required parking spaces in a public parking facility; and convenient public parking must be available that will allow customers and visitors to come on a moment’s notice and enjoy their experience.

Work on central parking cannot begin too soon. The City of Dana Point should be actively working to acquire property at both ends of the Town Center. The empty lot where the Bates Motel stood, the Post Office truck lot, and the empty lot at the corner of Del Prado and Violet Lantern are all ideal locations. Now that the contentious Measure H and Measure I campaigns are behind us, I urge the Dana Point City Council to initiate a project to provide public parking in the Town Center.

Adequate parking within the Town Center is critical for successful revitalization of this area of Dana Point. The 2008 Town Center Plan calls for a minimum of one and preferably two public parking facilities within the Town Center to be built at the beginning of the redevelopment project.

These facilities were not built and currently there are no plans to build them.

At the Movies: ‘The Neon Demon’ is Unattractive

he 2011 action-thriller Drive was the best and worst thing to ever happen to Danish filmmaker Nicolas Winding Refn. Considered by many film fanatics to be a modern classic and a big inspiration on indie thrillers in the last few years, Drive should have improved Refn’s direction and future films. But instead, the artsy, grotesque director has used most of his success and newfound creative control to be primarily indulgent and pretentious. Take most recently his new film The Neon Demon.

Like Drive, Neon Demon is set in the seedy, underbelly of Los Angeles, but this time with models and the fashion community. Sixteen-year-old Jessie (Elle Fanning) has just arrived in town with some test headshots for agency applications. While she has completely captured the attention of photographer Jack (Desmond Harrington), make-up artist Ruby (Jena Malone), agency head

Roberta (Christina Hendricks) and a nameless fashion designer (Alessandro Nivola), fellow models Sarah (Abbey Lee) and Gigi (Bella Heathcote) feel instant competition.

Keanu Reeves also appears as the sleazy owner of the motel where Jessie is staying. There are a lot of quality things going on in NWR’s The Neon Demon—Cliff Martinez’s tight score, the flashy cinematography, the pretty ladies and the performances from Lee and Heathcote. But everything after the initial build-up in the first half is all blown apart by the narrative mess with the film’s plot twist. There’s nothing but shock value that comes off as cheap more than clever. It’s not attracting audiences to the theaters, and they’re not missing much. DP

Dana Point Resident to Discuss New Novel

F

rom a young age, Dana Point resident Kim Hooper has been writing.

Whether it was short stories for school or in her spare time, Hooper has enjoyed putting the pen down on paper.

On July 9, the local author will discuss her new book, People Who Knew Me at the Dana Point Public Library.

“I’m excited,” Hooper said. “It’ll be good to have members of the community there.”

The fiction novel is about a woman who fakes her death on September 11, 2001 and goes west to start a new life.

“She goes under a new identity, she has a daughter,” Hooper said.

Hooper said the book flash forwards 14 years later and the main character is forced to visit her past life.

“There’s certain things that make her visit her past,” Hooper said.

Hooper said the book is all fiction but she chose California for the setting of the book for multiple reasons. “[The main character] is thinking New York is too hard to be anonymous; in California you can easily hide,” Hooper said.

“It’s the farthest she can get from New York without leaving the country.”

Hooper said she has written multiple books before, but none have been published.

“I never thought of writing as something to do, it always just came naturally for me,” Hooper said. “In elementary school we would have assignments like ‘recreate a fairytale’ and I really enjoyed those.”

Hooper said her parents weren’t writing types, but her mom was always reading.

People Who Knew Me is Hooper’s first published book, and has been on the stands since May. “There’s been a lot of local support,” Hooper said.

Hooper has done two other readings for her book in Huntington Beach

and Laguna Beach.

Hooper said she’s always writing but she’s not sure what the next project will be.

“I’m always writing something,” Hooper said. “I’ve had a lot of people tell me they’ve enjoyed and are ready for the next one. So we’ll see.”

The reading takes place on Saturday, July 9 from 1-2 p.m. at the Dana Point Public Library. DP

Crouse Advances to 18U National Team Trials

F

ollowing a 12-game selection process that stretched over two days, 40 players from around the country were selected to be on the USA Baseball 18U National Team Trials roster with a chance at making the final 20-man team in September.

Hans Crouse, a soon-to-be senior pitcher at Dana Hills High School, was one of the 40 players who survived the first round of cuts and is eyeing a spot on the elite-level squad.

Crouse, along with 107 other ballplayers, descended upon Cary, North Carolina, on June 24 to compete in USA Baseball’s Tournament of Stars. The tournament served as a scouting and selection process for the 40-man roster.

Crouse and the players who made the 40-man roster will head to Houston, Texas, on Sept. 11 to compete in the National Team Trials. Players who land a spot on the final 20-man roster will travel with

the team to compete in the COPABE Pan Am “AAA” Championships in Monterrey, Mexico, in September.

California is well represented on the team’s 40-man roster. Crouse is one of nine Californians that made the team, the most of any state in the country. Orange County was also well represented, as Hagen Danner (Huntington Beach), Royce Lewis (JSerra Catholic) and Nick Pratto (Huntington Beach) also made the 40-man roster.

At the Tournament of Stars, Crouse was a pitcher for Team Free, which ended up placing second. Crouse appeared in the tournament’s championship game and tossed three scoreless innings as his team’s starting pitcher.

Crouse made his first appearance in the tournament on the first day of competition.

He threw three shutout innings, allowed one hit and struck out four.

Crouse proved to be a dominant force on the mound in his junior year at Dana

Hills. The 6-foot-4-inch right-hander led the Dolphins in ERA (1.15), wins (five), innings pitched (73) and strikeouts (96).

Love for Meg Memorial Golf Tournament to be Held July 1 A memorial golf tournament and silent auction in honor of Megan Gerhard-Weisberg, a Dana Point resident who passed away in 2012, will be held at San Juan Hills Golf Club on July 1.

Gerhard-Weisberg died in childbirth in 2012 due to a rare pregnancy complication known as amniotic fluid embolism, or AFE. The memorial golf tournament aims to raise awareness of the condition.

McLaughlin Eyeing Berth on Olympic Swim Team The eyes of the swimming world are fixed on Omaha, Nebraska this week as the U.S. Olympic Swim Trials take place at the CenturyLink Center. Hundreds of the best swimmers in the nation are on hand, vying for a chance to represent the U.S. at the upcoming Olympic Games in Rio De Janeiro, Brazil.

One such athlete that is eyeing a spot on the team is 18-year-old Dana Point native Katie McLaughlin, who is in the hunt for a berth on the United States team in the 200-meter butterfly event.

McLaughlin, who graduated from Santa Margarita Catholic High School this June, qualified for the 200 butterfly finals with a strong performance in the semifinals on June 29. The finals were set to take place on June 30 and results were not available at press time.

McLaughlin, who also placed eighth in the 200 freestyle final on June 29, placed third in the second 200 butterfly semifinal heat with a time of 2:10.35, which earned her a spot in the event finals on June 30.

Dana Wharf Fish Count fter a giant south swell and an increase in temperatures, the water outside the Dana Point Harbor has been ripe for bass fishing, according to Dana Wharf Sportfishing and Whale Watching captain Brian Wooley.

In his latest fishing report, Wooley outlined how certain areas of water were measured last week at 59 degrees, but by the end of the week, those same areas were measuring 71 degrees.

The half day and three-quarter day boats out of Dana Wharf are seeing plenty of calico bass and rockfish and are starting to see more bonito and yellowtail filter into the area.

City Adult Recreation Sports League Registration Begins Registration for the City of Dana Point Recreation Department’s adult leagues are now open. The department offers co-ed kickball and co-ed softball leagues for interested players over the age of 18.

our days of solid swell and superb surfing culminated on June 23 with the biggest waves and most hardfought performances of the 2016 USA Surfing Championship at Lower Trestles. Ten of 32 finalists hail from San Clemente and one took top honors.

The best surfers under the age of 18 who qualified through Surfing America (the San Clemente-based national governing body for the sport of surfing) member organizations across the United States competed for national titles in eight divisions. For competitors in U14, U16 and U18 divisions, the contest provided the season’s final chance to compete for coveted spots on the USA junior team—an opportunity to represent the country in the International Surfing Association (ISA) World Junior Championships. The U18 divisions also vied for the traditional Governor’s Cup award.

In the Girls U12 final, San Clemente’s Sawyer Lindblad faced Florida’s Ava McGowan and Hawaiians Eve Wong and Luana Silva, and brought home a third-place finish.

In the Boys U12 division, the campaigns of San Clemente surfers Dane Matson and Hayden Rodgers came to an end in the semifinals, earning Matson an equal fifth and Rodgers an equal seventh.

Caroline Marks, of Florida, took the Girls U14 title, followed by Alyssa Spencer (Carlsbad) in second place, Samantha Sibley (San Clemente) in third, and Kirra Pinkerton (San Clemente) in fourth.

Brodi Sale, also of Hawaii. Kade Matson (San Clemente) came in third and Jett Schilling (San Clemente) was fourth.

Marks claimed her second title of the event in Girls U16, taking the win ahead of runner-up Summer Macedo (Hawaii), Keala Tomoda-Bannert (Hawaii) in third, and Spencer in fourth.

In the Boys U16 final, San Clementean Crosby Colapinto rode only two waves, a 6.67 and 8.93, for the win. Hawaii’s Baron Mamiya came in second, followed by Matson in third, and Robbie McCormick of Florida in fourth.

The U18 division surfers battled for national titles and Governor’s Cup awards, recognized with the presentation of a lead crystal trophy cup.

Brisa Hennessy of Hawaii was the champion and Governor’s Cup winner among Girls U18. Marks took second place, her third of the event, Pinkerton earned thirdplace honors and Sibley was fourth.

hen it comes to board sports, San Juan Capistrano’s Tosh Johnson has no fear.

A fourth grader at Harold Ambuehl Elementary School, Tosh has been surfing since he was 4 years old. Five years later, he’s gone from learning to stand up on a weighted board to dropping into 11-foot waves and trying to pull off 360s on his snowboard.

“When I was 7, we started going to Doheny a lot, and I was getting better and better,” Tosh said. “I still surf at Doheny a lot and Salt Creek. I can do snaps and comebacks at Doheny.”

When it comes to learning new skills, Tosh says he takes a trial and error approach.

“I just like to Tosh Johnson. Photo: Courtesy see if I can do it,” he said. “And then I pull it off and keep doing it.”

Tosh also likes to participate in skateboarding, snowboarding and motocross.

He says falling while snowboarding or skating hurts “way more” than surfing, but that doesn’t keep him from trying to learn new skills. Tosh remembers the time he misread a fence while skating and “totally ate it,” and the time he flew over a wall. No matter for Tosh, though.

“It’s fun, and my dad got them both on video,” he said.

Tosh says his favorite subject is math, and he wants to be a landscape architect like his dad when he gets older. He also has plans to compete in surf competitions in a few years. But this summer, he’s taking it easy.

“This summer, I’ll just skate and surf a lot. Not many big plans,” Tosh said. DP
