Five things Dana Point should know this week OC Panel Holds First Meeting to Secure Housing Units for Homeless THE LATEST: The Orange County Housing Finance Trust met for the first time as a government board on Thursday, June 28, to discuss the initiative to find 2,700 housing units over the next six years in order to reduce homelessness in the area. Earlier this year, the Orange County Board of Supervisors approved the OCHFT Joint Powers Authority Agreement.

As of June, OCHFT has 17 member agencies—including the City of Dana Point. Councilmember Jamey Federico sits on the OCHFT Board of Directors.

In June 2018, the Board of Supervisors approved a Housing Funding Strategy in response to homelessness and a shortage of housing in Orange County. It set a target for the development of 2,700 new supportive housing units within six years and identified a need for an additional 2,700 affordable housing units during the same time frame. The Housing Funding Strategy identified all the funding sources for both capital and operating funding.

While these numbers are significant, it is not enough to fill the funding gap needed to achieve the target housing units.

On Sept. 11, 2018, Governor Jerry Brown signed Assembly Bill 448 into law which authorized the creation of the Orange County Housing Finance Trust.

AB 448 allowed the County of Orange and any of the cities within Orange County to mutually create a joint powers authority.

“The collaborative effort will allow the Orange County region to be more competitive and access additional funding sources available to address the homelessness and affordability crisis,” according to the OCHFT website.

Housing trusts are repositories for funds to construct affordable housing and are established by state, city or county governments. Trust funds come from voter-approved bonds, private donations, or dedicated, long-term streams like developer fees or from general funds.

group, made up of elected officials and county and city staff to establish the framework for the OCHFT.

Management Agency, determined in 2015 the sirens were unnecessary, because accident scenarios at the defueled nuclear plant can no longer exceed Environmental Protection Agency protective action values that recommend evacuation or sheltering in place, Dobken said in a June 26 press release from SCE. While the reactors at SONGS were operating, the sirens would only have been activated during the two highest emergency levels, known as a site-area and a general emergency. Neither can occur at San Onofre now that the reactors are retired, according to SCE. In the more than 39 years that the sirens were in service, they were never activated due to an emergency at SONGS, according to the press release.

SCE, Cities near San Onofre Nuclear Generating Station Removing Retired Emergency Sirens THE LATEST: Utility crews began depowering the 50 community alert sirens on Monday that were once required for operation of the San Onofre Nuclear Generating Station (SONGS), according to John Dobken, media relations manager at Southern California Edison (SCE).

The sirens are located within a 10-mile radius of the plant in the communities of San Clemente, Dana Point, San Juan Capistrano, unincorporated Orange County, the Camp Pendleton Marine base and on state park lands.

WHAT’S NEXT: Local communities were given the option of maintaining the sirens or poles for their own use. While none is keeping the actual siren function, some cities will keep the physical infrastructure. Camp Pendleton, for instance, will use the siren hardware as part of its public address system.

In other communities, the poles on which the sirens were attached will remain for street lighting or to support communication or video infrastructure.

The three sirens located on California State Parks land will be removed, and the areas will be served by the adjacent communities and Camp Pendleton.

San Clemente • 19 sirens: San Clemente will retain five poles to support existing streetlights and infrastructure. The city has an active Emergency Planning and Preparedness program with details available online.

San Juan Capistrano • 9 sirens: San Juan Capistrano will retain two of the poles to support existing streetlights and infrastructure. The city maintains a comprehensive Emergency Management program and encourages residents to learn more about these efforts online.

Dana Point • 8 sirens: Dana Point is keeping seven of the eight poles installed by SCE and is actively looking for a new system that will provide the city with additional siren and messaging capabilities and allow for clear verbal messaging. —Cari Hachmann

House Passes Appropriations Bill with $25 Million for Interim Nuclear Waste Program THE LATEST: The U.S. House of Representatives passed a $982.8 billion spending package last month that includes millions in funding to establish a program (Cont. on page 4) danapointtimes.com

The four-bill appropriations package, which passed in a 226-203 vote on June 19, provides several federal agencies funding for Fiscal 2020, beginning Oct. 1. The Department of Energy will have a budget of $37.1 billion, with $25 million allocated for the creation of the consolidated interim storage program.

Rep. Mike Levin, who represents California’s 49th District comprising the cities of San Clemente, Dana Point and San Juan Capistrano, lobbied for the $25 million that, if enacted, would pay for the initiation of the program, site preparation and the coordination of transporting the spent fuel.

Currently, the U.S. doesn’t have a permanent repository to store nuclear waste, as power plants have been responsible for the storage of their own spent fuel.

Proposals to construct temporary storage sites in New Mexico and Texas are currently going through the application process, according to the Nuclear Regulatory Commission (NRC).

Of the Energy Department’s appropria-

tions for the upcoming fiscal year, $1.3 billion will be dedicated toward nuclear energy, including the storage program, as well as for the research and development of “next generation of clean and safe reactors,” according to the House Appropriations Committee.

DOE’s fiscal 2020 funds would also go to “further improve the safety and economic viability of our current reactor fleet and contribute to the nation’s longterm leadership in the global nuclear power industry,” the committee stated in a breakdown of the appropriations bill.

Public Workshop Will be Held for “2019 Zoning Ordinance Clean Up” THE LATEST: A public workshop will be held by the Dana Point Planning Commission to consider a “2019 Zoning Ordinance Clean Up,” on Monday, July 8 at 4:30 p.m.

The workshop will be held in the Public Works Conference Room at City Hall,

There is a zone text amendment to various sections of the zoning ordinance to clarify portions of the code to better assist the public.

“All persons interested in the 2019 Zoning Code Update are invited to present their views on the above referenced project to the Commission at workshop,” states the city’s courtesy notice of the public workshop.

According to the workshop’s report, zoning ordinance “code cleanups” should be conducted on a regular basis to update and clarify various requirements within the Code. This practice ensures Zoning Ordinance requirements are accurate, relevant, and consistent with State law.

“The goal of this workshop is to introduce discussion items for the 2019 Zoning Ordinance cleanup, take public comments, and receive feedback from the Planning Commission,” the report states.

WHAT’S NEXT: Staff will lead a roundtable discussion, introduce the discussion items and receive Planning Commission comments. Public comments will then take place and, afterward, the commissioners will be able to provide additional feedback and comments to staff.—LB

Killer Dana Names Bethany Zelasko as Brand Ambassador THE LATEST: Killer Dana Surf Shop announced Monday, July 1 that Bethany Zelasko has signed on as its brand ambassador. Zelasko is a member of the Canadian National Olympic Surfing Team and is a second seed in the 2019 Pan American Games, which begin in late July in Peru.

The Pan Am Games are a direct qualifier for the 2020 Olympic Games in Tokyo.

Zelasco is also the first winner of the Dana Point Surf Club’s first annual Dana Hills High School Scholarship, which she received in 2018. She has won titles in Southern California and Canada. Her primary focus today is to qualify for and win the gold medal in the 2020 Tokyo Summer Games, according to a press release sent out by Killer Dana Surf Shop.

Dana Point Author Named ‘Most Inspirational’ Finalist Local Dana Point author and philanthropist Connie Spenuzza’s travel memoir, Jubilant Journeys, highlights the Spenuzza’s family travels as they venture to more than 125 countries in an ancestral search.

Her memoir follows along with the family as they trace their origins back to one of her ancestor’s epic journeys as a scribe on Christopher Columbus’s ship, the Pinta.

Spenuzza grew up among storytellers, detailing the lives of her family in South America. These incredibly detailed chronicles were the very first spark on her 50-year world trek for genealogical answers. Always intrigued with her origins, Spenuzza began her in-depth search early on as a college student in France.

“I would take the train down to the archives in Northern Spain from France.

This was during a period of revolution in Spain, so I was scared of going down there. I never found anything, but I did always want to go back,” said Spenuzza.

Jubilant Journeys treks along with Spenuzza, beginning with her first happenstance encounter in Spain with a baker who knew of her scribe ancestor. The book continues on, as the Spenuzza family travels all over the world in search of familial meaning and understanding. Now, Spenuzza has been named a finalist for the prestigious International Latino Book Award for her beloved memoir.

“To be named along Jose Andres, who is a Nobel Peace Prize winner, floored me. . . . It was an honor just to have my name tagged along,” Spenuzza said.

Unlike other travel books, Spenuzza’s Jubilant Journeys specifically highlights the people she has come to encounter and understand while out in the world. As a self-considered optimist, Spenuzza focuses on the individuals and the heartwarming memories during her globe-trotting adventures.

“I think because I’ve had 50 years of travelling, I think that the people of the world are really good,” said Spenuzza.

Over the years, Spenuzza has become a dedicated philanthropist and advocate for the fight against human trafficking. First touched by encountering human trafficking victims during a trip to Spain, Spenuzza has been committed to supporting the fight for decades.

Since the publishing of Jubilant Journeys, all sale proceeds have been given to local charities to fight human trafficking within the Orange County community.

Some of Spenuzza’s top charities include the Orange County Human Trafficking Task Force and Sanctuary.

Dana Point Seeks Grant to Renovate Community Park, Input from Residents

The city is holding an informal workshop at Thunderbird Park on July 2 at 10 a.m. for community residents. All are welcome to come and share their thoughts and opinions on the future renovation.

As part of the grant process, the City of Dana Point is looking for input from residents in regard to potential improvements and renovations. All residents and those who are unable to come to the workshop are also prompted to fill out the city’s survey, in which they can give their individual input. This survey can be filled out in person at the City Hall or online. All physical surveys filled out remotely must be returned to City Hall.

first-annual Girls Empowerment Camp for more than 50 teenagers this past weekend in Irvine.

The free two-day camp exposed teens to all aspects of a fire service career, including aerial ladder climbing, hose handling, ropes and knots, CPR/first aid, roof prop, and also were led through a confidence course.

On Saturday, the campers received instruction from professional OCFA firefighters on firefighting techniques and the use of various tools. On Sunday, the campers had the chance to perform their newly learned skills.

Worth One’s Salt Proposed Doheny Ocean Desalination Project Jumps EIR Hurdle

S

outh Coast Water District General Manager Rick Shintaku recalls the California drought from 1987 to 1992 as a pivotal moment in his career in water resources.

“Where was I in 1991? I was back in college sharing a house with four other guys. We weren’t flushing our toilets and we weren’t washing our clothes very much,” Shintaku said at a SCWD public hearing for the Doheny Desalination project on June 27.

Shintaku reflected on the major changes in the water world and the conservation mandates that rolled out.

“I’m very thankful for the advancements (in conservation) in washers, toilets and shower heads,” Shintaku said. “But that’s when it all started. And in 1996, Metropolitan Water District issued their first integrated resources plan. That was a big deal… Metropolitan realized they had a finite source of supplies.”

SCWD’s Board of Directors held a public hearing on Thursday, June 27 before certifying the final draft of the Environmen-

tal Impact Report (EIR) for the Doheny Desalination project. The initial draft version was released on May 23, 2018. It was created to evaluate the possible impacts and mitigation measures of a potential ocean water desalination facility to produce drinking water, in accordance with the California Environmental Quality Act (CEQA).

Since then, SCWD has collected comments, questions and concerns from impacted agencies, organizations and individuals who submitted feedback within 60 days of the EIR draft release, and written back to each of those submissions. The feedback from the public and the responses from SCWD are documented in the final version of the EIR. SCWD’s service area is approximately 8.3 miles and includes the communities of Dana Point, South Laguna, and areas of San Clemente and San Juan Capistrano.

Currently, SCWD imports 85 to 100% of its drinking water. The agency says this amount of reliability on imported drinking water creates vulnerability during droughts, supply shortages and potential natural disasters. According to SCWD, the proposed project would create a new, reliable, drought-proof source of water, and is one of the first projects to meet all requirements of the California Ocean Plan.

“South Orange County is short of emergency supplies today by 20 to 27.5 million gallons per day. Keep in mind this project produces 5 million gallons per day,” Shintaku said. “The single largest risk exposure to South Orange County is

an earthquake that could disrupt the State Water Project flows for more than a year.”

According to the Municipal Water District of Orange County’s 2018 OC Reliability Study, that could mean at least a $1.7 billion economic loss in South Orange County if there was an 80% outage for 60 days. MWDOC states that both the San Juan Watershed Project and the Doheny Desalination project provide cost-effective annual supplies and emergency supplies.

“These two projects should make up the core reliability improvement strategy for South Orange County,” the MWDOC study states.

SCWD formed a community-based public workgroup to review the agency’s draft Water Reliability Study. The workgroup comprises Bob Oakley, Buck Hill, Hoiyin Ip (a Dana Point Times columnist), Jared Mathis, John Thomas and Roger Butow.

The study was concluded based off the members’ findings.

“A finding that really resonated with me was that SCWD has a responsibility to its customers to address its system and supply reliability vulnerabilities in an effective and financially feasible manner,” Shintaku said.

“Also that the Doheny Project would provide water realibility that is under our control and least affected by external events.”

The water reliability study ranked the Doheny project the highest as far as water supply options.

Shintaku also noted that SCWD currently has about 11 days of emergency supplies, but there is a need for a mini-

mum of at least 49 more days of supplies.

“The Doheny Ocean Desalination Project would provide a continuous supply, well over 60 days,” Shintaku said.

The Triathlon Toward Desalination

The SCWD Board of Directors voted in favor of certifying the EIR in a 4-0 vote, with Director Douglas Erdman abstaining. Douglas Erdman stated he had not finished reading over the report—which exceeds 1,000 pages—and did not feel comfortable voting to certify a document he had not fully read.

“It’s only been out 10 days,” Erdman said before the vote. “At this time I’m going to abstain from approving until I’ve read the document.”

There will be a series of workshops on sea water intake options held for the board to discuss a cost estimate being prepared by a third party. The cost estimate is expected to be completed in the next two to three months, in parallel with the permitting process.

“This is like the triathlon. The EIR is the swim. The next leg of the race is the bike race and that’s the permitting process,” said Shintaku.

SCWD will be seeking permits from the California Coastal Commission, State Lands Commission and the Regional Water Quality Control Board. Shintaku says the third leg is design and construction.

“Our board will have to give us the green light before we can pursue design and construction,” Shintaku said. “Theoretically we could have the plant finished by end of 2022” danapointtimes.com

EYE ON DP The Science Behind Desalination

The most cost effective way for desalination at a large plant is reverse osmosis, says Shintaku. The technology is a membrane you apply high pressure to the water. Fresh water comes out while brine gets screened out. The brine in this case will be comingled with the wastewater outfall that extends two miles out into the ocean. Ocean water is being pulled in and run through these reverse osmosis membranes at high pressure.

“We are using slant wells. The wells are 1,000 feet long, totally submerged and never reaches the surface except for where it starts (in a vault),” Shintaku said.

The Price Tag for Desalination

The Doheny Desalination project would cost $107 million to complete. Shintaku says that SCWD has rigorously applied for grants to help offset those costs. So far, SCWD has secured $10 million from the state’s Department of Water Resources and $8.3 million from the U.S. Bureau of Reclamation’s Desalination Program—a program that SCWD can continue to reapply for each year up to $20 million.

Additionally, Metropolitan Water District runs a program that pays $475 an acre-foot for 15 years to offset operating costs—this could potentially reduce operating costs by $2.5 million per year.

“With our start up operating costs of roughly $6 million per year, that’s about 40% of our overall operating costs that could be rebated,” Shintaku said. “Because Metropolitan has a finite resource, they’re going to support alternative options.”

The Technology Already in Place

SCWD has overseen a smaller-scale desalination facility in Dana Point since 2008.

The 126 reverse osmosis membranes on site treat water from San Juan Creek.

While the water from San Juan Creek only has salinity of about 2,100 parts per million (sea water has roughly 35,000 ppm), Shintaku says the current facility offers a solid foundation for SCWD to expand its desalination technology.

SCWD owns the property of lots from its current desalination facility off of Stonehill Drive to nearby the I-5 offramp.

A Diverse Water Portfolio

Shintaku concluded in his presentation at the public hearing that with the Doheny Ocean Desalination facility, reliability on imported water would significantly decrease.

“If an emergency hits and we’re asking customers to conserve at least 85% of their water, they’re going to have to do more than turn off their sprinklers. They’re going to be conserving like my college roommates and I were,” Shintaku said. “With desalination, our reliance on Metropolitan imported water drops to about 29%, and that’s much more doable.” DP

Town Center interests including the Dana Point Taxpayers Association (DPTA) have held influence over Dana Point city councils for years, promoting development that is changing Dana Point’s character and endangering the quality of living that its residents value.

The 2018 city council election posed a danger to their influence when pro-resident candidates were running.

The DPTA tainted the election by conducting a malicious and unprecedented smear campaign against the opponents of Joe Muller, Richard Viczorek and Jamey Federico to help these candidates be elected. The DPTA also conducted a campaign in 2016 promoting councilmembers Muller, Viczorek and John Tomlinson’s pro-developer Measure I and opposing Measure H, the residents’ Town Center initiative. Measure H was overwhelmingly passed by the voters while they also overwhelmingly rejected Measure I. FPPC filings show that the major contributors to the DPTA have not been Dana Point residents but other PACs and special interests. Donations of $10,000 have been made by Raintree Evergreen LLC, the major Town Center developer, Majestic Housing and Development, the California Real Estate PAC, Excel Property Management and G&H Holdings.

Raintree also donated directly to Muller’s reelection campaign. In one FPPC report, Michael Powers, a Town Center businessman, was listed as the principal officer. Other DPTA members remain undisclosed.

About $70,000 of PAC and special interest money including that of the DPTA was spent to help Councilmen Muller, Viczorek and Federico be elected. The goals and connections they have with the DPTA, Raintree and other special interest groups make it questionable whether they will faithfully represent the interests of Dana Point’s residents.

I read the letters from Mark McGinn, Carol Wilson and Charles Payne in a previous issue of your paper with much

interest over the issue of misleading the local populace, and note that Mr. Payne’s citation to Government Code Section 8314 is California’s proscription against gifts of public funds. He’s right on the money here.

I recall being rather incensed when I observed our local fire department squiring a city council candidate around town in the 2018 election with signs attached to the fire engines evincing support for that candidate in violation of that Government Code section and state policy.

Anyone remember just which candidate it was who received those gifts of public funds and misused our city and county resources to gain an unfair advantage in a local election?

We have become so complacent in Dana Point and have allowed a few insiders to step over too many lines for far too long a time; maybe it’s time to start reporting those miscreants to the California Attorney General for investigation. Maybe it’s time that our local councilmembers take charge for the people who live in this fair city and ignore the wants and desires of outside interests and inside political influences. But if wishes were horses… Must stop this dreaming.

DON’T PICK UP THE PHONE PATRICIA DROWN, San Clemente

If you are over the age of 60 and you own a phone, you have undoubtedly been the target of a robocall “from Social Security” saying that your account is in trouble. I speak from experience. First, let me assure you that this is not how the Social Security administration operates.

But if you are an older person, living alone and perhaps a bit intimidated by how fast the world is moving, it can scare you.

Not telling people, however, is a very big mistake.

And there are many such calls. I had just finished a lecture on fraud at a community center, and as the group headed off for punch and cookies, one lady stayed behind. She looked worried. I asked if there was something she wanted to talk about. Yes, there was. A phone caller had scammed her out of all her savings with a credit-card offer. The tough part—and this is especially true for some seniors—was that she did not want to tell anyone and look vulnerable and silly.

That was of greater concern to her than the loss of her funds.

I explained to her that these callers are well-trained and have no conscience.

They work out of phone bank farms, making hundreds of calls each day and playing the odds. She was no match. Hearing

those words did not bring her money back, but it did restore some self-respect.

No matter what your age and how savvy you are, if the phone rings and you do not know the number, let it go to voicemail.

The phone has no constitutional right to be answered, but you have the right to protect yourself. Case closed.

BROKEN TREATIES, BROKEN PROMISES ROBERT BRACAMONTES, Montebello

When people ask, “Where were you born?” I say, “On my Ancestral land.”

I was born Acjachemen.

Today, we struggle to maintain control over our sacred burial and village site, Putuidem. The Acjachemen nation controlled all of Orange County, in the not-so-distant past. The land has and still carries the treasures of the past, present and future of our people.

The past is the blood-soaked Mother Earth that witnessed a hideous genocide during the building of the San Juan Capistrano Mission. Our slavery is often unspoken of in textbooks and newspapers.

But the pain lingers as historical trauma.

The present is the perpetual battle to protect the tiny specks of land that carry all of our archeological, historical and spiritual essence. Such little space remains that hasn’t been stolen. Our Ancestors cry out. Hidden from the naked eye, they speak to us from the grave to stop the desecrations. I have no army or weapons to stop them. And I will not beg.

We only ask that the San Juan Capistrano City Council live up to and fulfill their promise to protect one morsel of our Ancestral land. This by allowing the Putuidem Park project to proceed. And disallow investors the right to violently desecrate our sacred site with an RV parking lot.

The future can be just another burial sacred village demolished and forgotten.

Or San Juan Capistrano City Council can live up to the promises of treaties past.

The ones that were broken a million times. Make history, change history, or be judged by history.

s someone who’s considered the Beatles my favorite band since high school, Hollywood using their music as a gimmick has always been really hard for me to buy into. I loved the Cirque du Soleil stage show “LOVE” when it debuted in 2006, but I didn’t enjoy Julie Taymor’s film musical Across the Universe (2007) at all. Suffice to say, I went into Yesterday with low expectations. Instead, I came out of the new movie pleasantly surprised.

In modern-day England, Jack (Himesh Patel) is a struggling local musician who is about to give up his dream of being a singer-songwriter.

One late night while riding home, Jack experiences a biking accident at the moment when the whole world loses power for 10 seconds.

When he awakens the next morning, he discovers that he’s the only one who remembers who the Beatles are. Jack sees this as a huge advantage to finally break through as an artist.

Yesterday is a lot funnier than I was anticipating going into the viewing, and I think a lot of it has to do with Richard Curtis being recruited for the script. Curtis has a well-earned reputation for penning beloved romcoms, so it’s no surprise the love subplot with Patel and Lily James is indeed cute and given proper attention in the screenplay.

But, unfortunately, the logic behind all of the rewriting of history is very flimsy and relies entirely on the audience’s instinct to suspend disbelief. All the same, Yesterday still works as a fun date night or hangout flick with friends, and the covers of all the Beatles songs are pretty good, too. DP

Desalination: Huntington Beach v. Dana Point

O

ne of the biggest controversies in Orange County, environmentally and politically, is ocean desalination. And one of the public’s biggest confusions about desalination lies between the Poseidon project in Huntington Beach and the Doheny project in Dana Point. If you’ve been to the public hearings of both projects, even if you only walked by the meeting places, you would know they’re very different projects.

The Doheny hearings are attended by a similar set of organizations, typically representatives only, which add up to less than 20 public comments at a meeting.

Nobody holds any sign. Nobody provides any food. Uneventful, you may say.

THE PROJECT OWNERS The Poseidon project is by Poseidon Water, which is owned by Brookfield Infrastructure Partners (NYSE: BIP) headquartered in Toronto, Canada. The facility would be on leased land. The water would be privatized.

The Doheny project is by South Coast Water District (SCWD), a governmental agency that owns the land of the proposed facility.

THE WATER NEEDS 75% of the water in North County is from a large aquifer.

With only a small aquifer, South County is 90% dependent on imported water for drinking.

THE NUMBERS Poseidon’s construction cost will be $1 billion. It will produce 50-million gallons of water per day. The water cost from Poseidon’s Carlsbad facility is about $2,400 per acre foot, which is used as an indicator for Huntington Beach.

Doheny’s construction cost will be $107 million. It will produce up to 5-million gallons of water per day. The water cost will be $1,566 per acre foot.

THE TECHNOLOGIES Poseidon would use an open ocean intake with wedge wire screens that are ineffective in protecting marine life. It

would use a spray brine diffuser to dilute the brine, creating a small zone of toxic brine and a larger zone of high salinity. It would also kill marine life that comes into contact with the high velocity jets used to dilute the brine.

Doheny would use a subsurface water intake with slant wells drawing water from below the ocean floor - no impact to marine life. It would co-mingle brine discharge with the existing wastewater outfall, which has negligible impact on coastal and marine water quality.

THE STATUSES Poseidon gained approval from the State Lands Commission in 2017, still needs approvals from the State Water Board, Coastal Commission and Orange County Water District.

SCWD certified the Environmental Impact Report for Doheny on June 27.

The next steps include obtaining permits from state agencies, but most importantly,

seeking partnership with other agencies to share financial responsibility.

Desalination is more complex than it seems. I explained the basic differences between the Huntington Beach project and the Dana Point project. Neither will be cheap or quick to build. The moral of the story is that we should never back off on water conservation. As it shows on SCWD’s reusable water bottles, every drop counts.

She is often reminded of a quote by former California Coastal Commission Executive Director Peter Douglas: “The coast is never saved. 250 Years Ago, Father Serra Started Something Big

The city of Tepic, Nayarit, in the mountains above San Blas, remembers Serra with a statue and a replica of a humble dwelling that had housed him there in 1767-68 while he formulated plans to lead Californians to salvation. Murals of Serra line the walls of a historic Tepic chapel dedicated in 1784, the year Serra died at California’s Carmel Mission.

One of Tepic’s most popular hotels today is the Hotel Fray Junipero Serra, known locally as The Fray.

SAN JUAN’S HERITAGE

s milestones go, 2019 is a blockbuster—the 250th anniversary of the founding of San Diego in July 1769.

Modern-day California begins then and there.

Not only that, but 2019 is the 500th anniversary of Conquistador Hernan Cortes’ invasion of Mexico in 1519.

If it weren’t for Spain’s subjugation of Montezuma’s powerful Mexica empire: • Franciscan friar Junipero Serra couldn’t have been sent northward 250 years later, tasked with civilizing California.

• San Juan Capistrano wouldn’t exist as we know it. No Serra, no Spanish mission in 1776.

• San Clemente wouldn’t exist as a socalled “Spanish village by the sea.”

• Seaman Richard Henry Dana, for whom the Dana Point headland is named, would’ve had no reason to row ashore there to load hides from San Juan Capistrano ranches during the 1834-36 merchant voyage that Dana documented in a literary masterpiece, Two Years Before the Mast.

• Capistrano’s world-famous swallows would live in obscurity.

• San Clemente wouldn’t have a 65-year summer fiesta tradition known as La Cristianita, based on California’s first Christian baptism in 1769.

• Might we all be speaking Russian? Part of Spain’s reason for establishing a chain of California missions and forts was to gain a foothold and prevent a possible Russian presence.

Much of what California became begins with Serra in 1769 and, in turn, with Cortes’ 1519 endeavor to enrich himself while imposing Spanish religion and culture on lands that became mainland Mexico.

Until Serra’s first permanent Spanish settlement at San Diego, a society of hunters/gatherers had peopled the lands to be known as California.

The Golden State has evolved into the world’s fifth-biggest economy, a worldwide cultural and technological trendsetter.

Serra later relocated the original mission to a valley about seven miles inland, where it remains an active church and visitor attraction.

Today, the Mission San Diego de Alcala site includes a room where Serra may have resided when visiting San Diego, which was but one of nine missions he established between 1769 and his death in 1784.

Presidio Park exhibits foundational remains from early structures. A statue honors the native Kumeyaay people. Serra Museum colorfully retraces San Diego’s history.

PERSPECTIVES ABOUND

Some Californians on July 16 will perhaps raise a glass to toast California’s wine industry, which began with Serra’s introduction of grapes to provide wine to an eventual 21 missions.

Some Californians may mourn the fate of San Diego’s first people, the Kumeyaay, and of California’s other natives, who initially greeted Europeans with curiosity and technological wonder.

Many indigenous people would assimilate into Spanish ways, becoming mission Indians and Catholic converts to one degree or another. Others would run afoul of European ways or resist and be punished. Many would succumb to European diseases. By 1855, a native California population initially estimat-

ed at 310,000 was down to around 50,000, Serra biographer Steven Hackel wrote.

Over time, surviving natives were absorbed, often painfully, into the civilized idiosyncrasies of Spain, then Mexico, then the United States.

San Diego’s 5 p.m. July 16 ceremonies will honor the Kumeyaay and a multicultural history—250 years of San Diego achievements.

As noted at sandiego250.com, San Diego today “is the eighth-largest city in the nation known for its beautiful beaches, active lifestyle and diverse, vibrant communities,” including the Kumeyaay, who “continue to be part of the region’s cultural fabric.”

A new Kumeyaay flag will be displayed alongside U.S., Mexican and Spanish flags spanning San Diego’s history.

MEXICO REMEMBERS, TOO

In 2018, children in the Mexican seaport village of San Blas, Nayarit, sang, danced and chanted “Fray Junipero” at festivities marking the 250th anniversary of Serra’s shipboard departure from there to Baja California—March 12, 1768.

On March 28, 1769, as Hackel related, the missionary set out from Loreto, Baja California, on a laborious 700-mile overland journey by mule to San Diego, arriving on June 29.

SAN CLEMENTE’S NICHE

In San Clemente, a historical marker on display at Casa Romantica Cultural Center and Gardens commemorates California’s first Christian baptism. Spanish friars baptized two native children on July 22, 1769, in Camp Pendleton’s Cristianitos Canyon, which has its own commemorative cross and historic marker.

From 1954-62 and 1976-88, San Clemente produced an annual outdoor pageant dramatizing the baptisms. Fiesta La Cristianita, featuring a parade and a carnival, was an annual tradition from 1954-88. The fiesta has since evolved into a day-long music festival on Avenida Del Mar, this year set for Aug. 11.

HISTORIC DANA POINT

Serra’s subtle footprint in Dana Point history is reflected by a Richard Henry Dana statue and a replica of his ship, the Pilgrim.

Visitors and school groups at the Ocean Institute can board the Pilgrim to learn about Dana’s adventures and 1830s seafaring. The Pilgrim also participates in an annual Tall Ships Festival.

A MEXICO EPILOGUE

WHERE IT BEGAN

A July 16 event at San Diego’s Presidio Park will commemorate the day in 1769 when Serra established California’s first mission there. Thus began Serra’s stated quest—with all its inherent consequences— to save native Californians’ souls by bringing them Christianity.

Some 1,200 miles northwest, Mission San Juan Capistrano is an active church and visitor attraction. Tourists learn about history and can enter Serra Chapel, where Father Serra, now Saint Serra, officiated. Mission exhibits describe Serra’s legacy, early mission life and San Juan’s first people.

A block away, the Blas Aguilar Adobe dates back to 1794. Exhibits there offer an Acjachemen Nation perspective on how European ways altered the lives of natives who had coexisted with their natural environment for thousands of years.

Two weeks before California’s 250th anniversary, Mission San Juan Capistrano will conduct a yearly ceremonial ringing of its four bells at noon on July 1, the Feast Day of Saint Serra. Every day, the mission rings a single bell, seven times, at 9 a.m.

Mission San Juan was the seventh of nine California missions started by Serra. Its 250th anniversary will come in 2026.

The 23-year-old left-hander has moved around a fair amount in his seven-year professional career.

Taylor, 2013 DHHS graduate, is on his eighth minor-league team with the AA Binghamton Rumble Ponies in the New York Mets system. Taylor has no decisions in six appearances in Binghamton with a 1.64 ERA and 17 strikeouts in 11 innings pitched.

Taylor began the season with 21 games on the Advanced-A St. Lucie Mets and posted a 2-2 record with seven saves, a 2.63 ERA and 29 strikeouts over 27 1/3 innings.

ith summer in full swing, perfect baseball weather is now upon us in Dana Point and all over the country.

Let’s check in on some former Dana Hills Dolphins battling through the ranks of professional baseball:

HANS CROUSE

The 20-year-old right-hander is still the No. 1 prospect in the Texas Rangers system, despite a quick stint on the injured list this season.

Crouse, DHHS 2017 graduate, is dealing with a bone spur in the back of his pitching elbow. The spur will be surgically removed after the season.

“We’ve discussed it with multiple doctors and they have assured us there is no extra risk,” Rangers general manager Jon Daniels told the Dallas Morning News. “He wanted to get some innings in this year.

We all wanted to not lose the season if it could be avoided. We will get it cleaned up after the season and he will be ready to go for spring training. It’s not that dissimilar from things that a lot of guys pitch through.”

Crouse is not on a specific innings limit nor is there an innings goal, but he is limiting the amount of sliders thrown due to the spurs. Crouse only had two starts between May 8 and June 23 while on the injured list for the bone spur.

This season with the Class A FullSeason Hickory Crawdads, Crouse is 2-0 in 10 starts with a 2.82 ERA and 42 strikeouts in 44 2/3 innings. Crouse threw four scoreless innings on just 44 pitches in his last outing on June 29. Crouse received a no-decision against the Columbia Fireflies but allowed no runs or walks with only four hits.

Williams has a perfect fielding percentage at second base with 15 double plays and 64 assists. Williams has three errors at third base and five at shortstop. Williams is hitting .194 with a .310 on-base percentage, five home runs and 22 RBI.

PETER MARIS

The 25-year-old infielder is his fifth professional season and his first in a new organization.

Maris, 2011 DHHS graduate, was

signed as a free agent by the Tampa Bay Rays in 2015 out of UC Santa Barbara and stayed in the Rays system until last December. Maris was put on waivers by the AA Montgomery Biscuits and claimed by the AA Richmond Flying Squirrels of the San Francisco Giants system.

After extended Spring Training with the Giants, Maris began the season with the Advanced-A San Jose Giants. Maris hit .296 with four doubles, two triples, four home runs and 16 RBI in 29 games in San

LUKE WILLIAMS

The 22-year-old infielder is in his fifth season in the Philadelphia Phillies system and has consistently moved up each year.

This season, Williams is in AA with the Reading Fightin’ Phils of the Eastern League. Williams, 2015 DHHS graduate, is listed as third baseman, but has played more games at second base (32 versus 22 third-base games) with stints at shortstop and all three outfield positions.

The 22-year-old catcher is in his first full professional season after being drafted out of the University of San Diego by the Cincinnati Reds in the 2018 seventh round.

Schuyler, 2015 DHHS graduate, is currently with the Class A Full-Season Dayton Dragons. Schuyler has posted a .255 batting average with 11 doubles, a triple, two home runs and 31 RBI in 69 games.

Last season with the rookie Billings Mustangs, Schuyler hit .272 with six doubles, a home run and 23 RBI in 58 games.

ZACH WOLF

The 21-year-old right-hander is also in his first full professional season after being drafted out of Seattle University by the Miami Marlins in the 2018 18th round.

Wolf, 2015 DHHS graduate, throws for the Class A Full-Season Clinton LumberKings. In 16 appearances, Wolf currently has a 3-1 record with four saves in eight opportunities, a 5.40 ERA and 18 strikeouts over 18 1/3 innings.

Wolf split last season between the Class A Short-Season Batavia Muckdogs and the Class A Full-Season Greensboro Grasshoppers.

t’s official; I’m completely over the electric bike thing at Trestles.

Gone are the days when those who wanted to surf down there had to use their own pedal power, or push a skateboard, or—heaven forbid—walk and talk. It wasn’t all that long ago you had to earn your session down there.

Today, every Tom, Dick and Barney with a line of credit has armed himself with an electric bike. To borrow from Bob Marley, “Me no especially dig that, ya know?”

Not only are they unnerving when they come flying by and impacting an already overcrowded lineup, it’s only a matter of time before somebody gets seriously smashed by one of them.

Last week, I was walking down the trail when a few middle-aged dudes zipped past me, forcing me to pull off the trail and stand in the poison oak as I tried not to get run over. Wave-hungry and oblivious to anyone in their path, they made it even less of a joy for me to share the lineup with them and their overseas epoxy pop-out boards. (Support your local shaper.)

How to deal with and regulate the electric bikes on the Trestles trails continues to present a conundrum. There is currently a 10-mph speed limit on the San Clemente Beach Trail, but that does not appear to apply at Trestles. The message that I’ve

here’s a lot to say about Dana Point’s Bella Kenworthy on a pretty regular basis. On a skateboard or surfboard, she’s one of the most accomplished kids her age—boy or girl.

She recently made the semifinals of the Dew Tour’s skate competition in Long Beach, then the next day jumped in the water at the USA Surfing Championships at Lowers. Ripping all week, she’s just been selected to the Girls Under 16 USA National Surf Team.

gotten from friends inside the California State Parks is that for the time being, until somebody gets seriously hurt, don’t expect any type of enforcement efforts.

To date, whatever regulations there are on the books have not been enforced at Trestles. One source close to the subject has indicated that California State Park rangers and lifeguards have been instructed to let the electric bikes be for now due to the murky nature of current enforcement policies. They indicated it would more than likely take somebody getting hit by a bike and a subsequent lawsuit to change the situation. Nothing like getting plowed over at 25 mph to force change.

California Vehicle Code 312.5 defines an electric bike as “a bicycle equipped with fully operable pedals and an electric motor of less than 750 watts.” They break them down into three classes: (1) A “class 1 electric bicycle,” or “lowspeed pedal-assisted electric bicycle,” is a bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches the speed

of 20 miles per hour.

(2) A “class 2 electric bicycle,” or “lowspeed throttle-assisted electric bicycle,” is a bicycle equipped with a motor that may be used exclusively to propel the bicycle, and that is not capable of providing assistance when the bicycle reaches the speed of 20 miles per hour.

(3) A “class 3 electric bicycle,” or “speed pedal-assisted electric bicycle,” is a bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the bicycle reaches the speed of 28 miles per hour. It is equipped with a speedometer.

The top-of-the-line electric bikes in town sell for approximately $2,000. Fully charged, they have a range of 25 miles and can go upward of 25 mph and carry a payload of nearly 300 pounds. Sorry, that’s not a bike—that’s a full-on vehicle.

I totally get why they’ve become so popular, even if I loathe them. One can get to and from the beach quicker, making surfing hard-to-access spots such as Trestles more efficient. And because one doesn’t have to exert oneself pedaling, it takes far

It was the first event of its kind for girls and was an immediate hit with both the pro surfers on hand and the fans. Bella ended up in third place, behind winner Sierra Kerr and runnerup Sky Brown.

It’s events like this, opportunities like this, and performances like this that are going to carry surfing to a very exciting place in the near future.

Outlook: Southwest swell lingers through the weekend, with south-southwest swell from Hurricane Barbara topping out on Friday with surf in the chest high to slightly overhead zone (4-6’ faces). The mix of southwest and south-southwest swell then tapers off on Saturday and Sunday with surf down into the waist to shoulder high zone (3-4’+ faces) at better exposed spots. Lighter south winds for Fri, Sat, Sun mornings, swinging around to the southwest and picking up into the light+ zone for the afternoons.

Perhaps if I had a spare $2,000 to drop on an electric bike, I’d be more apt to back them, but I don’t think so. I recently saw a bumper sticker that read: “The leash killed surfing.” I largely agree with the sentiment (unless it’s really crowded), but it seems as if electric bikes are doing a pretty good job of killing surfing, too.

Trestles sessions used to be well-earned.

They took time and were special because of the effort required. Now, every donkey with a fresh charge can be down the trail in less than five minutes; and if you’re not careful, you may get run over. DP
