Parking Implementation Plan Moves Forward THE LATEST: After two years of city staff receiving instruction to engage the Dana Point community on parking issues, city council moved forward with adopting the Citywide Parking Implementation Plan during the March 19 council meeting.

In March 2017, staff initiated a contract with Dr. Richard Wilson, an urban planning professor at Cal Poly Pomona, to facilitate a public workshop on parking issues. The following month, city council, the planning commission and city staff met with Wilson to discuss parking issues in regard to supply and management.

“City staff had received feedback from the community on parking concerns in Doheny Village,” said Belinda Deines, a senior planner for City of Dana Point. “The city moved forward in further examining parking issues throughout the city as a whole.”

During the remainder of 2017, staff conducted a community survey, held a workshop and delivered reports to council and the commission. In January 2018, city council established the Parking and Circulation Oversight Task Force, which was defined as an advisory group that would inform council and offer recommendations to address parking and circulation solutions for Dana Point. The following residents and leaders were appointed to the task force: Mayor Joe Muller; Planning Commissioner Eric Nelson; Traffic Improvement Subcommittee Member Luke Boughen; Cindy Fleming, Resident At-Large; and Mike Powers, Business At-Large.

Throughout 2018 and up until this month, the task force discussed marketing strategies, reviewed the city’s parking count and occupancy, parking enforcement “hot spots” and finalized recommendations that came before council.

Additionally, city staff assembled a Technical Advisory Committee to meet quarterly to follow up on items from task force meetings. While the task force’s purpose of delivering recommendations has been served, the advisory committee of staff members will continue to meet to carry out the short-term, mid-term and long-term goals identified in the implementation plan.

aims to improve public parking marketing to alert drivers of existing lots that are underutilized. Listed short-term goals include publishing interactive, online and app-based parking information.

“The opportunities are endless,” Deines said. “We are currently reaching out to third-party vendors to explore our options.

Ideally, drivers could find parking spots through our app and parking enforcement could be improved through the use of technology.”

The city’s public works department will be organizing a garage clean-out to incentivize residents to use garage parking and free up street parking spaces.

Public works had initiated a contract with LLG Engineers to conduct on-street and off-street parking counts and an occupancy study that was conducted in August 2018. The results indicated that between 2008 and 2018, Town Center’s off-street parking supply decreased by 100 stalls and on-street decreased 11 stalls.

According to the city’s implementation plan, best practices in the parking industry suggest an area is constrained whenever an inventory of parking is operating for a sustained period of time in excess of 85 percent occupancy. Last summer, weekend peak hour, off-street occupancy was less than 60 percent in most Town Center areas.

“As new development is constructed, ongoing monitoring will be necessary to evaluate whether additional parking strategies or parking regulation changes are warranted,” the implementation plan said.

WHAT’S NEXT: The implementation plan’s long-term and ongoing goals include the city entering into lease agreements with private property owners to provide public parking lots, as well as cultivating public-private partnerships to incorporate additional parking stalls during construc-

tion phases.

City staff will continue to explore and promote alternative means of transportation to reduce or modify parking demand, as well as research “smart” parking technology.

Preview of April 2 City Council Meeting THE LATEST: Dana Point City Council will hold its regularly scheduled meeting on Tuesday, April 2. Listed agenda items include adopting a resolution to approve the SB-1 Project List for fiscal year 20192020, a resolution to approve a notice of completion for the construction of the Arterial Roadway Resurfacing & Pavement Preservation Project and recruitment for the Arts and Culture Commission.

On April 28, 2017, then-Governor Jerry Brown signed Senate Bill SB-1, which established a Road Maintenance and Rehabilitation Account (RMRA) in the State Transportation Fund that is intended to address deferred maintenance on state and local street and road systems. In order to maintain eligibility for RMRA funding, the city must submit a proposed project list to the California Transportation Commission (CTC) by May 1 with a city councilapproved resolution.

The terms for Arts and Culture Commissioners Maria Elena Banks, Nancy Jenkins and Karin Schnell will expire the last day of June. The city clerk will post a notice of vacancy for the vacant terms of office. Unless the city council determines otherwise, the notice shall be posted and applica-

Polling Data Shows CUSD Bond Measure to Fix Schools Has Slim Chance of Passing THE LATEST: The Capistrano Unified School District’s proposed bond measure to provide funding for capital facility improvements could fail by a narrow margin in the March 2020 Primary Election, based on feedback from local voters.

Polling data collected by True North Research shows that 54 percent of those surveyed would vote in favor of a bond measure next year, falling one percent shy of passing, as bond measures must meet a 55-percent approval threshold.

True North President Tim McLarney presented the data to the Board of Trustees during a workshop meeting at CUSD headquarters on Wednesday, March 27.

One of the biggest takeaways of the poll, he noted, was that it showed CUSD had made progress from its previous bond measure attempt.

In the 2016 General Election, an $889 million Measure M bond to upgrade schools in the district failed, receiving only 45 percent approval. McLarney suggested CUSD launch an aggressive outreach and education campaign if the board decides to move ahead with the 2020 bond measure.

CUSD spokesperson Ryan Burris said the data is encouraging, because it shows the district has made progress in its efforts to communicate the facility needs of the school to parents and the community.

“To see 54 percent is encouraging in a way that we’re doing the right work about communicating with the city leadership, communicating with our families, communicating with our stakeholders and residents,” Burris said.

In late December, CUSD approved plans for True North to conduct the voter surveys and polls.

From Feb. 19-28, the research firm polled 671 district voters who were likely to participate in next year’s general and primary elections. Using a mixed-method approach, voters were polled over the (Cont. on page 4) danapointtimes.com

During the polling, the firm conducted an “initial ballot test” to gauge the community’s support of the potential bond.

A sample ballot question posed to the participants asked how they would vote on a measure to authorize “$152 million in bonds at legal rates, levying 4 cents per $100 assessed value ($9 million annually) for a period of 35 years.”

The sample ballot question used does not actually reflect what the potential bond measure could be in the next primary election.

Nearly 27 percent of the respondents said they would “probably” vote yes, and 27 percent said they would vote “definitely yes.” Close to 19 percent said they would “definitely” vote no and 15.5 percent said they would “probably” vote no.

The remaining participants preferred not to answer or said they were “not sure.”

At the start of the poll, voters were first asked what issues of the community were most important to them. According to the data, 84 percent of those polled believed “improving the quality of education in our local public schools” to be either very important or extremely important.

Just over 70 percent of participants said “reducing homelessness” was important to them, and 70 percent also said “repairing and upgrading aging school facilities” was important. On the low end, 60 percent of respondents found “preventing local tax increases” to be extremely or very important, while 66 percent of them said “protecting the environment” was important.

The poll also looked to see how much voters were willing to be taxed on their property. According to the responses, 40 percent of the voters would either vote “definitely yes,” or “probably yes” to paying $48 per $100,000 of their property value annually.

More voters responded positively to paying a lesser annual tax on their property value. When asked to pay $38 per $100,000 of their property value, “yes” responses increased to 44 percent, and when asked to only pay $28 per $100,000 on their property value, 50 percent said they’d “definitely” or “probably” vote yes.

When it came to the voters’ priorities in terms of the types of projects and improvements they’d prefer to see done, repairing or replacing leaky roofs, rusty plumbing and failing electrical systems ranked at the top of the list with 57.3 percent strongly in favor and 28.5 percent somewhat in favor.

Upgrading classrooms, science labs and technology to support math, science and engineering instruction was also ranked highly among the respondents, as such projects received a favorable 84.6 percent.

Southern California Edison, the majority owner of SONGS, has not loaded any spent nuclear fuel into the dry facilities since Aug. 3, when the violation took place. Since the incident, NRC officials said during the Monday webinar that Edison has been compliant and has demonstrated that it can efficiently store the fuel, but the commission will continue to analyze reports from the energy provider.

Several factors relating to the NRC’s decision included criticism of the oversight of the downloading of the spent nuclear fuel canisters into the vertical receptacles, as well as training deficiencies. The commission also said the canisters are safe and that any contact they sustain would be minimal.

–they included upgrading labs and career training facilities, removing hazardous materials, replacing aging portable classrooms, and installing, repairing or replacing AC units in classrooms—received a favorable rating of at least 70 percent.

Only about 40 percent of the respondents said they favored a project to “build a 50-meter pool at San Clemente High School to support student health fitness, athletic programs.”

A second ballot test was also conducted after “positive arguments” were posed to the participants. The firm first listed several reasons why the bond measure is needed, such as noting that many of the schools are more than 50 years old and that upgrading schools with today’s technology would help kids succeed in college and find careers.

During the second ballot test, the amount of those who would vote either “definitely” or “probably” yes decreased to 53 percent, while “definitely” and “probably” no votes increased to 37 percent.

Respondents then listened to the “negative arguments” against the bond before participating in a “final ballot test.” Some of the “negative arguments” included interest on the bonds costing taxpayers about $300 million, “taking property owners more than 35 years to pay off,” and districts shouldn’t be trusted because it “will mismanage money or spend it on their own pet projects.”

According to the data from the “final ballot test,” 38 percent of respondents voted “definitely no” or “probably no,” and the “yes” votes decreased to 51 percent.

WHAT’S NEXT: Burris said the board is likely to hold an additional workshop and

presentation on the potential bond in the coming weeks so the district can come up with a plan of what the measure might look like should they decide to forge ahead.

The district, he said, doesn’t need to make a final decision on whether to introduce the measure until this December, but CUSD hopes a decision will be made sooner than that. Burris also said the district may conduct tracking polling in September or October to give CUSD a clearer picture of whether the bond has a chance of passing.—Shawn Raymundo

Edison Faces $116,000 Fine for August Canister Incident; Fuel Loading Still on Hold THE LATEST: The Nuclear Regulatory Commission (NRC) on Monday, March 25, decided that San Onofre Nuclear Generating Station (SONGS) operators committed two significant violations in relation to an incident that occurred while storing a spent nuclear fuel canister in August.

NRC officials said they propose a fine of $116,000 for the incident itself in which a canister was caught on a guiding ring and that overseers were in the incorrect location at the time of the downloading process. The NRC categorized this as a level-two violation, the second highest of four possible categorizations. Another violation was the inadequate timing to formally alert the NRC, which was deemed a level-three violation, but no civil penalty was levied.

WHAT’S NEXT: Edison said it is still working with the NRC while additional reviews are addressed, such as “design documentation related to incidental contact as canisters are downloaded,” the release stated.

NRC officials said they planned to attend the Community Engagement Panel meeting on March 28 in Laguna Hills.

Pacific Marine Mammal Center Says It’s Taken in 3 Times More Patients than Last Year Pacific Marine Mammal Center (PMMC) in Laguna Beach recently announced it’s taken on more than three times the sea lion, elephant seal and other marine mammal patients than it did last year.

Krysta Higuchi, events and public relations coordinating manager for PMM, said there could be a number of factors related to the increase, particularly the massive rainfall the area experienced this winter, which washes bacteria into the ocean.

This can cause domoic acid during certain atmospheric conditions. It’s produced by algae and can accumulate in shellfish that are eaten by the mammals, according to the center’s website.

PMMC has also seen an increase in dolphin rescue responses.

“This has been a very unusual and sobering start to the year, with already three elephant seals rescued,” PMMC officials stated in a press release. At least one elephant seal was rescued in Dana Point Harbor recently.

PMMC takes in animals that are near death or very ill. According to the center, it costs about $3,000 to rehabilitate one seal or sea lion patient. The center is currently trying to figure out the cause of the increase of marine mammal patients and expects to have its dolphin reports back within the next couple of weeks. Court Hearing for Homelessness Lawsuit That Names Dana Point A court hearing for a lawsuit that names Dana Point is scheduled in federal court in Santa Ana at 8:30 a.m. on Tuesday, April 2.

Several South Orange County municipalities are involved in the lawsuit regarding homelessness. The court hearing will be with homeless nonprofit organizations Housing is a Human Right and Orange County Catholic Worker. Plaintiffs filed a suit on Feb. 27 against the cities of San Clemente, Dana Point, San Juan Capistrano, Irvine and Aliso Viejo, because they said the cities have not done enough to provide for a homeless shelter.

A report from the Orange County Sheriff’s Department last week stated the county’s homeless mortality rate had spiked from about 120 in 2014 to more than 210 last year.

Cancer Support Partners (CSP) is a new nonprofit dedicated to providing specific services to the community of people dealing with the life challenges of being diagnosed and treated for cancer-related illnesses. The organization intends to help create “a better quality of life” for people suffering from the illness.

“Our goal at Cancer Support Partners is to provide transportation to and from treatment,” a press release from the organization stated. The organization helps “our partners with handyman services, housecleaning (light), dog walking and help with small errands locally.”

A Path Toward Hope in Mental Health

M

ental health and wellness continues to be a major focal point in Orange County. Specifically in South Orange County, hospitalizations resulting from mental health and substance abuse issues continue to rise. Suicide attempts are one of the leading causes of hospitalizations.

Last month, I hosted a forum on children’s mental health with mental health professionals, parents and youth. My concern specifically focused on youth and teen suicide and the families struggling to find mental health resources before and after suicide attempts. Families and students shared how little information about resources is available. They also shared their experiences about not being well-equipped to recognize warning signs from their loved ones.

Moreover, families and individuals suffer alone because of the stigma around suicide and seeking mental health treatments.

Suicide is the leading cause of non-natural death nationwide. In Orange County, teen suicides averaged 13.3 deaths per year over the past 10-year period, which is higher than the average of the rest of the state’s counties. National statistics indicate that roughly half of those who died by suicide never sought mental health care, yet an estimated 90 percent would have

benefited from mental health care. There is so much more to say about this issue than these statistics.

Earlier this month, I led an effort at the Orange County Board of Supervisors to approve a $600,000 allocation toward the Orange County Suicide Prevention Initiative and support our community partners at Be Well Orange County, including the Ransom Foundation, Mission Foundation and Kay Warren of Saddleback Church. The goals of the initiative are to reduce stigma, ensure all residents know when to seek help for themselves or for their loved

ones, and have clear information on where to turn if someone is experiencing a crisis.

These goals address an overall consensus that existing prevention programs haven’t been coordinated and haven’t made enough of an impact. Because Be Well OC is a collaboration of community stakeholders, we will be able to maximize our efforts to make a bigger impact through strategic, coordinated and enhanced efforts.

I would like to express my thanks to my colleagues, health professionals and local community organizations for supporting mental health wellness. In Orange County, we always strive to provide the best opportunities to our residents so they can live safe, happy, healthy lives. Every life is valuable, and we cannot afford to lose another person to suicide. Through the collaboration with our county, Be Well OC and our community, we will bring hope back into the lives of those who need it most.

This year, it’s a two-day event and will also be at three other locations. It sure

looks like you have enough great music, but do you have enough tacos and beer?

Dexter Holland (DH): I don’t want to be rude, but it’s kind of a ridiculous question. Everyone knows you can never have enough tacos and beer!

Noodles: There’s just so much to do, too: tacos, beer, Lucha Libre wrestling, awesome music. It’s a great couple days! Get there early, because some great bands are playing earlier.

AS: How is it working with SGE to curate your own festival, and what do you do that makes Sabroso so well-received?

DH: SGE has been great. They are always open to new, fun ideas, and their execution is flawless.

AS: Are there any similarities there to building your Gringo Bandito line of hot sauces?

DH: I wish! Doing the hot sauce is way harder, because I am learning as I go. It would be like me trying to do Sabroso in 1991!

AS: How is playing in Dana Point unique to other venues or locations?

DH: It’s the beach . . . and Doheny. As a Southern California kid, the place is legendary.

Noodles: Such incredible weather, and it’s just a beautiful place to be. I live in Huntington (Beach), so it’s like being at home.

All the relatives and everyone we went to school with come out of the woodwork for this one! When we’re playing live and the crowd is singing and getting angry to “Bad Habits” or laughing to “Pretty Fly,” it’s the best feeling in the world connecting with

the audience like that.

orse-centered films have become such a novelty with family-friendly content and little girls’ interests that when a horse movie for grown-ups comes along, people don’t know what to do with it. Last year, Lean on Pete was one of the best independent films of 2018, one of the best horse-themed movies, and seriously depressing on top of all that. So barely anyone saw it. This spring, Focus Features’ The Mustang is going to present a similar situation.

In a Nevada state prison, Roman Coleman (Matthias Schoenaerts) is in the middle of spending a decade serving time for a violent crime. His anger issues sometimes cause him to be put in isolation, and he prefers not to talk to people. His teenage daughter, Martha (Gideon Adlon), is ready

to be emancipated from him so she can start her life over. At the same time, a rehab program that involves training wild horses is offered to him.

Bruce Dern and Connie Britton co-star as Roman’s personal mentors.

Watching the film, or even just the trailer, one probably wouldn’t guess The Mustang was actually produced by a French production team. Actress Laure de Clermont-Tonnerre makes her directorial debut and surprisingly isn’t out of place with such an American setting. Similarly, Schoenaerts successfully pulls off playing a Californian as a Belgian actor. The Mustang isn’t as depressing as Lean on Pete, but it is a good reminder of how therapeutic being with a special animal can be, no matter who you are. Don’t let the “R” rating turn you away (unless you’re younger than 16). DP

ARTIST SPOTLIGHT: MARIKA SEGAL

Marika Segal has been a San Clemente resident for nearly 25 years. She takes inspiration from galaxies and celestial bodies in her acrylic portrayals of people, flowers or objects. She debuts her first-ever mural this month at Kawamata Seafood in Capistrano Beach (26881 Camino De Estrella). Segal used crowdfunding to raise about $680 from family and friends, and she used Kickstarter to subsidize the mural. She says she’s received support and positivity from the Dana Point community and hopes to create more artwork for the city to enjoy.

Q: How long have you been painting, and how have your style and inspiration grown since first starting?

A: I’ve been inspired by galaxies in my painting since 2012. I went to Ireland for about five weeks that year, and I felt a really creative urge to paint again. My mother’s side of the family is from Ireland, and the trip really opened me up to being creative. I’ve been inspired to paint galaxies, nebulas and planets within humans, animals and objects. I have a simple, spiritual philosophy: we have infinite possibilities within us. I think that’s what I try to communicate through my artwork.

I’ve had to overcome major hurdles in the past. But no matter what we’ve been through, we have that infinite energy and infinite potential within us to heal and to overcome, regardless of our circumstances.

Q: What made you want to create a mural for the community?

A: Dana Point is starting to catch up with Laguna Beach with artwork in the community. I want to beautify the community and share my universe. I want to give something that the community can deeply enjoy. I’ve had nothing but endless support. As I was working on it, people were so excited that artwork was coming to their neighborhood.

All the longtime residents were happy to see something new and fresh. It was nice to get that spiritual, mental support. Although there was no permitting process in the City Dana Point Times March 29-April 4, 2019

Q: What inspired your mural on Kawamata Seafood?

A: In January of this year, I did some concept sketches as proposals for what the owners of the business and the building would like.

We stuck with a Hawaiian theme in honor of their menu, and I incorporated my theme of portraying the universe within nature.

Q: What do you think a mural adds to the community?

A: Murals and artwork in the community uplift people and challenge the imagination.

It helps people feel more positive about their environment. It shows progress, not just in a community sense but in a cultural sense.

When people see new additions to the community rather than things falling apart, it makes people feel more optimistic about their presence and about their future. People walking by me as I painted would tell me that before, it was just a blank wall . . . but now my mural adds something exciting and new.

Preserving Culture Local leaders in music and arts spearhead the launch of Music Preserves Foundation

Haideh Mehr is a self-taught abstract artist who has lived in Dana Point for 13 years. She sells her art at Bella Bazaar in Dana Point, which she helped open with her sister-in-law, and at Las Catrinas in San Juan Capistrano.

Q: How did you get into painting?

A: I have always painted since I was little, but I didn’t start selling my art until eight years ago.

Q: How would you describe your style?

A: It depends on my mood really. I’ll go from doing full-on abstracts to all of the sudden doing flowers, or all of the sudden wanting to paint angels. My artwork reflects a lot of what is going on in my life. I developed the angel series after a friend passed away from cancer, and draw inspiration for my seascapes from my surroundings and nature.

Q: How did you start selling your work?

A: When we started the business we had over 130 different artisans in the store, and I had never tried to sell my art, because we were so focused on getting everyone else started. So it wasn’t until later, when I did a piece of art for a client that wanted me to do it, when I was like,

“You know, I kind of like this! I’m going to start doing this and actually selling my artwork,” and it just went from there.

Q: How would you describe your creative process?

A: I never know what I’m going to paint until I sit down. Sometimes it will start with me just getting the colors on the canvas and seeing where it will take me from there. Usually, if I go into it with something in particular in mind, it’s not as enjoyable or creative for me as when I’m just putting my emotion into the canvas and seeing what comes about.

I’ll go through big spurts of time where I don’t paint at all, and then something will happen, and I’ll end up producing 10 or 15 pieces at one time.

Q: Has your career as an interior designer helped with your artwork?

A: Of course it helps to know what colors are in, what people are wanting in their artwork. But I try to make sure I keep it where I still do my crazy art, as well as doing what I know is going to appeal to the masses.

ith the initiative to cultivate music education and inspiration in Dana Point, the nonprofit organization Music Preserves Foundation has officially launched. The foundation will connect musicians with local students and uphold the preservation of music history and culture.

Arts and Culture Commission Chair Anthony Small partnered with Patti Compton, recent public relations director for Omega Events (the entertainment production company that produces the Doheny Blues Festival) to build the organization. Compton and Small crossed paths last year during the Doheny Blues Festival. Compton had been seeking a partnership to build a nonprofit to advance music education, and Small had been ready for a career step toward giving back to the community.

“The foundation provides valuable music and arts education and cultural learning opportunities for local students and the community,” Compton said in a Music Preserves Foundation press release. “Music is about connection, and there is a great opportunity to capture the allure of the music that flows through Dana Point and use it to create educational opportunities and forge greater connection and understanding through music.”

Music Preserves Foundation has partnerships in place with festival producers and will be participating this year in the Doheny Blues Festival and the Ohana Festival (produced by Synergy Global Entertainment) to provide music history education and give students backstage opportunities.

The foundation aims to provide both a

youth education program and a cultural enrichment program. The youth education program offers backstage opportunities for students to connect one-on-one with artists performing at music festivals in Dana Point. Music Preserves Foundation also offers educational opportunities through a partnership with the Capistrano Unified School District that foster an understanding of music history and scholarships for students who aspire to study music or music history.

The foundation also provides exposure in the community to music, art and cultural events, as well as speaker series.

Dana Point Mayor Joe Muller has stated his support for expanding music and cultural programs within the city throughout his campaign for city council.

“Music is a huge part of Dana Point’s identity,” Muller said in a release. “Music is an art form that builds analytical skills and then allows one to express them creatively. For Music Preserves to combine that with exciting opportunities to learn about our history from a unique perspective is truly forward thinking.”

“The reception out of the gates has been tremendous because these programs that enrich communities are much needed.

It’s good timing, too. There are a lot of exciting things happening in Dana Point,” Small said. “We look forward to being a conduit for our partners and stakeholders to contribute to the enrichment of the community and inspire and educate local students. By partnering with and contributing to Music Preserves Foundation, businesses can work with us to advance their missions and show the community that they are socially conscious and understand the value of arts and music education. We look forward to working together with our current and future partners to enhance our community.”

Tom’s Blunt Advice for a Lonely Widower

A

75-year-old widower of two years emailed me this week seeking dating advice. I’d heard from him twice before.

In January, he asked me about a widow of nine years he’d been introduced to by friends at church. She was 65, and he wondered if the 10-year age difference mattered. I told him no, unless she had a fear of suffering another loss.

He also said she told him she had no interest in being romantically involved. I told him to be patient. They had six dates in six weeks. He said she told him she didn’t have the energy to go out more than once per week.

When he sent her flowers on Valentine’s Day, she telephoned him in tears, and broke off the relationship by saying, “This is what I was afraid of. I can’t do this anymore. We can still be friends. I’ll see you around at church. Goodbye.”

My impression was that he was trying too hard, probably out of loneliness and desperately wanting a mate.

This week, he emailed again: “I’m embarrassed, I went back on dating site OurTime.

I found a lovely Christian lady several states from me, 845 miles away (really didn’t want that). She is a three-year widow, about my age.

not about to get crazy about her, until I spend time with her. Do you think I am making a mistake here? Do you see any red flags I’m missing because my heart is involved?”

I responded: “Don’t be embarrassed about online dating. Just be careful. You asked for my opinion. I am going to be blunt; I don’t want you to get scammed.

Loneliness is causing you to not think clearly. I see red flags. Has she sent you a photo? Have you talked on Skype?

“After only three weeks, you are falling in love or are at least infatuated with an image, not a real person. Until people meet face-to-face, they can’t have realistic feelings for each other, only imaginary feelings.

“June is a long way off. If you want to see her, why don’t you visit her soon? Do not send this person money for a roundtrip ticket. I think you are slowly being reeled into a scam. You even admitted that you suspect that.

“Please read the reviews about OurTime on consumeraffairs.com. You will quickly notice that similar scams have happened to many, many people posting there. And, finally, do you want a longdistance relationship with a woman so far away? Take a deep breath. Find a nice woman near you. Don’t be so eager.”

Dana Wharf Fish Count Halibut Derby enters final weekend, ends on Sunday, March 31

A

rise in rockfish and the final weekend of the Halibut Derby highlight the week from Dana Wharf Sportfishing & Whale Watching.

In his weekly report, Captain Brian Woolley said that rockfish have been the focal point for the three-quarter-day trips. The catches have been steady and productive despite any day-to-day changes in weather conditions or water quality. There was solid action for anglers using bait or jigs.

The half-day trips have not been as successful, with the kelp spots currently being without kelp. Woolley said the trips have fished the hard-bottom spots for solid sand bass and calico bass catches, with some sheephead and sculpin.

The Fury has seen quality catches on its overnight trips to the islands. This week, Fury was at San Clemente Island for rockfish and added some lingcod to the haul. Fury, which also makes trips to Catalina Island, has its schedule for the rest of the month posted on the Dana Wharf Facebook page.

Boys Lacrosse Back on Track The Dana Hills boys lacrosse team had been on fire to open the season.

The Dolphins had opened the season 5-0 – a marked improvement from last season, especially on offense. However, the perfect start ended with a loss to Edison, 18-7, on March 15.

Dana Hills had won its league opener before the Edison game and followed the Edison loss with a tough fight against Aliso Niguel. The Dolphins were edged out by the rival Wolverines, 11-10.

With both perfect marks gone, the Dolphins had to right their ship and did in a big way. Dana Hills (6-2, 2-1) won a league game over Capistrano Valley, 126, on Tuesday, March 26.

Baseball Enters Ryan Lemmon Invitational While most Dana Hills teams will be off for spring break, the Dolphins baseball team will work.

Dana Hills (8-8, 2-3) has one league game at Capistrano Valley on Friday, March 29 before entering the Ryan Lemmon Invitational at the Great Park in Irvine.

The Dolphins take on Corona del Mar on Saturday, March 30 at 9 a.m., Valencia on Monday, April 1 at noon and Los Alamitos on Tuesday, April 2 at 3:30 p.m.

A tournament playoff game will also be held on Wednesday, April 3.

Part of the Ohana Dana Point Outrigger Club shows support for Colorado teens in training

A

group of 13 students will represent Platte Canyon High School in a 70mile outrigger race in Tacoma, Wash. after a week of training in Dana Point.

The students and five teachers arrived in Dana Point on Saturday, March 23 and have been camping at Doheny State Beach. The students on the crew have been taking their outrigger, which they constructed themselves, out in the harbor from Baby Beach each day to train for the SEVENTY48 race.

The event, which starts in Tacoma and ends in Port Townsend, Wash., requires participants to complete 70 miles within 48 hours using a human-powered vessel. No motors or sails are permitted.

“Our goal is simply to finish within that time frame. These kids have never done anything like this before,” said Kip Ottesen, a special education teacher at PCHS. “We plan on rowing straight through until we finish.”

The PCHS Yacht Club launched its three-piece outrigger in ocean waters for the first time on Sunday, March 24 at Baby Beach. The Dana Point Outrigger Canoe Club stood by in support as the students ensured their watercraft was built to float.

The boat’s design is based on plans the team purchased online. The plans are

modular, allowing the students to dismantle the outrigger and fit its entirety on a 16-foot trailer on the trip up to Washington.

Ottesen and staff had reached out to the Outrigger Canoe Club for assistance in the construction process. Jay Sponagle is a member of the Dana Point club and has experience in woodworking for humanpowered vessels.

“Anybody who paddles is part of our ohana,” Sponagle said. “It was important that we show our support as a club and welcome this group of kids to the Dana Point community.”

Members of the Dana Point Outrigger Canoe Club offered tips and adjustments to the PCHS yacht club, including shortening the shaft of the paddles, which had been too long and could potentially put strain on the shoulders of the tallest paddler.

“I love it. I love any program that takes a bunch of kids out of their comfort zone and guides them to create something they’re proud of,” Sponagle said. “I used to be an art teacher, and seeing these kids be excited about this adventure and what they’ve been able to do reminded me of the joy of seeing my own students create something they’re proud of.”

Ottesen says the athleticism required for this race is new to the students on the team.

“This project has served as a way for students to problem-solve, conceptualize designs and execute the work required to create a stable, sturdy canoe,” Ottesen said.

“This has been an important opportunity for our kids to apply themselves, work as a team and experience something new and different. We couldn’t be more appreciative of the community’s support.”

That Winning Feeling Crosby Colapinto, Alessa Quizon kick off WSL season with statement wins

A

fter a brief offseason this winter, the wheels of the World Surf League are grinding back to life. The 2019 season has kicked off with a consistent run of Qualifying Series (QS) contests, and local San Clemente and Dana Point surfers have been able to take full advantage.

Last weekend in Huntington Beach, with pristine springtime conditions and pumping head-high to overhead surf, San Clemente’s Crosby Colapinto got down to business at the Jack’s Surfboards Pro. After a breakout season on the Junior circuit last year, he carried the momentum and confidence with him into Huntington. Surging on the final day, the 17-year-old regular-footer blitzed through five heats on Sunday as he battled to get to the top of the podium.

“I knew there were going to be five heats if I made the final, so I was planning at the beginning of the day to drink water, stay energized and keep calm between heats,” Colapinto said after taking the win, a career highlight for him.

Saving his best for the end of the day, Colapinto went near-perfect in the quarterfinals, posting wave scores of an 8.67 (out of a possible 10) and a 9.60 for a final heat total of 18.27. In the semifinals, he found himself matched up against fellow Lowers regular and former event champion Nate Yeomans.

raceful soul. Effortless style. Infectious stoke. Indie Hoffman’s keeping that classic Dana Point/ Capo Beach soul alive.

Coming off a big weekend last week at the Western Surfing Association Championship Tour Event in Oceanside, where the surf was clean and pumping, Hoffman swept the under-14 and under-18 girls’ longboard divisions.

At 12 years old, she’s already surfing with poise and maturity well beyond her age. She recently picked up a sponsorship with women’s surf brand SisstrEvolution, which is helping support Dana Point Times March 29-April 4, 2019

Again, Colapinto put together two solid scores to send the veteran packing and earn his first finals appearance in a QS contest.

Facing Brazil’s Phillippe Chagas in the final, Colapinto had to dig deep to notch his first-ever QS victory. Chagas opened the heat with a stout 7.17. Colapinto countered, smashing two powerful, highrisk maneuvers to earn an 8.50 from the judges. With less than five minutes left in the final, Colapinto extended his lead with a 7.0 ride. Chagas made a one last-ditch effort to take the win on a wave in the dying seconds, but he ended up falling.

“You had to be on the best waves,” Colapinto said. “That was one of the best feelings in my life so far, and this smile won’t leave my face for a long time. This is crazy. I was just coming into this event trying to get a couple of points, and to win, it is just a dream. I worked hard for this, and I had all my friends and family down here, so it was a really good moment.”

And when it comes to surfboards, under the tutelage of Capo Beach’s Josh Martin, she’s developing quite a talent with a planer. She’s a throwback to the era when surfers shaped their own boards, which could have something to do with her family’s DNA. The Hoffman family goes way back to the early roots of surfing. Her grandfather helped pioneer big-wave surfing, and her parents, aunts, uncles and cousins all surf. It’s little wonder she wound up on a board before she could walk.

Hoffman’s the future of a great legacy, and it’s exciting to see where her vision of the sport and culture is going to take things. DP

Colapinto’s older brother, Griffin, is currently preparing for his sophomore season on the WSL’s Championship Tour (CT).

In 2018, Griffin finished 18th in the world rankings and is looking to keep the fire burning brightly this year. The first contest of the year, The Quiksilver Pro Gold Coast, kicks off April 3. It will be streamed live on worldsurfleague.com.

“Now I’m going to go to Snapper (Rocks) and Bells (Beach), which will be super fun.

I’m going to watch my brother smash the contests, so that’ll be cool,” Crosby Colapinto said. “By the end of the year, I want to be in the QS 10,000s at Hawaii; that’s my goal, and to be in the QS 6,000s next season.”

And speaking of Australia, Dana Point resident Alessa Quizon is coming off a huge win at the Sydney Women’s Pro. Originally hailing from Oahu, Quizon and her husband, Brazilian pro surfer Caio Ibelli, live in Dana Point and can usually be found down at Salt Creek when they’re

not on the road. A former CT surfer, Quizon fell off tour in 2016, but her win at Manly Beach is a strong step forward to getting back to that elite level, where she belongs.

“I can’t really believe this is happening,” said Quizon, who now sits at fourth on the women’s WSL QS ratings. “I was mainly coming to Australia to support my husband and maybe surf a few events and just see how I would do. Then I came here and kept making heats, and then I ended up in the final. I wasn’t really planning on chasing the QS this year and going for re-qualification, but I might have to rethink that. This is all so surreal. I just need to let it all sink in.”

Quizon had reportedly opted to put less pressure on herself this year, focusing more on enjoying her surfing than her competitive results. She may have to change those plans, because she could very well see herself back on the CT in 2020. DP
