Seaside Inn Litigation Leads to Settlement THE LATEST: A judge has dismissed the owner of Capistrano Seaside Inn’s bankruptcy claim as a bad-faith claim, and now both the City of Dana Point and the motel owner were ordered to have a settlement conference. The update on “Seaside Inn” was given by the city attorney, Patrick Muñoz, during the May 20 city council meeting.

“It’s been closed for a number of years and going through construction,” Muñoz said during an update in March. “Plans have been drawn up that will restore its historic character, and the city is prepared to issue building permits to have construction work go forward.”

The city has since issued those permits, and the property is now up for sale.

“Funds will be issued in a way that takes care of some outstanding debt,” Muñoz said. “Construction could possibly move forward by the end of summer.”

The property along Pacific Coast Highway in Capistrano Beach was constructed around 1930 with some office space and 28 motel rooms. It was regarded as one of the last remaining roadside motels in Dana Point, which helped shaped California car culture.

A receiver was court-appointed for the property per the request of the City of Dana Point after significant nuisance complaints and code violations. The property owner had challenged the costs of rehabilitating the property and had attempted to have the receivership terminated at least four times, each of which has been rejected by the court. The legal challenges had resulted in delays for development, but the city has approved plans and issued building permits for renovation. unanimously approved a policy to allow visual aids, including PowerPoint, during public comment.

The initial policy was introduced by Lewis on Tuesday, May 7. Lewis emphasized the importance of residents being effectively heard during public comment and that visual aids have a powerful impact in communicating their points.

During discussion, Federico expressed concern for potential threats to cybersecurity.

The May 7 meeting adjourned with the agreement that Lewis and Federico would work together on the proposed policy. On Tuesday, May 21, the policy was introduced and unanimously approved.

Litigation against Moulton Niguel Comes to an End THE LATEST: According to a settlement agreement released on Monday, May 20, Moulton Niguel Water District has agreed to pay a total of $4.8 million to settle a lawsuit originally filed in 2017 by Dana Point-based South Orange County Wastewater Authority.

The joint statement released by all parties involved in a lawsuit filed against MNW was short and simple—unlike the litigation that had led to it.

The statement said that the agencies involved would work together in the future toward the betterment of the region

and the coastal environment.

The initial suit was filed by South Orange County Wastewater Authority in May 2017, alleging that since July 2016, MNWD had stopped making payments toward the upkeep of a SOCWA-run wastewater treatment facility that serves several cities, including Dana Point, Laguna Beach and parts of San Juan Capistrano.

In March, Dana Point Times reported that a preliminary court ruling placed MNWD on the hook for roughly $2 million in delinquent payments related to capital improvements and maintenance costs for a wastewater treatment facility at Aliso Creek.

The Riverside County Superior Court on Tuesday, Feb. 26, tentatively ruled that Moulton Niguel is responsible for paying its share of the bills toward the Coast Treatment Plant’s upkeep in Laguna Niguel until February 2030.

“This was how the judge interpreted the contract to establish a contract end date and to determine what money was owed,” said Joone Lopez, General Manager of MNWD. Dana Point Times received a scanned version of a check for $4.8 million from MNWD to SOCWA dated May 20. According to a statement released by SOCWA, MNWD will pay approximately $2.1 million to cover past invoices dating back to July 1, 2016 and will pay approximately $2.7 million to reimburse legal costs incurred by Laguna Beach, South Coast and Emerald Bay during the dispute.

Lopez stated that a breakdown of costs for the $2.7 million had not been part of the agreement discussion yet.

NRC Gives Edison the OK to Download Spent Nuclear Fuel at SONGS THE LATEST: Southern California Edison (SCE) has been given the green light to resume its ongoing efforts to transfer spent nuclear fuel at the San Onofre Nuclear Generating Station (SONGS) into dry storage, the Nuclear Regulatory Commission (NRC) announced Tuesday, May 21.

Though the NRC has provided the goahead, SCE has yet to determine when it will officially restart downloading the nuclear fuel into canisters for its storage facility.

“The ultimate decision on when fuel transfer operations will resume will be made following a careful review of operational readiness by SCE and our contractor,” SCE said in a press release. “SCE will continue to provide timely updates to the community and our stakeholders as we move through this process.”

Edison and its contractor, Holtec International, suspended transfer operations following an incident this past August.

During the incident, a canister carrying spent fuel was being lowered into a vertical receptacle but wasn’t aligned properly, causing it to get stuck on a guiding ring.

While the misalignment was corrected and the canister properly stored, the incident should have prompted SCE to notify the commission within 24 hours of it occurring—a point Edison officials have since acknowledged.

The NRC imposed a fine of $116,000 to Edison over the incident itself and not for missing the 24-hour notification deadline, news files state.

Since the August incident, SCE said, it has conducted a “comprehensive review” of its transfer operations and has made adjustments to its program.

According to the NRC, its determination to allow Edison to resume operations was based on an “extensive review of technical data” that SCE submitted “regarding the possible effects of scratching on spent fuel canisters” during operations.

“SCE has also completed visual assessments of eight loaded canisters. The incidental contact that may occur during canister downloading, as the NRC recently re-affirmed, poses no impact to the safe storage of spent fuel,” SCE spokesman John Dobken said in the release.

CUSD Survey Shows Support of Bond Measure in Dana Point, Aliso Viejo, Laguna Niguel THE LATEST: New polling data shows that the majority of potential and likely voters in Dana Point, Aliso Viejo and Laguna Niguel would support a bond measure to upgrade classrooms and other educational facilities at schools in those cities.

To gauge the community’s support of

whether the Capistrano Unified School District (CUSD) should place the potential bond measure on the March 2020 Primary Election ballot, the Board of Trustees contracted True North Research to conduct the surveys.

According to True North’s findings, which were presented to the trustees on Wednesday, May 22, more than 58% percent of those surveyed said they would probably or definitely vote “yes” on a $256 million bond that levies 3 cents per $100 of assessed home value over the next 35 years.

For a bond measure to pass, it must meet a 55% approval threshold among voters.

CUSD attempted to get an $889 million Measure M bond passed in the 2016 General Election to fund school upgrades; however, it failed, receiving only 45% approval.

“If you look at the voter patterns on measure M a few years ago, relative to these three cities, relative to what we’re seeing in this poll, we’re about six points above where you were when Measure M turned to voter support,” True North President Tim McLarney told the trustees. “So you’re already kind of above.

We’d like to see that get a little higher, obviously, but it’s nice to see that you are six points above where you were a few years ago.”

True North had previously surveyed voters in San Clemente—the Southern School Facilities Improvement District (SFID)—and found that 54% of those who participated in the poll favored a bond to improve their local schools. CUSD is currently putting together a site master plan of potential upgrades to San Clemente High School.

Between April 30 and May 8, the research firm surveyed more than 1,000 voters in the cities of Aliso Viejo, Laguna Niguel and Dana Point who are likely to participate in the 2020 primary and general elections. The three cities make up CUSD’s Western SFID. Voters in Capistrano Beach were not included in the survey, as they were included in the San Clemente poll earlier this year, according to CUSD. Broken down by city, roughly 56% of Dana Point respondents said they would vote in favor of the bond, while nearly 64% and close to 56% of those surveyed in Aliso Viejo and Laguna Niguel, respectively, supported the bond.

According to a summary of costs to modernize, upgrade security and technology, as well as renovate and construct new buildings at the schools in the Western SFID, CUSD is looking at an estimate of nearly $732.5 million. Chief Facilities Officer John Forney explained that those costs are preliminary and include overlaps.

The estimated cost to construct new

buildings at Dana Hills High School, built in 1973, is about $60.45 million. Renovation costs to the school are estimated to be just over $19 million, while modernizing costs are estimated at $29.3 million.

Similar to the survey in San Clemente, the participants in Dana Point, Aliso Viejo and Laguna Niguel were asked to “vote” again after being presented with a list of “positive arguments” for the bond and a list of “negative arguments” against it.

Some of the positive reasons included “all the money raised by the measure will stay local to improve schools” and “no money from this measure can be used for administrator’s salaries or pensions.”

After hearing the positive reasons, support for the bond grew slightly to 58.9%. However, following the negative arguments, which included statements such as “we can’t trust (the) District with tax; they will mismanage money or spend it on their own pet projects,” 55.3% said they would vote for the bond.

WHAT’S NEXT: During the next board meeting scheduled for Wednesday, June 12, CUSD staff will present the trustees with summaries of the potential bonds for the Western and Southern SFID schools.

A New Dawn for the Harbor Changes Begin Rolling Out under New Leadership

hen Kim Tilly, formerly of the Dana Point Harbor Association (DPHA), conducted the awards breakfast event for the 44th Annual Boat Parade of Lights participants on December 16, it had lingered in the back of her mind that it might be the last time she would be part of the celebration.

The boat parade had grown exponentially since Tilly first came on board with the association in 1997.

“At first, it would be me and Donna (Kalez) judging from the back of the boat. It wasn’t even a formal contest with prizes at first,” Tilly said. “Now we have Dana Point Times May 24-30, 2019

registration fees; the boaters really go all out to make it something special for the community.”

Tilly had stood in front of a restaurant full of boaters and community leaders during that awards breakfast and thanked Kalez and Kalez’s father, Don Hansen, of Dana Wharf Sportfishing & Whale Watching, for the friendship and memories built in the Dana Point Harbor.

“I got a little emotional that morning, yes,” Tilly said. “It wasn’t necessarily because I thought it would be my last boat parade. But thinking about how much the harbor and the relationships I’ve cultivated mean to me.”

As of now, Tilly is no longer the executive director of the Dana Point Harbor Association, under the management of the Dana Point Harbors.

In an email Tilly sent to boat parade participants on May 7, she wrote that the Dana Point Harbor Association contract with the county has been terminated as of June 20, 2019. The Dana Point Harbor Association will no longer be producing the events and promotions within the Harbor.

Events and marketing responsibilities will shift to the new Master Lessees, Dana Point Harbor Partners.

“I just wanted to take this opportunity to let you all know that it has been such an honor and privilege to work with our boating community over the last 21 years in putting together this amazing community event. You all are such an inspiration to me,” Tilly said in the email. “Your dedication to providing a FREE community event where people have an opportunity to make memories and traditions for generations is not taken lightly. Your hard work and efforts in providing four nights of beautiful lights, truly creative representations of the theme, and crew members that dance, joust and sing take it to a new level each year.”

The county and DPHA have been effective partners in promoting and marketing the Dana Point Harbor as an outstanding community facility and as a visitor destination for the last 28 years. DPHA had been funded through membership dues and a cost-sharing agreement with the county.

The mission of the DPHA was “to coordinate, market and promote Dana Point Harbor, on behalf of its members and the County, as a tourism destination, an active boating and recreational facility and viable marketplace for residents, comPage 6

munity and visitor use.” The office had been the primary marketing, promotional and event producer since its inception in July 1991.

The lease agreement between the county and the new master lessees (Dana Point Harbor Partners) shifted all marketing and promotional responsibilities to Partners. As a result, the county terminated the cost-sharing agreement with the DPHA, meaning the DPHA would no longer have the funds to continue its mission.

Tilly’s final Dana Point Harbor Association meeting was held Thursday, May 9, where she received accolades from Senator Patricia Bates, Assemblyman Bill Brough and Orange County Supervisor Lisa Bartlett for her service to the harbor and the Dana Point community.

The next association meeting in June will be run by the Dana Point Harbor Partners.

The Harbor Partners signed a 66-year lease with the county on Oct. 29, 2018, and a formal announcement was made at Coffee Importers on Nov. 2. Plans to finalize renovation have been in the works for more than 20 years.

EYE ON DP revitalization for the harbor before I was hired,” Tilly said. “The harbor is like grandma’s house. It’s full of wonderful memories, nostalgia and love. But the structure is starting to lose its stability.

The harbor is in some serious need of repairs, and it’s been holding some of these businesses back from their full potential.

I understand that with these necessary changes come tough decisions.”

As for structural changes, the harbor partners are overseeing three aspects of the revitalization: commercial core, the marina and dry storage. Development will see to the reconstruction of the commercial core and the Dana East and West Marinas, two new hotels, and fully rebuilt docks.

Bryon Ward, of Burnham-Ward Properties, and Bob Olson, of R.D. Olson Development, will work together on the harbor’s commercial core.

In an interview with Dana Point Times on May 3, Ward provided an overview, as well as updates on the project. Ward began his career in commercial real estate in 1984, when he joined Grubb & Ellis Company, one of the largest commercial real estate brokerages in the nation. In 2004, he created Ward Properties, LLC, which has developed and acquired more than 1 million square feet of industrial, office, and retail properties valued at more than $75 million. Ward joined Burnham USA as a partner in 2007, where he has been responsible for strategic portfolio oversight, property acquisitions and development. Burnham Ward Properties include the OC Mix and South Coast Collection in Costa Mesa.

He says that the Dana Point Harbor revitalization will be the most complex project of his career.

“We want to make sure our plan substantially complies with the countyapproved plan. Once that determination is made, we would launch into a site plan approval process,” Ward said. “We’ll fine-tune building designs, spend more time with the community in the form of workshops, sharing those designs. We already know that we want to include city council members in that process.”

Design presentations to city council are not mandated; however, Ward says he wants the process to be inclusive and transparent.

“Once the community is accepting and has an understanding of what we’re building, then we proceed in getting that approved and getting building permits,” Ward said. “We could begin construction perhaps as soon as the middle of next year.”

Part of the original county approvals for revitalization is how the construction is going to be phased. The plan is very specific, in that construction will start with parking structure itself, Ward said.

during construction, so that the public can continue to enjoy the harbor and the businesses can continue serving customers,” Ward said. “We never want to provide less parking than what the harbor needs to function. That goes for boaters, as well as the retailers and their customers.”

Once parking construction is completed, the wharf is next (area housing Dana Wharf Sportfishing & Whale Watching, Golden Galleon Boutique, etc.)

“Those buildings are slated to get reskinned and renovated. It will be a very substantial renovation. Depending on the condition of the building when we get there, could be extensive. We don’t want to be putting a Band-Aid on these buildings,” Ward said.

These merchants mean so much to the partners and the community, Ward said.

It is a multi-phase project that keeps the harbor open during construction, and it is done with surgical precision so there is the least amount of disruption as possible.

“The merchants have played an important role in the approvals,” Ward said.

“They all recognize what is here has run its useful life. The restaurants have kitchens that are obsolete and spaces that are inadequate; regardless of what it looks like on the outside, the inside is in bad condition. They want to see a new space.”

Questions remain as to which businesses will continue to open shop after construction. Ward says all of the existing

businesses will have the opportunity to be a part of the new project. The key factor is whether those businesses can sustain themselves financially when rent increases.

“We are going above and beyond in our construction phasing,” Ward said. “It’s more expensive this way. It would cost a lot less to demolish everything at once and rebuild all in one phase and reopen the harbor with all new tenants. It would be impossible for these small businesses to close down and reopen after. That option is off the table, and this is a much more cautious approach, because it is the right thing to do.”

Ward says they are allocating as much speed as possible to get changes going in an efficient manner, and the wheels are already turning.

“We have an open door policy here.

We have maintenance staff available 24/7. If there’s an issue that needs to be addressed or if bathrooms need to be cleaned, we’re able to address it quickly.

We’re maintaining a presence,” said Susan Lieb, Senior Director for Property Management for Burnham-Ward Properties.

The Dana Point Harbor Management Office is located at 34571 Golden Lantern.

In addition to the Boat Parade of Lights, the harbor hosts events such as the Festival of Whales, the Tall Ships Festival and the Turkey Trot. Ward says the partners plan on fostering and growing Page 7

these events moving forward.

Tilly says that although she’s no longer part of harbor management, she’s looking forward to a new era for the community.

“We’re getting second- and thirdgeneration members of the harbor community, and it’s time for something fresh,” Tilly said. “Our buildings are old, and businesses are being held back from being the best versions of themselves. Some shops want to do a remodel of their bathroom, but they can’t because codes have changed and it would require them to do something more extensive to meet regulation.”

Tilly wanted to acknowledge the boaters of Dana Point for their role in every step of the revitalization process and for their contributions to the Boat Parade of Lights.

“It’s all an evolution. In order to get to that next phase of progress, there needs to be change, and that can be scary for people,” Tilly said. “As for the boat parade, it’s been an incredible journey.

Seeing boaters really embrace tradition and create something amazing for the community to enjoy has been so special for me to be a part of. I have no doubt that the tradition of the parade will continue, only for the 45th Annual Parade, I’ll be watching from the docks.”

Women Protest Abortion Bans on Estrella Overpass As a show of solidarity with other prochoice advocates holding rallies throughout the nation, a small group of women from the tri-city area gathered on the Camino De Estrella overpass on Tuesday, May 21, to protest a handful of abortion bans and restrictions that states have passed this year.

The #StopTheBan rallies call for an end to such laws that abortion rights advocates argue are an affront to women’s reproductive rights.

“We’re here because we’re pro-choice, and we believe women should have the freedom to choose. . . . These bans are illegal, and there’s women in these states that need our support, and a large group of men choosing what to do with my womb is not acceptable,” San Clemente resident Traci Arth-Streets said while holding a sign that read “Freedom of Choice” and waving to passing motorists.

States such as Georgia, Ohio, Kentucky and Mississippi, which have GOP-dominated legislatures, have recently passed laws that ban abortions after the detection of a fetal heartbeat, or roughly six weeks into the pregnancy—when many women aren’t aware that they’re expecting.

Other states have either passed or are considering similar legislation to the socalled heartbeat bills. Earlier this month, Alabama passed a law that allows a woman to have an abortion only if there is a serious health risk to herself or the fetus.

Alabama’s controversial law also prohibits abortions even in cases of rape or incest.

Proponents of the laws have acknowledged that the bills are meant to challenge Roe v. Wade, the Supreme Court’s 1973 ruling that determined bans on abortions to be unconstitutional, as a woman who decides to terminate the pregnancy is protected under the nation’s “right of privacy” law.

Doreen Dailey of Dana Point criticized the lawmakers who passed these recent bills and stressed the privacy issue.

“I think the choice about abortion and birth control is very, very private,” she said, adding, “It has nothing to do with legislators who don’t know the circumstances.”

Arth-Streets and Dailey said they aren’t worried about any such law being passed in California, and that the concern is at the national level, because these bills are likely to be challenged in the Supreme Court, which now has a conservative majority.

“Not only is this something our club cares deeply about, but child abuse prevention is also the national call to arms for over 60,000 Exchange Club members nationwide,” said Chad Schiel, a spokesperson for the Exchange Club, in a press release. Exchange Club President Ken Wakefield presented checks to Community Outreach Alliance to fund its new fishing activities for underprivileged kids. Recipients also included The Raise Foundation, for its continued work of child abuse prevention, and the San Clemente Domestic Violence Task Force, to prevent domestic and child violence.

The club’s next big fundraising event is the Semper Fi Golf Tournament, an annual event held to benefit U.S. Marines.

Memorial Day Service Planned for Pines Park VFW Post 9934 and the City of Dana Point will present a Memorial Day Service in Pines Park honoring the sacrifices made by veterans. A special part of this program is the “Boots and Rifle” ceremony conducted by officers of Post 9934, and the bugle call, “Taps.” Post 9934 will also be honoring all of the women who have served the country, or supported active duty personnel and veterans. In previous years, this event has drawn hundreds to Pines Park to pay their respects. Last year, the program featured a special guest speaker, Deputy Secretary Mathew L. Dana of the California Department of Veterans Affairs, who presented the Memorial Day proclamation issued by then-

State Senate Approves Bates’ Bill for Anticancer Medical Devices The California Senate unanimously approved Senator Patricia Bates’ proposal that would require all health care insurance providers that already cover chemotherapy or radiation therapy to cover anticancer medical devices, as of January 1, 2020.

Bates authored SB 746 after learning about a breakthrough treatment of solid tumor cancers called “Tumor Treating Fields” (TTF) therapy. The federal Food and Drug Administration (FDA) has approved the therapy for the treatment of glioblastoma (GBM) brain cancer under the pre-market approval process for Class III medical devices. GBM is the most common and aggressive primary brain cancer and typically progresses rapidly, with average life expectancy from initial diagnosis (for a patient not treated with TTF) of approximately 14 months and from recurrence of approximately three months, according to a release issued by Bates’ office.

“No one should be denied access to a potentially life-saving anticancer treatment due to the lack of clarity in state law,” said Bates. “My bill will update the law to ensure that more cancer patients can receive the treatment they need.”

Existing state law does not have a definition for anticancer medical devices such as TTF therapy. SB 746 aims to address this

As my wife and I were taking one of our regular bike rides along our beautiful coastal bike path here in Dana Point and San Clemente, we encountered some of our newer residents in the North Beach parking lot adjacent to the train station. As we rode through the parking lot, one of the gentlemen sitting in front of his tent/residence asked if we would “like to smoke some weed with him.” Another offered us a look into his tent to view “a peep show for $5.00.” As we were not interested in either friendly gesture offered by these two, we continued on our ride.

As I rode along, I thought to myself, we all pay to park in this lot when walking to the San Clemente pier or visiting the beach.

Why doesn’t the City of San Clemente charge a "camping fee" for these colorful individuals who have taken up residence for free next to the parking lot and train station? Along with tents, there are barbecues, bicycles, shopping carts and a variety of other items to enjoy the coastal lifestyle adjacent to the public beach and walking path that families use on a regular basis.

We all share in the cost to maintain this parking lot, the restrooms and the coastal path that we all enjoy via parking fees and taxes. Why not charge for camping?

It seems to work a couple of miles up the coast at Doheny State Beach. There is even a limit the number of days one can stay in the State Park campground, and visitors to the day-use parking area must leave the area by 10 p.m. I have a feeling these campers at North Beach might look

for somewhere else to live if they had to make a reservation and pay a fee to camp in the city parking lot.

WHAT TO DO ABOUT NOISE POLLUTION HOLLY OTTIGER, Dana Point

My husband and I look forward to reading Dana Point Times every week. We find it informative and entertaining. You cover important issues factually and fairly.

We hope you will cover the issue that is the most important to us: The 24/7 noise pollution from aircraft flying at low altitudes over our homes. With the FAA’s NextGen program, we have a “flight path,” or aircraft freeway, directly over Dana Point. While passenger commercial flights have a curfew at John Wayne Airport, private jets and other general aviation aircraft may fly unrestricted.

It would be so helpful if you would let us know why the City of Dana Point is not joining Laguna Niguel and San Juan Capistrano in fighting the FAA. What is

the current status of the fight? What may concerned citizens do to help fight?

How did we allow the Orange County Supervisors to settle a lawsuit between Newport Beach and Laguna Beach and the FAA by agreeing to allow flight paths over South County cities? The Supervisors should be held accountable.

know what you were thinking if you might have seen the trailer for Olivier Assayas’ Non-Fiction before whatever indie movie you were attending: “Oh, this is just a Woody Allen-esque movie made by French people.” In some ways, it is a little bit of that. Midlife crises, affairs, existentialism, older people out of touch with society, etc. Which is amusing, because Allen began his career taking tons of influence from French New Wave features from the 1950s. But, fortunately, Assayas doesn’t come off as a knock-off director in Non-Fiction.

In the literary world of Paris, novelist Leonard Spiegel (Vincent Macaigne) is struggling to convince his publisher, Alain Danielson (Guillaume Canet), that his new book will be a hit. Leonard and Alain are colleagues and casual friends. On top of this, Leonard’s been having a long-term affair with Alain’s wife, Selena (Juliette Binoche), who is tired of being the star of her own TV series. Alain is also secretly having casual sex with his publication’s young digital transcriber, Laure (Christa Théret).

Nora Hamzawi co-stars as Leonard’s own wife, Valerie, who doesn’t seem to care about any of the drama.

Non-Fiction could have easily been outdated in concept, but surprisingly Assayas isn’t afraid to see things from the younger generation’s perspective.

The movie isn’t just another racy sex romp with subtitles; it is a commentary on the characters’ reluctance and concerns with adapting to digital technology taking over literature.

Most surprising is that Binoche is the least-interesting actor, as she continues to typecast herself as woman in her mid-50s reacting to her mortality through promiscuity. Hamzawi is a more intriguing and charming cast member in this film. DP

Readers can also learn about volunteering opportunities with the Orange County Sheriff’s Department, which is a great way to help support local police services while promoting safety in the community.

And in this issue, we dive into details on how to identify early warning signs of memory loss and neurodegenerative diseases such as Alzheimer’s, which is becoming more prevalent among seniors who are living longer than previous generations.

All of these stories and resources are meant to help our senior citizens in the community thrive as they approach their golden years. With so much to offer, South Orange County is certainly an ideal place for seniors to enjoy a beautiful life.

o help keep aging motorists up to date on the rules of the road, AARP offers driver safety classes at local community centers in South Orange County.

During the AARP Smart Driver Course, instructor George Dobbie will review all of the laws and procedures on the books, as outlined by the Department of Motor Vehicles. With the course geared toward elderly drivers, Dobbie noted how advanced age can impact our driving.

“As we grow older, things happen within our bodies, and we take medications and the conditions that we have in our bodies, they all affect our driving,” he said. “Our purpose is to help people drive safely for a longer period of time.”

The course, he also said, is ideal for those who may be preparing to retake their written driver’s license exam with the DMV. “A lot of people come to us when their license is about to be renewed,” he said. “The things that we cover help them with being able to know the things they need to know in order to renew their license.”

As an incentive, many car insurance providers also offer discounts to drivers for completing the course, explained Heidi Ivanoff, senior program coordinator at the San Juan Capistrano Community Center.

“What they can do with that is take (the cer-

tificate) or contact their insurance provider and ask them if that provider gives them a discount for taking that course; and many do accept that,” Ivanoff said.

The class, she also noted, is strictly an old-fashioned, student-instructor-style course and doesn’t incorporate any behind-the-wheel instruction.

New students, or anyone who hasn’t taken the course in more than five years, are required to first complete the two-day class. After that, participants who just want a refresher can take the one-day class.

AARP members can take the class for $15, while non-members pay $20.

Dobbie will conduct two-day courses at the San Juan Capistrano Community Center on June 18 and June 20 and at the Dana Point Community Center on July 24 and July 25. He’ll also hold a one-day refresher course at the Dorothy Visser Senior Center in San Clemente on June 11. All classes are scheduled from 8:30 a.m. to 1 p.m.

BANK ON IT Food Banks and Senior Service Groups Partner to Close Hunger Gap

ome-delivered meals are becoming more and more popular, with dishes being brought to your home with the touch of a button on your smartphone or computer. But with aging residents becoming dependent on a fi ed income and losin mo ility, access to fresh, quality food becomes more of a necessity than a convenience.

Beginning June 1, seniors in California who receive Social Security Income (SSI)/State upplemental ayment ) enefits will e a le to apply for al resh food enefits. alifornia has been the only state in the country to disqualify SSI/SSP recipients from receiving CalFresh, or food stamps, prior to June 1.

“This has been a huge barrier for seniors hoping to apply for CalFresh,” said Ellie Nedry, the community program manager for Second Harvest Food Bank of Orange County. “We believe that nobody should go hungry, ever.

Our work focuses on helping clients overcome those barriers.”

Second Harvest works to provide nourishment to more than 300,000 people throughout Orange County, including Dana Point, San Clemente and San Juan Capistrano. The organization works with more than 200 partners in the

community to combine efforts in combating hunger.

Second Harvest’s Groceries for Seniors program provides supplemental groceries to low-income seniors at nearly 40 sites around Orange County, twice a month. You do not need to rin proof of income, a e, or identification.

Sites of service include Father Serra’s Pantry at Mission Basilica and Boys & Girls Clubs of Capo Valley in San Juan Capistrano, RH Dana Elementary School in Dana Point and Family Assistance Ministries (FAM) in San Clemente.

Second Harvest also offers a mobile pantry service that brings fresh produce, lean protein items and healthy foods to the public. Nedry says this service has been overwhelmingly popular since the organization implemented feedback to provide healthier options, as opposed to canned goods and items with preservatives.

“These sorts of services are really what make a difference in a senior having to choose between paying for medication or rent and paying for a meal,” Nedry said. “Nobody deserves to go hungry.”

Second Harvest’s programs are free for recipients. For information regarding food distributions in your area and other direct food assistance in English and Spanish, call the helpline at 1.855.2.FEEDOC. Dana Point’s senior services offer a nutritional food program each weekday beginning at 11:30 a.m., which includes an entrée, beverage and dessert. The program is operated by Age Well Senior Services within the Dana Point Community Center, 34052 Del Obispo Street.

Age Well conducts several programs that cater to the needs of senior residents.

Every Monday, from 11 a.m. to noon, Helping Hands Worldwide distributes food items donated by local businesses and grocery chains through a number lottery system.

“The (City of Dana Point) has really put forth an effort to improve services and e perience for senior residents,” said Sandy Anderson, the site manager for Age Well at the Dana Point Senior Center. “They’ve remodeled the space, and they provide a lot of items for our programs.”

Free transportation is available for Dana Point residents, age 60 and older, to the weekday lunch program. Call the City of Dana Point at 949.248.3536 to register.

For homebound seniors, age 60 and older, or anyone unable to shop or cook on their own, Age Well provides home-delivered meals. For a suggested donation of $7.50 per day, recipients are given three meals, including breakfast, hot lunch and cold dinner.

“Our mission is to provide resources for older adults to promote their vitality and support their independence,” said Anderson. “Our

founder, Marilyn Ditty, believed that nobody should be denied our services. Nobody should go hungry.”

For the month of April, Age Well Senior Services provided 448 meals at the center, and 1,129 meals were delivered to homes in Dana Point.

While the 501(c)(3) relies on government funding, services also depend on private donations, Anderson said. About 90% of money donations support the programs directly.

In her experience as a quality assurance care lead and registered nurse with Home Instead Senior Care in Mission Viejo, Jaiden Tanaleon said the age at which a person may develop symptoms of dementia can vary, but usually it’s found in those in

their 80s and 90s.

“If you’re starting to get it in your 60s or 70s, that’s early onset . . . that’s not good; it tends to progress,” she said.

While advances in medicine and technology continue to keep people alive longer, the risk of dementia and degenerative diseases, such as Alzheimer’s, increases, Tanaleon notes.

“As our population gets older and older, a problem we come across is dementia,” she said.

According to the Centers for Disease Control and Prevention, Alzheimer’s disease ranked as the fifth-leadin cause of death for those a ed and older in . Al heimer s wasn t on that list ac in , the notes.

Tanaleon said that if family members or friends begin to notice signs of memory loss in a loved one, the person should check with their primary physician to get a referral for a neurologist.

Tanaleon further explained that there are several signs for both early and late stages of dementia.

When it comes to the late stages of dementia, Tanaleon said the individual would experience changes in their basic activities of daily living, including forgetting how to do familiar tasks. Such activities include dressing, eating, ambulation—or walking and movement—toileting and hygiene.

As a mnemonic, Tanaleon notes, these activities spell out DEATH. In the early stages of dementia, she said, those close to the person would start seeing changes in their instrumental activities of daily living, which include shopping, housekeeping,

accounting, food preparation and transportation—or SHAFT. Using that mnemonic device, Tanaleon explains that a person showing early stages would display the following: • Shopping: forgetting certain items that they meant to buy.

• Housekeeping: not putting items in the right place or not disposing of trash properly.

• Account management: letting bills pile up without paying them or improperly writing checks.

• Food preparation: havin difficulty coo in meals, especially when it comes to new recipes, not washing hands, or not turning off the stove or oven.

• Transportation: losing the ability to drive safely, such as going in the wrong direction, ettin lost, or not loo in out for traffic.

Tanaleon said the T in SHAFT could also stand for Telephone, as the individual may not remember a family member’s number or just forget how to answer phone calls.

Other situations, she added, may also involve the person not knowing where they are to whom they’re talking.

“They may be disorientated, may not know where they’re at or what’s going on,” she said.

For family members, the transition can also e difficult, as they re stru lin to fi ure out how to cope with the situation.

“Some family members may take it personally,” she said, later adding that there are a lot of resources to turn to in order to better help their loved one.

Tanaleon recommends “being very patient.

Listen every time they speak, even if it’s the same thing they said over and over again. . . . or them, it s the first time they re sayin it, so the family member has to treat it that way.”

“And if there’s a point, especially when it gets later in the stages, where a family or a senior ets very difficult to tal to, she said, you should “take a moment to cool off, as long as the senior is safe, take a step back. You don’t have to win the battle. You have to think about the war.”

For that senior or individual who’s suffering from memory loss, Tanaleon explained that it feels like they’re losing control.

“Many times our seniors are struggling for their independence,” she said. “If they’re not able to do the daily activities or their daily living, they’re losing control.”

Senior volunteer patrol programs coordinated with Orange County Sheriff’s Department are a great way to stay active, help support police services and get involved with the local community. The cities of San Juan Capistrano, Dana Point and San Clemente all have their own programs, with each varying slightly according to the town’s needs. Volunteer patrols are generally geared toward seniors and retirees who have more free time to spare, but there are not necessarily strict age requirements.

RSVP // ne of the first pro rams of its ind, established in 1985, the Retired Senior Volunteer Program (RSVP) provides support for the city of San Clemente Police Services. The group of about 30 volunteers dedicates close to 11,400 hours of service each year to act as extra eyes and ears for the local police department, according to the city of San Clemente’s website. volunteer duties include par in enforcement, traffic and crowd control at special events, clerical support, speed radar trailer placement and assisting in certain emergency situations.

Where are the single men?

I

n 1961, Connie Francis had a popular song called “Where the Boys Are,” which was on the song track for a movie of the same name. In the song, she sang, “Where the boys are, my true love will be.

He’s walkin’ down some street in town and I know he’s lookin’ there for me…”

Thirty-three years later, in 1994, my first column was published, inspired by an unexpected divorce. By then, those boys Ms. Francis sang about were men, and women column readers started asking, “Where are the men?”

And there were times back then, when—as a new single guy—I wondered, “Where are the single women?”

As readers have aged along with me during the ensuing quarter-century, “Where are the men?” remains the most frequently asked question I hear. If anything, I hear it more often now, and there’s a reason for that. The ratio of single women to single men keeps getting larger, so finding a mate becomes more difficult for women.

For years, I’ve believed and written that the ratio was approximately 2-to-1.

Last week, when I read that the Census Bureau recently published some new statistics on the 65-and-older population, I decided to see if I could get an accurate, updated ratio of single women to single men.

The study was conducted in 2016 with a sample size of 3.5 million households across the United States and Puerto Rico. Every county in the nation was included. The numbers listed were estimates based on sample size.

I analyzed the 25-page report to see if it provided information that would be of

interest or helpful to older singles.

The study revealed that in 2016, there were 49.2 million people in the U.S. aged 65 and older.

Women outnumbered men, 27.4 million to 21.8 million. The survey broke down the information into three age groups: 65 to 74; 75 to 84; and 85 and older.

The survey revealed that widows outnumbered widowers by 3-to-1, although in the 85-andolder category, the ratio was 2-to-1. It’s difficult for ON LIFE AND LOVE AFTER 50 widows to find widowers

Those ratios don’t seem as bad as I had anticipated. However, when you consider that many of those men included are in a relationship, or don’t want to be in a relationship, or never married, or aren’t “relationship material,” as some women point out, the realistic ratios are much larger.

So, how many eligible guys are left? It’s slim pickings! And the older people get, the slimmer the pickings become.

By age 85, 72 percent of the women were widowed.

So when women say, “What’s wrong with me? I can’t meet a nice man.”

The answer: “There is nothing wrong with you; numbers don’t lie. There just aren’t that many older men available. But there still are many, many couples who meet and become committed after age 65, so all hope isn’t lost.”

Keep in mind that these stats and numbers were estimates from the 2016 survey, but, as the saying goes, they are close enough for government work—and probably close enough for the age 65-and-older group as well.

Preserving the Blues Dana Point Nonprofit Preserves Culture at Doheny Blues Festival

T

he Doheny Blues Festival returned to Dana Point for its 22nd year, only this time, the two-day event was held in a northern part of the city’s coastline at Sea Terrace Park. On the first day of the festival, Saturday, May 18, featured performances included Ben Harper & The Innocent Criminals, the Taj Mahal Quartet, Robert Cray Band and Allman Betts Band. On Sunday, headliners included The Marcus King Band, Vintage Trouble, John Mayall and Jonny Lang.

In addition to the two stages used for musical performances, Music Preserves Foundation set up its own stage for music sets, interviews and discussions with musicians and blues historians.

The nonprofit organization launched with the mission to educate and inspire the community through the preservation and presentation of music. Music Preserves Foundation also allowed for local students to go backstage and meet artists headlining in the festival, including Jonny Lang.

Festival producers have partnered with the foundation as a way to give back to the community. Music Preserves Foundation was founded by Patti Compton, the Public Relations Director for Omega Events, and Anthony Small, a Dana Point Arts and Culture Commissioner and Dana Point Times columnist.

“Seeing the artists and authors share their unique stories and songs from our Music Preserves Stage was very special.

It was amazing to see how the audience engaged and asked so many questions,” Small said. “The Allman Betts Band and Jonny Lang were both so generous with their time, really talking in detail with the young musicians we brought backstage.”

Rich Sherman is the Doheny Blues Festival Founder for Omega Events.

“Having experienced working with Patti and Anthony in the past, I am excited to see the foundation unfold and partner with them at the Doheny Blues Festival to develop a creative educational component at the festival,” Sherman said in a press release.

The Doheny Blues Festival offered a variety of food vendors and craft beer and drew an estimated 15,000 people in celebration of blues, rock and roll, culture and history. DP

Tribute to Character SJCLL awards first Dave Rosa Awards in memory of late Long Beach Fire Captain, league president

T

he San Juan Capistrano Little League Closing Day ceremonies added a new and lasting tribute on Saturday, May 18 at Hausdorfer Field at the San Juan Sports Park.

Along with recognizing its season champions and winners of the day’s skills competitions, SJCLL honored the first recipients of the Dave Rosa Awards. The award recognized one player in each competitive division for sportsmanship, love of baseball, ability as an ultimate teammate and exemplary player to coaches and individual contributions to their teams.

The award is named for the late Long Beach Fire Captain David Rosa. Rosa, who was fatally shot responding to an emergency incident last June, was a member of SJCLL for nearly nine years, serving as president, umpire-in-chief, board member, manager and coach.

“We spent so many years in Little

League,” said Lynley Rosa, Dave’s wife, who was on hand to help present the award. “From tee ball until our sons aged out, it’s part of our lives. (Dave) gave a lot and sacrificed a lot in time. Being part of the community was huge. We love San Juan so much. We are so happy to live here. He just loved everything baseball represents. Community, helping one another, learning skills, growing, all of that.”

SJCLL has paid tribute to Rosa all season with “Rosa 10” embroidered on the sides of the caps of many coaches and

players. Lynley and son Sam took part in the season’s opening pitch ceremony in March.

“This means a lot to us,” Lynley Rosa said. “It’s very humbling to be here and have all the support that we’ve received throughout this past almost year. It’s great to have them recognize him. I’m kind of surprised at all the lives he touched. Honestly, a little overwhelming sometimes.

To get all the letters and phone calls and that kind of stuff, it makes me realize how important our lives are and how we really

can make an impact by being who we are and helping others.”

SJCLL will continue to pay tribute to Rosa with this award, which comes with a special trophy, $200 scholarship, a sign at Old Majors Field and a Dave Rosa Award patch on their uniforms next season.

Cosmic Vibrations Incoming Celebrating more than two decades of the Cosmic Creek Surf Festival

I

t’s a surf contest, but it’s not really a surf contest. It’s more of a good time.

For 21 years now, Dana Point’s Eric Diamond has been dragging an eclectic collection of vintage surfboards down to Salt Creek for the annual Cosmic Creek Surf Festival. And for 21 years, everyone from Kelly Slater, to the area’s all-star pros, to local groms have been cruising down and having a groovy time. This year, the Cosmic Creek Surf Festival, sponsored by surfwear brand Vissla, promises to be more of the same—and then some.

“Every year, we try to figure out how to make it more fun, more special, and I think this year we’re in for a great time,” Diamond said. “Not only do we have some incredible boards in this year’s quiver, but there’s going to be a lot going on around the beach. It’s a full family shindig.”

The action is focused around the classic single-fin and twin-fin designs of the 1970s and ’80s, with competitors having to select a board out of Diamond’s diabolical collection. Some boards are considerably easier to ride and perform better than others, but that’s all part of the fun. Before each heat, competitors meet on the waterline to draw a card, which indicates who picks first and who, unfortunately, picks last.

n the up and up, rising like the star that he is, 12-year-old Rex Hennings continues to fire it up. The San Clemente firebrand just took out the Western Surfing Association’s Under-12 West Coast title.

“He’s pretty stoked,” said his father, Aaron.

Of course, he is. For the effort, Hennings has now qualified for the U.S. Championships at Lower Trestles later this year. It’s a huge step forward and a great opportunity to test himself against the best up-and-coming surfers around the United States.

This year’s contest will feature five divisions: Locals, Creators & Innovators, Pros, Women and a Body Surf Expression Session sponsored by bodysurfing fin company DaFin. The Creators & Innovators division is comprised of shapers from San Clemente to Ventura riding boards inspired

by the ’70s and ’80s that they’ve shaped themselves. Meanwhile, the entrants in the Locals, Women and Pros divisions will ride the real deal original boards.

Besides the competition in the water, Vissla is bringing a mobile shaping bay for the second straight year, so you can experience first-hand the sweat and toil that these guys go through. Local shapers Tyler Warren and Donald Brink will be in the bay on Saturday, while Gary Larson and Ryan Engle take over on Sunday. New

Henning’s success is a result of hard work, dedication and absolutely loving what he does. Not too long ago, he headed south to Peru to experience the wonder that is Chicama. Considered the longest left-hand wave in the world, it was a golden opportunity to develop his backside attack and really put some polish on his approach.

And just last month, Hennings again headed south, this time to Baja, Mexico, where he helped Hayden and Nolan Rodgers with their Clinica De Surf at La Fonda, where they provided surf instruction, water safety tips and gave out some boards and gear to the groms down there.

Summer’s almost here, and we can’t wait to see what Hennings does when the water warms up and more south swells start rolling in. DP

York artist Jason Woodside will also be on hand with his mixed medium works, including an old Mercedes Benz that’s he’s painted and dubbed the “Cortex Cruiser.”

“We really want to showcase the creative side of surfing and all the artists and craftsmen that make it so interesting,” Diamond said. “This area has such a rich history of surfboard building and art that we gotta pay it forward and keep that tradition going. Having guys come down and shape boards, that’s really a connection to what’s going on in the water, because surfboards were so experimental in the ’70s and ’80s and things were changing so fast. It’s great to bring that experience to the beach.”

But the hits don’t stop there. The airwaves get a melodic dose of goodness on Saturday night, when The Babe Rainbow, Holy Wave and The Soul Beacons play at the Salt Creek Bluff Park. During the day on Saturday and Sunday, the lineup of bands includes Seacliff, The Alive and Parlea.

In keeping with the spirit of the event, the Cosmic Creek Festival has been designated a plastic-free experience, so bring your favorite reusable water bottle and keep it cool at the hydration stations on the beach.

The Shwack, a local eatery, will be on the sand serving hash, while Bear Coast Coffee has your rocket fuel covered.

The list of Creators & Innovators and Pros who will be in attendance this year has yet to be finalized, but Diamond and company always seem to come through with some big names and heavy hitters.

In 2018, it was Jason Bennet and Kevin Schulz winning the Creators & Innovators division. Schulz also won the Pro division.

Other winners from last year included Patrick O’Connor, Ian Gottron, Kolton Sullivan, Nic Holdman, Bob Tassin and the vibrational Frankie D’Andrea.
