Five things Dana Point should know this week Online Survey Asks Residents for Feedback on Capistrano Beach Park THE LATEST: OC Parks now has a survey available online to gather feedback for a Capistrano Beach Park Interim Enhancement Plan.

The agency is preparing a short-term Interim Enhancement Plan to be completed by this summer. The plan will include emergency repairs on a stretch of infrastructure damaged by erosion and will create safe, public access to the beach.

A portion of the boardwalk and steps collapsed due to high surf in November, as well as from prolonged coastal erosion, lack of natural sand replenishment and years of wave uprush from high surf. The basketball court and restroom have since been demolished and removed by OC Parks crew.

According to the project’s webpage on ocparks.com, the agency will be creating a master plan for the long-term vision of Capistrano Beach “with resiliency, safety and accessibility in mind.”

“The information you provide will help us understand current use and desired improvements at Capistrano Beach Park,” the survey says.

The survey goes on to ask what beach visitors like to do at Capistrano Beach, with a list of options such as picnics or surfing (you can select multiple activities or type in an activity that isn’t listed). It also asks how far visitors live from the site, what mode of transportation is most often used to get to Capistrano Beach and how often. The last question gives survey users the chance to specify which improvements they would like to see.

Crews are repairing deficiencies and removing and replacing damaged concrete. Work began on Monday, May 13 and is expected to continue through midAugust. Working hours are weekdays from 7 a.m.-5 p.m.

According to a construction alert news release issued by OC Public Works, residents and businesses within close proximity to the project area are advised that they may experience typical construction noises and dust. The project may contribute additional traffic when crews need to access the site. The surrounding trails will remain available for public use.

Neighboring Mayors Endorse SJC Mayor’s Congressional Run THE LATEST: A handful of mayors from neighboring cities have expressed their support of San Juan Capistrano Mayor

Brian Maryott’s bid for Congress in 2020.

A press release, posted on the mayor’s campaign page on Facebook earlier this month, announced that Carlsbad Mayor Matt Hall and Oceanside Mayor Peter Weiss formally endorsed the Republican candidate.

Maryott, who officially threw his hat in the ring to represent California’s 49th Congressional District this past March, is trying to unseat freshman Rep. Mike Levin, the district’s first Democrat since 2002.

The historically GOP-dominated district encompasses cities in South Orange County and North San Diego County, including San Juan Capistrano, Dana Point, San Clemente, Carlsbad, Encinitas and Oceanside.

Hall and Weiss both touched on Maryott’s background as a certified financial planner, believing such experience will help him legislate on Capitol Hill.

“As a fellow Mayor, Brian Maryott understands that local control, not federal mandates, work best for our communities,” Weiss said in the press release.

“Brian’s extensive business and finance background will serve us well in Congress on the issues that matter most.”

Hall also praised Maryott for being a steward of safety in the local community.

“I know he also values the importance of keeping our communities safe, and we can count on him to make that a top priority in Washington,” Hall said in the release.

Most notably, the late San Clemente Mayor Steven Swartz was also among the mayors who endorsed Maryott, crediting the candidate as being a “proven leader.”

“As the Mayor of San Clemente, I particularly appreciate his work on the Transportation Corridor Agencies Board, where he has been a tireless advocate for government accountability and transparency,” Swartz said in the press release.

Swartz died suddenly on May 8 while vacationing in Palm Springs.

Maryott stated he’ll always put his community first, with public safety and health care reform high on his list of priorities.

Rep. Levin Announces $185 Million for Camp Pendleton Projects THE LATEST: U.S. Representative Mike Levin has announced that more than $185 million in new fiscal year 2020 appropriations for two military construction projects at Marine Corps Base Camp Pendleton was included in House Appropriations legislation.

The construction projects include a new consolidated information center, which will serve as headquarters for the 1st Marine Expeditionary Force Information Group, and an area mess hall and consolidated warehouse.

In March, Levin addressed a letter to the Subcommittee on Military Construction, Veterans Affairs and Related Agencies to prioritize Camp Pendleton projects. The funding announcement was made on Thursday, May 15.

“The 70,000 military and civilian personnel at Camp Pendleton depend on upgrades to the base’s facilities and infrastructure. I am glad to see House Appropriations fulfill my request for this much-needed funding, and I will continue to push for that funding throughout the appropriations process,” Levin said in a news release.

Dana Point Trolley Season Begins for the Summer THE LATEST: Dana Point will begin its trolley season on Friday, May 24 and will run through Sept. 2. The route connects to trolley services in Laguna Beach, San Clemente and San Juan Capistrano. A map of the route can be viewed on pages 12 and 13.

The extended route comes after San Clemente City Council approved its own route’s connectivity in January.

Throughout Dana Point Mayor Joe Muller’s campaign for city council reelection, he emphasized his initiatives to improve connectivity in South Orange County by making Dana Point the hub of the trolley system. Prior to the November election, he spoke with Dana Point Times.

“We are planning to connect to the San Clemente and hopefully the Laguna Niguel trolleys as well. This will make Dana Point the hub for the free trolley systems in the south county coastal communities,” Muller said. “This is important since it will reduce the traffic and parking needs of the city.”

Help Support Orange County Seniors in Need Age Well Senior Services, Orange County’s leading provider of senior programs, services and resources, urgently needs the support of local residents, according to a press release from Age Well. The nonprofit organization provides direct, life-sustaining services for seniors living in South Orange County communities. Donations support Age Well programs such as Meals on Wheels, case management, in-home services, senior centers and door-to-door ride services.

While many people are able to stay in their homes and participate in community life as they age, others are living beyond the ability to care for themselves.

“Many of our seniors are outliving their family and friends. Their health is failing, their money is gone, and they’re not eating right,” said Age Well CEO Steve Moyer.

“Our goal is to help seniors in our community age well.”

Kids Donate Handmade Jewelry as Mother’s Day Gifts Local elementary school kids created more than 100 pieces of handmade jewelry as Mother’s Day gifts for mothers of the nonprofit organization, Families Forward, which helps Orange County families in need to get back on their feet.

As part of the Little Villagers program, project participants included children aged 4 to 12 from after-school classes at St. Catherine of Siena Parish School in Laguna Beach, Mission Basilica School in San Juan Capistrano, Our Lady of Fatima Academy in San Clemente and The Parish School at St. Edward in Dana Point.

Started in 2018 by two Mission Viejo moms, Little Villagers encourages kids to do meaningful, age-appropriate service projects to empower them to give back to their communities.

“Give back” activities are offered as after-school programs and workshops for Orange County children, and as activity kits by mail for children nationwide.

This past Mother’s Day, children designed necklaces, bracelets and earrings using silver bangles, charms, natural stones and pendants. Each piece of jewelry was placed in a chiffon gift bag with a personalized gift tag signed by each child.

Public Input Needed for Proposed OC Bus Service Change The public is being asked to provide input on the Orange County Transportation Authority’s proposed bus service changes, which, if approved, would be implemented in October and February.

The proposed changes are part of OC Bus 360°, OCTA’s ongoing effort to improve bus service and increase the efficiency of transit throughout the county by better matching service to rider demands.

Among the changes are extended service to popular locations and improved weekend service. Minor service reductions on a few routes may also take place, and Routes 206 and 211 may be discontinued in October because of low ridership.

Some OC Bus routes will be adjusted due to OC Streetcar construction. The OC Streetcar will run on a 4.1-mile route, carrying passengers between the busy Santa Ana Regional Transportation Center and a transit stop at Harbor Boulevard in Garden Grove. It will run along Santa Ana Boulevard, Fourth Street and the Pacific Electric right-of-way, connecting with OCTA’s busiest bus routes. The OC Streetcar is expected to begin operations in 2022.

OCTA is seeking public comments through an online survey, which is available in English, Spanish and Vietnamese,

at octa.net/BusPlan. There will also be three countywide community meetings: 6-8 p.m. on Tuesday, May 21 at the Brea Community Center; 5:30-7:30 p.m. on Wednesday, May 22 at the Santa Ana Senior Center; and 6-8 p.m. on Thursday, May 23 at the Irvine Lakeview Senior Center.

The OCTA board is expected to consider the proposed changes at a public hearing at 9 a.m. on Monday, June 10 at OCTA Headquarters, 550 S. Main St. in Orange.

San Clemente Hosts 29th Polynesian Festival & Luau The Hawaiian Surf Club of San Onofre will host its 29th Anniversary Polynesian Festival & Luau Feast at San Clemente’s Community Center on Saturday, May 25, beginning at 10 a.m. The event features Polynesian music, art, dance, food and culture. Polynesian dancers from all over Southern California will perform traditional dances in their native costumes accompanied by traditional Polynesian musicians. Vendors will be on site selling beach lifestyle clothing, jewelry and crafts, and classic surf woodies will be on display.

I have lived in Capistrano Beach since the 1960s and it is amazing how much change there has been in that length of time. I loved it then, and I still do. I don’t think there is a place anywhere else as nice as the coast above San Clemente to the coast past Dana Point. My kids grew up in Capo Beach, went to school, went to the beaches, and we spent a lot of time in Dana Point. I guess it was just a fun place to go and see a lot of things, and the harbor to look at the boats, all the shops, and a place that the kids enjoyed, too. It was a perfect sightseeing city with all kinds of things to do. A perfect harbor city with a charm that matched everything, and the buildings throughout the city, it seemed, went along with the décor of the rest of the city. It probably wasn’t started that way on purpose; it was just how everyone felt about Dana Point and what the area meant to all of us and how much everyone loves the ocean and the beaches. That charm is what still brings in so many tourists to Dana Point. Then and now.

I expect things to change through the years, as that is logical. But isn’t there a point when that change goes to the extreme? I was coming back from our church dinner that we have in Dana Point every second Wednesday of each month, when I first saw these monstrous buildings that were going up, and I was shocked. Not in Dana Point. They were so out of place and so huge. How could anyone who lived or worked in Dana Point allow someone to build anything so out of place in this charming city? If they want to build high-rise buildings, then go to a metropolitan city and build there—not in

our city of Dana Point. We want to keep it charming. I realize if structures must go on, can’t they at least stay within some kind of Dana Point harbor atmosphere?

Not some big-city structures.

I would like to hear from other Dana Point residents and get their opinions on this matter. I know there are a lot of you out there who want to keep Dana Point as charming as it has always been.

My name is Dale Patterson. I’ve been a resident of San Clemente well over 30 years. I have been to several of these toll road meetings and usually just watched and listened. I attended the most recent meeting on April 11 and watched and listened.

The subject of proposed bill AB 1273 came up. This is a bill that takes the planning power from the Transportation Corridor Agencies (TCA) and gives it back to Orange County Transit Authority (OCTA), where it belongs.

I watched as the panel in front of me voted on whether to support or oppose this bill.

It is time to call a spade a spade. I watched the board members dance around, claiming they were worried that it would affect other agencies, and for that reason they opposed the bill. All of the dancing was simply a show for the audience. They make the real decisions in closed meetings.

There never was, nor will there ever be, a moment when the TCA shall willingly relinquish any of its perceived power.

Power corrupts. The TCA never had any intention of relinquishing power. It will have to be taken from them.

I, and thousands like me, are tired of being held hostage by the threats of the TCA. You have threatened us all for years and years.

at our beautiful North Beach. Last month alone, more than 100,000 immigrants came through our country’s southern borders. Now we are being invaded by our own people. Orange County residents are trying to plow a river of traffic right through the middle of our town—and they call that progress!

The Eagles have a song called “The Last Resort.” The lyrics say, “If you call someplace paradise, you better kiss it goodbye!” Well, I, for one, am not ready to kiss it goodbye, and there are thousands of people that are with me. I am, however, ready to kiss the TCA goodbye.

ETHICS OF THE DAIRY INDUSTRY JOAN RICHARDSON, San Clemente

I totally agree with the letter from Mr. Ikle from Laguna Beach. He is right, the dairy industry is horrid. The cows are crying and mourning their infants, while the newborns are taken away immediately.

Please advise people not to purchase milk.

There are so many other alternatives that are healthier. It is disconcerting to see what goes on in the industry. Think of what is happening to these animals that have no choice. The dairy industry must change!

alph Fiennes is one of the finest actors to come from the UK, with acclaimed performances in classics such as Schindler’s List (1993), Quiz Show (1994), and The English Patient (1996). He is a fine actor overdue for some accolades by now, but is he also just as good behind the camera?

It’s based on the real story of Nureyev’s identity and cultural struggle as a Russian Muslim and a bisexual, and newcomer Ivenko is a natural in his debut portrayal. Fiennes and the rest of the European cast are great, with the Englishman’s directing adequate, but still not yet unique. The best part of the period biopic might be Adèle Exarchopoulos, one of the best young French actresses today, who plays the most logical character in the film. DP

Jodie Cook (JC): A watershed-friendly

garden is designed to mimic natural processes to allow your garden to be beautiful, plants and wildlife to thrive while protecting the downstream waters from pollution.

HI: You said let the garden feed itself. How? JC: Plants have the ability to feed

themselves by photosynthesizing sun energy, and build the soil conditions they prefer—if we allow them. When we blow the leaves away from under a tree,

we remove a life-enhancing connection between the plant and soil. They are called leaves, because we should “leave” them!

When organic matter, such as old leaves, falls to the ground, the microbiology in the soil essentially eats it, and in the process, releases nutrients the plant needs.

If you buy plants that evolved in a different climate or weather pattern from ours, you must modify your soil and apply water to suit them. When we alter the soil with chemical fertilizers, use excessive highpressure irrigation, compact the soil with machinery, or spray plants and soil with fungicides, herbicides or other pesticides, we often inadvertently inhibit the plant’s ability to feed itself and pollute the watershed with urban runoff.

Birds and beneficial insects are the best “organic” pest control for your garden.

Almost all bird species feed their young only with insects at this time of year, when they are nesting. Baby birds don’t eat bird seed. They prefer caterpillars and other high-protein bugs—the very insects we often apply pesticides to! They won’t take all the caterpillars, though. You’ll still have beautiful butterflies.

HI: I’d love to see more native gardens in our neighborhoods and public areas. They’re lovely, with so many colors, textures and butterflies. But it seems to be more work to build such a garden than “grass

or succulents.” What are your suggestions to get a native garden and neighborhood started?

JC: First, look for plants that have

adapted over millennia to our specific summer-dry/winter-wet climate. Second, plant a native garden right before the rainy season. The rains will establish the garden for you. If you gently dig soil contours to infiltrate rain into your soil or re-direct roof water to swales and rain gardens, even a low rain year will be a good one for your plants.

Tree of Life Nursery in San Juan Capistrano grows hundreds of low-maintenance native plants, and it has staff to assist with plant selection and tips. You can start from there. When one neighbor changes and

beautifies the garden, within one year another neighbor will follow; within five years, more neighbors will follow. You can be the beginning of a watershed-friendly neighborhood that is filled with colorful native plants, butterflies and birds.

She is often reminded of a quote by former California Coastal Commission Executive Director Peter Douglas: “The coast is never saved. Moving Mountains Dana Point Resident Takes on Challenge to Raise Awareness for Rare Cancer

W

hen Richard Bell met the love of his life in South Orange County, he never anticipated having to spend the earlier years of marriage in a long-distance relationship to undergo cancer treatment.

The London native had initially made his way to Southern California in 1995 to prepare for the Baja 1000—an off-road motorsport race held on Baja California Peninsula each year. Bell worked with friends based in Southern California to make improvements to a car they would race. The race drew Bell to Orange County and Mexico several times a year.

In March 2001, Bell met his future wife, Claire, a Laguna Beach resident. The two had spent only 24 hours together before Bell boarded his flight back to the UK. When Bell returned to Orange County in June, he asked Claire to marry him.

After selling his business and settling arrangements in London, Bell moved to the United States in 2003.

“We didn’t have to spend too much time together before I knew I wanted to spend my life with her,” Bell said. “To this day, we are very happily married.”

Bell and his wife had put down money on a house in Dana Point shortly before he started experiencing back pains in 2004.

“I thought it was from all the heavy lifting I did on the job,” Bell said. “After a few months, paralysis set in below my waist.

So I finally decided to see a doctor after a few months.”

That summer, at age 44, Bell was diagnosed with multiple myeloma, a cancer that can damage plasma cells, bones, the immune system, kidneys, and red blood cell count. There are fewer than 200,000 cases of multiple myeloma in the U.S. per year, and it represents about 1% of all diagnosed cancers worldwide.

“I had an MRI, which showed a tumor in my T7 vertebrae. This had grown until it had impinged on my spinal cord, which had taken all the feeling from my legs,” Bell said. “This immediately led to 21 days of focused radiation treatment on my spine here in California to shrink the tumor.”

According to the National Cancer Institute, multiple myeloma gives patients less than a 50% chance of survival beyond five years. Malignant plasma cells, or myeloma cells, become cancerous and multiply. As the myeloma cells grow in excess in the Dana Point Times May 17-23, 2019

Some patients can manage symptoms, and life expectancy can be extended by the use of treatments.

—Richard Bell, Multiple Myeloma Survivor Bell did not have health insurance in the U.S. and had to travel back to London for treatment, while Claire stayed behind and worked to pay the mortgage.

“The hardest thing about this journey was being away from home and the stress suffered by my wife,” Bell said. “But I was lucky to live at my parents’ house, enabling me to receive my initial treatment at the local county hospital.”

Bell underwent six months of chemotherapy with the prospect of an autologous transplant. He was then referred to a

London facility to find a match. As it turns out, Bell’s sister was a six-for-six match, allowing Bell to have an allogenic transplant using her bone marrow.

“The mortality rate for the procedure was around 30%, but it was my best shot at a long remission,” Bell said.

In the spring of 2005, Bell had total body irradiation and received the allogenic transplant, followed by being placed in isolation for three weeks to avoid any infections. With the help of anti-rejection drugs, Bell was able to return to Claire in California a year later.

Now, Bell says he wants to give back to the research community by raising awareness.

“I’ve been terribly lucky—lucky that I got to the doctor when I did, lucky that I could get treatment in the UK, lucky that my sister was a match for a transplant,” Bell said. “If researchers have the support to understand this disease better and resources can be more readily available, other myeloma patients might be able to be as lucky as I once was.”

From June 28-30, a team of 22, including Bell, will hike up Mount Washington in New Hampshire to raise awareness for multiple myeloma. Moving Mountains for Multiple Myeloma (MM4MM) is a collaboration between CURE Media Group and the Multiple Myeloma Research Foundation (MMRF) to raise awareness and funds for myeloma research.

In previous years, patients, caregivers, myeloma doctors and nurses, as well

as loved ones of those diagnosed with myeloma, have taken on Mount Kilimanjaro, the Grand Canyon, Machu Picchu, Mount Fuji and Everest Base Camp. The first climb was organized in January 2016 for Kilimanjaro, with the team raising nearly $250,000. All proceeds went to MMRF, helping to coordinate appropriate treatment for myeloma patients. To date, the Moving Mountains for Multiple Myeloma program has raised more than $1.7 million, all of which goes directly to the MMRF. Mount Washington is the highest peak in northeastern U.S. and is known for its extreme weather, with 4,000 feet of elevation. Bell has been going on hikes and walks in the Dana Point area to prepare for the trek.

“Every morning, I walk from Dana Knolls to a specific rock at Doheny, and I say hello to mum and dad,” Bell said.

“Their ashes were spread in the ocean back home (in the UK), and I feel connected to them when I see the ocean.”

Bell says he has been doing this particular walk for years, to practice gratitude and stay connected. But he’s upped the mileage to walk around the marina in preparation for Mount Washington.

“Staying positive is key. When you’re diagnosed with MM, there’s no going back,” Bell said. “It’s all about finding a way to move forward.”

More specific work items included within the general category/type of work listed above include, but are not limited to: mobilization/demobilization; traffic control; community outreach; pavement removal; subgrade and asphalt pavement repairs; cold-milling existing asphalt; asphalt overlay construction; application of Type I emulsion aggregate slurry; removal and reconstruction of PCC driveways, sidewalk, curb, gutter, cross gutters, and local depressions; removal and reconstruction of pedestrian ramps to meet current disabled access standards; landscape median construction; adjustments of existing utility appurtenances to new grade; removal and re-establishment of existing decorative hardscape improvements; landscaping and irrigation; signing and striping; implementation of Best Management Practices (BMP) for storm water pollution prevention during all construction activities;

and other general improvements as outlined in the Contract Plans and Specifications for the abovestated project.

3. BID DOCUMENTS: Copies of the Contract Plans and Specifications are available from the City of Dana Point Public Works Department, 33282 Street of the Golden Lantern, Suite 212, Dana Point, California 92629, upon payment of a $120 nonrefundable fee and must be picked up from the City. Bidders must purchase a set of Contract Documents to be placed on the City’s official plan holders list to bid this Project.

Per State Law, the AGENCY has made electronic copies of the Contract Documents available to CONTRACTORS. In order to bid the Project, however, the AGENCY requires every BIDDER to purchase a hard copy set of Contract Documents and to be added to the official plan holder’s list.

Bidders who have not purchased a hard copy set of the Contract Documents may not bid this project.

Bidders who are not on the official plan holder’s list will be deemed non-responsive and the bid will be returned unopened.

4. COMPLETION OF WORK: The CONTRACTOR shall complete the work within Eighty (80) working days from the Notice to Proceed. Work performed beyond the allowable working days will be subject to service fees and liquidated damages per Sections 6-7.2 and 6-9 of the Project Specifications, respectively. CONTRACTORS are required to provide written documentation, as part of their bid, if this schedule cannot be met. The AGENCY reserves the right to reject any and all bids on this basis.

5. BIDDING PROCEDURES: Bids must be prepared on the approved Proposal forms in conformance with Section B: “INSTRUCTIONS TO BIDDERS” of the Project Specifications and submitted in a sealed envelope plainly marked on the outside.

6. PROPOSAL GUARANTEE: The bid must be accompanied by certified or cashier’s check, or bidder’s bond, made payable to the AGENCY, or cash deposit, for an amount no less than 10 percent of the total amount bid.

7. STATE OF CALIFORNIA LABOR CODES: Any contract entered into pursuant to this notice will incorporate the provisions of the State of California Labor Code. Pursuant to Sections 1725.5 and 1771.1(a) of the Labor Code, a Contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, or be awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations. Failure to register as required by the Labor Code may be grounds for disqualification.

8. WAGE RATES: This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations, pursuant to the provisions of Section 1771.4 of the Labor Code.

Pursuant to the provisions of Section 1773.2 of the Labor Code, the minimum prevailing rate of per diem wages for each craft, classification, or type of workman needed to execute the contract shall be those determined by the Director of Industrial Relations, for the county or counties in which the work is to be done, which are available from the following website: http://www.dir.ca.gov/DLSR/PWD/

These State general prevailing wage rates are not included in the Proposal and Contract Documents for this Project. Updates, if any, to the State general prevailing wage rates are available from the website noted above.

Contractors are required to meet provisions of California Senate Bill 854 for the payment of Department of Industrial Relations (DIR) established prevailing wages. This applies to all public projects as defined in California Code 22002 for contracts exceeding $1,000.00. Contractor’s shall register with the DIR in accordance with California Labor Code section 1771.1(a) and 1725.5, and will be subject to compliance monitoring and enforcement by the DIR, subject to section 1771.4. Contractors must submit certified payrolls electronically to DIR. By bidding this Project, Contractor is indicating that they have registered with DIR and have submitted the required PWC-100 Information Form online at www.dir.ca.gov. The City may deem bidders nonresponsive if this requirement has not been met.

9. CONTRACTOR’S LICENSE: All bidders shall be licensed in accordance with the provisions of the Business and Professions Code for the type of work to be completed and shall possess the appropriate State Contractor’s License Class A (General Engineering Contractor) at the time of the bid submittal through Contract acceptance (Public Contract Code § 10164). Failure to possess the specified license shall render the bid as non-responsive.

10. CONTRACTOR’S REFERENCES: The CONTRACTOR shall produce references and experience that show, to the satisfaction of the AGENCY, that the CONTRACTOR bidding the project has adequate working knowledge of street improvements/reconstruction work and asphalt resurfacing as the PRIME CONTRACTOR. Furthermore, the CONTRACTOR must have completed, and shall produce as part of its bid, references of five similar Projects as the PRIME CONTRACTOR to the satisfaction of the AGENCY. All noted information shall be provided in the locations designated in the bid documents. If these requirements are not met, the AGENCY reserves the right to determine any and all bidders nonresponsive, and reject any and all bids on this basis.

These requirements are due to the critical nature of the work and the need for the AGENCY to insure adequate experience is provided to complete the project.

11. SELF PERFORMANCE: In accordance with Section 2-3.2 of the Project Specifications, CONTRACTOR shall perform or provide, with its own organization, contract labor, materials, and equipment amounting to at least 50-percent of the Contract Price. CONTRACTOR’S attention is directed to Section 2-3.2 of the Project Specifications for additional requirements pertaining to “Specialty Items”. The City may deem bidders non-responsive if this requirement has not been met.

12. RIGHT TO REJECT BIDS: The AGENCY reserves the right to reject any or all bids, to waive any irregularity and to take all bids under advisement for a period of 90 days.

13. PROGRESS PAYMENTS: The AGENCY will deduct a 5-percent retention from all progress payments as specified in Section 9-3.2 of the Project Specifications. The CONTRACTOR may substitute an escrow holder surety of equal value to the retention. The CONTRACTOR shall be beneficial owner of the surety and shall receive any interest thereon.

Dana Wharf Fish Count Trips fishing deep waiting for kelp to arrive

ction at the surface continued to improve this week in Dana Wharf Sportfishing & Whale Watching expeditions.

In his weekly report, Captain Brian Woolley said that the days of sunshine last week activated the fish near the surface, with bass jumping on fly-lined sardine bait.

The kelp areas haven’t truly taken off yet, so the half-day trips are still trying to find the right bottom spots to fish.

The fish like to find a hard bottom or rocky spot to center around. When the boats get there, they’ve found some good sheephead and sculpin in their catch.

The three-quarter-day trips are also

fishing deep. Those trips saw some solid rockfish hauls this week and hit the catch limits on vermilion rockfish on a couple of days. Woolley said that colt sniper jigs were the best at bringing in the vermilion rockfish. Sculpin was also a good catch on the three-quarter trips.

On the overnight trips, it was the Fury again over at San Clemente Island.

Anglers ended their Saturday morning on May 11 with 20 yellowtail from 1220 pounds. Woolley said that fly-lined sardine and surface irons pulled in the yellowtail. The Fury ended the day anchored, fishing for kelp bass, sheephead and whitefish.

Boys Golf Finishes Fourth at CIF-SS Division Championships Following their sixth straight South Coast League title, the Dana Hills boys golf team finished in the top four at the CIF-SS South Coast Division team championships for a sixth straight season at Talega Golf Club on Tuesday, May 14.

The Dolphins shot a combined 383 with their five scorers. University won the title at 374, and Foothill qualified for the CIFSS championships in second at 375.

For a second straight year, sophomore Jason Bannister carded one of Dana Hills’ low scores on the day. Bannister and Dylan Walsh each shot 75. Senior Quentin Hill shot 76, and junior Thomas Dresden shot 77.

This marks the season’s end for Dana Hills, as no individuals qualified for further CIF-SS play.

Track and Field Qualifies Six to CIF-SS Masters Meet The Dana Hills track and field team didn’t take home any gold at the CIF-SS Division 1 Finals on Saturday, May 11 at El Camino College in Torrance, but the Dolphins are

still alive in six events in their quest to qualify for the State Championships.

Cole Stark and Carrick Denker qualified in the boys 1,600-meter, and Hailey Ray, Anisa Rind and Mia Lawrence qualified in the sprints and in the girls 4x400meter relay team. The CIF-SS Masters Meet will be contested on Saturday, May 18 back at El Camino College.

At Masters, the top six finishers in each event advance to the CIF State Championships at Buchanan High School in Clovis on May 24 and 25.

Stark posted the highest individual finish of the day for Dana Hills, with Denker right behind.

Stark, a senior, earned silver with a second-place finish in the 1,600 at 4:15.05.

Denker, a junior, took bronze for a thirdplace finish at 4:15.27, a personal record.

Denker and Stark qualified with the eighth and ninth best times, respectively, out of the 12 Masters spots in the event.

Ray also earned a third-place bronze in the girls 300-meter hurdles. Ray, a senior, ran a time of 44.94 seconds and qualified seventh out of the nine Masters positions for the event.

Lawrence continued down the line with a fourth-place finish in the girls 800-meter. Lawrence, a junior, ran a time of 2:14.41, just 0.23 off her personal-best time. Lawrence qualified in the 10th of the event’s 12 Masters spots.

Rind cut it close for qualification in the girls 200-meter. Rind, a junior, finished fifth in Division 1 with a time of 24.78 seconds and took the finial of nine Masters qualifying spots for the event. Rind’s time was just 0.08 seconds faster than two times in Division 4 and 0.10 seconds faster than a Division 3 time.

Ray, Lawrence and Rind, along with sophomore Camryn Toole, qualified with the girls 4x400-meter relay team. With Toole opening, followed by Ray, Rind and Lawrence, the Dolphins finished fourth in Division 1 at 3:50.51 and took the sixth of nine Masters spots in the event. DP danapointtimes.com

Where Are All the Sharks?

After the “summer of the shark” in 2017, has the shark issue around Dana Point and San Clemente abated?

ast weekend, video surfaced on social media of a woman “nursing” a great white shark back to health in the shore break at Malibu before releasing it out to sea.

The sight of someone in a bikini petting a great white in knee-deep water like it was a cute little dolphin is pretty jaw-dropping, but it got me thinking about our relationship with ol’ Carcharodon carcharias down here in Dana Point and San Clemente.

It was only a couple of years ago that local waters were seemingly infested with great white sharks. On April 29, 2017, Leeanne Ericson was savagely attacked while surfing at San Onofre. She would have lost her life had it not been for the quick response of surfers in the area and lifeguards on the scene. As it was, she suffered severe injuries to her leg.

That spring and summer, great whites were seen breaching at Trestles, schooling at Capo Beach, swimming inside the harbor in Dana Point. Eleven-time world champion Kelly Slater made social media posts about the sharks after surfing Lowers. News helicopters documented them lurking in the near-shore waters numer-

San Clemente’s Tanner Sandvig’s been getting after it lately, putting in the hard yards, and it’s most certainly paid off.

Last weekend, with a healthy south swell in the water and pumping surf in Oceanside, Sandvig won the Western Surfing Association season title in the under-9 division and the WSA West Coast Championships.

But upon seeing the footage from Malibu this weekend, I couldn’t help but wonder if things had actually quieted down or we’d just become more accustomed to sharing the lineup with our toothy friends.

They certainly have not been as omnipresent on the local news and social media as they were in 2017. That doesn’t mean that they’re still not out there; they most certainly are. But, to me, they don’t appear to be making as much human contact lately.

On September 29, 2018, a 13-year-old boy was killed in a shark attack while lobster diving off the coast of Encinitas, but the species of shark was not able to be positively identified.

“The number of shark-bitten stranded marine mammals reported in 2018 was greater than the prior year. The location and time of year would suggest an increase in the number of great white sharks utilizing those specific areas,” reports the Shark Research Committee. “However, the frequency of great white shark encounters and observations might be attributable

to population dynamics of humans and sharks.”

In 2017, there were two attacks in Orange County. There was the attack on Ericson in April, which appears to be a case of mistaken identity, as it was reported a sea lion actually tried to climb on her board, presumably to escape what was chasing it below the surface. The following month, in Sunset Beach, a surfer was bitten in shallow water. At the time, there was a school of juvenile great whites living offshore in Surfside and Huntington Harbor, which could explain the incident.

According to numerous surfers and paddlers I talked to, there still continues to be a healthy shark population around the San Onofre Trails area, especially in from SONGS, affectionately known as “shark alley” by some.

“I still see them pretty regularly down there, but it seems like they’re just cruising. I don’t know, they’ve been there for a while and don’t seem too interested in what we’re doing . . . but I still wouldn’t go swimming out there,” said one stand-up paddler at Dog Patch.

Meanwhile, they haven’t been seen breaching at Trestles like they had been.

And the schools of great whites haven’t been seen as often around Capo Beach, either.

Historically, more great white attacks take place during the months of August, September and October along the West Coast than any other time of year. Surfers make up the majority of the confirmed attacks since 2000. Out of the 108 reported attacks, 62 had been on surfers up and down the West Coast. Interestingly, only one boogie boarder was attacked.

Whatever the numbers say, the old fisherman’s adage remains true: if there’s salt in the water, there are sharks—so don’t be surprised if you see them swimming around while you’re out in their ocean. DP
