The total ridership for the Dana Point Trolley season, which went from May through September, yielded 78,701 riders, averaging 16.02 passengers per trolley per hour.

The Orange County Transportation Authority, the agency that provides Project V grant funding for the trolley system, requires an average ridership of at least 10 passengers per trolley per hour.

The most popular trolley stop for summer 2019 was the Ritz-Carlton stop, which serves as a connector to the Laguna Beach trolley system.

“We feel there are some transfers to be made that can improve efficiency,” Sinacori said. “One of the biggest things we’ve heard is the request to extend the route out to Ocean Ranch on Golden Lantern.”

Oct. 16, voted unanimously in favor of placing a pair of regional bond measures to upgrade schools on the March 2020 Primary Election ballot.

Wednesday night’s vote at CUSD headquarters in San Juan Capistrano marked the district’s latest major step in its continued efforts to secure funds to help upgrade educational facilities and renovate schools in Aliso Viejo, Dana Point, Laguna Niguel and San Clemente.

While both the trustees and spectators shared a sense of enthusiasm while cheering the passage of the resolutions to advance the measures, Board Vice President Martha McNicholas stressed that there’s still plenty of work that needs to be done in order for the bonds to pass this spring.

Board President Gila Jones later echoed McNicholas’ statements, reminding the audience that “these bonds aren’t going to pass themselves; we need your help.”

The two bond measures—with one to go before voters in San Clemente and Capistrano Beach, while the other will be decided on by voters in Aliso Viejo, Dana Point and Laguna Niguel—propose a levy of $34 for every $100,000 of assessed taxable property value.

Collectively, Aliso Viejo, Dana Point and Laguna Niguel make up the Western Schools Facilities Improvement District, or SFID 3. If voters in those cities pass the bond, it’s expected to provide CUSD with $293 million in proceeds.

A large percentage of the funds raised from the Western SFID bond would pay to construct new buildings and renovate facilities at Dana Hills High School, Aliso Niguel High School and Niguel Hills Middle School.

At Dana Hills High, the funding will help pay for the installation of a heating, ventilation and air conditioning system in the gym, construct classroom buildings to replace the old portable classrooms, as well as build a theater for performing arts and athletic facilities for fitness and aquatic programs.

Bates Announces Funding for Homelessness THE LATEST: To help address homelessness, Senator Patricia Bates (R-Laguna Niguel) has announced that the California Department of Housing and Community Development (HCD) has awarded $2.5 million to Orange and San Diego counties to fund various programs.

“Homelessness is a growing problem in many communities that demands attention and action from our state government,” said Senator Bates, a member of the Senate Housing Committee and a former social worker. “Thanks to these state grants, the Counties of Orange and San Diego will have additional resources to help more of our neighbors who are homeless or at-risk of homelessness.”

Funding for the grants comes from the HCD-administered California Emergency Solutions and Housing (CESH) program.

CESH funds may be used for five primary activities: housing relocation and stabilization services (including rental assistance), operating subsidies for permanent housing, flexible housing subsidy funds, operating support for emergency housing interventions, and systems support for homelessness services and housing delivery systems.

WHAT’S NEXT: The allocation of program funds is noncompetitive and formuladriven, and it is based on a variety of factors including poverty rates and the number of homeless. The County of Orange will receive $1.1 million and the County of San Diego will receive $1.4 million to fund various activities related to homelessness.—LB

DPHS Announces Field Trip Destination THE LATEST: Dana Point Historical Society (DPHS) has announced the destination for the organization’s annual field trip. This year’s excursion will be to the Workman and Temple Homestead Museum in City of Industry and to the Clarke Estate in Santa Fe Springs on Tuesday, Nov. 12.

The Homestead Museum’s houses, cemetery and gardens are located in the

heart of a former Mexican rancho.

Aside from touring the houses, visitors can take self-guided tours of El Campo Santo, the family’s private cemetery founded in the 1850s. The Walter P. Temple Memorial Mausoleum, completed circa 1920, contains many Workman and Temple family members, as well as Pío Pico, the last governor of Mexican California and a friend of the Workman family.

“The history of the site begins with William and Nicolasa Workman, who immigrated to the area from Taos, New Mexico, in 1841, while the land was still part of Mexico. The Workman House survives as a unique testament to the changing architectural styles and domestic tastes of the 19th century,” a DPHS release states.

The second stop of the excursion will be in Santa Fe Springs. The Clarke Estate was built as the home of Chauncey and Marie Rankin Clarke in 1919.

Levin Proposes to Strengthen GI Bill and Reduce Homelessness in Committee THE LATEST: Legislation introduced by U.S. Representative Mike Levin (D-CA) passed out of the House Veterans’ Affairs Committee with bipartisan support. Rep. Levin’s Protect the GI Bill Act will increase transparency and accountability among educational programs that receive VA funding. The Committee also passed bipartisan legislation introduced by Reps. Levin and Brian Fitzpatrick (R-PA) to help reduce homelessness among women veterans and their families.

Levin represents the 49th Congressional District, which includes Dana Point, San Juan Capistrano and San Clemente.

The Protect the GI Bill Act ensures that schools receiving GI Bill funding inform prospective students of the cost of attendance, how much their benefits cover, student outcomes, and more. The bill allows State Approving Agencies (SAAs) to flag or suspend new enrollments to schools that violate these requirements.

“This bipartisan package will help protect veterans’ GI Bill benefits, as well as the time and effort they invest into their education,” Levin said. “I’m thrilled to see this legislation advance with bipartisan support and look forward to a vote on the House floor.” —LB danapointtimes.com

Artificial Reef Expansion Paused for Lobster Season The derrick barge you may have seen off the coast of San Clemente is being used to expand an artificial reef, but that project is now being put on hold the remainder of the year.

Southern California Edison has wrapped up construction on expanding Wheeler North Reef for the year. The utility company will resume construction—which involves the unloading of granite from a derrick barge—in the spring, after lobster season.

Prior to expansion efforts, Wheeler North Reef, a 174-acre, man-made kelp forest, stretched from out past the end of the San Clemente Pier south to Seal Rock. SCE is expanding the reef to more than double the size (384 acres) and stretching it into Dana Point waters. Mandated by the California Coastal Commission, the reef is intended to facilitate kelp forests that were lost to warm-water discharge from the San Onofre Nuclear Generating Station (SONGS).

“The project has been halted, as was planned, in observance of lobster season,” said John Dobken, the public information officer for SCE. “The project will continue next May.” As of September, SCE concluded its 2019 portion of the project with 91,895 tons of rock placed, 119.33 acres built, 27 barge trips and zero safety incidents or nearmisses, said Dobken.

The project was paused in September and will resume May-September 2020.

The original reef was built in 1988 and stretches about 1.4 miles southward from the San Clemente Pier. The $20 million Dana Point Times October 18-24, 2019

dollar expansion will reach north of the pier for total length of about five miles.

The cost dropped from the original estimate of $33 million. The bill will be footed by rate-payers.

Jenny McGee is the project manager overseeing the reef’s expansion.

“What I love about this project is that even after we’ve fulfilled compliance, this reef is going to continue to give back. It will still be facilitating marine life and supporting the kelp bed,” McGee said in a previous interview. “I feel like I am adding value to the local ecosystem and contributing to something much bigger than myself.”

OC Visitors Association Announces Launch of Tourism Workforce Initiative The Orange County Visitors Association (OCVA) recently announced that it will launch the “Orange County Tourism Workforce Initiative” in January 2020.

This new program was created to educate, engage and excite local high school and community college students about career opportunities in the tourism and hospitality industries.

In 2017, Orange County’s tourism industry generated more $21.3 billion in total economic benefits and sustained more than 179,000 jobs, according to the Association.

Past and projected growth in the tourism industry, combined with the overall strength of the Orange County economy and very low unemployment, have made growing the tourism workforce an important and challenging priority.

“OCVA’s new initiative is a welcome strategy that will benefit both our students and the tourism industry that is so critical

to Orange County’s economic vitality,” Orange County Board Supervisor and Chairperson Lisa Bartlett said in a press release. “I am delighted that the County of Orange is partnering with OCVA in this initiative and look forward to the positive outreach to be achieved, especially with Workforce Innovation and Opportunity Act youth.”

The centerpiece of the initiative is a wrapped bus that will travel to high schools and community college campuses throughout Orange County starting in January 2020 and extending through December 2020.

During campus visits, current industry professionals will share their educational backgrounds and compelling career path stories. Participating schools will be provided with resources that can be used to connect students to employers and employment development programs.

FAM Looking for Volunteers Family Assistance Ministries is looking for volunteers to participate in some of its local programs to help low-income individuals and families.

The faith-based nonprofit organization needs volunteers to help pick up donated food from local grocery stories using a FAM vehicle from 7:30-10:30 a.m. once a week. Food will be distributed in the food pantry at senior centers and to the group’s local military families in need.

Other volunteers are also needed to help sort and stock the donated food, with both morning and afternoon shifts available on a weekly basis.

And to help low-income clients prepare their taxes, FAM is also looking for volunteers to fill such positions as tax preparer,

I attended the Dana Point City Council meeting on Oct. 1, 2019 and spoke against short-term vacation rentals (STRs). I have firsthand experience living next to an illegal STR and feel strongly that no one should be forced to deal with the nuisances of an ever-revolving door of tourists as next-door “neighbors.”

Councilmember Debra Lewis aptly stated that the city, through its zoning code, promised homeowners they would live in exclusively residential areas and their communities would not be opened up for commercial purposes. We all purchased our homes based on that promise. Now, three councilmen, all of them supported by significant real estate PAC money in their elections, appear ready to break that promise. Apparently, the council majority neither believes in nor supports existing residents’ property rights or "equal protection under the law." Instead, they will fight to support the new “rights” of investors to open mini-hotels in our neighborhoods.

Councilmember Lewis proposed that any STR ordinance, including later revisions, must be voted on by Dana Point residents.

The motion could not even get a second and failed. Even Mr. Jamey Federico refused to second the motion, although during the election, he had agreed that an STR ordinance should go to the ballot box.

There was discussion of an online survey conducted regarding STRs, based on voluntary respondents. The sample size was too small to be statistically meaningful, did not mirror the demographics of Dana Point, and there were no safeguards to ensure that respondents were even city residents. A proposal was made to conduct a new survey and acquire meaningful data. Mayor Joe Muller and Councilman Richard Viczorek voted against a new survey despite knowing that in 2016, 4,000 residents signed a referendum to strike down the last STR ordinance.

The council majority seems to want to stack the deck in favor of STR investors. Councilmember Lewis was the sole defender of residents’ interests. Her pleas to preserve residential zoning for ALL residents, treating HOA and non-HOA residents equally, fell on deaf ears.

The public has a right to know about the maneuvers and motivations of a city council that wants to rezone our community to serve the greed of real estate investors. I’m

The court has recently upheld Sanford Edward’s case against the DPTA alleging libelous and malicious campaign ads. But the DPTA’s untold victims were the residents of Dana Point.

Candidates Payne, McGinn and Jaeger had exceptional qualifications, supported pro-resident issues and were not funded by major PAC donations or expenditures. Debra Lewis has been a dedicated councilmember who has worked responsibly on behalf of all Dana Point residents since receiving overwhelming citywide support in her 2016 election. And they were maligned by the DPTA in order to help elect Joe Muller, Richard Viczorek and Jamey Federico.

Why did the DPTA undertake such a vicious campaign? The DPTA could have concluded that Muller, Viczorek and Federico would not win on their own unless drastic action was undertaken on their behalf. The DPTA people probably wanted to ensure business as usual that favored their interests. Muller and Viczorek have been reliable supporters of pro-developer interests. They also have supported the TCA as sitting board members. And Federico was backed extensively by a property manager and STR advocates providing huge monetary donations through a PAC. Dana Point residents cannot be confident that Councilmen Muller, Viczorek and Federico will work for them. They benefited from the DPTA’s nefarious campaign, along with $70,000 in special-interest donations, and now represent the council’s voting majority, although receiving relatively few votes because of the by-district election.

They seemed to turn a blind eye and welcome the unethical tactics that helped them be elected. Dana Point residents deserve better. We should have leaders with integrity and a city council that we know will represent our interests.

ter to the Editor in the Oct. 11 issue of Dana Point Times, I thought that I should share some of my experiences for those residents of Dana Point who may not understand what it means to have short-term rentals (STRs) in the neighborhood. Like most, our home is our single largest investment. We believed we were buying in a residential community and that the city would honor that designation. We were shocked to discover that the city council had unilaterally decided to allow commercial hotel/motel operations right next door with zero supervision!

Unfortunately for us, we have STR houses on both sides of our property. The city allows new renters to check in and out as often as every three days. Adding to that, different cleaning crews arrive to clean each time, with no regard for holidays, Saturdays or Sundays!

We have a zero lot line, and it is like living on a strip of poorly run hotels with no management on site. Renters have zero sense of community or belonging. I can hear every word that is being said on their patios, and they have little regard for our privacy. They are on vacation and have come to party. And this they do! You can imagine the impact of these nuisances on our property value.

I have visiting grandchildren who I try to get to bed at a reasonable time, and I have to get up and go to work in the mornings. Unfortunately, guests on both sides are often still outside at midnight, drinking and partying. Our quality of life has 100% been compromised due to the STRs. We would be better off renting full-time in a hotel, where at least they’d have resources to correct loud neighbors. I have no alternative but to call the police, which I try to avoid, as the police have much more serious issues to deal with.

I call and write to the city constantly and even if they do issue a violation, it’s ineffective. There is a house on my street with eight violations, yet they continue to rent, because the fines are low compared to the revenue coming in, and there is little consequence to leaving them unpaid.

Everyone deserves the quiet enjoyment of their homes. The City of Dana Point has let their residents down.

hile folks at Netflix still pride themselves on being pioneers of online streaming for movie viewing, they are also finally seeing that to get support from avid film fans, they need to put their films on the big screen. Movies such as Roma (2018), The Irishman (2019) and currently the light-hearted biopic, Dolemite is My Name, get these traditional releases because of high potential and hype with the production teams.

In the mid-1970s, Rudy Ray Moore (Eddie Murphy) is struggling to get a career going after failing with forays into the music industry and the nightclub life. He’s about ready to give up until he is suddenly inspired to form a stand-up comedy act and sells his own records independently because none of the record labels will promote uncensored material. Rudy thinks he has enough material and influence to pen his own feature film based on his stage persona known as “Dolemite.”

Murphy, who will randomly show up about once every decade to deliver a great performance, reminds viewers that he’s still a comedy lead icon. He not only does justice to the man the film is based on, he also tastefully puts his own spin on the entertainer. Dolemite director Craig Brewer exhibits the right amount of flair and restriction to not let the tone and atmosphere come across as a farce. Scott Alexander and Larry Karaszewski are the same writing team that wrote Tim Burton’s Ed Wood (1994) and Milos Forman’s The People vs. Larry Flynt (1996), and here it feels like the perfect blend of both movies, yet still has its own identity.

Dolemite is a worthy spiritual companion piece to Baadasssss! (2003) and also picks up where The Disaster Artist (2017) was lacking. DP

Teens Drink Less When They Know the Facts Local schools see lower rates of teen drinking thanks to a new community education campaign

A

lcohol is everywhere: it’s on billboards, in magazines and movies, and in many homes. Seeing alcohol all around us may lead many parents and teens to mistakenly believe that drinking is an inevitable rite of passage for high school students.

But the fact is, most teens don’t drink— a fact proven by the California Healthy Kids Survey (CHKS), administered by schools to more than 82,000 teens in 9th and 11th grades. According to the 2017–2018 anonymous student survey, 82% of South Orange County high school students surveyed did not drink alcohol in the previous 30 days.

Mission Hospital and social change agency Civilian launched two education campaigns during the 2017–2018 school year. One year into the campaigns, data analysis found that the schools included in the campaigns showed higher reductions in alcohol use—reductions of up to 43%—compared to other schools in Orange County and across the state.

While teen drinking has declined nationally and statewide, the schools included in the campaign showed significantly more marked change. Collaboration and support from community stakeholders such as the Capistrano and Laguna Beach Unified School Districts, the Orange County Health Care Agency, the Wellness & Prevention Center, Boys and Girls Club of Laguna Beach, and the Orange County Department of Education all contributed to the success of the campaign.

The teen-focused campaign and website, Strength in Numbers, provide peer-focused alcohol- and drug-use statistics, health impact information and links for local resources. The campaign engages teens WELLNESS AND through targeted online PREVENTION advertising, school club/

The parent-focused campaign and website, Raising Healthy Teens, provide adults with educational tools, drug- and alcoholrelated conversation starters and strategies to help teens develop self-esteem and connect with meaningful activities, both proven to further reduce the likelihood of alcohol and other drug use.

In addition, online discussions indicate that teens are avoiding drugs and alcohol for varied reasons: • They don’t like the way it tastes or makes them feel.

• They don’t want to get drunk, lose control, and/or do something they may regret.

• It is not good for their health, brain, body, teeth, breath, etc.

• Alcohol, drugs, and tobacco are a waste of money and/or calories.

• They don’t want drinking or smoking to affect grades, college or career prospects.

Water cools, but fishing stays steady

T

he water temperature is beginning to change along the coast, but the fishing has mostly stayed the same at Dana Wharf Sportfishing & Whale Watching.

In his weekly report, Captain Brian Woolley said that the coastal waters have dipped to 65-67 degrees, and the offshore winds have cleaned up the water a bit as well.

The half-day trips have kept the calico bass as the focus of their efforts. Woolley said that’s been helped by the live sardine bait. These trips have had good days in the kelp off San Clemente, and the halfday trips have continued to pull in sheephead catches with shrimp and clam bait.

The three-quarter-day trips have seen great action on rockfish and some bocaccio. The best catches, like on the half-day trips, have come with the live bait.

The longer offshore trips have kept tuna in their counts, though it’s taken a longer trip to find the fish. The trips have pulled in yellowfin that ranged from 10-25 pounds, with some yellowtail and skipjack in the mix as well. At San Clemente Is-

OBITUARY

John Kerry Davis John Kerry Davis, 92, of San Clemente, lost his battle to cancer surrounded by those who loved him on July 31, 2019.

JK was born on March 14, 1927 in Hagan, NM to Henry and Wilma (Meeks) Davis. In 1945, he enlisted in the Marine Corps Reserve, then attended the University of New Mexico and was commissioned and stationed at Camp Pendleton, where he met and married Jane Dickey in July 1952. They raised three daughters, Keri, Gwen and Julie through 27 moves. The highly decorated four-star aviator served as Assistant

Commandant of the Marine Corps from 1983-86.

The General was an avid golfer and played, despite being legally blind, with the help of his many friends. A longtime member of San Clemente Exchange Club and many Marine Corps associations, including the Golden Eagles, he always had a story to tell.

Preceded in death by Jane, his wife of 65 years, survived by two sisters, Sue Jimerson and Nancy Davis. Mourned by his daughters, son-in-law Kenneth Best and 5 grandchildren.

A Celebration of Life will be held at Paradise Falls in Oceanside, CA, on October 22nd at 3:00 p.m.

Time to Get Stoked Again Annual Stoke-O-Rama coming to T Street this Saturday

“I

t’s already here?!” my daughter exclaimed when I told her that this Saturday is the annual Gudauskas brothers’ Stoke-O-Rama at T Street in San Clemente.

For the past eight years, Dane, Patrick and Tanner Gudauskas’ foundation, The Positive Vibe Warriors, has been hosting the free contest for kids, and every year it just seems to be more and more fun.

“It’s hard to believe it’s been that long; it’s just flown by,” Dane said, when Dana Point Times recently caught up with him.

“It seems that the first one was just last year. It’s a real honor to be able to do this every year and have the support of so many great families and friends.”

The brothers’ initial goal for the StokeO-Rama nearly a decade ago was to give the kids in their hometown community something fun and free that celebrated the spirit of surfing and gave all of the local kids a chance to compete without any pressure.

The program was an immediate success and has since grown into surf contests in other beach towns, including Huntington Beach, Manasquan Inlet in New Jersey, and Makaha in Hawaii.

All of the Stoke-O-Rama contests are free to enter, but thanks to the support of sponsors such as Vans and other fundraising efforts, the Gudauskas boys are able to donate funds to local charities that are

endeavoring to make the ocean a better, safer place to surf.

At the Stoke-O-Rama in Huntington Beach earlier this year, the brothers donated money to the Ben Carlson Foundation, which was founded in the name of the late Newport Beach lifeguard who tragically lost his life in the line of duty.

After his passing in 2014, friends and fellow lifeguards established the Ben Carlson Foundation in his memory. It provides scholarship opportunities to aspiring lifeguards and helps fund water safety courses.

And for five years now, the Gudauskas brothers have written sizable checks supporting the San Clemente Lifeguard and Junior Lifeguard Foundation. Last year, they were able to donate $10,000 to the

program, which made them its biggest benefactor.

“It’s really amazing what the Gudauskas brothers do for the Junior Lifeguard Program and how much they support it.

We are forever grateful for what they do,” said Greg Hulsizer, who helps run the San Clemente Lifeguard and Junior Lifeguard Foundation. “Their commitment to local communities, water safety and the power of positive thinking have really impacted not only our town here in San Clemente, but it really does reach around the world to surfing communities all over the globe.”

This year’s incarnation of the Stoke-ORama at T Street looks to be even bigger and better than the last. Sign-ups are capped at 120 competitors, and the contest already filled up a couple of weeks ago. In

fact, it’s so popular that it filled up in fewer than 30 minutes. But that doesn’t mean there isn’t a little something going on for everyone this year.

To further incorporate the San Clemente Junior Lifeguards, this year the Gudauskas boys have invited the department to come down to the beach and run the traditional lifeguard beach games.

After all, who better than a junior lifeguard instructor to run a game of flags? They will also have a booth on the beach that will offer educational opportunities for kids and parents alike to ensure that their time at the beach is both fun and safe.

And because this year’s contest is so close to Halloween, a costume contest on the beach is a must. At lunchtime, everyone is invited to come down in their favorite costume and get in the spirit. Prizes will be given out for the best costumes during the awards ceremony at the end of the day.

“It’s going to be so much fun! We absolutely can’t wait! There’s so much good stuff happening, and it’s going to be a great day,” Dane enthused. “Our relationship with the junior lifeguards is so special, and we’re pumped to take it to the next level. And a costume contest on the beach, are you kidding? It doesn’t get any better than that.”

Last year’s Stoke-O-Rama at T Street was blessed (or cursed, depending on how big you are) with a sizable, late-season south swell. According to Surfline, the wave this weekend won’t be quite as ferocious. A moderate southwest swell is expected that will bring wave heights into the waist- to shoulder-high range.

And one more thing is going to make this year extra special. Last month, Patrick Gudauskas and his wife, Hanalei, welcomed their first child, Canyon Sun, into the world—so this will be his first Stoke-ORama as a parent.

couple of weeks ago, we featured Dylan Young as the Grom of the Week. Because we would never want anyone to feel left out, this lap around, it’s younger brother Westley’s time to shine.

At 10 years old, Westley already has more than six years of experience in the water and has been absolutely ripping lately.

“I look up to my dad in surfing, because he taught me and put me where I am right now, having fun and surfing in contests,” Westley told the Dana Point Times October 18-24, 2019

Dana Point Times. “He taught me to surf at San O.” As a fifth-grader at Las Palmas Elementary School, Westley’s talent is not limited to surfing. Like most of the students at Las Palmas, Westley is fluent in both English and Spanish, which will help him immensely once he’s old enough to go surf tripping through Mexico and Central America.

But these days, he gets his shred on a little closer to home.

“I mostly surf at Lowers, T Street and Rivi,” he said. “The thing that inspires me about surfing the most is that you are never mad and always having a good time.”
