Five things Dana Point should know this week Southern California Agency Challenges State’s Housing Needs Assessment THE LATEST: Counties and cities across Southern California will collectively need to plan to construct more than 1.34 million new homes over the next 10 years, the state’s housing department recently determined.

Late last month, the California Department of Housing and Community Development released its Regional Housing Needs Assessment (RHNA), finding that between 2021 and 2029, the six counties in Southern California will need to prepare for the development of 1.34 million additional housing units across four income categories.

However, the Southern California Association of Governments, a public agency representing the region’s six counties including Orange, believes that the assessment is much higher than what’s actually needed and is now questioning the HCD’s methodology.

“We acknowledge that there’s a housing crisis and are committed to doing everything within our authority to help solve it, but the RHNA allocation process has to have integrity,” Kome Ajise, SCAG’s executive director, said in an email. “We will continue to work with the state to ensure that the determination is on the firmest possible technical ground, and that ultimately the needs of our communities are met.”

The housing department submitted the RHNA on Aug. 22. Under state law, SCAG has 30 days from receipt of the assessment to analyze and review it, determining to either accept its findings or file an objection.

In a 48-2 vote on Sept. 5, SCAG’s regional council authorized Ajise to file an objection to the state housing department over its methodology. The council comprises elected officials from Southern California including Orange County Board Supervisor Donald Wagner. No official from the tri-city area, including Dana Point, is on the regional council.

“Overall, HCD did not use the appropriate population forecasts for their determination of the SCAG region’s housing needs and did not conduct a reasonable application of the methodology and assumptions pursuant to statute,” the agency states in its council report.

The RHNA breaks the 1.34 million housing needs figure into four income categories: very-low, low, moderate and above-moderate.

units are to be designated for very-low income and 15.3% will encompass housing for low income persons and families.

Moderate income housing units will make up 16.7% while the bulk of the housing units—nearly 42%, or 562,252—will be allocated for above-moderate income housing.

According to the RHNA, the housing department’s methodology takes into account population growth, the population of households and projected households, as well as the state’s overcrowding and vacancy percentages.

Using the projection from the Department of Finance, the RHNA estimates Southern California’s population to exceed 20.45 million by October 2029. The region, according to the RHNA, has an overcrowding rate of 10.11%, exceeding the national rate of 3.35%, while its current “for rent and sale” vacancy rate is 2.37%, lower than the standard 5%.

SCAG, however, estimates the population to grow to more than 20.72 million and instead of the 1.34 million homes needed, the agency’s alternative RHNA proposes the region needing between 821,000 to 924,000 new homes.

“SCAG’S alternative proposed determination provides a more reasonable, current, balanced, and technically robust application of HCD’s stated approach toward determining housing needs,” the agency’s report states.

If the agency later accepts the RHNA, whether that be an updated one from the housing department or not, it will work on an allocation plan to divvy up the housing needs to local jurisdictions.

Currently, the agency is working on its methodology for how to allocate the housing needs to the cities and counties for the 2021-2029 planning period and has been accepting public input. The period for public comments on that methodology closes Friday, Sept. 13.

For the current planning period of 2014-2021, Orange County was allocated 5,272 units of the total 412,137 units for Southern California, according to Board

Supervisor Wagner.

This past June, Wagner, on behalf of the county, submitted a letter to the chair of SCAG’s committee with oversight of the RHNA, requesting that the agency propose a total allocation of 430,000 housing units for the region from the housing department.

Each jurisdiction’s General Plan must contain a Housing Element that allows adequate provision for the existing and projected housing needs of all economic segments of the community. Currently in 5th Cycle RHNA, the 2014-2021 General Plan Housing Element includes the City of Dana Point’s housing strategy to plan for existing and projected housing demand, identify adequate sites to accommodate the City’s allocated share of regional housing needs, and analyze local policies, regulations, and requirements that have the potential to constrain development of housing for all income levels.

For the 5th Cycle planning period of Jan. 1, 2014 to Oct. 31, 2021, the RHNA allocation for City of Dana Point is 76 verylow income households (0-50% median); 53 low-income households (51-80% median); 61 moderate-income households (81-120% median); and 137 above moderate-income households (121%+ median).

The City of Dana Point’s total RHNA allocation for the 5th cycle (2014-2021) is 327.

In December 2018, Southern California Association of Governments (SCAG) initiated the development of the 6th Cycle RHNA. The 6th Cycle RHNA is the next Housing Element cycle from June 30, 2021 to October 15, 2029.

According to a memo from City Manager Mark Denny, city staff has been monitoring and providing input on the development of the RHNA determination and methodology through participation in the RHNA subcommittee monthly meetings via webinar, the Orange County Council of Governments Technical Advisory Committee and the Proposed RHNA Methodology Public Hearing on Aug. 22.

On August 2, 2019, SCAG staff released three allocation methodologies for public

comment, which were developed based on feedback from the RHNA Subcommittee and stakeholders. Each option applies different components and factors.

Option 1 is based on share of population, share of population within high-quality transit areas, share of regional undersupply of building permits issued, local input/future vacancy need/replacement need, and social equity adjustment. Estimated total RHNA for City of Dana Point: 1,471.

Option 2 is based on share of population, share of population within highquality transit areas, and social equity adjustment. Estimated total RHNA for City of Dana Point: 1,921.

Option 3 is based on local input/future vacancy need/replacement need, and social equity adjustment. Estimated total RHNA for City of Dana Point: 689.

WHAT’S NEXT: According to the city memo, city staff will submit a public-comment letter regarding the proposed RHNA Methodology to SCAG by the Sept. 13 deadline. Staff will highlight its preference for the methodology utilized in Option 3, which includes local input and population forecasting. Staff will also participate in the Preview of Staff Recommended RHNA Allocation Methodology Workshop scheduled on Sept. 23. The next RHNA Subcommittee Meeting is scheduled on Oct. 7.

New Method houses some of its patients in three residences (referred to as the Properties) located in residential zones of Dana Point. Dana Point filed a lawsuit against New Method on the basis the Properties were required to be licensed by the State, and without appropriate licenses were unlawfully operating in violation of Dana Point’s zoning ordinance.

According to a press release issued on Wednesday, Sept. 11, the court emphasized that operating a business in a residential zone is a violation of the city’s zoning ordinance, and that such a violation is deemed a nuisance for which an injunction can be issued. “(The Court) recognized that an exception exists based on a provision of State law that requires cities to treat licensed treatment facilities with six or fewer residents as if they are residences, not businesses; but found that neither of the two elements of this exception applied,” stated a city press release.

CUSD Trustees Appoint Replacement THE LATEST: In a special board meeting

on Monday, Sept. 9, the Capistrano Unified School District Board of Trustees voted to appoint its newest and seventh member to fill the vacant seat left by former Trustee Gary Pritchard.

Krista Castellanos, an Aliso Viejo resident and kindergarten teacher at John Muir Fundamental Elementary, was appointed to represent CUSD’s Area 5 and serve out the rest of Pritchard’s term, which is set to expire in 2020.

“We are delighted to welcome Trustee-elect Castellanos to the CUSD Board of Trustees,” the district said in an emailed statement. “Ms. Castellanos is a tireless advocate for public schools, a public school teacher, a parent in our District, and a leader in PTA.” Castellanos will be sworn in during the district’s next board meeting later this month, according CUSD spokesperson Ryan Burris.

The Area 5 seat became vacant Aug. 9, when Pritchard, who was serving as vice president of the board this year, resigned from his post because he relocated out of the area. The district’s board met in mid-August, deciding to initiate an appointment process to find a replacement rather than hold a special election.

City Council Meeting Will Address FRC Appointment, State of City Sponsorship THE LATEST: Dana Point City Council will hold its regularly scheduled meeting on Tuesday, Sept. 18 at 6 p.m. in Dana Point City Hall.

There are 19 items listed on the consent calendar, including a development update, recommendation that city council authorize Mayor Joe Muller to sign a Certification of Assessment to the County of Orange regarding special assessments for the 2019-2020 Secured Property Tax Bill, and the recommended appointment of Michael Frost to serve on the Financial Review Committee.

New business includes a financial report for Fiscal Year 2019’s fourth quarter and proposals for FY19 carryover budget adjustments, the approval of a lease agreement with MullerLighthouse, LLC for the use of shared, public parking at 24531 Del Prado, an annual report and renewal of the

tourism business improvement district (TBID) for Jan. 1-June 30, 2020, and possible changes to the annual State of the City sponsorship.

“The past several years the Chamber of Commerce has produced the State of the City event, typically taking place in the spring. Dana Point’s mayor, city council and city staff provide the program’s content. Following the 2019 State of the City event, staff met with the Chamber of Commerce and discussed greater partnership on the event with city staff,” the agenda report states.

According to the report, both parties agreed the city leading the planning and production of the event would benefit the city and the Chamber of Commerce and that last year’s event produced nominal revenue for the Chamber. The scheduled agenda item follows this month’s announcement that the Chamber’s executive director, Bev Jorgensen, would be stepping down.

A Room with a View Hotel Developments Overlooking the Harbor Will Face Delays

espite the Dana Point Planning Commission’s approval of a hotel development to be built next door to the Chart House overlooking Dana Point Harbor, the applicants must now await city council approval thanks to an appeal.

The applicants—Sagar Patel, on behalf of the ownership group Global Resorts, Inc., and Yenny Ng, on behalf of YNG Architects—requested approvals allowing them to build a hotel at 34482 Green Lantern, which would sit on the corner of Cove Road.

Patel and Ng initially requested a coastal development permit (CDP) and conditional use permit (CUP) to construct a 51-room hotel and associated parking facilities. The applicants requested a lot merger, valet and tandem parking, modified parking garage ramps, and for architectural features that are fewer than 10 feet above the district building height.

City of Dana Point senior planner Sean Nicholas confirmed the hotel will have 60 subterranean parking spaces, 24-hour valet services, bluff-top amenities and affordable accommodations. There will be a roof-top deck, garden and pool that will be exclusively for hotel use, without public access. Nicholas said the architecture will take advantage of the site’s expansive views by incorporating glass and metal.

Nicholas said the building will have no identifiable architectural style in order to provide accurate neighborhood context and features in the plans are fewer than 10 feet above the district building height limit. There are an extra nine parking spaces added to the 51-space minimum.

The development borders the Dana Point Headlands Conservation Area, where the parks are intended to maintain public views while preserving the sensitive habitat areas.

In a public comment during an Aug. 26 hearing for the project, local resident Merry Wong shared her concerns of the proposed development because of its close proximity to the Dana Point Headlands Conservation Area. Wong said that currently the harbor point conservation area has more than 100 varieties of native plants, 15 of which are rare plants as determined by the California Native Plant Society.

holds several rare and endemic plant communities, including southern coastal bluff scrub, native grasslands, maritime succulent scrub, mixed chaparral, and coastal sage scrub, according to the city’s park website. It was also noted that the various mix of habitats provide a place for plants and animals that are considered threatened and limited. A native plant can be defined as a species that lives naturally in a particular region, ecosystem, or habitat without human introduction.

“The two animal species that I’m very concerned about are the federally protected pacific pocket mouse and the federally threatened California Gnatcatcher,” Wong said. “Now these two animals specifically survive on coastal scrub, sage environment, which is their food source.”

The pocket mouse favors a sparse, sandy, vegetated desert environment, and the California Gnatcatcher lives in coastal sage scrub, desert scrub, and coastal dune scrub year-round. The conservation area provides the nesting grounds for male California Gnatcatchers to choose a site in sagebrush, buckwheat, or other shrub species. The nest shrub is generally on a gradual slope or within a trench or gully. The nest sits about 2 ½ feet above the ground near the outer edge within the shrub.

“We have 13 nesting pairs of gnatcatchers on the conservation area; our concern is trash, because that brings in the ravens that are predator birds, and they will prey on the gnatcatcher birds,” Wong said.

“Also, the trash brings in the Argentine

Ants, which are believed to eat injured mice, and they reduce the presence of pollinators by invading flowers, and then the pollinators cannot do their job. Artificial lighting is another concern, because the majority of our mammals on the preserve are nocturnal, so artificial light will affect their natural habits as they hunt for food in the evenings.”

Dr. James Maley is a collections manager at the Moore Lab of Ornithology at Occidental College. He also specializes in the DNA of the California Gnatcatcher.

Dana Point Times spoke with Maley to follow up on Wong’s assertions during the hearing.

He says that feral cats supersede birds of prey as the more common predator of the California Gnatcatcher.

“Construction could yield trash, which could attract raccoons, feral cats, bobcats and coyotes,” Maley said. “But these sorts of animals don’t go out hunting for the gnatcatcher. They’ll catch them if they’re lucky.”

He says it’s common for residents and construction crews to leave out food and water for feral cats, which only encourages cats to live and prey on local species in the area.

“Noise can definitely be a problem,” Maley said. “It can disrupt communication between birds, and gnatcatchers are no exception. If the birds can’t hear each other, then they can’t reinforce their territorial boundaries, find mates or keep tabs on each other. All of these things are essential to the gnatcatchers’ success.”

Maley says this is a common occurrence for most birds living in urban and suburban areas. When a bird population lives in sensitive habitat adjacent to loud noise, it will reduce reproductive success and cause greater mortality to adults.

“As far as predatory birds, like peregrines, another development in the area could serve as a perch. These predators aren’t necessarily bad, but it is something you’ll likely see,” Maley said.

Seven people spoke in opposition of the project during the public-comment period, citing concerns for building height, noise and traffic concerns.

Commissioner Eric Nelson motioned to approve the CDP. However, the proposed architectural features on the roof that exceeded the height limit were denied by the planning commission.

“If coverings are desired by the applicant above the exterior stairwell or access to the roof deck, any improvements must be consistent with the 35-foot height limit,” the motion states, according to the approved minutes of the meeting.

Nelson’s motion was approved unanimously.

Pursuant to the California Environmental Quality Act (CEQA), the project was determined to be categorically exempt per Section 15332 and, therefore, did not require an environmental impact report (EIR). Per the staff report, Section 32 of CEQA Guidelines stipulates that projects that are consistent with the applicable general plan and zoning regulations, and are less than five acres and substantially danapointtimes.com

surrounded by urban uses with no habitat value and would result in no significant effects relating to traffic, noise, air or water quality, are categorically exempt.

“There was a traffic study conducted, and we found there to be no impact,” said Matt Schneider, director of community development. “Our traffic engineer (Rich Barretto) spoke to that during the hearing.”

Schneider confirmed that a noise study was done and in terms of air quality, the California Air Resources Board offers a computer model to generate predictions of impact. No significant impact to air quality was found. Schneider says the project met all requirements and standards for storm water, and no significant impact to water quality was found.

“If we weren’t able to check off all these boxes, there would be an initial study,” Schneider said. “CEQA requires an EIR or a mitigated negative declaration (MND).

That was not the case for this project.”

An Appeal is Filed

On Tuesday, Sept. 10, the law firm Delano & Delano filed an appeal with City of Dana Point regarding the approved permit for the proposed hotel at 34482 Green Lantern.

In a letter to the city, signed by attorney Everett Delano III, the firm calls for bringing the matter before city council.

“Concerned Residents of Dana Point is Dana Point Times September 13-19, 2019

a group of Dana Point residents seeking to protect the environment, community character, and aesthetics in and around the Project vicinity. Concerned Residents of Dana Point use, enjoy and benefit from the resources negatively impacted by the proposed Project,” the letter states.

The site is located within the Coastal Development District of the Dana Point Specific Plan (DPSP)/Local Coastal Program (LCP), which is the applicable Local Coastal Program for properties directly above the Dana Point Harbor. The site lies within the California Coastal Commission appeals area of the Coastal Development District of the DPSP/LCP. In accordance with Implementing Actions Program of the DPSP/LCP, the Orange County Zoning Code (OCZC) is auxiliary to the DPSP, and for any item or issue not included in the DPSP land use regulations, the OCZC shall apply.

Based on the project’s design and OCZC standards, a Coastal Development Permit is required for the development of a coastal bluff lot and lot merger, and a Conditional Use Permit is necessary for architectural features that exceed the height limit by fewer than 10 feet.

The letter argues that the grounds for appeal include factual errors made in approving the Project.

“The findings adopted by the Planning Commission were not supported by the facts, and the decision by the Planning

Commission is in conflict with numerous land use, planning, and environmental requirements,” the letter states. “ . . . Commenters noted the City’s failure to comply with the requirements for the calculation of height and other Municipal Code and Design Guidelines violations.”

Delano III argues that the project is inconsistent with the General Plan, Specific Plan and Local Coastal Program, and violates the California Coastal Act and CEQA. The letter argues that the project fails to properly provide low-cost visitor and recreational facilities, fails to protect the scenic and visual qualities of the area and fails to provide adequate parking facilities and transportation services to maintain and enhance public access. Schneider stated that because the project now faces an appeal, the matter will go to Dana Point City Council. Because the appeal was submitted on Sept. 10, the item has not yet been agendized. In an interview with Dana Point Times, Delano III said staff from the Delano & Delano law firm intend on

attending the city council meeting in which the appeal has been placed on the agenda.

The owners of the 34482 Green Lantern property did not respond to Dana Point Times’ multiple requests for comment before press time.

Neighboring Cannons Project Delays from CCC

In a California Coastal Commission hearing on Wednesday, Sept. 11, proposals to revamp Cannons Restaurant were put on hold. The 34482 Green Lantern property is in close proximity to Cannons and both overlook the Dana Point Harbor.

Commission staff stated in a report that with the loss of low-cost accommodations, the ability of all members of the public to enjoy the coast is constrained.

The commission voted without discussion that there was a “substantial issue” that called for further review of the plans before construction, despite approvals from the planning commission earlier this year.

“We will continue to work with the property owners, city staff and the commission to address the issues that have been outlined,” said Lisa Mortimer, who co-owns Cannons. “In the meantime, we are still open for business, whether its dinner or events.” DP danapointtimes.com

Pet Project Foundation Holds Rabbit Adoption Event The Pet Project Foundation will be holding its annual Bunny Palooza Rabbit Adoption and Education Day at the San Clemente-Dana Point Animal Shelter on Saturday, Sept. 28.

All rabbit adoptions come with a copy of the House Rabbit Handbook, pellets and hay. Experts will be available to answer any bunny questions.

Cindy Fisher is the head rabbit volunteer for PPF. She says that whenever there are abandoned rabbits in need of rescue, time is of the essence.

“Rabbits have a gestation period of 28-31 days. As soon as a rabbit has a litter, which can be anywhere between one and 13 rabbits, they’re able to get pregnant again,” said Fisher.

She added that typically a rabbit waits six to 12 weeks before getting pregnant again, but the concern for rapid reproduction adds to the timeliness of a rescue.

There will be 17 bunnies available for adoption. Of that amount, seven rabbits were rescued from the Dana Point Harbor, after they had been abandoned.

Fisher says all volunteers working the Palooza have owned rabbits and will be able to offer guidance on caring for one.

“I currently have four rabbits and foster additional rabbits when needed,” Fisher said. “Whatever questions people have, there will be someone who can help.”

The Bunny Palooza event is being held on International Rabbit Day at the San Clemente-Dana Point Animal Shelter, 221 Avenida Fabricante, San Clemente. Three Local Sea Scouts Earn Quartermaster Rank After years of passing through the advancement ranks of Sea Scouting from Apprentice to Able Seamen, three local residents—Mabel Keeler of San Juan Capistrano, Lily Gebauer of San Clemente and Kaden Caliendo of Dana Point—were recently awarded the prestigious rank of Quartermaster.

The formal ceremony took place at The Ranch at Laguna Beach in the presence of the Sea Scouts from the Mariners of Dana Harbor, the youths’ parents, families and friends. Linda Poullier and Jim Wehan, adult advisors in the program, spoke of the many leadership roles these young adults have played over the four years and the inspiration they are to the younger members in the program.

The avid boaters and leaders have taught sailing, led teams in competition and directed the unit’s outreach program in other causes, including building homes in Tecate, Mexico. Gebauer began boot camp with the U.S. Navy this summer. Due to her Sea Scout Quartermaster rank, she has enlisted with the immediate rank advancement of two pay grades. Gebauer plans to begin college in several years with the full financial support of the Navy. Keeler has enrolled to begin classes at Saddleback College in the fall and will pursue a career in nursing.

Caliendo will attend California Polytechnic State University and plans to major in Environmental Engineering.

Based at the OC Sailing & Event Center in Dana Harbor, the Mariners are a youthled organization of 70 members, aged 14 through 18 years old. Younger members, aged 12 and 13, are known as Mariner Juniors. The program, led by skipper Jim Wehan for the past 42 years, emphasizes excellence in leadership, teamwork and

During the 2018 campaign, many residents expressed frustration to me about sober living homes. The Affordable Care Act dramatically expanded the number of applicants who qualify for insurance coverage for addiction treatment. Coupled with the national opioid crisis, sober living homes popped up in many neighborhoods in Southern California. State and federal law regulate and protect sober living homes. Patients are constitutionally protected against discrimination, and the State of California controls the licensing process.

When run correctly, advocates would say that sober living homes are an important part of recovery for people with addiction.

When run poorly, they create dangerous conditions for the residents and neighbors.

Over the last few years, some nearby cities ran into legal troubles because they enacted far-reaching regulations. The City

of Newport Beach paid almost $10 million to settle with the group-home operators that sued them when the 9th Circuit Court of Appeals found that Newport Beach’s ordinance was discriminatory. More recently, the City of Costa Mesa’s ordinance was upheld by the trial court, but not before Costa Mesa spent over $4 million in legal fees to defend it. Costa Mesa is not done spending yet, because the operators asked for a new trial and still have a right to appeal.

Dana Point’s approach is to force unlicensed operators to obtain state licenses when required. In the process, 17 sober living homes closed in Dana Point rather than comply with State licensing requirements. Last week, the California Court of Appeals found our approach to be lawful.

Nonetheless, there are groups in town who criticize the City for not doing enough, using Costa Mesa’s presumed legal victory as justification that we should have an ordinance. The reality is that Dana Point cannot afford a $4 million gamble.

Costa Mesa’s annual budget is more than four times the size of ours. $4 million represents 10% of our annual budget. I believe it would be irresponsible for our City to make policy decisions that could put our financial stability at risk, especially considering the view expressed by the 9th

Circuit in Newport Beach’s case.

The City of Dana Point will continue to monitor Costa Mesa’s case closely, and I will be the first one to advocate for a regulatory ordinance if and when the Court indicates it to be legal. In the meantime, with this and other complex matters, we must continue to take the responsible approach.

FC Films’ new feature, Official Secrets, has almost everything going for it to make it a modern, UK equivalent of Alan J. Pakula’s classic political drama, All the President’s Men (1976). It has the real-life basis for the plot, the suspenseful tension of the secrets the leads know, the stellar casting, and the semi-contemporary setting to classify it as both relevant and a period piece. We even get the protagonist updated to a woman, rather than two men. And yet, it still falls a bit short quality-wise.

Set in Cheltenham, England in 2003, the film is centered on Katharine Gun (Keira Knightley) as a British Intelligence whistleblower who receives an email detailing the US government’s requests for help from the UK to gain votes from the UN Council for a war against Iraq.

Katharine is alarmed and feels it’s irresponsible for this possibly illegal action to be kept secret from the people, so she discreetly leaks the memo to a close friend who is associated with the press. At the same time, news journalist Martin Bright (Matt Smith) catches wind of the private email and uses it as his next big scoop.

Matthew Goode and Ralph Fiennes co-star. Official Secrets is based on a real woman who really did risk her career to leak an official memo to the public. Film director Gavin Hood’s experience includes the schlocky Wolverine (2009) and Ender’s Game (2013), as well as the underrated Eye in the Sky (2015).

Secrets showcases some great acting, especially from Knightley and Fiennes. But it suffers from feeling like a big-screen TV movie, with a borderline-overbearing music score and melodramatic third act. DP

Iceland and Greenland

A

fter a 10-day trip to Ireland, and a 20-day round-trip cruise from Amsterdam to Iceland, Greenland, and Scotland, my partner, Greta, and I are home in Dana Point.

The cruise was aboard the MS Rotterdam, a Holland America ship, with 1,400 passengers and a crew of more than 600.

The ship logged 5,125 nautical miles.

In our travels, we are always surprised at the small-world events that occur.

On the second morning at sea, while having breakfast, I heard a woman who was standing at my table say, “Tom.” She smiled and said: “I’m Marilou Heckman, from Dana Point.” I was surprised.

Marilou explained that friends of hers had read in my column in this newspaper that Greta and I would be on the Rotterdam.

Greta and I saw Marilou and Pat often around the ship and enjoyed lunch and dinner together. We were “The Dana Point Four.”

The ship stopped in seven ports in Iceland and Greenland. The names were tongue twisters.

The Iceland ports: Eskifjordur (population 1,043); Akureyri (18,400); Isafjordur (2,571); and Reykjavik (125,000). In each Icelandic port, the ship was able to dock at

a pier, so we could easily walk ashore. The population of Iceland is 340,000.

In the first two Iceland cities, Greta and I rode complimentary city buses; we were able to get a good feel for the people, shops, homes, history, castles and churches. We walked often, getting our exercise in.

The Rotterdam crossed the Arctic Circle twice. And yet, due to warm-ocean currents, the temperature was usually in the 50s.

The ship stayed in Reykjavik overnight, so passengers had two days to explore there.

On Day 1, Greta and I took a bus to the Blue Lagoon, the largest outdoor mineral spa in Iceland, 30 miles outside of the city. Reservations were required at this popular attraction.

An entry fee gets you a towel, locker, shower access (shower required before entering the 95-degree water) and a wristband that secures your locker and keeps track of beverages or food consumed at the bar located in the lagoon.

Underground geothermal water is a blessing in Reykjavik, where 90% of the homes are heated with it, as well as most office buildings and hotels.

Greenland (population 57,000) is the largest island in the world that is not a continent. An ice cap covers 80% of the country.

It’s located between the Arctic and Atlantic Oceans. While it’s part of the North American continent, it’s an autonomous country of the Kingdom of Denmark.

Most residents are Inuit, who migrated from Alaska, across Canada, to settle there.

Before stopping at Greenland ports, the ship spent a day cruising Greenland’s Prince Christian Sound, a breathtaking 60-mile long fjord.

That day, Greta and I saw Marilou and Pat on the stern pool deck, sitting in deck chairs, relishing the views of the fjord—jagged peaks, patches of snow, glaciers, small waterfalls and small icebergs floating by.

Our first Greenland port: Qaqortoq (population 3,000). The ship’s tour guide said, “Every home in this city has a million-dollar view.” We were lucky that day: blue skies, 55 degrees, and calm seas, enabling a smooth tender boat operation.

Out of curiosity, we checked prices at a local

food market. A bottle of 7 Deadly Zins Zinfandel, which costs $12-15 in the States, was $50.

Greenland port #2: Paamuit (population 1,400). Inuit residents were selling handmade carvings on a card table. A woman from Berkeley, California, purchased a small carving made from reindeer antlers.

She paid $250 USA. As she counted out the money, the seller’s friends cheered.

Greenland port #3: Nanortalik (population 1,500). When we came ashore, a man was playing his guitar singing in his native language, “The Sloop John B,” a song made popular by The Beach Boys in 1964. I sang along briefly with him in English and tipped him.

OBITUARY

Carlos Abelardo Lamas Carlos was born in Pacasmayo, Peru, on November 16, 1927, and died peacefully in his sleep August 28, 2019, in Mission Viejo, California.

He was raised in Peru by his parents, Abelardo Lamas Mendo and Mercedes Gallegos Esteves. He was the oldest of eight brothers. Carlos is survived by 5 brothers, Andres, Mauro, Telmo, Manuel and Humberto. His brothers Abelardo and Agusto passed before him.

Carlos moved to the United States in the 1950’s and married Katherine Marie Palmer. He was father to three children, Cynthia A. Locy, Mercedes M. Winvick and Carlos A. Lamas. His seven grandchildren, Thomas, Megan, Randall, Benjamin, Christopher, Tiffani and Hailey brought an absolute joy to his full life, along with his six greatgrandchildren.

In 1972 Carlos moved to Dana Point, where he owned and operated a business that remains in service today. His employees, customers and business associates have many wonderful memories of Carlos.

During his life he remained dedicated to his family and loved ones and was known as a fierce, loving and honest

man who was always available in any time of need.

His hobbies included fishing, boating and spending time around the ocean.

He loved to spend time with his family and friends, telling stories and sharing memories. Carlos’ smile was at its brightest when playing or holding a child. He was generous with his time and will be missed by all that knew him.

Legendary DHHS coach Simmons dies at 62

z Simmons, a legend at Dana Hills High who coached the boys volleyball team for 35 years until his retirement in 2018, died of cancer on Sept.

2. Simmons was 62 years old.

Simmons is survived by wife Cindy, children Evan and Kelsey, grandchildren Opal and Juniper and sister Debbie.

Services for Simmons will be held at Dana Hills High School on Thursday, Sept.

26. Doors open at 3:30 p.m., and the program will be from 4-5:30 p.m. Food will be offered in the mall. A sunset paddle out for Simmons will also be held at Doheny State Beach after 6 p.m.

Simmons was a volleyball lifer with a 1975 CIF-SS championship as a player at Laguna Beach High School and a 1977 NCAA championship at USC before his coaching career began. After graduating from USC in 1979, he stayed on as an assistant coach for the 1980 NCAA title team and moved to be an assistant at Ohio State for its run to the 1981 NCAA title.

ana Hills football will leave the Coast View Conference for the Pacific Coast League for the 2020-21 and 2021-22 school years, and Laguna Hills will follow suit in all sports in a proposal approved at an Orange County league alignment meeting on Monday, Sept. 9.

Dana Hills will remain in the Coast View Conference for all other sports.

“We’re happy in the conference in everything else,” Dana Hills athletic director Tom Faris said. “We’re going to continue to try and build the program, and we needed to get relief for a little while.”

This leaves the Coast View Conference, which is split between the Sea View and South Coast Leagues and of which San Clemente is a member, with eight football teams for the next two-year cycle and nine

At Dana Hills, Simmons led the Dolphins boys volleyball team to the 1985 CIF-SS Division 4-A title game and the 1986 Division 4-A championship and was the architect of 10 league championship teams. Simmons also coached the Dana Hills girls volleyball team for two decades and was a math teacher at the school.

Currently, the Pacific Coast League is an all-Irvine, six-team league made up of Beckman, Irvine, Northwood, Portola, University and Woodbridge. The league will increase to eight football teams and possibly split into two divisions of its own with the additions of Dana Hills and Laguna Hills.

League affiliations in Orange County are reviewed in two-year cycles, and the Coast View Conference itself has a twoyear period between shuffling teams between the “upper” South Coast League and “lower” Sea View League.

“In two years, there’s going to be a lot of things that change,” Faris said. Faris said there is a possibility for more footballonly leagues, other new leagues or other single-sport leagues to be created.

“The next two-year cycle is going to be pretty interesting,” Faris said.

The proposal, which also swaps Katella and Western from the Orange League and Golden West Conference, respectively, garnered 76% of the approval vote.

The new leagues are set for approval at the CIF-SS Council meeting on Oct. 1. Appeals to the decision may be made at this meeting, but none are expected.

In the previous nine football seasons of the current Coast View Conference lineup, Dana

Simmons was also known for his personality and demeanor. Simmons earned a reputation as a Zen master on the sidelines

who, despite striving for perfection in all of the game’s technical aspects, would remain calm and unfazed by the match in front of him.

“It was always really interesting,” longtime San Clemente boys volleyball coach Ken Goldstone said. “He was so controlled on the bench, and there were times over the years I would try to be like Oz and be more reserved, but three or four points in and I’d have to give it up.”

Simmons left an impression and earned the respect of foes and players alike.

“There is no one like him,” Barr said. “How many thousands of people I’ve met, there’s nobody you could say, ‘Oh, he’s kind of like Oz.’ It doesn’t happen. Thank God, he was that way, in the grand scheme of things.”

Beyond the exploits on the court, one aspect that turned Simmons from “all-time great” to “legend” are the stories of his workouts with the team, particularly those on spring break and at the beach.

“He’d be right next to you,” Barr said.

“He’d be winning. He was 35 or 40 years old, and he’d beat you in the swim, he’d beat you in the run and all the strenuous activities.”

Simmons was a winner and a competitor, but he’ll be remembered for his treatment of everyone he came around.

“He’s just such a great guy,” Goldstone said. “If you won, it would be the same reaction as if he had won. He’d greet you with a smile, shake hands and talk for a while.” DP

Hills football has an 8-28 league record, with four seasons in the South Coast League and five in the Sea View League. The Dolphins won a Sea View League title in 2012 but have only won one league game in the past five seasons, 10-0 over Laguna Hills in 2017.

“I think it’s a good deal,” Dana Hills coach Phil Skinner said. “It’s made for competitive equity. We have some familiarity with that league, and the games we’ve played with that league have been pretty even.”

Dana Hills has scrimmaged against Woodbridge the past few years and scored a win over Northwood on Aug. 30, 35-28 in overtime. The Dolphins will also play Irvine for the second straight year on Sept. 20. Dana Hills had a two-game series with Irvine in 2012 and 2013, both Dolphin victories.

“These are going to be league opponents,” Skinner said. “That’s a pretty evenly matched setup, and that’s what you want. That’s what makes football fun.” DP danapointtimes.com

Iconic filmmaker Bruce Brown gets statue in Watermen’s Plaza in Dana Point

O

n a bitterly cold winter day in Wichita, Kansas, in 1966, Bruce Brown ran a screen test of The Endless Summer. The theater sold out, and the exuberant response blew the minds of executives at Columbia Pictures. Not long thereafter, the film was blown up from its original 16mm format to 35mm and released worldwide. It would go on to earn more than $30 million at the box office.

Not bad, considering that Brown and The Endless Summer crew had been cruising around in a motorhome, playing the film and doing appearances at high school gyms up and down the California coast for 25 cents a ticket. Without a doubt, the surf documentary (if that’s what it can really be called) is the most influential and successful surf movie of all time. Period. End of story.

And, now, Brown will be memorialized forever in bronze, joining friends Hobie Alter and “Mr.” Phil Edwards in Watermen’s Plaza in Dana Point.

Since its initial release in 1964, The Endless Summer has been inducted into the Smithsonian National Museum of American History, the United States Library of Congress and the Museum of Modern Art in New York.

Last weekend, the National Scholastic Surfing Association’s Southwest Division landed in Huntington Beach, and it was 11-year-old Avery McDonald topping the podium in the Open Super Girls division.

Brown was born in San Francisco in 1937. His family moved to Long Beach when he was still a kid, which is when and where he began to get into surfing. He served in the Navy on a submarine while stationed in Hawaii in 1955. When he got out of the service, he landed in South Orange County, where he started to get into filmmaking. Surfboard shaper Dale Velzy famously took him out to buy his first 16mm camera.

Not your typical surf contest, the event, held in Huntington Beach, was also an effort to leave the beach cleaner than they found it—which is exactly what they did, collecting more than 120 pounds of trash.

With good vibes and positive energy on her side, McDonald went on to finish third in the Under 12 Division at the USA Surfing Championships in June. Not only did she make the podium, she was also selected to join the U.S. Developmental Surf Team, along with fellow San Clemente rising stars Mia McLeish and Ezra McPhillips.

There’s no shortage of Endless Summer lore still floating around the area. Dick Metz, the founder of the Surfing Heritage and Culture Center, was recently honored in their annual Ohana Gala for his contributions to surf exploration. Among Metz’s most crowning achievements—tipping off Brown to the potential at Cape Saint Francis in South Africa.

The year before Brown set off around the world, Metz had returned from his own adventure and spent considerable time traveling through Africa. He told Brown to take a look at Cape St. Francis, that it had some potential.

“If I hadn’t ended up with John Whit-

more in Cape Town that year, Mike [Hynson] and Robert [August] might not have scored perfect Cape Saint Francis in The Endless Summer,” recalled Metz.

“It’s funny the way the ball bounces. That particular moment was the key decision that changed the lives of tens of thousands of people in the surfing world.”

Or look no further than the garage of a house above T Street in San Clemente.

Coming up off the beach after surfing one day, Brown heard a band rehearsing and followed the sound. A young group called The Sandals was jamming. Brown liked their sound, and they were recruited to record the now-famous soundtrack. They went and cut it at Miles Davis’ studio up in Hollywood.

Danny Brawner played drums for the band, but to support his family, he was also a career glasser at the Hobie factory.

“I guess Bruce liked what he heard when he walked by,” remembered Brawner in a recent conversation. “I still have the drum kit.”

Besides The Endless Summer, Brown also gave the world one of the greatest motorcycle movies of all time. Released in 1971, On Any Sunday was a collaborative effort with actor Steve McQueen and filmed largely in the undeveloped hills of Dana Point. It garnered an Academy Award nomination.

The public unveiling of the new Bruce Brown bronze will take place on September 19 at Watermen’s Plaza in Dana Point.

The event will run from 3-4 p.m. and will include a short program followed by a ribbon-cutting and photo opportunity. Guest speakers will include family and friends of Brown, along with Pat O’Connell and Robert “Wingnut” Weaver, stars of Endless Summer II. The life-sized bronze sculptures of local surf industry legends are being created by artist Bill Limebrook, who grew up on the surf haven that is Beach Road. DP
