Environmental Impacts of Proposed Victoria Boulevard Apartment Complex to Be Studied THE LATEST: Toll Brothers, a housing construction company, has the green light to study the environmental impacts of a proposed apartment complex on Victoria Boulevard in Capistrano Beach, at its own expense.

But city officials are emphasizing there is still a long road ahead for the development.

Toll Brothers applied for Dana Point City Council approval to pursue an environmental impact report (EIR) in July, but the request was voted down. At the time, councilmembers expressed concern with the need for public outreach and inconsistencies with the city’s General Plan. While the same issues resurfaced at the Tuesday, Feb. 2 council meeting, the action items narrowly passed.

The proposed project would be built on the bus yard property owned by Capistrano Unified School District (CUSD). In 2017, the CUSD Board of Trustees moved forward with plans to lease the 5.51 acres of property. Since then, CUSD has worked toward obtaining the required permits needed to remove stabile, containerized hazardous material from the bus site and has entered into an agreement with Toll Brothers Apartment Living to develop the site for apartments.

Major differences in the second proposal include fewer units, height reduction, the addition of affordable housing and open space.

Unit count decreased from 401 to 365, with 15% affordable units proposed and with 1.1 acres dedicated to recreation and open space. Based on current zoning rules, there would be a maximum allowance for 224 units, including a percentage of affordable housing.

Building height would be limited to 50 feet along Victoria Boulevard, and 65 feet beyond, along La Playa Avenue, along the off-ramp from Interstate 5. The additional 10 feet for rooftop equipment and 10 feet for recreational amenities drew concerns during public comments. But city officials emphasized that approval of the action items was not an approval of the project.

“We are talking about an EIR … and we get to hire our own consultant,” City Councilmember Michael Villar said. “We’ve got to keep our eyes on the ball that’s in front of us right now. The data that I need to Dana Point Times February 5-11, 2021

make a decision (on the project) is going to come from the EIR.” Michael Baker International, the consultant currently finalizing the EIR for the Doheny Village plan, would handle the study. The proposed project lies within District 5 of Dana Point, the portion of the city in which Villar represents.

“We are not approving the project itself.

The issue that is in front of us is the EIR, itself … I’m in no way saying I approve the project as written,” Villar said. “My focus is on the EIR to move forward, so I can get the data to make a decision.”

Mayor Pro Tem Joe Muller, however, emphasized how vocal that local residents have been as far as development, in explaining his dismay with staff recommendations.

“We need to figure out what our community wants down there, what the right zoning is,” Muller said. “These are conversations that should have happened already with the community … opening up this EIR is letting the horse out of the barn.”

In a 3-2 vote, city council approved the recommended action to adopt a resolution to initiate a General Plan Amendment and Specific Plan District for the Victoria Boulevard Apartments and to authorize for the city to execute an agreement on an environmental impact report, costing up to $207,000, which will be billed to Toll Brothers. Councilmembers Villar, Mike Frost and Jamey Federico approved the action items, while Muller and Richard Viczorek voted against it.

“Once you let this horse out of the barn, there are a lot of expectations,” said Federico, Dana Point’s mayor. “That risk is real in trying to get that horse back in. We will have to have the discipline to shoot that horse, if necessary.”

Michael McCann, regional director for Toll Brothers Apartment Living, tells Dana Point Times he hears council’s remarks loudly and clearly.

“Our plan is to follow their direction to engage with the community,” McCann said.

“We have in the past, and we will continue to do so, but to bear in mind, our project needs to provide meaningful contribution to the city, particularly residents.”

McCann says Toll Brothers will actively revise plans based on recent feedback and that he looks forward to discussing those revisions with staff, council and Doheny Village stakeholders.

“It needs to be clear that this is just the beginning of the project,” Belinda Deines, a city senior planner, said to Dana Point Times. “Additional changes are warranted based on direction given by council … the applicant is aware of that.”

Coronavirus Metrics Continue Positive Trends as OC Remains in Purple Tier THE LATEST: Coronavirus metrics across the state and locally remained on their positive trends this week as California continued to come down from the pandemic highs of the winter coronavirus surge.

After the state lifted all of its regional stay-at-home orders on Jan. 25, California returned to its four-tiered, color-coded, county-by-county coronavirus monitoring system. The system is the main component of the state’s Blueprint for a Safer Economy for determining in what capacity different sectors, businesses and activities can reopen safely.

Orange County’s coronavirus monitoring metrics decreased considerably in the weekly coronavirus tier update on Tuesday, Feb. 2, but the county remained high in the highest-risk purple “widespread” tier.

Daily new cases per 100,000 residents continued to dip, with the metric dropping to an adjusted 39.0 daily new cases per 100,000, down from the 46.6 new cases last

week and the 67.1 of two weeks ago. The threshold for the purple tier is 7.0.

The state reports an adjusted case rate, which is adjusted for the volume of testing.

The unadjusted rate is 43.1 daily new cases per 100,000, down from 66.1 last week and from 99.7 two weeks ago.

The county saw a drop in its testing positivity, as the countywide number dipped to 10.9% from last week’s 12.9%. The metric was at 16.7% two weeks ago. The threshold for the purple tier is 8%.

The county’s health equity positivity rate was reported at 13.9%, down from last week’s 16.6% and the 21.2% of two weeks ago. The threshold for the purple tier is 8%. The health equity rate measures the testing positivity in a county’s low-income and more racially diverse neighborhoods.

To move down to the red “substantial” risk tier, Orange County would need to have its metrics at red levels for two consecutive weeks. The red tier requires the case rate to sit between 4.0 and 7.0, the testing positivity between 5.0% and 8.0% and the health equity rate between 5.3% and 8.0%.

There are still 54 counties in the purple tier, one in the red tier. Two counties (Trinity and Alpine) dropped to the orange “moderate” risk tier for a total of three at that level.

Statewide, Health and Human Services Secretary Dr. Mark Ghaly reported a 7.2% 14-day testing positivity rate in California, with a 6.4% seven-day rate—both decreases from last week’s 9% 14-day average and 7.9% sevenday average, as downward trends continued.

The 14-day rate was 11.6% 14 days ago.

Along with those continually declining testing positivity rates, the transmission rate again dropped, with the state’s R-effective down to 0.78, which means each person infected with COVID-19 is spreading the virus to well below one other person on average.

The state’s hospital system gets to a better point with each passing day, as those numbers also keep trending down.

The Southern California region is now at an adjusted 9.1% available ICU capacity.

Based on the state’s four-week projection model, Southern California is set to be at 43.7% ICU availability on March 1.

Hospitalizations saw even larger decreases than last week, with a 28.8% decrease statewide over the past 14 days and an 18.9% decrease in ICU patients over the past 14 days. As of Tuesday, Orange County hospitalizations had decreased 33.7% in the past 14 days, and ICU patients had decreased 29.3% over the past 14 days.

While the death rate continued to rise, the increases were much smaller than in previous weeks.

Statewide, the 14-day daily new death average has gone up 9.4% in the past 14 days, from an average of 495.4 deaths per day to 542.2. Last week, the state average had increased 17.2% in the previous 14 days.

(Cont. from page 3) average went up by 24.2% in the past 14 days, from an average of 39.35 deaths per day to 48.9. Last week, the county average increased 105.5% in the previous 14 days.

There were 1,187 coronavirus-related deaths reported in Orange County in January, making it by far the deadliest month of the pandemic. August marked the previous one-month high reported at 376.

Nationally, the U.S. now tops 26 million coronavirus cases. There have been 443,355 deaths in the country, and the national seven-day average testing positivity is at 7.97%, down from 9.08% last week.

The state’s total new cases and case averages have dropped considerably from their winter highs. The 14-day rolling average of daily new cases dropped to 19,557.3 on Monday, Feb. 1, down significantly from 28,992.7 on Jan. 25.—Zach Cavanagh

County Hits Pause on Pop-Up Vaccine Clinics THE LATEST: The limited supply of coronavirus vaccines continues to hamper plans of getting shots into the arms of the county’s elderly, as pop-up vaccination clinics tentatively scheduled to open throughout the county in the coming days, including in San Clemente, have been put on hold.

The county announced on Tuesday, Feb. 2, in a press release that its plans of offering vaccines to San Clemente’s seniors at the Dorothy Visser Senior Center on Feb. 10 is now on pause, citing “extremely high demand for the COVID-19 vaccine in Orange County.”

“The County of Orange tiered vaccination plan continues to be developed based on limited vaccine supply,” the release said. “While it is possible a local distribution may occur in the city of San Clemente in the future, we are putting the tentatively scheduled clinic for Feb. 10 on pause at Age Well’s Dorothy Visser Senior Center.”

The office of Orange County Board Supervisor Lisa Bartlett, who represents the Fifth District that largely covers South County, told Dana Point Times on Tuesday that the county has hit the pause button on all the small vaccination clinics it was looking to open around Orange County because of logistical and supply issues.

The county, Bartlett’s office said, does plan to revisit the endeavor when more vaccines become available.

For the time being, the county is continuing to recommend that seniors 65 and older register with Othena through the website and mobile app to schedule an appointment at either of the two Super Point of Dispensing (POD) sites—located at Disneyland in Anaheim and Soka University in Aliso Viejo.

Beth Apodaca, director of San Clemente’s senior center, said on Tuesday that her staff has been working to notify those who had already scheduled their tentative appointments about the pause.

The purpose of the pop-up vaccination clinics, she had previously explained, was to provide local seniors with an additional avenue in getting the vaccine without having to make the trip to Aliso Viejo or Anaheim.

She also had warned that the Feb. 10 opening date was a moving target based on the supply of available vaccines.

WHAT’S NEXT: According to Apodaca, the county prefers that residents keep trying to book an appointment with Othena, rather than waiting for the local clinic option to become available.

Those who have scheduled a shot at either one of the Super POD locations can book transportation to and from the appointment through the senior center’s parent company, Age Well Senior Services.

News Next Door: Local Activist’s Home Searched by the FBI THE LATEST: Residents of a San Clemente apartment complex were awakened early Wednesday morning, Jan. 27, to the sound of federal agents searching the home of local conservative activist Alan Hostetter, neighbors told San Clemente Times.

Other than to confirm the address of the apartment that was searched, the FBI would not disclose the homeowner’s identity. However, voting records and neighbors in the complex on Thursday, Jan. 28, identified the apartment as belonging to Hostetter.

Hostetter, a staunch advocate of former President Donald Trump and vehement opponent to the state’s stay-at-home orders, has been the face and voice of several anti-lockdown protests in Orange County, including a mask-burning rally near the pier this past November.

Hostetter this month attended the proTrump march in Washington, D.C., where rioters stormed the Capitol in an attempt to overturn President Joe Biden’s Electoral College win, resulting in the deaths of five people.

According to the FBI, agents were seeking evidence at the San Clemente apartment in relation to an ongoing criminal investigation, but they couldn’t comment further on the matter nor confirm whether it was tied to the Capitol riot. No arrests were made related to the search.

As of press time, Hostetter, who is facing separate criminal charges in connection to a demonstration he had organized against the fencing around the Pier Bowl parking lot this past May, did not respond to calls seeking comment.

On the day of the march, Hostetter shared videos and photos of the protest and resulting riot to his American Phoenix Project account on Instagram. Those

posts, including a video of the riot that appears to be taken from the balcony of the Capitol building, have since been removed.

In the caption for that video, which has been circulated by other local groups, Hostetter wrote that “thousands proudly stormed the cess pool of corruption while hundreds of thousands cheered them on (sic).”

In a another removed post on Instagram, Hostetter addressed his followers who had inquired about his whereabouts during the riot, letting them know he was safe.

The search comes on the heels of reports that FBI agents in Southern California had arrested individuals suspected of taking part in the attempted insurrection at the U.S. Capitol on Jan. 6, as well as searched the home of Russ Taylor, a known associate of Hostetter’s.

Since the Jan. 6 protest, Hostetter’s wife and Vista Del Mar Elementary School teacher, Kristine Hostetter, has also come under fire after parents saw the fourthgrade educator appear in other social media posts of the march.

The student-led group CUSD Against Racism has used Hostetter’s and Taylor’s posts to call on the Capistrano Unified School District to investigate whether the teacher took part in the riot at the Capitol.

Over the past year, Hostetter, a former La Habra police chief, has staged marches and protests in San Clemente, objecting to stay-at-home orders and safety restrictions imposed to stem the spread of the coronavirus.

At one of his demonstrations, where he and others attempted to tear down the fencing the city had placed around the Pier Bowl parking lot, Hostetter was arrested on suspicion of resisting arrest, refusing to disperse and trespassing.

Hostetter now faces criminal charges for those three misdemeanor offenses that the Orange County District Attorney’s office filed with the court this past July.

Ahead of the Presidential election this past fall, Hostetter also organized a proTrump rally on the beach by the San Clemente Pier, attracting hundreds who came out to support the reelection of the former President.—SR

Orange County United Way Offers Tax Services for Low-Income Families THE LATEST: Orange County United Way is offering free tax preparation and electronic filing to low- and moderateincome individuals and families through its OC Free Tax Prep program, a United for Financial Security Initiative.

OC Free Tax Prep was established in 2005 to help qualifying individuals keep more of their money and increase the number of financially stable households in Orange County to break the cycle of poverty. To date, the program has served more than 121,000 taxpayers, which

amounts to more than $23 million saved in tax preparation fees.

“Every year, low-income residents miss out on millions of dollars in federal and California tax refunds and credits that they are entitled to and deserve. Our OC Free Tax Prep program helps these hardworking people keep more of their earnings,” said Susan B. Parks, President and CEO, Orange County United Way. “Many of these families already face financial struggles, and the pandemic has caused even greater strain. These tax refunds and credits will provide a much-needed boost to help pay for rent, food or medical expenses.”

For households earning less than $30,000 in 2020, the expanded California Earned Income Tax Credit (CalEITC) may qualify them for hundreds or even thousands of extra dollars in their refund.

In addition to CalEITC, they may also be eligible for the Federal EITC if they earn less than $57,000, increasing their refund even more.

New this year, the CalEITC has been expanded to tax filers who use an Individual Taxpayer Identification Number (ITIN).

If anyone who qualifies for CalEITC has children younger than 6 years of age, they may also be eligible for the Young Child Tax Credit (YCTC). Orange County United Way is working with First 5 Orange County in the hope of reaching young families.

Households that earned less than $60,000 in 2020, but don’t qualify for EITC, are still eligible for free tax filing services.

The program offers three ways of filing—virtually by uploading your tax documents to a secure online portal with your mobile device, online at MyFreeTaxes. com, or at contactless drop-off locations with IRS-certified Volunteer Income Tax Assistance (VITA) preparers on-site.

There are 18 contactless VITA sites in Orange County, with locations at community resource centers, churches and schools.

Multilingual preparers are available upon request.

In partnership with the City of Irvine, the County of Orange and the office of Supervisor Don Wagner, free tax prep will be available in the parking lot of Cypress Community Park through a new mobile unit (E- Bus), complete with Wi-Fi and computer stations. Tax prep takes place on Wednesdays, starting February 10 through April 7. Appointments are required.

In 2020, Orange County United Way and its coalition partners filed 14,200 tax returns, securing $17.6 million in federal and state refunds for individuals and families. A full list of VITA contactless drop-off locations can be found at ocfreetaxprep. com/locations.

County Opens Application Window for Rental Assistance Program The county this month launched its Emergency Rental Assistance (ERA) program, opening the month-long application window for renter households who have struggled to pay rent and utility bills because of the ongoing pandemic.

“Orange County renters have had to bear an incredible burden throughout this pandemic. Our rental assistance will help keep our most vulnerable community members from losing their home and a sense of security in the midst of this ongoing crisis,” Orange County Board Supervisor and Chairperson Andrew Do said in a press release.

According to the county, the cities of Anaheim, Santa Ana, and Irvine received direct allocations from the U.S. Department of the Treasury, as they have populations that exceed 200,000 residents. Residents of each of those three cities, the county said, will be served by local city programs.

As a Latino musician in Orange County, Jorge Ramirez did not have all the opportunities to break out like others did.

The San Clemente native and current San Juan Capistrano resident, though, eventually joined the local mariachi band Mariachi Nuevo Capistrano and made contacts with producers.

Come Friday, Feb. 5, Ramirez will release his first music single as a solo artist on YouTube. The song is titled “Me Importas,” which translates to “you matter to me” and is about a man who falls in love with a girl—and though that love is not reciprocated, he still cares for her.

Ramirez describes the song as having a

big band feel.

“I wanted to pursue a solo career,” Ramirez said. “It’s really exciting for someone to do this in the community.”

Ramirez has been involved in music since he was 8 years old—he’s now 21—and started off playing trumpet in his school band, before his mom got him involved in mariachi music. He’s spent time in Los Angeles working on his craft, and he is still a member of Mariachi Nuevo Capistrano.

Ramirez—who grew up in an immigrant family—is excited about the opportunity ahead of him, because it’s always been his dream to release a song on his own. He’s saved up money from his mariachi gigs and invested that in his own independent endeavors. Ramirez said the mariachi gigs have dried up recently due to the COVID-19 pandemic.

“Me Importas” will also be available on all digital platforms, including Spotify.

The Latest on the Vaccine Rollout in OC

A

s January draws to a close, it’s been quite a busy start to the New Year. With the launch of “Operation Independence,” a program intended to complete all county vaccinations by July 4, 2021, and the opening of two Super Vaccination Points of Dispensing (POD) at Disneyland in Anaheim and Soka University in Aliso Viejo, it has been full steam ahead since the initiation of the most aggressive vaccination campaign in the county’s history.

I know many of you have questions regarding the vaccine distribution process, and some have expressed frustration with the timing and rollout of the vaccines. So, let me bring you up to date on where we stand in terms of the vaccine rollout.

Orange County has a population of 3.2 million people, many of whom are anxious to receive the vaccine. Vaccines are being distributed utilizing a phased, tiered approach established by the state, which the county is mandated to follow. Currently, individuals who fall within Phase 1A—all tiers, including critical and health care workers, residents of long-term care facilities, law enforcement working in high-risk settings, and those over the age of 65—are eligible to receive the vaccine. To put this in perspective, countywide, the number of individuals eligible to receive a vaccine in Phase 1A is approximately 660,000.

The California Department of Public Health is responsible for distributing supplies of the vaccine to all 58 counties in the state, including Orange County. It should be noted that the county’s Health Care Agency is not the only vaccine chan-

nel in Orange County—it is one of many.

Eighty percent of Orange County’s vaccine allocation is distributed to hospitals, health providers, and community health centers, while the remaining 20%, is distributed to the county for use at county distribution sites. Eligible individuals who wish to receive a vaccine at a county-run POD must make an appointment through Othena via othena.com, or the smart phone application available in the Apple app store and in Google Play. I understand there has been some frustration among the public in terms of navigating the app and the length of time it takes to secure an appointment once they have registered. New updates were made to the app to address technical issues and simplify the process. The othena.com website enables individuals to register for vaccinations and schedule appointments. In addition, individuals can then download the free Othena app on their smartphones. The app can notify them when appointments are available, remind them of their appointment day, allow them to reschedule, scan a quick reader (QR) code to check in, provide wait-time estimates, and schedule secondary appointments.

In terms of securing an appointment, due to high demand and limited supply, this may take some time, and I ask that you please be patient. Once registered, you will be placed in a digital waiting room and receive notification via email or through the app when an appointment becomes available. Appointments are prioritized based on age, time of registration and availability of vaccines. If you are experiencing an issue registering through Othena, please call the Health Care Hotline at 714.834.2000.

Trained operators are available Monday through Sunday, from 8 a.m. to 5 p.m., to assist you. The hotline also offers automated responses to frequently asked questions 24 hours a day. Please note, the hotline cannot schedule appointments or register users in the Othena system, but it can help you through the process.

I hope you find this information helpful.

We are working as quickly as possible, given the circumstances, to schedule appointments and get the vaccine into the arms of individuals as expeditiously as possible. I understand people are anxious, but please be patient and bear with us. Anyone who wants a vaccine will get one. It will take time, but we’ll get there!

For example, Damond in San Juan Capistrano was having a problem with his passport and couldn’t get assistance in fixing it until he contacted my office. We got to work, and Damond had this to say once we were able to resolve his issue: “I truthfully did not think that this would be given attention based on the exhausting experience I had before I reached out to you. I cannot say enough about your responsiveness and how it made me feel that you actually cared about the situation. This makes me feel so much better, that there are people like yourself in high places that will actually take the time to help the little people, like myself, and the somewhat insignificant problems we might have.”

The letters titled “Some Question to Ponder” and “Why People Choose to Stand for the Constitution” is full of mistruths. The editor that decided to publish these conspiracies is part of the problem.

SOKA UNIVERSITY VACCINE SITE WAYNE VIA, Dana Point

My wife and I would like to compliment the people working at the Soka University vaccination site. As we approached Soka University on Wood Canyon Drive, and joined a half-mile long line of cars, we immediately thought we were in for a long day. But the line moved quickly. Police cars were posted to make sure no one tried to cut in line. There were friendly hosts as we turned on University Drive, who explained where we could park. It was a short walk to the gymnasium, with ushers along the way, making sure we knew where we were going. Wheelchairs were available for anyone who needed one. There were plenty of restrooms in the parking area. There were no lines in the gym; in fact, there were vaccinators Dana Point Times February 5-11, 2021

can help with. And while we’re not always able to get every constituent the outcome they’re hoping for, we’ll always do our best to come to a positive resolution.

eagerly awaiting new patients. It only took us one hour from the time we joined the long line of cars, until we were on our way back home. We were very impressed and grateful.

Regarding the Othena vaccine app, we registered three weeks ago, and the final page stated we were "in the waiting room."

Not believing the statement, we spent over a week, logging in at all hours of the day and night, thinking this was how we would get an appointment. Looking back, we were part of the problem with the site crashing. We stopped about a week ago, and then one morning we woke up to an email from Othena, saying there were now appointments open. It just took a few minutes to log on. We were only given the Soka site, but making the appointment was easy. I would recommend spending your time checking your email, instead of constantly checking the Othena app. I hope everyone can get their shots as easy as we did.

At the Movies: ‘The Little Things’ Has Little New to Offer

ohn Lee Hancock’s The Little Things wants and tries to be something along the lines of Jonathan Demme’s The Silence of the Lambs (1991) or the first season of Nic Pizzolatto’s True Detective (2014).

Unfortunately, it misses the mark considerably. Whether it be that Hancock’s a little out of his element with the crime drama genre, or just a fluke, the new feature has the signs of a typical January release.

Set throughout LA County and Central California in 1990, The Little Things follows Deputy Sheriff Joe Deacon (Denzel Washington) as he is haunted by an old murder case that suddenly becomes relevant again with a recent string of young female murder victims.

Aegis Living Dana Point Celebrates First Vaccine for Residents

aring for a loved one with Alzheimer’s comes with its challenges.

With the threat of COVID-19, seniors with memory care issues face high risk, and even under standard circumstances, a lack of communication interferes with human connection.

“On a good day, a hug is what you know you can get. But with COVID restrictions, it’s this whole other layer of complexity,” said Suzy Welbaum, a San Clemente resident. “I just want a hug. A real hug. It’s that personal touch that is missed.”

Welbaum’s mother has been a resident at Aegis Living Dana Point for four years, after living with Suzy for 25 years. Prior to the pandemic, she would visit her mother two or three times a week, sometimes bringing her out in a wheelchair to the coastal overlook just a block away from the senior living facility.

“Not only do I miss being with my mom like before, I also miss the community, because I was there all the time,” Welbaum said. “They’re my family, too.”

With vaccine distribution ramping up, a reunion may not be very far in the distance anymore. In November, Aegis Living registered its communities with CVS Health, its primary pharmacy provider and one of

the organizations that has been formally approved by the Department of Health & Human Services, to administer the vaccine. On Tuesday, Feb. 2, Aegis Living Dana Point celebrated the administration of the first round of vaccines for its residents.

“It was hard at first, because you didn’t know what was going on or what to look forward to,” 98-year-old Aegis resident Marian Whitney said.

Whitney says she’s constantly asking when she can get a haircut and when she gets to take off her mask. But she says she continues to go on her daily walks—a routine she’s maintained since arriving at Aegis about 13 months ago. “(The walks) are my therapy,” Whitney said. “The pandemic happened within several months of me coming to Aegis.

There is really nice care here. Everyone is so polite, everyone knew my name right away. But it will be nice for things to feel normal again … for me to see my family again.”

Ric Pielstick has been the general manager of Aegis Living Dana Point for about a year and half. He says Tuesday was a day of celebration and a milestone.

“We made it a party, because it really was a turning point,” Pielstick said. “It’s going to be a tremendous relief. … But we’re not taking down our guard. We are going to continue to have safety and sanitation measures in place.”

Welbaum says that Aegis’s sanitation protocols were a prominent factor in putting her at ease throughout the pandemic. “(Aegis was) way ahead of the game,” Welbaum said. “I clean, but I don’t clean like they clean. Having trained medical professionals that are there and are so responsive was just a weight off your shoulders.”

“They went the extra mile. I’ve always liked Aegis, but this has been a whole other level of appreciation,” Welbaum said. “If my mom was at home with us, I don’t know that I would have thought of everything they’ve thought of. And that’s a source of comfort for me.”

Dana Hills High School cross country teams finally open shortened seasons Saturday

A

fter many delays, wading through California’s coronavirus monitoring tier system and outlasting a regional stay-at-home order, high school sports competition makes its long-awaited return on Saturday, Feb. 6.

For the first time in nearly 11 full months, Dana Hills High School will be in a competitive athletic event, as Dolphin boys and girls cross country teams kick off their seasons.

The Dana Hills boys will open at Aliso Niguel with the varsity running at 9:30 a.m., and the Dolphins girls will host Trabuco Hills with the varsity running at 9:20 a.m.

“We’ve obviously been training for quite a long time,” Dana Hills boys cross country coach Craig Dunn said. “We’re excited

to have some sort of a season. They’ve been preparing. They’re ecstatic.”

As part of the COVID-19 protocols teams will have to follow, the boys and girls teams will always be at separate sites, usually flipping hosting duties each week.

Parents will also be the only outside spectators allowed at the races.

Unlike the usual long grind of invitationals far and wide, league meets and a championship-event season in the fall, the new 2021 season is a condensed five-week schedule of league dual meets pitting two schools against each other on on-campus courses. There is the possibility for a league-finals meet at the end of the schedule, but it still needs approval of the district and health officials because of the multiple

schools that would be in attendance.

“It’s way different,” Dana Hills girls cross country coach Nic Smith said of dual meets versus invitationals. “It’s much more personal. You can see the girl that’s trying to pass you and take your points, and she can see you. It’s a learning curve, but everybody is in the same boat.”

Dunn’s boys team has put in their miles, and after getting in their speed work through January, the 2019 CIF-SS and State runner-up Dolphins are hitting the season at the right time.

Dana Hills will be led by junior Jai Dawson. As a sophomore in 2019, Dawson won the individual South Coast League title with a 3-mile personal record of 14:17, placed fourth at the CIF-SS finals and sixth at the 5,000-meter state course.

Three seniors who will help push the Dolphins in the South Coast League are Gianni Viola, Brandon Pizao and Ryan Broadhead. Like Dawson, all three hit their 3-mile personal records at the previous South Coast League finals.

Dana Hills will also see contributions from junior Nick Burke, who won the sophomore league title last season, and sophomore Jude Landgraf, who won the freshman league title last season.

For the Dolphins girls team, Smith sees an interesting season ahead with his young group of runners.

Dana Hills loses its top runner from last year to graduation, but that won’t be too much trouble, as the Dolphins bring back sophomore Allura Markow. Markow burst onto the scene as a freshman with a 12th-place finish at CIF-SS finals and an eighth-place run at the state meet.

“She’s an all-star. A once-in-every-five-orsix-years kind of kid,” Smith said. “So the aim is filling in the spots around her and finding some girls that can bridge that gap.”

Junior Ali Germain returns as veteran member of a group that will feature freshmen Tessa Anderson and Cooper Murphy.

Without the typical championship events to set goals to work up to, Smith is being realistic with the group in what they can accomplish in this five-week sprint and trying to set them up for the upcoming track season and the fall’s hopefully full and normal cross country season.

“It’s something that we’re constantly evaluating and working on,” Smith said.

“For now, it’s getting the first race in; that’s the motivation there. Let’s have it rip. It’s been a challenge with all the girls to give them that long-term perspective.” DP

Saving Our Oceans Shouldn’t Be a Political Issue Making a difference on environmental issues will fall on citizens’ shoulders

L

ess than two weeks in office, and the new administration of President Biden is dramatically reversing course on a large number of the Trump administration’s environmental policies. In signing a slew of executive orders, Biden has already made the health of our planet a top priority.

As far as executive orders that will affect our oceans, Biden has committed the U.S. to rejoining the Paris Agreement on climate change. This calls for reductions in greenhouse gas emissions and a push toward a 100% clean economy.

Biden has also begun restoring environmental protections that were rolled back under Trump. One executive order is especially notable for surfers and ocean enthusiasts as it restores Clean Water Act protections and will allow for the potential rollback of prospective oil and gas projects—such as

oil drilling off the California coast.

Additional executive orders have been signed to respond to the encroachment of development on national monuments and refuges. The headline here is that this will help protect the Arctic National Wildlife Refuge. It will also help protect areas including the Atlantic’s Northeast Canyons and Seamounts Marine Monument off the coast of New England, as well as spaces in the Pacific, presumably.

“While today’s announcements by the Biden administration are highly encouraging, there is an enormous amount of work to be done in the coming months and years,” Surfrider Foundation said in a statement. “The Trump administration’s environmental rollbacks run deep, and

sustained commitment from our federal leaders and agencies will be needed to restore these protections. Moreover, our planet is mired in a climate emergency that demands immediate action on an unprecedented scale.”

Obviously, these are heated political times we find ourselves in, and I’m well aware that there is no shortage of opinions in our community. But no matter where you land on the Biden and Trump conversation, as surfers and people who value the health of our ocean, we can all recognize the value and importance in preserving and protecting this natural resource.

To be honest, I’ve never really understood why issues such as clean water and clean air are controversial or politicized.

Don’t we all want to be able to breathe clean air and enjoy clean water?

More importantly, don’t we all want our kids to be able to enjoy and take advantage of those things? Of course, a spirited conversation about how we achieve all this is important, and there is no shortage of valid ideas, but I believe if we can tone down the rhetoric, we can work together toward viable solutions that benefit everyone.

These aren’t some far-off, abstract issues with which we’re dealing. We’re staring them in the face every day. The storage of nuclear waste from the decommissioned San Onofre Nuclear Generating Station near the high tides is among the more pressing matters.

In January, we experienced a series of King Tides that continued to erode the beaches from San Onofre to Capo Beach.

Our beaches are literally disappearing before our eyes. We have plastic waste floating around in our local waters and ending up on the beaches. And every time there’s a big rain, our storm drains and arroyos flush oil and pesticides into the sea.

Again, these aren’t some hot-button political issues. These are things that affect every local person and family that want to enjoy the beach around here. Hopefully, as the days roll on, we can collectively come together and make our oceans a healthier, happier place to surf and enjoy.

he action on the North Shore continues unabated. A couple weeks ago, it was Finn McCarty paddling out at Waimea Bay for his first session; this time, it is San Clemente’s Cannon Carr’s turn.

Carr bagged the wave of his young life at Backdoor Pipeline, and waves like this don’t come around all that often, so they’re definitely worth celebrating when they do.

Carr’s been posted up on Oahu for a few weeks now and is clearly feeling comfortable in the powerful Hawaiian conditions.

And while experience is all well and good, sometimes it pays just to be in the right place at the right time.

Video of the wave went viral and has now been seen by hundreds of thousands of people around the world, including most of the renowned pros, who were raving in the comments sections.
