Preserving Village Character: City Seeks Community Input on Doheny Village Plan EIR

After years of collaboration among city staff and stakeholders within the Doheny Village neighborhood of Dana Point, a drafted plan for an update is now available for community input.

The City of Dana Point has kicked off a community outreach program to engage residents, businesses and other stakeholders in review and approval of its draft plan and environmental report— which are now available online for public review and comment through June 10.

“The Doheny Village Plan is a new and improved plan for zoning and public spaces with two main components: zoning code update and capital improvement plan,” said Belinda Deines, Principal Planner, City of Dana Point.

Beginning in October 2017 with the Doheny Village Merchants’ Association, Village stakeholders and city staff collaborated to inform, consult and involve community members at the visioning and land use process, Deines said.

Efforts to create an updated plan for the Capistrano Beach neighborhood were initiated in the late 1980s. But the Doheny Village Merchants’ Association (DVMA) was not formed until 2016, arising out of concerns for a proposal on parking, zoning and development standards in the Village set forth by ROMA Design Group.

In October 2017, city staff re-initiated a public engagement process to involve DVMA before council directed staff to continue meeting with the association as a working group the following year.

Beginning in July 2018, city staff hosted regular monthly meetings with the Doheny Village Working Group (“Working Group”), comprised of select community representatives that have been actively involved in the draft Zoning Code Update process, according to city officials.

Guiding principles for the Working Group, which were set in March 2018, included community-driven decision-making, adopting zones that align with existing uses, keeping jobs in the community, beautification, improving connectivity to the beach, landscape enhancements, identifying on-site parking and preserving neighborhood character.

went into the development of these documents and the drafts they are today,” Deines said. “Stakeholders reviewed the city’s General Plan for goals and policies specific to the development of Doheny Village with the intent of creating a plan that was in keeping of these very policies developed back in 1993.”

“The goal of this planning process has been to prepare land use designations and development standards that create more appropriate framework for the Village,” Deines added.

The group was tasked with developing the zoning code and “Community Improvement Plan” (CIP) in a series of regular monthly meetings that were open to the public. During these meetings, stakeholders brought forth their analyses on site conditions, and they provided recommendations of revision to the city’s existing zoning code—and even in 2020, the group transitioned to virtual meetings for project updates and proposed changes to the plan.

“It is important to the city to preserve the character of this neighborhood while working to enhance and beautify Doheny Village for the benefit of all,” said Deines.

“I’m really proud of this work and our collaboration with the Doheny Village Merchants’ Association for what it means to our city’s future. Now, we look forward to receiving all comments so that we can put the final plan into action.”

As part of this outreach effort, the city will also pursue a number of beautification projects throughout Doheny Village.

The latest Doheny Village Plan is designed to preserve and enhance the eclectic combination of commercial, light industrial, and residential mixed uses in the area. These districts are designed to achieve an integrated neighborhood-serving business and residential environment, Deines said.

Residential units in Doheny Village provide housing near sources of employment, commercial and professional services; and could potentially add to the city’s supply of affordable housing, reduce commutes between home and work, and promote a strong, stable, and desirable pedestrian-oriented business environment.

within City of Dana Point to create an environment where someone can live, walk to work, work with their hands and create something, stop for dinner and go back to their house without ever having to get in their car or get on the freeway and still have that high quality of life,” said John Gabbard, the newest addition to the Dana Point Planning Commission.

Jim Surber, owner of Doheny Village Car Wash and member of the Merchants’ Association, attended nearly every meeting for the Doheny Village Plan.

“It was good to see development projects under construction in other parts of the city, because we were able to learn from those projects and create a new set of rules that made sense for the Village,” Surber said.

Deines provided an update on the Doheny Village Capital Improvement Plan (CIP), which identifies recommendations for priority projects toward improving connectivity, beautification, traffic calming and public parking in the village.

“Rather than develop a formal beautification plan with prescribed design treatments and extensive construction at this time, the group sought to enhance aesthetics by proposing public art, lighting and landscape programs to be implemented right away,” Deines said.

The Working Group formed the Village Beautification Committee to work on short-term projects. Community members presented concepts for potential public spaces and industrial-inspired sculptural art. Construction and manufacturing businesses and building suppliers are volunteering together and pulling resources for these public art projects.

“They identified public potential locations for mural art and color to bring interest and dimension to the area,” Deines said. “Members also provided conceptual renderings to highlight neighborhood identity through use of signage and wall art.”

City council has also directed the city’s Arts and Culture Commission to lead the charge for the Doheny Village public art program, which will be launched with a call for artists by summer of this year.

“Change is already happening, and we want to make sure that the city’s codes allow existing businesses to improve, and that new development fits in with the history and culture down here,” Surber added.

The city has made a number of resources available to the community to learn more about the Doheny Village Plan and to provide comment, including virtual office hours, YouTube presentations, and Planning Commission workshops. As of now, a community workshop is scheduled for May 10. All comments on the environmental impact report (EIR) must be received by end of the business day on June 9.

There are one-hour virtual office hours with city staff and online sessions on Zoom that are available to the public scheduled for 5 p.m. on Thursday, May 6, and Wednesday, May 12.

“It will be an open forum for people to ask questions and provide feedback on the plan,” Deines said. “Playlists of previous presentations and video clips on the Doheny Village Plan are also available on the city’s YouTube.”

Maryott Announces 2022 Run for Congress, Setting Up Rematch with Levin

Republican Brian Maryott has officially announced his campaign for Congress in the 2022 election, paving the way for another showdown with Democratic incumbent Mike Levin.

Maryott is again running in the 49th Congressional District, which currently encompasses South Orange County and San Diego’s North County. Maryott lost to Levin in the 2020 election. Both live in San Juan Capistrano.

Maryott said his current campaign is a continuation of seeds planted in the last election cycle.

“We’re excited to have a full election season,” he said.

Maryott’s campaign headquarters are in downtown Oceanside, where he launched his campaign with elected

officials and supporters on April 24.

“It is the city with the biggest population in the district,” Maryott said.

The campaign is also maintaining smaller office spaces in Orange County.

Maryott said he wants to personally engage with people across the district, and he says he has talked to thousands of first-time voters. His team is looking at every area of last year’s campaign.

Maryott plans to have a coordinated effort with various groups, running on many similar issues from the 2020 election. He mentioned lower taxes for employers and working families, as well advocating for choices in education and health care, as examples of campaign topics.

he would diligently oppose attempts to have the government running health care.

accountable, at least in the next nine months, it’s beneficial,” Frost said.

Plans going forward will involve a twophased approach. Phase one addressed at the meeting focuses on enhancing regulations. Phase two involves development of a draft short-term rental pilot program to address types, location restrictions, numerical limits, and other aspects of short-term rentals. The pilot program is anticipated to kick off this month.

Villar said he wanted to see more of what phase two would look like and more input outreach from the community and stakeholders, particularly from hotels and renters.

“I wanted to give the Planning Commission more time. We’ve gotten a lot of feedback. We’ve gotten a lot of discussion.

Let’s keep working on it,” Villar said. “I need more of a package together, more of a package deal … not a complete bow on it but something close, that gives us a little bit more information of what the horse does, so I know whether the cart is before the horse.”

The agenda item drew a number of public comments from residents, both for and against short-term rentals. Shortterm rental owners said they support the enhanced regulations, that they already have stringent rules and extensive screening of guests, and that they are good neighbors. STR owners said most renters are families who cannot afford to stay in hotels.

Dana Point is taking steps that would, in theory, strengthen the city’s code enforcement capabilities when it comes to short-term rentals.

The city council recommended changes to a municipal code amendment that enhances regulations and penalties when it comes to short-term rentals, a longtime hot-button issue in Dana Point, during a meeting on Tuesday, May 4.

Enhancements under the draft amendment, based on recommendations from the Planning Commission, include giving notice to neighbors about a short-term rental’s permit application and renewal, setting the minimum age for renters at 25 years old, requiring renters to sign a “good neighbor” acknowledgement that would be posted in a visible location within the unit, prohibiting outside noise from 10 p.m. to 7 a.m., and revoking a short-term rental permit after a third violation.

Changes made to staff recommendations by councilmembers from the dais included removing language that prohibits corporate meetings and bachelor/ bachelorette parties, doing away with a suggested 20-minute time limit for property owners or emergency contacts to handle nuisance complaints, and revoking an absolute prohibition on any amplified outside noise.

said. “I think that needs to be expanded … (to) 45, 60 minutes. That’s plenty of time in case multiple phone calls needs to be made.”

Muller said bachelor parties and corporate events don’t have anything to do with nuisance issues, pointing out that proposed and existing regulations can generally determine if renters are a nuisance.

“I don’t have a problem with after 10 p.m.,” Muller said of noise regulations. “I do have an issue with, if I’m there with my family and we have a radio going on in the backyard, you can hear that. You can probably hear a cellphone on a table playing music.”

Councilmembers voted, 4-1, in favor of the changes. Muller, Mayor Jamey Federico, and Councilmembers Richard Viczorek and Mike Frost voted yes. Councilmember Michael Villar voted no.

“I would have accepted the ordinance as written,” Federico said. “I don’t think it’s perfect, but I think it’s light years better than it used to be, and it makes (code enforcement’s) job easier. You can always update it later if it needs to be.”

Frost said the ordinance is a net benefit to staff for additional regulations while they work on further plans to handle short-term rentals.

“If we give these guys some extra tools and we’re able to hold some existing short-term rental operators more Page 4

we can provide choices and peace of mind to everyone in our communities, and never lose sight of the physically/ financially vulnerable or anyone with pre-existing conditions,” Maryott said.

“We are a wealthy and dynamic enough country to have it all. We are not Great Britain—and we should never, ever socialize our health care system. It’s a life-and-death issue.”

Maryott has frequently noted his support for environmental causes, while being vocal about looking to the private sector in this regard, as well as his opposition to the “Green New Deal.”

Maryott was on the San Juan Capistrano City Council for a four-year term, which ended in December. In an interview with The Capistrano Dispatch as his term concluded, Maryott indicated he was considering another run for Congress.

Maryott served as mayor of San Juan Capistrano in 2019 and is a certified financial planner.

out-of-town corporate ownership in the area, and that the regulations do little to address unpermitted short-term rentals.

Muller said the city is not in a position to prevent short-term rentals and that the California Coastal Commission will require some form of short-term rentals locally since half of Dana Point is in a coastal zone.

There are currently 136 active shortterm rental permits in Dana Point, according to a staff report. Since 2016, 493 cases were opened on unpermitted short-term rentals, of which 256 were substantiated and citations were issued. There have been six citations for nuisance issues at permitted short-term rentals.

cued from Cliff in Dana Point Orange County first responders rescued a mother and her two children stuck halfway up a cliff in Dana Point on Wednesday, April 28.

Officials with the Orange County Fire Authority and OC Sheriff’s Department were on scene at Cove Road and Scene Drive, atop the Dana Point Headlands.

OCFA deployed its helicopter and technical rescue truck to assist.

“It turns out that a mom was at the beach with her kiddos,” said OCFA public information officer Capt. Sean Doran. “At one point, one child started climbing the cliff. The mom climbed up after the child while her other child, unbeknownst to her, climbed up after her.”

Doran added that the mother and two children found safe refuge at a higher point on the cliff in order to await rescue.

Firefighters from the technical rescue used a rope-lowering system, and all three people were secured by rescuers as they prepared to be lowered. The helicopter remained on scene in a high orbit in case it was needed. After the three individuals were lowered, they were assessed by paramedics.

“They had nothing more than scratches on them,” said Doran. “All three people are going home with just some scrapes and quite a story to tell.”

ty-action, grassroots organization birthed out of a discussion on the Nextdoor app in September 2020. The conversation was sparked by a posting titled, “Blight of Dana Point: Health & Fire Hazard—Unsightly Above-Ground Overhead Utility Wires.”

The post garnered dozens of impassioned responses from neighborhoods across Dana Point and spawned a handful of offshoot conversation threads. The author of the Nextdoor posting, Marilyn Gardner, decided it was an urgent project that couldn’t wait—the first task being to organize the citizenry of Dana Point to find an answer to making the undergrounding of utilities in the city a reality.

The first thing she did was enlist her husband, Len Gardner, in the project.

“It is clearly a huge challenge, and I need his help,” said Marilyn Gardner.

The couple held the first P.A.L. meeting in December 2020 and have surpassed 100 members.

In its first phase, P.A.L.’s goal is to organize constituents who hope to raise the issue of undergrounding on the City of Dana Point’s agenda.

P.A.L. will be organizing an informational event called P.A.L. Saturday, set for Saturday, May 15, from 10 a.m. to 4 p.m.

P.A.L. volunteers will go door-to-door and cover neighborhoods throughout Dana Point.

“We will be knocking on doors to bring awareness to the undergrounding situation and listening to how above-ground utilities affect their quality of life in Dana Point,” said Len Gardner.

Restoring SALT Fairness A s I travel around South Orange County and the rest of our district, there’s one issue that I hear about consistently from constituents across the ideological spectrum: the State and Local Tax (SALT) deduction.

The SALT deduction has been around since the Revenue Act of 1913, allowing taxpayers to claim deductions for the taxes they pay to state and local governments. However, the 2017 tax bill capped the SALT deduction at $10,000, meaning many families in South Orange County can no longer deduct as much from their federal tax bill as they had previously. They’re now being penalized simply because they live and work in a state that has chosen to make more investments in its communities.

While the SALT deduction is tarred by some as a tax break for the wealthy, a closer look tells a different story. During the last year in which the SALT deduction was uncapped, more than 3 million families in California with an adjusted gross income below $100,000 claimed the deduction. In the same year, there were 58,060 filers in our district making less than $100,000 who took advantage of the SALT deduction. Many were not wealthy by any means. These are nurses,

Like most states, California allows a designated third party to deliver a mail-in ballot for the voter who may not be able to do so. So-called “ballot harvesting” was actually conducted by the state Republican Party with unofficial and illegal ballot drop boxes across the state. The GOP refused to remove the boxes even after election officials told them they were illegal.

BY MIKE LEVIN college. Many of our neighbors purchased homes with the expectation that they could fully deduct local property taxes from their federal tax bill. In Orange County, the typical home value is now $829,115, meaning many homeowners hit the SALT deduction cap of $10,000 based on their property taxes alone.

The SALT cap also creates a massive marriage penalty. The $10,000 cap applies per tax filer, so if an unmarried couple owned a home together, they would each be eligible to deduct $10,000 in state and local taxes; if they marry, their deduction would be slashed in half.

It’s time to restore some basic fairness to our tax code and repeal the SALT deduction, or at least increase the cap

significantly. This is an issue I have been focused on since the cap was imposed in 2017. I’ve cosponsored several bipartisan bills to restore the full deduction, and now there is hope that we can lift the SALT cap as part of economic recovery legislation this year. I recently led a letter with 40 other members of the California Congressional delegation urging President Biden to support elimination of the SALT cap, and my colleagues and I recently formed a bipartisan SALT caucus focused on our shared goal of repealing the cap.

Middle-class families in South Orange County and throughout our district deserve tax fairness. Repealing or substantially increasing the SALT cap would be a strong start.

It is not unconstitutional to elevate a territory to statehood. The writer mentioned Washington, D.C. D.C. pays more federal taxes than 21 states, has a larger population than two, and has a larger budget than 12. Taxation with statehood representation seems fundamental to our values.

The Electoral College is mandated in the Constitution. Proposals by many to amend the Constitution so that the candidate with the most popular votes wins, again, seems fundamental to our values.

President Biden has not threatened the Second Amendment Right to keep and bear arms. His EOs have addressed un-serialized “ghost guns,” stabilizers that can turn a pistol into a concealable rifle, want to assist states to draw up laws that will keep guns out of the hands of people

who mean harm to themselves or others, and want to put money into better intervention in violent situations.

None of these weakens the Second Amendment. All of them can be challenged in court.

Our Constitutional freedoms are safe under President Biden. I value them now more than ever after passing through the last four years.

pace-set movies are almost as bad as time-travel movies with the amount of suspension of disbelief you must accept for an enjoyable viewing. Joe Penna’s new sci-fi drama, Stowaway, is inherently hard to grasp just based on its general plot.

We are introduced to a small spaceship crew of commander Marina Barnett (Toni Collette), medical researcher Zoe Levenson (Anna Kendrick) and biologist David Kim (Daniel Dae Kim) as they are taking off for a two-year trip traveling to and exploring Mars.

Then, a day after liftoff, an unconscious stowaway, launch plan engineer Michael Adams (Shamier Anderson), is discovered, and neither he nor the crew can figure out how he got there. While trying to accommodate their unexpected passenger, things quickly go from bad to worse with issues including lack of oxygen and radiation leakage.

Right away, it’s hard for me to believe that no one in this universe would notice a whole human body hidden near the back of a spaceship before departing—not just by the three astronauts on board, but the whole team back on Earth responsible for preparing the ship.

Beyond this far-fetched bit, Stowaway is very bleak and slowly paced, with only 10 minutes of action near the end. There are a couple of highlights, though. After following up the Twilight flicks with an Oscar nomination in Jason Reitman’s Up in the Air (2009), it was a little underwhelming when Kendrick chose or settled on goofy comedies and animated musicals.

So, if anything, Stowaway reminds us that Kendrick has range in dramas, and it’s nice to see her talent at the front. Toni Collette also sporting her natural Aussie accent in character was a nice addition, as she’s usually a critical darling effecting many dialects.

The fact that Stowaway immediately is premiering on Netflix suddenly makes sense by the end of the film, and it makes us wish Kendrick and Collette had stronger material with which to work. DP danapointtimes.com

ADOPTABLE PET OF THE WEEK

HELPING YOUTH THRIVE L ast month, I wrote about a few of the outstanding youth leaders in South Orange County. While profiling these youth, I took time to reflect on the qualities they have that help them follow their passions and make a difference in their communities.

And even more importantly, how adults can help foster these qualities among young people.

These teens come from different cultures, have a wide range of talents, and seem to share one trait: a strong sense of self-efficacy.

Albert Bandura, known for his research in social cognitive theory, defines self-efficacy as “the beliefs a person holds regarding their power to affect situations.”

Overwhelmingly, the young people we profiled believed they are capable of making change and that they have the WELLNESS & freedom to follow PREVENTION their passions.

BY SUSAN PARMELEE As independent and strong as these young people are, they also benefit from adults who create the environment that allows for them to develop self-efficacy.

The benefits of adults supporting youth in building self-efficacy include a lower risk for addiction, a reduced chance for serious mental illness, and a higher likelihood of healthier futures.

Adults are key to fostering self-efficacy in youth. Some ways we can foster this trait include helping young people gain life skills, carefully using praise and correction, and through modeling positive behaviors and optimism.

It is essential that youth are given the chance to fail and to learn from their mistakes. From an early age, adults can give youth a chance to try age-appropriate tasks that help them gain independence.

For a young child, this might be putting away toys or putting dirty clothes into the hamper. For a teen, this might include planning, shopping, and preparing family meals, changing the tire on their car (even if it is not flat), or opening and managing a bank account and debit card.

Providing praise for the process and hard work required by these tasks, while offering support for mistakes, reinforces this skill-building.

to social cues. This ties closely into how we praise and correct youth and their ability to move forward based upon this feedback.

Generalized praise, like “great job,” “you’re so smart,” or “you aced that,” do little to improve a strong sense of self.

However, praising the process reinforces the steps that led to success.

“I watched how you tried that skateboard trick over and over until you could do it without falling.” Or, “I bet that test was easier, because you completed all of your homework assignments for that unit.”

Praising the process and the hard work proves to a young person that they have the skills to succeed.

Finally, all of our highlighted youth leaders exhibited optimism, even with the difficulties the past year has presented.

A leader in positive psychology, Martin Seligman’s research is based upon the premise that a positive outlook improves well-being. Basically, an optimistic approach to life leads to better health.

Our children learn best from the modeled behavior of the trusted adults in their lives. Parents who have an optimistic outlook on life are more likely to have optimistic children. Optimistic children are more likely to have a sense of self-efficacy.

One of my favorite positive psychology resources is the Greater Good Science Center. It has a vast store of information for parenting, daily living, and healthy habits.

continue to follow the Dolphins, but Dana Hills finally got back on the winning track with two big performances against Capistrano Valley.

The Dolphins pulled out a high-scoring victory over the Cougars, 19-14, on April 27, and Dana Hills came back with a dominant showing over Capistrano Valley, 16-9, on Tuesday, May 4.

On Tuesday, the Dolphins led, 10-3, at halftime and put in another six goals in the second half. Sophomore Erica Smith controlled the pace for Dana Hills with nine goals and two assists. Sophomore Alexandra Freedberg scored two goals and added an assist, and sophomore Francesca Rodriguez also scored two goals. Junior Izzy Haigg and sophomores Rebecca Hopkins and Maya Salama each added a goal.

Haigg led the team with five ground balls against Capistrano Valley, and Smith, Freedberg, Hopkins and sophomore Jordan Anderson each collected three. Sophomore goalie Lucy Quan made nine saves.

Dana Hills looked to get on the right side of its league record at El Toro on Thursday, May 6, but results were not available at press time.

The Dolphins next play at Mission Viejo on Tuesday, May 11, and at Capistrano Valley on Thursday, May 13. Dana Hills closes out the season with home games against El Toro on May 17 and Mission Viejo on May 19.

Baseball Opens League with Split The Dana Hills baseball team had opened its season in dominant fashion.

The Dolphins won their first eight games and followed their first loss with another five-game winning streak to take 13 of their first 14 games. Then, a snag, as Dana Hills took some injuries to its top pitchers and lost three consecutive tight games: two one-run games and an extra-inning contest.

One of those one-run losses was its league opener to Capistrano Valley, 4-3, on Tuesday, May 4.

While Capistrano Valley is a perennial league contender and the top challenger for the Dolphins for the crown this season, Dana Hills, the highest-ranked team in the league at No. 8 in CIF-SS Division 1, needed to get back on track to avoid a continued downturn.

Dana Hills got its much-needed remedy on Wednesday, May 5.

The Dolphins got a strong, five-inning start from junior Grant Faris, a solid sixth inning from senior AJ Newcomb and a strike-out-the-side save from sophomore Kade Murray in the seventh to hold off Capistrano Valley, 2-1.

Capistrano Valley (12-8, 4-1) still leads the South Coast League with a sweep of El Toro last week, but Dana Hills (14-4, 1-1) can gain an important edge in the league title race with a win in the series finale on Friday, May 7, at Capistrano Valley High School.

With UC Berkeley-bound Ian May and Washington State-signed CJ Zwahlen suffering significant injuries, the Dolphins have needed other arms to step up on the mound this season.

Junior Bo Kelly, who split time as the quarterback for the Dana Hills football team the first half of the season, leads the pitching staff in wins with four, ahead of May’s three and two each from Newcomb and junior Evin Hollandsworth. Hollandsworth leads the staff with 10 appearances, seven starts and a 1.57 ERA. Kelly is second in appearances with nine and a 2.27 ERA. Coming into Wednesday, Grant Faris, the son of Dolphins coach Tom Faris, had an 0-1 record with a 4.59 ERA in six appearances with one start. Faris allowed only three hits and one run, with four strikeouts over five innings, to earn the win for the Dolphins.

Newcomb struck out one in his scoreless inning of work and, as mentioned, Murray picked up three strikeouts in the seventh to close out the victory.

Offensively, Dana Hills got all it needed on four hits to score two runs, and again, it was Faris providing the spark.

Faris’ RBI double scored senior Kanoa Perman for the first run of the game in the second inning. After advancing on a sacrifice bunt, Faris came sprinting home to score on a safety squeeze bunt by Colin Macy, which put Dana Hills up, 2-0.

On the season, Xavier-signed senior Aedan Anderson has been Dana Hills’ offensive leader with team highs in RBI (13) and runs (15). Anderson also leads Dana Hills with three home runs, three triples and four doubles.

Friday, May 7, and will take on El Toro for a three-game set next week on Tuesday, May 11, at home; Wednesday, May 12, at El Toro; and Friday, May 14, back at Dana Hills.

The Dolphins then take on Tesoro for a three-game set with two at Dana Hills, and close out the season with three games against Mission Viejo, including two on the road.

Girls Lacrosse Bounces Back to Even League Record The Dana Hills girls lacrosse team had a rough opening to its season, but the Dolphins were competitive in every contest.

Dana Hills tied Laguna Beach, 9-9, and lost a one-goal game to Tesoro, 12-11. At the start of league play, Mission Viejo won by three goals, 12-9, and then the Dolphins were edged in another one-goal game by El Toro, 7-6.

After gaining approvals from local county health departments, CIF-SS announced it had been able to secure championship sites for the eligible “Season 2” individual sports.

Individual sports championship events needed extra approval per state guidelines due to multiple participating schools and multiple participating athletes all mixing together for the events. Team events are being held at home sites to continue one school vs. one school gatherings.

Swimming championships will be at Santa Margarita Catholic High School, and diving championships will be at the Marguerite Aquatics Center in Mission Viejo. Boys and girls individual tennis championships will be at the Seal Beach Tennis Center, and the track and field championships will be at four divisional sites, including two Orange County sites, with Division 1 at Trabuco Hills High School and Division 3 at Estancia High School in Costa Mesa.

ith summertime knocking, things opening up a bit and life inching toward normalcy, perhaps it’s time to step into the shaping bay and whittle yourself a new surfboard.

Making a surfboard with your own two hands isn’t nearly as daunting a challenge as it may sound. And, thankfully, we live in the ideal place to cover yourself in foam dust.

Recently, I found myself stepping into Basham’s Factory and Surf Shop in San Clemente to eyeball the used rack and see if there were any diamonds in the rough. I soon found myself wandering through the aisle with all of the shaping tools and materials. Then I started checking out all the raw foam blanks.

“As far as functional and foundational building of a surfboard, it really hinges on two basics that are of equal importance,” master craftsman Marc Andreini told me in an interview a few years back.

“One would be the template, the outline curve. And second, which is equal, is the rocker,” he continued.“Those two things have to be harmonious, and from there,

although there’s really nothing that’s unimportant—maybe fine sanding is the only thing that you don’t have to worry too much about—but from there, it’s pretty easy to pull off a functional surfboard.”

A few years back, I was afforded the opportunity to make a board at the Shaper’s Studio in San Diego. Learning the basics of the process, the pursuit of a “functional surfboard” is what I was after—meaning, if it floated and I could catch a wave on it, I would be happy with the result.

With a relatively small list of tools and materials, it’s relatively easy and affordable to get started shaping your own board. Basham’s has pretty much everything you’ll need.

When I decided I wanted to take the next step and shape a board in my garage,

my shopping list wasn’t very long. I armed myself with a surform tool, a sanding pad, some sandpaper and sanding screens, a measuring square and mini planer.

I already had a small handsaw to cut out the outline of the board and a few other random tools that I’d been stockpiling. I borrowed a planer from a friend, but that’s the next necessary tool to acquire. Most important of all, I picked up a 7-foot, 4-inch blank and was out the door for under $200.

I made a rack to shape on using some leftover galvanized pipe, a cut-up twoby-four, an old yoga mat, and, of course, duct tape—but I’d really recommend inquiring at Basham’s about renting a shaping bay.

The biggest challenge a first-time shaper may experience is finding a template to use. Closely guarded by the community of shapers, the template will allow you to trace the outline of your soon-to-be new board on the foam blank and cut it out.

There are a lot of how-to videos out there online, as well as some really good books on the subject. It may also be possible to take a lesson or two, which really helps get you started in the right direction.

I haven’t dabbled with the mystic art of glassing a surfboard. You can pay the guys at Basham’s to do that for you, and it’s well worth your money. But if you really want to mess around with cloth and resin, they have those materials there as well.

Just remember, for the first-timers, success can be measured in terms of a “functional surfboard,” and the reward of riding a board you made yourself far outweighs how weird it may ultimately look.

umping on a surfboard for the first time at the ripe age of 5 years old, Jacob Brown’s enjoyed the same, time-tested natural progression as most local surfers. Getting his feet wet at Doheny, he quickly graduated to San Onofre and now, at 13 years old, is one of the rising stars in the lineup at Salt Creek.

A seventh-grader at Marco Forster Middle School, he not only is a key member of the surf team, he’s also a 4.0-GPA student and quite the talented footballer.

owned by the late Kobe Bryant, he played on the squad from 2016 through 2020, when, sadly, the program ended.

Lately, Brown has been working with surf coach Lucas Taub to develop his

skills in the water. He also enjoys the support of Killer Dana Surf Shop, Rumaner Surfboards and Dana Point Surf Club family.

A regular in Scholastic Surf Series events, he’s a first-year competitor in the WSA, where he is moving up in the rankings and enjoying competing among the best surfers in the exceptionally talented Under-14 division.

With summer almost here and all kinds of swells starting to roll, we can’t wait to see where Brown’s talent takes him next. DP
