Five things Dana Point should know this week CUSD Campuses Could Reopen for In-Person Instruction THE LATEST: After being closed since March due to the COVID-19 pandemic, Capistrano Unified School District (CUSD) campuses could gradually reopen for inperson instruction in the coming weeks as part of a phased-in return to campus plan.

The CUSD Board of Trustees approved the plan recommended by staff during a special meeting on Wednesday, Sept. 2. Under the plan, special education programs and services are scheduled to return starting on Sept. 28, preschool through fifth grade starting on Sept. 29 through Oct. 5, middle school starting on Oct. 6 and high school starting on Oct. 13.

An amendment to the plan, introduced

by Trustee Gila Jones, seeking a waiver for elementary campuses to reopen earlier, was also approved. Trustees Jones, Jim Reardon, Judy Bullockus, Martha McNicholas and Student Advisor Anchal Bhaskar voted yes. Trustee Krista Castellanos voted no. Trustees Amy Hanacek and Patricia Holloway were not at the meeting.

The projected dates are in accordance with the state’s new color-coded and tiered coronavirus monitoring system. As of press time, Orange County was in the purple tier— considered the widespread tier and highestrisk level—but is expected to move into the red tier, considered the substantial tier and comparatively lesser-risk level, on Sept. 8.

The returns to campus are expected, because coronavirus cases have been declining in Orange County, and they are expected to continue trending downward.

The return-to-campus plan includes guidelines for what school days on campus will be like. Classrooms will be arranged to provide physical distancing, with at least six feet of distance between the teacher’s desk or station and students. Facial coverings will be required of students and staff. Classrooms will be limited to approximately 16 students. Outdoor space will be prioritized.

Instruction on Mondays will be 100% online, with all students virtually attending classes, though special education programs will still attend on campus five days per week in their self-contained classrooms.

“Students want to come back, because they miss their friends. They want social interaction,” Jones said. “Well, I’m here to tell you there won’t be normal social interaction.

The return-to-campus plan is in accordance with a flexible reopening plan the Board of Trustees had approved in July that gave families the options to enroll students in an on-campus curriculum or remain in 100% online learning.

A student discipline plan will also be in place for not wearing facial coverings.

Students at the elementary school level will receive three warnings and then be reassigned to 100% online learning after the fourth violation. Students at the secondary level will receive two warnings and then be reassigned to 100% online learning after the third violation.

“This is not a plan to punish students.

That is not what this is,” said Gregory Merwin, chief academic officer for education and support services. “This is a plan

to protect students and staff.”

Students’ temperatures will be taken by a teacher or staff member prior to a first session, first class or when boarding the bus. The district will also distribute information to families on proper facial covering use, physical distancing, hand washing and symptom screening.

likely to move down a tier, to a lower-risk level, on the state’s new tiered monitoring system to track coronavirus cases, county officials announced on Tuesday, Sept. 1.

According to a press release from the Orange County Health Care Agency, County Health Officer Dr. Clayton Chau reportedly got confirmation from the state health department on Monday, Aug. 31, that the county “is on track to enter into the red tier” on Sept. 8.

The move down from the purple (widespread) tier—the highest-risk level—to the red (substantial) tier hinges on whether the county can maintain its current metrics on new cases and test positivity rate.

To qualify for the red tier, a county must have between four to seven new COVID-19 cases per 100,000 residents and a test positivity rate between 5% and 8%. Currently, Orange County is averaging 5.6 new cases per 100,000 and a 5% test positivity rate.

The announcement on the county’s anticipated downgrading to a lower tier follows remarks that Gov. Gavin Newsom gave on Friday, Aug. 28, when he unveiled the new monitoring system, which replaces the previous watch list that had identified counties experiencing rises in cases and hospitalizations.

During that announcement, Newsom indicated that counties that had just recently come off the watch list, yet found themselves in the highest-risk level—Orange County being one of them—were likely to move down a tier over the coming days.

“With the new criteria, we captured a couple (of counties) that were just coming off that (watch list). They’re likely to come out very, very shortly,” Newsom had explained this past Friday.

The rollout of the new system, referred to as the “Blueprint for a Safer Economy,” had come less than a week after the county had been removed from the watch list.

The county was added to the watch list in late June amid a surge in cases that had put in place renewed restrictions on several economic sectors. On Sunday, Aug. 23, the county was able to come off the list, as case and hospitalization rates had improved to acceptable levels.

Under the tiered system, which Newsom described as “simpler,” yet more “stringent” and “steady,” a county’s rate on new cases and positive tests will determine the risk level in which they belong—just two statistical categories compared to the five measured for the watch list system.

According to the state, there will be a 21-day mandatory wait time before a county can be transitioned into a lower tier. Counties must also meet the state’s metrics for the next tier for two consecutive weeks.

“We’re going to be more stubborn this time and have a mandatory wait time between moves,” Newsom said last week.

Counties will only be allowed to move one tier at a time, and the metrics will be assessed weekly, every Tuesday.

Newsom also warned that the new system allows the state to toggle counties back and forth between the tiers based on whether they meet the criteria for two consecutive weeks.

“We also have criteria that not only toggles forward but also toggles back— moving back if you fail to meet the criteria for at least two straight weeks, you’ll have to move back into the old tier,” Newsom said.

As of Aug. 31, some business sectors within counties under the purple tier had been allowed to reopen with modifications, according to the state. Those sectors included all retail, shopping centers—at 25% maximum capacity—and hair salons and barbershops for indoor operations.—Shawn Raymundo

News Next Door: SC Council Challenges TCA’s Development Fees THE LATEST: The San Clemente City Council has reset its sights on the Transportation Corridor Agencies (TCA), as it took steps on Tuesday, Sept. 1, to challenge the development impact fees (DIF) the toll road operator has imposed on residents and developers who have not benefited from the now-abandoned SR-241 road alignment.

Councilors continued to target the TCA during a meeting on Tuesday night by also calling on Orange County District Attorney Todd Spitzer to investigate allegations that an unknown member on the agencies’ Boards of Directors influenced the approval of a contract award to a firm in which he or she had a personal stake.

The council voted unanimously in favor of sending a letter to Spitzer’s office, asking that he launch an investigation in the conflict-of-interest allegation that was first raised in an Orange County Grand Jury report on the TCA this past June.

In the report, which found that the TCA had continued to place itself in road planning projects that likely were outside of its legislative purview, the Grand Jury said an unnamed board director “acted favorably on a TCA contract with a firm where he/she had a personal or political interest.”

In an email, the TCA responded to the council’s vote by stating “the discussion and vote to send a letter to the District Attorney based on unsubstantiated, nonspecific statements from a Grand Jury report fraught with misinformation is also unfortunate.”

“The Grand Jury report provided no facts regarding the alleged event or even any indication as to whom it was referencing,” the TCA continued. “This act appears to be part of the City’s continued effort to manufacture public antagonism towards TCA and its Board of Directors.”

The motion from Councilmember Gene James, a director on the San Joaquin Hills TCA board, also included a direction to the city that a similar letter seeking an investigation be sent to the U.S. attorney of the Central District of California and the state’s attorney general, if Spitzer doesn’t reply within two weeks.

While backing James’ motion, Councilmember Kathy Ward, the city’s representative on the Foothill Eastern TCA (F/ETCA) board, noted that she had recently asked her fellow TCA directors if they would consider hiring an investigator to review the conflict-of-interest claim.

Ward explained on Wednesday, Sept.

2, that the board hadn’t taken up her question of an investigation that she had posed during Director Comments at the end of a meeting.

“I am requesting that investigation in writing to the CEO,” Ward said in an email.

Following discussion on the investigation, the council turned its attention to the TCA’s development impact fees, which the TCA collects from property owners of new developments built within the cities and unincorporated areas that benefit from the toll roads.

According to the Grand Jury report, between 1986 and Fiscal Year 2019, the TCA collected approximately $703.6 million in development impact fees.

DIFs, the TCA stated, “are paid by developers as agreed to by the County and member cities—including San Clemente—when the Agencies were formed.

These fees are applied to the costs incurred in constructing and improving the roads, which have undoubtedly benefited the residents and businesses of the member agencies, including San Clemente’s.”

The city, however, is arguing that, despite paying approximately $46 million over the life of the fees, San Clemente residents and developers have not benefited from a proposed portion of the 241 Toll Road that was never completed.

In 2016, the TCA abandoned plans to complete the southern alignment of the 241 to Interstate-5—a connection referred to as the “green alignment.”

The initial alignment was contested by environmental groups that eventually led to a settlement agreement establishing an “avoidance area” that included the San Mateo Watershed and Trestles south of San Clemente.

That agreement eventually prompted the TCA to consider alternatives to connect the 241 to I-5, including proposed—and contentious—routes to have the toll road cut through portions of San Clemente.

However, this past March, the TCA

directors unanimously voted in favor of pursuing an untolled, arterial route from the 241 to the San Clemente city limit, officially abandoning the 241-extension plans.

The “TCA has built only a portion of the Foothill corridor, yet it continues to collect the DIFs to fund the entirety of it,” the city stated in a staff report to the council.

Councilors on Tuesday voted, 3-1, in favor of notifying the TCA that it has breached its Joint Powers Authority agreement with the city by eliminating the road alignment in “San Clemente’s area of benefit without even studying commensurate reduction in San Clemente DIFs.” To read the complete version of this article, visit danapointtimes.com.—SR

City Manager Presents Budget Update to Council THE LATEST: City Manager Mike Killebrew reported to Dana Point City Council on Tuesday, Sept. 3, that Fiscal Year 2020 (FY20) finished at about $1 million better than budgeted—but the upcoming fiscal year will likely not finish so positively.

In April, city staff advised of a chilling forecast on the city’s budget. Absent of the pandemic, revenues had been trending to exceed projections earlier in the year.

“The effects of COVID-19 on the second calendar quarter of this year are going to be absolutely devastating,” Killebrew said during an April council meeting. “The hotels have had almost zero occupancy for several months . . . I know restaurants are trying to stay alive.”

The transient occupancy tax (TOT), the city’s largest source of revenue, is projected to have a shortfall of $5.9 million for Fiscal Year 2021. The TOT typically accounts for about 30% of the city budget.

For FY20, the TOT tax brought in at least $360,000 more than expected, as well as sales tax and investment income.

The city has adapted to financial uncertainties by cutting personnel costs by about $760,000, which has been achieved by leaving job positions vacant and crosstraining employees. With the Dana Point Community Center being closed, recreation staff has been repurposed to help in other areas, Killebrew said. Employee raises have been cut from the proposed budget as well.

While the city was able to replenish the portion of the reserves needed for FY20, Killebrew is recommending using $2.2 million of the Economic Stability Reserve for FY21 (49.5%) to help balance the rest of the budget.

According to city policy, staff will need to develop a plan to replenish the reserve, due within 180 days of its use, which will be around the time staff will be working on putting together the budget for FY2122.

signed fund balances are transferred into the community investment account— which is limited to one-time uses such as projects and special studies. It will be recommended that these policies be waived to “help address the unprecedented, hopefully short-term COVID-19 impacts on revenues.”

“This issue will not go away; it will have to be solved,” Killebrew said.

Lewis’s Seat to Remain Vacant Through its Term THE LATEST: Dana Point City Council voted to leave former Councilmember Debra Lewis’s seat vacant for the remainder of its term on Tuesday, Sept. 2.

The council also had the option of appointing a replacement by Sept. 25— but with the upcoming Nov. 3 election determining a representative for District 4 (what would have been Lewis’s district, had she run for reelection), council unanimously agreed it would be best to opt out of an appointment.

Lewis submitted her resignation on Tuesday, July 28, effective immediately, after her Dana Point home went into escrow. She’s since moved to Palos Verdes to be closer to her daughter, son-in-law and grandchildren, she says.

The resignation came during the Dana Point City Council’s summer break. The last meeting she attended was held on Tuesday, July 21.

Lewis was first elected in November 2016, and her term would have lasted through this year. Had she decided to run for reelection, she would have bid for the District 4 seat, because the city transitioned to districted elections in 2018.—LB danapointtimes.com

Boys & Girls Club to Host Virtual Gala In response to COVID-19, the Boys & Girls Club of the South Coast area will be hosting its annual Great Futures Gala virtually on Sept. 12, with a socially distanced Drive-In Viewing at the Outlets at San Clemente.

The gala is the club’s largest annual fundraiser, which helps to support technology development, increase club staffto-member ratios, and pay for cleaning and safety supplies.

“We are excited to offer this unique experience to our community,” Club CEO Terry Hughes said in a press release. “In this era of social distancing, we think this is a fun and safe way to come together and help kids build great futures and help families recover from the impacts of COVID-19.”

In the past few months, the club has responded to the changing needs of the families it serves by delivering 8,000 meals to families in need and offering virtual programming to engage children from home. When some restrictions were lifted, the club reopened for emergency child care by following health guidelines from the Centers for Disease Control and Prevention.

The pre-show starts at 7 p.m. at bgsca. org/gala, and those interested in attending the Drive-In Viewing can come as early as 5:30 p.m. Tickets start at $75.

All cars must be parked by 7:10 p.m. for the 7:30 p.m. live show. The audio will be transmitted by FM to the car radio.

American Cancer Society Volunteers to “Shuck Cancer” with Fundraiser Volunteers with the American Cancer Society will a host a new virtual, fundraising event on Sept. 12 called “Shuck Cancer Coast 2 Coast,” where participants can learn how to shuck, prepare and preserve oysters.

The inaugural event—the brainchild of American Cancer Society leadership volunteers Steve Bell of San Clemente and Joe Gillette from Brooklyn—will raise funds to support the global cancer-fighting organization at a time when donations are down due to the COVID-19 pandemic.

“Shuck Cancer Coast 2 Coast was created with both bivalve enthusiasts and the oyster-curious in mind,” Bell, a colon cancer survivor, said in a press release.

Introduce yourself and list three issues you would prioritize as a Dana Point City Councilmember. Why are you the best representative for your district?

In 2009, my wife and I purchased our first home in the Lantern Village, a cottage built in 1949. Shortly thereafter, I was able to take time off from my corporate career, shifting from finance to the hands-on remodeling of our home. With our home fully restored, we enjoy raising our young children in the LV, walking distance to their schools and our favorite restaurants.

For 10 years, I have volunteered for the Lantern Village Association. As a board member, we work to improve the quality of life for our residents and local businesses.

The LVA seeks to enhance city communication to residents, improve parking and traffic, as well as identify properties for “Pride” awards.

I’ve also been appointed to Dana Point’s Financial Review Committee, working alongside the City’s Finance Team. The position is critically important in developing a plan to manage the drop in tourism revenue due to COVID-19. In the past, I have worked closely with the Community Development Department and been appointed to the Parking and Traffic Subcommittee.

I am running for city council, because the last 10 years have provided tremendous insight and knowledge into the multiple functions of the city, and I have seen firsthand how good local public policy affects our everyday lives. I genuinely enjoy finding solutions to community issues.

My priorities include crafting a vision for Dana Point and evolving our community into a coastal village that connects Lantern District with the Harbor and Doheny Village.

Our vision will balance economic stability with residential concerns. It will be to continue to manage operations and balance our budget while prioritizing police and fire. When we found our Lantern District home in 1997, we knew we were here to stay. I love this community and would be privileged to serve as your District 4 representative. My civic involvement began in 2005 with an appointment to the Residential Building Height Task Force, a diverse group that worked together to solve a longstanding problem by establishing equitable, common-sense zoning for development on lots that previously required variances. From 2009-2015, I served as a Planning Commissioner advocating for responsible development, zoning compliance and projects that reflect the character of our community. In Town Center, I held development interests accountable, casting dissenting votes against projects that didn’t comply while welcoming those that did.

Short-term rentals threaten the integrity of our residential neighborhoods. Residents must have a voice in the discussion, helping to establish regulations to protect against unchecked commercial businesses in residentially zoned neighborhoods.

Responsible, appropriate development is imperative in Town Center. Outside developers have demanded huge concessions for height, density and reduced parking. We need to stand up to development interests to ensure that Town Center is thriving and sustainable upon build-out.

It is critical that all developments have adequate on-site or nearby parking to keep overflow from crowding residential neighborhoods. City Council decisions have reduced parking plans contemplated in the Town Center Plan as concessions to developers. Each new development impacts the opportunity to solve this problem effectively. We must resolve this issue now before it’s too late.

I have a proven record of putting residents first. As your representative, I will continue to advocate for residents, ensuring your voices are respected in council deliberations. Born and raised in Michigan, I started my professional career working seasonally as a laborer in the construction industry, and in restaurants during the winters. I relocated to Southern California over a decade ago. I feel a strong connection to the region and have chosen to raise my children and build my career here. Over the last two decades, I have climbed the ranks as a professional in the restaurant industry, advancing from busboy and dishwasher to General Manager. I would be honored to be your representative on the Dana Point City Council. My family and I have loved living in Capistrano Beach for almost 20 years. I look forward to the opportunity to give back to this amazing community.

After graduating from UCLA, I served as an officer in the U.S. Marine Corps for 20 years as a CH-53E helicopter pilot, earning a master’s degree in computer science. I currently work as the Lean Director for a commercial construction company. My wife, Denise, and I have been married for 25 years and are proud to have raised all three of our children here in our local public schools. Cultural Diversity and Maritime Music

A

s the great Jackie Robinson said, “Life is not a spectator sport. If you’re going to spend your whole life in the grandstand just watching what goes on, in my opinion, you’re wasting your life.”

What’s going on in our country right now (besides COVID-19) affects us all, so take time to understand how today’s racial and social justice issues are deeply rooted in our history. One tangible way to learn more is through an amazing (and free) course, “Race and Cultural Diversity in American Life and History,” offered

by University of Illinois via Coursera at coursera.org/learn/race-cultural-diversityamerican-life.

My personal civic engagement path has been through music and art. Sharing unique perspectives and opportunities through the City of Dana Point Arts and Culture Commission, and now via Music Preserves Foundation’s school and community programs, has been challenging, but always extremely fulfilling. Music Preserves’ new American Music and Cultural History course is now available online, and we’re also working very closely with Capistrano Unified School District and other Orange County school districts to have it be part of their offerings to students.

We want to foster the understanding that, throughout our history, a very diverse group of pioneers contributed to American music and culture. When talking specifically about the birth of blues and jazz, remember that those geniuses were predominantly Black and often women and that they inspired everything from rock ‘n’ roll to the civil rights movement.

would prefer to turn our beautiful coastal cities into something that would resemble government project housing, similar to those in Cuba, Venezuela, North Korea, or even the Bronx. Yes, these measures may result in somewhat affordable housing—but at what cost? To the best of my knowledge, most of us who choose to live by our pristine coast do so by choice, so as to avoid the urban blight.

If Mr. Murphy is uncomfortable with the living restrictions in our area, perhaps he should consider relocating to a public housing project in an inner city. Then he can experience firsthand the failures of government restrictions, which have implemented the exact social engineering zoning and taxation restrictions that he is offering. Dana Hills Students Adjust to Distance Learning

A

s high school students started their academic year with purchases of back-to-school necessities, now more than ever, a WiFi connection also was necessary to ensure success in a new educational environment dictated by the COVID-19 pandemic.

Capistrano Unified School District began the semester on Tuesday, Aug. 18, implementing virtual learning for the classroom, with students receiving their education in an online environment from home.

Joseph Domingot, a Dana Hills High senior, admits that though online learning has made certain classes including his Advanced Placement (AP) course easier, he is unsure that it will prepare him enough for the AP test.

“I want to go back to school,” Joseph said. “It’s easier to learn, and I miss seeing everyone in person.”

Because he is a senior, Joseph says that this year will be important as he decides which four-year university he plans to attend. For him, this year will also be his last year spent with friends he has grown up with and worries that he may not be able to spend the year with his peers.

His younger sister, Katerina Domingot, shares in Joseph’s concern as she starts her sophomore year. Since her semester went online last school year, she’s now adjusting to beginning a semester without the familiarity she at least had with her classmates and teacher last spring.

“Courses this year have definitely changed,” Katerina said. “I got to know my teachers last spring, so when classes first went online, it wasn’t that difficult. Now, I

don’t get the chance to know these teachers for the fall, and it’s getting a lot more difficult. I have less free time, for sure.”

Last spring, when classes switched to online learning before spring break, some teachers held Zoom classes; others allowed for independent learning in which they assigned work at the beginning of the week and had students turn it in by the end. Now, all of the Domingot siblings’ courses are being taught online for the same duration as if they were in-person classes.

Virtual learning comes with its own set of challenges, as both Domingot siblings know too well.

“There are Internet connection problems, audio issues, the distraction of being on your computer . . . and Zoom-bombing,” Joseph said.

Zoom-bombing, or Zoom raiding, is an unwanted, disruptive intrusion, generally by Internet trolls and hackers, into a video conference call. While Joseph says it’s not something he considers to be common anymore, teachers of a virtual classroom at Palisades Elementary School in Capistrano Beach were forced to briefly shut down their online instruction on the first day of school, when an individual disrupted the class by displaying graphic, adult-only content to the group of students.

Katerina says that though she has stayed in close contact with her friends, she misses meeting new students and the interactions and excitement within the typical classroom setting.

“I just want to go back to school,” she said. “I miss the inside jokes and conversations that you can’t have on Zoom.”

coronavirus cases trending downward, some are predicting that public schools could open as soon as the end of September. Orange County is likely to move down a tier, to a lower-risk level, on the state’s new tiered monitoring system to track coronavirus cases, county officials announced on Tuesday, Sept. 1. According to a press release from the Orange County Health Care Agency, County Health Officer Dr. Clayton Chau reportedly got confirmation from the state health department on Monday, Aug. 31, that the county “is on track to enter into the red tier” on Sept. 8.

OC Health also noted that as long as the county maintains its metrics and moves

to the red tier, all K-12 schools could be eligible for reopening in-person classes by the end of the month.

The move down from the purple (widespread) tier—the highest-risk level—to the red (substantial) tier hinges on whether the county can maintain its current metrics on new cases and test positivity rate.

Capistrano Unified School District’s Board of Trustees met on Wednesday, Sept. 2, and approved a revised reopening plan in light of the state’s new monitoring system. For more information, read “CUSD Campuses Could Reopen for InPerson Instruction” on page 3.

hough COVID-19 gave them a bit of a delay and required new protocols to be put in place, as there are everywhere in life now, the Dana Point 5th Marine Regiment Support Group will be able to go forward with its 11th annual Combat Golf Tournament on Sept. 21.

While all of the golf slots already have been sold, the Support Group is still looking for sponsors of Marines and Wounded Warriors in the tournament, which will be contested at Arroyo Trabuco Golf Club in Mission Viejo. Individual sponsorships for a Marine or a Wounded Warrior are $150, which pays for each veteran’s golf, boxed

The tournament has been organized with full COVID-19 guidelines, including one person per cart, unless players request to ride together. At each hole, pins will stay in the cup, except on the

par-3 holes. On par-3 holes, a masked and gloved volunteer will tend the pin. Registration is also set up with social distancing, and masks will be required. Check-in begins at 9 a.m., with the tournament starting at 11 a.m.

Unfortunately, the COVID-19 protocols mean the removal of some of the tournament’s signature events for this year.

There will be no putting contest, and the supremely unique flak jacket experience will not go on for this year’s tournament.

In previous editions, golfers would have to avoid “snipers,” delicately maneuver through “minefields” and obstacle courses, then attack the hole by taking a swing while wearing a flak jacket and helmet.

While those golf-specific events are out for this year, there is still plenty of off-course fun when the tournament concludes. There will be a no-host cocktail hour on the patio outside the Arroyo Trabuco Golf Club, an awards ceremony and the annual helicopter ball drop. Tickets to enter the chopper ball drop are $10.

hen I first moved to San Clemente 20 years ago, my then-girlfriend (now wife) and I rented a small apartment. It happened to be next door to artist Drew Brophy’s house. As a fan of what Brophy and Matt Biolos had created with Lost Surfboards, it was a unique opportunity to soak up more of Brophy’s artistic musings.

Originally from Myrtle Beach, South Carolina, Brophy pursued his two great passions in life by his early 20s: art and surfing, on the unforgiving North Shore of Oahu.

“I went to the North Shore to paint boards and surf Pipeline,” Brophy said.

“That was the dream.”

Eventually, in the mid-’90s, Brophy landed in San Clemente, where his talents were put to good use at aspiring shaper Biolos’ new label, Lost Surfboards. There, he designed the logo and painted boards.

But one of Brophy’s big artistic influences has roots in town that go much deeper: Rick Griffin.

Griffin loomed large as an artistic force and surfing inspiration in my life. In ’67, my parents were the cutest couple in high school in San Francisco. Dubbed the “Summer of Love,” the Human Be-In concert was held in Golden Gate Park, and it was Griffin who did the poster for the event.

My parents didn’t attend the Human BeIn; they were too straight to be flower children, which may be why the whole hippie trip intrigued me so much in my formative years. How could they have missed out on all that weirdness?

Griffin provided the psychedelic artwork for a lot of the posters for famous music halls such as the Fillmore, as well as album art for bands including the Grateful Dead. He also drew the first logo for Rolling Stone magazine. I was fascinated by it all, but like me, at his core, Griffin was always a surfer first.

In ’62, Griffin was part of Palos Verdes High School’s first graduating class. While there, his notoriety as a budding cartoonist started to take hold.

kind of student activity,” explained Vivian Skilling, a teacher and yearbook adviser at the school after Griffin passed in ’91.

“They were always humorous . . . he showed an enormous amount of talent.

We used to joke that Rick’s office was under the table,” because his classmates were so interested in watching Griffin work that he used to draw on the floor under a table so that he would not be bothered.

Griffin’s lifelong friend, Randy Nauert, had taught him to surf in ’58 and became an ardent supporter of his for the rest of their days together. Nauert played in one of the original surf bands, The Challengers, and convinced Griffin to make concert posters for the group.

Around this time, big-wave legend Greg Noll also took notice of Griffin’s talents and employed him to make a price list for Noll Surfboards.

Not long thereafter, Nauert convinced John Severson, who was working on the first issues of Surfer Magazine, to hire Griffin. That’s when the character of “Murphy” was first introduced to a mass surfing audience.

The adventures of the little cartoon gremmie was a huge hit, even gracing the cover of the publication in ’62. Nearly 40 years later, one of my first writing gigs was with the esteemed publication.

After doing his time in the San Francisco counterculture scene, by ’69, Griffin and his young family moved to San Clemente. Living on Cazador Lane (the house is no longer there), he continued to paint and create.

Stories, Griffin, by this time, had asserted himself as surfing’s de facto artist.

One of the most famous illustrations Griffin did during his San Francisco days was the “flying eyeball” poster made for a Jimi Hendrix/John Mayall concert in ’68.

Transcending generations, it’s a theme that appears over and over in Brophy’s works as well.

Eventually, Griffin settled with his family north of San Francisco in Sonoma County, where he continued to surf and explore his art. I grew up surfing this rugged and exposed stretch of coast.

One of our favorite south swell breaks was a spot we called “Mysto’s.” It was also one of Griffin’s favorite spots, and after he died in a motorcycle accident in the area, all of the locals started calling it “Griffo’s.”

It seems like just another weird way our stories are intertwined.

There are a handful of Griffin’s works on display at the Surfing Heritage and Culture Center (SHACC) in San Clemente, including the original painting for the iconic Pacific Vibrations poster.

And SHACC has also just uncovered a half-dozen never-before-seen Griffin originals from the bedroom walls of a house in Palos Verdes that will eventually be on display once the world gets back to some semblance of normalcy.

bout this time last year, San Clemente’s Avery McDonald was storming podiums at NSSA competitions. And she’d just earned herself a spot on the U.S. Developmental Surf Team.

Making the most of a summer without surf contests, McDonald recently joined the U.S. Developmental Surf Team down in Oceanside for two days of training and learning and ripping. Stepping up to help coach the girls and lend her sage advice was WSL Championship Tour stalwart Courtney Conlogue.

With the tour currently on hold due to the pandemic and worldwide travel restrictions, Conlogue, who hails from nearby Huntington Beach, has committed herself to the U.S. program and the development of the next generation of young women. She helped them work on things such as technique and strategy, as well as the power of a strong mind.

One of the leaders of this exciting new pack is McDonald, whose surfing is reminiscent of a young Conlogue. Powerful, stylish, impeccable rail work and an ever-present willingness to keep getting better are signatures of what she brings to the water. And she’s not only a great surfer, she’s also a great teammate.

Whenever we get around to having surf contests again, it’s going to be exciting to see how far McDonald and all of these other talented young women have come in their progression as elite surfers.
