“This is pretty exciting for me,” said Monarch Beach Resort Executive Chef Collin Thornton. “It all started in a room like this; I took a high school course when I was in grade 11 that catapulted me to where I am today.”

Thornton helped design the new classroom space with stainless steel appliances, new floors and everything else that would be used in an industry kitchen.

Five things Dana Point should know this week County Officials Unveil Plaque Commemorating 50-Year Time Capsule Celebration THE LATEST: Exactly one year later, a group of county and city officials, Harbor business owners and residents stood at Baby Beach waiting to see the new plaque commemorating the Dana Point Harbor’s 50-year time capsule celebration.

On Aug. 29, 1966, a time capsule was sealed within an 8-ton boulder during a rock placing ceremony in the Harbor. On May 5, 2016, Orange County Parks removed the rock and sent it to the John D. Cooper Archeological and Paleontological Center to ensure the items were cleaned and in good condition.

On Aug. 29, 2016, a couple of thousand people were able to see the items that were inside the rock during the time capsule celebration.

On Aug. 29, the county dedicated a new plaque, which was placed on the rock, to commemorate the event.

Orange County Supervisor Lisa Bartlett led the ceremony by thanking the handful of people that made the time capsule bash possible.

WHAT’S NEXT: County officials have not announced when the next time capsule will be buried, but have assured residents there will be another.

“Many people have asked me about the future of the Harbor, besides the renovation project, and if there is going to be another time capsule,” Bartlett said. “I want to respond with one simple question—How can there not be a time capsule to celebrate the next 50 years?”

She said like the old time capsule, which symbolized the beginning of the Harbor, she envisions the next one will show the “evolution” of the Harbor.

“In the coming months, my staff and I will work with the 50-year time capsule committee to look at the next capsule, so please stay tuned,” Bartlett said. “We will be asking for input from the community.”—Kristina Pritchett

City, CUSD Celebrates New Culinary Arts Classroom with Ribbon Cutting THE LATEST: City and Capistrano Unified School District officials celebrated a new culinary arts lab at Dana Hills High School with a ribbon cutting ceremony on Aug. 25.

Last year, a new program began at Dana Hills that allowed students to get hands-on experience at the Monarch Beach Resort.

The students learned about different aspects of the hospitality industry.

Currently, there are 60 students in the program, officials said, and they’re able to learn about the restaurant, the front desk and more.

“It’s not just career and technical education that is important, but to put investment dollars, grants and a team of classified staff on focusing on making sure our young people have an influential plan,” Vital said. “Whether that’s the military, a four-year college, a two-year college or a certificate program, we want to ensure that they are not sleeping on mom and dad’s couch,” Vital said.

She also said the goal to have such labs is to ensure the school district is keeping that promise. —KP

Homeless Task Force Approves Purpose, Membership THE LATEST: The city’s Homeless Task Force approved its new formalized charter and membership during its Aug. 30 meeting.

On Aug. 15, City Council discussed formalizing the group’s purpose and membership to ensure there is no conflict of interest.

Some of the voting members the Task Force could have include representatives from City Council, Dana Point Chamber of Commerce, the county, California State Parks, Dana Point Harbor Association, Planning Commission and South Coast Water District.

Current members, such as Families Forward, Family Assistance Ministries, Mercy House and more would become non-voting members.

Mary Perdue, executive director of Family Assistance Ministries, said she believed the new purpose and membership was well thought out.

Margie Wakeham, executive director of Families Forward, also said she was in support of it and will continue to provide feedback to the group.

Mayor Pro-Tem Paul Wyatt said the group will need to begin to lay out objectives to bring to the Council.

“Ultimately, the goal is to bring a resolution to City Council to address homelessness that they can adopt,” Wyatt said.

He also added that neighboring cities will play a big role in this as well as agencies such as the water district, the county and state.

WHAT’S NEXT: Because the Task Force is an advisory committee, the group’s approval will go back to City Council before its made official.

Moulton Niguel Water District Files Cross Suit to Waste Water Authority’s Lawsuit THE LATEST: Following the announcement that an audit had been approved by the state’s Joint Legislative Audit Committee, Moulton Niguel Water District (MNWD) filed a cross-suit against Southern Orange County Wastewater Authority (SOCWA).

Initially, SOCWA sued, along with the city of Laguna Beach and South Coast Water District to compel MNWD to pay its dues for maintenance on the Coastal Treatment Plant. But MNWD contends in its cross-suit that a budget had been made to extend the life of the treatment plant beyond its intended lifespan, and therefore should not have to pay the maintenance dues.

SOCWA services the cities of San Clemente, Dana Point and San Juan Capistrano.

County Study Says Dana Point Opioid Overdose Numbers Rose THE LATEST: According to a report released Aug. 15 by the Orange County Heath Care Authority (OCHA), Dana Point opioid overdose rates rose in 2015, which is the latest year of available data.

The report states between 2011 and 2015, the opioid emergency department (ED) visit numbers rose from 27 to 70 and that higher ED visits were found in coastal and southern cities.

It also states that Dana Point was one of the highest rated coastal cities for opioidrelated overdose deaths between 2011 and 2015. The report shows the number rose from three in 2011 to four in 2015.

f you ever wanted to feel like a pirate or see a mermaid swim, your chance is coming to the Dana Point Harbor.

The Ocean Institute’s 33rd annual Tall Ships Festival will take place in the Harbor from Sept. 8-10 with a variety of activities to celebrate maritime history.

“Originally, it was created to help the Harbor and the merchants and expand the summer,” said Dan Goldbacher, director of maritime programs at the Ocean Institute. “It helped bring people down here and helped support local businesses.”

Goldbacher said the event has grown over the years from a few visiting ships and now features cannon, battles, pirate lessons, breakfasts with mermaids and tall ships.

This year, the Institute expanded their educational area.

“We’re going to have different classes; the Bowers Museum will be there and there will be a pretend city,” Goldbacher said. “There will be different craftsmen, candle makers and even wood carvers.”

Goldbacher said it’s not just a festival, but it’s also a course in academia.

“There’s different things for everyone,” Goldbacher said. “If they’re interested in science they’ll get to learn about science, boats and mermaids.”

Along with the informational events, there are ship tours, demonstrations, naval education shows, interactive displays and more.

Every year, the Ocean Institute hosts visiting ships, and this year is no different.

This year, the America, a replica of the first vessel to win the America’s Cup will be visiting; the Californian, the Exy Johnson and the Irving Johnson will be visiting.

The Institute’s Spirit of Dana Point and the Brig Pilgrim will be joined by the Curlew, all of which reside in the Harbor.

SCHEDULE OF EVENTS The three-day festival is jam packed with family-fun activities sure to entertain guests of all ages.

Friday: • Parade of Sail, from 4-7 p.m., kicks off the event. Guests can jump aboard a tall ship and participate in a sunset sail by helping the crew haul up sails or sit back and enjoy the ride.

• Sails N’ Ales, from 6-9 p.m., starts a few hours later. Guests can head to the Sails ‘N Ales party with craft beer tastings from five different California breweries, listen to live music and watch the sunset parade.

kicks off both weekend days with story time, a mermaid swim show and an under the sea crafts session. According to Alexandra Latona, director of public programs for the Ocean Institute, the mermaid breakfast is a “really fun event and makes everyone feel like a kid again.”

• Festival Adventures, from 10 a.m.-4 p.m., will encompass tours, pirate tales, mermaid encounters and vendors. A Sierra Nevada Beer Garden will also be onsite. The Ocean Institute has partnered with Los Rios Rock School to provide music during the festival too, with students of all ages playing classic rock, according to Latona. Kids can also participate in a squid dissection while other guests board one of the ships and participate in the cannon battles starting at 4:30 p.m.

PARKING AND TRANSPORTATION Guests can utilize free parking options via the assistance of a shuttle service.

Parking will be free in designated shuttle lots located at Strand Vista Park and Dana Hills High School.

Parking will not be available at the Institute nor county lots in the Harbor.

The shuttles will run from 8:30 a.m.-8:30 p.m. from all lots on Saturday and Sunday.

The last shuttle will leave the Institute 30 minutes after the cannon battle ships have returned.

TICKETS Ticket prices range depending on the event.

Adult tickets for the Mermaid Breakfast are $50, children ages 2-11 are $45 and infants one and under are free. Prices include a Tall Ships Adventure Pass for admission into the festival. Ocean Institute members receive a 10 percent discount.

Tall Ships Festival Adventure Passes include all day admission into the festival, a tour of the Pilgrim, Spirit of Dana Point and all visiting vessels, and more.

Tickets are $9 for adult members, $7 for children members, $10 for non-member adults, $8 for non-member children and a family four-pack is $30.

The Sails ‘N Ales kickoff party tickets are $30 in advance and $40 at the door.

The sunset parade tickets are $50 for adults and $40 for children.

Cannon Battle tickets are $70 for adults, $60 for children. Children must be at least four years old to attend. Adventure passes are also included with the Cannon Battle tickets.

If Truthiness Be Told

G

lancing through entire threads of online comments, no matter how mundane the initial comment, a troubling pattern often appears. A commentary that starts out harmless enough devolves into what Stephen Colbert calls “truthiness.” What is “truthiness?” It’s the concept of the truth you know not with your head, but with your gut. And once the gut takes over, well, all sorts of offensive noises can emerge. And they do.

Invariably, some intrepid writer ventures in, trying to calm the passions.

Rather than soothing, the attempt seems to do just the opposite. It feeds the beast, producing even more unpleasant gut reactions, with the most unsavory racket coming from those hiding behind fake names and pseudonyms.

Recently, an unnamed writer personally called me out in an online rant, chastising me for failing to address his/her/ its “facts.” I must admit I had dismissed the assertion on its face and believed a response would only further enrage the anonymous poster. These “facts” supposedly proved that a disproportionate

am proud of the sound financial footing the county is on today. On July 1, the county made the final bankruptcy payment which retires all bond debt related to the 1994 bankruptcy filing.

I would like to commend previous leaders on the Board of Supervisors, including State Senators Patricia Bates and John Moorlach with the foresight to conservatively manage the county’s budget. The county’s fiscal discipline has allowed for increased investment in our communities.

I offered to engage in a direct dialogue on the subject if he/she/ it would identify him/her/itself and talk to me. My offer was declined, or rather more accurately, ignored.

It is true that the city had previously maintained a spreadsheet for internal use to track approximate capital project costs over 10 years, including a column for Capo Beach. This spreadsheet had issues however. It included millions of dollars in outside COUNCIL'S grant money awarded to CORNER the city to underground

Also, the project costs did not align with the city’s public financial reports.

Recently, the new City Manager instructed the Public Works department to prepare a more rigorous Capital Improvement Program (CIP) historical summary of projects completed within the last 10 years, separating outside funding and city funding and delineating projects by geographic area. Turns out, of the $71,452,347 total project costs spent over the last 10 years, $18,165,323 of the city’s money was spent in Capo Beach. That seems reasonable.

Requirements in AB 1250 drive up costs to the taxpayer and reduce opportunities for counties to enter into contracts for essential services. That is why 48 California counties have also opposed this burdensome legislation.

I am a strong proponent of public private partnerships (P3) for many reasons.

The expertise of the private sector adds value to public sector programs and projects. The private sector further enhances government’s ability to deliver services effectively and efficiently through years of experience in their area of specialty, the use of technology, and the implementation of best practices utilized in the free market. Additionally, P3 relationships strike the right balance in the hiring of employees and contractors, a normal standard of practice in business. The cost savings generated from reducing benefits costs and pension liabilities are astronomical.

County contracts are not in the shadows—quite the contrary. As Chair of the Board of Supervisors, I championed an effort to ensure our Board agendas are finalized, printed and distributed two weeks in advance. This extended time encour-

I am pleased to report our new system for county board agenda items and meetings has successfully improved efficiency and public access to county government.

If signed by the governor, AB 1250 will require Orange County to hire more than 3,000 employees, which equates to a $340 million cost increase for the same level of service. This is an additional cost that taxpayers cannot afford.

At the Movies: ‘The Trip to Spain’ is Bittersweet

ince 2010, Steve Coogan and Rob Brydon have sporadically been co-starred in a successful comedy series called The Trip in the UK. But for viewers in the U.S., we’ve gotten the show edited into three different fulllength films: The Trip (2011), The Trip to Italy (2014) and now The Trip to Spain (2017). The series is comprised of largely improvised dialogue and situations from fictionalized characterizations of Coogan and Brydon as they taste various foods around Europe.

In the most recent addition, Steve and Rob head out to Spain for another set of food reviews. Steve is hired again to write for the Observer. Rob, being the dependent friend and fellow comic he is, tags along again. As they eat delicious food and amusingly battle each other at celebrity impressions, Steve discovers his agent has

on the headlands. Participants will learn about the endemic, rare and endangered plants and animals that live in the area.

portrayed as side-lined and fated with bad luck. It worked in the first two films fine, but here it’s almost a bit too cynical, bringing the light mood down a little.

Sail into Science

T

wo, six, heave! Two, six, heave!” yells the first mate, and the crew rallies together to pull with all its might, hoisting the sails to set out on a journey on the vast ocean blue. There’s no feeling like crashing through the waves, steering at the helm, setting a course, flying up the ratlines and becoming an essential part of a crew.

Whether on a schooner or a brig, today sailing onboard is truly an unplugged experience. Of course, when Richard Henry Dana, Jr. set sail, the unplugged aspect wasn’t a known label, and his experience was one of hard labor immersion.

The mate’s boisterous chant harkens back to maritime expeditions in the ‘Age of Discovery’ with expanding colonial empires, establishing new trade routes and extending diplomatic relations to new territories. Along one of these routes, Dana, at 19, denoted our stretch of the California Coast as a bright ray of sunshine amidst the hide and tallow that permeated his surroundings.

Beyond the glorious views, there was more to sail than heaving lines and tossing hides for the trades. Post discovery age came a new motive. Scientific curiosity fueled exploration. Yes, resources, or product, if you will, gave initial direction to the journey, but eventually science was the big ticket. Science established our understanding of the rich diversity the new lands possessed. It was discovered back in Dana’s era by sea-going naturalists that our ‘backyard’ kelp forests contain hundreds of species.

When people think of scientific research, it’s safe to assume most visualize scientists in white lab coats peering into microscopes in a familiar laboratory setting. Rarely do we conjure images of sailing under blue skies perched upon the

foremast to be ‘laboratories’ for data collection at its finest.

Yet in the day, scientific documentation was achieved through sail. Think about it, a researcher, perched high upon the royal yard would have quite a wide view of the ocean. In our modern day, through the means of historic sail, the Brig Pilgrim and her mighty crew heaved through the Channel Islands several summers ago. A Topman at his lookout upon the foremast spotted blue ON THE OCEAN Julianne E. Steers whale after blue whale, minute after minute, hour after hour. Under full sail, he had the perfect vantage point to see the masterful blow of dozens that afternoon. A few seasons later, massive sightings of by-thewind sailors (a sea jelly-like creature) were a minefield for the brig, and its crew fashioned the galley colander into collection equipment to grab a closer look before returning the critters to their home at sea.

Tall ships and science go hand-in-hand; today we are fortunate to have options of a modern-day research vessel or an old school canvas and timber vessel.

Still today, we pause at the awe of elegant sails on the horizon that remind us of a time when venturing to places unknown satisfied scientific curiosity. As crews cast off the bowlines and catch a bit of wind in the sails, the wide-open ocean is the laboratory.

Summertime is prime for spearfishing in Orange County

imply put, late summer is prime time for spearfishing in South Orange County. As summer winds to a close, the world below the waves comes to life, and Picket Fence Media wanted to highlight a few of the most important things you should remember when entering the water in order to remain safe and to ensure you get the most out of your spearfishing experience this season.

TIS’ THE SEASON With coastal water temperatures hovering around 70 degrees and off-shore surface temperatures regularly reaching 80 degrees, August and September are an ideal time to begin your spearfishing journey. These warm currents have brought recognizable pelagic fish such as the bluefin and yellowtail tuna, dorado and wahoo to offshore environments.

“This time of year is the best. The water is warm enough to just hop out there in trunks, some fins, a snorkel, a mask and your gun,” said Eric Martin, owner of Lost Winds Dive Shop on El Camino Real in San Clemente and a spearfisherman with 15 years of experience.

“Between the biodiversity, access to beaches and fishing spaces, Southern California is one of the best environments to learn to spear in the whole world.”

LEAVE THE GEAR AT HOME With the abundance of fish and the beautiful climate necessitating minimum gear requirement, spearfishing has never been more accessible. But there are still a few key fundamental pieces of equipment every spearfisher should have when entering the water.

Fins: The longer, more flexible shape of dive-specific fins allows for more fluid, long-distance movement. However, especially when near-shore spearing, the molded body board fins found in most garages will do just fine.

Mask: A mask should fit flush with the face. Although there is a gauntlet of options, Martin says, “Fit is everything.” The mask should be comfortable. “Every face is different. Polarized, glass, plastic, whatever it is. Fit is the key,” he added.

Snorkel: Relatively self-explanatory, a snorkel wellfitted to the user’s head and mask allows you to skim the surface and evaluate the depths below before diving for a possible kill.

Gun: The best gun for a spearfisher is dictated by their desired catch, size and skill. Made of metal, or wood, spear guns are as personal of a choice as any surfboard or vehicle. A large variety of quality guns are on the market and Martin suggests you come into your local dive shop to speak with a professional who can outfit you with the best gun for your physical size and desired experience.

FISH WITH FRIENDS Diving with a partner is an essential safety practice, as well as way to enjoy your fishing as a social activity. It

is suggested that there is always at least one dive partner on the surface to keep an eye out for possible encroaching dangers, as well as oversee the diver’s safety during a dive.

Riffe attributed the spearfishing communities continued growth with its alignment with sustainable hunting practices as well as its comprehensive, holistic, sea-to-table appeal.

“Remember, it’s so much more than just the kill,” Riffe said. “It’s the thrill of the hunt. It’s the bleeding of the fish, the storage of the fish and supplying it for dinner to your family and loved ones. It’s the whole process.”

Being deliberate in your fishing allows the allure of spearfishing to continue for future generations.

ll those small days at T Street are paying off for San Clemente’s world tour hopefuls. Hunkered down back in Virginia Beach for the Vans Pro for the last week, what the contest lacked in pumping surf it more than made up for with local success.

Taking the win was Hawaii’s Keanu Asing. Utilizing San Clemente as a home base during the WSL season, it was his third victory this year and gets him back into the QS’s Top 10.

“The stars just aligned in that final after getting through some tough heats today, and I just found my rhythm, so I couldn’t be happier,” Asing said afterward.

ecause we can’t help but add a little fuel to the fire of brotherly rivalries, this week’s Grom of the Week nod goes to Kade Matson. Last week his brother, Dane, stole the show with a blistering, four-win NSSA performance in Huntington Beach, which earned him Grom of the Week honors. Well, last week Kade stepped up his game and made the quarterfinals of the main event at the Vans Pro in Virginia Beach.

“(They are) three ex-champions for a reason, so I took them very seriously,” continued Asing. “I have the utmost respect for them, and you can never take your opponents lightly. This is my job day-to-day and I take this very seriously, and I’m here to win.”

For local boy Gudauskas, this was his third Vans Pro Final. He won the contest in 2013 and finished in third place last year.

Earning a perfect 10-score in the semifinals, he appeared to be the man to beat but couldn’t put all the pieces together in the final.

“It’s always a challenge here, and I feel like this year the field was the best it’s been all the years I’ve been here,” Gudauskas said. “Making it to the finals was great and I really wanted to win that one, but I feel good with second and getting some good points.”

Other San Clemente surfers that made their presence felt included Griffin Colapinto, who made the semifinals, and Tanner Gudauskas and Kade Matson, who made the quarters.

Up next for the WSL QS warriors is the all-important European leg. Colapinto’s sitting in fifth, Pat Gudauskas in ninth. If they can put a solid back half of the season together they could very well graduate to the Dream Tour in 2018. DP

Surfing against event winner Keanu Asing, pro junior winner Mateus Herdy, as well as some of the most determined talent on the WSL scene, the contest was one of Matson’s first tests on the Qualfying Series level. It proved to be both a positive experience with a great result to boot.

“Super stoked to make a few heats and get into the quarters,” said Kade during the contest.

In addition to his recent contest accomplishments, Kade’s been busy spending a lot of time working and filming with his sponsor, Quiksilver. Fresh off a trip to Sumatra with the company’s Young Guns—a collection of some of the brightest young surfers from around the world—Matson’s passion and talent appears to have gone next level. DP

f you’ve spent some years living and surfing around San Clemente and Dana Point, chances are you have an old surfboard stashed in the back of the garage that you haven’t ridden for a while. And chances are you aren’t sure how to get rid of it. Well, that’s where the Positive Vibe Warriors’ South Africa surfboard drive comes in.

Last year, the Positive Vibe Warriors—founded

by Dane, Pat and Tanner Gudauskas—ran their first surfboard drive to benefit the surf community in Jamaica. They set up surfboard collection centers at surf shops around the U.S. By the time they were done, they’d collected over 300 surfboards to bring to the Caribbean.

“The response was crazy, it wasn’t anything like what we anticipated,” Tanner said. “We had to pack a whole container with boards.”

This year, they have their sights set on South Africa. Partnering up with Wave for Change and Surfers Not Street Children, two non-governmental organizations in South Africa helping to give youth a brighter future, the concept coalesced when the Gudauskas brothers were recently in the country at a World Surf League QS contest.

“In Jamaica, we were working with kids who were psyched on surfing but had a real problem getting equipment,” Tanner said. “But South Africa is different. There

are so many homeless kids there, and life for them can be so tough, but to be able to help share the stoke of surfing, I mean, hopefully it provides some hope and something positivity.

“Surfing is proof that it doesn’t matter what color your skin is, or where you come from, or what language you speak. It cuts through all of that, and to be able to potentially help these kids get in the water and have that hope and stoke that surfing provides, we’re humbled.”

From Sept. 1-30, residents can donate any surfboard, soft board and boogie board that is water-tight (no stand-up paddle boards and windsurf boards due to size constraints) and the Gudauskas brothers will deliver them on their next mission to South Africa.
