California to Receive Funds for Beach Monitoring THE LATEST: The U.S. Environmental Protection Agency (EPA) is providing $425,000 to the California State Water Resources Control Board to support beach water quality monitoring and information sharing throughout the state.

“This funding allows the state of California to monitor beach water quality and make the results more easily available to the public,” said EPA Pacific Southwest Regional Administrator Mike Stoker.

EPA is making the funds available to California to strengthen their monitoring and notification programs, and to make monitoring results readily available to the public. This grant is a portion of the $1.64 million EPA expects to award to states and territories throughout the Pacific Southwest region for beach monitoring and reporting. The funding is authorized under the Beaches Environmental Assessment and Coastal Health Act. The state will provide funding to coastal counties who will continue to protect beach goers from pollution by collecting water samples at major recreation locations, providing outreach to citizen groups, and posting advisories following sewage spills or high bacterial counts.

Beach advisories are posted when agencies detect high levels of harmful microorganisms such as bacteria. Beach goers can avoid exposure to harmful contaminants by checking beach monitoring reports and swimming advisories, choosing to swim in less developed areas with good water circulation, and avoiding beaches near discharge pipes or urban beaches after a heavy rainfall.

Partners and the County of Orange have agreed to terms concerning the Harbor Revitalization project.

The lease agreement, which will make Dana Point Harbor Partners the developers and overseers of the harbor for the next 66 years, has been set for approval by the Orange County Board of Supervisors meeting on Tuesday, July 17.

South Coast Water District Hosts Public Meeting on Draft Environmental Report

which is located in a 10-acre lot in the San Juan Creek area of Dana Point. The facility will also use treated wastewater outflow from the San Clemente Water Reclamation plant in order to outflow the brine that is collected in the desalination process.

SCWD officials said there will be room for expansion of the plant, making it a facility capable of producing 15 million gallons of potable water per day.

State Bill that Would Have Limited TCA Scope Dies in Senate Committee

THE LATEST: Community members gathered with South Coast Water District (SCWD) officials on June 26 for a meeting about environmental impact reports (EIR), showing what factors could come into play leading up to the planned construction of the Doheny Ocean Desalination plant.

The plant’s inception came to be after water shortage possibilities were identified. It has been discussed since at least 2003, but when severe droughts in the years leading up to 2015 hit California and mandates from the state to reduce water were enforced, the desalination plant was devised.

By using slant well pod locations that are subsurface, the plant will draw ocean water from Doheny State Beach.

According to documents provided by SCWD, they intend to plan for 60-day water outages in the event they have to rely on reserves. That’s where desalination comes in, the process of “converting” ocean water into potable water. But it’s an energy-intensive process, and that’s one of the major hurdles the district is trying to overcome.

THE LATEST: The discrepancies between the authority of the Transportation Corridor Agencies (TCA) and the city of San Clemente were evidently large enough for state Senate Transportation and Housing Committee members to deny a bill that would have effectively handcuff the TCA. Assembly member Rocky Chávez, R-76, introduced a gut-and-amend bill toward the end of last calendar year’s legislative deadlines that reappeared in the form of AB 382, which was amended to limit the TCA from taking out bonds to pay for toll road construction and it would prohibit them from starting another similar joint powers authority (JPA) and would have given power to establish a central authority. The Orange County Transportation Authority already acts in that capacity, but The Toll Roads were established in order to bolster transportation avenues in South Orange County.

It also would have required the TCA to only collect revenue to pay down its debt to road bonds.

“AB 382 is necessary because the TCA has consistently mismanaged their duty to the public—and that’s a strong word, mismanaged,” Chávez said during the

WHAT’S NEXT: Because of the deadlines for legislative hearings at the state level are within days, its unlikely AB 382 will be heard again in the 2017-18 session.

Another bill introduced by Chávez, however, would stop the SR 241 extension that’s managed by the TCA at Oso Parkway, where it currently terminates. The bill was referred to the Assembly Committee on Transportation but hasn’t moved to scheduling since then, according to the Legislature’s website. —EH

Bartlett Headlines SOCEC State of the County, Addresses Plans for Homeless Housing THE LATEST: It was an atmosphere suitable for fiscal conservatism and public-private partnerships (P3) at the South Orange County Economic Coalition’s (SOCEC) annual State of the City on June 28, which was headlined by 5th District Supervisor Lisa Bartlett in her hometown’s Ocean Institute.

The Orange County Board of Supervisors passed its $6.5 billion budget on June 26 while looking forward to certain programs, such as funding for the Orange County Homeless Housing Trust, which could add some-2,700 beds and housing for the county’s populations in need of shelter. A state bill, SB 448, is currently making its way through the California Legislature to help fund the housing trust.

“We want to make sure Orange County solves this first and foremost,” Bartlett said.

“This relates to quality of life, public safety, and if we start connecting the dots…we’ll be able to solve a larger issue we’ve had in our community for quite a while.”

WHAT’S NEXT: Bartlett also said during the meeting that the debate about the toll road construction in San Clemente and San Juan Capistrano continues, but that she has some other ideas that could be brought forth in the future, which include not connecting the SR 241 to I-5, as other projects continue to assist traffic mobility congestion. Bartlett has primarily defended the Transportation Corridor Agencies, the administrators of The Toll Roads, in past meetings, which included the construction of roads through San Clemente. —EH www.danapointtimes.com

Local business owner, Kari Willis, wins Orange County Woman to Watch Award The Women of Influence Awards recognize women leading the way in business and industry as well as organizations that thrive under the leadership of women. The 2018 Orange County awards were recently presented at a ceremony held at the Hilton Irvine. The awards were presented by Connected Women of Influence in celebration of Women’s History Month.

At the ceremony, Kari Willis, president and co-founder of E Factor, won the 2018 Orange County Woman to Watch Award.

Kari recognized the opportunity for innovation within the experiential marketing events sector. Kari along with her husband, Chris Willis, decided to take a risk and form their own firm to amplify their ability to make an impact in creating “experiences” for brands and events.

Fast forward six years, and E Factor has grown exponentially, providing sales, marketing and event expertise across fields as diverse as nonprofits/charities, food and beverage, advertising and wireless. Kari’s success has also led her to become the executive producer of a new innovative wireless trade conference. That conference, Wireless West, is now an annual three-day event, with over 600 attendees from both the United States and abroad. Word of her success and expertise has allowed her company, E Factor, to grow at a remarkable rate.

Dana Point Historical Society Announces Monthly Photo Sale Beginning July 7 Dana Point Historical Society Photo Chair Sandie Iverson has started a new feature each month to promote sales from the Society’s historic photo collection and merchandise.

OCFA, OCSD Joint Statement on Grand Jury Findings In a joint statement released on June 22, Orange County Fire Authority (OCFA) and Orange County Sheriff’s Department (OCSD) stated they are “working collaboratively” to establish responses to search and rescue calls.

An Orange County Grand Jury report released earlier this month included findings and recommendations to make the response efforts more efficient. The report is titled, “Competition or Collaboration—Orange County’s Public Agency Helicopters.”

The report notice stated three helicopters have been sent to do the work of one at times.

“Not only does this competition waste public funds, it also creates hazards in the air as pilots operate too close to one another and fail to communicate,” the report stated.

The recommendation to the Orange County Board of Supervisors is to create a joint air agency that can delegate response airships appropriately.

Long Beach Fire Captain Killed in Shooting was from San Juan Capistrano Rosa, a 17-year veteran of Long Beach Fire Department (LBFD), was shot while responding to reports of a fire and explosion in a high rise apartment complex that housed low-income seniors in downtown Long Beach.

“At 3:49 this morning, fire units responded to a fire alarm at 600 E. 4th St. in Long Beach, (to) supplemental reports of a fire and an explosion. At 3:51, occupants reported a strong smell of gasoline in the high rise apartment complex,” LBFD Fire Chief Mike Duree said at a press conference on June 25. “As fire units made their way to the third floor and to the reported location, it was noticed that the windows had been blown out of the affected unit.

The sprinklers in the building had been activated and units were working to address water flow and had fire knockdown at 3:59.

At 4:08, there were reports of shots fired.

Two firefighters were shot.”

Rosa died from gunfire injuries he sustained while responding to the fire, and the second firefighter shot was Ernesto Torres, who is expected to make a full recovery. A third person, a resident of the

building, was also shot and is expected to recover.

Long Beach Police Chief Robert Luna said a resident of the building, Thomas Kim, 77, was arrested on suspicion of murder, two counts of attempted murder and arson. Luna said that the explosion, which knocked out windows, came from Kim’s unit in the building.

“There’s still a large puzzle that we’re trying to put together and there’s a lot of information that we don’t know yet,” Luna said.

According to a news release by the Los Angeles County District Attorney’s Office on Wednesday, June 27, Kim was charged with murdering Rosa and wounding two others. In the case, he was charged in total with one count of murder, one count of attempted murder of a firefighter, two counts of attempted murder and one count each of arson of an inhabited structure and explosion with intent to murder. He also faces a special circumstance allegation that the murder was committed while a firefighter was on duty.

“Prosecutors said Kim allegedly had been feuding with a woman who lived above him and set off an explosive device on June 25 in his apartment with the intent to kill her,” the release said.

Long Beach firefighters responded to a fire at the 11-story complex on the 600 block of East 4th Street in Long Beach and after the explosion in Kim’s apartment, he “reportedly sat at the opposite end of the

hallway from his apartment when Long Beach Fire Capt. Dave Rosa made his way down the hall, prosecutors said. Kim allegedly opened fire on Rosa, killing him, and then fired and wounded firefighter Ernesto Torres and another man who lived in the building, according to prosecutors,” the release said.

If convicted as charged, Kim faces the death penalty or life in state prison without the possibility of parole. The case remains under investigation of the Long Beach Police Department.

Rosa is survived by his wife, Lynley, and sons Alec, 25, and Samuel, 16, who live in San Juan Capistrano.

Rosa was active in the San Juan Capistrano community, his family are members of the Mountain View Church and he is a former president of the San Juan Capistrano Little League. Todd Strane, immediate past president of the SJC Little League, said Rosa was a current member of the league since he joined nearly 9 years ago.

Strane said during Rosa’s time with the Little League, he served as president, umpire-in-chief (in charge of all of league’s umpires), board member, manager and coach. Rosa’s son, Sam, just aged out last year and is currently attending Saddleback Valley Christian High School. According to the SVC roster on www.maxpreps.com, Sam continues to play baseball.

Radarmel said there will be a service for Rosa on Saturday at the church, but it is not yet determined if the service will be open to the public or not.

San Juan Capistrano City Councilmember Derek Reeve took to Facebook to give his condolences.

“This was truly a senseless tragedy. A San Juan Capistrano resident, parishioner and volunteer. Also to the very end, a dedicated public servant. R.I.P. Capt. David Rosa,” Reeve said.

recent online article illustrates a problem facing many Americans.

It describes a young couple with a manageable home mortgage, no other debt and extra money for investment. But things aren’t going well; they can’t find anything to invest in.

Their problem isn’t unusual. Most persons seeking good spots for their investment dollars can’t find them. I’m convinced the investment industry operates to make the most at the investors’ expense.

The most sought-after arena, mutual funds, operates mainly as a device to skim a portion of a fund’s assets, regardless of performance. The majority, now numbering more than 15,000, operate with no con-

Searching for a Fair Return

Back in the 1990s, when I first went into a Target store and an adjoining Walmart, I was blown away by all of the Chinese-made products. People were flocking to buy toys and bikes and everything for their kids, believing that they were saving money. All I saw was a bunch of junk that wouldn’t last a summer.

I’ll admit that I go to the Walmart, but all I will buy is paper products, laundry products and pet food. Sure, maybe some hygienic items and aspirin. But I look for the USA label and refuse to intentionally purchase products from elsewhere, if at all possible.

Sure, if you want lawn furniture or certain items you have no choice. I also would rather go to DeNault’s True Value Hardware than Lowe’s any day. For a few pennies more and less traffic, it’s worth it to me anyway.

Today, we owe China about $15 trillion dollars. Can you even fathom the interest on that money? We owe everyone money and everyone owes us, except for China.

Does anyone ever think of the toll on the environment by shipping all this junk here so we can save $5?

grateful that we have someone on our side, even if he is a big buffoon. But as he’s our big buffoon, and if you don’t like it then you will have your chance to vote him out next time around. After we are more stable here, then we can go back to giving handouts. But I am not there yet.

I think in time, after all the panic and knee-jerking slows and things catch up to reality in business and Wall Street, we should see a normalization of trade across the board. Things just have a way of working themselves out over time, and then we can judge the outcome of re-balance, just as you would in your portfolio.

Agencies (TCA) board meeting in Irvine, residents spoke out against toll road “Idea 14” running through San Clemente.

Ghada Ghantous, Michelle Schumacher and Eva O’Keefe are to be commended for outing the TCA for the practice of imposing outrageous development impact fees (DIF) on residential and commercial properties in toll road zone areas.

Although the TCA has not constructed new toll roads in 22 years, DIF revenues now exceed $2.2 billion. To date, the TCA has not explained what happened to the funds nor why the agency fails to conduct an annual review of DIFs as mandated in the agency’s Joint Powers Agreement rules. In fact, in 1997 the TCA approved automatic annual DIF increases of 2.667 percent, according to The Toll Roads website.

t feels like it’s been a while since we’ve had a good father-daughter story in movie theaters. Father of the Bride (1950 and 1991), To Kill a Mockingbird (1962), Paper Moon (1973) and the more recent The Descendents (2011) are some of the best received films about a young girl and her dad. The Incredibles 2 did have some nice moments between Bob and Violet, but the CGI sequel was primarily a family ensemble. Indie filmmaker Brett Haley’s new dramedy Hearts Beat Loud has a little something for everyone.

In modern day New York City, Frank Fisher (Nick Offerman) runs his own record shop below his apartment he shares with his teenage daughter, Sam (Kiersey Clemons).

The title Hearts Beat Loud comes from the name of the song Frank and Sam made together. Haley’s film is a story for families and rock music lovers, both young and older for the latter.

Sam is reluctant to spend time making music with Frank because she thinks he’s just trying to relive his younger band days, and she’s also still a teen who doesn’t want to socialize with her dad. It’s a universal theme that everyone recognizes and is done well enough for a 90-minute flick. DP

very year, the city of Dana Point hosts one of the best firework shows in Southern California. Family and friends gather and look toward the skies over Doheny State Beach to experience this patriotic extravaganza. The fireworks are synchronized to a captivating musical score so bring a personal FM radio device and listen to the patriotic music accompanying the fireworks on FM 88.5, KSBR. Free buses will make round trips from Dana Hills High School to Dana Point Harbor from 10 a.m.-11 p.m. The show starts promptly at 9 p.m.

“Whether you come for a day at the beach and the evening fireworks display or just for the amazing fireworks extravaganza launched from the barge off shore, this is a great 4th of July tradition,” a statement released by the Doheny State Beach Interpretive Association said.

‘A Gentleman in Moscow’ Is Easy-Going and Immersive

A

Gentleman in Moscow by Amor Towles is the latest book read and discussed by the Seaside Book Group at the Dana Point Library. I can’t recommend this book enough. Every one of the dozen or so group members thoroughly enjoyed the book, which is a rarity. Even more surprising, several library staff had high praise for the title.

Set five years after the Russian Revolution in 1922, the story traces approximately 35 years in the life of Count Rostov. We begin by finding out that Rostov is charged by the authorities for writing a subversive poem, which earns him a death sentence. Rostov, however, is spared when a couple of judges feel that he should be sentenced to house arrest in the Hotel Metropol where he has already been living for four years.

Rostov is warned that if he steps even one foot outside he will be killed. The next 30 years are a wonderful journey through Rostov’s sentence. Interestingly, time becomes somewhat of a minor character in this book. Despite the bleak conditions of Bolshevik, Russia, and being confined to a hotel, Rostov makes the most of his time in this uplifting story.

As part of his punishment Rostov loses his spacious suite and is moved to a small attic room. With less space, he has to give up most of his possessions but is able to fit his heavy desk into the smaller quarters. This desk is very valuable and has a role to play.

At this point, a book of 400 pages about someone under house arrest for 30 years could sound like a drawn out bore, but

this book is a beautiful and spell-binding tale.

During his sentence, Rostov befriends a young girl named Nina and they grow together. Rostov teaches her proper manners and he learns that politics is not a bore. Nina also shows Rostov many rooms and areas of the hotel that he didn’t know existed. Rostov also makes a mark on Nina’s life, so much so that she pays him the ultimate respect when she returns to the Metropol and asks a favor of him.

By Dan Deneve request, Rostov handles himself in a way that is befitting of his stature. In fact, of all his traits, characteristics and actions, it is in the carrying out of this favor that Rostov earns the title of gentleman and would have made Nina proud.

They say history repeats itself and it does as another young girl named Sophia enters his life years later and the reader follows Rostov for another cycle of intellectual growth and heartbreak.

Russian novels are generally not easy to read, however, the payoff makes them worth reading. In this case, the reading is easy-going and you find yourself immersed in a great story with an even greater ending. The writing is clear and sharp. Most of us have read at least one book that needed an editor to cut down the number of pages. Not in this one.

The Lotus Trolley Bag is a contractible set of bags that are made from recycled plastic. The bags are able to be set in the form of a shopping cart or made for other uses. They also come with thermal insulators.

The bags are currently sold at three Ralphs in San Clemente, one in Dana Point and one in San Juan Capistrano. They’re also sold at Albertsons in San Clemente and Laguna Niguel.

“The general population in San Clemente is very environmentally conscious and sustainable products are popular there,” Dehmoubed said. “We care about the oceans more than other parts of the U.S. and the stores are doing well.”

Dehmoubed said when the plastic bag fees and other plastic-associated laws went into effect or were proposed, he was encouraged by the trends; however, the use of the reusable bags started to become unfeasible, he said. The bags his family used would either get moldy or pile up and then they would end up in a landfill, defeating the purpose, Dehmoubed said.

“Our main goal when designing a bag was to make one that solved all the problems,” he said. “We wanted our bags to be washable and made from non-woven material.”

“After our soft opening, the Chicken Sandwich BLT has revealed itself as a fan favorite,” Son explained. On a waffled Brioche bun, this sandwich sports thick apple-smoked bacon and vegetables that are pickled in-house.

Waiting for lunch may be difficult as Flipped opens their days with an assortment of artesian doughnuts including bacon-covered glazed, Tiramisu and more.

Currently, Flipped will be open from 7 a.m.-4 p.m. Tuesday-Sunday, and closed on Mondays, but only in July. In the future, Son said hours may be adjusted to meet community demand.

Hitting Home Fallen Long Beach Fire captain honored by Little League

ears and reassuring smiles filled the stands of San Juan Capistrano Little League’s All-Star game on Tuesday, June 26, as the Orange County Fire Authority (OCFA) and Long Beach Fire Department (LBFD) honored Long Beach Fire Capt. David Rosa, who was fatally shot responding to an emergency incident on Monday, June 25.

Prior to the game, OCFA and LBFD held an on-field memorial and moment of silence in honor of Rosa. A 17-year veteran of the LBFD, Rosa was a San Juan Capistrano resident who was involved with San

Juan Capistrano Little League (SJCLL), serving as president, umpire-in-chief, board member, manager and coach.

Many SJCLL coaches and players wore patches that read “Rosa 10” on their jerseys.

“It’s a special thing to be able to honor somebody that poured his heart out for these kids and for our league,” SJCLL AllStar coach Cesar Loya said. “It’s a very unfortunate situation, but we feel honored to be able to do this for someone that did so much for everyone. It’s a special recognition, and just to have so many people come out and be a part of that made it extra special for all of us.”

Members of the Little League, baseball and San Juan Capistrano community gathered to remember Rosa. The game on the adjacent field between Ladera Ranch Little League and Viejo Little League was paused to allow the players and coaches to join the on-field ceremony. Bass continue to fill the boats

ass fishing continues to be the main event at Dana Wharf Sportfishing & Whale Watching.

In his weekly report, Captain Brian Woolley credited this to a strong crop of bait. Woolley said the live anchovy is “phenomenal” and that flylined baits have been the way to go. Woolley is telling anglers to come with an eight-foot fast-action rod and a matching reel.

The bass have still been all over everything, including artificial lures. Despite some overcast days and a little wind, the water has been at a strong 68-degree temperature to bring in some strong bass counts.

The smaller yellowtail have still been spotted along kelp lines around the harbor, and Fury again got solid yellowtail numbers at San Clemente Island.

Dana Wharf also ran its first week of its summer kids camp last week. Aboard the Clemente, 13-year-old AJ Hinshaw of Mission Viejo pulled in a 58-pound seabass without crew assistance.

“This is a special group of kids, and we’ve known it from the beginning,” SJCLL All-Star coach Cesar Loya said.

“They’ve been playing together for six or seven years. This group of players started off with 70 or 80 players (in tee ball) and now we’re down to 11 (in majors). I’m just really proud of the accomplishments and everything they’ve gone through.”

Freddy Tuck got SCJLL started with a two-run double in the first inning, and Benji Gutierrez doubled the lead with another two-run double in the second inning. T. Loya added a RBI single in the second for the 5-0 lead.

hey say it’s the ability to overcome adversity that makes a man. Nate Yeomans knows this firsthand. The 36-year-old San Clemente surfer has had ups and downs throughout his professional career, but in 2017 he was forced to confront something much more serious than winning or losing a heat.

“It was radical; my wife almost didn’t make it and our daughter was in the hospital for a few months,” said Yeomans, whose wife endured complications during the premature birth of their daughter. “You don’t take anything for granted. Even the average days are a blessing after going through hardship like that.”

Scoring Big South County surfers dominate USA Surfing Championships

L

ast week, Crosby Colapinto won the Los Cabos Open Pro Junior, but apparently that wasn’t enough.

Upon returning home to San Clemente, he jumped straight into the USA Surfing Championships at Lower Trestles and earned himself the title of under 18 U.S. national champion.

To say Colapinto is going places might be an understatement, considering his older brother, Griffin, is currently a strong candidate for Rookie of the Year on the WSL’s Championship Tour. But he’s hardly the only kid from town shaking things up. Out of the eight divisions in the USA Surfing Championships, San Clemente surfers won four of them. Jett Schilling, who joined Colapinto in the final of the Los Cabos Open Pro Junior, won the under 16 title, beating friend Kade Matson in the final. Schilling also finished runner-up in the under 18 division.

here’s an overwhelming word on the street regarding 11-year-old Cannon Carr of San Clemente.

“Keep an eye on this kid.”

It’s not without reason. Cannon just made a big bang at the USA Surfing Championship, winning the boys 12 and under division in emphatic form. Posting a perfect 10-point score and backing it up with a 9.13, he earned himself one of the highest heat totals of any division in the whole contest, which is no small accomplishment considering that all the best under 18 surfers in the country were giving it their all at Lower Trestles last week.

A national title and perfect 10 would be reason enough to herald young “Cannonball” Carr here, but it seems he’s making a habit out of tallying perfect scores. Earlier this summer at the NSSA Regionals, he earned himself an equally dazzling 10-point score.

While his air game is turning heads and dropping scores, Carr’s the complete package. A radical little tube rider, at the end of the North Shore season this year he spent some time staying at Billabong’s Pipeline house, training on the Seven-Mile Miracle and working with luminaries such as Shane Dorian.

“It always feels good to make a final, but to win one is just epic,” Yeomans said.

“It’s so cool to have an event right here at home and push myself.”

En route to the top of the podium, Yeomans out-surfed fellow San Clemente surfer Kevin Schultz in the semifinals and spry 19-year-old Hawaiian Elijah Fox in the final.

“If I was going to lose to anyone, I’m okay with it being Nate,” smiled Schultz after the contest. For the effort, Schultz now leads the WSL North American Qualifying

Series rankings.

“I’m psyched to take over that regional top spot, but we still have Acapulco next month and a few more this year so we’ll see how it all goes,” Yeomans said. “This is a huge momentum-builder, and now I’m just hoping to get into the U.S. Open and put it to some of the world’s best. I’d like to take down the North America QS title as well. I know it takes a lot, but a win never hurts the cause. I just really want to do what it takes to get into that top 100 again and give it my all.” DP

“Our athletes brought excellence today,” said USA Surfing head coach Joey Buran.

“The performances reflect months of preparation, hard work, sacrifice and honing mental heat management. It all builds, progresses and hopefully peaks at the right time, and for some it certainly did.”
