NRC to Conduct Special Inspection at SONGS Following ‘Near-Miss’ Canister Incident THE LATEST: The Nuclear Regulatory Commission (NRC) on Friday, Aug. 24, announced that it would start conducting a special inspection at San Onofre Nuclear Generating Station (SONGS) after it was announced that a canister holding spent nuclear fuel could have been compromised.

The inspection announcement comes after an incident that took place Aug. 3 involving improper loading of one of the canisters into a cavity enclosure container (CEC). It was first reported publicly by a contractor working with Holtec and Southern California Edison (SCE) who said that while the canister was being loaded, it hung on the edge of the CEC and the crane lost its tension to the canister, creating the risk of it dropping about 17 to 18 feet.

SCE is the majority owner of SONGS, which has been in the process of storing spent nuclear fuel on-site, about 100 feet from the ocean, since late 2017.

The energy company had stated in press releases and at public meetings that Holtec’s HI-STORM UMAX canisters can withstand a 25-foot drop, but in its Friday announcement the NRC said that has not been evaluated in its safety practices. The canisters can weigh between 50 and 100 tons, according to documents from SCE and Holtec.

“It was estimated that the canister could have experienced an approximately 17-18 foot drop into the storage vault if the canister had slipped off the metal flange or if the metal flange failed,” the announcement stated.

“This load drop accident is not a condition analyzed in the dry fuel storage system’s Final Safety Analysis Report (FSAR).”

The NRC’s statement continued to say a radiation protection technician “identified elevated radiation readings that were not consistent with a fully lowered canister,” and that was how the inspection began.

The NRC’s charter for inspecting the incident will inspect records related to spent nuclear fuel procedures as well as qualifications of employees and training, evaluating the efficiency of the process, corrective actions and ability to adhere to the NRC’s standards, as well as other safety standards.

said earlier this month that they would take action against SCE in order to stop the storage of spent nuclear fuel until a safety inspection of some kind was initiated by the NRC. Another organization called for an injunction against SCE administered by the California Coastal Commission, the agency that permitted the storage of spent nuclear fuel.

SCE stated in a press release on Aug. 24 that it would be supportive throughout the NRC commission’s inspection. Spent nuclear fuel offloading has been stopped until the investigation concludes.

WHAT’S NEXT: SCE still plans to have the remaining 44 canisters in dry storage by mid-2019. NRC officials said the inspection is expected to begin Sept. 10 with a report to be completed within 45 days after it has concluded gathering information and conducting interviews. —EH

DP Harbor Advisory Board Discusses Option Period with Developers THE LATEST: On Aug. 27, the Dana Point Harbor Advisory Board (DPHAB) was joined by members of the County of Orange and Dana Point Harbor Partners development team to discuss updates during the harbor lease agreements option period.

During this period, specific plans are to be outlined and agreements finalized moving forward within the 66 year lease.

Jim Miller, owner of Coffee Importers and Donna Kalez of Dana Wharf Sportfishing & Whale Watching both voiced that they were pleased with the level of public outreach and flexibility from DPHP; in particular Bryon Ward of Burnham Ward Properties.

Burnham Ward Properties is the developer partner responsible for the commercial core of the Harbor revitalization.

A large portion of the meeting was

spent discussing parking in the restructured Harbor; specifically the ability to manage time-specific changes to parking availability and the proximity of boaters to their docks. Several DPHAB members stressed the importance of being able to unload provisions and other sizeable equipment for boating trips.

Head of the DPHAB and president of the Dana Point Boaters Association (DPBA) James Lenthall suggested the necessity of at least a dedicated drop-off area.

A mandate from 5th District Supervisor Lisa Bartlett, upon unanimous approval, required the County of Orange and the private development teams to receive and consider public feedback.

WHAT’S NEXT: Lenthall explained that DPHAB will have an in-depth review of the submitted documents from DPHP and the county during their Sept. 24 meeting, before submitting their official feedback. —DR

Legislature Approves Resolution to Name Portion of I-5 in Honor of Slain Fire Captain THE LATEST: The California Legislature approved a resolution to name a portion of Interstate 5 after a Long Beach Fire Department firefighter who lived in San Juan Capistrano.

Senate Concurrent Resolution 159, authored by State Senator Patricia Bates and State Senator Ricardo Lara, will designate a portion of Interstate 5 between Camino Las Ramblas and the Ortega Highway the “Long Beach Fire Captain David Rosa Memorial Highway.”

David Rosa, a 17-year veteran of the department, was killed in June while responding to an explosion at a senior apartment building in downtown Long Beach.

Residential Recovery Facility Update THE LATEST: The City of Dana Point and City Attorney Patrick Munoz recently offered an updated listing of the actions taken towards identifying, licensing, regulating and pursuing litigation against unlicensed residential recovery facilities in Dana Point. Commonly referred to as “sober living homes”, the city has identified five additional unlicensed facilities which doubles the number of unlicensed facilities the city is currently engaging in litigation against.

Last Two Rehabilitated Elephant Seals of 2018 Season Released by Pacific Marine Mammal Center and Harbor Patrol On Aug. 21, an Orange County Sheriff’s Department (OCSD) Dana Point Harbor patrol boat loaded up some interesting cargo, only to let it slide into the depths off the stern.

Selenas and Devo, two juvenile elephant seals, were rescued from local Orange County beaches in April by the Pacific Marine Mammal Center (PMMC) with the help of OCSD Harbor Patrol deputies.

When they were found on the beach, both animals were emaciated and highly underweight. Devo weighed only 83 pounds and had an impacted stomach; Selanas weighed only 60 pounds.

Krysta Higuchi. public relations coordinator at the PMMC, said this is commonly the way PMMC finds and rescues its elephant seals.

She explained that an increase in the number of emaciated elephant seals having to be rescued and rehabilitated from Southern California beaches is likely related to declines in fish stocks in the nutrient-rich, cool water off the more inhabited Central California coast. With a decline in food resources, juveniles stray further from their natural environments in order to find food, she said. Often, young seals such as Selenas and Devo find themselves starving and exhausted in the warmer Southern California water.

After four months of rehabilitation, the two were able to be released from the stern of a Harbor Patrol boat in the waters outside the Dana Point Harbor. They were the final seals released in the 2018 season.

“In years past, we may rescue 20 seals a season,” Higuchi said. So far this year, PMMC has rescued 44 elephant seals.

Elephant seals are often released into the water offshore as opposed to on the beach, since they commonly will not move when released on land. PMMC officials said they are grateful for the assistance from Dana Point Harbor Patrol in their releases and that they are regularly sourced to assist in the release of their rehabilitated animals.

trash cleanup event: Coastal Cleanup Day. Registration is now open for more than 40 cleanup sites across Orange County, organized by Orange County Coastkeeper and Trails4All. Dana Point’s Coastal Cleanup Day event will take place at the Ocean Institute, Salt Creek Beach and Doheny State Beach.

Orange County beaches and waterways collect trash that travels from inland communities via the county rivers and storm drains. Beach cleanups stand as a last line of defense to prevent this debris from polluting the ocean and its wildlife.

Orange County’s cleanup sites are part of California Coastal Cleanup Day, which is organized by the California Coastal Commission. This statewide event is part of the Ocean Conservancy’s International Coastal Cleanup, the largest volunteer event on the planet.

Last year, more than 7,000 Orange County volunteers collected a recordbreaking 70,485 pounds of trash and recyclable materials during the three-hour event. Some of the most obscure findings included wigs, a flute, car parts and more.

“Most people are unaware that nearly 80 percent of trash found on beaches comes from inland sources,” says Patrick Irizarry, Orange County Coastkeeper’s volunteer coordinator. “At Coastal Cleanup Day, thousands of residents will get an upclose look at how everyday trash impacts our environment.”

Attendance is free and supplies will be provided. Organizers ask that volunteers bring their own cleanup supplies to reduce waste, including a bucket or reusable bag, gloves and reusable water bottle.

Residents have an additional opportunity to protect clean water leading up to Coastal Cleanup Day. On Saturday, Sept.

Setting Sail for the Future 34th Annual Ocean Institute Tall Ships Festival returns to Dana Point with new program for at-risk youth

or the 34th consecutive year, thousands will gather for the Ocean Institute’s Tall Ships Festival.

From Sept. 7-9, the Ocean Institute, Dana Point Harbor and proximate waters will be bustling full of historic sailing vessels, history buffs and enthusiastic residents of all ages taking part in the extensive list of thrill-inducing, awe-inspiring and educational events.

Meanwhile, behind the scenes, it could be said the Ocean Institute and President and CEO Dan Pingaro are thinking ahead.

They are seeking to enrich the lives of atrisk local youth as well as assisting with the future growth and interest in the ancient art of sailing by educating hundreds of youth from the Orange County Gang Reduction and Intervention Partnership (OC-Grip) program.

This experience was made possible by funding the Ocean Institute received for programming with Title I schools within Orange County. Title I schools receive services and funding from the largest federal aid packages in existence aimed to level the playing field for children living in poverty.

Seven schools from across Orange County will send 25 students each to the Ocean Institute the day before the Festival sets sail. With transportation funded by the Ocean Institute, students will be treated to educational programs inside the Ocean Institute before loading onto various tall ships for a full day’s sail. The students and their supervisors will experience outdoor education programs on the boats as well as a full-scale cannon battle exercise.

Pingaro said he believes this is a great experience to simultaneously invest in the future of Orange County as well as continuing the relevance of sailing and tall ships.

“For some of these kids, it may be their first experience with the ocean,” Pingaro explained. “This is an opportunity to assist in establishing a lifestyle where youth are more connected and engaged in their natural environment.”

The award-winning OC-Grip program is a law enforcement partnership that identifies at-risk youth and aims to increase school attendance and decrease gang activity. The Orange County District At-

torney’s Office has formed OC-Grip and GRIP II committees and partnerships with the police departments from the cities of Anaheim, Buena Park, Costa Mesa, Garden Grove, Orange, Santa Ana, Tustin, and the Orange County Sheriff’s Department in Dana Point, Laguna Hills, Mission Viejo, San Clemente, San Juan Capistrano, Stanton, unincorporated areas of North Orange County and the Orange County Probation Department.

Students identified by OC-Grip as being high-risk for gang exposure and activity are challenged to complete the school year with improved attendance and grades, no suspensions, and involvement in positive after-school activities.

Susan Eckermann is the Orange County senior deputy district attorney who oversees the OC-Grip program.

She emphasized that each of the youth selected for these opportunities through the OC-Grip program are picked for an improvement or recognition of consistency of attendance, academic performance or civil service.

“The DA is so grateful for this opportunity to work with the Ocean Institute,” Eckermann said. “We are working to expose them to mentors, to show them experiences and opportunities that they may have never encountered before. We want to connect these kids, give them something to work towards…that also forms a connection to the things that may inspire them.”

In addition to all the reflecting and historical fun at the 34th Annual Tall Ships Festival, some youth may be walking away with an experience that puts a new wind in their sails.

PARKING AND TRANSPORTATION The Ocean Institute will sponsor free shuttles that run directly to the Festival.

Parking is free at the designated shuttle lots located at Strand Vista Park and Dana Hills High School.

The shuttles will run from 3-9:30 p.m. on Friday. Shuttles will be available from 8:30 a.m.-8:30 p.m. Saturday and Sunday.

Shuttles run approximately every 30 minutes directly from the shuttle lots to the Festival.

OC Sheriffs and Fire Authority Collaborate on Air Operations

W

hen a person is stranded in the wilderness, injured in a remote part of the county, or simply needs an emergency air evacuation, it is critical that our first responders are on the scene as quickly as possible.

In that spirit, Orange County Sheriff’s Department (OCSD) and Orange County Fire Authority (OCFA) have agreed to a solution to the longstanding conflict between both agencies’ helicopter operations. Following mid-air confrontations, duplications of service and, arguably, unprofessional procedures, OCSD and OCFA have announced a new Joint Air Operations Plan covering helicopter operations.

Over the last several months, OCSD and OCFA have worked cooperatively to develop a new Air Operations plan and have been operating under the principles of the agreement in order to secure the health and safety of Orange County residents. The new operating plan will govern helicopter activity of both agencies and how emergency air operations will be coordinated and conducted between the two agencies.

responsibilities for both organizations, namely that OCSD helicopters are tasked with air search and rescue responsibilities, as well as emergency medical calls for service that occur on non-paved roadways that are not suitable for vehicular traffic. Getting to the approved Air Operating Plan has been a long and winding road, months in the making. I would like to thank both, Orange County Sheriff Sandra Hutchens and Orange County Fire Authority Chief Brian Fennessy, for their leadership in reaching this historic agreement.

As an Orange County Supervisor and member of the OCFA Board of Directors,

I have a unique role serving both agencies and have continuously worked with both to ensure they find an appropriate solution that best serves all residents of the county.

OCSD and OCFA are premier public safety organizations, and the coordination of their assets is critical to ensuring appropriate responses to emergency calls. The new plan will enhance public safety for all residents and visitors of Orange County, and ensure that our air assets are used in a manner that is most effective.

As the agencies continue to collaborate and work side by side; it is important to review other ways to enhance efficiency and effectiveness, such as the co-location of aircraft in central Orange County at John Wayne Airport. As your County Supervisor, I remain committed to protecting the safety and wellbeing of my constituents and will continue to ensure that our first responders work collaboratively to provide the highest levels of service.

ast summer ended with the 40th anniversary of the theatrical re-release of Close Encounters of the Third Kind (1977), and now this summer is ending with the 50th anniversary re-release of 2001: A Space Odyssey (1968). Director Stanley Kubrick’s landmark blockbuster started the season with a 70-millimeter release back in May and had an IMAX release in August. The film broke the science fiction genre out of its cheesy B-movie status of the 1950s and showed how sci-fi could be considered art. Whether it’s a 1968 Cinerama screen or a 2018 IMAX screen, 2001 is still breathtaking to marvel on the big screen.

In writer Arthur C. Clarke’s fictionalized 2001, there is regular space travel and explorations all over the universe. Dr. Heywood Floyd (William Sylvester) discovers a strange black monolith on the moon, while astronauts Dave Bowman (Keir Dullea) and Frank Poole (Gary Lockwood) are later traveling to Jupiter. Things start to seem fishy when the spaceship’s AI computer HAL 9000 (Douglas Rain) makes a curious decision.

For the past five decades, the sci-fi genre has blown up with everything from cult classics to A-list studio flicks to long running franchises. Yet movie fans keep returning to Clarke and Kubrick’s Space Odyssey all these years later. Not only do the seminal practical effects completely hold up from a preCGI production—alongside a stellar classical music score—but it’s fun to see what the filmmakers got right and wrong in predicting 21st century technology. The philosophical themes pondered through the film are still as relevant as ever. As the original poster tagline stated, 2001 is “the ultimate trip.” DP

t’s hard to believe that Tom Swanecamp lives under the same lunar and biological constraints as the rest of us.

The 20-year Dana Point resident has reached beyond “moonlighting” as a volunteer. He participates equally from the boardroom and the beaches.

Swanecamp, founder of Redrock Security and Cabling Inc., has served as the company president for the past 25 years as well as being highly active in not one, but multiple nonprofit communities.

Swanecamp is a member of Miracles for Kids; a nonprofit aimed at helping families with critically-ill children fight bankruptcy, homelessness, hunger and depression so that they can better care for their children. Families assisted by Miracles for Kids are at or below the national poverty level and have a child with a life-threatening medical situation.

“When a child is diagnosed it isn’t just the child that is affected,” Swanecamp explained. “Most of the time one of the parents has to leave their job to support the child. They were already financially

challenged and now it’s gotten worse.

Swanecamp is also on the board of directors and an active member of Waves of Impact.

Waves of impact was formed to introduce individuals facing exceptional challenges like those supported by Miracles for Kids, to the wonders of riding waves and the benefits of spending a day at the beach.

Swanecamp and a team of Waves of Impact volunteers recently completed a wave-riding and beach day with Orange County youth in Newport Beach. A team of highly qualified local volunteers assisted the youth to catch and ride waves, as well as paddle and enjoy their time in the coastal environment.

“Getting that classic ‘wave of their life’ is always great,” Swanecamp commented.

“But sometimes it’s just enabling them to enjoy the beach. Take it easy. It also allows the parents a much needed break from what is assuredly a stressful time. They can relax and trust that their kids will be happy, and cared for in the company of experts and volunteers. It’s a beautiful day.”

Spring to Action Dana Hills junior quarterback Zackary Saavedra steps into leadership role

ana Hills football has a spring in its step.

It’s not the brand-new field turf that’s giving the Dolphins a little more bounce. A 36-point win will do that for you, as Dana Hills (1-1) grabbed its first win of the season against Lincoln of Los Angeles, 46-10, last Friday, Aug. 24.

“Our practices are cleaner,” Dana Hills coach Phil Skinner said. “The discipline is better. It really pays off. The outlook continues to get better every day. I said our whole mantra was about improving every day. We continue to do that. We are a much better team this week than we were last week, and certainly we showed that on the field Friday night.”

One area where that’s evident is the offense as junior quarterback Zackary Saavedra takes control of the spread.

The Dolphins are working with their third offensive scheme in three seasons,

but offensive coordinator Curtis Madden’s spread offense has Dana Hills exploring the entire field.

“I think we’re doing pretty solid right now,” Saavedra said. “I was a little shaky in the first game. Second game, we started to get our stuff together and went up and down the field. I think just the spread and how we’re spreading everything out. We’re

into play. Woolley said a good warm bubble of water helped with the dorado. San Mateo had a midweek haul of 25 dorado, the Boardroom pulled in 18 dorado and dorado showed up in the counts nearly every day.

orado came in droves, and warm water continued to bring strong bass fishing this week at Dana Wharf Sportfishing & Whale Watching.

In his weekly report, Captain Brian Woolley said it was a great week with opportunities just off the beach and on the coast. The remaining kelp beds not hit by the sustained warm water provided good groupings of calico bass.

The missing kelp wasn’t all bad as it opened up some isolated rocks and hard bottom areas. Anglers dropped in sinker lures in these areas to pick up sand bass, sheephead and halibut.

using the whole field, and just keeping everything together.”

Through two games, Saavedra has completed 14 of 32 passes for 253 yards with three touchdowns and no interceptions.

Saavedra completed 50 percent of his passes with two touchdowns against Lincoln.

The field also opened up for senior running back Matthew Lua Mu Poching who

ran for 124 yards and three touchdowns on eight carries against Lincoln.

The improvement was noticeable going from the team’s season-opening loss against Los Amigos, 19-17, on Aug. 17 to the blowout of Lincoln.

“That first week, there was some meat left on the table, so to speak,” Skinner said. “(Saavedra) got very excited, and what do quarterbacks do when they’re very excited? They overthrow. Wide open routes, too. Should have been big celebrations and touchdown passes. Nobody more than him wishes that he could’ve pulled those things back and done it over.”

Saavedra is holding himself to that higher standard. Like everyone, he’s continuing to learn in the offense, but he is also embracing his role as a leader.

“I think I need to take a little bit more control,” Saavedra said. “After the first game, I wasn’t really talking to anybody because I was trying to figure out what I was doing wrong. In the second game, I started to figure it out, and I was like, alright, I need to take a little more control and figure out what everybody needs to do, talk them up, and we end up getting the job done.”

Dana Hills will look to remedy its homeopening loss as it welcomes in Saddleback on Friday, Aug. 24. If the Dolphins win and improve to 2-1, Dana Hills would be above .500 at any point in a season for the first time since Nov. 1, 2013.

“It’s all part of the improvement process,” Skinner said. “You can feel it building.” DP

A

lot has changed since the halcyon days when Matt “Archy” Archbold, Christian Fletcher and Dino Andino ruled Trestles and T-Street some 30 years ago.

“It’s definitely different,” explained Archy when I caught up with him for an interview for The Surfer’s Journal a while back.

“I don’t know what it is, but you go out at Lowers and there’s a hundred little groms out there. They’re ripping and stuff—but they say it’s hard to get a wave. They’ve definitely got a lot of energy. I guess I used to do the same thing when I was a kid, and in that sense not much has changed, but I think it just gets more and more crowded every year. And with the electric bikes, everybody’s going down there.”

Perhaps part of the issue is that, for better or worse, surfing has evolved into a more “respectable” youth sport akin to soccer or baseball. Organizations like the National Scholastic Surfing Association and the Western Surfing Association are competitive and talent-rich. This area also happens to be the premiere hotbed for surf talent in the country. Parents who see potential career paths for their kids may opt to homeschool them so they can hit the beach during the optimum tides and swells.

“When I was growing up, my mom was at work, my dad was at work, and I don’t think they ever saw me surf until I was way older, but now you see the whole family down there,” Archy continued. “Dads down filming every single session. These kids got coaches and mentors. We didn’t have any of that stuff. Everybody had their own style. Now all the kids just watch each other and it’s all the same.”

When it comes to style, Archy’s is often idolized but never replicated. A decade ago, I was working on SURFER Magazine’s guest editor issue with Andy and Bruce Irons. Andy, who passed away in 2010, was matter-of-fact that Archy was his favorite surfer and made sure that the Dana Point Times August 31-September 6, 2018

magazine ran his favorite photo of him (a Jeff Divine image of Archy smashing a close-out section at Off The Wall in Hawaii). Andy saw Archy as the punk rock, “built for speed” stylist who could do it all and always somehow appeared in complete control.

“Sometimes people have their own style and then someone else says, ‘Oh, you gotta fix this.’ And that’s kind of taking away from their style,” Archy said. “Look at MR’s (Mark Richards) style, they called him the Wounded Gull. He wouldn’t have been allowed to develop like that today.

Or Rabbit’s (Wayne Bartholomew) style.

They surfed different. And that’s what I’m trying to say: everybody needs to have their own style. They need to be themselves. If something is awkward, it’s going to stick out, and people might be like, ‘Wow, that’s pretty cool, man.’ That’s one thing I see in surfing these days, everyone is trying to focus on just doing the same kind of thing. They don’t venture out and be themselves. That’s what I’m always trying to do. I let people influence my surfing, but I’ve tried to retain my own style.”

Just the other day, a photo of Archy splayed out in one of his timeless, layback, forehand gaffs was making the rounds on social media. Shot during the last run of swell, it was as relevant a surf image as any on Instagram.

“Just going down the line and telegraphing airs, that has to change,” Archy said. “It needs to get back to rail surfing, fast and carvey. That’s surfing. Doing a cutback, like a tight roundhouse cutback, that’s part of surfing. You have to know how to do a roundhouse cutback, how to get barreled, a bottom turn, just having a good bottom turn that sets you up for the lip is so important and so overlooked today. I just think those are the fundamentals. You have to have a good bottom turn if you want to get to the top of the wave.

“I want to see power surfing,” answered Archy when asked what he’d like to see more of in the water. “When I was growing up, that’s what I was looking up to—just pure power surfing. Speed and style, I just love that. That’s what I love about surfing.

You can do whatever you want to do on the wave, not what someone else wants you to do. That’s why I’m still surfing today.” DP

ith the school year officially underway in Capistrano Unified, this week we’d like to welcome a new ripper to the lineup. Barreling into his first year at Shorecliffs Middle School, Bryse Celaya just made the move to San Clemente from his previous home up in Huntington Beach.

Changing schools (and surf spots) is never easy, so if you see Celaya around, throw a shaka his way or give him a wave. A seasoned surfer and aspiring waterman, last summer he spent a good portion of his time in the Huntington Beach Jr. Guards, where he was named “Top Surfer of the Year.” In August, he pulled on the competitive jersey and came away with a very respectable fifthplace result at the Rip Curl Grom Search in New Smyrna Beach, Florida.

Celaya’s also fond of chasing surf south of the border. Spending ample time down at the El Morro Surf Ranch at K38 in Northern Baja, the locals have dubbed him and his friends the “El Morro Rats” because of how much time they’ve been spending in the zone. He’s also fired up to help the group Surfers Without Borders to get more friends down in Baja enjoying the surf and participating in local contests.

This year, Celaya’s set his sights on successful seasons on the NSSA, WSA and West Coast Board Riders circuits.
