CUSD Board of Trustees Approve Safety Resolution Related to Proposed Toll Roads

Trustee Gila Jones brought forth the resolution, which passed unanimously during a regular meeting Thursday, Jan. 15.

Language in the resolution said Caltrans and the Transportation Corridor Agencies, which published information on the proposed toll road projects in August 2018, “did not give the District accurate notice of these projects, and District staff only became aware of these projects through media and other public outlets.”

Trustees said the toll road projects could affect nearby schools, students, teachers and educational staff, particularly if there were an accident.

“The expression is we’re going to defend these schools,” Board of Trustees President Jim Reardon said during the meeting.

Further language in the resolution said Caltrans and the TCA did not consult with the District on “how to properly protect pupils, teachers, and parents,” and “it is inequitable for the District to be forced to fund mitigation of the impacts caused by development projects that threaten the health, safety, and well-being of pupils, teachers, and parents.” The resolution also said comments about potential environmental impacts must be made during the comment period.

In other CUSD news, the Board of Trustees also heard a presentation about an early college partnership plan with Saddleback College for Capistrano Valley High School (CVHS) students. The goal is for CVHS students to have a framework for an associate degree. Three pathways mentioned were in automotive engineering technology, business, and information communication technology.

“The business pathway is very versatile.

It doesn’t limit them into one industry or another,” said Susan Holliday, associate superintendent of education services. “It has a high labor market demand in many areas of Orange County. It has a lot of interest among our students as well. The average earning in business and entrepreneurship is about $91,000.”

The pilot program would launch in fall 2020 with a target enrollment of 100 students for the first year. CUSD will work to educate students and parents about the program.

The Board of Trustees also approved designating Clarence Lobo Elementary School as a Title I school. Approximately $123,000 in Title I funds will be reserved for Clarence Lobo Elementary, though other Title I schools will not receive less funding. Title I funding is intended to help disadvantaged students with academic achievement.

Five things Dana Point should know this week OCSD Responds to Explosion in Capistrano Beach THE LATEST: Orange County Sheriff’s Deputies and bystanders heard an explosion go off Wednesday, Jan. 22 just shy of 11 a.m. in Capistrano Beach.

Deputies had been on a separate call close to where the explosion went off and immediately responded. The incident occurred at Domingo Avenue and Doheny Park Road, in a parking lot near El Patio Café.

As of Thursday morning, OCSD reported that the explosion was an illegal firework.

“We collected evidence, interviewed witnesses and made contact with the suspect,” said Lt. Kirsten Monteleone, Chief of Police Services in Dana Point. “We’ve determined that there was no intended target to a person or business. However, charges will be filed with the District Attorney’s office.”

There were no reported injuries in connection to this incident.—Lillian Boyd

Bill to Limit TCA Dies in Committee THE LATEST: A bill that would have limited the Transportation Corridor Agencies (TCA) from building new projects and taking on more debt died in committee this month.

The California Assembly Committee on Local Government met Wednesday, Jan. 15, and voted against Assembly Bill 1273, a measure Assemblymember Bill Brough introduced that would have called for an audit, set new parameters for the TCA after Jan. 1, 2020, and prevented the TCA from issuing new bonds to finance projects.

AB 1273 also would have limited the expenditure of development fees to the maintenance, operation, or financing of a completed toll facility that is in service as of Jan. 1, 2020, and for which indebtedness has occurred.

The bill also would have prohibited those entities, on or after the same date, from forming a new joint powers agency to construct bridge facilities or major thoroughfares under that specific authorization or the general authorization. The bill Dana Point Times January 24-30, 2020

intended to prevent further indebtedness.

The bill clarified that facilities constructed would be transferred to the state after any indebtedness had been repaid, prohibiting the imposition of a toll for the use of those facilities.

“This was discussed last spring, and we engaged in lengthy discussion,” said committee Chair Cecilia Aguiar-Curry.

“I believe the issues this bill attempts to address are better solved at a local level.

While I certainly appreciate my colleague’s commitment to address the concerns of the residents of his community, I’m unable to support this bill today.”

In an opposition letter addressed to Aguiar-Curry, the TCA’s chief executive officer, Michael Kraman, describes AB 1273 as “an assault on local control” and a “job killer.”

“The Transportation Corridor Agencies (TCA) is two joint power authorities (JPAs) composed of 17 local cities and the County of Orange. This bill attacks the TCA and the Orange County local governments that are part of the JPAs,” Kraman wrote.

The TCA has more than $3 billion in planned projects, including local and regional partnerships.

Brough first proposed the bill in 2019, but he had stalled it, wanting to wait and see if an external audit could provide more transparency.

The TCA recently released an external audit of a communications and outreach contract with Venture Strategic, saying it “found no malfeasance.”

Brough’s office sent a letter to the Joint Legislative Audit Committee earlier this month asking for an external audit to be conducted on the TCA. “I have no doubt that issues related to the financial management and governance structure of the Toll Roads will continue and deserve attention that a few internal TCA audits are not comprehensive enough

to resolve,” Brough said in an email to Dana Point Times.

He added that Orange County taxpayers should remain concerned for the TCA’s potential misuse of public money.

“Homeowners, businesses and drivers who all pay money to the Toll Roads deserve transparency and confidence in the agency,” Brough said. “I look forward to continuing to fight for transparency and finding the right mobility solutions in South Orange County.”

WHAT’S NEXT: Brough represents the 73rd Assembly District and is up for reelection this year. He faces multiple Republican contenders in the March Primary Election, and he has campaigned on limiting the TCA. “It’s time to rein in the Toll Roads,” Brough’s ballot statement reads, adding that “Toll Roads became a gravy-train for local politicians who issue multimilliondollar consulting contracts to friends.”

Assembly Candidate Discusses Homelessness, Toll Roads THE LATEST: Chris Duncan, an Assembly candidate for the 73rd District, spoke about several issues of concern during Coffee Chat in San Juan Capistrano on Friday, Jan. 17.

Duncan lives in San Clemente, is running as a Democrat, and has worked in the Department of Homeland Security as an attorney. The 73rd District seat is currently held by Republican Bill Brough.

“I felt a need for urgent action for this district, (for) a candidate who wasn’t tied to political or special interests and didn’t have a career in politics but was coming from a pragmatic approach to solving problems,” said Duncan, who was a guest speaker at San Juan's Coffee Chat. “That’s what I did at DHS and Customs and Border Protections, working with people of all different politics and having one mission we all came together to achieve.”

Duncan talked about regional concerns with the audience, including homelessness and proposed toll roads. Local control is needed to solve homelessness, and affordable housing and direction needs to come from the state, Duncan said.

“The money needs to flow down from the state to local governments,” said Duncan, who is now in private practice.

“Well, the state’s not going to fund local governments if they don’t agree with the policy or if they haven’t been advocated to deliver money to local governments or aren’t confident the local government will use the money as intended, so you need a voice to advocate to the government and state agencies. . . . I will be able to make that connection.”

As for the fallout from the Supreme Court decision on Martin v. City of Boise, Duncan said beds should be provided for people sleeping in public spaces since it’s the law, and discussions can be held about where those would be located. Housing should also be provided for people who want it and can get into it, he said.

“Talk to deputy sheriffs and the sheriff about this,” he said. “They want clarity.

They want to know what they can act on and what they can’t act on. If there’s a bed, Dana Point Times January 24-30, 2020

there’s clarity. If they don’t go to the bed, they can be arrested.”

As for the toll roads, Duncan said he hasn’t seen anything so far that establishes building another one or that an extension is necessary to alleviate traffic.

Duncan also said the Transportation Corridor Agencies (TCA) is not the right agency to determine where to build a toll road.

The TCA is working with the California Department of Transportation (Caltrans) to conduct studies on proposed routes.

Duncan said he wants to work against partisan forces in Sacramento, protect and help South Orange County, and get probusiness policies in place. The environment is also important to Duncan.

“We need to have a plan to handle sealevel rise and not just sort of hope that things get better in the future,” he said.

“We need to sit down and bring people together to have a plan to prepare ourselves for when the sea level rises and what we’re going to do.”

Music Preserves Celebrates One Year of Preserving Culture THE LATEST: Music Preserves Foundation is celebrating one year of music and cultural history education after launching

in early 2019.

Arts and Culture Commission Chair Anthony Small partnered with Patti Compton, recent public relations director for Omega Events (the entertainment production company that produces the Doheny Blues Festival) to build the organization.

Compton and Small crossed paths in 2018 during the Doheny Blues Festival.

Compton had been seeking a partnership to build a nonprofit to advance music education, and Small had been ready for a career step toward giving back to the community.

The young nonprofit achieved several milestones during its first year of operation through partnerships in 2019 with several music festivals in Dana Point. The organization hosted a Music Preserves Stage at the Doheny Blues Festival presenting interviews with musicians and blues historians, curating music for the Ocean Institute Tall Ships Festival Sails N Ales events and introducing musicians on the Storytellers Stage at the Ohana Festival.

The foundation launched its Backstage Experience Program for high school music students at the Doheny Blues Festival and the Ohana Festival where music students from local high schools chosen by their music instructors were able to have the opportunity to attend a festival and meet a headlining musician backstage.

“Students were able to have inspiring discussions with the artists about music and the drive it takes to make it in the music business,” Small said.

Lang. High Schools represented included Laguna Beach High School, Dana Hills High School, Aliso Niguel High School and San Clemente High School among others.

Music Preserves Foundation achieved another important milestone during its first year of operations by creating and piloting its Music and Cultural History Education Program in fifth grade classrooms at Wood Canyon Elementary School in Aliso Viejo.

The Capistrano Unified School District awarded a special recognition award to Music Preserves Foundation for the innovative program that chronicles the history of American music and weaves in cultural history, infusing the history of roots music with storytelling and facts about cultural influences that shaped the music.

“It has been a challenging project for sure, but we have been able to accomplish quite a lot in our first year. Both of us had important relationships in place prior to launching the foundation that allowed us to execute our programs right of the gate at the festivals and in the schools,” said Compton, president of the foundation.

WHAT’S NEXT: Future plans include implementing a music and cultural history education program in additional schools and further developing and licensing curriculum in order to impact the lives and education of as many students as possible.

“The lessons are very impactful for the students. They are eager to learn more about music and cultural history each week. We are inspired by the results of our pilot program and the positive reaction we received from the students,” said Compton.—LB danapointtimes.com

or 22 years, the Doheny Blues Festival has brought big names in blues to the area, including B.B. King, Bonnie Raitt, Ben Harper, The Black Crowes and many more. This year, however, the longest-running music festival in Dana Point will not be returning for a 23rd year, but organizers are exploring a new venue for 2021.

In a news release, Rich Sherman, president of Doheny Blues Festival, Inc. stated that Sea Terrace Park has been “a wonderful venue for the festival for the last two years,” and expressed gratitude to the City of Dana Point, the Arts & Culture Commission, the local hotels and neighbors.

Bates Introduces Bills Aimed to Improve AB 5 Sen. Patricia Bates (R-Laguna Niguel) announced two proposed bills aimed to help newspapers and freelance journalists continue to operate in California by exempting them from the state’s new anti-independent contracting law, Assembly Bill 5.

AB 5 is a state statute that codifies into law a landmark Supreme Court of California case, Dynamex Operations West, Inc. v.

The Superior Court of Los Angeles County, and which holds that most workers are employees, ought to be classified as such, and the burden of proof for classifying individuals as independent contractors belongs to the hiring entity.

AB 5 entitles workers classified as employees to greater labor protections, such as minimum wage laws, sick leave, and unemployment and workers' compensation benefits, which do not apply to independent contractors.

The bill has sparked some divisiveness within the Legislature. It was introduced

by Assemblymember Lorena Gonzalez and endorsed by Gov. Gavin Newsom. It was approved by the California State Senate 29-11 on a party-line vote, by the AsDana Point Times January 24-30, 2020

The Doheny Blues Festival had initially been held at Doheny State Beach; hence, its namesake. However, in the fall of 2017, the Doheny Blues Festival submitted a bid

to continue producing its events at the state beach and was unsuccessful in the bid process. The May 2018 weekend was awarded to Synergy Global Entertainment (SGE), which won the bid but ultimately did not produce an event in the window awarded.

SGE had not returned Dana Point Times’ requests for comment as of press time.

“Assembly Bill 5 took a sledgehammer approach to an employment problem that required a scalpel, which consequently hammered many Californians who truly wish to remain their own bosses,” said Bates. “The Legislature can begin to fix some of AB 5’s flaws by helping California’s newspapers and journalists continue to operate normally as they have in our state. Passing my legislation will help preserve quality journalism in many communities.”

Sen. Bates introduced Senate Bills 867 and 868 to address separately the concerns of newspapers and freelance journalists. Both bills are currently pending referral to Senate policy committees.

SB 867 would permanently exempt newspaper distributors and carriers from AB 5. While existing law exempts newspaper distributors from AB 5’s requirements for one year, it is not a long-term solution, Bates said.

“If left unfixed, AB 5 could eventually lead to the closing of many local papers by saddling them with additional costs they cannot afford,” Bates said.

SB 868 would exempt freelance journalists from AB 5. AB 5’s restriction limits freelance journalists to 35 stories a year if they wish to remain an independent contractor.

Bates represents the 36th Senate District in the California Legislature, which covers South Orange County, North San Diego County, and Marine Corps Base Camp Pendleton.

Woman Dead After Stabbing in San Juan A female victim in San Juan Capistrano died after allegedly being stabbed by a man believed to be her husband, according to the Orange County Sheriff’s Department.

The victim was confirmed by the Orange County Coroner to be Lydia Garcia.

The suspect was identified as Sebastian Garcia Ramirez.

OCSD deputies responded to a residential area in the 26000 block of Cedar Grove Court in the city of San Juan Capistrano after multiple calls of a domestic disturbance at approximately 10 p.m. on Tuesday, Jan. 14, and found the victim inside a residence suffering from multiple stab wounds, a news release said. Garcia was approximately 45 years old and pronounced deceased at the scene.

“Deputies detained a male suspect, approximately 50 years old, at the scene. He was transported to the hospital for treatment prior to being booked into Orange County Jail,” the news release said. “He is believed to be the husband of the victim.

Homicide investigators responded, and the investigation is ongoing.”

There is believed to be no further threat to the community based on “initial witness information.”

For all of the music fans who travel to Dana Point each May, Sherman says the goal is to present a weekend of music that will tie in the local live music venues.

There may not be a big stage in a park, but there certainly will be music all around town, and details will be announced soon, Sherman said.

“To keep the music rolling in Dana Point and give the Doheny Blues Festival fans a fun, music-filled weekend, there will be concerts and music planned at multiple venues throughout the area and an educational series developed by Music Preserves Foundation,” said Patti Compton, president and co-founder of Music Preserves Foundation. “We look forward to exploring this idea and creating a unique and memorable weekend.”

Sherman added that the reputation of the festival is strong and that there has been tremendous support from the music community in response to the postponement announcement.

“Our goal has always been to bring world-class blues and roots musicians to Dana Point, and we are very confident that we can present an exciting lineup in 2021, if given the opportunity,” Sherman said. DP

Letters to the Editor LOCAL STR INVESTOR SHOWS HIS IGNORANCE SANDIE IVERSON, Capistrano Beach

I read with interest local realtor Shevy Akason’s letter in the Jan. 10 issue entitled “Small Group of Newer Residents Trying to Change Dana Point.” What a misleading title! Was he not aware that over 4,000 residents signed a referendum in 2016 to overturn a liberal short-term rental ordinance? Rather than “changing” Dana Point, they fought to retain their neighborhoods as homes for owners and renters who have invested in our city— people who vote, shop and live here, send their kids to local schools and care about their neighbors.

And what does he mean by “newer” residents? Last time I checked, all residents of Dana Point, whether old or new, have equal rights. In fact, newer residents pay a lot more in property taxes than older ones because of higher property valuations. For the record, I’ve been here for almost 30 years, and like most people I’m concerned about special interests trying to take residential homes out of our very tight housing pool and using them for short-term vacation rentals. I suggest Mr. Akason read some of the letters and complaints sent to Code Enforcement from ordinary citizens who are forced to handle the well-documented noise, parties and other nuisances from unsupervised STRs. While our zoning allows anyone to rent their home for 30 days or more, shortterm rentals are not permitted in Dana Point. Rather than suggesting that STR opponents are “taking away property rights,” Mr. Akason should admit the truth that no such property rights exist in Dana Point to begin with. Dana Point’s zoning code allows rentals of a minimum 30 days or more, period. He also suggests that it’s a good thing to protect homeowners associations from STRs, but he seems to be OK with throwing the rest of us who don’t live with HOA rules under the bus. How fair is that?

I understand he wants to rent his property short-term and turn it into a money maker whether that affects his neighbors or not, but fortunately, we all have property rights. If new STR rights are to be added to our zoning, every resident of Dana Point should be allowed to weigh in on it, since the desires of STR investors (who often don’t even live here) definitely

impact the quiet enjoyment of our homes and neighborhoods.

I believe that most people who voted for Donald Trump didn’t set out to eliminate common decency from our culture. They simply made a political deal with a wealthy man who really only wanted to be king.

Our President thinks he is a king. And kings don’t think they have to worry about being decent.

President Trump has turned out to be an embarrassment to all Americans, even to many who voted for him. It is time for the king to be dethroned, if for no other reason than common decency.

CUSD’S NEWEST BOND ATTEMPTS: AN EXPENSIVE BAD IDEA PAUL AND ANN-MARIE HINES, San Clemente

My husband and I worked as teachers for a combined total of 30 years in the public school system in different school districts within Orange County.

Both of us experienced similar learning/teaching environments. We bought our own pencils, paper, and even painted our own classrooms. Both of our schools received millions of dollars in funds for school improvement.

The changes to our school sites were minor—fresh paint on the outside, some classrooms painted, new handicap bathrooms, handicap ramps, and a better parking lot design. Our school sites looked basically the same after the millions of dollars were spent.

Measure H money will not make it to the classrooms. There are highly paid administrators who get a large sum of money. Our classrooms were barren and dirty at the start of every school year.

I used to say that the children should have golden toilets in their bathrooms for the amount of money given to the school system. Instead, as teachers, we were limited in our supplies, with high expectations from the higher-ups, and our schools lacked funding for the students.

Measure H is a scam and will not improve schools.

Please vote yes on Measure H and Prop 13; both are vital to the capital improvements that our local schools drastically need to ensure our children continue to receive high quality education.

Please note that if Prop 13 passes (and Page 6

it is predicted to pass) without Measure H, we will be paying for state bonds that we do not benefit from—these funds are only available in conjunction with the passing of a local bond measure.

Contrary to other opinions published in the Dana Point Times, Capistrano Unified School District has a detailed plan for use of Measure H and includes provisions for public oversight and independent audit procedures.

The mechanism that determines state funding allocations to school districts leaves CUSD in the lowest ranks of dollars per pupil, and these monies are only for operating and maintaining schools.

Capital improvements to schools in the state of California are only funded through the passing of state and local bond measures. No other funding exists to complete all necessary vital improvements.

Without Measure H, our schools will continue to deteriorate. A large portion of Measure H funds are designated for San Clemente High School, with the remainder going to elementary and middle schools in San Clemente and Capo Beach.

San Clemente High School (and all of our San Clemente elementary and middle schools) has fantastic teachers, staff, administration, and students. However, the world class education they receive takes place on a 55-year-old campus that no longer meets the technological or environmental needs of our youth and education professionals.

Pitt was my favorite of the two male leads in Quentin Tarantino’s Once Upon a Time in Hollywood, but was anyone expecting him to keep winning over legends such as Al Pacino and Joe Pesci in Martin Scorsese’s The Irishman?

The night ended on the most interesting note, with Bong Joon-ho’s Korean satire Parasite winning Best Ensemble Cast, as the Guild showed some love for not only a well-performed feature but also a film made outside of our homeland. While the winners are looking to be a little underwhelming so far, at least we’re losing three weeks’ worth of Hollywood politics and attention-seeking this year. DP

his month’s Screen Actors Guild awards remind us why they are still the smoothest-running televised awards show out there. No host and only a dozen categories within a two-hour runtime.

Movie-wise, it’s probably a good thing everything this season is being held a month earlier, because all the acting contenders are bizarrely boring this year. Joaquin Phoenix and Renee Zellweger won Best Actor and Best Actress once again for Todd Phillips’ Joker and Rupert Goold’s Judy, respectively.

While Phoenix’s win could arguably be his “makeup” year, it’s still unfortunate for me, because I continue to not see the appeal of Joker. Zellweger’s win is even more baffling to me since she already got her Oscar 17 years ago, so one would assume it would be a rare, weak year for female lead roles. But it’s not even that, because Ana de Armas for Rian Johnson’s Knives Out and Lupita Nyong’o in Jordan Peele’s Us are still around.

BILY’s Principles Provide Pathway for Healthy Living

W

hen Susan Parmelee asked me to write a guest Wellness & Prevention column, the answer was an easy yes.

The Wellness & Prevention Coalition was established to bring resources together that support healthy youth and families in South Orange County. As the Program Coordinator for Because I Love You (BILY) San Clemente chapter, I value my involvement with the coalition, as the missions of the two organizations align and we work together to bring valuable resources to the community.

My personal involvement with BILY began in 2011, observing the BILY San Diego chapter with the goal of launching a group here in my hometown of San Clemente.

I have personally witnessed the great need as exemplified by the words of a local parent, “BILY has quite literally changed my life, my WELLNESS AND marriage and the lives of our PREVENTION kids. It all had to start with

If you are a parent struggling with an adult child not moving through life or maybe a younger child who is headed in the wrong direction displaying attitudes of entitlement, disrespect or substance abuse, Because I Love You Parent Support Group can help.

Our meetings are a safe, confidential place for you to acquire the tools and support to establish structure and find the strength to work to develop healthy, cooperative family relationships.

BILY is an action-based program built upon 10 basic principles, which equip parents with constructive ideas in creating a

peaceful home. During the weekly meetings, trained leaders work with parents to develop a personalized plan for their particular household and provide guidance as how to respond differently to their child’s behavior.

The principles of BILY are designed to promote structure and consistency on the part of the parent and responsibility and accountability on the part of the child. It is important to note that the principles of BILY also provide a pathway of healthy living for the parent.

If practiced as a way of life, they outline the means by which parents will be able to meet other difficulties in life, as well. Many have seen in them a way to happy and effective living outside the family dynamics, which initially brought them to the program.

They are simple, yet if practiced with consistency, are powerfully effective.

Tough Pod Trio of Dana Hills wrestlers ranked, ready for championship season

T

he championship season of the wrestling schedule is here, and three Dana Hills seniors are aiming right for the top of the podium.

A season of dual meets and widespread weekly tournaments are out of the way, and Josh Harkey, Gavin Walker and Layla Donahoe are ready to show their individual might starting in the Coast View Conference tournament on Saturday, Jan. 25, at Aliso Niguel High School.

Each of those three showcase the trademark of a Dolphin wrestler: toughness.

“What (Coach Reza) Abedi started when he came over here so many years ago (1994) was just making tough wrestlers,” Dana Hills assistant coach Eric Romm said. “They’re tough kids and they don’t care if the opponent is better, ranked Dana Point Times January 24-30, 2020

higher, seeded higher than them. They just want to wrestle a tough match.”

At 195 pounds, the Cal Poly-bound Harkey, ranked No. 3 in the state, might have the most expectations placed on him.

“My goal has been to be a state champion since last year after state,” Harkey said. “I realized it was within reach, it was possible to do. In the offseason, I went to nationals. I really started grinding, working hard and trying to perfect my skills and refine what I’m really good at.”

Last season, Harkey won a CIF-SS championship and finished third at Masters and in the top 12 at State. This season, Harkey opened the season ranked No. 5 in the state in his weight class and fought up to the top ranking. He’s dropped a couple spots to No. 3, but nonetheless, the high ranking is validating for Harkey.

“I remember all of my junior year that I felt under-ranked,” Harkey said, “but then this year, they’ve finally started noticing I’m the real deal.”

Harkey, who is strong on the underhook and can move and throw his opponents with ease, should repeat as conference champion this weekend and move on to the CIF-SS Coastal Division championPage 12

ships on Feb. 14-15 with Masters on Feb. 21-22 and State on Feb. 28-29.

Walker, ranked No. 21 in the state at 145 pounds, sees this championship season as a chance for redemption after an injuryplagued junior season.

“Last year was a complete failure to me,” Walker said. “I didn’t fulfill all the expectations I had. That changed my complete mentality. It made me realize how little time I have left, and what I have to do, how hard I have to push myself.”

Walker finished second in the conference last season and sixth at CIF-SS. Walker will again compete for the conference title individually, but he wants to try and bring up the whole team’s efforts beginning this weekend.

“We went 0-4 in league duals,” Walker said. “It wasn’t good. It was all a learning experience. This is where we have to peak. I want to go to State with my buddies. I don’t want it to just be me, Josh and Layla. I want to see the juniors there. I want them to do what I couldn’t do.”

Donahoe put in a lot of work over the offseason to prepare herself for this point.

Donahoe finished second at 189 pounds at the CIF-SS Southern Regional last

season and seventh at the CIF-SS Finals to qualify for State. Donahoe went 0-2 at State, but she said that it was “because of a mistake.”

For this season, Donahoe dropped down to the 160-pound weight class, gained more muscle mass and sometimes practiced twice a day. Donahoe is ranked No. 6 in the CIF-SS. “I was hoping to do a little bit better in some of my tournaments,” Donahoe said, “but overall, I’m proud of myself.”

Donahoe, one of only a handful of girls in the program, benefits from wrestling alongside, and sometimes with, the boys and said she can gain strength by simply wrestling against them.

“Layla always tells me if we have a girls practice, I’m not going,” Romm said.

“I want to practice with the boys. She knows how tough it is and how to get better. She’s the kind of girl that fights for herself and advocates for herself every day.”

In wrestling, the hard work shows.

Skill, technique and strength go a long way, but at the top levels when the best wrestle the best, toughness wins out.

Big changes at Hurley and a shaky industry illustrate the murky future of the surf biz

ast week, surfwear brand Hurley laid off more than 60 employees. At the start of the year, it was made public that Hurley would also be making drastic cuts in its roster of sponsored athletes and would not be renewing some contracts. It was seismic news in an already shaky surf industry.

In October 2019, it was announced that Bluestar Alliance had acquired Hurley from sportswear giant Nike for an undisclosed amount. Bluestar is a New York-based licensing company with zero surf roots, so it was only a matter of time before cuts and restructuring came. And here we are.

“The Hurley brand was built on the idea of the golden rule—treating employees, vendors, retailers, athletes, artists and musicians as we would like to be treated,” Hurley founder Bob Hurley told the digital trade publication ShopEatSurf when the Hurley news broke. Hurley has not been involved with the company since 2015.

“Our fundamental principles were inspiration, inclusion, innovation, positivity and diversity. . . . As a result, the community felt inspired, empowered, passionate and willing to do amazing things, thereby changing the game,” continued Hurley.

The troubles at Hurley have come at the same time as Rip Curl was sold to New Zealand-based outdoor retailer Kathmandu.

And with both Quiksilver and Billabong under the same Boardriders ownership, it’s hard to tell what’s actually happening there.

Adding a little more fuel to the fire, Los Angeles-based action sports retailer Active Ride Shop is being auctioned off as part of its bankruptcy proceedings.

These surf industry developments fall into the category of “local news” here in San Clemente and Dana Point for a variety of reasons.

First, Hurley is based just up the road in Costa Mesa, and a number of employees— and now former employees—live in the area.

It’s always hard knowing that friends and neighbors are going through tough times.

Hopefully, this is but a speed bump and bigger and better things are on the horizon for everyone.

Parents of young, aspiring surfers in the San Clemente and Dana Point area should take heed. The overall poor health of the surf industry should temper expectations about chasing careers as pro surfers.

To be frank, pro surfing is not a viable career path for more than 99% of the surfers in the world. And this isn’t just a personal opinion; this sentiment comes from a number of surfers, managers, team managers and other industry types.

That’s not to say “pro surfing” is going away, but the game is changing. Keep chasing waves, but also chase an education and plan for the future.

As with every dark cloud, there is a silver lining. This isn’t the first time we’ve seen giant surf brands swirl the drain. Look no further than Gotcha and Ocean Pacific and Body Glove. Nobody was bigger in the ’80s.

Now, where are they? Either gone or withering in a licensing graveyard.

But as those brands lost relevance and faded, exciting new brands were born.

The bigger brands get, and the more their corporate overlords make decisions in the

boardroom and not on the beach, the harder time they have struggling with that “core” surf culture.

And once you’ve lost the core, you’ve lost everything.

“The market for surfwear has turned out to be merely window-dressing by surfing’s actual participants, who represent just a tiny percentage of the global market,” wrote Phil Jarratt in his 2009 book Salts and Suits, which details the history of the surf industry.

“The real market, analysts and cool hunters alike now agree, is that vast and growing tribe of urban dreamers who aspire to an action lifestyle, whether they actually lead one or not,” Jarratt continued.

Like an old tree falling in the woods, when these giant surf brands lose relevance, clout and market share, it lets the sun shine down on new, emerging brands and allows them to begin to spread their branches. They will be the ones to reshape the surf industry and the sport in their own likeness.

We see it year after year, generation after generation, and maybe right now the surf biz is just shedding its skin. There are more surfers in the water than ever before. The sport is enjoying worldwide popularity and acceptance.

For the first time ever, surfers will compete at the Olympic Games this summer.

There’s no shortage of opportunities out there; it’s just how to take advantage of them that’s the issue at the moment. DP

ever underestimate the power of positivity. Whether it’s jamming with his crew at T-Street or getting his Spanish flow down at Las Palmas Elementary School, young Zion Walla is all about spreading the stoke and firing up his friends.

“Zion and his sister, Eden, have grown up in the Positive Vibe Warriors tribe and always have the biggest smiles,” says Frankie D’Andrew of the Positive Vibe Warrior Foundation.

Zion recently dropped a new edit that showcases the goofy-footer’s considerable skills. While most surfers around town have been struggling in the small surf lately, he’s been having a ball, pulling into barrels, smashing the lip and doing finless spinners to the beach. And speaking of finless spinners, at the start of the month, Zion lost his favorite board from Catchsurf. He’d saved all his pennies to buy the board, and then it was gone. But when his dad posted something about it asking if anyone had seen the turquoise soft-top, San Clemente softboard star Johnny Redmond, who’s sponsored by Catchsurf, stepped up and replaced it—because there ain’t no stoke like the stoke of giving back.
