Welcome to this month’s magazine for Darlington Borough Welcome to the August edition of Darlington Together The arts scene looks to be shaping up well for the town. We recently announced that in partnership with Theatre Hullabaloo we have successfully bid for funding to create ‘The Hullaballoon’, a child-centred theatre which will be built next to the Civic Theatre – read more about this on page 30 and 31.

AUGUST

We’ve also declared our vision for the Head of Steam museum. We know how important it is to Darlington’s heritage, and its future, and that’s why we’re working on plans to make it even better. After all, Darlington is the birthplace of the passenger railway and 2025 which celebrates 200 years since its invention looks set to be a great milestone for the Borough.

And finally, a quick reminder that the Festival of Thrift which takes place in September is fast- approaching, and there are lots of fun, free activities planned. There’s more information about the festival in the first half of this magazine, and there will be a full spread about what’s taking place in next month’s issue – don’t miss it.

Cllr Bill Dixon MBE (@billdixondton) Leader of the Council

These developments are wonderful news for the town. I love Darlington with all my heart, and it’s evident that many of you do too – from the people who have lived here all their lives, to the people who have moved here for work and education. It’s a great place, and it can only get better for all of us in the future.

Safe Places Organisations in Darlington have signed up to become ‘Safe Places’ in the extension of a scheme which aims to create and develop a network of safe places in public areas in and around the Town Centre. Safe Places are open to anyone who feels threatened or anxious due to real or perceived behaviour of others around them. Initially the ‘Safe Place To Be’ scheme was set up by the Local Safeguarding Children’s Board (LSCB) - a multi-agency partnership who work together to ensure the safety and welfare of children in Darlington. Recently the scheme has been extended to include adults who are victims of intimidation. Safe Places provide a point of contact and offer a range of help from a “listening ear” and a cup of tea, to help with reporting an incident to the police if the victim wishes to do so. Incidents can be reported anonymously. “We are developing Safe Places to ensure that when someone is bullied or victimised, they have access to organisations that can offer them a place of safety, as well as support if they need it. I must stress we are not developing this because Darlington is unsafe, but because just like everywhere else, there are small numbers of people who pick on people who they see as being different to themselves. This kind of behaviour will not be tolerated.” Councillor Bill Dixon, Leader of Darlington Borough Council, with responsibilities for Policing and community safety

Not all young people are ‘doing it’ Main headlines from this year’s survey found:

SMOKING • 95% of young people did not smoke tobacco in the last week

• 90% agree that ‘Smoking tobacco is never a good thing for young people’

There is a common view that all young people are drinking and taking drugs and this is often exaggerated by the media. The reality is that more than 90% of all young people in Darlington don’t drink alcohol or get drunk regularly and even fewer take drugs.

ALCOHOL • 90% of young people did not drink alcohol in the last week

• 95% of young people were not drunk in the last week

DRUGS • 90% of young people have

Every year, the Council’s Drug and Alcohol Action Team (DAAT) surveys 11 to 16 year olds, capturing the behaviour and opinions of over 3,500 young people.

never taken drugs

The survey has shown that a high proportion of young people overestimate the amount of young people their age engaging in risk taking behaviours.

• 90% of young people agreed

The Healthy Behaviours Survey asks a range of questions about tobacco, alcohol and drug use as well as bullying and sexual health (for older year groups). The results are then built into lesson plans to demonstrate to young people that a minority of their peers are involved in risk taking behaviours and that overall, opinion is not in favour of these behaviours.

BULLYING • 96% of young people agreed

that ‘it’s NOT OK to take drugs’

This feedback is more convincing because it is reporting back what the young people in Darlington have said themselves. This overall aim is to alter the perceptions and opinions of young people and allow them to change their behaviour so that less are involved risk-taking behaviours. In the five years since we have been doing the survey the reported risk taking behaviours have significantly reduced. This is thought to be partly through education in the schools and partly through showing young people the evidence that actually not all young people are ‘doing it’.

that, ‘It’s NOT OK for young people to be bullied’

SEXUAL HEALTH • 90% of young people have never had sexual intercourse

EXERCISE AND DIET • 90% of young people agreed ‘It's important for under 18's to do at least 60 minutes of physical activity every day’

(L-R) Councillor Nick Wallis (Cabinet Member for Leisure and Local Environment), Miranda Thain (Creative Producer for Theatre Hullabaloo), Lynda Winstanley (Director, Darlington Civic Theatre) celebrating outside the future site of the Hullabaloon.

It’s show time for an exciting project to create the only children’s theatre north of London, here in Darlington. Theatre Hullabaloo and the Council have successfully bid for £1.5million of funding from Arts Council England to create the theatre which will be a centre for excellence in the North. The successful application was assisted by Creative Darlington, who are also supporting the sustainable development of other arts assets in in Darlington. The Hullabaloon, as it will be known, will deliver plays and activities aimed at children. It will be built on the site of the old fire station next to the town’s Civic Theatre, who have a long-standing and close-working

relationship with Theatre Hullabaloo. It will also provide a fantastic space for community use so everyone in Darlington will be able to get something out of the building. The £2.15million project has been made possible by a £660,000 commitment from the sale of the former Arts Centre. The Hullabaloon will include a 150 seat studio theatre, family café, creative play spaces plus rehearsal and office space for Theatre Hullabaloo. The curtain is set to rise for the first time in 2016.

r Darlington... “We’re committed to making Darlington a place where art happens, where the arts matter and where arts and creativity are central to the town’s future identity and economic success and that is why we’re contributing £660,000 from the sale of the former Arts Centre. The funding will allow Theatre Hullabaloo and Darlington Borough Council to create a nationally significant children’s theatre space, in addition to our historic Civic Theatre, promoting excellent arts practice for children and young people while bringing more people into Darlington to take part in and enjoy the arts.

“The opportunity to build a child-centred theatre in Darlington is a dream come true and as the only theatre of its kind in the North, the Hullabaloon will have a hugely positive impact for children and families based within the region for years to come. It will also make a significant contribution to children’s theatre nationally and internationally.” Miranda Thain, Creative Producer of Theatre Hullabaloo.

But the space is not only for children and young people, it will also be used by the wider community so will benefit everyone in the Borough.” Councillor Nick Wallis, Cabinet Member for Leisure and Local Environment. “We’re absolutely delighted that the proposal has been granted funding, it will be an excellent addition to Darlington’s arts landscape.” John Dean, Chair of Darlington for Culture.

Creating more skilled jobs in Darlington

Our push for more skilled and well-paid jobs here in Darlington received a welcome boost with the news that The Tees Valley Local Enterprise Partnership, which the Council is part of, has successfully bid for £28 million of Government money. The money will be invested in Central park and a feasibility study for Darlington train station. Central park is a development close to Darlington train station. It is a hub for businesses focused on innovation and skills growth as well as high quality housing. It aims to fill the skills gap that exists in Darlington so that people who want a good job don’t have to leave the area and businesses can find people with the skills they need. The development has really progressed in the past year with 330 new homes and the building of Business Central and the National Biologics Manufacturing Centre. Teesside University and Darlington College are also on the site to provide the qualifications and training that people need to access the highly skilled jobs which will be created by these businesses.

26 | www.darlington.gov.uk

What’s next for Central park? The next two years will see the National Horizons Centre, which focuses on technologies of the future, built on Central Park. This will create 100 direct jobs and more than 2,000 indirect jobs. Followed by Factories of the Future, which is like a high-tech super kitchen, the site will become a centre for expertise in industrial biotechnology, subsea engineering and digital manufacturing and design. A study looking at ways to improve Darlington train station also received funding. It could lead to faster journey times and more long distance services on the East Coast Main Line, as well as improving the retail offer of the station. This is part of the Council’s vision to attract more business and investment to the town. The project would increase capacity for more rail and freight industry on Teesside and support the development of Central park by providing businesses with better rail links across the country.

Love Where You Live We’re launching a new campaign to encourage people to make the most of the fantastic green spaces, parks and communities that we have here in Darlington – it’s called Love Where You Live and there’ll be lots of opportunity to get involved. As a council we’re committed to keeping the town clean and tidy, maintaining our beautiful parks and keeping our green spaces open for use, but we need your help to do this. So are you up to the challenge? Over the next 12 months we want to showcase why you Love Where You Live and what you do to show it. It might be organising a litter pick on your street, cutting the grass verge in front of your house or volunteering with one of the many ‘Friends of’ groups that work across the Borough.

To show that You Love Where You Live, you can: • Put your litter in a bin, if you can’t find one nearby take it home • Pick up your own dog’s poo – believe it or not there’s no such thing as the dog poo fairy! • Put chewing gum in the bin, not on the pavement or next to a bin • Help keep your favourite places clean and well maintained

How do I get involved? • Join a ‘Friends of...’ group If you’re green fingered or interested in wildlife, joining a group like Friends of Drinkfield Marsh might be right up your street. They help with the maintaining and improving Drinkfield Marsh Nature Reserve.Visit: www.darlington.gov.uk/parks

• Become a Street Champion Street Champions organise and take part in litter picks in their local area. If you would like to become a Street Champion contact: phillippa.scrafton@darlington.gov.uk 01325 406648
