Information from Newington Parish Council Among the items reported at the recent the Parish Council Meeting were the following:
The Pop-Up Cafe Kathy Bugden, the Rural Community Development Officer for Action with Communities in Rural Kent gave a presentation on The Pop-Up Café Project. The project helps to tackle isolation and loneliness by providing a mobile pop-up café and information hub, free to communities and open to all. Tea, coffee, delicious cakes and wealth of relevant information is provided. Kathy explained that the project aims to offer friendship and an opportunity for local people to make connections within their own community. Please see the programme of dates and times on page 13, when the Pop-Up Cafe will be visiting Newington and Peene
Report from Kent County Council Councillor Susan Carey: See page 21 Report from Shepway District Council Councillor David Godfrey – Cabinet Member for Special Projects: See page 19 Report from KCC Community Warden Gary Harrison Gary Harrison said that there has been little to report in the parish recently, although there are still the usual banking scams going the rounds in which people are asked to set up direct debits. Gary reported that the level of fly tipping appears to have decreased recently.
Next Meeting The next meeting is the Annual Parish Meeting to held on Monday 9th April in Newington Village Hall starting at 7.00pm. The purpose of the Annual Parish Meeting is to provide an opportunity for all electors to come together to be informed about and discuss issues relevant to Newington. Local groups and organisations have been invited to make presentations to report on any major events during the last twelve months together with any items of interest currently foreseen in the coming year. Local residents and members of the public are especially welcome to attend.

District Councillor Report Having got off reasonably lightly during the recent Siberian blast it is good to see the signs of Spring around our gardens and the countryside. One unfortunate legacy from the snow and ice is the unwelcome appearance of potholes in our roads, please do report any to KCC at http:// www.kent.gov.uk/roads-and-travel/report-a-problem . There have been some significant changes at the District Council starting with the change of name from Shepway to Folkestone and Hythe from the beginning of the 2018/19 Financial year. This will not cost the sort of sums that some have been reporting and will more than pay for itself by increased inward investment from outside the District simply because interested parties know where Folkestone and Hythe are whereas few have any idea where Shepway is. Our Chief Executive Officer, Alistair Stuart, is stepping down after 13 years of invaluable service during which he was instrumental in turning the Council from one rated as underperforming to a successful one by working closely with a stable and strong administration. This has been demonstrated recently by our Revenue and Benefits, Customer Service and Business Support teams clinching first place in a national awards scheme. They took the Gold award in the Public Sector Transformation Awards ceremony on Tuesday evening, organised by iESE, which works with public sector organisations to help them answer the biggest challenge facing Britain’s public services today - delivering better outcomes, at a lower cost to the public. The Council recently approved a continuing Transformation programme which will enable us to maintain services whist reducing costs despite further cuts in government funding. We continue to produce a balanced budget and unlike many Councils, were able to keep the District share of Council Tax within inflation at 2.88% which includes parish and town precepts. I would remind residents that although the District Council is the collection body for Council tax the largest proportions of your overall Council tax go to KCC and the Police. The Council is quite clear that it strongly support government policy to provide much needed new homes for all levels of our local populations 19

through further acquisitions by Opportunitas, the Council owned company enabling such commercial activities, and by continuing to pursue ambitious plans for Princess Parade and Otterpool. All of these developments will provide a mix of homes and only by pressing on with these will we be able to meet the demand and help future generations to share in the benefits of home ownership which many of our population of so called “baby boomers” have enjoyed I think that is enough from me this month and I look forward to seeing some of you at various local events during the forthcoming Spring and Summer. From your County Councillor As I write KCC is still counting the cost of the snowstorms in early March called ‘The Beast from the East’ by some. Damage to our roads may be in excess of £4m and Kent could be eligible for funding from the Government towards these extra costs. This help would be welcome but we will not be waiting for a Government bail-out. Kent County Council holds reserves for precisely this sort of emergency and we will be using them. Kent Highways staff were out day and night keeping the strategic road network clear as well as locations where our social care teams needed access. Across Kent 60 full size and 5 mini gritters (for narrow streets) as well as 117 farmers with snow ploughs fitted to their tractors were in action. Staff in adult and children’s social care went above and beyond to support our most vulnerable residents. Some stayed overnight at their place of work to be there for the next shift while others did extra shifts. They delivered food parcels, cleared paths and one social worker walked across the Sheppey Bridge when it was closed to motor traffic to make a critical visit. We worked with Kent Police, Kent Fire & Rescue Service, NHS and other emergency responders making sure essential public services were delivered. Our Call Centre (which is part of my special responsibility at KCC) played a key part answering an increased number of calls particularly outside normal office hours for emergencies. I was with Newington Parish Council on 12 March and know that villagers have been helping one another and making good use of the salt bins for the roads and pavements (there are over 2,000 of these across Kent and there’s a map showing their locations on www.kent.gov.uk). Thank you to everyone who helped with this and looked out for their neighbours. Kent Highways staff have been out checking the state of the roads and dealing with anything they find which is immediately dangerous. They are obviously giving priority to the busy A and B roads so it is really helpful if everyone could report potholes on our rural roads. If you go to www.kent.gov.uk and search for Highway faults there is a very simple system for reporting problems including a map which helps identify the exact spot and will show if someone else has already reported it. You can also phone 03000 41 81 81 in office hours and 03000 41 91 91 for emergencies outside office hours (if there’s immediate danger to life then use 999). Susan Carey Member for Elham Valley 21
